DMC relocates street food vendors to Naga Arcade D I M A P U R , M AY 2 2 (NPN): After having been barred from setting up night food stalls from Clock Tower to Popular Bakery for obstruction of traffic and movement of pedestrians besides complaints from nearby colonies, the food truck/food cart street vendors have been reallocated space in the Naga Shopping Arcade (Super Market).

According to DMC administrator W. Manpai Phom, in pursuance to the decision of the joint meeting on May 10 and as per the joint verification team recommendation, interested individuals/parties have been asked to apply for trade/ vending permit from the DMC office after furnishing/submitting documents along with the application.

India’s active Covid cases dip to 7,623

NEW DELHI, MAY 22 (PTI): India recorded 473 new coronavirus infections, while the active cases dipped to 7,623, according to Union health ministry data updated on Monday. The death toll has increased to 5,31,839 with seven deaths which include one fatality reconciled by Kerala. The Covid case tally was recorded at 4.49 crore (4,49,86,934). The active cases now comprise 0.02 per cent of the total infections and the national Covid-19 recovery rate has been recorded at 98.80 per cent, the ministry said.

Fresh violence erupts in Govt college student bodies oppose transfer of teachers Manipur; army deployed

IMPHAL, MAY 22: Fresh incidents of violence were reported in Manipur’s capital Imphal on Monday as miscreants set on fire some abandoned houses.

According to reports, a ruckus broke out at the New Checkon Bazaar area in Imphal East district over space in the market at New Checkon on Monday morning.

Clashes followed and at around 2 p.m., the houses were set on fire by a mob in New Lambulane area. The police have arrested three individuals for their alleged involvement in the incident.

Manipur chief minister N Biren Singh confirmed the developments and said that action has been taken against those involved.

Three people, including a former MLA were taken into custody on Monday for their alleged involvement in the violence.

Tension surfaced after some armed miscreants intimidated people at Tribal Market to leave the area immediately. Some shopkeepers had a heated argument with the armed miscreants.

However, timely intervention by local police and security forces brought the situation under control.

A statement by the Army said, “Three Army/ Assam Rifles columns were launched in response to input of four armed suspects threatening the shopkeepers at New Chekon area and then subsequently moving to New Lambulane area of Imphal East district. The area was quickly

Curfew, internet ban extended: Following reports of arson, curfew was reimposed from 6 a.m. to 2 p.m. across the state. Earlier, the curfew was relaxed from 6 a.m. to 4 p.m. The ban on internet services has been extended for another five days as reports of incidents like arson of houses and premises were reported from the state.

On the other hand, security advisor to the chief minister, Kuldiep Singh said that the situation has been brought under control.

Addressing the media, Singh said efforts were on to nab all the armed miscreants involved in intimidating the people of the area.

Kuldiep informed that the death toll in the recent chain of violence remained at 73.

Out of a total of 1070 arms looted by mobs at different places in both hills and valley since the violence broke out in the State, only 494 were recovered, the security advisor informed.

Govt working for restoration of peace, says CM: Manipur chief minister N Biren Singh on Monday reiterated that his government was taking up all measures to restore peace and harmony in the state.

“The government is working to ensure the safety of all communities and also to live together as before,” Singh said, during a press conference held at the CM’s secretariat on Monday evening. He said that the situation in Manipur has remained by and large peaceful in the past 10 days and appealed to people in the state to remain calm and help restore peace and normalcy soon.

Other than stray incidents at different places, Singh said timely intervention by security forces and cooperation from the public has made it possible for the state to return to normalcy gradually.

Council (NTC) has reaffirmed its demand that the state government should enforce December 1, 1963 as the cut-off date for an individual to be counted as indigenous inhabitant of Nagaland.

In a statement, NTC said it “would like to ventilate the issues in public domain which are likely to be tampered or altered, the constitutionally delegated privileges bestowed upon the aboriginal and indigenous people at the time of creation of the State- namely; 16-Point Agreement of 1960, Article 371A of the Con-

It further demanded that the H&TE notification be revoked; effect recruitment and sanction of posts via proper channel (NPSC/ CESE) and holding prior consultations with stakeholders.

RBI Governor urges people not to rush

NEW DELHI, MAY 22 (PTI): Reserve Bank of India (RBI) governor Shaktikanta Das Monday urged customers to not rush to banks as they have a time of 4 months till September 30 to exchange their Rs 2,000 notes or transfer the amount to their bank accounts.

Das said the impact of withdrawal of Rs 2,000 currency notes will be ‘very very marginal’ on the economy because it accounts for only 10.8 per cent of currency in circulation. He said that the withdrawal exercise was part of currency management operations of the Reserve Bank.

UDAN 5.1 in the offing for North East, hilly regions N E W D E L H I , M AY 2 2 (AGENCIES): The civil aviation ministry is expected to soon come out with the next phase of its flagship regional air connectivity scheme UDAN 5.1 to award routes in the northeast and hilly regions that will be serviced exclusively via choppers.

“The scheme will promote connectivity through the utilisation of both single and double engine choppers. The quantum of VGF (viability gap funding), the number of routes and helipads in the scheme are being finalised,” officials said.

To enhance regional air connectivity, the scheme provides VGF to operators that

have been selected via a bidding process to operate flights on under-served or unserved routes.

The new scheme will promote chopper usage and grow existing number of helicopters in India. At present, there are only around 280 civilian choppers used in various sectors.

Currently, the government has invited bids for regional routes under the scheme’s fifth phase. The fifth phase has introduced new equipment types such as ‘category 2’ (20–80 seats) and ‘category 3’ (more than 80 seats) aircraft operations. Furthermore, the earlier stage length cap of 600 km has been waived off.

MHSS holds career guidance DIMAPUR: Modern Hr Sec School (MHSS) organised one day career guidance programme for students of Class 12, on the topic “Alternate Career Options” on May 20, for Arts and Commerce Students.

DIMAPUR: National Commission for Women (NCW) member, Delina Khongdup, is on an official tour in Nagaland from May 17 to 24, to see the liveability of women in distress in the women-centric institutions and to interact with the female inmates in the general institutions.

One Stop Centre (OSC) and Swadhar Greh.

Intensive deliberation was held to collectively address the issue of women affected by violence. She highlighted the need to create more awareness on cybercrime, domestic violence, human trafficking, missing children etc. She also visited the Psychiatric OPD at the District Hospital.

The need to strengthen rehabilitation services for mentally unsound persons was reiterated by all stakeholders. She also interacted with officials and female inmates at the

The first on the series of events was held at Mt. Hermon Hr. Sec. School, Kohima where Anupam Kohli, a resource person from the institute spoke to the teachers while and chairman of the institute, Kezhazolie Mere, had an interaction with the students on how to manage stress.

Kezhazolie shared details about the different types of stress and different physical symptoms of stress.

He gave instructions on how to manage stress in the three primary areas including mind, body and action.

He also mentioned about a few exercises that the one could implement such as in breathing exercises, cognitive reframing, talking to a friend, therapist etc.

Anupam spoke to the teachers that at every stage in life, there were some amounts of stress that one experiences.

“Most people say that stress was bad instead of good, however stress could both be good and bad”, he said. He pointed out that stress drives a person to do something good, motivates them to work harder as long as they know how to manage it.

He mentioned about two ways to take a time out, where one is a healthy mindless “me-time” which includes things to do with pleasurable activities that helps one to feel completely relaxed.

The second one was mindful “me-time” including introspection.

Both the resource persons also mentioned about two types of stress one was ‘eustress’ which was positive stress and ‘distress’ which was the stress that goes unmanaged and uncontrolled resulting in different problems.

As part of the weeklong event, the team will be visiting Govt Middle School T. Khel, North Field School, Baptist Hr Sec School and Police Headquarters in the coming days.

Security personnel assault media persons on duty in Mnp

Correspondent IMPHAL, MAY 22: Three media persons covering Monday’s incident at New Checkon area in Imphal were physically assaulted by the security forces on duty.

Taking strong exception to the manner in which the security personnel dealt with the media persons, All Manipur Working Journalists’ Union (AMWJU), Editors’ Guild Manipur (EGM) and Manipur Hill Journalists’ Union (MJHU) demanded suspension of the security personnel involved

in the incident.

AMWJU, EGM and MJHU strongly condemned the manner in which the security forces especially Jat Regiment and other Central forces who “intentionally” targeted media persons who were covering the New Checkon incident today in Imphal.

Personnel of the Jat Regiment targeted the media men who were doing their legitimate duty and absolutely identifiable by their “PRESS” embossed vest, the scribe bodies alleged, in a letter to security

GUWAHATI, MAY 22 (PTI): Result for the Assam secondary examination this year, which was hit by controversy after question papers of two subjects leaked, was declared on Monday and over 70 per cent candidates cleared it.

The boys outshone the girls in the examination, which recorded an overall pass percentage of 72.69 per cent. The pass percentage for boys was 74.71, while that of girls was 70.96 per cent, the Board of Secondary Education, Assam (SEBA) said.

The overall pass percentage this year was an improvement over that of 2022, when 56.49 per cent candidates cleared the examination. Hridam Thakuria of

Sankardev Sishu Niketan in Dhekiajuli headed the merit list by securing 596 marks out of the total 600.

ITANAGAR, MAY 22 (IANS): There has been no noticeable encroachment or incursion of Indian land along Arunachal Pradesh by Chinese military or civilians since 1962, said the state’s BJP Vice-President Tarh Tarak, who led a four-month long ‘Seema Yatra’ along the Line of Actual Control (LAC).

GUWAHATI, MAY 22 (PTI): Youth Congress president Srinivas B V on Monday appeared before the police in Guwahati for questioning in a sexual and mental harassment case filed by now-expelled leader Angkita Dutta.

He reached the Panbazar Women police station at 11 am after landing at the Lokpriya Gopinath Bordoloi International Airport earlier in the day.

Srinivas was accompanied by his lawyer and Assam Congress leaders, including MLAs Rakibul Hussain and Rekibuddin Ahmed.

After spending nearly one-and-a-half hours at the police station, he left for the office of the Criminal Investigation Department (CID) in the city. The CID had also issued a separate notice to Srinivas in the same case.

While coming out of the office an hour later, he told waiting reporters, “The matter is before the court. And I have faith in the judiciary”.

Srinivas B V Briefing reporters later, Leader of Opposition in the Assembly Debabrata Saikia, said, “We are members of a party which is known for following the ideology of non-violence. We respect the law of the land. Srinivas is appearing before the police here as ordered by the Supreme Court.

“We have full faith in the judicial system and we know that justice will be done,” he added.

Asked about Srinivas’ meetings with the police and CID, Saikia said, “It was a cordial interaction”.

The senior Congress leader also claimed that its youth wing workers were prevented by the police in different districts from com-

ing to Guwahati to extend solidarity with their national president.

“They were prevented by the local police, who threatened them with arrest or other actions under different provisions of law. Some were detained also for long time in the local police stations,” Saikia maintained.

The case in which Srinivas was summoned was filed by Dutta at the Dispur police station on April 20 alleging that he was “persistently harassing and torturing her for the last six months by making sexist comments, using swear words and also threatening her of dire consequences if she keeps complaining against him to the senior party office bearers”.

She had also mentioned in the complaint that during the party’s recent plenary session at Raipur, the accused had physically heckled her and threatened of ruining her career if she complained against him.

Dutta had made the allegations against the IYC president in a series of tweets on April 18.

NEW DELHI, MAY 22 (IANS): A plea has been moved in the Delhi High Court challenging Reserve Bank of India (RBI) and State Bank of India (SBI) notifications, that permits exchange of notes without any identity proof.

The Public Interest Litigation (PIL) has been filed by BJP leader and Advocate Ashwini Upadhyay.

The PIL says that the notifications -- published on May 19 and 20 -- are arbitrary and offends Article 14 of Constitution of India.

The plea also seeks a direction to the RBI and SBI to make sure that Rs 2000 notes are deposited in respective bank accounts only, so that people having black money and disproportionate assets could be identified.

MUMBAI, MAY 22 (PTI): Jamiat Ulama-i-Hind president Maulana Arshad Madani on Monday said the newly-elected Congress government in Karnataka must restore quota on the basis of economic backwardness for Muslims that was withdrawn by the previous Bharatiya Janata Party dispensation under Basavaraj Bommai.

1. There will be a single Online Admission Portal for all the GHSSs. Students/Parents shall login into the ‘GHSS Admission Portal’ through the link given at the department’s website https://education.nagaland.gov.in and submit applications for schools and streams of their choice.

2. One student can submit application for any number of schools and streams of his/her choice.

3. The portal will be kept open from 25/05/2023 to 31/05/2023 for students/parents to submit applications. Students will have to upload copies of HSLC Admit Card and Mark Sheet.

4. Students/Parents facing difficulties for using the online facility may take assistance of the Common Service Centres functioning under the Department of Information & Technology. Alternatively, they may download the ‘Admission Form’ from the portal and submit the duly filled in Forms to the respective schools on or before 31/05/2023.

5. In case of acceptance of forms at schools (Offline mode), the respective schools shall include the details of the candidates to the list of candidates submitted applications through Online mode and process together.

6. Selection of candidates shall be done by the respective schools as per their intake capacity. Guidelines for selection of candidates will be issued by the Department separately.

7. School wise ‘List of Selected Candidates’ along with ‘Waiting List’ will be published at the ‘GHSS Admission Portal’ on 03/06/2023.

itizens of India remember not ban ordered by prime minister Narendra Modi on November 8, 2016, at 8 pm, when Rs 500 and Rs 1000 notes were invalidated without any warning. It was a demonetisation drive without parallel. Even the cabinet was not kept in the loop . Hardly two months time was given for exchange of over 86% of the currency. No time was given nor reasons explained for the secrecy that preceded the midnight operation on November 8,2016. Later it was explained as a means to hit black money but facts spoke for themselves as more than 99% of the currency that were declared void returned to the country’s banks in subsequent weeks, according to a Reserve Bank of India (RBI) report. The figures suggest prime minister Narendra Modi’s demonetisation policy, which likely wiped at least 1% from the country’s GDP and cost at least 1.5m jobs, failed to wipe significant hordes of unaccounted wealth from the Indian economy- a key rationale for the move. BJP leader late Manohar Parrikar then defence minster laced it with nationalistic fervour by terming it as a ‘surgical strike’ against black money and terror funding. Also tragically, within one month of the 2016 demonetisation, 82 people died according to a detailed list compiled by Catch News. By the end of December 2016, political opposition leaders claimed that over 100 people had died due to demonetisation. When Rs. 500 and Rs. 1000 notes were withdrawn and declared invalid, all citizens suffered. The drive against black money proved futile and stories of duplicity were galore. Many articles said the drive was only to facilitate the coteries of crony capitalists. The government had to recycle back Rs. 500 note and introduced Rs.2000 note. However, even from the beginning the Rs. 2000 note was a misfit because no average Indian could practically use it for ordinary purchases. In a surprise decision, the Reserve Bank of India(RBI) stopped the circulation of Rs 2,000 note. RBI has ordered that Rs.2000 notes be exchanged on or before September 30, 2023 This is a far cry from the 2016 demonetisation when no time was given for exchange of currency of such huge magnitude. However, it is to be noted that printing of Rs 2,000 note stopped way back in the year 2018. An RTI reply recently disclosed that no new Rs 2,000 denomination currency notes were printed during 2019-20, 2020-21 and 2021-22.

Former union finance minister P.C. Chidambaram has likened the recent withdrawal of Rs. 2000 note as another fool’s errand. Whatever is the basis for Chidambaram’s analysis, it appears that the surprise withdrawal of Rs. 2000 note indicates facilitation of exchange for those who were able to hoard the currency. He said Rs. 2000 note is not used by people but those who are hiding incomes. Another opposition leader termed the government decision as typical of first act and think later. The Rs. 2000 note withdrawal is also a slap in the face of the very government that made much of ‘surgical strike’ against black money and terror funding. Instead, the second ‘surgical strike’ as BJP leader Sushil Modi described, will undoubtedly result in ultimate harassment on at the other end of the political spectrum who want to exchange the note as they will have to visit banks many times and if they deposit it will also attract the attention of the ED or IT authorities.

The things that happen either make us evil, or they make us more saintly, depending entirely on our relationship with God and its level of intimacy. If we will pray, regarding our own lives, “Your will be done” (Matthew 26:42), then we will be encouraged and comforted by John 17, knowing that our Father is working according to His own wisdom, accomplishing what is best. When we understand God’s purpose, we will not become small-minded and cynical.

Jesus prayed nothing less for us than absolute oneness with Himself, just as He was one with the Father. Some of us are far from this oneness; yet God will not leave us alone until we are one with Him— because Jesus prayed, “…that they all may be one….”

Indigenous Inhabitant issue: NTC reiterates Dec 1, 1963 as cut-off year

T

he Nagaland Tribes Council (NTC) would like to ventilate the issues in public domain which are likely to be tampered or altered, the constitutionally delegated privileges bestowed upon the aboriginal and indigenous people at the time of creation of the State - namely; 16-Point Agreement of 1960, Article 371A of the Constitution of India, and the State Government’s standing Notification No. AR-8/8/76 dated Kohima, the 28th April 1978 to maintain 1-12-1963 as the cut-off year for the purpose of indigenous inhabitant of Nagaland.

Enough representations with available records right from the creation of the Naga Hills District of Assam to the formation of the present Nagaland State have been submitted to the government for proper implementation. However, the government continues turning a deaf ear to this vital issue of concern till date and seemingly been contemplating to do things against the will of its own people.

One of the core issues is the proposal to implement Register of Indigenous Inhabitant of Nagaland (RIIN). It is to be stated for awareness of all concerned that when the people of Nagaland desires to assess the flow of illegal migration into the state and requiring streamlining the ILP, the state government has come up with the idea for Registration of our own native and aboriginal people but purportedly to let others conveniently go scot-free in the state which is beyond comprehension. Maybe, surreptitiously, the government may even have an unsurpassed purpose for the benefit of some few if not jeopardy of the future of Nagaland.

The Registration of Indigenous Inhabitant of Nagaland (RIIN) comprises of four parts. Part A – Findings, Part B - Comments of the Commission on the findings, Part C - Eligibility, and Part DRecommendations.

In the RIIN Commission Report at Page/5 a, of Part A- Findings, the Notification No. AR-8/8/76 dated Kohima, the 28th April 1978 to maintain 1-12-1963 as the cut-off year for the purpose of indigenous inhabitant of Nagaland is mentioned.

However, the Commission in its comment at Page/15 of Part-B, (Comments of the Commission on the Findings) interpreted the above mentioned notification casting with complications and hence confuses the people. Cut-off year under BEFR Act 1873 can only screen out a person - other than the natives - settled in the state of Nagaland post creation of state. BEFR Act/ILP and RIIN are synonymous and cannot be separated from one another, but it is regretted to say that this important document is not recommended in its Part D- Recommendation column.

E ve r y o n e i s w e l l aware of the fact that Nagaland state was born out of Political Agreement with 16-Point Agreement which needs no further explanation. The serial 16th of the 16-Point Agreement, the state is empowered to enforce the BEFR Act 1873/Inner Line Permit (ILP) within the entire territorial jurisdiction of Nagaland. Quote: “The rules embodied in the Bengal Eastern Frontier Regulation 1873 shall remain in force in Nagaland” unquote. This point of agreement is meant to enforce in the entire jurisdiction of Nagaland with no exception to the then

Dimapur Sub-Division.

The BEFR Act 1873 is further strengthened by the government’s Notification No. AR-8/8/76 dated Kohima, the 28th April, 1978 for the purpose of Indigenous Inhabitant in the state.

The Non-Naga Tribes of Nagaland, namely; Kachari, Garo, Kuki and Mikhir (Now Karbis) who settled in the state of Nagaland on or before 1-121963 were granted both Indigenous Tribe and Indigenous Inhabitant status.

The same Act and Notification further protects the non-Naga communities of Nagaland including Dimapur Sub-Division, namely; Gorkhas, Marwaries, and Muslims who settled in the state of Nagaland on or before 1-12-1963 were accorded Indigenous Inhabitant as well. There are cases where Punjabis settled in Nagaland prior to 1-12-1963 were issued Indigenous Inhabitant Certificates. The pioneers have done systematic calculation and no communities or tribes were left out. The non-Naga Communities settled in Nagaland prior to 1-12-1963 also want that the aforementioned cut-off year be maintained in Nagaland. In the light of the above, it is to be stated that the statement in the press conference of the government published on 10th May, 2023, quote: “And even though there were only around 100 families, if we ignore them, we will be doing them injustice” is highly exaggerated and irrelevant.

It is to be pondered upon of those who are the 100 families and under whose favour. In whichever case it may be it is against the natural law of justice and hence unacceptable.

Making the matter worst and complicating the issue the state government has issued another

Notification in the name of Tribal Belt or Compact Area vide Land Revenue Department Notification NO. LR/2-118/76 dated 21/11/1979 as referred to at Page/32, Part-B viii, of the RIIN report bifurcating the plain sector of the then Dimapur Sub-Division and demarcated the boundary. The whole Nagaland State is Tribal area and therefore, one wonders as to why there should be another tribal belt or compact area in the same state.

It is just a notification of boundar y demarcation and nothing is mentioned about identification of indigenous inhabitant.

However, the government proposes that a person settled in this area prior to 21st November 1979 is eligible for Indigenous Inhabitant status.

Refer Government press conference published on 10th May, 2023, quote: “…there was a need to have two datelines (cut off year… December 1, 1963 and November 21, 1979). There cannot be two different cut-off dates and years in this tiny State of Nagaland and hence unacceptable. The government’s Notification No. AR-8/8/76 dated Kohima, the 28th April 1978 as the yardstick for the purpose of indigenous inhabitant in Nagaland is enough.

Adding salt to the injury another peculiar case is recommended by the RIIN Commission which needs to be thoroughly evaluated. See Part-D. Recommendations at Page/58, E. Proof of permanency of residence; Quote: “(1) Electoral Roll from 1963 -2019 with a personal declaration of not having been enrolled in any other state” unquote. The government’s eagerness to enforce easy way of RIIN/ ILP w.e.f. 21st November, 1979 in the state and Proof of permanent residence

at Page/58 on the basis, E- above seemingly reveals the secret plan by itself.

There cannot be a free license for settlement so as to make it a floodgate.

Therefore, the Nagaland Tribes Council (NTC) urges upon the government to incorporate the constitutionally delegated Notification No. AR-8/8/76 dated Kohima, the 28th April 1978, maintaining cut-off year of “1-12-1963” for the purpose of Indigenous Inhabitant in the state as “Recommendation No. 1” and nothing else. Ar ticle 371A is a Constitutional provision empowered/delegated to the State at the time of creation to the state of Nagaland. It is precious in the sight of man and God. However, in recent days some of the state political leaders having responsible authority in government of the day have in a slapdash fashion even uttered that Article 371A is a hindrance to the development activities in the state. Instead of blaming the Constitutional status of provision that the people of Nagaland are blessed with, it would be better to do exercise to find out workable modalities for remedial measures.

The Naga Village(s) and individual(s) are ready to part their land for development activities provided the government so requires but perhaps with a qualified negotiation as has been done in the earlier times. There is always a possibility for negotiation with the land owner for

the purpose of any kind of developmental activities.

Just in the name of development works the government cannot take away any area of land or earmark any area(s) without any blue print project report. It amounts to deprivation of the land ownership and violation of the delegated power of Article 371A “Special provision with respect to the State of Nagaland” and Article 300A “Right to property” of the Constitution of India quote: “Persons not to be deprived of his property save by authority of Law”.

In a democratic country like India, land belongs to the people rather than state as in the case of communist countries.

Nagaland is not an exception to it. Barring Dimapur district, which is cadastral area, the entire land in Nagaland is non-cadastral.

However, be it cadastral or non-cadastral land, there always is an owner and it belongs to the people.

There is every possibility and chance of negotiation with the concerned Village authority or private individual for any developmental works.

The 16-Point Agreement of 1960; Ar ticle 371A of the Constitution of India; and the State Gover nment of Nagaland’s Notification No. AR-8/8/76 dated Kohima, the 28th April 1978 are beyond doubt, secured by the precious blood of our forefathers. These are the only protective Laws and inherent rights bestowed upon the people against exploitation by outsiders.

Let us not rewrite the history of Nagaland after its 60 years of statehood and tamper with it. Rather love and protect it for all times to come in praise of our forefathers who had sacrificed their lives for us for today and tomorrow.

We need to prepare for the public safety hazards posed by AI

or the most par t, the focus of contemporary emergency management has been on natural, technological and human-made hazards such as flooding, earthquakes, tornadoes, industrial accidents, extreme weather events and cyber-attacks.

However, with the increase in the availability and capabilities of artificial intelligence, we may soon see emerging public safety hazards related to these technologies that we will need to mitigate and prepare for.

Over the past 20 years, my colleagues and I — along with many other researchers — have been leveraging AI to develop models and applications that can identify, assess, predict, monitor and detect hazards to inform emergency response operations and decision-making.

We are now reaching a turning point where AI is becoming a potential source of risk at a scale that should be incorporated into risk and emergency management phases — mitigation or prevention, preparedness, response and recovery.

AI and hazard classification AI hazards can be classified into two types: intentional and unintentional. Unintentional hazards are those caused by human errors or technological failures.

As the use of AI increases, there will be more adverse events caused by human error in AI models or technological failures in AI based technologies. These events can occur in all kinds of industries including transportation (like drones, trains or self-driving cars), electricity, oil and gas, finance and banking, agriculture, health and mining.

Intentional AI hazards are potential threats that are caused by using AI to harm people and properties. AI can also be

used to gain unlawful benefits by compromising security and safety systems.

In my view, this simple intentional and unintentional classification may not be sufficient in case of AI. Here, we need to add a new class of emerging threats — the possibility of AI overtaking human control and decision-making. This may be triggered intentionally or unintentionally.

Many AI experts have already warned against such potential threats. A recent open letter by researchers, scientists and others involved in the development of AI called for a moratorium on its further development.

Public safety risks Public safety and emergency management experts use risk matrices to assess and compare risks. Using this method, hazards are qualitatively or quantitatively assessed based on their frequency and consequence, and their impacts are classified as low, medium or high.

Hazards that have low frequency and low consequence or impact are considered low risk and no additional actions are required to manage them.

Hazards that have medium consequence and medium frequency are considered medium risk.

These risks need to be closely monitored.

Hazards with high frequency or high consequence or high in both consequence and frequency are classified as high risks. These risks need to be reduced by taking additional risk reduction and mitigation measures. Failure to take immediate and proper action may result in sever human and property losses.

Up until now, AI hazards and risks have not been added into the risk assessment matrices much beyond organizational use

of AI applications. The time has come when we should quickly start bringing the potential AI risks into local, national and global risk and emergency management.

AI risk assessment AI technologies are becoming more widely used by institutions, organizations and companies in different sectors, and hazards associated with the AI are starting to emerge.

In 2018, the accounting firm KPMG developed an “AI Risk and Controls Matrix.” It highlights the risks of using AI by businesses and urges them to recognize these new emerging risks. The report warned that AI technology is advancing very quickly and that risk control measures must be in place before they overwhelm the systems.

Governments have also started developing some risk assessment guidelines for the use of AI-based technologies and solutions. However, these guidelines are limited to risks such as algorithmic bias and violation of individual rights.

At the government level, the Canadian government issued the “Directive on Automated Decision-Making” to ensure that federal institutions minimize the risks associated with the AI systems and create appropriate governance mechanisms.

The main objective of the directive is to ensure that when AI systems are deployed, risks to clients, federal institutions and Canadian society are reduced.

According to this directive, risk assessments must be conducted by each department to make sure that appropriate safeguards are in place in accordance with the Policy on Government Security.

In 2021, the U.S. Congress tasked the National Institute of Standards and Technology with developing an AI risk management framework for the Depart-

ment of Defense. The proposed voluntary AI risk assessment framework recommends banning the use of AI systems that present unacceptable risks.

Threats and competition Much of the national level policy focus on AI has been from national security and global competition perspectives — the national security and economic risks of falling behind in the AI technology.

The US National Security Commission on Artificial Intelligence highlighted national security risks associated with AI. These were not from the public threats of the technology itself, but from losing out in the global competition for AI development in other countries, including China.

In its 2017 Global Risk Report, the World Economic Forum highlighted that AI is only one of emerging technologies that can exacerbate global risk. While assessing the risks posed by the AI, the report con-

cluded that, at that time, superintelligent AI systems remain a theoretical threat.

However, the latest Global Risk Report 2023 does not even mention the AI and AI associated risks which means that the leaders of the global companies that provide inputs to the global risk report had not viewed the AI as an immediate risk.

Faster than policy AI development is progressing much faster than government and corporate policies in understanding, foreseeing and managing the risks. The current global conditions, combined with market competition for AI technologies, make it difficult to think of an opportunity for governments to pause and develop risk governance mechanisms.

While we should collectively and proactively try for such governance mechanisms, we all need to brace for major catastrophic AI’s impacts on our systems and societies.

Dhankar, also Chairman of the Rajya Sabha, said there was widespread pain and anguish among people over the growing tendency to “weaponise” disruption and disturbance as a political strategy in Parliament and Legislative Assemblies.

Dhankar asked the legislatures to draw inspiration from the Constituent Assembly (the country’s first body of legislators who drafted the Constitution) which dealt with many complex issues without any disruptions, and underlined that effective and productive legislature functioning is the safest guarantee to blossoming and preserving democratic values along with holding executive accountable. He also called for stamping out the “worrisome trend of intolerance towards the other point of view”.

Stressing that in a democracy not all issues can be evaluated via a partisan prism, the Vice Presi-

dent urged everyone to rise above one’s partial stance, giving primacy to the national interest.

He said the legislators should “take off their political glasses sometimes” when issues concerning the nation are taken up for discussion in Parliament and State Assemblies.

The Vice President lamented that wit, humour, and sarcasm, which were once hallmarks of parliamentary and legislative functioning, were disappearing.

“Where is the wit, where is the humour, where is the sarcasm, and where is the positive ridicule that used to be there in Parliament and in Legislatures?

It is missing. It has to be an explosion of talent, wit, humour, ideas, innovations...,” Dhankar said, referring to instances of such exchanges that used to happen between the stalwarts in the past.

Impact of Rs 2k notes withdrawal ‘very very marginal’ on economy: Das

NEW DELHI, MAY 22 (PTI): Reserve Bank Governor Shaktikanta Das on Monday said the impact of withdrawal of Rs 2,000 currency notes will be “very very marginal” on the economy because it accounts for only 10.8 per cent of currency in circulation.

Describing the withdrawal exercise as part of currency management operations of the Reserve Bank, he said, he expects most of the withdrawn Rs 2,000 notes to be returned to the exchequer by the deadline of September 30.

Talking to reporters, Das said, “the impact of this on the economy will be very very marginal because it is only 10.8 per cent of currency in circulation.

As you know that Rs 2,000 notes were not commonly used in any transaction … We have found that it is hardly being used for carrying out transactions.

Therefore, economic activity will not be impacted.”

As part of a clean note policy, he said, RBI has been conducting such

exercise of withdrawal of currency notes from time to time and such exercise was undertaken in 2013-14, whereby the notes which were printed prior to 2005, were withdrawn from public circulation.

So, he said, withdrawal of Rs 2,000 notes is part of clean note policy and they continue to be a legal tender.

Asked if Rs 2,000 notes will continue to be a legal tender, Das said “It will continue as legal tender. We will wait how many notes are coming. I cannot give a speculative answer about what will happen post September 30.”

Most of the notes are expected to come back, he said, adding “that is our

expectation at this stage.

We will see how many notes come back. And as we approach September 30, we will decide at that stage.”

He said there is enough time available for exchange and deposit in bank accounts so people should not panic.

There is more than adequate quantity of printed notes available in the system not just with the RBI, but also at the currency chests which are operated by the banks, he said.

“So there is adequate stock available and there is no reason to worry whatsoever. We have more than sufficient stocks,” he said.

The Governor also said that the RBI is sensitive to the difficulties which may be faced by people who are on long foreign visits or living abroad on work visas.

“It will be our endeavour to address the difficulties of the people and to complete the entire process in a smooth manner,” he said.

To a question regarding black money coming back to the system, he said, there is a set procedure for

deposits in your account or cash exchange. “What we have said is that the existing requirements or the existing procedures have to be followed by the banks. We have not come out with an additional procedure. You must be aware that there’s an income tax rule if you deposit cash above Rs 50,000 then you have to produce your PAN. So existing rules will apply,” he said.

On whether it will impact India’s currency management system, Das said, it is very robust and India’s exchange rate is among the least volatile among peer countries vis-a-vis the dollar.

Indian currency has remained stable, despite the crises in the international financial markets due to the war in Ukraine, the failure of certain banks in advanced economies.

“Indian currency management is very robust and I just pointed out that the security features of this new Mahatma Gandhi series notes have not been breached. So, the integrity of our currencies continues,”

NEW DELHI, MAY 22 (PTI): Gold prices eased by Rs 120 to Rs 60,580 per 10 grams in the national capital on Monday amid weak global trends, according to HDFC Securities.

The precious metal had settled at Rs 60,700 per 10 grams in the previous trade.

Silver also plunged by Rs 500 to Rs 73,600 per kg.

“Spot gold prices in the Delhi markets traded at Rs 60,580 per 10 grams, down Rs 120 per 10 grams,” Saumil Gandhi, Senior Analyst - Commodities at HDFC Securities, said.

In the international market, both gold and silver were trading lower at USD 1,978 per ounce and USD 23.87 per ounce, respectively.

“Comex gold traded lower in Asian trading hours on Monday as markets struggled for direction and traders cautiously awaiting updates from the US debt ceiling negotiations,” Sriram Iyer, Senior Research Analyst at Reliance Securities, said.

NCLAT upholds order allowing Go First’s voluntary insolvency proceedings NEW DELHI, MAY 22 (PTI): The National Company Law Appellate Tribunal (NCLAT) on Monday upheld insolvency resolution proceedings against crisis-hit airline Go First, derailing aircraft lessors’ efforts to take back their planes from the struggling Wadia group firm.

A two-member NCLAT bench directed aircraft lessors and the Interim Resolution Professional (IRP) of the Wadia group firm to

approach the National Company Law Tribunal regarding the claim of possession and other respective claims relating to the aircraft whose leases were terminated by the lessors after the company filed for insolvency process.

“The order dated May 10, 2023, admitting Section 10 Application is upheld,” said the NCLAT bench headed by Chairperson Justice Ashok Bhushan. Earlier, NCLT on May 10, 2023,

admitted the plea of Go First to initiate voluntary insolvency resolution proceedings and appointed an interim resolution professional (IRP) to suspend the company’s board. The said NCLT order was challenged

D I M A P U R , M AY 2 2 (NPN): The senior men’s inter-district cricket tournament hosted by the Nagaland Cricket Association (NCA) got underway at two venues—Nagaland Cricket Stadium and Sovima Cricket Ground—on May 22, 2023.

In the first match played at Nagaland Cricket Stadium, defending champions Dimapur walked past Zunheboto with a comfortable 6 wickets win to secure their first win of the Tournament.

ROME, MAY 22 (AGENCIES): Daniil Medvedev beat Holger Rune 7-5, 7-5 to win the Italian Open on Sunday, his first trophy in a clay court tournament and a major boost ahead of the French Open. “I don’t love clay, but let’s call it a friendship,” said Medvedev after his one-hour, 41-minute win over the 20-year-old Dane.

Medvedev, who had been 0-3 in Rome prior to this year’s edition, claimed his fifth title of the season and 20th of his career.

“I always want to believe in myself and I always want to win the biggest tournaments in the world,” said former world number one Medvedev who knocked out 2017 champion Alexander Zverev and 2022 runner-up Stefanos Tsitsipas on his way to the final.

“But at the same time, I didn’t think I could win a Masters 1000 on clay in my career because usually I hated it, I hated playing on it. I didn’t feel good on it and nothing was working.”

Sunday’s final was the first in Rome since 2004 without either Rafael Nadal or Novak Djokovic.

French Open offers players Vinícius gains support as Spanish soccer again embroiled in racism tool to filter out online abuse PARIS, MAY 22 (AP): French Open organizers are giving all players access to an online tool meant to protect them from cyberbullying and harassment on social media.

The French tennis federation said Monday the technology developed by a French company will be made available to all players taking part in this year’s clay-court Grand Slam tournament. The software uses artificial intelligence to filter comments posted to social media accounts and block those that are deemed toxic or abusive.

It said the tool “aims to preserve the players, their mental health, the values of sport and tennis and to banish people who come to spread their aggression and hatred on social networks.”

“Tennis being one of the sports most affected by this scourge, athletes can thus be victims in a direct or indirect way,” the federation added.

ficials can opt to connect their social networks to the technology, developed by the Bodyguard.ai company, before the tournament and keep it in place for at least one week after it ends. Play in the main draw begins May 28 at Roland Garros.

“This way, they won’t receive any derogatory comments,” the French federation said. “It is an AI that performs moderation in real time. The comment is analyzed in less than 200 milliseconds. A team of linguists creates word structures to update the

technology in real time from what is posted on social networks to generate a contextual analysis.

The goal is to ensure that nothing is missed, while making sure that nothing is censored.”

The different platforms monitored are Facebook, Instagram, Twitter, YouTube, TikTok and Discord. “The mental health of players is a priority issue for the French Open,” French federation director Caroline Flaissier said.

“There is no place for any form of violence in our tournament.”

MADRID, MAY 22 (AP): Spanish soccer is again embroiled in racism, with the support for Vinícius Júnior growing rapidly after yet another case of abuse against the Brazil forward this weekend.

Officials, players and former players showed solidarity with Vinícius, who on Sunday considered leaving the field after being insulted by fans during Real Madrid’s 1-0 loss at Valencia in the Spanish league.

Vinícius said after the match the Spanish league “now belongs to racists” and that Spain “is seen as a racist country.”

Real Madrid asked authorities to investigate the abusive behavior, saying the club believed the incident to be a hate crime.

“Full solidarity to Vinicius,” FIFA president Gianni Infantino said. “There is no place for racism in football or in society and FIFA stands by all players who have found themselves in such a situation. Events during the match between Valencia and Real Madrid show that this needs to be the case.”

Vinícius isn’t the only player in Spain, or in European soccer, to face racist abuse. But the Brazilian has been the focus of much of the hate in recent years, particularly this season. In January, an effigy of the player was hung off a highway bridge in Madrid.

Brazilian President Luiz Inácio Lula da Silva and several of his cabinet ministers backed Vinicius and were critical of Spanish soccer.

“It is not fair that a poor boy who is winning in

his life, becoming one of the best in the world, certainly the best at Real Madrid, is insulted in every stadium he goes to,” Lula said.

Many were calling for solutions after the repeated racist attacks against Vinícius.

“Another case of racism against Vinícius in the Spanish league,” said former Brazil striker Ronaldo, who spent five seasons playing for Real Madrid in the 2000s. “Until when? As long as there is impunity, there will be racism.”

Real Madrid said it “strongly” condemned the abuse against Vinícius.

“These events represent a direct attack on the social and democratic model of coexistence of our State based on the rule of law,” the club said.

The Spanish league has made nine similar formal complaints for racist abuse against Vinícius over the last two seasons, but most of the cases have been shelved by prosecutors. Another complaint was expected to be made after an investigation into what happened in Valencia was completed.

Fans have been fined and banned from stadiums

for their abuse, but so far only a Mallorca fan may end up going on trial for allegedly racially insulting the Brazilian during a game.

“It wasn’t the first time, or the second or the third. Racism is normal in LaLiga. The competition thinks it’s normal, as does the federation, and the opponents encourage it,” Vinícius said on Instagram and Twitter on Sunday. “The league that once belonged to Ronaldinho, Ronaldo, Cristiano (Ronaldo) and (Lionel) Messi now belongs to racists ... But I’m strong and I will fight until the end against the racists. Even if far from here.”

Spanish league president Javier Tebas criticized Vinícius for attacking the league, saying the player didn’t show up for talks on the subject of racism that he had requested himself.

The league claims it only has authority to denounce cases, and that it’s up to local authorities to take action against the perpetrators and the soccer federation to punish clubs and referees. But the Spanish league does have control over the sporting sanctions in its own competitions.

NRAI election for post of president postponed Neeraj Chopra World No.1 in men’s javelin ranking

NEW DELHI, MAY 22 (PTI): The National Rifle Association of India (NRAI) has postponed the process to elect its new president after “objections” raised by a state association.

The elections were scheduled to be held on May 28 but following objections from the Uttar Pradesh State Rifle Association (UPSRA), the process has got delayed, NRAI secretarygeneral Sultan Singh told PTI on Monday.

The president’s position had fallen vacant after Raninder Singh went on a “prolonged leave” following a Sports Ministry directive that heads of national sports federations (NSFs) cannot hold office for more than 12 years as per the National Sports Code.

-- from December 29, 2010 to Dec 29, 2022 -and as per the code, he cannot not continue as NRAI chief any further.

Sul ta n Singh also said that no candidate had yet filled up the nomination papers for the top post because of the postponement.

“There were continuous complaints from UP-

SRA... they wrote 3-4 letters. We though it would be a normal 2-3 day process (to resolve the issue and proceed with the election).

(But) the returning officer (retired Supreme Court judge Arijit Pasayat) said he needs to examine all these (objections), so accordingly he would like to defer the process at the moment. So, we said okay. Hopefully, (fresh) election date should be announced in a week’s time,” said Sultan Singh.

NEW DELHI, MAY 22 (IANS): Carlos Alcaraz of Spain has returned to the top spot while Novak Djokovic slipped to third in the latest ATP Rankings released on Monday.

Before rising to the top spot in tennis rankings again, Alcaraz held the world No.1 ranking for 22 weeks with his 23rd week starting after the Italian Open.

The 20-year-old will be the top seed at this year’s French Open with Djokov-

ic being the third seed, so they could land in the same half of the draw in Paris.

Larson dominates for third NASCAR All-Star race win NORTH WILKESBORO, MAY 22 (AP): Kyle Larson didn’t mince words after his third All-Star race victory in the last five years. “That was an old school (butt)-whipping, for sure,” Larson said.

Larson turned in a dominating effort to run away with his third All-Star race and earn $1 million Sunday night in the Cup Series’ return to North Wilkesboro Speedway following a 27year absence.

He became only the fourth driver to win the AllStar race at least three times.

Jimmie Johnson has the most with four victories, while Larson, Jeff Gordon and Dale Earnhardt have three. Larson is the first to win the All-Star race at three different tracks, also having won in Charlotte in 2019 and Texas in 2021.

But after taking on the new tires, he drove his No. 5 Chevrolet to the front of the field blowing past 16 cars, including polesitter Daniel Suarez on lap 56. Larson went on to build an 11-second lead before the first competition caution at lap 100.
