DIMAPUR, APR 12 (NPN): A Supreme Court order issued on March 8,2017 has exposed the facts over the promise made by the NMA to withdraw their Special Leave Petition (SLP) No.242/2014 in view of the request from then chief minister and also since elections to Urban Local Bodies (ULBs) were conducted (though it was later nullified). In the order, the Supreme Court stated that it has agreed to the withdrawal of the names of NMA leaders Rosemary Dzüvichü and others from the case (No.242/2014). The order reveals that NMA leaders had not requested for withdrawal of the case from the Supreme Court but only withdrawal of their names. The Supreme Court in its order also disclosed that it has agreed to the petition of the People’s Union for Civil Liberties (PUCL) which sought for impleadment (bring a new party into the case). That means the same case against the state over

women’s rights vis-a-vis 33% women reservation versus the state of Nagaland, will henceforth be taken up by the PUCL. The case has been listed for hearing along Civil Appeal No.3607 of 2016. Nagaland Post had on March 6, 2017 reported that though the NMA had purportedly submitted its withdrawal petition sometime in February, the Supreme Court had not responded. In the report published in this newspaper, NMA leader Rosemary Dzüvichü had filed an application (of Civil Appeal No: 3607 of 2016) addressed to the Chief Justice of the Supreme Court of India, for withdrawal of their SLP. In the application, the NMA leader mentioned events that had led them to approach the apex court through the SLP and how on April 5, 2016 after ad-
mitting the SLP, the court issued rule in the writ petition to simultaneous petition 242 of 2014. In the application, NMA had stated: “Now due to circumstances completely beyond our control, we regret to inform this Hon’ble Court that we are unable to proceed with the above mentioned Civil Appeal and the above mentioned Writ Petition, both filed in the Public Interest, and we hereby withdraw the Civil Appeal: 3607 of 2016 and the Writ Petition No: 242 of 2014 from this Hon’ble Court”. Later, on March 7 reacting to the news report carried in this newspaper on March 7, on the controversial use of the sentence “circumstances beyond our control” in the withdrawal application, Rosemary Dzüvichü explained that the sentence reflected the situation in the state

In this regard, principal director directorate of H&FW and vice-chair person NHCEA Dr. L. Watikala has directed all private health care establishments to register or renew their licences within three months from the date of issue of this notification. (during the agitation and protest bandhs). The NMA leaders at the March 7 press conference also contended that their SLP filed in the Supreme Court was only for “women’s rights” and in no way, infringed upon Article 371A. The battle in the Supreme Court over Article 243T for 33% women reservation vis-à-vis Article 371A could prove a setback for the latter mainly because of the record of mishandling by the state government in the past. The People’s Union for Civil Liberties, an international body will never agree to withdraw the case, if it has been impleaded and the court battle could eventually result in a huge setback for Nagaland state over its unique constitutional safeguard in the form of Article 371A. A new forum of enlightened citizens has also taken up the matter to be pursued with the state government on adopting some legislation in order to protect Article 371A from being rendered constitutionally infructuous.

ing that this has to be stopped, the minister said government has already extended maximum leniency. While directing DDOs to stop indulging in such activities, Yitachu warned that if DDOs were caught, the head of the institution would be penalized first. With the announcement of 7th RoP implementation, Yitachu said the state government required Rs. 954 crore in a year while it has “just Rs. 580 crore in its hand”. He said the tendency of doing wrong deeds should not be repeated. He told the gathering that as head of the institutions, they should be resolute to run the administration. Pointing out that Nagaland has the highest enrolment in the private schools than in government schools, Yitachu said this indicated that something wrong in the system. The minister also informed that the department
intended to open matric exam centres in all the ADC headquarters to make it convenient for the students to appear exams. In his address, the principal secretary school education, FP Solo, spoke on the rationalization exercise conducted last years and said that data and figures from the DEO, DDEOs and SDEOs and the latest UDSIE data differed. He said the difference in data showed that some DEO, DDEOs and SDEOs were not truthful during the rationalization exercise. According to Solo, the department would be collecting data from different sources including GIS and verify those data and action would be taken against those who furnished false information. Solo said “we cannot keep on fooling ourselves” and others with false data. He said clearer data should come out sooner or later and the truth would ultimately prevail. The
principal secretary said it was therefore better to voluntarily admit rather than be caught. Also, stating that there was a weak communication and dialogue between officers of the directorate and field officers, he said better coordination and interaction should be held. Further, Solo lamented that many teachers, who become officers, do not try to learn good rules, regulations and procedures but depend on sub-ordinate staffs that were never trained and mislead the officers on many occasions. Earlier, additional director (HOD), Wonthungo Tsopoe, delivered welcome address. The second session was followed by discussion on the topic “Importance of counselling and career guidance in schools” by associate professor SCERT, Dr. Zavise Rume and “office management, office procedures and rules” by consultant school education H. Dr. T.M. Lotha addressing the gathering on Wednesday. (NP) Correspondent KOHIMA, APR 1 2 ( N P N ) : A d v i s e r, labour & employment, s k i l l d e ve l o p m e n t & entrepreneurship, treasuries and accounts, Dr. T.M. Lotha, has encouraged the Naga artisans to work hard with sincerity and produce quality products for “good harvest”. He said this while addressing a gathering as the chief guest during Bharat Ratna Dr. Bhimrao Ambedkar anniversary celebration of Handicrafts Artisans on Wednesday at Jakhama Town Hall. Under the leadership
of Prime Minister Narendra Modi, Dr. T.M. said many schemes and provisions have been made available for common and rural people and the artisans. However, he lamented that many were not aware of various facilities provided by the government. While encouraging Naga artisans to avail the facilities or opportunities provided by the government, he also asked them to produce quality products for commercial purpose and generate income with the abundant available materials in Nagaland. In his address, assistant director
(handicrafts) development commissioner (handicraft) marketing and ser vice extension centre Kohima, T. Rollee Vareishim, said artisans should be mindful of maintaining quality, utility of the product, good design and proper finishing of their products. He said North East India has huge potential for artisans with the abundant availability of materials like cane, bamboo and woods. Vareishim also said the region has potential for handicraft, woodcraft, tribal clothes, textiles, dry flowers among others. He also highlighted the artisans about the benefits
for Handicraft Artisan’s Bima Yojana (HABY) and how to fill up membership forms. Va r e i s h i m s a i d a member was entitled Rs. 60,000 for natural death, Rs.1, 50,000 for accidental death and Rs. 75,000 for loss of an eye or one limb in an accident. He also informed the members about the provision of Rs. 50,000 loan and Rs. 3,000 per month pension for 60 years above. On the sideline of the programme, Vareishim termed handicraft as next to agriculture in Nagaland, saying, ar tisans could work in their leisure time and earn for living with abundant availability of materials. Lamenting that number of enrolment for artisans was decreasing, Vareishim said Nagas were not working seriously and lack dedication. M e a n w h i l e, t h e assistant director also informed that filling up of forms for the National Handicraft Award Competition for the year 2015-16 was underway and that April 30 was the last day for submission of forms. Later, the chief guest distributed identity cards to the handicrafts artisan members.

MPs write to PM, HM on nonextension of visa to missionaries Correspondent
Shillong, Apr 12: The Indian government have reportedly refused to give extension visas to Christian missionaries, forcing two Indian parliamentarians – Vincent H.Pala and Conrad K.Sangma – to take up the matter with Prime Minister Narendra Modi and Home Minister Rajnath Singh. Pala, a former Union Minority Affairs Minister on Tuesday urged Prime Minister Narendra Modi to personally intervene on persecution of Christians in India. The Congress parliamentarian also appealed to Prime Minister to allow foreign Christian missionaries to stay in India and to continue to do their social and educational service for the poor. “I need to hardly underscore the increasing incidents of hate and violence against Christians in the country despite the community being peace loving, harmonious and contributing its mite to the nation building,” Pala stated in his letter to Modi. “As part of this ongoing discrimination against Christians, long living members of the community in India from other nations, who contribute immensely to education and social work especially while working amidst underprivileged sections of the society to whom you and your party personnel committed, are
being hounded and asked to leave the Country,” the letter stated. Sangma, who is the lone National People’s Party member in Lok Sabha, also wrote to Home Minister Rajnath Singh seeking his intervention into visa problems faced by the missionaries. “There are many instances where many missionaries have faced problems in getting their visas extended, which was not in the past, which has led to lot of confusion and difficulties for these missionaries who has been working tirelessly for the poor and needy of our Country,” Sangma stated in his letter. In their separate letters, Pala and Sangma also mentioned the names of four prominent missionaries working in different states – Ignacio Galdos Zuazua (working in Gujarat), Laurel Judith Seaton (working in Bihar) and Aurele Andre A. Brys and Chen Chin Mou (both working in Jharkhand). India experienced an escalation of attacks on its Christian minority in 2016, usually led by Hindu nationalists acting largely with impunity, according to Open Doors, an international ministry serving persecuted Christians and churches worldwide, said. Just over 2% of the country’s population is Christian, and nearly 80% of Indians are Hindu.

Modi govt spreading fear, insecurity: Opp
Opposition party leaders of various parties. New Delhi, Apr 12 (IANS): A number of opposition leaders, including Congress President Sonia Gandhi, on Wednesday met President Pranab Mukherjee on the EVM issue and raised concern over what they called an “environment of fear and insecurity” in the country. Congress Vice President Rahul Gandhi and senior party leaders Ghulam Nabi Azad and Mallikarjun Kharge, Communist Party of India-Marxist General Secretary Sitaram Yechury and Sharad Yadav of Janata Dal (United) were part of the 13-party delegation that called on the President. They submitted a memorandum to the President on alleged tampering of the Electronic Voting Machines (EVMs) during
the recent state polls, undermining of constitutional institutions, attacks on the minority community by lumpen elements in Rajasthan and elsewhere, and unabated violence in Jammu and Kashmir, among others. The delegation sought President’s intervention to protect India’s constitutional democracy, preserve its plurality and diversity, safeguard fundamental rights and ensure that the rule of law is upheld in letter and spirit, a Congress leader said. “Through our memorandum, we drew his attention to the recent critical developments which have seriously undermined accepted norms of governance and institutional integrity,” said Azad, the Leader of Opposition in the
Rajya Sabha. Arbitrariness in decision-making and the appointments to key constitutional positions in brazen disregard of established procedures and practices was a matter of concern, he said, adding: “The environment of fear and insecurity is prevailing in the country and voices of dissent are being muzzled.” “Triggering false debates, orchestrating inflammatory narratives on nationalism, exploiting religious sentiments and threats of violence to the citizens are vitiating the environment and jeopardising the cause of peace and security.” “Self-styled lumpen elements have indulged in violence and mob lynching of citizens and harassment is being witnessed across
the country. In Rajasthan, Jharkhand, Gujarat and Uttar Pradesh, a number of such incidents have taken place,” he said. “We also informed the President about how non-BJP-ruled states are being destabilised by the government through misuse of power of Governors and by creating artificial majority (in Goa and Manipur) through unethical means,” Azad added. Raising the issue of violence in Jammu and Kashmir, Azad said continued violence resulting in deaths and injuries to civilians and an overall failure of governance in the state was a matter of great national concern. “It is an imperative that the government addresses the crisis and creates an
reassuring environment for people to participate in the democratic process and caste their votes without intimidation and violence,” he said. The memorandum mentioned that there had been a tendency on the part of the government to avoid legislative scrutiny and bypass established practices for the enactment of legislation. “It is misusing its brute majority in the Lok Sabha to scuttle parliamentary debate and scrutiny of bills by refusing to refer the same to the parliamentary standing committees,” it said. “Many key bills masked as money bills expose the intention of the government to deny the council of states its constitutional position in the enactment of laws. Changing 11 Acts through the omnibus Finance Bill, 2017 is unprecedented, improper and shocking,” the memorandum added. Concerned over malfunctioning and alleged tampering with EVMs, which raised questions on the sanctity of entire electoral process, the leaders of various opposition parties had also met the Election Commission authorities on Monday, Azad said. According to the senior Congress leader, they have been assured by the Commission of an all-party meeting on the issue.
Need to strengthen cooperation with India, says UK NEW DELHI, APR 12 (AGENCIES): The UK on Wednesday said it wants to further strengthen cooperation with India in the fight against terrorism and extremism, while also offering cutting-edge military technology for co-production of weapon systems to jointly become “world beaters” in arms exports. “No country is immune from terrorism. India and the UK need to work even harder, and more closely, to combat it,” said visiting British secretary of state for defence Michael Fallon, who had earlier held that his country had made it “very clear” to Pakistan that there cannot be any excuse or justification for terrorism. Fallon, who is accompanied by a highpowered delegation, and finance-cum-defence minister Arun Jaitley on Thursday will chair the first India-UK strategic dialogue, which was agreed to in November 2015 during PM Narendra Modi’s visit to London as part of the bilateral defence and international security partnership. “Terrorism is high on our agenda,” said Fallon, taking note of the series of terror attacks in recent days in London, St Petersburg, Egypt and other places. He also stressed the need to bolster cooperation on the cyber-security front to counter the expanding online radicalism of youth.
Experts brief NGT on Chemicals in cosmetics cause infertility Yamuna restore floodplains N EW D ELHI , A PR 12(AGENCIES): An NGTappointed committee of experts has said rehabilitation of Yamuna floodplains, “destroyed” due to the threeday World Culture Festival organised by Sri Sri Ravi Shankar’s Art of Living (AOL) will cost Rs 13.29 crore and take almost 10 years. “It has been estimated that approximately 120 hectares (about 300 acres) of floodplains of west (right bank) of the river Yamuna and about 50 hectares (120 acres) floodplains of the eastern side (left bank) of the river have been adversely impacted ecologically at different magnitudes,” it said. Reacting to the findings of the report, AOL spokesperson Kedar Desai said, “Our legal team will study the report and decide on the appropriate future course of action.” The committee, in its 47-page report, said that due to the three-day event, the floodplain has lost “almost all its natural vegetation” like trees, shrubs, tall
grasses, aquatic vegetation including water hyacinth which provides habitat to large number of animals, insects and mud-dwelling organisms. Last year, the NGT had allowed AOL to hold a three-day ‘World Culture Festival’ of Sri Sri Ravi Shankar’s Art of Living Foundation on the Yamuna flood plains. At that time, the green panel had expressed its helplessness in banning the event because of “fait accompli”. It, however, had imposed Rs 5 crore as interim environment compensation on the foundation for the event’s impact on the environment. Initially, a four-member committee had recommended that AOL Foundation should pay Rs 100-120 crore as restoration cost for “extensive and severe damage” to the floodplains of Yamuna river. Later, a seven-member expert committee had told NGT that the event organised on Yamuna has “completely destroyed” the riverbed.
New Delhi, April 12 (IANS): Cosmetics such as nail polish, antibacterial soaps, anti-ageing creams -- all with high chemical contents -- cause severe negative effects on female fertility besides having several other side-effects, doctors said on Wednesday. According to them, mounting research on the subject has raised certain concerns regarding the potential sideeffects of these cosmetic products. Chemicals in beauty products have complicated effects on women’s hormones and reproductive systems. “Several endocrinedisrupting chemicals have been identified to affect abnormal ovarian function, miscarriages and female infertility. Antibacterial soap can also kill your chances of conceiving,” Sagarika Aggarwal, IVF expert associated with city-based Indira IVF, told IANS. Stating that antibacterial soaps contain chemical triclosan which is linked to endocrine disruption that messes up with the hormones, Aggarwal said the chemical interferes with the
Parl adjourned; Centre praises Budget Session New Delhi, Apr 12 (IANS): Parliament was on Wednesday adjourned sine die as the Budget Session (242nd Session) came to an end. While the Chairs of both houses expressed satisfaction over the amount of legislative business conducted, the government called it the most fruitful and golden session in Indian legislative history. Apart from the Budget 2017-18, Appropriation Bill and the Finance Bill, Parliament also passed the crucial Goods and Services Tax (GST) Bill aimed at introducing a uniform indirect tax regime across the country. A total of 24 bills were introduced during the session. Of these, the Lok Sabha passed 23 bills, while the Rajya Sabha passed 14. A total of 18 bills were passed by both the houses. The session com menced on January 31, a first in the history of Indian Parliament. It went into recess for 27 days from February 10, and was re-
convened on March 9. In all, both houses of Parliament held 29 sittings each during the session. “This Budget session has been very fruitful... in the last 70 years. This is for the first time in Indian legislative history that all financial business of government has been completed before the start of the next financial year, and that too by following the due process of general discussion and scrutiny by Standing Committees,” Union Parliamentary Affairs Minister Ananth Kumar said. He said the Union Budget 2017-18 has already come into effect from April 1, which is “unprecedented”. The Finance Bill led to sparks in the Rajya Sabha as the opposition accused the Centre of misusing the money bill route to amend laws in order to bypass the upper house. It made certain recommendations to the Finance Bill, which were rejected by the Lok Sabha. The Lok Sabha’s productivity turned out to be 113 per cent while that
of the Rajya Sabha was 92 per cent. While the Lok Sabha lost around eight hours to interruptions, the Rajya Sabha lost 18 hours. The lower house worked 19 hours extra while the upper house worked seven extra hours to make up for the loss.
Sagarika Aggarwal reproductive system. “Parabens are a type of preservative (present in soaps, shampoos and conditioners) used to prevent the growth of bacteria. But too much of it can have an impact on fertility. When hormones are out of balance, the chances of creating healthy eggs or healthy sperm is reduced,” said Aggarwal. A survey by the business chamber Assocham in 2013 had revealed that 75 per cent of Indian youngsters in the 16-21 age group spend over Rs 6,000 per month on cosmetics. The experts have said that ingredients in nail polish contain a cocktail of chemicals known to cause birth defects and harm fer-
tility, especially a concern with formaldehyde, phthalates like DPT (dibutyl phthalate), toulene and a range of other volatile organic compounds (VOCs). “Phthalates are connected to both male and female infertility,” said Manjula B.C., a Bengalurubased IVF expert. Talking about nail polish removers, Manjula said that it contain toxic chemicals such as acetone, methyl methacrylate, toluene, and ethyl acetate. “ To l u e n e, a c o m monly used solvent to get glossy finish on the nails, also affects the CNS and causes reproductive harm. Phthalates, most common chemical found in almost every cosmetic product, is found to disrupt the hormone levels, affect fertility and build up in breast milk when you do get pregnant,” said Manjula. Jyoti Tripathy, an Indore-based independent IVF expert, said exposure to these cosmetic chemicals puts women at a higher risk of miscarriage and the baby at risk for physical and mental birth defects.

5 PM Modi slams opposition over stalling of OBC Bill in Rajya Sabha NEW DELHI, APR 12 (AGENCIES): Prime Minister Narendra Modi on Wednesday slammed opposition parties for stalling a bill that seeks to accord constitutional status to the OBC commission, questioning why they stopped its passage in the Rajya Sabha when it aims to benefit backward castes. Modi was addressing the OBC MPs of BJP, who had gathered to thank the Prime Minister for the passage of the bill in Lok Sabha which seeks to create National Commission for Socially and Educationally Backward Classes (NCSEBC), with judicial powers and constitutional status. “The Prime Minister said this bill will ensure justice to backward sections of the society and will also help in their social empowerment, but it is surprising why this bill was not passed in the Upper House,” BJP general secretary Bhupender Yadav said, quoting Modi, after the meeting. The Prime Minister said it would have been better if this bill was passed in the Upper House, he added. Modi also asked the MPs to spread the message about the bill and make backward classes aware about it and how it would be a game changer in their lives.
Narendra Modi The Rajya Sabha had on Tuesday referred the Constitution (One Hundred and Twenty-third Amendment) Bill, 2017, which has already been passed by the Lok Sabha, to the Select Committee after opposition forced the government. The committee to examine the bill will be headed by BJP member Bhupender Yadav. It has been asked to submit its report by the last day of the first week of the next session. The 25-member Rajya Sabha Select Committee includes Sharad Yadav, Ram Gopal Yadav, Satish Mishra and Praful Patel. According to the bill, the new body NCSEBC will replace the National Commission for Backward Classes (NCBC). Once the Bill is passed, states will not be able to add or delete castes from the backward classes’ list without Parliament’s approval.

A monumental task
t is noteworthy that the objective for a clean election in Nagaland, highlighted by the NBCC since 2012 has taken some roots though much remains to be done to translate it into reality. This newspaper had exposed offences during state elections since 1993 where photographs showed underage voters, impersonators, payment of cash for every vote and booths being dominated by some elements etc. The objective of promoting ‘clean election’ as it may, is indeed a welcome step taken by the ACAUT Nagaland with NBCC. It may be also mentioned that ACAUT has been taking up issues beginning from –unabated taxation by various NPGs, creating market syndicates and also questionable tax and toll collections by various agencies etc. Next, ACAUT took up corruption in the government (a la AAP) where diversion of kerosene and other PDS items were also highlighted. It then took up the issue of backdoor appointments and demanded dismissal of those candidates employed illegally and action against government functionaries involved. It also filed a PIL and government fixed June 6, 2016 as the date for determining alleged backdoor appointments. Taking up the clean election campaign will be the fourth issue which ACAUT has taken up. Hopefully, ACAUT will not find itself overextended in being an Omni-crusader since every issue mentioned is very crucial. On clean election, the NBCC had made an attempt in 2012 and after that there were some awareness campaigns. NBCC needs to seriously introspect on the role(s) of its own clergy vis-à-vis issuance of birth certificates. Be that as it may, electoral malpractices, vices, offences etc are synonymous with the democratic process, especially in the light of the experience in Nagaland that were rampant from the early 80s where elections turned into a virtual hijack of the system. From youth camps, distribution of cash, manipulation of electoral rolls, conspiracy with polling officials, to proxy voting or en-bloc to booth capturing (‘couping’); today elections are also decided by armed cadres of various outfits. In Nagaland, election is held with blatant violation of the electoral code of conduct. Elections in Nagaland are one of the most expensive and unfair for various reasons. Due to the huge costs of elections, many candidates who would have been otherwise an asset for the public, cannot hope to win elections unless they literally beg, steal or borrow are prevented from contesting. Most of the genuine voters in Nagaland are hardly able to cast their votes since someone had already done them a favour. The election laws are as good or as bad as they are being enforced since no law, no matter how fantastic it may be, can prevent crimes from taking place. The law governing conduct of elections in India is the same throughout the country. Therefore when other states are able to conduct their elections in a largely peaceful and free manner, it is surprising that a small state with small population like Nagaland has not made serious attempts to ensure free and fair elections. All those picking up the popular call ‘clean election’ need to understand that they have to be up to it and also ensure that they pursue the objective without fear or favour; otherwise, the effort could only backfire badly.
DailyDevotion Complete and Effective Dominion
Death no longer has dominion over Him.…the life that He lives, He lives to God. Likewise you also, reckon yourselves to be dead indeed to sin, but alive to God… —Romans 6:9-11 Co-Eternal Life. Eternal life is the life which Jesus Christ exhibited on the human level. And it is this same life, not simply a copy of it, which is made evident in our mortal flesh when we are born again. Eternal life is not a gift from God; eternal life is the gift of God. The energy and the power which was so very evident in Jesus will be exhibited in us by an act of the absolute sovereign grace of God, once we have made that complete and effective decision about sin. “You shall receive power when the Holy Spirit has come upon you…” (Acts 1:8)— not power as a gift from the Holy Spirit; the power is the Holy Spirit, not something that He gives us. The life that was in Jesus becomes ours because of His Cross, once we make the decision to be identified with Him. If it is difficult to get right with God, it is because we refuse to make this moral decision about sin. But once we do decide, the full life of God comes in immediately. Jesus came to give us an endless supply of life— “…that you may be filled with all the fullness of God” (Ephesians 3:19). Eternal life has nothing to do with time. It is the life which Jesus lived when He was down here, and the only Source of life is the Lord Jesus Christ. Even the weakest saint can experience the power of the deity of the Son of God, when he is willing to “let go.” But any effort to “hang on” to the least bit of our own power will only diminish the life of Jesus in us. We have to keep letting go, and slowly, but surely, the great full life of God will invade us, penetrating every part. Then Jesus will have complete and effective dominion in us, and people will take notice that we have been with Him.

rime Minister Sheikh Hasaina’s visit to India was a success of sorts. It was success because she was able to get 22 agreements signed. One of them relates to nuclear facilities. However, the popular response to her visit was lacking. One reason which comes straight to my mind is that the visit was focused more on her and not on Bangladesh’s independent struggle. Sheikh Mujib-ur Rahman’s name is on everybody’s lip in India because he reminded the people of the struggle they had waged against the British in the 30s and the 40s to make the British quit. True, the reception the Bangladesh High Commission held in her honour ran a power-point presentation of the Bangladesh movement for liberation with the focus on the Sheikh for the invited guests. It seemed more a cursory affair than anything else. However, Sheikh Hasina lost a good opportunity to narrate the 1971 struggle when intellectuals of the country were picked up and shot dead. Pakistan’s then Prime Minister Zulfikhar Ali Bhutto took

the credit for saving the life of Sheikh. General Yahya Khan was the commander of the Pakistani forces and he was about to execute the Sheikh. The general wanted to eliminate him but he was stopped by Bhutto and Mohmmad Ayub Khan, who was the martial law administrator. When General A.A.K. Niazi, leading the Pakistani troops, surrendered with 90,000 soldiers to the joint command of the Mukti Vahini, which was a force of the youth helping the armed forces, General Yahya Khan ordered the execution of the Sheikh. But Bhutto, who took the credit for stopping the killing of the Sheikh, is not really the savior of Mujib. Ayub Khan told me when I interviewed him later that he never trusted those living in East Pakistan because they were coverts. However, he built the parliament house at Dhaka and the credit for that goes to him because, as he told me, that suspected that they would be independent sooner or later. Even today, Pakistan blames India for the birth of Bangladesh.
There is no doubt that it could not have become independent without the help of the Indian forces. But the people living in the then East Pakistan were so hostile to the rulers at Rawalpindi Kuldip that they would have become free one day or the other. I was amazed to find a near complete opposition except for a pro-Pakistani group which was very small. There was not a single Bangladeshi in favour of Pakistan ruling them. Its forces had committed so many atrocities on the people that even today they recall the occasion when they wrested independence from Pakistan. During those days I had the opportunity of visiting Rawalpindi. Walls were painted with one slogan: Crush India. For them, it was a fight against New Delhi. The Bangladesh struggle was considered a byproduct. Pakistan fought with Indian forces since it believed that they were part of the Mukti Vahini and such other organizations that wanted independence. It is a pity that Sheikh Hasina has become
authoritarian and brooks no dissent. She even manipulates elections to stay in power. Khalida Zia, her opponent, says openly that if India had not been behind the Prime Nayar M i n i s t e r, she would have been ousted long ago. I recall during one of my visits to Dhaka attending a tea party to celebrate the National Day where people from all political parties were present. Opposition leader Moudud Ahmed was arrested once he came out of the party. He had to spend a long period in jail. Understandably, the remark by opposition leader Khalida Zia of a total sellout to India points to the Prime Minister’s “dream of staying in power for life.” The Bangladesh National Party has termed the signing of defence deal by Sheikh Hasina with India an “extreme betrayal to people and the country.” It fears that the development will expose Bangladesh’s security system to New Delhi. This was apparently done after the Chinese have offered so much on a platter to Bangladesh.
The Te e sta wa te r treaty could not be signed because West Bengal chief minister Mamata Banerjee’s opposition. The chief minister feels that there was very little water in the Teesta River which can be shared with Bangladesh at the cost of North Bengal, where there is a water scarcity. Since the Teesta runs through West Bengal and Bangladesh and if a treaty is signed it would allow for equal share of water. But Prime Minister Narendra Modi has assured his Bangladesh counterpart of finding an early solution to the problem. “We can solve, we will solve,” were the words of Modi. New Delhi should be generous and accommodate the demands of Bangladesh. This is the only friendly neighbouring country. We have already alienated Pakistan, Nepal and Sri Lanka. And China is taking advantage of this and trying to come closer to these very countries, including offering long-term soft loans. The Chinese have already provided military assistance to these countries, singling out India for hostility. The recent visit of Dalai Lama

Nationalism and the NPGs
t is ungodly to exploit the sake of religion for a political cause. The politics of the world is not constituted by any religious book or justifiable on the grounds of religious doctrines. Patriotism motivated with religion is a dangerous enterprise apt to be misinterpreted as Fanaticism. A movement without the will of its people is not Nationalism but organised patriotism. Nationalism is not a racial movement or a territorial conflict. Nationalism is a consciousness justified on the peoples’ right to self determination largely on account of one’s unique history, culture/tradition and political goals. To what do we attribute to, the fault in the approach towards Naga political imbroglio? In the whims of patriotism, factionalism and respitefull attitude towards the GOI, the NPGs have failed to sow the seeds of Nationalism upon the Naga people and, against Bertrand Russell’s view, diminished its capacity to judge the fatherland’s foreign policy. It is a foremost obligation that every Naga Factions reconcile under a common banner, if not for the sake of Independence such factions are no Nationalists at all, just a syndicate of criminals exploiting the consciousness of the working class. It is undeniable that Nagas cannot afford to draw its boundaries with the blood of wars so the continual procurement of arms and militarisation is a wasteful enterprise of an extremists’ arrogance, the resources instead could be utilised to educate the Naga people on the national movement, instigate propagandas on Nationalism through pub-
T
licised newsletters, magazines and pamphlets, sponsor public debates and seminars, establish libraries and institutions of learning on Naga Nationalism, researches on Naga constitutions and Judiciary, form Naga foreign policy and build International perspective on Naga Movement: thus ushering in the rise of a Modern Pan Nationalism. Naga Nationalism lacks the attention of international bodies. It is necessary to partake in active international politics and the NPGs could initiate by emphasising its focus on the UNPO member countries asserting for similar cause, make political visits to such areas and form ties, create a global umbrella network and make its presence felt in the international platform. Nagaland is on the verge of self destruction. Asserting political liberation and neglecting the process of nation building only projects the outlook of the NPGs as sitting ducks while its heart corrodes in the measles of corruption, lawlessness and stale developmental progress apart from the menace of extortion, illegal taxation, and its sore public relation. The NPGs cannot claim to be Nationalists without protecting the interests of the Nagas from threats within and outside. In fact the threats within have so much escalated as to at par with the greater adversary, and the inaction and the deafening silence of the NPGs only demits its credibility and its cause. Nation building is an inalienable part of Nationalism, should the NPGs start building one? It is commendable that ACAUT in its four years of existence have delivered a more positive
contribution to the cause of nation building. It is logical to acknowledge that India still in its 69th year of Independence is as sensitive in its spirit of Nationalism as is Naga’s political imbroglio roughly in its 99th annum. While the former have positioned itself as a key player in global economics and established its influence in International politics, the later managed to reel under a mysterious Framework Agreement and little in International Politics with infrequent contact to UNHRC in Geneva, UNWGIP and as one of the 42 members in the UNPO which includes District of Columbia (Washington DC), Taiwan and Tibet at The Hague. In the International perspective the staggering 92.5 % share of central taxes or grants to run Nagaland as a state equates its dependency on India’s economy, that India at the expense of its tax payers’ is willing to expend such figures and much more to ensure its integrity further emphasise the region as a grave political importance to India. Also faction-ism have destroyed its credibility projecting its image no different than multiple groups of rebels asserting for justification for the world to consider Nagas’ case no specific subject of interest. In face of escalated conflict few nations will risk their relationship over India’s alleged ‘internal affairs’, at best in the refuge of political asylum the NPGs could take India to the ICC for the many war crimes of the past. Marx and Engels saw nationalism as a ‘false consciousness’, an inception of
illusion in the working class from revolting against oppression by the capitalist class: perhaps a consciousness now vastly exploited by the corrupt few surfing upon a pool of peace and economic packages dispensed by the GOI? Naga Nationalism which emerged against the GOI’s control over Naga inhabited areas is at present a vicious reprisal continually sustained by extortion, illegal taxation and faction-ism at the expense of blinded soldiers shooting in the dark. What was then the Naga Nationalist Movement have now depreciated to polarised nationalism based on factions and tribes loosely swinging from Racial to Religious and Territorial Movement. In the end for the vast majority of the common Nagas life must go on with or without the various Factions: largely seen as the usual hindrances to social and economic transactions, and its cause a corroded tribal sensation, even a reprisal that will lose impetus with time and are least bothered to their cause. It is time the NPGs reform its approach to the Naga political imbroglio, build a strong public relation, reframe its image and restore the morality of its people. Only then in the right-while a generation of leaders- entrepreneurs, scientists, engineers, doctors, professors, thinkers, writers, artists and other nation builders along with the rest of the Nagas will rise in the spirit of Nationalism and make a new difference. Perhaps establish our rightful national identity. Alone we can do little, together we can do so much. Kenilo Kent, Lower Pezielietsie, Kohima
Positive population policy
he Population Census, 2011 reveals that the approximate population of North East India is around 4.51 Crores. It shows an alarming rise of 16.93% in the last decade (2001-2011) as compared to past last decade (1991-2001). It implies that the population of this region will exceed beyond its bearing capacity within few decades, if the situation remains the same. Each and every one us are aware of this fact. The respective state Governments of this region can not but sit idly to this definite decay. They must act accordingly. Of late, might be ignited by this eventuality, on 9th of April, 2017, Assam Government has
announced a draft population policy to discourage the abnormal population growth of Assam. The policy suggests the denial of government jobs to people with more than two children. It also envisages to enhance the legal age of marriage from 18 years for girls and 21 years for boys. Undoubtedly, the policy deserves debate. Every nook and corner of the policy has to be pondered carefully. But, it is definitely a welcome move from all angles. Quite the contrary, honourable Lok Sabha MP from Assam, Maulana Badruddin Ajmal has reacted on the issue, saying that birth-rate with more than two children is mostly found among
the Muslims and the marginal class of the society. So, such population policy is anti-Muslim and anti-poor. Notwithstanding with Mr.Ajmol, nobody should belittle this kind of positive move by just dubbing it as propaganda or what so ever. People from all over the North-East including Nagaland should encourage their respective Governments for enacting such nation-oriented, pro-people policies. Mention may be made here that Nagaland is the state which has recorded highest rate of population growth in the entire country in the past two decades. Ranjan Das, Assistant Professor, Patkai Christian College, Dimapur
to Arunchal Pradesh has further fumed China. It has said that India would have to pay for allowing the Dalai Lama to visit Tawang. The Dalai Lama has said that Tibet was willing to self-rule under the tutelage of China. He has also reiterated that his visit to Arunachal was purely religious and had nothing to do with politics. Sheikh Hasina should tolerate dissent in Bangladesh because democracy includes the right to differ. At present her dictatorial ways of functioning has disfigured the rule which should embrace all people and allow them their say. Bangladesh has unfortunately a rule where most people feel suffocated. New Delhi has put all its eggs in her basket and turns the other way when criticized for not putting enough pressure on the Bangladesh Prime Minister to allow democracy to prevail in the real sense. Prime Minister Modi’s own rule is, no doubt, democratic but it is a oneman show in senses than one. People in Bangladesh should not cow down as people in India have before Modi.
KMC’s hike in price of beef & pork
C
ash strapped yet optimistic appears to be the general condition of theconsumer in Nagaland, on account of disabled ATMs and the anticipated 7th ROP. The Swift action, the hike benefiting the butchers, of a sum of rs.20/- each, for sale of each and every kilo of beef or pork in Kohima is silently endured. Now, the eagerly awaited corresponding action, the action for the greater good, for the consumers and the public at large remains1. Is the consumer provided each and every bit of meat for which payment is made? Will the KMC make it possible for the buyer to check receipt of right quantity by installing proper scales and measures to ensure prompt punitive action wheresoever cheating is detected and other habitual criminal acts of the butcher is exposed. 2. Will hygienic quality meat be made available for the price fixed? This includes a.) Stopping the concealment of stale and unhygienic meat in our packages. b.) Forbidding the outrageous display and sale of stale inferior meat along with the regular meat. c.) Differentiating the price of hair/ fur, skins, bones, teeth, hooves, etc as against the consumable regular meat. 3. Sellers, Butcher Assistants may be compulsorily accorded training/orientation to fit into and play their role in the market. We anticipate early improvement and believe KMC will rise to the occasion. BJP disowns leader’s bounty offer to behead Mamata
Mamata Banerjee and Yogesh Varshney
Kolkata/New Delhi, Apr 12 (IANS): The BJP on Wednesday disowned a youth leader who triggered outrage by offering Rs 11 lakh to anyone who beheads West Bengal Chief Minister Mamata Banerjee. An unperturbed Banerjee said she considers such threats as “blessings”. As the Trinamool Congress and Congress raised the issue angrily in Parliament, demanding action against Yogesh Varshney, the Bharatiya Janata Party distanced itself from the Aligarh-based leader. Sinha said such comments cannot be condoned. “We doubt if he has the credibility to be a BJP Yuva Morcha leader. Such comments cannot be supported by anyone. He has made a most jihadi-like statement,” Sinha said in Kolkata. “We will continue to oppose Mamata Banerjee on political grounds. But the BJP does not approve the politics of hatred and murder though such extreme comments were made by Trinamool Congress leaders earlier,” he said. Speaking in Murshidabad, Banerjee said: “I
am being abused variously. I consider that as blessings. The more they abuse us, they more we will march forward. “Now we are in Bengal. Slowly we will move on to Bihar, Odisha, Jharkhand, Delhi, Punjab and Uttar Pradesh.” In the Lok Sabha, Parliamentary Affairs Minister Ananth Kumar condemned the remarks. “The statement ... is completely wrong. We condemn it. Mamata Banerjee is an elected leader and she must be respected,” he said. Va r s h n e y o f t h e Bharatiya Janata Yuva Morcha made the statement after police clashed with people taking part in a Hanuman Jayanti rally in West Bengal’s Birbhum district on Tuesday. “She stands up for Muslims. Aren’t Hindus human beings? If there was some humanity, then there wouldn’t be so much discrimination against the Hindus,” he said after ap-
parently seeing a video of police assaulting the rallyists to disperse them. “There is only one thought that crossed my mind after watching that video... Whoever will cut off Mamata Baner jee’s head, I will give that person Rs 11 lakh as reward,” Varshney said. Varshney’s offer went viral on social media, triggering widespread condemnation. Describing the comment as a provocation against a popular Chief Minister and an attack on women, opposition leaders denounced Varshney. Trinamool Secretary General Partha Chatterjee said people like Varshney had no idea what stuff Banerjee was made of. “She was thrown out of the Kolkata police headquarters and dragged out of Writers Building (Secretariat) during CPI-M regime. Police dragged her by the hair from Singur during the land movement (in 2006) but nothing could stop her,” Chatterjee said.
Mamata cautioned people on rioting Ko l k ata , A p r 1 2 (IANS): West Bengal Chief Minister Mamata Banerjee on Wednesday cautioned the people not to get swayed by rumours being floated by some people on social media to incite communal violence and asserted that her government would not allow riots to break out. “Some people are carrying out propaganda on social media to incite communal violence. Do not believe rumours,” Banerjee said, addressing a public meeting in Domkal of muslim majority Murshidabad district. Calling herself “pahradar” (protector) of the masses, she said: “Do not be misled by provocations. We will not allow any riots”. Banerjee referred to the Ram Navmi rallies brought out in various districts recently by the rightwing Hindu organisations with the backing of the Bharatiya Janata Party in which a large number of participants carried swords. “Our mothers and sisters take part in Sindur Khela (a custom where Hindu married women smear one another with vermillion during religious festivals).
Bengal Chemicals makes profit after six decades Kolkata, Apr 12 ( IANS): Bengal Chemicals & Pharmaceuticals Ltd, founded by the Father of Indian Chemistry Acharya Prafulla Chandra Ray, on Wednesday reported a net profit of Rs 4 crore in 2016-17 - the first profit in six decades. The first pharmaceutical company established in India, which was running in profits till 1940s, posted a net loss of Rs 9.13 crore in 2015-16. It is however looking to clock a net profit Rs 10 crore in the current financial year. “We made a net profit of Rs 4 crore in 2016-17 and are looking at a minimum Rs 10crore of net profit in 2017-18,” said company’s Managing Director and Director (Finance) P.M. Chandraiah. He said the firm, which has its legacy since Swadeshi movement days, would be able to touch “a turnover of Rs 200-300 crore” and a “net profit of Rs 30 crore” in the next five years. “The turnaround was because of bringing centralised control systems in the company’s activities which

resulted in a better performance,” Chandraiah said. The central public sector unit reduced procurement costs, and stopped financial leakages in the company. “This has resulted in a reduction in direct costs to 48 per cent of gross sales in 2016-17 from 76 per cent in 2013-14,” he said. According to him, the company which has four manufacturing plants - one each in Mumbai and Kanpur and two in Kolkata - is set to commence commercial production of injectable products from May this year and planned to start tonic products soon. The injectable segment has the poten-
tial to garner Rs 50 crore of reveue in one year, he said. “We are in the process to commence online sales and for which, we have already identified the partner,” he said. The Bengal-based company with 320 employees has about Rs 215 crore of loans outstanding with accrued interest to central government. “We have urged the government to reduce the interest rate at par with the market rates,” he said, adding that the company repaid Rs 13 crore of bank loans and remaining bank loan of Rs 13 crore is expected to be repaid by December this year. On the proposed disinvestment, he said: “No clarity has not been emerged. We have put our presentation. Our results show it has emerged as a turnaround company”, adding that accumulated losses will be phased out over the years. The iconic pharmaceuticals company which was founded in 1901, was nationalised in 1981 and later sent to BIFR in 1992 following mounting losses.
SC voices shock over misuse of money meant for poor Nadda directs official to visit hospitals posed to go to the poorest people of the country. It is not going to them. It is going somewhere else. It is a very important matter. The money should reach to the poorest people,” the bench said. Singh told the bench that the money was lying with the state governments and “it is not that the money has disappeared”. The court, however, observed that what has been conveyed to it was shocking and the Centre must find a way to deal with the situation. “What has been told to us is very shocking. You have to find out a solution. It is a matter of 26,000 crore,” the bench told the ASG. Senior lawyer Colin Gonsalves, who appeared for the petitioner, claimed that a huge amount of money was transferred and it was being used for “all kinds of sundry purposes”. “Roughly, how much will
be the amount,” the bench asked a CAG official, who was present in the court. Responding to the court’s query, the official said the total amount may be around Rs 28,000 crore. When the apex court asked the official about the Rs 5,000 crore which has been spent, he said, “We will look into it and give an audit report.” The bench then fixed the matter for further hearing on May 5. The CAG had earlier told the court that it would file an affidavit giving the latest status with regard to the audit of the funds meant for welfare of construction workers across the country. The court had
in 2015 expressed displeasure over non- utilisation of a whopping Rs 26,000 crore by the Centre and various state governments, saying it cannot get worse than that. It had also said it was “ridiculous” that the money meant for these workers was spent on the ‘babus’ and advertisements. The court was hearing the PIL filed by an NGO, National Campaign Committee for Central Legislation on Construction Labour, alleging that the statutory cess levied from real estate firms for the welfare of construction workers was not being utilised properly as there was no mechanism to
identify the beneficiaries for extending the benefit. It had earlier asked the Haryana, Rajasthan, Uttar Pradesh and Delhi governments to “file their submissions on affidavits with regard to collection and utilisation of the amounts and proposals for utilisation within two weeks”. The order was passed after certain facts were brought the court’s notice, including that Haryana had over the years collected Rs 1314.86 crore under the Building and Other Construction Workers’ Welfare Cess Act but disbursed only Rs 52 crore and even the details of which were unavailable.

New Delhi, Apr 12 (IANS): Union Health Minister J.P. Nadda on Wednesday directed health officials to conduct regular supervisory visits to hospitals to check the preparedness against vector-borne diseases, and if needed, provide on the spot technical guidance. The decision was taken after 79 new cases of chikungunya and 24 cases of dengue were reported in the national capital since January 1. These cases were reported though the season for vector borne diseases in Delhi is between July and December. The minister has also asked the health officials across the

N EW D ELHI , APR (Agencies): Voicing “shock” over money meant for the welfare of construction workers going “somewhere else”, the Supreme Court on Wednesday asked the Comptroller and Auditor General (CAG) to file an audit report as to how crores of rupees for the purpose was spent. In the global commodity front, crude prices extended gains into an eighth straight session on hopes of supply curbs after Saudi Arabia was said to be pushing its fellow OPEC members and some rivals to prolong supply cuts beyond June amid growing geopolitical worries.

“Why are they so selective in identifying dates to observe some national programmes, such as selecting Christmas day for good governance day, Good Friday for Digital India day?” he asked. The Chief Minister said that people should be given space including government employees to engage themselves in their respective culture, or religious activities. “We will articulate our concern to the Central government particularly to the Prime Minister (Narendra Modi). The Chief Secretary (K.S. MUMBAI, Apr 12 (PTI): The rupee on Wednesday ended lower by 17 paise to 64.67 against the US dollar with forex market sentiment dipping over simmering geopolitical tensions at the global level. Investor sentiment soured over rising military heat in the Middle East and the Korean peninsula following last week’s US strike against Syria and sabre-rattling by the US and North Korea. Besides, key macro data industrial production (IIP) for February and retail inflation for March - to be released later in the day also appear to have made domestic forex market extra cautious. Domestic bourses also succumbed to profittaking after brief rebound overnight ahead of the start of the Q4 earnings season. The home currency resumed sharply lower at

(From p-1) Good Friday is one of the most important days in the Christian calendar. It is observed as a day of prayers, penance and fasting to commemorate the crucifixion of Jesus Christ on Calvary Hills nearly 2,000 years ago. On Tuesday, Meghalaya Chief Minister Mukul Sangma had also raised objections against the BJP-led NDA government for its decision to observe Digital India day on Good Friday. He said that the Central government had already communicated to the states that they wanted to have a Digital India day on Good Friday, but said that the Meghalaya government will not participate. “Is it that they selectively identifying these dates to marginalise the minorities with a complete disregard to the Constitutional obligation of ensuring personal liberty?” the Congress leader said.

mates the revenue expenditure “to stay sticky” in the current fiscal attributed to, among others, the interest burden from a funding scheme for distressed power distribution companies (UDAY initiative) as well as the recent decision to waive farm loans. “The new Uttar Pradesh government was the first to outline such a farm waiver last month and could cost the exchequer an estimated Rs 360 billion (2.5 per cent of UP 2017-18 GSDP) this year. If more states jump into the bandwagon, revenue spending is likely to accordingly rise further and widen states deficits,” the report said. The report also noted that revenue generation of the states has been trailing primarily due to moderate growth from sales taxes and excise duties in recent years.
strike against Syria and sabre-rattling by the US and North Korea, which pushed investors to safer assets like gold, treasuries and the yen. The rupee weakness against the dollar fed negative mood. Caution also prevailed ahead of the March quarterly earnings with IT behemoth Infosys set to unveil its numbers tomorrow. “Rising geopolitical tensions continued to stoke risk aversion, with investors approaching markets with a muted stance,” said Karthikraj Lakshmanan, Senior Fund Manager, Equities, BNP Paribas Mutual Fund. The broader markets too felt the heat, with BSE small-cap and mid-cap indices registering a fall. dation plans,” the Singaporean brokerage said. Strong nominal growth, better tax collections following the introduction of value-added tax, lower interest payments and shifting some spending to the Centre’s books had helped keep deficits of the states under control in the past. Findings by DBS, however, show that these trends have weakened more recently. “States’ spending commitments have risen while revenues stagnate. The bulk of this is due to higher revenue expenditure (recurring/committed expenses) which makes up 80 per cent of total spending, narrowing the room for capital/ productive expenditure. Consequently, the revenue-to-capital ratio has also ticked up,” it added. The brokerage esti-
Mumbai, Apr 12 (PTI): A build-up in tension linked to geo-political developments gave markets the blues today as the Sensex lost 145 points at 29,643 while domestic investors sat tight ahead of start of the corporate earnings season. Industrial output data for February and retail inflation for March, slated for release after the market hours, heightened the sense of uncertainty. After starting higher, the 30-share Sensex slipped into negative territory before settling down 144.87 points, or 0.49 per cent at 29,643.48. The gauge had bounced 213 points in the previous session. MUMBAI, Apr 12 (PTI): Even as the Central finances have improved over the years, the average fiscal deficit for the states has widened to over 3 per cent of the gross state domestic product in fiscal 2017 and is likely to stay wide in 2017-18 as well, says a report. The Centre’s deficit has narrowed from 6.5 per cent of the GDP in 2009-10 to 3.5 per cent in 2016-17. It is projected at 3.2 per cent in 2017-18, DBS said in a report today. But the finances of the states have turned unfavourable in recent years with the aggregate states’ fiscal deficit widening from 2 per cent of GSDP (gross state domestic product) in 2011-12 to over 3 per cent in 2016 -17, it said. “These deficits may stay wide in 2017-18 as well, keeping borrowings high and delaying consoli-

Xi urges peaceful N. Korea solution
An analyst described the discussion between Xi and Trump as a “new phase” of China-US relations on North Korea. “I think at this point the common interest between the US and China outweigh (North Korea sabre-rattling),” Alexander Neill, a senior fellow at the International Institute for Strategic Studies in Singapore, told CNN. “China may be prepared to do some sort of trade-off... They want to rein in (leader) Kim Jongun,” he said. The unexpected phone call between the two came after Trump turned to Twitter to vent his frustrations over North Korea. “I explained to the President of China that a trade deal with the US will be far better for them if they solve the North Korean problem,” he tweeted. “North Korea is looking for trouble. If China decides to help, that would be great. If not, we will solve the problem without them! USA,” he wrote in a second tweet. The two leaders met for the first time last week at Trump’s Mar-a-Lago estate in Florida.

Sean Spicer apologizes for Hitler comparison WASHINGTON, APR 12 (PTI): President Donald Trump’s press secretary Sean Spicer has apologised for his “insensitive” remarks in which he said Adolf Hitler, who gassed millions of Jews during the Holocaust, did not use chemical weapons, drawing instant rubuke from leaders and the Jewish community. Gaffe-prone Spicer apologised on national television yesterday for comparing the Nazi leader with Syrian President Bashar al Assad, accused of using Sarin gas against his own people including children, an attack which had rattled Trump so much that he ordered missile strikes on a Syrian air base. “I mistakenly used an inappropriate and insensitive reference to the Holocaust for which, frankly, there is no comparison,” Spicer told CNN hours after he made the remarks. “I was obviously trying to make a point about the heinous acts that Assad made against his own people last week using chemical weapons and gas,” he said in an effort to control the damage done by his remarks, which
Sean Spicer drew strong reactions from political leaders, the Jew community and human rights bodies. Democratic leader Nancy Pelosi demanded Spicer be fired. “Sean Spicer must be fired, and the president must immediately disavow his spokesman’s statements. Either he is speaking for the President, or the president should have known better than to hire him,” Pelosi said. House Democratic Whip Steny H Hoyer said Spicer’s remarks were “indicative of the extraordinary lack of knowledge, perspective, and sensitivity that the Trump administration has brought to Washington.” Congresswoman Jan Schakowsky said: “It is clear that this administration needs a history lesson and a staff shake-up.”
Iran’s Ahmadinejad to run for president T E H R A N, A P R 1 2 (AGENCIES): Iran’s former President Mahmoud Ahmadinejad on Wednesday stunned the country by unexpectedly filing to run in the May presidential election, contradicting a recommendation from the supreme leader to stay out of the race. Ahmadinejad’s decision could upend an election many believed would be won by moderate President Hassan Rouhani, who negotiated the nuclear deal with world powers. Though Rouhani has yet to formally register, many viewed him as a shoe-in following Supreme Leader Ayatollah Ali Khamenei’s recommendation in September for Ahmadinejad to stand down and conservatives’ inability to coalesce around a single candidate. Ahmadinejad’s firebrand style could prove appealing for hard-liners seeking a tough-talking candidate who can stand up to U.S. President Donald Trump. His candidacy also could expose the fissures inside Iranian politics that linger since his contested 2009 re-election, which brought massive unrest. Associated Press journalists watched as stunned election officials processed Ahmadinejad’s paperwork

on Wednesday. Asked about Ahmadinejad’s decision, one Tehran-based analyst offered a blunt assessment. “It was an organized mutiny against Iran’s ruling system,” said Soroush Farhadian, who backs reformists. Ahmadinejad previously served two four-year terms from 2005 to 2013. Under Iranian law, he became eligible to run again after four years out of office, but he remains a polarizing figure, even among fellow hard-liners. Two of his former vice presidents have been jailed for corruption since he left office. Iran’s economy suffered under heavy international sanctions during his administration because of Western suspicions that Tehran was se-
cretly pursuing nuclear weapons. Iran insists its nuclear program is for peaceful purposes. Ahmadinejad’s disputed re-election in 2009 sparked massive protests and a sweeping crackdown in which thousands of people were detained and dozens were killed. Internationally, Ahmadinejad is more known for repeatedly questioning the scale of the Holocaust, predicting Israel’s demise and expanding Iran’s contested nuclear program. The memory of the 2009 unrest likely sparked Khamenei’s comments in September. At that time, he recommended an unnamed candidate not seek office as it would bring about a “polarized situation” that would be “harmful for the county.”

But with US officials suggesting Russian forces may have colluded in the latest atrocity blamed on President Bashar al-Assad’s regime, it is not clear whether Tillerson will be invited to meet President Vladimir Putin, with the Kremlin only saying there was a “probability” they could talk. On the eve of the meeting, far from trying to calm tempers, both sides escalated their rhetoric. Putin accused Assad’s opponents of planning to stage chemical attacks to be blamed on the Assad regime in order to lure the United States, which bombarded a Syrian air base last week, deeper into the conflict.

youths that Muslims and Copts are brothers and of the same nation, upbringing plays a big role” he says. Some Copts point to the school system, where Muslims and Christians attend different religious classes. “The problem starts at school where children are treated differently,” says Lillian Anis, 23, who works in a clothing store. “In school some refused to speak to me because I was a Christian,” she adds. Coptic Christians have also long complained of radical discourse in some mosques and on Islamic satellite channels. Several Coptic Christians told AFP they had heard similar messages in Friday sermons or on Islamic television channels.
K-1013
CAIRO, APR 12 (AGENCIES): For years, Egyptian Copt Michel Fahmy could hear a Muslim preacher invoking God’s wrath on Christians in sermons blared over loudspeakers from a mosque near his home. The radical message, he says, is a reason for jihadist attacks on his minority like the twin bombings of churches on Sunday that killed 45 people. Sunday’s attacks followed a December 11 suicide bombing in a Cairo church. The Islamic State group claimed responsibility for all three. “In mosques there are prayers to harm Christians,” says Fahmy, referring to Friday prayer sermons in which some preachers lead congregations in imprecations against Islam’s “enemies”.

WASHINGTON, APR 12 (IANS): China called for a “peaceful” resolution of tensions on the Korean peninsula on Wednesday, as a US aircraft carrier strike group churned towards the contested region. Chinese President Xi Jinping discussed the situation in North Korea and Syria with US President Donald Trump in a telephone call on Wednesday, China’s Foreign Ministry said in a statement. Paulo Dybala fires home Juventus’s second goal rendering Javier Mascherano of Barcelona a mere spectator.
T u r i n, A p r i l 1 2 (IANS): Paulo Dybala scored twice to lead Juventus to a 3-0 victory against Barcelona in the first leg of their Champions League quarterfinal here. Barcelona have put themselves in the position of needing another miracle to stay alive in Europe’s elite club competition, reports Efe. Just weeks ago, the Catalan side amazed the football world by rebounding from a 0-4 away loss to Paris Saint-Germain in the first leg of their knockoutstage tie to trounce the French club 6-1 in the second leg at home. Juventus on Tuesday delivered a complete performance to extend their home unbeaten streak in European play to 22 matches.
The hosts pressed from the opening whistle and generated two chances in the first three minutes before going ahead 1-0 in the eighth minute on Dybala’s shot just inside the far post. Barcelona was poised to equalise in the 21st minute after Lionel Messi evaded Sami Khedira to deliver a great ball to Andres Iniesta in the area, but Juventus goalkeeper Gianluigi Buffon turned the shot aside. The stop by the veteran Italian international sparked a counterattack that culminated in Dybala’s second goal of the night. Barcelona regrouped and grew more effective on the attack, though an apparent Messi goal was disallowed because Luis
Suarez was offside. The visitors were the more aggressive squad in the opening minutes of the second half, yet Juventus enjoyed more chances. Gonzalo Higuain squandered two opportunities for the home side before Giorgio Chiellini converted on a header on the 55th minute to make it 3-0. With the match out of reach, Barcelona set out in pursuit of what could turn out to be a valuable away goal and they seemed to be on the verge of getting it when Suarez sent the ball racing toward the net in the 68th minute. Buffon, however, was again up to the task, and the stingy Juventus defence held Barcelona at bay for the final quarter of the match.

good luck to the teams, so that their tomorrow’s match is held in favourable conditions. If attacks are being staged on football ahead of the Champion’s League finals and Confederations Cup we will host, it is a big challenge not only to our country but to the entire world civilization. Ko l kata , A p r 1 2 (IANS): East Bengal could be without the services of key player Willis Plaza in next two I-League matches as the Trinidad & Tobago man is likely to face a twomatch suspension. East Bengal lost to arch-rivals Mohun Bagan 1-2 over the weekend in a winner-takes-all derby clash to virtually end their title aspirations. Mohun Bagan, courtesy the result, moved up to the second place with 29 points from 14 matches while East Bengal remained third having 27 in their kitty from 15 games. Aizawl are top of the tree with 30 points from 15 engagements. In the hotly contested derby, Plaza was sent off in the 67th minute for hitting Mohun Bagan central defender Anas Edathodika on the face. It was reliably learnt from sources in the know that referee A Rowan mentioned violent conduct in his report. The matter will now be presented in the All India Football Federation (AIFF) disciplinary committee but according to a source he will be suspended for atleast two matches. Liverpool launches bid to host CWG 2022 or 2026
Liverpool, APR 12 (AGENCIES): Liverpool has formally launched its bid to host the 2022 or 2026 Commonwealth Games, with the mayor claiming its rivals didn’t have the “oomph” to stage the competition. The city is expected to face competition from Birmingham and Manchester, both of which have also expressed interest in hosting either events, after Durban lost the right to host the 2022 event in South Africa. Last month, the Commonwealth Games Federation stripped Durban of the right to stage the games after the country’s sport’s minister admitted the government could not afford it. Durban was the sole bidder for the event, after Edmonton, Canada, withdrew from the race in February 2015. With a bid from England considered by many to be the safest bet for 2022, a decision on which city is likely to be the best candidate rests with Commonwealth Games England. In 2014, the Glasgow Games boosted the local conomy by an estimated £52m. Liverpool’s mayor, Joe Anderson, said he believed the cost – expected to be well in excess of the £550m Glasgow paid – to be worthwhile long-term.
MCC releases new genderneutral cricket laws
L o n d o n , A PR 1 2 (AGENCIES):Gender-neutral language, a new code of player conduct and a bowler-friendly alteration to the Mankad rule are among a range of changes confirmed by the MCC in their updated laws of the game, to take effect in October 2017. Changes to the socalled Mankad rule mean the non-striker now risks being run out if he or she leaves his or her ground before the bowler would normally be expected to release the ball. “It is often the bowler who is criticised for attempting such a run out but it is the batsman who is attempting to gain an advantage,” the
MCC said in an explanation of the change. “The message to the non-striker is very clear – if you do not want to risk being run out, stay within your ground until the bowler has released the ball.” Alterations throughout the 42 laws of the game mean they are “now written in language applying to all persons, regardless of gender”, though “batsman” remains. More likely to spark debate is the introduction of a new code of behaviour, which will lay down in-game consequences for “poor onfield behaviour” – the first time since 2000 that a new code has been introduced.
