State govt mulls partial prohibition

KOHIMA, NOV 6 (NPN): In a major development, the government of Nagaland is mulling to partially lift the Nagaland Liquor Total Prohibition (NLTP) Act 1989 when the cabinet decided to constitute a committee headed by the state chief secretary to work out the modalities and submit its report within a month. This was confirmed when Nagaland Post contacted several highly placed government sources who pointed out that the government had undertaken a series of exercises by holding discussions and consultative meetings with stakeholders over NLTP Act 1989. The sources said the partial lifting of the NLTP Act 1989 was mooted several years back though the government had not taken any concrete steps. The dry law has always been controversial since enactment has proved so much easier than enforcement. Criminalization of alcohol consumption or possession, has not deterred people who go to nearby Assam to either consume or purchase liquor.

Besides Civil Society Groups, the government had also sought inputs from government departments particularly Tourism department as well as Excise & Prohibition Department. The main proponents who oppose any lifting of prohibition remain the Church (notably NBCC) and some women groups. S o m e h ave a l s o claimed that bootleggers and smugglers are also among the strongest proponents of the dry law. Sources told Nagaland Post that the Tourism department had given its observation based on the postHornbill event that sale of local rice brew (a popular part and parcel of cultural traditions) was prohibited under NLTP Act 1989. The Tourism department observed that the NLTP Act 1989, enacted to curb sale and consumption of liquor including organic beverages has instead only encouraged bootlegging and sale of spurious alcohol was hazardous to health and life of mostly young people. According to the sources, the department had also pointed out that manufacture and distribution of spurious alcohol has

resulted in untimely deaths of many people across the state. The Tourism department opined that the Act needed to be reviewed and reformed for partial lifting so that distillation plants can be set up to produce local brew or wine through scientific methods to improve quality and ensure food safety. The department also maintained that its opinion for partial lifting of the dry law was to cater to tourism trade and not only for consumption. The Tourism department also said if the NLTP Act is lifted partially, sale of alcohol should be strictly monitored so that it is not allowed to be sold to minors. As per the assessment of the Tourism department, during Hornbill Festival, stalls used to sell some 10,000 litres of local brew during the ten-day event. The brew used to be sold at Rs. 200 per litre and this generated a total sale of Rs. 200 x 10,000 or Rs. 20,00,000 in ten days. The popularity of the local brew during Hornbill Festival has a potential to be developed as a major revenue source as well as

Jamir on Saturday called on Prime Minister Narendra Modi at his Lok Kalyan Marg residence in Delhi. Taking to twitter, Modi said he had exchanged views on several issues with Dr. SC Jamir. “It was wonderful to meet Shri SC Jamir, the former CM of Nagaland and respected statesman. We exchanged views on several issues. I also have fond memories of working with him when he briefly served as the Governor of Gujarat back in 2009,” Modi said. According to highly placed sources, Dr. Jamir was called by Prime Minister Modi to Delhi to deliberate on the Naga political issue. Alam said that all bills should also be paid on priority bases in the future and should not be kept pending. With State Advertisement Policy in place, Alam said the policy should be followed religiously through a single window in order to avoid confusion and accumulation of bill.

IPR director, Er. Z Tokishe Sema, informed that only 25 departments have so far submitted names of their nodal officers to DIPR. The chief secretary directed all remaining departments to submit the names at the earliest and to coordinate with DIPR with matters related to advertisement.

Excise: The Excise and Prohibition department in its annual report (2020-21) tabled by chief minister Neiphiu Rio during the Nagaland Legislative Assembly (NLA) session in February this year, stated that a total of 1,187 cases involving liquor and narcotics were registered during April to December 2020 and 1,187 persons arrested. Of this, 1,180 were liquor related and seven were narcotics related. During the period, a total of 32,080 bottles of IMFL, 10,874 bottles of beer and 1,795 litres of country liquor were seized among other banned substances. Enforcement of the NLTP Act 1989 has been overwhelming as besides black marketing and bootlegging, it has spawned a huge syndicate and promoted setting up of big distilleries at Khatkhati whose produce are meant to quench the thirst of consumers of Nagaland. There are also scores of small illicit distilleries even within Nagaland. T h e a p p r ox i m a t e amount of revenue being

lost due to Nagaland Liquor Total Prohibition Act may be in terms of several hundred crore rupees but the greatest loss has been the deaths of many due to spurious alcohol. The church in Nagaland, the Nagaland Baptist Church Council (NBCC) along with the Naga Mothers’ Association (NMA) were instrumental in enactment of the Act. NBCC general secretary Rev. Zelhou Keyho has however made it clear that the church should also play its role to make the enforcement affective. In an earlier statement, Rev. Keyho felt that the church needs to discuss the Act threadbare and also work with experts, civil society groups and government if the Act is to be effectively implemented. The NBCC general secretary also admitted that both the state government and the Church in the State have failed to get the act together and particularly stressed that the Church simply cannot hold on to the Act without doing anything systematically, professionally and intelligently and also to take criticisms positively and constructively.

4 dengue cases reported in Dimapur D I M A P U R , N OV 6 (NPN): Amid the ongoing pandemic, Dimapur district has reported four dengue positive cases this month. According to joint director & SPO (National Vector Borne Disease Control Programme), Dr. Neisakho Kere one case each has been reported from Indisen, Signal Basti, 4th mile Diphupar A and Lomithi colony. In order to contain dengue spread, Dr. Kere has fervently urged the community/public to observe “one dry day in a week” where water in all the containers around the house like flower pot bases, empty vessels, coolers, tyres, buckets etc. are emptied out into a dry area since dengue mosquitoes breed in stagnant water. “Keep all water filled vessels and tanks tightly covered and throw out any rubbish lying around like plastic cups, old containers, tyres, coconut shells etc. and check around the compound every week,” Dr. Kere stated.

Dr. Kere further appealed all to sleep under mosquito nets during day and night, especially pregnant women and children, and to immediately consult a doctor in case of high fever. NVBDCP has been conducting various activities like entomological studies, larvicidal operations, larvivorous fish distribution for open drains, water bodies, fogging, house to house fever survey, dengue awareness etc in order to contain further infection. Unless every household actively participates in controlling dengue breeding in and around their surroundings, combating dengue disease only through the endeavours of the programme alone is futile, Dr. Kere said. NVBDCP urged all to ensure that surroundings of homes, schools, settlements and businesses are clean and that there are no stagnated water in drains, discarded containers, disposed vehicle tyres and other medium of storage.

Smart pre-paid meters to be mandatory by 2023: Tovihoto Staff Reporter

D I M A P U R , N OV 6 (NPN): Advisor for power, H. Tovihoto Ayemi on Saturday said that smart prepaid metering system will be made mandatory in the state by December 2023. This was in line with Power ministry’s notification to install prepaid smart meters by December 2023, as part of the first phase under the Revamped Reforms-Based ResultsLinked Scheme. Speaking at the inaugural programme of the upgraded 33/11 KV, 5 MVA to 10 MVA Referral sub-station, at Christian Institute of Health Sciences and Research (CIHSR) Dimapur, Tovihoto said that the prepaid metering system would be beneficial for consumers to track their electricity usage in real time and also and buy power as per their budget. With the introduction of online payment mode, he said it would not only be time saving but will also do away with erroneous billing. He therefore, urged the public to be mentally prepared for installation of

prepaid metering system. Tovihoto said that the department has so far installed around 19,000 prepaid meters in the state-10,000 in Dimapur and 9000 in Kohima. Stating that it was an achievement for the department to upgrade the sub-station, Tovihoto said that for any development or progress, stable power supply was a prerequisite. On the issue of frequent load shedding and unstable power supply, Tovihoto maintained that though the government and the department was trying its best to provide better and uninterrupted power supply, non-payment of bills by consumers was a major concern contributing to the huge losses in revenue generation.

The adviser also informed that the department would be launching the official social media page/ account to address public grievances and also update consumers about load shedding, or any power related problems. Addressing the gathering, chief engineer (D&R), Er. Moa Aier sought the cooperation of all so that the department could provide better and uninterrupted services. With consumers increasing in Dimapur, he said the district would need to upgrade/add a minimum of 50 to 60 MVA substation every year. KOHIMA, NOV 6 (NPN): As Nagaland gears up to celebrate the 22nd edition of the Hornbill Festival after a gap of a year, deputy chief minister Y. Patton assured that the Seithogei to IG Stadium by-pass road in Kohima will be made motorable before the Hornbill Festival. Patton, who walked on foot to inspect the 11 kms road stretch, informed Nagaland Post that the road would not only ease traffic congestion in the state capital but also shorten the travel

distance by around 6 kms for those travelling to Wokha, Mokokchung, Tuensang and Zunheboto. Major portion of the road was damaged due to landslide during the monsoon season last year. While appreciating the village councils of L. Khel and T. Khel model village for assuring full cooperation to complete the road, Patton urged the department to take full advantage of the support and complete within the stipulated time. Lamenting that most of the development projects in the State

were stalled due to interference from many areas, Patton, however, said that the eagerness to facilitate development and the unflinching support assured by the two village councils will be an example for many to follow. While urging the department to ensure quality work, Patton also asked the officials to complete the work as per the targeted time plan. Population control: Plea in SC Core panel on seeks to make states as parties Naga issue to NEW DELHI, NOV 6 (PTI): A fresh plea has been filed in the Supreme Court seeking to make states and UTs as parties in a PIL that has sought certain steps, including two-child norm, to control the country’s growing population. The plea filed by lawyer Ashwini Kumar Upadhyay said population explosion is the root cause of many problems, including the excessive burden on natural resources. Upadhyay had filed the PIL challenging Delhi High Court order that dismissed a plea seeking certain steps, including two-child norm, to

control the growing population. Centre had earlier told SC that India was unequivocally against forcing family planning on its people and any coercion to have a certain number of children was counterproductive and leads to demographic distortions. In an affidavit filed in the SC, Centre said family welfare programme in the country was voluntary in nature, which enabled couples to decide the size of their family and adopt family planning methods best suited to them, according to their choice and without any compulsion. WSSU warns private tutors for overcharging DIMAPUR: Taking note of several complaints about some private tutors charging exorbitant fees, Western Sumi Students’ Union (WSSU) has warned of necessary action and urged them to charge only as per service provided. In a press note, WSSU president A. Kughato Achumi and general secretary X. Hinoka Chophi said that though schools and colleges have been taking online classes/course in view of the pandemic, many institutions were not able to achieve the desired levels of performance. As the government has allowed schools and colleges to resume offline classes with alternate mode of days, WSSU said that most many parents were compelled to give their children private tuitions, at the same time struggling to find good tutor available

for private tuitions, ready to sacrifice any amount of fees charged by the tutor. Knowing this predicament, WSSU said tutors in Dimapur were taking undue advantage by charging exorbitant tuition fees. Despite struggling to paying school fees, WSSU said parents were often forced to pay higher tuitions fees, especially home tuitions. It said that “with no proper mechanism to check this kind of daylight robbery, parents are often compelled to give in to the demands of the tutors. While schools and colleges have reduced their fees during pandemic, private tutors get what they demand since there are no rules for fixing their fees.” WSSU therefore requested parents and students to come forward and to report to its office in the event of such incidents.

Meghalaya govt decides to cut VAT on fuel by Rs 5.20 per litre

S H I L L O N G, N OV 6 (AGENCIES): Two days after the center’s decision to reduce exercise duty on petrol, the Meghalaya government on Friday decided to cut Value-Added Tax (TAX) on petrol and diesel by Rs 5.20 per litre each. The decision was taken in a state government’s cabinet meeting, reports The Sentinel Assam. The centre on Tuesday announced a reduction in exercise duty on petrol and diesel by Rs 5 and 10 respectively. Meghalaya Deputy Chief Minister Prestone Tysong reminded that the state government in February had already slashed VAT on petrol from 31.62 per cent or Rs 17 per cent litre to 20 per cent and from 22.59 per cent or Rs 12.50 per cent on diesel. Tysong also stated that

the state government will incur a revenue loss of about Rs 100 crore for the next five months from November to March 31, 2022. The Assam government too reduced the price of diesel by Rs 17 per litre and that of petrol by Rs 12 per litre. The price of diesel fell by Rs 17 per litre and petrol by Rs 12 per litre in the state. Last year, the State Government had cut the prices of petrol and diesel by Rs 5 per litre due to the Covid-19 pandemic. “Heartening to learn the Central Government’s decision to reduce excise duty on petrol and diesel. In consonance with the decision of the Prime Minister, the Assam Government will also reduce VAT on petrol and diesel by Rs 7 per litre with immediate effect,” Chief Minister Himanta Biswa Sarma had tweeted.

The Tripura police has asked Facebook, Twitter and YouTube to provide details of over a hundred accounts from which various fake and provocative posts were made in connection with some reported incidents in the state after the communal violence in Bangladesh, officials said on Saturday. The police has filed criminal cases and started taking action against over 70 persons including Supreme Court lawyers, activists and religious campaigners. A senior police official said that the investigating officers have sent separate letters to social media platforms -- Facebook, Twitter and YouTube -- seeking details of 101 accounts from which provocative and twisted posts were

made about the reported incidents in the state last month. The official who refused to be named, said that the authorities of the social media platforms have also started taking action against these account holders. “Cases were filed against 71 persons under various provisions of the Unlawful Activities Prevention Act (UAPA) and the Indian Penal Code (IPC). Those who are booked in these cases were asked to appear before the investigating officers on November 10,” he told IANS. The police have, so far, arrested eight people from different districts. According to police officials, strict action is being taken against those who are trying to create communal disharmony in the society.

Patrolling and security at religious institutions and places was enhanced in around 150 mixed population areas. “Though no fresh incidents of attack and intimidation were reported from anywhere in the state during the past two weeks, the security forces remained alert to foil any attempt to disturb the communal harmony in the bordering and mixed population state,” the police official said. After a few incidents involving the minorities, the north Tripura district authorities had promulgated prohibitory orders under section 144 of the Criminal Procedure Code in Panisagar and Dharmanagar sub-divisions on October 26 as a precautionary measure, which still continues.

Arunachal logs two fresh COVID-19 cases ITANAGAR, NOV 6 (PTI): Arunachal Pradesh’s COVID-19 tally rose to 55,176 as two more persons tested positive for the infection, a senior health department official said here on Saturday. The frontier state had reported zero COVID-19 cases on Thursday, seven cases on Wednesday and six on Tuesday. Arunachal Pradesh now has 61 active COVID-19 cases of which 11 are in Tawang district and 10 each in Lohit and East Siang district. Nine more patients recuperated from COVID-19 on Friday, taking the total number of recoveries to 54,835, State Surveillance Officer (SSO) Dr Lobsang Jampa said. The COVID-19 recovery rate now is 99.38 per cent, Dr Jampa said. The COVID-19 death toll in the state remained at 280 as no new fatality was reported in the last 24 hours, the SSO said. As many as 11,87,903 samples have been tested for COVID-19 thus far in the state, including 440 on Friday, Jampa said, adding that the positivity rate stood at 0.45 per cent.

G U WA H AT I , N OV 6 (AGENCIES): Guwahati city police on November 5 filed chargesheet in the sensational hit-and-run case in which model Rajkanya Baruah, a former 2016 Femina Miss India contestant, had knocked down eight labourers of Public Works Department (PWD) with her car at Rukmini Gaon in the city on the night of October 1, reports The Northeast Today. The police have filed the chargesheet before the court of the chief judicial magistrate without naming the organisers of the event at Hotel Taj Vivanta. Baruah was alleged of driving the car in intoxicated state, and injuring eight PWD labourers in the process. The legs of Joseph Marak, one of the injured labourers, had to be

amputated. However, she had managed to get bail soon after the incident which triggered uproar and protest across the state. Not satisfied with police action, Assam chief minister Himanta Biswa Sarma had directed the police to review the case and suspend the police officer who granted her bail. To evade the arrest, Rajkanya got admitted to a GNRC Hospital and didn’t appear before the investigating officer on October 3, despite being summoned, citing health reasons. Later, the police re-arrested her from the hospital after the six-member board of the GMCH submitted a report to the police that she has no health complications. Bar uah was also “shown arrested” in a separate case of a car accident in 2017. The model-turned-entrepreneur had allegedly hit one Karan Jyoti Handique with her speeding vehicle way back in 2017. A case was filed by the victim at the Dispur Police Station. The accused model is currently lodged at the Guwahati Central Jail.

The focus area of the sixth edition of the summit is ‘Greening after Covid: Regional Cooperation, Innovation & Entrepreneurship’. Union Minister of State for Environment Ashwini Chaubey is expected to attend the summit, where delegates from Bangladesh, Bhutan and Myanmar will also brainstorm on various issues. Several stalls showcasing sustainable products from across the northeastern region will be part of

the summit, which is organised by Vibgyor NE Foundation and supported by United Nations Environment (UNEP). As a run-up to the event, a green cyclothon is being organised on November 8 to create awareness among the public about the rapidly-depleting resources. Mizoram reports 513 new Covid cases, positivity rate at 9 per cent AIZAWL, NOV 6 (PTI): Mizoram on Saturday reported 513 new COVID-19 cases, taking the tally to 1,24,539, a health department official said. Among the new patients are 162 children, he said. The death toll rose 445 as five more people succumbed to the infection, he added. The single-day positivity rate dipped to 9.20 per cent from 14.18 per cent on the previous day, the official said. There are 6,044 active cases in the state at present, while 605 people recovered on Friday.

It was observed that the erosion

happened approximately up to 30 kms downstream. Preliminary observation shows that no water body has been formed along the river,” Polumatla told the media. The Warriyang Bung River is upstream of the Kameng river. He said the Fishery and Primary Health Engineering Departments were continuously testing the water and samples were also sent to a Guwahati laboratory for testing. The condition of the aquatic life including fish was being monitored very closely. “Like an ailing person’s treatment, we have to treat the Kameng river with a combined effort.”

The Deputy Commissioner said that all waste from Seppa town and household discharges are regularly going into the Kameng river, polluting the water. The remote sensing agencies are also helping out and satellite images are being monitored. Polumatla said that to avoid food poisoning or any other health issues, restrictions have been imposed on the sale and consumption of fish from the Kameng river. Local volunteers and police personnel are patrolling the river banks and the authorities have requested the local people not to venture into the river till the situation improves.

The exam of Teachers Eligibility Test 2021 was conducted on 31 October. Police hold the accused person after the complaint registered by Mustafizur Rahman the Principal of MHC Higher Secondary School in Cachar district. Following the FIR lodged against the teacher, police identified the person as Baharul Alom Kausar Barbhuiya who is an employee at MHC Higher Secondary School. He was then taken to the Rangirkhari police station on Tuesday evening. The Superintendent of police of Cachar district said

the teacher has been arrested under the Prevention of Corruption Act, 1988. He was the invigilator at the examination centre of MHC Higher Secondary School which was one of the 60 examination centres in the district of Cachar. The TET question paper was uploaded online after the examination at around 4 PM and went viral in a very short period of time. The question paper shared online had the roll number of one of the TET candidates which have been used for identification of the centre from where the paper was leaked. While questioning the Invigilator, Borbhuiya admitted that he had taken a photograph of the question paper after the completion of the examination however he has denied uploading the question paper

on social media. On Tuesday, Barbhuiya told to media at the police station that he knew that it was illegal to take photographs of question paper but he did it only for reading and with no other purpose. He further said that that he is a teacher by profession and he analyzes all possible study materials. The booklets are not allowed to share in public until the declaration of exam results therefore taking photographs of the question paper is a violation of the guidelines of the Teachers Eligibility Test. Barbhuiya explained that he had shared and discussed the papers in WhatsApp with his roommate Aszad Hussain who is also a teacher. He said he got to know about the question paper leaked and his involvement in the matter when his friends

called him after returning from duty at 2:30 PM. An investigation on the departments has also been initiated by the Inspector of Schools of Cachar. One of the officials from the education department said that departmental action against him might be taken apart from the judiciary actions. The technical expert group under the police department is investigating the matter to find the link about the initial uploading of the question paper. On October 31, 2021, the primary TET examination was held across 587 centres in 27 districts and 3, 96,561 candidates appeared in the primary-level TET examination. 2, 30,482 of them appeared in the ‘Lower Primary TET examination while 1, 66,079 were candidates for the Upper Primary-level TET.

PUNE, NOV 6 (PTI): As many as 11 coronavirus patients were killed after a major fire broke out in the Intensive Care Unit (ICU) of the district civil hospital in Maharashtra’s Ahmednagar city on Saturday, officials said. The blaze er upted around 11 am in the ICU where 20 COVID-19 patients, many of them senior citizens and some on ventilator or oxygen, were undergoing treatment. Ahmednagar city is located 120 km from Pune. The fire was doused around 1.30 pm, said chief fire officer of the city civic body Shankar Misal, adding that a short circuit was suspected to be the cause though it was yet to be confirmed. After the incidents of fire at hospitals treating COVID-19 patients elsewhere, fire audits had been ordered across the state. As per Ahmednagar district collector Rajendra Bhosale, such an audit had been carried out at this hospital too. incomplete due to “want of funds”. As injured patients were rushed to a nearby hospital, 10 of them were declared brought dead, police said. One patient succumbed later. As many as 15 patients were on ventilator or oxygen in the ICU. “Saving them was the priority. But due to their critical condition, to remove the oxygen support and bring them out was a tough decision,” said

one fire brigade official. “After discussion, we decided to bring them out anyhow and later put them back on oxygen or other support systems,” he added. Most of those who died were aged between 65 to 83, according to hospital officials. A probe committee headed by Misal will look into what led to the tragedy, the collector said. According to Misal, after the recent fire audit,

the hospital had been told about the measures needed to be taken. It was asked to put in place an effective firefighting system including a pipeline and a sprinkler system. But the work was incomplete due to “want of funds” thought “they had fire extinguishers at the hospital,” he said. Maharashtra Chief Minister Uddhav Thackeray expressed grief over

the tragedy. He spoke to district guardian minister Hassan Mushrif and chief secretary Sitaram Kunte and asked them to ensure that other patients admitted at the hospital get proper treatment without any disturbance, a statement from the CMO said. “The CM said an indepth probe will be conducted by the district collector,” it added. Prime Minister Narendra Modi also expressed grief over the incident. In a tweet, Modi said, “Anguished by the loss of lives due to a fire in a hospital in Ahmednagar, Maharashtra. Condolences to the bereaved families. May the injured recover at the earliest.” Congress leader Rahul Gandhi said, “My condolences to the kin of those who lost their lives. I appeal to congress workers to assist in the relief work.” BJP leader and former Maharashtra chief minister Devendra Fadnavis described the incident as “very shocking and disturbing”. Condoling the deaths, he sought “in-depth inquiry” and strict action against those responsible.

MUMBAI, NOV 6 (PTI): Mumbai Police officer (now dismissed) Sachin Waze, along with then city police commissioner Param Bir Singh extorted huge money from cricket bookies by threatening them with arrest, police told a court here while seeking an extension of Waze’s custody in an extortion case registered at suburban Goregaon police station. The Mumbai Police’s crime branch had taken Waze’s custody on November 1 based on the complaint filed by builder-cumhotelier Bimal Agrawal, in which Param Bir Singh is also named as an accused. Waze was produced before a holiday court on Saturday as his remand expired. Police sought an extension of his custody for seven days for further

probe, which was allowed by the court till November 13. Police told the court that Waze and the wanted accused Param Bir Singh extorted a huge amount of money from cricket bookies by threatening them with arrest. How this was done has to be investigated, the court was told. The crime branch further said they wanted to probe whether Waze took money from anyone else at the instance of Singh and who else, apart from Singh, helped Waze in extortion.

The crime branch said it wanted to probe the trail of the extorted money. The crime branch also wants to probe how many other such offences have been committed by the accused. Waze is close to Param Bir Singh and the crime branch wants to question him on the current whereabouts of the senior IPS officer, it said, adding the complainant’s (Agrawal’s) voice samples have been sent for a forensic test and witness statements have been recorded.

Mobile phones given to Sachin Waze by the complainant as part of the extortion have also been seized, police said. Agrawal had alleged that the accused extorted Rs 9 lakh from him for not conducting a raid on two bars and restaurants, which he ran in partnership, and also forced him to buy two smartphones worth around Rs 2.92 lakh for them. The alleged incident occurred between January 2020 and March 2021, police had said. One of the absconding accused, Alpesh Patel, was arrested from Mehsana railway station in Gujarat, the crime branch said. Patel destroyed a mobile phone and a SIM card used during the offence. Hence, section 201 of the Indian Penal Code (IPC) has been invoked on the

ground that possible evidence in the offence has been destroyed, it said. According to the crime branch, Waze has volunteered to give his voice sample while in custody which was recorded in the presence of two. It told the court that Waze is not cooperating and giving evasive replies when questioned about the extorted money. He is not giving relevant information, the crime branch said. Waze’s lawyer Rounak Naik said they agreed to (extension) of Waze’s custody as he “volunteered” to cooperate with the probe agency. PANAJI, NOV 6 (IANS): Goa Chief Minister Pramod Sawant and state BJP president Sadanand Shet Tanavade on Saturday blamed the media for not praising enough for the drop in fuel prices, which have pulled the rates of petrol and diesel in the coastal state below Rs 100 for the first time in weeks. Tanavade also linked the high rates of fuel, before the pre-Diwali drop in prices, to the expenditure incurred by the central government for the development of the Covid vaccines and the countrywide free vaccination drive, which has seen over 100 crore persons being administered Covid vaccine doses throughout India. “We also used to feel awkward when you (media) used to ask us questions (about fuel hike). We would find it awkward to answer. Therefore today we congratulate the government. But you have not given publicity in the manner it should have been done,” the state BJP president told reporters at a press conference on Saturday. “The vaccination

(effort) costs crores of rupees... Despite this, he has borne a loss of Rs 1.80 lakh crore... Government expenses increased during the pandemic, though Government’s income decreased. Despite these rising costs, I congratulate the PM and his cabinet for its decision to lower the fuel rate,” Tanavade also said. On Wednesday, the central government had slashed prices of petrol and diesel by Rs 5 and Rs 10 respectively, with effect from Thursday, by reducing excise duty on the fuel. Soon after, Chief Minister Pramod Sawant had also slashed state duty by Rs 7 on petrol and Rs 7 on diesel, thereby cumulatively reducing the price of diesel by Rs 17 per litre and petrol by Rs 12 per litre. After the price drop, petrol and diesel in Goa is now selling at Rs 96.38 and Rs. 87.26 per litre respectively as of Saturday.

A violent clash took place between two groups in Ganj Barkheda village on Friday night, Batiagarh police station in-charge Manish Mishra said. Village sarpanch Genda Bai Lodhi was critically injured in the attack and died while undergoing treatment at the district hospital in Damoh, he said. The deceased sarpanch’s 24-year-old son and six persons belonging to both groups were injured in the incident and were admitted to the hospital, the official said. As per initial information, the two groups had some old enmity, which resulted in a dispute on Friday night, Mishra said. A case has been registered and the police are on the lookout for absconding accused involved in the clash, he added.

NEW DELHI, NOV 6 (PTI): The BJP’s strategy for the upcoming assembly polls in five states will come up for extensive discussion in the party’s national executive meeting on Sunday as the key organisational body meets for the first time following the COVID-19 outbreak. Addressing a press conference, BJP general secretary Arun Singh said 124 national executive members, including Prime Minister Narendra Modi, party president J P Nadda and many Union ministers, will attend the meeting physically while the members based in various states, including chief ministers, will join it virtually in line with the

Covid protocol. Among other pertinent national issues and customary agenda items, the five assembly polls scheduled for early next year will be particularly deliberated, he added. India and central Asian countries have been expressing concern over the spillover from Afghanistan which has been increasing every day since the Taliban took over.

NEW DELHI, NOV 6 (IANS): Union Territory Lakshadweep is likely to achieve complete Covid vaccination of its eligible population soon. Lakshadweep may become the first among states and Union Territories to achieve complete vaccination coverage of its eligible population. A source said that the UT has vaccinated 99.2 per cent of the eligible population with both doses. As per the Health Ministry’s statewise Covid vaccination data, a total of 1,01,759 doses of vaccines have been administered in the UT so far. It includes 55,144 shots as the first dose

and 46,615 as the second dose. Meanwhile, India’s mass vaccination drive has crossed the 108 cr landmark achieving 108,18,66,715 vaccinations on Saturday. The cumulative number of the first dose administered in India so far stands at 739322908, while the total number of the second dose stands at 342543807, as per the health ministry report. The ministry earlier said that 78.7 per cent of India’s adult population has received at least one dose of the Covid vaccine. Among all the states and Union Territories, nine of them have administered the first dose to all the 18 plus population.

KOLKATA, NOV 6 (PTI): BJP national vice-president Dilip Ghosh on Saturday hit out at veteran colleague and former Meghalaya governor Tathagata Roy over his recent criticism of the organisation’s style of functioning, and sought to know why he wasn’t leaving the party if he was so upset. Roy had been critical of the decisions taken by former West Bengal minder Kailash Vijayvargiya, Ghosh, who was earlier the party’s state president, and senior leaders Arvind Menon and Shiv Prakash, blaming them in a series of tweets for the saffron camp’s poor show in the MarchApril assembly polls. He also claimed that there was “no chance” of Vijayvargiya returning to the state to oversee the operations of the Bengal BJP unit. Asked to comment on Roy’s frequent jibe at him, Menon and Vijayvargiya, the former BJP state president told reporters, without taking any name, “If you are so upset and ashamed of all that is happening within the party, why don’t you just leave?” The Midnapore MP, who was on his way to Delhi to attend the BJP central working committee meeting, further stated, “You (Tathagata) did nothing for the party in the recent times. But the party did everything for people like you.”

Religious politics

ndia is a creation of the British imperialists who did no one any favour, when they cobbled together all kingdoms and provinces to exploit the land and resources of the native people. During the British rule in India, there were nearly 40 crore people who would one day become the citizens of a free India in 1947. Many princely states like Hyderabad, Goa and others were forcibly integrated into the new nation. India was and continues to be a multi-cultural and multi-religious nation among its people some of who belong to over 300 castes, 4000 sub-castes speaking over 100 major languages and more than 300 dialects. According to records, the British rulers were more interested in peace so as to carry on with their business. To ensure peace over the colony, the British played their favourite ‘divide and rule’ policy among the natives that also meant pitting one religious community against the other. Before the British arrived, hundreds of independent provinces and princely states dotted the subcontinent. They were people who followed various religions and practised different cultures. The British kept the balance by ensuring that there was no fraternity among people of various religions. The British viewed Indians in terms of their religion, and exploited this to create an entrenched sense of communal identity to “artificially” divide Indian communities. The creation of separate electorates was one such strategy that forcibly pitted Hindus and Muslims against each other, and increased social tension. This was seen as the only way to reduce internal tensions is to inculcate tolerance and co-existence. Even though the British were mainly from the church of England and Anglican church, yet they ensured that religion the natives of their East India Company remained secular. This was the way in which the Indian colony was dealt with as a secular colony with a pluralist tradition of over thousands of years. The use of religion for political purposes was almost nonexistent at the time of independence. The transformation came about decade just before independence when communal politics gained strength after about 40 years of national government. Since the ‘60s, Indian politics has seen drastic changes in style, language, modes of behaviour, reflecting the actual cultural understanding of rural Indian society. According to a recent report, vote bank politics, worked against the concept of free, liberal and pluralist India. From the 60s, this gave rise to two variants of this expression of Indianness. One is the overt religious concept of Hindutva; and the other is the “secular” expression of Indianness as based on ancient Indian culture. The first is a religious concept, the second a cultural one; but both together relate Indianness to the tradition of what is now identified as Hindu civilisation. According to the lines drawn above, the political parties of India may be grouped as religion-leaning and secularism-leaning. The politics of exploiting religious sentiments has virtually led to the dramatic shift of openly discarding any pretence of pluralism. Today, India’s politicians especially of the BJP, are more than eager to make a beeline to meet high priests and offer pujas at mandirs across the nation. Even the Congress, a party brands itself a secular party because its “idea of India” is secularism, has joined the mandir and masjid pilgrimage in recent years. Maybe it has accepted that to win, it has to follow the saying “ if you can’t beat them, join them.”

Indian roads need better speed management, not higher limits

T

he Union government has recently announced its plan to introduce a Bill to increase speed limits on Indian roads to 140 km per hour on expressways, 100 km per hour on national highways and 75 km per hour on city roads. This announcement contrasts with what is widely known as a fact – higher speeds increase the likelihood of crashes. Road traffic crashes are defined as collisions or incidents that may or may not lead to injury, occurring on a public road involving at least one moving vehicle. Road traffic fatalities are defined as deaths occurring within 30 days as a result of the crash. According to the World Health Organisation, every 1% increase in mean speed results in a 4%-5% increase in fatal crash risk. Globally, approximately 13.5 lakh people lose their lives due to road traffic crashes every year. India is no stranger to this epidemic. With a 58.7% increase in road traffic fatalities be-

tween 1990 and 2017, India has the worst road safety record in the world. Every hour, 16 people die and 53 are injured on Indian roads. This is alarming since India accounts for only 2% of the global motor vehicle, and yet is responsible for 11% of all road traffic deaths. Speeding initiates crashes Speeding initiates deadly crashes – the faster a vehicle travels, the greater is the likelihood of impact and the higher the severity of the consequences of the crash. Speeding can cause a driver to lose control of the vehicle, fail to anticipate oncoming hazards in time and even cause other road users to misjudge the distance and speed of the vehicle. Furthermore, the time taken to stop the vehicle is also greater at high speeds. A vehicle travelling at 50 km per hour takes 28 meters to stop, whereas a vehicle driven at 90 km per hour takes 70 meters to stop. and Highways also identified speeding as the primary cause behind road crashes in India. In 2019, speeding accounted for 71.1% of total crashes and 67.3% of total fatalities, marking an increase from the previous year. Crashes and fatalities attributed to speeding have been on the rise since 2014. According to the National Crime Records Bureau (NCRB) data, between 2014 to 2019, the share of road traffic fatalities in India attributed to speeding rose from 34% to 56%, almost twice that of highincome countries (30%) and slightly more than low and middle-income countries (at 50% of all road traffic fatalities). Even during the nationwide lockdown in 2020, with stringent restrictions in place, India recorded 600 road crashes and 143 fatalities – 57% of which were attributed to speeding. Measures taken worldwide In 2015, Brazil’s Sao Paulo reduced the speed limit on highways from 90 km per hour to 70 km per hour resulting in a 21.7% reduction in road crashes. In Bristol, fatal road

traffic injuries were reduced by 63% with the introduction of a citywide 30 km per hour speed limit between 2008-2016. The Netherlands similarly reduced road traffic fatalities from 35,000 per year in the 1970s to 661 in 2019 by designing roads for lower vehicle speeds. Even Germany, the only country without general speed limits, is set to introduce a 130 km per hour limit on the Autobahn Highway network, to help reduce road crash fatalities and carbon dioxide emissions. It is time India looks into setting safe speed limits and adopting the safe systems approach. By doing this, India will join countries that have achieved the greatest reduction in fatalities recorded over the last 20 years. F

arming system is any farm activities related to crop production, dairy, livestock or any activities related to agriculture is under farming system. Farming is related to economic production from either plants or animals. System is something we follow with process and things are involved in inter-related and when this processed into functional unit is called a system. When we make some links and make them into an output, then

it is a system. Both farming system and mixed farming have enterprises. In farming system the farm enterprises are interrelated i.e. they support each other. One enterprise output is useful for the enterprise of others. This way one enterprise helps the other enterprise. Example, livestock dung and urine is used as manure in crops. In turn, the crop again will provide feed to the animals e.g. like fodder crop. This is a complimentary type of

interaction between the enterprises. In mixed farming there are no interrelations between the enterprises. Suppose a farmer is rearing two or three cows but the urine and cow dung is not used for composting or use in crops. So, there is no complimentary effect between the enterprises and there are separate operations in all the enterprises. The difference between farming system and mixed farming system are discussed as follows:

NEW DELHI, NOV 6 (IANS): The newly constituted Special Investigation Team (SIT) led by Narcotics Control Bureau Deputy Director General Sanjay Singh on Saturday started probe in six drug cases including of Aryan Khan lodged with Mumbai Zonal office. Singh, a 1996 batch IPS officer, will take over the investigation of all six cases which were headed earlier by Zonal Director Sammer Wankhede including the sensational cruise ship party raid of October

2 in which Aryan Khan, son of Bollywood megastar Shah Rukh Khan, was arrested. On Friday, the NCB constituted an SIT headed by Singh to probe into these cases and removed Wankhede from the investigating team a week after the agency initiated probe into the alleged allegations of bribery and extortion against him. The NCB statement issued on Friday said that an SIT comprising officers from Operations Branch

of NCB headquarters has been constituted by the Director General, NCB to take over a total of six cases from NCB Mumbai Zonal Unit which have national and international ramifications, in order to conduct deeper investigation to find out forward and backward linkages. The statement also said that no officer or officers have been removed from their present roles and they will continue to assist the Operations Branch investigation as required until any specific orders are issued to the contrary. It is reiterated that the NCB functions across India as a single integrated agency. However, Wankhede denied that he has been removed from the case and said, “I have not been removed from the investigation. It was my writ petition in the court that the matter be probed by a central agency. So Aryan Khan Case and Sameer Khan Case are being probed by Delhi Special Investigation Team. It is coordination between NCB teams of Delhi and Mumbai.”

Leading the protesters, Delhi BJP president Adesh Gupta said that the party workers will continue the agitation unless Kejriwal announces reduction in VAT on petrol and diesel. “The Kejriwal government is not bothered about common man and that is the reason it’s paying no attention on prices of petrol and diesel,” he claimed. There is a huge price difference now between the BJP-ruled states and Delhi ruled by the AAP. The Kejri-

wal government should also now announce reduction in VAT on petrol and diesel without any delay, Gupta stated. The central government on Wednesday cut excise duty on petrol by Rs 5 per litre and that on diesel by Rs 10 a litre to give reprieve to consumers battered by record high retail fuel prices. Since states charge local sales tax or VAT not just on the base price but also on the excise duty levied by the centre, the total incidence of price reduction is higher. Petrol now costs Rs 103.97 per litre in Delhi against Rs 110.04 per litre, according to a price notification of state-owned fuel retailers.

UN draft flays attacks on journalists, urges punishment UNITED NATIONS, NOV 6 (AGENCIES): A proposed U.N. resolution would “unequivocally” condemn all attacks, reprisals and violence against journalists and media workers and urge governments to take action to end the prevailing impunity and punish these crimes. The draft General Assembly resolution circulated Friday also urges “the immediate and unconditional release of journalists and media workers who have been arbitrarily arrested, arbitrarily detained or taken hostage or who have become victims of enforced disappearances.”

The resolution was drafted by Greece, France, Austria, Costa Rica and Tunisia, according to U.N. diplomats, and lists 34 cosponsors including the United Kingdom, Germany and many other European and Latin American countries as well as the Ivory Coast and Lebanon. US House passes infrastructure bill WASHINGTON, NOV 6 (IANS): The US House of Representatives has passed a bipartisan $1 trillion infrastructure bill after months of delay amid Democratic infighting over a social spending package, sending the long-waited legislation to President Joe Biden for his signature. The bill was approved in the lower chamber in a 228-206 vote late Friday night, with 13 Republicans joining Democrats in support of the legislation. Six progressive Democrats voted against it, reports Xinhua news agency. Biden is expected to sign the bill, which is considered a major priority for his administration. In late March, Biden unveiled a roughly $2 trillion infrastructure plan, which was harshly criticised by Republican lawmakers, who argued it was not targeted on infrastructure and was too costly. After months of negotiations, a bipartisan group of Senators reached an agreement on a roughly $1 trillion infrastructure bill, which includes $550 billion in new spending on infrastructure projects, such as roads, bridges, passenger rails, drinking water and waste water systems. The rest of the package involves previously approved spending. The Senate approved the bill in August. Portugal’s Parl legalises euthanasia LISBON, NOV 6 (IANS): Lawmakers in Portugal voted to legalise euthanasia by approving a revised bill that fixed objections raised earlier by the Constitutional Court. The vote was 138 in favour, 84 against and five abstentions, reports Xinhua news agency. The original bill was vetoed by President Marcelo Rebelo de Sousa in March. The new law specifies the conditions under which medically assisted death is not punishable, thus changing the country’s Penal Code. The rules are quite restrictive, and only people over 18, who are Portuguese citizens or foreigners legally resident in the country, can resort to euthanasia, the practice of intentionally ending life to relieve pain and suffering.

Diabetes drug can improve kidney function: Lancet Perseverance new images from Mars show layered rocks

“The key conclusion is that dapagliflozin is an effective treatment to slow progressive kidney function loss in patients with CKD with and without type 2 diabetes,” said lead author Hiddo Lambers Heerspink, from the University Medical Center Groningen. “Therefore, in addition to reducing the risk of heart failure or mortality, dapagliflozin also slows the progression of kidney function decline,” Heerspink added. The findings will also be presented at ASN Kidney Week 2021 November 4-November 7. CKD is a long-term condition in which the kidneys do not work as they should. It is common, especially in older people. In the early stages, there are

usually few symptoms and people can have the condition without knowing it. CKD is often caused by other conditions that affect the kidneys. These include diabetes, high blood pressure, high cholesterol and kidney infections. Making healthy lifestyle choices and controlling underlying conditions are important. CKD can get worse over time, but treatments can stop or delay this, and many people live for a long time with their condition well controlled. Adding dapagliflozin to current standard care has been shown to significantly reduce the risk of having declining kidney function, end-stage kidney disease, or dying from causes related to the kidneys or cardiovascular system. ASA’s Perseverance rover, currently exploring Jezero Crater on the Red Planet, has snapped new pictures showcasing layered rocks. The layered rocks, which form in water, may hint the existence of water on ancient Mars, NASA said. These strikingly layered Mars rocks could also be the Perseverance rover’s next sampling target. “Get a load of these layers! I’m getting out my abrading tool to take a look inside,” they wrote on Twitter. “Layered rocks like this often form in water, and can hold clues about what their environment used to be like. Let’s see if this would be another good place for #SamplingMars,” they added. Perseverance rover was launched on July 30 last year and arrived at the red planet on February 18 after a 203-day journey traversing 472 million km. Perseverance explored the floor of Jezero Crater, which was once a lake and a dried-out river delta at the crater’s edge. Its primary mission is to search for signs of

ancient life on Mars. The rover also aims to characterise the planet’s geology and past climate, paving the way for human exploration of the Red Planet, as well as become the first mission to collect and cache Martian rock and regolith. Dapagliflozin belongs to a group of medicines called ‘sodium glucose cotransporter-2 (SGLT2) inhibitors’. An SGLT2 inhibitor works by blocking the SGLT2 protein in the kidneys. Blocking this protein alleviates kidney damage by reducing pressure and inflammation in the kidneys. It also helps to stop protein from leaking into the urine, and reduces blood pressure and body weight. A clinical trial of 4,304 participants with CKD revealed that dapagliflozin reduces the rate of kidney function decline in patients with chronic kidney disease (CKD). The participants were divided into two groups: With dapagliflozin 10 mg or placebo once daily, added to standard care. Although participants without diabetes also experienced a slower rate of kidney function decline with dapagliflozin, the effect of dapagliflozin was greater in those with diabetes.

Noted cricket coach Tarak Sinha dies

NEW DELHI, NOV 6 (IANS): Dronacharya Awardee and renowned cricket coach Tarak Sinha died here on Saturday morning after a prolonged illness. He was 71. Sinha, the soul of Sonnet Cricket Club which has given India and Delhi cricket so many gems, was battling lung cancer for a while, and recently, he had a multi-organ failure. He was a bachelor and is survived by his sister and hundreds of students. Affectionately known as ‘Ustaad ji’, Sinha trained cricketers Late Tarak Sinha across generations at The Sonnet Club which acted as Delhi’s supply line. He identified talent and turned them into international cricketers. SHARJAH, NOV 6 (PTI): England suffered their first defeat in the ongoing ICC T20 World Cup but still qualified for the semifinals on the basis of a better net run rate, knocking out victors South Africa from the tournament here on Saturday. South Africa pacer Kagiso Rabada (3/48) produced a sensational final over to become the first from his country to bag a hattrick in T20Is and help his side register a 10-run win, denying England an all-win record in the showpiece though it came too late in the day. The Proteas, who had scored 189 for 2 after being sent in to bat, needed to restrict England to 131 to overtake Australia in net run rate and qualify for the semifinals but it was not to be their day. England, Australia and South Africa ended on eight points each but the top two teams made it to the semifinals as they had better net run rate than South Africa (NRR +0.739) who were knocked out. England (NRR +2.464) topped Group 1 while Australia (NRR +1.216), who beat West Indies earlier in the day, finished second. England crossed the 131-run mark in the 16th

LASKO (SLOVENIA), NOV 6 (IANS): India’s Manika Batra remained on course for a grand double at the World Table Tennis (WTT) Contender event in Lasko, Slovenia, reaching the semi-finals in the women’s singles and the final in women’s doubles with compatriot Archana Girish Kamath In the women’s singles quarter-final played on Saturday, Manika overcame a tough challenge from Romania’s Bernadette Szocs, beating her rival 3-2, coming back from 1-2 deficit in a wellfought encounter. Manika eventually won the match 11-8, 4-11, 5-11,11-8, 11-7 to seal a place in the lastfour stage at the Sports Hall Tri Lilije. Manika, ranked 58th in the World, started well on Saturday afternoon and won the first game but lost the next two games 4-11 and 5-11, and was staring at defeat.
