India-Australia ties built on trust: Modi

SYDNEY, MAY 23 (PTI): Prime Minister Narendra Modi on Tuesday said the strongest and biggest foundations of India-Australia relations are mutual trust and respect as he along with his Australian counterpart Anthony Albanese addressed the Indian diaspora at a mega event here.

Addressing the gathering at the Qudos Bank Arena, Prime Minister Modi also announced that India will open a consulate in Brisbane to fulfil the longpending demand by the diaspora.

Modi, who arrived to a rousing welcome, also described India as a “force of global good” and a “bright spot” in the world economy.

Asserting that the strategic partnership between India and Australia is constantly deepening, Modi said, “we hope the bilateral trade between the two sides will more than double in the next five years”.

“Now we are working on a comprehensive economic cooperation agreement. We are building resilient and reliable supply chains. This will provide momentum to the business of both sides and give new confidence to the world,” he said.

Albanese also thanked his “dear friend Modi” for “bringing the spirit of the world’s biggest democracy to Australia” and said he had helped “make our democracy stronger and more inclusive.”

Earlier, Modi and Albanese were welcomed with Vedic chants and traditional Australian aboriginal ceremony as they arrived at the venue.

CNTC nominates 4 from Nagaland crack UPSC exam 2022 new office bearers

D I M A P U R , M AY 2 3 (NPN): Central Nagaland Tribes Council (CNTC) has selected and nominated a new team of office bearers for the tenure 2023-2025.

According to the council, the nominating committee selected the new team from amongst 11 executive members, representing their respective constituent tribes. The new team will be headed by Khondao Ngullie as president, Imtikumzuk, Hekhushe Shikhu as vice presidents; Capt. GK Zhimomi as general secretary along with five executive members.

The announcement was made during the two-day, 7th annual session the council held from May 22-23 at Tourist Lodge, Dimapur. Former CNTC executive member Rev. C. Walu Walling offered the dedicatory prayer while the induction of new team was initiated by former CNTC general secretary, Imtinochet Kubzar.

D I M A P U R , M AY 2 3 (NPN): Four candidates from Nagaland-- three females and one malebrought laurels to the state when they were declared successful in the UPSC examination 2022 among 933 other candidates across India. In the UPSC 2022 results, women scooped the top four ranks besides being 12 among the top 20 ranks.

The successful Naga candidates included-- Er. Yimkum I Ozukum (All India Rank 203), Ms. Vevotolu Kezo (AIR 387), Ms. Imkongnukla Ao (AIR 723) and Ms. W Aotula Ozukum (AIR 874).

It may be noted that Er. Yimkum is serving as Extra Assistant Commissioner

Imkongnukla, Vevotolu and Aotula had recently cleared the NPSC exam 2021. Imkongnukla is currently on probation as EAC, Vevotolu Kezo as Deputy Superintendent of Police and Aotula as Secretariat Assistant (Nagaland Secretariat Service).

NH2 JAC serves 20-day ultimatum to clear encroachments USSC serves ultimatum on H&FW department

D I M A P U R , M AY 2 3 (NPN): Joint Action Committee (JAC) on NH-2 (72.40 to 83.00 km) has served a 20-day ultimatum on deputy commissioner (DC) Wokha to clear the encroachments in the right of way (ROW) and warned that any delay in resolving the matter could lead to potentially embarrassing repercussions.

In a letter to DC, Wokha Village Youth Organisation (WVYO) president and JAC convener Chibenthung P Kikon and WVYO general secretary and JAC member secretary Echungthung Murry alleged discrepancies at 106 different locations discovered during a joint inspection

with Wokha district administration, PWD (NH) officials, TTTC Infra Company and line departments, all of which required immediate attention.

They said the affected landowners rightly claimed compensation in the project’s initial stages and the government had disbursed over Rs 18 crore, with DC’s office handling the inspection, verification and disbursement.

However, they lamented that their recent inspection revealed instances of potential irregularities in the compensation estimates provided to the landowners, suggesting possible duplication and forgery. They mentioned that they were particularly

concerned by the discovery that some beneficiaries, having received substantial compensation, had constructed structures dangerously close to or encroaching upon the pavement. Additionally, they said they had observed that several compensated lands remained untouched, which brought the validity and integrity of the compensation process into question.

As per the compensation agreement, the duo pointed out that the landowners had ceded specific distances for ROW. However, on inspection, they claimed to have identified structures infringing upon these provisions.

seemed that the contractor had taken advantage of this situation, constructing the pavement in an undulating or winding pattern wherever landowners refused to surrender the compensated land, instead of reporting the matter to the authority concerned.

This, they alleged resulted in an irregular alignment more reminiscent of a village road than a smooth and straight alignment expected of a National Highway.

According to them, this apparent discrepancy raised doubts about the intended use of the acquired land and the effectiveness of the compensation agreement.

NFI’s project ‘Leave No One Behind’ launched

DIMAPUR: Deputy commissioner of Dimapur, Sachin Jaiswal on May 22 launched website of National Foundation for India’s (NFI) project ‘Leave No One Behind’ here at Hotel Saramati, Dimapur.

The event, co-funded by the European Union and hosted by CAN Youth, was organised by NFI. The NFI project website was aimed to bring various stakeholders, CSOs, NGOs, student leaders, youth leaders together to get better understanding

of the project objectives and activities so as to collaborate and support in strengthening Sustainable Development Goals (SDGs).

Speaking at the launching programme, Sachin Jaiswal stressed on SDGs that needed to be implemented and practices with strong values.

He also spoke about some of the goals of SDG and requested the government officials to be thorough with the SDGs. Field Coordinator,

Zhaleo Rio cuts the ribbon at the inauguration of MTC office on Tuesday.

DIMAPUR: Advisor of Urban Development & Municipal Affairs Department, Zhaleo Rio inaugurated the Medziphema Town Council (MTC) office at the City Centre, Medziphema on May 23.

According to DIPR report, Zhaleo Rio suggested that the building should be utilized and generate revenue for the Medziphema sub-division.

He said the city centre was a first of its kind in the state and Town Council should utilize it to the optimum.

Zhaleo also emphasized that City Centre Medzi-

phema will serve all tribes under Medziphema Town Corporation and urged them to maintain the building and set a good example for all.

He reminded them of Chief Minister Microfinancing for start-up loan businesses for youths. Further, Zhaleo also informed the gathering on his dream project of building a Health Centre/Ayush hospital and for which he sought cooperation and support of the public.

ADC & Administrator, Medziphema Imsongmeren explained the con-

cept of the Medziphema Town Council office and how Zhaleo Rio conceptualized the City Centre.

He gave a brief report on the historical establishment of MTC. Short speeches were delivered by Addl Director & HOD, Municipal Affairs Department Solesul Tholre, and Miathou Krose, vice president, CEB, NDPP. MCCI against issuing of temporary permits

DIMAPUR: Mokokchung Chamber of Commerce and Industries (MCCI) has cautioned against issuing of “temporary” permits to unvetted hawkers in Mokokchung town.

In a press statement, MCCI president, Tsukti Longkumer and general secretary, Limalenden Longkumer said that many of the unvetted hawkers in Mokokchung town were selling their products and

services with “temporary” permits issued by Mokokchung Municipal Council (MMC).

According to MCCI, genuine registered traders pay all fees and taxes as required by law, including GST to the government and sanitation tax to MMC, but the unvetted hawkers only pay for the ‘temporary’ permit. MCCI also pointed out that there was no price control or quality control mechanism to check

the unvetted sellers, where the consumers were often duped by ‘temporary’ permit holders. It, therefore, cautioned the public to be responsible and vigilant.

In view of the above, MCCI warned that the issuing authority of ‘temporary’ permit shall be held squarely responsible in the event of any harm or potential harm caused to the members of the public by such hawkers.

DIMAPUR: Sun Rising Colony, Tsungiki and BJP supporters of Tsungiki have strongly condemned the fire incident on May 3 wee hours at Tsungiki village where the residence of Tsungiki village chairman, Janthungo Kikon was set on fire allegedly by unknown miscreants.

The Sun Rising Colony Tsungiki said that “atrocious act of violence” have caused distress and unrest in the village.

It also stated that such barbaric act perpetrated by some anti-social individuals should not be acceptable in the society.

It therefore urged the law enforcing authority to initiate necessary action and ensured that the perpetrators were brought to justice without any delay.

Strongly condemning the incident, BJP supporters of Tsungiki village has appealed to the public to shun violence and refrain from targeting individual residence and property.

The BJP supporters also appealed to the law enforcing agency to apprehend those involved in the arson at the earliest and deliver justice as per the law of the land.

AAY beneficiaries asked to link Aadhaar card

DIMAPUR: Food and Civil Supplies (F&CS) has informed all AAY beneficiaries under Dimapur, Chumukedima and Nuiland districts to link their Aadhaar Number/card with their AAY ration card compulsorily by June 30 for authentication.

Assistant director F&CS, S. Kavito Aomi informed that AAY beneficiaries

whose ration card were not linked with their Aadhaar Card/number will be considered as non-existence and shall be replaced with genuine beneficiaries.

The urban/rural FPS have also been instructed to issue AAY food grains online through EPOS device only, after proper identification of the beneficiaries.

Farmers asked to adopt millet cultivation

DIMAPUR: As part of “International Year of Millets”, the department of Agriculture, District Agriculture office, Dimapur conducted a trainingcum-exhibition programme on millets for farmers of Dimapur district on May 23.

The event was organized to create awareness about millets and encourage farmers to adopt millet cultivation in the district.

At the training programme, scientist (Agronomy) AICRP on

pigeonpea, NU:SASRD, Nagaland University, Medziphema, Dr. Lawrence Kithan, who was the resource person highlighted on the importance, nutritional value and the recommended package of practices for millets.

He added that millets could help tackle challenges of food security as they did not require much care compared to other crops and had less water consumption rate.

Also speaking at the

programme, ADO Dimapur, L.Mhao Lotha Dimapur elaborated on the nutritional and health benefits of millets. He said the training and workshops have been organized and conducted not only in Nagaland, but in the entire country as 2023 has been declared by the United Nations as the International Year of Millets, following a proposal by the government of India.

He also reminded that mil-

lets were ancient grains that mankind has known for centuries.

Manipur fire service personnel strike Govt not resolving crisis: Manipur Cong after Jat Regiment thrash their colleague

IMPHAL, MAY 23: Opposition Congress in Manipur on Tuesday accused the BJP government in the state of doing nothing to resolve the prevailing crisis in the state.

Addressing a press conference at Imphal Congress Bhavan today, MPCC vice president and spokesperson Hareshwor Goshwami said that even as chief minister N Biren Singh had admitted security lapses and intelligence failure, the BJP government was doing nothing to restore peace and normalcy in the state even after 20 days since the violence incidents erupted.

Except admission of security lapses and intelligence failure, the BJP governments at the Centre as well as in the state remained like silent spectators. “Is there any hidden agenda behind it,” he asked.

Even though no major untoward incidents was reported during the curfew

“Do not victimize innocent people while working to achieve the goal of your secret agenda,” Goshwami told the BJP. The government must work to restore normalcy in the state at the earliest, he demanded.

MPCC vice president Kh Devabarta asked the state government if there was any reason behind not disbursing compensations announced by the state government for victims of the chain of violence incidents.

The Centre usually did not delay releasing ex-gratia to

be paid to the victims of such a crisis in other states of the country. However, even after days the state government announced the ex-gratia , the same were yet to be distributed, he said.

He also alleged the government did nothing to compensate and rehabilitate victims whose belongings, including their houses, were reduced to ashes in the violence.

Except for providing some relief materials, nothing was taken up for their future, he said.

He claimed that over 39,500 displaced people were staying in the relief camps opened at different places across the state.

The state government can work out to siphon off 10% of the total budgetary allocation of the state and invest the amount for the rehabilitation of the displaced homeless people.

For this, a special session of the state Assembly should be convened, he demanded.

IMPHAL, MAY 23: At a time when media fraternity in Manipur are demanding action against Jat Regiment personnel for assaulting media persons on duty, personnel of the Manipur Fire Service are also protesting against the thrashing of five of their colleagues in uniform by the personnel of the Central security force on Tuesday.

As many as five personnel of the state fire service, including an officer, were injured after personnel of the Central security force beat them up at Palace Compound, on their way to respond to a fire break out at New Checkon area of Imphal East where fresh violence was reported on Monday. The firefighter had to stop at Palace Compound on nearing the City Convention Centre after a crowd obstructed their way.

The fire service personnel commenced their cease work strike with immediate

effect on Tuesday after five on duty personnel of 16 Jat Regiment thrashed personnel of the Manipur Fire Service on the sideline of Monday’s fresh violence in Imphal which has angered them.

On the same day (Monday), at least three reporters who were covering the New Checkon incident were also thrashed by the personnel of the Jat Regiment.

Meanwhile, the media fraternity under the joint aegis of All Manipur Working Journalists’ Union (AMWJU), Editors’ Guild Manipur (EGM) and Manipur Hill Journalists’ Union (MJHU) has also set a 48hour deadline to take action against the security personnel involved in assaulting the media persons.

The protesting fire service personnel announced that they will continue the cease work strike (abstaining from responding to fire breakout calls) until the personnel of the 16 Jat Regiment involved in thrashing

their colleagues were suspended from their services.

The personnel raised the demands during a protest staged outside the fire service headquarters near Imphal Polo Ground today.

Talking to media on the side-line of the protest, sub-officer S Jeevan said that while they were halting there, a team of Jat Regiment arrived and asked them to proceed.

They started beating the fire personnel and even dragged down the driver of the fire tender and beat him up saying nothing.

While the protest was going on, joint director of state fire service L Nabachandra and Column commander major L Surchandra of 16 Jat Regiment arrived and tried to convince the striking personnel.

He appealed to the personnel to revoke their decision and return to duty while assuring that appropriate action will be initiated against the security personnel involved in the incident.

Prohibitory orders under Section 144 of the CrPC were imposed in Guwahati to stop Congress workers from gathering at the airport, Assam Chief Minister Himanta Biswa Sarma said on Tuesday.

Youth Congress president Srinivas BV had come to Guwahati on Monday to appear before the police in connection with a harassment case filed by now-expelled party leader Angkita Dutta. Sarma said the restrictions, imposed on Saturday, were being lifted.

“Yesterday, Congress wanted to take people to the airport. And that’s why, section 144 was imposed.

It is being lifted now,” he said, addressing a press conference.

Besides the prohibitory orders, Congress had alleged that its youth wing workers from different districts were barred from coming to Guwahati to express solidarity with their national chief.

GUWAHATI, MAY 23 (PTI): The chief ministers of Assam and Meghalaya will meet here on Wednesday to carry forward discussions on resolving border disputes in the remaining six areas.

Assam Chief Minister Himanta Biswa Sarma said on Tuesday he and his Meghalaya counterpart Conrad Sangma will also visit the disputed areas later as a goodwill gesture.

“The Meghalaya CM will come here tomorrow and discussion will be held on finding solutions for the remaining six areas,” he said. Assam and Meghalaya have a longstanding dispute in 12 areas along the 884.9-km-long interstate border. The two Northeastern states had signed a memorandum of understanding in March 2022 in the presence of Union Home Minister Amit Shah in New Delhi towards ending the disputes in six areas.

GUWAHATI, MAY 23 (PTI): Union Home Minister Amit Shah will be on a day-long visit to Guwahati on Thursday during which he will attend the “biggestever” appointment letter distribution ceremony in Assam.

Shah will also lay the foundation stone for the National Forensic Sciences University at Changsari, about 20 kms from Guwahati, which will be its ninth campus in the country, Chief Minister Himanta Biswa Sarma said on Tuesday. The university will provide forensic training to scientists from South East Asia, Bhutan, Bangladesh and Nepal, besides offering undergraduate and postgraduate courses in various forensic subjects.

The Union home minister also distribute 44,703 appointment letters during the visit, which will be the biggest-ever distribution of jobs in the state under one roof, Sarma said.

“This is part of the government’s promise of providing one lakh jobs. So far, 41,920 jobs have already been provided and recruitment for another 22,776 posts will be underway soon.

“We will ensure that even if there is any overlapping of appointees, one lakh jobs are ensured as promised,” he added.

Sarma, whose BJP-led coalition government completed two years in office this month, had promised

The bone of contention between the AAP government and the BJP has been the Central government ordinance setting up a National Capital Civil Service Authority which overturned a Supreme Court order last week giving control of services, excluding those related to police, public order and land, to the elected government in Delhi.

The new ordinance takes away these powers from the Delhi state government and gives them to a committee which would be effectively controlled by the Centre.

BENGALURU, MAY 23 (PTI): Karnataka Chief Minister Siddaramaiah on Friday vowed to put an end to moral policing in the state, and asked police officials to ensure that there is no discrimination between religions, while maintaining law and order.

In his maiden meeting with top police officials after the Congress government came to power, he warned concerned officials that they would be held responsible if law and order situation deteriorates and directed them

to take strict action against those disturbing harmony through social media posts.

“We have asked the police to be people friendly, they should be courteous towards people who come to file complaints. Not only the police inspector, DCPs will also be held responsible for crimes and illegal acts like -- rowdyism, clubs, drug menace -- in any of their police station limits, and action will be taken against them,” Siddaramaiah said.

Addressing reporters here, he said, “during the

maintenance of law and order, there should not be any discrimination between religions, and everyone should be seen equally, and should be protected equally.”

“No moral policing here on, we will put an end to this...” he added.

Deputy Chief Minister D K Shivakumar, who was also present at the meeting, pointed to a few incidents under the previous BJP regime and said the new government will not allow “saffronisation” of the police department.

Heroes betrayed

I

t is around four months and a week since January 2023, that top Indian wrestlers including two Olympic medallists and a world champion, have been holding sit-in protests in Delhi to demand the arrest and booking of president of wrestling Federation of India(wFI) and BJp Mp from kaisarganj Up, Brij Bhushan Saran Singh. The wrestlers have accused the wFI president of alleged sexual offence on women wrestlers including a minor(below 18).

A section of the media was unambiguous by reporting that Singh had sexually exploited some of the women wrestlers including a minor while some preferred to use the vague term sexual harassment. Some of the women wrestlers even wept in front of media, while narrating various incidents involving the accused Mp. In a delayed response, the sports ministry was compelled to ask Brij Bhushan Sharan Singh to resign but he remains defiant as he claimed he is not a criminal. Since 2012, Brij Bhushan has been holding the post of president wFI. Much before he took over as wFI president in 2011, Singh in 1996, was accused of sheltering associates of underworld don Dawood Ibrahim and booked under the Terrorist and Disruptive Activities (TADA) Act and jailed. According to a report Brij Bhushan was acquitted in over 30 criminal cases. His history sheet includes a total of 17 cases registered in Ayodhya, 12 in Faizabad, 8 in Nawabganj and one in Delhi. As per Singh’s election affidavit, three of the cases against him are pending in Allahabad court and one in a Lucknow court. One case involved charges of attempt to murder and under the Arms Act. The allegations against Singh are not only serious offences but also acts that defame the image of India abroad. Nothing could be more insulting to the nation than the president of its national sports body, who is unrepentant despite being accused of sexually harassing/exploiting national athletes who brought laurels for the nation. Noted supreme court advocate kapil Sibal had describe the case as : “protesting wrestlers predicament: A minor, 6 others traumatized, a defiant accused, a silent pMO, no arrests. A pliant investigation?”

The sports ministry set up a probe panel under boxer M c Mary kom and the report is ready though not in the public domain but is reportedly silent on the charges against Singh. The Delhi police has filed two cases against him after the Supreme court ordered them to do so. One of the FIRs is over a complaint of sexual harassment by a minor, filed under the stringent protection of children from Sexual Offences (pOcSO) Act, which gives no scope for bail. Despite all these, Delhi police is still shy in arresting Singh.

It appears the Modi government has by doing nothing indicated it is shielding Singh because he is considered very influential. The “shield of invincibility” that Singh wears is he has influence in half a dozen Lok Sabha constituencies, strong links with the saints and his role in the mandir movement which make him a political asset.

Besides Singh also owns dozens of educational institutions in eastern Up add to his vote bank.All in all, it is a tragic case of justice being mortgaged at the hands of powerful politicians.

The unresolved Palestinian question

aqba Day marks the beginning of Palestinians exodus from their homeland, but for the last 75 years the international community has been unable to give the Palestinians their right to their own homeland.

On May 15, for the first time in history, the UN marked the 75th anniversary of the mass displacement of Palestinians known as “the Naqba” or “the Catastrophe”. The UN Committee on the Exercise of the Inalienable Rights of the Palestinian People (CEIRPP) commemorated the 75th anniversary of the Naqba at UN Headquarters in New York, pursuant to the mandate by the General Assembly.

Naqba’s History Until the end of WWI, Palestine was under Turkish rule as part of the Ottoman Empire. Later it came under the British control, the so-called British Mandate. The period, under the British - was marked by growing anti-Semitism in Europe -- which led to an increasing number of Jews from around the world moving to Palestine, which to them was their ancestral homeland, Eretz Israel, the Promised Land

by God, where Jews had always been living, though in much smaller numbers.

Post-Holocaust in Nazi Germany, a UN-led Partition Plan for Palestine

was adopted by the General Assembly. The Arab League rejected the plan, but the Jewish Agency for Palestine accepted it. On May 14, 1948, the State of Israel was proclaimed.

As a reaction, a coalition of five Arab states declared war against the new state, but was eventually defeated by Israel in 1949.

Before the war, between 200,000 and 300,000 Palestinians had already left or were forced out from Palestine and during the fighting, a further 300,000 to 400,000 others were displaced. The overall figure is estimated to be around 700,000.

During the war, more than 400 Arab villages were destroyed. While human rights violations were committed on both sides, the massacre of Deir Yassin -- a village on the road between Tel Aviv and Jerusalem -- is particularly engraved in Palestinian memory to this day.

At least 100 people were killed, including women and children. It triggered widespread fear among Palestinians and prompted many to flee their homes.

By the end of the war, Israel held around 40% of the area initially earmarked for the Palestinians by the UN partition plan of 1947.

Then-Palestinian l e a d e r Ya s s e r A r a f a t coined the term Naqba Day in 1998. He set the

date as the official day for the commemoration of the loss of the Palestinian homeland.

Palestinian Migration Most of the Palestinians ended up as stateless refugees in neighbouring Arab countries, only a minority moved further abroad. Until today, only a fraction of the nextgeneration Palestinians have applied for or received other citizenships. As a result, the vast majority of the currently around 6.2 million Palestinians in the Middle East have remained stateless into the third or fourth generation.

According to the UN’s Palestinian refugee agency, UNRWA, most Palestinians in the region still live in refugee camps, which over time have transformed into refugee towns.

They are mainly based in the Gaza Strip, in the Occupied West Bank, Lebanon, Syria, Jordan and East Jerusalem.

U n f o r t u n a t e l y, UNRWA has not been able to get full support from the western nations for fulfilling its mandate. To date, UNRWA has only received less than 25 per cent of its financial requirements, or $364 million and still needs $1.3 billion. At the beginning of the year, UNRWA appealed for $1.6 billion in support of its programmes, operations and emergency response across Syria,

Lebanon, the West Bank (including East Jerusalem), the Gaza Strip and Jordan.

Over the years, the Agency has put in place several measures to utilise the very little financial contributions it received from donors.

What is the Palestinian right to return?

According to the UN General Assembly Resolution 194 of 1948, as well as the UN Resolution 3236 of 1974, and the 1951 Convention on the Status of Refugees, Palestinians who are considered Palestinian refugees have the “right of return”.

I s r a e l h oweve r i s rejecting this “right of return” for Palestinians stating that this would mean an end to Israel’s identity as a Jewish state.

Israel denies responsibility for the displacement of Palestinians and points out that between 1948 and 1972 around 800,000 Jews were expelled or had to flee from Arab countries like Morocco, Iraq, Egypt, Tunisia and Yemen.

Though seemingly implausible, but at one point this century -- in Egypt in January 2001 -Israelis and Palestinians were negotiating how to carry out UN General Assembly Resolution 194.

This important resolution was passed on December 11, 1948, with 35 countries, including the US and the UK, voting for it. But

today we seem to be at the farthest possible distance from seeing justice carried out for Palestinian refugees and their descendants.

Originally, the Zionist movement was propelled by the logic of settler colonialism. Historian Patrick Wolfe has defined it as a mode of domination characterised by “a logic of elimination”. Settler colonial regimes seek to smother the native people, or at least to suppress their political autonomy. The elimination of the native people is a precondition for expropriating the land and its natural resources.

Jewish-American intellectual Noam Chomsky, observed that “settler colonialism is the most extreme and sadistic form of imperialism”. The hallmark of settler colonialism is ruthlessness and the disregard for law, justice and morality. And currently we are witnessing all these aspects under the Zionist Israeli regime.

The Zionist movement was nothing if not ruthless. It did not plan to cooperate with the native Arab population for the common good. On the contrary, it always planned to supplant them.

The only way the Zionist project could be realised and maintained was by expelling a large number of Arabs from their homes and taking over their land.

Apparently Israel was

able to achieve this, with the help of the British politicians and in later years, with the tacit American support. If we have to resolve the Palestinian issue, then the only credible option is for the UN to influence both the UK and USA to play a constructive role not a confrontational or bipartisan approach towards resolving the issue, as per the aspirations of the Palestinian people and demands of fair and equal justice.

On the other hand the position of Arab states on the issue was evident from the statement made by the Saudi Crown Prince Mohammed bin Salman, who stressed his country’s commitment to the Palestinian statehood at the Arab League summit on May 19, amid intensified US efforts to broker a normalisation deal between the Gulf kingdom and Israel.

The comments are largely standard for leadership in Riyadh, which has long insisted publicly that it remains committed to the Palestinian cause and will only normalise ties with Israel after a two-state solution has been reached.

But it also shows the lack of resolve on their part to get the Palestinian issue resolved once for all.

The question of leadership in public life

emocracy defines a system by which most people in a country would like to be ruled by leaders elected by them on merit - this was widely regarded as the most equitable and stable form of governance.

The electorate had an implicit understanding and faith that the rulers would turn out to be persons of sterling qualities who come up in public life for seeking the rare satisfaction of being able to do something for the larger public good and not for turning their empowerment into means of personal gain.

The party system in a democratic order provides an instrumentality for installing the right people in positions of power, but by its very nature it becomes at best a measure of the popular base of the ‘ruling party’ - not a guarantor of best leadership from the point of view of the people.

Periodicity of elections theoretically provides the opportunity to the people to ‘throw out’ the non-performing rulers, but this all happens at the cost of precious time in the life of the nation that was wasted in a strategic sense.

A welcome development in the Indian context that might have gone unnoticed by many is the new found trend of people taking note not so much of the image of the party as of the merit of the leaders at its top.

Clearly, the BJP as the ruling party is in the news not only because it is the largest party size-wise but mainly because it is identified with Prime Minister Narendra Modi as its supremo.

In the past, parties ruled the country because they secured electoral majority but often failed to make an impression in terms of the leadership they provided.

The ‘package’ of leadership ‘traits’ was often incomplete - the leader might have ‘integrity’ but not ‘decisiveness’ for instance and this would be enough for the people to feel let down ultimately.

The Modi gover nment makes the point that somewhere it is the ruler not the organisation he represents that determines the political fortune of the party - the BJP no doubt kept up its image and symbolism to match up to the leader.

In a way it is an advance of Indian democracy that people are now attaching importance

to both the political content of a party and the leadership it is capable of providing to the former.

The requisites of leadership needed in the area of governance are the same core competencies as are required anywhere else, but here some more demands are made on the leader commensurate with the public service dimensions of a democratic rule.

The first quality - basic to successful leadership - is the exercise of political will that is needed to make the leader look ‘decisive’.

It is here that Prime Minister Modi has stood out - the decision to order surgical strike against Pakistan at Balakote in 2019 in reply to the terrorist attack on a convoy of CRPF at Pulwama in which 40 men were killed, was in contrast with the timid response of the then government to the unprecedented 26/11 attack.

Secondly, a leader must lead and to do that has to keep the ‘initiative’ with him. Prime Minister Modi is totally engaged in putting out schemes for economic development and ‘leading the nation’ towards a vision for the future.

His outreach and connectivity with the people are phenomenal and there is no dearth of his personal followers which makes him a leader of distinction - considering that classically one cannot be a leader unless one has followers.

The third basic requirement of leadership is ‘courage,’ which is a personal acquisition for somewhere it denotes strong nerves. While ‘political will’ is also an expression of courage, connected with the party backing to an extent, there are moments in public life when the leader would respond more effectively if he or she has the courage of conviction, self-confidence, and an intuitive understanding of what would be for public good.

These are rooted in intellectual strength. Another vital paradigm of leadership is the ‘trustworthiness’ of the leader in the eyes of the followers. An individual earns a reputation for reliability when he does not allow a gulf to develop between his sayings and his deeds, seems to adhere to a set of principles and fulfils the promise made to a follower. If people are convinced of a certain transparency of his

doings, they would consider him trustworthy even when he might not succeed fully in these matters.

Finally, a leader of our times has to measure up to the demands of the ‘Age of Knowledge’ - of being well informed, being attuned to knowledgebased decision-making and being fully aware of the value of time in the life of the people.

The ultimate test of being well-informed, for a leader in public life, is that he should be totally aware of the situation facing the citizens across the socio-cultural spectrum.

Prime Minister Modi’s success as a leader is attributable substantially to his informed connectivity with the people.

A leader in public life has to measure up to a few more yardsticks of success - these are essentially linked to the leader’s reputation which is of prime importance. Personal integrity, interest in human concerns beyond the mere exercise of ‘emotional intelligence’ in dealing with individuals and a ‘paternal nurtural’ image in the eyes of the subjects, are the principal requirements here.

Politics in the country is seen to be ridden with corruption and a leader with a clean image stands out in the public eye. This was a major factor behind the arrival of Modi on the national scene in 2014 - he had the additional advantage of being looked upon as a leader who would govern the country with a ‘strong’ hand.

Over the years, Modi has been able to connect with people and send down the message that he is working for the common man while strengthening the sentiment of nationalism among Indians to make India one big family. He has successfully achieved the image of a national leader, who beyond holding the position of a Prime Minister, is carrying forward the process of economic growth at home on one hand and pushing ahead with building the status of India as a major power with global influence on issues of world peace and development, on the other.

Today, BJP is known by its leader more than by its own party ideology and organisational strength. This has happened in this country after a long time and should be regarded as a

healthy feature in a party-based democracy.

The narrative of ‘authoritarianism’, ‘illiberal’ regime and lack of ‘secularism’ built by the opposition against the Modi government may not gather strength so long as Indian democracy sticks to the fundamental of ‘one man one vote’ and does not permit any denominational stamp to be put on the national government.

An entirely new dimension added to leadership is related to the advent of the Information Age consequent on the success of the IT revolution in the beginning of the nineties.

Today’s leader has to be technology savvy in terms of grasping the value of ‘digitisation’, has to have an understanding of the importance of time as a ‘resource’ and has to establish transparent channels for the implementation of welfare measures.

Prime Minister Modi has to be given credit for showing an acute awareness of these transformational developments and giving speed to all development schemes - earlier leaders followed the political culture of merely announcing the launch of schemes without showing any concern about their completion.

The system of governance under Modi has broken new grounds - inter-ministerial coordination is not allowed to hold up policy formulation and the gap between policy and its execution is being consciously eliminated through a tightening of control on bureaucracy.

Performance of ministers and bureaucrats is often scrutinised directly by the Prime Minister. The call of ‘sabka saath sabka vikas’ given by Modi as the motto of his government has built secularism into Indian democracy and acted as a counter to the ‘minority politics’ played by his opponents.

The Prime Minister at the same time has been fierce in denouncing minority ‘separatism’ that was prone to being exploited

by India’s adversaries for damaging our internal security.

Developments in recent years on India’s domestic front underline the need for the parties to keep national security above politics. Finally, the classical test of a successful leader is the

potential for riding a change - not merely coping up with it - that he displays in that crucial moment.

In corporate and business settings, this ability comes to the fore because of the vulnerability to sudden shifts they had by the very nature of things happening in a competitive environment.

However, leadership in public life is no less exposed to sudden alterations of power equation and since the stakes there were much higher, the political leader was required to show greater equanimity and initiative in trying to prevail over the challenge and maintain his or her position against all odds.

It is the cumulative advantage of all the essential leadership qualities that comes to the help of a political leader in situations of uncertainty and flux. To handle a transformative change, a business leader thinks primarily of the profitability of the corporate body, but in public life the leader is guided by the principle of ‘largest good of the largest number’.

Preserving the personal stock is the concern of the leader in all situations, but in public life the leader’s response to the ‘challenge of change’ has to satisfy the long-term interests of the nation and the people at large.

There should be no place for lesser mortals with petty minds in the area of national governance and the public evaluation of leadership operating at that level should rest on the policy content and the pathways of implementation of crucial decisions, defined by the powers that be.

In the Modi regime, the Prime Minister has led from the front - directly involving himself in all strategic moves on security and development and often laying down the policy himself with great clarity about its objectives.

Modi represents the ruling party but he has put his personal stamp of leadership on the national governance that has been acknowledged by the people at home and the international community as well. The merits of a leader in public life survive the fluctuations of the political party they led and determine his or her place in history ultimately.

Oppn likely to boycott new Parl building inauguration UPSC exam: Women secure top 4 ranks TMC, CPI take lead NEW DELHI, MAY 23 (PTI): Amid demands from the opposition that the president and not the prime minister should inaugurate the new Parliament building, the leaders of several political parties have decided to boycott the ceremony on May 28.

Sources said the leaders of like-minded opposition parties deliberated on the issue and a joint statement by all the floor leaders will be issued soon, announcing a united boycott of the event.

Meanwhile, the Trinamool Congress (TMC) and the Communist Party

of India (CPI) said they will skip the inauguration.

The sources added that the final decision will be taken on Wednesday, once the formal invitation is received by the parties.

“Parliament is not just a new building; it is an establishment with old traditions, values, precedents and rules -- it is the foundation of Indian democracy. Prime Minister Modi doesn’t get that. For him, Sunday’s inauguration of the new building is all about I, ME, MYSELF. So count us out,” TMC’s leader in the Rajya Sabha Derek O’Brien wrote on Twitter. CPI general secretary D Raja also said

his party will not attend the ceremony. Soon after the MPs started receiving soft copies of the invitation, they got into a huddle to discuss the issue.

The opposition sources indicated that most of the parties are of the view that they should unitedly skip the ceremony, but a final decision on the issue will be taken on Wednesday.

The opposition parties have raised objections to Prime Minister Narendra Modi inaugurating the new Parliament building and said President Droupadi Murmu should do the honours instead.

government -- why are you insulting the president who happens to be a woman from a humble background?

Is it because she comes from a humble background?

The president is the first citizen of the country and why are you not getting the new building of Parliament, which is called the pillar of democracy, inaugurated by her?

The opposition parties had boycotted the ceremony to lay the foundation stone of the building by Modi in December 2020, citing concerns about its timing amid farmer protests, the COVID-19 pandemic and the economic distress due to a lockdown.

The grand opening of the new building, it is learnt, will be marked by the chanting of hymns, a “havan” and a “puja”. The rituals will start in the morning and the main programme is scheduled to be held in the afternoon.

NEW DELHI, MAY 23 (PTI): The Congress on Tuesday accused the government of facilitating those hoarding black money with the move to withdraw Rs 2000 currency notes and demanded a white paper on what it alleged was the “greatest organised loot” in independent India.

Congress spokesperson Gaurav Vallabh claimed the unorganised sector will be under stress once again after a gap of 6.5 years and six crore MSMEs and 11 crore farmers will have to “stand in line” for exchanging a few Rs 2000 notes after the sudden announcement.

M U M B A I , M AY 2 3 (IANS): The Centre on Tuesday said that the upcoming Digital India Act (DIA) will strictly deal with misinformation and ‘highrisk AI’ to prevent user harm, and the first draft of the Bill is expected by the first week of June.

In the second round of pre-drafting public consultations with various stakeholders, here Rajeev Chandrasekhar, Union Minister of State for Electronics and IT, said that amid the growing threat of AI-related misinformation, the government will create necessary guardrails and a part of DIA will address “high-risk and deep fake AI”.

“We are not going to regulate AI but we will create guardrails. There will be no separate legislation but a part of DIA will address threats related to high-risk AI,” said the minister.

KUALA LUMPUR, MAY 23 (IANS): Indian badminton players Malvika Bansod and Ashmita Chaliha advanced to the main draw of the women’s singles event at the Malaysia Masters 2023 after winning their qualifiers at the Axiata Arena, here on Tuesday.

Malvika, 40th in the badminton rankings for women’s singles, beat Hsiang Ti Lin of Chinese Taipei 21-12, 21-19 in 43 minutes in the qualification round of the BWF Super 500 event. The Indian badminton player was slow to get off the blocks and was trailing 3-6 in the first game before she turned the tables

and took a 1-0 lead. With the momentum on her side, Malvika rushed to a sevenpoint lead at 9-2 in the second game. However, Hsiang Ti Lin mounted a stunning comeback to trail by just two points at the break.

The 21-year-old Bansod amped up her defence after the interval and despite a strong response from the Chinese Taipei shuttler, protected her two-point lead and advanced to the next round. Malvika will now face China’s world No.8 Wang Zhi Yi in the Round of 32 on Wednesday.

DURBAN, MAY 23 (PTI): Indian star Manika Batra blanked Singapore’s Wong Xin Ru to enter the round of 32 at the World Table Tennis Championships here on Tuesday.

World number 39 Manika had little difficulty in getting past her 171 ranked opponent for a 11-9, 14-12, 11-4, 11-8 victory in the second round.

With the outcome, Manika has ensured the best result for India in singles competition here. In men’s singles, Sharath Kamal and G Sathiyan exited the tournament with defeats in the round of 64.

While Sharath lost on Monday, Sathiyan could not do much against the mighty world number nine Dang Qiu of Germany, losing 6-11, 6-11, 5-11, 7-11 on Tuesday.

ROME, MAY 23 (IANS): Juventus encountered a disastrous setback, dropping to seventh place following a 10-point penalty and a 4-1 defeat against Empoli.

Juve had been previously docked 15 points for inflating transfer fees to augment profits in January.

This penalty was temporarily revoked when they lodged an appeal. However, on Monday, the Federal Court of Appeal delivered its verdict, imposing a 10-point penalty on Juve. Match in action between Juventus and Empoli.

This judgment seemingly unsettled Juve’s squad on the pitch as they conceded three goals after the first half on Monday. Despite Federico Chiesa scoring a late goal in the 85th minute, Roberto Piccoli clinched a comfortable victory for Empoli in stoppage time, a Xinhua report said.

Thousands march to India Gate in support of wrestlers

NEW DELHI, MAY 23 (PTI): The protesting wrestlers on Tuesday decided that the scheduled mahapanchayat outside the new Parliament building on May 28 will be held under the leadership of women and youth, and any big decision on the future course of action will henceforth be taken by them.

On Tuesday, thousands of supporters of the wrestlers marched from Jantar Mantar to India Gate under extremely heavy security and raised slogans demanding the arrest of former Wrestling Federation of India chief Brij Bhushan Sharan Singh.

The protesting grapplers, including Olympic medallists Bajrang Punia and Sakshi Malik and Asian Games gold medallist Vinesh Phogat, have been demanding Brij Bhushan’s arrest alleging that he has sexually harassed several women wrestlers, including a minor.

The supporters braved extreme heat and the lateevening dust storm as they marched towards India Gate peacefully in unprecedented numbers, which could have led to a stampede but fortunately no untoward incident occurred.

Waving hundreds of tricolours, the supporters,

who had arrived from bordering states, echoed the same sentiments as the aggrieved wrestlers and demanded the strictest of punishments for Brij Bhushan.

Vinesh, Bajrang and Sakshi, in order to ensure their voice reached maximum number of supporters, climbed on to a police barricade at India Gate to address them even as hundreds of candles were lit up and supporters squatted at the venue holding placards and shouting slogans against Brij Bhushan. “For the last one month, we have been protesting (for government to take action against Brij Bhushan) and it is a matter

of shame that nothing has happened so far. Today, we took out a candle march at India Gate and we are getting reports that several organisations around the country that they too took out candle marches in their cities and districts.

“We are also getting news that hundreds of our supporters were stopped from entering the national capital,” said Vinesh.

Vinesh, buoyed by the support of the thousands of people who assembled at India Gate, said she was hopeful of getting justice soon.

“I am very hopeful that soon we’ll get justice,” she said.

She expressed her gratitude to the supporters for the “peaceful” match.

“We are happy that we took out the procession in a peaceful manner despite there being thousands of supporters from several organisations across the country.

“The khaps have taken a decision that on May 28, a mahapanchayat will be held under the leadership of women and youth near the new Parliament building. We’ve taken the decision because this is a fight for the integrity and respect of the womenfolk,” said Bajrang.

“The khap panchayats will keep lending their support but this protest will be led by our women folk. They will chalk out the future strategy (of the agitation) and the khaps will provide the support in the background,” he said.
