NEW DELHI, JUN 4 (NPN): Three decades after the state government asked ONGC to stop extraction of crude oil from the Chanpang and Tssori oil wells in Wokha district and a decade after the central government in 2013 shot down the state government’s attempt to frame its own oil laws under Nagaland Petroleum and Natural Gas (NPNG) Regulation 2012, much has changed as oil and gas exploration is to be undertaken in Nagaland to confirm oil deposits.

Oil India Limited (OIL) which has been awarded oil blocks in Nagaland, is seeking Petroleum Exploration Licence( PEL) in order to invest in the State specifically to ascertain hydrocarbon prospects and reserves within the awarded block.

This would be only to explore and the activities would open up a colossal avenue for generation of employment to hundreds of local inhabitants besides related commercial activities estimated at hundreds of crore rupee which would

immensely benefit the local people.

The most important factor is the initial step to obtain Petroleum Exploration Licence (PEL) or license to ‘explore.’ After confirming crude reserves, the next step would be to award Petroleum Mining Licence (PML) or license to ‘extract’ to drill oil wells for extraction.

An official source under the petroleum ministry explained applying this distinction in the present context would make public understand the difference between exploration (sur-

vey) and production/extraction (mining).

In order to carry out the first phase (exploration), the oil company will construct roads, bridges to access facilities in operational areas and provide employment generation etc.

As OIL mulls to start exploration in Nagaland, the company is planning to do a 3D seismic survey of 4000 sq km of area in Upper Assam. OIL has 3000 sq km of exploration acreage in Nagaland.

Though, geologically Nagaland is considered to be a prolific hydrocarbon bearing area, an official source disclosed that without knowing or having the accurate data of the oil reserves in Nagaland, the question of oil production does not arise.

The official explained that there are five phases (from exploration to production)- discovery, evaluation, development, pro-

duction and abandonment.

Oil and gas exploration encompasses the processes and methods involved in locating potential sites for oil and gas drilling and extraction.

It takes at least 10-15 years from exploration to production phase. For instance, if exploration (first phase) is carried in 2023, the actual production/extraction can only be carried out by 2035-38.

Assuming that Nagaland reaches the production phase in 2035-38, the state will have about 10-15 years of production provided crude oil still remains relevant till 2050.

Besides a few square kilometres of seismic survey carried out in Wokha and Chümoukedima areas, the major portion of Nagaland remains devoid of any scientific and systematic geological and geophysical (G&G) studies.

DIMAPUR, JUN 4 (NPN): Shamator Town Students’ Union (STSU) has extended its support and solidarity with Shamator Town Public Forum (STPF) one month ultimatum served on the Health & Family Welfare (H&FW) department to fulfil its demands. The ultimatum pertained to lack of basic medical amenities, shortage of manpower and essential surgical instruments at Community Health Centre, Shamator.

STSU general secretary Rikhum and press and information secretary Kumriming alleged that the Primary Health Centre, Shamator and its consequent upgrade to CHC on May 7, 2014 had been deprived of various facilities since the inception. They said there was no healthcare equipment, medicines and proper infrastructure, let alone shortage of doctors, specialist, nurse and other technicians.

Citing the State budget allocation data, they said H&FW received one of the highest fund allocation.

Even after 59 years of Statehood, they lamented that the suffering the people of Shamator had to endure was unimaginable, which they attributed to poor healthcare facilities.

They said the people of Shamator would lose faith if the department continued to display apathy. They pointed out that health was a fundamental human right and the district without access to proper healthcare was at risk. Hence, they urged the department to take note and give priority to STPF’s demand.

Rengma Hoho (RH), Rengma Selo Zi (RSZ) and Rengma Mothers’ Association (RMA) have condemned the action of Naga Club of vandalising the NSF office in the wee hours of May 27.

NEW DELHI, JUN 4 (AGENCIES/PTI): Amid allegations and blame game swirling around the horrific Odisha train tragedy, Railway Minister Ashwini Vaishnaw said on Sunday that the “root cause” of the crash and the “criminals” behind the act have been identified.

“It happened due to a change made in the electronic interlocking and point machine,” the minister told reporters in Balasore. The Commissioner of Railway Safety has finished an investigation and the govt is awaiting the report, he added.

I n d i a n R a i lway s, meanwhile, virtually ruled out driver error and system malfunction. Rail officials suggested a possible “sabotage” and tampering of the electronic interlocking system behind the crash that took at least 288 lives and left 1,175 people wounded.

In view of the emerging twists and turns, the Railway Board on Sunday recommended a CBI probe into the crash.

Explaining to media how the point machine and the interlocking system work, railway people insisted that the system is “error proof ” and “fail safe”. They, however, did not rule out the likelihood of intervention from outside.

This kind of tinkering with the “logic” of the AI-based electronic interlocking system can only be “intentional”, PTI reported quoting a senior railway official who did not want to be identified.

The preliminary ground report, widely reported in media, had said that the “Coromandel Express had entered the loop line at the station on which an iron ore-laden goods train was parked.”

It had also suggested that tampering might have occurred as the signal was “given and taken off for the up main line for train number 12841 (Coromandel Express), the train entered the loop line, dashed the goods train and derailed. In the meantime, train number 12864 passed through the down main line and two of its coaches derailed and capsized.”

The electronic interlocking and point machine are key to train operations, Sandeep Mathur, Principal Executive Director of Signalling, Railway Board, told PTI. These two components work in tandem, indicating to the driver whether the track is clear or not.

IMPHAL, JUN 4: Over 100 abandoned houses and shops including the house of a sitting Congress MLA was torched in the wee hours of Sunday even as sporadic violence and arson continued in strife-torn Manipur.

According to police, suspected militants torched the houses in Serou, a foot-

hill area in the Kakching district. The house of Congress MLA K Ranjit was among those burned down at Sugnu, police said.

Police said armed men launched simultaneous attack on security forces and houses in Sugnu. The incident took place at a time when security forces were carrying area domination out operation to flush out

militants. Officials said that a group of militants opened fire towards the state police and BSF personnel camping at Serou Practical High School, while another group attacked the adjoining Sugnu town and set on fire around 100 houses and shops.

On the other hand, residents of the Sugnu area demanded immediate withdrawal of all security forces, including state police forces, from the area. They expressed strong resentment over the failure on the part of security forces to protect their life and properties.

IMPHAL, JUN 4 (NPN): The Centre on Sunday constituted a three-man commission of inquiry, headed by former Chief Justice of Gauhati High Court Ajai Lamba as chairman, to probe the chain of violence that rocked Manipur since May 3 and had so far claimed more than 90 lives.

The formation of the inquiry commission comes barely three days after Union Home Minister Amit Shah had visited the strife-torn State. On the concluding day of his four-day visit, he had announced a probe into the violent incidents and assured justice to all.

Shah stayed in the State from May 29 till June 1 and took first hand stock of the violence, while meeting and interacting with leaders of civil society organisations, intellectuals and prominent leaders of the warring Meitei and Kuki communities.

the commission will probe the causes and spread of the violence and riots targeting members of different communities.

The probe will look into the sequence of events leading up to the violence that began on May 3 and all the facts to such violence and whether there were any lapses or dereliction of duty in this regard on the part of any of the responsible authorities/individuals.

Adequacy of administrative measures taken to prevent and to deal with the violence and riots will also be looked into, besides considering such matters as may be found relevant in the course of inquiry. The commission will also inquire

into the complaints or allegations that may be made before it by any individual or association, accompanied by affidavits.

To be headquartered at Imphal, the panel could also submit an interim report to the Centre before the date, if deemed fit.

Besides announcing a judicial probe, Amit Shah had also disclosed that the CBI would probe into six specific conspiracy cases.

“The judicial inquiry and the CBI probe into the six specific conspiracy cases would be closely monitored by the central government,” Shah told the media in Imphal before leaving for New Delhi after a four-day visit to the restive Manipur.

New low-cost clip can monitor BP using your smartphone’s camera N E W YO R K , J U N 4 (IANS): US engineers have developed a simple, low-cost clip that uses a smartphone’s camera and flash to monitor blood pressure at the user’s fingertip. The clip, developed by a team at the University of California San Diego, works with a custom smartphone app and currently costs about 80 cents to make.

The technology, published in the journal Scientific Reports, can help make regular blood pressure monitoring easy, affordable, and accessible to people in resource-poor communities.

“Because of their low

cost, these clips could be handed out to anyone who needs them but cannot go to a clinic regularly,” said Edward Wang, Professor of electrical and computer engineering at UC San Diego.

To measure blood pressure, the user simply presses on the clip with a fingertip.

A custom smartphone app guides the user on how hard and long to press during the measurement. The clip is a

3D-printed plastic attachment that fits over a smartphone’s camera and flash.

When the user presses on the clip, the smartphone’s flash lights up the fingertip.

That light is then projected through a pinholesized channel to the camera as an image of a red circle.

A spring inside the clip allows the user to press with different levels of force. The harder the user presses, the bigger the red circle appears on the camera. By looking at the size of the circle, the app can measure the amount of pressure that the user’s fingertip applies.

During the training, BTM Aienla sensitised the farmers on Lifestyle for Environment: Mission Life, and about the various live actions like energy saving, water saving, reducing single use of plastics and adopting sustainable food systems. Aienla discussed the various steps that the farmers could follow which are part of the day-to-day activities, a simple step yet it could make a huge difference.

DIMAPUR: A thanksgiving programme was organised by Khulazu Basa Students’ Union (KBSU) in collaboration with the village leaders and Government High School (GHS) Khulazu Basa on June 3 as the GHS secured 100% result in High School Leaving Certificate (HSLC) Examination 2023 for the first time after being upgraded

in 2012.

A press release by KBSU stated that a total of nine students, eight female and a male, from GHS Khulazu Basa of Khulazu Basa Village under Phek district appeared for the HSLC examination 2023.

GUWAHATI, JUN 4 (AGENCIES): Union Shipping Minister Sarbananda Sonowal on Sunday said the government remains deeply committed to the Act East Policy and is working towards enabling its maximum potential for growth and development in the eastern region of the country.

Sonowal emphasized the need for greater cooperation among the Bay of Bengal Initiative for Multilateralism (BBINM) countries to unlock the full potential of the maritime sector in the region.

Kolkata Port or SMP Kolkata chairman Rathendra Raman said the government will work towards strengthening trade ties with Bangladesh through the facilitation of movement of goods between SMP Kolkata and various ports of Bangladesh, such as Chittagong and Mongla, involving Inland Waterways Authority of India (IWAI).

Additionally, collaboration with Myanmar’s Sittwe Port, as part of the Kaladan Multi-Modal Transport Project (KMMTTP), will be pursued to transport cargo to NE India via Mizoram, he said.

NAMSAI(ARUNACHAL PRADESH), JUN 4 (PTI): Arunachal Pradesh Deputy Chief Minister Chowna Mein on Sunday said the border state witnessed massive development in the past nine years after Prime Minister Narendra Modi took over as the prime minister of the country in 2014.

The Modi government is raising the northeast region by constructing worldclass infrastructure, Mein told reporters here as part of BJP’s month-long ‘Maha Jan Sampark Abhiyan’ which was launched by party President J P Nadda on May 31.

“Modi conceptualised six development pillars for northeast including roadways, waterways, airways, railways, digital connectivity and hydropower development,” he said, adding that the state government is also working based on these pillars. Highlighting

Chowna Mein the success story of the nine years of the Modi government at the Centre and seven years of the Pema Khandu government in the state, Mein said that the prime minister always insisted on the development of the northeast, without which the country cannot progress.

He said to develop the border areas, the Centre had recently approved a package of Rs 44,000 crore for three mega road

projects.

The projects include the two-lane Frontier Highway (1465 km) with an estimated cost of Rs 27,349 crore, two-lane inter-connectivity corridor of 1,048 km worth Rs 15,720 crore and two-lane Brahmakund (Parshuram Kund) to Chowkham road (61 km) worth Rs 915 crore. The total road length of these upcoming projects will be 2,574 km.

“The detailed project reports (DPRs) of these projects are under progress,” he said.

The 2-lane Frontier Highway, to be built by the Ministry of Road Transport and Highways (MoRTH), will pass through the districts of East Kameng, West Kameng, Upper Subansiri, Upper Siang, Dibang Valley, Lohit, Anjaw and Changlang. Once completed, it would help safeguard the country’s

borders with China and Myanmar, and control migration from border areas, besides improving tourism infrastructure.

M o RT H w i l l a l s o execute the 2-laning of inter-connectivity corridors which will pass through districts of Pakke Kessang, East Kameng, Longding, Changlang, Upper Siang, Upper Subansiri, Tawang, East Siang and West Siang, thereby bridging the gaps between NH-52 in Assam, Trans Arunachal Highway and Frontier Highway.

Mein said the Centre has launched the Vibrant Villages Programme (VVP) with a financial allocation of Rs 4,800 crore.

The scheme is aimed at the comprehensive development of villages in the border areas to improve the quality of life of the people, which would help in encouraging people to stay in their native locations in the

border areas and reversing migration.

The VVP will provide funds for the development of essential infrastructure and the creation of livelihood opportunities in 19 districts and 46 border blocks in four states and one union territory along the border of the country.

“We will also provide top-up funds in the Vibrant Village Programme along with executing standalone power projects in border areas of the state,” he added.

Lok Sabha MP from Arunachal East Parliamentary Constituency Tapir Gao, who was also present on the occasion, said that in the past nine years, the Modi government served the poor and marginalised, ensured farmers benefit, provided new momentum for nari shakti, ease of living for poor and worked on Nation first foreign policy and national security.

Manipuri CSOs demand action against influx of ‘illegal migrants’ Assam launches NEP for higher educational institutes in state

NEW DELHI, JUN 4 (PTI): Members of Manipuri civil society and students’ organisations on Sunday held a ‘peace rally’ at Jantar Mantar here and demanded that the government check the influx of “illegal migrants” into the state from Myanmar.

The rally, organised by the Manipur Coordinating Committee, Delhi, a group of civil society and students’ organisations, was attended by a large number of people from the state living in the national capital.

Chan Meitei, a member of the committee, said the rally was held for peace in Manipur and to lodge a protest against the “divisive forces and external aggression” faced by people in the state.

rally. At least 98 people were killed and 310 injured in the ethnic violence that broke out in Manipur a month ago, the state government said earlier this week. A total of 37,450 people are currently sheltered in 272 relief camps.

Clashes first broke out on May 3 after a ‘Tribal Solidarity March’ was organised in the hill districts to protest against the Meitei community’s demand for Scheduled Tribe status.

Meiteis account for about 53 per cent of Manipur’s population and live mostly in the Imphal Valley.

The tribal Nagas and the Kukis constitute another 40 per cent of the population and reside in the hill districts.

Around 10,000 Army and Assam Rifles personnel have been deployed to restore peace in the state.

Sarma said,: “The NEP was envisioned under Prime Minister Narendra Modi’s vision of preparing our youth for the future and its adoption marks a historic day for Assam. As a part of the policy, we should focus on imparting multidisciplinary education and preparing our students in a holistic and an enabling environment.”

He appreciated the

higher education department of the state government and Gauhati University for the historic initiative which marked the rollout of NEP in Assam.

The Chief Minister also said that NEP 2020 had paved the way for transformative changes in the education sector of the country.

He further mentioned that the state government has been taking committed steps since the beginning to implement this education policy, which is gradually turning into reality.

“In the journey for academic excellence in Assam, these initiatives will become milestones in the coming days,” he added.

Sarma stated that the new national education policy was a long-felt need

of the country. Prior to NEP 2020, three National Education Policies were introduced in India.

The NEP 2020 has been brought in keeping with the shortcomings of the previous education policies and the current and future needs, which can lead to large-scale transformative reforms in both the school and higher education sectors.

The Chief Minister said that the NEP 2020 is the first and most comprehensive Education Policy which is all-encompassing, comprehensive, and exhaustive.

AGARTALA, JUNE 4: The ruling Bharatiya Janata Party (BJP) has prepared a comprehensive study on the 2023 polls results and placed it before the party’s central leadership with a detailed note as to why the party had faced defeat in some of the key strongholds, a senior party functionary has said requesting anonymity, reports The Assam Tribune.

“A five-member committee was constituted soon after the elections to shoulder the responsibility of finding out the factors

that led to the sharp fall in the party’s vote share. The committee visited all the constituencies and their findings have been compiled in a detailed report.

That report was first placed before the state BJP president and Chief Minister Dr Manik Saha. After thorough discussion at the state level, the report was later placed before the central leadership for their action”, the leader added.

The report found a range of lapses in the organizational level.

The issues that required immediate attention from the state leadership are, reportedly, being sorted out gradually.

The state leadership, realizing the gravity of the situation, snapped into action and replaced many people from the plum posts who had evidently played a second fiddle in the hands of the opposition parties.

“A lot of Mandal presidents are also removed from their position for engineering the party’s defeat”, the top leader said.

Meanwhile, the BJP state BJP has also started its booth rejuvenation drive shortly after the elections as a part of the immediate rectification measures.

“Some leaders had also been issued show cause notices asking for their response as to why the party’s performance registered a significant fall. If they fail to make satisfactory responses, it may turn out to be very costly for them”, sources said adding that the booth rejuvenation drive is about to end in mid of June.

Meanwhile, a host of senior party leaders including Union Ministers and BJP National President JP Nadda are all set to make short trips to the state to oversee the organizational preparedness for the ensuing Lok Sabha elections.

“In the first phase, Central Minister Rajib Chandrasekhar and Rituraj Sinha are arriving within the next week. BJP National President JP Nadda is also set to visit the state for a couple of days in June”, sources added.

Acting on a tip-off, the Assam Rifles intercepted a taxi on Zokhawthar-Melbuk Road on Saturday, and found 44 kg pangolin scales packed in four bags, he said.Two persons, identified as Lalmuankim (39) and Issac (38) -- both residents of Aizawl, were apprehended, he added.

The pangolin scales were being transported to Aizawl, the Assam Rifles with the seized Pangolin scales. official said.

Arunachal terminates 44 MoAs with private power developers: DyCM N A M S A I (ARUNACHAL), JUN 4 (PTI): The Arunachal Pradesh government has terminated 44 memorandum of agreements (MoAs) with various private power developers as they “showed less interest” in executing projects allotted to them, Deputy Chief Minister Chowna Mein said here on Sunday.

Interacting with reporters here, Mein, who also holds the Power port-

folio, informed that the projects which have been withdrawn from private developers would be handed over to central public sector understandings (CPSUs) and accordingly fresh MoAs would be signed soon.

The projects have an installed capacity of 32,415 megawatt, he said.

“MoAs for nine projects with an installed capacity of 1300 megawatt have already been signed and for

the rest, it will be initiated soon,” Mein said.

Mein said the terminated projects were offered to central public sector undertakings (CPSUs), considering their performance and reliability.

The state government had so far inked 153 MoAs with various CPSUs and Independent Power Producers (IPPs) for hydropower projects with a combined capacity of 46,943 megawatt, he said, adding that

the MoAs were signed in accordance with the hydropower policies of the Centre and the state government.

“After the allotments, progress in many projects could not be achieved due to various reasons. Despite serving several notices to private developers concerned, they were not inclined to execute the projects, for which, 44 MoAs have been terminated,” Mein said.

ects, the Nafra (120 MW) and New Melling (90 MW) projects were handed over to North Eastern Electric Power Corporation Ltd and Amulin (420 MW), Emini (500 MW) and Mihundon (400 MW) to Sutlej Jal Vidyut Nigam Ltd (SJVN) for “unlocking these projects which were stuck for various reasons”, he said.

“The state government is regularly pursuing the matter of hydropower development with the Centre

and as a result, the central government in its recent decision prepared an indicative list of 29 projects,” Mein said. The Centre has identified these projects for getting due diligence and analysis was conducted by for CPSUs National Hydroelectric Power Corporation (NHPC), SJVN, NEEPCO and Tehri Hydro Development Corporation Ltd (THDC) before recommending the valuation of each project for approval.

While Kesar died on the spot, Umme and Hamir succumbed in the hospital, police said.

The bodies were handed over to the family after post-mortem, they said.

2-yr-old girl dies after falling into borewell

JAMNAGAR, JUN 4 (PTI): A two-year-old girl, who slipped into a narrow borewell in Gujarat’s Jamnagar district and got stuck at a depth of 20-feet, has died despite hectic rescue efforts by multiple agencies for 19 hours, an official said on Sunday. The toddler, belonging to a tribal family working as labourers on a farm at Tamachan village, some 40 km from Jamnagar city, fell into the nearly 200-feet-deep borewell in an agricultural field while playing at around 9.30 am on Saturday. A massive operation involving the Army, National Disaster Response Force (NDRF) and local fire personnel was launched to rescue the girl. She was brought out at around 5.45 am on Sunday and declared dead.

Woman ends life after killing children

JAIPUR, JUN 4 (PTI): A woman hanged herself to death after allegedly killing her four children in the Mandali area of Rajasthan’s Barmer district, police said on Sunday.

According to the police, the woman first put her four children in a grain drum and closed its lid before ending her life on Saturday evening. DSP Kamlesh Kumar said the deceased have been identified as Urmila (27), of Baniyawas village, and four children Bhavna (8), Vikram (5), Vimla (3) and Manisha (2). Her husband Jetharam had gone to Jodhpur for work when the incident occurred.

Police said all five bodies have been kept in a mortuary for post-mortem.

NEW DELHI, JUN 4 (PTI): The Congress on Sunday demanded the resignation of Railway Minister Ashwini Vaishnaw over the Odisha rail tragedy and attacked Prime Minister Narendra Modi, saying he should accept part of the responsibility for creating an “all is well” facade even as the critical infrastructure of the Indian Railway “languishes in neglect”.

The Opposition party asked whether the prime minister will take responsibility for the “deadliest rail tragedy” of this century. It also asked who is responsible for ignoring the warnings and suggestions of experts, the parliamentary committee and CAG report.

Addressing a press conference at the AICC headquarters here, Congress MP Shaktisinh Gohil and AICC’s publicity and media department head Pawan Khera alleged that the Odisha rail tragedy was a “man-made devastation caused by “utter negligence, serious lapses in the system, incompetence, and a narcissistic sense of know-it-all attitude of the Modi govern-

ment”. Khera said the prime minister has a “Kavach” which no other PM had, protecting him from public scrutiny and television debates. He urged the media to not provide that shield to the PM. “This ‘Kavach’ does not save rail passengers but only your (PM’s) image,” Khera said.

The Opposition party also said that Modi should accept part of the responsibility for the “mess” that it alleged that his government has inflicted on the Indian

Railways and the people.

Prime Minister Modi, who has announced that the guilty would be punished, must first start with his railway minister, Khera said.

“Unequivocally and unambiguously, we demand the resignation of the Union Railway Minister Ashwini Vaishnaw. Nothing short of it,” he said.

“Resignation means taking responsibility on moral grounds, here there is neither responsibility nor morals, do you think any resignation would come?

We don’t know whom we should ask for resignation.

“The person who goes to inaugurate even small stations or the one who has been busy since yesterday morning in publicity.

Modi ji, you decide whose resignation you want. But now the nation expects that you seek the resignation of your rail minister the way Lal Bahadur Shastri, Nitish Kumar and Madhavrao Scindia resigned,” Khera said.

TMC, BJP exchange barbs over Balasore train tragedy KOLKATA, JUN 4 (PTI): A war of words between the TMC and BJP over the triple train accident in Odisha’s Balasore intensified Sunday, with TMC reiterating its demand for the resignation of railway minister Ashwani Vaishnaw and BJP reminding the party that railway accidents had occurred during Mamata Banerjee term as railway minister.

TMC state general secretary Kunal Ghosh tweeted Sunday, that the Balasore train pile up reveals that anti-collision devices have not been fitted to trains and cannot be compared to an accident which happened during Banerjee’s watch at Rail Bhavan.

“The Balasore train accident must not be conflated with the Jnaneswari Express derailment incident – the former exposes the lack of anti-collision devices, while the latter involved Maoist activities, which, thanks to Hon’ble CM @MamataOf-

ficial’s proactive measures and strategic approach, are a thing of the past,” Ghosh tweeted.

The TMC had made the demand for Vaishnaw’s resignation on Saturday, to which an angry BJP’s Suvendu Adhikari had retorted on his twitter handle “FYI: Pishi (Aunt) as Railway Minister after a train accident:- “Kabhi kabhi kaam karne se human error ho jata hai” (Sometimes human error occurs when people work) ... People who live in glass houses shouldn’t throw stones & here you are throwing stones from inside your glass house.”

On Saturday, West Bengal Chief Minister and TMC Chairperson Mamata Banerjee, who is a former railway minister, flew to the accident site and demanded a proper investigation.

“This is the biggest train accident of this century and a proper investigation must be conducted,” the

Trinamool Congress (TMC) chief told reporters.

“Something must be behind this. The truth must come out. Why didn’t the anti-collision system work?”

Banerjee had said.

The railways have said that “Kavach” - the automatic train protection system - was not available on the route where the accident occurred on Friday evening.

Meanwhile, BJP state president Sukanta Majumdar told reporters on Sunday that the enquiry into the accident would unravel the truth. “I have already spoken to the Railway minister.

I think there is more than what meets the eye in the mishap. There can be an element of suspicion,” he said.

Railway Minister Ashwini Vaishnaw said on Sunday “The enquiry into the accident has been completed and as soon as the commissioner of railway safety (CRS) provides his report all the details will be known”.

PATNA, JUN 4 (AGENCIES): An under-construction bridge collapsed in Bihar’s Bhagalpur on Sunday, June 4. The visuals were caught on camera and showed two parts of the bridge collapsing one after another. So far, no casualties have been reported. The Aguwani Sultanganj Ganga bridge was being constructed in Bihar’s Khagaria at a cost of Rs 1,717 crore, reports India Today.

The collapse took place at around 6 pm on Sunday. Bihar CM Nitish Kumar has ordered a probe into the incident and has asked for the identification of those responsible for the collapse. A report has been sought from the ‘Pul Nirman Nigam’ According to reports, at least a 3ft portion of the bridge collapsed into the river Ganga below. x-Parliamentarians Association of Nagaland(EPAN) has joined various tribe organisations, CSOs etc to urge upon the state government to implement the recommendation of Register of Indigenous Inhabitants of Nagaland(RIIN) submitted to the government towards the end of 2019. RIIN was needed so as to implement the notification issued by the state government on December 11,2019 to implement Inner Line Permit(ILP) in Dimapur district and also districts later carved out of it such as-Chümoukedima and Niuland. Notification for extending ILP to Dimapur had been issued under section 2 of the Bengal Eastern Frontier Regulation, 1873 by the governor of Nagaland. If ILP is to be implemented it would make it mandatory for “every non-indigenous person” to obtain ILP. It was for this basis that a three-member RIIN Commission was set up to frame guidelines for eventual enactment.

RIIN commission recommended that the state government consider enactment of a legislation so as to bring the entire exercise and execution of RIIN and issuance of indigenous inhabitant certificate (IIC) and permanent resident certificate (PRC) to genuine persons, through a statutory law.

Nagaland Tribes Council(NTC) had reiterated that the proposed register be generated on the basis of notification (No. AR-8/8/76) dated Kohima, April 28, 1977 with December 1, 1963 when Nagaland was formed, as a clear cut-off date for the entire state. RIIN also recommended that December 1,1963 be the cut off year to determine the status of an indigenous inhabitant of Nagaland. The commission further recommended that land laws need to be tightened as the practice of transfer of land and mutation of patta in favour of non-tribals on the basis of indigenous inhabitants certificates were detected and speak of either ignorance or land laws of the state. The commission specifically noted an instance of a chairman of a village council belonging to a tribe not indigenous to Nagaland. Therefore, it recommended that the prescribed qualification to be a member of a village council under the Nagaland Village and Tribal Councils Act 1978 be suitably amended by incorporating “indigenous inhabitant” as an additional condition. The recommendations of RIIN commission was submitted to the government by the end of December 2019 but since there has been no response. This is a strange development where a government literally is silent on the recommendations of its own panel instead of tabling it for discussion in the assembly where the contents could be debated and made known on public domain. Adding to the problem, the government instead proposed another cut of date as November 21,1979. This notification was issued to declare erstwhile Dimapur sub-division as a tribal belt. It was literally declaring a tribal belt within a tribal belt state. The state government’s stand has only added legitimate concerns as it meant having two cut off dates in one state to determine who is an indigenous inhabitant. One who does not qualify to be an indigenous inhabitant as per the December 1,1963 cut off date becomes one as per the November 21,1979 cut off date. This can only happen in Nagaland where rules are either not followed or rules that are not framed on the basis of legal and constitutional interpretations.

When there is no major difficulty to overcome, no vision from God, nothing wonderful or beautiful— just the everyday activities of life— do I hear God’s assurance even in these?

We have the idea that God is going to do some exceptional thing— that He is preparing and equipping us for some extraordinary work in the future.

But as we grow in His grace we find that God is glorifying Himself here and now, at this very moment. If we have God’s assurance behind us, the most amazing strength becomes ours, and we learn to sing, glorifying Him even in the ordinary days and ways of life.

udden boost to India’s GDP in the fourth quarter of the financial year made it momentously different at 6.1 percent or to 43.6 lakh crore, outpacing projections. For 2023-24, real GDP growth is projected at 6.5 per cent with risks evenly balanced. The economy is expected to expand at 7 per cent in 2023.

Chief Economic Advisor V Anantha Nageswaram expressed happiness at the trend. He says that the services sector has maintained its growth marks. He says much of the elasticity is coming from construction activities. This is the catch as well. It indicates that many other sectors may not be doing as well as they are expected.

The government has been able to meet its fiscal deficit at 6.4 percent, much higher than RBI tolerance limit, though it is in line with the revised budgetary estimates of 2023-24. The inflation rate fell to 4.7 percent in April.

It says the deficit in absolute terms is Rs 17.3 lakh crore against Rs 17.5 lakh crore in the previous year.

There is one catch. This figure is above a very high inflationary trend. It means that overall performance of

the economy in real terms might be less than what is being claimed. If it moves as expected fiscal deficit target could come down to 5.9 percent.

Morgan Stanley says that India has transformed in a decade and gained positions in the world order. However, it says that there is scepticism with overseas investors, “who say India has not delivered its potential despite it being the second fastest growing economy”.

The report highlights ten big changes. These include supply-side policy reforms, formalisation of the economy, real estate regulation and development law, digitalising social transfers, insolvency and bankruptcy code, flexible inflation targeting, focus on FDI, government support for corporate profits and MNC sentiments at all-time high.

In the light of this industry has pinned high hopes on RBI. It remains to be seen how RBI acts at the Monetary Policy Committee meeting on June 6.

It is a tussle. Industry wants low rates and depositors an increase. So would RBI be a hawk or a dove? Nation keenly awaits the moves.

So far Christians were hesitant to speak out the issues concerning the environment and have not been considered ‘spiritual’.

The church should create awareness that whatever it does today affects the future generations. Therefore, the churches need to think in terms of long term planning. The churches should also be agents of change in greening our planet and bringing about attitude change towards nature and nature consciousness.

Today the role of the church needs to have a cosmic concern rather than a narrow anthropological concern and its action should bringing eco-justice that need to be an integral part of its missiological enterprise. The inter-dependence between creation and the church attains special significance in Christ.

But we have to begin with God as the creator to know of the creation. So also the theory of evolution to substitute the Genesis story of creation has no meaning for us for it leaves God out of the picture and does not begin with God. The church today need to correct the Biblical passages that have been misinterpreted in many ways. Biblical terminologies like, “dominion” and “subdue” have been misinterpreted to use the power and authority upon the entire created order and often identified human as the matter over the nature and these understandings result in ecological crisis.

Due to the lack of ecological awareness in the church human exploited Gods given natural resources. So

also taking care of God’s creation does not mean to use everything because in the Bible it is not said to overuse. Therefore Creation need to be looked through the perspective of God the creator. God does not want his creation to be deteriorated. Creation reflects the gorgeousness of unseen hands of the creator.

Throughout the history of human beings there is an inseparable relationship between human beings with the nature. This communion with the nature demands ecological developments. It changes one’s attitudes from plundering, robbing and exploiting to a preserving, cherishing and protecting attitudes in human‘s heart. Oliver Inchody said that, Human’s attitude towards nature must neither be of subjugation nor of dominion and exploitation, but one of “harmony.” A sense of harmony, i.e. a fellowship feeling which is to manifest itself in terms of “karuna” (charity), “maitri” (active good doing), and “daya” (compassion) towards all beings.

Since creation implies God’s authority and possession over the world.

Human beings are part of that creation, with special functions within it. The doctrine of creation leads to the idea of human stewardship of the creation, which is to be contrasted with a secular notion of human ownership of the world. The creation is not ours; we hold it in trust for God. We are meant to be the stewards of God’s creation and are responsible for the manner in which we exercise that stewardship. This insight is of major importance in relation to ecological and environmental concerns, in that it provides a proper foundation for the exercise of human responsibility toward the planet. This has important consequences for our everyday behavior. We have been placed within God’s creation to tend it and take care of it (Gen. 2: 15), as we do in gardening, craftsmanship and town planning. We may be superior to the rest of the creation and exercise authority over it (Ps. 8: 4-8), but we remain under

the authority of God and so are responsible to the creator for the way we treat the creation.

A careful look at the Bible will reveal that ecological and environmental concerns are very much central to its message. The Word of God starts with the glorious account of God’s creation. God promised the best of created things to the people he made to be his own. Also the institution of Sabbath and Jubilee shows that God has a concern for the ecology. It is during this period where the land kept rest from cultivation. The prophets looked forward to a renew creation. Jesus displayed a very positive attitude to all that was around him. Paul spoke about creation groaning for redemption, just as much as human beings groan for theirs. The final book, Revelation, concludes with a glowing description of the new heavens and the new earth, a glorious continuity of what God has already done for the world.

Now there is a growing realization that past generation have seriously abused the creation and its resources. There is a real danger that we will spoil what God so wonderfully created. Reflecting on our responsibilities as stewards of God’s creation is the first step in undoing the harm done by the past generation. It matters much that vast areas of our world have been made uninhabitable through nuclear and toxic chemical waste. The delicate balance of natural forces is disturbed by human carelessness. Sin affects the way we treat the environment as much as it does to our attitude toward God, other people and society as a whole.

The urgent need of the churches today is to Developing an eco-spirituality among its members to develop an integrity concerning God’s gift for humans. Eco-spirituality starts with the interconnectedness of humankind and nature. Eco spirituality here means a peaceful coexistence with all life which in other words means living a harmonious living among whole creation, acknowledging and accepting the interdependentness

and interrelatedness of all, doing away with all oppressive structures and elements that disrupts the God-humans-nature relationships. Church should have a concern towards the prevalent ecological crisis.

The church cannot get rid of this obligation because the church is the steward of the nature. The first obligation of the church is to follow human beings.

This includes both the born and the unborn. Secondly the obligation is to the environment. The church is responsible towards the environment much more than anybody else in the world. Emmanuel E. James rightly tells that, Ecological duties indicate that church should not do things which are harmful or dangerous to others. Our polluting the environment may cause sickness or even death to others. It may also cause damage to life and property. We must remember that we are the stewards of God’s creation. We are not the masters or owners of God’s creation. The realization will help us to be careful about obligations as stewardship of the earth.

Man must respect, preserve and protect God’s creation and make the right use of it for his needs.

Today human beings have become the victims due to the effects of ecosystem. Therefore, church is ethically responsible for the physical environment in which human beings live and they are striving against the dangerous ecological situation to maintain the integrity and quality of God’s creation.

The church mission should also have understanding on the cosmic concern. The eco problem is definitely a problem of social eco justice issue. If human beings need justice from exploitation, surely natural environment also need justice of right to live and exist. Christian can’t do justice to human beings alone without considering justice to the nature. The churches need to have an eco awareness seminar for the leaders. The lack of understanding of stewardship need to be talked in the church as human uses excess liberty to exploit our environment.

The churches should

teach the basic principles of wastes handling, disposal and recycling, efficient use of energy, family planning and personal hygiene and scientific methods in agriculture and pest control. The churches for the ecological balance need to emphasize through preaching in the church.

As government emphasis on plantation of trees 1/2 or 2/4 or 1/10 the church need to work on it. The church can also play an important part in encouraging people to plant trees as well as protect existing forests.

Environment awareness camps, cleanliness drives, seminars, adoption of villages by different groups are some of the way of fostering proper environmental consciousness.

Churches can also adopt a village and help the natives to practice scientific soil/water management, conserve grasslands, wetlands and forest, etc. thus; we can save villages from desertification and famine. Churches may promote agriculture projects in the co-operative sector that enables the poor farmers to get maximum economic benefit. For example, co-operatives that collect milk, dairy and poultry products, honey, spices and medicinal herbs could result in tremendous economic development that is otherwise not possible. Churches must exert positive influence on civic bodies and other decision-

making bodies of human environment.

The crisis we face is to do with the overuse, or even misuse of our resources. We believe in a God who created heaven and earth and accept that this same God has entrusted us with the management and care of his creation. Hence, we will need to demonstrate a greater sense of responsibility. It is important that we take the role of steward seriously. We are not only accountable to God, as stewards of His creation, but also hold a responsibility towards our fellow human beings. But unfortunately, rather than using and managing the resources of our environment wisely, we have carelessly squandered them, taking it for granted that they will be endlessly available for our selfish consumption.

I would like to end with what K.C. Abraham said. He said that there are the three dimensions of mission which he said should be integrally related to each other: Proclamation of the Gospel - evangelism that is aimed at calling people to personal loyalty to God. Social mission: that means struggling for the renewal of society through justice struggles.

What are we doing to make Dimapur cleaner?

When other towns and cities are tackling pollution on a war footing, garbage in Dimapur continues to be an eyesore. In a survey few years ago, Dimapur featured as one of the dirtiest towns in India. While the rural areas are comparatively cleaner, it is the cities that are worrisome. A lot has to done in terms of garbage disposal and collection. For starters, we have very less dustbins in Dimapur. Put our more dustbins where there are more chances of littering. Secondly, business owners should be heavily fined if they don’t keep their surroundings clean. It is the commercial areas that are the dirtiest. If the business owners earn in the city, they are obliged to keep it clean too. Thirdly, the village councils and gaon burah should identify areas that are dirty and liase with the relevant authorities. I hope the authorities act fast because we love our state.

He was on his way to school in the morning hours with his friends. Mahant Ravindra Puri, secretary of the Mahanirvani Panchayati Akhara, on Sunday said a formal ban has been imposed on the entry of “scantily-clad men and women” into the Daksh Prajapati Mandir (Haridwar), Tapkeshwar Mahadev Mandir (Dehradun) and the Neelkanth Mahadev Mandir (Rishikesh).

“Only women who have their bodies covered up to 80 per cent can enter these temples,” Puri, who is also president of the Akhil Bharatiya Akhara Parishad, said. The ban comes into effect immediately at these temples affiliated to the Mahanirvani Panchayati Akhara, he said.

The RBI will also be monitoring the progress of the monsoon and the possible ill effects of El Nino which can affect the kharif harvest and hence impact prices, experts said.

“For the year, however, we see 25-50 bps cut

The government has mandated the RBI to ensure CPI inflation at 4 per cent with a margin of 2 per cent on either side.

Bankers too expect that the central bank will continue its pause in the forthcoming policy.

“As far as bankers are concerned I would only say that RBI’s repo rate has already been increased 2.5 per cent. Expectations from the market or the banking side is that we do not expect that any rise in the repo rate would be there because already the interest rate has been raised by 2.5 per cent on the repo side and inflation is moderate,” Rajneesh Karnatak, Managing Director, Bank of India, told PTI. He said the inflation is also moderate. “If you see the data of wholesale inflation and retail inflation, it is now moderate. I think there will be a pause from RBI and there will not be any increase in the repo rate,” Karnatak said.

On his expectations from the RBI, Ramnath Krishnan, Managing Director & Group CEO, Icra, said inflation readings have eased, suggesting that April’s surprise pause is likely to be extended further in June 2023.

“Growth surprised on the upside as well, ruling out early rate cuts. The market will keenly await cues on liquidity management from the RBI, including the impact that is foreseen from the Rs 2,000 notes coming back into the banking system,” he said.

NEW DELHI, JUN 4 (AGENCIES): Tata Motors is working on several CNG and electric cars even as the automaker expects the passenger vehicle industry growth to moderate to 5-7 per cent in the current financial year as compared with 27 per cent sales growth in the last financial year with dip in pent-up demand.

“There’s going to be a steep increase in the EV volumes. We are expanding our portfolio in the CNG segment, so I think we have several levers, which are going to increase our volumes, as well as market share,” Managing Director, Passenger Vehicle and Electric Vehicles at Tata Motors, Shailesh Chandra said during an analyst call, Economic Times reported.

Outlining the company’s product related plans, Chandra said it would keep the excitement up with new interventions in existing brands and new product introductions.

“We are going to bring a CNG variant (of Punch) with the twin cylinder technology and this is going to be unique in the market...

NEW DELHI, JUN 4 (PTI): The government is looking to sell a part of its residual 49 per cent stake in Balco through a public offer and is engaging with the firm’s promoter Vedanta to withdraw arbitration and facilitate stock exchanges listing of the company, DIPAM Secretary Tuhin Kanta Pandey said.

The Ministry of Mines and the Department of Investment and Public Asset Management (DIPAM) have held ‘preliminary talks’ with Vedanta Ltd -- the promoters of erstwhile public sector company BALCO, he said.

The singer-songwriter continued by sharing that she notices fans who are living “authentically and beautifully” and wants them to know that her shows are a “safe, celebratory space” for them.

As per Variety, Swift’s speech took place after her performance of ‘You Need to Calm Down,’ with the singer thanking the arena of fans who passionately sang along to the song’s pro-LGBTQ lyrics.

MADRID, JUN 4 (IANS): Real Madrid has announced that the club has reached an agreement for Eden Hazard to leave at the end of the season, despite having a year left on his contract.

The announcement ends Hazard’s four seasons at Real Madrid in which he has probably been the most disastrous signing in the club’s history.

The Belgian international signed from Chelsea for a fee of around 100 million euros in the summer of 2019 and on a wage of around 400,000 euros a week. However, his four seasons at the Santiago Bernabeu have seen Hazard make just 76 first team appearances in which he scored seven goals, a Xinhua report said.

Hazard’s time at Real Madrid has been dogged by injuries and rumors that he was overweight and this season he has made just six appearances, totaling 194 minutes in La Liga.

“Real Madrid C.F. and Eden Hazard have reached an agreement whereby the player will leave the club on June 30, 2023,” informed the Real Madrid website.

DIMAPUR, JUN 4 (NPN): A week-long All India Football Federation (AIFF) D’ License Course concluded at Thenyizu village under Phek district on Saturday.

The course was organised

by Chokri Area Games and Sports Association under the guidance of Football Association Phek District.

A total of 22 participants including one lady from different district including Dimapur, Peren, Kohima, Tuensang and Phek district took part in the instructor course which was conducted by AIFF D Coach Educator and AFC A license coach, N William Koso.

During the weeklong camp, the coaches had undergone two practical exams and one theory exam as part of their course assessments.

The results of the course will be announced by AIFF at a later date.

With Saturday’s win Italy booked a semifinal spot for the third consecutive U-20 World Cup. MADRID, JUN 4 (IANS): Karim Benzema will leave Real Madrid after 14 years at the end of the season, the Spanish club confirmed on Sunday.

The former France international joined Spanish giants from hometown club Lyon in 2009 and has made 657 appearances, scoring 353 goals.

Benzema has played 42 times in all competitions this term, scoring 30 goals and assisting six more.

Rezoana, who is a reigning Asian U-18 Champion, won first track gold for India on the opening day after clocking 53.31 sec to win the women’s 400m title.

NEW DELHI, JUN 4 (IANS): India’s Amlan Borgohain bagged gold medals in the men’s 100m and 200m races at the Flanders Cup 2023 athletics meet, also called the International Antwerp Athletics Gala, in Merksem, Belgium.

Borgohain emerged as the winner in the men’s 100m dash with a time of 10.70 seconds, which was 0.45 seconds slower than his own national record.

Aubrey Allen of Jamaica clinched the silver, clocking 10.80 while Belgium’s Victor Hofmans took the bronze with an

11.01s timing. Borgohain secured the top spot on the podium in the men’s 200m race with a timing of 20.96.

Following closely behind was Hofmans, who finished in second place with a time of 21.42. Jamaican sprinter Samuel Rowe rounded up the top three, crossing the finish line with a time of 21.88.

Meanwhile, Sapna Kumari finished behind Belgium’s Amber Vanden Bosch in the women’s 100m hurdles after clocking 14.10, in what was a twowoman field. India’s Mohammed Afsal P. failed to finish the men’s 800m race.
