WC asks govt to be transparent for solution

DIMAPUR, APR 1 (NPN): Working Committee (WC) of the seven-member Naga National Political Groups (NNPGs) has slammed the political leadership of the ruling UDA coalition in Nagaland, for continuing to insist that the political issue is still under discussion with the government of India. This was stated by Co-ordinator of the WC, NNPGs Alezo Venuh, in an exclusive to Nagaland Post after the conclusion of the meeting held at the Police Complex Chümoukedima Friday between UDA’s Core Committee on Naga Political Issue with the WC of NNPGs. Alezo said that the state politicians acting as facilitators for peaceful solution, were not forthcoming about the true status of the Naga political issue. He reiterated that since all official negotiations concluded on October 31, 2019, what remained was to pursue a broad-based agreement under the prin-

ciples of both FA and AP as guidelines. He therefore felt that the state government should be transparent about the facts and inform the people accordingly so that a conducive climate is created for peaceful solution. On appeals made by various civil society organisations to both negotiating parties to come together, he maintained that WC had no issue of coming together adding “There is no condition that unity is prerequisite of the solution”. DIMAPUR, APR 1 (NPN): Reminding that one-year deadline of the written assurance from the office of the chief secretary ends on April 17, 2022, the Nagaland In-service Doctors’ Association (NIDA) Friday reiterated that it firmly stood by its decision to resort to three-day mass casual leave starting April 18 if the government failed to address its scaled down demand of 62 years superannuation for all government medical doctors. NIDA president Dr. E Phyantsuthung and general secretary Dr. Mereninla Senlem informed that following the three-day mass casual leave, all NIDA members would assemble at Kohima on April 21, 2022 for the next
course of action. NIDA, which provided list of statewise status of implementation of Central Government Policy of enhancement of retirement age for medical doctors following Prime Minister’s announcement, said that the current status and requirement of the inservice doctors in Nagaland included total sanctioned (511), in position (329) and vacancy (182). On additional requirement, NIDA said the minimum requirement of manpower in five newly created districts was 80 for district hospital and 30 for CMO establishment and 248 for two new upcoming medical colleges totalling 540 medical doctors.
NPF president revokes suspension of 7 MLAs DIMAPUR, APR 1 (NPN): NPF president Dr. Shürhozelie Liezietsu has revoked the suspension of seven NPF legislators who were suspended in April 2019. In an order dated April 1, 2022, Dr. Shürhozelie said that the suspension of the seven NPF legislators—EE Pangteang, Eshak Konyak, Kejong Chang, Toyang Chang, BS Nganlang, N. Thongwang Konyak and CL John have been revoked with immediate effect in the greater interest of the party. It may be recalled that NPF had suspended seven of its legislators from both primary and active membership for extending support to NDPP/PDA consensus MP candidate Tokheho Yepthomi in the April 11, 2019 Lok Sabha polls.

Ravi and subsequently union home minister Amit Shah had reiterated about flag and constitution. This was also stated on the floor of the house on two occasions by a minister, he said. Venuh reminded that WC had shared the “status points” of what had been agreed with the government of India to all tribal hoho leaders, GBs, intellectuals and former parliamentarians. “Our negotiated points have already been given out to the Naga people in general”, he said. On partial repeal of Armed Forces (Special)Powers Act, Venuh expressed optimism that once solution is arrived at, the Act will have to be repealed. Later after the meeting, UDA chairman T.R. Zeliang maintained that the committee was trying its best to hasten up the “peace talks” before the coming election in 2023. Zeliang further re-
quested both parties-- NSCN (I-M) and WC, NNPGs not to contradict each other but have common approach so that government of India could take final call on the Naga issue. The Core Committee is also scheduled to hold a separate meeting with NSCN (I-M) team on April 4 after which the committee will embark on the ritual of going to New Delhi to “appraise” central leaders on bringing early solution to the Naga political issue. At the meeting held at Police Complex Chümoukedima Friday, the core committee headed by chief minister Neiphiu Rio, coconvenor and UDA chairman T.R. Zeliang along with members—G. Kaito Aye, Neiba Kronu, H. Haying and Imkong L. Imchen held a free and frank discussion with the representatives/coconvenors of the WC/NNPGs-- Zhopra Vero, Isak Sumi, Jack Jimomi and coordinator Alezo Venuh. He also said that CBI’s credibility has come under deep public scrutiny with the passage of time as its actions and inactions have raised questions in some cases, and called for creating an “independent umbrella institution” to bring various investigating agencies under one roof. Delivering the 19th DP Kohli Memorial Lecture on CBI foundation Day, CJI said despite having many achievements to its credit, with some personnel making the supreme sacrifice, it is ironical that people hesitate to approach police in times of despair. the institution of police is regrettably tarnished by allegations of corruption, police excesses, lack of impartiality and close nexus with the political class. “Often, the police officers approach us with the complaint that they are being harassed after the change in the regime. Justice Ramana said the need of the hour is to reclaim social legitimacy and public trust. “The first step to gain the same is to break the nexus with the political executive…,” he said.

According to sources, the removal of AFSPA from three districts and partially in four districts was based on the recommendation given by the seven-member committee on AFSPA constituted by the Home Ministry where chief secretary, DGP Nagaland and DG Assam Rifles were members.

In a press note, PGD co-convenor Kedou Wetsah and member Imkongmeren Jamir said they filed its RTI with P&AR department on September 7, 2021 with reference to appointment of causal/fixed pay and contingency employees in the departments. Accordingly, PGD said P&AR (Personnel ‘A’ Branch) in its order dated September 20, 2021 issued the directives to all AHoDs to provide all information to PGD. However, PGD said out of 82 departments, only 35 responded to P&AR directives while 47 departments were yet to comply. While appreciating 35 departments for furnishing the required documents, PGD affirmed to continue to demand all relevant documents from those 47 departments before taking up to higher authorities.

DIMAPUR, APR 1 (NPN): Lotha Public organization (LPO) has demanded the resignation of Lotha Hoho (LH) chairman Er. Mhondamo Ovung and general secretary Abenthung Ngullie over the issue of banning of Lotha Baptist Churches Association (LBCA). LPO chairman Sulanthung Humtsoe and vice president Phyobemo Odyuo accused LH of “suppressing fundamental rights of the religion.” LPO said the “unethical organization Lotha Hoho led by Er. Mhondamo and Abenthung has sabotaged the religious field, which it termed as “snooping
of religious beliefs.” Stating that the duo has “lost all moral rights” to lead the Lotha community, LPO therefore said that Er. Mhondamo and Abenthung should step down immediately. “What has happened in LBCA is an insult to the religious outlook and particularly a black day for Lotha community,” LPO stated. LPO stated that it was not a matter concerning any individual, but the question of the safety of freedom to religion. Describing as “shameful” the practice of snooping, LPO said the duo should take responsibility and resign immediately.

Commercial LPG price hiked NEW DELHI, APR 1 (AGENCIES): State-owned oil marketing companies (OMCs) Friday have steeply hiked 19kg commercial LPG cylinder rates by Rs. 250 per cylinder. With the increase in rates, a 19kg commercial LPG cylinder will now cost Rs 2253 effective from Friday. According to ANI report, there was no increase in the prices of domestic gas cylinders. In the past two months, the price of a 19kg LPG cylinder hiked by Rs.346 per cylinder. Earlier on March 1, the rate of a 19 kg commercial cylinder was hiked by Rs 105 and on March 22 it was reduced by Rs 9. The price of domestic LPG was also increased on March 22 by Rs 50 and after the hike, a 14.2 kg non-subsidised LPG cylinder now costs Rs 949.50 in Delhi. Meanwhile, there was no change in the price of petrol and diesel on Friday. Prior to the second pause in 11 days, auto fuel rates had gone up by Rs 6.40 per litre.

Jet fuel prices on Friday were hiked by 2%- the seventh straight increase this year- to an all-time high, reflecting a surge in global energy prices. Aviation turbine fuel (ATF)- the fuel that helps aeroplanes fly- was hiked by Rs 2,258.54 per kilolitre to Rs 1,12,924.83 per kl in the national capital, according to a price notification by stateowned fuel retailers.

GPRN/NSCN reacts to NSCN (I-M) Lotha region DIMAPUR: GPRN/ NSCN Friday reacted to the “recent persistent and provocative act” of the Lotha region’s cadres of NSCN (I-M), which it said called into question the “motive and intention which cannot be simply construed as some sporadic exception.” GPRN/NSCN through its MIP stated that it restrained to respond to the “niggling acts” of NSCN (I-M) Lotha region considering people’s call for peace and brotherhood and conducive atmosphere. However, it stated that on March 23, 2022 at around 4:30pm, its secretary along with three of his staff were nabbed by Lotha region cadres of NSCN (I-
M) from Yanmhon village area under Bhandari on the allegation of “interfering in their financial jurisdiction.” MIP said that with the “Samaritan intervention” of the Yanmhon Area Lotha Hoho and village council, the four GPRN members were, however, released in later hours only. Further, MIP stated that on March 30, 2022 at around 8:40pm, its Khapur, Wobenthung, was taken away from his home without any reason and released on March 31, 2022 only after “torturing him in a most inhumane way” the whole night at their office at veterinary colony, Wokha town. Lekie Mtei Nko bans hunting
DIMAPUR: Lekie Mtei Nko (LMN), apex body organisation of Peletkie/ Lekie village under Peren district has announced its decision to ban hunting in its jurisdiction, w.e.f., April 1-September 30, 2022. In a press release, LMN chairman Hiarutlang Kenn and general secretary, Iraklung Ramila said the decision was taken at the general body meeting held on March 19 at Peletkie village. LMN said this was necessitated in view of the rampant hunting and also to preserve and protect fauna in its jurisdiction. The organisation said it imposed the ban in the entire Peletkie jurisdiction including Deukwaram village and Lekieram village. In this regard, LMN has warned that villagers
or outsiders found hunting or violating the standing resolution would be “dealt with stringent action.” It informed that anyone found carrying killed animal(s) would be penalised with a fine of Rs. 10,000 and anyone found with hunting gun would be penalised with a fine of Rs. 5,000 and those found with air gun would be fined Rs. 2,000. LMN also resolved that anyone reporting the violators to the responsible authority would be shared “50 percent of the fine imposed upon the defaulter/s.” Further, it stated that in case of any emergency, concerned person living in the village or outside the village should take necessary permissions from the responsible village council chairman.

DAPCU organises awareness campaigns in Dimapur, Phek DIMAPUR: The third phase of New India @75 awa r e n e s s c a m p a i g n , spearheaded by District AIDS Prevention & Control Unit (DAPCU) and district tuberculosis officer, Dimapur conducted awareness campaigns on HIV, TB, and blood donation at various schools and colleges within Dimapur district. According to a DIPR report, six schools and seven colleges were covered under the third phase of the awareness campaign. The campaign also included competitions on HIV, TB and blood donation for the schools and colleges. Under the school category, the competition was on paint your thought (face painting/ mask painting) and voice your thought (spoken word competition), and at the college level the competition was on publicize your thought (poster making) and film your thought (short video/ documentary. Rain gauge, soil moisture sensor equipment installed at several locations DIMAPUR: With an aim to revive springs and to mitigate the issues of water scarcity in Kiphire district, National Institute of Technology (NIT) Nagaland organised a workshop on “sensitising and developing a cadre of para-hydrogeologist on springshed management” at Longthonger village under Kiphire district on March 26 as part of the National Mission on Himalayan Studies (NMHS) sponsored project, “Spring Rejuvenation for water security in Himalaya”. As per the norms, intake of students was 540, however, the present enrolment in Lewoza is less than 50% due to lack of awareness from the parents, he informed.

DIMAPUR: With an aim to promote good health and create an awareness on preventing severe illnesses, Indian Social Responsibility Network (ISRN), the sub awardee of Momentum Routine Immunisation Transformation and Equity (MRITE) conducted a health camp at Peletkie village under Peren district on March 29. In a press release, MRITE communication officer, Roseline informed that during a short programme, VCCM (UNDP), Dr. Chapkekilakbo Dailiam spoke on the importance of getting vaccinated and the benefits of vaccination. He said vaccines decreased severity of illness due to COVID-19 and reduced chances of hospitalisation. Dr. Chapkekilakbo also said that it was the most effective tool to prevent the spread of COVID-19 infection and in order to contain the COVID-19 pandemic, it was important for all ages to get vaccinated.

DIMAPUR: Angami Student’s Union (ASU) has issued a “code of conduct” for students to be followed after observing that various “detrimental activities” were “blatantly committed by students both outside and inside in many institutions”. In a press statement, ASU vice president, Kevilelhou Zumu and education secretary, Thepfurüya Theünuo stated that it would conduct checking on students in uniform roaming during class hours and cautioned that if found in alcohol joints, cyber cafes or any other places, students would be penalised along with the owners. IMPHAL, APR 1: Irom Chanu Sharmila, known as the “Iron Lady of Manipur” for her epic struggle against Armed Forces (Special Powers) Act, 1958 (AFSPA), said she is not satisfied with the removal of AFSPA Act only from a few specific areas. She had fasted for 14 years pressing for repeal of the Act and refused to end her struggle even after the then Congress government removed the Act from Imphal Municipal Corporation (IMC) in August 2004. The Centre, on Thursday, removed AFSPA from specific areas in Assam, Manipur and Nagaland. For Manipur, the Act was removed from nine more police stations spread across six districts with effect from today (April 1), in addition to six police stations under the jurisdiction of IMC that covers parts of twin capital districts Imphal West and Imphal East. In telephonic interviews with local TV cable networks today, Irom said that removing the Act from
G U WA H AT I , A P R 1 (PTI): A day after the Central government announced withdrawal of the Armed Forces (Special Powers) Act (AFSPA) from 60 per cent of Assam’s territory, Chief Minister Himanta Biswa Sarma on Friday said the onus is now on the people of the state to ensure peace so that the legislation is not imposed once again. He also appealed to militant outfits such as ULFA(I), which are yet to return to the mainstream, to come forward for talks to ensure that there is lasting peace in the state. Making a statement in the Assembly on the partial repeal of AFSPA, Sarma said, “In view of improved security scenario and law and order, the government of India has decided to withdraw the operation of the Act from 23 districts and one subdivision of the state with effect from April 1.” The AFSPA will remain in force in nine districts and one subdivision, he added. He thanked Prime Minister Narendra Modi and Union Home Minister Amit Shah for this decision,

would welcome it if the government invited her for a talk on the matter. “And I will take it (invitation) as a step towards repeal of the Act from the entire northeast region of the country. I will be satisfied only when the Act is removed completely,” she said. It may be mentioned that chief minister N Biren Singh while announcing the lifting of disturbed area status from the jurisdiction of nine more police stations of the state Thursday evening, said that the state government would like to honour Sharmila. He said, “Sharmila deserves to be honoured. Government will definitely invite her to come. We would like to honour her.” The chief minister had credited the reduction of AFSPA coverage areas in the state to people of the state particularly womenfolk, civil society organizations and individuals like Irom Sharmila who were at the forefront demanding the withdrawal of the Act from the state. On the other hand, Extrajudicial Execution
Victim Families’ Association, Manipur (EEVFAM) and Human Rights Alert (HRA) warmly welcomed the revocation of the “distributed area” status under the Armed Forces (Special Powers) Act, 1958 (AFSPA) from various parts of Assam, Nagaland and Manipur by the government. “This a step in the right direction,” the two right bodies stated in a joint press statement on Friday. The release recalled that EEVFAM and HRA petitioned the Supreme Court¹ seeking justice for 1,528 documented victims of extrajudicial executions carried out from 1979 to 2012 in Manipur under the shadow of AFSPA. A Special Investigation Team (SIT) of the Central Bureau of Investigation (CBI) was directed to investigate cases where there is already an earlier prima facie finding. The CBI registered 39 FIRs. Out of this, 30 final reports have been submitted to the respective Chief Judicial Magistrates (CJMs) in Manipur. When the alleged perpetrators are police
personnel, the Manipur government has granted prosecution sanction under section 197 of Criminal Procedure Code (CrPC) and the trials are on. However, when the perpetrators are personnel of the armed forces of the Union government, the Union home ministry passed orders denying prosecution sanctions under section 6 of AFSPA. Six such cases have been submitted to the CJM so far, it added. Raising the issue during the Zero Hour in the House, Chhetri said the Centre has told the Supreme Court that states can consider granting Hindus the minority status if the community is not in a majority within their jurisdiction. If Hindus are in minority in a particular state they should be able to establish and administer educational institution of their choice in keeping with the rights granted to the minority by the Constitution as per the Centre, she said. “I humbly urge the August House to draw the kind attention of the Home Minister to urgently direct the Meghalaya government to grant minority status to Hindus via a notification as per Article 29 and 30 of the Constitution of India,” Chhetri said.

Ukraine crisis: Modi conveys to Lavrov India’s readiness to contribute to peace
NEW DELHI, APR 1 (PTI): Prime Minister Narendra Modi on Friday conveyed to Russian Foreign Minister Sergey Lavrov that India stands ready to contribute in any way to the peace efforts to resolve the conflict in Ukraine and called for early cessation of violence in that country. The prime minister communicated this when Lavrov called on him after holding wide-ranging talks with External Affairs Minister S Jaishankar, a day after arriving in India on a two-day visit. Ahead of his meeting with Modi, Lavrov said at a media briefing that India, with its “just and rational” approach towards international problems, can support the peace efforts if it chooses to play such a role. He also said that no pressure can affect Russia’s partnership with India and that his talks with Jaishankar reflected the depth of the special and privileged strategic partnership between the two sides. “Foreign Minister Lavrov briefed the prime minister on the situation in Ukraine, including the ongoing peace negotiations,” the Prime Minister’s Office (PMO) said in a statement. “The prime minister

If supply is available at a discount, why shouldn’t I buy it?” In the meantime, Jaishankar said said that Europe has bought 15 per cent more oil and gas from Russia than it did the month before. The minsiter made this statement in the presence of British Foreign Secretary Elizabeth Truss. “I think it’s natural for countries to go out into the market and look for what are the good deals for their people,” Jaishankar said. “If we wait for two or three months and actually look at who are the big buyers of Russian gas and oil, I suspect the list won’t be very different from what it used to be,” he added.

In the recently held biennial polls for 13 RS seats across six states, the BJP lost its solitary seat from Punjab but gained one each from the three northeastern states and Himachal Pradesh where all five outgoing members were from opposition parties. or Nagas in Nagaland, the Armed Forces(Special) Powers Act 1958 embodied everything that is wrong with Indian laws as the Act provided legality to the armed forces to commit heinous crimes against the people in the name of maintenance of internal security. The Act has been around 64 years after it was first imposed in the erstwhile Naga Hills Tuensang Area on September 11,1958. The cries for repeal of the Act in Nagaland and also Manipur, came from the most unexpected quarter when the Modi government had to change track after the Oting massacre on December 4 and 5. On two days, the elite Special Forces of the 21 Paras shocked the world when the unit gunned down 14 innocent coal miners without rhyme or reason but on mere suspicions that the ill fated open pick up truck was carrying “dangerous militants. It was enough ground for the Modi government to take a serious look at the seemingly innocuous “botched up operations” that had the fingerprint of repressions which made the otherwise highly trained special unit of the 21 Paras to do what they did as in the line of duty. The total lifting of the Act from three districts- Tuensang, Shamator and Tseminyu)and partially from Kohima, Wokha, Longleng and Mokokchung is not enough but still it came with a price that the victims of Oting massacre paid. Under the cover of the Act, countless atrocities were committed on the helpless civilians by the various police forces of various states and armed forces. India did not know nor was there any attempt even by the national media, to know about the plight of the people in the erstwhile NHTA under Assam. The Act had been imposed so easily and without sufficient grounds even when the situation was more peaceful than Naxalite infested states across the nation. There had been numerous petitions filed by human rights activists in the apex court to address the issue of gross abuse of human rights by armed forces in Nagaland. Sometime in the late eighties and subsequently, the nineties, the abuses were getting some attention in the media through the efforts of human rights activists. Mizoram was placed under AFSPA in 1967 and after the signing of the Mizo Accord , AFSPA was lifted from the state in 1986 and though not implemented it was “sleeping.” After the series of inhuman atrocities across the north east which were ‘facilitated’ by the AFSPA and its draconian clauses including shielding of those offenders from civil courts unless the centre gave assent; the debates across media then led to a chorus of demands for either its repeal or review. It was in 2004 that the then UPA government constituted the Justice Jeevan Reddy Commission to recommended repealing AFSPA as “the Act is a symbol of hate, oppression, and instrument of high-handedness”. The Commission had submitted its report on June 6, 2005 but neither the UPA-I and later UPA-II did anything . It was only after 10 years, that the next NDA government under prime minister Narendra Modi rejected the recommendation made by Justice Jeevan Reddy Commission to repeal the AFSPA. Today, the same government has done something long over due for justice. Hopefully, solution will cause the Act to be totally lifted and Nagas can at last feel it is the end of the bitter past and beginning of a better future.

Are we living in such a relationship with others that we do the work of intercession as a result of being the children of God who are taught by His Spirit? We should take a look at our current circumstances. Do crises which affect us or others in our home, business, country, or elsewhere, seem to be crushing in on us? Are we being pushed out of the presence of God and left with no time for worship? If so, we must put a stop to such distractions and get into such a living relationship with God that our relationship with others is maintained through the work of intercession, where God works His miracles. Beware of getting ahead of God by your very desire to do His will. We run ahead of Him in a thousand and one activities, becoming so burdened with people and problems that we don’t worship God, and we fail to intercede. If a burden and its resulting pressure come upon us while we are not in an attitude of worship, it will only produce a hardness toward God and despair in our own souls. God continually introduces us to people in whom we have no interest, and unless we are worshiping God the natural tendency is to be heartless toward them. We give them a quick verse of Scripture, like jabbing them with a spear, or leave them with a hurried, uncaring word of counsel before we go. A heartless Christian must be a terrible grief to our Lord. Are our lives in the proper place so that we may participate in the intercession of our Lord and the Holy Spirit?

Let us ensure inclusive AFSPA repeal in Nagaland: Good or Bad F quality education for all W e have heard the term autism and it is a challenge for many who have autism or autism spectrum disorder which constitutes a diverse group of conditions related to development of the brain. It is a lifelong neurological condition that manifests during early childhood, irrespective of gender, race or socio-economic status. The term Autism Spectrum refers to a range of characteristics. We should know that globally about one in 100 children has autism. Though it is a challenge, evidence-based psychosocial interventions can improve communication and social skills, with a positive impact on the well-being and quality of life of both autistic people and their caregivers. There is no doubt that over the past decade, major progress has been made towards increasing access to education generally, as well as for persons with autism specifically. The recent pandemic has brought more challenges as schools were closed which impacted students all over the world. Many students with autism have been especially hard hit and studies show that they have been disproportionately affected by disruptions to routines, as well as services and supports that they rely on. hocolate ingestion is very common in dogs. Pets may be exposed to a wide variety of chocolate and cocoa based products including candies, cakes, cookies, brownies, chocolate chips etc. It may be compelling to know that ‘man’s best friend’ may be at risk from one of our favourite treats- chocolates. You may be unaware that chocolate is potentially toxic to dogs. The same is true for cats too! Although most cats will not eat it on their own as they are attached to their unique dietary habits, they can be coaxed to consume it by their owners. In contrast, dogs are indiscriminate in their eating habits particularly due to their curious nature and will readily ingest any potential harmful foodstuff. Thus dogs are far more commonly affected than cats. It is very likely that the high fat or high milk content of some chocolates makes it irresistible to pets. Not surprisingly, reports from around the globe suggests that most accidental chocolate exposure in pets peaks around the festive seasons when chocolate becomes more accessible within the home. Chocolates and chocolate based products also contain artificial sweeteners mainly xylitol which is equally dangerous for pets. Feeding human foodstuff to pets may prove dangerous for their health mainly because of the differences in the metabolism of animal species. The specific targets for SDG 4 refer to the need to ensure “equal access to all levels of education and vocational training” for persons with disabilities and building and upgrading education facilities that are disability sensitive and that provide “inclusive and effective learning environments for all.” Throughout its history, the United Nations family has celebrated diversity and promoted the rights and well-being of persons with disabilities, including learning differences and developmental disabilities. In 2008, the Convention on the Rights of Persons with Disabilities entered into force, reaffirming the fundamental principle of universal human rights for all. The United Nations General Assembly unanimously declared 2 April as World Autism Awareness Day (A/RES/62/139) to highlight the need to help improve the quality of life of those with autism so they can lead full and meaningful lives as an integral part of society. This year‘s observance will address inclusive education in the context of SDG 4 - the promise and reality - through a virtual event that will include a moderated panel discussion, along with brief presentations by self-
advocates, educators and other experts. António Guterres, the Secretary General of the United Nations in his messages said that “the solution lies in more community-based support systems for persons with autism. We must also establish inclusive education systems and training programmes that enable students with autism to access the educational path of their choice. And we must make technology solutions available for persons with autism to live independently in their communities. Active consultation with persons with disabilities and their representative organizations should be at the centre of these efforts.” “On this World Autism Awareness Day, let us reaffirm our commitment to an inclusive, equitable and sustainable world for persons with autism,” , he further said . Early intervention and constant care would help children with autism. All of us must take action to ensure that no one is left behind when it comes to education and more importantly quality education for the person having challenges due to autism. ollowing the Oting massacre of Dec. 4, 2021, all the 60 members of the 13th legislative assembly comprising of NDPP, BJP, NPF and independents, at a one-day special session, had unanimously resolved to urge upon the Centre to repeal AFSPA in Nagaland. Such a unanimous resolution is not something that can be or should be ignored. The elected legislatures represent the entire state of Nagaland and the constitution gives them the power to adopt resolution that is in line with their constitutional duties. AFSPA has been criticised and condemned by one and all as a draconian law which must be repealed by all the Nagas. The human rights watchdog of the nation, the NHRC, however, has a different view of AFSPA. The Commission had said that it was not competent to term the controversial AFSPA as unlawful since an Act can be challenged before the court of law only if it violates the basic structure of the constitution, and if the legislature was not competent to frame a law. And since AFSPA does not fall under these two criteria, it is therefore upto the Central Government to impose or remove AFSPA as it deems fit according to the law and order situation of a particular state or area within the country. Union Home Minister, Amit Shah, had clearly spelt out that AFSPA could be removed but the state should own responsibility for the consequences after the removal of the Act. He had said that if the Act was withdrawn, Nagaland Police should operate in place of central armed forces. The union home minister made it clear when he said that in the event of continued existence of
insurgency and recruitment of cadres, AFSPA will be reimposed. The question now is whether repeal of AFSPA will immediately or hasten or likely bring solution to the Naga political issue or will it be counterproductive to an early settlement of Naga political issue? It can well become a case of putting the cart before the horse because AFSPA, in all probability, will automatically be nullified and infructuous if the political solution is resolved. Now, with the repeal of AFSPA, the onus for maintaining law and order to ensure that AFSPA does not make a comeback will rest solely on the state government. This can only be by tightening the law and order machinery in the state, and which means stopping some extra-constitutional entities in the guise of exposing Naga national cause from queering the pitch for the people yearning for solution. Instead of solution, AFSPA can make a return if the current trend of imposing multiple taxation by so many groups and syndication of market continues. The growing practice of rampant multiple unabated and illegal taxation which all constitute as extortion has multiplied the miseries of the people and has practically put the brakes on economic development. The state government knows about what is going on for all these decades The repeal of AFSPA is a doubleedged sword which instead of doing good for the people in the collective yearning for solution could very well relegate solution to the backburner with the effort to prevent AFSPA from making a comeback taking the centre stage. Chocolate intoxication in pets
cacao. This plant contains phytochemical alkaloids namely- theobromine and caffeine which are grouped under the Methylxanthines. In most chocolate compounds, theobromine is the predominant toxic component and caffeine is present in much lower concentration. All types of chocolate are considered to be toxic to pets, however severity of signs will depend on methylxanthine content of each product. Theobromine is present in all kinds of chocolate, even white chocolate. In par ticular, dark chocolate is the most toxic, milk chocolate is less toxic whereas white chocolate must be consumed in extremely large quantities to cause serious problems. Unsweetened baking chocolate and cocoa powder usually contains more than 14 mg theobromine per gram. Semi sweet dark chocolate and milk chocolate often contains around 5 mg and 2 mg of theobromine per gram of chocolate, respectively. In terms of chocolate toxicity, it is a matter of size of the dog not the breed since no specific breed of dog is more at risk than others. All dogs are susceptible to accidental poisoning by chocolate but the smaller the size of the dog, the more susceptible to toxicity although the toxic dose may also vary depending on the factors such as the amount and the type of chocolate ingested, stomach content and general health condition of the animal. It will not take much chocolate to
make small dog breeds like Chihuahuas, Maltese and Yorkshire severely sick. Both theobromine and caffeine are readily absorbed from the gastro intestinal tract and are widely distributed throughout the body. They are metabolised in the liver and undergo enterohepatic recycling and then excreted in the urine. Humans can easily metabolise and excrete methylxanthines from the body however, in dogs the absorption and metabolism is slow. In dogs, caffeine is absorbed rapidly after ingestion while theobromine is absorbed 10 times slower. The half life of theobromine in human is 2-3 hrs while that in dogs is about 18 hrs. Although the concentration of theobromine in chocolate is 3-10 times that of caffeine, both constituents contribute to the clinical syndrome seen in toxicosis. Methylxanthines can cross the placenta and can also pass into milk so unborn or nursing infants can be adversely affected by chocolate toxicosis of the mother. Theobromine primarily affects the central nervous system (CNS), cardiovascular system, respiratory system as well as has diuretic effects. Methylxanthines blocks the adenosine receptors which is involved in slowing down of neural activity and inducing sleep. This blockade of cellular adenosine receptors is attributed to cause most signs seen in animals with toxicosis such as CNS stimulation, dieresis (increase urine production) and tachy-
cardia (rapid heartbeat). Methylxanthines also inhibit cellular calcium reuptake increasing the free calcium concentration thus enhancing cardiac and skeletal muscle contractility. Their effects are also exerted by inhibition of the phosphodiesterase enzyme and competing for benzodiazepine receptors within the CNS. Initial clinical signs usually appear within 2-4 hrs of ingestion but since theobromine is metabolised slowly in dog, it can sometimes take as long as 24 hrs to appear. Signs include-restlessness, polydipsia (excessive thirst), bloating, urinary incontinence, vomiting which may be mixed with blood and perhaps diarrhoea. Dogs can be in an excited state with excessive panting and show marked increase in body temperature and heart rate. As intoxication progresses cardiac arrythmias (irregular heartbeat), ataxia (loss of control of body movements), muscle twitching, seizure, hypertension and coma may be observed. Death generally occurs from cardiac arrythmia or respiratory failure. Most cases reported due to accidental exposure commonly showed signs of vomiting, increased heart rate with neurological signs like anxiety and restlessness in dogs. According to data reports, mild clinical signs appear in dogs after ingesting 20 mg/kg of methylxanthines, while severe clinical signs are observed at 40-50 mg/kg and seizures occur
at 60 mg/kg. Since many chocolate products have high fat content, pancreatitis may also be a potential consequence 24-72 hrs after ingestion. There is no specific antidote to this toxicity. Supportive treatment with prompt and appropriate emesis or gastric decontamination, rehydration and control of CNS stimulation and cardiac arrythmias remains the mainstay. Hyperthermia due to excessive muscle activity generally resolves once the CNS signs are controlled, although additional cooling may be required. In case the pet ingests wrapped candy, the effects of methylxanthines may be delayed by several hours or days. In severe cases, clinical signs may persist for upto 72 hrs because of the long half life of theobromine in dogs. Recovery can occur within 24 hours but may also take longer upto 3 days. Most dogs fully recover but the prognosis is more guarded for those animals admitted with severe neurological signs. Pets with previous history of seizures or arrhythmias are more at risk of sudden death after accidental exposure. Chocolate intoxication is often reported to be acute in nature in dogs. The factors contributing to such accidental poisoning may largely be due to their indiscriminate eating habits, readily available source of chocolates in the household and lack of awareness among the owners of the serious threat to pets that can be posed by
these products. Children may often sneak chocolate or cocoa based products to pets which could also aggravate chances of accidental exposure. Domestic animals such as pigs, horses and chicken are also sensitive to theobromine. Deaths have been reported in livestock fed with cocoa by products and cocoa bean hulls. While often chocolate fed to or ingested by pets may not seem to be at toxic levels but it is always better to consult a veterinarian quickly. After ingestion of a potentially toxic food, it is necessary to admit the animal to a veterinary clinic/ hospital as early as possible since such cases often require immediate general decontamination measures as well as specific treatment. The owner should be prepared to quantify the amount ingested, the type of chocolate ingested and preferably give the information on the chocolate packaging. Most of the food associated toxicosis occurs because the owners are unaware of their toxicity potential therefore appropriate awareness of companion animal owners is critical and can largely contribute to prevention of accidental poisoning in pets. Why such a shortage of skilled hands in IT?
he last two years were difficult for employment as well as for corporate companies. Companies’ offices were either closed or partially opened during the lockdown period, while most employees worked from their homes. Now that everything is in place, the work environment has also started to change. While qualified employees are changing jobs in search of better pay and working conditions, there is a shortage of skilled workers. According to a recent survey, 88 percent of IT firms are facing a shortage of qualified employees and a lot of difficulty in retaining them. A survey by a startup called Scalar revealed that 56 percent
of IT companies feel that their industry is short of skilled and experienced hands. In the last few months, the annual rate of quitting from the IT sector has increased to 30 percent. Due to the increasing use of digital technology, the demand for IT professionals is increasing in the Indian markets. Employment opportunities are being created in technology, healthcare, e-commerce and manufacturing sectors. The job opportunities in the field of IT are much more than one can imagine. The way experienced and qualified professionals are in demand in the IT sector, qualified candidates are not much in supply. To prevent employees from
leaving their jobs, many companies have made up their mind to increase the salary and allowances of their qualified workers by up to 30 percent. According to a survey, 60 percent of the companies in the country are working on the plan to recruit new employees between the first quarter of the new financial year i.e. between April and June. A similar proportion is for companies that intend to increase their salaries to retain their qualified employees. The percentage of such companies is also around 60. One may ask, what happened that there was a sudden shortage of skilled workers in the IT sector? Actually, this is hap-
pening due to the rapid pace of progress in this industry. Startups are growing fast in the country, because the government is promoting startups and the number of unicorns has also increased. Due to these reasons there is a shortage of skilled workers. Preparations are underway to make India the world’s largest startup hub. At present, India is the third largest country in the world in this regard. Commerce & Industry Minister Piyush Goyal said in Abu Dhabi that India aims to develop the world’s first largest startup ecosystem. For this, emphasis is being laid on synergy of investors and budding entrepreneurs. India is a country of 440 million youth. Such a huge young population
does not exist in any other country. These include those who are born between 1981 and 1996. In US lingo, they are called Millennials. There is a need to make technical education accessible for them. Meanwhile, the process of issuing advertisements for recruitment to 20,000 government posts in Punjab is in the final stages. The Aam Aadmi Party government took this big decision as soon as it came to power, which is being praised. The number of unemployed in the state increases by more than one lakh every year. CHANDIGARH, APR 1 (PTI): The Punjab Assembly on Friday passed a resolution seeking immediate transfer of Chandigarh to the state, with CM Bhagwant Mann accusing the Centre of trying to upset the balance in the administration of the Union Territory and other common assets. The resolution was moved by Mann, whose Aam Aadmi Party (AAP) recently stormed to power in the state. It was passed by the House in the absence of the two BJP MLAs, who had staged a walkout. More than one top leaders of the JD(U) came out with the clarification a day after the rumour mill had a field day interpreting an off-the-cuff remark by Kumar during an informal interaction with journalists. The Income Tax returns forms 1-5 have been notified by the Central Board of Direct Taxes (CBDT). ITR Form 1 (Sahaj) and ITR Form 4 (Sugam) are simpler forms that cater to a large number of small and medium taxpayers. Sahaj can be filed by an individual having income up to Rs 50 lakh and who receives income from salary, one house property and other sources (interest, etc). ITR-4 can be filed by individuals, HUFs and firms with total income up to Rs 50 lakh and having income from business and profession.

On a year-on-year basis, the GST revenue for last month was 15 per cent higher than the collections during the same month last year, and 46 per cent higher than the GST revenues in March 2020. “The gross GST revenue collected in the month of March 2022 is Rs 1,42,095 crore of which CGST is Rs 25,830 crore, SGST is Rs 32,378 crore, IGST is Rs 74,470 crore (including Rs 39,131 crore collected on import of goods) and cess is Rs 9,417 crore (including Rs 981 crore collected on import of goods),” the Finance Ministry said. “The government has settled Rs 29,816 crore to CGST and Rs 25,032 crore to SGST from IGST as regular settlement. In addition, the Centre has also settled Rs 20,000 crore of IGST on ad-hoc basis in the ratio of 50:50 between Centre and States or UTs in this month.”

SEOUL, APR 1 (AP): Two South Korean air force planes collided in mid-air during training on Friday and crashed into a mountain in the southeastern city of Sacheon, killing three people and injuring one, emergency officials said. The officials, speaking on condition of anonymity citing department rules, said they did not receive any reports of civilian casualties or damage on the ground. Three helicopters, 20 vehicles and dozens of emergency workers were dispatched to the scene, officials said.

Thousands of protesters gathered outside Rajapaksa’s residence on Thursday night, urging him to resolve the ongoing crisis as Sri Lanka faced a 13-hour power cut earlier in the day as a result of the ongoing fuel shortage, reports Xinhua news agency. Witnesses said the president was not in his residence when the protest erupted. Security was heightened outside the President’s house and later the protest became violent when participants pelted stones at the army personnel and broke down a barricade. Police fired water cannons and tear gas. Local media said dozens of people including police officers, who were injured during the protest, were sent to hospitals. As protesters refused to disperse in the early hours of Friday, police declared a curfew in Colombo North, Colombo South, Colombo Central and Nugegoda Police Divisions.
KYIV, APR 1 (AP): Russian troops left the heavily contaminated Chernobyl nuclear site early on Friday after returning control to the Ukrainians, authorities said, as eastern parts of the country braced for renewed attacks and Russians blocked another aid mission to the besieged port city of Mariupol. Ukraine’s state power company, Energoatom, said the pullout at Chernobyl came after soldiers received “significant doses” of radiation from digging trenches in the forest in the exclusion zone around the closed plant. But there was no independent confirmation of that. In what would be the first attack of its kind, if confirmed, the governor of the Russian border region of Belgorod accused Ukraine of flying helicopter gunships into Russian territory early Friday morning and striking an oil depot. While interacting with the media, Singh red-flagged that if China breaches Line of Actual Control, Russia will not help. He said that Moscow and Beijing are now in a “no limits partnership”. The US does not want to see a rapid acceleration in India’s imports from Russia of energy and other commodities prohibited by global sanctions regimes. idharth Malhotra-led “Shershaah” is leading the nominations FOR the upcoming International Indian Film Academy (IIFA) Awards, including best director, story and best actors. The IIFA Awards on Friday revealed the nominations for popular categories for its 22nd edition, to be held at Yas Island, Abu Dhabi on May 20 and 21. “Shershaah”, a biopic on Captain Vikram Batra, who was martyred while fighting for the country during the 1999 Kargil War, bagged 12 nominations, including best director for Vishnuvardhan, best story (original) for Sandeep Shrivastava. Featuring Sidharth Malhotra and Kiara Advani, the film also received nods in best lyrics, best music direction and best playback singers in male and female categories. Khelo India University Games logo launched BENGALURU, APR 1 (IANS): The new logo, jersey, mascot and anthem for the Khelo India University Games (KIUG) 2021 were launched at the Sree Kanteerava Stadium, here on Friday. KIUG 2021, which is the second edition of the meet, will be hosted by the Jain University in Bengaluru from April 24 to May 3. It was postponed last year due to the Covid-19 pandemic. The logo of the event features the iconic Vidhana Soudha building -- the Legislative House in Bengaluru -with two elephants on either side. The mascot of Khelo India University Games 2021 is also an elephant, named Veera. German league suffers huge losses due to pandemic
FRANKFURT, APR 1 (IANS): German football league -- Bundesliga and Bundesliga 2 -- has suffered losses to the tune of more than one billion euros since the beginning of the Covid-19 pandemic, the 2022 DFL (Deutsche Football Liga) Economic Report said on Friday. It said that the total revenue of the league had fallen to Euro 4.05 billion in the 2020/21 season even as the clubs were paying Euro 1.3 billion in taxes and duties overall. The report added that the number of employees in the two leagues was down by 50 percent, to 26,183. “After the 2019/20 and 2020/21 seasons, which were greatly affected by the coronavirus pandemic, the downturn in revenue in German professional football already totals more than one billion euros. The total revenue of the Bundesliga and Bundesliga 2 fell to Euro 4.05 billion in the 2020/21 season,” the report said. One of the main reasons for the drastic drop in revenue was that most matches were played behind closed doors, with ticket sales seeing a 95 per cent slump. “As most matches were played behind closed doors, the Bundesliga and Bundes-
liga 2’s match revenue alone -- which mainly comprises ticket sales -- fell by around 95 per cent compared with the last pre-pandemic season: from roughly Euro 650 million in 2018/19 to only Euro 35.5 million last season,” the DFL report said. German professional football remains a major taxpayer. Last season, the 36 clubs paid Euro 1.3 billion in taxes and duties to the financial authorities and social security institutions (2019/20: Euro 1.4 billion). The impact of the
matches played behind closed doors is also evident in the number of people directly and indirectly employed in the Bundesliga and Bundesliga 2, which has temporarily fallen by around 50 per cent to 26,183 (2019/20: 52,786). The number of indirect employees, who usually work in stadiums on matchdays (security, catering, etc), decreased by around 80 per cent. “Over the past two years, the pandemic has already had a dramatic economic impact on the
Bundesliga and Bundesliga 2. Sadly, it is also affecting the current season -- primarily because, once again, the stands often had to remain empty,” said Donata Hopfen, speaker of the DFL Executive Committee. In addition, there is the increasingly uncertain geopolitical situation and the fact that the revenue from the marketing of Germanlanguage media rights for the current 2021/22 season and the revenue from international marketing are lower than a year ago.

It is the 14th successive ball that adidas has created for the FIFA World Cup, designed to support the game at high speed as it travels faster in flight than any other World Cup ball. Al Rihla translates as “the journey” in Arabic and has been inspired by the architecture, iconic boats, and the flag of Qatar. tion to it due to the repercussions and impacts.” FIFA is not in a hurry to make the final decision and Infantino believed it still needs some time to debate, discuss and convince, and FIFA is trying to find agreements and compromises with all parties involved, Xinhua reports. “We’re looking at all different options. If we find an agreement in one week, it is great; if we find it in one year, it’s great as well,” said the 52-year-old world football leader. “We could
go for a vote and get the majority to vote for more competitions. But we are aware that it’s more important to exchange views.” In addition to the confederations and the member associations, FIFA also needs the support and feedback from the leagues, the clubs and players as well. “We have to do this in balance with the clubs, which is the biggest part of where the players are playing,” said the president. “We’ll find what is more suitable for everyone. The big ones have to become bigger and the small ones have to benefit as well.” The Swiss-Italian official believed the biennial World Cup would give more chances to the young talents and create more hope for the people in football developing regions.
FIFA World Cup draw: Dream group for England; Spain meet Germany
DOHA, APR 1 (REU T E R S / AG E N C I E S / IANS): The groups for the FIFA World Cup 2022 on Friday were decided at a draw ceremony in Qatar, where the tournament will take place in November and December of this year. England have sealed a dream World Cup draw after landing in Group B alongside Iran, the United States and the winner of the last European qualifying tie between Wales and Scotland or Ukraine. Spain will take on Germany in the group stage (group E) of this year’s World Cup finals after the first half of the draw was complete.
A total of eight groups, each featuring four teams, will compete in the first round of the competition, which begins on November 21. A total of 29 of the 32 teams that will compete in the tournament have been confirmed. Two of the remaining teams will be decided during the Intercontinental Play-offs that take place on June 13 and 14, with the final place decided by a play-off between Wales and either Scotland or Ukraine. Hosts Qatar will meet the Netherlands in Group A while holders France take on Denmark. The Three Lions will kick off their 2022 World Cup campaign
against Iran on November 21, before taking on the United States in a reunion from the 2010 finals. The final game of group B could be an allBritish affair, should Wales or Scotland make it through the qualifying stage. Scotland still have to play Ukraine in a play-off semi-final. The winner of that tie takes on Wales, however the timings of those games are yet to be confirmed.
