Two opinions evolve on vaccine for children

NEW DELHI, JUN 23 (NPN): As India prepares to roll out Covid-19 vaccine for children below 12 years and against the backdrop of the widely speculated third wave likely to hit the country with devastating effect on children, two schools of thought have evolved- one explaining the reasons why children below 12 should be vaccinated and the other, recommending that parents hold off on vaccinating children for COVID-19. One view favouring vaccination for children referred to a report where 400 children in the United States had died of coronavirus and thousands hospitalized. Some experts in India said there was evidence to show that more children were affected in the second wave than the first. Over 9000 children were tested positive during the second wave in Maharashtra and recently, Meghalaya reported 5,000 Covid cases in the age group 0-14. In the first wave, 4% of the infected population were children. This share has increased to about 10%-20% in the second wave. So far, the mortality rate in children is low, the report said.

NH-29 stretch declared ‘no litter zone’ DIMAPUR, JUN 23 (NPN): Chumukedima Town Council (CTC) has declared the entire stretch of the National Highway-29 under Chumukedima town as a “No litter Zone” in the interest of public service, health and safety.

In an order, CTC administrator Seyiekhrietuo Solo cautioned that anyone found littering or discarding/disposing waste in an improper fashion would be penalized an amount of Rs.1000 or called for mandatory “Community Service” in lieu of the penalties so prescribed. CTC stated that implementation of the order would be carried out through constant monitoring/checking by ‘anti-litter squads” headed by CTC inspectors. CTC said the current pandemic, which has been an eye opener for all citizens of the town, has reminded that cleanliness and hygiene were biggest protection against all kinds of diseases.

However, according to its June guidance, the World Health Organisation said that more evidence was needed on the use of the different COVID-19 vaccines in children so as to make general recommendations on vaccinating children against Covid-19. To add to the evolving theories on Covid-19, an interim result of an ongoing study jointly conducted by the All India Institute of Medical Sciences (AIIMS), Delhi and the World Health Organisation (WHO) said that the third wave was unlikely to disproportionately impact children. Amidst such concerns, D r V K Pa u l , M e m b e r (Health), NITI Aayog explained that though children were not immune from this infection and do/can get infected, the virus has not taken serious shape in children. He said that the infected children would either show no symptoms or there will be minimal symptoms. State governments, including those in Delhi and Maharashtra, have been raising alarm over paediatric capacities in hospitals and vaccines. The high-level expert committee set up by the Karnataka govern-

ment to analyse, advise and control the third wave of COVID-19 has estimated that around 3.4 lakh out of the total 2.3 crore population in the State, who are in the 0-18 age group, might get infected during the peak. These fears have also emerged as a result of the new Delta variant, which countries like the UK and Singapore believe is also affecting children. However, Indian paediatricians say that while it is important to focus on saving children from Covid-19, it is equally important not to lose sight of the fact that the virus continues to impact the elderly and those with comorbidities. But doctors now worry that focusing the fears of the third wave around children is needlessly alarmist. To quell these fears and put them in perspective, the Indian Academy of Paediatrics (IAP), a representative association of paediatricians, recently released a detailed statement. “Children are as susceptible as adults and older individuals to develop infection but not severe disease. It is highly unlikely that the third wave will predominantly or exclusively affect children,” it said.

Vax for children above 2 years by Sept; ICMR says children may not need vax

As the country has intensified its Covid vaccine drive, now you can expect a vaccine for children by September, director of Delhi AIIMS Dr Randeep Guleria has made this revelation. Dr Guleria, a renowned pulmonologist and crucial member of the government’s task force on Covid-19 told India Today TV that Covaxin’s data for children after completion of the Phase 2/3 trials will be available by September and the approval is expected same month. He also said that if Pfizer-BioNTech’s vaccine gets a green signal in India then that could also be an option for children. Notably, Delhi AIIMS has already started screening children for these trials on June 7 and has involved children between the age of 2 to 17. ‘Young children may not need Covid vax’: Indian Council of Medical Research (ICMR) is entitled to a royalty of 5 per cent on the sale price of Covaxin and while trials are on to include children in the Covid-

19 vaccination programme, it is possible that young children may not need to be inoculated at all, ICMR Director-General Dr.Balram Bhargava is believed to have told a committee of MPs Wednesday. Bhargava also is learnt to have told the Parliamentary Standing Committee that it could be possible to break the chain of transmission if a vaccine has 60-90 per cent efficacy and if 30 per cent of the population can be given even single dose coverage. At present, 17.42 per cent Indians have got at least one dose of the vaccine. Bhargava told the MPs that while the jury is still out on Covid vaccinations in children and only the US is vaccinating minors in the 12-18 years age group, the experience from UK and Scandinavian countries seems to show that very young children are automatically protected and do not need vaccinations. Both the UK and Scandinavian countries had briefly opened primary schools.

Dimapur to conduct aggressive testing, vax drive against Covid-19 DIMAPUR, JUN 23 (NPN): Team Dimapur on COVID-19, which held a coordination meeting Wednesday to take stock of the pandemic situation and plan out strategies for future course of action, has decided to carry out aggressive testing and vaccination in the district. According to an official bulletin, the meeting held in the office of Commissioner Police Dimapur resolved that ongoing random testing in Dimapur would be conducted on a war footing till June 30, 2021 in crowded areas and markets. Stating that the testing was carried out for the safety of the general public, the team Dimapur has sought the cooperation of the citizens. Deliberating on the issue of vaccination, Team Dimapur observed that the death rate was showing a declining trend as many people have started to take vaccine. Acknowledging the state government for giving sufficient vaccination doses earlier for Dimapur district, the team Dimapur has further requested the government to provide more

vaccines considering the high population of the district. The team noted that presently available 13719 doses in the district could have a shortfall as the medical department would be taking up aggressive vaccination till June 30 throughout the district. At the meeting, the nodal officer for Dimapur district and APC, Y Kikheto Sema, emphasised on the need for creating awareness among the people to continue to practice COVID-appropriate behaviour and get vaccinated. He said that the war was still on as the third wave was expected between September/October as per experts. He also lauded the district administration, Police and the medical department for working in close coordination.

DC Dimapur, Rajesh Soundararajan, said that the district was now better prepared and observed that the present restrictions in place has worked favourably. DC said the district would now have to prepare to fight the third wave. DC also expressed concern for business community and suggested taking a calibrated approach. Commissioner Police (CP) Dimapur Rothihu Tetseo informed that from May 17 till date there has been around 400 penalties. He said that public response has been very positive. State logs 103 fresh Covid cases, nil deaths CM inaugurates oxygen generation plant in Phek DIMAPUR, JUN 23 (NPN): Nagaland on Wednesday reported zero deaths for the first time since the outbreak of the second wave of the pandemic in the State while 103 fresh Covid-19 positive cases were reported. Of the fresh cases, 24 were from Dimapur, Kohima-20, Tuensang-16, Mokokchung-11, nine in Phek, eight in Zunheboto, seven in Phek, six in Wokha and one each in Kiphire and Mon, taking the total caseload to 24,541. Further, Nagaland also recorded more recoveries than fresh cases for the 18th consecutive day with 277 patients recuperating from the infection.

RN Ravi, who is also the interlocutor for Naga talks, of “trying to criminalise the Naga political movement by questioning its taxation right of the NSCN.” Expressing surprise that this whole issue has cropped after 23 years of peace talks, NSCN (I-M) referred to history to point out that taxation was deeply rooted in the history of Naga resistance even before Naga National Council (NNC) came into the scene.

It contended that the focus had shifted now on it as it was at the helm of affairs leading the Naga political struggle. As brought about by the 23 years of Indo-Naga political talks, the group declared that Nagas’ stand for sovereign existence was before the world and not a question of obscurity. Claiming that tax collection was an inherent part of the Nagas’ way of political existence as sovereign

people since time immemorial in order to manage their own affairs, NSCN (I-M) explained that it collected taxes to support the Naga people’s political movement that began in 1929 even before India got independence from the British. “Opposing the Naga tax is nothing short of obstructing the Naga political movement and to let the Naga people to be enslaved by India,” NSCN (I-M) sated. NEW DELHI, JUNE 23 (PTI): Around 40 cases of the Delta plus variant, classified as a variant of concern (VOC), have been detected sporadically in Maharashtra, Kerala and Madhya Pradesh, the Union Health Ministry said on Wednesday. Delta variant as well as all Delta sub-lineages including Delta plus are classified as VOC, it said. “As of now among the samples sequenced (45000+)

in India, Delta plus variant— AY.1—has been observed sporadically in Maharashtra, Kerala and Madhya Pradesh, with around 40 cases identified so far and no significant increase in prevalence,” the ministry said. These three states have been advised to strengthen surveillance and take appropriate public health measures. After the report of AY.1 by the Public Health England on June 11, retrospective analysis of samples

revealed the first occurrence of this lineage from a sample collected from Maharashtra. The sample was collected on April 5. As of June 18, 205 sequences of AY.1 lineage was detected worldwide, with USA and UK having over half of the known cases, the statement said. INSACOG had recently identified a viral variant (delta, B.1.617.2). This viral variant has also been seen in nine other countries of the world.

In the audio, Maneka Gandhi reportedly used unparliamentary language toward the arrested veteri-

nary doctor and ordered the police to recover the cost of treatment from that veterinary doctor. A statement issued by IVA said it felt aggrieved and registered its strongest condemnation in the strongest terms for Maneka Gandhi’s high-handed act for using abusive and filthy language against a veterinarian. IVA threatened to intensify the agitations, if MP did not reverse her attitude and refrain from obnoxious comments on Veterinarians of the country.

NEW DELHI, JUN 23 (NPN): The Centre has approved allocation of additional foodgrain under Pradhan Mantri Garib Kalyan Yojana (Phase IV) – for another period of five months (July-November 2021). Under the programme, 5 kg foodgrain per person per month is provided free of cost to 81.35 crore beneficiaries covered under National Food Security Act (NFSA) (Antyodaya Anna Yojana and Prior-

ity Households) including those covered under Direct Benefit Transfer (DBT). The proposal was approved at the Union Cabinet meeting chaired by the Prime Minister Narendra Modi on Wednesday. This additional free of cost allocation of food grains will be over and above the regular monthly food grains allocated for beneficiaries covered under the NFSA. Correspondent MOKOKCHUNG, JUN 23 (NPN): DPDB chairman & minister of PWD (housing & mec h a n i c a l ) , To n g p a n g Ozukum, Wednesday, visited Mokokchung Power House (Mokokchung Power Division) and interacted with the officials and stakeholders with regard to the land issue on constructing the 2X10MVA 33/11 kV S/S at Mokokchung Town Power House under North East Region Powere System Impowerment Project (NERSIP). Tongpang stated that this particular project was funded by the Government of India and the World Bank, which has been completed in most of

the districts in Nagaland. He said that the project may lapse, if not for the COVID-19 grace period and that the project could not be implemented in time due to the land issues. Therefore, the minister on behalf of the DPDB and the people fervently appealed upon the land owners and the responsible department to come to an understanding and resolve the matter at the earliest and start the work. Later, the minister and his entourage visited the site of a stationed transformer, which would be enhanced to entirely feed Ungma village and its surrounding areas, of which he instructed the department to sensitise the villagers, about the

technicalities and benefits. While visiting the Mokokchung Municipal dumping site at Mokokchung village jurisdiction, Tongpang appealed to the land owners (Atsongchanger & Longkumer clans) to willingly sell the presently leased land for future welfare and benefit of Mokokchung town. He urged upon the department to be sincerely responsible to initiate a hazard free environmental dump site once the land matters were resolved amicably. The minister was accompanied by frontals of the Mokokchung Regional, Independent Party and members of the All Ward Union Mokokchung (AWUM).

Organisations condemn sexual assault on minor girl

DIMAPUR: Several organisations have condemned the June 20 sexual assault on a 15-year-old girl in Mon district by six persons. KSU: Konyak Students’ Union said it was appalled by the report of sexual assault on a minor by six youngsters, saying that the uncivilized and barbaric act of accused persons was not only a sense of utter disrespect towards women but also the highest degree of uncultured and anti-social behaviour. In a condemnation note, KSU said that adulthood was a crucial period in life to learn and develop good character and reputation and not indulge in such self-humiliating practices. The union has appeal the concerned agency to arrest and deliver timely justice with strong punishment as per the relevant law of land. KSU has also appraised the concern authority for necessary measures to ensure physical and mental stability of the innocent victim. Further, KSU has appealed all sections of society to condemn the act and avoid tolerance towards any forms of crime and violence within the community. It has also reminded families, churches and societies to sensitise younger sections on their responsibility to create safe and secure environment for women in particular and citizens at large. LUK: Langmeing Union Kohima has strongly condemned an inhumane act of sexual assault and “attempt to murder” on a minor by a group of six youngsters. Condemning the act, LUK has appealed the concern authority to award befitting punishment to the perpetrators as per the law and urged all right thinking citizens to condemn such heinous crime. CYO, CCU & CUA: Chaoha Youth Organization Chaoha Citizens’ Union and Chaoha Union Aboi have vehemently condemned the sexual assault on a minor girl by six people. In a joint condemnation note, media cell of the organisations condemned the barbaric act and called for immediate action against the perpetrators so as to address violence against women across the state. The organisations said violence against women was not a women’s issue but a human rights issue as should be able to live safely, feel protected and grow up free of violence. Further, the organisations cautioned that it would resort to its own course of action if justice were not delivered. It has urged the concerned authority to investigate into the matter and ensure that the accused are brought to book under the stringent penal provisions and secure the severest punishment to deter such offence in the future.

SF nab armed FGN cadre in Phek

DIMAPUR: Security forces in a joint operation with the state police apprehended an “armed cadre of Federal Government of Nagaland (FGN)” in general area Kadie Kami village under Phek district on June 20. According to PRO HQ IGAR, security forces and the police recovered one 303 rifle with magazine, one M 20 pistol with magazine and “some incriminating documents”. The apprehended individual along with recovered items was handed over to Pfutsero police station, Phek district for further investigation, PRO informed.

DIMAPUR: State Assembly (NLA) speaker Sharingain Longkumer has expressed pain over the passing of Yeshito Chishi, former minister, on June 22. In his condolence message, Sharingain Longkumer said late Yeshito was a member of the 3rd NLA during which he also served as a minister of State. In his death, the State, especially the people of Atoizu, has lost a committed leader who always worked for the betterment of the poor, he said. “His contributions shall always be recognized and remembered,” Longkumer said. The speaker, on behalf of the members of the 13th NLA, conveyed heartfelt condolences to the bereaved family members and prayed that Almighty grant them strength to bear the loss.

Complaint against ex-NRC chief for ‘manipulation’ Guwahati, Jun 23 (PTI): The Assam Public Works (APW), an NGO whose petition in the Supreme Court led to updation of the National Register of Citizens, has filed a complaint with the CID against former NRC state coordinator Prateek Hajela and others, accusing them of manipulating the exercise to include names of alleged illegal migrants in the document. The NRC, an official record of bonafide Indian citizens living in Assam, was updated under the supervision of the Supreme Court and released on August 31, 2019, leaving out more than 19 lakh applicants. IMPHAL, Jun 23: Manipur has crossed the 65 thousand-mark in COVID19 cases, after reporting 629 new positive cases in the last 24 hours, officials said on Wednesday. The state also reported nine deaths related to the pandemic, pushing the fatality toll to 1074, the state health department said. The 629 fresh cases including two CAPF personnel took the total number of Covid-19 cases in the state to 65,622. Currently, there were 9,291 active Covid-19 cases in Manipur as the total number of recovered cases reached 55,257 with 543 patients recuperated from the viral infection on Wednesday. The recovery rate of the state stood at 84.20%. As per the latest data of the health department, the 629 fresh positive cases were out of 5,336 samples tested over the past 24 hours. Fact and Fake

A

n old clip, re-circulated in social media, showing some unnamed and unidentified persons packing ‘plastic rice’ at a godown in Dimapur went viral especially as some in the media reported the alleged “scam”. The irksome report attracted unwanted attention. Though police doubted the entire matter, yet this had to be decided through a laboratory test. The team comprising of officials from the district administration, Food and Civil Supplies department, state branch of Food Safety and Standards Authority and Police went to the spot, collected samples of alleged plastic rice and sealed the godown. The samples were then sent for tests in the FSSA and after a few days, the reports confirmed that the news was fake but the rice was real. It is now up to the police to take action against those spreading fake news which sparked apprehensions and tension among public. Even before the laboratory were conducted, Dimapur Police held strong suspicions that there was motive behind the alleged scam. Police officers told this newspaper that the so-called scam fell apart on several grounds. First, making plastic granules to look like rice, required a more sophisticated machine and not those found at the godown. Secondly, ‘manufacturing’ plastic rice require basic raw materials such as Polypropylene and Polyethylene. These raw materials are expensive and thus, trying to sell the so called ‘plastic rice’ would be expensive and unaffordable for public. Thirdly and most important, plastic is not something that is digestable and it would eventually be exposed. Police also concluded, that the godown where the plastic rice was being manufactured, was in reality, a packing unit where high quality rice was mixed with inferior quality to be sold at huge profit in the market. On the issue of ‘plastic rice, the video clips were reportedly originated in China in 2010. It was said that plastic rice was mixed with real rice in order to trick consumers. Chinese social media, and showed workers feeding plastic waste into a machine, with the end result being white, rice-like granules. However, it later turned out that that at that time, the factory was merely producing plastic granules aimed for industrial use. rumours have persisted that plastic is being sold as rice, fuelled by videos which show people bouncing rice balls. However, a BBC report after investigation by its journalists concluded that rice, when prepared in the right way and squeezed into balls can actually bounce. The report also added that the natural characteristics of rice are carbohydrates and proteins and they can be made to bounce. However, there are four easy tests to confirm if a sample is plastic rice-1. On burning with matchsticks, plastic will emit smell; 2. If there is no fungus on leaving boiled rice in a bottle for two or three days; 3. If it melts when hot oil is poured into it;4 if the ‘rice’ floats on top when it is poured into a bottle and stirred. Now that the test result is out, police will have to identify and book those spreading fake news so that such persons are punished as per the law and also to act as deterrent against such persons who habitually and purposely create misgivings.

There is nothing more fundamental than that. India needs a third generation of reforms

n India’s development journey, two major policy departures in its approach to growth and development stand out. In each case, there was an acceleration in growth, which then started petering out. We are at a similar crossroads and it is time to usher in a third generation of reforms. The first generation of economic reforms took place soon after Independence. This was based on planning and import substitution. India’s growth witnessed a notable acceleration from the early 1950s to the mid-1960s, a significant transformation from stagnation of the past. This was followed by policy sclerosis, resulting in a growth downturn over an equivalent period till the late 1970s. The much delayed second generation of economic reforms finally began in 1991, and was again characterised by a growth-oriented approach. India was finally catching up with the prevailing global predominant thinking on development strategy — an open economy market-oriented framework. Fuelled by higher savings and investment, the economy ascended to a higher growth path of around 7% annual GDP growth over the next two decades. Industrial and export growth accelerated, along with a comfortable and stable external sector, and poverty reduced significantly. But, once again, the development engine started sputtering from the early 2010s. The slowdown is broad-based across all the sectors, agriculture, industry, and services. India’s economy is in trouble once again and hence needs a major reboot. There has been an inadequate generation of quality employment for the increasing Indian labour force throughout the development process. There seems to have been almost no net generation of jobs over the past 15 years or so. What is needed now is a special thrust to promote employment-intensive export-oriented manufacturing, which will need continued openness and not increased protection. But the key development failure, right through India’s history has been the lack of adequate attention to nutrition, health, and education. This is hampering the employability of new entrants to the labour force as new economic activities require an increasing level of educational competence. Thus, the next generation of economic reforms needs a special resolve to deliver efficient public services, particularly focused on the long-neglected social needs related to nutrition and health services, primary and secondary schooling, a major quality upgrade of tertiary education, water supply and sanitation, other public infrastructure and urban development; all public services that need enhanced government expenditure and technical competence and ability to deliver. The absence of these services is hobbling the performance of the private sector. The main organising principle of the second-generation reforms was freeing the private sector from the myriad government controls that had hobbled its performance. This process still needs to be pursued. But similar attention has not been given to improving the government’s performance. Consequently, the third generation of economic reforms must focus on a similar empowerment of the public sector to deliver growth-enhancing public goods and services

What can we do to avoid the third wave of Covid?

for the benefit of all segments of the public, private sector, and corporate entities alike. The “public sector” encompasses all levels of governments from the local, state to national, and their entities which deliver public goods and services, and includes regulatory and standard-setting authorities. They all need to be strengthened. The last 30 years have seen a clear private sector supply response to the increased demand for health, education and other services, reflecting the failure of their public provision in both quantity and quality. The way forward is not so much to restrict this private provision, but to improve significantly both the quality of public services leading to greater trust in the provision of these services, and their scale and quantity to promote universal accessibility. This would free up money in the hands of the less well-off for enhanced demand for growth, promoting other essential goods and services. There must be a renewed clear understanding that it is the government’s role to deliver public goods and services that only it can provide, and that such services cannot and should not be privatised. This kind of quality improvement cannot take place without a significant enhancement of government’s own technocratic competence and implementation capacity. The availability of economic competence enabled the formulation of reforms at the macro level in 1991, and then their implementation in the ensuing two decades. There needs to be a system change in the approach to public administration, away from the traditional colonial approach. The first condition for sustained growth is an enhancement of investment levels, both public and private. This would imply an overall increase in fiscal expenditure along with a shift in composition towards higher public investment for the delivery of public goods and services, which, in turn, would crowd in private investment rather than crowding it out. But buoyancy in the tax-GDP ratio does not reflect the sustained growth in GDP of the past three decades, particularly the stagnation experienced over the past decade. Focused attention now needs to be given, to increasing efficiency and compliance in tax-revenue collection so that India’s overall tax-GDP ratio rises to levels consistent with comparable international experience, to finance the needed enhanced public expenditures. The key departure from current received wisdom that I am making is to emphasise the role of the State in promoting economic growth. Countries that have been most successful in maintaining high sustained growth rates have done so by setting up growth-promoting governmental institutions to coordinate public investments, while also incentivising the private sector to make investments necessary for a growing, dynamic economy. Niti Aayog needs to be strengthened technically, and in its powers to perform such a role. The current government structure is simply not designed to take India to the next stage of development. The third generation of economic reforms must therefore focus on improving the government’s own competence, both administrative and technical, at all levels. aced with constraints on vaccine supply, India needs to urgently adopt a targeted vaccination strategy to avoid a possible third wave of Covid-19 infections. There has already been a lot of discussion on improving vaccine supply. However, there is a need to find ways to better utilise the existing supply. Faced with limited resources in any situation, optimal utilisation of the scarce resource has to be a key strategy. At present, in most states, if not all, there is no significant prioritisation of vaccination of persons in the 18-45 age group. In the absence of any specific targeting or prioritisation, those with smartphones, better internet connectivity and who are more perseverant in trying to book slots are getting priority. This is certainly neither an intended nor a desirable policy objective. It has created unintended inequity in the administration of vaccines. The inequity has been further exacerbated by drivethrough vaccination centres in some cities. Vehicle owners being prioritised is, perhaps, the last thing a public health specialist would recommend. The primary goal of the vaccination programme should be to tame the virus, control the spread of infection and save lives. Presently, the public discourse is centred mainly around the number of people vaccinated and the percentage of population covered. There is an urgent need to change this. How many people have been vaccinated is important, but who those people are is equally important. The 45-plus age group has been the target group since April 1, and, rightly so, as there is credible evidence to show higher mortality in this group. This is an evidence-based policy decision which is likely to help significantly reduce deaths in case there is a third wave. However, a major policy gap is observed in inoculating the 18-45 age group. After the latest announcement by the Prime Minister, the procurement of vaccines has again been centralised. This was a much-needed course correction. In its subsequent advisory, the Union Health Ministry has explicitly authorised state governments to devise state-level prioritisation policies within the 18-45 age group. It is imperative that state governments urgently utilise this option. A policy that targets certain high-risk groups within the 18-45 age group is the need of the hour. Broadly speaking, the population in the 18-45 age group can be divided into three categories. Category A comprises people who have already caught Covid-19 and have developed antibodies. Category B includes those who have not yet been infected. Within this group, there is a small subset of high-risk groups and potential super-spreaders which we can call Category C. The third category includes street vendors, auto-rickshaw drivers, milk and vegetable vendors, newspaper vendors, journalists, restaurant workers, fuel-pump attendants, delivery boys,

shopkeepers and others. They are those who interact with many on a daily basis. They are more likely to get infected than others, and are also more likely to infect others. Priority should also be given to persons with comorbidities within the 18-45 age group. This will further help in reducing the number of deaths. While a few states have taken some initiatives in this aspect, it would be desirable that the central government issues a detailed advisory on this. The present vaccination strategy in several states, by design or default, is focused more on urban centres, especially for the 18-45 age group. Though the Government of India has advised that infected persons should defer being vaccinated for three months after recovery, implementation of this policy on the ground may not be happening to the desired extent. Additionally, there is the issue of a large number of people, especially in big cities, who would have been infected by the virus, but are not aware about it. Thus, probably, a large percentage of jabs are going to people who already have antibodies. From a public health perspective, a vaccine going to a Category A person is akin to a waste of vaccines at this juncture. A vaccine going to a Category B person ahead of a Category C person leads to sub-optimal utilisation of a scarce resource. It makes eminent sense to target high-risk groups and potential super-spreaders for vaccination. This should not be delayed any longer on account of perceived implementation challenges, which are certainly not insurmountable. Targeted vaccinations will also enable a faster resumption of economic activities and will reduce the stress on economically vulnerable groups. The shortage of vaccines is a reality. We can argue endlessly whether things could have been done differently because everyone is wiser with the benefit of hindsight. However, that should not make us lose sight of the situation we are currently in. We should focus on choosing the best course of action from here on. If we have a third wave, in all likelihood, we would not have vaccinated enough people by then to achieve herd immunity. What will matter at that point of time is who did we vaccinate with the limited supply we had. A brute force method has to make way for a policy which is more imaginative and intelligent — even if it is less popular. The central government has already permitted on-the-spot registrations. State governments now need to take the initiative and plan for targeted and prioritised vaccinations of high-risk groups and potential superspreaders. This has to be done through a combination of explicit policy as well as better venue selection for conducting the sessions. Gov trying to criminalise Naga political movement: NSCN (I-M)

I

t is highly unbecoming of the Governor of Nagaland state desperately trying to criminalize the Naga political movement by questioning the taxation right of the NSCN. Surprisingly, this comes after more than 23 years of Indo-Naga political dialogue. Placed under this situation, NSCN puts on record to go back to the history to point out that taxation is something which is deeply rooted in the history of the Naga resistance movement even before the Naga National Council (NNC) came into the scene. Now the focus has been shifted to National Socialist Council of Nagalim (NSCN) which is at the helm of affairs leading the Naga political struggle. As brought about by the 23 years of Indo-Naga political talks, the Nagas’ stand for sovereign existence is before the world domain and not a question of obscurity. It has become pertinent to mention the background of Naga history to drive home the point that tax collection was the inherent part of the Nagas way of political existence as sovereign people since time immemorial in order to manage its own affairs. The NSCN collected taxes to support the Naga people’s

political movement which started in 1929 even before India got independence from the British. Opposing the Naga tax is nothing short of obstructing the Naga political movement and to let the Naga people to be enslaved by India. Taxation was there during the Naga National Council (NNC) time and now under National Socialist Council of Nagalim (NSCN) which has taken over to spearhead the Naga political movement. NSCN is a genuine political group and a government of the people with total commitment to find an honorable political settlement and it should not be treated at par with other outfits that have different objectives that are not going to benefit the Nagas in the final moment but only for temporary benefits. It may be noted that NSCN is not working for packages from the Government of India but for an honorable and acceptable political settlement with India and the nominal taxations will continue as it is. The irony is that while other outfits are taxing the people they work as the agents of adversaries that are remotely connected with the Naga political interest. Naga are

thus, made to suffer by the GoI under the garb of Naga Political Groups (NPGs). As per the Framework Agreement, the Nagas are the masters of their own lands both below and above. So, why should India interfere in the internal matter of the sovereign Naga people? The Government of India opposing taxations by the NSCN instantly violates the FA wherein the two entities have agreed to coexist peacefully as two different entities sharing sovereign power. Moreover, taxation is the legitimate right of every government of a nation state. The Nagas declared their independence status as a sovereign nation one day ahead of India and defended its sovereign right thus far. The Naga nation does not require permission from the Government of India for taxation. The matter remains loud and clear that at no point of time the Nagas became Indians either by conquest or consent. Thus, it is too farfetched for the Governor of Nagaland state to issue such an outrageous statement on taxation. The Naga political movement has not started yesterday necessitating the

unwarranted statement on taxation issue, which is the birth right of the sovereign Naga people. It is worth mentioning that during the course of Indo-Naga political talks, passing through the hands of three interlocutor-ships, this taxation right was acknowledged indicating that NSCN have the right to tax to carry on its movement and no fuss was made out of it. The press statement issued by the Governor’s office contradicts this stand which violates the spirit of the hard earned Indo-Naga talks crossing more than 23 years. Following the signing of the Framework Agreement of the 3rd August, 2015, this taxation was included in the competencies. No one can deny these factual records of the Framework Agreement and the competencies. No wonder, the Framework Agreement mentioned of the sharing of sovereign power and declared that according to the universal principle in democracy sovereignty lies with the people. Certainly, it has become a serious matter of indignation on the statement of taxation that is so exasperating, inconsistent

and banal that it speaks of the worst kind of undermining the Naga political issue. It has to be taken note that the sovereign rights of the Naga people to tax cannot be denied.

Moreover, the Indo-Naga political talks is yet to be finalized as critical issues are waiting to be considered from the perspective of the Framework Agreement. MIP, NSCN/GPRN

Even if there are a lot of developments taking place within the State, no sort of reformations has been brought about in the field of telecommunications so far. In various part of Dimapur itself, Jio, Vodafone and Bsnl network connections are non-existent and with such erratic networks, how can one expect a cent per cent performance from a student or a working youth? Since time immemorial, a lot of organizations and apex bodies have voiced out against these service providers yet it fell on deaf ear. NEW DELHI, JUN 23 (IANS): The Enforcement Directorate (ED) on Wednesday said it has handed over assets worth Rs 9,371 crore belonging to fugitive businessmen Vijay Mallya, Nirav Modi, Mehul Choksi to state-run banks to realise the losses on account of the fraud committed against them. The ED in a statement said that Mallya, Nirav Modi and Choksi have defrauded public sector banks by siphoning off the funds through their companies which resulted in total loss of Rs 22,585.83 crore to the banks. The ED has booked the three on the basis of the FIR filed by the Central Bureau of

Investigation (CBI). The financial probe agency said that the ED has taken swift action by unearthing myriad web of domestic and international transactions and stashing of assets abroad. “Investigation has also irrevocably proved that these three accused persons used dummy entities controlled by them for rotation and siphoning off the funds provided by the banks,” the ED said. It further said that the ED has attached or seized assets worth Rs 18,170.02 crore which included assets worth of Rs 969 crore located in foreign countries. “The quantum of the attached and seized assets represents 80.45 per

cent of total bank loss of Rs 22,585.83 crore,” it said, adding that the investigation by the ED has proved that substantial part of these assets were held in the names of dummy entities, trusts, third persons, relatives of these accused and these entities were proxy of these accused to hold these assets. It further said that the Westminster Magistrates Court has ordered extradition of Nirav Modi to India. HC refuses to stay CCI notice to FB, WhatsApp NEW DELHI, JUN 23 (PTI): The Delhi High Court has refused to stay the Competition Commission of India (CCI) notice asking Facebook and WhatsApp to furnish certain information in relation to a probe ordered by it into the instant messaging app’s new privacy policy. A va c a t i o n b e n c h of Justices Anup Jairam Bhambhani and Jasmeet Singh said an application seeking stay of further steps in the investigation already stands filed in which notice was issued to the Director General of CCI in which no interim relief was given by the division bench on May 6 and is listed for consideration on July 9. “We also find that there is substantial overlap, in fact near identity, as between the prayers made in… (earlier application) and those made in the present application. For the foregoing reason, we do not consider it appropriate to stay the operation of impugned notice dated June 8, at this stage,” the bench said in its order passed on June 21 and made available on Wednesday.

BJP received Rs 276.45 cr from electoral trusts in 2019-20, Cong Rs 58 cr: ADR NEW DELHI, JUN 23 (PTI): The BJP received Rs 276.45 crore or 76.17 per cent of total donations given to all political parties from electoral trusts in 2019-20, according to a report by poll rights group ADR (Association for Democratic Reforms). The BJP was followed by the Congress which received Rs 58 crore or 15.98 per cent of total donations received by all parties from all seven electoral trusts, it said. The report that analysed contribution reports of electoral trusts for financial year 2019-20 said top donors to the electoral trusts included JSW, Apollo Tyres, Indiabulls, Delhi International Airport and DLF groups. JSW Steel Ltd. contributed the highest amount worth Rs 39.10 crore among all donors of electoral trusts, followed by Apollo Tyres Ltd. with Rs 30 crore and IndiabullsInfraestate Ltd which contributed Rs 25 crore to various trusts. Eighteen individuals contributed to electoral trusts in 2019-20. Ten indi-

NEW DELHI, JUN 23 (AGENCIES): Yoga guru Baba Ramdev has moved the Supreme Court seeking a stay on the proceedings in multiple cases lodged against him in various states over his alleged remarks on the efficacy of allopathy in the treatment of Covid-19, Bar and Bench reported. Ramdev has also sought protection from coercive actions in FIRs lodged by the Indian Medical Association (IMA). Ramdev reportedly sought a stay on the proceedings in FIRs lodged by the IMA in Patna and Raipur branches and asked for a transfer of the FIRs to a Delhi court. NEW DELHI, JUN 23 (PTI): Construction of a road may be a necessity but it should not result in destruction of the biodiversity, the National Green Tribunal said Wednesday while forming a committee to monitor compliance of environmental norms during construction of a stretch of Margao National Highway Western Bypass in Goa. A bench headed by NGT Chairperson Justice Adarsh Kumar Goel said the construction of the road in question should be consistent with the principle of sustainable development i.e adopting safeguards for protection of wetlands, water bodies and other environmental resources. “There can be no doubt that water bodies, wetlands, mangroves and other natural resources need to be protected. While construction of a road may be a necessity, such construction should not result in destruction of bio-diversity and other environmental resources, including water bodies and wetlands. “Flood plains of river Sal also need to be protected. The studies referred to in the application support the need for such protection,” the bench said. Lahore, Jun 23 (PTI): A powerful car bomb went off outside Mumbai terror attack mastermind and banned Jamat-ud-Dawa (JuD) chief Hafiz Saeed’s house here on Wednesday, killing at least three people and injuring 20 others, police said. The blast took place at the BOR Society in Jauhar Town at the police picket outside Saeed’s residence. The Punjab police chief Inam Ghani said there could have been a “major loss” had there been

no police picket outside the house of the high-profile personality, referring to Saeed. He said three people were killed in the car bomb blast while 20 others were injured. “Explosive material was installed in the car. There was a police picket outside the high-value target’s house. The car could not cross the police picket,” Inspector General Police (IGP) Punjab Ghani said, describing it as “a terror” act.

Hong Kong, Jun 23 (AP): Hong Kong’s prodemocracy Apple Daily newspaper will close by this weekend after police arrested five editors and executives and froze USD 2.3 million in assets linked to the paper. The board of directors said in a statement Wednesday that its print edition and online edition will cease no later than Saturday due to “the current circumstances prevailing in Hong Kong.” The widely expected move followed last week’s arrests. The five were detained on suspicion of colluding with foreigners to endanger national security. Police cited more than 30 articles published by the paper as evidence of an alleged conspiracy to impose foreign sanctions on Hong Kong and China. It was the freezing

of assets that spelled the paper’s demise. The board of directors had earlier this week written to Hong Kong’s security bureau requesting the release of some of its funds so that the company could pay wages. The police operation against Apple Daily drew criticism from the U.S., the E.U. and Britain, which say Hong Kong and Chinese authorities are targeting the freedoms promised to the city when the former British colony was returned to China in 1997.

The Counter Terrorism Department (CTD) has taken over the blast site and investigating from all aspects, he said. Ghani also claimed that “hostile” intelligence agencies could be involved in this blast. The injured people have been shifted to the Jinnah Hospital where the condition of six of them is said to be critical. “The injured also include policemen. The blast sparked rumours at the site that Saeed was present in the house. Saeed, 71, has been serving a jail sentence at the Kot Lakhpat Jail Lahore for his conviction in terror financing cases.

China successfully launched its longest crewed space mission to date on Thursday, sending three astronauts to its new orbiting station, in a major milestone for the Communist giant’s space exploration plans and establishing it as a leading space power. Xi, also the General Secretary of the ruling Communist Party and the head of the People’s Liberation Army, spoke to astronauts Nie Haisheng, Liu Boming and Tang Hongbo from the Beijing Aerospace Control Centre. Speaking at a function organised to observe the International Yoga Day on June 21 at the Prime Minister’s residence in Baluwatar, Oli said that India was not even born as a separate country when Yoga originated in “this part of the world”. “Yoga originated from this part of the globe. It originated from Uttarakhand, in particular, Nepal was the place of origin of Yoga,” he said. Some 15,000 years ago, Shambhunath or Shiva propounded the practices of Yoga. Later on, Maharshi Patanjali developed the philosophy of Yoga in a more refined and systematic manner, he said. “Yoga doesn’t belong to any particular religion or religious sect,” Oli said. “Shiva started the practice of Yoga on the longest day on the Earth, which

Iranian media: attack on nuclear building foiled Tehran, Jun 23 (AP): An Iranian news site close to security services says that authorities have thwarted a “sabotage attack” on the country’s civilian nuclear program, without providing further information. Nournews, a website believed to be close to Iran’s Supreme National Security Council, reported Wednesday that the attack was foiled “before causing any damage to the building.” It said the case was “under investigation.” When asked for comment, an Iranian official referred to the Nournews report. Southampton, Jun 23 (IANS): New Zealand coasted to an unlikely eightwicket win on the sixth -- and reserve -- day of the World Test Championship final against India at the Hampshire Bowl on Wednesday. The match, in which two days were lost to rain, saw a strong performance from Kiwis on the reserve day as their bowlers ran through the Indian batting line-up and dismissed them for just 170 runs. And then they scaled the 139-run target through a 96-run thirdwicket partnership between Kane Williamson (52 not out) and Ross Taylor (47 not out). India got a sniff

of victory when off-spinner R Ashwin removed the two openers early and bowled a tight line to Taylor. However, Taylor smashed Ashwin for two boundaries in one over to break the shackles and then coasted along. Earlier, India, who started the day at 64/2, lost three wickets -- skipper Virat Kohli (13), Cheteshwar Pujara (15), and Ajinkya Rahane (15) -- in the first session to go to lunch at 130/5. Kyle Jamieson (2/30) removed Kohli and Pujara while Rahane fell to Boult (3/39). Post lunch, India kept losing wickets as the tail failed to wag once again. Rishabh Pant, who was the innings top scorer with 41

runs, was the last hope for India but he fell to a rash shot as the seventh wicket with the score on 156. New Delhi, Jun 23 (Agencies): From Judo to Boxing and Archery to Hockey, several Indian athletes hailing from states in Northeast India will be representing India at the upcoming 2020 Tokyo Olympics. A brief look at their individual profiles, The Bridge reported. 1) Tarundeep Rai-Archery: The Indian men’s archery team are serious medal contenders this year and this is bolstered with the presence of Tarundeep Ria. He hails from Namchi in Sikkim and first took part in the Olympics back in 2004. He has an immense amount of experience with several World Championship and Asian Games medals under his belt. 2) Lovlina Borgohain-Boxing: The welterweight boxer hails from the Golaghat district of Assam and at the age of 23 will be competing in her first Olympic Games. She has won bronze medals at the 2018 and 2019 AIBA Boxing Championships as well as the Asian Championships. She is also made the notable feat of being the first woman from Assam to have qualified for the Olympics. 3) MC Mary Kom-Boxing: Mary Kom needs no introduction. The six-time World Champion will be vying for another Olympic

Medal at Tokyo this year. She has previously won bronze at the London Olympics and will be looking to better that in what will definitely be her final appearance at the Olympic Games. She hails from the district of Churachandpur in Manipur. 4) Lalremsiami- Hockey: Her name has been plastered all over the news and rightly so for the 21-year-old will be the first person from her state to represent India at the Olympics. She hails from the town of Kolasib located north of Aizwal in Mizoram. She made her way up through the ranks of the Under 18 National team before being selected for the national side at the age of 17. She has previously

represented India at the Asia Cup, Asian Champions Trophy and was selected at the age of 18 to play at the World Cup in 2018. 5) Sushila Likmabam-Judo: The 5th Olympian from the state of Manipur is Indian judoka Sushila. She competes in the 48kg weight class and has previously won silver at the Glasgow Commonwealth Games. She provisionally qualified for the Olympics by claiming a continental quota place a few weeks back. This was based on her position on the Asian list of Judoka with Asian having 10 slots and Sushila attaining rank 7. 6) Shanglakpam NilakantaHockey: Another Hockey star from Manipur to have established

himself in the team over the years. The midfielder hails from the East Imphal district and first made his national debut back in 2014 for the junior team at the Sultan of Johor Hockey cup. He was selected for the 2016 men’s Junior Hockey World Cup team that went on to be the victors of the tournament. 7) Saikhom Mirabai ChanuWeightlifting: Heavily touted to win a medal this year, the 26 year-old Weightlifting star hails from the Imphal East district in Manipur. She won a Gold Medal at the Commonwealth Games in 2018, silver at Glasgow in 2014 and Gold at the World Championships in 2017. All of these were in the 48 kg category that she competes in. She has been awarded the Padma Shri and Rajiv Gandhi Khel Ratna Award for her performances in the National and International weightlifting forums. 8) Sushila Chanu-Hockey: The former Indian women’s team captain is also heading to Tokyo this year. Her selection is undoubtedly crucial as she is one of the most experienced members of the squad. She is a halfback and has captained the team to a bronze medal at the Junior Women’s Hockey World Cup in 2013. Sushila Chanu hails from Imphal in Manipur.
