Centre ‘testing patience’ on Dimapur to have parking complex by 2022 tribunals, SC warns of contempt

DIMAPUR, SEP 6 (NPN): Dimapur city faces huge problem for vehicle parking in the heart of the city shopping zones such as NL Road, GS Road and the entire stretch from NL Road-Circular Road junction to Dhobinalla. In order to solve vehicle parking problems, the Shopping Mall-CumParking Complex in New Market was mooted and was eventually provided sanction by the Centre in 2008. Construction started in 2009 but came to an abrupt halt after the contractor abandoned the project midway sometime in 2013. In an exclusive interview to Nagaland Post, Executive Engineer under Urban Development Department Er. Ketouzo disclosed that the Centre had accorded sanction to the project estimated at Rs.22.3 crore in 2008. He said work was awarded to

M/S Vascon and construction work for the project began in 2009. He said the work was scheduled to be completed in 36 months or three years (i.e.2012). However, he said the company abandoned work after four years (2013) as it apparently faced financial crunch. Er. Ketouzo also

said the department had at several times, asked the company to complete the project. As the project remained in limbo, Er. Ketouzo said after a gap of five years, it was re-retendered. He attributed the time lag of five years to procedural requirement since the department had to proceed

as per terms and agreement of the contract order. He mentioned that cancelling the contract and floating a new tender also took additional time. He said the project was then awarded to M/s Golden Traders at a revised cost of Rs 14.35 crore. When contacted, engineer in-charge M/s Golden

Traders said the company took over the project in 2019 and it was likely to complete the works by March 2022. He said the project would have been completed earlier had it not been for the Covid-induced lockdown. He was also apprehensive that in the event of another lockdown, completion of the work could take more time. Er. Ketouzo, when asked why the project was not completed by the first contractor even after four years, cited several reasons. One of them being location of the project in one of the busiest parts of the city which hampered work. In addition, he said rampant encroachment had also hampered work. On reports about litigation filed by the first contractor over alleged non-payment of bills, Ketouzo clarified that there was no court case as the department had cleared all dues.

NEW DELHI, SEP 6 (AGENCIES): Supreme Court on Monday rapped the government over a large number of vacancies in tribunals, or quasi-judicial bodies, across the country. Chief Justice NV Ramana said “we feel the government has no respect for this court” and warned “you (the government) are testing our patience”. The court issued a notice to the government, giving it a week to make the appointments. Further hearings on this matter will be on September 13. Asserting that it did not want any confrontation with the government, a special three-judge bench headed by Chief Justice N V Ramana said, “It is clear that you don’t want to respect the judgments of this court. Now we have the option to stay the Tribunal Reforms Act or close down tribunals or we ourselves appoint the people or the next (Cont’d on p-8) option is initiate contempt

The court’s irritation was linked to the Solicitor General saying that the Finance Ministry had said a decision on appointments would be taken in two months. “But there are vacan-

cies pending for two years. Why have you not made appointments yet? You are weakening the tribunals by not making appointments,” Justice L Nageswara Rao said. The court expressed displeasure over the Tribunal Reforms Act and referred to a “pattern”. “We strike down one act and a new one comes... has become a pattern,” Justice DY Chandrachud said. “We can’t give credence to new legislations when earlier instructions are not being paid heed to... We hope you (the Solicitor General) are not telling the government to make legislations one after the other... Maybe bureaucrats do that... but we are very upset,” the court stressed. The notice was issued by a three-member bench - Chief Justice Ramana, Justice DY Chandrachud and Justice Rao - on a plea by Congress Rajya Sabha MP Jairam Ramesh.

NFHRCC meet to discuss plans for indefinite protest DIMAPUR, SEP 6 (NPN): Nagaland Foothill Road Coordination Committee (NFHRCC) has reminded that a follow up consultative meeting would be held on September 7, 2021 at 3 p.m. at its base office, Kher Mahal, Dimapur. In a press release, NFHRCC convenor Supu Jamir, general secretary W.Lemba Chang and assistant general secretary Chenithung Humtsoe informed that the meeting would work out steps on the proposed indefinite agitation, which would commence September 13 onwards, in the event the state government failed to comply with its assurance. The committee has invited all the stakeholders including the individual

Oil Palm: CMs of NE urged to withdraw NMEO-OP DIMAPUR, SEP 6 (NPN): Eastern Himalayan Youth Coordinating Committee on Climate Change (EHYCCoCC) has urged the chief ministers of the North Eastern states to stop and withdraw the proposed Palm Oil plantation in all the North Eastern states under the National Mission on Edible Oil - Oil Palm (NMEO-OP). In a representation to the chief ministers of the North Eastern states, the committee requested the states to withdraw all the laws passed by the respective

legislative assemblies with regard to palm oil plantations and urged the chief ministers to encourage farmers to produce large scale vegetable oil by planting and producing mustard oil. The committee reminded that large scale forest areas had already disappeared due to construction of mega dams, mining, oil exploration, expansion of highways, etc. giving serious negative impact on the people, environment, animals, flora and fauna, etc. “Yet another project of destruction is observed to have

been proposed and approved by the Prime Minister for the large scale Plantation of Palm Trees for the production of Palm Oil in the region which is yet another doom proposal for the people of North East under NMEO-OP,” it added. The forum reminded that the world witnessed the negative impact of palm tree plantation and learning from the same, the Sri Lankan government totally banned the plantation of palm oil trees and also import and export. It said that large scale negative impact of palm

oil plantation was already witnessed in Malaysia, Indonesia, Colombia and others. However, they said the proposal of Prime Minister for large scale plantation of palm oil trees across the region was not a people friendly and environment friendly step. DIMAPUR: The monthly meeting of the Peren district planning & development board (DPDB) was held on September 6 at the conference hall of the deputy commissioner (DC) Peren under the chairmanship of additional deputy commissioner (ADC) Peren, K. Mhathung Tsanglao. According to a DIPR report, the DPDB members discussed maintenance and widening of road between Peren town and New Peren district headquarter.

In this regard, the house approved and decided to forward the matter to higher ups for necessary action. Proposal for setting up of sericulture institute at Jalukie was also discussed where the board decided to request district sericulture officer Peren, to carry out certain formalities before forwarding to the higher ups. The agenda on inter departmental tournament, 2021 was also discussed where it was decided to

organise in the month of October/November if situation and time permitted. District planning officer (DPO), N. Likao Kikon informed the house that on September 16, workshop on STG would also be held. In this regard, he requested the concerned members to attend the programme. Meanwhile, a short presentation on village poverty reduction plan under gram panchayat development plan was also presented by ADPM (DMMU), Ruuvilie Kotsu. For the next DPDB meeting, ADC Peren entrusted the department of land resources to present a PowerPoint presentation of their departmental activities. Earlier, ADC welcomed the members followed with introduction from new members present and the meeting culminated with the vote of thanks by the ADC.

LMRPO convenes meeting: Lotha Middle Range Public Organisation has convened a meeting at Sania town hall on September 10, 10 a.m. onwards. The meeting would deliberate demand for Bhandari district thereafter a resolution to be submitted to state government for initiation. Any claims/objections to the draft list should be made on or before September 17. NSLSA clarifies on Lok Adalat date: Nagaland State Legal Services Authority has clarified that the 3rd quarterly national lok adalat (people’s courts) sitting would be organised on September 11 and not as rendered earlier. NSLSA has expressed regret for the error. DDTDWTU informs: Advisors of Dimapur District Truck Drivers Welfare Trade Union (DDTDWTU) informed that an emergency meeting has been convened on September 11, 10 a.m., at its office. All members have been directed to attend the meeting.

RALH seeks compensation for drought affected farmers dependent on paddy harvest for its survival besides educational expenses of their children. RALH asked the department that due compensation be given to all affected families since “not a single family could cultivate

paddies or other essential food crops” due to scanty monsoon rain this year. It has, therefore, appealed to the responsible department that modern agricultural related infrastructure and technology be provided at the affected areas.

Nagaland University celebrates 28th foundation day DIMAPUR: Nagaland University (NU) celebrated its 28th foundation day on September 6 at its headquarters Lumami. The programme was chaired by assistant professor, department of anthropology Dr. Maibam Radharani Devi. In a press release, NU PRO, Peter Ki informed that while speaking at the programme, vice-chancellor, professor P. Lal pointed out that the foundation stone of the university was laid by late prime minister Rajiv Gandhi on October 5, 1987 and the university was ultimately set up on September 6, 1994. He added that on September 6, 1997, seven academic departments were inaugurated in Lumami by

late Hokishe Sema. While appreciating the minds that contributed to the growth of the university, Prof. Lal asserted that a clear vision was required to take the university forward. Stating that no one lost the zeal in making the university’s presence felt in the national scenario, he exhorted the staff of the lone central university to hold the torch to show light for other institutions in providing service to society. To enhance human resource capability of the department, Neidilhou said the department had a training division to train statistics officers on various statistical topics and innovative programmes were being initiated to improve credibility of the department in providing

Asserting that E&S department was nodal department of statistics in the state, he stressed on the need to work cohesively to deliver goods and execute the responsibilities in an effective manner. The HoD urged statistical staff to take advantage of the training to equip themselves with collection and identification of different data as it would be more elaborate including theoretical and practical sessions and discussion hours.

DIMAPUR: District level workshop on building capacities to take forward sustainable development goals (SDGs), was held on September 6 at the conference hall of the deputy commissioner (DC), Longleng. The programme was chaired by district planning officer, Longei Phom. According to a DIPR report, during the first technical session, SDG officer, SDG coordination centre, planning & coordination department, Abilo Humtsoe talked on on SDG localisation and integration with a focus on Longleng district. She shared about the national, state and district level institutional mechanism and strategy for SDG implementation, district indicator framework for monitoring SDGs and way forward. She also highlighted those indicators (as part of the North East Region SDG Index – baseline re-

port 2021-22) which required improvement in Longleng district. Protests against ‘peace accord’ in Diphu

DIPHU, SEP 6: Day after the signing of the tripartite peace accord among six armed organisations of Karbi Anglong with the Centre and the Assam government, more than 24 social organisations in Diphu on Sunday opposed the accord stating “it as ineffectual and of no use”. Some of the activists staged a protest by blocking traffic by burning tires near the district BJP office. Meanwhile, according to Diphu police, some members, who planned a protest rally on Monday afternoon have been prevented by the authority and one of their activists, Avinash Ronghang has been booked under various sections of ‘Prevention of Damage to Public Property’ act. A case has been registered at Diphu police station against Ronghang, police said. Releasing the books, Arunachal Pradesh chief minister Pema Khandu said, “Saving language is preserving our culture and roots. Our root should not be forgotten and our unique identity should be kept alive.” According to NE Now reports, the textbooks of eight dialects include Nyishi, Wancho, Galo, Tagin, Kaman, Taraon, Idu and Tangsa. These will be used as third-language textbooks in upper primary schools from the next academic year. “Most of our younger generation do not speak their mother tongue even at home. Having a local dialect textbook will not only help these children to learn their dialect but also to preserve it. If we do not preserve it, who will?” said Arunachal Pradesh chief minister. DHUBRI, SEP 6 (PTI): Police have arrested two more officials of the Panchayat and Rural Department for allegedly siphoning off development funds to the tune of Rs 52.72 lakh. Altogether, four people have been apprehended in connection with the scam pertaining to the department under Gauripur Development Block in Assam’s Dhubri district. Gauripur Block Development Officer (BDO) Khabir Uddin Ahmed and the accountant of the same block, Akhirul Islam, were held on Sunday. Earlier, two accredited engineers, Saddam Hussain and Abdullah Al-Masud Mollah, were arrested from a remote location of West Bengal on August 26, police said. A case was registered against the two engineers and a contractor, Jahidul Hoque, on July 8.

GUWAHATI, SEPT 6 (PTI): The Congress on Monday demanded that the Assam government should announce a relief package for employees of the two defunct paper mills of the Hindustan Paper Corporation Limited (HPCL). Addressing a press conference here, Congress MP Pradyut Bordoloi, who has been appointed as the chairman of the party’s Redressal Committee for HPCL employees, said, the liquidator through a notice on September 3 has directed 900 employees to vacate their quarters within 15 days which is “utterly inhuman, ridiculous, preposterous and devoid of any compassionate reasoning’’. The state government should show solidarity with the employees and come out with a relief package, including revival of the closed mills and payment

of all dues to the employees, the MP said. Assam Pradesh Congress Committee (APCC) president Bhupen Kumar Borah had constituted an Employees’ Redressal Committee on September 4 to look into the matters of the Nagaon and Cachar paper mills of the Hindusthan Petroleum Corporation Limited (HPCL). Cherishterfield Thangkhiew, the founding member of the outlawed Hynniewtrep National Liberation Council (HNLC), was killed in police firing on August 13 last during a raid on his residence at Mawlai Kynton Massar. The group has been seeking the suspension of Director General of Police R. Chandranathan, East Jaintia Hills SP Jagpal Singh Dhanoa and SP (Traffic) Shailendra Bamaniya for their alleged role in the “fake encounter” of Thangkhiew. “We will seek an appointment with chief minister and will hand over these knives to him or to any cabinet rank minister. IMPHAL, SEP 6: Manipur chief minister N Biren Singh was on Monday shown black flags by some tribal students bodies during his visit to Churachandpur district. The chief minister, was on his way to district headquarters to launch phase-2 of his government’s ‘Go to Hills”, when a large number of people, mostly youths said to be student activists, greeted the chief minister with black flags. The protestors stood in row on both sides of the road from Sielmat Bridge to Bijang with black flags and placards in protest against non-passing of Hills Areas Committee (HAC) Bill2021 and recent induction of eight MLAs from valley Assembly constituencies in the Hills Areas Committee of the state Assembly. “Article 371(C) is the ambassador for the hills and valleys relationship, honour it” read a giant banner displayed by the protesters. India administering 1.25 cr Covid vax daily: PM

SHIMLA, SEP 6 (PTI): Prime Minister Narendra Modi on Monday said India is administering a record 1.25 crore Covid vaccine shots every day, stressing that this figure is higher than the entire population of several countries. Addressing the people of Himachal Pradesh virtually on achieving the target of administering the first dose of Covid vaccine to all eligible people, Modi said as many as 70 crore vaccines have been administered so far in the country. At the same time, Modi said, we should not forget the mantra of “Davai Bhi, Karai Bhi’ (get vaccinated, strictly follow Covid protocols).’ “India is creating a record by administering 1.25 crore vaccines every day. The doctor told Modi that he was from Kutch district in Gujarat, the home state of the prime minister, and chose to work in Himachal Pradesh. He also said that he and his team used to walk on foot for several hours to vaccinate as many people as they could. The prime minister appreciated health worker Karmo Devi from Una for vaccinating people despite having a fractured leg. Devi told Modi that she has so far administered 22,500 vaccines. Meanwhile, Nawang Upashak from Lahaul-Spiti told Modi that the Atal Tunnel had given a boost to the tourism sector in the tribal district and between 700-800 local residents have sought the authority’s approval to open homestays.

On Tuesday last, the MEA said Indian envoy to Qatar Deepak Mittal had met Sher Mohammad Abbas Stanekzai, the head of the Taliban’s Political Office in Doha, at the request of the group. In the meeting, Mittal conveyed to Stanekzai that Afghanistan’s soil should not be used for anti-Indian activities and terrorism. It was the first publicly acknowledged formal diplomatic engagement that came two weeks after the Taliban seized control of Afghanistan.

George, who met the media here, said the samples of seven people among the 20 high-risk contacts of the child have been sent to the Pune NIV for testing. The child succumbed to Nipah virus early Sunday morning. “The most important job is to strengthen contact tracing. We are giving special training to our field workers. It is equally important to find the source of infection. Whether this child is the first to get infected or from where this child was infected. We traced 188 contacts yesterday. There can be more contacts. We are

trying to locate everyone,” she said. She said there are chances of an increase in the number of contacts as the parents have taken the child to a clinic first, then to a private hospital, then to the medical college and from there to another private hospital. “Samples of seven among the 20 high-risk contacts of the child have been sent to the Pune NIV. We are expecting the results to come today. We have also sought the help of NIV Bhopal. The Pune NIV will set up a testing facility at Kozhikode medical college today which will help us in getting the results faster,” she said.

Centre issues SOPs on investigating public servants NEW DELHI, SEP 6 (PTI): Centre has issued standard operating procedures (SOPs) for police officers to seek mandatory prior approval before conducting any investigation against allegedly corrupt public servants, according to a Personnel Ministry order. An amendment carried out in the over 30-year-old Prevention of Corruption (PC) Act, 1988 in July 2018 bars a police officer from conducting any enquiry or inquiry or investigation into any offence alleged to have been committed by a public servant without the previous approval of the authorities. The SOPs were issued to standardize and operationalise procedures with a view to achieving uniform and effective implementation for prior approval processes, more than three years after the amendments came into force. They provide for stage-

wise processing of information received by a police officer, specify the rank of the police officer to seek prior approval and lay down a single-window procedure for it among others, said the order issued to secretaries of the central and state government departments. All administrative authorities, including ministries and departments of the central and the state governments, besides the investigating agencies, have been asked to ensure strict compliance of the SOPs, it said. The SOPs have been shared with the director of the Central Bureau of Investigation (CBI) with the request that all field units may kindly be apprised of these SOPs for strict compliance, and also with the Central Vigilance Commission (CVC). The SOPs make it mandatory for a police officer to verify whether the

information received by him pertains to the allegation of the commission of an offence by a public servant or whether it contains information to identify the public servant(s) against whom the offence has been alleged. It also makes it mandatory for them to specify act(s) of commission or omission attributable to such public servant(s) and whether such act(s) are relatable to the official function or duty discharged by such public servant(s) specific to the office/post held at the time of commission of the alleged offence. The police officer in receipt of an information shall place the matter before the police officer of appropriate rank for seeking previous approval, it said. The SOPs have specified the police officer of appropriate rank who shall make a proposal to the appropriate government/au-

thority in respect of a person who is or has been a public servant, said the order. The police officer of appropriate rank shall decide upon whether the information received merits to be enquired or inquired into or investigated, it said. Enquiry for the purposes of these SOPs means any action taken for verifying as to whether the information pertains to the commission of an offence, the order clarified. A director general (DG) or DG-equivalent police officer has been specified in the SOPs to seek prior approvals for Union ministers, Members of Parliament, ministers of state governments, members of state legislature, judge of the Supreme Court and high court, and chairpersons or managing directors of public sector enterprises (both central and state) and public sector banks (board-level).

The Personnel Ministry has also shared a checklist for police officers for processing cases of prior approvals, said the ministry’s order. The police officer will have to enclose a copy of the complaint if the request seeking approval against an allegedly corrupt officer is based on it. They would also have to enclose an authenticated translation in case the original complaint has been made in a vernacular language, it said. They will have to furnish details whether the complaint prima facie reveals deriving of an undue advantage by a public servant for self or any other person, information in respect of bribe giver and details of the recommendation made or decision taken by a public servant, which is relatable to the offence alleged against the public servant, according to the order.

Variable lens on education

M

uch has been said about the new National Education Policy(NDP)2000 unveiled by the government of India after a gap of over thirty years. The NEP seeks to make education into an inclusive framework focusing on the elementary-level of education to higher education in the country. It also seeks to transform the education sector in the country as it focuses on making education accessible, equitable and inclusive. The NEP, in short is about promoting quality through quantity. On Teacher’s Day celebration in Kohima, adviser school education K.T.Sukhalu reiterated the basic objective of the NEP and also urged upon teachers to participate in the National Initiative for School Heads’ and Teachers’ Holistic Advancement (NISHTHA) programme to upgrade their skills. Though government policies are packaged to suit political vision more than educational vision; yet the fact remains that there is financial back up to push them through to be credited. With economic growth and globalization, there are debates brewing on how to improve the quality of higher education. Education programs focus on bettering student achievements, career orientation, improving education quality, professional development and innovation. The exercise for the NEP began way back in 2017 and the exercise hasn’t been tested for the required duration but obviously, the objective is to do away with the post-independent liberal concept. Since it is still quite early to judge the NEP on its merits what however is undeniable is that it has overly optimistic expectations. Any political effort seeks to glorify those in power and so due to over optimism there is and under estimation of cost and time for a policy to be implemented. The implementation is expected like a cap expected to fit all. This arises when such ideologically inclined policies are tailor made to fit all irrespective of their constraints. The other drawback of the NEP is of inadequate collaborative policymaking which is glaring due to lack of collaboration with all the stakeholders. As pointed out, the NEP carries the baggage of the vagaries of political cycle. The policy makers or political ideologues concentrate on short-term results as they are disinclined to get tagged for failure but inclined to claim credit more for legislation than on implementation. Whatever be the content of the NEP 2020, in the end it all boils down to the implementation. It is an accepted fact that genuine improvements in pedagogy will only come when teaching is no longer seen simply as a matter of technique or performance or planning or even design, but rather as a matter of equity and the well-rounded development of the products that eventually come out of colleges and universities. The world today is churning with new ideas, processes and products coming out almost everyday. The ability to remain relevant and march ahead is only through innovation. Any serious minded and genuine teacher, totally committed to teaching understands the value of metacognition. The approach to improvement in teaching depends largely on inclination of individual faculty members, supplemented, in some instances, with financial rewards for results. Perhaps innovation, metacognition and merit do fall in line when it comes to achieving the objective of quality education.

We have nothing to do with the outflow— “This is the work of God, that you believe…” (John 6:29). God rarely allows a person to see how great a blessing he is to others. A river is victoriously persistent, overcoming all barriers. For a while it goes steadily on its course, but then comes to an obstacle. And for a while it is blocked, yet it soon makes a pathway around the obstacle. Or a river will drop out of sight for miles, only later to emerge again even broader and greater than ever. Do you see God using the lives of others, but an obstacle has come into your life and you do not seem to be of any use to God? Then keep paying attention to the Source, and God will either take you around the obstacle or remove it. The river of the Spirit of God overcomes all obstacles. Never focus your eyes on the obstacle or the difficulty. The obstacle will be a matter of total indifference to the river that will flow steadily through you if you will simply remember to stay focused on the Source. Never allow anything to come between you and Jesus Christ— not emotion nor experience— nothing must keep you from the one great sovereign Source. Think of the healing and far-reaching rivers developing and nourishing themselves in our souls! God has been opening up wonderful truths to our minds, and every point He has opened up is another indication of the wider power of the river that He will flow through us. If you believe in Jesus, you will find that God has developed and nourished in you mighty, rushing rivers of blessing for others.

Brief history of Pochury Black Day (6th September)

T

he NNC leadership, at one of its meeting held at Washelo in May 1960, had resolved to flush the Indians armed force out of Naga territory. To achieve this goal, the Naga Army attacked the 14th Assam Rifle outpost at Thuda (Phor Village) in Pochury area. The attack was undertaken by the Eastern Command 1st Brigade under the command of Major General Zuheto, along with the then 4th Battalion of Pochury region under the command of Lt. Colonel Thorpa. The monsoon was at its height during the time and the major rivers like Tizu, Lanye and Thethsϋ were in full spate. The attack was launched on 14th August 1960 after destroying all the six bridges on all the rivers. This was done to stop reinforcement from reaching the besieged army post. As the attack continued into the third day, ammunitions on both sides were running short and, on several occasions, the Indian Air Force plane tried to drop relief materials and ammunitions but were prevented by the Naga Army. At the same time the Indian Air Force jet fighter strafe the attacker’s position. An Indian transport plane bearing No. DC-3, HJ233 (Dakota) trying to drop relief materials and ammunitions to the besieged post was shot down by the Naga

Army on 4th day of the siege and crash landed at Zathsü, a paddy field of Meluri Village. In fact, this was the first plane ever shot down by the Naga Army in the history of Naga Struggle for sovereignty. The Naga Army captured four (4) of its pilot and five (5) crew members. The captured Flight officers were Capt. Anand Sinha, Flight Officer R.E Rapheal, and Sgt. J.C Chowdury. This led to a heavy army operation in Pochury area by the Indian Army, who were in the mission to search and rescue the captured airmen- none of whom were ever tortured but were later set free through the Indian Red Cross Society. In the process of the Army operations to rescue the airmen many villages were burnt down and untold atrocities and tortures were inflicted upon the villagers. On 1st September 1960, 6(six) villagers from Phor village were tortured to death. Their names are as follows; 1. Lt. Türachu, Village chief 2. Lt. Yutsüchu, Pastor 3. Lt. Chupüchu, DB 4. Lt. Yitüchu, GB 5. Lt. Türüchu, GB 6. Lt. Müghazu, GB Again on September 3, 1960 another 3 (three) villagers from Yisi Village were beaten to death, their name are as follows:

1. Lt. Mazu, GB 2. Lt. Throchu 3. Lt. Mazu RP Two villagers from Mokie Village also beaten to death their Names are as follows: 1. Lt.Yichühu 2. Lt. Nyupuchu In Laruri village, Lt. Lingsang was buried alive after severe beating. Lt. Nyukhrüsüh and Lt. Rhorüpa of Meluri village were beaten severely after which, their heads were chopped off. Two villages namely Tsiküzo and Küluopfü, were abandoned due to tortures humiliations meted out by the Indian army. On 6th September 1960, the 16th Punjab regiment posted at Kangjang village reached Matikhrü village around 10 am. The entire village was encircled in three rings and all villagers were ordered to gather in one place. Men-folks were separated from women and children. All the men were made to keep jumping and sit-ups, for more than 5 hours in the scorching sun, naked. Any signs of tiredness were with kicks and hits with rifle butts. Then just before sun-set, the Indian Army not satisfied with the punishment meted out to the villagers, rounded them up inside the village chief ’s house and were forced to sit head down like lamb being

Zasituo, traveling pastor, was also found almost dead with multiple injuries on the chest and neck. Not long after, he died. Then the horrified women and children with no means simply covered the death bodies with mud and left for the jungles fearing the Indian army might turn up any time. For days together, the survivors wandered in deep jungle without proper food

and shelter. The wild berries and fruits of the jungle were their only food and means of glorious sacrifice made by their menfolk’s. In extreme condition of hardships and difficulty, many more precious lives were lost. The Naga Army then came to their rescue. They were given food, shelter and protection. Even today, the nightmares and tragedy of the incident still remains fresh in the mind of the survivors. In this long dispersion and exodus, the survivors entered Burma and stayed with the Naga Army in their camp at Sathi where Gavin Young of London Observer met them in the later part of 1961. In his book “Indo-Naga War”, he has written in page 29-30 that when he met the survivors; there were only a pathetic thirty people. They spent their life in the wilderness for two and half years. In 1963, village re-establishment took place but normal lives could not be restored for many years. The people of Pochury then observe 6th September as “BLACK DAY” in memory of all those who suffered and laid down their lives for the greater glory and freedom of the Naga.Iit is a day of sadness and a day to acknowledge the sacrifices made by the martyrs. Lastly, the RPP is perturbed and aghast as to why you should be worried as to whom credit will go to after the NSSB is operational-

ized. The RPP is simply facilitating good governance with a heart and a burden for the younger generation. An enlightened man like you should not worry too much about temporal matters such as fame and credit which are but like wisps of air. If at all, the credit for the formation of NSSB will go to ACAUT, PSAN, NSF and the state government. However, with regard to operationalization of NSSB, the Hon’ble HC is the final say, and it is not proper for you or the RPP to talk about credit when the issue is still pending in the Court of the Hon’ble Judges. A learned man like you has great responsibilities. It is obvious that in your hurry to take on the RPP you got your FACTs wrong. While the RPP is open to criticism and feedback, unfortunately in your case you have misled our people. The untold aspects of Naga History

T

his is with reference to the views vis-a-vis the decades long Naga imbroglio as expressed by NSF (Naga Students Federation) through its Media Cell and which appeared in the local dailies on Thursday, Sept 2, 2021 Following India’s Independence on 15th August, 1947, the contiguous Naga-inhabited areas were part of the North —East region then known as Assam State. The Nagas had already decided that they had never been part and parcel ‘of India and had declared their Independence on 14th August, 1947 just ahead of India’s and intimated to the United Nations Origination (UNO) accordingly. They also refused to participate in the Indian General Elections for two consecutive terms. Instead, in a Plebiscite on May 16th 1951, at least 99.9% of Nagas put their thumbs impressions on it. Those days, the Naga people were going through untold miseries. The Indian security forces began their campaign of torturing people in such manner which cannot be narrated by mouth. To cite a few instances here, some people were literally buried alive, villages along with granaries were burnt down, women were raped in front of family members, even those pregnant were raped inside Church buildings, etc. With the formation of Naga National Council (NNC) and later the FGN (Federal Government of Nagaland) and subsequently Naga Army, the Naga people began to resist the atrocities of the Indian security forces. In this context,

Nagas proved themselves adept in guerrilla warfare. Still, the atrocities escalated with imposition of Armed Forces (Special) Powers Act, 1958. To ameliorate the sufferings of the villagers, some concerned Nagas formed the Naga People’s Convention (NPC) and initiated a series of dialogues with Government of India. Eventually, the Indian Parliament enacted Article 371(A) of the Constitution whereby the State of Nagaland would be created after the Government of India and NPC had signed the 16-Point Agreement. With formation of Nagaland State, Naga people were given the opportunity to develop themselves according to their capabilities. Although a blessing, unfortunately, some contiguous Naga- inhabited areas remained under what was to become the States of Manipur, Assam and Arunachal Pradesh — all through subsequently added clauses of Article 371. Also, Nagas were left out under Myanmar (erstwhile Burma) which will need another deal. Meanwhile, with formal induction of Nagaland as the 16th State of Indian Union, our leaders were given the opportunity to develop our State. It is must be noted that Nagaland is the only State formed on political terms after armed conflict. Why we have not developed as we should have in for us, the present generation, to deeply ponder and perhaps come up with ways and means to march forward, we have had so much opportunities to develop much more and yet, sadly, we are still

lagging behind other States. Why? The present younger generation can still overcome our shortcomings. But to denigrate the 16-Point Agreement is not the best way to insisting on Naga identity. Unless one knows the history of Nagas in detail he or she should not comment anything negative about the Naga People’s Convention (NPC). As for the details of the numerous atrocities perpetrated by the Indian Army, along with CRPF, Assam Rifles and the then Assam police and political moves — all these are with me. My point is we cannot forget the past but we must look to the future which we can still navigate successfully. Instead, of looking continuously at the rear view mirror while driving, it is safer to look through the windshield ahead. It is also noted that a good number of Former NSF leaders/office bearers have gone on and distinguished themselves in various fields not the least being as elected Members to this Nagaland Legislative Assembly. At present, the NSF may also concentrate more on matters concerning students all over the State on their grievances being inadequate school infrastructures, delay in payment of scholarships, absentee teachers, less than requisite number of teachers in spite of excess (back door) appointments etc. Last but not the least, as a positive outcome of the 16-Point Agreement, for whatever it is worth, we present—day Nagas, are living reasonably better off. KOCHI, SEP 6 (PTI): The Kerala High Court has directed the Centre to allow scheduling, on CoWIN portal, of second COVISHIELD dose after four weeks from the first for those who want to take it earlier than the present suggested gap of 84 days. Justice P B Suresh Kumar said that if the central and state governments can permit persons travelling abroad to choose between early and better protection from COVID-19, there is no reason why the same privilege cannot be extended to those here who want early protection in connection with their employment or education. “All those are not persons who reside and settle permanently abroad. Most of them are persons who have to come back to India soon after their assignment,” the court observed. The high court, in its order dated September 3 which was made available on Monday, said that even according to the Union Health Ministry’s policy the people shall have the choice to get early vaccination, for the implementation of which vaccine is being distributed on payment basis through private

hospitals as well. It further said that according to the Centre vaccination was voluntary and there was no compulsion on the part of anyone to accept it and therefore, the requirement to administer two doses of the vaccine and the time interval between them for better protection from infection “can only be considered as advisory”. The court also said that when people have the right to refuse to accept vaccine, there is absolutely no reason why the State should take the stand that they shall not be permitted to accept the second dose after four weeks in terms of the original protocol, especially when they themselves are procuring the vaccine by spending money from their pockets. It said that since such exercise of right by individuals cannot be absolute and was subject to the rights of others to health, the

NEW DELHI, SEP 6 (PTI): Domestic air passenger traffic continued on the growth trajectory in August with volumes growing up to 31 per cent to 66 lakh over the previous month, helped by higher capacity deployment and a downward trend in the pandemic, credit ratings agency ICRA said on Monday. The domestic passenger traffic in August 2020 was 51 lakh, ICRA said in a release. Domestic passenger traffic on a year-on-year basis, however, spiked around 131 per cent over August 2020 traffic of 2.83 million passengers, it said. Black Oak Arkansas guitarist Rickie Lee Reynolds dies at 72

ickie Lee Reynolds, the guitarist for rock band Black Oak Arkansas, has died at 72. Reynolds’ daughter, Amber Lee, confirmed the news of his death on Facebook, as did current ‘Black Oak Arkansas’ member Sammy Seauphine on Sunday. According to Lee’s previous posts, Reynolds had been hospitalised due to COVID-19 and then suffered from kidney failure and cardiac arrest, according to Variety.com. “ U n f o r t u n a t e l y, this morning he suffered another cardiac arrest, which they were unable to resuscitate him from. We are all heartbroken by this massive loss, and the whole world feels colder and more empty without his presence among us,” Lee wrote. “Please take a moment of silence today to remember all of the love he gave to the world, and take some time to give back

some of those wonderful feelings that he gave us all in our times of need.” Reynolds was a founding member of ‘Black Oak Arkansas’ which was named after the band’s hometown along with original vocalist Ronnie Smith, fellow guitarists Stanley Knight and Harvey Jett, bassist Pat Daugherty and drummer Wayne Evans. Lower lung function linked to Akshay Kumar’s mother admitted to E-cigarettes containing nicotine risk of sudden cardiac death hospital, actor flies back from UK cause blood clotting, says Study

e o p l e w h o h ave modestly but measurably worse lung function are more likely to suffer sudden cardiac death (SCD), according to research presented at the European Respiratory Society International Congress. SCD is an unexpected death that results from a sudden malfunction in the heart and in many people who suffer SCD, there are no previous warning signs. Researchers hope their findings could help spot people at risk of SCD and prevent deaths in the future.

The team at Lund University in Sweden studied a group of 28,584 middle-aged people with no known heart problems who were living in Malmo, Sweden and followed them for 40 years. They found that measurably lower lung function in middle-aged people was more strongly related to suffering a SCD (a 23 per cent increase in risk) than a non-fatal coronary event (an 8 per cent increase in risk) later on in life. “Although sudden cardiac deaths are comm o n , we d o n’t k n ow enough about who is at risk

in the general population. There are links between lung and heart health, so we wanted to investigate whether measurable differences in lung function could offer clues about the risk of sudden cardiac death,” said Dr Suneela Zaigham, researcher at the Department of Clinical Sciences at Lund University, Sweden. “Our findings suggest that testing people’s lungs when they are middleaged and healthy could help spot those who have a higher risk of sudden cardiac death. This could enable people to take steps to potentially reduce the risk of this devastating event,” Zaigham added. Nicotine is known to increase levels of hormones such as adrenaline in the body, which in turn can increase the formation of blood clots. The small study led by Karolinska Institute in Stockholm, Sweden analysed a group of 22 women and men aged between 18 and 45 years who were occasional smokers but otherwise healthy. The findings showed that using e-cigarettes containing nicotine created a set of immediate short-term changes in the volunteers. The team discovered an average 23

per cent increase in blood clots after 15 minutes that returned to normal levels after 60 minutes. There were also increases in the participant’s heart rates (from an average of 66 beats per minute/bpm to an average of 73bpm) and blood pressure (from an average of 108 millimetres of mercury/mmHg to an average of 117mmHg). Researchers found that the volunteers’ blood vessels became temporarily narrower after they used nicotinecontaining e-cigarettes. These effects were not

seen after volunteers used e-cigarettes that did not contain nicotine. “Our results suggest that using e-cigarettes that contain nicotine have similar impacts on the body as smoking traditional cigarettes. This effect on blood clots is important because we know that in the long-term this can lead to clogged up and narrower blood vessels, and that of course puts people at risk of heart attacks and strokes,” said Gustaf Lyytinen, a clinician at Helsingborg Hospital and researcher at the Institute. As such, the Food Safety & Standards Authority of India (FSSAI) has shared a simple test to find out whether turmeric — which is a staple in many Indian kitchens, without which an average Indian

food preparation is incomplete — is adulterated with artificial colour. It has explained the steps: – Take two glasses of water and add a small quantity of turmeric to them. – You will notice that the unadulterated sample will turn light yellow, with the turmeric settling down at the bottom. – On the other hand, the colour of the solution

with adulterated turmeric will change into strong, bright yellow. According to News Medical, while turmeric has anti-inflammatory and anti-carcinogenic properties, a study shows that turmeric grown in Bangladesh can contain a highly poisonous heavy metal lead up to 500 times the normal level. It states that seven out of nine turmeric-growing districts produced adulterated turmeric with a toxic bright

yellow lead-containing compound, known as ‘chromate’. The study was published on September 17, 2019, in the journal Environmental Research, and as per it, lead is highly poisonous, affecting the nerve cells. Additionally, there are no safe limits for lead consumption. Recently, FSSAI had also shared a test to find out whether “fresh, green vegetables” you just bought
