Govt cuts basic duty on edible oils Spl. Correspondent
NEW DELHI, NOV 5 (NPN): In a bid to reign in continuous rise in the cooking oil prices, the Centre has cut the basic duty on crude palm oil, crude soyabean oil and crude sunflower oil from 2.5% to nil. According to the Ministry of Consumer Affairs, Food & Public Distribution, the agri-cess on those oils has been brought down from 20% to 7.5% for crude palm oil and 5% for crude soyabean oil and crude sunflower oil. Following the reduction, the total duty is 7.5% for crude palm oil and 5% for crude soyabean oil and crude sunflower oil. The basic duty on RBD Palmolein oil, refined soyabean and refined sunflower oil has been slashed to 17.5% from the current 32.5%. Before reduction, the agricultural infrastructure cess on all forms of crude edible oils was 20%. Post reduction, the effective duty on crude palm oil will be 8.25%, crude soyabean oil and crude sunflower oil will be 5.5% each. Retail edible oil prices drop by Rs 5-20/kg in major markets palm oil, sunflower oil and soyabean oil, futures trading in mustard oil on NCDEX has been suspended and stock limits have been imposed. Prices have been reduced to give relief to consumers during festival season. According to the ministry, the edible oil prices are still higher than a year ago but there has been a declining trend from October onwards. “Despite international commodity prices being high, interventions have been taken by Central Government along with State Governments’ pro active involvement have led to reduction in prices of edible oils,” it said. have declined by Rs 5-20 per kg after various measures, including an import duty cut, by the government, Food Secretary Sudhansu Pandey said on Friday. “The government has taken a number of steps to ensure consumers get relief from high prices. We are happy to share the trend from 167 centres. Edible oil prices have declined quite significantly in the range of Rs 5 and 20 per kg in the major retail markets across the country,” Pandey said during a press briefing. For instance, retail palm oil price in Delhi declined by Rs 5 to Rs 133/ kg on November 3 from Rs 139/kg, while it fell by Rs 18 to Rs 122/kg from Rs 140/kg in Aligarh, Uttar Pradesh, while by Rs 7 to Rs
125/kg in Cuddalore, Tamil Nadu from Rs 132/kg in the said period, he said. Even retail price of groundnut oil declined by Rs Rs 5-10/kg, while soyabean oil by Rs 5-11/kg, and sunflower oil by Rs 5-20/ kg between October 31 and November 3, he added. In the case of mustard oil, the Secretary said, “we have not seen a significant reduction in prices,” but the steps taken by the government including import duty rationalisation will have an impact on prices of mustard oil as well. Domestic edible oil prices have soared in tandem with the global prices which shot up due to reduced availability of edible oils for food use following diversion for biofuel in Indonesia, Brazil and other countries.
No proposal to extend free ration scheme NEW DELHI, NOV 5 (PTI): The Centre on Friday said there is no proposal at present to extend free foodgrains supply via the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) to provide relief to ration card holders, in view of recovery in the economy and good disposal of foodgrains in the open market under the OMSS policy. Initially, the additional free benefit under the PMGKAY was provided for a period of three months (April-June 2020) to ameliorate distress caused by the COVID-19 pandemic. However, with the crisis continuing, the pro-
gramme was extended for another five months (JulyNovember 2020). After the onset of the second wave of the pandemic, the PMGKAY was once again rolled out for a period of two months (MayJune 2021) and was further extended for a period of five months (July-November 2021). Asked if the Central government will further extend the scheme, Food Secretary Sudhansu Pandey said, “Since the economy is also reviving and our OMSS (open market sale scheme) disposal of foodgrains has also been exceptionally good this year. The government has been selling rice and wheat to bulk consumers under the OMSS policy to improve availability in the domestic market and check prices. The Centre is providing an additional quantity of 5 kg foodgrains per person per month, free of cost, to more than 80 crore beneficiaries over and above the normal quota under National Food Security Act (NFSA).

AG A RTA L A , N OV 5 (PTI): Tripura police have registered a case against four Supreme Court lawyers under the stringent UAPA and various sections of IPC for allegedly promoting communal disharmony with their social media posts about the recent violence targeting Muslims, a senior official said on Friday. The lawyers have also been served notices asking them to appear before police by November 10 for questioning, Superintendent of Police of West Tripura district Manik Das said. “A group of Supreme Court lawyers visited Tripura on Tuesday last and after their visit we noticed that several posts were made in social media expressing their discontent regarding the recent communal incidents...,” Das told PTI. If convicted under the tough UAPA, an offender may face imprisonment up to seven years.

G U WA H A T I / N E W DELHI, NOV 5 (AGENCIES): Four months after the mysterious deaths of Rosy Sangma and Samuel Sangma, the National Human Rights Commission (NHRC) has taken up the case and issued notice to the District Magistrate of Gurgaon and Haryana Director General of Police (DGP) seeking a detailed report within six weeks, a TNT report stated. Following a petition filed by Garo Development Council (GDC) chairman Alex K Sangma and vice chairman Thengsil Sangma on July 1, the commission has also registered a case (No 1504/7/5/2021) on the deaths. D I M A P U R , N OV 5 (NPN): Nagaland on Friday recorded 11 fresh Covid-19 positive cases while one more patient succumbed to the infection. Of the fresh cases, 10 were from Dimapur and one in Kiphire, taking the total caseload to 31905. Further, one more patient succumbed to the virus in Dimapur, pushing the death toll to 688 (including 15 non-Covid deaths). Meanwhile, 12,17,940 persons have been inoculated against Covid-19 (713801 1st dose and 504139 2nd dose). In a statement, RPP pointed out that the Central government had released Rs 43.83 crore approximately for 2019-20 for development of Eastern Nagaland and other areas of the State under the Underdeveloped
Area Programme (UDAP) and Border Area Development Programme (BADP). However, while perusing through the 121 work orders, RPP said the amount sanctioned was calculated at Rs 43.83 crore approximately, whereas the RTI reply furnished by DUDA mentioned the released amount as only Rs 32. 69 crore. Wankhede to no longer probe cruise drugs case; NCB transfers 6 cases to SIT MUMBAI/NEW DELHI, NOV 5 (PTI): Narcotics Control Bureau (NCB) officer Sameer Wankhede has been taken off the controversial cruise drugs case in which Shah Rukh Khan’s son Aryan Khan was arrested, with the agency transferring the investigation in the matter and five other cases from the Mumbai unit headed by him to an SIT. Wankhede, who is facing several personal and service-related allegations, will continue to be the Mumbai zone director of the agency. Officials cited “administrative grounds” for the decision to transfer the six cases, which also include the one involving the son-in-law of Maharashtra cabinet minister Nawab Malik who had launched a tirade against Wankhede and levelled several allegations against him.

The NCB issued a statement on Friday to say that the six cases are being “taken over” by the special investigation team (SIT) of officers from the Delhi operations unit as they have “national and international ramifications and in order to conduct a deeper investigation to find out forward and backward linkages.” It said, “No officer or officers have been removed

Gene common in South Asians may explain severe Covid-19 in Indian Subcontinent: Oxford Study LONDON, NOV 5 (PTI): Scientists at the University of Oxford have identified a gene that may double the risks of lung failure and death from Covid-19, and could explain why people of South Asian ancestry have a higher risk of severe disease. The LZTFL1 gene changes the way the lungs respond to viral infection, and is the most important genetic risk factor identified so far, the researchers said. They noted that the gene version is carried by nearly 60 per cent of people
with South Asian background, compared with 15 per cent of those with European lineage. The finding, published in the journal Nature Genetics on Thursday, could also partly explain the impact of Covid-19 in the Indian subcontinent. The researchers used a combination of artificial intelligence (AI) and new molecular technology to pinpoint LZTFL1 as a gene responsible for the increased risks. LZTFL1 blocks a key protective mechanism that cells lining
the lungs normally use to defend themselves from the viral infection, they said. When these cells interact with SARS-CoV-2, which causes Covid-19, one of their defence strategies is to turn into less specialised cells and become less welcoming to the virus. This process reduces the amount on the surface of cells of a key protein called ACE2, which the coronavirus uses to attach itself to the cells. However, for people with the LZTFL1 gene this process does not work as
well, and lung cells are left vulnerable to infection by the virus. The researchers noted that it is particularly important to offer vaccina-
tion to communities that are at greater risk of serious Covid-19 infection as a consequence of carrying this genetic predisposition, as their increased risk should be cancelled out by immunisation. Independent experts said the findings are important but warrant further investigation. “The discrepancy between the risk of serious disease and death in different ethnic groups has previously been attributed in part to socio-economic
differences, but it was clear that this was not a complete explanation,” said Professor Frances Flinter, from Guy’s & St Thomas’ NHS Foundation Trust, UK. Evidence that LZTFL1 has emerged as a candidate causal gene, which is potentially responsible for some of the two-fold increased risk of respiratory failure from Covid-19 in some populations, provides a big step forward in our understanding of the variable susceptibility of some individuals to
serious disease and death, said Flinter, who was not involved in the study. Simon Biddie, from the University of Edinburgh, UK, said the study provides compelling evidence to suggest roles for LZFTL1 in severe Covid-19 that warrants urgent further investigation. “The finding will need further experimental verification to provide direct evidence for regulation of LZTFL1, using for example genome engineering approaches,” said Biddie, who was not a part of the study. Speaking at the awareness programme on “scope & importance of bee, beekeeping & honey” initiated by Nagaland Beekeeping & Honey Mission (NBHM) in collaboration with Central Institute Horticulture (CIH) Midziphema at Sanis town under Wokha district, Mhathung urged the trainees to protect and preserve the bee. Stating that Nagaland Beekeeping & Honey Mission (NHBM) had come a
long way since its inception in 2007, he expressed happiness that the mission had achieved many laurels under its belt. He lauded NHBM for venturing into new activities, broom and mushroom cultivation in the form of providing a livelihood support to beekeepers and to the community. IMPHAL, NOV 5: Manipur chief minister N Biren Singh on Friday appreciated the state police department for its ‘sincere efforts’ towards restoration of peace in the state. The joint passing out parade of the 48th batch of civil police constables (male) and 55th batch of riflemen (MR/IRB) was held at Manipur Police Training College (MPTC), Pangei in Imphal East district on Friday. In a speech at the passing out parade of newly recruited constables and riflemen in the state police department, Singh claimed that the state government has able to concentrate on development works as peace was restored in the state. “Manipur police had played a great role in making it possible,” he declared. The chief minister asserted that police-public relation has now become immensely cordial unlike the past. “People no longer feel uncomfortable and insecure when they come across police and security personnel,”
he said. The chief minister who also appreciated the roles of the police in the ‘War on Drugs’ campaign of his government, said that “police should be always vigilant to prevent all sorts of unwanted incidents.” There was no point in wearing a police uniform if they do not protect people or stand as a silent spectator when any scuffle happens or any suspicious crowding comes into sight, he said. He also exhorted the passed out personnel to serve the state and the nation with full devotion at the places of posting and be nice to the public and help them when they are in need. In all, 2722 newly recruited personnel passed out from the college today. Even though their training commenced in 2019, the passing out parade for both the batches was deferred due to COVID-19 pandemic. IMPHAL, NOV 5: Four alleged inter-state drug traffickers, including a woman, were arrested in Manipur with one kg of ice-drug(crystal methamphetamine) worth rupees two crore in the international market. Sleuths of Narcotic and Affairs of Border (NAB) of Manipur police arrested the four alleged drug traffickers during an operation at Mantripukhri and Sekmai along NH-2 on Thursday evening.

I TA NAG A R , N OV 5 (PTI): Arunachal Pradesh did not report any new COVID-19 case in the last 24 hours, while 17 more people recuperated from the disease, pushing the total number of recoveries to 54,826, a senior health official said here on Friday. The COVID-19 tally in the frontier state remained at 55,174, the official said. Ar unachal Pradesh now has 68 active COVID-19 cases, State Surveillance Officer (SSO) Dr Lobsang Jampa said. The COVID-19 recovery rate now is 99.37 per cent, Jampa said. The COVID-19 death toll in the state remained at 280 as no new fatality was reported in the last 24 hours, the SSO said. Tawang district has the highest number of active cases at 14, followed by East Siang (11), Lohit (10) and Lower Dibang Valley (9). As many as 11,87,463 samples have been tested for COVID-19 thus far in the state, including 201 on Thursday, Jampa said, adding that the positivity rate stood at 1.53 per cent.

China built village inside Arunachal: US NEW DELHI, NOV 5 (IANS): China has built a large 100-home civilian village inside disputed territory between the Tibet Autonomous Region and India’s Arunachal Pradesh, claimed the US Department of Defense in its annual report to Congress on military and security developments involving China. These and other infrastructure development efforts along the IndiaChina border have been a source of consternation in the Indian government and media, it stated. The report also specifically points out that China has attempted to blame India for provoking the standoff through India’s “increased infrastructure development” near the Line of Actual Control (LAC). Asserting that its deployments to the LAC were in response to Indian provocation, Beijing has refused to withdraw any forces until India’s forces have withdrawn behind the its version of the LAC and ceased infrastructure improvements in the area, it stated. Chinese statecontrolled media forcefully asserted China’s intent to refuse any territorial concessions demanded by India.
NEW DELHI, NOV 5 (IANS): Jamiat Ulema-iHind (JuH) President Arshad Madani on Friday blamed Tripura’s ruling BJP for the riots in the state and said that it is very unfortunate that no action has been taken against the culprits so far. “Tripura shares borders with Bangladesh but it has nevertheless remained a peaceful state. However, since a party with a particular ideology has come to power, sectarian elements and their organisations have been given a lot of freedom,” he said, after a JuH delegation to the state submitted its report on Friday. According to the report, “the brutality and barbarism displayed by the sectarian organisations shows how deep the poison of sectarianism has penetrated in the hearts of the people.” Madani said that 12 mosques were attacked by frenzied mobs, and arson caused severe damage to places of worship and shops and other property. “The Tripura riots have tarnished the image of the country. If such tragic incidents take place in a democratic country where all the citizens enjoy equal rights,

The lawyers have also been served notices asking them to appear before police by November 10 for questioning, Superintendent of Police of West Tripura district Manik Das said. “A group of Supreme Court lawyers visited Tripura on Tuesday last and after their visit we noticed that several posts were made in social media expressing their discontent regarding the recent communal incidents. Police has registered a case and wants to know if the posts were made by them or were fake posts,” Das told PTI. DEHRADUN/KEDARNATH, NOV 5 (PTI): Prime Minister Narendra Modi on Friday predicted a decade of development for Uttarakhand and an end to migration from the hills, as he inaugurated a rebuilt samadhi of Adi Shankaracharya in Kedarnath. Addressing a gathering of priests and devotees, he said the redevelopment of centres of faith in India shows the country’s growing pride in its ancient saints and philosophers like Adi Guru Shankaracharya and Swami Vivekananda. A grand Ram temple is being built in Ayodhya to restore its glory after centuries while the work on the Vishwanath Dham project in Kashi is nearing completion, the prime minister said. Modi also inaugurated and laid the foundation stone of reconstruction projects worth over Rs 400 crore at Kedarnath in Uttarakhand where the Assembly elections are just a few months away. Modi, who began his visit to Kedarnath by offering prayers at the Himalayan temple, said visiting the place has always been an overwhelming experience for him. “Every time I come to bow at the feet of Baba Kedar, the glowing peaks that surround the temple and the winds that blow here take me to a different world. The experience is so overwhelming that I cannot describe it in words,” he said. Talking about the extensive damage caused to Kedarnath by the 2013 deluge, he said the devastation was so huge it was almost impossible to think of rebuilding things.
“But my gut and also my experience in reconstructing the earthquake-hit Kuchch always told me that Kedarnath will get back on its feet even stronger than before.” However, the credit for the reconstruction works in Kedarnath should go to Baba Kedar without whose blessings nothing could have been done, he said. Modi also thanked Uttarakhand Chief Minister Pushkar Singh Dhami for the urgency with which took up the completion of projects and the labourers who worked in sub-zero temperatures to implement them. A Buddhist circuit is being developed by connecting Buddhist sites at Sarnath and Kushinagar in Uttar Pradesh and Bodh Gaya in Bihar. Similarly, centres of faith associated with Lord Ram are also being connected and developed into an integrated circuit, the prime minister said. All this is happening because today’s India is setting new goals for its future with confidence in the path shown by its ancient saints and philosophers like Adi Guru Shankaracharya, he said. “At a time when the country is setting new goals for its future on the occasion of the ‘Azadi ka Amrit Mahotsav’, Adi Guru Shankaracharya can be an inspiring icon,” Modi said, asking why shouldn’t every Indian identify with his philosophy. MUMBAI, NOV 5 (IANS): Hrishikesh Deshmukh, the son of former Maharashtra minister Anil Deshmukh, on Friday skipped summons by the Enforcement Directorate (ED) and is likely to move court seeking anticipatory bail, his lawyer said here. Advocate Inderpal Singh said Hrishikesh Deshmukh was called for questioning by the ED, but he did not appear as he is likely to move the sessions court or the Bombay High Court for bail. Singh added that he has sought a week’s time to appear before the ED and he also may approach the courts for anticipatory bail. Beyond ten days
ue to the pandemic in 2020 the annual Hornbill Festival was held virtual since even if it was not, there would have been hardly any takers. This year the government of Nagaland is eager to re-start the festival which is going to be held for ten days from December 1. A lot has been written and spoken about the festival in all its relevance during the past 21 years. Since 2000 the state government has been organizing the annual Hornbill Festival with the objective of preserving Naga culture and promoting cultural tourism and of course, expecting some economic benefits for local enterprises. Admittedly, the Hornbill has become the Seven-star status that Nagaland has achieved in re-inventing itself. It is a fact that the festival has become the pride of Nagaland and for which Nagaland has earned international recognition for the way it continues to evoke excitement. The state’s bureaucrats and those involved in planning and execution have proved excellent event managers. When it was conceptualized, the Hornbill was meant to show case Naga culture and bringing all Naga tribes together. It soon evolved into a mix of culture and commerce and eventually gave way to being used as a vehicle for tourism. It is interesting to note that the concept of tourism running through the legs of cultural festivalHornbill Festival since 2000 has finally democratised into ‘mini hornbills’. It means that the Hornbill from Kisama the cultural Eden for the Hornbill Festival will also herald the celebration of each tribal festival in all 11 districts throughout the year. Having opened public celebration with the main Hornbill Festival, it is expected that the mini hornbills involving celebration of cultural festival of every tribe in 11 districts of the state will be in the pipeline today tourism is a global industry which is growing at a phenomenal rate. The celebration of the Hornbill Festival during the one week or ten-day period plunges the entire state capital Kohima and the gate way Dimapur into a frenzy. It has given a direct as well as an indirect boost to tourism trade during the dry season. After the end of ten days of hectic activities at Kisama and Kohima, the festival ends. That also means there is no more focus on tourism as everybody, especially the organizers, have earned a well-deserved long Christmas holiday break. This brings up the issue of what needs to be done during the remaining 355 days of the year after the ten-day carnival is wrapped up and visitors go back? Tourism cannot be promoted or packaged only on the wheels of the ten-day Hornbill Festival. If the mini-bills are given needed backing- events, infrastructure and connectivity, then tourism will have a deeper and broader significance. The other aspect about ‘promoting Naga cultural tourism’ when it comes to Hornbill, is the dominant role played by the government. Due to the over dependence on government largesse this ‘dependency syndrome’ has practically killed the spirit of entrepreneurship. The government is everywhere, the tourist somewhere and local people unaware. Government has to play its role as a catalyst instead of getting involved directly and being an inhibitor. That is why there is need to segregate a ten-day programme from a year-long real tourist trade and travel.

…but rejoice to the extent that you partake of Christ’s sufferings… —1 Peter 4:13 If you are going to be used by God, He will take you through a number of experiences that are not meant for you personally at all. They are designed to make you useful in His hands, and to enable you to understand what takes place in the lives of others. Because of this process, you will never be surprised by what comes your way. You say, “Oh, I can’t deal with that person.” Why can’t you? God gave you sufficient opportunities to learn from Him about that problem; but you turned away, not heeding the lesson, because it seemed foolish to spend your time that way. The sufferings of Christ were not those of ordinary people. He suffered “according to the will of God” (1 Peter 4:19), having a different point of view of suffering from ours. It is only through our relationship with Jesus Christ that we can understand what God is after in His dealings with us. When it comes to suffering, it is part of our Christian culture to want to know God’s purpose beforehand. In the history of the Christian church, the tendency has been to avoid being identified with the sufferings of Jesus Christ. People have sought to carry out God’s orders through a shortcut of their own. God’s way is always the way of suffering— the way of the “long road home.” Are we partakers of Christ’s sufferings? Are we prepared for God to stamp out our personal ambitions? Are we prepared for God to destroy our individual decisions by supernaturally transforming them? It will mean not knowing why God is taking us that way, because knowing would make us spiritually proud. We never realize at the time what God is putting us through— we go through it more or less without understanding. OVID-19 is at its pace and thus continues by inflicting pain to the humanity at large. Hardly we have any clue as to when it would leave us in peace. Till it leaves, we would continue to experience its impact in multiple ways in terms of waves. Initially, a tiniest virus remained mysterious, but currently it is no more mysterious. However, human beings in their behavioral patterns respond and act in unpredictable ways. Since 2019 coronavirus has been dictating all aspects of human life. It went right into all activities of humans and has changed everything. Pandemics and catastrophes are the appropriate and opportune times for the politicians especially those who control the requisites and essentials that are needed to meet the challenges so that the aftermath of the devastations caused by the inflicting agencies be brought under control. The rulers want to maximize their control by expanding their power base by using the pandemic and catastrophe to their advantage. The capitalists and global corporations take advantage by maximizing their profits – be it war, conflict, pandemic or catastrophe. For the politicians especially the totalitarians, expansionists and capitalists

when catastrophes strike, they use them to suit their interests and intents – be it political or economic or social or religiocultural. Neo-colonialists and expansionists have been using the current pandemic situation to their advantage. When COVID-19 hit the world hard in such velocity and gravity, the wealthier nations of the world with their monopolistic over capital, technology and technical know-how started exercising their control by placing orders for vaccine doses. Vaccine manufacturing corporations predominantly located in the developed and wealthier countries came out with apt vaccines for coronavirus in about 16-18 months. The rich countries that ordered vaccines in advance paying millions of US dollars procured billions of doses from the global multinational pharmaceuticals, whereas the poor and underdeveloped countries due to financial crunch such as balance of payments, foreign exchange problems, international debts and host of others are unable to procure much needed vaccine doses. As a result, the poorer and underdeveloped countries are paying the price. Hundreds and thousands of lives lost and huge numbers are suffering without be-
ing vaccinated. What made the wealthier countries not to share or donate vaccine doses to the poorer counties? Despite huge loss of lives and infections scaling high, the rich countries do not want to help the poor countries. Nonetheless, there is only one factor that underlines the other subsidiary factors. All of us are aware of the fact that the rich nations have procured more vaccine doses than what they require. Having completed both the jabs, why do they not want to part with the excess. The questions that arise are: Why do they behave in such ways? What makes them to keep the surplus without giving away to others as they would expire soon? How is it the wealthier nations selfishly protect their own people and leave others in the lurch? What we have been witnessing in recent years is nothing short than gross inequality and rampant inequity of vaccine procurement and vaccine delivery. The wealthier nations decide who to give and how to go about show clearly manifests the neo-colonial mind-sets of the rich capitalist countries. Apart from these questions, a few critical questions that emerge are: Who is to be vaccinated and how is it to be vaccinated – all decided by the
pharmaceutical companies. For instance, In the light of vaccine inequality, DirectorGeneral of WHO urged the G-20 leaders to share vaccine supply which is about 240 million surplus doses to poorer countries. In a letter to G20 leaders that met in Rome requires “Over six billion doses have been administered worldwide, but seventy percent of these doses were administered by only a few countries … and only to per cent of people in low-income countries have receive a vaccine dose” – gross inequality. The data clearly shows that only 2 per cent of people in low-income countries are vaccinated. The rest might get vaccinated either in 2022 or the following years. By then we need to develop new vaccines as the virus would take new forms that benefits the vaccine manufacturers and research institutes. Vaccine manufacturing is monopolized only by a few countries. Having understood the gravity of the problem, Indonesian President asked the rich countries and those who control vaccine production to spread vaccine manufacturing to all counties. He seems to have reiterated that the rich must do more to distribute vaccine and there should be global solidarity to battle pandemic. In reality his message prob-
ably be put into backburner. The data mentioned above convey a clear message that the wealthier countries are not doing enough and do not want do enough as it failed to distribute and share the vaccine equitably and thus created vaccine inequality and inequity that would have ramifying effects. What we have been witnessing and experiencing is ‘neo-colonialism’ in a new format. The expansionists employ diverse mechanisms to control the poorer and underdeveloped countries. Concepts and slogans such as inter-dependency, global solidarity and globalism have become redundant and in tatters. We are at a decisive moment that requires decisive leadership. The world in which we live is shrinking and increasingly becoming closed and self-centered. The wealthier nations can keep and waste the remaining vaccine doses, but would not give them to those who die and get infected due to non-availability of vaccines and poor financial resources. At this juncture let me bring to the fore of what happened in mid-1960s. After two successive years of horrifying drought, India was desperately in need of American wheat under the American Public Law 480 (480 PL) in return of rupees
payment and at relatively low prices because of foreign exchange crunch to buy wheat in the world market. The request was turned down by the American administration because of India’s criticism of American bombing of Hanoi. Neo-colonialism could go to any extent to dumping of its wheat and the surplus into sea than giving away to the countries that need food wherein millions perish from the face of the earth due to poverty and hunger. Further, the neocolonialists control the poorer and under-developed nations under the sophisticated banner vis-à-vis ‘policy-lever’, but is one of the ‘neo-colonial’ tendencies. As rightly pointed out by former American President John F. Kennedy that, “Foreign aid is a method by which the United States maintains a position of influence and control around the world.” Political economy works in subtle ways. Expansionists, totalitarians and empire builders use technology, technical know-hows, capital, pandemics, catastrophes, vaccine manufacturing and distribution to control and dominate the poorer countries. Strategies for augmenting livestock production
ivestock production is an integral part of the majority of the rural population of the North-Eastern Hill Region (NERH) of India, which contributes substantially to household nutritional security, employment, as well as poverty alleviation through increased household incomes. The scope for livestock production is very high in the region because of the food habit of the inhabitants, being mostly non–vegetarian. Having the huge demands for livestock products as well as socio-cultural importance of the livestock, unfortunately, the region is yet to be tapped its full potential in livestock farming for improving the livelihoods of the poor farmers and self-sufficient in eggs, meat, fish, and milk. This might be due to hilly terrain topography, poor infrastructure like roads & rail links, markets, ICT infrastructures, mostly confining to the traditionally age-old breeding, feeding management practices by the farmers, and other challenges like high vulnerability to climate change and natural calamities like floods, submergence, landslides, soil erosion, etc. Therefore, the concrete strategies should be developed for the region and its strict compliance for augmenting livestock production, thus uplifting socio-economic status of the farmers. Strategies for sustainable livestock farming for improving livelihood of farmers in this region are 1. Action plan for im-
provement of genetic resources – The region requires one comprehensive breeding policy and establishment of breeding stock of superior germplasms/ improved breeds for each livestock species for easily accessibility of superior germplasm to the farmers. At the same time, utmost care needs to be taken for the genetic improvement of all indigenous livestock, which are relatively well adapted to their own ecological niche, grow faster, disease-resistant, and can be reared with minimal inputs with the locally available feed sources. Focused attention is also required on propagation of superior germplasms through artificial insemination at the farmers’ doorstep. 2. Intensification of feeds, and fodders production & availability- There are acute shortages of feeds & fodders in the region. Therefore, it is required measures such as optimum utilization of land resources, improving production by using high yielding fodder varieties, enhanced fodder seed production, adopting suitable crop combinations, improvement of grasslands/ wastelands and other community lands, conservation and utilization of crop residues/by-products, development of fodder banks, schemes that support fodder production and establishment of feed mill for livestock for ensuring the supply of low-cost motorized chaff and concentrate feeds to the farmers.
Also, Focused attention is needed on the rehabilitation of degraded lands through agroforestry interventions for the intensification of the fodders productions in the region. 3. Strengthen the Livestock Health care facilities: The vaccine production facility in the region should be upgraded with PPP mode to ensure the availability of biological products throughout the region. The region should have research laboratory facilities/ BSL IV laboratory for disease diagnostic, handling of Zoonotic diseases, and disease surveillance mechanisms to be put in place. A policy decision is, therefore, needed for strengthening of biosecurity measures with special reference to transboundary and infectious diseases, to manage threats of emerging zoonotic disease. 4. Strengthen the organized and unorganized marketing chain- A sound marketing structure is a need of the hour to ensure farmers’ profitability, boosting livestock trade for the holistic livestock development in the region. Emphasis should also be given to strengthening the marketing of livestock and livestock products Self Help Group, (SHG), PPP, and the development of co-operative like NDDB, etc. 5. Establishment of livestock products processing unit- Livestock product processing units like milk, meat, egg and their by-products for value addition should be established.
6. Credit inflow to the farmers- Farmers’ access to financial institutions is very low and emphasis should be put to ensure more credit inflow at a lower interest rate. 7. Intensification of the capacity building programme - Emphasis should be given on capacity building of the farmers on scientific rearing of livestock, feeding, breeding management, health care, vaccination, and productions of value-added meat & milk products through various short courses/ training, off-field demonstration, etc. 8. Promote entrepreneurship and start-ups to empower youth in livestock farming- The region has a high potential to harness the power of livestock entrepreneurship and also to motivate and attract rural youth. Hence, concrete effort to be made to promote livestockentrepreneurship through capacity building and training to enable livestock as agri-startups and improve employability in the NEH region. 9. Extension strategies- Extension efforts are required for ensuring improvement and continuation of livestock farming through various activities such as animal health Camps, free vaccination, expert lectures/ technical guidance/ Field days/ farmers Advisory services, exhibitions, TV/ Radio talk, publications on practices for pigs, dairy, poultry, goat etc. Also, the College should have a well-planned program for Research-Extension education
and transfer of technologies related to animal health, production and value addition to the end users. 10. Agricultural Technology Information centre (ATIC): There should be ATIC in the Veterinary Colleges and KVKs in the regions, which will work as a “Single Window” in providing information on various aspects of farming to the farmers. 11. Strengthening of ICT especially mobile phone technology: Establishment of mobile based ICT to transfers of livestock technologies quickly to the famers. 12. Development of weather forecasting system and risk mitigation strategies: Weather is quite uncertain in this region and adversely affects livestock production and community. Therefore, the establishment of a network of robust forecasting systems and risk mitigation strategies (cold/heat tolerant) and analysis of extreme climates on livestock farming is a must. Therefore, emphasis should be laid on precise information delivery systems for climate change-induced extreme weather variability for mitigating the risks to the farmers. India must ensure shorter oral regimen to treat drug-resistant TB
I
magine that you have a debilitating disease that is curable – and yet you cannot be cured because of the lack of access to drugs. Will that be justified, humane or even ethical? Across India, those fighting drug-resistant tuberculosis are suffering terribly. Despite the emergence of new drugs, the existing health system offers little help in reducing the suffering of such patients. Adherence to tuberculosis treatment still remains dismal as patients are denied access to new regimens and drugs. All-oral regimen There have been significant research trials that show that drug-resistant tuberculosis treatment can be reduced to as little as six months duration with an all-oral regimen. This method also shows limited side effects and higher cure rates. It should be a no-brainer that India’s drug-resistant tuberculosis patients need these regimens. However, the only significant development on the all-oral regimen front, is
the recommendation by the National Technical Expert Group, as recapped in the India TB report 2021, to move to a longer all-oral regimen for patients that are ineligible for a shorter multidrug-resistant tuberculosis regimen. We still see only marginal investment, attention and consideration towards shorter all-oral regimens for patients across the drug-resistant tuberculosis spectrum in India. For instance, even as a shift to a shorter all-oral regimen would be transformational by reducing patient suffering drastically, India still does not have a comprehensive access strategy. One wonders how far we would be in making universally available an all-oral antitubercular regimen that can reduce the span of the treatment. Access to more efficacious and less toxic drugs is essential for defeating the disease. It is not just not a priority, it should be provided as a matter of right. I say this as an extremely drugresistant tuberculosis survivor
who survived because of access to two new drugs Bedaquiline and Delamanid. I survived this dangerous form of TB not only because of a committed, informed and knowledgeable doctor but importantly due to access to these drugs and a safe system of monitoring its process. Lack of access Today, as the world grapples without a cure to Covid-19, I want you to pause and reflect on the anguish of thousands of such patients who can be cured but cannot access medicine. They may not survive if they do not have access to these drugs. If they do survive, they will live with disabilities and life-long side effects. Why do we not understand that there is both a human cost and a public health cost in not shifting to a safe, shorter all-oral regimen for treating drug-resistant tuberculosis? Surviving drugresistant tuberculosis is extremely hard. The treatment is long and toxic and with extreme side effects from losing eyesight, your hearing, to
nausea, vertigo, neuropathy and numerous mental health issues. Drug-resistant tuberculosis patients, unless they are lucky enough to have access to longer all oral regimens which are not universally accessible across states, are expected to take injectables every day for six months as part of their treatment. The injection site thus needs to be changed frequently to minimise pain and discomfort. Given the daily exposure to needles, multiple injections sites can take longer to heal despite site rotation. In such cases, one nearly runs out of places where a patient can be injected. Thousands in India and globally suffer this medieval and painful treatment when better drugs and new regimens are possible. Why do thousands still lack access to new drugs and more acceptable regimens? Why do patients suffer when better options are available? Is this not a gross human rights violation? There is also a public
health cost. Shorter all-oral regimens mean patients are less likely to quit treatment mid-way. In its absence, they continue to give up, and it will result in suffering but also more cases of drugresistant tuberculosis. Effectively, we will have to spend more resources in controlling drug-resistant tuberculosis. India already has the distinction of leading the world in drug-resistant tuberculosis incidence, and we cannot afford the public health cost of a worsening drug-resistant tuberculosis crisis. The way out To begin with, what we need is a clear strategy that details the clear position of the government on shorter all-oral regimens. We need informed decisions and clear access strategies with safeguards in place. Access, pricing, and availability to all, including the private sector, are critical. Not the government alone, it is also the legal and moral responsibility of pharmaceutical companies that benefit from taxpay-
ers’ money for research and development, to cooperate with governments in low and middle-income countries to make drugs available through mechanisms of affordable pricing and local partnerships. As a civil society and tuberculosis survivors, we ought to keep relentlessly advocating for the shift to shorter all-oral regimens. No one should have to wait for a drug that would cure them because they cannot access it due to bureaucratic delays, availability or pricing. I am alive today because I could get access to new drugs and a good team of doctors. Everyone is not lucky like me. It is time to recognise access to drugs as a human right. 30 more people test +ve for Zika virus in Kanpur, tally rises to 66
KANPUR, NOV 5 (PTI): Thirty more people have tested positive for Zika virus here, taking the total number of those infected in the district to 66, including 9 IAF personnel, a senior official said on Friday. Of those infected, 45 are men and 21 women, according to officials. The first case in Kanpur was reported on October 23 when an Indian Air Force (IAF) warrant officer tested positive for Zika virus. “Thirty more people have tested positive for Zika virus in Kanpur,” District Magistrate Vishak G Ayyar said. Among the 66 tested positive for Zika virus, 9 are from IAF, the DM said. Samples were collected from various pockets in the neighbouring areas of IAF station hangars and sent to the lab at King George’s Medical University (KGMU), Lucknow for testing. Thirty of them came back positive for Zika virus, he said.
Zika is a mosquitoborne virus and hence, getting rid of mosquitoes is the safe way out, he said. To check the spread of the disease, health teams are undertaking sanitisation programmes including anti-larvae spraying and identifying fever patients, screening seriously ill people and pregnant women. Health officials have been asked to step up surveillance and ensure doorto-door sampling and testing for Zika virus. “We advise the local people not to panic regarding the sudden spurt in Zika virus cases,” Ayyar said. A high alert has been sounded in the periphery of hangars of the IAF station, another official said. To check the spread of Zika virus, Chief Minister Yogi Adityanath has directed the health department to ensure strict surveillance and to undertake frequent and extensive door-to-door sanitisation and fogging drives to prevent mosquito breeding.

The Reserve Bank of India’s (RBI) forex reserves rose to $642.019 billion from $640.100 billion reported for the week ended October 22. India’s forex reserves comprise foreign currency assets (FCAs), gold reserves, SDRs, (Special Drawing Rights) and the country’s reserve position with the IMF. NEW DELHI, NOV 5 (PTI): Ride-hailing platform Ola has started piloting a quick delivery service for items like grocery, personal care and pet care products in Bengaluru, making a foray into the quick commerce sector, according to sources. The sources said Ola is starting a pilot of its ‘Ola Store’ in Bengaluru starting off with a few key localities, and then to expand across major cities in India in the coming months. The service is aiming for a sub-15 minute delivery timeline, they added. When contacted, Ola declined to comment. The sources said the service is available within the Ola app and is rolling out to select consumers in Bengaluru.

caution. It contemplates an objective determination based on intelligent care and evaluation as distinguished from a purely subjective consideration of suspicion. The reasons are to be on the basis of material evidence available or gathered in relation to fraudulent availment of input tax credit or ineligible input tax credit availed as per the conditions/grounds under sub-rule (1) of Rule 86A. These guidelines have recommended monetary limits for the division of powers between commissions, joint commissioners, and assistant commissioners on blocking of the tax credit. For blocking of ITC above Rs 5 crore, principal commissioner/ commissioner will take a decision. Where the monetary amount is in the range of Rs 1-5 crore, additional commissioner or joint commissioner will take a decision, while for those less than Rs 1 crore deputy commissioner/ assistant commissioner rank officer will take decision on ITC blocking.

NEW DELHI, NOV 5 (PTI): The CBIC has come out with guidelines on blocking of tax credit by GST field officers, saying that such blocking should be on the basis of ‘material evidence’ and not just out of ‘suspicion’. The guidelines laid down five specific circumstances in which such credit could be blocked by a senior tax officer. These include availment of credit without any invoice or any valid document, or availing of credit by purchasers on invoices on which GST has not been paid by sellers. The Central Board of Indirect Taxes and Customs (CBIC) said the commissioner, or an officer authorised by him, not below the rank of assistant commissioner, must form an opinion for blocking of input tax credit (ITC) only after “proper application of mind” considering all the facts of the case. “It is reiterated that the power of disallowing debit of amount from electronic credit ledger must not be exercised in a mechanical

Covid cases flare up in China schools

NEW DELHI, NOV 5 (IANS): The latest resurgence of Covid-19 in China has shown a tendency of spreading among schools, affecting students and kindergarten children, as at least four places have detected outbreaks related to schools and kindergartens, Global Times reported. New local infections in border city Heihe, Heilongjiang Province, have remained high over the past few days and hit a record of 44 cases. The cumulative number of confirmed domestically transmitted cases in the province reached 189, of
which 184 were from Heihe. At least 20 confirmed cases in Heihe have some relation with schools and kindergartens, affecting at least one primary school and two kindergartens. A local university -- Heihe College -- was closed after 10 close contacts were found, local authorities said. Two sites of outbreaks in Hebei Province -- Xinji and Shenze -- were also found to have been relat-ed to schools and kindergartens. On Wednesday, Hebei found 23 new confirmed cases, 20 from Shenze
county and the other three from Xinji. Students were among the 20 confirmed cases in Shenze, with the youngest said to be 2 years old. The other three from Xinji were all 11-year-old students at an elementary school. Gansu, which reported at least 12 confirmed cases among students, suspended in-person classes in 10,818 schools and kindergartens - 62 percent of the total local schools. The move affected 2.84 million students and 250,000 teachers. All universities in Gansu will be under closed-loop management. Beijing’s Chaoyang district also suspended classes at 18 schools after outbreaks of confirmed cases recently. Zhang Yuexin, an expert on epidemic prevention and control, told the Global Times on Thursday that epidemic resurgences relating to schools should draw greater attention because infections of students could easily lead to transmission among communities. As young people have relatively lower vaccination rates, they could be naturally more vulnerable to the virus.

Iran says has enriched over 210 kilograms of uranium to 20% TEHRAN, NOV 5 (AP): Iran’s atomic agency said Friday that its stockpile of 20 per cent enriched uranium has reached over 210 kilograms (463 pounds), the latest provocative move ahead of upcom-ing nuclear talks with the West. In a report carried by semi-official Tasnim and Fars news agencies, spokesman Behrouz Kamalvandi said the atomic agency had produced well beyond a 120 kilogram target for 20 per cent enriched uranium set by parliament. Under the historic 2015 nuclear deal between Iran and the World Powers, Iran was not meant to enrich uranium above 3.67 percent. Enriched uranium above 90 percent can be used for nuclear weapons. After months of delays, the Eu-
ropean Union, Iran and the U.S. announced Wednesday that indi-rect talks to resuscitate the deal would resume on Nov. 29 in Vienna. The nuclear deal, known as the Joint Comprehensive Plan of Action, or JCPOA, promises Iran eco-nomic incentives in exchange for limits on its nuclear program, and is meant to prevent Tehran from developing a nuclear bomb. Tehran insists its program is peaceful. Kamalvandi also said that so far his agency has also produced 25 kilograms of 60 per cent enriched uranium, a level that only countries with nuclear weapons have the physical capabilities to pro-duce. The warning came in a statement attributed to Akhunzada that was circulated widely on Taliban social media accounts. Since the Taliban took control of the country, its leadership has repeatedly warned of impostors and criminals joining the group in an effort to harm its image, the report said. In September, acting Defence Minister Mullah Mohammad Yaqoob raised concerns in an audio message. “There are some bad
and corrupt people who want to join us... To fulfil their own interest or to defame us and make us look bad,” he said. Yaqoob, the son of Taliban founder Mullah Mohammad Omar, added that any rogue elements among the ranks would be dealt with, the report added. In recent months, the Taliban has expanded its recruitment as it seeks to fulfil a pledge to maintain security in the country. But the group has faced a series of deadly attacks from rivals, including the Islamic State in Khorasan Province, ISKP (ISIS-K) armed group, an ISIL-affiliate. On Tuesday, at least 19 people were killed in an attack on a military hospital in Kabul claimed by ISKP.
The Taliban also declared a nationwide amnesty and promised to allow private media companies to continue to operate freely and independently. The social network is testing new tools that allow group admins to make money, with new shopping, fundraising and subscription features, reports Engadget. T h e c o m p a n y a nnounced the updates at its annual Communities Summit event, where it said the new features will help people who run groups “sustain” the communities they have built. With the changes, Facebook is adding group admins three ways to monetise their communities. The first two, community shops and fundraisers, mirror features elsewhere on the platform. Community shops is an extension of Facebook’s existing features and allows group admins to sell themed merchandise or
other goods. Likewise, fundraisers will enable admins to crowdfund specific projects or otherwise “offset the costs of running the group”. But the third feature is entirely new -- paid subgroups. Subgroups are essentially smaller groupswithin-a -g roup where members pay a monthly fee to participate. While Facebook is also allowing group admins to set up free subgroups, the paid version of the feature is the company’s latest effort to create subscriptionbased products, the report said. Elsewhere, Facebook has been hyping subscriptions as a way for creators to make money, either via newsletters or fan subscriptions for streamers. In the context of groups, subscriptions are meant to enable access to exclusive or specialised content like “coaching or networking or deeper conversations”.
In addition to the new monetisation features, Facebook announced several other updates for groups, including -- new customisation features that allow admins to change background colours, font styles and other aspects of the way groups look. Community chats to make it easier for admins and group moderators to reach each other. The organisers have picked up 25 feature films and 20 non-feature films for screening under the Indian Panorama segment, a press release stated. Acclaimed Filmmaker and actor S V Rajendra Singh Babu headed the jury that picked the movies for the feature category from a wide pool of 221 contemporary Indian films. Filmmaker Aimee Baruah’s Dimasa-language movie “Semkhor” will be the opening feature film. India’s entry for the

The study, published in the Veterinary Record journal, described the first identification of the SARS-CoV-2 alpha va r i a n t i n domestic pets; two cats and one dog were positive on PCR test, while two additional cats and one dog displayed antibodies two to six weeks after they developed signs of cardiac disease. Akhtar was told to leave the set by Niaz and former Pakistan cricketer immediately announced that he is resigning as PTV’s cricket analyst. DUBAI, NOV 5 (PTI): India showed their class and might with an all-round effort as they pulverised Scotland by eight wickets in a Super 12 game on Friday, ensuring that they live to fight another day in the ICC T20 World Cup. The entire match lasted a mere 24.1 overs as India first skittled Scotland for 85 in 17.4 overs and then batted for another 6.3 overs to knock off the runs, taking the net run-rate to +1.619, which is now best among all six teams, even better than top placed
Pakistan (+1.065). To surpass Afghanistan’s current Net Run-Rate of +1.481, India needed to score the required runs in 7.1 overs and KL Rahul (50 off 19 balls) and Rohit Sharma (30 off 16 balls) added 70 in five overs to make sure that they achieve it in style. The fastest team 50 of this edition came inside four overs and the poor Scotland bowlers had no idea what hit them as they hit a total of 11 fours and four sixes between them.

SHARJAH, NOV 5 (IANS): New Zealand produced a clinical all-performance to thrash Namibia by 52 runs in a Super 12 match and consolidated their spot in the semi-final race. With this win, New Zealand climbed to the second spot in the Group 2 points table of the mega-event. Chasing a challenging target, Namibia were unable to take advantage of the fielding restrictions. However, with the asking rate rising quickly, the pressure got to Namibia as they lost their top 3, including their captain, inside the first 10 overs.
