The development comes a day after NPF party president Dr. Shürhozelie Liezietsu on Wednesday at Pfutseromi village declared that NPF would fight the forthcoming 2023 assembly polls on its own. Dr. Shürhozelie’s declaration also came close on the heels after NDPP and BJP agreed to continue their pre-poll alliance in 2023, on a seat sharing formula of 40 (NDPP) and 20 (BJP).

Later the merger was confirmed by NDPP spokesperson Merentoshi Jamir, at Hotel Vivor Kohima Friday evening. Addressing the media, Merentoshi said the merger was done to strengthen the leadership of chief minister Neiphiu Rio and his government. He also exuded confidence that the merger will also strengthen the effort to bring the Naga Political issue to a logical conclusion. Merentoshi welcomed the 21 MLAs and their de-
cision to merge with NDPP had opened the window for anyone willing to join NDPP in future. To another query, Merentoshi reiterated that the current UDA government (NDPP, NPF and BJP) was comfortable. He said though UDA was an opposition-less party, it did not mean that it was a party-less government and therefore, NPF legislators joined NDPP as they wanted to remain under one umbrella. Merentoshi also said the pre-poll alliance with BJP was strong and NDPP will not break the alliance. He said changes that are taking place at the moment were done with the knowledge of the BJP leadership and said pre-poll alliance will continue. He also said NDPP did not feel there was any threat since the alliance was going well and as per the pre-poll alliance agreement. BJP-NDPP alliance in 2023 polls not a foregone conclusion BJP nat general secy says party’s poll committee to decide on alliance Staff Reporter
DIMAPUR, APR 29 (NPN): In a new twist to ongoing political speculations over the future of BJP-NDPP alliance in the State, the saffron party has stated that it was yet to decide whether to continue with the tie-up in the next Assembly elections. Addressing the media at Hotel Saramati here on Friday, BJP national general secretary Tarun Chugh said the party’s election committee would take a final call on whether to continue with the alliance and seat sharing with NDPP in the upcoming Assembly elections. He confirmed that no final decision had been taken yet whether the current arrangement with the regional party would remain (Cont’d on p-8) during the next election.
NEW DELHI, APR 29 (AGENCIES): The India Meteorological Department (IMD) has warned that the current spell of heatwave may further intensify over the next five days. According to reports, the situation could get even worse over the weekend. A torrid heat-wave sent temperatures soaring across large swathes on Friday, with Banda in east Uttar Pradesh logging a record high of 47.4 degrees Celsius. Delhi’s Safdarjung Observatory, the national capital’s base station, recorded a maximum tem-perature of 43.5 degrees Celsius for the second day on the trot. Gu-

The forecast shows that heatwave conditions are very likely over northwest and central India during the next five days, and over east India in the next two days. “A rise of about two degrees Celsius in the maximum temperature (is) very likely over most parts of northwest India during the next two days,” IMD said.

time high of 207,111 MW on Friday, informed the Ministry of Power. “The maximum All India demand met touched 207111 MW at 14:50hrs Friday, an all-time high so far!,” the ministry tweeted.
This comes amid the reports of the power crisis in many states across the country during the extreme heatwave. The demand for power has risen in April due to heatwave and people in different parts of the country
are facing power cuts. The problem has been accentuated by a steep rise in prices of imported coal due to the Russia-Ukraine conflict and some power plants not operating to their full capacity. Amid reports of a dip in coal stocks with thermal plants, Union Minister Pralhad Joshi has said that the country’s thermal plants hold about 22 million tonnes of coal which is enough for 10 days and replenishment will be done continuously. Tr a i n s c a n c e l l e d : Meanwhile, Indian Railways has decided to cancel 657 train trips to speed up the movement of coal rakes to power plants.
SC rescues MBBS students hit by Ukraine Govt urged to intervene into crisis, Covid-19; asks NMC to frame scheme ‘unconstitutional selection’ NEW DELHI, APR 29 (AGENCIES): In a relief to students who pursued medical education in foreign countries and was compelled to come back to India due to pandemic and completed the course including practicals through online which is not recognized here, the Supreme court on Friday asked the National Medical Commission to allow them to undertake clinical training in India in the medical colleges and thereafter recognized their degree instead of invalidating their degrees, a TOI report stated.
Underlining the importance of practical classes in technical education like medical science, a bench of Justices Hemant Gupta and V Ramasubramanian said that a person cannot become a good doctor without practical training which can be done only in physical form and not through online. But the bench in the same breath also said that a sympathetic view should be taken to-wards students who could not attend practical classes physically due to the pandemic.

DIMAPUR, APR 29 (NPN): Higher & Technical Education and Tribal Affairs minister Temjen Imna Along has called upon Naga society to evolve with time and embrace changes.
Coincidentally, Chugh’s statement also comes on the day when 21 NPF legislators merged with the ruling NDPP in Kohima. Asked about the statement given by chief minister Neiphiu Rio that the NDPPBJP alliance would continue, he remarked that nothing could be stated as of now, asserting that the party’s election committee would take a final call on this. “As of now, we are now in a coalition government. And when our party’s central election committee takes a decision regarding the alliance, it would be communicated to the media,” he added.

But the bench further said, “However, the fact remains that the students were permitted to undergo medical courses abroad and that they have completed their curriculum according to the certificate granted by such foreign Institute. Therefore, such national resource cannot be permitted to be wasted which will affect the life of young students, who have taken admission in the foreign Institutes as part of their career prospects. Therefore, the services of the students should be used
to augment health infrastructure in the country. Thus, it would be necessary that the students undergo actual clinical training of such duration and at such institutes which are identified by the appellant and on such terms and conditions, including the charges for imparting such training, as may be notified by the appellant,” it said. In this case the students had completed their medical education from China. They completed nine semesters of their academic course on the campus. (Cont’d on p-7)

Tarun Chugh (NP)
He however claimed that the coalition government was performing commendably. He mentioned that BJP had taken a big step by forming a coalition government for the sake of social reforms, adding that wherever BJP was part of the ruling coalition, the State gover nments performed well. Asked which party BJP would like to have an alliance with for the Assembly polls, Chugh re-plied that the decision in this regard would be taken by the party’s election committee, claiming that the party was inclined towards helping the poor. On the strategy of BJP for the general elections, he maintained that his visit to Nagaland was to strengthen the party, adding that national leaders visited all States as part of the continuous efforts to strengthen the party. “The agenda of my visit is only to strengthen the party, not to decide strategy,” he remarked.
Delivering a keynote address at the first ever panel discussion on “Women Reservation in Ur-ban Local Bodies: Issues and challenges in Nagaland” held at Dimapur Government College (DGC) here on Friday, he emphasised that
only change was permanent, noting that Naga society had seen many changes not only in the way they lived and looked at things, but also in the way they tried to do things by respecting their culture and tradition. On 33% reservation for
women in urban local bodies (ULBs), he noted that Naga society had deprived women in politics for a long time. And in a secular and democratic set-up like Nagaland, he pointed out that giving reservation to women would only mean that Naga men respected women as they would be part of the policymaking bodies. Along lamented that reservation had been politicized in the wrong way in the State as the idea of reservation was to allow a section of society grow strong. He
expressed gratitude to chief minister Neiphiu Rio and deputy chief minister Y Patton for initiating discussion on the issue. Noting that Naga society was patriarchal, he exhorted men to alleviate the condition of women by making them part of the decision-making process. He also encouraged women to be strong by not necessarily being a feminist and work shoulder to shoulder with men for overall welfare of the society. (Cont’d on p-8)
of NGBF office bearers
DIMAPUR, APR 29 (NPN): ‘Concerned district GB leaders and GB delegation members’ to the general meeting of Nagaland GB Federation (NGBF), which was held at Phek on April 20 & 21, have urged the state government to intervene into, what they described as “unconstitutional selection” of new NGBF office bearers and “autocratic functioning system” of NGBF office. In a representation to the commissioner Nagaland, the ‘concerned GBs’ sessional chairman Thepfukedou Kuotsu and sessional secretary Luikang, on behalf of ‘concerned GBs’ meeting at Chakhro Public Organization (CPO), Chümoukedima on April 28, 2022, demanded that the government initiate necessary action as per the NGBF constitutional norms so as to safeguard the GB institution from “autocratic working system.” They said the GBs were “very optimistic” that NGBF officials would have ethical sense in running the office affairs as per the constitutional norms. However, the signatories expressed shock that “they had manipulated and workout everything in
an unconstitutional way just to suit their sinister agenda.” The ‘concerned GBs’ pointed out that as per Article 10 (A), a candidate once held the post of president shall not be nominated for second time. However, they said the previous president was re-selected covertly for another five years term. Further, they pointed out that as per Article 8 (C), the nomination committee will adhere to the norms strictly in selecting the office bearers as laid down, failing which the house has the right to turn down the selection of any candidate and will have to nominate other candidate if found violated the norms. However, in violation, the signatories said new office bearers post have been created such as three vice presidents, two secretaries, one assistant finance secretary and one cultural secretary and picked candidates without the house approval. The ‘concerned GBs’ also stated that some newly created district GBs association and newly selected GB office bearers were denied their rights to participate in NGBF executive meeting (Cont’d on p-8) K Y M C

Chief minister Neiphiu Rio inaugurating the plaque of the newly constructed DC office complex on Friday. (DIPR)
DIMAPUR: State chief minister Neiphiu Rio Friday inaugurated the newly constructed office complex of Deputy Commissioner (DC) Mokokchung. According to a DIPR report, the chief minister, while speaking at the inaugural programme, maintained that the design and workmanship of the new DC office was up to the mark and was made possible through joint efforts. Acknowledging the generous gesture of the
land doners, Rio said that in Nagaland, unlike other parts of the country, the land and its resources belonged to the people. Therefore, he said land owners should give land to the government for development. The chief minister admitted that most of the government building in Nagaland, which were constructed right after the attainment of statehood, were old and needed to be replaced. When the time comes, he
said other districts should also do proper architect design building like the one which was being inaugurated. Describing the administration and police departments as the two of the most important departments, the chief minister, therefore, urged the two departments to build good relationship. He said that the first duty of the district administration was to keep and maintain good relationship with the people
so the administration becomes smooth. He also urged the people for their support and cooperation with the district administration for allround development. Speaking at the conference, minister for Higher & Technical Education and Tribal Affairs, Temjen Imna Along emphasised on preservation and promotion of rich cultural heritage of indigenous people. He said it was important to ensure that politics was pursued for the sake of preserving indigenous cultural heritage and identity in every North Eastern state. rum for creating the platform to carry forward interests of indigenous people of the region and pursue the agenda of preservation and promotion of indigenous culture, tradition and identity. Narrating how most North Eastern states emerged out of Assam, Along hoped that NEIPF would help overcome political boundaries to bind local people emotionally and culturally. The minister said people of the region were too friendly and hospitable, which was taken advantage of by a section of outsiders. In this, he urged the locals not to shut their doors to outsiders. “If we close our doors, we will not grow and will remain backward”, he stated Along also called for more awareness among the people so that their friendliness was not taken advantage of by others. He said that many indigenous people of the region had become “endangered species”, with the population of some number-
ing even less than one lakh. He cautioned that while one should be assimilative, one should also never forget his or her roots. Along advocated that indigenous communities of the region should increase their numbers to ensure they were not overwhelmed by outsiders. “We are getting sparser and sparser. If we don’t survive, then how will our identity survive,” he questioned. He hoped that the forum would connect indigenous communities for a united response to various challenges facing them. In his brief speech, Manipur MLA Radheshyam urged the participants to be thankful to NEIPF founders for their dedication in creating the platform with the objective to safeguard the culture and identity of indigenous people of the Northeast. He hoped that the forum would help preserve these traits. Delivering keynote ad-
dress, NEIPF chief convener Anup Chetia said the forum was formed on September 7, 2017 with the objective of working for protecting the interest of indigenous people of the Northeast and preserve indigenous culture, language and identity. He informed that the main focus of the second annual conference on the second day would be discussion on border issues among the NE states. Court grants bail to Mevani, pulls up Assam Police for ‘false FIR’
BA R P E TA , A P R 2 9 (PTI): Granting bail to Gujarat MLA Jignesh Mevani in a case related to the alleged “assault” of a woman police officer, a court in Assam’s Barpeta district on Friday pulled up the state police for lodging a “false FIR”. Hearing the bail petition, Barpeta District and Sessions judge Aparesh Chakraborty also urged the Gauhati High Court to direct the state police force to “reform itself ”, referring to the slew of police encounters over the last one year. Mevani was granted bail on a Personal Recognisance (PR) bond of Rs 1,000 in the case filed at the Barpeta Road police station. He was arrested in this case on Monday for allegedly “assaulting” the woman police officer while he was being brought by a police posse from Guwahati to Kokrajhar. The court observed that the intent to outrage the modesty of the woman police officer in the presence of two other police officials cannot be held against the accused while he was in their custody and which nobody else
Jignesh Mewani in Assam. had seen. The judge noted that the high court may consider directing the Assam Police to reform itself to “prevent registration of false FIR like the present case and the police personnel firing and killing or injuring accused which has become a routine phenomenon in the state”. The high court might also consider directing each and every police personnel engaged in law and order duty to wear “body camera, to install CCTV cameras in vehicles while arresting an accused or taking an accused to some place for recoveries of goods or other reasons and also install CCTV cameras inside all police stations”,
the order said. “Otherwise our state will become a police state which the society can illafford,” it added. The court also directed that the order be submitted to the Registrar General of the high court for placing it before the chief justice to look into this aspect and consider whether the matter can be taken up as a Public Interest Litigation (PIL) to “curb the ongoing police excesses in the state”. Mevani, a Congressbacked Independent MLA, was picked up by a posse from Assam Police last week from Gujarat and arrested for a purported tweet in which he had claimed
that Prime Minister Narendra Modi “considered Godse as God”. After being released on bail in that case on Monday, he was rearrested in the case related to the assault of the woman police officer who was part of the police party which accompanied him to Korkrajhar, a complaint about which was registered in Barpeta. M e v a n i ’s l aw y e r Angshuman Bora told PTI that he will be first taken to Kokrajhar as certain formalities are yet to be completed, following his bail being granted by the court there. “He was rearrested immediately after he was granted bail and brought to Barpeta. The formalities in Kokrajhar are yet to be completed,” he said. Mevani is likely to be taken to Guwahati after the completion of those formalities. In the Barpeta case, he was booked under IPC sections 294 (uttering obscene words in public), 323 (voluntarily causing hurt), 353 (assaulting a public servant in the execution of duty) and 354 (using criminal force to a woman intending to outrage her modesty).

AGARTALA, APR 29 (PTI): Noting that bilateral trade and connectivity are crucial for sustainable economic development of both India and Bangladesh, Tripura Chief Minister Biplab Kumar Deb has urged IT companies in the neighbouring country to invest in his state. Deb, during the first edition of ‘Digital Bangladesh IT Summit-2022’ on Thursday, also said here that he had written to Prime Minister Narendra Modi, requesting him to introduce direct international flights to Dhaka, Chittagong, Singapore and Bangkok from state capital Agartala. He claimed that Maharaja Bir Bikram Airport in Agartala was the best in the entire northeast. The chief minister pointed out that another airport was being built in Unakoti district’s Kailas-
Biplab Kumar Deb hahar area “at an estimated cost of Rs.500 crore”. Bangladesh Minister of State for Information and Communication Technology (ICT) Junaid Ahmed Palak was among those who represented the neighbouring country at the one-day summit. “Once flights start operating along AgartalaDhaka and Agartala-Chittagong routes, people of Bangladesh could get the opportunity to travel (to other
places) via the two airports in the state, provided the Centre gives its nod for the same. “A 24-hour immigration facility for Bangladesh can duly be set up with permission from the central government,” Deb said. The CM underlined that technology-driven trade could further smoothen business relations between the two countries. Bangladesh IT companies are welcome to invest in Tripura and take advantage of the incentives offered by the government, Deb said. India grateful for Sikhs’ contributions: PM Says community strong link in relations with other countries
NEW DELHI, APR 29 (PTI): Prime Minister Narendra Modi on Friday hosted a Sikh delegation and asserted that the community has been a strong link in relations between India and other countries, as he continued with his outreach to them. In an address to community members from different walks of life at his residence, he said the entire country feels grateful to Sikhs for their contributions in the freedom struggle as well as in the post-independence era. The Sikh gurus inspired people and the Sikh tradition is indeed a living tradition of ‘Ek Bharat, Shreshtha Bharat’, he said, recalling his long association with the community, which included going to gurudwaras, spending time in ‘sewa’ and partaking of langar. Staying at the homes of Sikh families has been a part of his life, he said.

With Sikhs living abroad in large numbers, Modi said he always considered the Indian diaspora as “rashtradoot” (ambassadors of nation). All of them are a strong voice and represent the proud identity of “Maa Bharati” (mother India) abroad, he added. “Wherever we are in the world, ‘India First’ needs to be our primary faith,” he added. The new India is touching new dimensions and leaving its mark on the whole world, Modi said, adding that the period of the coronavirus pandemic
is the biggest example of this. “At the beginning of the pandemic, people of an old mindset were expressing concerns about India but now people are giving examples of the country,” he said. “Earlier it was being said that with such a large population, from where will India get the vaccine, how will people’s lives be saved? But today India has emerged as the manufacturer of the biggest protective shield of vaccines,” the prime minister said. They will be proud to hear that 99 per cent of the

Rajnath Singh defence companies have reported provisional profits during the initial six months of their business growth,” Defence Minister Rajnath Singh said on Twitter on Friday. Govt to expedite recognition of Corbevax by other countries NEW DELHI, APR 29 (PTI): The government plans to expedite the process of recognition of COVID-19 vaccine Corbevax by other countries while its manufacturer Biological E pursues WHO’s emergency use listing for the jab being administered in India among the 12-14 years age group. According to an internal document circulated to the members of the Empowered Group-5 on COVID-19 Vaccination, which will be meeting soon, some authorities abroad such as in Hong Kong have begun demanding vaccination certificates for children and only accept m-RNA based vaccines for them. “It is necessary to quickly initiate the process of recognition of the Corbevax vaccine and its certificate by other countries while Biological E continues to pursue WHO’s EUL (emergency use listing) for it,” the document mentioned. It highlighted that the recent development pertaining to the World Health Organizations’ (WHO) suspension of Covaxin supply through UN procurement agencies further complicates the matter and is detrimental to the acceptance of Covaxin-based vaccination certificates for children by other countries. The issues to be discussed by the Empowered Group-5 pertains to m-

GANDHINAGAR, APR 29 (PTI): BJP president J P Nadda on Friday said Gujarat is a “laboratory” for his party for the matters pertaining to governance and party organisation. Nadda, who is on a day’s visit to the state, also claimed that the BJP is the only true national party in the country now as Congress has become a party of “brother and sister” and regional parties have become family fiefdoms. “Gujarat is a laboratory of governance and party organisation (for the BJP). We will implement this model across the country. As a party chief, it is also my responsibility to take ahead this model,” he told reporters during a press conference here. NEW DELHI, APR 29 (PTI): With large parts of the country facing long power cuts, the opposition Congress on Friday said the central government’s misgovernance and mismanagement led to this “artificial” crisis in the scorching summer. Congress spokesperson Gourav Vallabh alleged that the Modi government was not providing logistical support for coal distribution to power plants across the country, leading to the crisis. The Modi government cannot run away from its responsibility and blame states for all the problems in the country, he added. He said 16 states in the country are forced to have daily power cuts of up to 10 hours and power stations with 72,074 MW capacity are not operating due to non-availability of coal even though there is no shortage of it. He also claimed that 106 of the total 173 power plants are having less than 25 per cent of their usual reserve and states are being forced to buy power as high as Rs 12 per MW.
J P Nadda bearer and later chief minister, he added. “Modi ji created a development model in Gujarat. At the national level, we are now seeing the reflection of that experiment carried out in Gujarat by Modi as chief minister,” said Nadda. The sudden change of guard effected by the party last year in the state when chief minister Vijay Rupani and his cabinet resigned and a new government under
Gourav Vallabh Vallabh said the ministries of power, coal and railways should sit together and find a solution to the current crisis. These ministries are not doing their job properly, leading to this situation, he alleged. The Congress leader claimed that industrial production is also being hit due to the power crisis. “This power crisis is artificial and is due to the poor governance and poor management in coal distribution. This is purely misgovernance,” he said at a press conference. “Why are these power plants not operating. Why are states being forced to buy power at Rs 12 per MW. Against the daily demand of 22 lakh tonnes of coal,
Bhupendra Patel’s leadership replaced it was also an “experiment” carried out as part of the party’s strategy, he said. Notably, Assembly elections are due in the BJP-ruled state in December this year. “See, it’s a laboratory. Otherwise which party would have dared to do that (replace the entire cabinet). It was part of our strategy and it can not be discussed in public. Let us decide what experiment is needed for what purpose,” said Nadda when asked about the reason for the Rupani cabinet’s exit in September 2021. The party has changed the political culture in India as prime minister Modi’s politics based on development has given a tough fight to the politics based on caste, community and
why only 16 lakh tonnes are being supplied. What is the government’s plan to cater to the peak power demand and resolve the current power crisis,” he also asked. Vallabh said the Modi government cannot run away from its responsibility and blame the states for all the problems in the country. “If the states are to be blamed for everything, then what is the central government’s job,” he asked. “We demand that the artificial power crisis due to the mismanagement of coal supply is resolved soon,” he said, noting that even a state like Jharkhand which has coal mines is facing over 17.5 per cent shortage of power. The Congress leader said Rajasthan is facing power shortage of 9.6 per cent, Uttar Pradesh 9 per cent, Haryana 7.7 per cent and Uttarakhand 7.6 per cent. Vallabh asked if the government is claiming that there is no shortage of coal in the country, then why are states like Uttar Pradesh are supplying power for only four hours everyday.
region as well as dynastic politics, the BJP chief said. Asked about Union minister Nitin Gadkari’s recent remark that there was a need for a “strong opposition”, he said it is the responsibility of opposition parties to become stronger. Earlier, addressing party workers at the Ahmedabad airport upon arrival, Nadda said any party which wants to compete with the BJP will need to work hard for at least 50-60 years to be a worthy opponent. After addressing party leaders including MPs and MLAs at the state BJP headquarters in Gandhinagar, Nadda addressed nearly 5,000 party workers at the Gujarat University Convention Centre in Ahmedabad. In his speech, he claimed that the BJP is the only true national party now.

Opportunists gang up
I
n a democracy, a strong and effective opposition is crucial and that is why people still hope the Congress leadership should arise from a selfinduced comatose state to check the ruling party. One who deeply shared such a view is Prashant Kishor, the renowned political strategist. Prashant Kishor or PK as he is known wanted to help the Congress after quitting in 2017. His deep desire for reviving the Congress is because the party is the only opposition party with a pan-India presence. Congress re-invited PK to join the party but instead, he was made a member of the Empowered Action Group (EAG) that was formed to take responsibility for the 2024 elections. PK is driven by a sense of achievement and it will be an understatement to say he is ambitious. He is ambitious and that is why he has been so successful in the field. The Gandhis were eager to have PK in as nothing the party has done after 2014 has worked. Eventually PK declined to join the party as he did not want to be answerable to those who act like bureaucrats. He wanted to be answerable only to the Congress president(Sonia). The disappointment with the way the Congress has conducted itself does not mean that those holding the view are necessarily Congress supporters. Hoping the Congress revives itself to an effective opposition does not make such persons pro-Congress. Those who hope that the Congress gets its act together and present itself as a viable alternative to the BJP are those who want the country to have a strong opposition. A strong opposition is a life saver for India’s constitutional democracy. The BJP was a very effective and strong opposition to the UPA-I and UPA-II. Why PK’s plan did not materialise, despite having the backing of the Gandhis? The answer is that those who have been wielding influence over the Gandhis after the demise of Ahmed Patel, do not want to release their grip over the Gandhis no matter, even if their influence has caused an existential crisis for the party. Unlike the past when the Congress was considered a natural leader of UPA parties and strategised with an eye on the BJP-led NDA, the task before it now is more complex. Not just the BJP, it is the rise of several parties, including AAP and TMC, that threatens to capture the opposition space and push Congress further to the margins. The recent elections in five state assemblies i dashed any hopes that Congress had of making a comeback. In at least two of these five states, the BJP juggernaut cannot be said to be the sole reason for the Congress’s defeat. The AAP routed Congress in Punjab and even in Goa, where the party had got a substantial chunk of votes it fared poorly as it declined an inner pact with AAP and TMC. Sadly, for the Congress, with its electoral capacity and influence diminishing by the day, it has been relegated to existing in the collective consciousness of those who don’t agree with the BJP’s majoritarian overdrive, as an unredeemed idea only because family loyalists don’t want to relinquish being privy to the Gandhis nor do they allow anyone else to step in and try to revive its fortunes.
DailyDevotion Gracious Uncertainty
…it has not yet been revealed what we shall be… —1 John 3:2 Our natural inclination is to be so precise– trying always to forecast accurately what will happen next– that we look upon uncertainty as a bad thing. We think that we must reach some predetermined goal, but that is not the nature of the spiritual life. The nature of the spiritual life is that we are certain in our uncertainty. Consequently, we do not put down roots. Our common sense says, “Well, what if I were in that circumstance?” We cannot presume to see our-selves in any circumstance in which we have never been. Certainty is the mark of the commonsense life– gracious uncertainty is the mark of the spiritual life. To be certain of God means that we are uncertain in all our ways, not knowing what tomorrow may bring. This is generally expressed with a sigh of sadness, but it should be an expression of breathless expectation. We are uncertain of the next step, but we are certain of God. As soon as we abandon ourselves to God and do the task He has placed closest to us, He begins to fill our lives with surprises. When we become simply a promoter or a defender of a particular belief, something within us dies. That is not believing God– it is only believing our belief about Him. Jesus said, “… unless you…become as little children…” (Matthew 18:3). The spiritual life is the life of a child. We are not uncertain of God, just uncertain of what He is going to do next. If our certainty is only in our beliefs, we develop a sense of self-righteousness, become overly critical, and are limited by the view that our beliefs are complete and settled. But when we have the right relationship with God, life is full of spontaneous, joyful uncertainty and expectancy. Jesus said, “…believe also in Me” (John 14:1), not, “Believe certain things about Me”. Leave every-thing to Him and it will be gloriously and graciously uncertain how He will come in– but you can be certain that He will come. Remain faithful to Him.

NAGALAND POST, DIMAPUR SATURDAY, APRIL 30, 2022
V
Strengthening veterinary resilience
eterinarians work tirelessly to provide care to animals, and to recognise their work, World Veterinary Day is held on the last Saturday in April. This year, the day would be celebrated on April 30 under the theme “Strengthening veterinary resilience”. Resilience, bouncing back from the adversity, of veterinarians ensures their professional growth and thereby of the profession. Veterinary profession contributes towards varied sectors of a society, being largely appreciated under the ‘One Health’ initiative. Veterinarians (Vets) play an important role in food production and its safety, control of zoonotic infections, ecotourism and protection of environment. Another sector wherein Vets have a significant role is the translational research that provides basis of therapeutics in human medicine. Considering the importance of this profession, it should always be in the interest of the policy makers to promote its professionals. To commemorate the role of Vets and to focus and
pay attention to-wards their professional limitations, a day known as World Veterinary Day is being celebrated every year worldwide on the last Saturday of April. Veterinary profession is at odds in numerous perspectives and this demands resilient professionals that offer better and effective contribution without being stressed and worn-out. The studies show a decent percent (34%) of Vets with lower general resilience in Australia (Mat-thew and Co-workers, 2020) and in Canada (75%) as compared to the general population (Best and Co-Workers, 2020). However, such studies on Vets in Indian subcontinent are mostly lacking. To find the solution, it is essential to know the problem. Vets of-ten work hard comparable to that of medicos but fall short in acceptability to their level in the society. The Veterinary set-up in the Indian subcontinent is very poor and this makes their job satisfaction even more compromised. The lack of basic facilities and the appreciable and effective
manpower makes the work profile cumbersome and difficult to deliver. Besides, in the Indian subcontinent the avenues in the Veterinary profession are limited. In western countries, all these lacunas may not be applicable but their own system of long working hours, dilemmas in ethics, and above all the challenging interactions with clients and problems managing personal finances demand resilient Vet professionals. Management stressors like interpersonal conflicts and deficient clarity on individual responsibilities, besides the scheduled unspecialised roles too make it to the list of stressors. There are varied factors that affect the adaptive outcome and thereby the resilience of the professional. Amongst all, two key factors that are considered as game changers are mindfulness and self-compassion. The former factor is defined as a conscious and passive, real-time awareness and non-judgmental acceptance of an experience, including all its emotional, cognitive, and sensory components.
The latter factor is seen as the compassion directed inward and relates to how individuals perceive themselves in times of distress and suffering. Both these factors are inversely corelated to the professional depression, burnout, and anxiety (McArthur and co-workers, 2017). An Australian study on Vets shows personal resources (motivation, optimism, challenging adaptability and strength building ability) rather than the career stage, gender and region of work determines the resilience (McArthur and co-workers, 2021). Contrarily, study in Canada shows that demographic factors like clinical practice type, role within clinics and marital status has negative cor-relation with the resilience (Perret and Co-Workers, 2020). The difference in results in these studies is the lack of gold standard” tool to measure resiliency, besides the regional differences in the level of thrust and importance given to the animals and veterinary profession (Moffett and
What factors are affecting the Indian summer monsoon?
T
he Indian summer monsoon is a vast weather event that is crucial to the 1.39 billion people that live in India, as most of the rainfall (70-90%) that the country receives, is during this period, May-end to September. The amount of rainfall that India receives during the summer monsoon varies every year. Even though this variation is only about 10% above or below the predicted average, it has a huge impact on the economy of the country. This is because the livelihoods of millions of farmers in India, and the nation’s GDP rests on the amount and pattern of rainfall during the summer monsoon. Therefore, predictions of the strength of the monsoon every year by the Indian Meteorological Department (IMD) are of great importance. Ongoing research over the last 30-50 years has identified many factors that affect the Indian summer monsoon. These range from longterm, largescale global effects such as the El Niño, La Niña, Indian Ocean Dipole, and more, to more short-term and local effects such as dust clouds and even patterns of irrigation. ‘El Niño’, meaning ‘the boy child’ refers to a large-scale warming of the sea surface, along the central and east-central Pacific Ocean around the Equator. It is named in Spanish as a reference to the ‘Christ child’ as it appears around Christmas time in December, as a warm ocean cur-rent along the South American coast. The ‘La Niña’ meaning the ‘the girl child’ refers to the opposite conditions – a cooling of the sea sur-face in the areas where the El Niño occurs. The two phenomena occur cyclically to form the El Niño Southern Oscillation or the ENSO. The warming in the tropical Pacific Ocean because of El Niño weakens the southeast trade winds flowing to the intertropical convergence zone over India. Since these winds are the main driving force of the Indian summer monsoon, El Niño events are associated with weak monsoons and lower than average rainfall. The La Niña has the opposite effect to the El Niño and is responsible for stronger monsoons and above-average rainfall. Based on rainfall trends in India over 132 years, it is clear that severe droughts in India have always been in El Niño years, though the opposite is not true. The location of the El Niño event also influences its effects on the Indian monsoon – warming in the central Pacific Ocean affects the Indian monsoon more than if the warming is in the eastern Pacific Ocean. Overall, it is estimated that about 30% of the yearly variability in India’s summer monsoon rainfall is attributable to the ENSO effect – the rest of the variability rests on other factors such as the IOD (Indian Ocean Dipole), EQUINOO (Equatorial Indian Ocean Oscillation), Atlantic sea surface temperature (SST) variability, and the Mascarene High.
The Indian Ocean Dipole or IOD is caused by alternate warming and cooling in the Indian Ocean along the Equator from west to east, much like the ENSO. The Equatorial Indian Ocean Oscillation (EQUINOO) is thought to arise as an effect of the IOD and refers to increased and decreased cloud formation between the western and eastern equatorial Indian Ocean. Although the IOD was discovered only in 1999, and the EQUINOO in 2002, both have been recognised as important modulators of the Indian summer monsoon. Positive IOD and EQUINOO events are associated with more rainfall as these events increase moisture transport from the southeastern parts of the Indian Ocean. The Atlantic SST variability affects the Indian summer monsoon in the same way that the ENSO does. A warming of the surface of the Atlantic Ocean weakens the monsoon, just as cooling of the ocean’s surface has the opposite effect. The effects of this phenomenon, also known as the Atlantic Niño, on the Indian summer monsoon, is thought to be mediated through perturbations in the jet streams above India. The Mascarene High is a semi-permanent high-pressure zone in the south Indian Ocean, about 4,000 km from India, near the Mascarene Islands. The Mascarene High begins developing in mid-April and is a major factor in driving the circulation between the northern and south-ern hemispheres that powers the summer monsoon winds towards the Indian subcontinent from the Indian Ocean. Recent work published in the journal Scientific Reports in 2021 shows that the yearly variations in the Indian monsoon rainfall are affected by these large-scale factors via fluxes in incoming and outgoing moisture through surfacelevel winds. “The mechanism we have proposed provides a physical link between changes in high- and lowpressure patterns, wind circulation, and the moisture in the atmosphere. We also show that different tropical cli-mate patterns such as the ENSO, IOD, EQUINOO, etc. modulate these factors, and hence the Indian summer monsoon,” says Arindam Chakraborty, a professor from the Centre for Atmospheric and Oceanic Sciences (CAOS) at the Indian Institute of Science, Bangalore and co-author of the study. How does irrigation affect the Indian summer monsoon? One of the rather surprising local factors that affects the Indian mon-soon, is irrigation. According to a 2019 study in the journal Climate Dynamics, the trend of decreasing rainfall over the IndoGangetic plains could be due to the extensive irrigation in this area. The study finds that winter irrigation (November-March) actually strengthens the monsoon rains over the region for the following year and also reduces intra-seasonal
variations in rainfall. However, with year-round irrigation, there is a noticeable decrease in the summer monsoon rainfall (June-September). “This is likely because irrigation affects soil moisture levels and temperature simultaneously, which affects atmospheric stability. Since the irrigation is over vast tracts of land, these changes shift the moisture convergence zone to the south, during the active phase of the mon-soon,” says Chakraborty, whose team investigated this phenomenon. The link between irrigation and changes in the monsoonal rainfall pat-terns was also identified in another study in 2019 from the Department of Civil Engineering at IIT Bombay. This work shows that increased irrigation in northern India shifts monsoonal rainfall in September further towards the northwest of India, while also affecting rainfall pat-terns (increases in extreme rainfall events) in central India. Aerosols and dust are other local factors that have been shown to affect the monsoon rainfall in India. In a recent study in 2022, researchers at IIT Bhubaneswar have shown that dust transported to the Arabian sea from the MiddleEastern deserts (the Sahara and the Sinai) could in-crease rainfall in India and south Asia over short time scales of one or two weeks. In a similar study in 2014, scientists showed that dust aero-sols likely heat up the atmosphere over north Africa and west Asia, which increases the flow of moisture over India. This results in rain-fall, usually within a week of the event, over central India. “This warming induced by dust (from the Middle-Eastern deserts) over the Arabian Sea, acts as a source of energy to speed up the monsoon circulation (winds and moisture) towards the Indian region,” says V. Vinoj, a Professor at the School of Earth, Ocean and Climate Science in IIT Bhubaneswar, who was involved in both studies. “Our work al-so shows that this relationship between the dust and the Indian monsoon is stronger during drought years associated with El Niño. In addition, we find that dust induced rainfall enhancement is widespread across the whole south Asian monsoon domain, often occurring as a pulse that triggers short term increased rainfall in an otherwise dry situation. We need to begin tracking dust storms to understand how they affect the Indian monsoons, because it’s very clear that are having a critical effect on the rainfall in certain regions like central India,” he adds. Bartram, 2017). The question arises how to strengthen the ‘Resilience’ in the ‘Veterinary profession’? In general resilience can be developed and strengthened by reducing the vulnerability to the stressors and by managing the stress impact. The professional vulnerability to stressors especially in Indian subcontinent can be reduced through development of good and organised veterinary setup. This can be achieved by: a) financial stabilisation of students during the study period; b) providing the good infrastructure that fulfils norms as per the scientific background; c) utilisation of scientific personnel as per the qualifications and specialisation and their support for continued higher learning; d) keeping trained para-vet staff available in lieu with the scientific requirements; e) reducing the burden of the non-technical work. The other stressors like limited social acceptability, unemployment and being highly specialised tech-
nocrat can be neutralised through: a) development of specific characteristics including acceptance of personal limitations, remaining optimistic and learning to accept and manage uncertainties; b) mindfulness and self-compassion; c) creating and maintaining a supportive social network. Besides, these general points, specific lessons for growing unemployed vets are: focus on developing and improving the CV, making yourself voluntarily available to gain experience and establishing the mentoring relationships with respected colleagues. All the personal characteristics can be imparted if Vets/ students are exposed to such a course in their professional curriculum. This will help budding Vets to learn about the importance of building carrier resilience that can protect them against the negative impacts of workplace stressors and career setbacks. Rebirth of Nagaland It is too early for the beauty of Nagaland to deteriorate and die out. Nagaland has just begun to commence her journey with a long way ahead. It can become a colorful spot to the world with honesty of tribal cultures, churches with Christian values, quality education in schools, and loyalty and sincerity in homes and workplaces. What is the ‘strong foundation?’ It is our relationship with the Source of life. Nagaland will become different only if the people can change. Rebirth of Nagaland means ‘old life replaced with new life which is change of attitude and better human quality.’ Our land can become a clean spot in the world if we become more responsible and honest citizens and inhabitants. It is the inner change. The roadmap and basis of rejuvenation of Nagaland will certainly be Returning to God in repentance We must confess and overcome sin of spiritual complacency and hypocritical superficiality and denominational dividedness, sins caused by state political parties, factional differences, and sin of mismanagement of public affairs. In brief,
sin of mouth, heart and action. We need forgiveness from God and from each other. The need is a regenerating, melting and purging power of God that makes men and women of all profession and walk of life honest and faithful. Principle of Truth Famine of truth makes us drifting today. Truth must replace dishonesty, disloyalty, greediness, duplicity and fraud, and manipulation in our society. As a Christian, can you be honest? It is TRUTH that can make Nagaland different. Truth has no enemy. Nothing can go against it. It means speaking the truth, doing the truth, dealing with truth, and living the truth. Root treatment This concerns our children and grandchildren, and lives yet to be born. The quality of their spiritual, ethical and moral root all depend upon the kind of foundation we lay today in their fertile and correctable age (Proverbs 22:6). What must they learn in their learning process now? What are the values must they learn to build a strong future? Who are responsible to raise them up and with what tool and resources? It is so simple that they should know their Creator, purpose of their lives, and fundamental values that fasten onto them. Credit will come to you as their girders and builders. A wise nation will see vision and prepare stable foundation for its generations ahead. The Role of the Giants The giants are the Church, the State and Leaders. While the massive citizens form the body, vision with direction must come from the giants as God has appointed them to blow the trumpet of warning and also lead them to a safe landing. The giants must work together in partnership under the banner of common goal. Like a coin of two sides, in a land of Christians, the state functionary must be willing to yield and listen to the spiritual advice of the Church while the later must have spiritual authority and biblical courage to correct the state towards the imminent stability and destiny of people they lead. The Rising Giants are the youth of the land. Young people, it is too early for your beautiful land to die and be buried. It is time for you to rise with patriotic passion and peaceful revolution and restore and reform your land from sickness we suffer with. Your land needs Rebirth with the help of God. The Bible reminds us, “Blessed is the nation whose God is the Lord, the people He has chosen as His own inheritance” (Psalms 133:12). God bless Nagaland! (Concluded) Rev. Group clash over anti-Khalistan march in Patiala CJI urges CJs to send names for judgeship
eral of Police Rakesh Agarwal told reporters here that the situation was now under control. “We have called force from outside. A peace committee meeting has been called by the Deputy Commissioner,” he said, adding restoring peace in the area was the priority for police at present. Punjab Chief Minister Bhagwant Mann termed the incident unfortunate and said he was in touch with the
state police chief. “The incident of clashes in Patiala is deeply unfortunate. I have spoken to the DGP; peace has been restored in the area. We are closely monitoring the situation and will not let anyone create disturbance in the state,” Mann said in a tweet. He said Punjab’s peace and harmony are of utmost importance. Asked about the incident, IG Agarwal said the incident took place
as “some mischievous elements had spread some rumours. We have controlled the situation. We are also conducting a flag march in Patiala city”. Asked how many people have been injured in the incident, Agarwal said police are still checking it. The “Khalistan Murdabad March” was organised by “Shiv Sena (Bal Thackeray)” leader Harish Singla. The march started from
CJI N V Ramana and others at the Chief Justices’ conference in New Delhi, Friday. (PTI)
NEW DELHI, APR 29 (PTI): Chief Justice of India (CJI) N V Ramana highlighted the issue of vacancies in high courts on Friday and urged the chief justices of all the 25 high courts to send names for elevation as judges at the earliest. Inaugurating the 39th chief justices’ conference here, which is being held after a gap of six years, the CJI outlined the agenda of the meeting and said the “aim and object of today’s conference is to discuss and identify the problems that are affecting the administration of justice”. He said besides taking stock of the progress made in the implementation of the resolutions adopted six years ago at the last CJs’ conference, the meeting would address issues concerning
the judiciary, ranging from appointments of judges in high courts to strengthening network and connectivity at all court complexes across the country. “I would like to highlight the issue of vacancies. You may recall that one of my first communications to you was about the filling up of vacancies. I have also requested all of you, in our very first online interaction, to expedite the process of recommending names for elevation to high courts, with an emphasis on social diversity.... “I request the chief justices of the high courts, which are still having a number of vacancies, to forward the names for elevation at the earliest,” the CJI said in his welcome address. BJP wants to destroy country’s FIR registered by CBI into 26% HZL secularism, says Mehbooba stake sale in 2002: Centre to SC
JAMMU, APR 29 (PTI): Warning that India will have to face a “bad situation” in future if it follows the footprints of a neighbouring country to misuse religion, PDP president Mehbooba Mufti on Friday targeted the BJP for allegedly trying to destroy secularism “which is in our DNA”. She lambasted the BJP government at the Centre over inflation and unemployment in the country. “Our neighbouring country (Pakistan) was destroyed by misusing religion at that time (Independence). To date, they are bearing its brunt. They armed people with guns in the name of religion. The same is happening in our country, in

the name of religion today,” Mehbooba said. She said bulldozers are being used and people are being armed with swords in the name of religion. “You cannot provide jobs or tackle price rise or give better amenities including water and power. So the easy thing is to pit
Hindus against Muslims -- talk about loudspeakers, hijab and halal. This (type of politics) is going on in this country,” the former J and K chief minister said. The PDP leader said she feels sorry for what is going on in the country. “If we follow the same way (of Pakistan), the situation will be bad in this country in future. The country has 20 to 25 crore Muslims along with Christians and other minorities and you cannot eliminate them. They will have to live in this country only.” Targeting the BJP over the loudspeaker issue, she said it must remind that this country is based on a secular foundation and “secularism is in our DNA”.
NEW DELHI, APR 29 (PTI): The Centre on Friday informed the Supreme Court that an FIR has been registered by the CBI concerning the 26 per cent disinvestment of Hindustan Zinc Ltd (HZL) by the Union Government in 2002. A bench of Justices DY Chandrachud and Hima Kohli was informed by Solicitor General Tushar Mehta, appearing for the Centre, that the CBI has registered the FIR as directed by the top court in its verdict of last year. The bench directed the Solicitor General to file an updated status report in the case and posted the matter for further hearing post-summer vacation. On November 18, last year, two decades after the first NDA government, led by then
Prime Minister Atal Bihari Vajpayee, decided to divest stake in Hindustan Zinc Ltd (HZL) to a strategic partner - SOVL, the top court had directed the CBI to register a case to probe the alleged irregularities in the process. The top court had said that on perusal of reports and recommendations of CBI officials, it is of the considered opinion that the 2002 disinvestment in the ‘Mini-Ratna’ designated firm evinces a prima facie case for registration of a regular case. It, however, did not stall the proposed disinvestment of the government’s 29.54 per cent residual stake in the open market and said it should be done strictly in accordance with SEBI rules and regulations to
ensure that the best price is realised for the sale of the shareholding. Sterlite Opportunities and Ventures Ltd (SOVL), the majority shareholder of HZL, had stated before the court that it is not exercising its second call option under the Share Purchase Agreement. The top court had said, “There is sufficient material for registration of a regular case in relation to the 26 per cent disinvestment of HZL by the Union Government in 2002. The CBI is directed to register a regular case and proceed in accordance with law”. It had directed the CBI to periodically submit status reports of its investigation to the Court and the reports are to be submitted every quarter, or as otherwise directed by this Court.

The CJs’ conference would discuss the issue of strengthening of the IT infrastructure and connectivity at all court complexes pan India on priority. SC rescues MBBS students hit by Ukraine crisis, Covid-19... (From p-1) But due to the outbreak of COVID-19 pandemic, the clinical training for the subjects of Ophthalmology, Otorhinolaryngology and Nu-clear Medicine in the 10th Semester was done online after which they were granted. The students also cleared the screening exam which foreign degree holders have to clear before practising medicine in India but they were not given provisional registration on the ground that they pursued clinical training online which is not recognised. The Commission said that students were not eligible for provisional registration to undergo one year internship because clinical training cannot be imparted through online mode as it involved diagnosis and interactions with the patients. Though the court agreed with the submission of the Commission but granted conditional relief to the students and directed it “to frame a scheme as a one time measure within two months to allow the student and such similarly situated students who have not actually completed clinical training to undergo clinical training in India in the medical colleges”. PATIALA, APR 29 (PTI): Two people were injured when stones were hurled as two groups clashed over an “anti-Khalistan march” here on Friday. Police fired in the air to bring the situation under control. The clash took place outside the Kali Mata temple when members of an outfit that calls itself “Shiv Sena (Bal Thackeray)” began a “Khalistan Murdabad March”. Some Sikh activists, including Nihangs, took out another march against the Sena event. Near the Kali Mata temple, the two groups came face to face and hurled stones at each other. The temple gates were locked and police deployed in large numbers to prevent the situation from escalating further in the city, police said. Two people, including a policeman, were injured, in the stone-pelting, they added. A Sena leader said the outfit had planned the march as a reply to the announcement by Sikhs for Justice to mark the ‘foundation day of Khalistan” on April 29. Patiala Inspector Gen-
(From p-1) Speaking on the achievements under Prime Minister Narendra Modi’s rein, the BJP national general secretary claimed that Modi had contributed immensely towards development of the Northeast, including Nagaland, and cited improved road and rail connectivity, infrastructure development, education, farm loans, etc, as instances. He recalled that it was under the leadership of former Prime Minister Atal Bihari Vajpayee that the Union Ministry of Development of North East Region (DoNER) was introduced to look into the developmental activities of the North-eastern region. Chugh arrived here Dimapur on Friday and is expected to tour the State till May 1 during which he is scheduled to meet 12 BJP legislators and office bearers of State morchas and cells, booth level committees, shakti kendras, mandal and district committees, Intellectual Cell and Core Committee. A press communiqué issued by BJP media cell stated that Chugh’s visit was necessitated in view of the 2023 general elections and organisational matters of the State unit.
The minister was of the opinion that if reservation could be given to both men and women of backward areas, there was no reason why 33% reservation could not be given to women in ULBs. He encouraged all men to acknowledge the role of women in improving the society by allowing them to be a part of the policy-making process. Conducted by History and Political Science departments of DGC in collaboration with Internal Quality Assurance Cell (IQAC), the objective of the discussion was to provide an open forum and open platform to all stakeholders to have free discussion, clear all doubts and dispel fears and suspicions over women reservation and the myths surrounding it. It was organised in the larger context of inclusiveness, women empowerment through governance, development and upholding of democratic principles in the State. Provisions of the Nagaland Municipal Act, 2001 and 74th Amendment of the Constitution of India, which mandated reservation for women in ULBs, in conjunction with Article 371A that provided a special status to Nagaland were discussed. On the issue of taxation that came along with the Municipal Act and whether it infringed on the very essence
of Article 371 (A), Along emphasised that the money collected was not going outside the State, but would be utilised by the elected members of ULBs to develop the administrated area. And while there would be grants from the Centre, he said revenue should also come from the people. On the recent order of Supreme Court to conduct ULB elections with 33% reservation for women within six weeks, he said the State government had written to the Centre for conducting the polls after the Assembly election scheduled sometime next year. Former DGC principal Kavili Jakhalu, who was among the three panellists at the discussion, claimed that the much talked about equality in Naga society was a myth propagated since the time of British. She said Naga women did not have the right to inheritance, causing them to be economically dependent on men and wondered whether this was equality, regretted that women had not been part of any traditional political body. Clarifying that participation was not reservation, Jakhalu stressed that women should not be confused by the higher percentage of women voters as high participation of women in decision-making as the participation was effectively nil in Nagaland Legisla-

Insisting on 33% women reservation in ULBs, she commented that while there was no dearth of qualified women, the reason they were not able to participate or win elections was because of the mindset of the people and patriarchal values. Responding to the issue of taxation, Central Government Standing Committee panel lawyer, En-forcement Directorate, W Rainbow Ngullie said, as per laws, tax was mandatory. On the question if the reservation was going to impact the grassroots of the society, social activ-ist and governing board member of North East Network and Wildlife Conservation Society con-sultant Bano Haralu said the issue was being discussed because women had been left behind since long and that in villages they were still voiceless. She opined that women had no control over the State’s economy and this was the biggest factor that kept them away from politics. The panel discussion concluded with a unanimous understanding that women reservation in ULBs was necessary and its copy was also planned to be submitted to the State Government. Various organisations, including GBs, student bodies and civil society bodies, attended the discussion.

crunch, the war, and the latest outbreaks of COVID-19. Eurostat said economic growth slowed to 0.2 per cent in the first three months of the year as voluntary and government restrictions during the spread of the highly contagious omicron variant of the coronavirus joined with higher inflation to hold back demand as people made less use of in-person services. The first quarter figure was down from 0.3 per cent in the last three months of 2021. Among major European economies, Germany grew 0.2 per cent, avoiding a recession after output fell 0.3 per cent at the end of 2021. France stagnated at zero growth as government restrictions during the omicron wave hurt activity. Italy’s economy shrank 0.2 per cent as exports declined. The war, which started on February 24, more than halfway through the quarter, is likely to weigh on growth during the coming months. “Rising inflation and the fallout from the Ukraine war mean that GDP is likely to contract” in the second quarter, “while April’s further big increase in core inflation strengthens the case for a July rate hike” by the ECB, Andrew Kenningham, chief Europe economist at Capital Economics, said.

countries, including Russia. Bottlenecks in supplies of raw materials and parts have also contributed to higher prices. Governments as well as households are feeling the effects of high inflation. Germany is dropping a charge for supporting renewable energy on electric bills, saving a family of four around 300 euros (USD317) a year. Germany’s IG Metall industrial union is proposing an 8.2 per cent annual increase for the country’s steel-workers going into wage talks. Worries about even higher heating, electricity and auto fuel prices are one factor holding back European governments from deciding to halt energy imports from Russia as part of the sanctions over the Kremlin’s invasion of Ukraine. “The war in Ukraine is a major setback for the eurozone’s economic recovery,” said Tej Parikh, director in Fitch Ratings’ economics team. Inflation is also putting uncomfortable pressure on the European Central Bank to look at raising interest rates from record lows in coming months. BRUSSELS, APR 29 (AP): Inflation hit a record in April for the 19 countries that use the euro as skyrocketing fuel prices boosted by the war in Ukraine weigh on the region’s economic recovery from the coronavirus pandemic, it was reported on Friday. Annual inf lation reached 7.5 per cent for the month, topping the old record of 7.4 per cent from March, statistics agency Eurostat said on Friday. The April figure was the sixth consecutive record reported for the eurozone. Eurostat said energy prices jumped 38 per cent, an indication of how Russia’s invasion of Ukraine is affecting the eurozone’s 343 million people. The jump in European prices reflects some of the same factors that pushed US annual inflation to 8.5 per cent in March, the highest since 1981. Fears that the war may lead to an interruption of oil or gas supplies from Russia, the world’s largest oil exporter, have pushed up prices for oil and natural gas. The uncertainty comes on top of rebounding global demand during the recovery from the pandemic and a cautious approach to increasing production from oil cartel OPEC and allied

India has not yet publicly condemned the Russian attack on Ukraine and has been pressing for the resolution of the conflict through dialogue and diplomacy. Though the date of the Quad Summit has not be announced, the Japanese media has reported that it could be held on May 24. “This meeting is several weeks away, so a lot can certainly happen. And as you know, other members of Quad have also been vital partners and supporters of the Ukrainians’ effort to fight the war, including Japan,” Psaki told reporters. “I mean, Japan — just as an example — has not only provided a range of assistance, but they’ve also agreed to divert some of the LNG (Liquefied Natural Gas) resources to help Europe. Erdogan is also expected to visit Mecca for prayers at Islam’s holiest site in the final nights of Ramadan. Turkey’s diplomatic

The decision earlier this month to transfer the prosecution in Khashoggi’s slaying to Saudi Arabia removed the last stumbling block to renewed TurkeySaudi ties, in particular in Erdogan’s relationship with de-facto Saudi ruler, the crown prince.

Naftali Bennett
JERUSALEM, APR 29 (IANS): The family of Israeli Prime Minister Naftali Bennett received a death threat letter with a live bullet in a mail, the second this week, the police said. The police on Thursday said in a statement that an investigation was launched and their “Lahav 433” special unit and the internal security service Shin Bet are working in tandem on the case. Israeli state-owned
Kan TV news reported that the letter was addressed to Bennett’s 17-year-old son Yoni. The police did not say if any suspects have been arrested, Xinhua news agency reported. The first letter and bullet were sent to the workplace of the Prime Minister’s wife Gilat on Tuesday, which included threats against her and Yoni Bennett, said the police. Following the first incident, the Shin Bet said the security around Bennett and his family has been increased. The Israeli President said the threat was part of the heated political discourse in the country. “Political conflict, no matter how deep, should not reach violence, thuggery and death threats,” he wrote on Twitter, noting that “we must lower the flames of the political discourse.”

President Gotabaya Rajapaksa agreed that a national council will be appointed to name a new prime minister and Cabinet comprised of all parties in Parliament, lawmaker Maithripala Sirisena said after meeting with the president. However, Rohan Weliwita, a spokesperson for Prime Minister Mahinda Rajapaksa, said the president has not communicated any intent to remove the prime minister King of Saudi Arabia Salman bin Abdulaziz Al Saud and and a decision will be announced if such a step is taken.

KABUL, APR 29 (IANS): Factions of the fallen Afghan republic are claiming attacks on the Taliban in many provinces in what seems to be an uncoordinated spring offensive, media reports said. Those groups are tapping into vast reserves of potential guerrilla fighters from among the hundreds of thousands of Westerntrained security forces that served the former government but lost their jobs after the Taliban takeover of Afghanistan in August last year, RFE/RL reported. Turkey’s Erdogan visits Saudi Arabia to mend strained ties ISTANBUL, APR 29 (AP): Turkish President Recep Tayyip Erdogan has landed in Saudi Arabia in a major reset of relations between two regional heavyweights following the slaying of a Saudi columnist in Istanbul. The visit marks the latest in Ankara’s bridgebuilding efforts with its key regional rival. It is also Erdogan’s first visit to the kingdom since 2017, the year before the murder in Turkey of journalist Jamal Khashoggi by Saudi agents. Erdogan was greeted at the airport in the Red Sea city of Jiddah by the Mecca governor on Thursday evening. Official photos released by the Saudi Press Agency and the kingdom’s Media Ministry showed Turkey’s leader accompanied by his wife upon landing. Earlier this month, Turkey dropped the trial of 26 Saudis suspected of involvement in the killing of Khashoggi, who’d written columns critical of Saudi Crown Prince Mohammed bin Salman for The Washington Post. The move was largely seen as a gesture that paved the way for Erdogan’s trip to Saudi Arabia, where he is expected to meet with both King Salman and the crown prince. Erdogan said his talks in Jiddah will focus on ways to increase cooperation but also discuss regional and international developments. “It is in our common interest to increase our cooperation with Saudi Arabia in areas such as health, energy, food security, agricultural technologies, defense industry and finance,” Erdogan said. Erdogan noted that his two-day visit reflects “our common will to start a new
Getting a full picture of the unfolding battle in the east has been difficult because airstrikes and artillery barrages have made it extremely dangerous for reporters to move around. Both Ukraine and the Moscow-backed rebels fighting in the east also have introduced tight restrictions on reporting from the combat zone. But so far, Russia’s troops and the separatist forces appear to have made only minor gains, and Britain’s Defense Ministry said Friday that those have been achieved at significant cost to Russia’s forces. One aim of Guterres’ visit was to secure the evacuation of people from the ruined southern port city of Mariupol, including a shattered steelworks where Ukrainian defenders are holed up and hundreds of civilians are also sheltering, Previous evacuation attempts have collapsed.

Jaishankar, who is here on an official visit at the invitation of his Bhutanese counterpart Lyonpo Tandi Dorji, is Bhutan’s first high-level visitor from abroad since the onset of the COVID-19 pandemic in the country in March 2020. “Pleased to call on @ PMBhutan Lotay Tshering. the Artem defense factory in Kyiv. The attack on Kyiv came barely an hour after Zelenskyy held a news conference with Guterres, who toured some of the destruction in and around Kyiv and condemned attacks on civilians during his visit. “This says a lot about Russia’s true attitude towards global institutions, about attempts of Russian authorities to humiliate
the U.N. and everything that the organization represents,” Zelenskyy said in an overnight video address to the nation. “Therefore, it requires corresponding powerful reaction.” Kyiv Mayor Vitali Klitschko derided the attack as equivalent to Russian President Vladimir Putin showing Guterres “his middle finger.” The strikes were the boldest Russian bombardment of the capital since Moscow’s forces retreated weeks ago following their failure to take the city in what they hoped would be a lightning offensive. Instead, stiff Ukrainian resistance, bolstered by Western arms, stalled Putin’s advance and forced his troops to pull back to regroup. Some have now started to push into the country’s eastern industrial heartland of the Donbas, which Moscow now says is its focus.

We all breeze past the breakfast table once in a while. But if you do it every morning, it may raise your chances for health problems like high blood cholesterol, heart disease, and type 2 diabetes. It might even make some people more likely to smoke. But a balanced morning meal can lower those risks and give you the energy to have a great day.
Not Eating Enough
If your stomach’s still growling after a bite-sized breakfast, you may be more likely to overeat or snack on junk food later in the day -- and that could lead to extra pounds. A filling morning meal may have the opposite effect. It fires up your metabolism, which helps you burn calories throughout the day.
Wolfing It Down
When you’re in a rush to start your day, you might scarf your breakfast down in a hurry, too. Some studies link speedy eating with higher odds of obesity, but this needs more research. If you can slow down and savor each bite of breakfast, it could make you more aware of whether you’re actually hungry or not -- and that can help you avoid overeating.
Skimping on Protein
A protein-packed breakfast benefits more than your muscles. It may also help you keep your appetite in check later in the day. But that’s not a green light to load your plate with bacon and sausage. Choose leaner options that are better for your heart, like nut butters, turkey bacon, and cottage cheese, Greek yogurt, or milk. Skim and 1% milk have the least amount of fat.
Canceling Carbs

She said: “I got JHope’s number, so we be texting. “He’s a great texter, expressive. He does not leave you unread. She explained on the latest episode of the Audacy podcast: “I think that’s always why I’ve gravitated towards BTS because they remind me of myself where it’s like, self-love and this positive energy and the way they love their fans. Buying the Wrong Breakfast Bars
Check the nutrition label. The amount of added sugar, saturated fat, and sodium in a store-bought bar may surprise you. If it makes up your entire breakfast, choose ones that have whole-food ingredients, 10-14 grams of protein, and 5 grams of fiber. Remember that a bar can be a handy meal replacement when you’re in a rush, but a balanced meal to start the day is always the healthier choice.

even hours is the ideal amount of sleep for people in their middle age and upwards as a new study has found that both insufficient or excessive sleep is associated with poorer cognitive performance and mental health, including dementia. The study, published in the journal Nature Aging, indicates that one possible reason for the association between insufficient sleep and cognitive decline may be due to the disruption of slow-wave -- ‘deep’ -- sleep. Disruption to this type of sleep has been shown to have a close link with memory consolidation as well as the build-up of amyloid -- a key protein which, when it misfolds, can cause ‘tangles’ in the brain characteristic of some forms of dementia. Additionally, lack of sleep may hamper the brain’s ability to rid itself of toxins, said research-

Getting Sabotaged by Sugary Yogurt
Many commercial brands have lots of the sweet stuff -- especially kinds that come with added flavors or fruit already in it. Your best bet is to buy plain, low-fat or no-fat yogurt. Then jazz it up with your own mixers, like berries, a sprinkle of cinnamon or vanilla, or a drop of honey or agave nectar.

la on penalties at their home venue of Salt Lake Stadium. The Monotosh Chakladar-led outfit could not have asked for a better start as the young turk Sujit took a first-time effort from outside the area. In the space of five minutes, Molla made the most of a loose ball spilled by keeper Chingkhei Meitei.
Molla then took a step to the left and then back to the right before unleashing a powerful shot from just inside the box to make it 2-0 as early in the seventh minute, that also brought up his fifth goal of the competition. Bengal slowed down the pace thereafter and could have conceded a goal in the 32nd minute but their goalkeeper Priyant Kumar Singh made two excellent double saves to deny Manipur’s Lunminlen Haokip and Romen Singh. In the 66th minute, a superb move from the midfield saw Somishon Shirak get a clean through on goal with just the keeper to beat but he fluffed his shot. Bengal vir tually sealed it in the 74th minute when Orawn put in a high looping cross at the far post, but it was just too perfect and the ball nestled its way right into the top corner, dipping just at the right time. Manipur made some array of attacks afterwards but Priyant stood tall under the bar to ensure a clean sheet for them.

PUNE, APR 29 (PTI): Lucknow Super Giants pounced on the mistakes of a selfdestructing Punjab Kings to record a 20-run win in the Indian Premier League here on Friday. Kagiso Rabada struck four times as Punjab Kings upped their game in the bowling department to restrict Lucknow Super Giants to 153 for eight. It should have been a straight forward chase but Punjab fluffed to end at 133 for eight in 20 overs. Pacer Dushmantha Chameera (2/17) and Krunal Pandya (2/11) led LSG’s spirted bowling effort but they were also aided by the recklessness of the Punjab batters who struggled to convert starts, including skipper Mayank Agarwal (25), Liam Livingstone (18) and Jonny Bairstow (32). Left-arm pacer Mohsin Khan also ended with three wickets. Rishi Dhawan (21 not out) tried his best to bring back Punjab from the dead but it proved to be too much of a task. (1/18) delivered in different ways, while leg spinner Rahul Chahar chipped in with a couple of wickets. Punjab pacers were impressive in the powerplay after skipper Mayank Agarwal opted to bowl, limiting LSG to 39 with the crucial wicket of in-form K L Rahul (6). While the ever improv-
ing Arshdeep and the seasoned Sandeep got the ball to swing, it was Rabada who got rid of the opposition skipper. The South African speedster got one to straighten from good length proving it to be too good for Rahul, making it look like a proper Test match dismissal. With the first four overs only fetching 16 runs, de Kock broke the shackles for LSG by smashing his fellow countryman Rabada for successive sixes, one a straight hit that landed on the boundary rope while the other maximum came via a massive hoick over midwicket. Hooda, who struggled to rotate strike early on in his innings, got going with a straight six off Rishi Dhawan. Sandeep was brilliant in his first spell conceding only eight runs in his three overs. With LSG 67 for 1 in 10 overs, Punjab were very much in control of the game. The 11th over of Liam Livingstone went for 15 runs and it seemed LSG were finally getting into the groove but the dismissals of set batters de Kock and Hooda increased their troubles.

The Indian settled quickly into the match and raced to an 11-2 lead at the first break in the opening game. LONDON, APR 29 (AP): Cristiano Ronaldo’s fifth goal in three games salvaged a point for Manchester United in a 1-1 draw against Chelsea on Thursday that further damaged his team’s chances of a topfour finish in the Premier League. Ronaldo ran onto a ball over the Chelsea defense from Nemanja Matic and delivered a clinical finish in the 62nd minute, two minutes after Marcos Alonso gave the visitors
the lead. Reece James later curled a shot against the post for Chelsea, which dominated the first half but found United goalkeeper David de Gea in fine form. With only three games left to play in the league, United stayed in sixth place _ five points behind fourthplace Arsenal and having played two matches more than its rival for Champions League qualification. Tottenham is between the two teams, in the fifth spot, with three more points
than United and two games in hand. Chelsea consolidated third place and is six points above Arsenal. Ronaldo came into the game having scored a hat trick against Norwich and another goal against Arsenal in his previous two games. On 17 goals, Ronaldo is tied with Son Heung-min in second place in the Premier League scoring chart behind Mohamed Salah. “Not only the goal Cristiano scored but his
whole performance, his attitude at age of 37, this is not normal to do that,“ interim United manager Ralf Rangnick said. “If he plays like he did today he can still be a big help to this team.” The buildup was dominated by reports that Rangnick was considering taking over as Austria’s national team coach as well as more protests against the Glazer family’s ownership. Some protesters entered Old Trafford in the 17th minute, having missed
a minute for each of the Glazers’ 17 years in charge. “Glazers out” read a banner above the tunnel before kickoff at Old Trafford, where a mixture of De Gea’s saves and poordecision making meant Chelsea failed to turn their 11 shots into a deserved halftime lead. T h o m a s Tu c h e l ’s team finally broke the deadlock when Alonso volleyed home following Kai Havertz’s flick-on but Chelsea was unable to build on that. United defender Victor Lindelof saw a stoppagetime header denied and the highlight of the closing stages was the introduction of 17-year-old talent Alejandro Garnacho for his United debut. “One team deserved to win and that was us,“ Tuchel said. “We didn’t take it. It was a very, very good performance but we were not decisive enough. We lacked a bit of determination in the box to win the game. “It sometimes happens. It’s on us to learn from it. You need to be clinical to get the reward. We have to live with a point but it’s not a fair result.”

BENGALURU, APR 29 (PTI): India head coach Rahul Dravid on Friday inter-acted with cricketers from the Northeast and plate group at the National Cricket Academy here. Dravid, who worked extensively on the up and coming cricketers as India U-19 coach and then as the NCA chief, spent about 45 minutes with the players who are honing their skills in the camp organised under the tute-lage of world-class coaches including Ashes winning bowling coach Troy
Cooley. The training camp began on April 18 and will go on till May 12. “It was a memorable interaction for the players. The session lasted around 45 minutes,” a BCCI source told PTI. Dravid’s successor at NCA, his longtime India teammate VVS Laxman, was also part of the interaction. “Many thanks to my good friend & Team India head coach Rahul Dravid for having taken the time to speak to players from the North East & Plate group attending the NCA camp
in Bengaluru. I am sure the boys would have welcomed the chance to take a peek into Rahul’s mind,” Laxman tweeted. The BCCI has organised the camp to ensure that players from Mizoram, M a n i p u r, M e g h a l aya , Arunachal Pradesh and Sikkim get the best coaching and infrastructure to be on par with the other domestic sides. Dravid, who is based out of Bengaluru, is currently not on national duty with the IPL running till May 29.
