NDPP calls for urging negotiating BJP TO CONSULT CENTRAL LEADERS OVER THE PROPOSED PERMUTATION parties to deliver final solution Correspondent cal Affairs Mission (PAM) KOHIMA, JUL 19 (NPN): In a major political development, the ruling Nationalist Democratic Progressive Party (NDPP) and the opposition Naga People’s Front (NPF) have agreed to work together as an all-party government supposedly for the Naga political issue in pursuance of the objective of ‘one solution, one agreement.’ The coming together was facilitated after formation of the Core Committee for Naga Political Issue on June 16, 2021. According to sources, NDPP invited NPF to be part of an all-party government after which NPF legislators met at Dimapur on Monday. After a marathon meeting, 18 NPF legislators decided to accept the offer without pre-conditions in the interest of Naga political solution. Interestingly, it was learnt that the BJP, a constituent of the PDA coalition was yet to make its stand known. The sources said BJP legislators will consult central BJP leaders before taking any decision. State BJP president
State records 62 fresh cases, 2 Covid deaths DIMAPUR, JUL 19 (NPN): Nagaland on Monday reported 62 fresh Covid-19 positive cases while two more succumbed to the infection. Of the fresh cases, 22 were from Kohima, Longleng-17, nine in Dimapur, six in Mokokchung, three each in Mon and Tuensang and two in Wokha, taking the total caseload to 26,744. With two more fatalities-one each in Dimapur and Kohima, the death toll surged to 530 (including 14 non-Covid deaths but with positivity). PTI: India saw a single day rise of 38,164 new coronavirus infections, while the death toll climbed to 4,14,108 with 499 fresh fatalities, the lowest in over three months, according to the Union Health Ministry. The Covid-19 case tally has climbed to 3,11,44,229. The active cases have declined to 4,21,665 and comprise 1.35 per cent of the total infections, while the national COVID-19 recovery rate stands at 97.32 per cent, the data updated at 8 am showed.

The first all-party government was formed during DAN-III in 2015 when all eight Congress MLAs joined the government and subsequently merged with the NPF. Nagaland Pradesh Congress Committee president K. Therie has been critical of the formation of the stand of the Core Committee on Naga political issue especially for claiming that its goal was to facilitate early solution to the “ongoing talks”. Therie asked what was the need of such committees when the Interlocutor
had said in 2019 that all negotiations concluded on October 31, 2019? He said such committees were a waste of time and a drain on the exchequer. He had also said legislators have no direct role in the process so the entire purpose of creating forums and committees but was only to cause confusion and delay to an early political solution. It may be recalled that Joint Legislature Forum (JLF) comprising of all elected members of the state assembly was formed in 2009 under the assembly speaker, to act as facilitator for the Naga peace talks. In August 2020, NPF parted ways with JLF due to loss of confidence in the leaders of the ruling party. NPF then formed its Politi-

Ravi, who is also governor of Nagaland, declared that official negotiations with all stakeholders concluded on October 31,2019. However, agreement appears to be in limbo over the issue of flag and constitution which were rejected by the Modi government. Ravi said flag and constitution were not mentioned in the Framework Agreement. The NSCN (I-M) maintained that the Framework Agreement, which spoke of the unique history of Naga people and their sovereign independent identity, embraced separate Naga flag and constitution and therefore, there was no scope provided to have separate talks for flag and constitution. On October 15, 2020 both ruling and opposition legislators including tribal hohos, NGOs etc resolved to work together for the “peace process and strengthen the negotiations” at the consultative meeting at Chief Minister’s Banquet Hall.
Need to reorient education system in Nagaland, says Rio DIMAPUR, JUL 19 (NPN): State chief minister Neiphiu Rio has called upon the Education department to reorient the education system to equip students to face the world with confidence and help them realise their full potential. Speaking at a virtual felicitation programme for 50 meritorious students who were awarded Chief Minister’s Meritorious Students’ Fellowship (CMMSF) on Monday for securing top ranks in the High School Leaving Certificate, 2020 conducted by Nagaland Board of School Education (NBSE), Rio observed that the world was changing at a rapid pace, especially in science and technology. He said the State has introduced various skill/ vocational subjects at secondary and higher secondary levels in 35 government schools and at three private schools keeping in mind the importance of practical life skills. Congratulating the achievers, Rio remarked that their success was a
result of their hard work and determination, and expressed the hope that they would bring more laurels to the State in future. He expressed happiness that, in spite of the hard times faced due to Covid-19 pandemic, result of the last NBSE exam showed improvement in pass percentage.
Speaking at the programme, adviser school education KT Sukhalu commended the awardees for their achievement and urged them to be torch bearers for all students who would be following their footsteps. Pointing out that there was so much ahead of them, he advised the students not to get distracted. NBSE chairman Asano Sekhose spoke about CMMSF and the eligibility criteria. She explained that the board granted fellowship to top 50 students as per the HSLC exam result. Available for indigenous Scheduled Tribes of Nagaland, she said the fellowship provided financial assistance to selected students for further studies and was valid for five years, depending on their performance that would be continuously monitored. Pegasus spyware issue rocks Parl as Oppn corners Centre NEW DELHI, JUL 19 (AGENCIES): The Monsoon Session of Parliament kicked off on Monday amid a storm over the Pegasus spyware issue as several Opposition leaders targeted the Centre over the reports that the spyware was used to hack the phones of several prominent journalists and politicians in India. The Congress on Monday demanded an independent probe into the issue involving alleged phone tapping of prominent personalities including journalists in India using Israeli Pegasus spyware. Congress leader Rahul Gandhi, who was also among the potential targets of the Pegasus software, took a swipe at the prime minister on the matter using the hashtag “Pegasus”. “We know what he’s been reading- everything on your phone”, he said on Twitter.

nformation Technology Minister Ashwini Vaishnaw dismissed reports about the use of Pegasus hacking software to spy on journalists, activists and Opposition leaders, saying that with checks and balances in place, illegal surveillance was not possible in India. As the revelations led to protests from the Opposition during the Monsoon Session of the Parliament, the IT Ashwini Vaishnaw minister said similar claims were made about the use of the Pegasus spyware through WhatsApp. “I’m wondering what you guys are reading these days,” Gandhi had said two days ago in a tweet. An international media consortium reported on Sunday that more than 300 verified mobile phone numbers, including of two serving ministers, over 40 journalists, three opposition leaders and one sitting judge besides scores of business persons and activists in India could have been
targeted for hacking through an Israeli spyware sold only to government agencies. CPI Rajya Sabha MP Binoy Viswam had given a suspension of business notice under Rule 267 over the revelations of the scale of use of the Pegasus spyware in India. Similarly, AAP MP Sanjay Singh has also demanded a discussion in the Rajya Sabha on the Pegasus spying case under Rule 267.

In a memorandum to the chief secretary through Phek deputy commissioner, association’s general secretary Kuvesa Medeo and convener Pushovoyi Nyekha also demanded the government to
give assurance through a notification within 30 days from the date of submission of this memorandum, that it would own responsibility and release entire amount of compensation to all victims of Phek district within six months. They warned that if the State government failed to respond positively to the two demands, the association would resort to indefinite blockade on ChakhabamaZunheboto two-lane road in Phek district and PfutseroPhek two-lane road with
immediate effect till justice was delivered. Mentioning that a PIL for claiming compensation for damage was filed at Gauhati High Court Kohima Bench by Chakhesang Public Organisation (CPO) on behalf of Maytas-Gayatri joint venture (JV) victims of Phek District on December 13, 2019, PDMGDVA regretted that despite the matter coming up before the court 12 times between January 2020 and May 2021, the government failed to file its reply even once on flimsy
grounds. And despite several court orders, it alleged that the government failed to comply with them to date. The memo stated that the State government took cognizance of the huge damaged caused to thousands of individuals during construction of Chakhabama-Zunheboto and Pfutsero-Phek two-lane roads by MaytasGayatri JV and notified respective district administrations to assess the damaged properties. Accordingly, the district administrations along
with allied departments and village authorities conducted physical verification of the affected areas and subsequently fixed the damage at Rs 55,12,66,695 for Chakhabama-Zunheboto section in Phek district and Rs 5,81,69,989 crore for Pfutsero-Phek section. Surprisingly, PDMGDVA recalled that NHIDCL objected inclusion of Maytas-Gayatri victims in the order and the compensation released in 2018 excluded the latter completely.

Random testing, vax drives, sensitisation continue
Random testing being conducted in Wokha on July 19. (DIPR) the doubts and confusion would be dispelled and every responsible citizen would come forward and avail the facility provided by the government. During the programme, NAPO, NASU, NAYO, NAWO, AYO and three representatives from village council, village task force and women representatives from villages attended the programme. Vaccination drive at Zunheboto: DC Zunheboto, Peter Lichamo, Dr. K. Akaho Sema, deputy CMO Dr. Aron, DTO cum DPO (RCH & UIP) and district store manager Hekato Chishi, monitored all the eleven COVID-19 vaccination session site on July 18 at Zunheboto town. 33775 eligible beneficiaries vaccinated with first dose and 6284 eligible beneficiaries vaccinated with second dose in Zunheboto district. Random testing conducted in Wokha: Wokha DTF in collaboration with the medical department conducted Random Antigen Test (RAT) at six locations within Wokha town area.
The random testing was conducted for business establishments, vegetables vendors and shop keepers. Altogether 450 samples were collected for testing and one was tested positive. Testing were done at NST colony, Chukitong Taxi stand, Co-operative Bank, PWD junction, daily bazaar and police point area. Wokha district chambers of commerce & industries (WDCCI) led by its president, Renpithung Kikon also assisted the testing team in mobilising and encouraging the business community to come forward for the testing. The RAT would continue till July 23 at urban areas after which the same would be conducted in phase manner covering the entire district. The RAT would also be conducted at Vankhosung Mission Centre and APMC, Wokha Village on July 22 and Longsa village on July 23. Further, the DTF requested all colonies council chairman and village coun-
cils to assist the medical department/ testing team during the testing exercise. The public have also been urged to comply with the existing SOPs with regard to COVID-19 during the exercise. The testing would begin from 8 a.m. onwards. Peren DTF on COVID-19 & vaccination committee holds meeting: Peren DTF on COVID-19 and vaccination committee meeting was held on July 19 at DC’s conference hall, Peren under the chairmanship of DC Peren, Sentiwapang Aier who is also the DTF chairman. Deputy CMO Peren, Dr. Lanuakum highlighted on the positivity rate of COVID & testing report in the district where he informed that so far, positive cases in the district is 741, currently active cases is 18 and positivity rate of the district is 8.1%. Highlighting on the vaccination status, Dr. Kiholi of the district informed that as on July 18
report, a total of 19,843 doses (inclusive of both doses) have been administered in the district and overall coverage stands at 26%. In the meeting, the DTF & vaccination committee members deliberated on the review of Unlock-III guidelines, ramping up of testing or vaccination exercise in the district and improper functioning of ambulance services in the district. Representative from Kuki Inpi Nagaland (KIN) expressed their concerns regarding the posting of doctors at PHC Ahthibung where the DTF chairman assured to take up the matter urgently. Earlier, the medical department requested the DTF to issue separate order informing the SDTF and village councils to provide cooperation with the Medical Department during testing, contact tracing and vaccination drives in order to fulfill the required target.

Kohima: ATMA Kohima conducted a training programme on capacity building on dairy farm management & practices for farmers at Nagaland State Dairy Farm Kohima on July 16 with farm manager, SCBF, Lerie, Dr. Ketholelie Mere as the resource person. According to a DIPR report, the programme started with a technical session where the resource person talked about the dairy farm complex and dairy farm practices. General practices such as maintenance of identification, bedding, and exercising, dehorning, castration, grooming, weighing, deworming and deticking were introduced. DMC directs shopkeepers, traders DIMAPUR: Dimapur municipal council (DMC) has directed all the traders and shopkeepers to maintain dustbins and throw the waste garbage between 6 p.m. to 6 a.m. In a press release, DMC administrator, Albert Ezung informed that the timing was fixed during sanitation branch DMC on July 16, 2021. The administrator stated that most of the shopkeepers and traders were found throwing garbages on the road causing inconvenience to the public and health hazard. Further, DMC warned that appropriate action leading to imposition of heavy penalty and closure of shop would be imposed on shopkeepers and traders who failed to comply with the directive.

In a press release, Vaison Vemai and VS Jonah Vemai stated that there were many reasons behind the step taken to leave their former organisation. The two described as “uncalled for” the “insensible half-baked statements of allegations and falsely labelling us for the sake of political gimmicks”. The duo claimed that NSCN (I-M) with no other choice left had “frivolously terminated” them only after they “officially” joined GPRN/NSCN. “Why are they so alarmed and apprehensive of us deserting them?” the two said. SHILLONG JUL 19: Assam Chief Minister, Himanta Biswa Sarma will meet his Meghalaya counterpart Conrad K Sangma here on Friday to discuss the vexed inter-state boundary dispute between the two neighbouring states. Sarma has agreed to be in Shillong, a day ahead of Union Home Minister Amit Shah’s visit to the State to chair a meeting with Chief Ministers of the North Eastern States. The Meghalaya Chief Minister met his Assam counterpart on July 17 in Guwahati and discussed the need to trash out an “amicable solution” to the decades old boundary dispute between the two States. After this discussion, another meeting will take place in Guwahati on the boundary issue where a team of officials from both the states will be present. “We want to find acceptable solution and end this long pending problem and we will move forward to find amicable solution,”

In the past, Meghalaya has submitted documents and maps on its claim to the 12 sectors/areas of Upper Tarabari, Gizang Reserve Forest, Hahim, Langpih, Borduar, Boklapara, Nongwah-Matamur, KhanaparaPillangkata, Deshdemoreah, Block I and Block II, Khanduli-Psiar and Ratacherra. The BJP-led NDA government has expressed the desire to see that inter–state issues for all states should be resolved before 75th year of India’s Independence. IMPHAL, JUL 19: Manipur on Monday breached the grim milestone of 85,000 coronavirus cases with a daily spike of 774 fresh infections, pushing the tally to 85,596. The death toll climbed to 1,392 with 16 fatalities over the past 24 hours, the state health department said in its daily COVID-19 situation update report. The number of those discharged on Monday after recovery was 741, taking the recoveries to 74,511 or 87.04 per cent, the health department bulletin said. The state’s active cases surged to 9,693. Continuing with the aggressive testing, a total of 4,339 samples were tested in the past 24 hours, pushing the aggregate to 10,06,738. The positivity rate was 17.84 per cent. Meanwhile, the State Level Covid-19 Deaths Audit Committee reported 16 deaths due to corona virus complications over the past 24 hours, pushing the deaths tally to 1392.
Manipur: Massive landslide kills three workers engaged in Rly box culvert work Correspondent IMPHAL, JUL 19: Three workers engaged in the construction of a box culvert of the railway line in Manipur’s Noney district died on Monday after they were buried by the debris of a sudden massive landslide at the worksite. Official reports said that the massive landslide occurred at the construction site of a box culvert near bridge No. 65 of Jiribam-Tupul Railway project near Thingou village, 14 km south-west of Nungba police station of Noney district today, around 2.50 pm. The deceased workers were identified as Kartik Mondal (46) son of Bonbihari Mondal of Nabonari Tala of West Bengal’s Howrah district, Munu Rabha (21) son of Chandrakanta Rabha of Uttar Barbil of Assam’s Nagaon district and Deep Rabha (19) son of Ghana Kant Rabha of Uttar Barbil of Assam’s Nagaon district. They were the workers of SC Construction Company engaged in the construction of the box culvert.

The massive landslide occurred when they were engaged in the construction and they were buried by

The lifeless bodies of the workers were retrieved from the debris by the police and security forces from nearby posts who rushed to the spot and launched a rescue operation. The dead bodies of the workers were yet to be evacuated from the spot due to the bad weather in the area, the report said.
ITANAGAR, JUL 19 (PTI): The Border Roads Organisation (BRO) will initiate an inquiry into the Kimin controversy and transfer officials from its office there to ensure a fair investigation, Arunachal Pradesh Home Minister Bamang Felix said here on Monday. Kimin, an area in Papumpare district of the state, was passed off as Bilgarh in Assam and signboards were partially whitewashed to eliminate the mention of Ar unachal Pradesh on them during a BRO programme attended by Defence Minister Rajnath Singh there last month. Several organisations of Arunachal Pradesh have protested against the incident. Addressing a press conference at Civil Secretariat here, Felix said that he held a meeting with BRO Director General Lt Gen Rajeev Chaudhary during the day on the matter and the officer expressed regret over the issue.
M’laya Cabinet nod to PPP policy SHILLONG, JUL 19: The Meghalaya Cabinet has approved the Meghalaya Public-Private Partnership (PPP) policy, 2021. Meghalaya is one of three states in the country which does not have a PPP policy. Addressing media persons after the meeting, Chief Minister Conrad K Sangma said the policy is absolutely necessary to facilitate more private investment in the state. Stating there is one unique aspect to the state policy, Sangma said that, as the PPP policy mostly deals with large infrastructural projects, the government has introduced a new concept of Community Public Private Partnership (CPPP) policy. “The idea is very simple that even at the community level, if the community feels that they want to work with private parties to have investment be it in tourism, agriculture, horticulture, veterinary, then they can go for those projects,” Sangma added. Further, the Chief Minister said the aspect of the Land Transfer Act will also be applicable to the PPP policy.
“The BRO will initiate an inquiry into the fiasco and it will be completed at the earliest. Based on the findings of the inquiry, appropriate action will be taken,” the home minister said. In order to ensure a fair probe, BRO officers posted at Kimin would be transferred to other locations and three of them have already been shifted, he said. During the meeting, state Chief Secretary Naresh Kumar briefed the BRO DG on the findings of a High-Level Committee headed by the Home Minister and a Fact-Finding Committee of Arunachal Indigenous Tribe Forum on the issue, sources said. Both the panels in their findings held the BRO officials responsible for the fiasco. The incident occurred on June 17 when the defence minister inaugurated 12 strategic roads developed by the BRO and 10 of them are in Arunachal Pradesh.
IMPHAL/NEW DELHI, JUL 19 (IANS): Authorities in Manipur on Monday released activist Erendro Leichombam on the Supreme Court’s orders, two months after he was detained under the National Security Act (NSA) for his Facebook post criticising BJP leaders for advocating cow dung and cow urine as cure for Covid-19. Officials in Imphal said that Leichombam, 40, was released from the Central Jail on Monday afternoon as a division bench of Justices D.Y. Chandrachud and M.R. Shah earlier on Monday ordered his release on or before 5 p.m. Ruling that a person cannot be kept in jail even for a day for such an act, Justice Chandrachud said: “He cannot be kept in jail even for a day. We will order his release today.” Solicitor General Tushar Mehta, for his part, requested the bench to list the matter for Tuesday. However, the bench did not budge and said the court will grant interim relief now itself. The bench said: “We are of the view that continued detention of the petitioner would be a violation

Raghumani Singh, stating that the detention of the activist is a reprisal for his criticism against BJP leaders. “Erendro, a Manipuri political activist, has been preventively detained solely
to punish him for his criticism of Bharatiya Janata Party (BJP) leaders for advocating cow dung and cow urine as cures for Covid,” said the petition. Leichombam and Wangkhem Wangthpi, 41, (alias Kishorchandra) were initially arrested by the police on May 13 for their Facebook post on the complaint of BJP leaders. On May 17, the day duo were granted bail by the Imphal Chief Judicial Magistrate, the Imphal West District Magistrate Th. Kirankumar, detained them under the stringent NSA. The plea in the Supreme Court also said that Leichombam has already spent 45 days in custody for an “innocuous piece of speech”. A complaint was filed against Leichombam by Manipur state BJP Vice President Usham Deban and General Secretary P. Premananda Meetei, accusing him and Wangthpi of posting “offensive comments” referring to the death of state BJP President Saikhom Tikendra Singh, who succumbed to Covid-19 at a hospital in Imphal on May 13.

AIZAWL/GUWAHATI/ SILCHAR, JUL 19 (PTI): Mizoram accused Assam of human rights violations, a charge denied by Guwahati which said on Monday that encroachment of its land was the crux of the border dispute between the two Northeastern states. Mizoram’s Kolasib district Deputy Commissioner H Lalthlangliana shot a letter to Assam’s Cachar district administration, alleging human rights violation and atrocities on tribal people by Assam government officials and police during a border stand-off on July 10, an official in Aizawl said. Copies of the letter were also sent to the National Human Rights Commission (NHRC) and National Commission for Scheduled Tribes (NCST), he said. Reacting to it, Special Director-General of Assam Police GP Singh told PTI that whenever views are sought from the state by the NHRC and NCST, the response shall be provided accordingly. “The basic issue remains that encroachment of Assam land by Mizoram has happened. conducted pursuant to the top court’s order of last year. The top court listed the suo motu case on proper treatment of COVID patients after two weeks. On December 18 last year, the top court had directed all the states to constitute a committee in each district to conduct fire audit of COVID-19 hospitals at least once a month, inform the management of medical establishments about any deficiency and report to the government for taking follow up action. It had said that COVID-19 hospitals, which have not obtained no objection certificate from the concerned fire department, should be asked to immediately apply for NOC and after carrying necessary inspection, a decision shall be taken in this regard.

NEW DELHI, JUL 19 (PTI): The Supreme Court Monday said hospitals have become like huge real estate industries instead of serving humanity in the face of COVID-19 tragedy while directing that ‘nursing homes’ running from 2-3 room flats in residential colonies which pay little attention to fire and building safety norms should be closed. The apex court also pulled up the Gujarat government for extending the deadline till July next year for hospitals to rectify the building by-laws violations, and said the “carte blanche” notification was in teeth of its order of December 18 last year and people will continue to die in fire incidents. “These hospitals have become like a huge real estate industry instead of serving the cause of humanity in the face of human tragedy. “You (Gujarat government) have been extending the deadline, which cannot be done in view of our December 18, last year order. Hospitals are meant to provide succour to the patients in distress but instead they become money minting machines,” said a bench of Justices D Y Chandrachud and M R Shah. Hospitals have become huge industries at the time of this tragedy and “these kinds of nursing homes, running from twothree room flats in a residential colony, should not be allowed to work”, it added. “It is better that these hospitals are closed and the state should provide necessary infrastructure. We cannot allow these hospitals and nursing homes to continue working. This is a human tragedy which is taking place,” the bench said while referring to a fire incident in Nashik, Maharashtra, where some nurses and patients were killed last year. Cow politics

ssam chief minister Himanta Biswa Sarma has re-emphasised an already existing cow protection bill 1950 but with far reaching changes. Himanta tabled the Assam Cattle Preservation Bill, 2021, which besides primarily seeks to ban interstate transport of cows through Assam in order to control their smuggling to neighbouring Bangladesh. For the reverential love of the cow, the protection bill 2021 is also far reaching as, unlike the 1950 bill, it seeks to ban consumption of beef. What has also raised concerns among other north eastern states over the cow protection bill 2021 is its aim to stop the transport of cattle from any place within Assam to places outside the state “where slaughter of cattle is not regulated by law”. As of today, only Kerala, Arunachal Pradesh, Meghalaya, Nagaland, Sikkim, Tripura, Manipur and Mizoram have no laws prohibiting cow slaughter. West Bengal allows it in case of old or unfit cows after the acquisition of “fit for slaughter” certificate. Assam is the main gateway to the northeast region and apart from cattle all other goods coming from other parts of the country enter through the state. The cow protection Bill is likely to affect supply in several states in the region where beef is consumed. While Nagaland and Mizoram have not reacted yet to Assam’s legislation, Meghalaya chief minister Conrad Sangma said that it will take up the issue with Centre if the new law affects supply of beef to the state. Under the veil of cow protection, the bill acts collaterally on tribals in the north east including Buddhists even though it is primarily aimed against Bangladesh. The genesis of the problem lies in the paranoia created around cow slaughter by India’s ruling party and its supporters. Incidentally, even Lakshadweep with a predominant Muslim population has prepared the draft Lakshadweep Animal Preservation Regulation, 2021, that imposes a minimum punishment of seven years in jail for selling or buying beef products. It may be mentioned that even though Mahatma Gandhi was a devout Hindu, he did not support majoritarianism. In 1947, Mahatma Gandhi wrote in the Harijan :”… an emotional wave is sweeping the country, in order to secure legislation prohibiting the slaughter of cows within the Union. Let us at the outset realise that cow worship in the religious sense is largely confined to Gujarat, Marwar, the United Provinces and Bihar. It is obviously wrong legally to enforce one’s religious practice on those who do not share that religion...” The anti-cow slaughter issue has been raised to high levels after 2014. It has even led to deaths of many people, mostly innocent, suspected of transporting cows or even eating beef. Also, after 2014 the number of stray cattle in India is around 60 lakhs.Cattle are used for ploughing field and milking and when they cross a certain age, they become useless. Earlier, farmers sold such old cows and used the money to buy new ones. However after the ban and enforcement by cow vigilantes, cows are left abandoned. Thousands of cows die of starvation and disease while those who revere the cow don’t even bother. So much for the love of a cow.

It is a complete and effective domination, in which I acknowledge that “You are worthy, O Lord…” (Revelation 4:11). It is simply the unworthiness within me that refuses to bow down or to submit to one who is worthy. When I meet someone who is more holy than myself, and I don’t recognize his worthiness, nor obey his instructions for me, it is a sign of my own unworthiness being revealed. God teaches us by using these people who are a little better than we are; not better intellectually, but more holy. And He continues to do so until we willingly submit. Then the whole attitude of our life is one of obedience to Him. If our Lord insisted on our obedience, He would simply become a taskmaster and cease to have any real authority. He never insists on obedience, but when we truly see Him we will instantly obey Him. Then He is easily Lord of our life, and we live in adoration of Him from morning till night. The level of my growth in grace is revealed by the way I look at obedience. We should have a much higher view of the word obedience, rescuing it from the mire of the world. Obedience is only possible between people who are equals in their relationship to each other; like the relationship between father and son, not that between master and servant. Jesus showed this relationship by saying, “I and My Father are one” (John 10:30). “…though He was a Son, yet He learned obedience by the things which He suffered” (Hebrews 5:8). The Son was obedient as our Redeemer, because He was the Son, not in order to become God’s Son.

Coexistence, a unifying factor for Indians
or most political parties, sociologists and psephologists what a common Indian on the street thinks matters most. It is an insight into a common man’s psyche, which allows them to strategies and formulate new plans and narratives. Though the political parties are able to set the narrative for their own narrow agendas yet they are unable to control the common perceptions and thinking among the populace. Studies like a recent one by the US-based Pew Research Centre’s Survey of Religion across India, helps not just the narrative formulators but also offers a peep into the common man’s psyche. The recent Pew study based on nearly 30,000 face-to-face interviews of adults conducted in 17 languages between late 2019 and early 2020 (pre-COVID-19), finds that Indians of all religious backgrounds overwhelmingly say they are very free to practice their faiths. Religious Tolerance Indians see religious tolerance as a central part of who they are as a nation. Across the major religious groups, most people say it is very important to respect all religions to be “truly Indian.” And tolerance is a religious as well as a civic value: Indians are united in the view that respecting other religions is a very important part of what it means to be

a member of their own religious community. Yet, despite sharing certain values and religious beliefs – as well as living in the same country, under the same constitution – members of India’s major religious communities often don’t feel they have much in common with one another. The majority of Hindus see themselves as very different from Muslims (66%), and most Muslims return the sentiment, saying they are very different from Hindus (64%). Tolerance Indians, then, simultaneously express enthusiasm for religious tolerance and a consistent preference for keeping their religious communities in segregated spheres meaning they live together yet separately. These two sentiments may seem paradoxical, but for many Indians they are not. Indeed, many take both positions, saying it is important to be tolerant of others and expressing a desire to limit personal connections across religious lines. Indians who favour a religiously segregated society also overwhelmingly emphasise religious tolerance as a core value. In other words, Indians’ concept of religious tolerance does not necessarily involve the mixing of religious communities. While people in some countries may aspire to create a “melting pot” of different religious identities, many Indians seem

That Afghanistan could throw up a global problem for the US in future may still be a distant story but for India the likely dominance of the Taliban there creates a challenge in South Asia nearer home where developments could help Pakistan to emerge as a stronger adversary. The US President primarily focused on the rise of China as a potential superpower representing the ideological rivalry between a democratic system and a one-party dictatorship, may not quite understand the reality of the Indian subcontinent -- of how a communally based partition accompanying the Independence of India had continued to poison the politics of South Asia enabling Pakistan to play the Muslim card against India in the region on both external and internal issues. Dimensions of Hindu nationalism in India The survey reports that Hindus tend to see their religious identity and Indian national identity as closely intertwined: Nearly two-thirds of Hindus (64%) say it is very important to be Hindu to be “truly” Indian. Most Hindus (59%) also link Indian identity with being able to speak Hindi. And these two dimensions of national identity – being able to speak Hindi and being a Hindu – are closely connected. Among Hindus who say it is very important to be Hindu to be truly Indian, almost 80% also say it is very important to speak Hindi to be truly Indian. Overall, among those who voted in the 2019 elections, three-in-ten Hindus take all three positions: saying it is very important to be Hindu to be truly Indian; saying
the same about speaking Hindi; and casting their ballot for the BJP. Indian Muslims Vast majority of India’s Muslims say Indian culture is superior. Today, India’s Muslims almost unanimously say they are very proud to be Indian (95%), and they express great enthusiasm for Indian culture: 85% agree with the statement that “Indian people are not perfect, but Indian culture is superior to others”. Overall, one-in-five Muslims say they have personally faced religious discrimination recently, but views vary by region. Relatively few Muslims say their community faces “a lot” of discrimination in India (24%). In fact, the share is similar to the share of Hindus who say Hindus face widespread religious discrimination in India (21%). In addition, most Muslims across the country (65%), along with an identical share of Hindus (65%), see communal violence as a very big national problem. Muslims’ desire for religious segregation does not preclude tolerance of other groups – again similar to the pattern seen among Hindus. Indeed, a majority of Muslims who favour separate religious courts for their commu-
nity say religious diversity benefits India. South v/s North The survey consistently found that people in the South (the states of Andhra Pradesh, Karnataka, Kerala, Tamil Nadu and Telangana, and the union territory of Puducherry) differ from Indians elsewhere in the country in their views on religion, politics and identity. For example, by a variety of measures, people in the South are somewhat less religious than those in other regions – 69% say religion is very important in their lives, versus 92% in the Central part of the country. Hindu nationalist sentiments also appear to have less of a foothold in the South. Among Hindus, those in the South (42%) are far less likely than those in Central states (83%) or the North (69%) to say being Hindu is very important to be truly Indian. And in the 2019 parliamentary elections, the BJP’s lowest vote share came from the South. In the survey, just 19% of Hindus in the region say they voted for the BJP, compared with roughly two-thirds in the Northern (68%) and Central (65%) parts of the country who say they voted for the ruling party. Agreement offered to the US against the terrorist threat from Islamic radicals -- India does not share any of it and has to plan for an enhanced danger of exposure to Pak-instigated militancy rooted in Islam. A combination of three factors seemed to be helping Pakistan to have its way in Afghanistan -- willingness of the US President to end the American military involvement in Afghanistan on the basis of a half-baked ‘peace agreement’ with the Taliban, implicit endorsement by the Imran regime of Afghan Taliban that derived strength from the bases it had in Khyber Pakhtunwa (KP), the historical birthplace of this anti-US radical force, and the geopolitical advantage that Pakistan had gained from the Sino-Pak military alliance. Correspondingly, India’s presence and role in assisting Afghanistan has become less tenable because of growing instability in that country. The process of consultation between the major stake holders including US, Russia, Iran, India and the regional forces represented by the neighbouring countries did not catch up strongly enough to secure a place for India at the Afghan round table. As a consequence, the threat of faith-based terror emanating from the Pak-Afghan belt seemed to be deepening for India. India has to remain proactive about mobilising international opinion in favour of a democratic Afghanistan, prepared against a possible escalation of the threat of cross-border terrorism in Kashmir and elsewhere from an emboldened Pakistan and engaged in constantly building its capabilities of countering any aggressiveness of the two hostile neighbours on the borders. This is the time for India to assert its role as the predominant power in South Asia and work for the security of the region by consolidating its relationship with Bangladesh, Nepal, Sri Lanka, Maldives and the ASEAN on the one hand and actively supporting QUAD for the broad security of the Indian Ocean against any Chinese moves, on the other. Indo-US relations have to be put on a solid strategic footing since the two democracies had the same global commons. The
Biden Administration’s emphasis on rebuilding the bonds with NATO in pursuing the policy of countering any threats ‘jointly with its allies’ suits India because among other things many European nations face the ire of Islamic radicals, like India does in this part of the world. These countries have denounced Pakistan in no uncertain terms for harbouring Islamic extremists and terrorists and their friendship is valuable for India for this alone, the shared values of democracy providing a basic link in addition. The Indian economy has been hit hard because of the pandemic -- this has been a global phenomenon -- but its ‘revival from below’ backed by Prime Minister Modi’s perceptive policy of ‘vocal for local’ suits the genius of India and has already produced a visible impact. If even President Biden’s Jobs Plan aims at executing a ‘blue collar blueprint for building America’ then India’s emphasis on restoring the strength of ‘the middle class’ made a lot of sense. India had the advantage of having many leaders in business who had a global reach -- this would keep the top of India’s economic pyramid strong while the local effort went into reviving its base. A steady shift of the global scene towards bipolarity between the US with its allies leading the democratic world on the one hand and China with its one-party dictatorship heading, on the other, the residual Communist empire left at the end of the Cold War, affects all geographies but the play of Pakistan in this equation makes South Asia the region of prime concern for India. The strategic alliance between China and Pakistan representing the axis of a Communist dictatorship with a regime wedded to Islamic fundamentalism, adds to the security concerns of India that have to be meted out with a well-considered framework of strategic response. First is the challenge in Jammu and Kashmir, more so in Ladakh, on account of the Chinese grip on Pakistan that had become progressively strong because of the ambitious CPEC project built by China in POK on land ceded by Pakistan for that purpose. The threat of Sino-Pak
combine has to be countered in Ladakh particularly after the build-up of PLA there and it is only natural for India to seek to make its military presence there strong enough with the help of aerial power, to provide a deterrent against the adversaries. China wants an opening into the Arabian Sea but it would be aware also of the vulnerability of its economic corridor to India’s prowess. The second concern for India arises from the likely domination of Taliban in a future set-up in Afghanistan -- it could even be the restoration of the Afghan Emirate that Pakistan had installed at Kabul in 1996. Chinese support to Pakistan in Afghanistan would at least partly be in lieu of the Pak silence on the mistreatment of Muslim minorities in China. China’s foreign ministry has in a fresh statement found fault with the US for forcing a rule of its ideological choice in Afghanistan in the name of ‘freedom and democracy’. India can clearly see that Imran Khan’s Pakistan had become recalcitrant towards US and beyond posturing as a friend of America helping the peace dialogue between the US and Taliban in Afghanistan, it had no intention of drawing down on its ‘all weather friendship’ with China. India had to fight another battle with Pakistan, in Afghanistan. The pullout of American troops from there, in a somewhat messy situation, leaves India only with the diplomatic turf to work on and nearer home

Even larger shares of Muslims feel similarly: 80% say it is very important to stop Muslim women from marrying outside their religion, and 76% say it is very important to stop Muslim men from doing so. The survey throws up many findings which may sound contradictory and unbelievable, yet they represent the true feelings of Indians, however convoluted they may be. Prime Minister Modi’s foreign policy has largely rested on bilateral relations and some multilateral associations designed to serve the economic and security interests of all sides. This has served India well by taking national security out of the ideological packaging of the past and letting go of the baggage of the Cold War. India needs to have relations with Israel, Iran and the Gulf states and keep up its defence dealings with Russia to maintain the sovereignty of its own security without hurting its other strategic partners. Our diplomacy has been able to achieve this equilibrium and must be complimented for the same. Our national security doctrine has proved to be very effective, upfront and convincing -- the response of the international community to our stand on security-related issues like Kashmir, has confirmed it. These are the times requiring close monitoring of the external threats and an equally close attention to various facets of our internal security. D.C. CHANDIGARH, JUL 19 (PTI): Three people died and one person was injured in the three-storey building collapse incident in Khawaspur in Haryana’s Gurgaon district, police said on Monday after an around 20-hour operation, amid heavy rains, to rescue those stuck under its debris. The building collapsed on Sunday night and initially, it was feared that five to six people were trapped under the rubble, a senior police officer said. But after verification,
it turned out that there were four people, he said, adding that one body was pulled out from the debris on Sunday night and two more on Monday. The building was located on the Pataudi road in Farrukhnagar in Gurgaon, and according to Manesar Deputy Commissioner of Police Varun Singla, a warehouse company had built it to house labourers. The rescue operation was launched around 8 pm on Sunday, and the injured person was rescued on that
day, police said. “While one was rescued, three persons unfortunately died in the incident. The rescue operation is over now,” Farrukhnagar police station in-charge Sandeep told PTI over phone. Two of the deceased were from Bhiwani in Haryana and one was from Uttar Pradesh. The injured person was also from Uttar Pradesh, police said. The age of those who died in the incident has been stated to be between 28 to 35 years, they said. The police inspector said that a FIR has been registered against the building owner, and one more person under various provisions of the Indian Penal Code, including Section 288 (negligent conduct with respect to pulling down or repairing buildings). Gurgaon Deputy Commissioner (DC) Yash Garg has ordered an inquiry into the incident and directed Sub Divisional Magistrate, Pataudi, to conduct a probe.

A 27-year-old man drowned while allegedly clicking selfies and filming a waterlogged railway underpass in southeast Delhi’s Pul Prahladpur area on Monday, police said. He has been identified as Ravi Chautala of Jaitpur, they said. The police said local people told them that the victim had gone in the waterlogged underpass to click selfies and make videos. “Information was received about the drowning of a person below railway underpass Pul Prahladpur. Fire brigade and divers were called in to rescue him but later his body was recovered and he was identified as Ravi Chautala,” Deputy Commissioner of Police (Southeast) R P Meena said. NEW DELHI, JUL 19 (PTI): A man drowned in a flooded underpass in southeast Delhi on Monday, a day of heavy rain that caused waterlogging and traffic snarls in many parts of the city. As weary Delhiites resigned themselves to another rained out day, Chief Minister Arvind Kejriwal held out the promise of a better tomorrow with a “world class drainage system” soon. People took to social media to upload videos of waterlogged streets, markets and colonies. In some of the videos, people were seen wading through knee-deep water in Najafgarh and Narela markets. Waterlogging was also reported on many road stretches, including ITO, Ring Road and Mathura Road, Pul Prahladpur underpass, Ring Road, areas near Pragati Maidan, Palam, Kirari, Rohtak Road and Dhaula Kuan. The city woke up to incessant overnight rains on Monday morning having received 70 mm rain till 8.30 am that caused waterlogging in several parts of the city. NEW DELHI, JUL 19 (PTI): Rajya Sabha witnessed repeated adjournments on Day One of the Monsoon session amidst uproar over various issues by MPs from Opposition parties who did not even allow Prime Minister Narendra Modi to introduce newly inducted Union ministers to the Upper House. Opposition also sought to raise the issue of the nationality of a newly inducted Union Minister of State alleging he was a Bangladeshi national, but the government dismissed the charge as “baseless” and slammed them for casting such aspersions on a leader from a tribal community. The House, which paid tributes to the departed sitting and former
ocratic traditions, he said. Chairman M Venkaiah Naidu made several attempts to pacify the protesting MPs so that the House could conduct listed business, but in vain. He also rejected 17 notices by different Opposition party members for suspension of the listed business to take up issues raised by them. The first adjournment due to disruptions took place at around 12.45 PM till 2 PM, and one more till 3 PM. But the Opposition’s sloganeering continued leading to adjournment for day at around 3.30 PM. Amidst uproar, the government introduced the Marine Aids to Navigation Bill, 2021, which was passed by Lok Sabha in March. Opposition members led by TMC MP Sukhendu Sekhar Ray and Congress leader Mallikarjun Kharge asked the government to clear its stand over the nationality of a minister.

Tea exports fall to 203.8 million kg in 2020-21
KOLKATA, JUL 19 (PTI): Tea exports dipped to 203.8 million kg during the 202021 fiscal compared to 241.31 million kg in the corresponding period a year ago, official data showed. T h e va l u e o f e x ports fell marginally to Rs 5,311.53 crore in 2020-21 as against Rs 5,457.10 crore in the year-ago period, according to data available with the Tea Board. However, unit price realisation was higher at Rs 260.64 per kg in the reporting year compared to Rs 226.11 per kg in 2019-20. During the last fiscal, the Commonwealth of Independent States (CIS) countries remained the largest importer at 49.08 million kg, which was lower from 59.52 million kg a year ago, the data showed. KABUL, JUL 19 (AGENCIES): Fifteen diplomatic missions and the NATO representative in Afghanistan urged the Taliban on Monday to halt their military offensives just hours after the rival Afghan sides failed to agree on a ceasefire at a peace meeting in Doha. A delegation of Afghan leaders met the Taliban’s political leadership in the Qatari capital over the weekend but the Taliban, in a said in a statement late on Sunday, made no mention
of a halt to Afghanistan’s escalating violence. “This Eid al-Adha, the Taliban should lay down their weapons for good and show the world their commitment to the peace process,” the 15 missions and the NATO representative said, referring to Tuesday’s Muslim holiday in Afghanistan. The statement was supported by Australia, Canada, the Czech Republic, Denmark, the European Union delegation, Finland, France, Germany, Italy,
Japan, Korea, the Netherlands, Spain, Sweden, Britain and the United States and NATO’s senior civilian representative. Over recent Eid holidays, the Taliban have called short ceasefires, saying they wanted to let Afghans spend them in peace. This time there has been no such announcement as the Taliban make swift territorial gains in near-unprecedented levels of fighting nationwide as U.S.-led foreign forces complete their withdrawal after 20 years of fighting. Monday’s statement also condemned rights violations, such as efforts to shut schools and media outlets in areas recently captured by the Taliban. The militants have previously denied such actions. The Taliban said on Monday they had captured the Dehrawood district in Uruzgan province, southwest of Kabul, after heavy clashes with government forces the previous night. Provincial officials confirmed the Taliban advance.

The trial is taking place virtually, but Zuma’s lawyers may seek to postpone the proceedings so he can appear physically in court. LONDON, JUL 19 (PTI): British Prime Minister Boris Johnson on Monday urged caution as the legal lockdown restrictions come to an end in England on so-called “Freedom Day”, even as he remains in self-isolation after coming in contact with UK Health Secretary Sajid Javid who has tested positive for COVID-19. Johnson warned of the “extreme contagiousness” of the Delta variant of coronavirus, which continues to keep the infection rate in the country at very high levels. Under Step Four of
the government’s four-step roadmap to end lockdown, COVID restrictions have now been replaced with guidance emphasising personal judgement and responsibility on face masks in indoor settings and caution in large gatherings. “We’re doing a big opening up, and that’s quite right. Music festival in the Netherlands Iron Maiden releasing new linked to 1,000 new COVID-19 cases album Senjutsu on September 3 M

ron Maiden are to release their 17th studio album ‘Senjutsu’ on September 3. The ‘Run to the Hills’ rockers – who consist of Bruce Dickinson, Steve Harris, Dave Murray, Adrian Smith, Nicko McBrain and Janick Gers – have recorded their first LP in six years in Paris with longstanding producer Kevin Shirley, with Harris serving as a co-producer. The band released an acclaimed animated video for the first single ‘The Writing On The Wall’ last week, made by BlinkInk based on a concept from Dickinson with two former Pixar Executives. It followed a monthlong teaser campaign where fans were given global ‘treasure hunt’ clues about the track title and concept. ‘Senjutsu’ – which is loosely translated as ‘tactics & strategy’ – features Samurai-themed cover artwork from Mark Wilkinson, based on an idea by Harris. The record has a run-
ning time of just 82 minutes and will be a double CD/ Triple vinyl album, just like previous album ‘The Book Of Souls’. Steve said: “We chose to record at Guillaume Tell Studio in France again as the place has such a relaxed vibe. The setup there is perfect for our needs; the building used to be a cinema and has a really high ceiling so there’s a great acoustic sound. “We recorded this album in the same way we did ‘The Book Of Souls’ in that we’d write a song, rehearse it and then put it down to-
gether straight away while it was all fresh in our minds. “There’s some very complex songs on this album which took a lot of hard work to get them exactly as we wanted them to sound, so the process was at times very challenging, but Kevin is great at capturing the essence of the band and I think it was worth the effort! I’m very proud of the result and can’t wait for fans to hear it.” Lead singer Bruce added: “We’re all really excited about this album. We recorded it back in early 2019 during a break in the Legacy

ore than 1,000 attendees of an outdoor music festival in the Netherlands have reportedly tested positive for COVID-19 since the event took place. Verknipt Festival in Utrecht boasted more than 20,000 attendees and was described as a Covid-secure return for dance music, preventing entry to anybody without full vaccination or proof of a negative test. However, CNBC reports that the event is at the centre of a mass Covid outbreak, as confirmed by Utrecht’s regional heath board. “We cannot say that all these people were infected at the festival itself,” said Lennart van Trigt, a spokesman for the Utrecht health board, per Pitchfork. “It could also be possible that they’ve been infected while travelling to the festival or in the evening before going to the festival or having an after-party.” Van Trigt added that festival-goers were permitted to take tests up to 40
hours before the event, which he described as “too long” a window. It has since been reduced to 24 hours. “In 40 hours people can do a lot of things like visiting friends and going to bars and clubs,” van Trigt added. The Dutch prime minister and health minister have apologised for lifting restrictions too early while Utrecht mayor Sharon Dijksma, who is said to have taken a selfie at the festival, apologised for the “error of judgment” in going ahead with the event. The outbreak comes as gig-goers in England prepare to return to watch live
music on ‘freedom day’. As part of the government’s unlocking plan, nightlife has today (July 19) returned in England without social distancing or capacity limits as the country enters the fourth and final stage of its route out of lockdown.

NEW DELHI, JUL 19 (IANS): Former Indian football captain Bhaichung Bhutia feels that not all foreign coaches are tactically very strong and that even Indians could make for good tacticians provided they have the necessary skills to guide the team. While not delving into the argument whether the current Indian coach, Croatia’s Igor Stimac, was the ideal tactician for the senior
side, Bhutia told IANS that, “All foreign coaches are not bad and at the same time all foreign coaches are not great. The same is the case with Indian coaches. “It depends upon under which coach (and) at what time you play. I was lucky to play under one or two foreign coaches who were extremely good like Bob Houghton. Similarly, I have played under some foreign coaches who were not good enough.
Same is the case with Indian coaches. So, you cannot really differentiate,” he added. “So let me finish it this way that, I have played under some foreign coaches who were not so great and also played under some who were wonderful.” The former striker felt that though Indian coaches knows the players, climate and culture of the country better, it’s the technical expertise that keeps foreign coaches ahead.

TOKYO, JUL 19 (AGENCIES): Organisers of the Tokyo Olympics have warned accredited par ticipants against visiting restaurants that open after 8 p.m. or serve alcohol, citing a “grave reputational risk”, according to the note they sent out. Japan has declared a state of emergency for Tokyo that will run through its hosting of the Olympics. Public concern has grown that staging an event with tens of thousands of overseas athletes, officials and journalists could accelerate infection rates in Japan’s capital and introduce variants that are more infectious or deadlier. Japanese media reported cases where those accredited for the Games were seen drinking in Tokyo’s downtown areas or violating quarantines. to remove comments and accounts that repeatedly break our rules, there are safety features available, including comment filters and message controls, which can mean no one has to see this type of abuse. “No single thing will fix this challenge overnight but we’re committed to the work to keep our community safe from abuse.” In a joint statement, Mercedes, Formula One and motor sports governing body FIA condemned the abuse of Hamilton and sought punishment for those guilty. “These people have no place in our sport and we urge that those responsible should be held accountable for their actions,” the statement read.
