DIMAPUR, JAN 30 (NPN): Tension heightened at Block No.3, Balijan area along the DimapurKhatkhati border Sunday morning when Karbi Anglong Autonomous Council (KAAC) carried out its third phase of eviction drive through demolition of houses by over ten excavators (JCBs) that left several hundred people shelter-less. The eviction was carried out by KAAC’s Land Revenue department with assistance from Assam Police and Central Reserve Police Force (CRPF). Many of those affected who talked to Nagaland Post at the site, said they were taken by complete surprise by the eviction drive since they firmly believed that the KAAC will respect the order issued by the Gauhati High Court to stay on eviction till February 2,2022. Some residents claimed that they had met KAAC members on January 29, and that the officials assured the residents that they would not be evicted as their petition was pending at Gauhati High Court. Parl budget session to begin from today NEW DELHI, JAN 30 (AGENCIES): The Budget session of Parliament is all set to begin on Monday. The session will start with President Ram Nath Kovind’s address to a joint sitting of both houses. Minister of Finance Nirmala Sitharaman will present the Economic Survey 2021-22 on Monday and the Union Budget on Tuesday. The first part of the Budget session will be held from January 31 to February 11. After this, it will go into a recess to examine the budgetary allocations for different departments.

stopped after learning that officials and police from Dimapur were present to monitor the situation. Borlengri Area Villagers’ Union (BAVU) chairman Meren Ao, who was also present along with his colleagues at the time of the blank firing clarified that no Naga family had encroached upon even a small piece of land belonging to Assam. He claimed that Naga residents along the Assam-Nagaland border were law-abiding citizens living under Karbi Anglong. He asked whether the rights of “indigenous” Nagas and Karbis were different in the Constitution of India? He said the eviction drive came despite court restraint and clearly a matter of victimising legitimate land owners. When approached KAAC members at the site refused to answer question on why eviction was being carried out despite high court restraint order. Meanwhile, Naga Students’ Federation (NSF) and Dimapur Naga Students’ Union (DNSU) will hold a meeting with Karbi Students’ Association (KSA) on Monday.

Farmers to observe ‘Betrayal Day’; Tikait slams Centre NEW DELHI, JAN 30 (PTI): Alleging betrayal by the Centre, Bharatiya Kisan Union (BKU) leader Rakesh Tikait on Sunday announced a country-wide observance of “Betrayal Day” on Monday over farm issues. The national spokesperson of the influential north Indian farmers’ union claimed the over-a-year-long protest at Delhi's borders was withdrawn on the basis of a letter of promises by the government on December 9 but those remain unfulfilled. “A nation-wide ‘Betrayal Day’ will be observed on January 31 because of government’s betrayal to farmers. The movement was suspended on the basis of a letter given by the government on December 9 but those promises have not been fulfilled,” Tikait, whose BKU is a part of the SKM, said in a tweet in Hindi.

BJP implodes over ticket issue in Manipur

IMPHAL, JAN 30: Shortly after the ruling BJP announced list of candidates for the upcoming Assembly polls in Manipur, many aspiring candidates of the party, including sitting MLAs, announced their resignation from the party on Sunday after being denied tickets. In protest, supporters burnt effigies of Prime Minister Narendra Modi and Manipur chief minister N Biren Singh and shouted slogans against the decision as BJP’s Central Election Committee released the much-awaited candidates’ list amid a tight security at the party’s State unit head office here in the afternoon. Party offices were ransacked in various parts of the State and protesters gathered in several areas with placards. Party’s mandal leaders also announced that they would close down offices in their respective constituencies. At some places, police

had to even resort to teargas shelling and firing mock bombs to disperse the agitated workers and supporters who took to the streets. At least 10 former Congress leaders who joined the BJP were given tickets as the party announced contesting all 60 seats in the Assembly elections. Former Manipur Congress chief who joined BJP, Govindas Konthoujam, also got the ticket to contest the election. following the same path of Congress. Former minister and BJP spokesperson Dr Nimaichand Luwang also resigned after he was denied ticket. The party also denied tickets to three sitting MLAs, while offering them to political turncoats. Angered over this, three MLAs – Y Erabot Singh, M Rameshwar and P Sharatchandra – tendered their resignation from the party. They also declared to contest the elections from other parties as desired by their supporters. After his resignation,

Erabot joined National People’s Party (NPP) late in the evening and would be contesting from the party. As per the list, N Biren Singh will contest from his traditional seat in Heingang. Manipur is set to go to polls in two phases on February 27 and March 3. The notification for the first phase of polls in 38 Assembly constituencies will be issued on February 1, while that of the second phase in the remaining 22 seats on February 4. Counting of votes will take place on March 10.

NDPP in Manipur: Therie

DIMAPUR, JAN 30 (NPN): Nagaland Pradesh Congress Committee (NPCC) took a jab at both NDPP and NPF in Nagaland by saying that it came as no surprise, that BJP- has dumped them for the upcoming election in Manipur. He termed BJP contesting solo in Manipur as a big challenge to secular and like-minded voters. NPCC president K Therie said it was also a pity as enough strength and power had been given by the regional parties to BJP to stand on its own, thereby endangering the future of tribals and minorities, especially the freedom of religion. He said that as tribals being too simple, too short sighted, too short tempered and lacking

tolerance and patience, they cannot remember the past and nor could they see the future. Therie said tribals forgot history and even their ancestors for temporary gains, temporary pleasure and temporary riches. He said tribals also talked of rights without understanding the “other side of coin”. He alleged that BJP had its own dream of communal nationalism and that it was Hindustan with one language (Hindi) and one religion (Hinduism). While saying that tribals did not fit with RSS/BJP’s idea of nationalism, Therie called for freedom of religion as tribals cannot compromise with their identity, culture, customs and social practices.

ADDC temporarily lifts indefinite bandh India fighting new Covid wave with great success: PM

DIMAPUR, JAN 30 (NPN): Aboi District HQ Demand Committee (ADDC) on Sunday decided to temporarily lift the ongoing indefinite bandh with effect from January 30. The decision comes following a meeting held on January 28, where Konyak Union (KU) requested its Aboi unit to lift the indefinite bandh in view of the upcoming meeting with nine Konyak elected members on February 2 and 4 on account of the demand to upgrade Aboi subdivision to a fullfledged district. ADDC in a statement said that the meeting was at-

tended by KU vice president Honang Konyak, general secretary Wango Konyak and Advisory Board of Konyak Union. Further, ADDC and Aboi public also decided that the committee would see the outcome of the February 2 and 4 meeting between KU (Apex) and nine Konyak elected members and that the movement would depend on the decision taken. In the meeting, ADDC also sought support of Nagas in general and Konyaks in particular to support the cause of Aboi district headquarters demand as this was for upgradation and uplift-

ment of the people who had been deprived till date. Mentioning that the issue of Aboi district headquarters demand was people’s movement and should not be withdrawn until the State government declared Aboi a full-fledged district, ADDC hoped that the government would wisely ponder and take a decision for early declaration of the district as it was genuine and long-pending issue known to all. The committee hoped that KU (apex body) and Konyak elected members would declare Aboi district without any hesitation in the February 2 and 4 meetings.

Blast in Shillong’s Police Bazar; CM condemns Correspondent

SHILLONG, JAN 30: A low intensity blast occurred outside Shillong Wine Store in Police Bazar, a busy commercial area in Meghalaya’s capital on Sunday evening. D I M A P U R , JA N 3 0 (NPN): Union Ministry of Labour& Employment and State’s Directorate of Employment, Skill Development & Entrepreneurship (ESD&E) have reached an agreement for setting up National Career Service Centre for Differently Abled (NCSC-DA) at Khushiabill here. A memorandum of understanding (MoU) and lease deed agreeme nt in this regard was signed on Saturday by ESD&E director Chiden Yaden and Ram Kishore Sharma, assistant director and employment and head of NCSC-DA, Directorate General of Employment (DGE) under the Ministry of Labour & Employment, in the presence of L&ESDE, industries &commerce adviser Imnatiba and department officials. Later, briefing about National Career Service Centre for Differently Abled, Sharma mentioned that DGE had first established NCSCs-DA (erstwhile VRCs for handicapped) at Mumbai and Hyderabad in 1968, and thereafter set up several such centres across the country. better coordination and understanding among the rehabilitation agencies and promote rehabilitation services at block, district and State levels. Further, stating that the Dimapur centre would provide guidance and counselling for training, self-employment, employment and selective placement of persons with disabilities suited to their residual capacities, Sharma added that the target group would be 15-50 years and intake of the first batch

would be 20, which would be gradually increased as per demand. He mentioned that National Career Service Centre for Differently Abled would collaborate with various departments and NGOs, and would be fully funded and managed by the Central government. He said the Dimapur centre would provide free food &lodging and a stipend of Rs 2,500 per month to the trainees during their training period. Ya d e n i n f o r m e d newsmen that 2.87 acre of land had been allotted to the Ministry of Labour & Employment for establishing the centre, adding that land lease agreement for erecting permanent structure was under process. He mentioned that before completion of the permanent structure, which would take a year or two, the centre would start functioning temporarily from ITI campus located at Khushiabill. The centre is being established to unfold the full potential of persons with disabilities (PwDs); to ascertain their medical, psychological, social, vocational and economic needs, and to mainstream them into the community successfully.

Dr. Mar Pongener on January 28 at Impur. After releasing the curriculum, Rev. Dr. Mar stated that in 1878 Mary Mead, with a transformative vision, started functioning Sunday school in the local churches. Since then, for more than one hundred and forty years, ABAM has been using resources from different Christian publications. However, in 2016 at the ABAM General Council, the house resolved to have an original Sunday school curriculum. Following which, ABAM literature and education ministry took the initiative with Chubatem-

NFR launches leased cargo train from Assam

GUWAHATI, JAN 30 (IANS): The Northeast Frontier Railway (NFR) as part of its Business Development Unit (BDU) initiatives from Saturday started operation of leased Parcel Cargo Express Train (PCET) from Assam to Goa carrying ready-made garments, tea, bamboo products and other handicrafts, spices, edible oil. In another important step, the NFR also started operation of goods train from other states of India to Rani Gaidinliu station at Tamenglong in Manipur. Officials said that the first goods train reached Rani Gaidinliu station carrying 53 wagons of ballast needed for the under construction Jiribam - Imphal (111 km) new railway line. It would act as an efficient and reliable time bound solution to the supply chain needs of eastern India. According to State Immunisation Officer Lalmuanawma Jongte, over 7.94 lakh people have been inoculated till Saturday.

Arunachal logs 326 new COVID-19 cases, one fatality

ITANAGAR, JAN 30 (PTI): Single-day recoveries continued to outnumber fresh COVID-19 cases in Arunachal Pradesh as 379 more people recuperated from the disease in the last 24 hours, while 326 new infections were reported, a health department official said on Sunday. The fresh cases pushed the tally in the northeastern state to 61,953, he said. Altogether, 58,524 people have recovered from the disease so far, State Surveillance Officer (SSO) Dr Lobsang Jampa said. The COVID-19 recovery rate currently is 94.46 per cent, he said. The COVID-19 death toll in the Northeastern state rose to 286 after a person succumbed to the infection on January 28, the SSO said. A 78-year-old man from East Siang district died due to Cardio-pulmonary failure with Covid Pneumonia, the official said. Of the 326 new cases, 132 were registered in the Capital Complex Region, 36 in West Kameng, 33 in Papumpare, 21 in Lower Subansiri and 20 from East Siang district. Two NDRF personnel were among the new patients, he said. Arunachal Pradesh currently has 3,143 active COVID-19 cases. The Capital Complex Region, comprising Itanagar, Naharlagun, Nirjuli and Banderdewa areas, has the highest number of active cases at 1,338, followed by Lower Subansiri at 203, West Kameng at 175, Namsai at 148 and 143 each at Lower Dibang Valley and Papumpare districts respectively. Over 12.36 lakh samples have been tested for the infection in the state, including 1,276 on Saturday, Jampa said, adding that the positivity ratio stood at 25.54 per cent. State Immunisation Officer Dr Dimong Padung said 15,74,963 people have been inoculated with COVID-19 vaccines so far. At least 46,992 beneficiaries in the age group of 15-18 years have been vaccinated with the first dose and 16,165 senior citizens have received the booster jab.

According to a report by ET, the procedure of issuing identity cards in now underway and around 16,000 cards will be provided. ‘’It is a challenging work for these people who are fanned out across the borders and in many places staying with their relatives,” ET quoted an official as saying. The official further said that several refugees are staying in makeshift camps and as soon as COVID-19 situation eases, the task group on refugees will visit the areas along the border.

An exclusive leopard counting census in Assam’s forest and non-forest areas has been initiated by North Kamrup Forest Division in leopard density areas of Amingaon in Kamrup district that will kick off from January 31. According to reports, camera-trapping will be used for the census with 50 cameras being installed in Sila Reserve Forest, Changsari, NIPER, AIIMS, etc. The camera trapping will be done for a period of 24 weeks and data from each camera will

Educational institutions in Tripura to open from today: Minister

AGARTALA, JAN 30 (PTI): Tripura Education Minister Ratan Lal Nath on Sunday said all educational institutions in the state including schools, colleges and universities would open from Monday. He said this decision was taken by the state government in consultation with the directors of the state health and education departments to compensate for the learning losses and mental wellness of the students. The educational institutions, which would open on Monday includes schools from pre-primary to higher secondary schools, colleges and universities. As the schools were

Ratan Lal Nath closed most of the time of the last two years, the students could not meet their friends and they also suffered learning losses, he said. “The UNICEF recently observed that keeping schools closed is way higher than dangers of

keeping them open. The World Bank has also cautioned that the students had suffered a lot and mental health of students had broken down”, Nath told reporters, adding that examinations would be held as per schedule. The minister said many educationists and guardians also asked the state government to open educational institutions. However, he said that appropriate COVID-19 behaviour would be maintained in all educational institutions. The state government had closed schools from January 15 till January 30 following the spike in COVID-19 cases.

A palace conspiracy almost saw Tripura joining Pakistan, says author

AGARTALA, JAN 30 (PTI): The princely state of Tripura, which celebrated its 50th statehood day earlier this month, almost joined Pakistan some 75 years ago. A palace coup supported by the Muslim league was almost on the verge of overturning the last Tripura Maharaja’s decision to join the Indian Union, but for the timely action of a few loyal ministers and warnings by politicians of that period. Panna Lal Roy, a historian and author of a book on the merger of princely Tripura with Indian Union said, “Maharaja Bir Bikram announced on April 28, 1947 that Tripura would be a part of Indian union and on the same day sent a telegram to the secretary of the Constituent Assembly about his decision.” “Unfortunately, the prince died on May 17, 1947. After his death, a

group of highly placed employees in cahoots with the Muslim League had hatched a conspiracy for inclusion of the state with Pakistan,” he told PTI. Roy, who authored a book, ‘Prasad Sarajantra’ (Palace Conspiracy), said after the death of Bir Bikram Kishore, “a well-orchestrated” conspiracy was hatched by certain ministers and a step-brother of the late king with the Anjuman Islamia, a pro-Muslim League organisation in Tripura, to place a member of the royal family on the throne and sign a fresh agreement transferring the state to Pakistan. He said the Muslim League leaders had organised many meetings in Comilla and Noakhali districts for inclusion of Tripura with East Pakistan, and the communal riots sparked off in those areas resulted in large numbers of people fleeing to

Tripura as refugees. The Maharajas of the tribal state not only ruled over the present-day Tripura but also by virtue of having zamindari estates (in British Indian dominion), ruled over large chunks of neighbouring districts of Comilla, Noakhali and Sylhet. The Manikya rulers collected revenue from the subjects of those districts as zamindars but not as rulers. They also spent on public education and healthcare in these areas, and even built clubs like the elite Comilla Club. T h e s e a r e a s we r e awarded by the Radcliffe Commission to Pakistan. Roy said the Muslim League leaders were encouraged by this as well as another decision of the Radcliffe Commission, which gave away the Chittagong Hill Tract (CHT), which had 97 per cent Buddhist tribal

population, to Pakistan on the plea that otherwise it would not be able to exist economically, given its landlocked situation. The problem for them was that a notification was published 25 days after the death of the last ruler on June 11, 1947, which said, “It is hereby notified that the late colonel, His Highness Maharaja Manikya Sir Bir Bikram Kishore Deb Barman Bahadur… Ruler of Tripura state, having decided to join the existing constituent Assembly, nominated on the 28th April, 1947, G S Guha Minister, Government of Tripura, as the representative of the Tripura state to the said constituent Assembly…” The then President of Bengal Pradesh Congress Committee, Surendra Mohan Ghosh wrote a letter to Home Minister Sardar Patel on October 29 tipping

him of the conspiracy. This was followed by a letter from Hindu Mahasabha leader Shyama Prasad Mukherji on the Tripura situation to Patel. All these war nings

led to Patel writing to the Governor of Assam on December 31, 1947 and subsequently the federal government rushing Air Force personnel to Tripura as a contingent measure.

Make in India new definition of Swadeshi: Shah

A H M E DA B A D, J A N 30 (PTI): Union Home Minister Amit Shah on Sunday said the Centre’s schemes like Make in India, Atmanirbhar Bharat and Vocal for Local are the new definitions of “Swadeshi”, the movement promoted by Mahatma Gandhi. The ideas propagated by Mahatma Gandhi to rebuild India after achieving freedom were forgotten for several years before they were given a new lease of life by Prime Minister Narendra Modi, he said. Shah was in Ahmedabad to unveil a wall mural of Mahatma Gandhi on the occasion of his death anniversary, which is also observed as the Martyrs’ Day. The mural, installed by the Khadi and Village Industries Commission (KVIC), adorns a wall on the Sabarmati riverfront. short, it has been full of challenges as he had quite a few contentious issues to deal with like the anger of the priest community which had been agitating for months demanding dissolution of the Chardham Devasthanam Board, the raging second wave of Covid and the after effects of a shoddily handled Haridwar Kumbh which had earned it the tag of a Covid superspreader. With a devastating spell of rain that struck in November killing a large number of people and causing large-scale damage to roads, bridges and railway tracks, there was indeed too much on his plate. Though the disaster was comparable in scale with the 2013 Kedarnath calamity, the promptness of the government machinery h e l p e d s ave l ive s a n d minimise the damage. Even Home Minister Amit Shah praised Dhami for his hands-on approach in handling the crisis, saying he had left little for the Centre to do. Dhami also displayed his “political disaster management” skills soon after coming to power when

he constituted a committee headed by Manohar Kant Dhyani to listen to all stakeholders and resolve the contentious Devasthanam Board issue. BY ALOK DEHRADUN, JAN 30 (PTI): Barely six months after becoming Uttarakhand’s youngest chief minister in July last year Pushkar Singh Dhami finds himself facing the onerous task of piloting the BJP to a second consecutive victory in the assembly polls against a redoubtable opponent like Harish Rawat who leads the Congress’s do-or-die comeback battle. Though Dhami is a fresh face and his six-month tenure gives a good account of him, achieving a huge target of getting more than 60 seats for the saffron party against a seasoned challenger like Rawat is anything but smooth. Rawat had lost both the seats he had contested in 2017 but he continues to be one of the most popular faces in Uttarakhand politics. He has also emerged as the most preferred chief ministerial face in several opinion poll projections of late. Rawat is hopeful of reaping a rich harvest due to an anti-incumbency working in favour of the Congress. He raises the issues of BJP giving three chief ministers to the state

tate chief minister Neiphiu Rio, in his Republic Day speech at Kohima on January 26,2022, has reiterated that no more new districts will be created, especially bifurcating an existing district inhabited by a single tribe to create a new district. This policy will send a strong message across that the government will apply this yardstick against various demands. The decision against creation of any new district comes against the backdrop of demands for upgradation of existing administrative units such as –Aboi, Tobu, Mangkolemba, Bhandari and Meluriinto districts. While demands for upgradation of above administrative units into headquarters has been a long pending demand, the government had created four new districts- Tseminyu, Chümoukedima and Niuland ( on December 20,2021) and latest being Shamator(January 20,2022). It is not known whether the statement with regard to criteria for bifurcation of existing district in creating another new district is in existence or that it is an ad hoc decision shaped or compelled by the current environment. If there was any such criteria on determining creation of new district(s) then it would seem that the government has not followed it. On the other hand, if such a criteria does not exist, then the decision to end the seemingly endless demands for districts, is an ad hoc decision. While the government may attempt to discourage demand for more districts under whatever reasons, it remains to be seen if a recent demand for creation of Meluri district currently under Phek district could fail to dissuade those demanding it, mainly the Pochury tribe. Even with regard to the recent creation of four districts, it is a matter of debate whether the government had considered the ground reality based on the parameters of administration and population. While deciding on creation of new districts, the government should have made known the criteria and guidelines to be followed, if there is any such policy. However, if the decisions were based on extraneous considerations other than accepted expediencies and purely on ad hoc basis, then it only explains how ad hocism has become the hallmark of administrative governance. There are more than the few over which the government has pursued policies in the past, that were shaped by the dictates or compulsions of the period. This makes the entire decisions on crucial issues not based on established guidelines but purely relative to political exigency. It is time that there be some in the government-whether elected or employed - to realise the fact that it is over time for the state to chart a clearly delineated socio-economic and political discourse. Many crucial issues have come up but have either been relegated to the background or decisive and belated action(s) is being delayed. Even with regard to the Naga political issue that gave rise to another formation of an opposition-less government and the constitution of the Core Committee on Naga Political Issue; the same ritual of consultations continue in a never ending ritual. Except for the label being changed to titillate, from “facilitators” to now “pressure lobby” the decades long protracted issue is back on the bench as the focus is on removal/repeal of AFSPA. It is hoped that the government exercises the same conviction, urgency and will to tackle various issues instead of benching them in futility.

Without the sovereign hand of God Himself, nothing touches our lives. Do we discern His hand at work, or do we see things as mere occurrences? Get into the habit of saying, “Speak, Lord,” and life will become a romance (1 Samuel 3:9). Every time circumstances press in on you, say, “Speak, Lord,” and make time to listen. Chastening is more than a means of discipline— it is meant to bring me to the point of saying, “Speak, Lord.” Think back to a time when God spoke to you. Do you remember what He said? Was it Luke 11:13, or was it 1 Thessalonians 5:23? As we listen, our ears become more sensitive, and like Jesus, we will hear God all the time. Should I tell my “Eli” what God has shown to me? This is where the dilemma of obedience hits us. We disobey God by becoming amateur providences and thinking, “I must shield ‘Eli,’ ” who represents the best people we know. God did not tell Samuel to tell Eli— he had to decide that for himself. God’s message to you may hurt your “Eli,” but trying to prevent suffering in another’s life will prove to be an obstruction between your soul and God. It is at your own risk that you prevent someone’s right hand being cut off or right eye being plucked out (see Matthew 5:29-30). Never ask another person’s advice about anything God makes you decide before Him. Refocus on jobs, lifestyle must to defuse social time bomb

t may be imperative on the finance minister Nirmala Sitharaman to refocus the Union Budget from possible populism, an election-time compulsion, to professionalism creating jobs everywhere. The spark is the two difficult and sad incidents. A Guajrati family of four chasing “better” jobs freezes to death in the US. The other is the protests over railway jobs in Bihar and UP for roughly 40,000 vacancies. It is grim reminder of the state of India’s job market. Let not Bihar and UP emerge as ticking time social bombs for the sheer size of the unemployed. The unemployment rate rose a four-month high to 7.9 per cent in December 2021. It stood at 7 per cent in November last year and 9.1 per cent in December 2020. But jobs were shrinking even before that in 2019 and earlier. World Bank says that India has the highest total unemployment rate at 21.01percent for the 15-24 year-old population The NSSO’s 2017-18 data stress is that actually the jobs situation is grimmer. The overall rate of open unemployment (as opposed to under-employment or disguised unemployment)

had risen sharply after 201112. That has been proven in the NSSO numbers. Former chief economic advisor K Subramanian stresses that it is not employment but “The key aspect is meaningful employment”. The 2017-18 unofficially leaked NSSO data revealed that the unemployment rate was never over 2.6% between 1977-78 and 2011-12. But it had jumped to 6.1 percent in 2017-18. Now it touches 9 plus percent. The jobs have to be the priority in a country where the number multiplies every day. The covid19 lockdown is the immediate cause. Blaming any government for this criticality is not wise. As a nation somewhere the political parties are found to be clueless. The NITI Aayog supposedly tasked to suggest like its predecessor Planning Commission is not apt in hitting the nail. The situation has been aggravating and the country is resorting to welfarism – one slips into an abyss and he is provided free food for sustenance; instead of development – making the man once rescued self-sufficient in income terms to add to his own and country’s economy. The Narendra Modi government has shown enough

empathy with free food dole and MGNREGA jobs to keep the people afloat. Now it has to move beyond welfarism doles so that the country takes a leap to better life. The previous budgets came up with entrepreneurship, skill India, MUDRA and similar other schemes. It did not fulfill the objectives. Partly the concept of unicorn has succeeded. Overall the jobs remain scarce and low paid. The Gujarati family was apparently well off with a teacher’s job and sundry other chores. It could pay $ 2.5 lakh for their Shivaji dream travel through agents for illegal entry to the US. What sparked them like many Gujaratis and Punjabis rushing to El Dorado may be flashy “lifestyle”. In 2007, Babubhai Katara, MP was caught trying to smuggle out carrying a Punjabi woman and her son as his own for Rs 30 lakh to the US. His party suspended him. What triggered Bihar and UP problem is lack of job. Once private sector jobs were considered well-paid. The seventh pay commission changed that. Now for years the corporate, including the IT, are not creating

the required number of jobs. And jobs fetch lower wages and remain insecure. Interestingly, during Atal Behari Vajpayee’s NDA-I six crore jobs were created. There is a change. Because of economic slowdown during the past many years manufacturing has suffered. The index for industrial production remains at a low. Educational qualifications have improved causing an aspirational problem. There were 70 million such persons in 2004-05 but increased to 115.6 million by 2017-18. They are growing by about 5 million Sarkar a year, according to Santosh Mehrotra, professor of economics, Centre for Labour. He says what is most worrying is that manufacturing jobs actually fell in absolute terms from 58.9 million in 2011-12 to 48.3 million in 2015-16, a whopping 10.6 million over a mere four-year period. Bihar has about 13 percent unemployment. The state of UP has 5.41 percent unemployment in MayAugust 2021 against 3.75 percent in March 2017. Rightly UP chief minister Adityanath Yogi says that he would create more jobs. The job strategy has

to change. An interesting aspect is that because of the Narendra Modi government’s less interference in PSU operations, even in the difficult covid times 171 PSUs continued to have good profits despite better salary structure. This indicates that proper salaries could be paid even during crisis period and profits could be sustained. It also calls for reviewing the PSU disinvestment policy. The world has seen the failure of the global private sector for unethical practices since 2007-08 Lehman meltdowns. The FM may open a new leaf. India has thrived with a mixed economy. The PSUs have the capacity to start a competitive economy that the private sector abhors. No national economy can thrive without competition within. Monopolised private or public sector would cause inbreeding leading to poor performance. She has to be innovative enough to help create rural farm and non-farm jobs that make the rural economy viable and lifestyle attractive to stem rural migration. Post lockdown it would be wait and watch situation for the private

sector, says Vikas Chadha, MD, Global Outsourcing. The FM has to observe global practices, particularly sharp Chinese economic policies, European backlash against China and possible escalation of western sanctions against Russia. These would be important to create Indiacentric policies to increase jobs in different sector. Private sector also has a tendency to employ less and pay less. If jobs are to be a priority this policy has to be given up. The PSUs can deliver here creating a situation where private sector also would have to pay just wages, may be to their dislike. The FM has to think in terms of nation’s growth and a promised 5 trillion economy. In the new scenario, she has to involve and inspire the Indian private sector to create quality jobs and make them capable of competing with their international rivals. The FM has to have sharp job-creation strategy to initiate the steps to boost urban, rural, private and public employment. This helps India accelerate its growth pace with larger participation of the population and become cynosure of the new world economy.

he ongoing COVID surge across the world has catalyzed a debate on how far governments can go in mandating individual vaccination to limit or protect collective health risks. Western democracies are the site of heated debates, with three arms of the State reined-in. In the United States, the Supreme Court overturned a federal government vaccine mandate for larger populace, but upheld it for healthcare workers. French lawmakers have upheld a tighter vaccine pass for access to some public settings such as restaurants and trains. Resonating the sentiments of public at large, the President of France said that “The unvaccinated, I really want to piss them off. And so, we are going to continue doing so until the end.” In Canada’s Quebec province, the government announced it will introduce a special ta on the unvaccinated. The data is abundantly clear that vaccines undoubtedly lower the risk of hospitalization and death. In India, Delhi’s data between January 9 and 12, 2022, showed that 72% of the 97 COVID deaths were among the unvaccinated. In normal times, governments need to tilt on the side of individual choice. Besides Thothu cattle and tenyivo pig, we have almost discarded all our rich indigenous livestock and poultry genetic resources and nothing to register now. Than what about the re-incarnation of the three tenets of natural farming- crops, trees, livestock after 60 years of agricultural revolution, connoted as destructive revolution by some agricultural scientists. The reincarnation concept is that the dry fallen leaves of tall standing trees, shrubs, bushes, weeds will act as natural mulching where the soil will retain enough moisture for microbial growth and naturally prepares the soil for the next jhum cycle and that becomes natural habitat for wild animals, burrowers, birds and they in turn manures the soil with their excreta, urine, droppings. In plain agriculture like Assam, livestock are allowed to graze on fallows and browse the stubbles instead of burning so that their dung, urine and foraging can

naturally enrich the field. Dung and urine of animals contain beneficial micro organisms and major plant nutrients like Nitrogen, Phosphorus, Potassium, Sulphur, Magnesium, Calcium and certain micronutrients and the urine of cow is a natural pesticide. On this count, our desi cow is apparently the purest as far as the microbial content of dung and urine goes. Everything of agricultural produce is land based and every agricultural policy starts from the land and so the land holding system of the farmer is the first consideration. The average land holding in India is about a hectare whereas in the USA it is about 178 hectares. In an already developed country like Great Britain only 1.5 percent of the population is employed in agriculture but in India for that matter Nagaland 70 % or more depend on agriculture and above all land holding system is mostly clan or community based. It is for this reason that backyard or mass agriculture in Nagaland

is always result oriented. We don’t have any commercial pig farm both in public and private sectors but backyard farmers are able to meet the local pork demand for any occasional functions. The ever success story of Anand Milk Union Limited (AMUL), Gujarat is the archetype of such mass dairy farmers movement. According to soil experts it will take a thousand years to form an inch of top soil which than is not in our reach as the way we have damaged and degraded our soil by the use of chemicals, pesticides and growing of alien crops that are not native to us. Unless we learn to live with our forest, animals and biodiversity, agriculture will not sustain us as before. the Government invokes some rules and regulatory observances are of paramount importance. Over and above, when a scientific community comes out with data and efficacy, the respective governments evolves rules vis-à-vis ‘dos and don’ts’. The duty of the citizens is just to follow the rules for the sake of larger public if they are just and fitting. This is what happened to Nowak Djokovic. The Australian government’s decision was in tune with majority public opinion. When thousands and millions of people across the world had suffered in diverse ways due to coronavirus for about two long years, celebrities and those in power and authority wants the rules to be bent as they like. Novak Djokovic is a classic case who thought he could bend the rules. He thought he could violate the rules and play in the Australian Open unvaccinated and thus became the greatest player ever in history of lawn tennis, but failed, as the rule remained straight. He will be remembered in history for this. At the same time, he said choosing one’s religion was a personal matter and no government has the right to interfere. The Delhi chief minister was speaking in pollbound Punjab, where the Jathedar of Akal Takht, the highest temporal seat of Sikhs, Giani Harpreet Singh, had accused Christian missionaries of running programmes for forced conversion of Sikh families in border villages, a charge vehemently denied by the Bishop of Diocese of Amritsar. Kejriwal said, “I believe it is a matter of personal choice which religion one wants to practice... and it is entirely one’s personal matter in which no one has a right to interfere... No government has the right to

interfere in this, and this is one’s constitutional right.” “ B u t i f a n y o n e ’s conversion is done by allurement or threat, that is wrong,” the AAP chief told reporters when queried about his party’s stand on bringing an anti-conversion law. The BJP-ruled Uttar Pradesh had earlier passed a bill aimed at curbing religious conversions by fraudulent or any other undue means, including through marriage. In his weekly column ‘Rokhthok’ in the party mouthpiece Saamana, Raut said state Chief Minister and Sena president Uddhav Thackeray in his address to Shiv Sainiks on January 23 had turned the tables on the BJP, which was criticising him over his illness. T h a c k e r a y, w h o underwent a cervical spine surgery a couple of months back, had hit out at the BJP over its “hypocrisy”, “double standards” on Hindutva and elaborated on how the Shiv Sena had “rotted” in alliance with the BJP, he said. “The message from his speech was that the Maha Vikas Aghadi, comprising the Shiv Sena, N C P a n d C o n g r e s s, is the political future of Maharashtra, and there is no truth in speculations that there was an under the table deal happening between the Shiv Sena and BJP and they could get back together,” Raut said. Thackeray’s speech and BJP leader Devendra Fadnavis’s response to it have made the state’s politics clear and there is no

Meanwhile, on a question pertaining to the 1993 Delhi bomb blast convict Devinder Pal Singh Bhullar, Kejriwal accused the Shiromani Akali Dal (SAD) of playing “dirty politics” on the issue. The SAD has accused the AAP government of obstructing the release of Bhullar. Kejriwal said that has he told Delhi Home Secretary to immediately convene a meeting of the Sentence Review Board and ensure that Bhullar’s issue is taken up in the agenda.

Chawdhury’s demand came after the New York Times report which claimed that the Indian government bought the Pegasus spy tool in 2017 as part of a deal with Israel, and the Congress on Saturday said that the illegal snooping using the spyware amounts to “treason”. Attacking the government, Leader of Opposition in Rajya Sabha Mallikarjun Kharge also said on Twitter, “Why did Modi Govt act like the enemies of India and use a warfare weapon against Indian citizens?” Even BJP MP Subramanian Swamy said: “Modi government must rebut New York Times revelations today that it did indeed subscribe by payment from tax payers money of Rs 300 crores to spyware Pegasus sold by Israeli NSO company. “This implies prima facie our Govt misled the Supreme Court and Parliament. Watergate?” he tweeted.

“As several issues are taken up in the Board’s meeting, I will ensure that this issue is there in the agenda and discussed. Whatever decision is taken at the meeting, the file goes to the Delhi L-G and he takes the final decision,” said Kejriwal. The SAD had recently said a party delegation would meet President Ram Nath Kovind to seek “immediate and effective personal intervention” to secure the release of Bhullar. Former Punjab chief minister Parkash Singh Badal had urged Kejriwal not to allow a “communal bias or political or electoral opportunism to dictate his decision and refusal to grant immediate clearance for Bhullar’s release”. The Centre had in September 2019 recommended special remission to eight Sikh prisoners, including Bhullar, to mark the 500th birth anniversary of Guru Nanak Dev. It has been alleged by some Sikh bodies that the AAP government in Delhi has not given its clearance for the release of Bhullar.

NTPC urges railways to rename rail tests NEW DELHI, JAN 30 (PTI): “Caught in the crossfire” over the rail exams, NTPC, the country’s largest power producer has written to the Railways to rename its Non-Technical Popular Categories (NTPC) tests organised by the Railway Board. The Railway exams have been in the news for the last week over largescale protests over certain irregularities in its screening process. The abbreviation of the exams which is the same as the one used for the power producer has been widely used to refer to the controversial test during the reportage on the issue. “This is with reference to the recent protest in some parts of the country with respect to Railway Recruitment Board Non-Technical Popular Categories (NTPC RRB) exam of Indian Railways,” a letter from NTPC (the power corporation) states.

S R I NAG A R , JA N 3 0 (PTI): In a major success for the security forces in Jammu and Kashmir, a top self-styled commander of the Jaish-e-Mohammad (JeM) outfit was among five terrorists killed in two separate overnight encounters in Pulwama and Budgam districts of the valley, officials said on Sunday. The JeM chief Zahid Wani was active since 2017 and was involved in several killings and recruitment of youth into terrorist ranks. Speaking to reporters at a joint press conference in Pulwama, IGP Kashmir, Vijay Kumar, and GoC of the army’s Victor Force, Major General Prashant Srivastava, said the gunfights, which broke out on Saturday, took place in Pulwama and Budgam districts of the Kashmir valley after the security forces received specific inputs about the presence of terrorists. Pulwama, in south Kashmir, one ultra of Lashkar-e-Taiba (LeT) was killed in Chrar-iSharief area of the central Kashmir’s Budgam district. “Zahid Wani was a top commander of the Jaish. His brother was involved in the Ban Plaza attack (in Jammu) and is in jail. Wani was active since 2017, involved in several killings, recruitment. After the killing of Sameer Dar, he became the district commander of JeM. In fact, he was the Jaish chief of the whole valley. It was a good operation and I want to congratulate the security forces,” Kumar told reporters. The IGP said so far this month, there have been 11 encounters in which 21 terrorists, including eight Pakistanis, have been killed. Complimenting the entire team of the security forces for carrying out the operation under the most challenging circumstances, the GoC Victor Force said the Pulwama operation was not an isolated operation, but a part of the series of

human intelligence-based operations that have been undertaken in the jurisdiction of the Army’s 15 Corps in the past few months. He said Wani was one of the masterminds of various IED attacks which have taken place since 2017. “With this success, we have taken a very important step in neutralising the threat of JeM in this area. With the neutralising of Wani, we have eliminated one of the masterminds of various IED attacks that have taken place over the years since 2017,” Maj Gen Srivastava said. Wani was also involved in the “extensive recruitment” of young boys into militancy, he said. “He (Wani) misled them to their untimely death and caused a lot of anguish to the families and the people who are residing in this area. His elimination will provide a lot of relief to the residents of the district and indeed in the entire J-K,” the GoC Victor Force said.

NEW DELHI, JAN 30 ( AG E N C I E S ) : O ve r seas investors withdrew a whopping Rs 28,243 crore from Indian equities in the month of January so far as the US Federal Reserve indicated towards an interest rate hike. The foreign portfolio investors (FPIs) pulled out Rs 28,243 crore from equities between January 3-28, according to the depositories data. The FPIs infused Rs 2,210 crore into the debt segment and Rs 1,696 crore into hybrid instruments during the same period. The overall net outflow stood at Rs 24,337 crore. The foreign investors have become net sellers for the fourth consecutive month with the latest pull out of funds from Indian markets. “With US Fed signalling that it will start hiking interest rates soon and shrink its bond holdings, FPIs went on a selling spree in the Indian equity markets,” Himanshu Srivastava, Associate Director Manager Research, Morningstar India told PTI. This is indicative of an end to the ultra-loose monetary policy regime. “FPIs have been booking profits in IT where they have been sitting on big profits after the huge appreciation in the last two years,” VK

NAVI MUMBAI, JAN 30 (PTI): Japan on Sunday qualified for the 2023 FIFA Women’s World Cup in style as they reached the semifinals of the ongoing AFC Asian Cup with a 7-0 thrashing of Thailand here. Striker Yuika Sugasawa scored four goals for the two-time defending champions who will face the winners of the other quarterfinal match between China and Vietnam in the semifinals on Thursday. Thailand, the 1983 champions, are still in the running for a place in the FIFA World Cup in Australia and New Zealand through the playoffs to be played on February 2 and 4.

Giant killer Hooda defeated Smit Toshniwal 21-18, 21-11 in just 35 minutes in the women’s singles final while Kiran got the better of Priyanshu Rajawat 21-15, 14-21, 21-18 in 58 minutes in the men’s category to end the threeevent Indian leg in style. Hooda, who was playing her second successive final on the senior national tour, was a bit jittery at the start and conceded a sizable lead to Toshniwal in the opening game. But once the 14-year-old found her nerves, she began pushing her opponent to play longer rallies and slowly but surely clawed her way back.
