KO H I M A , AU G 2 9 (NPN): Nagaland BJP faces an agonising wait over whether or not to finally go ahead with the decision for formation of the controversial all-party government titled ‘Nagaland United Government’ (NUG) comprising of PDA constituents (NDPP, BJP & Independent) and opposition NPF legislators. After the August 13 joint resolution signed by the PDA coalition- NDPP and BJP with opposition NPF to form the proposed NUG, union home minister Amit Shah on August 19 summoned chief minister Neiphiu Rio, BJP legislature party leader and deputy chief minister Y. Patton and state BJP president and minister higher education & tribal affairs Temjen Imna Along to Delhi for discussion over the issue. It may be recalled that the NUG was mooted for all legislators to be under one government for the Naga political issue and also to act as facilitators to bring all stakeholders together for early solution to the Naga political issue.

New BH number series for vehicles

NEW DELHI, AUG 29 (AGENCIES): Ministry of Road Transport and Highways has introduced a new registration mark for new vehicles– Bharat series (BHseries). A vehicle with BH mark will not require a new registration mark when the owner shifts from one State to another. This facility will be available on voluntary basis to Defence personnel, employees of Central & State Govt; Central and State PSUs; and private sector companies having their offices in 4 or more States/ UTs. However, the BJP central leaders maintained that since all legislators are together under the Core Committee for the Naga political issue, there was no need to bring all legislators to form an all-party government for the same issue. After the meeting with home minister Amit Shah on August 21, chief minister Neiphiu Rio returned to Nagaland while both Patton and Imna Along stayed back in Delhi for further consultations. Sources said Rio was also informed to get back over the proposed NUG in the light of the views of the Centre being made known. When contacted over

phone, Imna Along, who is currently in Delhi along with Y. Patton, informed Nagaland Post that since BJP high command will decide on the proposed NUG, the state BJP legislature will act as per the directives of its leaders. The state BJP organisation is also faced with differences of opinions when senior party workers on August 26 expressed total opposition against the proposed NUG. The press statement by the BJP party workers was followed by both NDPP and NPF holding their respective consultative meetings among legislators and party functionaries on

August 28 in which the two parties reaffirmed the resolution for NUG. While the NDPP and NPF reaffirmed the decision for NUG, the state BJP is yet to take the call since the final decision over the issue is to be decided by the BJP high command. There are speculations over what would happen if BJP high command decides not to go ahead with the proposed NUG. BJP may decline on the ground that an opposition-less assembly and government does not serve the people and is also undemocratic and cannot guarantee securing of an early political settlement.

NEW DELHI, AUG 29 (IANS): The Directorate General of Civil Aviation has extended the ban on scheduled international commercial passenger flights to and from India till September 30. The ban was previously extended till the end of August. In a circular on Sunday, the civil aviation regulator said: “The competent authority has further extended the validity of circular issued on the subject cited above regarding Scheduled International commercial passenger services to/from India till 2359 hrs IST of September 30, 2021.” It added that this restriction shall not apply to international all-cargo operations and flights approved by the DGCA. However, international scheduled flights may be allowed on selected routes by the regulator on a caseto-case basis. Scheduled international passenger flights were suspended in India in March last year due to the Covid pandemic. While domestic flights resumed in May 2020 and were gradually increased, international travel remained suspended with consecutive extension of the ban.

A new sublineage of the SARS-CoV-2 Delta variant known as AY.12 has been detected in a number of states in India, and is most likely the cause of the latest surge of Covid cases in Israel. According to the weekly bulletin by the Indian SARSCoV-2 Genomics Consortium (INSACOG), the Delta variant continues to infect people around the world with Israel seeing new cases rising to near previous highs despite about 60 per cent of the population being fully vaccinated. INSACOG said that many cases in India, which were earlier classified as Delta, are now reclassified as AY.12. “However, since the AY.12 definition is inconsistent, final numbers will take some time,” the statement said.

Central universities are working on new non-technical postgraduate (PG) courses, where students can directly take admission in PG courses after passing 12th. Survey finds 42.6% children consume tobacco in Nagaland Staff Reporter

D I M A P U R , AU G 2 6 (NPN): An alarming trend of high tobacco consumption among students has been found in Nagaland as per a survey conducted by International Institute for Population Sciences (IIPS) under the Union ministry of health & family welfare (MoHFW). According to the study, 42.6% children in 13-15 years category have been found to be consuming tobacco as against the national average of just a mere 8.5 percent. Conducted as part of national survey by IIPS in 36 States and Union Territories, the Global Youth Tobacco Survey-4 (GYTS-4) 2019 found tobacco consumption among children at 57.9% in Arunachal Pradesh and Mizoram, while Nagaland registered the second highest at 42.6%. (See table) In Nagaland, GYTS-4 had an overall response rate of 83.4% wherein a total of 1,919 students from 23 schools (eight public and 15

private) participated. And out of the 1,919 students, 1,438 aged 13-15 years were considered for reporting. On tobacco use, the report stated that 43% of students (62% boys and 24% girls) currently used tobacco products, 27% (46% boys and 7.7% girls) currently smoked tobacco, 20% (37% boys and 4.4% girls) currently smoked cigarette, 21% (38% boys and 4.5% girls) currently smoked bidi and 35% (52% boys and 19% girls) currently used smokeless tobacco. Access and availability: The study found 85% of current cigarette smokers and 78% of current bidi smokers bought cigarettes/bidis from a store, paan shop or street vendor. Shockingly, 82% of the cigarette smokers and 83% bidi smokers were not refused because of their age. Purchase of cigarette at a paan shop has been found as the major source for tobacco products with 62.5% boys and 33% girls making the purchase, out of which 65.1% are from rural, while 49.3% are from urban areas. Covid-19 vascular disease, not respiratory, says study NEW YORK, AUG 29 (IANS): Covid-19 is not a respiratory illness, as widely accepted, but a vascular one, claims a study. The study, led by the University of California-San Diego, could explain blood clots in some Covid patients and other issues like “Covid feet”, which are not typical symptoms of a respiratory illness, Euronews reported. Speaking to the managers from 11 districts and 74 blocks at the model cluster level federation financial management training, Lotha stressed on the need to have 74 cluster level federations in all the 74 blocks by 2023. He said these community institutions would remain as a self-managed sustainable grassroot institutions of poor, who will act as an effective financial intermediary.

NEW DELHI, AUG 29 (IANS): Agatha Sangma, an MP from Meghalaya has flagged concerns through a letter to Prime Minister Narendra Modi regarding his ambitious expansion of oil palm plantations in the “biodiversity hotspot and ecologically fragile” Northeast (NE) region. “Palm tree is not an endemic species of plant of the NE region and largescale adoption of a foreign species of plant, which is water intensive, harvest w i l l d e f i n i t e ly c r e a t e irreparable ecological imbalance and distort the ground water table,” the Tura MP said in a letter to Prime Minister Modi on Saturday. The Union Cabinet had last week approved the National Mission on Edible Oils - Oil Palm (NMEO-OP) as a new centrally sponsored scheme with a financial outlay of Rs 11,040 crore. The scheme proposes to cover an additional area of 6.5 lakh hectare (ha) for oil palm till the year 2025-26, thereby reaching the target of 10 lakh ha ultimately.

Stating that the Northeast India, though sparsely populated than the rest of India, is dotted with many ethnic tribes with their own cultural heritage and practices. “Ownership of land is a centrality of any tribal society, which is also connected to the identity, in many cases, it is the community ownership. Widespread plantations for commercial gain in all possibilities will detach the tribesman of this prized possession of land and wreak havoc on the social fabric,” the letter said.

Eight new station buildings, 11 major bridges, 134 minor bridges, 4 Road Over Bridges, 12 Road Under Bridges and more than 71066 meter of tunneling are being constructed. The target date for completion of the project is December 2023. Various issues related to timely completion of the project was discussed by all stake holders. Timely completion of this project is very crucial for further extending rail connectivity to Myanmar in future, keeping with the “Act East” policy of the Govt. of India.

NEW DELHI, AUG 29 (AGENCIES): Meghalaya Governor Satya Pal Malik has once again backed farmers protesting the three farm laws and criticised the ruling BJP, demanding that Haryana Chief Minister ML Khattar apologise for the “brutal” lathi charge in Karnal yesterday, in which 10 people were reported injured, reports NDTV. Mr Malik also demanded the sacking of a top district official after a video of him ordering cops to “crack the heads” of farmers emerged online, leading to furious protests from the opposition. “Manohar Lal Khattar should apologise to the farmers... the Haryana Chief Minister is using sticks (lathis) on farmers. The central government did not use force... I told the top leadership not to use force,” Mr Malik told NDTV today, calling himself “a farmer’s son”. “SDM (sub-divisional magistrate Ayush Sinha) should be fired immediately. He is not fit for the SDM post... the government is supporting him,” he said, referring to the controversial video. No action has been taken against the officer as yet. Malik also told NDTV that he was disappointed by the fact the government had offered no consolation to the families of farmers who have died during these protests. “600 farmers have died (during nationwide protests that began over a year ago)... but no one from the government spoke even a word of consolation,” he said. Mr Malik, who has also served as the Governor of J&K, Goa, Bihar and Odisha, indicated he was not afraid of the government’s reaction to his statements, saying: “I am not in love with this post (of Governor)... whatever I say, I speak

from my heart. I feel I have to return to the farmers.” In March, Mr Malik told NDTV he expected a loss of support for the BJP in Haryana, UP and Rajasthan because of thousands of farmers who were (and still are) camped outside Delhi borders. “If this movement continues like this then in the long term, BJP will lose out in western UP, Rajasthan and Haryana,” he had said; his statement then might ring some alarm bells in the BJP today, given that UP votes for a new government in a few months’ time. Furious farmers blocked multiple roads across Haryana yesterday to protest “brutal” police action against fellow farmers protesting a state-level meet that was being led by Mr Khattar. The three farm laws have triggered widespread and furious protests from farmers; they say the laws will rob them of guaranteed prices for their crops and leave them at the mercy of corporate interests. Minor receives COVID shot, falls sick; probe ordered MORENA (MP), AUG 29 (PTI): A 16-year-old boy fell ill after he was allegedly administered a COVID-19 vaccine in Bagh Ka Pura locality in Ambah tehsil of Morena district in Madhya Pradesh, prompting authorities to order a probe on Sunday. Admission to the courses will be done through the Central University Common Entrance Test (CUCET). The university Vice Chancellor Professor Tankeshwar Kumar told IANS that all these three courses are being started keeping in mind the new National Education Policy.

Through these, students will be able to study directly after 12th till post graduation. He said that these courses have been specially designed, in which along with academic excellence, efforts have also been made to make them employment oriented and self-reliant. Dr Phool Singh, the nodal officer of the CUCET-2021, appointed by the university, said that the university will start these three courses under the Basic Science Chair. The application process for the admission to all the three courses will begin with other undergraduate and postgraduate courses available in the university and will be conducted through the CUCET-2021. Keeping in mind the NEP-2020, there is also a plan to give exit options to the students under the new courses.

Unwieldy progress

S

o much time and money has been spent or invested in Nagaland during the past fifty years, to promote economic progress through hundreds of central schemes and good number of local incentives. The amount of money invested has definitely achieved some progress at limited levels where a few areas and a privileged sections have benefitted. The population during the past fifty years has been growing at a phenomenal rate.In 1971 the population was 5,16,449 and in 1981 it rose to 7,74,930. The phenomenal growth continued for the next ten years in 1991 when the population was recorded at 12,09,546. The highest growth was recorded in the next census in 2001 when the state’s population rose to 19,90,036. In an abnormal reversal, the population showed a decrease when in the next census in 2011, the state’s population recorded 19,78,502. According to official sources, the state’s population in 2021 was estimated at 23,00,000. The literacy rate of Nagaland has also shown consistent improvements in the decades. According to records, the literacy rate of Nagaland rose from 33.78% in 1971 to 50.28 % in 1981, 61.65% in 1991, 66.59% in 2001 and 80.11 % in 2011. Even as the population and literacy grew the state’s real economy in terms of livelihood, small and medium enterprises in the private sector and employment avenues have not kept pace with demands and appear to be dwindling. The biggest employer is still the state government and this can be gauged from the figures below. For some decades, employment in the state government has reached a saturation point. It may be noted that when backdoor employment became an issue,the number of employees recorded in 2008-10 was 1,10,000. The number of government employees continued to rise to 1,25,000 by 2010-11, then to 1,30,000 by 2012-13. According to estimates, there are around 1,40,000 government employees presently. This is a little over 7.1 % of the state’s 19,80,602 population. According to criteria of the erstwhile 13th Finance Commission, Nagaland has an excess of over 70,000 government employees. The figure of ‘excess’ employment is based on the recommendation of the 13th Finance Commission that the salary component ought to be well within 35% of the budget. However, the state spends nearly 65% of the budget as salaries for government employees who make up hardly 7% of the population. An unwieldy government that is heavily laden with excess employees will have to contend with managing itself rather than that of the people. However, the budget deficits, repayment and interests on loans also add more problems in the pursuit for all round growth. Those states like Nagaland, which are totally dependent upon central funds for every aspect must create the desired environment for promotion of private enterprises so as to spur economic progress. There is huge potential for meat industry worth nearly Rs.300 crore annually. Tourism, horticulture and organic farming are also recognised as having huge potential for entrepreneurs. The plea of promoting economic development should however, not lead to creating of a privileged section that only widens economic disparity. Most importantly, the first and foremost responsibility of the government is to provide efficient power supply, transport networks and a safe environment.

Every time you venture out in your life of faith, you will find something in your circumstances that, from a commonsense standpoint, will flatly contradict your faith. But common sense is not faith, and faith is not common sense. In fact, they are as different as the natural life and the spiritual. Can you trust Jesus Christ where your common sense cannot trust Him? Can you venture out with courage on the words of Jesus Christ, while the realities of your commonsense life continue to shout, “It’s all a lie”? When you are on the mountaintop, it’s easy to say, “Oh yes, I believe God can do it,” but you have to come down from the mountain to the demon-possessed valley and face the realities that scoff at your Mount-of-Transfiguration belief (see Luke 9:28-42). Every time my theology becomes clear to my own mind, I encounter something that contradicts it. As soon as I say, “I believe ‘God shall supply all [my] need,’ ” the testing of my faith begins (Philippians 4:19). When my strength runs dry and my vision is blinded, will I endure this trial of my faith victoriously or will I turn back in defeat? Faith must be tested, because it can only become your intimate possession through conflict. What is challenging your faith right now? The test will either prove your faith right, or it will kill it. Jesus said, “Blessed is he who is not offended because of Me” Matthew 11:6). The ultimate thing is confidence in Jesus. “We have become partakers of Christ if we hold the beginning of our confidence steadfast to the end…” (Hebrews 3:14). Believe steadfastly on Him and everything that challenges you will strengthen your faith. There is continual testing in the life of faith up to the point of our physical death, which is the last great test. Faith is absolute trust in God— trust that could never imagine that He would forsake us (see Hebrews 13:5-6).

Monetisation - temp privatisation, inapt choice for poor finances

inance Minister Nirmala Sitharaman on August 23 has enriched the financial vocabulary with a new word ‘monetisation’ – National Monetisation Pipeline (NMP) – with the “unveiling” of Rs 6 lakh crore ambitious programmes to hand over to the private parties “management” by 2025 of its assets in 13 sectors already identified in different ways to put on the sale block by Manmohanomics. It is unimaginative way to solve revenue problems. The sectors included are virtually the same as was decided long back like the airports, railways, roads, shipping, gas pipeline and many others to monetise its brownfield infrastructure assets. Of course this is another jargon. Greenfield and brownfield investments are two types of foreign direct investment but can include domestic too. With greenfield investing, a company builds its own brand new facilities from the ground up. Brownfield investment happens when a company purchases or leases an existing facility. As per official terms monetisation means transfer of management and privatisation means transfer of ownership. We may define

monetisation as ‘temporary privatisation’ but how it would finally roll out depends. In brief the programmes include road assets, including 22 percent of national highways, worth Rs 1.6 lakh crore; over 400 railways station, 90 passenger trains and other assets - Rs 1.52 lakh crore; 25 airports for Rs 20782 crore; Power Grid and others transmission – Rs 45000 crore; coal mining - Rs 28747 crore; telecom - Rs 35100 crore; shipping - 2828 crore; CWC, FCI warehousing - 28900 core; realty, hotel assets Rs 15000 crore; prime JL Nehru and other national stadia of Sports Authority of India and other facilities worth Rs 11450 crore. Conceptually most of these were on the block for long as public-privatepartnership. In three years, the government expects to have revenues for meeting expenditures, not building assets. Indeed there is political consensus across the spectrum or should it be called lack of political vision or bankruptcy of ideas! create a world class image. The IITs and other national institutions-created talent now command heights in the global system. The dams, public sector industries, banks, railways, mines and other assets added to the national glory, created jobs and standardised the processes. Many were not in very happy shape in private hands. Even some prime banks were often ‘rumoured’ to be going for liquidation. The Shivaji nation with great efforts saved and built many others sometimes through takeover of private assets. The 1960s were used by many private corporate to send their sick units for ‘temporary management’ to government sector for nursing the health back as if the public sector were ‘industrial hospitals’. The wheel has taken a circle. It is now being sent back to private – with “ownership” in government because of supposed poor finances. The PSUs those days had delivered but would the private sector do it or as is the practice might likely extort the facilities for their own benefits and finally with possible poor maintenance it could dump heavy financial bur-

den on the government and many properties may even get encroached upon. It is also not easy to comprehend why the fad of Manmohanomics for selling or leasing to private should continue. There can be national assets in either of the sectors. It appears that the confusion induced by liberalization and globalization of parting with built-in infrastructure to the private is still being considered the panacea. It must change. The politiSarkar cal parties, including the Left and regional like TMC or TDP, instead giving new concept are merely debating on the process to get rid or may be greed to oblige their cronies. The so-called free economy enunciated by the Narasimha Rao government meant creation of assets in all sectors. But Manmohan Singh, P. Chidambaram, Montek Singh Ahluwalia changed it to handing over public assets to the large private companies. The policy with minor changes was adopted by all subsequent governments. It is now 30 years of “poverty management” of the nation’s assets. Even in the present context, Congress leader Rahul Gandhi

says he is not against NMP but why the sale should be confined to the selected few. Most other parties share the view. The roads to be handed over are in good shape and the private would only start exploiting these for maximizing their profits at public cost by increasing toll, fees and seeking remission of lease fees showing managed losses. The railways started with much fanfare in the 1990s called commercialising its assets. Little has been achieved. Even of its 90 trains only two were leased out. Again nothing new, some private parties in yore also used to run pilgrim or tourist specials for a fee. Metro in Delhi is running into losses of Rs 1785 crore against measly surplus of Rs 1084 crore in 2019. All other metros have huge losses in Bengaluru, Kochi, Jaipur, Lucknow, and Noida. The unimaginative leasing out of stadia would affect the poor, who bring medals. Coal mines or power transmission would again go back to mafia and governance would be powerless. There is myth that Air India and BSNL were devastated by officials. The officials are part of the process under politi-

cal masters. But can the nation forget how, under UPA civil aviation minister Praful Patel, profitable sectors were banned for the national carrier to help private airlines profit? Similarly, the BSNL was forced to lend national phone and internet backbones to create private sector giants turning it into a sick unit. No one answers why VSNL was sold to its rival. Of late, the failed experiment is being thrust on the railways and National Airports Authority causing severe rise in fares and airport charges. Why was the sick Ruchi Soya taken over? Does it have links with sudden spurt in cost of edible oils because of large international purchases for the new mission of importing edible oil? Its study may reveal how monetisation will unfold to help consumers or otherwise. The political parties do not discuss the welfare of the consumer or the people. Inflation is shooting up, policies on taxing savings is sending the nation haywire. Mindless privatization by various names is killing both the private and public. The right course for the economy has to be sought through a national open debate.

The preposed bill vis-à-vis the original act: The existing power of HAC/ADC The hyper-kneejerk response of the valley-based civil organizations that the Hill Areas Committee (HAC) has no power to recommend the proposed Manipur (Hill Areas) Autonomous District Council Bill, 2021 is absolutely misplaced. Making such initiatives and proposals is rather the essential legislative function of the Hill Areas Committee (HAC) as provided under Paragraph 4(3) of the Manipur Legislative Assembly (Hill Areas Committee) Order, 1972. Again, the proposed Bill only attempts to make explicit what is already there in the original Act and in no manner, it makes any attempt to take away anything from the plain revenue districts. Excepting the provision for second appeal to the Hon’ble Supreme Court in election matters as proposed under Section 20B, there is nothing new in it as substantially different from the existing scheduled matters. Even the proposed Hill Secretariat under Section 4A is not a new concept as it only attempts to elucidate the existing functions played by the Department of Tribal Affairs & Hills. The proper power limits of the Hill Secretariat being left unclear, the proposed Bill may on the contrary unintentionally strengthen the grip of the State Government and more so as Section 3 of the Bill robs in the role of the State Government as contrary to the original Act and the existing scheduled matter “Public Health”

With the increase number of vehicles in the city, there are equally increased number of underage drivers. Underage driving has become a common sight in Dimapur. Many lives are shattered by underage drivers going for a joyride in the vehicles of their parents or older relatives. We are aware of many unlicensed drivers going for the short drive– but often overlook the nature of the risks and the consequences to these youngsters. In other countries parents do not allow children to drive a vehicle without a licence due to a strict system of enforcement. However, here I’ve seen kids barely teens riding two and four wheelers. Such driving is punishable under Motor Vehicle Act. The traffic personnel should conduct regular checks on the road and book juveniles riding motor vehicle. CHANDIGARH, AUG 29 (AGENCIES): Senior BKU leader Gurnam Singh Chaduni said Sunday that a farmer who had been injured in the police lathi charge in Karnal on Saturday has died of a heart attack, reports The Indian Express. “Sushil Kajal, who owned one and a half acres of land, had been participating in the farmers’ agitation for the past nine months. He had suffered serious injuries in the police lathi charge at Karnal Toll Plaza yesterday and at night he succumbed to a heart attack… The farming community will always remember his sacrifice,” Chaduni said in a tweet on Sunday. The Haryana Police had Saturday cracked down on farmers protesting in Karnal, leaving several injured in a lathi charge at the Bastara Toll Plaza on the national highway.

The farmers had been protesting against a BJP meeting chaired by Chief Minister Manohar Lal Khattar on the upcoming panchayat polls. roads. By evening, farmers blocked several stretches on the highway and toll plazas across the state, resulting in traffic snarls. With farmers threatening to create more blockades in neighbouring states as well, vehicles were diverted via alternative routes. NEW DELHI, AUG 29 (AGENCIES): Ministry of Road Transport and Highways has introduced a new registration mark for new vehicles– Bharat series (BHseries). A vehicle with BH mark will not require a new registration mark when the owner shifts from one State to another. It also said, “This facility will be available on voluntary basis to Defence personnel, employees of Central & State Govt; Central and State PSUs; and private sector companies having their offices in 4 or more States/UTs.” In this regard, the government has notified a new vehicle registration regime that will free vehicle owners from re-registration process when they shift from one state/union territory to another. The Ministry said that an IT based solution for vehicle registration is one such effort. However, one of the pain points in the vehicle registration process that needed attention was re-registration of a vehicle while moving to another state. “Station relocation occurs with both Government and private sector employ-

NEW DELHI, AUG 29 (PTI): The Supreme Court has issued fresh standard operating procedures to accord final hearing of cases in physical mode from September 1, and will employ a hybrid option from Tuesday to Thursday amid strict observance of Covid appropriate norms. The top court has been hearing cases through videoconferencing since March last year due to the pandemic and several bar bodies and lawyers have been demanding that physical hearings should resume immediately. The SOP, issued by the Secretary General on August 28, made it clear that the courts would keep hearing miscellaneous cases through virtual mode on Mondays and Fridays. “Wearing of mask, frequent use of hand sanitiser and maintaining physical distancing norms are mandatory for all entrants into the Supreme Court premises, including into the Courtrooms,” the SOP said. The procedures mandated that once litigants and the lawyers opt for the hearing through physical mode then “hearing through video/tele-conferencing mode to the party concerned will not be facilitated”. The SOP has been issued on the directions of Chief Justice N V Ramana who took note of the recommendations of the Judges’ Committee set up earlier to consider representations and requests of bar bodies that the hearing through physical mode be started keeping in mind the financial and technical difficulties being faced by many lawyers.

NEW DELHI, AUG 29 (PTI): The government on Sunday extended the deadline for various compliances under the income tax law and availing relief under the GST law to help taxpayers tide over difficulties in filing such forms. While the income tax compliances, including filing of statement for equalisation levy and remittances, reporting by multinational enterprises etc, have been extended mainly due to difficulties in electronic filing on the new I-T portal, the deadline for GST amnesty scheme and also filing of GST return electronic verification code (EVC) have been extended until November 30 and October 31 respectively to assist taxpayers in the time of Covid-19 pandemic. The deadline for filing the Equalisation Levy statement in Form-1 for the Financial Year 2020-21 has been extended till December 31, against the original due date of June 30, the income

tax department said in a statement. The quarterly statement in Form 15CC to be furnished by dealers in respect of remittances made for June and September quarter, can now be filed by November 30 and December 31, respectively. The original due date for filing this statement was July 15 and October 15, respectively. The Central Board of Direct Taxes (CBDT) said on consideration of difficulties reported by the taxpayers and other stakeholders in electronic filing of certain

forms it has been decided to further extend the due dates for e-filing of these forms. In a separate statement, the CBDT announced extending the deadline for making payments under the direct tax dispute resolution scheme Vivad Se Vishwas (VsV) by a month till September 30. However, taxpayers have the option to make payments till October 31, with an additional amount of interest. Also, the due dates for electronic filing of forms related to intimation by pension funds and sovereign

wealth funds too have been extended. Intimation to be made by Pension Fund and sovereign wealth fund in respect of investment made in India for the June and September quarter, which is required to be furnished by July 31 and October 31, would now have to be furnished by November 30 and December 31 respectively. The CBDT also extended the due date for uploading of declarations received in Form 15G/15Hfor the June and September quarter till November 30 and December 31 respectively. The original due dates were July 15 and October 15 respectively. The extension has been made not only to address immediate filing requirements due within August/ September 2021, but also a medium term relief has been given to taxpayers for some compliances, which were due in the month of November/ December 2021,” Kumar said. The extension will provide much-needed relief to taxpayers and will also save them from penal consequences for not being able to comply with the earlier timelines due to technical glitches in the IT portal, he added.

On the stock market boom at a time when economic growth has slowed down, Goyal said stock markets are forward looking, so normally they do move ahead of the real economy. “Low interest rates also increase the present discounted value of future earnings and reduce the attractiveness of fixed deposits. Nokia Senior Vice President & Head of India Market Sanjay Malik told PTI that telecom companies are focusing on building capacity for 5G so that they are ready for launch once they get spectrum in the proposed auction, while their strategy on roll out of services circle or city-wise is still in works. “We still see positive momentum in the market from both the capacity and the coverage build which is going to happen, the 5G readiness in terms of transport, the broadband. But something changed Friday. “He was innocent, a singer who only was entertaining people,” his son said. “They shot him in the head on the farm.”

His son said he wanted justice and that a local Taliban council promised to punish his father’s killer. Mujahid, the Taliban spokesman, told the AP that the insurgents would investigate the incident, but had no other details on the killing. SANAA, AUG 29 (AP): A missile and drone attack on a key military base in Yemen’s south on Sunday killed at least 30 troops, a Yemeni military spokesman said. It was one of the deadliest attacks in the country’s civil war in recent years. Mohammed al-Naqib, spokesman for Yemen’s southern forces, told The Associated Press the attack on Al-Anad Air Base in the province of Lahj wounded at least 65. He said the casualty toll could rise since rescue teams were still clearing the site. Graphic footage from

Yemeni officials said at least three explosions took place at the air base, which is held by the internationally recognized government. No one immediately claimed responsibility for the attack. DHAKA, AUG 29 (PTI): At least 22 people, including nine children, have died in a passenger boat accident in Bangladesh’s Laiska Beel rivulet, according to a media report on Saturday. On Friday evening, a boat carrying over 100 people collided with two sand-carrying vessels in the river near Brahmanbaria city, resulting in the passenger boat sinking. Twenty-two bodies were recovered on Saturday, while 15 others were rescued and sent to hospital. Nearly 50 people swam to safety after accident, the Dhaka Tribune reported. The deceased include 11 women, two men and nine children, The Daily Star reported. The police have arrested five people in connection with the mishap. The arrested are the owners and staffers of the sand-laden trawler. The government has setup a three-member probe panel to investigate the incident and submit a report in 10 days, the Dhaka Tribune newspaper reported.

KATHMANDU, AUG 29 (PTI): Nepal Prime Minister Sher Bahadur Deuba on Sunday met CPN (Maoist Center) Chairman Pushpa Kamal Dahal and CPN (Unified Socialist) chief Madhav Kumar Nepal and reached an agreement with them to finalise the expansion of the Cabinet on Monday, according to a media report. Deuba could not expand his Cabinet for more than a month as the Madhav Nepal faction of the CPNUML, which played a key role in the formation of the government, was in the process of getting recognition from the election commission. The election commission granted official recognition to the newly-formed party CPN (Unified Socialist), which was created after splitting the CPN-UML led by former prime minister K P Sharma Oli. According to Dahal’s Secretariat, the three senior leaders discussed the issue of expanding the Deubaled Cabinet. An agreement was reached to finalise the expansion of the cabinet

American sanctions were imposed on Tehran after former President Donald Trump pulled America out of a nuclear deal between Iran and world powers in 2018. LOS ANGELES, AUG 29 (IANS): Dixie Fire, the largest wildfire in the US this year and the second biggest in California’s history, has so far scorched more than 756,000 acres with 48 per cent containment, according to authorities. The fire, which started on July 14 about 10 miles nor theast of Paradise, covered 756,768 acres on Saturday morning in five counties, according to the California Department of Forestry and Fire Protection (CAL FIRE). Humidity recovery was poor through the mid to higher elevations, allowing the blaze to continue to burn actively throughout the night, Xinhua news agency quoted CAL FIRE as saying on Saturday. Certain evacuation orders have been reduced to warnings and certain warnings have been lifted, allowing some residents to return to their homes and businesses, it added. Active for 44 days, the Dixie Fire had destroyed 1,275 structures and was still threatening 11,833 structures across Butte, Plumas, Tehama, Lassen and Shasta counties.

But the party has found it quite difficult to choose leaders from his party for ministerial berths in the Deuba-led government as there are too many aspirants. A meeting of the CPN-(Unified Socialist) party later decided to form an interim high command and join the government until the office-bearers are selected from the national council. According to Mukunda Neupane, the names of the party’s leaders who will be joining the government will be selected by the high command.

LONDON, AUG 29 (PTI): The last remaining UK troops began landing back from Kabul in Britain on Sunday, ending the country’s 20-year military campaign in Afghanistan where the Taliban have seized power. The Taliban insurgents stormed across the country on August 15, capturing all major cities in a matter of days, two weeks before the US was set to complete its troop withdrawal after a costly two-decade war. A Royal Air Force (RAF) plane left Kabul airport on Saturday night and arrived at RAF Brize Norton in Oxfordshire, including with British ambassador to Afghanistan Sir Laurie Bristow who had been assisting the evacuation process. NCB nabs Bollywood actor Common pesticide may contribute Armaan Kohli in drugs case to global obesity epidemic

commonly-used pesticide could be partially responsible for the global obesity epidemic, finds a study. Researchers from McMaster U n ive r s i t y i n C a n a d a discovered that chlorpyrifos -widely sprayed on fruits and vegetables in many parts of the world -- slows down the burning of calories in the brown adipose tissue of mice. Reducing the burning of calories, a process known as diet-induced thermogenesis, causes the body to store these extra calories and promotes obesity. Scientists made the discovery after studying 34 commonly used pesticides and herbicides in brown fat cells and testing the effects of chlorpyrifos in mice fed high calorie diets. The findings published in the journal, ‘Nature Communications’, can have important implications for public health. “Brown fat is the metabolic furnace in our body, burning calories, unlike normal fat that is used to store them. This generates heat and prevents calories from being deposited on our bodies as normal white fat. We know brown fat is activated during cold and when we eat,” said Gregory Steinberg, Professor of medicine at McMaster. “Lifestyle changes around diet

and exercise rarely lead to sustained weight loss. We t h i n k part of the problem may be t h i s

intrinsic dialling b a c k of the metabolic furnace by chlorpyrifos,” he added. Steinberg said chlorpyrifos would only need to inhibit energy use in brown fat by 40 calories every day to trigger obesity in adults, which would translate to an extra five lbs (pounds) of weight gain per year. He further said that while several e nv i r o n m e n t a l t ox i n s i n c l u d i n g chlorpyrifos have been linked to rising obesity rates in both humans and animals, most of these studies have attributed weight gain to increases in food intake and not the burning of calories. Obesity is responsible for 4.7 million premature deaths each year. he Narcotics Control Bureau (NCB) said on Sunday that it has arrested Bollywood actor Armaan Kohli hours after the recovery of a small quantity of cocaine during searches at his Andheri residence. The searches were carried out on Saturday. The NCB had raided Kohli’s home late last evening and then took him to its office after recovering the banned narcotics, said NCB Zonal Director Sameer Wankhede. He added that what has emerged from the probe till now, the case could have international ramifications as the cocaine seized had originated from South America. “The NCB is probing the route and linkages used to bring the seized cocaine to Mumbai and

the involvement of other traffickers,” Wankhede said. Kohli’s name emerged during the interrogation of a peddler Ajay Raju Singh who was arrested in Worli on Saturday morning, as part of the NCB’s all-out war against the dr ugs mafia. A history-sheeter with a previous case lodged against him by the Anti Narcotics Cell of Mumbai Police, the NCB nabbed Ajay Singh Saturday near the Haji Ali Mausoleum and recovered 25 gms of Mephedrone from him. Fo l l ow i n g t h i s, Wankhede said that a first information report has been lodged against both Singh and Kolhi, under various sections of the NDPS Act, and further investigations are underway. Malone dies of Covid at 83

r u m m e r Ke n n y Malone, a prolific session player who played on songs for Dolly Parton and Waylon Jennings, passed away due to Covid at the age of 83. The American drummer and percussionist from Denver, Colorado was known for inventing his own style of hand drumming. S i n c e t h e 1 9 7 0 s, Malone was a prominent session musician in folk, country, and many other acoustic-based genres. His friend and former bandmate Dave Pomeroy said he died Thursday after being diagnosed with COVID-19, according to Billboard.com Malone is credited on hundreds of records made in Nashville, including a l b u m s l i k e Pa r t o n’s ‘Jolene’, and Jennings’ ‘Dreaming My Dreams’. Among the other artists Malone played with were D o b i e G r ay, Ro n n i e Milsap, and Crystal Gayle. “He expanded the vocabulary of Nashville dr umming, and was always an innovator who invented his own unique

Venice Film Fest to take up refugee status for Afghan filmmakers

he 78th Venice Film Festival has announced an official panel on the need for refugee status for Afghan filmmakers under Taliban rule. The panel meet will be on September 4. The topic will become a focal point for discussion on the crisis underway in Afghanistan and how it is impacting filmmakers and Afghan artistes in general as the Taliban take power. As previously reported by Variety, Afghan filmmaker Sahraa Karimi, who is the first woman president of the country’s national film entity Afghan Film –– and who made a recent appeal as she escaped from Kabul about the return of Taliban rule and the potential death knell for the country’s fledgling but vibrant film community –– is headed to the Lido, Venice. The official panel will focus on “the need to create humanitarian corridors and guarantee that [Afghan] filmmakers and other artists will be granted the status of political refugees, allowing [them] to leave the country in addition to concerns about their future and the need to help them get settled once they reach Europe,” the fest said in a statement, according to Vareity.com. The 78th Venice International Film Festival is organised by La Biennale di Venezia and directed by Alberto Barbera. NBA to require referees to have coronavirus vaccine

NEW YORK, AUG 29 (AGENCIES): The National Basketball Association (NBA) will require referees working games during the coming season to be vaccinated against coronavirus, the league said on Saturday. The announcement comes after the league and the National Basketball Referees Association reached an agreement, which will not enforce the requirement for referees with religious or medical exemptions. The referees have also agreed to take any recommended booster shots. “Any referee who does not get vaccinated and is not exempt will be ineligible to work games,” the league said in a statement. The NBA will require all coaches and staff who interact with players to take the vaccine, The Athletic reported on Friday. The move comes as a growing number of arenas have said they will require fans to show proof of vaccination or a negative COVID-19 test to attend games when the 2021-2022 regular season starts on Oct. 19.

Yehualaw, 22, clocked 63 minutes and 43 seconds which cut 19 seconds off the previous mark set by Kenyan Ruth Chepngetich earlier this year. The Ethiopian was under world record pace all the way. Her compatriot Jemal Yimer won the men’s event in 60:29 as he edged out another Ethiopian Tesfahun Akalnew. TOKYO, AUG 29 (IANS): India’s Mixed Team of Jyoti Baliyan and Rakesh Kumar lost to Turkey’s Cure Oznur and Bulent Korkmaz in the quarterfinals of the compound open section at the Tokyo Paralympic Games here on Sunday. Jyoti and Rakesh, who had reached the lasteight stage after beating Thailand’s Mixed Team, went down 151-153 at the Yumenoshima Final Field. The Indians went behind by three points in the first round itself (34-37) when Jyoti shot a six on the first arrow. They won the second end 39-38, hitting two 10s, one inner 10, and a nine, while Turkey managed 9, 10, 10, 9 and reduced the margin by one point. The two teams scored identical 39s in the third end and though India shot another 39 in the final four arrows, the Turkish pair too came up with 39 and thus the Indian pair fell short by two points. They went behind in the next round as they managed 36 points because of an eight on the first arrow followed by two 9s and a 10. Thailand got 37 with an inner 10 and three 9s as they led 72-71. However, the Indians came back strongly to win the match. Meanwhile, Jyoti’s challenge in the women’s individual compound open competitions came to an end with a defeat to Ireland’s Kerrie-Lousie Leonard in a 1/16 Elimination round. Jyoti, who had qualified 15th with a score of 671, lost to Kerrie-Lousie -who could manage a score of 657 in the ranking round -- 137-141 in the 15-arrow elimination round. Jyoti started with an eight but followed that up

with a 10 and nine as she tallied 27 points in the first end. She got a one-point lead as her Irish opponent ended with 26 after two nines and an eight. She lost the initiative in the second set of three arrows, a seven after 10 and eight undid her efforts as she earned 25 points while Kerrie-Lousie shot a 29 with two arrows in the inner 10 (X) and one nine to take the lead at 55-52. Jyoti responded with a perfect 30 in the next three arrows, hitting three 10s, while Kerrie-Louise shot 29 thanks to a 10, an X, and nine. The 27-year-old Jyoti managed 29 in the penultimate round while her 30-year-old Irish rival shot a perfect 30 to maintain her upper hand. The Indian could manage only 26 in the fifth and final round of three arrows as KerrieLouise shot 27 to seal the victory.
