DIMAPUR/NEW DELHI, NOV 8 (NPN/IANS): Pioneer of Nagaland politics since the 50s, Dr. S.C. Jamir who was awarded with the nation’s third highest civilian award-- Padma Bhushan-- has credited Prime Minister Narendra Modi with having come to understand the complexity of the Naga issue and also aware of the various factors that are hindering eventual agreement. Talking to IANS in New Delhi Monday, Dr. Jamir said Modi “also knows the positive aspect of the entire process”. About Modi’s style of functioning and decision making, Jamir said the Prime Minister has the guts and is decisive. He said this was Modi’s good quality that stood him apart from past Prime Ministers. Dr. Jamir had met the Prime Minister on November 6 (Saturday) at his 7 Lok Kalyan Marg residence, where both deliberated on the Naga political issue. Jamir’s meeting with the Prime Minister was followed the next day when, top officials of the Intelligence Bureau visited Dr Jamir where they discussed the Naga political issue at length. With negotiations lasting a little over 24 years yet impending solution still awaited, Dr. Jamir said the stalled process needed to be accelerated. He maintained that the Central government should have the political will to end insurgency. Dr. Jamir whose speeches since 1990 were consistent with his stand that Naga political issue can be resolved only through dialogue and not guns, said he had been

“telling the Prime Minister about the realities of the situation (Naga issue)”. Dr. Jamir also said he has been pressing for expediting the process for early solution, asking “how long can we go on negotiating?” The veteran politician lauded the signing of the Framework Agreement (on August 3, 2015) and the Agreed Position (on November 17, 2017) with the Naga groups. In particular, Jamir said he was happy to note that the Prime Minister, in his speech on August 3, 2015 welcomed the decision of “the underground to join the mainstream of Indian polity”. Jamir said that was a good sign and a reason why the government of India and the prime minister described the Agreement as “historic”. He said Naga people have been waiting for too long and that there was also a limit to everything. According to Jamir, a decision should be made while there is huge enthusiasm. He compared it to eating and relishing a curry while it was hot. On the other hand, he said no one will eat a curry which has grown cold or stale. In the same manner, Jamir said before the curry, prepared by the prime minister, becomes cold, it should be shared by all those entitled. Dr. Jamir is the only surviving member of the Naga People’s Convention (NPC) which negotiated the 16-Point Agreement with the government of India, that formed the basis for the creation of Nagaland as the 16th state of the Indian Union.

NEW DELHI, NOV 8 (PTI): President Ram Nath Kovind on Monday presented the Padma Bhushan award, India’s third highest civilian award, to veteran politician and former governor and former chief minister, Dr S.C. Jamir at the Rashtrapati Bhavan in Delhi. Dr. Jamir is the first ever Naga politician to receive the award which was conferred on the 71st Republic Day, 2020 for his exceptional and distinguished service in the field of public affairs. There were two Padma awards ceremonies for the years 2020 and 2021 held in the morning and evening. Among the awards given away were seven Padma Vibhushan, 16

Padma Bhushan and 122 Padma Shri awards for the years 2020 and 2021. Former union ministers George Fernandes, Arun Jaitley and Sushma Swaraj and former President of Mauritius Anerood Jugnauth were conferred the Padma Vibhushan posthumously for their exceptional and distinguished service in two civil investiture ceremonies held at Rashtrapati Bhavan. Former defence minister Manohar Parrikar (posthumous), Mahindra Group chairman Anand Mahindra, chairman of Sundaram-Clayton Group, Venu Srinivasan and MC Mary Kom were also honoured with the Padma Vibhushan. in Nagaland,” he remarked. The NPCC president said that the man, who was rejected by his own village at his spent age, was appointed governor by Congress, which had given him national recognition. Hoping that the Naga political issue would get resolved during his lifetime, he said the veteran leader was a “true man” of Nagaland who loved Nagaland more than himself. “We are deeply proud of him. I can only thank him for what he has done. I wish him a very long life,” Therie said.

D I M A P U R , N OV 8 (NPN): Nagaland on Monday recorded three fresh Covid-19 positive cases, one of the lowest daily since September while no deaths were reported during the day. The three fresh cases were reported in Dimapur, taking the total caseload to 31938. The death toll remained unchanged at 689. Meanwhile, 12,23,395 persons have been inoculated against Covid-19, that includes—714814 first dose and 508581 second dose.

PTI: I n d i a l o g ge d 11,451 new coronavirus infections taking the country's total tally of Covid-19 cases to 3,43,66,987, while the active cases declined to 1,42,826, the lowest in 262 days, the Union Health Ministry said on Monday. The death toll climbed to 4,61,057 with 266 fresh fatalities, according to the data updated at 8 am. The daily rise in new Covid infections has been below 20,000 for 31 straight days.

DIMAPUR, NOV 8 (NPN): In view of the improvement in COVID-19 situation, the state government has issued a revised standard operating procedure (SOP) for travellers/tourists entering Nagaland. In a notification, chief secretary, J Alam, stated that the revised SOP would come into effect from November 11 till further orders. As per the revised SOP, all travellers/ tourists entering Nagaland would undergo Covid-19 screening test at the Points of

Entry (PoE) including Dimapur airport, Dimapur railway station, Dimapur-New Field Check Gate and the Dillai Gate, Kohima-Khuzama, Mokokchung- Tsutapela and Watiyongpang, Mon-Naginimora and Tizit, WokhaBhandari and Phek-Lanye Junction and Akash Bridge. The state government has, however, specified those who are not required and those who are required to be tested at PoE. (See details of revised SOP on www.nagalandpost.com)

The government stated that revised SOP would be uniformly implemented throughout the state without any deviation and would not be modified by District Task Force (DTF), urban local bodies, village authorities or community-based organizations. Any person violating the SOP would be punished as per relevant sections of the Disaster Management Act 2005, besides action under Sec. 188 of IPC and other legal provisions .

NEW DELHI, NOV 8 (PTI): French investigative journal Mediapart has made fresh claims that alleged bogus invoices were used that enabled French aircraft maker Dassault Aviation to pay at least 7.5 million euros in secret commissions to a middleman to help it secure the Rafale deal with India. According to Mediapart's investigation, Dassault Aviation paid the kickbacks to the intermediary in Mauritius between 2007 and 2012. Mediapart had reported in July that a French judge has been appointed to lead a “highly sensitive" judicial investigation into suspected corruption” and favouritism in the Rs. 59,000-crore inter-governmental deal with India for the supply of 36 Rafale fighter jets. There was no reaction yet from the defence ministry or Dassault Aviation on the latest report. “Mediapart is today publishing the alleged 'false' invoices that enabled French aircraft manufacturer Dassault Aviation to pay at least 7.5 million euros in secret commissions to a middleman to help secure the sale of 36 Rafale fighter aircraft to India,” the journal said in its new report on Sunday. It alleged that despite the existence of "these docu-

ments", the Indian probe agencies decided not to pursue the matter. “It involves offshore companies, dubious contracts and false invoices. EAC warned that the cables would be removed and defaulting service providers would be penalised accordingly. EAC said that several

TSPs have placed their overhead cables at numerous locations along NH-29 in a very haphazard manner, thereby causing unnecessary obstruction and nuisance to the general public. The officials further reminded that the telecom service providers were legally obligated to ensure that sufficient measures were taken to mitigate public inconvenience and ensure public safety at all times while laying/placing cable or any infrastructure as per the rules stipulated under the Indian Telegraph Right of Way Rules, 2016.

DIMAPUR: Mokokchung police organised celebrated “police commemoration day” and “rashtriya ekta diwas (National Unity Day)” from October 21-31 at DEF Mokokchung. According to a DIPR report sent on Monday, police commemoration day 2021 was observed at new reserve, quarter guard, Mokokchung on October 21 and was attended by representatives from sister agencies, NGOs and civil societies. Police officials also visited villages of martyrs and respective OCs of concerned police stations and presented martyrs photo album to the village council chairman and police stations. According to a DIPR report, on the proposal of youth hostel at Mokokchung, the chairman stated that he personally met the responsible minister and submitted a representation on the project on which he asked the house to wait from the responsible department for continuation of the project work. Implementing committees were constituted for LADP with ADC Tamlu as convenor, DAO Longleng and BDO Tamlu as members for 49 A/C Tamlu, where for 50 A/C Longleng, ADC HQ as convenor with DHO Longleng and BDO Sakshi as its members. The house deliberated on poor internet connectivity in the district for smooth functioning and implementation of eNPS and ePay bill system for government employees. CBI court grants bail to ex-Assam CM’s son Ashok in loan default case

G U WA H AT I , N OV 8 (PTI): A CBI court on Monday granted bail to Ashok Saikia, son of former Assam chief minister Hiteswar Saikia, who was arrested by the central investigating agency in connection with a case pertaining to the alleged default of a loan of over Rs 9 lakh 25 years ago. Saikia walked out of the court premises here on getting the bail after spending a night in CBI custody. He has been asked to appear before the court of the CBI special judicial magistrate on Tuesday, his advocate added. Saikia was questioned by the CBI Guwahati team and arrested on Sunday on the basis of a non-bailable warrant issued against him for not appearing in the court despite summons in a loan default case. Saikia, who is a businessman, had issued a statement through his elder brother on Sunday stating that he had taken a loan in 1996 from Assam State Cooperative Agriculture and Rural Development Bank

certificate with the media on Sunday. It was issued by its then general manager in-charge H N Borah on October 28, 2015, and said that Ashok Kumar Saikia, the director of HPS India Pvt Ltd, had availed a loan of Rs 9,37,701 under the bridge loan scheme in 1996. “A s p e r o u r l e t ter Ref. No. ASCARDB (L/C) 192/2002/61 dated 14.09.2011 under the compromise settlement scheme he has fully repaid the dues - both principal and interest. Now his aforesaid loan is liquidated,” the ASCARD certificate said. The authenticity of the said certificate could not be verified im-

mediately. Debabrata Saikia said, “The CBI claimed that they had sent a notice. Our mother, who lives with Ashok, stays at home all the time and she said no notice came to us. Our advocate said that this case should not have been pursued at all. I do not know why such an old settled case is being raked up.” A senior Cong ress leader has alleged that CBI is being “used” by the BJPled government at the Centre to harass the leader of the opposition in Assam after his statement on Saturday in connection with the claims of state BJP leaders on defection to the saffron party. “Saikia had said on Saturday that he will never join BJP after speculations became rife that he will do so. The speculations were floated just to demoralise Congress workers. The BJP is now using CBI to intimidate Saikia. It is tactic that the BJP adopts across the country,” the Congress leader told PTI on the condition of anonymity.

Memorandum submitted to PM against ‘harassment’ of minorities in Assam

GUWAHATI, NOV 8 (PTI): The All Assam Minorities Students’ Union (AAMSU) in a memorandum to Prime Minister Narendra Modi on Monday alleged that minority communities were being subjected to “harassment” by the Assam government in the name of “arbitrary, selective and illegal eviction spree”. Pointing out that the evicted people were now being forced to live in the open, the student body called for the Prime Minister’s intervention for proper rehabilitation of the displaced people by providing them with land ‘pattas’ and other basic amenities. The AAMSU condemned the “brute force used to evict poor people from their homestead” during the evic-

tion drive in Gorukhuti in Darrang district in September which had left two persons dead. The union also urged PM Modi for restarting the National Register of Citizens (NRC) updating process and completing it within a stipulated time frame. The memorandum addressed to the Prime Minister was handed over to police officers at the demonstration site at Jantar Mantar in New Delhi, AAMSU advisor Ainuddin Ahmed said. In the memorandum, a copy of which was made available to journalists here, members of the student body placed “grievances of the people of Assam, particularly the minority communities living in the state” and sought the PM’s intervention

for redressal of the same. The union claimed that the Assam government has “engaged itself in an arbitrary, selective and illegal eviction spree by evicting genuine Indian citizens from their homestead without rehabilitating them”. Acting on orders of the Gauhati High Court, the state government on Monday launched another eviction exercise in Lumding reserve forest in Hojai district. The AAMSU said though a large section of the people of the minority community has settled on the river banks in the state and made use of the fertile soil over the years, they have also been victims of flood and erosion leading to their frequent migration to other habitable lands.

No mandatory Covid test for children below 10 years entering Assam

G U WA H AT I , N OV 8 (PTI): Mandatory COVID-19 testing of children below 10 years of age entering Assam with double vaccinated guardians has been done away with by the state government, an official notification said on Monday. Fully vaccinated adults coming into the state were already exempted from compulsory testing for the infec-

tion through an earlier order. The latest notification issued by Anurag Goel, principal secretary, Health and Family Welfare department, said, “Children below 10 years of age along with double vaccinated parent(s)/ guardian(s) coming to Assam are hereby exempted from the mandatory COVID-19 testing.” “However, voluntary paid testing for such children

shall be facilitated if the parents/ guardians so desire,” it added. All incoming passengers who had been vaccinated with both doses of vaccine were exempted from mandatory testing on arrival by a previous notification. However, passengers who are vaccinated with a single dose or are not vaccinated at all, or are symptomatic even after receiving both the doses have to undergo mandatory RT-PCR testing at their own cost on arrival. The orders are applicable for people entering the state through airports, railway stations, road border points, etc., the notification added. The exemptions have been granted due to decreasing COVID-19 positivity in the state as well as the country and also increasing number of vaccinated people, it further said.

The exploration of oil and natural gas in Karbi Anglong (Arakan basin) was supposed to be carried out by government owned Oil India Limited shortly after the formal discussion with the local authorities in 2016. Karbi Anglong Autonomous Council and the district administration have assured the OIL authority full support for the process. Khasi women adopting non-tribal husbands’ customs to lose inheritance

SHILLONG, NOV 8 (PTI): A Bill that seeks to strip Khasi women of their inheritance rights if they adopt their non-tribal husbands’ customs and tradition was tabled in a tribal council in matrilineal Meghalaya on Monday. Children of such mixed marriages will also lose their inheritance rights if they follow their fathers’ customs, according to the Bill brought in the Khasi Hills Autonomous District Council (KHADC). On the first day of the new session of the Council, the Khasi Hills Autonomous District (Khasi Inheritance of Property) Bill, 2021 was tabled by Chief Executive Member Titosstar Well Chyne, detailing the rights of a Khasi woman and her children if she marries outside the tribe. “It is expedient to make law on the custom pertaining to the Khasi inheritance of property, and it is therefore considered necessary to enact this Bill for proper regulation and administration on Inheritance of Property among Khasi women in Khasi Hills,” the Bill stated. “In case a Khasi wom-

The Bill aims at streamlining the process of distribution of ancestral and self-acquired properties, Chyne said. “As far as practicable, the property should be equitably distributed among all the children of the family both male and female provided that the house of the deceased parent shall be inherited by Ka Khun Khadduh (youngest daughter) if she is not disqualified (under the conditions of the Bill),” according to the Bill. S H I L LO N G, N OV 8 : Meghalaya police arrested two women drug smugglers and seized heroin weighing around 1.116 kg, the biggest single drug seizure in the recent times, worth Rs. 2 crore from their possession in Madanriting area here, police said on Monday. A police official said the two women, whose identities are yet to be revealed, had been trafficking large consignments of heroin in the region for the past several years. On being tip-off that an illegal consignment of narcotic drugs was being delivered to a person staying at Madanrting, the AntiNarcotics Task Force of East Khasi Hills district conducted a house search at the residence of the suspect in the presence of independent witnessed on November 6. “During search, 101 soap boxes (66 soap boxes kept inside a purple colour bag and 35 soap boxes kept inside a carton box) were recovered. All the soap boxes contained heroin which was confirmed by a preliminary test,” Sylvester Nongtnger, the district police chief of East Khasi Hills, said. He said the seized heroin weighing around 1.116 Kg was smuggled from Myanmar. “We are still interrogating the two arrested persons and a manhunt is on to nab the others,” Nongtnger said.

IMPHAL, NOV 8 (IANS): The troopers of Assam Rifles patrolling along the India-Myanmar border in Manipur have recovered huge quantities of Improvised Explosive Device (IED) weighing around 250 kg, officials said on Monday. Official sources said that the Assam Rifles jawans while conducting border patrolling along Myanmar’s Moreh border (in eastern Manipur) recovered two big bags containing 250 kg IED and other explosive materials on Sunday night. The recovered IED and explosives were handed over to the Moreh police station in Tengnoupal district for necessary legal action. A police officer said that at least four youths in two foreign made bikes tried to enter India through the Moreh border from Myanmar’s Namphalong area, but after seeing the security personnel they threw the bags containing the IED and other explosive materials and fled to the other side of the border. Police suspect that these explosive materials and the IED were likely to be used in the upcoming Manipur Assembly elections scheduled next year.

Lakhimpur violence: SC suggests monitoring probe by ex-HC judge NEW DELHI, NOV 8 (PTI): The Supreme Court Monday suggested that a former judge of a “different high court” should monitor the Uttar Pradesh SIT probe on day-to-day basis in the Lakhimpur Kheri violence case to infuse ‘independence, impartiality and fairness”, saying the investigation was not going the way it expected. Red flagging some of the issues pertaining to the SIT probe conducted so far, the top court said, “prima facie it appears that one particular accused (in the farmers’ mowing down case) is sought to be given benefit” by securing or procuring evidence from witnesses in the subsequent case related to the lynching of political activists by the farmers’ mob. Prices must come down

A

fter much dilly- dallying, the Modi government finally cut excise duty on petrol by Rs 5 and on diesel by Rs 10 on November 3, just ahead of Diwali. The duty cut will lead to a revenue loss of Rs 45,000 crore, or 0.2 per cent of the GDP, for the Centre in the remaining months of 2021-22. It is a welcome move that fuel prices have been decreased on the occasion of Diwali. Fuel prices should be reduced further and the state government should also reduce VAT. Though the fuel prices are still high but at least there has been a decrease. The decrease was more than the reduction announced by the Centre due to the cascading effect of reduction of central duty on VAT. Other NDA-ruled states also decided to cut VAT such as Nagaland where the reduction was Rs.7 for both petrol and diesel. The decision of the state government to reduce VAT means that petrol which cost Rs.109.13 a litre pre-November 3 is now sold at Rs. 98.05 per litre. Diesel which used to be sold at Rs.101.50 pre-November 3 is now sold at Rs.84.59 per litre. The reduction of price per litre–Rs.12 for petrol and Rs.17 for diesel is indeed very substantial.For the general public, the move by the Centre which triggered the cut in prices across all states, though some have yet to take a decision, is most welcome. Public expect that the cut in prices would also include even aviation fuel. If the prices of all fuels are reduced then it would make travel cheaper. For the carriage transporters, the cuts should elicit a positive response. The transporters and carriers have protested several times during the past years against continual rise in government excise duties. Now that the excise duty has been cut and state governments also doing their part in reducing VAT on fuel, it is only but right to expect the transporters and carriers to do what they ought to do. Experts said that the reduction would not immediately impact the price rise that several essential commodities have seen in the recent months. Unfortunately, things don’t happen they way they are expected to. Economists explained that the decrease in prices of essential commodities was unlikely. They said that in practice that has been on for decades, once manufacturers or traders increase the price of commodities is it very difficult to reduce them unless the government comes down heavily on them. In Dimapur, price of one bag of cement(50kgs) sold at Rs.470 (October) has shot up to Rs.485 in November. The traders have been increasing the prices with the rise in fuel prices. Now they are to deliver and do what they promised to do. The public should now study whether the transporters and traders whether they are implementing the corresponding cut in rates of carriage and commodities. If not, then the public and the opposition parties, should pressurise the government to come down heavily against those who continue to fleece people and punish them as per the law of the land.

Why is the culture of punishment as spectacle so pervasive in India?

T

he culture of punishment as spectacle runs deep in our society. The shocking news from a Mirzapur school last week of a child being dangled upside down from the first floor by his principal should trouble all of us. Although the incident concerns an individual’s action, it is situated in a social life that views exemplary punishments and its public spectacle as a norm. Physical punishment finds easy acceptance in societies that valorises cultures of violence – whether in public or domestic spaces. The unfortunate and unending phenomenon of mob lynching gives life to these cultures of violence. In India, the scope and scale of lynching have been expanding to include people associated with Dalit and Muslim identity, childkidnappers, lovers, thieves and right-wing ideologues. Further, police beating ordinary citizens for violations of law in public spaces are some other examples that routinise the spectacle of violence. My point is that violence has found a socially legitimate space in our bedrooms, living rooms, classrooms, streets, cities and villages. It also traverses through our marketplaces, worksites, police custody and public transport. Not all these examples constitute the same type

of violence and spectacle. Lynching has an accompanying element of public cheering and is usually directed against the social “other” in a given social space. Discipline and punish Police beating has an element of frustration and the show-off of unequal power dynamics. Here the public usually turns into a meek spectator. Exemplary punishments of students by teachers have an element of constituting the authority of the teacher. We all remember specific teachers from our school days who were known for their exemplary and peculiar forms of punishment. In this case, the child-public could watch silently and simultaneously inhabit fear in their personality, as seems to be the case in the Mirzapur incident. Running through all these forms of punishment, whether state-controlled or non-state violence, is the idea of torture, the cultivation of fear, and the disciplining of the body and social behaviour – all achieved via the exemplary performance of the spectacle. French philosopher Michel Foucault in his classic work, Discipline and Punish, associated spectacled violence (guillotine, public beating) and excessive bodily torture with the pre-modern society. According to him, the modern societies in the West hid the violence from

the public and changed its nature in the 19th century. First, the public ritual of torture/public execution was replaced by long-term reformative punishments comprising of jail sentences, forced labour, suspension of freedom and other rights. The public punishment itself became a crime and a shameful activity for the state. Second, a change in the method of punishment marked a shift in bodily torture from being a onetime activity to prolonged suffering. Solitary confinements are extreme examples of this. Colonial and post-colonial India seem to have witnessed this transition in the methods of punishment only halfheartedly. British officials used both the cellular jail of Andaman to punish Indians and shoot them at gunpoint. Lathi-charge and public beating by the colonial police was a frequent phenomenon and has passed on to us as a colonial inheritance. Besides, the spectacle of caste and community violence coexisted with the public ritual of state violence. Colonial ethnographer official Edgar Thurston while touring the Madras region in the 1910s noted down an exemplary punishment given by Indian teachers. In the case of a carpenter apprentice child, he noted that the punished child carried a block of a heavy wood through a chain tied

to their ankles. An article by a popular Hindi magazine represented a caricature of various forms of punishments given by teachers to students (see illustration above). Unfortunately, many cruel forms of physical punishment carried out by the state agents and the public continue to not only survive but thrive illegally in India. Exemplary punishment One could give various logics as to the reasons behind this situation ranging from toothless laws with weak implementation, little respect for individuals’ dignity, assertion of authority by “egoistic” officials and dominant social groups to the social legitimisation of masculine culture in the public sphere through films, conversations and behaviours. At the heart of all this is the site of school and pedagogy that is supposed to be a transformative experience in a positive sense and yet it becomes a mixed, and often a negative experience, depending on the social profile of the kid, rural and urban location of the school, private and government nature of the school. Foucault maintains that in modern Western societies, schools came to be part of a set of institutions that produced a docile and disciplined body. Like prisons, army and infirmary, the school trained students in time and body discipline and the school-

master had not just a pedagogic role but also the task of surveillance – watching over the body, behaviour and discipline-learning of the student. In the Mirzapur incident, the student was allegedly found biting other students for which he was given an exemplary punishment. The recurring nature of violence, an absence of a system that tracks the progress of a case and the perpetrator of violence and the social legitimisation of public violence as a pompous show of masculine assertion enables our society to internalise violence as a routine affair. Apparently, the father of the child stated that the teacher did commit a wrong but “he did it out of love”. Violence begets violence Although much of violence is a direct result of unequal socio-economic and power relations in our society and require systematic interventions to ensure equity, social justice and the dignity of an individual. There are various ways to halt this naturalisation and easy acceptance of violence in our society, especially the one directed against female, children and marginalised social groups. Local institutions such as schools, police stations, workspaces and transport authorities must ensure that complaints of violence are

not only registered hasslefree but are also followed. Perhaps a greater degree of sensitisation is needed over the mental health impacts of physical punishment on the individual body and mind, especially of the young child. Violence impacts and transforms all those for a lifetime who experience it, commit it and witness it. Teacher training, school textbooks, vigorous media campaigns are a good places to start. A practice that I found in the United Kingdom very helpful are notices in bold letters at counters and in institutions reminding both the staff and visitors that violent behaviours and bullying from any side is unacceptable and easy to report. However, this collective consciousness has a meaning only when the state and its agencies are willing to take transformative and people-friendly steps. It is only an irony that a country that gave the mantra of Gandhian non-violence to the world has such a widespread problem of public violence. he climate change summit in Glasgow is probably the last chance for the assembled leaders of the world to avoid catastrophic and irreversible climate change. They will have to negotiate a safe passage for our threatened planet through a perfect storm that is building up right around the corner. These negotiations will have to be approached in a new spirit, where each leader comes as a maximalist, not displaying the minimalist mindset that we are familiar with in international negotiations. The latter is guaranteed to deliver least common denominator outcome and the time for that is long past. The results of the G-20 summit in Rome, held on the eve of the Glasgow climate change summit, are mostly disappointing in that respect. What is at stake is the fundamental question of how humanity relates to nature. For many centuries, Indian sages and philosophers taught us to revere nature as a mother and as a source of nurture; never take from her what she, even in her plenitude, could not replenish. But that message of harmony with nature has become a barely audible whisper in our own ravaged landscape. And yet, it is in our own redemption that we can nudge the world down a different path from the dead-end that awaits it on its present trajectory. Neglect of the biodiversity conference There has been virtually no coverage in national and international media of another major conference related to ecology, the 15th Conference of Parties (COP) to the Convention on Biodiversity, the first of which was convened in the Chinese city of Kunming between 11 and 15 October 2021. But if we are talking about the relationship between humanity and nature as the very heart of the challenge that confronts us, then the outcome of the Kunming meeting should have demonstrated a modicum of the ambition that we all expect from Glasgow. We cannot be ambitious on climate change but remain indifferent to the relentless and growing loss of biodiversity that is taking place across the planet. They are symptoms of the same ecological degradation that is taking place across our world.

You cannot arrest climate change while ignoring the accelerating loss of biodiversity. Think of the growing clamour to sign on to net zero emissions by 2050 as the key goal for the Glasgow summit. Net-zero implies that emissions by that date will be offset by carbon sinks in the shape of forests, the oceans, and technological fixes, as yet unviable, of carbon capture and storage. Forests around the world are depleting at historically unprecedented rates. So how much of this green sink will still be available to absorb emissions by 2050? The oceans are getting clogged with plastic waste, while other hazardous material is also being dumped into them. There are several dead zones devoid of any marine life as a result of chemical runoff from chemical fertilisers and toxic pesticides being used in agriculture upstream of rivers. The oceans’ capacity to absorb carbon emissions is depleting. With continued and increasing biodiversity loss, is there any credibility to the goal of net-zero in 2050? The depressing biodiversity story The biodiversity story is as depressing as the climate change saga. In 2010, the Aichi Declaration listed 10 biodiversity targets to be achieved by 2020. The latest biodiversity summit in Kunming acknowledged that not one of the 10 targets had been met. Let me just cite one of the targets: “By 2020 the rate of loss of all natural habitats, including forests, is at least halved and where feasible, brought close to zero and degradation and fragmentation is significantly reduced.” The ambition was not even to stop the loss of forests but to try and halve the rate of loss. And we are now putting our bets on there being enough forest cover by 2050 to serve as a massive carbon sink. There is a draft of the Framework Process for post2020 goals which is expected to be finalised when the 15th COP meets again in Kunming between 25 April and 22 May 2022. It is likely to end up with vague but high-sounding goals but with little focus on implementation and financing. The declared objective is to ensure that “biodiversity will be put on

a path to recovery by 2030 at the latest.” More grandly, it will seek to bring about a “transformation in society’s relationship with biodiversity and ensure that by 2050 a shared vision of living in harmony with Nature is fulfilled.” Here is another goal for 2050. But if humanity really learned to live in harmony with nature by mid-century, would there be a need for a net-zero emissions goal at all? The reality is that we need a broader ecology convention that incorporates commitments on both biodiversity and climate change since both are integrally enmeshed together. Ecology and the lack of substantive action The Kunming Declaration is entitled somewhat grandly as Ecological Civilization: Building a Shared Future for All Life on Earth. But the label camouflages the lack of substantive action. It has been estimated that in order to implement the proposed post2020 framework process, a $700 billion annual financing gap will have to be filled. When we are unable to get even $100 billion a year for climate change action by developing countries, how likely is it that this much larger sum for biodiversity conservation will be raised? India is right in advocating a global climate change regime that will advance, not diminish, its developmental prospects. But the time has come to define our developmental objectives that align with our civilisational values of respect for nature. There is no space in the world for another China. We must reorient our development strategies towards an ecologically sustainable pathway pioneering a trajectory different from that followed by the industrialised world and later by China. It must be based on a different concept of affluence, one which values fresh water to drink, clean air to breathe, and green earth to walk on. We need to help create a world where a tree growing in the forest has more value than one which is cut down and sold as timber. In this alone lies hope for future generations. NEW DELHI, NOV 8 (PTI): Three more deaths due to dengue have been recorded in Delhi taking the total number of fatalities to nine, while the number of cases of the vector-borne disease has climbed to over 2,700, according to a report released on Monday. This is the highest number of fatalities due to dengue recorded in a year in Delhi since 2017 when the cumulative death count officially reported was 10. Over 1,170 fresh cased have been logged in the last one week, according to the civic report on vectorborne diseases released on Monday. Of the over 2,700 dengue cases reported in Delhi this year, 1,171 have been reported this month till November 6. In October, 1,196 cases were reported. The total number of cases this year till October 30 had stood at 1,537, and the official death toll then was six. According to the report, nine deaths and a total of 2,708 dengue cases have been recorded this season till November 6, which is highest count since 2018 for the same period. In September this season, 217 cases were logged, the highest count for the month in the last three years.

NEW DELHI, NOV 8 (IANS): The Supreme Court on Monday allowed all eligible Overseas Citizens of India (OCI) candidates to participate in general category NEET counselling for medical courses, both at the undergraduate and postgraduate levels. A bench of Justices S.A. Nazeer and Krishna Murari, in its order, said: “The applicants and all other eligible candidates who are similarly situated are permitted to appear in the counselling in the general on par with Indian Citizens to pursue MBBS/ BDS courses and other undergraduate/postgraduate courses in approved/recognised Medical/Dental & other Colleges/Institutes.” Solicitor General Tushar Mehta requested the bench to limit the relief only to the petitioners who had moved the top court. The bench made it clear that the interim relief is only limited to the academic year 2021-2022, and posted the matter for further hearing in the second week of January next year. The bench

told Additional Solicitor General Aishwarya Bhati that the National Testing Agency and the authorities associated with counselling are required to implement its order. Emphasiing that the relief is only for the academic year 2021-22 only, it said: “We heard the matter in length while we passed the interim order. We’ve done this because of the suddenness of the notification.” The top court told the Centre’s counsel if the notification were to be issued 8 or 9 months ago, then it would not have passed the order. The OCI candidates had moved the top court challenging a notification issued by the Ministry of Home Affairs to treat them at par with Non-Resident Indians (NRIs) for admission in NEET. On October 29, in an interim relief, the Supreme Court had allowed an OCI NEET PG aspirant to appear in the counselling in the general category at par with Indian citizens for counselling and admission for 2021-2022.

Come April next year, it will be much more easy for the consumers to ascertain the cost in unit terms. To help consumers make a conscious purchase decisions as well as lessen compliance burden on industry players, the Union consumer affairs ministry has amended the Legal Metrology (Packaged Commodities) Rules, 2011, whereby companies will be required to print ‘unit sale price’ on the packaged commodities. Companies selling packaged commodities with a quantity of more than one kilogram should print ‘unit sale price’ per kg along with the maximum retail price (MRP), a senior consumer affairs ministry official told PTI. Australia set to tour Pakistan after 24 years

LAHORE, NOV 8 (PTI): Australia have agreed to tour Pakistan for the first time in 24 years for a full series next year, providing a much-needed shot in the arm for the country’s cricket following the recent pullouts by England and New Zealand over security concerns. Australia, who last toured Pakistan in 1998, will play three Tests in Karachi (March 3-7), Rawalpindi (March 12-16) and Lahore (March 21-25) as part of the World Test Championship. Lahore will also be the venue for the four white-ball matches to be played from March 29 to April 5, the Pakistan Cricket Board (PCB) announced on Monday. In September, New Zealand, who were already in Pakistan, went back home without playing a game due to a security threat and soon after, England too announced they won’t be touring the country ahead of the T20 World Cup, dealing a huge setback to the PCB’s efforts in bringing high-quality international cricket to the K Y M C

country. Australia coming to Pakistan is a big win for the recently-appointed PCB chief Ramiz Raja, who did not expect the Aussies to tour after England and New Zealand withdrew. LO N D O N, N OV 8 (AGENCIES): Britain’s Emma Raducanu said she will not let her off-court commitments get in the way of training as she looks to return to the kind of form that earned her a maiden Grand Slam title at the U.S. Open. Raducanu became the first qualifier to win the U.S. Open in September and has since taken on celebrity status, featuring on magazine covers and b i l l b o a r d s f o r va r i o u s brands. However, the 18-yearold, who was knocked out in the second round at Indian Wells and in the quarterfinals of the Transylvania Open last month, said tennis is her number one priority. “ I m a d e i t v e r y, very clear to every single person in my team that I was not going to cancel one training session or practice session for any offcourt commitments,” said Raducanu, who is top seed

for the first time in her career at this week’s WTA 250 tournament in Linz. “ T h a t wa s a n o n negotiable for me. I wanted to make sure that that is my priority and it is. So everyone is clear about that. “But it’s just managing my time with the commitments around that. Even if it’s not off-court events or whatever, I’m still doing my WTA rookie hours for example,” she told reporters. The WTA “rookie

hours” is an orientation program for young players to help them understand different aspects of the spor t as well as their responsibilities. Raducanu split with her coach after the U.S. Open and is coaching herself at the moment but said she would have someone in her corner before the Australian Open in January. “I’m here on my own and being my coach again this week, which I think is really good for me long-term,” she said.
