States asked to beef up security over ‘Bharat Bandh’ today Spl. Correspondent

NEW DELHI, APR 9 (NPN): Ministry of Home Affairs on Monday advised all states to beef up security and prevent violence during the ‘Bharat Bandh’ called by some groups on April 10 reportedly by various antireservation groups to protest clashes during the SC/ST Bharat Bandh on April 2.

In a communiqué, the ministry has particularly asked the state governments to make the District Magistrates and the district police chiefs “personally responsible” for the law and order situations in their areas of jurisdiction. Besides directing states to beef up security and make appropriate arrangements to prevent any untoward incident, including issue of prohibitory orders, if necessary, MHA has asked for intensification of patrolling in all sensitive locations so as to prevent any loss of life or damage to property.

MUMBAI/NEW DELHI, APR 9 (AGENCIES): Both Congress and BJP were Monday engaged in a war of words with Congress president Rahul Gandhi accusing Prime Minister Narendra Modi of being anti-dalit and the ruling BJP mocking the Congress for staging a “farce” instead of a fast, while its leaders ate “chhola bhatura”.

BJP on Monday said Rahul Gandhi’s fast at Rajghat was a “farce” and described the party’s decision to keep the 1984 anti-Sikh riots accused Sajjan Kumar and Jagdish Tytler away from the main dais as an “admission of guilt”. BJP spokesperson Sambit Patra ridiculed the Congress, saying its leaders had come to Mahatma Gandhi’s memorial to talk about non-violence but the presence of Kumar and Tytler exposed the party’s “real violent” face.

After a picture of Delhi Congress leaders having a meal at a restaurant before they were to sit on a fast at Rajghat “against the alleged caste violence and communalism” went viral, BJP latched onto it to claim that the Congress’ “double standards” were exposed and that it had ridiculed Mahatma’s principles of ‘satyagrah’.

Sambit also took a dig at Rahul Gandhi for turning up at Rajghat at 1 p.m. while the fast had started at 10.30 am, saying it shows that he (Rahul) cannot wake up in morning.

DIMAPUR, Apr 9 (NPN): Adviser Department of School Education (DoSE), K.T. Sukhalu expressed serious concern at the problem of proxy teachers plaguing Nagaland, and called upon all particularly village councils (VCs) to help check the menace.

Speaking as chief guest at the inaugural programme of the newly-constructed building of Singrijan Government Higher Secondary School (GHSS), here Monday, Sukhalu warned that the practice of proxy teachers will rob schools from producing role models.

In view of such a situation, he asked village councils to also share some responsibility with the government to eradicate the practice.

DIMAPUR: Member Secretary, Nagaland State Legal Services Authority (NSLSA), Mezivolu T. Therieh attended a two-day South Asia Regional Conference, amplifying lessons from Swaraksha Caravan, organized by Prajwala at Hyderabad on April 7 and 8.

ing in Nagaland. The format of the conference was designed to include the sharing of lessons learned from Swaraksha campaign, the impact thereafter and proposed plans to replicate the campaign across the region.

DIMAPUR: Kohima battalion of Assam Rifles under the aegis of HQ IGAR (North) conducted an operation based on specific information along with a police representative in the general area of Lower Chandmari Colony, Kohima on April 4.

According to PRO, during the operation, troops of Assam Rifles apprehended one individual along with illegal arms and ammunition.

The apprehended was

identified as M. Vicha Sekhose (47) son of Z. M Sekhose, resident of Lower Chandmari Kohima. The recoveries from the individual included one 7.65 pistol, one 7.65 revolver, three 7.65 live rounds, a 7.65 misfired round, one magazine and tools for weapon repair and some documents.

In this connection, the apprehended along with the recovered items has been handed over to South Police station, Kohima for further investigation.

Kohima Battalion: Kohima battalion of Assam Rifles conducted an awareness rally for HIV/AIDS at Kohima on March 27 with an aim to create awareness among the youth about the ill effects of HIV/ AIDS, precautionary measures and to motivate them to make Nagaland an HIV/AIDS Free State.

According to AR Chieswema battalion, the lecture focused on basic knowledge of HIV/AIDS, routes of transmission, prevention, cure and ART services available in Kohima district. The troops were counselled by ART Plus Centre Counsellor, NHAK, Neikhotsonuo and district programme officer, district AIDS prevention and control unit Kohima, Sentimongla Tzudir. A total of three officers and 169 soldiers attended the workshop.

Mokokchung Battalion: Mokokchung battalion of Assam Rifles conducted a lecturecum-awareness programme at Sahaphumi village, Dessoi on March 25.

According to 44 AR, Mokokchung battalion, Major B. Mayur Raj educated youth about the various employment opportunities in the army and Assam Rifles.

The youth were also encouraged them to register for the upcoming recruitment rally at Tuensang scheduled for April.

The campaign concluded with refreshments and an informal interaction with the villagers.

Tuensang battalion constructed and inaugurated the water supply scheme (bore well) at Chenloiso village, Mon district on March 26. PRO Hq IG said villagers had been ferrying water over the hilly terrain over long distance from natural sources. The construction of the bore well will alleviate the problem of drinking water for the villagers to some extent.

The project was handed over to village head G. Fokching Konyak in the presence of villagers from Chenloiso village.

Phek Battalion of Assam Rifles also inaugurated a newly constructed water supply scheme (bore well) at Meluri town, Phek. The aim of the project was to alleviate the water related issues of the local populace of Meluri town and provide a regular water supply for drinking and for daily washing chores.

The bore well was inaugurated and handed over to the village council in the presence of Dr. Tinonjongshi Chang, ADC Meluri,Chulekhu, president Pochury HOHO, Kajirhii Kajiri, head GB, Mr Kuothosie, president Meluri youth organisation, civil society organisations and locals of Meluri town.

Mt. Zion School, Khusiabil, Dimapur, conducted a one-day teachers orientation programme on the theme “be a better teacher” with assistant professor & HoD English, Mount Tiyi College, Wokha, Khyopenthung Tsopoe as resource person on March 12. The Liangmai Christian Fellowship Bengaluru (LCFB) led by fellowship pastor, Wijunang ministered at Kohima Liangmai Baptist Church on April 5. The team consisted of young students from secular and theological backgrounds.

A baptism programme was conducted for prisoners of District Jail Phek on April 4 under the active guidance of the inmate’s (prisoner’s) Chaplain, Nuthitalu, where 4 inmates were baptized by Phek Town Baptist Church Associate Pastor, Ngutsolo.

A Two-day training was conducted on April 4 & 5, on Entrepreneurial Skills at Zunheboto Town through an initiative by B&T Trust, comprising of two individuals, Bovito Kiba and Tovito K Sema, in collaboration with Pro Rural. According to a press release from Rural Development, publicity cell, during the interaction, Dr. Nicky emphasized on the various ways the department could contribute towards uplifting the living standards of the rural people and he called upon

the officers to be sincere and honest in discharging their duties.

Maintaining that as a rural development department, it was the duty of every officer to see that deserving beneficiaries get the most out of schemes, he urged them to make absolutely sure that CGI sheets and other materials were reaching the rural people.

He also mentioned that there would be visitations to various districts and blocks in the coming days and requested field officers to be diligent in fulfilling their assignments.

He further advised

them to complete all paper work and formalities before an officer retires so that the next officer could take charge of their duties without delay.

Later, the Rural Development advisor also launched an Electronic Fund Management System (EFMS) for the state.

Also speaking on the occasion, Principal Secretary, Rural Development, Lhoubeilatuo Kire (IFS) opined that for the state of Nagaland to usher in change, it must first come from the Rural Development department since the department had its roots and linkages in, and with

all villages of the State.

“If we can all join together and work together, I am very sure that we can bring a total change in the department and also bring a lot of positive benefits to the rural landscape of the State,” he stated.

He also stressed on the importance of the role of BDOs in bringing changes and suggested setting target deadlines.

Towards this end, he also sought the cooperation and support of officers at the block level in implementing flagship programmes.

Mentioning that there were many things Rural Development had committed to in the last labor budget meeting, the Principal Secretary urged them to ensure that the ministry sees that the department was pro-active on their commitments.

He further encouraged the staff and officers by assuring them of support from the political as well as administrative levels.

The interactive session between the Advisor, Principal Director and officers, was chaired by Joint Director, Imnukshila.

NCYM, Jesus Youth visit St. Xavier Minor Seminary

DIMAPUR: Nagaland Catholic Youth Movement (NCYM) led by its director Rev. Fr. G Lawrence Khing, along with Jesus Youth (JY) visited St. Xavier Minor Seminary at Jalukie on April 7.

According to press note NCYM, the team interacted with the seminarians, who belonged to different parishes of the Diocese of Kohima.

Holy Eucharist was also celebrated at the seminary where Rev. Fr. Lawrence Khing was the main celebrant along with secretary to Bishop of Kohima Diocese, Rev. Fr. Victor, and Dean of Studies, Rev. Fr. John Lichoi. Representing

the team, NCYM joint secretary, Judith Vingurie Solo, spoke to the seminarians and said “You are the treasure of the Kohima Diocese. Be strong to the vocation you have chosen. You all are a source of blessings to every one of us.”

Augustine who spoke on behalf of Jesus Youth said Prayer and daily reading of Bible were the only keys to overcome different temptations in our lives. It may be noted that the main purpose of creating these CFCs was to serve as a honey outlet point with a facility for collection, home-scale processing, storage, bottling/ packaging to ensure quality standards and increase market value of honey in the village.

IMPHAL, APR 9: Manipur chief minister N. Biren Singh on Monday inaugurated the special court ND&PS (Fast Track Court) in Imphal’s Cheirap Court Complex.

Biren said that the special court was to deal with drug menace and facilitate speedy trial of offences related to narcotic drugs and psychotropic substances (ND&PS).

The chief minister also said that establishing separate fast track court for crime against women and ND & PS related cases to ensure

speedy justice has been the demand of the people.

Singh expressed happiness on fulfilling the wish of the people and attributed success to the dedicated co-operation rendered by the judiciary and legal fraternity.

Claiming that large areas of poppy plantation had been destroyed under Manipur government’s ‘War on Drugs’ campaign in the past few months, he announced that Agar plantation would be introduced as an alternative livelihood to the villagers to keep them away from poppy farming.

A 22-year-old woman, who is about to get married soon, was beaten up by local people after she was spotted with her friend at Aolguri area which comes under the jurisdiction of Krishnai police station, he said.

Police have registered an FIR and nabbed six people yesterday and six more today, Goalpara SP Amitava Sinha said. “ What we have come to know is that the woman’s marriage has been fixed. She was going somewhere with her male friend yesterday, when some youths attacked them. The youths mainly targeted the woman,” Sinha told PTI.

Imphal, Apr 9: The Uttar Pradesh government has handed over the Manipuri youth murder case to the Central Bureau of Investigation (CBI).

The copies of reference/documents regarding the handover of the Pravish Chanam murder case to CBI by the UP government were provided to Manipur government, official source said Monday.

The source said that Manipur government had earlier sent a reminder letter to the UP government seeking that the case be handed over to the CBI. In the letter dated April 6, state chief secretary Dr J Suresh Babu reminded his UP counterpart Rajive Kumar to send the copies of reference to the Manipur government.

Earlier, on April 3, Manipur chief minister N Biren Singh also held a telephonic talk with his counterpart UP Yogi Aditanath on the matter.

Pravish Chanam (22) from Uripok, Imphal West went missing after attending a concert in Noida on the night of September 8 last year and his body found in the Nithari village the next day.

Shillong, Apr 9: Nationalist Congress Party (NCP) candidate, Krenilla Marak filed her nomination papers on Monday for the April 27 by-election to the Williamnagar assembly constituency in Meghalaya’s East Garo Hill district.

Election in Williamnagar Assembly seat was adjourned following the killing of Nationalist Congress Party candidate, Jonathone Sangma in an IED blast at Sawilgre area in East Garo Hills district on February 18. Along with Jonathane, three others died on the spot at Sawilgre village, about 14 km from Samanda Block Marak, the widow of Jonathone filed her nomination papers before Returning Officer T.M.Sangma. She was accompanied by her

party supporters and family members. The nominations will be scrutinised on Wednesday and the last date for the withdrawal of the candidature is April 13.

As many as nine candidates will be contesting the poll from Williamnagar constituency. These include — Marcuise N Marak from the ruling National People’s Party (NPP), former Deputy Chief Minister Deborah C. Marak from the opposition Congress, Mahamsing M. Sangma of United Democratic Party, Santosh R. Marak of Bharatiya Janata Party and four Independent candidates. Williamnagar assembly constituency has 58 polling stations and a total of 32,345 voters which include 16,713 males and 15,632 females. The counting of votes will be held on May 1.

DIMAPUR, APR 9 (NPN): Nagaland governor P.B. Acharya, who is also the chairman of North East Zone Cultural Centre (NEZCC) on Monday, highlighted the role played by the NEZCC since its inception.

According to governor’s PRO, Acharya at the programme committee meeting for 2018-19 held at Aijal Club, Aizawl, said that NEZCC has been the vanguard in preserving, nurturing and disseminating the variety of cultures and arts of the eight northeaster states.

ing the rich cultural heritage of the North East region, the Centre also promote and strengthen emotional and National integration through cultural exchange and programmes, Acharya said.

He therefore, called for involvement of all member states in the activities of NEZCC and said “we must continue to safeguard and promote our rich culture, tradition and language because they are our identity and describe who we are”.

Students demand anti-rape law in Mnp Correspondent

IMPHAL, APR 9: Girl students on Monday carried out a protest rally in Imphal demanding enforcement of anti-rape law to curb crime against women and minor girls in the state.

The rally was held under the aegis of the women wing of All Manipur Students’ Union (AMSU).

During the rally, a brief struggle broke out between the students and police as they were prevented from proceeding towards Raj Bhavan and CM Secretariat.

Additional police personnel also rushed to the spot and put the situation under control.

Later, the police allowed representatives of the women wing of AMSU to proceed and submit a memorandum to the governor. A similar copy was also submitted to the chief

minister. In the memorandum, the students demanded drafting a state anti-rape law or policy by assuring death penalty or life imprisonment for committing crime against women and minors in Manipur.

The memorandum also demanded establishment of first track courts in all the districts in the state to deal with such cases. Talking

to reporters, convener of the women wing of AMSU Bidyaluxmi Chanu said that the rise in crime against women, particularly to minor girls was a serious threat to the modesty of women community in the state.

She claimed that the rape and sexual assault on minor girls were on the rise in the absence of stricter law.

Congress holds fasts in Tripura on Dalits issue

Agartala , A pr 9 (PTI): The opposition Congress in Tripura today organized fasts in different parts of the state as part of the party’s nationwide agitation against atrocities on Dalits and tribals.

A ‘fasting-protest’ beginning from 11 am in front of Pradesh Congress Bhawan here continued till 3 pm in the afternoon.

Pradesh Congress president Birajit Sinha, joined a similar protest organized at his home constituency at Kailashahar in Unakoti district, about 180 Km from here.

In his address, veteran congress leader Gopal Chandra Roy called Prime Minister Narendra Modi a ‘cheat’ and claimed he ‘played with emotions of the country’ for four years.

Referring to the deaths of nine tribal and Dalit people who were killed in police firing during ‘Bharat Bandh’ on April 2, Congress Vice-President Tapas De said the Centre’s facade of sympathy for indigenous and backward communities was exposed in the incident.

Party President Sinha in his address at Kailashahar alleged that the central government’s sympathy towards the Dalits was ‘fake’ as they denied their legitimate rights.

f at all, the media has been giving a twist, knowingly or not, to the entire issue of atrocities on Dalits, it is mainly because the variations are mainly due to the differing political periscope through which the media sees the issue. Nevertheless, atrocities on Dalits is an issue that is as old as the caste system in India. The constitution’s founding fathers which included Bhimrao Ramji Ambedkar, a noted jurist, economist and social reformer belonging to the Dalit community had confronted the issue by giving safeguards and opportunities to the oppressed and minorities of the new republic. Atrocities against the oppressed class is not dead in India and continues even 68 years after the Indian constitution outlawed “untouchability”.

Cases of Dalits being paraded naked on false and frivolous charges or Dalit women stripped and even molested, happened not in ancient India. They are happening in 21st century India in the age of satellites and space explorations. What had riled the Dalits was a recent Supreme Court ruling which laid down new guidelines for police officers on how to ensure that innocent persons, especially public officials, are protected from false complaints. Various opposition MPs including Dalits from the BJP contend that the judgment, and some of the observations in it, would result in diluting the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989 and lead to the law losing its teeth and leave Dalits unprotected against atrocities. While agreeing to hear the review petition, the Bench has, however, declined to suspend its order.

The Supreme Court ruling has stoked the ember of caste hatred when lakhs of Dalits in several states took to the streets on Bharat Bandh on April 2. The agitation turned violent when police including other community members reacted. At least nine were officially listed as dead and scores injured. Dalits from Barmer, Jalore, Jaipur, Gwalior, Meerut, Bulandshahr, Karoli and other parts said that not only anti-reservationists but police physically attacked the protestors and also slapped false cases. All these places, incidentally are parts of states ruled by the BJP. Voicing out against these atrocities, BJP MP Udit Raj alleged that members of his Dalit community were being “tortured” in various parts of the country in the wake of the violent protests during the ‘Bharat Bandh’. Dr Yashwant Singh, a Dalit MP from the Bharatiya Janata Party (BJP), raised his voice against Prime Minister Narendra Modi accusing his government of not catering to the 30 crore Dalits in the country during the course of the four years that he has been in power. The Supreme Court may have taken cognisance of some incidents where officials were charged under sections SC/ST (Prevention of Atrocities)Act 1989 on questionable circumstances. However, the apprehensions felt among Dalits is not unfounded since they have experienced wholesale prejudice from officials. The victims of caste prejudice also know that despite many Dalits having rose up to high positions, yet their plight hasn’t changed because the laws cannot changes the prejudiced mindsets.

The onus is therefore with the government and also opposition to bridge the caste divide.

Jesus must appear to you and to your friend individually; no one can see Jesus with your eyes. And division takes place when one has seen Him and the other has not. You cannot bring your friend to the point of seeing; God must do it. Have you seen Jesus?

If so, you will want others to see Him too. “And they went and told it to the rest, but they did not believe them either” (Mark 16:13). When you see Him, you must tell, even if they don’t believe.

n India, there is a term in the Irrigation Department known as “dark area”. This means a place where there is no point putting a tubewell as the ground water has fallen below 500 feet. Over the last ten years, more and more areas have become dark. I have an entire block in my constituency which is now being notified as “dark”.

This area, Bilsanda, till ten years ago, was flush with ground water.

At an individual level, people are making more of an effort to save water – we turn off the tap while brushing our teeth, we use kitchen wastewater to irrigate our gardens, and many of us have installed water-efficient showers and flushes in our homes. But how much water is used to put food on our plates has to be factored in by water economists, if we are not to have water riots in the near future - a la Karnataka/TamilNadu/Kerala/ Punjab/Haryana.

All the food we eat needs water to be grown, processed, packaged and delivered to shops and homes.

One calorie of meat needs 10 times the water to be produced as one calorie of grain or vegetable. The production

of 1 Kcal of beef needs 10.19 litres of water, while just 0.47 litres is required for 1 Kcal of potatoes, 0.51 litres for cereals, 1.34 litres for vegetables and 2.09 litres for fruit. So the more meat we eat, the more water we use. India is the world’s third largest beef exporter.

It is not just the bodies of dead animals that we are sending out. It is our entire water supply.

At a global level, about one-third of the world’s agricultural water usage goes indirectly, or directly, to animal production. The water footprint, or the amount of water involved in production, has been calculated by Mekonnen and Hoekstra, at the University of Twente in the Netherlands, based on the amount of rainwater and groundwater used, and the amount of water polluted during the production of food. The water footprint of meat is vastly higher than that of grains and vegetables. Beef is the meat with the largest water footprint.

Of the 2,422 billion cubic metres of water per year used in global animal production, 798 billion cubic metres goes only towards the production of beef.

What is ‘feed conversion ef-

Irreversible damage ficiency’? This is the amount of input needed to produce a unit of meat. Among the meats, beef has the lowest feed conversion, meaning that the most amount of feed and water is needed for beef to be produced.

A large amount of water is used at different stages of beef production. An average of 1,62,59,000 litres of water goes into producing one tonne of cow feed.

Crops are grown to be fed to cattle and their cultivation requires huge amounts of water. Cows and buffaloes eat upto 20 kgs of feed per day, including paddy, jowar, berseem, cottonseed, mustard or groundnut cakes etc.

Since production of one kg of any of these foods uses anywhere between 1,0002,000 litres, we can roughly estimate that in India, about 20,000-40,000 litres of water are used daily to feed one

beef animal. These animals should directly drink 3575 litres of water per day, depending on the weather.

A further 28 litres of water is estimated to be used for washing an animal daily.

Approximately 150 litres per cow/buffalo goes into sanitation and manure removal. At the end of its life, when the animal is killed for its meat, about 15,000 litres of water are used hourly to clean the blood, and other parts, from the slaughterhouse. Washing the meat before packaging and transporting is another burden.

If you add this and consider that one animal weighing 300 kg will yield 100 kgs of beef, the production of a single kilo of beef uses over 15,000 litres of water.

Consider this in comparison to the measly 322 litres used to produce one kg

This means that we are using trillions of litres of our precious water resources not even to feed ourselves, but to feed the rest of the world. We are bearing the burden for rich countries like the Middle East that save their own water while importing ours, while various parts of our own country face drought and famine. Export of food requires huge quantities of fuel, which again uses a large volume of water to process. Since we import our fuel, this is another burden.

As shown in the study by the Dutch scientist Hoekstra, the food-related water footprint of a consumer can be reduced by 36% by shifting from a meat-based diet to a vegetarian diet.

Try a simple solution – if you eat half the amount of meat, then you use half the

amount of water.

This would give the world a lot more water to use for better purposes and help ensure that vital food resources are grown for, and fed, to humans, rather than livestock. The world’s population is predicted to reach a high of 9.6 billion in thirty years. To keep up with this, food production will have to increase by 70% globally, and by 100% in developing countries.

As more food will be needed, more water will be needed to grow this food.

A population dependent on meat is unviable to feed. It is a human rights issue as well - it is no longer equitable to spend scarce water to feed some people meat, while other do not even have access to grain.

The dark areas are spreading like a dark shadow. It is only a matter of time before they reach your doorstep and you will have to stand in queues at 2 am for one bucket of water.

Let’s solve human problems first: SC to Centre on Rohingyas

New Delhi, Apr 9 (IANS): The Supreme Court on Monday directed the central government to file a comprehensive report detailing the facilities being provided to Rohingya refugees staying at two camps in Haryana, saying “let us try to solve human problems first”.

A bench of Chief Justice Dipak Misra, Justice A.M. Khanwilkar and Justice D.Y. Chandrachud said the report should be based on data about basic facilities like water, hygiene, toilets and medical facilities being provided to the Rohingyas in Mewat and Faridabad camps.

The court order came as the Central government said it could not offer Rohingya refugees more basic facilities than what it was providing its own people including those living in slums.

The next hearing will take place on May 9 when the report will be considered.

Facing a mounting attack by the petitioner representing refugees on the denial of basic facilities, Additional Solicitor General Tushar Mehta raised questions on the spate of petitions filed on behalf of Rohingyas -- a point he had made during the last hearing.

The government on March 19 questioned the credentials of the petitioners seeking to block deportation of Rohingya refugees,

saying the genesis of the PILs threaten to change the country’s demography and destabilise it.

The petitioners on Monday said a court commissioner be sent to inquire into the conditions in the camps while senior counsel Rajeev Dhavan urged the court to ask the National Human Rights Commission -- which he described as the custodian of human rights, civil liberty and socio-eco-

nomic charter -- to submit a report on the condition of refugees in Rohingya camps.

Both the suggestions were resisted by the government with Mehta offering to file the report.

The petitioners said the basic facilities that a human being should get under the Constitution’s Article 21 were being denied to Rohingya refugees.

Telling the court that Rohingyas were living in pathetic conditions, Dhavan said Rohingya refugees were a “separate class of people who have nowhere to go.

Making a common cause with the Central government, senior counsel Mahesh Jethmalani said he supported the position taken by the Centre and there could be no “privilege enclave” for Rohingya refugees.

Cos to see dip in revenue growth in Q4 MUMBAI, Apr 9 (PTI): India Inc’s revenue growth will slow down to 9 per cent in the January to March period on base effects, while the profit margins will shrink to a 12-quarter low of 18.6 per cent, a report said on Monday.

The pre-tax profit margins will contract by up to 0.70 per cent, but the pace of contraction is now reducing, the research wing of rating agency Crisil said in a report.

NEW DELHI, Apr 9 (PTI): Investors pumped in over Rs 1.7 lakh crore in equity-oriented mutual fund (MF) schemes in 2017-18, making it the fourth successive year of net inflows, according to data from the Association of Mutual Funds in India (Amfi).

Strong inflows have pushed the asset base of equity MFs by 38 per cent to Rs 7.5 lakh crore during the period under review, the data showed.

Equity MF log Rs 1.7 lakh crore inflow in FY18

The ratings agency said the allegations against ICICI Bank are coming against a backdrop of high non-performing assets in the banking sector, some of which have been linked to fraudulent lending.

It warned that regulatory sanctions are also possible, depending on the outcome of the investigations by the law enforcement agencies and there is also a risk of financial penalties and legal action.

The ongoing investigations will undermine investor confidence in the bank, and have potential implications for funding costs and liquidity in an extreme scenario, it warned, conceding that as a systemically important entity, the state will chip-in with support.

If the investigations expose misconduct on part of the bank management, Fitch said a lot of perceptions like private sector lenders being better in corporate governance due to better qualified and compensated leadership and a diversified investor base helping the bank, would come under question.

NEW DELHI, Apt 9 (PTI): The finance ministry is considering writing to markets regulator Sebi seeking relaxation for certain state-owned firms from meeting the minimum 25% public shareholding norm.

There are over a dozen public sector units (PSUs), including those up for strategic sale, which are yet to meet the minimum public holding norm -- the deadline for which ends in August.

“The ministry is mulling writing to Sebi outlining those PSUs which need relaxation since they are candidate for strategic sale or are being considered for merger with similarly placed PSUs,” an official told PTI. Listed PSUs have already been provided one year extension, till August 21, to comply with the norms.

by Rs 30 to Rs 31,500 per ten grams at the bullion market Monday on continued buying by local jewellers, shrugging-off a weak trend overseas.

Silver followed suit and strengthened by Rs 50 to Rs 39,250 per kg due to increased offtake by industrial units and coin makers.

Bullion traders said, steady inflow of buying by local jewellers at domestic spot market mainly kept gold prices higher but a weak trend overseas, capped the gains. Globally, gold fell 0.34 per cent to USD 1,328.80 an ounce and silver by 0.03 per cent to USD 16.35 an ounce in Singapore. In the national capital, gold of 99.9 per cent and 99.5 per cent purity added Rs 30 each to Rs 31,500 and Rs 31,350 per 10 grams, respectively. The precious metals had gained Rs 120 in Saturday’s trade.

Sovereign, however, remained steady at Rs 24,800 per piece of eight grams.

Tracking gold, silver ready edged higher by Rs 50 to Rs 39,250 per kg and weekly-based delivery by Rs 90 to Rs 38,325 per kg.

Mumbai, Apr 9 (PTI): Global ratings agency Fitch Monday said it is doubtful about the strength of corporate governance at ICICI Bank, amid allegations of impropriety against its MD and Chief Executive Officer Chanda Kochhar.

It also said the current set of allegations, which comes amid instances of non-perfor ming assets (NPA) in the banking system due to fraudulent lending, pose a reputational risk for the private sector lender.

“An investigation into allegations that India’s ICICI Bank extended a loan with a potential conflict of interest raises questions over the bank’s governance and creates reputational risks,” the ratings agency said in a note.

Late last month, the bank admitted that Kochhar did not recuse herself from a credit committee meeting which decided to give a Rs 3,250 crore loan to diversified Videocon Group in 2012. Tensions rise in mid-east as Israel blamed for airstrike BEIRUT, Apr, 9 (Agencies): Big power tensions in the Syria conflict, already running high after an apparent chemical weapons attack, ratcheted up again on Monday as Syria and Russia blamed Israel for early morning airstrikes on a Syrian military base that a conflict monitoring group said had killed 14 people, including fighters from Iran.

The strikes came a day after President Trump called President Bashar alAssad of Syria an “animal” and warned him and his Russian and Iranian backers they would have a “big price to pay” after dozens of people were killed on Saturday near Damascus, in what rescue workers said was a chemical attack.

Russia says no evidence of Douma chemical attack London, Apr 9 (Agencies): Russian Foreign Minister Sergei Lavrov has said no evidence has been found of a chemical weapons attack in Syria’s formerly rebel-held town of Douma.

He said Russian specialists and aid workers had visited the area. Rebel fighters have started leaving the town under a surrender deal.

Medical sources say dozens were killed in Saturday’s alleged attack but numbers are impossible to verify.

The US and France threatened a “joint, strong response” to the alleged attack. The United Nations Security Council is to discuss the allegations later on Monday. The Russian denial came hours after a deadly attack on a Syrian military airport, which Moscow and the Syrian government blamed on Israel.

It hit the Tiyas airbase, known as T4, near the city of Homs. Observers say 14 people were killed.

Israel, which has previously hit Syrian targets, has not commented. Syria initially blamed Washington for the strike, but the US, UK and France have all denied involvement.

DHAKA, APR 9 (AGENCIES): Thousands of students across Bangladesh staged protests and sit-ins Monday after clashes at the country’s top university left at least 100 people injured.

Police fired rubber bullets and tear gas at Dhaka University students fighting what they consider “discriminatory” government job quotas in favour of special groups.

It was one of the biggest protests faced by Prime Minister Sheikh Hasina in her decade in power.

A minister was due to meet protest leaders in Dhaka on Monday.

But students at staterun universities in Chit-

tagong, Khulna, Rajshahi, Barisal, Rangpur, Sylhet and Savar boycotted classes and staged sit-ins, police and media said.

“More than 1,000 students joined the demonstrations at Jahangirnagar University,” said Ataur Rahman, a protester in Savar where the university is located.

The clashes, which began Sunday night and went into the early hours of Monday, turned Dhaka University into a battleground.

Copycat protests soon started in other major cities as thousands of students boycotted classes and staged sit-ins. Organisers in Dhaka said they were hold-

ing peaceful protests when police started firing tear gas and rubber bullets. They used batons and water cannon to clear a central square.

As violence spread across the campus, thousands of male and female students launched into pitched battles with police.

“More than 100 people were injured,” police inspector Bacchu Mia told AFP, adding they were treated in hospital but their condition was not serious.

Madrid, Apr 9 (IANS): Veteran striker Fernando Torres on Monday announced he would be leaving Atletico Madrid at the end of the 2017-18 football season.

At a publicity event, the 34-year-old Spanish international who came through Atletico’s youth academy said the decision was difficult, reports Efe. “When I arrived at just 10 years old, I thought Atletico would always be my home, I am enjoying the Atleti that I always dreamed of,” he told the press. “This is going to be my last season at the club, it was not an easy decision, but I feel obliged to tell the fans.”

He said he hoped to stay in the game for two to five more years, although acknowledged he always thought he would hang his boots up at Los Colchoneros, adding it was hard to K Y M C

Father of UP woman allegedly raped by BJP MLA dies in jail L u c k n ow, A p r 9 (AGENCIES): The father of an 18-year-old woman, who had alleged rape by BJP MLA Kuldeep Singh Sengar and his brothers, died in police custody on Monday, prompting her to put the blame on the lawmaker, who rejected the charge as a conspiracy.

The family of the girl, who had tried to immolate herself outside CM Yogi Adityanath’s house on Sunday, is alleging that the father was killed inside the jail by supporters of the BJP MLA, a charge rubbished by him. Six policemen have been suspended and the government as well as the police have assured a speedy probe.

The girl’s now deceased father, aged around 50, was sent to Unnao Jail after an altercation with the BJP MLAs younger brother and the leader’s supporters on April 5. He was shifted to the district hospital by jail authorities after complaints of abdominal pain and vomiting. He died in the early hours of Monday but the reasons behind his death could not be ascertained. Talking to the media, Unnao district

hospital’s Dr Atul said, “The man was admitted to the hospital late last night after he complained of abdominal pain and vomiting. He passed away in the early hours of Monday.”

The news of his death spread like wildfire with opposition parties slamming the BJP government even as Chief Minister Yogi Adityanath promised action against the guilty.

Chief Minister Adityanath sought a report on the incident and assured those found guilty will be punished. “The incident is unfortunate.

UP Director General of Police O P Singh said a Lucknow Police team had been constituted to probe the entire matter. “Whosoever is found guilty, strict action will be taken. None will be spared,” he said.

Asked about the allegations against MLA Sengar, the DGP said, “Till now these are allegations. Probe is on.

Action will be taken against those found guilty.”

Speaking to News18, BJP MLA Kuldeep Singh Sengar has said that was all part of a political conspiracy to defame him and only a proper investigation into the matter will reveal the facts. “I request the

administration and police to conduct a proper investigation in this matter. I am sure facts will reveal the conspiracy to defame me.

I am being defamed from pillar to post and a political conspiracy cannot be ruled out. I would wait for the official report on the matter.”

New Delhi, Apr 9 (IANS): The Delhi High Court on Monday said it will hear on May 24 a plea seeking removal of “objectionable matter” from a book authored by former President Pranab Mukherjee, which allegedly “hurts Hindu sentiments”.

Justice Najmi Waziri asked the petitioners to clarify whether their petition was filed in the trial court as a suit and adjourned the matter for next month.

The court was hearing the petition that challenged a trial court order rejecting the plea to delete certain portions from the book.

On April 6, another Delhi High Court judge had recused herself from hearing the plea against the book by the former President.

The plea, filed by a group of social workers and lawyers through counsel Vishnu Shankar Jain, states that the “book has given wrong facts and lowered the dignity and prestige of Hindus and the nation by making unfounded aspersions”.

“Pass a decree declaring those facts... are false and contemptuous... and against the religious sentiments of the plaintiffs and Hindu devotees in general.

Uttarakhand MeT department’s website, there have been as many as 51 mild earthquakes in different parts of the state.

“The mild earthquakes which hit the hills of Uttarakhand almost every month and are often dismissed as usual occurrences should better be treated as warning bells so that we could equip ourselves better to deal with a bigger disaster,” the DMMC ED said.

“These earthquakes often measuring about 2.54.5 on the Richter Scale are reminder from the nature that we live in an area vulnerable to earthquakes and cannot afford to lower our guard,” he added.

He said assessment of seismic vulnerability is a necessary precondition for realistic planning and effective mitigation.

On infrastructure, Rautela said, hospitals constitute the most critical facility required in the aftermath

of any disaster and therefore it is important to assess the seismic performance of the buildings housing these facilities. Disruption of hospital services has the potential of magnifying the trauma and misery of the affected population manifold, he added. Safety of school buildings is also critical, he said. “The collapse of school buildings would disrupt relief work as they are often used as shelters, makeshift dispensaries and stores for relief supplies in the aftermath of any disaster.”

Scientists also spoke about the extra care that needs to be taken in designing the structures on hill slopes and the implications of wrong design or construction practices.

Himachal Pradesh: 30 killed as school bus falls into gorge

Himachal Pradesh Chief Minister Jairam Thakur has announced Rs 5 lakh each for the family of the accident victims.

DHARAMSALA, Apr 9 (AGENCIES): At least 30 persons, including 27 students, were killed as a school bus owned by a private school, Wazir Ram Singh Pathania, fell into a deep gorge near Malkwal area of Nurpur constituency in Himachal Pradesh on Monday.

Himachal Pradesh transport minister Govind Singh Thakur confirmed to PTI that the dead included 27 students. The bus driver, 67-year-old Madan Lal, and two women teachers also died in the accident, Kangra SP Santosh Patial said.

The 42-seater bus was

on its way to drop students to their homes when it plunged off the mountain road and into the gorge.

Authorities said the total number of students in the bus was not confirmed as rescue operations were still under way.

Expressing grief over the accident, Prime Minister Narendra Modi expressed solidarity with the parents of the dead students.

The Himachal Pradesh government has ordered a team of doctors to remain on standby. “A team of 50 doctors was standing on

emergency doors, including pediatricians, doctors from Orthopaedics and ENT,” principal of Dr. RPGMC Tanda at Kangra told TOI. SP Santosh Patial said the number of students in the bus was expected to be around 40, but “the exact number was not confirmed”. Most of those killed were students of elementary classes, aged below ten.

According to reports, the driver lost control on a sharp curve due to which the bus slipped into the gorge and came to rest in the middle of the hillside.

Some children are still trapped inside the mangled bus, news agency IANS reported.

The students are from Wazir Ram Singh Pathania Memorial Public School.

Many of the students in the bus were in Class 5 and below, IANS reported.

According to news agency ANI, Himachal Pradesh Chief Minister Jairam Thakur has announced Rs 5 lakh each for the family of the accident victims.

“Rescue operation underway with the help of locals. I’ve ordered for magisterial probe,” the Chief Minister added.

Asking the Centre to draft the scheme

by May 3, a bench of Chief Justice Dipak Misra, Justice A.M. Khanwilkar and Justice D.Y. Chandrachud said: “You must show your bonafide that you will frame a scheme to respect the top court order for the distribution of water.”

Asking Attorney General K.K. Venugopal to file the scheme as ordered by the top court by its February 16 judgement, Chief Justice Misra said: “You must file it... they are bound to do it and obliged to it.” Attorney General Venugopal told the court that there was some difficulty and they were examining whether a scheme for the implementation of the 2007 Cauvery award as slightly modified by the February 16 ruling should be headed by an administrative or a technical member.

Citing the ongoing election to the Karnataka Assembly and seeking clarifications, the Centre had sought three months time to frame the scheme for the implementation of Cauvery award which was slightly modified by the apex court in February.

Govt inks Rs 639 crore deal for bullet-proof jackets

Indigenous standards and testing parameters are being developed to evaluate the performance and effectiveness of protective gear against bullets.

NEW DELHI, Apr 9 (AGENCIES): The Army’s ordinary infantry soldiers are now finally going to get some desperately-needed modern bullet-proof jackets under a Rs 639 crore contract inked on Monday, even though they remain some distance away from getting new assault rifles, closequarter battle carbines and light-machine guns.

The Army said the major contract for procurement of 1,86,138 bulletproof jackets (BPJs) has been signed with domestic private company SMPP Pvt. Ltd after successful conduct of stringent field evaluation trials.

“The contracted BPJs have contemporary and state-of-the-art specifications with added protection level and coverage area. These ergonomically designed BPJs have modular parts,

thereby providing immense protection and flexibility to soldiers operating in different operational situations ranging from long-distance patrolling to high-risk room intervention scenarios,” said an officer. “The new BPJs will provide 360 degree protection to soldiers in combat, including from latest hard steel core bullets,” he added. As per the contract, SMPP will start the supply of the BPJs within the next few months and complete the entire order within a period of three years.

“The new jackets meet the most advanced GSQRs 1438 (technical parameters) standards of the Indian Army. These BPJs have `Boron Carbide Ceramic’, which is the lightest material for ballistic protection,” said SMPP chairman S C Kansal. The 1.3-lakh strong Army’s overall requirement

for 3,53,765 new BPJs has been hanging fire for almost a decade now, while its soldiers make do with old bulky ones that provide poor protection and are near the end of their operational life.

Several parliamentary committees have taken an extremely dim view of this “critical shortage” of BPJs, slamming the government for “playing with the lives” of soldiers.

by TOI, the earlier proposed contract for new 1.86 lakh modular BPJs was scrapped in October 2015 because the samples offered by six vendors “failed” to clear the field trials. The Army, in March 2016, had then gone in for the Rs 140 crore “emergency” procurement of 50,000 BPJs with older technical parameters from Tata Advanced Materials Limited.

US ‘will regret’ any violation of nuclear accord: Rouhani Tehran, Apr 9 (Agencies): Iranian President Hassan Rouhani has warned that Washington “will regret it” if the United States violates a 2015 deal between Tehran and global powers to curb Iran’s nuclear program.

“We will not be the first to violate the accord but they should definitely know that they will regret it if they violate it,” Rouhani said at a conference in Tehran on April 9, which is National Nuclear Technology Day in Iran. “We are much more prepared than they think, and they will see that if they violate this accord, within a week, less than a week, they will see the result,” Rouhani said.

U.S. President Donald Trump has threatened to pull the United States out of the deal and reimpose sanctions on Iran by May 12 unless new limits are placed on Tehran’s nuclear and missile programs.

The US-based company will send a detailed message at the top of users’ news feed, offering information on apps they use and the information they have shared with those apps.

It will also tell people if their information may have been improperly shared with Cambridge Analytica, the data mining firm accused of harvesting personal information of millions of Facebook users illegally to influence polls in several countries.

ccording to a new research, young heavy metal fans are five times more likely to self-harm or attempt suicide.

Researchers from the Universities of Manchester and Liverpool conducted a review of 12 Englishlanguage papers published in the British Journal Of Clinical Psychology and found that groups belonging to alternative subcultures are at far greater risk of hurting themselves.

“The belief that alternative subcultures may be at an increased risk of selfharm and suicide is considered by some to be a myth,” said Peter Taylor, a clinical psychologist from The University Of Manchester. “But the literature we reviewed does suggest that these individuals are indeed in greater danger. However, this research requires interpretation within the wider context of public concern around alternative subcultures and their impact on the mental health of young people.”

He added: “We’re not saying that doctors should be worrying about everyone wearing a Metallica t-shirt, but if there are also other signs which point towards self harm, then they definitely ask the question.

Napoli leave it late to keep title hopes alive

MILAN, Apr 9 (Agencies): Just as they seemed to have lost their spark, Napoli have re-ignited their Serie A challenge with the help of two fringe players.

Trailing 1-0 at home to Chievo with one minute to play on Sunday, Napoli turned the game around thanks to last-gasp goals from injury-plagued forward Arkadiusz Milik and second-choice midfielder Amadou Diawara.

It was exactly the sort of boost Napoli needed as they try to keep up with league leaders Juventus, a task which appeared to be taking its toll on coach Maurizio Sarri and his players.

Shooters boost India’s medal tally at CWG Lifter Pardeep claims silver

Indian weightlifter Pardeep Singh (105kg) came agonisingly close to a gold but eventually settled for a silver after a close contest with Samoa’s Sanele Mao in the Commonwelth Games.

Singh, the reigning Commonwealth Championships gold-medallist, lifted a total of 352kg (152kg+200kg) to claim the second spot after an exciting showdown with Mao, which had the packed arena on its feet.

Mao also dropped his final attempt of 211kg but had managed to lift 206kg in his second chance. He finished with a total of 360kg (154kg+206kg).

The bronze went to England’s Owen Boxall (351kg (152kg+199kg).

This was the seventh medal for India in weightlifting at this year’s CWG. Mirabai Chanu kicked off India’s medal hunt by winning the women’s 48kg title on the opening day.

Sanjita Chanu, Sathish Sivalingam, Venkat Rahul Ragala and Punam Yadav followed suit by emerging champions in their respective events.

Vikas Thakur meanwhile, got bronze in the men’s 94kg category on Sunday.

Gold Coast, Apr 9 (IANS): Star marksman Jitu Rai won gold with a masterful performance even as fellow shooters Om Mitharwal, Mehuli Ghosh and Apurvi Chandela boosted the Indian medals tally at the 21st Commonwealth Games (CWG) here on Monday. Jitu stamped his class on the men’s 10m Air Pistol final, to post a wire to wire victory at the Belmont Shooting Centre.

Jitu created a new CWG record of 235.1 in the final to win the gold. Kerry Bell of Australia took silver with 233.5.

This was Jitu’s second gold medal at the CWG. He had won the 50m title at the 2014 Games in in Glasgow, Scotland.

Om bagged the bronze for India with 214.3. Playing in his first CWG, Om performed brilliantly through-

out the day, exiting after the 22nd shot of the 24-shot final.

Earlier, Om enjoyed a promising start to his campaign and emerged as the best shooter in the qualification stage. He equalled the Commonwealth Games (CWG) qualification record on his way to booking a ticket to the final. Om shot 584 in the qualifying round to equal the record set by fellow Indian Samaresh Jung at the 2006 CWG in Melbourne.

Jitu qualified for the final by bagging the fourth position in the qualification stage with a score of 570.

Defending champion Daniel Repacholi of Australia and 2010 Delhi Games silver medallist Bin Gai of Singapore also qualified for the final with scores of 566 and 570 respectively.

Sunrisers chased down the 126-run target comfortably in just 15.5 overs. Dhawan remained unconquered on 77 off 57 balls, while skipper Williamson smacked 36 not out off 35 balls.

Lo n d o n, A p r 9 (Agencies): Ander Herrera will not face action from the FA after denying he deliberately spat on the Manchester City logo during Saturday’s derby victory.

The Manchester United midfielder was seen spitting onto the ground outside the tunnel at half-time at the Etihad on Saturday, where a large City emblem is painted on the floor.

It is understood that the Football Association will not be investigating the matter any further.

A club spokesperson told reporters, “Ander has seen the footage of the incident and is mortified at any suggestion that his actions were deliberate. It was entirely accidental and there was no intent whatsoever.”
