White paper on `463.52 crore added to deficit

Staff Reporter

DIMAPUR, MAR 31 (NPN): As per the budget figures contained in the budget speech of chief minister Dr. Shürhozelie Liezietsü, who also holds the crucial finance portfolio, the financial year (2017-18) is expected to close with a negative balance (deficit) projected at Rs.1437.84 crore. The explanation for the deficit was cited on the negative opening balance of the previous year (2016-17) at Rs.1426 crore. In the transaction during the period 2016-17, it was expected to end with a positive balance of Rs. 220 crore. However due to the negative opening balance of Rs.1657.87 crore for 2017-18 the financial year was expected to close with a negative balance of Rs.1437.84 crore. There was however one factor that had not been highlighted except by BJP legislator Mmhonlumo during the discussion on the budget. He pointed out

State govt notifies on service length

D IMAPUR, MAR 31 (NPN): State government has notified that the period of service rendered on ad hoc/contract/workcharged/substitute basis would be treated as public employment and included in computation of length of service for the purpose of pension under the Nagaland Retirement from Public Employment (2nd Amendment) Act, 2009. According to an official bulletin, this was stated in an office memorandum from the P&AR department, which was issued following a landmark judgement and order dated March 14, 2017 in W.A. No. 5(K) of 2017, the Kohima Bench of Gauhati High Court. While passing the judgement, the court observed that “in view of the expressed provision defining public employment which does not distinguish between regular appointment and adhoc/contract/work-charged appointment for the purpose of retirement, period rendered on such basis has to be computed for the purpose of computation of 35 years of public employment”. This OM supersedes all office memoranda on the subject including the P&AR Department memorandum dated August 1, 2012, it stated.

This is it!

“Well, in our days we had to earn. Now you are skilled but unable to earn.” K Y M C

that the closing deficit of the previous year(2015-16) was projected at Rs.1191.35 crore. Kikon pointed out that as the opening deficit for the financial year 2016-17 was to the tune of Rs.1657.87 crore while the closing deficit for the same period was to the tune of Rs.119.35 crore; a whopping Rs.463.52 crore was added to the later cited figure. This implied that there has been an increased deficit of Rs.463.52 crore during the period 201617. The MLA had asked the chief minister to bring out a white paper on the financial transactions during 2016-17 so as to bring out the facts on how such a huge amount was added as deficit and who were involved. The 12th Nagaland Legislative Assembly had voted the 2017-18 budget of 16,375.42crore on March 30, 2017 showing an increase by Rs.2716.68 crore over the previous year’s budget (2016-17) of Rs.13658.74 crore. Even

in the previous year, as per the standard operating procedure of the finance department, there was the same window dressing where it stated that Rs.225 crore (managed from whatever sources) would reduce the deficit. Even in the present budget the finance department has come out with the ‘200’ figure (positive transaction). It may be pointed out that having reflected higher receipts of Rs.2716.68 crore from the previous year; a huge amount of money has transacted through the finance department. Therefore, the demand for a white paper on the 2016-17 transactions is not only a just demand but one that the public would be most keen to know. Nagaland is the highest recipient of funds from the government of India as state share of central taxes which made grants to devolution as per the formula worked out by the 14th Finance Commission.

DVC reminds govt on ULBs

DIMAPUR, MAR 31 (NPN): Diphupar Village Council (DVC) has reminded State government to implement its decision (to initiate the process of dialogue and consultation with the stakeholders on election to the ULBs in order to arrive at a broad based consensus on the issue) in letter and spirit at the earliest, which would be acceptable to the people. DVC made this statement, while lauding chief minister, Dr. Shürhozelie Liezietsü for taking up the issue on Urban Local Bodies (ULBs) elections at the recently concluded Assembly Session, where he had announced the government’s decision to initiate the process of dialogue and consultation with the stakeholders on election to the Urban Local Bodies (ULBs). In this regard, DVC chairman Lanutoshi and secretary E.Philip Lotha

said that it was time to “explore all parties to find an amicable solution rather than justifying own position”. The council also praised State government for the successful conduct of the 12th Assembly Session under the leadership of Dr. Shürhozelie Liezietsü. DVC also appreciated the government for listening to the voice of the people in fulfilling some of their demands- stepping down of the then chief minister, TR Zeliang from his chair and nullifying ULB elections held on February 1, 2017. However, DVC reminded the government that the recent unrest and its resulted destruction to both government and public properties after government decision to hold ULB election was a matter of great concern for every law abiding Naga citizens.

CMO defends Dr. Shürhozelie

DIMAPUR, MAR 31 (NPN): Reacting to NPCC’s attack on the chief minister Dr. Shürhozelie Liezietsu, the Chief Minister’s Office (CMO) through its media cell on Friday said that if Dr Shürhozelie has now become the chief minister it was because of constitutional provisions and parliamentary procedures, and not through backdoor or front door, as alleged by the Congress party. In a press release, CMO media cell said that going by the logic put forth by the Congress party that the party president became the chief minister by “default”, it would appear that the Congress party has been made redundant in today’s context by “their fault” and not anybody else’s fault as all its legislators and senior leaders parted ways with it leaving a few rejects to man the organization. Reminding how Dr. Manmohan Singh became the union finance minister in 1991 when he had to be hurriedly elected from Assam as a Rajya Sabha member and how late PV Narasimha Rao became the Prime Minister without being a member of either House of Parliament,

alleges JCC rejects state govt’s reply landENPUD encroachment

Staff Reporter

DIMAPUR, MAR 31 (NPN): Joint Co-ordination Committee (JCC) on Friday rejected the letter issued by the Home department, in response to the March 8 ultimatum issued by JCC and Nagaland Tribes Action Committee (NTAC) demanding suspension of officials/personnel involved in January 31 firing incidents in Dimapur and Longleng. In the letter signed by Home commissioner Abhijit Sinha, the government informed JCC/NTAC that the suspension of officials and police personnel would “neither be justifiable nor proper” at a stage when demand for impartial judicial probe had been duly considered and examined from all aspects. The letter also stated it would be appropriate to wait for the JIC report before taking any action against the officials and other personnel. According to JCC, the stand of the State government was in contravention of the law and therefore rejected the letter. Citing CCS (CCA) Rule 10 which states that a government servant may be placed under suspension: “where a disciplinary pro(Cont’d on p-8) ceeding against him is con-

templated or is pending; or (a) where, in the opinion of the authority aforesaid, he has engaged himself in activities prejudicial to the interest of the security of the State; or (b) where a case against him in respect of any criminal offence is under investigation, inquiry or trial......,” JCC advised the state government not to go against the established law to avoid any misadventure. It further informed that the former CP, Dimapur and DCP (II) were already transferred out. Through the letter, the government also requested JCC/NTAC to suggest a suitable person for inclusion in the three member body of JIC, which it said would also expand its scope of investigation to include all violent incidents that occurred in connection with ULB elections. Transferring of DC Longleng may be considered for free and impartial inquiry, it added.

Slams CM’s statement

Joint Co-ordination Committee (JCC) on Friday came down heavily on Nagaland chief minister Dr. Shürhozelie Liezietsü for his “test of patience” statement, following the renewed ulti-

matum served on the government by JCC demanding suspension of several officials allegedly involved in January 31 firing incidents in Dimapur and Longleng. Addressing media persons here Chakesang Hoho building on Monday, JCC convenor Supu Jamir said such unbecoming language of the chief minister was an “exhibition of his arrogance and narrow-mindedness which demeans the chair of the chief minister.” JCC also accused Dr. Shürhozelie of being “ignorant about rule of law” for his statement that the bullet retrieved from the injured youth did not belong to weapon used by state police. While asking Dr. Shürhozelie to explain from whose gun the bullet was shot, JCC advised CM not to speak about the investigation since the JIC was yet to be formed. JCC further expressed apprehension whether JIC would be able to conduct an impartial inquiry saying Dr. Shürhozelie’s statement could influence the course and outcome of the inquiry. Meanwhile, meeting between JCC, NTAC and apex tribes bodies has been called on April 5, 12 noon at Chakesang Hoho building.

DIMAPUR, MAR 31 (NPN): Eastern Nagaland People’s Union Dimapur (Dimapur) has taken serious note on the prevailing situations at “Sangtemtilla village” under Dimapur, where some few vested interest individuals/parties were trying to encroach upon the Sangtemtilla village jurisdiction boundary line with the sole intention of occupying the land. According to ENPUD president M.C. Ongbou Chang and general secretary Jeange Yanlem Konyak, Sangtemtilla village was established in the year 1951(as per written documents and oral transition) and since then has been living harmoniously with its neighbouring villages. However, some persons while trying to encroach upon the land have created fear and tension to the peaceful village. In this regard, ENPUD on behalf of the eastern people living in Dimapur district has appealed to those people or persons to restraint from such illegal move. It also appealed to the district administration to take up the matter for an early amicable solution.

Petrol and diesel price slashed NEW DELHI, MAR 31 (AGENCIES): Public Sector Oil Marketing Company, Indian Oil has reduced the retail price of petrol by Rs 3.77 per litre and Diesel by Rs 2.91/litre. An official statement said, “The current level of international product prices of Petrol & Diesel and INRUSD exchange rate warrant decrease in selling price of Petrol and Diesel, the impact of which is being passed on to the consumers with this price revision.” The revised prices will be effective from midnight March 31/April 1.

NPF hits back at ACAUT; Therie slams NPF

ACAUT un-mandated, says NPF NPF springboard of RSS-BJP: Therie DIMAPUR, MAR 31 (NPN): NPF central through its media & press bureau has slammed ACAUT for posing a challenge for a public debate on corruption, terming it as an un-mandated organisation with a few busy-bodies spearheading its supposedly social crusade with utopian aim to cure the society of all social ills in a matter of months. NPF reminded ACAUT that the ‘common platform on Naga issue’ organized by it on September 21, 2015, “turned out to be a huge flop and a slap on the face with all mass-based civil societies boycotting it.” It said the turnout was embarrassing as only a handful made it and pictures of empty chairs were acutely pitiful. The party advised ACAUT members to understand that NPF does not defend or condone any kind of corruption in the system. “But the deep-rooted corruption in the society is all-pervading and needs concerted efforts of everyone to eradicate it,” said NPF, adding: “we cannot expect miracles to happen right in front of our eyes.” However, providing good governance to the people being the professed and avowed stand of the NPF-led DAN government, NPF said (Cont’d on p-8)

Nagaland Pradesh Congress Committee (NPCC) has once again turned its gun towards NPF alleging that the party was the springboard political party of the RSS-BJP in the state, partially responsible for installing BJP in the North East. In a press note NPCC president, K. Therie said there was a belief in the minds of the people that unless “we are close to the central govt. at Delhi, we cannot run the state govt, expecting special plan assistance and special non-plan assistance to wipe out the deficits and shortfall of cash in the Civil Deposit.” However, deep in their inner mind, the BJP recognises that whatever Nagas say, Nagaland is a Christian State, Therie said. It said the Finance ministry or any other ministry in the BJP Govt. would be answerable to RSS for giving any special assistance to a Christian state like Nagaland. However, he said the UPA government considering government employees as citizens of India without any political colour, released Rs. 712 crore as special non-plan assistance and Rs 326 crore as special planassistance. “If the BJP govt. cannot even release the entitlements under the 14th FC award, then what is the (Cont’d on p-8) K Y M C

DIMAPUR: Amahator Range Students’ Union (ARSU) has asked State Mission Director (RMSA) Nagaland to star t constr uction of Government High School A m a h a t o r Tow n a n d cautioned that it to file First Information Report (FIR) if the construction does not begin by April

8, 2017. In a press note, ARSU president, Sejongmong and chairman Lipithong informed that construction of the said school started in 2012 and after the completion of 60% works the department paid 80% fund. In this connection, Amahator Range

Students’ Union said it served an open letter to the Sta te M issio n Director (RMSA) which was published in this daily on March 18, 2017 but lamented that the department has failed to take up the issue. The union claimed the District Education Officer (DEO) Kiphire on March

31 requested Amahator Range Students’ Union to wait till April 7, 2017. Subsequently, it said the department supplied furniture and fixtures, and attempted to put up electric wiring for the school when the building was lying in pathetic condition. The student body

said it fail to understand the logic of the Education De par tment Officer’s where “fraudulent withdrawal of funds was entertained for neglecting the contract works.” It claimed that the same was happening not only in GHS Amahator Town but also in other schools.

Assam can emerge as India’s corridor to South East Asia

Assam Chief Minister Sarbananda Sonowal and state Governor Banwarilal Purohit presenting a traditional hat to President Pranab Mukherjee. (PTI)

Guwahati, Mar 31 (PTI): President Pranab Mukherjee Friday said Assam, which is emerging as economic hub of India, is perfectly positioned to become the corridor of the country to the ASEAN nations as the ‘Act East’ policy takes forefront. Speaking at the inaugural ceremony of the ‘Namami Brahmaputra’ festival here, Mukherjee said India would soon celebrate 25 years of its link with the Association of Southeast Asian Nations (ASEAN). He said the country’s traditions, including the teachings of Assam’s great scholar and social reformer

Shankaradev, never allowed the practice of intolerance. The President said South East Asia is an important destination for India’s investment and trade. Stating that Assam has “immense development potential”, Mukherjee added the inland water transport system in the National Waterways can change its economic scenario. “The development of this national waterway can give Assam access to international ports like Chittagong in Bangladesh. This will give Assam an exposure to international trade and commerce. With the Act East Policy taking forefront,

Assam is perfectly positioned to become the corridor of the country to the ASEAN nations,” he said. Mukherjee hailed Assam’s richness in natural resources and its hardworking people to underline that all it needed was “strong drive, right policies and effective implementation.” “We have to join hands

to make the dream of Bharat Ratna Gopinath Bordoloi -– first Chief Minister of Assam becoming a front runner in the field of socioeconomic progress—a reality,” he said. The President said Assam has overcome a prolonged spell of insurgency and the central government is supportive in rebuilding the state. However, he added that it was now time for Assam to emerge as a business hub and take centre stage in the socio-economic scenario of the country. “It is time for this state to establish its enduring mark in the international economic domain as the link between the North Eastern part of the country and the ASEAN nations,” he remarked. The President said the Brahmaputra river, which is the lifeline of Assam and the region, is intertwined into the economy, culture and day-to-day life of the people of the areas through which it flows.

or vehicle manufacturers the recent Supreme Court order banning sale of vehicles with Bharat Stage (BS)-III emission standards which ended on March 31, was a devastating news. The Supreme Court order was not actually a surprise since the issue on environmental concerns was already on the anvil. The industry reacted as if it was supposed to stop on that date, and the produced vehicles could be sold thereafter. Whatever be the reason, even the government appeared to be on the same page with the industry. The court order was imminent since it was clear that vehicles with BS-III compliance would not be allowed for sale. Even as the government notification mentioned of a “switch” to BS-IV from April 1. On the other hand, the Supreme Court-mandated Environment Pollution Control Authority had in October last year stated that no non-BS-IV vehicle would be registered after April 1. Environmental concerns over fossil fuel emission is a great concern. The air pollution in Indian metro cities is reportedly among the dirtiest in the world. In Delhi in particular, when it is winter, the denizens suffer from heavy smog in the atmosphere and hospitals are packed with patients complaining of respiratory problems. Environmental pollution is not an option but a challenge that has to be fought on every front possible - traffic congestion, industry, construction dust, climate change, et al. Fossil fuel emissions from automobiles are at the heart of the problem, especially in the metros. Taking cognisance of this fact, the Supreme Court reaffirmed the prime importance of citizen’s health over industry profit. For the auto industry, it will have to face more inconvenience than financial loss. The auto industry will have to upgrade most vehicles to BS-IV or exported to countries that still accept BS-III standards. Had they been allowed to sell after April 1, it would have taken nearly six months to clear the entire stock. On the other side of the globe, the country reputed to be among those that largely contribute towards environmental pollution- USA- has just seen the interest of industry prevail over environmental concerns. US president Donald Trump had signed an executive order casting aside restrictions on coal mining by which, he hopes to spur the economic revival. The burning of coal, natural gas, and oil for electricity and heat is the largest single source of global greenhouse gas emissions contribute to 25% of pollution in India. Global carbon emissions from fossil fuels have significantly increased since 1900. Since 1970, CO2 emissions have increased by about 90%, with emissions from fossil fuel combustion and industrial processes contributing about 78% of the total greenhouse gas emissions increase from 1970 to 2011. Agriculture, deforestation, and other land-use changes have been the second-largest contributors. Emissions of non-CO2 greenhouse gases have also increased significantly since 1900 In 2011, the top carbon dioxide (CO2) emitters were China, the United States, the European Union, India, the Russian Federation, Japan, and Canada. These data include CO2 emissions from fossil fuel combustion, as well as cement manufacturing and gas flaring. Together, these sources represent a large proportion of total global CO2 emissions. Abnormal climate change has been spurred by interference of human activities and the matter is serious and effective steps have to be taken to prevent a climatic catastrophe.

DailyDevotion Heedfulness or Hypocrisy in Ourselves? If anyone sees his brother sinning a sin which does not lead to death, he will ask, and He will give him life for those who commit sin not leading to death. —1 John 5:16 If we are not heedful and pay no attention to the way the Spirit of God works in us, we will become spiritual hypocrites. We see where other people are failing, and then we take our discernment and turn it into comments of ridicule and criticism, instead of turning it into intercession on their behalf. God reveals this truth about others to us not through the sharpness of our minds but through the direct penetration of His Spirit. If we are not attentive, we will be completely unaware of the source of the discernment God has given us, becoming critical of others and forgetting that God says, “… he will ask, and He will give him life for those who commit sin not leading to death.” Be careful that you don’t become a hypocrite by spending all your time trying to get others right with God before you worship Him yourself. One of the most subtle and illusive burdens God ever places on us as saints is this burden of discernment concerning others. He gives us discernment so that we may accept the responsibility for those souls before Him and form the mind of Christ about them (see Philippians 2:5). We should intercede in accordance with what God says He will give us, namely, “life for those who commit sin not leading to death.” It is not that we are able to bring God into contact with our minds, but that we awaken ourselves to the point where God is able to convey His mind to us regarding the people for whom we intercede. Can Jesus Christ see the agony of His soul in us? He can’t unless we are so closely identified with Him that we have His view concerning the people for whom we pray. May we learn to intercede so wholeheartedly that Jesus Christ will be completely and overwhelmingly satisfied with us as intercessors.

eside sovereignty, amalgamation of all contiguous Naga areas in North East India is the contentious issue of the Nagas that remains unresolved till today. The 13th serial of 16-Points Memorandum of 1960 runs “The other Naga tribes inhabiting the areas contiguous to the present Nagaland be allowed to join Nagaland if they so desire”. The Nagaland Legislative Assembly passed four successive resolutions on 12.12.1964, 28.8.1970, 16.9.1994 and 18.12.2003 respectively. Thus, within a span of 39 years the Nagaland Legislative Assembly reiterated the demand for integration four times. Yet, all those resolutions had to remain a monologue. The predicaments are: a) The Nagas in Arunachal Pradesh are disorganised. They do not have common public platform like UNC in Manipur. The Naga students in Arunachal do not have students’ body. The worst was that some years back, certain elected Naga leader led signature campaign and reportedly submitted a memorandum to Union Govt. that they were Arunachalees and not Nagas. Despite of the substantial presence of pro-Naga population, there was no leader to stir and counteract those anti-Naga elements. If Nagas in Arunachal are organised properly they could become formidable both in the Legislative Assembly and outside but the ground reality is

The Naga Integration in Peril

otherwise. b) Secondly, I have never come across any Naga being elected to the Assembly in Assam. I also doubt whether the Naga Diaspora in Assam has any organised platform. c) The Nagas in Manipur are better organised and are more politically enlightened. But the setback is at the most Nagas can have 11 MLAs in the house of 60 and perhaps there had never been a collective elected formidable team in Manipur Assembly other than polarization. Beside, there had never been consensus amongst the Nagas in Manipur on the issue of Naga integration. The worst is the most prominent Naga political leaders who were Chief Ministers during their time swore that not even an inch of Manipur’s land will be conceded for Naga integration. Even the last Deputy Chief Minister Mr. Gaikhangam was always rigid with his stance against Naga integration. Meanwhile, recently the Prime Minister of India Sri. Modi and the Union Home Minister Sri. Rajnath Singh assured the three States, namely, Manipur, Assam and Arunachal Pradesh that their respective territorial integrity will not be disturbed by 3rd August 2015 Framework. Sri. Rajnath Singh went a step further to say that even the name Manipur is not there in the agreement of the Framework. Whereas, the NPF has been the pre-

poll alliance partner of BJP and a member of NDA and it has to abide by the directive given by the mentor despite of sounding patriotic. What the Prime Minister Modi had said that Naga demand for integration cannot be considered at the cost of Manipur, Assam and Arunachal cannot be opposed by NPF and therefore it remained mute. The 4 NPF MLAs have to walk within the parameters set by BJP led ministry in Manipur. Whereas, the 6 tribes under ENPO are having talks with GOI for a separate Statehood. In other words, ENPO wants to secede from Nagaland. The rest of the tribes in Nagaland can neither encourage nor discourage ENPO in regard to secession. ENPO always feels that it fails to get from Nagaland what it deserves during the last 54 years and it believes that better life awaits them when it becomes autonomous. Well, it is ENPO’s democratic right to assert for oneself. What the other tribes can do is just to wish ENPO all the best. Contrary to what the Prime Minister of India had stated, the leader of NSCN(IM) Mr. Muivah claimed that ‘GOI admitted that without integration there is no solution’ as appeared in local media on 22.3.2017. To this claim, the Union Home Ministry has vehemently refuted branding Muivah’s claim as ‘erroneous’ as on 26.3.2017. Who is lying and who is bluffing the

people are the questions. It caused much apprehension in Nagaland’s neighbour States. Beside people’s rancour raised against the statement, MPs sought its white paper on Framework from GOI in Parliament. To my observation, both the negative and positive statements cannot remain correct. The Prime Minister of India cannot afford to tell lie on the sensitive issue. Therefore, if what was stated by Prime Minister during his election campaign in Manipur probably on 25.2.2017 is true, that will disprove what Muivah claims. On the other hand, if at all what Muivah claims is the actual concession granted by GOI to amalgamate the Naga territories hereafter as he cannot afford to take Nagas for a ride for long, but as per the convenience of GOI to keep the agreement as a ploy for fear of severe repercussion from the affected States, it will prove GOI a liar ultimately. In any case, if one of the parties is honest the other is dishonest and will emerge as liar finally. Also, if there is no clandestine understanding between GOI and NSCN(IM) on the agenda in question, there may not be meeting point despite of more than 80 rounds of talk during the last 20 years. The other people in North East India hardly talk about unity except the Nagas as if the word is discovered to be used by the Nagas exclusively. Yet, the Nagas stand to be the most divided people in the

country. At the moment, 6 out of 9 NNPGs(5 NNC/FGN+4 NSCN/ GPRN) have agreed to work together though yet to have a common political nomenclature. This is a positive development though much to the consternation of some section of people. Few NNPGs believe that when they become united the Naga political issue will get diluted. The NNPGs prefer nursing the old wounds which they placed above principle common issues. The past errors committed by each one are enumerated in written and keep it in frame and hang it on the wall of their sitting rooms lest they forget and forgive. We cannot sit across a table and share our sadness and joy. Even mentioning the name of a group causes allergy to the other. The ego and ism therefore rule the roost. Yet, we talk about living together under one administrative unit known as integration. At the moment talking about integration is placing the trailer before the car. The geographical amalgamation may come only when the Naga hearts are united, and in our case the reality is otherwise. Mere population integration is not a lasting solution to the problem, rather it will elongate the dimension of the issues. I therefore wonder what weight it carries to talk about integration in the midst of fragmentation. Z. Lohe

am very conscious to counter on current situation however the issues being very sensitive and the people may be carried away by such a false propagation. That needs clarifications outrightly. In response to the article that appears in some local dailies by one Kaka Iralu, kilonser, NNC Saturday the 4th March 2017. The foundation of the Naga National movement laid down as early as 1918 through a small but established Naga Club as a social club and not the political institution. When a time came for the Nagas to assert their National rights, the Naga club represented the Nagas and submitted the first Naga National Memorandum to the British Simon Commission on January 10, 1929, at Kohima as recorded its desire to live a separate life of its own and reiterated it in 9-Point Agreement in 1946. NNC was the only organization that submitted the six Memorandums to the departing British Government before the transfer of power Act in 1947 where copies were sent not only to Her Majesty’s Government in India but even to the House of Lords and the British Parliament through Lord Simon and Clement Atlee the then Prime Minister of England. The NNC also sent ten Memorandums stating the same Naga National stand and declared the Naga Independence on August 14, 1947 to the incoming Indian Government leaders before India was born on August 15, 1947, therefore the Naga case is different; it is Pre-Independent, not Post Independence. This was followed up that event with the conduct of the Naga National Plebiscite on May 16, 1951. NNC also completely boycotted India’s 1st 1952 and 2nd 1957 elections. The NNC holds on to the Ceasefire but not the political part of the Shillong Accord; the GoI abrogated the ceasefire but holds on to the other part of the Shillong Accord as valid. Therefore, the Shillong Accord was necessitated to be condemned, so our leaders (Late. Isak and Muivah) persisted repeatedly to its leader (Late. A.Z.Phizo) to condemn the Shillong Accord but the NNC fails to denounce this treacherous act of Shillong Accord. The Naga National Council (NNC) was the only political platform but with the signing of the Shillong Accord on 11th September 1975, the future of the Nagas was placed in a very precarious situation. The history of the Nagas would have been conserved in the casket of the infamous Accord had there not been those dedicated revolutionary patriots

in the front position under the dynamic leadership of Late Isak and Muivah our leaders tried their best to settle misapprehension twisted by the enemies, but to no avail. Nagas are always the victims of enemies divide and rule policy, in course of time the enemies divided the Nagas into two camps through the 16th Point Agreement and the Shillong Accord. However, the Naga people knew that the 16th Point Agreement and the Shillong Accord are hurdles, not solutions. Which is why, the people have condemned both as a sell-out. They are as a matter of fact; the dividing points of the Nagas where killing among the Nagas started. In keeping the spirit and letter of the Yezhabo, Mr. Th.Muivah, the then General Secretary of NNC convened a National Assembly on 16th August,1976, since the President Mr. A.Z.Phizo was in London and Vice President Mr.Imkong Meren was too unwell to attend the meeting. The National Assembly condemned the Accord on 16th August 1976 as an act of betrayal and unanimously elected Mr. Late Isak Chishi Swu as Vice President, but unpredictably on 30th August 1978 Lt. Col. Subong seized power in a military coup, Late Isak Chishi Swu and Th.Muivah along with their cabinet members were arrested on fictitious grounds and detained in military custody to be executed. It was only through the beyond belief intervention of Col. Kholi that our two leaders were saved from the tyrants of the military domination. The Junta Government headed by Lt. Col. Subong faced heaps of disagreement from all quarters. He therefore, organized a meeting at Lao village where Mr. S.S.Khaplang was made President of Federal Government of Nagaland. Soon after assumption of office Mr. Khaplang met Late. Isak and Muivah who were still in the military custody at Hashik village. After a long interaction with Late.Isak and Muivah he (Khaplang) was entirely convinced of the fact that NNC had failed and Nagas could no longer prolong their movement under the banner of NNC. In the light of all these facts he took all mandatory steps to defend Late.Isak and Muivah from the hardliners by shifting them to a protected and secured place. In the first week of January 1980, Mr. Khaping called a National Workers’ Conference. In that meeting Mr.Khaplang proclaimed the unconditional release of Late.Isak and Muivah who were then still under

captivity. He affirmed that he would step down from the office, so, Brig. Thungbo, the then commander-in-chief of the Naga Army took up the charge of the Government as a Caretaker and Khasui Longvah was made the Interim Speaker to be in charge of the meeting. After a extensive forethought on the creation of new organization the house unanimously decided to form NSCN on that day the 31st January 1980 approved by the National Assembly at Tonou and mandated it the National trust to salvage the Naga Nation. Hence, NSCN is the indisputable Political Organization of the Naga people, not a faction as anticipated by the adversaries of the Nagas. Nagas were a tough and appalling force when they were living together prepared under the banner of NNC. However, after the death of NNC and with the signing of controversial Shillong Accord, the present state of Nagaland is not the final political solution; the reality is that Naga politics does not end with NNC and Shillong Accord. NNC was created by the Nagas for the Nagas and not vice versa and therefore, it will come to an end to be the organization of the Nagas the day it turn out to be disloyal to the conviction of the Nagas. Which compels the majorities of leaders left with no option, but to rescue the NNC, the NSCN was formed to carry on the struggle. Therefore the Nagas rejected the NNC and look forward to attain their National goal under the platform of NSCN/GPRN as the torch bearer of Nagas that can politically and legally substitute the NNC. Nagaland state was created by handful of educated Nagas that was by no means the best thing to have come about for the Naga people. This was against the aspiration of Naga National Workers. Naga people know how it did arrive on a critical moment and deceitful situation the Nagas were facing then. When GoI leaders say they now will comprehend the `Naga’s situations’ they do not mean the present state Nagaland and it’s ridiculous situation today. And when successive Indian Prime Minister Say the case of the Naga people is recognize as “unique”, the realization explicitly asserts that case between the Naga and GoI need be settled politically. Section of our own people, groups and individuals who have stated different fairy-tale about the current political situations try to further mystify our own people. These individuals and groups have persistently stressed on safeguarding the sacredness of death NNC or sanctity

of Nagaland state had also at the same time “ mock the Framework Agreement” as being devoid of sovereignty and integration. What truthfully do they know? Naga integration or defending the death NNC or protecting the 16th state of India?. These individuals and groups should be brave enough to dare and officially declare themselves that they stand for protecting the 16th state of India or already death NNC and refrain themselves to talk about the Naga issue. These individuals and groups who demand ‘inclusiveness, integration, or Naga sovereignty, at the same time, when scandalously uphold the integrity of present Nagaland and keep on shielding the NNC, befool themselves other than perplexing the Naga people at large. The issue of settlement does not refer to what they call `Naga’s of Nagaland state, neighbouring state or outside Nagaland’; it is the Nagas and GoI under the initiative of NSCN. Most of the people have least knowledge of how much efforts the GoI and the Naga leaders in association with internationally well-known legal experts, constitutional experts, on legal matters and conflict resolutions, people who are so much dedicated to peace for the Nagas, have worked this far to allow permanent settlement between the GoI and the Naga people. Naga must also learn to be grateful to each other. NSCN could succeed in introducing Naga in many International Forum viz. UN Human Rights bodies; NSCN leadership was given the privilege to speak in the UN human right meeting for a number of times, Unrepresented Nations and People’s Organization (UNPO), which has recognized the sovereign right of the Nagas in its General Assembly, NSCN is the member of UNPO. It is a parallel organization to the United Nations (UN), Parliamentarians for National Self Determination (PNSD) a London based organization, Naga International Support Centre (NISC), based in Netherlands, NSCN is the member of “Geneva Call” an organization under UN, Kreddha (The International Peace Council for States, Peoples and Minorities) and PILPG (Public International Law & Policy Group) both US based organization under UN. “Idasa” a strong South Africa Human Right Organization, European Alliance, Society for Threatened People a strong organization in Germany, and International Alliance of the Indigenous- Tribal People of the Tropical Forest, KWIA, AIPP and many others who extended their kind

support to the Indo-Naga peace process. Mr. I.K.Gujral, the then Prime Minister of India and Chairman Late. Isak Chishi Swu declared the cease-fire Agreement in the Indian Parliament and in the general assembly of the UNPO respectively. Mr. I.K.Gujral further affirmed that apart from NSCN all others are terrorist organization. No one is supposed to have suspicions about it that NSCN is the legitimate organization of the Naga people, which symbolize the aspiration of the Nagas. After the downfall of NNC, NSCN has brought the Naga nation thus far in the face of all adversities and conflicts. The Naga Freedom Movement after the decades of struggle, we are on the threshold of a historic settlement through the ongoing talks between the GoI and NSCN. One Kaka Iralu, NNC, Kilonser should bear in mind that the peace process that began in 1997 since then the framework agreement was sealed only after over 80 rounds of negotiations spanning nearly 19 years, series of collective and wide ranging consultations that have taken place right from the start of on-going peace talks. The NSCN have never failed to garner the wisdom and strength of the Nagas. Today NSCN had held eight consultative meeting and has the full support and blessing of the Nagas. In January 6TH and 7th, 2005, at the consultative meet organized

at the Hebron camp, more than 20,000 representatives of all Naga tribal Hoho’s, GB’s Association, church groups, Naga People’s Movement for Human Rights, ENPO, United Naga Council, Naga Women Union, Naga Students Federation, Naga Mother Association, Concern Naga Senior citizen Forum, All Naga Students Association, Forum for Naga Reconciliation etc gathered and after thorough deliberations unanimously mandated upon the two leaders of NSCN to bring about a peaceful political settlement to the Naga issue with GoI based on the GoI’s recognition of the “uniqueness of Naga History and its situation”. The mandate so given cannot view lightly by any groups or individuals. No matter how obnoxious it may be to some groups. Today heeding the aspirations of the Naga people all the MLA’s irrespective of party affiliations has taken a unanimous decision to step down and pave way in the event for the negotiated political settlement to take place. It surely motivates the spirit of Naga political struggle. It is an incredible and outstanding decision announcement. The Framework Agreement in place today announces the way the on-going political talks between the two separate political entities will culminate into what is best for both the parties. Er. The court said there was no question of exempting these establishments, as this would be a dilution of its object of preventing drunk driving, which is one of the major killers plaguing Indian roads.

An amendment to the criminal law providing death penalty for raping a minor would be introduced in the Madhya Pradesh Assembly soon, the government said on Friday. “A bill providing death sentence for rape of minors would be presented in the coming monsoon session [of Assembly]. Once it is passed it would be forwarded to the President for assent,” Chief Minister Shivraj Singh Chouhan said on Friday. Mr. Chouhan made the announcement while addressing `Joint Convocation Ceremony’ at the Madhya Pradesh Police Academy. “The first condition for the development of the state and the country is a good law and order system and this is the major responsibility of the police,” Mr. Chouhan said. NEW DELHI, MAR 31 (PTI): Himachal Pradesh Chief Minister Virbhadra Singh and his wife were on Friday charged by the CBI in a special court here in a disproportionate assets case, hours after the Delhi High Court denied him any relief+ and removed the interim stay on his interrogation or arrest. The chargesheet was filed against nine people, including the 82-year-old the Congress leader, before special judge Virender Kumar Goyal for alleged offences punishable under section 109 (abetment) of IPC and Prevention of Corruption Act. It also named LIC agent Anand Chauhan who is currently in judicial custody. Chauhan was arrested by Enforcement Directorate (ED) on July 9 last year in a separate money laundering case related to the present case. The development came hours after the Delhi High Court dismissed the chief minister and his wife’s plea seeking quashing of the DA case filed against them by the CBI. Justice Vipin Sanghi also vacated the Himachal Pradesh High Court’s interim order of October 1, 2015 restraining the CBI from arresting, interrogating or filing a chargesheet in the case without the court’s permission.

Gandhinagar, Mar 31 (IANS): The Gujarat assembly on Friday made its anti-cow slaughter law the toughest in the country with the offence now becoming non-bailable and punishable with a life-time in jail. The Gujarat Animal Preservation (Amendment) Act, 2017, was passed with the ruling Bharatiya Janata Party’s brute majority and the opposition Congress remaining suspended from the house for the entire day on the last day of the Budget session. Moving an amendment, Minister of State for Home Pradeepsinh Jadeja said: “During this auspicious occasion of Chaitri Navratri, the government, on suggestions of many sadhus and sants, has made amendments to the Gujarat Animal Protection (Amendment) Act, 2011. This is the harshest law in the country.”

DVC however, said that their ultimate sacrifices for the cause would be forever etched in our hearts and would be remembered and honored as martyrs. Therefore, the council called upon various organizations and public to stand united in true spirit in order to carry the society towards “our desired destination”. “It is time that we introspect and retrospect our past deeds and comprehend where we all went wrong and what needs to be done for a more peaceful and amicable solution”, DVC said.

Dr. Shürhozelie made the “supreme sacrifice” of contesting as an Independent candidate against the ruling Congress Candidate knowing very well that the chances of winning were very slim. It said Dr Shürhozelie secured 1, 62, 521 votes and could redeem the party symbol. Alleging that the treachery perpetrated by the Congress party on the Naga people in 1998 remained fresh in the minds of the Naga people, the CMO said if it had paid heed to the clarion call of the Naga people then, the Naga political problem might have been given more importance by the Government of India earlier. Perhaps, the CMO added that Congress party might not have been pushed to the political oblivion it is in now, especially in Nagaland. Further, CMO said that Congress party knew best how it was to have communal or secular masters in Delhi since its High Command was based there. It said that the Congress leaders might like to show Nagas how they have learned to bow before its High Command at Delhi. CMO media cell said as far as the NPF party and NPF-led DAN government, the people were its high command and the party and the government was answerable to the people.

He reminded NPF that the BJP was only waiting for majority in the Rajya Sabha, the states and the union territories. “Whatever we express about our uniqueness and identity will sink in the huge population of India. On the occasion of Monyiu festival, the chief minister, Dr Shürhozelie Liezietsu has wished the Phom community a happy and a successful Monyiu 2017 celebration. In his message, Dr Shürhozelie mentioned that Monyiu marks the end of winter and the onset of spring. He said traditionally, Monyiu was also a time for jubilation, sharing of love and concern with relatives and friends. The chief minister expressed happiness that the Phom youngsters were making strong efforts to rediscover and preserve their rich cultural heritage. He said student unions of every Phom village were playing commendable role in this direction. He encouraged the Phom-Naga youngsters to continue to make every effort for the preservation and development of the rich cultural heritage.

(Form p-1) the CMO asked “Or is it that the NPCC considers the first Congress Government headed by someone outside the Nehru-Gandhi family in the country as a ‘backdoor’ Government all these decades?” But then, the CMO said the Congress party seemed to have selective amnesia when it comes to its own history, or the heinous acts committed during its regimes such as the Anti-Sikh Riots of 1984 and the Emergency declared in 1975. On the allegation that Dr Shürhozelie “ditched” his party in 1999 to contest the parliamentary elections, CMO said “this clearly shows the selective amnesia of the Congress party.” It reminded of the general elections in 1998 when the Congress, despite the call of the people not to hold or participate in general elections, went ahead to file nomination papers in most of the Constituencies and were declared uncontested. As a result of not participating in the 1998 elections for the sake of the Naga peace process, the CMO said the Election Commission of India “froze” the party symbol of the NPF (then NPC). And to salvage the regional party and regain its party symbol, CMO said

EU sets out ‘phased’ Brexit strategy

VA L L E TA , M A R 3 1 (AFP): The European Union demanded that Britain make “sufficient progress” on its divorce before any talks on a future trade deal can start as it laid out its tough Brexit negotiating plans today. EU president Donald Tusk’s draft guidelines say the other 27 countries are ready for a transitional deal after Britain’s exit in March 2019, but that such an arrangement would have to be under EU rules. British Prime Minister Theresa May had in her letter triggering the twoye a r ex i t p r o c e s s o n Wednesday called for talks on the divorce and a future deal to run in parallel as soon as negotiations start. COLOMBO, MAR 31 (AFP): Opposition parties in the Maldives accused the government today of waging a revenge campaign against their leaders after they narrowly failed to seize control of parliament. Mohamed Nasheed, the leader of the main opposition party, was slapped with fresh terrorism charges this week just days after he remotely lead an effort to wrestle control of parliament. The bid failed after President Abdulla Yameen ordered troops to remove the dissenting MPs from the floor of parliament, causing chaotic scenes. Nasheed, the head of the Maldivian Democratic Party, was sentenced to 13 years prison in 2015 and has been living in self-imposed exile in London since last year. “President (Abdulla) Yameen has instigated new charges of terrorism against Nasheed,” the joint opposition statement said. The charges stemmed from when Yameen was briefly detained in 2010 allegedly under orders from Nasheed, who was president at the time.

tourists’ six-wicket victory in Bridgetown on Sunday with 4-14 as Pakistan successfully defended a total of 132, restricting Windies to 129-8 to take an unassailable 2-0 lead in the four-match series. The 18-year-old struck the telling blow with the

final delivery of his spell, a googly that top-scorer Marlon Samuels (44 off 35 balls), could only edge behind to reduce Windies at one stage 60-1 - to 81-6. Jason Holder (26no) kept the hosts in touch only for seamer Hasan Ali to hold his nerve and deny Windies the 14 runs needed off the final over despite seeing his first two balls disappear to the rope. U n c h a n g e d We s t Indies had earlier won the toss and reduced Pakistan to 95-8 off 16.3 overs as Sunil Narine (3-22), Carlos Brathwaite (3-37) and Samuel Badree (2-14) all playing strong hands. Wahab Riaz gave the innings some vital impetus with a cameo of 24 off 10 balls - a tally only topped by Babar Azam (27) and

Shoaib Malik (28 off 20 balls). Windies lost Evin Lewis in unfor tunate fashion at the top of their reply - the opener run out by Imad Wasim’s underarm throw as he collided with the on-rushing Shadav Khan, the coming together forcing the batsman’s feet off the ground as the wicket was broken. Samuels struck two sixes and five fours in an imperious knock but had precious little support, Kieron Pollard stumped as he charged Shadab who then bowled Rovman Powell first ball. When Samuels fell five runs later the odds of Windies squaring the series lengthened considerably and there was to be no way back despite Holder’s 17ball knock.

Konta conquers Venus in Miami Fabulous Federer outlasts Berdych

Johanna Konta returns a shot to Venus Williams during their Miami Open semi-final match on March 30.

MIAMI, Mar 31 (Agencies): Britain’s Johanna Konta beat Venus Williams 6-4, 7-5 in a grueling battle Thursday to reach the WTA Miami Open final, where she will face Caroline Wozniacki of Denmark. The Australian-born 25year-old broke Williams in the first game and played aggressively throughout the opening set. Williams fought back strongly in the second set, breaking to go up 3-1. But Konta broke back immediately and again for a 5-4 lead that allowed her to serve for the match. The American took advantage of some nervy play from the 10th-seed to break back, but Williams

was unable to hold serve and that gave Konta a second chance to wrap up the contest, which she did after more than two hours. Konta said she expects a big challenge ahead in order to capture her second title of the year after a Sydney crown. “I am going to have a tough battle on my hands,” Konta said. “Caroline makes you work.” Wozniacki booked her place in the final after rallying to defeat Czech second seed Karolina Pliskova 5-7, 6-1, 6-1. Pliskova, who won titles this year at Doha and Brisbane, also fell in the semi-final stage at Indian Wells two weeks ago. The Czech broke

Wozniacki in the first game of the match but the Dane fought back and at 5-4 had three set points, which Pliskova manage to deny her. Wo z n i a c k i t h e n double faulted to give the Czech a break point, which she took before serving out for the set. But for mer world number one Wozniacki, wearing down Pliskova with her solid defense, ran out a comfortable winner in the following two sets to earn a third final appearance of the year. In her two finals this year, both in February, Wozniacki was beaten by Pliskova at Doha and by Ukrainian Elina Svitolina at Dubai.
