DCGI grants EUA to Corbevax for those aged 5-12, Covaxin for 6-12 age group

India’s drug regulator has granted emergency use authorisation for Biological E’s COVID-19 vaccine Corbevax for those aged 5 to 12 years and Bharat Biotech’s Covaxin for children in the age group of 6 to 12 years, Union Health Minister Mansukh Mandaviya said on Tuesday. The Drugs Controller General of India (DCGI) has also granted emergency use authorisation (EUA) to Cadila for its ZyCoV-D for an additional dose of 3mg with a two-jab inoculation schedule 28 days apart for those aged above 12 years. ZyCoV-D is, currently, approved for a 2mg threedose vaccination schedule. Speaking at a meeting at DC’s conference hall, Kiphire, Munda mentioned that Aspirational District was the concept of Prime Minister Narendra Modi to fulfil the nation’s dream of development on all fronts. 8 villages demand immediate start of PMGSY works DIMAPUR, APR 26 (NPN): Altogether eight villages-- Five villages under Tseminyü district (Sendenyu, New Sendenyu, Lotsüphen, Rümesinyu and Thongsünyu) and three village under Kohima district (Tsiemekhuma, Tsiemekhuma Basa and Botsa) have reiterated their demand for immediate start of BotsaSendenyu-via-Tsiemekhuma road construction under Pradhan Mantri Gram Sadak Yojana (PMGSY). In a joint press statement, council chairman of eight villages stated that as per the guideline for the PMGSY, any habitation with above 500 population

in the hilly areas should be connected with all-weather roads. However, they expressed dismay that eight villages having a total population of over 5000 still remained to be connected with all-weather road. The council chairmen said that the government sanctioned upgradation of PWD Road covering 19 km from Botsa to Sendenyuvia- Tsiemekhuma under PMGSY during 2018-19. However, due to the litigation case filed by Imti Ao, proprietor of M/S Trident Enterprise, they said that the work has been put on hold till date making the sanctioned road liable to be

lapsed if not completed by September 2022. As per the Court order, the signatories said the department had floated a fresh NIT for retender of the same work vide Order No. CE/R&B/PMGSY-II/TENDER/2019-20 Dated 03/11/2021. However, they said that the petitioner M/S Trident Enterprise did not participate in the said re-tender for the reasons best known to them. However, after closing of the said Tender, the Petitioner M/S Trident Enterprise stopped the department from issuing Work Order for the said work by producing the Court Order dated 30/11/2021. The

signatories said that while the Petitioner M/S Trident Enterprise had no interest in taking up the said contract work, it was “clear that the Petitioner has a sadistic intent of depriving development for the undersigned poor remote villages.” Therefore, the villages cautioned the petitioner and implementing department that in the event of failure to implement the said road due to litigation case on question, the public would be constrained to take up their own course of action to redress their right, for which, the petitioner and the department will be solely held responsible.

DIMAPUR: Deputy Commissioner, Phek, Razouvolie Dozo launched the Honey Project and Piggery Breeding Unit under the flagship of ICICI Foundation, Rural Livelihood on the theme, ‘For Sustainable Livelihood’ at old Runguzu village, Phek on April 26. Addressing as the special

guest, Dozo assured full cooperation and support towards the project. He expressed gratitude to the ICICI Foundation for selecting the area and said that the project would benefit the villagers and asked them to render their time and contribute for the upliftment of the economy and livelihood of the people.

Dozo also emphasized that the company was not for business purposes, but for the welfare of the people. He further urged agri & allied departments to come up with innovative programmes for economic growth of the rural areas. Project Manager, Pumgouthang, while highlighting the project urged the ICICI Foundation to facilitate and ensure better quality livelihood in the future. Condolence messages on demise of TL Angami DIMAPUR: Various organisations have condoled the demise of former Angami Public Organisation (APO) vice president, founder and former president of Nagaland GB Federation (NGBF), T.L Angami who passed away on April 24 in Guwahati. AAGBA: All Angami GB Association (AAGBA) said late T.L Angamiwas a great man and a pioneer of the NGBF, who took up the mantle of leading the NGBF by becoming the first president for three tenures since December 14, 1984. In a condolence message, AAGBA said late Angami’s knowledge, wisdom and guidance shaped the NGBF into what it is today and with his untimely demise, his advice and mentorship would be

AIZAWL, APR 26 (PTI): At least 60,000 beneficiaries have been selected to receive assistance under Mizoram’s flagship programme-SocioEconomic Development Policy (SEDP) for the first phase, Deputy Chief Minister Tawnluia said. “We have selected beneficiaries and we are planning to provide assistance of Rs 50,000 each to 60,000 families under the SEDP for their economic startup,” Tawnluia said while addressing a political session at the party office here on Monday. He said that 1,500 families have been selected from each assembly constituency to receive the assistance. Mizoram has 40 assembly constituencies. The minister said that the SEDP has been devised to nurture people and bring economic development in the state. He claimed that the state’s flagship programme has been partly implemented in the form of constructing roads and hiring teachers, among others, since the Mizo National Front (MNF) came to power in the state in 2018. “Focus is now on the uplift of the general public and the programme will be implemented family oriented,” he said.

The state will develop these Amrit Sarovars at a cumulative cost of around Rs 1,150 crore. Assam Cancer Care Foundation, a joint venture

of Government of Assam and Tata Trusts, is executing a project to build South Asia’s largest affordable cancer care network with 17 Cancer care hospitals spread across the state. Under the Phase 1 of the project, out of 10 hospitals, construction of seven hospitals have been completed while three hospitals are at various level of construction. Phase 2 of the project will witness construction of seven new cancer hospitals. The Prime Minister will dedicate to the nation seven cancer hospitals completed under phase 1 of the project. These cancer Hospitals are built at Dibrugarh, Kokrajhar, Barpeta, Darrang, Tezpur, Lakhimpur, and Jorhat. Modi will also lay the foundation stone of seven new cancer hospitals at Dhubri, Nalbari, Goalpara, Nagaon, Sivasagar, Tinsukia and Golaghat to be constructed under phase 2 of the project.

SHILLONG, APR 26: The Meghalaya government has imposed a complete ban on inter-state and inter-district movement of pigs from infected areas after African swine fever disease was reported from a village in Ri-Bhoi district. Principal Secretary of Animal Husbandry & Veterinary department G.H.P Raju said report of the disease has been confirmed in Umshorshor village (epicenter) in Umsning Block, RiBhoi District and designated as the epicentre of African swine fever disease. He said the department has designated all villages falling under one kilometer radius of the epicentre as infected zone. Villages falling under the 10km radius surrounding the epicentre of the disease have been designated as surveillance zones, Raju said. Moreover, several restrictions have been placed in these designated villages by the department.

Meghalaya CM launches ‘Ginger Mission’ Mevani sent to 5 days in police custody in assault case Correspondent SHILLONG, APR 26: Meghalaya Chief Minister Conrad K. Sangma on Tuesday launched the flagship programme – “Ginger Mission” at Integrated Agriculture Training Centre, Shillong. The mission aims to double the ginger production in the State to at least 1.5 lakh MT per annum in the next three years from its current production of about 60,000 MT per annum. Through the mission, the Department of Agriculture and Farmer’s Welfare will introduce improved and high yielding varieties of ginger like – IISR Mahima, IISR Varada and Nadia (currently being grown widely in the State). The mission will also benefit 50,000 farmersand the area of production will be increased from 10,000 hectares to 12,500 hectares. Apart from introducing high yielding and improved varieties of ginger, the mission imparts training to farmers on the Package of Practices (POP) and the latest production technology, collectivization and aggregation, processing of ginger and market linkage. Chief Minister said that the objective of Ginger Mission was to improve

sion, the Government will create logistic hubs and storage spaces and as well as connect the farmers to bigger markets and buyers. “The Government will ensure that all verticals related to introduction of improved seed varieties, training, production and marketing linkage are taken care of to ensure maximum output,” he added. Sangma also said that the indigenous variety “Sying Makhir” which is highly medicinal will also be promoted through this programme. “Our local variety of ginger Ing Makhir has medicinal properties and through this mission we will ensure its development and promotion”, he said. Further, Sangma informed that Rs. 121 cr has been earmarked for the mission for a period of three years and by the end of the mission, the Government is confident that Meghalaya would become the third largest producer of ginger in the country. It may be noted that the Government would be spending about Rs. 18 Crores in the first year to procure 2,200 MT on quality planting materials and will be distributed freely to about 9000 farmers this year covering about 400 Villages. BARPETA, APR 26 (PTI): Gujarat MLA Jignesh Mevani was remanded to five days in police custody on Tuesday by a court in Assam’s Barpeta district in an assault case filed by a woman police officer. Chief Judicial Magistrate Mukul Chetia remanded Mevani to police custody when he was produced in his court in the afternoon. M eva n i h a s b e e n booked under IPC sections 294 (uttering obscene words in public), 323 (voluntarily causing hurt), 353 (assaulting a public servant in the execution of duty) and 354 (using criminal force to a woman intending to outrage her modesty). The alleged incident occurred when she was

escorting the Dalit leader from Guwahati airport to Kokrajhar in a government vehicle on April 21, according to the FIR registered on the same day in Barpeta Road police station. He was arrested in this case on Monday soon after he was released on bail in another case in Kokrajhar district. Mevani, an Independent MLA backed by the Congress, was first arrested on April 19 from Palanpur town in Gujarat, and was brought to Kokrajhar for tweeting against Prime Minister Narendra Modi. It is alleged that he assaulted the woman officer when she was accompanying him from Guwahati airport to Kokrajhar along with senior police officers.

KO L K AT A , A P R 2 6 (PTI): The Ministry of Home Affairs (MHA) on Tuesday alerted the police of West Bengal and its adjoining three states - Bihar, Jharkhand and Odisha - on possible rise in Maoist activities in this region in the next fortnight, an official said. During a meeting of the Standing Committee of the Eastern Zonal Council held at the state secretariat, senior MHA officials referred to intelligence inputs regarding a possibility of a sudden surge in the activists

Discussions were held on erecting barbed wire fencing along the international borders of the four states, the official said.

NEW DELHI, APR 26 (PTI): The Supreme Court on Tuesday directed the Uttarakhand chief secretary to place on record that no untoward statement will be made at the ‘Dharam Sansad’ scheduled in Roorkee and warned that it will hold top officials responsible in case of any hate speech being made. A three-judge bench headed by Justice A M Khanwilkar took note of the assurance given by the Uttarakhand government that authorities are confident that no untoward statement will be made during the event and that all steps as per decisions of this court will be taken. NEW DELHI, APR 26 (PTI): The Citizenship (Amendment) Act (CAA) is a limited and narrowly-tailored legislation that seeks to provide a relaxation to specific communities from specified countries with a clear cut-off date, taking a compassionate and ameliorative view, according to the annual report of the Ministry of Home Affairs (MHA). The CAA, which was enacted in 2019 but is yet to be implemented, aims to grant citizenship to those members of the Hindu, Sikh, Buddhist, Jain, Parsi and Christian communities who faced persecution in Afghanistan, Bangladesh and Pakistan. The enactment of the law triggered protests, leading to about 100 deaths in various parts of the country. The protesters claimed that the law violates the Constitution as it aims to grant Indian citizenship on the basis of religion -- barring Muslims. “The CAA is a limited and narrowly tailored legislation which seeks to provide a relaxation to aforesaid specific communities from the specified countries with a clear cut-off date. It is a compassionate and ameliorative legislation,” the MHA annual report for 2020-21 said. It said the CAA does not apply to Indian citi-

zens and therefore, does not in any way take away or abridge their rights. Further, the present legal process of acquiring Indian citizenship by any foreigner of any category as provided in the Citizenship Act, 1955 is very much operational and the CAA does not amend or alter this legal position in any manner whatsoever, the report pointed out. Hence, legal migrants of any religion from any country will continue to get Indian citizenship once they fulfil the eligibility conditions provided in the law for registration or naturalisation, it said. The Constitution has provided special provisions under the Sixth Schedule to grant protection to the tribal and indigenous people of the northeastern region. The CAA has excluded the areas under the Sixth Schedule of the Constitution and the areas covered by the Inner Line Permit system under the Bengal Eastern Frontier Regulation, 1873, the report noted. “Hence, the CAA does not affect the protection granted by the Constitution to indigenous population of northeastern states,” it said. The CAA was notified on December 12, 2019 and came into force on January 10, 2020. It aims to facilitate grant of citizenship to migrants belonging to the Hindu, Sikh, Buddhist, Jain, Parsi and Christian communities from Afghanistan, Bangladesh and Pakistan, who had come to India on or before December 31, 2014.

The bench expressed anguish over the submission and said this is not the way to address such matters. “We direct you to do it. We don’t want your assurance. The high court had dismissed the petitions filed by a section of Muslim students from the Government PreUniversity Girls College in Udupi, seeking permission to wear hijab inside the classroom. The prescription of school uniform is only a reasonable restriction, constitutionally permissible which the students cannot object to,

It is submitted that the freedom of conscience forms a part of the right to privacy,” it said.

NEW DELHI, APR 26 (PTI): The CBSE class 10 and 12 board exams for the second term began on Tuesday across India and abroad after two years of pandemicinduced disruptions. The first-term exams were conducted in November in a truncated format with multiple-choice questions. The exam duration was one-and-half hours. On Tuesday, class 12 had exams on entrepreneurship and beauty and wellness while for class 10, exams on six subjects -- Painting, Rai, Gurung, Tamang, Sherpa and Thai -- were held. “The class 10 examination will be conducted for 29 days, concluding on May 24. The class 12 examination will be held for 51 days and will be over on June 15. “In class 10, CBSE will conduct examination for 75 subjects and in class 12, 114 subjects. The total subjects for examination conducted by the CBSE would be 189,” a senior board official said. The official added that while over 21.16 lakh candidates will appear for class 10 board exams at 7,406 centres, 14.54 lakh candidates will appear for class 12 board exams at 6,720 exam centres. The number of students permitted in each classroom has been capped at 18 and schools have been asked to provide separate rooms to students suffering from COVID-19.

NEW DELHI, APR 26 (PTI): Over 100 former civil servants have written to Prime Minister Narendra Modi with a hope that he will call for an end to what they termed as “politics of hate” allegedly practised “assiduously” by governments under BJP’s control. In an open letter, they said “we are witnessing a frenzy of hate filled destruction in the country where at the sacrificial altar are not just Muslims and members of the other minority communities but the Constitution itself ”. Former Lt Governor of Delhi Najeeb Jung, former National Security Adviser Shivshankar Menon, ex-foreign secretary Sujatha Singh, former home secretary G K Pillai and former prime minister Manmohan Singh’s principal secretary T K A Nair are among the 108 signatories to the letter. As former civil servants, it is not normally our want to express ourselves in such extreme terms, but the

relentless pace at which the constitutional edifice created by our founding fathers is being destroyed compels us to speak out and express our anger and anguish, the letter said. The escalation of hate violence against the minority communities, particularly Muslims, in the last few years and months across several states - Assam, Delhi, Gujarat, Haryana, Karnataka, Madhya Pradesh, Uttar Pradesh and Uttarakhand, all states in which the BJP is in power, barring Delhi (where the union government controls the police) - has acquired a frightening new dimension, it said. The former bureaucrats said they believe that the threat is unprecedented and at stake is not just constitutional morality and conduct; it is that the unique syncretic social fabric, “which is our greatest civilizational inheritance and which our Constitution is so meticulously designed to conserve, is likely to be torn apart”.

World helpless on Ukraine

I

t is time that the world seriously consider investigation into horrific accounts of mass killings, torture, mass rapes of women and girls by Russian soldiers during the current two-month long invasion of Ukraine. The Russian atrocities including genocide in Ukraine were ordered by Russian dictator Vladimir Putin whose ambition of being the next great Russian ruler has led him to unleash the might of his military to invade an independent nation. He is the man solely responsible for war crimes in Ukraine where several thousand civilians have been killed by constant Russian bombardment and use of banned weapons. Ukraine’s president Volodymyr Zelenskyy predicted that there could be more gruesome discoveries ahead in the wake of the Russian troop withdrawal from the north of the country. There is mounting evidence of civilian killings, rape and torture. These have been confirmed by photographic evidence of the Bucha Massacre – one of many sites of documented war crimes against Ukrainian civilians. The civilians of Bucha faced among the most brutal act by the Russian invaders which has shocked many in the West. As the Russian invaders were forced to withdraw from Bucha after several weeks of occupying this small town in the Kyiv region, the graphic images of mass graves, of tortured and mutilated bodies, of executed people with their hands bound behind their backs, of streets covered with the corpses of unlucky passers-by, have fuelled international outrage about the Russian invasion of Ukraine. The Kremlin called the Bucha Massacre a “blatant provocation by Ukrainian radicals,” a “staged performance” and a “fake attack aimed at undermining Moscow.” Russia’s Strategic Culture Foundation think tank went to far as to say that the perpetrators were actually Ukrainians who killed the civilians after the Russian troops had withdrawn from Bucha.These false claims were refuted by eyewitnesses who managed to survive the massacre, and by open-source satellite images that showed the corpses lying there while the town had been still occupied by the Russians. As the war in Ukraine grinds on, a growing number of world leaders have stated that Russia’s actions amount to war crimes. President Joe Biden has now described the war as “genocide.”Genocide is defined in international law as the deliberate killing of people from a particular national, ethnic, racial or religious group, with the intention of destroying the group - whether entirely or in part. As such, genocide is a specific war crime that is bigger than the illegal killing of civilians. The law requires proof of the intent to destroy the group. Investigators from UNHRC have been interviewing witnesses and gathering evidence to determine who is responsible for the killing of civilians in Bucha, Mariupol and other occupied cities – a process that could take a year or longer. So far, the findings backed with discovery of dead bodies buried in mass graves strongly indicate a pattern of torture, rape and murder of civilians by Russian forces. The world body especially the UN is governed by the general assembly –UNGA- where the US, Russia, UK and China have the power to veto Security Council resolutions, enshrined in the UN Charter – a right accorded to them because of their key roles in establishing the United Nations. As per its power, Russia has continuously vetoed the UN resolutions on Ukraine. It is time that veto powers are done away with if nations are to live as equals that the UN is supposed to enshrine.

Abraham interpreted God’s command to mean that he had to kill his son, and he could only leave this traditional belief behind through the pain of a tremendous ordeal. God could purify his faith in no other way. If we obey what God says according to our sincere belief, God will break us from those traditional beliefs that misrepresent Him. There are many such beliefs which must be removed– for example, that God removes a child because his mother loves him too much. That is the devil’s lie and a travesty on the true nature of God! If the devil can hinder us from taking the supreme climb and getting rid of our wrong traditional beliefs about God, he will do so. But if we will stay true to God, God will take us through an ordeal that will serve to bring us into a better knowledge of Himself. The great lesson to be learned from Abraham’s faith in God is that he was prepared to do anything for God. He was there to obey God, no matter what contrary belief of his might be violated by his obedience. Abraham was not devoted to his own convictions or else he would have slain Isaac and said that the voice of the angel was actually the voice of the devil. That is the attitude of a fanatic. If you will remain true to God, God will lead you directly through every barrier and right into the inner chamber of the knowledge of Himself. But you must always be willing to come to the point of giving up your own convictions and traditional beliefs. Don’t ask God to test you. Never declare as Peter did that you are willing to do anything, even “to go …both to prison and to death” (Luke 22:33). Abraham did not make any such statement— he simply remained true to God, and God purified his faith.

Let us ensure long life for all K A ll of us have taken vaccines against many diseases. In recent times most of us have taken vaccines against COVID 19 and this is one of largest vaccination drives around the world to give vaccines against COVID 19. Vaccination is a simple, safe, and effective way of protecting individuals against harmful diseases, before one comes into contact with it. It uses one’s body’s natural defenses to build resistance to specific infections and makes your immune system stronger. Vaccines train our immune system to create antibodies, just as it does when it’s exposed to a disease. However, because vaccines contain only killed or weakened forms of germs like viruses or bacteria, they generally do not cause the disease or put us at risk of its complications but there might be exceptions sometimes as we have seen during the recent pandemic . The World Health Organisation (WHO) is working with countries and partners to improve global vaccination coverage, including through these initiatives adopted by the World Health Assembly in August 2020. Immunization Agenda 2030 sets an ambitious, overarching global vision and strategy for vaccines and immunization for the decade 2021–2030. It was co-created with thousands of contributions from countries and organizations around the world. It draws on lessons from the past decade and acknowledges continuing and new challenges posed by infectious diseases (e.g. Ebola, COVID-19). The strategy has been de-

signed to respond to the interests of every country and intends to inspire and align the activities of community, national, regional and global stakeholders towards achieving a world where everyone, everywhere fully benefits from vaccines for good health and well-being. In 2020, the World Health Assembly adopted the global strategy towards eliminating cervical cancer. In this strategy, the first of the 3 pillars requires the introduction of the HPV vaccine in all countries and has set a target of reaching 90% coverage. To generate awareness World Immunization Week (WIW) is observed around the world from 24 April to 30 April . Celebrated in the last week of April, WIW aims to highlight the collective action needed and to promote the use of vaccines to protect people of all ages against disease. The ultimate goal of WIW is for more people – and their communities – to be protected from vaccine-preventable diseases. WHO works with countries across the globe to raise awareness of the value of vaccines and immunization and ensures that governments obtain the necessary guidance and technical support to implement high-quality immunization programmes. The ultimate goal of World Immunization Week is for more people – and their communities – to be protected from vaccine-preventable diseases. This year’s focus is on ‘long life for all’. As everyone deserves a chance at a fulfilling life so a long life is an ambition where one is free to pursue happiness. We are aware that vaccines have been indiscriminately sav-

ing lives since 1796. The first Smallpox immunization was a fight back against disease and it gave everyone a chance. From the practice of “ variolation ” in the 15th century to today’s mRNA vaccines, immunization has a long history. Immunization is a global health and development success story, saving millions of lives every year. We now have vaccines to prevent more than 20 life-threatening diseases, helping people of all ages live longer, healthier lives. Immunization currently prevents 3.5-5 million deaths every year from diseases like diphtheria, tetanus, pertussis, influenza and measles. Immunization is a key component of primary health care and an indisputable human right. It’s also one of the best health investments money can buy. Being vaccinated does not mean that we can throw caution to the wind and put ourselves and others at risk, particularly because research is still ongoing into how much vaccines protect not only against disease but also against infection and transmission. Living long means we have to fight diseases. The recent pandemic has taught us that in spite of much progress in science and technology we cannot resist certain diseases or viruses but by taking all healthy precautions and vaccines we can fight the disease and live long and happy lives. Let us all ensure that we live longer and the government also gives more priority to health so that every citizen gets benefits and stays long and happy. Indo-UK ties on a new track?

n Persian there is an old proverb: “Amad’an, nashist’am, ghuft’am, barkhas’tam’”, meaning “they came, they sat, they talked and then dispersed”. It actually means to say that nothing substantial was achieved by the visit or the talks. The same could be said about UK Prime Minister Boris Johnson’s recent visit to India, after his two previous trips scheduled last year were cancelled due to Covid-19 pandemic. BoJo in India The diplomacy nowadays, thrives on optics. On this count the BoJo visit clicked all the boxes, but was also marred by angry reactions on the social media on photos showing him in the driver’s seat at a JCB bulldozer. Perhaps his advisers were unable to connect the continuing controversy over bulldozers being used by the establishment against the minorities across India, or his close connections with the owner of the JCB, Anthony Bamford, an old Conservative Party donor and supporter, overweighed the local sensibilities. The Gujarat leg of his visit, a carbon copy of his Home Secretary Priti Patel’s 2015 trip to the state, was in essence aimed at garnering the support of the Gujarati electorate back home, keeping an eye on his uncertain political future. In Gujarat he also met Gautam Adani at his company’s head quarters. BoJo described the feeling of being in Ahmedabad similar to as those of Sachin Tendulkar and Amitabh Bachchan, two Indian icons used for boosting his own public image and trying to resonate or connect with the Indian audiences. In New Delhi, he referred to Prime Minister Narendra Modi as a “khaas dost” and continuously as Narendra during his speech at Hyderabad House. But no more “khaas” treatment to the Indian demands of a relaxed visa regime and post study work for the Indian students, an indication towards which was given in Ahmedabad, but not granted finally. Bilateral Cooperation His main focus remained the FTA between the two countries, as he expected to take back home something substantial in economic terms, particularly after his failed Brexit strategy. He urged the negotiators on both sides to hasten the pace of negotiations so as to have a final document ready for signing by Diwali in October. Certainly an over ambitious demand for an agreement, which has been under negotiations for more than last ten years. Though the Indian side stated that it would demonstrate the same speed and urgency that it did in concluding recent FTAs with the UAE and Australia in recent months, yet nothing can’t be said for sure about an Indo-UK FTA, as there are many thorny issues on both sides. British trade with India, the world’s second-most populous country with nearly 1.3 billion people, was worth 23 billion pounds ($29.93 billion) in 2019, much lower than the UK’s trade with some much smaller economies such as Ireland and India’s trade with smaller countries like Belgium which stands at 18 billion pounds. Russian-Ukraine War In addition, though not expressed overtly

by the British side and neither by BoJo, the Russia-Ukraine war had an ominous shadow over the visit. Though his foreign secretary was very firmly told by New Delhi just 22 days before his visit that India is not going to change stand on its ties with Russia, BoJo thought he might be able to convince New Delhi to do so. However, predicting the Indian response he had set the tone for this when even before meeting Modi he had said that he understands India’s historic ties with Russia, but still chose to lecture New Delhi on its relationship with ‘autocratic’ states, though this time also New Delhi politely stood its ground. The manner in which the visit was seen by both sides, was remarkable by the manner in which the two prime ministers delivered their speeches at Hyderabad House. While BoJo avoided mentioning Russia, Modi reaffirmed the ties with Russia. India-focussed issues Though the British side is referring to a host of agreements signed in different sectors, and BoJo’s statements on counter-terrorism task force being constituted and against the Indian economic fugitives currently at home in the UK, everyone is certain that they are just mere words, nothing substantial. His announcement of One billion pounds trade deals and creating 11,000 jobs is just peanuts for India. Both sides also agreed to deepen bilateral defence and security cooperation. India welcomed Britain’s Indo-Pacific tilt and joining the Indo-Pacific Economic Initiative; on its part Britain announced the decision to ease the transfer of defence equipment and technology for India and also for developing an advanced jet fighter. But overall, nothing concrete was inked down by both the sides and the technology transfer could be viewed as just a gimmick to wean India away from Russia. Overall, the two sides showed commitment to joint research, development and production of advanced weapons and related technologies. The two Prime Ministers also issued a statement on strengthening partnership in cyber-security domain, and plans to boost cooperation on mitigating climate change and promoting clean energy. But these agreements should be seen as just part of a normal bureaucratic visit. The visit seems to be a hastily stitched plan, with no long-term goals and no narrative setting, and was unable to achieve anything bilaterally. In the end BoJo was unable to get anything substantial from India and his political troubles back home persists. The coming days will show how he’ll be able to deal with them and survive as even his closest Asian origin lieutenants like Rishi Sunak and Priti Patel, who were predicted to take over from him, are facing politically damaging controversies of their own. Fuel Adulteration:

The local papers splashed the story of the detection of the continuous business of adulteration of fuel: Petrol & Diesel in Nagaland in its front pages on 22.4.2022. In 2016, the ACAUT exposed the racket of fuel adulteration after which the Govt. of Nagaland intervened. Since then the public had a sigh of relief believing that Nagaland Govt. had taken all necessary and adequate preventive measures against any such recurrence in Nagaland. On the contrary, though the present case is yet to be investigated and therefore it is early to draw conclusions, still the RPP’s detection and the second exposure of the fuel adulteration in Dimapur, Nagaland implies that the very racket was not banned, rather the Govt. of Nagaland allowed it to continue till date. The obvious reasons are that without the indulgence of the Food and Civil Supplies Department (F&CSD), Govt. of Nagaland, how could the adulterators normally get such substantial amount of Kerosene oil to feed their illicit factory of adulteration. When the F&CSD, Nagaland being the obvious feeder to the adulteration unit in Dimapur town, how could the State Govt. claim ignorance of such existence? Secondly, had the Govt. of Nagaland not been complacent in the first case of 2016, the racket would had been rooted out from Nagaland. Thirdly, how the Police intelligentsia failed to detect it till a political party caught it? What type of administration we have today that nurtures the kind of illicit business that harms the gullible public? Fourthly, how could the RPP’s detection could surprise the concerned colony authority since such business is obviously a regular daily activity than periodical business? In the light of above, how

can the Govt. of Nagaland assert that it cannot be the keeper of everybody’s kitchen. Rebuking the public that it is the bounden duty of the general public to report such illegal activity to Govt. for necessary action is more of arrogance. Such reprimand is befitting the pre-detection of the case but not post detection. Preventing any anti-people activity is the primary duty of the State Govt. and not of the gullible public. As much as the UDA Govt. craves for accolades it cannot discard any discredit. Though the violation of the Nagaland Liquor Total Prohibition Law (NLTPL) remains rampant, none bothers to report it to the concerned authorities knowing that the very business has been there in connivance with the State Govt. agencies, the public may feel it is the same with the fuel adulteration. As per the recent exposure, one Ashok who was named in the case of fuel adulteration in 2016 is once again found to be the wanted implies that the named culprit perhaps remains to be the blue eye boy of the powers that be in Nagaland. Had the State Govt. been honest in erasing such illegal business from Nagaland, the culprit like Ashok would not have dared to continue with the same racket. However, as of the present exposure, it is most likely that the F&CSD is possibly the major provider of Kerosene oil from the allotted State quota to the adulteration unit, how such business could be stopped? The grey area is now exposed. The business of the fuel adulteration was caught red handed by RPP members. Hence, there can be no ground to deny it. Now the ball is being kicked to the court of the State Govt. Therefore, it is now up to the Govt. of Nagaland as to whether the fuel adulteration issue is also left in the lurch like it treated the NLTPL. Z. Lohe

NBCC calls for 12 hours fasting and prayer

T

he Nagaland Baptist Church Council calls for 12 hours of prayer and fasting on April 30, Saturday from 6:00am to 6:00pm. It calls for its constituent churches and members to humble themselves before God and to seek His face on behalf of our people. May we use this day to lament our distress and unworthiness before the Lord, confess our sins, repent and commit ourselves afresh to the service of the Lord our God. Please join with believers across the State in asking God to open minds and hearts, to have mercy upon our people, and for His guidance, wisdom and provision regarding the whole context and our response as Christians. 1. Prayer for the unity of the Body of Christ and the leadership of the church. 2. Prayer for the head of our government, the leaders and the policies which will honor God and bring peace and create confidence in the mind of the people. 3. Pray for the different political parties in the State for unity of purpose. 4. Pray for the protracted Naga political issue and the leadership. 5. Pray for the leadership of Tribal Hohos, Civil Societies and student organizations. 6. Pray for the up-coming Election in 2023 and the Clean Election Movement. 7. Pray for our missionaries who have gone out of their comfort zone as our representative. 8. Pray for the persecuted church and the Christian minority who are often marginalized. 9. Pray for our school going chil-

dren whose lives have been interrupted for the last two years and are now getting back to normal. 10. Pray for the teachers that they will be sincere in nurturing our children for their future. 11. Pray for our young people. 12. Pray for the SESQUICENTENNIAL (150 years of Christianity) celebration in Nagaland this year. 13. Prayer for the Association leadership, local church leadership and village leadership. 14. Pray for our farmers as they are in the season of sowing and plantation. 15. Pray for the healing of our State. 16. Pray for world peace. 17. Pray for Russia and Ukraine. Pray for the suffering especially children and women. Pray that peace will be established soon in the region. 18. Pray that God will be merciful and bring revival in our churches. You may add more prayer points and churches can arrange the logistics on how to carry out the fasting and prayer day. If my people, who are called by my name, will humble themselves and pray and seek my face and turn from their wicked ways, then I will hear from heaven, and I will forgive their sin and will heal their land (2 Chronicles 7:14). May we use this 12 hours of fasting and prayer to intercede for each other, for our land, our leaders and our people. Expedite ongoing Indo-Naga talks to bring progress

Recently came back from the capital New Delhi after residing there for more than a year.I was so glad to see many of our own people working at private sector companies especially from the North east region and made me feel homely & comfortable. Multitudes of people residing together at the same locality selling all the foods and beverages which we get back at our home states. However it also compelled me to examine the current sorry state of affairs of our North-eastern states especially Nagaland. It is not an utopian goal for us to have the same private firms and MNCs to be investing at our State ,providing massive employment opportunities and salvage us from the craze of government jobs and unemployment. For that to become a reality all the concerned Political Groups and stakeholders should expedite the ongoing political talks and assure various start-ups and big business firms that it is safe to invest in our state. NEW DELHI, APR 26 (PTI): External Affairs Minister S Jaishankar on Tuesday countered criticism of India’s position on Ukraine, saying the Western powers have been oblivious to the pressing challenges facing Asia including last year’s events in Afghanistan and the continuous pressure on the rules-based order in the region. In an interactive session at the Raisina Dialogue, Jaishankar said the crisis in Ukraine could be a “wake-up call” for Europe to also look at what has been happening in Asia, saying it has not been an “easy part” of the world for the last 10 years. To a specific question by Foreign Minister of Norway Anniken Huitfeldt on the situation in Ukraine, Jaishankar said India has been pressing for an urgent cessation of fighting and a return to the path of diplomacy and dialogue. “I think where the conflict in Ukraine is concerned, we have a very clear position that has been articulated. A position which emphasises the urgent cessation of fight-

Suspended Jakhar wishes Cong ‘good luck’ CHANDIGARH, APR 26 (PTI): Shortly after the Congress disciplinary panel recommended his two-year suspension on Tuesday, former Punjab unit chief Sunil Jakhar wished his party “good luck” while refusing to reveal his own plans. “I wish the Congress good luck,” Jakhar said when reporters sought his reaction to the disciplinary committee’s recommendation. He refused to comment when asked what would be his next step. The committee, which met Tuesday morning in Delhi, gave its recommendations to party president Sonia Gandhi, who will take the necessary action. Ahead of the panel’s meeting, Jakhar had said those who still have a conscience will be punished. “Aaj, sar kalam honge unke jinme abhi zameer baaki hai. (Today, those with a conscience will be

Mishra, has conveyed to the NSCN (I-M) that there will be no change in the government’s stand on the group’s demand for a separate flag and constitution for Nagaland, reports the ThePrint. According to sources, Mishra, during a nearly weeklong visit to Dimapur, held five rounds of informal and formal talks with NSCN (I-M) general secretary Th. Muivah. “There has been no change in the government’s stand on the flag or the constitution. The groups were conveyed that they can have a separate flag for cultural activities, but not otherwise,” a source in the Home ministry told ThePrint. NSCN (I-M) kilo kilonser, M. Daniel Lotha, told ThePrint meanwhile, that “During the talks on 23 April, he (A.K. Mishra) reassured the final solution would be as per the Framework Agree-ment.” Talking on the issue of the group’s stand on the flag and constitution, Lotha told ThePrint Mon-day that “the Framework Agreement will be used to decide the point”. Another NSCN leader who didn’t wish to be named also said that before A.K. Mishra left for Delhi, Muivah had repeatedly said: “Without taking into account our historical and political rights there cannot be any solution”.

that even water supply provided to colonies or wards could not be seen for decades now. NPP expressed surprise that a cosmopolitan city like Dimapur did not even have the basic amenity of clean drinking water supplied to every household, which it termed as unfortunate. Noting that, being in the foothills, Dimapur did not even require water pumps to draw or distribute abundant water from mountainous rivers, the party regretted that despite that, water was still not being supplied, which showed the total callousness of authorities. Mentioning that the hill districts faced acute shortage of drinking water, especially during the dry months, the party asked the government to seriously look into the matter and bring about equitable distribution of clean drinking water for every household without any bias. Further, NPP lamented that though the issue of deplorable condition of roads had been raised by it on several occasion, there was very little improvement, except for the National Highway passing through Dimapur and Kohima. Most other roads, including State Highways, especially in farflung and interior areas, were still in a deplorable condition since decades. Even in Dimapur, which was the gateway of Nagaland and Manipur, NPP said most roads were lying neglected for many years without any signs of improvement.

MUMBAI, APR 26 (PTI): Independent MP Navneet Rana and her MLA husband Ravi Rana will continue to be in jail till a sessions court in Mumbai hears their application for bail on April 29. On Tuesday, the court asked the Mumbai police to file on April 29 their reply to the jailed couple’s bail plea. The couple had on Monday moved the court seeking bail in an FIR registered by the Mumbai police against them on charges of sedition and promoting enmity, after they gave a call to recite Hanuman Chalisa outside Maharashtra Chief Minister Uddhav Thackeray’s private residence ‘Matoshree’ in suburban Bandra. When the matter came

up for hearing in the court on Tuesday, the police said they want to respond with an affidavit to the bail plea. The court accepted this and posted the matter for further hearing on April 29. The politician couple was arrested by the Mumbai police on Saturday. While Navneet Rana was sent to the Byculla women’s jail here, her husband Ravi Rana was shifted to the Taloja jail in neighbouring Navi Mumbai. Kumar Vishwas moves high court, seeks quashing of Punjab police FIR against him CHANDIGARH, APR 26 (PTI): Former AAP leader Kumar Vishwas on Tuesday moved the Punjab and Haryana high court, seeking quashing of an FIR lodged against him in Punjab over his “inflammatory statements” against Delhi chief minister Arvind Kejriwal. In the petition, Vishwas, also a poet, submitted that the case registered against him by the Rupnagar police was a “sheer abuse of the process of law and politically motivated”. “The manner in which the investigating agency is proceeding, it is apparent that it investigating agency is trying to curtail the liberty of the petitioner by adopting a procedure unknown to law,” Kumar said in his petition filed through his counsel Mayank Aggarwal

and Himanshu Gupta. It was further submitted that the registration of the FIR against Kumar is “absolutely illegal, arbitrary and unjust and it is nothing but a means to wreak vengeance through politically motivated criminal investigation by using the state machinery for oblique motive of political gain”. The petition is yet to be listed for hearing. The petitioner stated the lodging of the FIR reveals an “apparent malafide intention and the abuse of the process of law”. NEW DELHI, APR 26 (PTI): Pakistan-sponsored terrorism forced 64,827 Kashmiri Pandit families to leave the Kashmir valley in the early 1990s and settle in Jammu, Delhi, and some other parts of the country, government has said. According to the annual report of the Ministry of Home Affairs (MHA) for 2020-21, as many as 14,091 civilians and 5,356 security force personnel lost their lives to militancy in Jammu and Kashmir between the 1990s, when militancy first reared its head in the valley, and 2020. Besides Kashmiri Pandits, militancy forced some Sikh and Muslim families too to migrate from Kashmir Valley to Jammu, Delhi, and other parts of the country, it said. Nearly 1,054 families from the hilly areas of Jammu migrated to Jammu plains, it said. As per the records of registration available with the Relief and Migrant Commissioner, J&K, at present 43,618 registered Kashmiri migrant families are settled in Jammu, 19,338 families are settled in Delhi and NCR, and 1,995 families in a few other states and the UTs in the country, the report said.

BEIJING, APR 26 (PTI): Beijing on Tuesday ordered mass testing for its 21 million people after Monday’s nucleic acid tests of 3.5 million residents revealed 32 positive cases, while the eastern metropolis of Shanghai has reported 52 more deaths, taking the toll during the current outbreak to 190, officials said. The Chinese capital, which is battling the spread of the Omicron variant in the city, similar to Shanghai, has ordered mass testing from Tuesday in 11 of its districts, virtually covering all its 21 million population. Beijing has reported 32 new local COVID-19 cases and one asymptomatic case after testing 3.5 million in

Monday saw 52 deaths from COVID-19, all in Shanghai, taking the total during the current outbreak to 190. The oldest among the deceased was 100 years old and their average age was 83.1. All the 52 patients had serious underlying health conditions, the local health commission reported. According to reports, the blast occurred in the van near China-built Confucius Institute - a non-profit institute teaching Chinese language to local pupils- in the port city. Initial information from a reliable police source said that the two women killed in the blast were Chinese nationals and may have been the target of the blast. A spokesperson for the university said that three of the victims were Chinese nationals. They were identified as Confucius Institute Director Huang Guiping, Ding Mupeng, Chen Sa and Khalid, the Pakistani driver. The spokesperson added that two others, Wang Yuqing and Hamid, were injured in the incident. MOKOKCHUNG, APR 26 (NPN): Dimapur, Peren, Tseminyu and Mon have booked their berths for the semifinals of the ongoing 12th Dr. T. Ao inter district football trophy on Monday at Imkongmeren Sports Complex, Mokokchung. Playing the first match, Dimapur District Football A s s o c i a t i o n ( D D FA ) defeated debutant Niuland District Football Association (NDFA) by 3-0. In a highly anticipated match, Dimapur took hold of the ball possession in which Hivi Kiba scored the first goal in the 14 minute and Toka added the second goal in 29th minute to make it 2-0 for Dimapur team before the breather. Kakhevi’s goal in the 70th minute sealed the

win for Dimapur. Dimapur XI is so far unbeaten and has not conceded a goal. Dimapur’s winger Kakhevi’s form has been incredible this tournament, tormenting the defensive line of the opponents. His pace and goal instinct made him one of the best wingers in the tournament. He has so far scored three goals in four games for Dimapur team. Niuland couldn’t prove themselves much worthy in the game as their sloppy defense conceded much to the despair of the team and striker’s finishing touches were missing in the game. quick precision and accuracy in their strikes. The second half saw Phek fighting back for the equalizer but it was Shamba Samson who put the game to rest when he scored in the 63rd minute. It was all over for the defending team Phek as they were outwitted by Mon’s play and struggled to keep the defensive line on track. Close to 150 cricketers from the region are taking part in the camp and they will also get to interact with NCA head and India great VVS Laxman. The BCCI wants to ensure that players from M i z o r a m , M a n i p u r, Meghalaya, Arunachal Pradesh, Sikkim get the best coaching and infrastructural facilities to be on par with the best domestic teams. “This initiative by BCCI will give young and budding talents equal opportunity to hone their skills and represent India across formats.
