MOKOKCHUNG, MAY 2 (NPN): State chief minister Neiphiu Rio on Monday expressed his happiness at the presence of leaders of all the 15 tribes hohos during Moatsu festival celebration at the Imkomgmeren Sports Complex, Mokokchung, saying coming together of tribal leaders shows the sign of unity amongst the Nagas.

The chief minister, who graced the celebration as chief guest, said that through such unity the Nagas will move forward and keep the hopes alive for the younger Naga generations.

Stating that there was no place for individualism, clannism and tribalism, Rio called for imprinting ‘Nagaism’ on the minds of the people of the state. On the occasion, the chief minister

informed the gathering that a meeting has been called amongst the various tribal leaders, political parties and renowned leaders of the state on May 9 to discuss the issue of Municipal Act. Rio, therefore requested all tribal leaders present at the celebration to attend the proposed meeting. Extending warm Moatsu greeting to

the members of Ao community, the chief minister said that it was very important to celebrate such festivals.

He said that it was through celebration of festivals that friendships and bonding between neighbours were built and brotherhood amongst various tribes were strengthened. Rio further stressed that it was through

such festivals that the feeling of oneness, unity and one’s identity was known and that the common traditions and cultures of the Nagas are shared.

Minister RD & SIRD Metsubo Jamir, who attended the celebration as the guest of honour, also gave a brief speech.

While extending Moatsü greetings, at the festival celebration organised by Ongpangkong Senso Telongjem Dimapur at Senden Riju here on Tuesday, Imchen lamented that people have been held for the past 26 years to the AK 47 and today are demanding to know the status of 26 years of political negotiations. He reiterated that every Naga has the right to know the truth about the negotiations since they were also stakeholders.

Imchen recalled that the Naga National Council (NNC) and Federal Government of Nagaland (FGN) were functioning together, but after Phizo had left for London, Nagas started killing each other.

He claimed that then Prime Minister Jawaharlal Nehru had in 1954, admitted to the error he had made by using armed forces to suppress the Naga movement. Thereafter, Imchen said Nehru tried to seek solution politically, admitting that a military solution was not possible. He also admitted that had Nagaland not been created as a state, the condition of Naga homeland would have been worse.

Referring to the Shillong Accord, Imchen termed it as nothing but a simple document of defeat and betrayal which led to the birth of NSCN. Later NSCN split into many groups, and termed it as an embarrassment for the integrity of Nagas.

On the issue tribalism among Nagas, Imchen regretted that Nagas were practising tribalism openly and wondered what would be their fate if they achieved independence. Under such a scenario, Imchen predicted that if Nagas got independence but tribalism remained, there would be bloodshed. He said in such a situation, could force Nagas

to ask the Indian government to take back Independence.

He questioned, “Why should we ask for independence when there is tribalism?”

Imchen also admitted that his statement would be contradicted and that he would be even termed as a “traitor”.

Aos need to introspect, says Moatoshi: In his speech on the occasion, Adviser Labour, Employment & Skill

Development and Excise adviser Moatoshi Longkümer observed that the Aos could no longer be considered as the most advanced tribe and urged Aos to introspect where they now stood in comparison with others.

He remarked that Aos today lagged behind others in many fields, including education, economy, government service, entrepreneurship, etc. He said the chief reasons as being greed and jealousy.

Moatoshi also said the presence of many organisation within the community only led to create further divisions. He exhorted the Aos leaders to restore the past glory and urged Ongpangkong range to lead the community. (Cont’d on p-8)

D I M A P U R , M AY 2 (NPN): Veteran Naga leader and former chief minister Dr SC Jamir claimed that as the Central government recognised the peculiar political situation and identity of Nagas, in return, there was need for applying the same yardstick vis-à-vis urban local bodies (ULBs).

Interacting with media persons on the sidelines of Moatsü festival here on Tuesday, Dr Jamir urged the State government to share the peculiar issues of Nagaland Supreme Court at the ongoing case over ULB polls.

He said Nagaland cannot have a carbon copy model of other big States so appealed to the State government and all concerned to work out a ULB model

IMPHAL, MAY 2: Manipur chief minister N Biren Singh on Tuesday launched the Facial Recognition System (FRS) for Inner Line Permit (ILP) system and flagged off two camera-mounted mobile FRS vehicles.

Addressing the gathering, Singh said the newly launched system will help in effective checking of ILP holders whose validity has expired and help in better management of the ILP System. He said the State, after approval of the Union Home ministry, engaged a reputed international firm for the installation of the FRS.

DIMAPUR, MAY 2 (NPN): Naga timber traders under Nagaland Timber Traders Union (NTTU) at the meeting held on Tuesday resolved to not pay tax to any group or faction starting from May 8, 2023. The timber traders said that the resolution was adopted due to increase in number of taxes with the formation of many new factions and groups.

The meeting was attended by representatives of NTTU, Dimapur District Timber Mill Owners Association, Chumoukedima Timber Traders’ Association, Pungro-Sub Division Timber Traders Union, Nagaland Timbers Union Kohima and Phek District Timbers Associa-

tion. The timber traders alleged that they had been paying tax for the last 20 years, but with the mushrooming of more factions it was “unbearable” for them to pay tax to each and every faction. The traders said that they cannot afford to pay tax to all the groups. The Naga timber traders have, therefore, appealed to all the factions to not levy tax on its “own Naga brothers”.

They also alleged that many of them had shut their business as they cannot afford to pay taxes to all the groups. Further, NTTU has sought support of all Naga leaders and civil society organisations in their fight against increase in taxation.

DIMAPUR, MAY 2 (NPN): Local villagers and petty contractors of Package V (KohimaJessami under M/s Stroyproekt LLC OIA JV) have announced temporary suspension of road blockade till May 4 following an appeal made by the company not to go ahead with the agitation programme scheduled from May 2.

In a statement, Avi Movi said on behalf of the agitators that, as the matter was at the high court, the contractor had hinted of discussions with government for resolution of their problem soon.

He said they accepted the request of the contractor because of their faith in the high court, the Centre and the State government hoped their problems would be resolved.

Movi however cautioned that after May 4t, they would not accept any request from anyone whosever and resume their agitation if the resolution was not in their favour.

PRSU laments irregularities in govt institutions

DIMAPUR: Pathso Range Students’ Union (PRSU) alleged of “many irregularities in the functioning” of government institutions within Panso administrative circle, and urged the government to “prioritise on actions” to address the issues.

In a press release, PRSU secretary, information and publicity, Khumong T said a team visited institutions, both government and private, within its area from April 26 to May 1.

PRSU said the team visited 11 schools in the K Y M C

area, Sub-centers at Yokao, Tsuwao, Lengnyu and Kingnyu, and government offices at Panso headquarters, to assess the condition and functioning of the institutions and offices. During the visit, PRSU said the team observed “many irregularities in the functioning”.

The union said none of the schools within Panso Sub-division has the required strength of teachers as per the recommendation of the staffing pattern committee.

It said nine out of the

11 schools have “more classrooms in the schools than the teachers”.

PRSU said Government Primary School (GPS) Lengnyu with seven classrooms (LKG to 5th standard) has only four teachers; GPS Kingniu has only four teachers with six classrooms (LKG to 4th Standard); GPS Yokao has four primary teachers and a community teacher with six classrooms (LKG to 4th Standard); three teachers at GPS Ekhao, with no appointment of Hindi teacher

since the inception of the school, and GHS Panso faces shortages of subject teachers.

The union informed that during the visit, many of the offices were found to be closed without functioning, and that absenteeism in duties and “rampant practice of keeping substitutes” were observed.

Stating that many of the staffs, especially in the educational institutions, were not performing their duties, the union warned that it would initiate “appropriate course of action”.

PRSU also informed that post of Medical Officer (MO) at PHC Panso lies vacant, after the resignation of the incumbent MO. The union also lamented the pathetic condition of offices and school buildings.

With exception in one or two, PRSU said most of the buildings are old and in dire need of new construction.

Expressing deep concern over the state of the affairs in the government machineries and institutions, the union has urged upon the government to “prioritize on actions to address the highlighted issues.”

Tripura signs eight MoUs worth Rs 312.38 crore

(Express Photo) AGARTALA, MAY 2 (PTI): Tripura Chief Minister Manik Saha said his government on Tuesday signed eight Memorandum of Understanding (MoU) with private players amounting to Rs 312.38 crore to promote industries in the northeastern state.

The MoUs include setting up of a medical college with an estimated cost of Rs 247 crore on Public Private Partnership (PPP) model in Dhalai, a tribal-dominated district. At present, the state has two medical colleges - government-run Agartala Govt Medical College (AGMC) and a society-run Tripura Medical College (TMC) and one Dental

College.

“Connectivity is key for development of socioeconomic condition and the northeastern has state witnessed massive improvement in connectivity - be it railways, national highways or airway”, Saha said at ‘Tripura Roundtable on Investment Opporunities’ here.

Asserting that Prime Minister Narendra Modi has given the HIRA model (highways, internet, railway and airway), Saha said the people of Tripura never thought of getting 12 express trains but today it is a reality.

“Tripura has the third strongest internet gateway

in the country. MBB Airport at Agartala is one of the best airports in eastern India. The Northeastern state has already got seven national highways”, he said.

With connectivity improving rapidly, investors are showing interest in setting up industries in the northeastern state, he said, adding that eight MoUs amounting to Rs 312.38 crore were signed on Tuesday while more investors are coming for investment.

Claiming that the Feni bridge will be made operational in the next couple of months, the Tripura chief minister said the northeastern state will be the gate-

way to the entire Southeast Asia and Bangladesh.

“Use of Mongla and Chittagong ports will be possible once Feni bridge is commissioned, which is likely this year. Even the proposed Matabari sea port will be easily accessed by the border state. This will bring a sea change in the state as far as trade, business and investment are concerned”, he said. Saha said enormous job opportunities will be created once these plans materialised.

Speaking at the roundtable discussion, Secretary of DoNER Lok Ranjan said it is time for the Northeast region to take a lead role in development as basic infrastructure has improved in the region.

Assuring Tripura of all possible help, Ranjan underlined the need to look beyond government support and try to rope in private partners.

(PTI): A top office-bearer of a regional organisation was arrested in Assam’s Sivasagar district on Tuesday on an allegation of extortion, a top police officer said.

Director General of Police GP Singh said Shrinkhal Chaliha has been apprehended and action as per law initiated against him.

Chaliha is a top officebearer of Veer Lachit Sena, an organisation working purportedly to safeguard the interests of the indigenous people of the state.

C20 is one of the official Engagement Groups of the G20, which provides a platform for civil society organisations to voice aspirations of the people, they said. Deputy Chief Minister Chowna Mein, who represents the district, convened a review meeting with officials and stakeholders on Monday to discuss the preparations for the summit. Mein inspected the places where the delegates would stay, and the venues for important conferences and meetings to be held during the summit, the officials said.

her of dire consequences if she keeps complaining against him to the senior party office bearers’’.

She had also mentioned in the complaint that during the party’s recent plenary session at Raipur, the accused had heckled, held her arm, pushed her, used slang words and said that he would ruin her career in the party if she complained against him.

PDF to merge with ruling NPP on May 6 Scientific coal mining to begin in Meghalaya

SHILLONG, MAY 2 : The People’s Democratic Front (PDF), one of the constituents in the ruling Meghalaya Democratic Alliance (MDA) government, will formally merge with the ruling National People’s Party (NPP) later this week, a PDF leader said.

“The PDF has decided to merge with the NPP on May 6 after several round of talks between the top leaders of two parties,”a senior PDF leader said on condition of anonymity.

During the 2023 elections, the PDF contested in nine assembly seats and retained just the two seats with former Agriculture Minister Banteidor Lyngdoh and PDF President,

Gavin Mylliem retained Maw Mawkynrew and Sohra assembly seats respectively.

Chief Minister and NPP President Conrad Sangma said that the party has been in talks with the PDF for a possible merger and the PDF would be taking a decision soon.

Sangma however said that at the moment there has been no discussion if the two PDF legislators would be given cabinet berth once they merge.

The merger would take the NPP strength in the assembly from 26 to 28 legislators and would be just three seats short of an absolute majority in the 60 member house.

The merger of the PDF is significant ahead of the

election to Sohiong assembly seat slated on May 10.

Election to Sohiong assembly seat was adjourned just before the February 27 assembly elections due to the death of United Democratic Party (UDP) candidates, Horju Donkupar Roy Lyngdoh, a former minister and leader of the UDP. Incidentally, the UDP is a coalition partner of the Meghalaya Democratic Alliance, which the NPP heads. Both the NPP and UDP are optimistic to win the Sohiong assembly seat.

The ruling MDA is comprised of the United Democratic Party (11), two members each from the Bharatiya Janata Party and Hill State People’s Democratic Party, besides two Independents.

SHILLONG, MAY 2: Chief Minister Conrad Sangma on Tuesday said that scientific coal mining will begin in Meghalaya within the next couple of months with the Centre having approved the mining leases of four miners.

“This NPP (National People’s Party) government has been working tirelessly to resume mining in the State. So in 2019, we filed a petition in the Supreme Court after mining was banned by the National Green Tribunal (NGT). In 2019, the Supreme Court lifted the ban and asked the Centre and Meghalaya government to frame a policy for scientific mining,” Sangma said. The apex court

had held that private as well as community landowners have both surface rights and sub-surface rights, and minerals are owned by private and community landowners.

The Chief Minister said the Centre and Meghalaya government have prepared a mining plan as directed by the Supreme Court and the Centre had recently approved the mining lease of

four miners.

“The final paperwork for scientific mining will be completed within 60 days. The commencement of scientific mining will be landmark in the history of Meghalaya, as it ensures minimal environmental impact through sustainable and legally compliant extraction procedure,” he added. According to the police, the accused Shahid Ahmed allegedly stabbed his son, Mohd Gulfam, on March 5.

“During the interrogation, he reportedly confessed to the crime, and said that he had objected to the relationship between the mother and son duo, which had led to quarrels.

“Shahid had asked his wife to stay with him, but she wanted to live with their son. As a result, Shahid had killed his son.”

Thane Lok Adalat settles 24,073 cases

THANE, MAY 2 (PTI): A Lok Adalat in Maharashtra’s Thane district resolved at least 24,073 pending cases involving settlements amounting to more than Rs 76 crore, a court official here on Tuesday.

With these cases settled on April 29, Thane district has been ranked first in the state for the third time for its settlement rate, said Ishwar K Suryavanshi, secretary of Legal Aid Services Authority, Thane.

Apart from 24,073 cases, another 6,625 prelitigation cases involving Rs 12 crore were also settled, taking the total cases to 30,698 involving Rs 88 crore settlement amount, he said.

NEW DELHI, MAY 2 (PTI): Defence Minister Rajnath Singh on Tuesday handed over a fast patrol vessel and a landing craft to the Maldives and called for boosting collaboration among like-minded nations to address common challenges facing the Indian Ocean, a region that has witnessed increasing Chinese assertiveness.

On the second day of his visit to the island nation, Singh also held talks with Maldivian President Ibrahim Mohamed Solih on further expansion of defence ties and assured him of India’s continued support to the country.

After handing over the two platforms to the Maldives National Defence Forces (MNDF) as India’s “gift” at a ceremony in Male, the defence minister described the relationship between the two countries as “truly special” and said it has evolved as a model for the entire region to follow.

AHMEDABAD, MAY 2 (PTI): The Gujarat High Court on Tuesday refused to grant interim relief to Congress leader Rahul Gandhi on his plea for stay of conviction in a 2019 criminal defamation case over his “Modi surname” remark, saying no protection can be granted to him at this stage and it will pass a final order post-summer vacation which ends in early June.

Counsel for Gandhi (52), Abhishek Manu Singhvi, cited “extreme urgency” to request the HC for interim relief or a final order and during final submissions maintained there was hardly any instance in criminal defamation where an accused was sentenced to more than 3 to 6 months

in jail, and that his client was a first-time offender.

The complainant’s lawyer opposed Singhvi’s prayer for interim relief to Gandhi, sentenced to two years in jail by the trial court in Surat, and said if the disqualified MP cannot apologise for his defamatory utterances, then he should also not approach the HC for stay of conviction.

After final arguments from both sides concluded during the day, the court of Justice Hemant Prachchhak said no interim protection can be granted to the applicant at this stage in the defamation case stemming from his “Modi surname” remark made four years ago. The former Congress president had prayed in the HC for stay of conviction,

which if granted, will pave the way for his reinstatement as a Member of Parliament.

Justice Prachchhak said he will pass a final order only after going through the records and proceedings, and posted the matter for verdict after reopening of the HC post- summer vacation, which will be from May 8 to June 3.

Reportedly, if the cyclone is formed, it will be called ‘Mocha’. As per the reports the Cyclone Mocha is likely to form by May 11, said the weather forecast model of Windy.

NEW DELHI, MAY 2 (PTI): Iranian President Ebrahim Raisi has pitched for taking India-Iran ties to a “new level”, especially in the economic and commercial fields, during a meeting with National Security Advisor Ajit Doval in Tehran. Raisi also conveyed to Doval in the meeting on Monday that groupings such as the Shanghai Cooperation Organisation (SCO) and the BRICS can be “very effective” in view of the global geo-political changes, according to a statement issued by the Iranian President’s office.

Besides calling on Raisi, Doval held separate talks with his Iranian counterpart Ali Shamkhani and Foreign Minister Hossein Amirabdollahian. Cart before the horse

I

n a major development on April 21,2023, Assam chief minister Himanta biswa Sarma and his Nagaland counterpart Neiphiu Rio, agreed to permit oil exploration and extraction along the disputed Area border(dAb) and subsequent sharing of oil revenue. The proposal for a joint exploration and revenue sharing between the two states was initiated by the centre in January this year. This was also contained in the speech to the first session of the 14th Nagaland Legislative Assembly by then Governor Prof.Jagdish Mukhi. Then later while presenting the budget on March 27, chief minister Neiphiu Rio informed that his government intends to start exploration and extraction of oil in the disputed Area belt (dAb) once the tripartite MoU with the Centre, Nagaland and Assam is signed.

The agreement between Assam and Nagaland for oil and gas operations has quite expectedly opened a Pandora box. This was evident from various statements from several organisations. Even as the plan for restarting the process for oil operations had received the support from various organisations; there were several others who have red flagged the issue. Those who backed the proposal were keen to chart the path for obtaining economic dividend . Some raised concern against oil operation along the dAb was over the pending issue of resolving the border dispute between the two states. This section maintains that going ahead with oil operations along the dAb was tantamount to lending legitimacy to the unresolved boundary which has not been accepted by Nagaland since huge tracts of land currently under Assam belonged to Nagas but were transferred by the british colonial government in 1925 notification. Nagaland insists that the actual boundary is acknowledged by the british notification in 1866. The main stakeholder, the Lothas through the apex Lotha Hoho has also withheld its approval for oil exploration pending settlement of the boundary , the fulfilment of the MoU signed with the state government over clauses in the Nagaland Petroleum & Natural Gas Regulation 2012 as well as pending PIL pertaining to award of contract to Metropolitan Oil and Gas Private Limited(MOGPL). It may be pointed out that Nagaland has an estimated reserve of around 650 million tonnes of crude oil and gas that could transform the state and bring enormous dividends to its economic growth. Changpang and Tssori in Wokha district which have a proven reserve of more than 50 million tonnes of crude oil. The other reserves estimated at nearly 600 million tonnes at Mokokchung (Geleki/ Changki), Mon(Singphan) and Peren districts to name a few. Thus oil operations could benefit cash-strapped Nagaland for the next several decades in terms of revenue. Moreover, the state has 315 million tonnes of coal reserves and 1,038 million tonnes of limestone reserves.

ONGC continued drilling in Assam and has already completed 39 oil fields of which 27 are operational.

A number of the oil fields are located at Geleki, Khoraghat, Nambor, Kasomarigaon, Suphyam, dayalpur, barholla and Mekrang oil fields along the Assam-Nagaland border. Nagaland has been claiming these areas based on traditional ownership and historical accounts but royalty for these are being collected by Assam. Though oil extraction for revenue is welcome yet unless these concerns are resolved, the plan would be like putting the cart before the horse.

by God. He may give you a time spiritually, with no word from Himself at all, just as His Son experienced during His time of temptation in the wilderness.

When God does that, simply endure, and the power to endure will be there because you see God. “Though it tarries, wait for it….” The proof that we have the vision is that we are reaching out for more than we have already grasped. It is a bad thing to be satisfied spiritually. The psalmist said, “What shall I render to the Lord…? I will take up the cup of salvation…” (Psalm 116:12-13). We are apt to look for satisfaction within ourselves and say, “Now I’ve got it! Now I am completely sanctified. Now I can endure.” Instantly we are on the road to ruin. Home Minister’s initiatives for strengthening internal security

T

he arrival of Amit Shah as the Union Home Minister in 2019 sent out clear signals that he would govern with a strong hand - enjoying the complete trust of Prime Minister Narendra Modi - and would not hesitate to set off new policy approaches for safeguarding national interests.

He has shown political will, intellectual strength, and full understanding of the separation of powers under the Constitution, in guiding the democratic state’s prime responsibility of maintaining law and order through the length and breadth of the nation.

He has proved to be the Home Minister with a difference. Those who watched the domestic scene would not fail to notice how the Home Minister has enunciated path-breaking ideas in the vital sphere of internal order and security - steering clear of any ‘political’ attributions.

Three of his speeches delivered at crucial events are of seminal importance in terms of defining how a functional democracy must govern the state.

Law and order being a state subject in the Indian Constitution does not detract from the basic requirement of democratic India that citizens must have the benefit of protection of law uniformly across the nation and that the standard of policing must be maintained at a high level throughout the country regardless of the political complexion of the state governments.

In his address during the golden jubilee function of the Bureau of Police Research and Development (BPR&D) in August 2019, Shah had pointed out that peace is a prerequisite for development and emphasised that ‘maintenance of internal peace and a stable law and order system are essential for achieving Prime Minster Modi’s vision of making India a $5 trillion economy.’

He wanted best police practices to be institutionalised through training so that all law enforcement officials adopt them all over the country. He indicated that a major reform lay in making it clear that the objective of police is primarily to serve the lawabiding people and protect their rights.

He noted the gap existing between the demand and supply of forensic science skills while commending a shift from old methods to modern techniques of policing.

Since the Home Minister made a perceptive observation about the shift in the role of administration from what it was in the British times and referred to Sardar Patel’s expectations from civil services in Independent India, he was essentially highlighting the role of IAS and IPS in establishing a uniform level of governance in the nation.

Officers of these two national civil services are recruited through a meritbased central examination, trained by the Government of India, and then allocated

to different states in proportion with their annual intake on the principle that the officers will be willing to serve in any part of the country.

It is necessary that in the national interest, the Centre should continue to keep close track of the performance of IAS and IPS officers, give protection to them against any arbitrary and unjust punishment sought to be imposed on them by the ruling dispensation of the state for political reasons, and take a hand in the appointment of Chief Secretaries and Directors General of Police through a procedure that had recently been prescribed by the Supreme Court itself.

If these important measures of institutionalising a uniform level of administrative governance in the country are to see the light of the day for the first time, it would surely happen under Home Minister Amit Shah.

The landmark address of Shah at the conference of state home ministers convened at Surajkund in Haryana in October last year was devoted to highlighting the importance of Centre-state cooperation in dealing with terrorism that has become the biggest threat to internal security of India.

He called for zero tolerance approach to terrorism and commended the role of the National Investigation Agency (NIA) in pushing for ‘a total victory’ against this threat.

He said that the le-

gal framework is being strengthened by amending the NIA and UAPA laws and the territorial jurisdiction of NIA is being extended to enable it to chase the terrorists across states.

Also, the NIA, he disclosed, would be given power to confiscate any property linked to terrorism. The Home Minister also announced that before 2024, anti-terror drive in the country will be further strengthened by establishing NIA branches in all the states.

Shah has got the states to join the Centre in countering terrorism and created legal and organisational infrastructure to ensure that all across the country, there is a seamless drive against terrorists.

In an environment where even terrorism is being viewed with politically tinted glasses, this is a singular achievement attributable to the Home Minister’s determination and clarity of approach in tackling matters affecting national security.

The third address of great strategic significance that dealt with the menace of drugs and narcotics damaging India’s great demographic dividend in the form of youth power on one hand and sustaining terrorism on the other, was delivered by Shah very recently at the national conference of the heads of Anti-Narcotic Task Force (ANTF) of states, in which he announced the mission of making a ‘drug-free India by 2047’.

India talks tough at SCO meet

ast week at the Shanghai Cooperation Organisation’s (SCO) Defence Ministers’ meeting, India adopted a very tough stand to deal with its immediate neighbour China, which has been the founding father of the bloc.

Relations between two Asian neighbours have not been very cordial in the recent past, on the issue of border transgressions by China in the Indian territory.

India’s Tough Posture China’s Defence Minister, Li Shangfu, in his first visit to India by a Chinese defence minister since 2020, when 20 Indian and four Chinese soldiers died in clashes along the Himalayan border in Ladakh and the two sides came the closest to war for almost 70 years, was indeed not expecting such a dressing down by the Indians. In his meeting with Li Shangfu, Indian Defence Minister Rajnath Singh accused China of border aggressions that have “eroded the entire basis” of bilateral relationship, as negotiations over the line of actual control (LAC) remain deadlocked.

Border transgressions from China have continued despite strong condemnation from India. In December last year, more than 20 Indian soldiers were injured in a clash with Chinese troops in the eastern state of Arunachal Pradesh, in what India described as a Chinese attempt to “transgress the border”.

I n M a r c h , C h i n a a nnounced plans to “rename” 11 places in Arunachal Pradesh, which it claims as part of Tibet.

When the Indian home minister visited the border region that same week to assert the Indian territorial claim, Beijing hit back, calling the visit a violation of its territorial sovereignty.

Border Issue While in the recent past, there has been disengagement in some areas, Indian army officers and defence experts say about 1,500 sq. km. in Ladakh taken over by the PLA in 2020 remains under Chinese control.

Two main areas of contention in Ladakh are Demchok and Depsang, which were previously patrolled by Indian troops

but are now occupied by PLA soldiers. Both areas remain tactically important for India, but in spite of many round of talks, there is no move forward and there also does not seem any inclination from China to resolve the issue.

People living near the border in Ladakh allege that in the disengagement negotiations, New Delhi has ceded land to Beijing by agreeing to the creation of buffer zones -- where neither side can patrol -- in land that was previously claimed by India, specifically in the disputed Pangong Tso and Chushul areas.

Thus, the real loser in the case has been India.

In reality, this happened due to the fact that India couldn’t see the hegemonic Chinese designs for the area. China has been building new highways, railway lines, bridges, air strips and sophisticated military bases, modern housing and 5G towers in the disputed area, while India -- which historically avoided developing areas near the Chinese border in order to prevent any provocation - has been left behind, with many of its border areas still impoverished.

In the recent past India has doubled its focus on infrastructure near the border with China, to correct its earlier miscalculations. January 2023 saw the Indian Defence Minister inaugurating 27 infrastructure projects aimed at strengthening the border infrastructure, in addition India is speeding up the construction of 37,500 miles of roads, 350 miles of bridges, 19 airfields and a few tunnels in border areas or nearby.

The scale and speed of this Indian infrastructure push is evident in the construction of ambitious 8-mile tunnel in the Himalayan range, at an altitude of about 3,000 metres, to provide all-weather connectivity to Ladakh. India is trying hard to get the $1.4 billion Zojila tunnel completed at the earliest.

SCO Summit Though the SCO is not a platform for bilateral issues, the Defence Ministers’ meeting highlighted policy priorities, while India focussed on terrorism. Russia reiterated its criti-

cism of the West’s Indo-Pacific concept and creation of regional groups like the Quad.

Addressing the summit, Rajnath Singh underlined that any form of terrorist act or support towards it was a heinous crime against humanity. Though the issue of terrorism may have been pointed towards Pakistan, India also reiterated that a “robust” framework of regional cooperation should respect the “the sovereignty and territorial integrity of all member states by taking care of their legitimate interests”.

Meanwhile, the Chinese Defence Minister harped on President Xi Jinping’s ‘Global Security Initiative’, and said that Beijing was willing to work with other SCO members to implement the Global Security Initiative. On his part, the Russian Defence Minister General Sergei Shoigu took a blunt aim at the West for attempting to integrate the emerging security architecture in the Indian Ocean with NATO. Russia has always opposed the Indo-Pacific policy, advocated by the West and supported

by India, describing it as an attempt to encircle China. The Russian minister expressed his belief that the SCO’s “independent policies” towards global and regional security challenges could serve as a blueprint for the international community.

He emphasised the need to strengthen SCO’s role as a key pillar of the emerging multipolar international system, one that promotes inter-state relations based on principles of equality, mutual respect, and compliance with international law.

Additionally, the General stated that NATO countries should bear the primary responsibility for post-war reconstruction in Afghanistan and Taliban should not be blamed for the current situation in the country.

Besides a virtual participation by Pakistan, defence ministers of eight SCO member states attended the meeting in New Delhi.

He called for a team India approach keeping aside political differences, drew attention to the international dimension of this threat and warned against the use of dark net and cryptocurrency in the drugs trade.

He envisaged deployment of drones and satellite imagery to locate illegal drugs cultivation.

It is remarkable how the Home Minister lost no time in making the fight against drugs a national endeavour, by directing the states in December 2021 itself to form a dedicated Anti-Narcotic Task Force under the DGP. The problem did not receive such close attention at the highest levels at the Centre earlier. While directing the national effort to crack down on illegal activities under the Narcotic Drugs and Psychotropic Substances Act, the Home Minister made a point of great strategic importance at the ANTF conference when he said that ‘those who consume drugs are the victims and those who sell them are the culprits’.

Shah has shown farsightedness in taking cognisance of any threat to internal security appearing on the horizon and initiating a comprehensive national-level response to deal with it.

Following the February 23 incident at Ajnala PS on the outskirts of Amritsar this year in which Amritpal Singh, a self-styled Sikh preacher known for his advocacy of Khalistan, and his support-

ers had moved brandishing swords and carrying Granth Sahib, storming the premises to press for the release of an aide of the preacher detained there in a case of kidnapping and injured many policemen, Shah called Punjab Chief Minister Bhagwant Mann to Delhi to review the law and order situation in the state and directed that Central and state security agencies worked together to deal with the emerging security threats.

The Chief Minister briefed the Home Minister on the incident - there was an impression of avoidable delay on the part of AAP government in initiating action against the ongoing activities of Amritpal Singh - and Shah assured Mann of full support, including the deployment of paramilitary forces.

The active pursuit by Punjab Police and Central agencies led to the arrest of Amritpal Singh from a gurdwara at Rode village in Moga district - the home place of late Jarnail Singh Bhindranwale - after he had evaded the police as a trained Pak agent for several weeks.

It is known that the Pak ISI has planned to revive the Khalistan movement in Punjab and the Centre will have to put this threat on top of its security agenda in the days to come.

Home Minister Amit Shah is already closely monitoring the situation.

Press Freedom is essential for democracy

ach time a political party in power is unable to withstand public criticism; it considers tightening the screw on the media.

The freedom of the press depends upon free functioning of government. So the government should try to keep the press free. Only a free press can serve the people best.

There is lot of controversy about freedom of Press. What would be the duty of the Press, if it finds that the administrative machinery of a particular government is sloth, or its economic policy is extremely sluggish and the government would not care to implement the promises made to the electorate ? In such a case a responsible newspaper would surly criticize the inaction of that government ? If the newspaper confines its journalistic activities only by publishing the official press-notes, then which agency would point out the lapses of the government ? Highlighting lapses of the government is surely the duty of responsible journalists. The press has been given the responsibility of checking and balancing the administration and the government. Whenever there is a social evil lurking or corruption and oppression happens, the press is the first one to raise a voice.

In fact, a very senior and well known journalist wrote almost in identical forms a letter to Mrs Indira Gandhi during the emergency period in 1974. He drew her attention to the restriction imposed on newspapers.

A conscientious journalist must weigh the viewpoints very carefully and draw his own conclusion independently. But, what Mrs Gandhi’s Sachivalaya wrote in reply is also remarkable: “Because of the restrictions imposed on newspapers, situation in the entire country has changed during the past days. Freedom of Press is only a part of the freedom of individuals and all over the world in times of emergency this freedom is curbed. Besides, the Press has used the freedom of press in an unwanted manner.

Not only false and mischievous reports have found its way in the Press, but these have been innumerable instances of inadvertent and malicious writings in mass newspapers.”

Now a journalist must carefully study both points of view and he

should shape his own career as per the dictates of his own conscience.

Mrs Gandhi’s father, Mr Jawahar Lal Nehru was of course extremely liberal. He once said, “I am against any sort of restrictions on Press, in spite of the fact that I know there is danger in such a policy.” But if followed as advocated by Nehru, there may emerge a situation in the state which might be difficult to manage. Irresponsible men in the profession of ‘Journalism’ are those who may cause national or international complications by scurrilous and irresponsible writings.

Thus the question arises whether reasonable restrictions on press’s freedom are desirable or a complete press freedom is desirable ?

Do’s & don’ts for a scribe Libel, defamation, contempt and privilege motion-these four items are the danger points in a reporter’s work. Every reporter must be cautious while writing the report about these four danger points. If per chance the reporter commits any mistake in his reports which may be libelous, defamatory or contempt of court or may invite a privilege motion in a legislature, it may endanger his paper, his editor, printer and the reporter himself.

A reporter must be cautious whether he has written anything about anyone which may be defamatory or which may be construed as contempt of court or which may invite a privilege motion in a legislature. He should always try to avoid these danger points while writing his report.

Freedom of press is essential for smooth functioning of democracy.

Whenever an administration tried to shackle the Press, people’s revolt took place. But the press too has huge responsibility on its shoulders.

They must be neutral. On the name of right to free expressions, they can not misuse their power by publish anything, which is against the soul and sovereignty of the nation and its people. Article 19(1A) and 19(2) of the Indian constitution provides proper safeguard for freedom of speech & expression and reasonable restrictions on anti-national and anti-constitutional expressions.

B E N G A LU RU / N E W DELHI, MAY 2 (PTI): A war of words over the Congress manifesto pledge to ban the Bajrang Dal (BD) added to the shrillness of the poll campaign in Karnataka on Tuesday, even as the Election Commission issued an advisory to parties and their star campaigners asking them to exercise restraint in their remarks and not to vitiate the atmosphere.

Both the Congress and the BJP rushed to the Election Commission seeking a ban on electioneering by top leaders of the other side alleging that they had violated the model of conduct with their remarks.

With Prime Minister Narendra Modi leading the offensive on Congress’ anti-Bajrang Dal stance, members of the outfit held protests outside Congress Party’s Karnataka offices, even as top BJP ministers attacked the grand old party alleging it has opposed both “Lord Rama and Lord Hanuman” and was following politics of appeasement and division.

The promised ban on Bajrang Dal was the latest in a series of dissonant campaign notes, after invectives like ‘nalayak beta’ (unworthy son), ‘zehreela saanp’ (poisonous snake) and ‘vish kanya’ (venomous maiden) were hurled during the highvoltage campaigning for a triangular fight among the Congress, BJP and JDS. Addressing an election rally in Vijayanagara district, Prime Minister Modi said he was fortunate that he got the opportunity to pay obeisance to the land of Hanuman.

“But see the misfortune that when I have come to pay my respect to Hanuman’s land, at the same time, the Congress in its manifesto

has decided to lock up Lord Hanuman.

“Initially, they locked up Prabhu Shri Ram (Lord Ram). And now they want to lock up people who say ‘Jai Bajrang Bali’,” the prime minister said.

“It is the misfortune of the country that the Congress had a problem with Prabhu Shri Ram and now it has a problem with the people who say ‘Jai Bajrang Bali’,” he added.

The BJP alleged that Congress had insulted Lord Hanuman with its “audacious” statement and the people of Karnataka will give a befitting reply in the polls, but the Congress hit back claiming that it was Prime Minister Modi who

had hurt religious sentiments and insulted the deity by “equating” him with the Bajrang Dal, and demanded an apology from him.

The Congress, in its election manifesto for the May 10 Karnataka Assembly polls, said it will take decisive action as per law including imposing a ban on organisations like Bajrang Dal and PFI and alleged that they were promoting enmity among communities.

The party also accused top BJP leaders Amit Shah, J P Nadda and Yogi Adityanath of giving hate speeches that were leading to a divide in society, and demanded that they be banned from further campaigning as they were vitiating the atmosphere.

On the other hand, the BJP sought an FIR and a ban on campaigning by Congress chief Mallikarjun Kharge and his son Priyank Kharge.

Amid the verbal slugfest, the Election Commission issued an advisory to political parties and their star campaigners, asking them to exercise caution and restraint in their utterances and not to vitiate the election atmosphere.

NEW DELHI, MAY 2 (PTI): The killing of a second gangster in less than a month inside the Tihar jail here has once again put a serious question mark on the security at one of the largest prisons in Asia despite officials claiming they were implementing a detailed plan to avoid such incidents.

Sunil alias Tillu Tajpuriya (33), lodged on the ground floor of the highsecurity prison, was killed by members of the Gogi gang with an improvised weapon around 6.15 am on Tuesday.

The four attackers, lodged on the first floor, cut the iron grille installed there and used bed sheets to climb down to Tajpuriya’s floor. Tajpuriya suffered multiple stab wounds and was declared dead by doctors at Deen Dayal Upadhyay Hospital, officials said.

On April 14, Prince Tewatia (33), an associate of gangster Lawrence Bishnoi, was killed similarly in an early-morning attack inside the jail by rival gang members following an altercation with an inmate. An under-trial prisoner, he was lodged in ward no. 6 of the

jail no. 3 which has around 380 inmates.

Officials claimed they were carrying out intensive searches in wards for improvised weapons and other illegal items, such as mobile phones, after the Tewatia incident. They were also maintaining a “strict vigil” through CCTV cameras.

Asked how an incident like this has happened again, a jail official said the attack was completed within one-and-a-half minutes and the assailants exploited “dark spots”, where no cameras could see, to enter Tajpuriya’s cell.

PANAJI, MAY 2 (IANS): The Goa unit of Narcotics Control Bureau on Tuesday busted LSD manufacturing laboratory at Anjuna in North Goa and arrested manufacturer along with seizure of multiple drugs valued at Rs 25 lakh. NCB-Mumbai informed that during the initial search, multiple illicit drugs were recovered as 2,464 LSD blots (61.97 grams), 10.47 gms MDMA powder, 76.6 gms hashish moist powder, 60.5 grams hydroponic eeed (Ganja), 3.42 gms hashish and 25 Psilocybin Mushroom capsules (5 grams) were seized.

MUMBAI, MAY 2 (PTI): Union Law Minister Kiren Rijiju on Tuesday said the Narendra Modi government has not done anything to undermine the judiciary’s independence, and every institution should respect the `Lakshman rekha’ or boundary set by the Constitution.

Speaking at an event organised by the Bar Council of Maharashtra and Goa here, he sought to refute the narrative that the government was exerting pressure on the judiciary.

“It is a misunderstanding that the government is trying to put any kind of pressure on the judiciary.

We are not only maintaining the judiciary’s independence but working to strengthen it,” Rijiju said.

To the question whether the government was interfering in the functioning of the judiciary, Rijiju in a lighter vein said a question could also be asked the other way around, whether the judiciary was interfering

“Our Constitution mandates a ‘Lakshman rekha’ for every institution and this line should be respected. Our government under the leadership of Narendra Modi has done nothing to undermine the judiciary’s independence or interfere with the judiciary’s work,” the law minister asserted.

Increasing pendency of court cases is the biggest concern for the country and the solution lies in technology, he said.

“There are around five crore cases pending in our country. This means there is a delay in justice which in turn means five crore injustices are being done to the people of our country,” he said.

The agency has furnished a statement of Buchi Babu, recorded under the provisions of the Prevention of Money Laundering Act (PMLA) on March 28, in which he said that he bought a property from Srihari of Phoenix Group in the name of Engrowth Capital.

“D R Anilkumar, husband of Kavitha, was also a partner in this firm (Engrowth Capital). This firm has bought this land at a much-discounted rate from the market because K Kavitha is a big politician in Telangana. “Similarly, K Kavitha has bought another property of 25,000 sqft from Srihari and Buchi Babu coordinated this paperwork on the directions of K Kavitha,” he told the ED.

NEW DELHI, MAY 2 (IANS): The Central Bureau of Investigation (CBI) on Tuesday conducted raids and seized Rs 20 crore in cash from the premises belonging to Rajender Gupta, former CMD of WAPCOS, a water and power consultancy that comes under the Ministry of Jal Shakti, and his family members.

A senior CBI officer said that a case was registered against Gupta and his family members on charges of possessing disproportionate assets. The searches were conducted at 19 locations in Delhi, Chandigarh, Gurugram, Sonepat and Ghazi-

abad at residential and commercial premises belonging to the accused persons.

During the searches, cash to the tune of Rs 20 crore, incriminating documents and digital devices were recovered from the possession of the accused.

After retiring from service, Gupta had started a consultancy business in the name of a private company based out of Delhi. The alleged immovable properties belonging to the accused include flats, commercial properties and a farmhouse spread across Delhi, Gurugram, Panchkula, Sonepat and Chandigarh.

NEW DELHI, MAY 2 (PTI): The alleged Delhi excise policy scam was a “conspiracy” by some of the big political leaders of the Aam Aadmi Party (AAP) and the ‘South group’ comprising BRS leader K Kavitha, YSR Congress MP M Srinivasulu Reddy and others who “used” proxies to conceal their involvement, the Enforcement Directorate (ED) has claimed in its latest charge sheet filed in the case.

A local court took cognisance of this prosecution complaint, filed by the ED on April 27.

“The scam included conspiracy hatched by government functionaries and political leadership cutting across states and payment of bribes to get undue favours,” the federal agency said.

SEOUL, MAY 2 (PTI): Finance Minister Nirmala Sitharaman on Tuesday said it is essential for emerging economies to become growth engines and help in resolving challenges facing the world.

She further said the G20 Presidency has come at a crucial stage to the emerging economies, stressing that three years are critical for the global economy, which is going through a reset.

India currently holds the presidency of G20, which is a grouping of developing and developed countries. India has taken over the presidency from Indonesia and will hand it over to Brazil later in the year.

Addressing the Indian diaspora in Seoul, the minister said India is being noticed worldwide not just because it is the fastest-growing large economy - this year as well as the coming year - but also because of the way in which it has handled the pandemic and economic revival.

K A M PA L A , M AY 2 (AP): Ugandan lawmakers on Tuesday passed a new version of an antigay bill that removes a clause which appeared to criminalize identifying as LGBTQ. President Yoweri Museveni last month returned the bill back to the national assembly, asking for changes that differentiate between identifying as LGBTQ and actually engaging in homosexual acts.

Homosexuality is already illegal in the East African country under a colonial-era law criminalizing sex acts “against the order of nature.” The punishment for that offense is life imprisonment.

The new law prescribes the death penalty for “aggravated homosexuality,” which is defined as cases of sexual relations

involving people infected with HIV as well as minors and other categories of vulnerable people.

A suspect convicted of “attempted aggravated homosexuality” can be jailed for 14 years and the offense of “attempted homosexuality” is punishable by up to 10 years, according to the bill.

Although the law would no longer criminalize those who identify as LGBTQ, jail terms of up to 20 years are proposed for those who advocate or promote the rights of LGBTQ people.

The bill passed by lawmakers on Tuesday will return to Museveni, who can sign or veto it. It was not immediately clear what other changes lawmakers made to the bill in a lengthy plenary session in the capital, Kampala.

A bench comprising Justices K.M. Joseph and B.V. Nagarathna observed that the censor board has already cleared the movie and the petitioners should rather challenge the film’s certification before an appropriate authority. This bench is currently hearing matters in connection with hate speeches. The bench said that the exhibition of films entails a different process, therefore the plea seeking a stay on the release of the movie cannot be clubbed with the hate speech matters.

Senior advocate Kapil Sibal and advocate Nizam Pasha urged the bench to hear their plea saying that the movie will release on Friday.

During the hearing, the bench said, “This has gone through certification.

We cannot make it a part of the hate speech case”.

Notable Developments Thankfully, we now have many excellent drugs available to treat both axSpA and AS. Almost half of all people respond well to nonsteroidal anti-inflammatory drugs (NSAIDs) such as naproxen and indomethacin. But if you don’t, there’s a whole class of drugs you can try known as tumor necrosis factor (TNF) blockers. When you have either condition, your body makes too many proteins called cytokines, which ramp up inflammation throughout your body. Over time, this is what causes joint and bone damage. The TNF blockers, given as injections, stop some of these cytokines.

Advocate for Yourself With AS Helgi Olafson feels lucky he got an early diagnosis for his ankylosing

spondylitis, and he works to inspire others with the condition. He uses endurance sports to raise awareness of AS. For a long time, these were the only drugs available. But in the last several years, the FDA approved two new injectable drugs: ixekizumab (Taltz) and secukinumab (Cosentyx).

They both block another type of inflammatory cytokine called interleukin-17, or IL-17. Normally, IL-17 helps your body defend itself against infections.

But too much of it can cause joint inflammation, bone erosion, and bone fusion. These drugs target different cytokines than the TNF inhibitors, so the hope is that they can help those who haven’t gotten help from the TNF inhibitors.

Janus kinase (JAK) inhibitors are the newest class of drugs approved by the FDA to treat ankylosing spondylitis. The two JAK inhibitors approved for this use are tofacitinib and upadacitinib. A third is being researched in hopes it’ll be available in the future.These are medications traditionally used to treat rheumatoid arthritis, pso-

riatic arthritis, and ulcerative colitis. They inhibit several cytokines key to the progression of ankylosing spondylitis. Like biologics, they work on your immune system, but they’re different than biologics too. They suppress various targets in your body to prevent overactive immune system responses before they start. JAK inhibitors

are more convenient than biologics, since you can take them orally.

There are studies underway to develop even more. There’s a new class of oral drugs, janus kinase (JAK) inhibitors, that show a lot of promise. These inhibitors block specific enzymes (JAK1, JAK2, and JAK3) that signal your cells to make more inflamma-

tion. One study found that people who took a JAK inhibitor for just over 3 months were twice as likely to have a strong response as those who took a placebo, or fake pill. Two drugs, tofacitinib and upadacitinib, are in clinical trials. We should know within the next year whether they get FDA approved.

There’s another class

of medications called interleukin-23 inhibitors, like guselkumab and risankizumab, that are just as exciting. These target a cytokine known as interleukin-23 (IL-23) that also signals your cells to make more of another inflammatory cytokine, interleukin-17, or IL-17.

When IL-23 is blocked, it stops the production of IL-17. This helps ease inflammation in your joints and lessens the chances of permanent damage.

The Importance of Lifestyle Changes While our treatments get better and better, I tell my patients they aren’t enough. Lifestyle is key when it comes to controlling symptoms and improving mobility. Daily range of motion and stretching exercises are particularly important. These improve

flexibility and reduce stiffness, swelling, and pain.

You’ll also need to exercise regularly, which includes strength and balance activities.

I also stress to my patients that if they smoke, they need to quit. Smoking is bad for everyone’s health, but it’s particularly bad for people with inflammatory diseases like axSpA and AS. Research shows it can worsen symptoms like pain and mobility problems.

People with axSpA and AS are also more likely to have depression or anxiety.

It’s important to seek help, whether it’s through support groups or talk therapy.

This can help you manage living with the disease.

have studied and treated ankylosing spondylitis (AS) for almost 10 years. It’s a form of axial spondyloarthritis (axSpA).

That’s a type of inflammatory arthritis that primarily affects the spine and the sacroiliac (SI) joints that connect the lower spine to the pelvis. In its early stages, it’s called non-radiographic axSpA because its damage doesn’t usually show up yet on an X-ray.

But in its late stage, when it does become apparent, it’s known as ankylosing spondylitis (AS).

Unfortunately, many people with AS go undiagnosed for 8-11 years.

Up to 5% of patients with chronic back pain actually have AS or its earlier form, axSpA. But if you complain of back pain to your doctor, they usually just send you off for an Xray of your lumbar spine, or lower back. This won’t help them spot the condition since the first signs are in your sacroiliac joints.

And it can take up to 10 years for these changes to show up on conventional X-rays. There’s also a lack of awareness about this condition among doctors that treat back pain. As a result, we sometimes lose that window of opportunity to identify and treat people with AS at earlier stages.

Quicker Diagnosis T h a n k f u l l y, n e w guidelines were released about 10 years ago that allow us doctors to diagnose patients sooner.

It’s now recommended that anyone with suspect axSpA and inconclusive X-rays have an MRI of their sacroiliac joints, too.

It’s important to ask your doctor for a referral to a rheumatologist if you have chronic back pain that lasts for more than 3 months, starts gradually before the age of 45, is worse with rest, and improves with exercise. This is a specialist specifically trained to diagnose and treat inflammatory diseases that affect your joints and bones, like axSpA. They’ll screen you for other symptoms associated with this condition, including back pain that wakes you up in the middle of the night, heel or foot pain (plantar fasciitis), or inflammation in other parts of your body like your eyes (called iritis or uveitis), skin psoriasis, and intestinal inflammation (called Crohn’s disease). AHMEDABAD, MAY 2 (AGENCIES): East Bengal downed Mata Rukmani FC 2-0 in a Group A match of the Hero Indian Women’s League 2023, at the TransStadia in Ahmedabad on May 2.

This was the Kolkata team’s second consecutive victory in three matches after losing the opening encounter against Gokulam Kerala FC. Though the Red and Gold Brigade proved to be the better side in most parts of the match, the team from Chhattisgarh had a good opportunity to have a breakthrough in the 10th minute. Had not Priyanka Kashyap headed wide from close range off a Devika Yadav cross, it would have been an early lead for Mata Rukmani.

East Bengal took charge of the game thereafter and the Hero IWL debutants finally capitalised on an opportunity in the 25th minute from a corner.

GENEVA (SWITZERLAND), MAY 2 (IANS): Kari Seitz, Head of Refereeing (Women) of the International Federation of Football Association (FIFA) said on Monday that female referees are more and more capable of world-level matches and are the key to the development of women’s football.

Speaking at the ‘Making Trade Score for Women’ meeting held at the World Trade Organization (WTO) headquarter in Geneva, Seitz said he believes 33 referees, 55 assistant referees and 19 video match officials will help deliver a great Women’s World Cup in Australia and New Zealand this summer, reports Xinhua.

“We will have referees at the World Cup in Australia and New Zealand from Mali, from Togo, from Kyrgyzstan, from Palestine, who have been

selected based on their qualities. While their teams have not qualified, their referees have, and so offering even more opportunities for women in football,” Seitz was quoted as saying in a FIFA statement.

The former American referee officiated at four FIFA Women’s World Cups between 1999 and 2011. At the 2022 Qatar World Cup, Stephanie Frappart, Karen Diaz and

Neuza Back became the first female match officials to take charge of a game at the FIFA World Cup finals.

Six female match officials will appear at the Australia & New Zealand World Cup. “This is a big statement and a big change in what’s possible for women in football. That change is very positive. We’ve had so many firsts in just the last few years,” Seitz said.

AHMEDABAD, MAY 2 (IANS): Skipper Hardik Pandya’s unbeaten fifty (59 not out) and Mohammed Shami’s four-fer (4-11) went in vain as Delhi Capitals beat Gujarat Titans by five runs in Match No. 44 of Indian Premier League (IPL) 2023 at Narendra Modi Stadium, here on Tuesday.

Seasoned pacer Shami’s sensational fourfer helped Gujarat Titans restrict Delhi Capitals to 130/8 in 20 overs despite a fighting fifty from Aman Hakim Khan (51 off 44).

Apart from Shami, Mohit Sharma (2-33) and Rashid Khan (1-28) were the other wicket-takers for Titans while Axar Patel (27 off 30) and Ripal Patel (23 off 13) were the other main contributors with the bat after Aman.

BERLIN, MAY 2 (AGENCIES): Russian and Belarusian judokas can take part as neutrals at this month’s world championships in Doha, the International Judo Federation (IJF) said, prompting Ukraine to pull out of the May 7-14 event in protest.

Ukraine has barred its national sports teams from competing in events that include competitors from Russia and Belarus while Russia’s invasion of Ukraine continues.

“The Executive Committee of the IJF has voted to permit neutral athletes from Russia and Belarus to participate in the World Judo Championships 2023 in Doha, Qatar, as Individual Neutral Athletes (AIN),” the IJF said in a statement on Tuesday.

it had received a list of proposed Russian and Belarusian participants and commissioned independent background checks on the athletes and delegates and any social media interactions regarding pro-war propaganda.

“We strive to ensure

that all athletes, regardless of their nationality or background, have the opportunity to compete on a level playing field, without discrimination,” the IJF said. It had said last week that it would let athletes from Russia and Belarus take part in the champion-

ships, saying that would enable them to participate in qualifying for the 2024 Olympic Games in Paris.

The Ukrainian federation alleged on its website that many of the Russian judoka registered for the championships are from the army.

“The majority of the team are athletes who are active servicemen of the armed forces of the Russian Federation, part of the army that attacked Ukraine on Feb. 24, 2022 and is still waging a brutal full-scale war on our territory, which is shelling Ukrainian cities and civilian homes every day, destroying peaceful citizens, children.”

The top-seeded Indian men’s recurve team of Mrinal Chauhan, Tushar Shelke and Jayanta Talukdar eliminated hosts’ Uzbekistan’s Chen Yao Yuy, Mirjalol Karorov and Amirkhan Sadikov 6-0 (56-54, 57-54, 56-53) in the semifinal.

They started off with a 6-0 (54-49, 58-48, 53-45) win over Kyrgyzstan. The men’s recurve team will take on their rivals from China in the gold medal clash on Friday.

DUBAI, MAY 2 (IANS): India pipped Australia to become the No.1 team in Men’s Test Rankings following the annual update, that drops results from the 2019-20 season and reflects all series completed since May 2020, released by the International Cricket Council (ICC) on Tuesday.

Australia’s reign at the top of the Men’s Test Rankings comes to an end after 15 months with India going past the Aussies ahead of next month’s ICC World Test Championship Final.

India currently sits at the top of the ladder with 121 points, with Australia in the second spot with 116 points. Prior to the annual rankings update, Australia were at the top with 122

points with India trailing them by three points (119).

England remain in third position but the gap between them and the second placed side is reduced from 13 to two rating points owing to some consistent performances in recent months as well as reduced weightage of their 4-0 Ashes defeat and a 1-0 defeat in the West Indies.

The annual rankings consider all series completed since May 2020, with series completed before May 2022 weighted at 50 percent and all subsequent series weighted at 100 percent, according to the ICC release.

India’s rating points have moved up from 119 to 121 as their 2-0 defeat to New Zealand in March

2020 no longer figures in the rankings, which assesses series completed prior to May 2022 at 50 per cent and subsequent series at 100 per cent.

Australia’s home series wins over Pakistan (2-0) and New Zealand (3-0) in 2019/20 were no longer in consideration, while their 4-0 win over England in 2021/22 has its weighting halved. Consequently, Australia’s ratings dropped from 121 to 116.

Australia, who take on India in the final of the ICC World Test Championship 2023 at The Oval from 7 June, were the top-ranked Test side since January 2022 while India were last at the top for a month in December 2021.
