12 BJP MLAs suspended from Maharashtra Assembly for 1 year

Accused of ‘misbehaving’ with presiding officer

MUMBAI, JUL 5 (PTI):

Twelve BJP MLAs were suspended from the Maharashtra Legislative Assembly for one year after the state government accused them of “misbehaving” with presiding officer Bhaskar Jadhav in the Speaker’s chamber on Monday.

Leader of Opposition Devendra Fadnavis termed the allegation as false and said Jadhav’s account of the incident was “one-sided”.

However, Jadhav sought a probe into the allegation that some Shiv Sena members and he himself made uncharitable remarks, and said he was ready to face any punishment if it was proven true. The motion to suspend the MLAs was moved by state Parliamentary Affairs Minister Anil Parab and passed by a voice vote. The 12 suspended members are- Sanjay Kute, Ashish Shelar, Abhimanyu

Parab said during the period of suspension, the 12 legislators will not be allowed to enter the Legislature premises in Mumbai and Nagpur. Objecting to the decision, BJP members, led by Fadnavis, said the opposition would boycott the House proceedings.

“This is a false allegation and an attempt to reduce the numbers of opposition benches, because we exposed the government’s falsehood on the OBC quota in local bodies,” Fadnavis said. He said the BJP members had not abused the presiding officer. “It was Shiv Sena MLAs who used abusive words. I brought our MLAs out of the Speaker’s chamber,” Fadnavis said.

Ashish Shelar apologised and the matter ended, the former CM said, claiming that what Jadhav said was a “one-sided” account.

Earlier, NCP leader and minister Nawab Malik accused the BJP members of misbehaving with Bhaskar Jadhav and the state Assembly was adjourned four times over the issue.

The House was initially adjourned for 10 minutes after Jadhav put to vote the resolution urging the Centre to provide 2011 census data to enable the State Backward Class Commission to prepare an empirical data of the OBC population, in a bid to restore political reservations for its members in local bodies. Some BJP members, including Girish Mahajan and Sanjay Kute, climbed the Speaker’s podium and argued with the Chair. Later, after the House reassembled, minister Nawab Malik and Shiv Sena member Sunil Prabhu demanded that action be taken against the opposition members for their behaviour with Jadhav. “What happened in your chamber is not right,” Malik said addressing Deputy Speaker Narhari Zirwal. The Deputy Speaker then adjourned the House for 15 minutes.

In response to All India Congress Committee’s (AICC) call, Nagaland Pradesh Congress Committee (NPCC) will take part in the nationwide peaceful protest against hike in fuel prices from July 7 to 17.

Announcing this in a press release, NPCC president K Therie said in view of Covid-19 SOPs, peaceful protest would held through social media, posters, banners and stickers appealing to the government to roll back excise duty, VAT and Covid-cess. Therie therefore appealed to civil society organisations, chambers of commerce, trade unions, associations and well-wishers to co-operate and support the protest. He said a signature campaign will be carried and the signed letter demanding rollback of prices and a memo will be submitted to the governor for constituting an independent price commission and high powered committee to streamline fees, donation, contribution and extortions. Therie pointed out that excise duty increased by 307%, State VAT by 68%, LPG price by over 100% and super kerosene (SK) oil from Rs15 to Rs39 per litre between 2014 and 2021, even as the State government introduced Covid cess.

Alleging that the increase in petrol, diesel, LPG and SK oil prices had hit the economy, he demanded that the government must roll back the prices. He said the situation was going from bad to worse with the pandemic and lockdown.

Even as unemployment was at its peak, he pointed out that people had no option as banks and financial institutions were unwilling to implement Government of India’s policy on collateral-free loans for micro, small and medium enterprises (MSMEs). He accused the State government of refusing the implementation of SARFAESI Act and nondeclaration of cadastral areas.

Alleging that the government had no control over prices, the NPCC chief suspected that the former did not even read the Essential Commodities Act, 1955 and its amendments that were impacting prices. He called for enforcing the Society Registration Act, 1860 as hundreds of societies were collecting fees, tax, etc, adding to the overall prices of materials in Nagaland.

CBI arrests ex-Railways official, recovers Rs 2.75 cr, 23 kg gold

nEw DELHI, JUL 5

(IAns): CBI said on Monday that it has arrested A.K. Kathpal, the former Principal Chief Mechanical Engineer of Indian Railways earlier posted at the Integral Coach Factory (ICF), in an alleged graft case and recovered Rs 2.75 crore in cash and 23 kg gold during searches at nine locations. A CBI spokesperson said that Kathpal, a 1984 batch IRSME officer who was earlier posted at the ICF Perambur in Chennai, has been arrested on charges of demanding and accepting a bribe of Rs 50 lakh.

The official said that CBI had registered a case against Kathpal, who retired in March this year, and others.

CBI spokesperson said that it was further alleged that Kathpal during the period from February 2019 to March 31, 2021, the date of his retirement, had collected bribe from the director of a private firm and others and used the services of Hansa Venugopal, Director of Universal Engineering Chennai Pvt Ltd, as a conduit for collecting bribe on his behalf and also as a custodian for keeping the alleged illegal gratification of Rs 5.89 crore received on his behalf.

The spokesperson said that Kathpal was caught by the CBI while demanding and accepting an amount of Rs 50 lakh from the private persons.

NH, GNF decry extension of ‘disturbed area’ in Nagaland

Mentioning that children and students were no exception in the eye of Indian Army, the hoho alleged that school-going students were mercilessly shot dead and innocent students and public tortured by Assam Rifles.

The hoho said it strongly felt that there was peaceful atmosphere in Naga areas as of now and any policy that harmed the atmosphere of trust and confidence should be avoided. It, therefore, demanded that AFSPA must be summarily repealed from “our” land.

NH also urged GoI to make its position clear on Indo-Naga political issue instead of “orchestrating its devilish policies against the Naga people”.

GNF: Meanwhile, terming it an affront to modern civilised nations and rule of law, GNF too expressed concern over the latest extension of AFSPA in Nagaland by the Centre.

According to the forum, the Act was not only anti-democratic, but overrode the legal recourse of the people of Nagaland for human rights violations by Indian Army and invested on military personnel and the State governor with extra-judicial powers. It alleged that the Army and governor were above the laws of land under AFSPA,

Terming AFSPA as modern Indian version of the most extreme repressive tool from the colonial era, GNF said it was a shameful stain on postcolonial India and hence demanded its immediate and permanent repeal from Naga homelands. Noting that the Indian government had again extended AFSPA by overriding the normal rule of law and empowering the military and the governor with extra-judicial powers, the forum accused the governor, who was also the Interlocutor in the IndoNaga peace talks, of working against the principle of the Framework Agreement and creating further division among the Nagas.
