DIMAPUR, OCT 1 (NPN): State-owned oil marketing companies (OMCs) Friday increased the prices of petrol and diesel for the second consecutive day pushing rates to an all-time high across the country. According to a price notification of state-owned fuel retailers, petrol rate was hiked again by 25 paise per litre while diesel rate was increased by 30 paise per litre. The third increase in its rates this week has sent petrol prices above Rs 100 in most major cities of the country. After the rate revision, petrol price in Dimapur rose to Rs.100.41 per litre and diesel price increased to Rs.92.29 per litre. In the state capital Kohima, prices of petrol and diesel climbed to Rs.101.41 per litre and Rs.93.10 per litre respectively. Prices differ from state to state depending on the incidence of local taxes.

Covid: 21 fresh cases, 1 death

DIMAPUR, OCT 1 (NPN): Nagaland on Friday recorded 21 fresh Covid-19 positive cases while one more patient succumbed to the virus. Of the fresh cases, nine were from Dimapur, four in Kohima, three in Mokokchung, two each in Phek and Wokha and one in Longleng, taking the total caseload to 31265. Further, one more patient passed away in Mokokchung, pushing the death toll to 666 (including 15 non-Covid deaths). P T I : I n d i a l o g ge d 26,727 new coronavirus infections taking the total tally of COVID-19 cases to 3,37,66,707, while the active cases declined to 2,75,224, the lowest in 196 days, according to the Union Health Ministry data updated on Friday. The death toll climbed to 4,48,339 with 277 fresh fatalities, according to the data updated at 8 am.

Chopper service to resume from Oct 4

DIMAPUR, OCT 1 (NPN): Nagaland State Transport (NST) department has informed that the state helicopter service for schedule weekly service would resume with revised weekly schedule service and new fare with effect from October 4. In a circular, NST general manager Atovi Kiba Sema informed that the scheduled helicopter service, patient evacuation including VIP sorties, was allowed upto 100% occupancy, subject to adherence to COVID-19 appropriate behaviour and observance of all the relevant SOPs.

Finance dept clarifies on SARFAESI Act

DIMAPUR, OCT 1 (NPN): Responding to arguments put forth by the Nagaland Bar Association (NBA) to the state government against succumbing to pressure from various sources for implementing the SARFAESI Act 2002 for the sake of availing loans and boosting economic activities in Nagaland, the Finance Department (FD) has clarified that non-implementation of Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interests (SARFAESI) Act 2002 has been detrimental to the overall economic growth of Nagaland by restricting flow of credit to people. It pointed out that Credit Deposit Ratio(CDR) in Nagaland for the quarter ended June 2021 stood at only 48.44% as against the national average of 60% . FD pointed out that banks in Nagaland have been reluctant to extend loans in the absence of se-

cured assets and an effective mechanism for expeditious recovery of dues in case of default in loan repayment.

Feasibility of implementing SARFAESI Act explored by NLA panel It said banks have been requesting for implementation of the SARFAESI Act, 2002 in the State to enable them to extend loan against secured assets. Once the SARFAESI Act, 2002 is implemented, FD said banks and financial institutions can initiate steps to take possession of secured assets only if the borrower defaults in repayment of loan and the account in respect of the debt is classified by the secured creditor as NonPerforming Asset(NPA) i.e; failing to repay continuously

for three months. Once the debt has been classified as NPA the borrower is given time of sixty days to discharge the liabilities. If the borrower fails to discharge the liabilities within sixty days, the secured assets can be redeemed by paying the dues to the secured creditor any time before the date fixed for sale or transfer of the secured assets. The Finance department mentioned that Article 371A (1)(a)(iv) of the Constitution of India provides that no Act of Parliament in respect of ownership and transfer of land and its resources shall apply to Nagaland unless its Legislative Assembly by a resolution so decides. Also, Nagaland Land and Revenue Regulations (Amendment) Act, 1978 further provides that no person other than indigenous inhabitants of Nagaland shall acquire or possess any land in the State by transfer,

exchange, lease agreement or settlement. Therefore, the department said that in order to facilitate flow of mortgagebased loans to indigenous inhabitants of Nagaland within the existing land holding system and provide much-needed impetus to economic growth of the State, the feasibility of implementing the SARFAESI Act, 2002 in sync with provisions of Article 371A (1) (a) (iv) of the Constitution of India and the Nagaland Land and Revenue Regulations (Amendment) Act, 2002 was being explored by a Select Committee of Nagaland Legislative Assembly. Under this, it said that ownership of security interest would be allowed to be transferred following the procedure laid down in the SARFAESI Act, 2002 only in favour of indigenous inhabitants of Nagaland and no one else.

NEW DELHI, OCT 1 (PTI): Prime Minister Narendra Modi on Friday launched the second phase of the Swachh Bharat Mission-Urban and the Atal Mission for Rejuvenation and Urban Transformation, asserting that these missions were aimed at making cities garbage free and water secure. Under the new phase, it will be ensured that no untreated drain waste is discharged into any river of the country, Modi

said after launching SBM-U 2.0 and AMRUT 2.0 at the Ambedkar International Centre here. He said that the new phases of these missions are also an important step in fulfilling dreams of B R Ambedkar. India is processing about one lakh tonne of waste every day, he said, asserting that garbage mountains in cities will be processed and removed completely under the new phases of the two missions. Noting that many people

from villages come to cities with the aspiration of a better life, he said they get employment but their living standard is often worse than in villages. Modi said that in 2014, people took a pledge to make India open defecation free and they fulfilled this pledge with the construction of more than 10 crore toilets. Now, the goal of SBMUrban 2.0 is to make the cities completely free of garbage, he said and underlined the scope of the country’s target in the next phase of AMRUT as ‘improving sewage and septic management, making our cities water safe cities and ensuring that no sewage drains anywhere in our rivers’. He also talked about enhanced allocations for the Urban Development Ministry. The outlay of SBM-U 2.0 is around Rs 1.41 lakh crore.

SHILLONG/NEW DELHI, OCT 1: Amid the ongoing crisis within the Congress in Punjab, the party is facing another crisis in Meghalaya, as former Meghalaya chief minister and CLP leader Mukul Sangma has expressed disappointment over Congress high command’s decision to appoint three-time Lok Sabha member, Vincent H. Pala as Meghalaya Pradesh Congress Committee (MPCC) president without consultations. “By convention, the AICC consults the Congress Legislature Party leader, but he (Sangma) was surprised that the party did not consult him and learnt about Pala’s elevation to the top-post from party’s notification,” a Congress legislator said on condition of anonymity. Govt issues guidelines for Durga puja festival

DIMAPUR, OCT 1 (NPN): In view of the COVID-19 pandemic situation, the state government issued guidelines for the celebration of the upcoming Durga puja festival. As per the guidelines, the puja pandals would be allowed to be set up only outside the containment zones and the devotees would be allowed to visit the pandals from 5 a.m. till 9 p.m. However, maximum number of persons including organizers allowed to gather at any time in the puja pandals should be up to 50 % of the capacity subject to adherence to Covid-19 appropriate behaviour. NEW DELHI, OCT 1 (AGENCIES): Jeff Bezos and Elon Musk, the world’s two richest businessmen, are set to take on Airtel’s Sunil Mittal and Reliance Jio’s Mukesh Ambani in the high-speed broadband and internet space as they have approached the Indian government with separate plans to offer satellitebased internet connectivity, a Times of India report stated. Sources said that Musk’s satellite internet venture, Starlink, and Amazon have held separate consultations with the telecom ministry– as well as the Department of Space – for starting satellitebased internet services in India, “though they are yet to apply for a license through the formal route”. “Consultants representing the companies have had discussions with us, and have indicated that they are keen to offer internet services in India using a constellation of satellites. We expect them to apply for the licence very soon,” a Telecom department source said.

Further, the guidelines stated that a maximum of 50 persons would be allowed to be a part of any immersion procession and for completing the ritual of immersion by observing CAB at all times. DTF have been asked to make necessary arrangements with the concerned puja committees/organizers to ensure that immersion of the idols was suitably staggered so as to avoid congestion and large gatherings at the immersion sites. Concerned district CP/ SP would make necessary arrangements for security, traffic, enforcing compliance to CAB. The government has cautioned that any violation of the guidelines would attract action as per legal provisions against the puja committee/organizer or the individual/devotee as the case may be.

Lockdown curbs relaxed in Dimapur Tseminyu distt demand: RSZ launches ‘The Voices’

DIMAPUR, OCT 1 (NPN): Deputy Commissioner (DC) Dimapur has informed that the existing lockdown measurers would continue to remain in force in Dimapur district with the additional relaxations and directives with effect from October 1-31, 2021. In an order, DC Dimapur Rajesh Soundararajan stated that all shops/ business establishments dealing with all kinds of goods/ items/articles have been permitted to remain open on all the days from 6am till 9pm. DC also informed that night curfew has been relaxed by one more hour and it would be now

from 10 p.m. to 4 a.m. Further, DC informed that resumption of conduct of regular/offline classes for students of all the classes in the schools in the district would be permitted from November 1, 2021 if the COVID-19 situation remains under control, and continues to further improve and subject to adherence to SOPs to be issued by the Home Department. DC cautioned that any person violating the order would be penalized as per the provisions of Section 51 to 60 of the Disaster Management Act 2005 besides legal action under Section 188 of the IPC.

IMPHAL, OCT 1: Ministry of Home Affairs (MHA) has directed the National Investigation Agency (NIA) to investigate the abduction and murder of former Zeliangrong Baudi (Assam, Manipur and Nagaland) president Athuan Abonmai on September 22 last. Special secretary (Home), Manipur, H Gyan Prakash on Thursday issued an order stating that the Home Ministry (vide order No.11011/63/2021/NIA dated 30-09-2021) directed

the NIA to probe into the murder case. The MHA in the order directed the NIA to take over the case, stating that the Centre had received the information regarding registration of an FIR on the abduction and murder of Abonmai on September 22 last, registered at Tamenglong police station. The order said that “ Central government was of the opinion that “a scheduled offence under NIA Act 2008 has been committed and having regard to the gravity of the offence and to

Coffee a boon for the state: Abhijit Sinha

KOHIMA, OCT 1 (NPN): Asserting that coffee has become a boon for the state, the principal secretary home, Abhijit Sinha, Friday said that the farmers must, therefore, be encouraged so the level of production would be immensely enhanced. Speaking at the International Coffee Day celebration organised at the directorate of land resources here Friday, the principal secretary said he was delighted to witness drastic improvement in coffee growing and production since the revival of coffee in 2015. He exuded confidence that with the current trend in growing coffee, the vision 2030 would be achieved. Sinha urged the land resources department (LRD) to find all ways and means to help the farmers and

ensure that Naga coffee reached every household in the state and beyond. Referring to the feedback received from the tourists on Naga Coffee, Sinha said Naga Coffee has already etched its brand as one of the best in the world. He said the industry was generating employment opportunities and more production in demand. He said that the department must, therefore,

put all efforts to increase the production. In his keynote address, land resources department (LRD) director Renben Lotha said coffee growing began in 1982, but due to some glitches it could not take off. However, Lotha said that its revival in 2015 proved well and it reached from field to cup by 2016, which he described as “a laudable achievement.” Lotha said an individ-

ual could earn Rs. 3.5 lakh from Arabica Coffee and Rs. 2.15 lakh from Robusta coffee annually. He said that coffee, an economic value labour intensive, promoted sustainable employment. Lotha therefore said the department should engage the farmers positively. The director also informed that department intended to expand area coverage towards vision 2030

to 50,000 Ha, provide postharvest support to the coffee farmers so as to enable them to fetch better prices and compete with international market. Coffee Board of India junior liaison officer Uday Pandit, in his brief address, appreciated the department for the intensive effort in promoting Naga coffee in the state. He and said the board was doing the best it could to technically support the farmers in Nagaland. The programme was chaired by commissioner and secretary LRD, Vikeyie Kenya, while joint director Vanchamo Ngullie proposed vote of thanks. Staff Reporter DIMAPUR, OCT 1 (NPN): A book on “Parenting act ingrain in Sumi Naga” was launched Friday, here, at Sumi Baptist Church, Diphupar. The book was authored by Benjami Sumi

who is also the associate pastor of Sumi Baptist Church, Diphupar and published by Dimapur Publishing company. While launching the book, retired headmistress Hotoli V Chishi in her speech said that there was no denying that raising a

family was hard for any parent. She said that maintaining a respectful and understanding relationship with the spouse all through one’s life while nurturing the children to the right path was a never-ending task. Hotoli hoped that the book focusing primarily on parenting would be of great help and benefit for families. While talking about the book, author Benjami Sumi said that it was a research-oriented book written by a Tricenarian from North East India. The rationality behind the book was to empower and herald hope to parents in ushering the overall growth of couples, their parenting styles and relationships with their children, he said. He also pointed out

that parents today were failing in the art of bringing up families, thus disintegrating the human garden resulting in crisis and impairment. This, he said, intrigued him to pen down his thoughts and research on queries that prompted him to delve deeper on parenting. The book emphasises one establishing the need for understanding parenting roles and responsibilities, he informed. Earlier, editor of the publishing company Dr Hitoka Achumi also spoke during the launching programme. The launching programme was chaired by associate pastor youth Mughakhi Kinito Zhimo. It may be mentioned that a total of one thousand copies have been published.

DIMAPUR: Dimapur District Autorickshaw Drivers’ Union (DDADU) has cautioned that auto drivers without proper documents such as driver’s license, Union ID card and uniform would be strictly dealt with. In a press release, DDADU president Tito Yeptho also directed the auto drivers to submit the found articles in their autos to the area in charge or union head office. The union warned that it would take strict action on erring drivers if the found items

are not submitted to the office. DDADU also advised passengers “not to leave their articles at back side of the auto and blame the driver in future”. The union urged passengers to note down the ID number and registration number of the driver they board for future references.

Amur Falcon roosting area open for visitors DIMAPUR: As decided at the general public meeting of Pangti Village held on September 25, the Amur Falcon Roosting Area Union (AFRAU) Pangti and Pangti village council resolved to allow visitors during the migration season of Amur Falcon where visitors would strictly follow COVID-19 SOPs. In a press release, AFRAU president, P. Thungchumo Shidio stated that in the year 2019 and 2020, AFRAU and Pangti Village Council restricted visitors during the migration season, expressing resentment towards the state governments for failure to provide infrastructural development activities in Pangti Village. It stated that since 2013, the villagers started preserving and protection Amur Falcons (zero killing) however, no development activities were initiated by the government and NGOs and that no ex gratia or incentive were given to the poor land owners till now. However, AFRAU said that the land owners were still willing to conserve and protect biological resources if the state government provided all round basic amenities.

DIMAPUR: Nagaland along with the rest of the world observed “International Day of Older Persons” Friday under the theme, “digital equity for all ages”. According to United Nations, 2021 theme affirms the need for access and meaningful participation in the digital world by older persons. Kohima: The International Day of Older Persons 2021 was observed at the office of the district welfare office, Kohima on October 1. According to a DIPR report, on the occasion, “distinguished senior citizen award” was conferred to retired private school teachers, Vasasüle Metha and B.K. Sachü in recognition of their contributions to the society as teachers and mentors. During the programme, district welfare officer Kohima, Akali Sema said that one of the objectives of observing the day was to take steps to honour and accord respect to senior citizens. She explained about the relevance of the theme especially in the context of the pandemic and said that it was important to create access and meaningful participation of all in the current situation. Visasüle Metha who ser ved Kohima English School, now Mezhür Higher Secondary School for 36 years said that it was always

a pleasure and a blessing to teach young students their basic ABCs when they first started school. She thanked the department for honouring her with the award. Also speaking on the occasion, B.K. by their family but lamented that the society was progressing towards a time where especially senior citizens are going to be caught up with the urban needs where they are going to be left alone. Therefore, he challenged the department to look into avenues such as opening up of recreation centres for the elders, if possible, in every colony in the urban areas as well as in the rural areas. In a short speech, commissioner and secretary social welfare Sarah R. Ritse explained that though there were many things that the department wanted to do for the welfare of its beneficiaries, they were unable to, due to fund constraint. She reminded that though the department was the nodal department for the welfare of its citizens, a collective responsibility was needed from all sectors and sections of Nagaland department and society. She highlighted the problems faced in disbursing of old age pension through DBT mode where many anomalies were found in the particulars of beneficiaries’ Aadhar and bank account and in the census report due to which many elders were not able to open bank account. SAPO to stop local tax at Phesama gate

DIMAPUR: Southern Angami Public Organisation (SAPO) at a governing body meeting held on September 18, 2021 has resolved to discontinue SAPO local tax at Phesama gate “in the interest of the public” with effect from October 1, 2021. In a representation addressed to the state chief secretary, the SAPO president Keriho Kiso and general secretary Mhalie Lüho said that 13 villagers along with federating units under

‘Illegal settlers preparing to seize power by 2050’

Human rights violated during eviction: AHRC G U WA H AT I , O C T 1 (PTI): The Assam Human Rights Commission (AHRC) has held a prima facie case exists of alleged human rights violation during the recent eviction drive at Gorukhuti in Darrang district to take cognisance of the matter for inquiry. However, before taking cognisance, the panel has asked the state’s home department to inform whether an inquiry commission has been constituted to probe the incidents. Taking up a complaint filed by Leader of the Opposition Debabrata Saikia, the Commission said in its order on Thursday, “After perusing the aforesaid letter a prima facie case of violation of human rights appear to exist to take cognizance of the matter for enquiry.” “Before taking cognizance it would be expedient to ask the Home Department to inform whether a Commission under the

GANGTOK, OCT 1 (PTI): Sikkim reported 31 new COVID-19 cases in the last 24 hours pushing the tally to 31,482, a Health department bulletin said on Friday. East Sikkim district registered 27 positive cases followed by 3 in West Sikkim and 1 in South Sikkim, it said. The Himalayan state now has 618 active COVID-19 cases while 30,161 people have recovered from the disease. The COVID-19 death toll of the state remained at 387 as no fresh fatality was reported in the last 24 hours, he said, adding that 316 coronavirus patients have migrated to other states. The state’s COVID-19 positivity rate now is 6.2 per cent and the recovery rate is 96.8 per cent, it said. Sikkim has far tested 2,49,879 samples for COVID-19, including 494 samples in the last 24 hours. The Himalayan state has administered the first dose of Covid vaccine to 100 per cent of eligible population, while 74.57 per cent people have been fully vaccinated.

NEW DELHI, OCT 1 (PTI): The Centre has declared three districts of Arunachal Pradesh and areas falling under two police stations in another district “disturbed” under the Armed Forces (Special Powers) Act for six more months in view of the insurgent activities and review of the law-andorder situation there, officials said. The Union Home Ministry’s notification will be effective from October 1, 2021, to March 31, 2022. This is for the first time after a long period that the AFSPA will not be applicable to two police stations in another two districts -- Lower Dibang and Lohit -- in view of the improved security situation, a home ministry

The Central government in exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958 (28 of 1958) had declared the Tirap, Changlang and Longding districts of Arunachal Pradesh and the area falling within the jurisdiction of four police stations -- two in Namsai district and one each in Lower Dibang and Lohit districts of Arunachal Pradesh bordering Assam as “disturbed area” through a notification on April 1, 2021. The ministry has carried out a further review of the law-and-order situation in Tirap, Changlang and Longding districts of Arunachal Pradesh and in the area falling within

Central team to visit Mizoram soon amid rising COVID-19 cases: Official

AIZAWL, OCT 1 (PTI): A central team of health experts will soon visit Mizoram, which has been witnessing a spurt in COVID-19 cases, an official said on Friday. During a meeting with a state delegation led by Lok Sabha member C Lalrosanga on Thursday, Union Health Secretary Rajesh Bhushan assured that a group of experts will be sent by the Centre to assess the COVID situation, he said. At least 21,074 cases were reported in August, while September witnessed 34,263 new infections, according to the state health department. The state recorded 1,655 cases in April, 6,268 in May, 8,093 in June and 18,433 in July, it said. Notably, a central team comprising a representative from the Union

KOLKATA, OCT 1 (IANS): A day after the West Bengal government lifted the night restrictions during the Durga Puja festival, the Calcutta High Court said that Puja pandals will have to be treated as ‘containment zones’ and visitors will not be allowed to enter inside them. The same will be applied for the Kali Puja also, which comes around 20 days after the Durga Puja. Passing an order on a PIL filed by Howrah resident Ajay Kumar Dey pledging to impose last year’s restrictions during the Durga Puja to contain the spread of Covid-19, the division bench of Acting Chief Justice Rajesh Kumar Bindal said the visitors will not be allowed inside the Durga Puja pandals in West Bengal this year as well. He also said all the restrictions imposed by the court last year will remain the same. The Advocate General, who appeared for the state, said the state government has no objections if the court imposes these kinds of restrictions for the greater benefit of the people.

‘Impinges on liberty, privacy’: SC says can’t force anyone for DNA test

NEW DELHI, OCT 1 (IANS): The Supreme Court on Friday said forcing a person to undergo a DNA test, would impinge on his personal liberty and his right to privacy, as it emphasised that Indian law leans towards legitimacy and frowns upon bastardy. A bench of Justices R. Subhash Reddy and Hrishikesh Roy said: “When the plaintiff is unwilling to subject himself to the DNA test, forcing him to undergo one would impinge on his personal liberty and his right to privacy.” It added that the court’s decision, on the aspect of DNA test, should be rendered only after balancing the interests of the parties -- the quest for truth, and the social and cultural implications involved. The

bench noted that in circumstances where other evidence is available to prove or dispute the relationship, the court should ordinarily refrain from ordering blood tests. “This is because such tests impinge upon the right of privacy of an individual and could also have major societal repercussions. Indian law leans towards legitimacy and frowns upon bastardy,” it said in its judgment. It further added that the presumption in law of legitimacy of a child cannot be lightly repelled. NEW DELHI, OCT 1 (PTI): The Centre has received over 65.25 crore Covishield doses from Serum Institute of India and 9.1 crore doses of Covaxin from Bharat Biotech till September 19, according to official documents. Serum Institute of India (SII) has supplied 20.29 lakh doses of Covishield to the Union Ministry of Health in September as committed in August by Prakash Kumar Singh, Director, Government and Regulatory Affairs at the Pune-based firm. Drug worth Rs 1 cr seized in Gujarat AHMEDABAD, OCT 1 (PTI): The Narcotics Control Bureau (NCB) arrested three persons for alleged possession of nearly 1 kg of methamphetamine, worth Rs 1 crore, at a railway station in Gujarat, an official said on Friday. The drug peddler Praveen Bhati was travelling with the contraband in Howrah-Gandhidham train and was supposed to deliver the same to the other accused at the railway station, he said. “We nabbed Bhati as soon as the train stopped at the station. We seized 974 gm of methamphetamine, which was in a crystal form. We then nabbed Sagar Goswami and Abdul Gani, who had come to the station to receive the drugs,” Mishra said.

A public issue

t is time that public in Dimapur take a serious look at the issue of bandhs becoming a feature of their lives as these are considered as ‘democratic form of protest’ but which affect the fragile economy of the city, also dubbed as the commercial hub of Nagaland state. A simple definition of bandh is closure or disruption of normal life as a means to register protest as well as to gauge the perceived support from the public. If a bandh means stoppage of economic activity, it is certainly bad for the economy in question because such a stoppage must necessarily mean disrupting the generation of income. Also, in a poor economy, such disruptions are detrimental for the average citizen. Granted that the issues raised to call for such bandhs and closures are of public importance but that alone cannot be ground for holding bandhs and closures at the drop of a hat. There is need to seriously think about looking for other democratic means of protest instead of making public suffer. It may be recalled, that the Apex court had in 1997, banned all kinds of bandhs. It had also interpreted bandh as an unconstitutional method that prevented a citizen from carrying out duty and thus, violative of the fundamental right. Besides Assam, the other north eastern state where bandh has become the most resorted and most unpleasant tool is in Manipur. In India, bandhs were birthed during the civil disobedience movement against the British colonial rulers. This continued in post-independent India when opposition politicians revived the method against the government. Bandhs may be waning in Assam or Manipur but have become a popular democratic tool for agitation in Dimapur but at the cost of the welfare and well being of the ordinary people. When bandhs are enforced and often through harsh methods, the public are helpless in offering any resistance. Bandhs are also used to measure the as acceptance index; where, if they are total, then organizers feel justified in claiming success. While There can be no law against sit-in demonstrations or even strike, there is need to differentiate between this with the imposition of blockades and holding the entire public to ransom or preventing free movement. Be it a protest against taxations, illegal immigrants or recent shop shutdowns, a majority of public are not only tired but also desire that pertinent issues be addressed at appropriate forums and not on the streets. In Nagaland, consultative meetings have become almost like the order of the day where the state government seeks ‘direction’ or ‘consensus’ on almost every issue of vital importance. Since most of those who had organized bandhs, had earlier issued their ‘ultimatums’ on the government through the media, it stands to reason that they ought to have been invited for consultative talks by the government in keeping with the paradigm shift in governance and sparing public from the hardships. All sides need to resolve issues through informed deliberations and not emotions and keeping in mind that personal egos should not prejudice acceptance of what is right and good for the people.

It is a wonderful thing to be on the mountain with God, but a person only gets there so that he may later go down and lift up the demon-possessed people in the valley (see Mark 9:14-18). We are not made for the mountains, for sunrises, or for the other beautiful attractions in life— those are simply intended to be moments of inspiration. We are made for the valley and the ordinary things of life, and that is where we have to prove our stamina and strength. Yet our spiritual selfishness always wants repeated moments on the mountain. We feel that we could talk and live like perfect angels, if we could only stay on the mountaintop. Those times of exaltation are exceptional and they have their meaning in our life with God, but we must beware to prevent our spiritual selfishness from wanting to make them the only time. We are inclined to think that everything that happens is to be turned into useful teaching. In actual fact, it is to be turned into something even better than teaching, namely, character. The mountaintop is not meant to teach us anything, it is meant to make us something. There is a terrible trap in always asking, “What’s the use of this experience?” We can never measure spiritual matters in that way. The moments on the mountaintop are rare moments, and they are meant for something in God’s purpose.

he Government of India (GoI) has invited the NSCN-IM to Delhi to “continue the talks’’ as stated by NSCNIM NSCN-IM Chief Minister Neiphiu Rio on Monday, Sept. 27. This follows the resumption of talks between former Director of Intelligence Bureau (IB) A.K. Mishra NSCN-IM leadership on Sept. 21. Union Minister Amit Shah had also asked Assam Chief Minister Himanta Biswa Sarma to “assist’’ and make the Naga Political Groups (NPGs) come to an understanding for an early solution so that peace and development could be accelerated. There had been “some differences’’ between the Centre and NSCN-IM over “some issues’’ but Rio expressed happiness over resumption of talks after a gap of nearly two years. The issues primarily concern NSCN-IM’s insistence on Naga Flag and Constitution. Naga national flag The original Naga National Flag was first hoisted at Parashen, Rengma region by Thongi Chang, Chief of the then Naga Home Guards on March 22, 1956. The same day, the Naga National Council (NNC) led by its President A.Z. Phizo, founded the Federal Government of Nagaland (FGN). The rectangular Naga National Flag has a rainbow-like figure curving from bottom left to top upper right in three colours with red on top, yellow in middle and green just above a Cross at bottom right against a white background. Today we see different flags used by our various Naga National political Groups each claiming theirs as the genuine one--albeit without the Cross and the five-pointed star has been replaced by variations of a six-pointed star against a blue background! (Are we Jews to have a Star of David which is also in Israel’s flag?). I have three different coloured versions of said flags in addition to the original. As such, the Naga

people in general and more importantly the younger generations have every right to know why? For just as there has to be One Solution, there can only be One Naga National Flag. In this context, the NSCN-IM and NNPGs have to sit together and come to a consensus minor or major notwithstanding. They have to always keep in mind that personal views and interests are kept aside in the overall interests of the whole Naga Nation. If not, the GoI may also not be accommodating as the NSCN-IM version of its Flag may not be agreeable to the NNPGs, or even majority of Nagas for that matter. It may also be here mentioned that practically every organisation/society has its motto/theme and even its own flag vis-a-vis schools, colleges, sports teams and for that matter all political parties have their own flags and constitution/rules and regulations. In the USA for example, each State has its own flower, animal, bird even flag in addition to the Star - Spangled Banner. Constitution Each of our Naga National entities has its own Yehzabo (Constitution). So when the NSCN-IM and NNPGs sit together, this matter must also be resolved among them. They have to be in consensus again. NSCN-IM cannot claim that its Constitution alone can benefit the Nagas. As far as can be ascertained, the NNPGs have not made their Yehzabo as a contentious issue with GoI. In fact, they more or less are willing to be accommodated within Indian Constitution. So also do some leaders of NSCN-IM. Govt. of India’s stand Territorial integration of contiguous Naga-inhabited areas in neighbouring States of Manipur, Assam and Arunachal Pradesh is out of question as far as those governments are concerned so also the GoI. Political leaders of these States have even declared that they would cede “not even an inch’’ of land to

the proposed new Naga dimension. What these leaders should do instead is to ensure that their majority communities DON’T encroach on Naga areas in their States and also resolve border issues peacefully and amicably unlike the unfortunate shootout between police forces of Assam and Mizoram. In any case, some measure of law must be passed or amended to protect the land and hills and natural resources of our Naga brethren in those states and implemented forthwith. As regards our brethren in contiguous North Myanmar, diplomacy through dialogue has to be pursued accordingly. From this it follows that sovereignty for Nagas is not on the table for negotiations at the moment. In an earlier write-up “For Naga Unity in Consensus’’ which appeared in local papers on August 21, 2021, I had stated that two neighbouring countries are independent nations with their own sovereignty which literally means supreme and independent political authority. So why is the repetition on Shared Sovereignty by NSCN-IM? This needs further specific clarification and/or elaboration. However, GoI may consider if what is nonnegotiable for now could be put on hold post inking of solution which is eagerly awaited. Other NSCN-IM demands One thing is absolutely clear and that is Intangki Reserved Forest cannot be just given away to the NSCN-IM because it is within Nagaland and would be opposed by the Zeliangrongs in particular and most other Naga tribes. Our state government has official legal guardianship over the reserved forest but from its seeming lackadaisical attitude it probably is considering otherwise like pandering to the demand of NSCN-IM for exclusive rights which may become an explosive issue if not dealt with in a subtle and timely manner. Another factor of con-

cern is the proposed Pan Naga Hoho of NSCN-IM which envisages having overall influence/authority of practically every aspect of the new Naga dimension. This is not feasible until and unless matters regarding territorial integration, Flag, Constitution and shared sovereignty are dealt with first. Some other demands are yet to be publicized which is intriguing. Why decry past pacts? Time and again, genuine personalities and organisations criticize the failure of the 16-Point Agreement of 1960 which came about because of the untiring efforts of concerned leaders who formed the Naga People’s Convention (NPC) to alleviate the sufferings of the Nagas especially in the rural areas due to operations of the Indian army, Assam Rifles, CRPF, BSF and the then Assam Police. In fact, this led to incorporation of Article 371(A) in the Constitution of India. Thus Nagaland became the 16th of the Indian Union. To cut to the chase, hostilities between the Indian security forces and Naga Army variously described as hostiles and insurgents escalated but the latter proved their prowess in guerrilla warfare. It may also not be an exaggeration to say that the Indian Army eventually established a CounterInsurgency and Jungle Warfare (CIJW) School in Vairangte, Mizoram. No need to detail here the horrors of the Armed Forces (Special) Powers act, 1958 as they are well documented. The act is still in force. But with statehood, Nagaland was given the chance to advance with development and progress. Eventually, subsequent clauses were added to Article 371and the States of Manipur and Meghalaya also came into being. So, why we have not advanced as we should have gives us valid reasons to retrospect. Then we must introspect and speak out boldly and also get into action to ensure authorities concerned are held accountable by law for whatever lapses and further laud them for

whatever progress they have sustained. Yes, physically we are supposed to be brave but do we have the moral courage to ensure good governance? Recently, the Naga Students Federation (NSF) made some comments about the 16-point agreement. But do they ever ponder that because of Nagaland’s statehood through efforts of NPC, we all including national workers are enjoying whatever conveniences we can muster? As a well wisher, I personally appreciate that many NSF office bearers have gone on to shine in various professions including politics. In fact, some have become Ministers, MLAs and Assembly Speakers. Even now, former office bearers are Legislators in the current Assembly. Here’s to suggest that whilst involvement in affairs of public concern, NSF should also look more into the grievances of students all over the State like shoddy school infrastructure, proxy and/or absentee teachers, payments of stipends/scholarships etc. All students, girls as well as boys are the future leaders and respectable citizens of our society and we trust them to continue to sustain our identity and history or Naga Saga, in fact. This leaves one to wonder that following the results of elections in Manipur, whether some reasons might yet be cited to delay the final inking to Naga solution till after elections to Nagaland Legislative Assembly slated for early 2023. And then, who knows the final inking might yet be delayed till general elections to the Lok Sabha in 2024. In such a scenario, Heaven forbid, the Naga Saga might take a new turn depending on the results. Our only hope is that Prime Minister Narendra Modi is keen to resolve the Naga imbroglio at the earliest. Therefore, let us fervently pray and believe that Almighty God will bestow his forgiveness and grace for our long suffering desire to live in peace and develop according to our capabilities. Punjab CM meets PM, urges him to repeal farm laws

NEW DELHI, OCT 1 (PTI): Punjab Chief Minister Charanjit Singh Channi on Friday met Prime Minister Narendra Modi at his residence here and urged him to repeal the three farm laws. Channi also said that he has called for early resolution of the farmers’ agitation. The prime minister has said he also wanted it to end and is working towards it, the chief minister said. Farmers, mainly from Punjab, Haryana and Uttar Pradesh, have been protesting at Delhi’s borders against the three farm laws

since November last year and have been demanding the legislations be repealed. During his meeting with Modi, Channi called for immediately starting the procurement of paddy in Punjab, which has been delayed this time to October 10. “I have urged the prime minister to end this agitation over the three farm laws. ‘Clear conspiracy to end paddy procurement at MSP’ CHANDIGARH, OCT 1 (PTI): Senior Congress leader Randeep Singh Surjewala on Friday hit out at the BJP-led government at the Centre over its decision to postpone procurement of Kharif paddy till October 11, alleging that it is a clear conspiracy to end the paddy procurement at Minimum Support Price. The Centre on Thursday postponed procurement of Kharif paddy in Punjab and Haryana till October 11 as the crop maturity is delayed owing to recent heavy rains. Crop procurement is undertaken by the central government’s nodal agency Food Corporation of India along with state agencies. Referring to the arrival of paddy in Haryana mandis, Surjewala said, “Lakhs of quintals of paddy had already started to arrive in mandis from September 20. Eleven days have passed since then but so far not even a single grain of the crop at MSP has been procured in Haryana”. In Haryana, 20 lakh quintal paddy is lying in mandis under open skies, the Congress leader told a news conference which he addressed digitally.

Smog tower shows 80% reduction in pollution, says Rai NEW DELHI, OCT 1 (PTI): Delhi Environment Minister Gopal Rai on Friday said the smog tower at Connaught Place has started working at full capacity and primary results show an 80 percent reduction in pollution levels. Rai said the large air purifier reduced PM2.5 level from 151 micrograms per cubic meter to 38 µg/m³, and PM10 concentration from 165 µg/m³ to 41 µg/m³ on Friday morning. “Primary results indicate the pollution levels have reduced by 80 percent,” he told reporters. A 16-member team of experts from Delhi Pollution Control Committee, IIT-Bombay, NBCC and Tata Projects has been formed to monitor the functioning of the smog tower. “It will submit its first report in three months. Based on the results of the two-year study, the government will take a call on installing more such structures,” the minister said. Sensors have been installed at the top and the bottom to measure PM2.5 and PM10 concentration in the air entering the smog tower and after it is cleaned, he said.

According to sources, the new regulations will come into effect from October 4 - the same day as the UK’s new rules, and will be applicable to all UK nationals arriving from the UK.

Court issues process against Deshmukh for non-appearance MUMBAI, OCT 1 (PTI): A court here on Friday issued process against former Maharashtra home Minister Anil Deshmukh for not appearing before the Enforcement Directorate (ED) pertaining to its probe in a money laundering case registered against him. The process against Deshmukh was issued by additional chief metropolitan magistrate R M Nerlikar Deshmukh under IPC section 174 when the court was hearing a plea filed by the ED against the NCP leader. The court said considering the summons that had been issued were received by the accused and his daughter or advocate on his behalf, prima facie the case against him is made out. The ED had filed the plea before the metropolitan court last week, seeking

action against Deshmukh under IPC section 174 (non-attendance in obedience to an order from public servant) for failing to appear before it despite being summoned multiple times in a money laundering case. This section attracts a simple imprisonment for a term which may extend to one month or fine up to five hundred rupees or both. Two of Deshmukh’s aides - Sanjeev Palande and Kundan Shinde - have been arrested in the case. They are currently in the judicial custody. Besides the duo, the probe agency, in its chargesheet filed recently, has also named dismissed Mumbai police officer Sachin Waze as an accused. However, Deshmukh or his family members have not been made accused in the charge sheet.

‘India recorded over 350 crimes against children each day in 2020’

NEW DELHI, OCT 1 (PTI): A total of 1,28,531 crimes against children were recorded in India last year, implying that an average of 350 such cases were reported each day during the pandemic, according to an NGO’s analysis of the NCRB data. However, when compared with figures from the National Crime Records Bureau (NCRB) in 2019, there has been a drop of 13.3 per cent in the total number of such cases, Child Rights and You (CRY) said in its analysis. There were 1,48,185 cases of crime against children recorded in 2019 which meant that each day over 400 such crimes are committed in the country. “Though there is a drop in total number of crimes against children, child marriage has in-

decreased by 2.2 per cent in the country. “A state-wise analysis shows that Madhya Pradesh (13.2 per cent), Uttar Pradesh (11.8 per cent), Maharashtra (11.1 per cent), West Bengal (7.9 per cent) and Bihar (5.1 per cent) account for nearly half of total crimes against children (49.3 per cent) in India,” the organisation said.

Tata Sons top bidder for Air India: Sources National carrier Air India has been asked by the Centre to ensure that its employees vacate the companyprovided accommodations within six months from the divestment of the airline or the monetisation of properties. Accordingly, employees staying in company accommodations in different housing establishments will have to vacate or face strict penal action or heavy monitory penalty with disciplinary action. The decision, according to the employees, comes as a rude shock, especially in metro cities like Delhi or Mumbai, where housing rentals are “sky-high”. At present, Air India has colonies in both Delhi and Mumbai. Flats in these colonies were allotted to the employees on subsidised rates. The development assumes significance as the divestment process has picked-up pace and is said to be in its final stages. In a letter to the Air India CMD, the Ministry of Civil Aviation said on September 29: “AI employees may continue to stay at the residential colonies of the company post disinvestment for a period of six months or till the property is monetised, whichever is earlier. “Appropriate binding legal and other arrangements, including financial disincentives, should be formulated to enable prompt vacation of the properties by the employees.” The decision as per the letter was taken by the AISAM (Air India Specific Alternative Mechanism) at its meeting held on August 9, 2021. Besides, the letter detailed that employees retiring as of September 30, 2021, may be allowed to retain the accommodation for a maximum period of four months or within six months post disinvestment or “till the property is monetised whichever is earlier”. “No extension in retention beyond four months shall be provided under any circumstances,” it said. The serving employees residing in AI colonies shall vacate the allotted accommodation within a period of six months post disinvestment or till the property is monetised.

MUMBAI, OCT 1 (PTI): The rupee reversed early losses and settled for the day higher by 11 paise at 74.12 against the US dollar on Friday, despite a muted trend in domestic equities. At the interbank foreign exchange market, the local unit witnessed heavy volatility. It opened on a negative note at 74.33 per dollar as against its previous close of 74.23. It hovered in the range of 74.11 to 74.35 per dollar during the day before

ending at 74.12 against the American currency. Meanwhile, the dollar index, which gauges the greenback’s strength against a basket of six currencies, rose 0.03 per cent to 94.25. On the domestic equity market front, the BSE Sensex ended 360.78 points or 0.61 per cent lower at 58,765.58, while the broader NSE Nifty declined 86.10 points or 0.49 per cent to close at 17,532.05.

NEW DELHI, OCT 1 (PTI): Tata Sons has emerged as the top bidder for the takeover of debtladen state-run airline Air India but the bid is yet to be approved by a group of ministers headed by Home Minister Amit Shah, sources said. Financial bids put in by the salt-to-software conglomerate and SpiceJet promoter Ajay Singh were opened a few days back and were vetted by Core Group of Secretaries on Disinvestment headed by Cabinet Secretary on Wednesday, sources with knowledge of the matter said. The bids were evaluated against the reserve price set and Tatas emerged the highest bidder, they said adding this will now have to be placed before the committee of ministers on Air India privatisation led by Shah. The finance ministry and Tata Sons declined to comment. Around 2000 BC, people in India began domesticating the Southeast Asian red jungle fowl. Today its descendant, the chicken, dominates plates around the world. Americans eat more of it than any other protein. The average person has more than 98 pounds of chicken every year.

For decades, poultry producers added the arsenic-based drug roxarsone to chicken feed. It made the chickens grow faster and gave their raw meat an attractive pink color. This drug hasn’t been on the market since 2011, but many other arsenic-based drugs are still part of chicken feed. Even at low levels, arsenic can cause cancer, heart disease, and diabetes. If you’re concerned, stick to certified organic chicken, which doesn’t allow arsenic in the feed.

The “inspected for wholesomeness” seal shows that the U.S. Department of Agriculture or a state agency inspected your chicken and found no signs of disease. Other labels tell you more about how the chicken lived. Chickens labeled organic got organic feed and didn’t live in cages. Free-range fowl either lived outside or had access to the outdoors. Cage-free means they didn’t stay in cages, but it doesn’t mean they had outdoor access.

New evidence is shaking up the longstanding theory that chicken is better for your cholesterol level than other meats. A recent study found that all meats affect your cholesterol the same if they have the same amount of saturated fat. On its own, one chicken breast has 63% of your recommended daily cholesterol. Choose skinless chicken, baked not fried, for the least amount of saturated fat possible.

There’s a big difference between serving size and portion size. Serving size is the recommended amount for a healthy diet; portion size is the amount you choose to eat. One serving of cooked chicken is 3 ounces. That’s about the size of a deck of cards, and much smaller than a restaurant-style chicken breast.

And it’s mild enough to work in many dishes, from enchiladas and stir-fry to chicken Parmesan.

The leanest, healthiest piece of chicken you can eat is a skinless white-meat breast. When you roast chicken, leave the skin on to seal in moisture and flavor. Then remove it, and any fat underneath, before you eat. Watch out for ground chicken. It may not be as lean as you think. It often contains dark meat and skin. Look for a label that says 90% lean ground meat.

No matter what the recipe says, don’t wash raw chicken before you cook it. You can’t wash off bacteria, but you can spread it to your sink, kitchen counter, utensils, and other foods nearby.

Whether you bake, roast, broil, poach, microwave, or fry chicken, make sure it reaches an internal temperature of 165 F. That’s the only way to kill all the bacteria. Store cooked or raw chicken in the fridge at 40 F or lower. That’s also the safest place to thaw chicken, not on the countertop or in cold water.

Bacteria live on raw chicken and in its juices. Whenever possible, put chicken in a disposable bag in the grocery store to keep it from touching other foods. At home, wash your hands with warm, soapy water before and after you touch raw chicken. Use a separate cutting board, and clean anything that touches the raw chicken after you use it.

DUBAI, OCT 1 (PTI): Punjab Kings boosted their chances of making the IPL play-offs with a five-wicket win over Kolkata Knight Riders as effective death over bowling and smart batting by skipper KL Rahul and Shahrukh Khan shaped their crucial victory in the Indian Premier League here on Friday. Pele had been hospitalized for nearly a month, checking in for routine exams before undergoing a Sept. 4 operation to remove the tumor. He was in and out of the Albert Einstein Hospital’s intensive care unit in the days after surgery, with social media posts from his

family assuring fans he was recovering well. GOLD COAST, OCT 1 (IANS): Rain played spoilsport once again, bringing a premature end to the second day’s play in the one-off Pink Ball Test between Indian women and Australian women here on Friday. Many clubs refused to release players to ‘red list’ countries such as Brazil and Argentina last month and the Premier League is looking to avoid a similar situation which angered national federations. The strict COVID-19 quarantine rules require those who return to England from a red list country to quarantine in a hotel for 10 days, but players will now be quarantined at “bespoke facilities” and will be allowed to train or play. “We have worked closely with football authorities to achieve an outcome that balances the interests of both club and country while maintaining the highest levels of public health and safety,” a government spokesperson told Reuters. “Our best defence against the virus is vaccination and these new measures will allow fully vaccinated players to fulfil their international duties in the safest, most practical way possible, while allowing them to train and play with their clubs as early as possible upon their return.” The international break runs from Oct. 4-15, with the Premier League resuming on Oct. 16.
