India set to get third vaccine
NEW DELHI, APR 12 (IANS): A government expert panel has given its nod to emergency use authorisation of Russian-made Covid vaccine, Sputnik-V, in India, Union Health Ministry sources said. After the Drug Controller General of India gives assent to the Subject Expert Committee’s approval, the sources told IANS, India will have a third Covid vaccine after AstraZeneca-Oxford University developed-Serum Institute of India-manufactured Covishield and Bharat Biotechdeveloped and manufactured Covaxin. Indian Council of Medical Research’s (ICMR) Dr N.K. Arora, talking to IANS, said: “Though, I am yet to receive any official information about its approval, but it would be good news for India if it is approved.”
DIMAPUR, APR 12 (NPN): Central Nagaland Tribes Council (CNTC) has asked the State government to implement the SARFAESI Act, 2002 in the interest of educated Naga unemployed youth. In a statement, CNTC pointed out that many young talented Naga youth were forced to go outside Nagaland for jobs to earn their livelihood. CNTC said most of them want to start their projects and work in their home state. However, CNTC said owing to lack of financial resources, the youth had no option but go out of the state for survival. CNTC pointed out that implementation of the Act would help thousands of Naga youth to earn their livelihood at home instead of having to go out and face untold miseries and hard-
ships in the past, in many cities of the mainland. Many youth wanted to start small businesses here in their home State but, without the banks assisting them financially, it became impossible for them to start all by themselves, the council contended. Hence, CNTC urged the State government to work out some modalities along with all stakeholders like local entrepreneurs, contractors, banks and financial institutions to implement the Act in tandem with other special laws granted to Nagaland like Article 371(A), Land and Revenue Regulations Amendment Act, 2002 so that, in case of local entrepreneurs defaulting bank loans, the mortgaged lands could be auctioned to local Nagas only so that special provisions are not infringed. versity found that in the most at-risk patients, inhaled budesonide clears up the infection far more quickly and may even prevent hospitalisation and long Covid. The results are now with the Department of Health, who are soon expected to issue guidance recommending that the drug be used for patients in the community. Scientists chose
to trial the corticosteroid budesonide after noticing that people with asthma were under-represented in hospitalised Covid patients, which is not the case in other respiratory illnesses, such as seasonal flu. Researchers suspected it could be the asthma treatments which were preventing the virus from progressing. (Cont’d on p-8)
CTYO, CTSU back move to shift DC office DIMAPUR, APR 12 (NPN): Chümoukedima Town Youth Organisation (CTYO) and Chümoukedima Town Students’ Union (CTSU) have declared support to the move to shift Dimapur deputy commissioner’s (DC) from the current location to Chümoukedima. In a joint statement, CTYO president Hovise Naleo and general secretary Avi Makritsu and CTSU president Kezhawelie Richa and general secretary Kenivi Yhoshü said they were disheartened to see few civil society organisations (CSOs), claiming to repre-
sent the will and disposition of all people of Dimapur district, coming up strongly to oppose shifting of the DC office. They pointed out that these CSOs remained silent when the State government had initiated construction of the new DC complex, but were now threatening to disturb peace when construction of the complex was complete and the office was ready for shifting. CTYO and CTSU reminded the CSOs that Chümoukedima was established as the district headquarter of the newly-created Dimapur district by the SC

Vaccinated people can still transmit disease: Experts NEW DELHI, APR 12 (PTI): COVID-19 vaccines protect against serious illness but transmissibility can still continue and inoculated people can pass on the infection to others, say scientists, warning against complacency in those who stop maintaining protocol after they get their jabs. Transmissibility from vaccinated persons can be a risk factor until global coverage is achieved, top experts said as India’s Covid numbers escalated sharply, reaching 1,35,27,717 (1.35 crore/13,5 million) with 1,68,912 new cases on Monday to make it the country with the second highest number of cases after the US. “Vaccination is simply one of the many different strategies we have to deal with in the pandemic. Jamir government in 1997, claiming that the place was chosen without any political influence or public demand. Mentioning that it was one of the fastest growing urban landscapes now, both the organisations asserted that it made good sense to have the DC office there. They said Dimapur district was inhabited by all sections and communities of Nagaland and encompassed many towns and villages. Chümoukedima has vast potential for further development whereas, Dimapur town was congested and had stagnated in its
scope for further infrastructural development and growth, combined with its ever growing traffic woes, they added. C T YO a n d C T S U further asserted that Chümoukedima was not a “rural village” but under the administration of Chümoukedima Town Council and had even served as the first headquarter of the then Naga Hills district during British rule. They claimed that the town was inhabited by not one but all communities where everyone was equal and shared equal responsibility. (Cont’d on p-8)
(NPN): Nagaland on Monday reported 11 new Covid19 positive cases-- 8 in Dimapur, 2 in Mokokchung and 1 in Kohima, taking the total caseload to 12416. Following the detection of 11 fresh Covid cases, the State’s active case tally also rose to 167. Over 1.2 lakh inoculated: Meanwhile, a total of 1,22,410 beneficiaries have been vaccinated till date. DIMAPUR, APR 12 (NPN): Tzurangkong Range Naga Youth Front (TRNYF) has urged governor RN Ravi to expedite construction of the Trans-Nagaland Expressway/Nagaland Foothill Road so that the people could avail better livelihood opportunities and also for development of foothill areas in general. DDGBA ‘selected office-bearers’ clarify DIMAPUR, APR 12 (NPN): Selected office-bearers of Dimapur District GB Association (DDGBA) have claimed that the ‘selections/ search committee’, through a majority decision, selected GB Longri Jamir as president DDGBA in accordance with Art. 8 of the Nagaland GB Federation (NGBF) constitution and Art. 14 of the DDGBA constitution. DDGBA gen. secretary Nieba Kesiezie and information secretary Luikang Namgi in a rejoinder said the issue of the search committee not being qualified because they had not paid membership fee in time, did not hold any water. As responsible GBs, they said all of them had been clearing the membership fees regularly and could be verified from the office. They said the issue raised was a trivial matter and an excuse to oppose the legitimatelyselected office-bearers that was unreasonable. They said the selections/search committee comprised of-- GB Union Dimapur Sadar president MY Ngullie as convener ; GB Union Dhansiripar president P Dohoi Swu; GB Union Chümoukedima president Tokishe Achumi; GB Union Niuland president Vikheyi Zhimomi and GB Union Medziphema president Rokovitso Kuotso as members. The signatories said even at
the general conference held at Diphupar B on November 24, 2018, the majority decision of Search/ Selection Committee was accepted and supported by majority of the GBs present. They accused the opposing party of riding roughshod over the majority decision and agreement by deciding to hold an election themselves. They said this was totally against the constitutions of NGBF and DDGBA which have provision of democratically giving a chance to every tribe to serve in the association on a selections and rotation basis. Fur ther, they said that the process of having an election where only 25 members voted for the president was duly opposed by most tribal GB associations/unions of Dimapur, who had condemned and opposed this through press releases in the media. They alleged that the dubious part played by NGBF officials in attending the election process was totally against Art. 8 of the NGBF constitution, whose very presence seemed to encourage the “illegal election process” by giving tacit support for going against the constitution. Therefore, they said the votes of 25 GBs of Dimapur could not be interpreted as majority of the whole DDGBA.
sentation to the governor however observed that at the current pace, the completion of the road would be a distant dream, especially without the lack of any Central funding. They said either the Centre was purposely ignoring the project or some vested interests were obstructing completion of the road. They emphasised that an expressway like the proposed Nagaland Foothill Road connecting the area to Wokha and Dimapur districts to the south and Tuli area (Cont’d on p-8)
AR rebuts NSCN (I-M) allegation DIMAPUR, APR 12 (NPN): Assam Rif les, through its PRO has described as “malicious allegations” made against it by the NSCN(I-M) in the local media, over the AR post at Doyapur. PRO accused the NSCN(I-M) of making the allegation “against a legitimate Assam Rifles post at Doyapur” carrying out its bona fide task from the location in existence for over two years. PRO said the allegation “raises the question of the ulterior motives of the complainants”. AR clarified that its post at Doyapur plays a key role in providing a secure environment as per the wishes of the local populace and the government while maintaining that Doyapur is situated around 6 kms from Hebron camp and “far beyond what is stipulated in the Cease Fire Ground Rules.” AR claimed that various initiatives by the post, also in conjunction with the civil administration, had added value to the lives of the residents of Doyapur and neighbouring villages. Further, it advised the NSCN (I-M) “ to refrain from their constant attempts directed at discrediting security forces” for having a free hand in running “its unlawful activities in the area.
