D I M A P U R , N OV 2 0 (NPN): Health & Family Welfare (H&FW) department on Saturday said that a superspreader event at a children’s home in Mokokchung was reported where 16 persons had tested positive for Covid-19. According to the weekly bulleting report, the event resulted in the rise of the weekly sample positivity rate of Mokokchung from 1.1% to 8.1%. Further, out of 3,750 samples that were tested during the week (November 13-19), 67 new cases were reported, out of which 17 were hospitalized and three Covid-19 fatalities.

D I M A P U R , N OV 2 0 (NPN): Against the backdrop of the state government’s decision to appoint/ nominate advisory councils to the Urban Local Bodies (ULBs) and Town Council in the state, various Dimapur based civil society organisation have endorsed the Joint Coordination Committee (JCC) to hold discussions with state government on the issue. Informing this in a press note, Naga Council Dimapur (NCD) president Etsungmomo Kikon said that the decision was made at a meeting held on November 20 at NCD conference hall, attended by DUCCF, GB’s (Sadar) Union, NWHD, DNSU, DCCI, JCC and DDCF. After deliberating at length, Kikon said that the house felt the need to seek the opinions of various affiliated Dimapur based civil society’s organization, eminent members and experts in order to present a collective view on the issue. It may be mentioned that the Municipal Affairs Department on November 18 issued guidelines for constitution of advisory council to various municipal and town councils in Nagaland till duly elected ULB members were in place.

The minister said this at a review meeting with district officials on Covid-19 vaccination at the conference hall of the H&FW directorate on Saturday. Over 21.65 cr unutilised vax with states: MoHFW N E W D E L H I , N OV 20 (IANS): A total of 21,65,12,036 unutilised Covid vaccine doses are still available with the states and UTs, the Ministry of Health and Family Welfare (MoHFW) said on Saturday. A total of 51,59,931 vaccine doses have been administered under the mass vaccination drive in the last 24 hours, it said in a statement. India's vaccination coverage has exceeded 115.79 crore and stands at 1,15,79,69,274 as per provisional reports till 7 a.m.

NEW DELHI, NOV 20 (PTI): Union Health Ministry has activated a service on the CoWIN portal that allows anyone to check an individual’s vaccination status with the person’s registered mobile number and name, followed by an OTP for consent. The service could be utilised by a service provider -- private entities such as travel agencies, offices, employers, entertainment agencies or government agencies such as IRCTC -- for whom verifying a person’s vaccination status is critical for facilitating a service requested by the citizen, an official said. T h e n e w f e a t u r e, ‘Know Your Vaccination Status’, will help to verify and retrieve a citizen’s vaccination status and details by an authorised entity, the ministry said in a statement. State logs nil cases, deaths D I M A P U R , N OV 2 0 (NPN): Nagaland on Saturday recorded nil Covid cases for the first time in nearly seven months after the state was suffered greatly when it was hit by a calamitous second Covid wave between April and May this year. The Covid caseload and death toll remained unchanged at 32040 and 695 respectively. PTI: India’s Covid-19 infection tally rose by 10,302 in a day to reach 3,44,99,925 while the death toll climbed to 4,65,349 with 267 more fatalities.

D I M A P U R , N OV 2 0 (NPN): A day after the supporters of Akato Chophi elected him as the president and declared that group under the leadership of Akato would retain the NSCN (R) nomenclature, NSCN (R) tatar hoho speaker Iheshe Aye clarified that there would be only one NSCN (R) under the leadership of Y Wangtin Naga as president and ato kilonser, P Tikhak. Addressing the media at Thilixu village here on Saturday, Iheshe Aye said that the decision to expel Akato was taken at an emergency meeting held on November 19. He affirmed that there would be only one NSCN (Reformation) and would not allow Akato’s group to have the same nomenclature. “There would be no second NSCN (R),” Aye asserted. Claiming that NSCN (R) was intact, Aye said regional members from other regions such as Konyak region, Chang region, Phom region, Sumi region etc.

NSF perturbed by split within NSCN (R) D I M A P U R , N OV 2 0 (NPN): Taking note of the recent split within the NSCN (R), the Naga Students’ Federation (NSF) said it was perturbed by the development at a critical juncture when the Nagas were striving towards unity to pave way for a peaceful settlement to the protracted “Indo-Naga political issue”. In a press note, NSF president Kegwayhun Tep said the students’ fraternity and Naga youths “staunchly discourage all such disruptions in the process of the impending political settlement and object to any elements seeking to further

divide and fragment the Naga people.” NSF, therefore, urged upon Naga Political Groups to shed their differences and come on a common platform, for finding the best possible path and solution in the present political circumstances, without losing sight of the unique political history of the Nagas for lasting peace in the region. NSF also said “palpable differences in ideology” and approach within and amongst various rank and file of the NPGs, have done society much harm than good, despite all that they have achieved on different

negotiating tables. While appreciating all NPGs for their contributions and milestones achieved towards furthering the Naga cause, NSF said that the younger generation sincerely appeal to all political groups to forge a unified front in the interest of those who will inherit the outcome of the political negotiation. Reaffirming its stand that the guiding principle should uncompromisingly remain focused on ‘Naga Political cause, one solution’, NSF said that this will be possible only if there is deep political understanding of the subject among the NPGs.

He claimed that erratic power supply was one of the factors why Nagaland was graded as worst the governing state by NITI Aayog. Hitting out at the government for failing to improve the power situation, despite ruling the state for the past 18 years, Therie alleged that the state government still had no policy to provide uninterrupted power supply to its people. Covid patient zero was a seafood vendor in China’s Wuhan, finds new study NEW DELHI, NOV 20 (IANS): A new study published in the journal Science has claimed that the first identified Covid-19 case -- or ‘patient zero’ -- was a female seafood vendor at an animal market in the Chinese city of Wuhan and who became symptomatic on December 11, 2019. The peer-reviewed study contradicts earlier reported findings that the first Covid patient was a 41-year-old male accountant, who lived 30 km

south of Huanan Market, and reported his illness on December 8. However, when interviewed, the accountant reported that his Covid symptoms started with a fever on December 16 and the December 8 illness was a dental problem related to baby teeth retained into adulthood. “This indicates that he was infected through community transmission after the virus had begun spreading from Huanan Market. He believed that

he may have been infected in a hospital (presumably during his dental emergency) or on the subway during his commute,” said Michael Worobey, University of Arizona evolutionary virologist, in the article. The accountant had also travelled north of Huanan Market shortly before his symptoms began. His symptom onset came after multiple cases in workers at Huanan Market, making a female seafood vendor there the

earliest known case, with illness onset December 11. “Notably, she reported knowledge of several possible Covid-19 cases in clinics and hospitals that were near Huanan Market from December 11, and Huanan Market patients were hospitalised at Union Hospital as early as December 10,” Worobey said. It is now clear that live mammals susceptible to coronaviruses, including raccoon dogs were sold at Huanan Market and three

other live-animal markets in Wuhan before the pandemic. Severe acute respiratory syndrome-related coronaviruses were found in raccoon dogs during the SARS outbreak, which was facilitated by animalto-human contact in liveanimal markets in China. “However, because of the early public health focus on Huanan Market, it remains unclear whether the apparent preponderance of hospitalised Covid-19 cases associated with

this market was truly reflective of the initial outbreak,” said Michael Worobey, University of Arizona evolutionary virologist and a specialist in the origins of viral epidemics. With SARS, live-animal markets continued to sell infected animals for many months, allowing zoonotic spillover to be established as the origin and revealing multiple independent jumps from animals into humans. “Unfortunately, no live mammal collected at

Huanan Market or any other live-animal market in Wuhan has been screened for SARS-CoV2-related viruses, and Huanan Market was closed and disinfected on January 1, 2020,” the study noted. Nevertheless, that most early symptomatic cases were linked to Huanan Market -- specifically to the western section where raccoon dogs were caged -- provides strong evidence of a live-animal market origin of the pandemic, the study noted. KHONOMA: Get together of Khrisanisa Seyie’s descendents, relatives and clan members was held on Saturday at Khonoma. Speaking at the programme, Zapuvisie Lhousa, one of the pioneers of NNC and noted author said that Khrisanisa Seyie, first president of FGN was a fortunate man. He said that much was written about the life and times of the great leader, including the UNO, in this regard, people who were into research and were well read, knew about him. Recollecting his past association with him, Zapuvisie said that he first saw Khrisanisa during his stint at a private middle school at Khonoma. As his friendship with him grew, Zapuvisie said that he learnt valuable les-

sons from him, which he remembered fondly even to this day. In his introductory speech, prominent businessman, Kuolachalie Seyie said that Khrisanisa was the first president of FGN during July 12 1956-February 18, 1959 which he said one of the most crucial periods in the Naga political movement. He said that the monolith was a tribute to him while quoting social activist Niketu Iralu, who had on an earlier occasion said, “we have created history which cannot be erased.” He shared that the get together was organised “for a time of getting to know each other and fellowship”. Special songs were sung by Medziphema Area and Mengujuma village clan members and a booklet

on Khrisanisa Seyie was released by Rev. Pastor Tsolie Chase. The Programme was chaired by Seyie clan president, Aso Seyie and ended with a mass prayer and benediction by pastor Sato Seyie. It may be mentioned that the monolith was inaugurated by general secretary of the council of Naga Baptist Churches (CNBC), Rev. Dr. V.K Nuh on February 28, 2007 in a programme organised by Khonoma Rüffüno Nagaland. The first Kedahge was popular for his many expressions on the Naga political movement like, “Nagas are not Indians, their territory is not a part of the Indian union. We shall uphold and defend this unique truth at all costs and always,” which is inscribed on the monolith.

Special guest, chief secretary, government of Nagaland, J Alam, IAS, congratulated the principal, staff, students, alumni and pioneers on achieving a remarkable feat and said the contributions of catholic schools could not be ignored when it came to school education. Citing figures from Global Catholic Education Report 2020 by World Bank’s lead economist, Quentin Wodon, Alam said there were around 63 million students studying in more than 2,20,000 catholic schools worldwide. NFCA declares non-cooperation with AR DIMAPUR: Nagaland Football Coaches Association (NFCA) has declared non-cooperation with the Assam Rifles following raid conducted at the residence of its president, Roko Angami on October 29 by 1st Assam Rifles. NFCA stated that the raid was carried out under the command of maj. Satraj Singh with the directive from col. Umesh Saki (OC). GUWAHATI, NOV 20 (PTI): Union Education Minister Dhar mendra Pradhan on Saturday said the country’s northeast, where people speak in at least 180 different languages, epitomise diversity, and Assam, being the gateway to the region, will me made a “laboratory” for mother tongue-based education. Heaping praise on the National Education Policy (NEP) 2020, Pradhan said it has amplified the importance of imparting lessons in native language, especially at the primary level. “The NEP is a unifying factor in stimulating Indian knowledge systems, regional languages, art and culture. It is focused on developing desired learning competencies right from the pre-primary level, equipping students with 21st century knowledge and skills and preparing our youth to become global citizens,” the minister said after inaugurating a two-day North-East Education Conclave here.

Pradhan further said that the Centre is striving to ensure parity in educational opportunities across the country, and to that end, a roadmap for creating ‘Special Education Zones’ is being prepared. “Diversity of languages cannot be witnessed anywhere better than in the countr y’s northeast, where around 180 languages are spoken

by the tribes. Assam is going to be a laboratory for mother tongue-based education in India,” the minister stated. allocating six per cent of GDP for education. He expressed confidence that the conclave will deliberate on the key aspects of NEP and design strategies for its successful implementation in the region. IMPHAL, NOV 20: Normal life in parts of Manipur’s hill districts was affected owing to a 24-hour total shutdown-call given by tribal based student bodies over new ADC bill. Reports said that the strike severely hit normal life in Senapati, Ukhrul, Kamjong, Chandel and Tengnoupal. The report said that strike supporters came out onto the main roads in these districts and imposed the shutdown by preventing movement of vehicles. Shops, business establishments and private undertaking institutions, including financial sector and oil retail outlets, remained closed for the day in these districts, the report added. No untoward incident related to the stir was reported from any part of the districts, police said. The total shutdown, however, had less or no impact in other hill districts like Churachandpur, Pherzawl, Noney and Tamenglong districts.

Student bodies based in these districts had already declared non-endorsement to the call given by All Tribal Students’ Union, Manipur (ATSUM) and its federating units. Reports said that normal vehicular movements, including along the national highways passing through the districts, were not affected during the strike hours. Goods trucks, interstate buses and other passenger service plied along NH-37 (Imphal-Jiribam section). Many loaded trucks and buses arrived at Imphal today. Drivers said they faced no disturbance when they proceeded to Imphal. All Tribal Students Union Manipur (ATSUM), All Naga Students’ Association Manipur (ANSAM), Kuki Students’ Organization (KSO) and federating units of ATSUM gave the 24-hour total shutdown in the hill districts of the state pressing the state government to convene a special session of the state Assembly and table the new ADC Bill recommended by

the Hill Areas Committee (HAC) of the state Assembly. The student bodies went ahead with the stir as a talk with the state government at chief minister’s level on Friday failed to break the deadlock. The student bodies had also threatened to impose an indefinite economic blockade on the national highways with effect from November 22. However, many tribal based students earlier announced that they will not support the shutdown citing that the total shutdown and economic blockade were deemed unsuitable, untimely, and uncalled for. Meanwhile, Thadou Students’ Association (TSA), in a statement, termed ATSUM as a “pseudo student body” while urging people not to support the stir over the new ADC bill. The TSA alleged that the new ADC bill was political in nature and even if the draft bill is introduced forcefully by the state government, it will never be approved as passed by the state legislative Assembly.

The minister announced an investment of Rs 53.72 crore to develop new infrastructure within the NEIAFME campus,

an official statement said. “A new Ayur veda College with a student intake of 30 as well as a 60 bedded Ayurveda hospital will be set up inside the NEIAFMR campus here, bringing a direct employment of 86 posts in addition to the existing capacity,” Sonowal said. An academic block, a boys hostel, a girls hostel, sports complex are also being planned to be constructed in the near future, he said. “Folk medicine is the mixture of traditional healing practices and beliefs. In the Northeast, we have a strong culture of folk medicine which have not been preserved scientifically. G A N G TO K , N OV 2 0 (PTI): Sikkim’s COVID-19 tally rose to 32,161 on Saturday with the detection of 14 fresh cases, a health department bulletin said. The toll remained unchanged at 403 as no new fatality was reported, the bulletin said. Of the 14 new cases, East Sikkim registered 12, and West Sikkim and South Sikkim one each.

The Himalayan state currently has 125 active cases, while 31,299 people have recovered from the viral disease. Altogether 334 patients have migrated to other states. As many as 2,67,709 sample tests have been conducted in Sikkim so far. The positivity rate stood at 4.9 per cent and the recovery rate at 98.3 per cent, the bulletin added.

The CDFI in a memorandum submitted to Shah on Friday cautioned against the “growing alienation of the Chakmas from the Bharatiya Janata Party as a result of repression on them in Arunachal Pradesh, Assam, Tripura and Mizoram”. CDFI founder Suhas Chakma said that Arunachal Pradesh Chief Minister Pema Khandu in his Independence Day address proposed to relocate Chakmas and Hajongs 60-years after their permanent settlement. 4.1-magnitude quake hits Assam

GUWAHATI, NOV 20 (PTI): An earthquake of 4.1 magnitude jolted parts of Assam, including its largest city Guwahati, on Saturday afternoon. The quake, with epicentre in Kamrup district, hit the state at 1.12 pm, according to data from the National Center for Seismology. Tremors of the earthquake, which occurred at a depth of 10 km, were

felt across Guwahati city as well as its adjoining areas. No report of loss of life or damage to property has been received yet. The NE region falls in a high seismic zone, making earthquakes a frequent phenomenon in the area. A 6.4-magnitude quake had shaken Assam and parts of northeast on April 28, causing damage to several buildings.

A single bench of Justice N W Sambre had on October 28 granted bail to Aryan Khan, his friend Arbaaz Merchant and a fashion model Munmun Dhamecha in the case on a personal bond of Rs one lakh each. A detailed copy of the order was made available on Saturday. The court said that perusal of the WhatsApp chats extracted from the phone of Aryan Khan shows that nothing objectionable was noticed to suggest that he, Merchant and Dhamecha along with other accused in the case have hatched a conspiracy of committing the offence in question. It also held that the confessional statement of Aryan Khan recorded by the

NCB under section 67 of the NDPS Act can be considered only for investigation purposes and cannot be used as a tool for drawing an inference that the accused have committed an offence under the NDPS Act. “There is hardly any positive evidence on record to convince this court that all the accused persons with common intention agreed to commit unlawful acts,” the court said while rejecting the Narcotics Control Bureau’s (NCB) argument that the case of all the accused ought

to be considered together. Rather the probe carried out till date suggests that Aryan Khan and Arbaaz Merchant were travelling independently of Munmun Dhamecha and “there was no meeting of minds’ on the alleged offence, the 14-page order said. “So as to infer the case of conspiracy against the applicants also, there is absence of material on record of them having such meeting of minds with the other accused, who were named in the offence in question,”

the order said. The court further noted that the trio had already suffered incarceration for almost 25 days and the prosecution had not even conducted a medical examination on them so as to determine if they had consumed drugs. Ar yan Khan, Merchant and Dhamecha were arrested by the NCB on October 3 and were booked under relevant sections of the Narcotic Drugs and Psychotropic Substances (NDPS) Act for conspiracy, possession, sale, purchase and illicit trafficking of banned substances. The court in its order noted that Aryan Khan was not found in possession of any objectionable substance and this fact has not been disputed. Merchant and Dhamecha were found to be in illegal possession of drugs, the quantity of which is considered a small quantity. “The court, in such cases, is first required to ascertain whether there is enough material on record to prima facie infer that the

applicants (Aryan Khan, Merchant and Dhamecha) have hatched a conspiracy and that the prosecution was justified in invoking provisions of section 29 (criminal conspiracy) of the NDPS Act,” the order said. It added that to infer so, there has to be positive evidence about an agreement to do an unlawful act and such agreement must precede with meeting of minds. Justice Sambre further said that the court needs to be sensitive to the fact that there has to be presence of basic material in the form of evidence so as to substantiate the case of conspiracy against the accused persons. “Merely because the applicants were travelling on the cruise, that by itself cannot be termed as satisfying foundation for invoking provisions of section 29 (conspiracy) of the NDPS Act,” the court said. Justice Sambre further said that even if the case of the prosecution is considered, the maximum punishment is not more than one year for such an offence.

NEW DELHI, NOV 20 (PTI): The proposed daily tractor march to Parliament during the upcoming Winter Session has not been withdrawn and a final call on this as well as the future course of the agitation will be taken in a Sunday meeting, farmer leaders said on Saturday. To observe one year of the anti-farm law agitation, the Samyukt Kisan Morcha (SKM), an umbrella body of farmers’ unions, had earlier this month announced that 500 farmers will participate in peaceful tractors marches to Parliament every day during the Winter Session starting November 29. However, Prime Minister Narendra Modi on Friday announced the Centre will repeal the three farm laws, marking a climbdown by his government to meet the unrelenting demand of farmers protesting in several states against the reform measures. SKM welcomed the prime minister’s decision but said they will wait for

the announcement to take effect through due parliamentary procedures. It also indicated that its movement for a statutory guarantee of MSP and demand for the withdrawal of the Electricity Amendment Bill will continue. “Our call of tractor march to Parliament still stands. A final decision on the future course of the agitation and MSP issues will be taken in a meeting of the SKM at Singhu Border on Sunday,” farmer leader and SKM core committee member Darshan Pal told PTI on Saturday. Farmer leader and president of Bharatiya Kisan Union (Ugrahan) Joginder Singh Ugrahan said at the Tikri border point that the tractor march has not yet been withdrawn. “The SKM will decide on the call for tractor trolly march to Parliament. So far, there is no call to withdraw it. A decision on this is likely to be taken on Sunday after the SKM’s core committee meeting,” he told PTI.

On January 26, a tractor rally had turned violent with protesters breaking barricades, attacking security personnel and storming the Red Fort, where they hoisted a religious flag. Ugrahan reiterated that farmers will stay put here at Tikri and other borders until the Centre formally repeals these laws in Parliament. He said many farm unions are holding separate meetings to ponder over farms issues and future strategies after the prime minister’s Friday announcement. “Representatives of these farm unions will take part in the SKM meeting tomorrow,” the farmer leader said, adding the Central government should give a legal guarantee to MSP for all crops. Another farmer leader at Tikri Border and SKM member, Sudesh Goyat said, “Farmers cannot trust the Centre on farm laws as earlier too they had announced to give one rank one pension (OROP) but it is yet to be done.”

ntroduction of new flight by Alliance Air from November 22, linking Guwahati- Shillong- DimapurShillong-Guwahati has been a long felt need of people in Meghalaya. The only airport at Meghalaya is located at Umroi, some 30 kms from the capital Shillong. The distance from Guwahati to Umroi is 70 kms. Despite Shillong being a renowned hill station since the colonial era and also the hub of missionary education from pre-independence till the mid-90s is certainly not just the capital city of a state. Shillong was the place where most leaders of yesteryears of north eastern states even including present leaders, had gone for education. In a way, there is something of Shillong in the hearts of people across the north east. After decades, Meghalaya will likely have a railway beyond Byrnihat but not a Greenfield airport at Shillong unlike Nagaland. This newspaper had been writing about the need to air connect all state capitals if not place near them, through airports. For Dimapur in particular, the introduction of the Alliance Air flight from Guwahati-Shillong-Dimapur-ShillongGuwahati will be a big boon especially for students including employees. The flight will operate on four days a week such as on Monday, Wednesday, Friday and Saturday. The route will also complement the current Guwahati-Dimapur-Imphal-DimapurGuwahati flight. AA will operate flight on this route on Wednesday, Friday, & Sunday Both the flights are operated by Alliance Air under regional connectivity scheme –Ude Desh ka Nam Naagrik (UDAN). The aircraft used for the two routes is a 70-seater airplane. What these flights also mean is that Dimapur is gradually becoming among the important airports in the region primarily since, practically it is the place where Nagaland’s only airport is located. Dimapur is not only a major commercial hub in the region but also well connected with road, rail and air flights. This is all the more reason why Dimapur airport should not be accorded top priority by the state government in matters of providing land required for expansion and construction of modern passenger facilities. Some decades back, Dimapur was placed above other airports such as Dibrugarh, Jorhat and Tezpur which meant there was potential for development. However, the state government had done very little planning other than pleading for more flights. It should have also considered expansion with firm handling against encroachments. Unlike other towns in the state, Dimapur is a cadastral area over which the government has upper hand in land matters. While also trying to develop mini-greenfield airport(s) in the state, the government must realise that neglecting development of Dimapur airport will be economically disastrous for the state. With addition of air cargo facility for Nagaland from Dimapur, many entrepreneurs are gradually getting used to it and also using the facility. This has also helped promotion of export and import of many items to and from Dimapur. Many people belonging to almost all states in the north east also reside or work in Dimapur. The air links has also brought states closer in terms of travel time and this would also promote tourism and trade to a great extent.

That thought, based solely on emotion, cannot be found anywhere in the New Testament. The only basis on which God can forgive us is the tremendous tragedy of the Cross of Christ. To base our forgiveness on any other ground is unconscious blasphemy. The only ground on which God can forgive our sin and reinstate us to His favor is through the Cross of Christ. There is no other way! Forgiveness, which is so easy for us to accept, cost the agony at Calvary. We should never take the forgiveness of sin, the gift of the Holy Spirit, and our sanctification in simple faith, and then forget the enormous cost to God that made all of this ours. Forgiveness is the divine miracle of grace. The cost to God was the Cross of Christ. To forgive sin, while remaining a holy God, this price had to be paid. Never accept a view of the fatherhood of God if it blots out the atonement. The revealed truth of God is that without the atonement He cannot forgive— He would contradict His nature if He did. The only way we can be forgiven is by being brought back to God through the atonement of the Cross. God’s forgiveness is possible only in the supernatural realm. Compared with the miracle of the forgiveness of sin, the experience of sanctification is small. Sanctification is simply the wonderful expression or evidence of the forgiveness of sins in a human life. But the thing that awakens the deepest fountain of gratitude in a human being is that God has forgiven his sin. Paul never got away from this. Once you realize all that it cost God to forgive you, you will be held as in a vise, constrained by the love of God.

Nagaland– Victim/Hub of Drug Trafficking

n the past few months, I haven’t come across anyone in Nagaland who hasn’t come across an ‘addict’ Anecdotal evidence on drug use, drug abuse and drug peddling in Nagaland and its dimensions is alarming. Even by conservative estimates, the sample of drug users present in the jails in Nagaland is disturbing – about 20-25% of the inmates in the jails in Nagaland. While a smaller number of inmates are under detention for criminal cases where they are themselves involved as users or peddlers, a greater proportion are in jails for other offences – petty thefts, extortion, non-return of loans or even on account of engaging in fights with others. Some of the cases are real cases while in some others, the family members foist false cases against their near and dear ones just to get rid of them – virtually disowning them while they are in the jails. Jails provide a relatively safe environment for the user-addicts where their access to drugs is cut off to a large measure. While the primary, short-term objective of the guardians would probably be to deprive the users of the drugs, however, the incidental gains include avoid getting a bad name in the society or stigma, avoid theft of property at home or of other neighbours, or even not having to incur expenditure on food and clothing etc. Jails as centres of de-addiction or rehabilitation is not an immediate expectation. Under these circumstances, the addicts are virtually disowned and even with some of our jails not having adequate medical

and health facilities, withdrawal symptoms are not uncommon. Except where there is a coordinated effort, the addicts in the jails remain unattended. Some NGOs do try to help but the efforts are sporadic at best. However, if the proportion of addicts in the jails in Nagaland is any indicator and is a mirror to what is going on in the society, the situation is alarming. While a projection based on jail demographics could be misleading, my informal interactions with sources, student leaders, women associations and even some addicts indicate that the situation deserves an immediate intervention. Interactions reveal that on an average, a drug user consumes about one gram of drug per day, with the severely addicted ones doing 4-5 doses per day too. A drug user spends anything between two thousand rupees to five thousand rupees per day on drugs. The average number of ‘opiod’ drug users in Nagaland is about 20000 – 10% of the population as per the Government of India’s report - which is likely to be a conservative estimate. As per this estimate, the drug consumption is massive. It means that on lower scale of consumption, almost 20 Kg of heroin/smack is sold every day in Nagaland. This works out to about 600 kilograms per month or at least 7200 kilograms per year – almost 3-times the seizure at the Mundra Port a couple of months back. Mind you, the estimates I am projecting by way of number of users and per capita consumption are on a lower side. I am not even factoring in

sedatives or medico-legal drugs or inhalers or cannabis or even opium or ‘kani’. Without going into any specifics, the average seizures of drugs in Nagaland are, at best near the three-figure mark. Needless to say, bulk of these come from Myanmar – the processed ‘opiods’ through Manipur route while the unprocessed ‘kani’ travels through the almost all across the porous border. The informal mechanisms of handling ‘drugtrafficking’ and traffickers are a major stumbling block in combating the menace. There are innumerable instances where either the drugs consumers/addicts or peddlers or carriers/couriers are intercepted by the civil society groups at various levels. In majority of cases, the civil society groups just ‘confiscate/seize’ the drugs informally and destroy them although the cases of some of these being resold may not be unheard off too. In most such cases, the users/addicts are intercepted and after being deprived of the consignments, they are merely let-off after imposing fines (actually, illegal extortion in legal terms) on the users or peddlers. The Civil Society and NGOs at various levels are not just stakeholders but partners. However, the partnerships must be formalised with clear-cut roles and parameters defined for effectively combating the menace. The linkages and roles need better definition. A realisation has to dawn on everyone that informal and loose mechanisms have caused more hurt than healing. While some of these

genuine efforts are to be applauded, others burn holes in the system- the informal starts overriding the formal, the informal does not coordinate with the formal, the informal starts exceeding its limits and irregularity starts becoming the norm as opposed to legally backed action. With instances of drug trafficking and consumption being handled informally, the State is not in a position to acknowledge the severity of the problem and address it. Since the matters are handled informally, there is an absolute lack of follow-up or coordination in investigation –civil society and NGOs are neither legally empowered to do so, nor do they have the wherewithal to handle all this. Resultantly the efforts remain confined to pockets and the links between traffickers/peddlers and users cannot be busted. The demand-chain and supplychain remain intact, and the menace continues to grow. Sometimes, even when the users are and small-time peddlers are intercepted and brought to the police station, the follow-up action by the police does not enthuse the classical theorists. Instances where the police do not register FIR or investigate have also been cited by sources. Police sometimes do not even make GD entries although they should be registering FIRs. This non-registration and non-action by police further emboldens the ‘users’ as well as the peddlers and the authority of the law and the police erodes. Police stations start getting looked at as centres of compromise

and bargain rather than law-enforcement. In some cases, the chances of police becoming complicit also take start taking root. The non-registration of reports of peddling/ trafficking by police should be handled with a heavy hand and disciplinary action initiated. Creating public awareness about the process of registration of complaints with police would help. As a starter, public submitting reports about trafficking and traffickers or consumers to police should insist that ‘GD Entries’ should be made and ‘copies handed over to complainants or people making the reports. These will help in better follow-up by the supervisors as well as by the public. Loose-paper complaints should be discouraged. Senior police officers would also do well to evolve mechanisms where the identities of ‘sources’ and ‘informers’ should be compiled, yet secrecy maintained. It may be worthwhile setting up anti-narcotics cells in the DEFs to counter the menace. These district cells could be tasked with supervision of other narcotics related cases within their respective districts, ‘taking-over’ important cases and coordinating with the ‘cells’ in the other districts. The State level narcotics cell should actively start investigating cases having inter-State ramifications including tying-up with their counterparts and the Narcotics Control Bureau. Since most opiods are entering Nagaland from neighbouring States or Myanmar, investigating the inter-State linkages is an imperative req-

uisite. Meanwhile, the department of Health and family welfare should also look at the possibility of enhancing its capabilities for rehabilitation and treatment of the addicts. I had the occasion to address this issue at the recent inauguration of the Longleng Jail because an overwhelming majority of the inmates likely to be housed in Longleng are addicts/peddlers, too. The Assam Police has launched a massive effort to combat drugs trafficking and consumption. Links back to Nagaland and Manipur – wholesalers, suppliers, storage agents and traffickers abound in the area. With an estimated 7200 kilograms of consumption per annum in Nagaland and perhaps an equal quantity in Manipur and Assam (due to its large population), the impact on the health of an entire generation is on the guillotine. In monetary terms, the total outflow is almost 5000 Crores per annum (@60 lakh rupees per Kg), which is humungous. Besides the numbers who could perish bringing untold misery to the families and near and dear ones, the impact on the social fabric, the financial stability of the state due to hard-earned money going to traffickers and the additional stress which the health systems will come under in due course and the individuals and even on law and order could be immense. NEW DELHI, NOV 20 (PTI): Witnessing a rise in weekly Covid cases, testing and positivity rate, the Union Health Ministry has written to Puducherry and Ladakh urging them to take pre-emptive action to gain control over the situation. Earlier, the ministry had asked state gover nments of Himachal Pradesh, Andhra Pradesh and Jammu and Kashmir to undertake a review and enhance testing in view of rising cases of COVID-19 and weekly positivity rates. In a letter to the principal secretary (Health) of Ladakh this week, Additional Secretary in the Union Health Ministry Arti Ahuja said the Union Territory has reported a 362 per cent increase in weekly new cases from 34 cases in the week ending on October 27 to 157 cases in the week ending on November 17.

It is also worrying to note that the Union Territory has exhibited an increase of more than 156 per cent in weekly positivity from 1.5 per cent in the week ending on October 26 to 3.9 per cent in the week ending on November 16. “Further, worrying trends with regards to weekly cases, testing and positivity rate have been observed in various districts. Increase in number of weekly new cases: Leh district has exhibited a significant increase of more than 362 per cent in weekly new cases from 35 in the week ending on October 27 to 139 in the week ending on November 17. Leh has also recorded a 143 per cent increase in weekly positivity rate from 1.98 per cent in the week ending on October 26 to 4.81 per cent in the week ending on November 16.

Hackers from Delhi reportedly launching cyberattacks against China, Pak NEW DELHI, NOV 20 (IANS): A new report published by Antiy Labs, one of China’s cybersecurity companies, disclosed an active hacker team whose members are based in Delhi and has been launching cyberattacks against the government agencies and defence departments in China and Pakistan, Global Times reported. The report conducted a comprehensive analysis of the cyberattacks launched by the organisation called You Xiang (baby elephant in English) in South Asia, revealing its target, technology and equipment, and exposing the attackers who wear “invisible clothes” and hide behind screens.

The company’s vice chief engineer, Li Bosong, told the Global Times that they first detected “baby elephant” activities in 2017, when a number of largescale targeted cyberattacks on the government, military and defence departments of South Asian countries were found. According to the analysis of their activities, it was found that the group is suspected to be from India, and is not the same as another hacker group from India named “white elephant.” The organisation had its own set of relatively independent attack resources and tools, but the attack capability was relatively primary at that time. It

might be a newly established attack team with immature technical capabilities. “That’s why we’ve named this new, advanced threat organisation ‘baby elephant,’” Li said, as per the report. Four years since, the “baby elephant” is on the rampage, expanding their targets. “Since 2017, the number of ‘baby elephant’ attacks has doubled each year, and the attack methods and resources have gradually become richer, and the target has started to cover more areas in South Asia,” Li said. “In 2021, the group began targeted attacks on Chinese institutions for intelligence theft.” The attacks detected

by Antiy Labs include setting up phishing websites, attacking mobile phones with malicious Android applications, and Trojans written in languages such as Python to steal various documents, browser cache passwords and other host system environment information from computers, the report said. subsequent attacks. It also pretended to be a polling app for India-Nepal territorial disputes using malicious Android applications. After the victim installs and opens the malicious Android application, the application will ask for system permissions from users. If the permissions are granted, it will monitor the victim’s mobile phone, Global Times reported. The highlight from the report is that the location of those hackers was exposed when the group uploaded their Trojan horses to public security resources to test the ability of the Trojan horses to escape anti-virus software. Resources retrieval showed at least one sample

uploader was from Delhi, India. The hacker had uploaded eight test malicious files from November 23 to November 24, 2020, the report said. Those samples shared a high degree of similarity in code content with those from the “baby elephant.” Judging from previous activities, some hacking organisations from India are not very concealed. One is because of its imperfect attacking capability, but more importantly, it reflects the have-nothing-to-fear mindset of those attackers. The physical location of one attacker most likely represents the location of the entire hacking organization, Li said.

Thousands of people have been shifted to relief camps in SPS Nellore district from the flood-hit areas, official sources said. Teams of NDRF and SDRF have been deployed in the districts for rescue and relief operations. South Central Railway General Manager Gajanan Mallya inspected the Nandaluru-Rajampet section where the railway track was washed away under the impact of the flood in Cheyyeru. The SCR said in a release that track restoration works were going on in full swing. The General Manager directed the officials to complete the restoration work on a war-footing following all standard safety norms. Meanwhile, at least 10 Express trains have been cancelled on Saturday and Sunday due to flooding of the railway track in the Nellore-Padugupadu section in Vijayawada division.

Of the over 30 people washed away in the flash flood in Cheyyeru river in Kadapa district on Friday, the bodies of 12 persons were fished out till late Saturday evening, official sources said. Speaking to the BBC, regional director Dr Hans Kluge warned that some 500,000 more deaths could be recorded by March unless urgent action is taken. Dr Kluge said introducing measures like mask wearing could immediately help. The warning comes as several nations report record-high infection rates and introduce full and partial lockdowns, BBC reported. Dr Kluge said factors like the winter season, insufficient vaccine coverage and the regional dominance of the more transmissible Delta variant were behind the spread. David Bowie: new film to be based on thousands of hours of live footage

are and unseen live footage of David Bowie is to be the basis of a new film by documentary film-maker Brett Morgen. According to Variety, the US director has drawn on thousands of hours’ worth of footage for his Bowie film – which does not yet have a title – and will also write, edit and produce the project. Morgen has already made a widely praised music film, Kurt Cobain: Montage of Heck (2015), acclaimed for its use of intimate homevideo footage mixed with animation, talking heads and Cobain’s artwork to tell the story of the Nirvana frontman. Rolling Stone described it as “the most intimate rock doc ever”. Other Morgen films include The Kid Stays in the Picture, about the colourful, cocaine-trafficking Hollywood film producer Robert Evans; and Jane, about British primatologist

Jane Goodall. The latter film won two Emmy awards in 2018, including one for Morgen for directing non-fiction programming. Variety quotes a source close to the Bowie film, who calls it: “neither documentary nor biography but an immersive cinematic experience.” Tony Visconti, who produced numerous Bowie albums, is music producer on the project, which has the blessing of the Bowie estate. The Oscarwinning sound team behind Queen biopic Bohemian Rhapsody are also working with Morgen on the film. The keepers of Bowie’s estate

remain adamant that a Bohemian Rhapsody-type biopic will not be made about him. Earlier this month, his widow Iman said: “People say things like, ‘Your love story should be made into a movie.’ Oh, dear God, no! It’s just so private. Also, it’s a family decision. It’s always a no. We always ask each other, ‘Would he do it?’ He wouldn’t. We want to honour his decision.” Stardust, a 2020 drama that charted Bowie’s creation of his Ziggy Stardust persona, with Johnny Flynn playing the singer, had to be made without the use of any Bowie music after the estate refused its use. “Its omission is noticeably awkward, with Flynn doing inert versions of tracks Bowie covered, such as Jacques Brel’s My Death, as a clumsy workaround,” wrote the Observer’s Simran Hans in a one-star review. Yes, a lot. But not in the way you might think. Even though they consist of fat, most triglycerides are made by your body from extra carbohydrates. Sugary and starchy carbs are the worst type. Seek out “complex” carbs like vegetables and whole grains instead. Cut saturated fats (found mainly in animal products) in favor of “good” fats found in olive oil, nuts, seeds, and fish. What About Weight? If you’re overweight, losing some of those pounds can lower your triglyceride levels. Even 5 to 10 pounds can make a difference. It may help to focus on benefits like more energy and better health, not just numbers on a scale. And remember that if you overeat, your body turns extra calories into triglycerides and stores them as fat. What About Alcohol? It doesn’t help. It’s high in calories and sugar, which by themselves are bad. And alcohol seems to be bad for triglyceride numbers apart from that. Even small amounts can raise your levels. What Medications Are There? You still need to keep up with your diet, exercise, and weight. If that’s not enough, your doctor may recommend adding meds or supplements. These might include statins (which also curb “bad” cholesterol), omega-3 supplements, niacin (a vitamin, but don’t take it without talking to your doctor first because of possible side effects), and a type of drug called fibrates. exas-based personal injury attorney Thomas J. Henr y has filed a $2 billion lawsuit against rapper Travis Scott and organizers of the Astroworld Music Festival, which resulted in at least ten deaths. Henry filed the lawsuit on behalf of 282 alleged victims of the Astroworld tragedy on November 5 during Scott’s performance,

according to a report by Houston’s Chron.com. The lawsuit — which names Scott, as well as rapper Drake, Apple Music, Live Nation, and Houston’s NRG Stadium — reportedly follows a $750 million suit filed Tuesday by Houston attorney Tony Buzbee. That lawsuit has been filed against Scott, Drake, Live Nation, Epic Records, Apple Music, and others associated with

the event. “The defendants stood to make an exorbitant amount of money off this event, and they still chose to cut corners, cut costs, and put attendees at risk,” Henry said in a Thursday news release. “My clients want to ensure the defendants are held responsible for their actions, and they want to send the message to all performers, event organizers, and promoters that what hap-

The clip starts with main star Cillian Murphy walking in an empty street with a large bag in hand. It is then abruptly cut to show the series’ title with an “Early 2022” notice. “We’re coming for you sooner than you think,” Byrne wrote, before evoking part the show’s signature phrase: “By order of…” The upcoming sixth season of Peaky Blinders, which premiered in 2013, will be followed by a feature-length film that will wrap up its story. Byrne first joined the production for its fifth season as director. Fine bowling by Shaheen Shah Afridi, Mohammad Wasim Jr, and Shadab Khan helped Pakistan restrict Bangladesh to a paltry score of 108/7 in 20 overs. In reply, the 85-run stand between Mohammad Rizwan (39 off 45) and Fakhar Zaman (57 off 51) for the second wicket helped Pakistan chase down the target in 18.1 overs. It was Bangladesh’s seventh T20I defeat in a row. Chasing the small total, Pakistan lost their skipper Babar Azam in the third over for 1 run. D I M A P U R , N OV 2 0 (NPN): The inaugural Nagaland Cross Country Championship was held on November 19 at Indira Gandhi Stadium, Kohima. A DIPR report stated that the event was flagged off by vice president of Athletics Federation of India (AFI), Abu Metha. The competition was also witnessed by chairman of AFI Technical Committee and president of Telangana Athletic Association, Stanley Jones and technical official, AFI, Sambhudas Bandopadhaya. Over 200 athletes from various districts of Nagaland took part in the competition. The day kicked off with the senior men’s 10 km event.

Nahtei N Wangnao came in first with a time of 35:57, followed by Cuvoto Medeo and Wede T Mero. In senior women 10 km, Tsuchoi T finished the race in first position in 43:55 followed by Songmo P and Peiheteile Esalung. Winners from each category were awarded with cash prizes. Winners of the senior men and women walked away with Rs.20,000 (1st position), Rs. 15,000 (2nd position) and Rs. 10,000 (3rd position). B E I J I N G , N OV 2 0 (AGENCIES): The disappearance of Chinese tennis star Peng Shuai is gaining steam across the world, with the United States and the United Nations demanding proof of her whereabouts and well-being. Peng has been missing since alleging she was sexually exploited by a former vice-premier of China. White House press secretary Jen Psaki said on Friday that President Joe Biden’s administration wanted China to “provide independent, verifiable proof ” of Peng’s whereabouts and expressed “deep concern” about the former world top-ranked doubles player. The United Nations insisted on a fully transparent investigation into the claims made by Peng against Communist Party grandee Zhang Gaoli. The Women’s Tennis Association (WTA) threatened to pull tournaments out of China over Peng’s disappearance. China, meanwhile, said it is not aware of the controversy surrounding Peng Shuai. Ministry spokesperson Zhao Lijian told reporters that the mat-

ter was “not a diplomatic question and I’m not aware of the situation.” The ministry has consistently disavowed knowledge of the issue since Peng made her accusation more than two weeks ago. WTA chairman Steve Simon told the BBC there will be no events in China next year without proof that Peng is safe. “We cannot stand by compromises. This is a right and wrong issue,” he said. The WTA has been told Peng is safe, and in Beijing, by the Chinese Tennis Association, although Simon said there has been no confirmation that is true. World number one Novak Djokovic said he would support the WTA pulling tournaments out of China if it came to that. “I support the statement of WTA as an organisation and also their president absolutely,” he said. “The whole tennis community, needs to back her up and her family, make sure that she’s safe and sound because if you would have tournaments on Chinese soil without resolving this situation, it would be a little bit strange. “I heard that the WTA is willing to pull out from China with all the tournaments unless this is resolved. I support it 100%.”
