No more red beacons from May 1 NEW DELHI, APR 19 (IANS): Central government on Wednesday announced no dignitary will be allowed to flaunt red beacons atop their vehicles from May 1, and necessary changes in the laws for the purpose are being brought about. The Congress termed the decision “ridiculous” and as a mere “symbolic politics”. The decision was taken by Prime Minister Narendra Modi, who informed the cabinet about it. “From May 1, no red beacon will be allowed atop any official vehicle. There will be no exceptions,” Finance Minister Arun Jaitley told reporters here after the cabinet meeting. “It is more precisely the Prime Minister’s decision. He only informed the cabinet about it,” Jaitley told reporters after the cabinet meet. Vehicles involved in emergency and relief and rescue services, ambulances, and fire services, will, however, be allowed to put blue beacons, the minister said. Jaitley said the government will bring about the necessary amendment to

LH, RH call off bandh on NH 2 DIMAPUR, APR 19 (NPN): Total bandh on NH 2 imposed by Lotha Hoho and Rengma Hoho, which began Wednesday, has been called off in the afternoon (1pm) following written assurance by Commissioner and Secretary, and chief engineer, PWD (NH). This was informed by LH chairman Mhao Humtsoe and RH president Kenyuseng Tep in a joint statement. They said that despite of “lots of dissatisfaction and resentment” they have suspended the ongoing total bandh, as a gesture of goodwill towards the written assurance given by the commissioner and secretary and chief Engineer, PWD (NH) published in local dailies on April 19. The hohos have also “reluctantly” accepted the assurance of NH authorities that widening works on NH 2, Tseminyu & Wokha sectors would be started at the earliest date, but not later than three months, with effect from April 17, 2017. Therefore, the hohos cautioned that the agitation would resume if the work was not carried out as per their demand- widening of the NH 2, covering Tseminyu and Wokha sectors, from 40h km to Doyang bridge.

the Central Motor Vehicle Rules, 1989, in this regard. “Rule 108 deals with use of red, white and blue lights on vehicles. Rule 108-1 (III) says the Centre and states can specify dignitaries who can use beacons on their (official) vehicles. It is a central rule and is being abolished from the rule book,” Jaitley said. He said it means no dignitary at the Centre or in states could henceforth use beacons on their vehicles. Asked if there would be exceptions like the President or the Prime Minister for the use of red beacon on their cars, Jaitley said there can’t be any exceptions “when the rule itself is not there in the rule book”.

The minister said Rule 108 (2) that empowers the Centre and state governments to use blue beacons with flasher is also being changed. “Only defined emergency services will be allowed to use blue beacons with flasher,” Jaitley said. The decision intends to strengthen democratic values in the country, the Finance Minister said, and added that the consequential changes required to be made in other rules will also be made. The red beacon had over the decades become an instrument of political appeasement in the country with state governments “granting” such beacons to

functionaries of the ruling party even when they held no constitutional posts. Road Transport and Highways Minister Nitin Gadkari had the red beacon of his vehicle removed soon after the cabinet meeting. “The government is of the c onsidered opinion that beacons on vehicles are perceived symbols of VIP culture and have no place in a democratic country,” Gadkari said. “They have no relevance whatsoever.” The Congress, however, termed the decision as “symbolic politics” and “ridiculous”. “This is not something new. The Supreme Court had on December 10, 2013, ordered which vehicles would be allowed to have beacons atop them,” said Congress spokesman and former Union Minister Manish Tiwari. “Now, after three years of this decision, if the BJP is trying to do politics over it and try to gain the high moral ground, then it is ridiculous,” he added. Tiwari said that some parts of the apex court decision had already been effected.

Likely assignment for Dr. S.C. Jamir Staff Reporter

DIMAPUR, APR 19 (NPN): Name of veteran Naga politician and former chief minister of Nagaland and present Governor of Odisha Dr. S.C. Jamir is doing the rounds as the next potential vice president of India when current incumbent Dr. A.H. Ansari, who will end his second consecutive term in office since 2007. Election for vice president of India is scheduled to be held by first week of August 2017. Dr. Jamir has been Governor of Goa, Maharashtra and briefly Gujarat when Prime Minister Narendra Modi was the chief minister of the state. Dr. Jamir is the only UPA appointed governor who was not touched after NDA came to power. When contacted by Nagaland Post, for his comments, Dr. Jamir said he was

not aware of it as it could be only media speculations. He reiterated that he was very fortunate to have served the nation in various capacities and was contented. Recently an RSS pracharak had stated that Dr Jamir will be backed by RSS for being chosen by the government to stand for election for vice president of India. According to sources close to RSS, Dr. Jamir is considered for his vast experience as four-time chief minister: April 18,1980- June 5,1980; November 18,1982- October 28,1986; January 25,1989May 10,1990; February 22,1993-March 6,2003. He was also Governor of Goa (July 17,2004- July 21,2008); Gover nor of Gujarat(July24,2009- November 26,2009); Maharashtra( July 19,2008-January 21,2010) and Odisha (March 9,2013 till date). In addition, Dr. Jamir

is also the longest serving Congress politician having begun his innings as Parliamentary secretary under India’s first PM Pandit Jawaharlal Nehru and later Indira Gandhi (May 5, 1962-January 15,1966). If Dr. Jamir is eventually chosen as the ruling NDA candidate, it would also possibly get support from Congress party. Most importantly, with Meghalaya, Nagaland and Mizoram to go to the polls by 2018 a leader from North East could also be an important factor to woo the north east to the NDA. It may be recalled that the other North East politicians who had been elected to high offices included Prof. GG Swell who became deputy speaker Lok Sabha (1969-70 and 1971-77) including PA Sangma as Speaker Lok Sabha (199698).

Babri Masjid demolition a ‘national crime’: Apex Court

Cabinet clears EC proposal for paper trail machines NEW DELHI, APR 19 (PTI): The Union Cabinet today cleared a proposal of the Election Commission to procure paper trail machines for use during future elections. The decision comes in the wake of growing demands from opposition parties for holding all future elections using paper trail machines along with EVMs, to clear doubts about votes cast. The clearance was given by the Cabinet chaired by Prime Minister Narendra Modi to the proposal of “procurement of VVPAT units” after a brief discussion. EC has sought Rs 3,174 crore in all for procuring over 16 lakh paper trail machines to cover all polling stations in the country. Cabinet has so far cleared two tranches of Rs 1,009 crore and Rs 9,200 for the Commission to buy new EVMs. Since June, 2014, the EC has given at least 11 reminders to the government seeking funds for VVPAT machines. The VVPAT is a machine which dispenses a slip with the symbol of the party for which a person has voted for.

NEW DELHI, APR 19 (IANS): The Supreme Court on Wednesday said the Babri Masjid demolition is a crime that shakes the secular fabric of the constitution and ordered the restoration of ‘criminal conspiracy’ charges against senior BJP leaders L.K. Advani, Murli Manohar Joshi and Uma Bharti. Finance Minister Arun Jaitley said the BJP and the government would not act against any of the leaders. “This case is going on since 1993. Today, no new situation has arisen.” Advani and Joshi were among the top contenders for the post of President after Pranab Mukherjee retires in July. Uma Bharti is a union minister and Kalyan Singh is the Rajasthan Governor. Hours after the verdict, Joshi and Advani held a brief meeting. Writing the judgment, Justice Nariman said, “in the present case, crimes that shake the secular fabric of the constitution have allegedly been committed almost 25 years ago. The accused persons have not been brought to book largely because of the conduct of the CBI in not pursuing the

Memorial park in honour of Naga Labour Corps in WWI DIMAPUR, APR 19 (NPN): In commemoration of 100th year anniversary of Naga Labour Corps in France, the Nagaland government has decided to set up a memorial park on the hillock opposite the Red Cross building (near Classic Island), Kohima. The memorial monolith would be unveiled by chief minister Dr. Shürhozelie Liezietsu on April 21 at 1 pm at the proposed site. An official statement from DIPR said that, this is the 100th year anniversary of the participation of the Naga Labour Corps in France. During the World War I, around 2000 Nagas have been recruited and were designated as Naga Labour Corps, “numbered as the 35th 36th 37th and 38th (Naga) Labour Companies”. Of them, the 35th Coy left the Naga Hills as part of the Labour Corps on April 21, 1917 and sailed for France on April 26, the statement stated.

KO H I M A / D I M A P U R , APR 19 (NPN): School Education department has come under immense pressure after both Nagaland RMSA Teachers’ Association batch of 2016 and 2013 (NRMSATA) turned their guns on the department against non-release of salary. NRMSATA-2016 had already launched its phase-I agitation on April 17 in the form of boycott of classes. On the other hand the NRMSATA2013 has decided to launch a protest from April 20- to boycott all government secondary classes throughout the state. NRMSATA-2016 president, Renbomo Patton, said that executive members at an executive meeting on Wednesday decided to go ahead with phase-II agitation (poster campaign) starting Thursday. He said the three-day poster campaign would be carried out at strategic places in Ko-

hima. Even after the phase-II stir if the government turned a deaf ear to its grievances, the association cautioned that it stage sit in protest at the secretariat starting from April 25. Meanwhile, the association has informed all its members to continue with the class boycott until the final settlement was reached. In this regard, the NRMSATA has requested all responsible citizens to cooperate and extend full support to its cause. Around 1000 RMSA teachers appointed since 2013 are expected to travel to Kohima on April 24. NRMSATA demands: NRMSATA 2016 president, Renbemo L. Patton, and general secretary, Kezhothito Keyho, has asked the department (RMSA) to publicize as to why the district coordinators were made to prepare pay rolls till March when they have not been credited to the teachers account. Affirming to fight tooth

and nail for what was right and justice, the association has informed all its members to be prepared for any eventuality. In case of untoward incidents, the association said it would not be held accountable. NRMSATA 2013 to boycott classes: NRMSATA2013 has decided to start boycotting all government secondary classes throughout the state from April 20, 2017. In a press release, NRMSATA-2013 president, Thejazelie Tase, general secretary, Arhomo Humtsoe, and press secretary, Mezhuzonuo Mepfhuo, said the decision to launch agitation was taken at an emergency meeting, wherein the members discussed at length the government’s failure to release five months (November 2016 to March 2017) pending salary of RMSA 2013 and 2016 teachers. The signatories said the house also resolved that if the government failed to come

Giriraj Kishore and Singhal, who were key members of the Vishwa Hindu Parishad (VHP), have since

died. Katiyar is a Rajya Sabha member of the Bharatiya Janata Party (BJP). Restoring the conspiracy charge, Justice Pinaki Chandra Ghose and Justice Rohinton Fali Nariman transferred the trial from Rae Bareli to Lucknow. Justice Nariman said since Kalyan Singh had constitutional immunity from prosecution, the trial court would proceed against him when he ceases to be Governor. The verdict followed a Central Bureau of Investigation plea challenging the May 2010 Allahabad High Court order quashing the conspiracy charge against Advani and others.

CM to urge centre to improve ITCs DIMAPUR, APR 19 (NPN): Nagaland chief minister, Dr. Shürhozelie Liezietsu, on Wednesday said that he would urge the Centre to improve the infrastructure such as roads and communications at Pangsha, Longwa and Avangkhu, which have been earmarked as International Trade Centres. According to CMO media cell, the chief minister said that the people of the region should benefit from trade and commerce with the South East Asian nations. Dr. Shürhozelie said he would seriously consider improvement of facilities so Nagaland could be part and parcel of the Centre’s Act East Policy. “In terms of trade and commerce, the 21st Century will belong to the South East Asian countries and considering our proximity, both geographical and cultural, we should take full advantage. The region should not be mere corridor for trade and commerce with the neighbouring countries but should be the hub so that the people of the area too, benefit from the increased trade and commerce,” he said assured. out with a positive response by April 24, 2017, the RMSA 2013 teachers in coordination with RMSA 2016 teachers would undertake next phase of agitation outside the New Secretariat, Kohima from April 25, 2017 till all the pending salaries were released in totality. Further, the signatories pointed out that RMSA 2013 executives had a number of meetings and submitted representation to the government for timely release of salary starting from the year 2013 till date. However, they said there has been no positive response from the government as usual. “How long should we have to fight for what is legally ours? How long does the government want us to suffer this way? Is the government even thinking about solving this issue permanently? Or is this a cross for us, RMSA teachers, to bear till the end of our service?” they asked. (Cont’d on p-8)

were better trade routes than Moreh in Manipur. Stating that there was an “information gap”, Makury said Avankhu under Meluri sub-division of Phek district had more potential than the Moreh, adding that transportation of goods from the Southeast Asian to Avankhu would be easier. The daily turnover at Moreh market is reported to be in terms of several crores of rupees. He pointed out that goods were transported by waterways along the Chindwin River from Mandalay to Kaliwa. He said that from Kaliwa goods were transported by road to Moreh covering a distance of more than 400 kms, saying the goods have to be transported for about 245 km to Kohima via Imphal. “However, goods can be easily transported by waterways to Thamanthi, nearest river port to Indian border from where the goods can be transported to Avankhu or Phokhungri and then to Kohima which will be less than 350 km,” Makury said. The distance from Kohima to Phokhungri is 292 km and Thamanthi in Myanmar is located about 40 km from the Indian border.

NLC responds to IMTN rebuttal DIMAPUR, APR 19 (NPN): Nagaland Congress (NLC) has responded to the rebuttal issued by Indigenous Minority Tribes of Nagaland (IMTN) with regard to the use of “non-local” on the issue of controversial appointments in the police department. Clarifying its stand, NLC media cell said IMTN had over reacted to the use of the word “non local”, since it was used only as a general indicator to show how appointments were given to the non-locals, the others and Nagas respectively. While acknowledging the contribution, participation and sacrifices rendered by member tribes of IMTN towards the cause of Naga movement and formation of statehood, NLC said their stand was unquestionable on the matter,

as they were also on same the footing with Naga brethren in the state as much today as it was yesterday. In a way, NLC said “they do have more say in the affairs of the state than some Naga tribes settled outside the state.” However, NLC said “it must be admitted that there are non-locals who are non-tribal non-Naga; secondly there are nonNaga who are locals; thirdly there are nonlocal Naga and finally the local Naga.” NLC reiterated that non locals were given excessive appointment, and the voice of others was least heard and the voice of local Naga unheard. It was only for comparative reason, within few communities including non local Naga, that Kuki tribe was mentioned as one having

more employees in police department, NLC said. H o w e ve r, e ve n though their number was more than some local Naga tribes, NLC said it was not questioning their size of employment. “Here Kuki’s number of employment is not the issue; rather their problem is part of the larger issue,” it stated. On the allegation that NLC was “distorting facts and history to gain cheap political mileage for their political goals while attacking the present government”, it said such remark was potentially reactive and purely political. It said NLC was not disputing the indigenous status of IMTN. However, NLC said if IMTN felt that alarming appointment of non locals (Cont’d on p-8) K Y M C

China gives 6 Arunachal places its own names oidengarbo Ri, Mainquka, Bumo La and Namkapub Ri. “These names reflect... China’s territorial claim over South Tibet (Arunachal Pradesh) is supported by clear evidence in terms of history, culture and administration, Chinese Foreign Ministry spokesman Lu Kang told reporters here. Defending the action to standardise the names, Lu said, “to issue these names is actually carried out in accordance with the regulations about the names of the localities and it is a legitimate action by the Chinese government. “Let me stress that about the Indian government’s indulgence of (the) Dalai Lama activities in disputed eastern section of the India-China boundary and also about his anti- China activities, this is something we are firmly against. These activities are also against the Indian government’s commitments to China, Lu said when asked about the signifi-

cance of standardisation of names. Asked why it took China so long to standardise the names and whether the sudden move was in retaliation to the Dalai Lama’s recent visit to Arunachal Pradesh, Lu said, China chose this time to announce the standardisation as it was now doing a second census of names of localities and an important part of it was to standardise names in ethnic languages. He said more standardised names will be announced later. “In the next step, we will also step up our study of those names in Tibetan ethnic languages and in the next step we will announce more standardisation of these names, he said. Reiterating that China’s claims over the east section of India-China boundary in Arunachal Pradesh were clear and consistent, Lu said, “these names have been passed on from generation to generation by people who have lived there

Judicial probes on Manipur encounters ‘biased’: Army to SC New Delhi, Apr 19 (PTI): A day after it was rapped by the Supreme Court for remaining silent over rape and murder charges against its personnel in Manipur, the Army Wednesday said the judicial probes conducted into these charges were “biased and slanted against them due to local factors. It alleged that the district judges, who were locals, had conducted the judicial inquiries into the alleged killings and local factors came in the way of the probe reports which went against the armed forces. “The problem in every case is that the slant of judicial inquiry was against us. Judicial inquiries which have been done by a district judge proceeded against us by the virtue of their local apprehensions or local positions. Army’s job is not to kill its own people, Attorney General Mukul Rohatgi told a bench of Justices M B

Lokur and U U Lalit. Citing an example, Rohatgi said if the Army goes after two terrorists holed up in a civilian area and in cross-fire some people are killed, then it cannot be held guilty for these casualties. “We are in our own country. If army is disbelieved, then the whole system will go haywire and cannot work. The inquiry officers were biased due to their local considerations, Rohatgi said, adding the judicial probes were not conducted by the High Court which had tasked the district judges to inquire into the allegations of extrajudicial killings. He said the Army in Manipur was operating in a very difficult situation and needed to be trusted as it cannot stage-manage the killing of its own people. “Army is operating in insurgency-prone areas of Manipur in difficult circumstances and it cannot

be disbelieved. It cannot be said that I have stagemanaged to kill my own people, he said, adding that compensation has been paid wherever the High Court has directed. To this, the bench said “compensation cannot be a substitute for everything. Rohatgi responded to the remark saying none of the kin of the victims have complained and compensation was paid to their satisfaction. He urged the apex court that no decision should be taken on the judicial inquiry reports of district judges due to their local bias. The apex court had yesterday pulled up the Army asking why it had remained silent over allegations of rape and murder against its personnel in Manipur and questioned the state government for not proceeding with these cases against them.

for generations, the Tibetan ethnic and Monpa ethnic groups. “It is also an example that shows China has clear administration over these areas and there are many activities by the Chinese people in that area, he said. China’s move comes just days after the Dalai Lama’s visit to Arunachal Pradesh, which was seventh since the 81-year-old spiritual leader fled from Tibet through Tawang and sought refuge in India. During the Dalai Lama’s Arunachal Pradesh visit, China had warned India that it will take “necessary measures to defend its territorial sovereignty and interests. The India-China border dispute covers the 3,488 km-long Line of Actual Control (LAC). While China claims Arunachal Pradesh as South Tibet, India asserts that the dispute covers Aksai Chin area which was occupied by China during the 1962 war.

BJP in M’laya to file complaint over ‘rumors’

SHILLONG, APR 19: BJP in Meghalaya on Wednesday said it would lodge with police against “vested interest groups circulating propaganda on social media labeling it as “anti-Christian party. “We will see that false propaganda will not be allowed. We will submit complaints to the state police department and central intelligence agencies and demand action against the vested interest groups, BJP’s Meghalaya Vice-President, John Antonious Lyngdoh said. On Tuesday, the BJP leaders took stock of the propaganda circulated on the social media by “vested interest groups, which was tarnishing the party’s image before the Christian’s minorities. “In the past few days, some vested interest groups have been circulating misinformation on social media that the BJP is antiChristian, and if it comes to power, churches will be dismantled, and Christians will not be allowed to worship freely, Lyngdoh, who is also an active church leader, said.

was processing for appointing of someone from outside Manipur, who does not practice in Manipur. Asserting that the constitutional post of advocate general of Manipur should be from a member of the BCM, the lawyers have also demanded amendment of the Manipur Judicial Service Rule 2005. Speaking to reporters at the protest site, a senior advocate said that giving the post to someone from outside Manipur who does not practice in Manipur was not a good decision.

The association also threatened to launch various forms of agitation in the event of appointing someone outside from Manipur. BCM observed that it was inappropriate to appoint a non-native as the AG as understanding of local languages and issues are of paramount importance. On Tuesday, a similar protest was staged outside the High Court complex in Imphal by the lawyers under the aegis of High Court bar Association Manipur (HCBAM).

Delhi High Court refuses to intervene in Jadhav case

NEW DELHI, APR 19 (AGENCIES): The Delhi High Court on Wednesday refused to direct the government to approach the International Court of Justice for the release of death row convict Kulbhushan Jadhav from jail in Pakistan, saying the government was taking necessary steps. A bench of acting Chief Justice Gita Mittal and Justice Anu Malhotra said the government was best placed to take a decision and safeguard the life and liberty of its citizens. “All steps are being taken by the government. There cannot be any intervention by this court,” the bench said, adding that it does not want to interfere in the government’s measures to secure the release+ of 46-year-old Jadhav from the Pakistani prison. The court accepted the stand of Additional Solicitor General (ASG) Sanjay Jain that Union of India was making every possible endeavour+ to get Jadhav back. Observing that it would be “inappropriate” to openly discuss the “sensitive issue”, the bench said “revelation in open court about steps

Kulbhushan Jadhav being taken by the government may jeopardise the sensitive efforts to secure his release.” The high court also rejected the petitioner’s prayer for issuance of protocol to release Indians abducted/ kidnapped in other countries, saying “there cannot be a straight-jacket formula that may be adopted for different situations.” The court had reserved its verdict after the ASG said it was “not a public interest litigation”. The ASG had also said the issue should be left to Parliament and its members as it was a rare occasion that members of both the Houses, cutting across party lines, have condemned the act of the Pakistan military court.

The court was hearing a petition filed by social activist Rahul Sharma who sought direction to the ministry of external affairs and the ministry of home affairs to approach the Hague-based ICJ to provide consular access to Jadhav, saying the former Naval officer has not only been illegally detained but also wrongly awarded capital punishment. The Pakistan army chief had on April 10 confirmed the death sentence awarded to Jadhav, a former Naval officer, by a Pakistani military court after he was convicted on alleged charge of espionage.

India summons Pak deputy high commissioner

India on Wednesday summoned the Pakistan deputy high commissioner on the issue of death penalty being given to Kulbhushan Jadhav by a military court there and made a fresh demand for consular access to the Indian national. Pakistan’s deputy high commissioner Syed Haidar Shah was called by the external affairs ministry which

reiterated that Jadhav was innocent and false charges were framed against him, according to sources. Shah’s summoning comes five days after Indian envoy Gautam Bambawale had met the Pakistan foreign secretary and sought a certified copy of the chargesheet and the army court order in the case, besides consular access to the retired Indian navy officer. “We definitely want to appeal against the judgement but we cannot do it unless we have the details of charges and a copy of verdict. So, my demand was that the details of the chargesheet and a copy of the verdict be provided to us,” Bambawale had said after the meeting. Expressing disappointment over Pakistan turning down India’s request for consular access to Jadhav, the Indian envoy had also said, “They have denied our request for consular access 13 times (in the last one year). “I have forcefully asked for consular access on the basis of the international law and on humanitarian grounds as he is an Indian national.”

India can grow by skilling people: Ansari

Hamid Ansari New Delhi, April 19 (IANS): Vice President Hamid Ansari on Wednesday said that India can reap demographic dividends by rapidly skilling people. “If we are able to provide quality skill training to our people, we can make India a human resource powerhouse in the world,” Ansari said at the Conference on Skilling India for Global Competitiveness here. At present, 2-3 per cent people in India have undergone training compared to 68 per cent in Britain and 52 per cent in the US, he added. He warned that the country will look at “unprecedented” unemployment rate if it fails in the task of skilling. Ansari said he saw three challenges before the skilling task --challenge of quality, challenge of number, and challenge of perception.

Cong welcomes revival of charges in Babri demolition

New Delhi, Apr 19 (IANS): The Congress on Wednesday welcomed the revival of conspiracy charges against senior BJP and VHP leaders in the demolition of the Babri mosque, and demanded speedy trial in the case. “The law of the land has prevailed. We hope that there will be speedy trial and all the guilty will be punished and face the consequences,” Congress spokesperson Sanjay Jha told IANS. “It is a known fact that the Babri demolition as a spontaneous reaction has been proven wrong and it was indeed a political conspiracy,” he said. The Supreme Court on Wednesday revived the conspiracy charge in the Babri Masjid demolition case against senior BJP leaders L.K. Advani, Murli Manohar Joshi, Kalyan Singh and Uma Bharti, among others after the CBI petitioned it for restoring criminal conspiracy charges. Senior Congress leader and former Union Minister Manish Tiwari said that the decision has put Prime Minister Narendra Modi’s “morality quotient” on test. Asked if those holding constitutional posts including Union Water Resources Minister Uma Bharti and

Sanjay Jha Rajasthan Governor Kalyan Singh should resign following the decision, he said the Congress would leave it to Prime Minister Narendra Modi’s wisdom. “Our Prime Minister doesn’t get tired of speaking of morality and moral high ground. This decision would test his moral standards. We leave it to his wisdom how he reacts to this and whether a chargesheeted minister should remain in his cabinet or not,” Tiwari said. Reacting to Finance Minister Arun Jaitley’s jibe that if filing of chargesheet or FIR should become a standard for resignation, half of Congress’ Chief Ministers would have to go, Tiwari said: “Jaitley ji has forgotten that Congress ministers have resigned even at mere allegations on moral grounds, let alone filing of FIR or chargesheet.”

I can go to any extent for Ram, cow: Uma Bharti NEW DELHI, APR 19 (AGENCIES): Hours after the Supreme Court restored criminal conspiracy charges against her along with other senior BJP leaders, including L K Advani and M M Joshi, in the Babri Masjid demolition case, the Union water resources minister Uma Bharti on Wednesday said she can go to any extent for “Ram (temple), cow (protection), Ganga (rejuvenation) and ‘tiranga’ (national flag)”. Striking a defiant note, Bharti said there was no conspiracy in the Babri Masjid demolition and everything was in the open. “I am proud and unapologetic about being part of Ayodhya movement...I am ready to sacrifice my life, ready to go to jail for Ram temple”, she said while reacting to the apex court’s order. Asked about the Congress’s demand of her resignation, Bharti said she was not enamoured by the ministerial post. “The Congress has no moral right to ask for my resignation. It was the Congress party which was responsible for emergency and 1984 antiSikh riots”, said the minister, asking whether the Congress president Sonia Gandhi could be considered as part of the conspiracy when Sikhs were being killed in Delhi during the riots as she was with Rajiv Gandhi.

Final arguments concluded Whistleblower BSF trooper dismissed from service in money laundering case Raja and other accused in the money laundering case. The ED has accused Raja of conspiring with his coaccused in illegally granting telecom licences to ineligible firms. For this, the ED said, Rs 200 crore was paid by the promoters of Swan Telecom Pvt. Ltd., using their group entity Dynamix Realty, to Kalaignar TV, through Kusegaon Realty Pvt. Ltd. and Cineyug Media and Entertainment Pvt. Ltd. (Cineyug Films) in the garb of legitimate financial

transaction, that is, as loan/ share application money. The ED said that the payment was illegal gratification for Raja and his associates in lieu of the illegal favours extended to the STPL for the grant of Unified Access Services licence. The ED further said that its investigation had revealed that the return of Rs 200 crore has been carried out along with an additional amount to project this illegal payment as legal and bona fide financial transaction.

In his first reactions, Yadav said “I was punished for telling the truth”. “I will first approach the central government for justice and if I am denied justice there, then I will go to the court,” he told some media persons in Jammu. Yadav’s wife Sharmila also expressed dissatisfaction over the BSF court’s order and took to social media to protest the decision.

Tests for BJP, AAP

y April 23, 2017 citizens living within Delhi’s 272 municipal wards under North Delhi Municipal Corporation (NDMC), South Delhi Municipal Corporation (SDMC) and East Delhi Municipal Corporation (EDMC)-will vote to elect their corporators. The corporation was trifurcated by the UPA in 2012 and in the subsequent elections in April 2012, saw the BJP manage to win the most seats in the two corporations NDMC and SDMC and also able to cobble majority with other parties to run the EDMC. The affairs of the Delhi municipal corporations have been largely abysmal with the BJP failing to deliver the goods. Like in other metro cities, Delhi’s corporations are also notorious for doing precious little with the enormous money earned through various taxes. The elections will be fought mainly by the AAP which rules the state, the BJP the incumbent party in power and the Congress. The BJP is leaving no stone unturned to ensure that it retains power in the Delhi municipal corporations. By all indications, despite anti-incumbency, the BJP has successfully fought it off through brilliant campaign strategies and exploiting the predicament within the AAP government in Delhi and the disarray within the decimated Congress. In the recent Rajouri by polls, the BJP won the seat comfortably by polling 40,602 votes and bagged 52% vote share. The Congress came second with 25,950 votes and 33.2% vote share. This time, AAP just bagged 10,243 votes or just 13.1% vote share. What makes it worse for AAP is the fact that going by the Election Commission’s rules it has lost its deposit in the seat as it failed to poll more than 1/6th of the total votes polled. The Rajouri Garden by-poll reaffirms the perception that BJP is retaining its vote share in Delhi, Congress has regained its lost ground, while the Aam Aadmi party has lost the popular support it enjoyed in 2015. AAP may have found the Congress an easy target to defame and destroy so as to come to power on the specious plea of being an anti-corruption movement. Today, the BJP has trained its guns on various alleged corrupt practices of the AAP government and its ministers. A clearly worried Kejriwal is already looking for excuses after the Rajouri by-poll in the event AAP performs dismally in the Delhi metropolitan corporation polls. Kejriwal has targeted EVMs again and this time, he said if AAP did not in 200 metropolitan wards which should go to it as per AAP surveys, then it will be due to tampering of EVMs. There would not be such scope for Kejriwal to cry EVM fraud as the EVMs to be used for the Delhi metropolitan corporation polls contain the additional facility of the VVPAT, which would have helped voters in verifying if votes were indeed getting registered correctly. The BJP has little to worry about challenges from AAP which is being taken to courts for various defamatory statements. That leaves the Congress which hopes that there could be a reverse flow from the AAP if the disenchantment goes out of control. That will however not be enough for the Congress to be contender. If the BJP fails to convincingly win Delhi corporation polls then it could be another unscripted story which will be known only on April 26.

DailyDevotion Beware of the Least Likely Temptation Joab had defected to Adonijah, though he had not defected to Absalom. —1 Kings 2:28 Joab withstood the greatest test of his life, remaining absolutely loyal to David by not turning to follow after the fascinating and ambitious Absalom. Yet toward the end of his life he turned to follow after the weak and cowardly Adonijah. Always remain alert to the fact that where one person has turned back is exactly where anyone may be tempted to turn back (see 1 Corinthians 10:11-13). You may have just victoriously gone through a great crisis, but now be alert about the things that may appear to be the least likely to tempt you. Beware of thinking that the areas of your life where you have experienced victory in the past are now the least likely to cause you to stumble and fall. We are apt to say, “It is not at all likely that having been through the greatest crisis of my life I would now turn back to the things of the world.” Do not try to predict where the temptation will come; it is the least likely thing that is the real danger. It is in the aftermath of a great spiritual event that the least likely things begin to have an effect. They may not be forceful and dominant, but they are there. And if you are not careful to be forewarned, they will trip you. You have remained true to God under great and intense trials— now beware of the undercurrent. Do not be abnormally examining your inner self, looking forward with dread, but stay alert; keep your memory sharp before God. Unguarded strength is actually a double weakness, because that is where the least likely temptations will be effective in sapping strength. The Bible characters stumbled over their strong points, never their weak ones. “…kept by the power of God…”— that is the only safety. (1 Peter 1:5).

Beauty is the promise of happiness. ~ Edmund Burke

O

ne bug which has bitten both India and Pakistan and now Bangladesh is the espionage. Anyone who visits from the neighbouring country is considered a spy until proved otherwise. It really depends on the External and Home ministries whether a particular person would be let off freely. In other words, the police force is an arbiter. And it goes without saying that the sentence awarded to the person would be life time imprisonment or death. Normally, the court decides. However, the case in Pakistan is different because it is ruled by the military. Still the Civil Court have their role depending upon local military commanders. They in fact have the last word. Even the death sentence is awarded by them. The question of evidence arises but it again depends on local military commanders. The Dawn from Karachi has reported how Jadhav, an Indian businessman, was sentenced to death. “Indian RAW A g e n t / N ava l o f f i c e r 41558Z Commander Kulb-

The bug of espionage

hushan Sudhir Jadhav alias Hussein Mubarak Patel was arrested on March 3, 2016 through a Counter Intelligence Operation from Mashkel, Balochistan, for his involvement in espionage and sabotage activities against Pakistan. “The spy has been tried through Field General Court Martial (FGCM) under Pakistan Army Act (PAA) and awarded death sentence,” the military’s public affairs wing, ISPR, announced on Monday. Sartaj Aziz, Advisor on Foreign Affairs to Prime Minister Nawaz Sharif has admitted that there was little evidence to convict but other things, he says, add up to prove Jadhav’s involvement. In any case, Sartaj Aziz words are adequate. Since Pakistan has submitted the relevant papers to the Secretary General UN. It believes that the verdict, if he at all delivers, would be in favour of Islamabad. Indeed, it is hell for a person who visits a neighbouring country. He or she is pursued by the Intelligence department wherever he goes. Even the shopkeeper is ques-

tioned as if he is party to the buyer’s selection of the place. Markets want buyers from a neighbouring country because they spend lot of money. But the questioning by the police deters them. I recall that once a Pakistani who picked Kuldip me up from the airport was upset by the police car that followed. He stopped the car and asked the driver why he was pursuing the car. He said in reply that he was not to blame. He was doing what his superior had asked him to do. My friend, who was a leading editor, knew the military superiors. The result was that the car pursuing us increased the distance but it did not give up doing so. Assume that Jadhav was a spy of sorts but what could he have spied. Technology has advanced so much that through a satellite you can read from air even the digits painted on car number plate. Therefore, Jadhav’s guilt would be considered Pakistan’s revenge for some other deed.

T h e Pa k i s t a n a n nouncement did not say when the trial would commence and how long it would continue before the verdict was handed down. In the case of Jadhav, the announcement mentioned that the sentencing had been ratified by Chief of Nayar t h e A r my Staff Gen Qamar Javed Bajwa. It has not been spelled out why and on what ground. Since Pakistan has denied even counselor facilities after as many as fourteen requests made, it is difficult to know the reason for death sentence to Jadhav. Foreign Minister Sushma Swaraj has warned that if the sentence to Jadhav was carried out, it would be an unfriendly act. The recent surgical strike should be a warning. New Delhi can go to any extent. Both India and Pakistan should sit across the table and decide the matters between them once for all. Kashmir may be separated from other problems and discussed at a separate committee. There is no reason that why two cannot

do business or set up joint ventures. In fact, goodwill would be generated if they could only ease the visa facilities for tourists to begin with. Unofficial trade which is going on at the borders can be allowed to increase. Official trade would bring in all kind of problems because both countries have a long list of grievances against each other. Prime Minister Nawaz Sharif said recently that there was no reason why India and Pakistan could not live as friendly countries. The fact of partition is seventy years ago and whatever the wounds inflicted by both of them is a painful story. One million people were killed in the forced migration, the biggest in the world. Thirty to forty million people had to find new homes because they did not feel safe at their places after partition. Jadhav is not the last person to face death sentence by military tribunal sets a new precedents, of trial of civilians by military court. Apparently, political parties are not happy and they have tried

to abolish military courts. The matter came up before the Pakistan National Assembly only a few days ago. There was a fierce opposition from democratic and liberal parties. But unfortunately the military had the last word and tribunals have come to acquire a legal sanction. Since Pakistan has a large say in the SAARC it may be prudent for other countries in the region to discuss some kind of common market and ways to establish even unofficial methods for trade and business. At present the business through Dubai is large but expensive. Agreed that Kashmir is a running sore, but some ways should be found other than pelting the stones to sort out the problem. Too much emphasis on the Islamic aspect is encouraging only the communal parties and postponing the solution. Jadhav’s sentence has become another problem between the two countries. The efforts should be how to lessen such instances of sentence- at- will. There are not conducive to peace in the region.

Post-mortem

Reality Check: No Jobs for Youths

I

t is no mystery or a hard case to crack, the fact that there are times more unemployed youths then there are employed youths. And the fact whether they are registered or not doesn’t have anything to do with the truth that unemployment has become a menace and a threat for our society. The scope of an academic student in Nagaland is a joke. We are being led to believe that after scoring good marks in our exams and then graduation (college), we could appear the central and state exams and then land a secure job for a secure life. Our whole educational system (under the care of the state govt.) is only focused on the text books and hence the students are deprived of extracurricular activities and other subjects like arts, music, dance, science, personality development, public debates (for a constructive society), spelling bee competition, quizzes (for enhancing their mind), awareness of human rights and humanity, career through sports, music, arts and practical skills classes. Since we are programmed by the system to pursue govt. jobs, by the time we come to know about the dreadful truth it gets late. After graduation being unprepared facing the word with only a bunch of diplomas and global knowledge in our heads we have realized the truth that there is nothing for the people as a whole to contribute for our own economy. Redefining which, the youths are unemployed not by choice but by compulsion. In Nagaland the so called ‘jobs’ are, below 100 posts in NPSC exams, recruitment in military/police, semi-govt. jobs, lawyers, bankers/ accountants, teachers (govt./private) and some few other private and miscellaneous jobs of which we all know how most are distributed by the authorities. As mentioned many times before, without platforms for the people to express their potential out how can we harness our capability to survive in this modern world

with sophisticating technology and build our society. It’s no riddle that our society needs to change for the better. We have been nurtured in the care of a rigorously conservative society but this necessarily doesn’t mean that we have to be conservative as well. If we are liberal and rational towards each other, then our society could flourish well for a long time. We could even apply some western trends in our society for our economic growth. In restaurants and other social gathering places, the owner could employ local talents to perform on a small stage for the thrill of the customers. They could hire musicians (pianist, cellist, violinist etc.), bands, stand up comedians, magicians, mime acts etc. and promote music and arts as well as employments for people set in their ways. Nagas with street performance assets should not keep shy at homes. They should come out with their gears and perform out in the public to enthrall the crowd and earn while spreading joy and social emotion. We could also set up theatres in various check points in our respective vicinity where there will plays, dramas etc. for the people to have fun while observing human behavior. This will also provide employment for the actors and the people in the sets. The above are only an example of the infinite possibilities we have the opportunity to grasp if we but only accept that our system is ridiculous and we need to broaden our perspective about life. There are many ways to create employments as well as imparting modern knowledge and awareness to the people, if only our leaders were more educated about the world outside Nagaland and had they themselves tried to reform the society for the present young generations. Admission awareness

t’s that time of the year when both students and parents are eagerly waiting for the exam result. And there is an excitement about choosing the next course of study, along with new college / university. Friends, families, neighbors talks about finding admission and courses for their wards. Most students must have taken college forms/ or appeared entrance exams etc while some are still in confusion. It is a well known fact that those students clearing entrance exams can heave a sigh of relief since they will get college through merit/ counseling on merit basis. But the rest will have to be diligent to find their way to good colleges. In this regard our society time and again have been creating awareness about finding good colleges for welfare of students . While visiting many colleges we have found out that some colleges with good infrastructure are on the verge of closing down due to lack of students, while others lack facilities like libraries, labs , hostels, qualified faculties etc..Students are asked to remain cautious as some of such colleges come from outside the state for admission purpose. To admit students in their colleges, they try to link with some student bodies, schools, colleges, ministries , state govt departments ,reputed organizations by offering hefty commission per students. Many initiative to help students is on the rise for money only ,as these agents send students to those colleges which are unrecognized or do not meet the standard requirement or where there is very less students . Their sole purpose is to get students in the name of helping tribal students. Whereas good institutes gets their seats filled without any publicity and does not offer free schemes/scholarships/ fee concession as they stand on

their own reputation. Students are advised not to go for free education schemes/ scholarships/fee concession as recent experiences of students returning home mid-way their courses have brought untold hardships to both students and parents. It cannot be denied that most of our north eastern states are vulnerable and so many colleges and agents are targeting our gullible people along with local people. In this case it is surprising to know that children of well-educated parents are also victims of this admission frauds as everyone are interested to go the easy way. Just like many fraud online and other schemes which have come to Nagaland and destroyed many people’s lives , there are many frauds cases in admission outside the state for professional courses which is misused by some colleges, agencies, organizations with the help of local people and cheating the tribal students to earn money, and destroying the career of students continuously for the last few years in the name of helping tribal students. In places like Dehradun ,Punjab, Bangalore and Tamil Nadu, some colleges which are not upto the mark, entrusts students/ organisations to actively involve in enrolling students to their colleges by paying commissions to fill their seats. Be aware as such activities will benefit the college only at the cost of student’s career . It is advised to remain careful during admission season,as in Punjab there are still problems of University affiliations issues in some colleges for engineering/ agri courses etc which lead many students to leave college. Such colleges offer fee concession . In Dehradun some colleges are overburdened with many courses like Agri and allied courses, without producing quality re-

Rejoinder to ‘can the people of outside decide for the state of Nagaland?’

T

he write –up of Mr. Thepfulhouvi Solo on “can people of outside decide for the state of Nagaland?” on many occasions has been a direct challenge to my identity as a Naga by blood from Kohima village. I, Mr. Zeneituo Angami of Kohima village is a member of the NSCN-IM (kilonser) for the past 23 years solidly stand by the decisions of my government headed by the collective leadership under chairmen Issac Swu and general sec-

retary Th. Muivah, a Naga by blood. I am convinced that nay Naga by blood has right to speak and act/decide what is best for the Nagas. Any Naga by blood, whether from Nagaland, Manipur, Arunachal, Assam, Myanmar or even from America, China or even further, from another planet has a right to say and decide what is best for the Nagas. Mr. Thepfulhouvi Solo, as an elderly man from Kohima village, I respect him for he enjoys every right

and privilege that I have as a member of Kohima village. Yet, time and again he is insulting and challenging me by the acts and decisions of my government NSCN (IM). As such I would like to clear my identity as Naga by blood and ask Mr. Thepfulhouvi Solo why I cannot speak or decide what is best for the Nagas. I, Mr Zeneituo Angami s/o late Thinuochülie Pienyü s/o late Visenyü Pienyü s/o late Khriesavi Pienyü, descendant of late Pienyü the youngest son

of late üsou the founder of Kohima village, is a Naga by blood. In conclusion, Mr. Thepfulhouvi Solo, I want you to identify yourself before the Nagas that you are a Naga by blood, by naming your late father, grandfather, great grandfather and your ancestors. Mr. Thepfulhouvi Solo, in case you failed to identity yourself as a Naga by blood stop meddling in the affairs of the Nagas. Zeneituo Angami, Kilonser, NSCN-IM

sults. While in some colleges there are increased intake of seats annually without meeting the requirements. Students are advised not to be taken in by attractive advertisements but to understand its contents. Students aspiring for MBBS & BDS seats should know that there is no direct admission anymore. Admission will be made through NEET exam passed only, it is advised to both students and parents not to make any advance payment in seat booking/ reservation to colleges or agencies. As after qualifying NEET there will be plenty of college seats available. Some tips to find good colleges: Check recognition/affiliation status; courses affiliation; faculties; libraries and labs. For eg; Many engg universities/ colleges may be in top rank, but it is advised to check the status of the branch one is going to pursue as that top rank status may not be for all branches. Students and parents are advised to be vigilant and cautious while seeking admission to different colleges outside the state. Visa policy changes: India in touch with US, Australia

Ko l kata , A p r 1 9 (IANS): Taking a dig at West Bengal Chief Minister Mamata Banerjee, who has faced repeated attacks from the BJP for “minority appeasement”, Union Textiles Minister Smriti Irani on Wednesday said she would love to hear about her stand on triple talaq. “It is interesting that I am addressing the press in the state headed by a female Chief Minister. She talks about justice for all. I would love to hear about what Mamata di has to say about triple talaq,” she told reporters here. Last week, Union Law Minister Ravi Shankar Prasad dared Banerjee to come clear on the issue of triple talaq. “It is said that after Uttar Pradesh the maximum number of women affected by triple talaq is in West Bengal. What have you (Mamata) got to say about these victims of triple talaq,” Prasad had said. Banerjee has sided with Muslim organisations opposing the ban on triple talaq. Irani, however, criticised Uttar Pradesh’s Samajwadi Party leader Azam Khan for his comments related to Shariyat -- the personal law of Muslims.

New Delhi, Apr 19 (IANS): With US President Donald Trump ordering tougher conditions for issuance of H-1B visas and Australia deciding to abolish the 457 Visa system, India on Wednesday said it is in touch with both governments. Indians are the biggest beneficiaries of the two programmes. External Affairs Ministry spokesperson Gopal Baglay, in a statement, also pitched France as another destination for jobs for Indians with advanced degrees. On Tuesday, hammering his “America First” campaign theme, Trump signed an order tasking the department heads of State, Justice, Homeland Security and Labour to propose reforms in order to ensure H-1B visas are given to the “most-skilled or highest paid” petitioners. The move is seen as a deterrent to Indian IT firms which send software engineers to the US on H-1B visas. Earlier on Tuesday, Australian Prime Minister Malcolm Turnbull announced he would be abol-

ishing the existing 457 Visa programme, currently used by temporary foreign workers to gain employment in the country. Turnbull he said would “put jobs first” and “Australians first”, signalling a reduction in the occupations available to skilled foreign workers and raising the threshold to qualify. According to government statistics, 95,758 people were living in Australia under the 457 Visa programme last year, with the highest proportion coming from India (24.6 per cent), followed by Britain (19.5 per cent) and China (5.8 per cent). “Insofar as H-1B visas are concerned, the cap has remained at 65,000 since December 2004 when the H-1B Visa Reform Act of 2004 was enacted by the US Congress,” Baglay said. As for Australia, he said the changes announced by the Australian government replaced one scheme with another. The 457 visa scheme in Australia will be replaced by two temporary visas that will impose tougher English language tests, stricter

labour market testing, at least two years of work experience and a mandatory police check. The numbers of jobs eligible for the two- and four-year visa streams will be slashed, with 216 occupations ranging from antique dealer to fisheries officer to shoemaker axed from a list of 651 professions on the list. “Senior Australian officials have conveyed to us that the impact of the changes will be negligible on Indian workers, most of whom fall in high skill category,” Baglay said. “The government is in touch with the governments of the United States and Australia on these matters and is also making full assessment of impact of these recent changes, in consultation with all stakeholders.” The spokesperson also said that the government’s

The aim of revising the definition is also to be able to generate data which can be compared with global estimates and achieve the WHO goal of reducing the blindness prevalence of India to 0.3 per cent of the total population by 2020. The notification in this regard has been issued by the Union Health Ministry. Going by the new definition, the population of blind people in India will reduce from 1.20 crore (as per National Blindness survey

Indian techies in Oz need not to worry: NASSCOM

Indian techies working in Australia would not be affected by its government’s move on visas granted to them under a specific category, said the Indian IT industry’s representative body Nasscom on Wednesday. “Our initial assessment is that the move should not have a major impact on visas granted to Indian IT workers, as the ‘457 visa category’ covered a lot of fields and was difficult to manage,” said the National Association of Software Services and Companies (Nasscom) in a statement.

2007 data) to 80 lakh. “Because of the earlier definition, we were projecting a higher figure of blind people from India at any international forum, presenting ourselves in poor light. “Also, the data that we generated under the programme could not be compared with the global estimates as other countries were following the WHO definition,” said Dr Promila Gupta, Deputy Director General of National Programme for Control of Blindness (NPCB).

Further, India has to achieve the goal set by the WHO which recommends reducing the prevalence of blindness to 0.3 per cent by 2020 to achieve the elimination of avoidable blindness. “It would have been extremely difficult to achieve the WHO goal using the earlier NPCB definition since we had been addressing an extra 4 million (40 lakh) individuals blind due to refractive errors. Whereas, by adopting the blindness criteria of WHO, India now can achieve the goal,”

New Delhi, Apr 19 (IANS): Delhi had the hottest day of this summer on Wednesday at 42.5 degrees Celsius, which was also the maximum temperature recorded for April 19 in seven years, an IMD official said. The heat wave conditions prevailing in the national capital will continue till Saturday, when the temperature may drop a bit, the India Meteorological Department (IMD) official said. “There is a possibility of rain and dust storm on April 22 (Saturday),” the official added. The maximum of 42.5 degrees on Wednesday was five notches above the season’s average. The minimum during the day was 25.4 degrees. According to the IMD official, Thursday may bring slight respite due to partly cloudy sky, with the maximum expected to be 41 degrees Celsius.

NEW DELHI, APR 19 (AGENCIES): India has changed its over four- decade-old definition of blindness, bringing it in line with the WHO criteria, a step that would drastically bring down the number of people considered “blind” in the country. According to the new definition, a person who is unable to count fingers from a distance of three metres would be considered “blind” as against the earlier stipulation of six metres, which was adopted

Arun Jaitley told reporters here after a Cabinet meeting. “This borrowing will be subject to fulfilment of certain conditions, and it would not be limited by the state’s FRBM target,” he said. Jaitley said the eligibility criteria for state entities would be a revenue of over Rs 1,000 crore, and for infrastructure projects the cost criteria will be Rs 5,000 crore. “These entities can approach bilateral agencies directly, so the funding would not come under the state FRBM... state budgets are already under much pressure,” he added.

New Delhi, Apr 19 (IANS): The Union Cabinet on Wednesday approved policy guidelines to allow state government entities to borrow directly from bilateral Official Development Assistance (ODA) partners for implementing vital infrastructure projects. “State entities earlier didn’t have permission to enter into financial arrangements with bilateral agencies. According to the complaint filed by Chaudhary, she booked a 2-Tier AC ticket to travel on October 9, 2010 from New Delhi to Habibganj in Bhopal in the Bhopal Express. It said as soon as the train departed, she began settling down, a bag kept on the upper berth went missing. The stolen bag had a laptop and several valuable articles worth of Rs 45,000, it added. The complainant could not find any official to file a complaint as the train had already departed, it said, adding that she then made a call to PCR but they expressed their inability to help her as the train had left the Hazrat Nizamuddin Railway Station.

The association asserted that its decision to boycott classes was taken as a last resort after all the ways and means have been applied requesting the government to release their salary on time. Stating that teachers have been carrying out their duties sincerely without salary for five months, the NRMSATA2013, however, said their patience has been tested beyond measure. Therefore, it stated that “no pay, no work” would be applied to safeguard the fundamental rights of the teachers. Meanwhile, the association has informed all the RMSA 2013 teachers to comply with its decision and cautioned that stern action would be taken against absentees.

MUMBAI, Apr 19 (PTI): Four major private airports in the country will require an investment of Rs 27,000 crore in expanding the existing capacity, which has reached near optimum level, by 2021, a report said today. The four private airports -- New Delhi, Mumbai, Hyderabad and Bengaluru -- cater to nearly 55 per cent of the country’s total air traffic. These airports are operating at near-full capacity and will need to spend heavily on expansion through 2021, said the report by ratings firm Crisil. “Because of surging footfalls and high capacity utilisation of over 90 per cent, we estimate the four airports would need to invest Rs 27,000 crore for expansion,” Crisil Ratings President Gurpreet Chhatwal said. Yet, their credit quality will remain healthy because of business model strength backed by robust traffic growth and predictable cash flows under a regulated tariff framework, the rating outfit said. Chinese President Xi asks new PLA units to be ready for combat

FILE: Chinese soldiers march past Tiananmen Square in Beijing during the 70th anniversary of the end of World War II on September 3, 2015. BEIJING, APR 19 (PTI): Chinese President Xi Jinping has asked the PLA’s newly-formed 84 large military units to prepare themselves for combat and give priority to building “newtype” fighting capabilities in electronic, information and space warfare. Xi, also the Chairman of the Central Military Commission (CMC), the overall high command of the 2.3 million-strong military, spoke to the commanders of the new units on Tuesday and asked them to improve their joint operation capabilities and technology level. He said the new units of the People’s Liberation Army (PLA) must prepare themselves for combat and

study wars. The President told the new forces to conduct more combat exercises and give priority to building “new-type” fighting capabilities, state-run China Daily reported. In PLA terminology, “new-type” fighting capabilities generally refers to capabilities of engaging in electronic, information and space operations. Xi’s call for building “new-type” fighting capabilities of the world’s largest military came as Beijing prepares to counter the US deployment of Terminal High Altitude Area Defence (THAAD) interceptor missiles in South Korea, whose powerful radars could see through most of the part of China including its missile

development programme. As it expanded strategic influence, China is also flexing its military might especially in the neighbourhood over the territorial disputes with India, Japan and countries in the South China Sea. All 84 of the new units are at combined corps level, which means their commanders have or soon will be promoted to a rank of either major general in the Ground Force, Air Force and Rocket Force or rear admiral in the Navy. Though the PLA has not disclosed how these units were set up, it is likely that they were created through the regrouping of existing forces rather than recruiting new personnel, because the Chinese military

is still engaged in cutting its troops by three lakhs, the daily said. The units’ emergence also indicates that the PLA’s structural shake-up has taken effect. At a CMC conference in December, Xi ordered the military’s structure to be adjusted and optimised, calling for a smaller but capable and flexible military, the report said. The establishment of the units is the latest move in a massive reform the PLA is undergoing. The unprecedented reform began in November 2015, when the Central Military Commission unveiled a blueprint for the PLA’s development. The commission pledged to establish a leaner and more efficient command chain to reduce the number of non-combatant personnel and departments and to build the PLA into a mightier force capable of winning modern wars. Since then, the PLA has set up a headquarters for its Ground Force, founded a Strategic Support Force dedicated to electronic, information and space operations, and established a Rocket Force to replace the former Second Artillery Corps. The previous four top PLA departments-staff, politics, logistics and armaments-were dismantled, the report said.

IS claims attack near Egyptian monastery ROME, APR 19 (IANS/ AKI): The Islamic State jihadist group has taken credit for a deadly ambush at an Egyptian police checkpoint near the iconic Saint Catherine’s Monastery in Sinai late Tuesday, US terrorist-tracking organisation SITE reports. IS claimed the attack in a message published by its Amaq news agency, SITE said. The attack - the first IS has staged against a monastery - comes ahead of a visit to Egypt by Pope Francis later this month. An Egyptian policeman was killed and four were injured during the firefight with IS gunmen, several hundred metres from the monastery’s entrance, Egypt’s Interior Ministry said in a statement. The remote 6th-century monastery is located in the desert at the foot of Mount Sinai in the southern part of the volatile Sinai Peninsula. St Catherine’s is one of the oldest Christian monasteries in the world and a Unesco world heritage site. Egyptian President Abdul-Fattah al-Sisi declared a three-month state of emergency after 45 people died in Palm Sunday attacks against Christian churches in the Nile Delta city of Tanta and the coastal city of Alexandria on April 9.

Trump orders overhaul of H-1B visas

WASHINGTON, APR 19 (PTI): In a blow to Indian IT industry and professionals, US President Donald Trump has signed an executive order for tightening the rules of the H-1B visa programme to stop its “abuse” and ensure that the visas are given to the “most-skilled or highest paid” petitioners. Acting on his ‘Buy American, Hire American’ pledge, Trump signed the order that calls for an overhaul of the programme at the Kenosha, Wisconsin, headquarters of tool-maker Snap-on Inc yesterday. “Right now, widespread abuse in our immigration system is allowing American workers of all backgrounds to be replaced by workers brought in from other countries to fill the same job for, sometimes, less pay. This will stop,” Trump told an enthusiastic audience in Wisconsin before signing the order. He said the order sets in motion the first steps to initiate “long-overdue” reforms to end “visa abuses”. “Right now, H-1B visas are awarded in a totally random lottery, and that’s wrong. Instead, they should be given to the most skilled and highest-paid applicants, and they should never, ever be used to replace Americans,” he asserted. “No one can compete with American workers when they’re given a fair and level playing field, which has not happened for decades,” he said. Trump said his administration is going to enforce ‘Hire Amer-

President Donald Trump holds up an executive order Tuesday at Snap-On Tools in Kenosha, Wis. (AP/PTI) ican’ rules that are designed to protect jobs and wages of workers in the United States. “We believe jobs must be offered to American workers first. Does that make sense?” he said. But the New York Times noted that Trump’s announcement came at a jittery time for the White House, as he faces the 100th day of his presidency without much to show for it in the way of legislative accomplishment, after the defeat of his health care overhaul. “And his two highprofile executive orders cracking down on immigration from predominantly Muslim nations have been stymied by the courts,” the paper pointed out. Trump’s executive order also declares that American projects should be made with American goods. “No longer are we going to allow foreign countries to cheat our producers and our workers out of federal contracts. Everyone in my administration

will be expected to enforce every last ‘Buy American’ provision on behalf of the American worker, and we are going to investigate every single trade deal that undermines these provisions,” he said. According to the executive order, the Secretary of State, the Attorney General, the Secretary of Labour, and the Secretary of Homeland Security shall suggest reforms to help ensure that H-1B visas are awarded to the most-skilled or highest-paid petition beneficiaries. In a statement, the White House said H-1B visas are supposed to bring the highest skilled and paid labour to the United States. But according to studies, 80 per cent of the approved applications were for the two lowest wage levels allowed. “Currently, companies routinely abuse the H-1B visa programme by replacing American workers with lower paid foreign workers,” it said.

BERLIN, APR 19 (Agencies): Germany’s bestknown nationalist politician said Wednesday that she won’t be her party’s top candidate in the September general election, a decision that appears to reflect a growing split among its leading figures. Frauke Petry became co-leader of the four-yearold Alternative for Germany, known by its acronym AfD, in 2015. She ousted fellow founder Bernd Lucke, an economics professor, shifting the party’s focus from economic issues to immigration and Islam. AfD’s poll ratings soared with the influx of

migrants to Germany in late 2015 and early 2016. However, they have sagged in recent months as the issue faded from headlines and the party became increasingly mired in infighting between Petry, her husband, Marcus Pretzell, and other senior figures. Tensions have spiked ahead of a party conference this weekend, for which Petry submitted a motion declaring that AfD should be prepared to enter governing coalitions in the long term and shouldn’t be a “fundamental opposition” party. She also irked some rivals by leading a push for the expulsion of Bjoern

She conceded that its wording had “scared members,” but said she hadn’t meant to do so and was prepared to reword it. she called for a snap poll in an announcement yesterday. May has framed the election, in which her ruling Conservative party could win as many as 100 extra seats, as a way of securing the best possible Brexit deal for the UK. Political pundits in Britain are also attributing the move as a direct attack on a weakened Opposition, the Labour party under Jeremy Corbyn’s leadership. The Scottish National Party (SNP) has signalled its MPs will abstain in the vote and Labour and the Liberal Democrats, while accusing May of political opportunism, have welcomed the prospect of an early election. May, who had taken charge as Prime Minister just weeks after Britain’s voted to leave the European Union in June 2016, had repeatedly dismissed the idea of an early election. However, yesterday she said she had a “change of heart” in order to bring unity within the political corridors of Britain.

LONDON, APR 19 (PTI): British Prime Minister Theresa May today won the backing of Parliament to hold an early general election on June 8. The House of Commons voted by 522 to 13 in favour of the snap poll, which the prime minister had announced yesterday. There was a short debate on the motion in the House of Commons to over-ride the Fixed Terms Parliaments Act, which would have seen an election being held only in 2020. Opening the debate, May said a snap general election was “in our country’s national interest” and urged MPs to do the “right and responsible thing” and back an early poll. She told MPs: “There are three things a country needs, a strong economy, strong defence and strong, stable leadership. “That is what our plans for Brexit and our plan for Britain will deliver, and that is what the Conservative Party will be offering at this election.”

t a time when employment has become a big problem with the only source of jobs over saturated already, a Naga gentleman has been quietly making his ends meet making flower pots and stands. Vizovolie Zumvü, a resident of Diphupar village, is a professional potter since 2000 and he is doing well considering the fact that he is able to run his family and afford the schooling expenses of his three children. A l tho ug h with no proper training in the field of pottery, he started the usual job rather out of passion and has somehow managed to improve himself and

sharpen his skills with time. In a chat with Nagaland Post, Vizovolie who is in his mid forties said, “God has a plan for everyone and he has given me a talent in this profession so I am happy with it and I do it with my best so that my goods would reflect my dedication and passion and the seriousness in my profession.” Adding that he moulds his pots not just for business sake or to make easy money, he said he ensures that his pots were durable and worth the price. He makes pots of all sizes, shapes and varieties, all of which had over the years gradually evolved into better ones and also has

trained himself to mould at least six to seven pots a day which will be ready for delivery in a week’s time. His pots are made with mixture of cement and sand, on this he said, “I add good quality sand to make sure that it will last through all the seasons and make my customers happy.” Citing that his business had been running solely due to some generous customers, Vizo said, “There are some customers who keep my business running, they love my work and give me positive feedbacks which drives me to keep working even if I do not receive any other help from any quarter.” Answering to a ques-

tion on the label he would like to use, Vizo replied that, “My wife has suggested that we should use Zumvü Products and I think that will also work out just fine.” He sells his pots from a makeshift corner at the edge of his courtyard just next to the Diphupar village gate, Dimapur. He said he has hopes of expanding his business but was always held back due to lack of resources. With a wry smile Vizo said, I have lost every hope of getting any help from the government, it would have helped me establish better and I have even tried to get some but it has all been in vain and now I have to solely

depend on my God’s given talent to sustain my family. A friendly neighbour who was on a visit said Vizo works hard to run his family and in doing so he had set an example even for those unemployed youths who were wasting away their talents in hopes of getting a white collared job. Vizo’s products include pots, slabs, slab stands, flower pot stands, vases etc. He has finished products for sale, takes orders and even moulds new designs basing on customers’ demand and requirements. r Smiles 2, a Nagamese comedy movie directed by Tony Assumi and produced by Livemaster Studio was released in DVD on Wednesday during a brief function. Although the movie was earlier screened at Town Hall Dimapur, the DVDs for the movie were released by Nagaland State Cooperative Bank (NSCB) deputy general manager J Khehoto Assumi. The production of the movie was financed by Izhelu Welfare Society. The director of the movie said owing to the success of Mr Smiles, the demand for a sequel to the movie motivated the production team to come up with the new movie. Although the Naga film industry is yet to make a major breakthrough, there are a few native production houses and filmmakers zealously making Nagamese films. Vijay Goel

NEW DELHI, APR 19 (PTI): Appalled by the state of infrastructure and coaching at some of the Sports Authority of India (SAI) centres, Sports Minister Vijay Goel said he has sought an assessment report of the facilities as well as the coaches employed there. Goel said he recently visited the SAI centre at Raipur and was shocked to see that the local Municipal Corporation rents out the facility for social functions. “The SAI centre in Raipur was inside a stadium of the state government. The municipal corporation provides the place for marriages and earns rent from it. It was in poor shape,” Goel said in an interaction with PTI journalists. “The coaches are there but they do not have enough

Brazilian company paid bribes to gain stadium contract

RIO DE JANEIRO, APR 19 (IANS): Brazilian construction company Odebrecht paid 7.3 million reais ($2.3 million) in bribes to gain contract for the iconic Maracana Stadium here ahead of the 2014 World Cup, the Supreme Court was told. In the confessions released by the Supreme Court on Tuesday, Odebrecht’s head of structural operations, Benedito Barbosa da Silva Junior, admitted to paying $2.02 million to former Rio Governor Sergio Cabral, who was arrested in November for corruption. The rest of the money was paid to members of Rio de Janeiro’s state accounts court, an institution authorised to guarantee that public contracts are assigned legally. Former Odebrecht executives Marcos Vidigal do Amaral, Leandro Andrade Azevedo and Joao Borba stated in their testimonies that Jonas Lopes, the president of the state accounts court, received $320,000 in bribes. They also said the Maracana contract was rigged so that Odebrecht would carry out the work alongside with two other companies on the orders of Cabral.

students. If they have only 11 players for football, they can’t even have two teams. I told them it won’t work like this. “We want to assess the coaches’ performance. Their appraisal will also be done to see how many of them use modern technology, how is their own fitness. I have visited SAI stadiums and told them to prepare coaches’ appraisal,” he added. Goel said like in Manipur, his ministry was exploring the possibility of creating a sports university in Gwalior. “In the last nine months, there was no institution or department that I have not visited, whether it is Patiala or Gwalior or SAI centres, or Gopichand Academy. Gwalior has good infrastructure which can be used to create a sports university,” he said. Speaking about other issues, the minister ruled out coming out with a legislation which will make doping a criminal offence. India had featured in top-3 for the third successive year in a report published by World AntiDoping Agency (WADA) for 2015. “We check everything here. Other countries

such as Russia have gone far ahead. Legislation is to create fear. But there is already a strong message out there. If an athlete loses respect (due to doping) that is also a punishment. I don’t feel we need such a legislation. Our system (to catch offenders) is strong,” he said. Goel also hinted that government does not have any plans to bring BCCI into the RTI net. Except the cricket board, all other NSFs are covered under RTI. “Let the Supreme Court deal with them first. We will see later,” was his reply. Recently it was reported that the government has demanded that a few India matches during the upcoming FIFA Under-17 World Cup are allotted to the national capital. Goel, said there was nothing wrong with such a request. “Yes we demanded that matches should be in Delhi, if it (schedule) is still not finalised then why not.” On the issue of popular sentiment that hockey legend Major Dhyan Chand should be given ‘Bharat Ratna’, Goel hinted the such a move was not on government’s agenda as of now.

M O S C OW, A P R 1 9 (IANS): Russian runner Antonina Krivoshapka as well as four more national track and field athletes have admitted to consuming performance-enhancing drugs, the All-Russia Athletics Federation (ARAF) announced on Wednesday. Over two months ago, the International Olympic Committee (IOC) announced that doping re-tests of Krivoshapka from the 2012 London Olympics tested positive for a banned substance and ruled to strip her as well three of her teammates of the Olympic silver, which they won in the 4x400 meters relay, reported Tass news agency. Besides Krivoshapka, who is serving a two-year suspension term starting from September 7, 2016, four more Russian track and field athletes publicly confessed on Wednesday of doping abuse. They are Yevgeniya Kolodko (stripped of 2012 silver in short put and suspended for period of July 2, 2016 - July 1, 2018), hammer thrower Anna Bulgakova (suspended March 2019, 2017 - March 28, 2019), discus thrower Vera Ganeeva (suspended July 2, 2016 - July 1, 2018) and pole vaulter Dmitry

Starodubtsev (suspended July 2, 2016- July 1, 2018). After samples from the 2012 Olympic Games were retested, the Russian national team has been stripped of seven medals (four in track and field events). Apart from the women’s 4x100 meters relay medallists, left without medals were also Yulia Zaripova (steeplechase gold), Yevgeniya Kolodko (silver in shot put) and Tatyana Lysenko (gold in hammer throw). IOC Executive Board convened a special session last year on May 17 discussing efforts of stepping up the fight against the drugs cheats and furnish measures to protect clean athletes ahead of the Olympics in Rio. As part of its anti-doping efforts, IOC ordered reanalysis of doping samples of athletes from 2008 Olympics in Beijing and 2012 Olympics in London. Following two rounds of retesting, 98 Olympians were reported to test positive for banned substances 60 from the 2008 Games and 38 from the 2012 Games. Among them were over 23 medallists from both Olympics. On the whole, a total of 1,243 doping samples from the 2008 and 2012 Games were subjected for retesting.

The Bayern goalkeeper sustained the injury during Cristiano Ronaldo’s third goal during extra-time of the Champions League clash. “Neuer will miss eight weeks,” Rummenigge told German publication Sport Bild, which reported that Neuer was seen leaving the stadium on crutches. The match saw a lot of controversy with ques-

tions over the second and third goals scored by Real Madrid star Cristiano Ronaldo. Bayern’s Arturo Vidal was also shown a red card in the second half for what appeared to be clean tackle on Marco Asensio. “He sustained the injury during the third goal, which was offside. I am incredibly angry. We were robbed,” Neuer said. Later, Bayer n announced on their website that Neuer had indeed fractured his foot and that the Germany international would be further assessed when the team returns to Munich. “Manuel Neuer suffered a fracture to his left foot according to an initial diagnosis,” the statement on the Bayern website said. “Neuer will undergo a thorough examination on arrival in Munich prior to a decision on the appropriate treatment.”

NEW DELHI, APR 19 (AGENCIES): In his comeback to competitive badminton after a threemonth absence, 2014 Commonwealth Games gold medalist Parupalli Kashyap has beaten Thailand’s Suppanyu Avihingsanon 21-16, 21-17 to enter the last 16 of the 2017 China Grand Prix Gold. Kashyap, whose men’s singles ranking has fallen to 104 in the time that he was forced out of action owing to a knee injury sustained earlier this year, took the lead in the first game before his opponent levelled the scores briefly at 15-15, but Kashyap pulled away to take it 21-16. In the second game, Avihingsanon led 14-12 before Kashyap fought back to make it 18-

13, which then became 1817 as a heated encounter intensified. Kashyap, however, held his nerve to make overcome Avihingsanon’s spirited opposition. In January, Kashyap - a protege of All-England champion Pullela Gopichand - had injured himself while falling on the court during the Premier Badminton League final between winners Chennai Smashers and Mumbai Rockets, which ruled him out of action until the ongoing Grand Prix Gold tournament. The 30-yearold had got a bye in the first round and faced world No 59 Avihingsanon, whom he had lost to in their only previous encounter, in round two. Also progressing past

Real Madrid beat Bayern Munich to enter Champions League semis Cristiano Ronaldo becomes the first player to score 100 Champions League goals mos own goal tied the aggregate score but before the end of normal time Bayern were reduced to 10 men after Vidal was sent off for a second yellow card following a challenge on Asensio. Bayern tried hard in extra time, but the extra man was a key factor and Ronaldo made it 2-2 on the night in the 105th minute, after receiving the ball in an offside positon. With the German side needing to score twice, Ronaldo finished his hat-trick and Asensio also scored as Madrid twice caught Bayern on the break.

Real Madrid’s players celebrate after Cristiano Ronaldo scored a goal against Bayern Munich in Madrid on Tuesday.

M A D R I D, A P R 1 9 (IANS): Real Madrid booked their place in the semi-finals of the Champions League after a controversial 4-2 win at home to Bayern Munich in the return leg of their Champions League quarter-final tie to see them qualify 6-3 on aggregate. Defending a 2-1 lead Madrid were taken into extra time by the German club, who had midfielder Vidal unjustly sent off in the closing minutes.

With a 10-man Bayern then chasing the game, in the closing minutes of extra-time, further goals from Ronaldo and Marco Asensio sealed the tie. The first half was a high-octane affair with both sides looking for an early goal, but despite both sides playing at 100 percent, and Marcelo twice in a minute saved Madrid with blocks from efforts from Robben and Alcantara. At the other end Tony Kroos fired just wide, while

Ronaldo took his time in the area to allow Manuel Neuer to make the save. The game caught fire in the second half when Bayern took the lead after Casemiro, who had already been booked, scored a penalty against Robben and Robert Levandowski. Bayern pushed hard for a second goal which would have put them into the last four, but Ronaldo leveled the score with 15 minutes remaining. Two minutes later a Sergio Ra-

Atletico Madrid advance

Saul Niguez’s firsthalf goal turned out to be all that Atletico Madrid needed to defeat Leicester City 2-1 on aggregate and reach the Champions League semi-finals for the third time in four years. Jamie Vardy’s 61stminute goal cancelled out Niguez’s 26th-minute strike in the second leg of the quarter-final on Tuesday night but Atletico’s 1-0 win plus an away goal here gave them a comfortable 2-1 win. Atletico

dominated possession in the early going, though it was host forward Shinji Okazaki who got the first chance of the night in the 21st minute, only to send the ball over the crossbar. Five minutes later, Saul beat Leicester goalkeeper Schmeichel with a perfect header after taking a great cross from Filipe Luis. The visibly deflated Leicester, found themselves unable to respond and the half ended with Atletico leading 2-0 on aggregate. But Leicester coach Craig Shakespeare began the second half by making a double substitution: Leonardo Ulloa for Okazaki and Ben Chilwell for Yohan Benalouane. The Foxes pulled level on the night in the 61st minute by Vardy. Chilwell’s shot at the goal was blocked by a flying Stefan Savic, but deflected right towards Vardy, who rifled it home from close range. Leicester kept Atletico pinned in their own zone and were relentless on the attack. But Atletico, who have reached two finals in the last three seasons, remained tenacious on defence and managed to see out the match.
