DIMAPUR, APR 6 (NPN): Rampant encroachments of lands in Nagaland, especially of public areas has become the main hurdle against development and this is amply evident with regard to railway lands in Dimapur. Despite being the second highest revenue earner for the Northeast Frontier Railway (NFR), Dimapur railway station is losing opportunities to be developed to its expected level as no expansion of facilities can be undertaken. The fate of Dimapur railway station has been sealed and will eventually be reduced to an ordinary station under NFR as stations at Diphu, Lumding and Bokajan undergo vast improvement. Fuel prices hiked again DIMAPUR, APR 6 (NPN): There appears to be no respite in sight for the consumers as state-owned oil marketing companies (OMCs) once again increased the prices of petrol and diesel across the country on Wednesday by 80 paise a litre each. Following Wednesday’s rate revision, petrol in Dimapur was retailing at Rs. 107.46 per litre while diesel price rose to Rs. 93.73 per litre. In the state capital Kohima, prices of both petrol and diesel have climbed to Rs.108.57 per litre and Rs.94.62 per litre respectively.

(CPRO) Sabyasachi De in an exclusive interview with Nagaland Post. De revealed that out of the railways’ 53.806 hectares (Ha) of land in Nagaland, nearly 30.283 Ha have been illegally occupied. The CPRO disclosed that though NFR had approached the State government several times for assistance, no “appreciable” assistance had been received either in demarcation of

land or in removal of encroachments. He however still expressed hope that this issue would be suitably addressed in the coming days. He admitted that the NFR could not take any action for removing the squatters but can only file FIRs and bring it to the notice of the authorities in Nagaland. The CPRO also disclosed that the last eviction orders to the squatters were served on July 24, 2017,

while 20 cases were currently pending at courts. He also said that railway land had been systemically encroached since May 2008. The CPRO also mentioned that there were several sanctioned works ready for execution like upgrading Dimapur railway station into a world class station, upgrading goods area with yard remodelling for better service to passengers, doubling of Lumding-Furkating section,

etc. He said all the above mentioned developmental works sanctioned for Dimapur railway station could not be started on account of unavailability of land, unless this was resolved. It may be noted that many encroachers had even started construction of multi-story buildings within railway staff quarter area near the railway station here. In response to this, the CPRO said that NFR

authority had approached DC Dimapur seeking assistance in stopping such illegal constructions and even lodged FIRs. Surprisingly, it was also pointed out that a village council had even summoned NFR officials alleging that village land had been encroached by the railways. Russia warns states with consequences over UN vote on HRC

UNITED NATIONS, APR 6 (REUTERS): Russia has warned countries at the United Nations that a yes vote or abstention on a U.S. push to suspend Moscow from the Human Rights Council will be viewed as an “unfriendly gesture” with consequences for bilateral ties, according to a note seen by Reuters on Wednesday. The United States said on Monday it would seek Russia's suspension after Ukraine accused Russian troops of killing hundreds of civilians in the town of Bucha. The 193-member U.N. General Assembly in New York is due to vote on the measure on Thursday. A two-thirds majority of voting members- abstentions do not count- can suspend a country from the 47-member Geneva-based Human Rights Council for committing gross and systematic violations of human rights.

NPCC delegation meets Rahul; raises EVM issue HC closes case on Covid mandate DIMAPUR, APR 6 (NPN): Nagaland Pradesh Congress Committee (NPCC) delegation, which met former AICC president Rahul Gandhi in New Delhi on Wednesday reportedly raised the issue of EVMs. In a press release, NPCC president K Therie said that Rahul Gandhi assured to take up the issue with the appropriate authorities. missing EVMs are found in BJP leaders’ houses, cars, trucks, etc.,” Therie said and alleged that the purpose was to change EVM control units and to tamper with the EVMs. He said EVMs have derailed democratic election. Further, Therie described as “a betrayal” the ECI’s argument that EVMs were tamperproof and cannot be overwritten. He contended that mock demonstration itself was a proof that EVMs could be removed or reused. “EVM engineers are appointed by the EVM companies for all returning officers’ offices.

KOHIMA, APR 6 (NPN): Following the State government’s withdrawal of Covid restrictions from April 1, the Kohima Bench of Gauhati High Court has closed a case pertaining to challenging of a government order on vaccine, Covid-19 testing mandate and restrictions imposed on unvaccinated people during its final hearing on Wednesday. A Public Interest Litigation (PIL 7/2021) challenging the government order was filed by Vitho Zao, Tiatemsu Longchar, Kikrukhonuo Longchar and Rev Azahto Sema. They were represented (Cont’d on p-8)

by advocate Neiteo Koza, while the government was represented by advocate N Mozhui. The government had submitted a compliance order to the court during the hearing in which the counsel said all the prayers of the petitioners were answered after the latest government order, to which the counsel for the petitioners also agreed. The court, after having found that both the parties were satisfied, gave its judgement that the case would now remain closed in its entirety. Earlier, in the previous hearing, the government had assured the court that it would remove all mandates and restrictions.

Russia’s mission to the United Nations urged countries to “speak out against the anti-Russian resolution.” It was not immediately clear how many countries received the note. “It is worth mentioning that not only support for such an initiative, but also an equidistant position in the vote (abstention or non-participation) will be considered as an unfriendly gesture,” the note read. Russia is in its second year of a three-year term on the Human Rights Council. “Russia blatantly and openly threatening countries who vote to suspend them from the U.N. Human Rights Council is only further evidence that Russia needs to be suspended immediately from the U.N. Human Rights Council,” Olivia Dalton, spokesperson for the U.S. mission to the United Nations, said on Wednesday.

India logs 1,086 new Covid cases NEW DELHI, APR 6 (PTI): With 1,086 new coronavirus infections being reported in a single day, India's total tally of COVID-19 cases rose to 4,30,30,925 while the active cases dipped to 11,871, according to the Union Health Ministry data updated on Wednesday. The death toll climbed to 5,21,487 with 71 fresh fatalities, the data updated at 8 am stated. NPN adds: Nagaland on Wednesday recorded one fresh case in Dimapur, taking the total Covid-19 caseload to 35478. The death toll remained unchanged at 759 (including 4 non-Covid deaths but with positivity).

DIMAPUR, APR 6 (NPN): With financial cybercrime and frauds on the rise in the country and the state, the state government has alerted the public to cautious of the widespread operation of such cyber financial fraudsters, who were well organised and go through extra efforts to appear genuine and real to victims. S t a t e g o ve r n m e n t through DIPR informed that various sophisticated and complex methods and modus operandi were used by fraudsters and criminals to loot victims of their money. Citing some of the recent frauds unearthed in the country, the government

stated that in one such scam, cyber crooks were arrested from different parts of the country for duping thousands of people by creating a fake State Bank of India (SBI) app similar to the SBI Yono and duping people by making them download the app through Phishing (fraud emails/messages claiming to be genuine to steal personal information like password, bank details etc. or to install malwares) and then impersonating fake bank employees asking KYC update details. In another major scam called the 'Chinese app seams,' it stated that lakhs of Indians have been looted

of crores of rupees where victims were enticed with small returns/profit on investments made by them and then trust was gained of the victims. When the victims start investing more money, the fraudsters disappeared with the money. Attractive fake advertisements/publicity are generated like 'earn money sitting at home,' 'doubling income schemes,' 'crypto investment,' 'gaming applications investment' etc. One common feature of all these scams is that Chinese apps are used and Chinese nationals are involved. One example is the 'Power bank app' case where

lakhs of victims across India were looted of Rs. 300 crore. A power bank app listed in Google Play store projected itself as an Indian based company involved in quick charging technology and the company lured victims to invest their money on the pretext of doubling their money in a short time. Similar apps under different names like EZ money, EZ coin etc. have been used. The main handlers in many of the cases are based in China and the rackets are operated in a multi-layered fashion where the money goes through many agents, partners etc.

DIMAPUR, APR 6 (NPN): Foothill Ao Youth Organization (FAYO) has filed a police complaint against rampant extortion being carried out at the construction site located at Phuswu Khel, Nihoto road at Naga United Village. FAYO said that the same person who claimed to be from one NSCN group, had on three occasions extorted Rs.500 (March 18, 2022) Rs.5000 (March 19, 2022) and Rs. 2000 (March 25, 2022) from the construction site. FAYO claimed that not only the unabated extortion but threatening to take human life, has caused untold misery and fear of those at the site. Therefore, FAYO urged the authority concern to investigate the matter and book the culprit at the earliest, so that the citizens can live peacefully without any threat to their lives.

NEW DELHI, APR 6 (PTI): India ranks number 1 as per number of persons killed and ranks number 3 as per number of persons injured in road accidents, Gadkari added (Representational Picture) Road Transport and Highways Minister Nitin Gadkari on Wednesday raised concern over road accidents and said that India tops the world in terms of the number of persons killed in road accidents. that based on the latest issue of the World Road Statistics (WRS) 2018, brought out by the International Road Federation, Geneva, India ranks number 3 per number of accidents. And India

ranks number 1 per number of persons killed and ranks number 3 per number of persons injured in road accidents, Gadkari added. Moreover, the percentage of fatalities involving

road users between 18 to 45 years stood at 69.80 per cent for the year 2020, Parliament was informed. Replying to a separate question, he said a total of 22 greenfield highways (5 expressways comprising the length of 2,485 km with a cost of Rs 1,63,350 crore and 17 access-controlled highways comprising the length of 5,816 km with a cost of Rs. 1,92,876 crore) have been envisaged for development. Parliament sources said both - Lok Sabha and Rajya Sabha-- were likely to be adjourned sine die on Thursday. The Budget Session of Parliament began on January 31 and the first half ended on February 11 after the presentation of the Union Budget. Thereafter both houses of Parliament went into recess to examine the budget papers. The second half of the

Budget Session began on March 14. According to the original schedule, the session was to conclude on April 8. Besides budgetary process, key bills passed during the session include the Delhi Municipal Corporation (Amendment) Bill and the Criminal Procedure (Identification) Bill. Meanwhile, Parliament Wednesday passed the Criminal Procedure (Identification) Bill empowering police to obtain physical and biological samples of convicts and those accused of crimes. K Y M C

DIMAPUR, APR 6 (NPN): Discipleship Bible College (DBC) conducted its 39th convocation with executive secretary, Ao Baptist Arogo Mungdang (ABAM), Rev. Prof. Dr. Mar Pongener as guest speaker, here at the college campus on Wednesday. Addressing the gathering, Dr. Mar urged upon the graduating students to continue reading Bible as many students, he said, barred themselves from reading the Bible after completing their theological studies with the excuse that they were busy with their missions. He also encouraged the students to spend enough time in prayer as it would lead them to God. While maintaining that 100 graduating stu-

dents were graduating, he informed that the college was enlisting 100 men and women in the mighty register of the living God who were committed to go out to the world and serve Him. Highlighting the significance of the number 100 in the Bible, Dr. Mar cited the example of Abra-

ham who was 100 years old when Isaac was born. He urged upon the students not to forget the motto of the college, “To disciple the nation” and further reminded them that their mission outside the college would not be as what they expected as many challenges were lying ahead.

Dr. Mar encouraged the graduates to be grounded in the word of God as it was only through the power of the Word that one would be able to preach to the world. He congratulated all the graduating students and advised the parents and Churches to continue extending their support in

KOHIMA: Department of Sericulture has targeted 500 beneficiaries to be trained under “Scheme for capacity building in the Textile Sector (SCBTS)” with the objective to promote skill training and upgradation in spinning, reeling, and weaving.

Altogether, eight training centers have been identified with three in Dimapur, two in Kohima and one each in Mokokchung, Wokha and Kiphire. The first batch of trainees on spinning was launched on February 8 with a training duration of

one month. At present, nine batches would be trained with two in spinning and the rest in weaving. As per the project, the department stated that it would extend support to the trainees in both self-employment and job placement.

ity of introducing media fellowship to the small journalist community. Alice stated that such grants would provide learning opportunities for fellow journalists to experience socio-economic life and at the same time create an impact through storytelling by bringing desired changes related to the issues highlighted. Phom Monyu festival enters day two DIMAPUR: Advisor for Tourism, Art & Culture, H. Khehovi Sumi on Wednesday urged upon the members of Phom community to promote and preserve the rich culture and traditions of their ancestors in order to protect their identity. According to a DIPR report, he was speaking at the second day of Phom Monyu festival at local ground, Longleng as special guest.

Asserting that culture defined one’s identity, he exhorted the people not to observe the festival for celebration and merrymaking alone but also to promote their identity and educate the younger generation. While maintaining that every Naga tribe had its own festival, language and attire, the advisor said all the tribes were tied by Christianity. He said that Nagas were rich in culture, therefore, they had big prospective to promote tourism in the state. Promoting tourism through festivals would generate big income at

our door step and improve our economy, the advisor stated. He informed that the policy of the state government to organise mini hornbill festival at every district headquarter was not only to preserve the culture heritage of Nagas but also to promote tourism. In his welcome address, chief host, additional deputy commissioner (ADC) Tseminyu and Phom Gazette Officer’s Association president, Manpai Phom acknowledged the special guest for his support and guidance. Conveying Monyu greetings to all, he ex-

pressed gratitude to the state government for the idea of encouraging the age-old custom, tradition and culture by popularising major festivals of all tribes across all the districts of Nagaland. During the celebration, festival host, B.S. Nganlang Phom, MLA & chairman DPDB, Longleng said the festival blessing, solidarity speech was delivered by ENPO president Tsapikyu Sangtam and CKS president Nungsanglemba. The protection act and government’s directives are as follows: the government of Nagaland has adopted the Wildlife Protection Act 1972 with effect from December 18, 1981, under which hunting of wild animals/ birds within the territorial jurisdiction of Nagaland is strictly prohibited. Under the Act, only exceptions were vermin (eg. certain species of rats) or when permission

The Act also states that any person found guilty of an offense against the Act shall, on conviction be punishable with imprisonment or with a fine or both under section 51 of the said Act and the forest department, government of Nagaland issued Notification No.FOR-1/86 dated April 11, identifying the list of animals/ birds whose hunting is banned during the closed seasons. He also informed that the next six areas would be taken up for resolution by June or July. “The agreement is sealed and signed. There is a demand from the opposition par ties in Assam too to review the agreement. I have answered it in the (Assam) Assembly that these are land that belongs to India, as brothers and sisters we signed an agreement and have come to a closure so far to those six sites. So we should not reopen the issue,” Sarma said in reference to the signing of the MoU between him and his Meghalaya counterpart Conrad K Sangma in presence of Union Home Minister Amit Shah in New Delhi on March 29 last. “The Survey of India is working. I TA NAG A R , A P R 6 (PTI): Arunachal Pradesh on Wednesday reported just one new COVID-19 case, which pushed the tally in the northeastern state to 64,487, a senior health official said. The fresh infection was detected in Tawang district, State Surveillance Officer Dr Lobsang Jampa said. The death toll in the state remained at 296, as no new fatality due to the infection was recorded in the last 24 hours. Arunachal Pradesh had become COVID-free on March 27 as the active case count hit zero on that day. The state has amongst the least cases in India The northeastern state now has three active cases, while 64,188 people have recovered from the disease. The state has conducted over 12.69 lakh sample tests for COVID-19 so far, including 114, on Tuesday, Jampa said. State Immunisation Officer Dimong Padung said 16,66,220 people have been inoculated thus far.

NEW DELHI, APR 6 (PTI): Parliament passed a bill on Wednesday for the inclusion of the Darlong community as a sub-tribe of Kuki in the list of Scheduled Tribes of Tripura. Rajya Sabha passed the Constitution (Scheduled Tribes) Order (Amendment) Bill-2022 with a voice vote. Lok Sabha had cleared the bill on March 28. Speaking on the bill in the Upper House of Parliament, Minister of State for Tribal Affairs Renuka Saruta said the inclusion of the Darlong community as a sub-tribe of Kuki will give it an identity in the list of Scheduled Tribes of Tripura. Prof refers to ‘rape’ in Hindu myths, suspended by AMU ALIGARH (UP), APR 6 (PTI): Aligarh Muslim University on Wednesday suspended a professor who referred to examples of “rape” in Hindu mythology during a forensic science class, provoking accusations of hurting religious sentiments. According to AMU officials, Dr Jitendra Kumar, an assistant professor at AMU’s Jawaharlal Nehru Medical College, made the references to “rape” in mytholog y while conducting a class on medical jurisprudence. H e wa s s e r ve d a showcause notice asking him to explain within 24 hours why disciplinary action should not be taken against him. The university authorities also set up a two-member probe committee, but he was suspended pending the outcome of the inquiry, an official told PTI. This was because of the seriousness of the issue and preliminary evidence that indicated misconduct, the official said. After getting the n o t i c e, t h e p r o f e s s o r apologised. In a letter to AMU vice chancellor Tariq Mansoor on Wednesday, Kumar said, “My intention was not

to hurt religious sentiments of any particular religion and it was done only to highlight that rape has been a part of our society since long.” He said it was “an inadvertent mistake” and assured that “no such incident will occur in the future”. His lecture, which included a slide show, led to complaints that he had hurt the religious sentiments of students and staff members. A controversy erupted after someone posted a video clip of the lecture on social media. The AMU authorities acted after reporters approached them for comment on Wednesday. The AMU authorities initially issued a showcause notice on the recommendation of the dean of the faculty of medicine, Prof Rakesh Bhargava. “ Yo u d e l i b e r a t e ly and maliciously played a slide in the powerpoint (presentation) in the classroom under the heading Rape, so as to o u t r a ge t h e r e l i g i o u s feelings of a particular community,” the notice from AMU Registrar Abdul Hamid said, warning him of possible disciplinary action.

If India has chosen side, it is side of peace: Jaishankar on Ukraine NEW DELHI, APR 6 (PTI): Asserting that India is strongly against the Russia-Ukraine conflict, External Affairs Minister S Jaishankar on Wednesday said if New Delhi has chosen a side, it is the side of peace and for an immediate end to violence. Re plying to the discussion in Lok Sabha on the situation in Ukraine, Jaishankar said India was the first country to evacuate its citizens and “served as an inspiration” to others. He said India encourages talks between Ukraine and Russia, including at the level of their presidents, and asserted that if New Delhi can be of any assistance in this matter, it would be “glad to contribute”. India’s approach will be to promote dialogue to end the conflict, he said. Talking about the civilian killings in the Ukrainian city of Bucha, Jaishankar said India is “deeply disturbed” by the reports. “We strongly condemn the killings that have taken place there. This is an extremely serious matter and we support the call for an independent investigation,” he said. Jaishankar also said

MUMBAI, APR 6 (PTI): The first case of XE, a more transmissible COVID-19 variant, was detected in Mumbai on Wednesday, a civic health official said. A case of the Kappa variant was also detected during a sero survey, the official said, adding the results came in genome sequencing of 376 samples, the 11th batch of testing in the local genome sequencing lab.

As per the sur vey, Omicron variant was found in 228 out of 230 samples (99.13 per cent cases) from Mumbai, he said. The genome sequencing of 376 samples was conducted at the municipal Kasturba Hospital’s Genome Sequencing Lab. The condition of the patients infected with the new strains of the virus was

not serious, the official said. Mumbai on Tuesday reported 56 COVID-19 cases, which is a three-fold rise from the addition to the tally a day earlier, taking the infection count here 10,58,185, a civic official said. The death toll remained unchanged at 19,559, while the recovery count rose by 36 to touch 10,38,356, leaving the metropolis with

270 active cases. The official said the XE mutant appears to be 10 per cent more transmissible than the BA.2 sub-variant of Omicron. So far, BA.2 was deemed to be the most contagious of all the COVID-19 variants. The XE variant is a mutation of the BA.1 and BA.2 Omicron strains, referred to as a “recombinant”.

Rhetorical poll promises

W

henever elections are around the corner, the most talked about issue in Nagaland and perhaps even in Naga inhabited areas in Manipur is the Naga political issue and the expected solution to the several decades-old issue. Assembly elections in Nagaland are due sometime either in February end or March 2023. Expectedly, the Naga political issue continues to draw latitude. It may be recalled that in 1998, a simplistic rationale was that solution being more important than election, the government of India should postpone or extend the election so that solution to the Naga political issue was arrived at. In this regard, Nagaland Post in 1998 in its editorial titled ‘Solution not election’, pitched for solution even if that meant postponement for six months. After, all when all people have been crying for peace since the past several decades, what was the harm if election was postpone only for six months? Then chief minister S.C.Jamir countered, that there was no guarantee that solution can be achieved within six months or one year and for which elections, which are constitutional obligations, cannot be postponed indefinitely. Needless to say, the government of India also refused to commit on such an uncertain time table that would result in constitutional crisis. Again on 2003, the opponent of Jamir went as far as to boast that once they come to power, solution will be achieved within three months. Again, in the run up to the 2009 elections, the issue was about solution to the Naga political issue. The then ruling NPF promised to work for achieving solution and conveniently forgetting its promise of securing solution within three months on coming to power. Again in 2013, the NPF in its manifesto committed to gifting the people - if voted to power - a “political settlement” which is honourable and acceptable.” Having utilised the Naga political issue as a virtual signature tune, the regional parties-NPF and its offshoot the Nationalist Democratic Progressive Party(NDPP) led by former NPF chief minister Nephiu Rio –were in dilemma as the tribal hohos resolved for ‘Solution before election’ which meant the same as in 1998. Interestingly, the BJP, which was the alliance partner of NPF from 2003,2008 and 2013, was emboldened enough to reaffirm that it would contest and fulfil its constitutional obligation and so threw its slogan of ‘election for solution.’ The regional parties since 2003 have used the Naga political issue wholesale, as the fig leaf to prove their bona fide as pro-Naga and in turn, meaning that those who were against them were also against the Nagas. Perhaps people today realise that all the rhetoric and self-assertion since 2003 have been laid bare. On its part, the centre has also tried to squeeze some mileage out of the issue by promising pre-Christmas solutions. When Christmases and New Years passed, the promise continued with before assembly or Lok Sabha elections. Now that assembly election is scheduled in February-March 2023 will the promise be on solution before Christmas 2022 or before assembly election 2023 or Lok Sabha election 2024? This is a political issue even if people feel the need for socio-economic development and good governance. Sadly political parties are again pulling the wool over people’s eyes by focussing only on the political issue that is beyond their ability to fulfil.

The Cross is not the cross of a man, but the Cross of God, and it can never be fully comprehended through human experience. The Cross is God exhibiting His nature. It is the gate through which any and every individual can enter into oneness with God. But it is not a gate we pass right through; it is one where we abide in the life that is found there. The heart of salvation is the Cross of Christ. The reason salvation is so easy to obtain is that it cost God so much. The Cross was the place where God and sinful man merged with a tremendous collision and where the way to life was opened. But all the cost and pain of the collision was absorbed by the heart of God.

Of Naga Sovereignty, Yehzabo and Flag

he Naga Students Federation (NSF) hoisted the Naga National Flag at Parashen in Tseminyu district on March 22 last. It was to commemorate the first hoisting of the same in 1956 by Thongti Chang, Chief of the then Naga Home Guards. The Naga National Council (NNC) led by A.Z. Phizo also founded the Federal Gover nment of Nagaland (FGN) the same day. On that historic occasion, Thongti Chang read from the Scriptures: “Blessed is the nation whose God is the Lord. The people He has chosen as His own inheritance” (Psalm 33:12).This was followed by the first Kedhage (President), Khriesaneisa Seyie quoting: “But I say, have they not heard? Yes indeed, their sound has gone out to all the ends of the earth” (Romans 10:18). Ato Kilonser (Prime Minister) Wheha Rengma encouraged, “But seek first the kingdom of God and His righteousness…” (Matthew 6:33). Then the Angh (Governor) of Angami Region, Kruzhalie Peseyie assured “Who shall bring a charge against God’s elect? It is God Who justifies” (Romans 8:33). Finally, NNC President A.Z. Phizo perorated, “Not by might nor by power, but by my spirit, says the Lord of hosts.” (Zechariah 4:6). Naga National Flag The original Naga National Flag that was first hoisted at Parashen that of the then FGN which was rectangular with a Star of Bethlehem on left top, a rainbowlike curving from bottom left to top upper right in three colours with red on top yellow in middle and green just above a Red Cross on bottom right against a white background. The Star signifies the birth place of the Messiah while the Cross signifies the Crucifixion of Christ glorified by His Resur rection. Lathon

Now it seems that flags of NPGs have varied six-sided star on top left, same rainbow-like curving but no Cross against blue background and each one claiming theirs as the right flag. The picture which accompanied the news of NSF hoisting the Naga Flag was not very clear in the printing. The question here arises as to which version of the flag did the NSF hoist? The Naga people in general and more importantly the younger generations may like to know why the Cross has been removed and the five-pointed star substituted with a sixpointed star? Are we Jews to have a Star of David which is on Israel’s flag? There can only be one Naga National Flag. In any case, every sports team or various civic organizations and most institutions have their own flags and uniforms plus rules and regulations. As it is, the GoI has accepted in principle, the use of Naga Flag to flutter on significant historical days and on Naga customary institutions. But there can be only One Naga National Flag. No Sovereignty, No Integration Be that as it may, it is now accepted that where Govt. of India is concerned, there is neither question of Naga sovereignty nor territorial integration of contiguous Naga areas in Manipur, Assam and Arunachal Pradesh. However, Autonomous Regional Territorial Council is to be independently funded by Govt. of India. Regarding contiguous Naga areas in Myanmar, this will have to be pursued at the international level through diplomatic dialogue. The NSCN (IM) and all the seven Naga Political Groups (NPGs) have their own Yehzabo dif-

fering on some clauses. For Naga issue to be fully resolved all these groups have to sit together and sort out differences with the aim for consensus on Yehzabo and Flag. However, only with (independent) Sovereignty will Constitution and Flag assume their proper hierarchy. Nevertheless, they fully understand that whatever dispensations the Govt. of India will extend to the Naga people will be within the framework of the Indian Constitution. So, the backlash notwithstanding, Minister Temjen Imna Along Longkumer had declared no sovereignty, no integration emphasizing the position of Govt. of India (GoI), for ultimately truth will prevail. What is of immediate concern is that apparently a proposed Special Economic Development Zone (SEDZ) stretching from Peren to Mon districts to adjust fellow Nagas from Manipur, Assam and Arunachal Pradesh seems to be in the pipeline. The question here arises as to why such a proposal? Do our Naga brethren in neighbouring States not have their own land and other assets in their places of origin? There is no such conflict that our brethren in those States have to migrate conveniently into Nagaland State. As it is, we have enough migrants who are already benefitting from the facilities available. Besides, such adjustments will definitely be opposed by the Zeliangrong, Angami, Sema, Rengma Lotha, Ao and Konyak tribes whose ancestral lands would be affected perhaps NOT for the better. These areas are also potentially rich in petroleum, gas, coal, tea, forest, flora and fauna and other natural resources yet to be fully explored and economically exploited. Catch-22 In Reality All leaders from the public spectrum including Legislators in Nagaland

Assembly, the heads of NSCN (IM) and NNPGs, civil society organisation (CSOs), even some personalities, to cite a few, must now fully realize that it is high time to call a spade a spade. Some of them have been harping on clichés that are so worn out that the general common people are fed up of hearing them ad nauseam thus being misled and sometimes confused. Even the Naga People’s Movement for Human Rights could have expressed more concern based on its nomenclature. There also need not be any more negative comments on the 16-Point Agreement because we are all partaking of whatever benefits and facilities we can as the 16th State of Indian Union. As Abraham Lincoln (1809-1865), sixteenth President of the United States (1861-1865), although assassinated was known as the “Great Emancipator” of Negro slaves said, “You can fool some of the people all the time and all the people some of the time but you cannot fool all the people all the time.” Our United Democratic Alliance (UDA) a.k.a. Opposition-less Gover nment of Nagaland keeps reiterating its role as facilitator which is fine and has so far been encouraging. But for how long? To give it the benefit of doubt, let us understand that it is sincere in its intentions. The Government and its administrative machinery assisted by the Police Force and medical fraternity encouraged by the GoI has done as much as possible for the welfare of the people in all sectors as also during the menacing spread of the Covid-19 pandemic. It is only that due to various twists and turns in the Naga Saga, perhaps a sort of delaying tactics has become the norm and transparency the victim. Our Hon’ble Chief Minister Neiphiu

Rio has even contemplated general elections at this juncture. But why now since the ensuing general elections to the Legislative Assembly are just a year away and various entities are already preparing for it with slogans like “Clean Election Movement”? Moreover, veteran NPF leader Imkong L. Imchen has suggested President’s Rule (PR) but keeping the Legislative Assembly in suspended animation. PR can be extended every six months up to three years. Such views tend to suggest a motive to hold on to power directly or indirectly even indefinitely. This leads to the impression that perhaps this mandated Government of ours may be wary of all the irregularities/ anomalies in financial matters repeatedly pointed out by the Comptroller and Accountant General (CAG) in its Annual Reports not forgetting whatever salvoes the Nagaland Pradesh Congress Committee (NPCC) has been able to deliver. The Chief Minister who also holds the finance portfolio has announced Rs. 150 crore plus balance for FY 202223 but the overall deficit exceeds Rs 2,400 crores because of leftover deficits from previous financial years. Incidentally, most of the present Legislators were elected in previous terms also. Just in case, if a number of our present leaders were to be voted out of power perhaps they worry about becoming targets of the ED, CBI and NIA? Let us hope not. Meanwhile, let the Core Committee of UDA bring the representatives of NSCN(IM) and NPGs to arrive at a consensus regarding sor ting out whatever differences and conclude its facilitating process without delay so that our elected leaders can carry on their urgent day to day activities for their electorate and for which they have been entrusted. In the process

Govt. of India headed by Prime Minister Narendra Modi which has fast-forwarded Look East to Act East policy, and our Naga National leaders ink a historic solution which will be better than nothing pending further development and progress with peace as the security guarantee. Nevertheless, be not surprised if this expected inking may be delayed till after general elections to Nagaland Legislative Assembly in early 2023. Moreover, do not really be surprised if this hope is further extended till after the Lok Sabha elections in 2024. As the Scriptures reiterate, delays in expectations should not be construed as denials of prayer; it will depend on the overall India’s political scenario. Still, let us fervently pray for unity in the Naga family and have faith that the Prime Minister who expresses much affection in words and deeds for the North-East Region will press the Green Signal at the earliest. A Time for Everything Every day is today between yesterday and tomorrow and so is the focal time between the past and the future. Only we, the people at present can rectify the cons of the past and ensure the pros of the future provided we consider things honestly and armed with the confidence in courage of conviction go all out to voice our stand for better change and positive action in our daily lives and open a new frontier. For we shall reap whatever we sow. “All we can do is to be happy and do the best we can while we are still alive. All of us should eat and drink what we have worked for. he Lotha Baptist Churches Association, LBCA, was established at Okotso village in 1923 and has been in existence for the last 99 years. During its long existence, the LBCA has not had any serious confusion like the one that has been going on for last couple of years. The dissatisfaction within the church fraternity has a possibility to disintegrate the LBCA which will be an irreparable loss and misfortune for the Lotha tribe. Hence with the intention to prevent any split and to ensure unity and cohesion of the churches within the Lotha society, a LH Memorandum was issued, on the 18th March 2022., which sought to prevent any social upheaval within the society. The LH is fully aware of the fact of separation of the church and the state, which need to be upheld with mutual respect and transparent functioning of their respective roles. Hence on the pretext of separation of church and state the LBCA is not given the sanction or license to sow seeds of discord within the Lotha society, nor does it give permission to violate the Baptist Distinctive or its own Constitution/Sakhung. Also an organization, like the LBCA, having been registered under the Societies Act does not entail immunity from law nor the justification to abuse

its role. It is now known to most Lotha people that the erstwhile LBCA, led by Rev Dr. Nrio Lotha and Rev Dr L. Tsanso, has a syndicate within which all its authorities are confined. The erstwhile LBCA had violated at least 28 (twenty eight) Sakhung norms/ guidelines, as per Report of LH Fact Finding Committee on LBCA. It may also be apprised that the erstwhile LBCA has many Court cases ongoing, both in the High Court and in the Judicial Magistrate Court. The concerned District Administration has so far not been able to persuade the LBCA leaders to sit across table for amicable settlement. The Initiative to amicably settle the problems of discord within and without the LBCA, have been taken up by many, including the sitting Lotha Legislators (in co ordination with the District Administration and social organization), Eramoe Lanlyui den (Elder Moderators team), led by MLA Dr. Chumben Murry, the NBCC (entrusted by the High Court), many sub groups within the LBCA , Lotha Hoho etc; but to no avail; since the LBCA leaders refused to attend any meeting for negotiation for amicable settlement. However the LH, with the hope and expectation to settle the issues amicably, had convened a Consultative meet-

ing on the 28th of February, 2022, of Lotha Hoho and its frontal constituents across Nagaland, Lotha Women Hoho, Lotha Students’ union, Lotha youth Hoho, Lotha GBs Association, Wokha District Village Council Chairmen Association, Lotha Elder Theological intellectuals, Pastors of Lotha Baptist Churches, all Lotha Social organisations and LBCA. The LBCA representatives (Lotha Baptist Pastors Sanrhyu and Lotha Baptist Theological Association), were asked to attend the meeting; but the LBCA leaders did not allow its members to attend the meeting and hence no fruitful deliberation was done. A second Consultative meeting of all the parties mentioned above (para 2) was convened on the 18th of March, 2022; but the LBCA had refused to attend the Consultative meeting, yet again. Hence finding no opportunity to deliberate for amicable settlement; the house had no option but to adopt a joint resolution to let the LH issue a Memorandum; to reorganise the LBCA. The LH, in its Memorandum NO. LH/WKA/ EDN- SOCIAL/2019 dated 18th March 2022, on LBCA, had referred to Article 371A to highlight the provisions that any settlement of dispute; by local organization by way

of Naga Customary Practice is valid and not to be reviewed by the Court of Law. That the point No. 8 of the 16-point Agreement had recognized the local bodies such as Village and Tribal Council. This Agreement had necessitated the enactment of the Nagaland Village and Tribal Council Act 1978, amended up to 2011. Hence the LH has acted as per the provisions of this Act and Article 371A and the LH reaffirms its action. As is clearly evident by its content; the LH Memorandum had not dissolved the LBCA in its entirety, but the erring setup of the then Administrative body so as to prevent further discord within the Lotha Baptist churches. This LH claim is clearly testified by the installation of the Pro tem Team for an interim period of 6 (Six) months, for reorganizing the LBCA. The LH had sought to reorganize and streamline the LBCA setup so that the LBCA may function in accordance with its constitution/Sakhung, as it should. The work of reorganization has begun w.e.f. 18th March 2022, with the installation of a pro tem team of 9 (nine) members, followed by appointment and dedication of the top 6 (six) posts of LBCA, on 28th March 2022 at Kohima and then followed by selection and dedication of 42 (forty

two) Executive members at Okotso village on 5th April 2022; and thereby the work of reorganization is almost complete. Hence the claim of the Deputy Commissioner, Wokha, that the LH had dissolved the LBCA is incorrect and misleading. It may be stated that the concerned District Administration was unable to persuade the LBCA leaders for deliberation for amicable settlement of the imbroglio and hence , as is required, by the Nagaland Village and Tribal Council Act which states “… the apex tribal councils shall assist the state government and its various agencies in the maintenance of law and order in

the society, maintenance of peace and communal/ tribal harmony….”. the LH had no other option but to intervene by convening a Consultative meeting with all concerned organizations; and to issue a Memorandum, as per the joint resolution of the Consultative Meeting on 18th March 2022. It is therefore reiterated that the action of the Lotha Hoho is legitimate, and therefore need to be upheld by all concerned authorities including the Tribal Hohos of Nagaland. These potholes not only create traffic congestion but also lead to gross wastage of fuel. They also have an effect on the functioning of vehicles and tyres—and we all know that vehicle maintenance is difficult for many, with prices of all the commodities skyrocketing. Modi says it stands for ‘rashtra bhakti’, rivals for ‘parivar bhakti’

NEW DELHI, APR 6 (PTI): Asserting that the BJP stands for “rashtra bhakti” and its rivals for “parivar bhakti”, Prime Minister Narendra Modi said on Wednesday that people are gradually coming to the realisation that dynastic parties are the “biggest enemies” of democracy. Addressing BJP members on the party’s 42nd foundation day, he said dynastic parties are dedicated to further family rule and have little regard for constitutional norms and cover up corruption and misdeeds of each other even though they may be active in different states. In a reference to geo political developments due to the Russian invasion of Ukraine, he said India is acting by keeping its national interest supreme when the world is divided into two opposing poles. Targeting political rivals, he said when these parties active nationally or in states come to power, members of some families dominate from local bodies to Parliament and added that only the BJP has chal-

schemes without any discrimination and worked to take them to every beneficiary while previous dispensations were driven by vote bank politics in which some sections of society were made promises while larger sections ignored. The BJP succeeded in convincing people of the dangers of such an approach, he said. Discrimination and corruption were “side effects” of vote bank politics, he said, adding the government machinery now works to reach every intended beneficiary as part of its resolve for saturation coverage of welfare programmes. Any discrimination cannot stay in such a mechanism, he said, asserting these measures are the biggest instrument of social justice. For the BJP, he said “rajniti” (politics) and “rashtra niti” (policies for country’s welfare) cannot be separate. People have been voting the BJP to power due to its work without any discrimination, he said and referred to wide support it has received from Dalits and

backwards besides other sections of society. The prime minister especially cited the big support to the party from women voters in various elections, and said its policies to empower them and make their lives better with programmes targeted at their health and security have brought them at the forefront in the BJP’s support. The ongoing programmes to mark the 75th anniversary of India’s Independence and the “rapidly changing” global order which has presented the country with new opportunities makes the ruling party’s foundation day “very important”, he said and also cited the BJP’s poll success in retaining power in four states as another key marker along with it becoming the first party in three decades to have 100 members in the Rajya Sabha. A BJP member is representative of the country’s dreams and resolve, the prime minister said, adding this is an era of social justice, harmony, self reliance and taking “local (products) to global” stage.

In a 8.43-minute video clip released by the terror outfit online, and verified by the American SITE Intelligence Group, Zawahiri also showered praises on Karnataka college student Muskan Khan for confronting a group of students opposing hijab in her college in early February. In the Arabic video clip, with English subtitles provided by SITE Intelligence Group that tracks online activity of white supremacist and jihadist organisations, Zawahiri also reads out a poem which he says he wrote for “our Mujahid sister” and for her “brave feat”. “May Allah reward her for exposing the reality of Hindu India and the deception of its pagan democracy,” the Al-Qaeda chief said in the video, also ending speculations about his death due to natural causes. 87 civilians, 99 security personnel ‘Current geopolitical situation highlights need for indigenisation’ killed in J&K since Art 370 scrapped NEW DELHI, APR 6 (PTI): As many as 87 civilians and 99 security personnel have been killed in Jammu and Kashmir since the abrogation of Article 370 on August 5, 2019, as compared to 177 civilians and 406 security personnel in the previous five years, Union Minister of State for Home Nityanand Rai informed the Rajya Sabha. The minister said the central government has a policy of zero tolerance against terrorism and there has been a substantial decline in terrorist attacks from 417 in 2018 to 255 in 2019, 244 in 2020 and 229 in 2021. As many as 177 civilians and 406 security personnel were killed from May 2014 to August 4, 2019 in Jammu and Kashmir, while 87 civilians and

99 security personnel were killed from August 5, 2019 to November 2021, he said in a written reply to a question. “A robust security and intelligence grid is in place to prevent any terrorist attack. In addition, day and night area domination, round the clock checking at Nakas, patrolling and proactive operations against terrorists are being carried out,” he said. Replying to another question, the minister said the Jammu and Kashmir government has reported having received proposals for investments worth approximately Rs 51,000 crore since the abrogation of Article 370. He said the union government has notified the new central sector scheme

for industrial development of the Union Territory of Jammu and Kashmir announced on February 19, 2021 to attract capital investment, with a financial outlay of Rs 28,400 crore (upto the year 2037). In a gazette notification no 2274/10 issued on Tuesday night, the president said he has withdrawn the emergency rule ordinance which gave security forces sweeping powers to curb any disturbance in the country. President Rajapaksa has declared a public emergency on April 1 amid a spate of protests over the worst economic crisis in the country. The emergency was

imposed because of the mass scale protests planned for April 3 against the current economic hardships faced by the people. Later, the government imposed an island-wide curfew. Protests continued despite curfew and the state of emergency with senior ruling party figures having their homes surrounded by angry protesters who urged the government for solutions to the economic crisis. Several people were injured and vehicles were set on fire as the agitation turned violent. Police fired tear gas and water cannons at the protesters after they pulled down a steel barricade placed near the

president’s residence. Following the incident, several people were arrested and a curfew was briefly imposed in most parts of Colombo city.
