NPCC slams govt’s Republic Day speech Says, govt trying to escape from Oting massacre through AFSPA DIMAPUR, JAN 28 (NPN): Nagaland Pradesh Congress Committee (NPCC) has accused the State government of trying to wriggle itself out of the Oting massacre by focussing on the repeal of Armed Forces Special Powers Act (AFSPA). Therie was reacting to the Republic Day speech of the government read by the chief guest at Pfütsero in which he had attended. On the Oting massacre, he said it was common knowledge that 21 Para Troopers were involved in the massacre at Tiru Valley, that led to deaths of 13 innocent lives and another death at Mon. Therefore, he asked what more facts do the army’s Court of Enquiry and State govern-

ment’s Special Investigation Team (SIT) need? Therie said Tiru Valley was within Nagaland and the responsibility for safety and security of people in the State lay with the chief minister and dy.chief minister . He demanded to know from both as to why the police was not used, if there was any law and order problem? Therie asked: “Who gave the order to 21 Para Troopers to operate against NSCN(K) at Oting (Tiru Valley)? Why did 21 Para troopers have to come from Jorhat? Is this with the collaboration of Assam’s chief minister? He added that some could be fooled but not all. He said the state government was crying hoarse against AFSPA without knowing the root and that given the opportunity, the fact will be known sooner or later and criminals booked. Therie also maintained that the deaths at Oting will not go unpunished and that justice delivered and AFSPA rooted out.

He also accused the State government of being against implementation of solution (to the Naga political issue) by wanting negotiations to resume again despite talks having been concluded. The NPCC president said if the government wanted a solution, then it must agree with the Agreed Points and stakeholders and urge the Centre to implement them. Therie mentioned that when Congress had pressed the Centre to implement solution by citing that stakeholders, including 14 tribal organisations, NGBF and other civil society organisations had indicated their desire for implementation of solution, he said the centre had responded positively, but said it would also have to respect “people’s government”. He acknowledged that “people’s gover nment” could not be ignored in democracy, but alleged that “this people’s government” had lied. Recalling that the State

government had committed to the people to pave the way once an acceptable and honourable solution was found, Therie said the stakeholders have also accepted and honoured the Agreed Position. However, he alleged that the “people’s government” did not want to implement the agreement. He mentioned that this was the exact situation with Nagaland and termed the State government’s stand as a “betrayal of trust”. Therie mentioned that it would have been more appropriate to state that law and order was under the control of factions with nine ceasefire monitoring cells located at Dimapur and “guarding all gates” in the State. Therie also clarified that he respected Republic Day because this gave the people the Constitution of India. However, he said while returning back from Pfutsero, he had felt betrayed by the contents of the speech read out by the chief guest.

According to Therie, the priorities spelt out in the speech were all routine and regretted that the government showed no desire to address the growing needs and problems of the State. He alleged that major sectors in infrastructure, load-shedding every alternative hour, acute shortage of water to all major towns and State Capital, health coverage in rural areas and coverage for the terminally ill and creation of jobs were are all ignored. Therie also lamented that people could not depend on State transport anymore and even old age pensions were drawn by ruling party workers. He also accused the government of totally ignoring traffic congestion and having no plan to promote growth of economy nor the industrial sector. He said the government has no intention of developing Institutions, colleges, and centres of higher learning and therefore, revealing that it has abandoned any commitment to development.

Nagaland’s first State Chaplain Rev. Yankey Patton passes away DIMAPUR, JAN 28 (NPN): Nagaland first State Chaplain Rev. Yankey Patton passed away on January 28 afternoon at his residence in Diphupar. He was 94. His wife predeceased him in 2014 and is survived by his son, seven grandchildren and three great grandchildren. According to DPRO report, the funeral service of late Rev. Patton will be held on Sunday (January 30) at 9 a.m. at Lotha Baptist Church, Diphupar. After the funeral service the body would be taken to his native village, Raman for burial. Born on March 15, 1927, Rev. Patton served as the State Chaplain for 15 years from 1989 to 2004. He also served as the Police Chaplain for two years (1987 to 1988).

He also conveyed his heartfelt condolences to members of the bereaved family and prayed that Almighty God grant them solace and strength in their hour of bereavement, and his soul rest in peace. Recalling that Rev Yankey became the first State chaplain in 1989 and continued to serve the State and

its people in that capacity for around 14 years, till 2003, the chief minister however mentioned that he felt comforted in the knowledge that he was now with the Lord, whom he had served faithfully throughout his life. Further, describing Rev Yankey as a dedicated and humble servant of God, Rio recalled that during his earlier days as a State chaplain, no government facilities were given to him, not even a vehicle for his movement. “So, holding his humble umbrella and walking on foot, he used to visit the legislators at their respective homes. Such was the degree of his sense of duty and humility. At the same time, he was a very honest and courageous servant of God, always saying the hard truth, including those that are uncomfortable to say,” Rio added. Of these 37 army personnel examined, 31 were involved in the operation, the report stated. The SIT has also examined another 85 civilians, mostly from Oting village where the incident took place. Of them, two statements have been recorded before a magistrate. These two witnesses, the SIT consider, are “crucial”

to the investigation and they won’t budge from their statements. The army officials involved in the operation – one brigadier, one colonel, a few subedars and other lower-rung personnel – were summoned on different dates and their testimonies were recorded between December 6 and mid January. A senior police official privy to the investigations carried out by the SIT has confirmed that the “half-baked alibi”, however, has “led to more questions than answers” – more particularly, why the army had ignored identical intelligence inputs received several times in

recent months, but acted specifically upon the one received for December 4. These inputs, the police officer confirmed, were received through the Multi Agency Centre (MAC), a common counter-terrorism grid under the Intelligence Bureau (IB) that was made operational post the Kargil war in 2001. “All agencies create a common pool of intelligence inputs on a regular basis and operations heavily depend on these inputs. If any input goes wrong, it has a serious bearing on the subsequent operations planned,” a senior police officer, privy to SIT’s work, told The Wire. According to The Wire,

DIMAPUR, JAN 28 (NPN): Nagaland on Friday recorded 130 fresh Covid-19 cases while four more patients succumbed to the infection. Of the fresh cases, 98 were from Dimapur, 15 in Kohima, five each in Mokokchung and Phek, two each in Longleng, Mon and Peren and one in Wokha, taking the total caseload to 34189. Further, four more patients succumbed to the infection in Dimapur, pushing the death toll to 713 (including 17 non-Covid deaths but with positivity). Centre to rethink precaution dose policy ‘Parental vax against Covid-19 protects children as well’ NEW DELHI, JAN 28 (AGENCIES): Centre is mulling over the relevance of the precaution dose which is currently being administered to the frontline and healthcare workers along with 60 plus population as some experts are sceptical about the benefits of the third dose. The National Technical Advisory Group on Immunisation (NTAGI) for Covid-19 held a high level meeting with NITI Aayog on January 26. A source said that the NTAGI group is sceptical about the benefits of the third dose being administered. “NTAGI presented

some research papers on third dose administered in several countries which has not helped in curbing infection, to the NITI Aayog in the meeting”, a source told IANS. Some cases of getting infected even after third dose have also been reported in India. The source said that experts from NTAGI assessed the data from the countries where booster doses have been administered. It has also studied the impacts of third dose against the infection. NTAGI is expected to meet the Indian Council of Medical Research (ICMR) next week with some more

fact-finding papers on the third dose, source said. However, the policy on booster or precaution dose could be revisited for the extension of the policy among other age group beneficiaries. As per the source, the precaution dose may continue among healthcare and frontline workers and 60 plus population. Meanwhile, according to health ministry report, total 97,03,569 precaution doses have been administered so far which includes 29,87,993 for healthcare workers, 31,02,620 for frontline workers and 36,12,956 for over 60 population.

WASHINGTON, JAN 28 (PTI): Parental vaccination against COVID-19 confers substantial protection to children residing in the same household, according to a study that reinforces the importance of immunisation to curb the SARS-CoV-2 pandemic, and protect those who cannot be vaccinated. A team of researchers from Harvard University, US, Clalit Research Institute and Tel-Aviv University in Israel, analysed one of the world’s largest integrated health record databases to examine the indirect protection provided to unvaccinated children.

The study, published in the journal Science on Thursday, shows that not only is a vaccinated parent less likely to experience a documented infection, they are also less likely to transmit the infection to other household members if infected. “Vaccination not only provides direct protection, it also provides indirect protection to unvaccinated individuals living with the vaccinated individuals in the same household,” said Samah Hayek, senior researcher at Clalit Research Institute. “This study highlights the indirect protection provided by vaccinated parents to

their unvaccinated children, irrespective of household size or the child’s age, for both the Alpha and the Delta variants,” Hayek said. Between June and October 2021, a wave of infections dominated by the Delta variant swept through Israel. During this period, the researchers studied 181,307 unvaccinated children from 76,621 distinct households. They compared parents vaccinated with a third dose of the Pfizer preventive to parents who received only two shots at least five months prior. The study estimated that a single boosted parent decreased the risk of

infection by 20.8%, while two boosted parents decreased the risk for infection by 58.1%. The researchers also conducted a similar study during an earlier wave from December 2020 through March 2021, in which the Alpha variant was dominant. During this period, they studied 400,733 unvaccinated children and adolescents from 155,305 distinct households. They compared unvaccinated parents to those receiving two doses of the vaccine and found the indirect protection of parental vaccination on children to be even stronger.

‘NeoCov’ coronavirus found in bats may pose threat to humans in future, scientists caution BEIJING, JAN 28 (PTI/ AGENCIES): A type of coronavirus, NeoCov, that spreads among bats in South Africa may pose a threat to humans in future if it mutates further, according to a study by Chinese researchers. The yet-to-be peer-reviewed study recently posted on the preprint repository BioRxiv, shows that NeoCov is closely related to the Middle East respiratory syndrome (MERS), a viral disease first identified in Saudi Arabia in 2012.

Coronaviruses are a large family of viruses that can cause diseases ranging from the common cold to Severe Acute Respiratory Syndrome (SARS). Researchers from Chinese Academy of Sciences and Wuhan University noted that NeoCov is found in a population of bats in South Africa and to date spreads exclusively among these animals. In its current form, NeoCov does not infect humans but further mutations may make it potentially harmful, the researchers

ACE2 is a receptor protein on cells that provides the entry point for the coronavirus to hook into and infect a wide range of cells. “Our study demonstrates the first case of ACE2 usage in MERS-related viruses, shedding light on a potential bio-safety threat of the human emergence of an ACE2 using “MERS-CoV-2” with both high fatality and transmission rate,” they said. The researchers further noted that infection with NeoCov could not be cross-neutralised by antibod-

ies targeting SARS-CoV-2 or MERS-CoV. “Considering the extensive mutations in the RBD regions of the SARS-CoV-2 variants, especially the heavily mutated Omicron variant, these viruses may hold a latent potential to infect humans through further adaptation,” the authors of the study added. A receptor-binding domain (RBD) is a key part of a virus that allows it to dock to body receptors to gain entry into cells and lead to infection. Studies show that the COVID-19 vaccina-

tions may not be adequate enough to protect the immune system of the people. “Furthermore, our studies have shown that the current COVID-19 vaccinations are inadequate to protect humans from eventuality of the infection caused by this virus,” added the study published by bioRxiv website. D I M A P U R , JA N 2 8 (NPN): A national conference on “energizing MSMEs in international trade” organised by Indian Chamber of Commerce (ICC), in association with Azadi ka Amrit Mahotsav, under the theme “2021-2022, Governance for Growth” was held at Hotel Saramati, Dimapur on Friday. Addressing the gathering, general secretary, Business Association of Nagas (BAN), Dr. Yan Murry, stated that the association have many plans for the benefit of business establishments, adding that by February, BAN would launching its online registration portal, where one can access the portal to become a member of BAN. He also informed that Nagas from any part of the world, who are into business could register and become a member of the association. Murry noted that the association was on the process of starting micro finance division in banks, which would assist small Naga entrepreneurs to avail loans. He informed that this would be accessible only by members of BAN, further adding that the interest’s rate would be very less.

He revealed that the association will tour all districts of the state and conduct financial leadership programmes, which will also be available in online platform. In this, Murry asserted that Nagas were still in the first generation of business, stating that the programmes would dwell on how to do accounts, file GST, how to form a company or private limited, how to take loans and repay them, etc. He reminded that BAN on 2017 organised Nagaland International Trade Expo where a threeday business summit was observed with a team from Buthan to discuss on international trade sector. mented that the state was not able to reach their demand and said that Nagas should focus on value addition, so as to reach the demand level in the international market. He informed that the state government has assigned different districts for procuring and aggregating designated agri and allied products, citing the example of Pineapple for Dimapur, Pickle for Kohima, Kiwi from Phek, Fish products from Wokha, Naga Mirchi from Peren, etc. He however noted that the same products could also be manufactured

from other non-designated districts, adding that the main initiative and marketing would be taken by the designated district. F u r t h e r m o r e, a d ditional commissioner CGST, Dimapur, government of India, Sashi Wapang, IRS, in his speech, dwelled on how goods and products for the international market (import and export), could be done only through designated custom stadiums notified by the central government. For North east, he said the Inland Container Depot (ICD) at Amingaon, Guwahati, allows goods and products to be imported and exported to international market. DIMAPUR: Chakhesang Public Organisation (CPO) in its first coordination meeting for the year 2022 with Chakhesang frontal organisations discussed the importance of unity between Naga Political Groups (NPGs), illegal taxation within Chakhesang jurisdiction and to repeal Armed Forces Special Powers Act (AFSPA), 1958 among other issues. The release stated that the meeting stressed on the importance of unity amongst various NPGs, removal of illegal taxations in Chakhesang land and repeal of AFSPA (1958). The house also deliberated on issues such as monitoring educational institutions both in the government and private sectors for productive and effective outcome, revival of cultural identities, significance of farming, the urgent need to revive the two pig farms in the district, self-reliance and entrepreneurship amongst

others. The values, visions and missions of the frontal organisations were shared and deliberated at length in the meeting for the welfare of the community in particular and Nagas in general, stated the release. Earlier, in his address, CPO president Vezuhu Keyho emphasized on the need for mutual understanding and cooperation amongst various frontal bodies. NEW DELHI, JAN 27 (IANS): Urging to revoke the new ranking framework incentivising state authorities to clear projects without due environmental compliance, Lok Sabha MP from Assam, Pradyut Bordoloi has warned the Environment Minister that the northeast will suffer further if environmental regulation is weakened. Bordoloi expressed his concerns about the recent move to “incentivise” State Environment Impact Assessment Authority (SEIAA) through a ranking based on efficiency and speed in which environmental clearance are granted through a letter to the Union Minister for Environment, Forest, and Climate Change, Bhupender Yadav. “As per the parameters provided, state authorities would be ranked higher for granting clearances in shorter periods of time, seeking fewer essential details and conducting fewer sight visits. This will lead to clearance of projects without due diligence at a time when India is seeing worsening air and water quality, an eight-year-low in forest cover growth by the government’s own record and a decline in forest cover as suggested by independent

Bordoloi’s letter came in response to the January 18 Office Memo brought out by the Ministry of Environment, Forest, and Climate Change (MoEF&CC) that offered incentives to the states through rating their respective Environment Impact Assessments (EIA) authorities based on how fast they grant clearance to projects. “This endeavour to fast-track environmental clearances will have disastrous impacts, especially on the North-East Region, which is already seeing intensified loss of forests and tree cover, as per the recently published India State of Forest Report 2021 (ISFR2021). Home to some of the richest biodiversity, in India and world over, it is concerning that the NE states report the highest reduction in forest cover. Weakening the environmental regulation in this situation will not only

have adverse effects on biodiversity, but also on many communities in the region whose lives and livelihoods are intrinsically linked to the environment,” the Congress leader said. While balancing economic, social, and environmental interests are crucial, SEIAAs have a specific mandate to safeguard the environment, which will be undermined by this ranking framework, Bordoloi said, adding, “Our efforts, instead, should be geared towards strengthening the mandate of SEIAAs so that they may function independent of business interest and focus on upholding environment protection.” Appealing that the quality, rather than quantity, in appraisals be encouraged coupled with higher transparency, the MP from Assam’s Nagaon said: “This ranking framework SEIAAs is in violation of the Environment (Protect) Act 1986 as well as the Constitutional obligation towards protection of the environment.” The government has already clarified that the EIA Notification already provides time-lines for all EC processes and that there is no negative marking proposed for not meeting the criteria for ranking.

SHILLONG, JAN 28: The Meghalaya Cabinet on Friday approved the recommendation of the State government to increase the number of seats in the three Autonomous District Councils (ADCs) and appointment of traditional heads as chairmen of the village councils. Chief Minister Conrad Sangma said the Cabinet deliberated to amend to the Sixth Schedule of the Constitution which the number of seats in the three district councils would be increased from the present strength of 30 to 40 seats. Under the Sixth Schedule of the Indian Constitution, Meghalaya has three

district councils – for the Khasi, Jaintia and Garo Hills – having powers on myriad issues such as forests, tax collection, and so on. He said primarily the discussion revolved around the number of seats in the district councils and also the formation of the village councils. “Regarding the increase of seats have been discussed threadbare and most of the issues have been resolved,” Sangma told reporters. “As far as the increase of seats is concerned, the state government has proposed that the Khasi Hills and Garo Hills Autonomous District Councils district would have not more than 40 members, out of

which four members would be nominated,” the Chief Minister said. In the Jaintia Hills Autonomous District Council, Sangma said there would be 32 members and two members would be nominated by the Governor. I TA NAG A R , JA N 2 8 (PTI): Arunachal Pradesh’s COVID-19 tally rose to 61,247 on Friday as 455 people tested positive for the infection, 261 more than the previous day, a senior health official said here. The northeastern state had recorded 194 cases on Thursday, the official said. The death toll increased to 285 as a 60-year-old woman patient succumbed to the infection at a health facility here, State Surveillance Officer (SSO) Dr Lobsang Jampa said. The Capital Complex region registered the highest number of 142 new cases, followed by 33 in Lohit and 31 in East Siang district, he said.

The bandh is being supported by several ruling and opposition political parties, including VIP, HAM which are in power in the state. NEW DELHI, JAN 28 (IANS): India joins the elite club of missile exporters on Friday with the Philippines signing a $374.96 (Rs 2,770 crore) million deal for procuring Brahmos shore based anti-ship variant supersonic cruise missiles. Philippines signed a pact with Brahmos Aerospace Pvt ltd for the supply of three batteries of 290 kilometers range BrahMos missile system for its naval force. The Philippines Navy is ramping up its naval prowess to counter China’s belligerent behaviour in the South China Sea. The country has territorial disputes with Beijing in the region as China claims sovereignty over the sea that has a huge source of hydrocarbons. The first ever contract to export Brahmos missiles, which India has developed jointly with Russia, will pave the way for more such deals. Brahmos Aerospace is the Joint Venture between India’s DRDO and Rus-

sia’s NPOM. The shore based anti-ship system of the Brahmos is a deadly conventional weapon that flies almost three times the speed of sound. Earlier this month, the Brahmos had sent the proposal to the Philippines government, which after deliberations was accepted by them. The Philippines Department of National Defence had informed the BrahMos Aerospace about the decision through a Notice of Award. Besides, other Southeast Asian countries, which have evinced interest in BrahMos supersonic missile system, include Thailand, Vietnam and Indonesia. Sources in the government stated that the deliberations with Thailand are in preliminary stage, with Vietnam at an advanced stage while with Indonesia, its naval team had visited India to discuss if missiles could be fitted on the Indonesian warships.

NEW DELHI, JAN 28 (IANS): The Congress will raise issues like farmers’ distress, Chinese incursions, relief package to Covid victims, selling of Air India, and other key issues during the Budget session of Parliament. A decision to this effect was taken in a meeting of Congress Parliamentary Strategy Group which was chaired by Congress Parliamentary Party (CPP) Chairperson Sonia Gandhi. The meeting comes ahead of Centre’s all-party meet on Monday convened for smooth functioning of the house in the Bugdet session. MPs Mallikar jun Kharge, Adhir Ranjan Chowdhury, A.K. Antony, K.C. Venugopal, Anand Sharma, Gaurav Gogoi, K. Suresh, Jairam Ramesh, Manickam Tagore, Manish Tewari among others attended the meeting. In the winter session, the opposition was divided with TMC parting ways from Congress and despite suspension of MPs no joint strategy was reached though Congress had tried its level best to keep TMC with them. junction, Danapur, Arrah, Buxar, Sasaram, Bhabhua road, Lakhisarai, Jamui, Samastipur, Muzaffarpur to prevent untoward incidents. The railways has cancelled several trains bound to Delhi, Kolkata, Mumbai and some passenger trains and intercity express trains amid the ongoing protests. The student protest started last Saturday after RRB issued fresh notification for another examination and also said that the students have to give two examinations in the form of preliminary and mains in future. The fresh notification has provoked students for undeclared protests. They claimed that a notification of 35,000 jobs of various posts in Indian railway and NTPC was given in 2019 and exams were also conducted. Many students have passed the examinations and were waiting for the posting when fresh notifications came in.

Their mother died in 1989 at the Delhi railway station as

a destitute. Suman Toor who is in Chandigarh brought the allegations against Sidhu in a press conference. She said that she has documents to prove her allegations that Sidhu had been lying about their parents. Sidhu’s elder sister said Sidhu earlier claimed that their parents were separated when he was two years old, but that is a lie. She also

showed a photo of the family and said, “Does he look two years old here?” Toor said their mother asked him why he was lying about the relationship of his parents to which he said he denied saying those things. Sidhu’s sister revealed that soon after their father passed away, Sidhu drove their elder sister and their mother out of their house to grab the property. Suman came to know about all this long after her elder sister died. Sidhu had cut all ties with Suman as well and denied acknowledging her. Suman said she went to Sidhu’s residence on January 20 with prior information but Sidhu refused to meet. Sidhu has not yet responded to the allegations yet.

Yediyurappa, had left her ninemonth-old baby in the other room of the flat before committing suicide on Friday. M e a n w h i l e, H i g h Ground police have lodged a case of unnatural death following the complaint by her husband Dr Neeraj. The police are awaiting the statements from the family of Soundarya on ascertaining what made her take the extreme step. According to sources, Dr Soundarya conducted naming ceremony of her baby three months ago. Police sources say that there are very less chances of family dispute and reason for the suicide is yet to be ascertained. The maid and statements collected so far in the apartment said that couple lived happily. Dr Soundarya worked at the Bowring hospital as an Assistant Professor and she was a practicing doctor.

Her husband Dr Neeraj, a Radiologist worked at the M.S. Ramaiah hospital. Neeraj is son of elder brother of Zilla Panchayat member Mariswamy. Dr Sathish, one of the doctors who conducted autopsy of the body, stated that there is a mark in the neck and no other mark has been found in the body. A team of three doctors conducted the post-mortem the report of which has been generated and submitted to the tehsildar, he stated. The body has been handed over to the family after the autopsy. Soundarya, the daughter of Yediyurappa’ daughter Padmavathi, got married to Dr Neeraj in 2018 and the couple studied in the same medical college in the city, sources said. The incident has come to light at 10.30 a.m. when maid came to wake her up for breakfast. When she didn’t open the door of her room, the maid informed her husband Dr Neeraj and others.

Costly neglect

hen Prime Minister Narasimha Rao announced his government’s ‘Look East’ Policy of the early 1990s and afterwards the UPA-I and UPA-II had explored various ways of encouraging economic growth of the north east especially with regard to promotion of border trade. Eventually after the Modi government came to power in 2014, the focus and thrust changed from ‘Look East’ to current ‘Act East’ Policy. The new slogan seeks to convey the message that it is time to Act instead of talking about the policy. The north east region have been familiar with the policy, earlier as ‘Look East’ and later as ‘Act East’. The present slogan describes a “new-found salience” to India’s engagement with its “eastern neighbourhood and beyond. The excitement in the region is quite understandable as it also conveys a picture trade with the ASEAN countries.However, the north east will miss the bus it the states are unable to bring a turnaround in their economies. There are few vital areas where the potential could be harnessed for the foundation to carry the Act East Policy. These include- food processing sector,hospitality sector, agro based industry and minerals etc. The region can also hope to become an educational hub if the quality of higher education can be improved with reform in the education system. That also means education should be affordable to be competitive. The list also includes the need to promote entrepreneurial skills and to upgrade infrastructural facilities etc. Among the need was to make each of the state’s capitals and important cities interconnect by rail, road and air. Connectivity is usually taken for granted before embarking on pursuing any economic objective. In this regard, it may be pertinent to note that connectivity to the main gateway of Nagaland, at Dimapur with other states, is expected to meet needs of people travelling to and from Dimapur by road, rail and air. Roads linking Dimapur with Assam, till the inter-state check gates are well maintained. However, roads in Dimapur are showing signs of deterioration while national highways in Assam have attained the status of super highways either four-lane or six-lane. Air passengers emplaning at Dimapur have to walk to board the Air India flight while Air IndiGo provides a bus to the plane. Since expansion of Dimapur airport could not be done due to lack of area or due to encroachment airports such as Dibgrugarh and Jorhat grew. Dibrugarh airport has two aerobridges and situated over 386 acres and the length of the runway is 7500 feet. Dimapur airport has been reduced to an area of around 300 acres out of the 621.58 acres acquired by the government. .Rail connectivity in Nagaland is acutely inadequate to serve the rising number of passengers. Instead, Dimapur railway station is eventually going to be abandoned in terms of development since a double track cannot be constructed due to rampant encroachment. Assam has six airports and others such as a proposed airport at Diphu is underway. The state government since 2003 is not interested in either developing Dimapur airport nor ensuring eviction of encroachers from railway lands for expansion. Unless the gateway is developed, Nagaland will face certain problems in development as this requires prioritising objectives based on economic ground realities and not other considerations.

Every time we stand on our own rights and insist that this is what we intend to do, we are persecuting Him. Whenever we rely on self-respect, we systematically disturb and grieve His Spirit. And when we finally understand that it is Jesus we have been persecuting all this time, it is the most crushing revelation ever. Is the Word of God tremendously penetrating and sharp in me as I hand it on to you, or does my life betray the things I profess to teach? I may teach sanctification and yet exhibit the spirit of Satan, the very spirit that persecutes Jesus Christ. The Spirit of Jesus is conscious of only one thing— a perfect oneness with the Father. And He tells us, “Take My yoke upon you and learn from Me, for I am gentle and lowly in heart, and you will find rest for your souls” (Matthew 11:29). All I do should be based on a perfect oneness with Him, not on a self-willed determination to be godly. This will mean that others may use me, go around me, or completely ignore me, but if I will submit to it for His sake, I will prevent Jesus Christ from being persecuted.

India-Russia ties in times of tectonic geopolitical flux “I f you ask anyone in India who is our country’s greatest friend, every person, every child knows that it is Russia.” These were the words of Prime Minister Narendra Modi to President Vladimir Putin during their maiden meeting at the BRICS Summit in Brazil in July 2014. It is no surprise then, that in December 2021, Putin broke precedence when he chose to visit India for the 21st Annual India-Russia Summit, and the inaugural round of 2+2 Ministerial Dialogue; he had earlier declined to leave Russia to attend the G-20 in Rome, followed by COP 26 in Glasgow citing the Covid pandemic. And why not! The two nations indeed share a special and privileged strategic partnership. Since the mid-1950s, Soviet socialist democracy has assisted the Indian economy; be it military cooperation, food aid, steel plants, trade delegations, or agricultural expertise, to name a few. India has also not forgotten the Soviet ‘Treaty of Peace and Friendship’ in August 1971, which offset China’s plan to open a second front to support the ‘evil empire’ of Pakistan, when it started the Indo-Pak War in De-

cember 1971. And then, the year 1991 shares the national memory of both India and the Russian Federation (RF); RF for the dissolution of USSR in December 1991, India, for its own glasnost (openness!) moment, the balance of payments crisis followed by the liberalisation of the economy. The RF has consistently supported India in its bid for a permanent seat at the UNSC, and membership of the Nuclear Suppliers Group (NSG). Both countries are also engaged in the Shanghai Cooperation Organisation (SCO) as also in groups such as BRICS and RIC (Russia India China). Russia is also sympathetic to Indian cause of being a ‘victim of terror’ due to ‘policy of state sponsored terrorism’ from neighbouring Pakistan and has extended its support to India on abrogation of Article 370. Some might argue that since 1991, successive Indian governments have cultivated closer ties with the United States. Nothing could be further from truth. While Indo-US strategic relations have significantly improved, especially after the historic 2006 Civil-Nuclear deal, this has happened alongside even

stronger bilateral relations between India and Russia. As in chess, where an ‘Indian Defence’ is a popular opening for those who find themselves playing black, India’s strategic options have continued to get complicated after the end of the Cold War. Much like the India of the Mahabharata era, the world in the 21st century is ‘multi-polar.’ New Delhi, then, has learnt much from the chess wizard Avon Nimzowitsch’s ‘Nimzo Indian Defence’ to create latitude for itself and foster stronger ties with Russia, while cooperating with the United States to foster a healthy balance of power relationship in Asia. Vladivostok-Chennai Maritime Corridor (VCMC) In September 2019, during his visit to Vladivostok, PM Modi unveiled India’s ‘ct Far East Policy’ while at the same time both sides signed an agreement to develop a Vladivostok Chennai sea route. This is a win-win paradigm for both nations. While becoming India’s springboard in the East Asian market, this maritime corridor also provides Russia a much sought after ‘Pivot to Asia.’ A vibrant sea route between Chennai and Vladivostok will help upscale trade

relations between the two nations. This will bolster bilateral maritime trade between India and Russia from the current $11 billion to $30 billion by 2025. For India, then, the VCMC corridor will demand what the American naval theorist Alfred Mahan said, “to secure commerce, by political measures, conducive to military, or naval, strength.” And then to secure their national interests, the Indian Navy and Russian Navy will require establishing an increased maritime presence in the disputed waters of Western Pacific Ocean. This in the long run will balance China’s rising maritime hegemony in Asia. Nuclear Cooperation Russia was the first foreign country to engage in India’s nuclear power industry including the evolution to exercise and operate nuclear submarines. On the civilian nuclear co-operation, over ten atomic plants are planned to be set-up in Kudankulam in Tamil Nadu. On the military side, the lease of Chakra SSN for two successive cycles of 10 years each, assistance in operationalising the nuclear triad onboard the SSBN Arihant, and continuing support for India’s indigenous SSN program are good examples of longterm relationship between

the two countries. While France and the United States have emerged as prospective options to diversify India’s nuclear engagement, it seems that in the near future, Russia will continue to be our strongest ally in terms of transfer of nuclear technology. Capability Development and Capacity Building Russia has been the most consistent and reliable partner for India’s security interest in the region. Around 60-70 per cent of India’s defence imports are from Russia. The ‘Indra’ (India and Russia) series of maritime exercises between Indian Navy and Russian Navy since 2003 has grown from strength to strength. In its latest edition, in July 2021, Nav’s frigate Tabar attended the 325th RuFN Day celebrations at St Petersburg by sailing across 8,000 nautical miles (approx 15,500 kilometers across the Mediterranean Sea, Atlantic Ocean and North Sea). The joint development of the Brahmos (Brahmaputra and Moscow) supersonic cruise missile (to be developed under the aegis of ‘Make in India’) is yet another classic example of strengthening ties between the two nations. In addition, India’s only aircraft carrier, the Vikramaditya

and its air wing, is the crown jewel testimony of vibrant India-Russian ties. Finally, as news is coming in (as recent as 14 Jan 2022!), of Biden administration’s decision to waive CAATSA sanctions against India for buying Russian S-400 air defence system, it is yet another proof of an emerging multi-polar world order. The Way Forward In times of tectonic geopolitical shift in the broader Indo-Pacific region, India and Russia have one fundamental common interest; the desire to evolve a multi-polar world order. This enduring interest will continue to drive close co-operation between the two largest nations in Eurasia. As natural allies, India must continue offering its resources and support to Russia; in return Russia provides the support of its power to India. The endeavour must be that while India and Russia are operating as individual instruments in an orchestra (with their distinct pieces of brilliance), both nations must obtain a wide-ranging set of “symphonies” that will establish and sustain cooperation in areas of mutual national interests. In order to encourage exports of finished goods, export incentives on raw materials should also be withdrawn for a certain period. After two weeks, there is going to be a situation like October last year, when the cost of freight and container was very high. The budget should draw inspiration from the global supply chain crisis. It is unfortunate that India does not have a global shipping line and large cap container manufacturing unit. The time has come for India to take concrete steps to make it a global shipping line. The budget also needs to

announce some mechanism to prevent overcharging due to rollover, exchange rate, spot booking, booking cancellation, weight variation etc. Almost all exporters have to shell out a hefty amount to meet such expenses. Meanwhile, the electric vehicle (EV) era has begun in India, which will be further boosted by the rapid development of charging infrastructure and advanced EV models in 2022. The EV industry expects the central government to announce new initiatives to encourage local EV manufacturing and facilitate easy finance, and create a new EV ecosystem. Simultaneously, the industry has urged for reduction of GST on EV purchase and rental from five per cent to two per cent. The Finance Ministry may also reduce the tax on loans taken to buy electric vehicles. The reduction in GST and tax benefits will play an important role in making electric vehicles accessible to all. S researchers have identified four factors that are linked to a person’s risk of developing long lasting symptoms post a Covid infection. People with the debilitating condition called long Covid continue to experience symptoms, such as fatigue, shortness of breath and even trouble concentrating, weeks, months or years after SARS-CoV-2 infection. Some estimate that up to 30 per cent of infected people, including many who were never hospitalised, have persistent symptoms. The study, published in the journal Cell, showed the level of coronavirus RNA in the blood early in the infection, an indicator of viral load, is a reason, the New York Times reported. Another is the presence of certain autoantibodies, antibodies that mistakenly attack tissues in the body as they do in conditions like lupus and rheumatoid arthritis. A third factor is the reactivation of Epstein-Barr virus, a virus that infects most people, often when they are young, and then usually becomes dormant. The final factor is having Type 2 diabetes, the report said.

For the study, a team ofA 50 researchers including from the University of Washington followed more than 200 patients for two to three months after their Covid diagnoses. The most influential factor appeared to be autoantibodies, which were associated with twothirds of the cases of long Covid, the researchers said. Each of the other three factors showed up in about a third of the cases, and there was considerable overlap, with several factors identified in some patients, they added. “I think this research stresses the importance of doing measurements early in the disease course to figure out how to treat patients, even if we don’t really know how we’re going to use all that information yet,” said Jim Heath, principal investigator of the study and president of the Institute for Systems Biology, a nonprofit biomedical research organisation in Seattle. The findings might suggest ways to prevent or treat some cases of long Covid, including the possibility of giving people antiviral medications soon after an infection has been diagnosed, the team said. he choice of higher education and subsequent building of a career pathway on completion of school education has a profound impact on how the future shapes up for a student. With thousands of career options available, the task of picking one among many skill sets may seem insurmountable. This is mainly due to a wider array of choices than ever before, the competitive nature of higher education admission processes, multiple pathways to careers, and the dynamically changing world of work. The Institute Student Quest Survey has tried to develop an understanding of this dynamic decision-making process that students undertake, in choosing a career, country, college, and course. Identifying interests As students in class XII begin to think ‘What after school?’, ‘What do I want to become or do?’, they should first anchor or identify themselves with a career and then plan backwards

for a suitable course, college and finally country (study destination). In exploration of careers and shortlisting, the survey finds that the driving forces in the decision-making process for Indian students are passion, parents’ recommendations and expected salary at the end of the programme. The findings indicate that students tend to prioritise programme over university. In choosing a particular programme, three factors seem to be most significant- alignment with their interests, their perceived strength in a particular relevant area of study/ academics, and future job prospects in the career domain. Students spend a majority of their time envisioning a good career with the aim of a good quality life. Universities serve as the bridge between school education and realisation of career aspirations, playing an enormous role in carving out the future. As per the survey results, the top three

factors in choosing a university include the institution’s placement record, rankings, and the programme design. What stands out is that decision-making at each level by students is mostly outcome driven as they all wish to see themselves as successful individuals and want to pick options that would nudge them in that direction. Program design is an interesting addition as students do want to pursue programs that are in keeping with today’s times and are flexible in curriculum, allowing for various combinations to match their interests and strengths. Other important factors in selection of a university are fees, location, and the quality of faculty. The ease of settling Getting the location right can be just as important as the other factors. Choosing the right setting can make all the difference to the student experience -- ease of settling in, making connections and memories, and the career outcomes. All of this

is a function of the surrounding environment, personal and professional opportunities, local culture, language and much more. The most important factor in location choice is safety, closely followed by job opportunities in the area where the higher education institution is located. Quite interestingly, the third most important factor is the concentration of high-ranked universities in that location – students seem to prefer locations where multiple high-ranked institutes are situated, as that potentially impacts the culture of the city too. The survey results indicate that the reasons for choosing to study at an international destination beyond the home country are: higher quality of education, the perception of studying abroad as providing a path to eventually settling outside their home country, and prestige attached to an international qualification. Further, in

choosing a particular country, students focus on three factorshigh-quality teaching, affordability, and the opportunity to stay back in that country. Presence of multiple high-ranked universities is a factor that is common to both students wishing to study in and outside of the home country. The right stage Parents serve as a major influence in their children’s career development and career decision- making. Interestingly, the study reveals that reliance on parents in the decision-making process reduces as students move from classes IX, X, to XI and XII. What stands out clearly is the increased need felt by students for career counseling at the right stage. As students gear up for future challenges, parents, teachers and counselors need to be cognizant of their role as facilitators and enable them to make independent yet wellinformed career choices. BJP declared assets worth Rs 4,847 cr in 2019-20: ADR

NEW DELHI, JAN 28 (PTI): The BJP declared assets worth Rs 4,847.78 crore in financial year 201920, the highest among all political parties, followed by the BSP at Rs 698.33 crore and the Congress at Rs 588.16 crore, according to poll reforms advocacy group ADR. The Association for Democratic Reforms prepared its report based on its analysis of assets and liabilities of national and regional parties in 2019-20. According to the analysis, the total assets declared by the seven national and 44 regional parties during the financial year amounted to Rs 6,988.57 crore and Rs 2,129.38 crore, respectively. Among the seven national parties, the highest assets were declared by the BJP (Rs 4847.78 crore or 69.37 per cent), followed by the BSP (Rs 698.33 crore or 9.99 per cent) and the Congress (588.16 crore or 8.42 per cent), the ADR report said. Among the 44 regional parties, the assets of the top 10 parties were worth Rs 2028.715 crore or 95.27 per

cent of the total declared by them all combined. In the FY 2019-20, among the regional parties, the highest assets were declared by the Samajwadi Party at Rs 563.47 crore (26.46 per cent), followed by the TRS at Rs 301.47 crore and the AIADMK at Rs 267.61 crore. Fixed Deposits/FDR constituted the largest share of Rs 1,639.51 crore (76.99 per cent) of the total assets declared by regional parties in the FY 2019-20. Under the FDR/ Fixed Deposits category for the financial year, the BJP and the BSP declared Rs 3,253.00 crore and Rs 618.86 crore, the top two among all national parties, while the Congress declared Rs 240.90 crore. Among regional parties, political parties such as the SP (Rs 434.219 crore), TRS (Rs 256.01 crore), AIADMK (Rs 246.90 crore), DMK (Rs 162.425 crore), Shiv Sena (Rs 148.46 crore), BJD (Rs 118.425 crore) among others declared highest assets under FDR/Fixed Deposits.

Google invests USD 1 bn in Bharti Airtel

NEW DELHI, JAN 28 (PTI): Google will invest as much as USD 1 billion in Bharti Airtel in picking up a 1.28 per cent stake and in scaling up offerings of India’s second-largest mobile phone operator, the telecom major said on Friday. Alphabet Inc’s Google will pay USD 700 million (Rs 734 per share) for a 1.28 per cent stake in Bharti Airtel Ltd and the rest towards multi-year plans that will include devices. This will be the second investment by Google, which had two years ago committed to investing USD 10 billion in India via its digitisation fund over 5 to 7 years through equity deals and tie-up. It had in July 2020, invested USD 4.5 billion for a 7.73 per cent stake in billionaire Mukesh Ambani’s Jio Platforms. The amount Google invested in Jio was Rs 33,737 crore (USD 4.5 billion), which was 6.4 times its investment in Bharti Airtel at Rs 5,250 crore (USD 700 million). “This will comprise-

Breyer, a longtime liberal, wrote on Thursday that he intends the decision to take effect when the Supreme Court rises for the summer recess, assuming that by then his successor has been nominated and confirmed, reports Xinhua news agency. Biden held an event at the White House later in the day marking Breyer’s announcement. In his remarks, the President said he will nominate the first black woman to the US Supreme Court. “I have made no choice at this point. Once I select a nominee, I’ll ask the Senate to move promptly on my choice,” he added. Currently, conservatives have a 6-3 majority over liberals in the institution.

It called for all parties in Ethiopia’s war to agree to a humanitarian cease-fire and “formally agreed transport corridors” for aid after 15 months of war. The U.N. said no aid convoy has entered the Tigray region of some 6 million people since mid-December. Separately, the U.N. humanitarian agency said less than 10% of the needed supplies, including medicines and fuel, have entered Tigray since mid-July. Crater counting and evidence of salts on top of volcanic terrain allowed them to date the deposits. “What is amazing is that after more than a decade of providing highresolution image, stereo, and infrared data, MRO has driven new discoveries about the nature and timing of these river-connected ancient salt ponds,” said Ehlmann, CRISM’s deputy principal investigator. t is commonly believed that water on Mars evaporated about 3 billion years ago. But two scientists studying data from NASA’s Mars Reconnaissance Orbiter found signs of liquid water on the Red Planet as recently as 2 billion to 2.5 billion years ago, meaning water flowed there about a billion years longer than previous estimates. The findings, published in the journal AGU Advances, centre on the chloride salt deposits left behind as icy meltwater flowing across the landscape evaporated. While the shape of certain valley networks hinted that water may have flowed on Mars recently, the salt deposits provide the first mineral evidence confirming the presence of liquid water. Scorchers lift BBL title for record 4th time

MELBOURNE, JAN 28 (IANS): A stunning fightback from Laurie Evans and skipper Ashton Turner with the bat followed by a clinical show with the ball helped Perth Scorchers thrash Sydney Sixers by 79 runs in the final and won the 2021-22 Big Bash League title, here on Friday. With this win, Perth Scorchers became the first team to lift the BBL Trophy for the fourth time in the competition’s 11-season history. They earlier had won titles in seasons 3, 4 and 6 of BBL. At 4-25, Scorchers were in deep trouble and Evans (76 not out off 41) and Turner (54 off 35) helped them recover from the collapse as they put on 104 runs for the fifth wicket to help their side to 171 for 6. In reply, Daniel Hughes topscored for the Sixers with 42 but it was not enough. Chasing a challenging target, Hayden Kerr (2), who scored an unbeaten 98 against Adelaide Strikers to help the Sixers into the final, could not replicate his heroics as he fell in the second over to Jason Behrendorff slicing a catch to short third-man. D I M A P U R , JA N 2 8 (NPN): Wester n Sumi Sports Association (WSSA) Friday informed that former Indian football captains Bhaichung Bhutia and Renedy Singh have agreed to become its advisors. WSSA through its media cell informed that Baichung Bhutia and Renedy Singh advised the WSSA officials to focus on under 14 category team to move up the ladder to reach National and International level. It informed that both had assured support to identified talents for trials in Indian football clubs. According to WSSA, Padma Shree and Arjuna Awardee Baichung Bhutia also agreed to conduct and train coaches under WSSA to guide players in cluster targeted villages, preferably

players under WSSA with some past experience. Bhutia reportedly informed WSSA officials that his club Sikkim United would play with WSSA 11 football team very soon to encourage and motivate the grassroots Naga players under Niuland, Dimapur and Chumukedima districts. WSSA said its officials led by its president Vikuto Zhimo interacted with Bhutia, who is also the brand ambassador of Northeast Brews, Nagaland premium tea brand, and Renedy Singh, coach of east Bengal team and formal Indian football captain. WSSA said it was committed to grassroots development of sports especially football in Western Sumi areas and Nagas in general.

WSSA sports association week long sports event (Jan 24-29 2022) also included an educational visit to Atoqa tea factory, Nikhekhu on January 27. The visit was part of various activities being planned for the teams by the association. The participating team from 11 areas under Western Sumi region comprised of 179 villages. The visit to complex was hosted and organised by Ato area sports association and Nikhekhu village council in collaboration with Atoqa tea factory management. Mladenovic, Dodig win mixed doubles MELBOURNE, JAN 28 (IANS): France’s Kristina Mladenovic and Croatia’s Ivan Dodig were on Friday crowned the Australian Open 2022 mixed doubles champions, defeating Australian wild cards Jaimee Fourlis and Jason Kubler 6-3, 6-4 at the Melbourne Park here. This is the second time in her career that the 28-year-old Mladenovic has emerged the Australian Open mixed doubles champion, with the previous title coming in 2014. The win for the former top-10 player is her first mixed major crown in eight years, her third overall and second in Australia. She and Canada’s Daniel Nestor reached consecutive finals in Australia in 2014 and 2015, winning the former, and the duo also won Wimbledon in 2013.

MUSCAT, JAN 28 (PTI): Last edition champions India defeated China 2-0 to win a consolation bronze medal at the women’s Asia Cup hockey tournament here on Friday. The Indians left behind the disappointment of their semifinal defeat to Korea and controlled the proceedings in the first two quarters, scoring two goals in the process, to go into half time with a 2-0 lead against China. They, however, failed to score any more goals in the second half.
