SC panel’s clean chit to Adani group: prima facie no violation RBI to withdraw Rs 2,000

NEW DELHI, MAY 19 (AGENCIES): A Supreme Court-appointed panel of experts examining India’s regulatory mechanism in an investigation linked to the Hindenburg allegations has given a clean chit to the Adani Group and has said it appears there was no regulatory failure on the part of market regulator SEBI. The experts’ committee comprising domain experts has also said there was no price manipulation on the part of the Adani Group and that the conglomerate had taken necessary steps to comfort retail investors. The mitigating measures taken by the group had helped in building confidence in the stock and the stocks are stable now, the panel said.

“At this stage, taking into account the explanations provided by SEBI, supported by empirical data, prima facie, it would not be possible for the committee to conclude that there has been

a regulatory failure around the allegation of price manipulation,” the panel said in the report submitted to the Supreme Court.

It also said there is a need for an effective enforcement policy that is “coherent and consistent” with the legislative position adopted

by SEBI or Securities and Exchange Board of India.

The Supreme Court had appointed the committee of domain experts alongside the investigation that SEBI was conducting into Hindenburg’s allegations against the Adani Group.

The committee, which recently submitted its findings to the Supreme Court, said SEBI had found out some entities had taken a short position before the Hindenburg report and had profited after the price crashed following the report. The committee found no pattern of artificial trading or wash trades among the same parties multiple times.

No coherent pattern of abusive trading came to light either, said the committee.

(PTI/AGENCIES): In a surprise move, the Reserve Bank of India (RBI) on Friday announced withdrawal of Rs 2,000 currency notes from circulation but gave public time till September 30 to either deposit such notes in accounts or exchange them at banks.

Unlike the November 2016 shock demonetisation when old Rs 500 and Rs 1,000 notes were invalidated overnight, the Rs 2,000 notes will continue to be a legal tender till September 30.

RBI has advised banks to stop issuing Rs.2000 notes with immediate effect.

The Rs.2000 denomination banknote was introduced in November 2016 under Section 24(1) of RBI Act, 1934, primarily to

(NPN): Dimapur city, Dimapur District Citizens’ Forum (DDCF) has expressed disappointment with the traffic congestions and deplorable condition of the roads in Dimapur and has therefore, urged upon the authority responsible to address related issues.

DDCF through its media cell, informed several issues including road infrastructure were discussed during its first executive meeting held at Hotel Saramati, Dimapur on May 13, 2023.

Lok Sabha polls 2024: ECI allocates EVMs, VVPATs State govt initiates major bureaucratic rejig D I M A P U R , M AY 1 9 (NPN): In view of the conduct of upcoming general elections to the Lok Sabha, 2024, the Election Commission of India has already allocated the required quantity of EVMs & VVPATs to be used in all the 2315 existing polling stations in Nagaland.

In a press note, chief electoral officer (CEO) Nagaland, V Shashank Shekhar, informed that Nagaland would use the latest M3 model EVMs & VVPATs manufactured by ECIL (Electronic Corporation of India Limited), Hyderabad, a Public Sector Undertaking of the Ministry of Atomic Energy.

CEO informed that the total quantity of EVMs and VVPATs allocated was 3945 Ballot Unit (BU), 4736 Control Unit (CU) and 4252 VVPATs, out of which, 550 BUs, 1450 CUs and 900 VVPATs were newly manufactured machines and the rest EVMs & VVPATs were the same machines used dur-

ing the recently conducted State Assembly Election in February 2023 excluding those malfunctioned machines. With this allocation, CEO said Nagaland would have BU 170%, CU 204% and VVPAT 183% of the total existing 2315 polling stations in the State, which is sufficient to conduct the upcoming Lok Sabha 2024 elections.

From the newly manufactured EVMs & VVPATs, CEO said 250 BUs, 1150 CUs and 600 VVPATs have already reached the respective districts of the State. He said that for the remaining, 300 each of BU/ CU/VVPAT all necessary

Revoke transfer of asst. profs: Village council, student bodies appeal CM, DyCM and others condole D I M A P U R , M AY 1 9 (NPN): Khensa Village Council (KVC) and Khensa Students’ Union (KSU) and have appealed to the higher & technical education (H&TE) department to retain the transferred assistant professors at Mokokchung College of Teacher Education, Yimyu.

In a letter addressed to the commissioner & secretary H&TE, KSU president Putuchiba Walling and KVC chairman I Alemmeren Longchar expressed deep concern over the relocation of two teachers on attachment basis from MCTE. The signatories said that relocation of two teach-

ers would create shortage of teaching faculty and derecognition of B.ed College from MCTE. Therefore, KSU and KVC has appealed to the department to revoke the order immediately in the larger interest of the public and the student community.

The two bodies warned that they cannot remain a mere spectator when the education system in the district was affected resulting in a negative impact on the students.

KSU said it would leave no stone unturned in its demand to revoke the transfer order of the teachers.

FACSU appeal: Reacting to the recent government order transferring teachers/ assistant professors, the Fazl Ali College Students’ Union (FACSU) has appealed to the state government to reconsider its order and retain the transferred assistant professors at Fazl Ali College.

FACSU general secretary Tushikaba stated that at a time when FAC was already understaffed, the government issuing transfer order has “immensely disheartened” the students.

The union stated that sudden displacement of teachers has led to disruption in the learning process.

It stated that sending away

five teachers for a duration of six months, which was an entire semester in an academic session, would have irreparable repercussions.

FACSU stated that introduction of the four-year undergraduate programme (FYUGP) under the New Education Policy (NEP) from the new academic session, 2023 concurrent with the old Nagaland University Syllabus (2012) and the Choice Based Credit System (CBCS) since 2022 would put additional strain on the college’s departments.

It stated that as per the University’s Order dated March 24, 2023, the FYUGP NEP “needs to

be implemented from the coming academic session of 2023.” The union said that the English syllabus, which previously had 15 papers, would now have no less than 27 papers to teach in all the semesters.

Similarly, the union said that Botany syllabus, which had 24 papers previously, would now have 51 papers-- practical included.

As such, it said the college would require additional staff in all departments immediately.

FACSU stated that the situation has been further hampered by government transfer order.

DIMAPUR: Minister of State for Social Justice & Empowerment, A. Narayanaswamy on Friday reviewed the implementation of Centrally Sponsored Schemes in Wokha district.

A DIPR report stated that the minister visited Longsa village and held interaction with the public leaders, village council and Self Help Group to get first-hand information on the Centrally Sponsored Schemes.

He said that under the dynamic leadership of Prime Minister of India Narendra Modi, the government was keen to develop the Northeastern states.

It was for this reason, the Government of India has been giving special attention and have been monitoring all the schemes and programmes to ensure that the schemes were properly implemented and the general public were benefitted.

Meanwhile, Longsa Village Council submitted a memorandum to the MoS for widening and blacktopping of Longsa village road covering about 3 km and construction of RCC bridge. Later, the minister also held an interaction with all the Head of Offices under Wokha district.

In a section of media, it appeared that in the memorandum submitted to Union home minister Amit Shah, the 10 tribal MLAs alleged all Kuki police of-

ficers from the DG down to the constables were stripped of all power, disarmed and rendered inactive much prior to May 3, the day ethnic violence broke out in the state.

“As it was premeditated, all Kuki police officers from the DG/Addl DG,jt DG down to the constables were stripped of all powers, disarmed and rendered inactive much prior to the 3rd May, while Meitei police were let loose upon Kuki residents of the city as well as of the foothill

villages on the 3rd of May and thereafter.

As a result of the backlash in the hill areas, all Meitei police staff have abandoned their posts in all hill stations,” the memorandum had stated.

The DGP, in a press statement today, rubbished the allegations while clarifying that “there is no such action taken by the government or from any quarter.”

All the Kuki/Meitei policemen right from the DGP to the lowest rank, whether in Khaki or in Green, are all performing their duties to their best wherever they are assigned, the DGP clarified.

On the other hand, DGP P Doungel (who is a Kuki) met with state Governor Anusuiya Uikey at Raj Bhavan today and briefed on the present law and order situation and the efforts being taken up to restore peace and normalcy in the state.

ITANAGAR, MAY 19 (PTI): Arunachal Pradesh Governor Lt Gen K T Parnaik on Friday reviewed the status of air services in the state and raised concern over various issues such as encroachment at advanced landing grounds, shortage of trained manpower in flight operations.

Addressing senior officers of the state’s civil aviation, police, and tourism departments, Airport Authority of India and private airline operators at Raj Bhavan here, the governor said air services are the lifeline of people in emergency and for easy travel in a short time especially in a hilly state like Arunachal Pradesh.

Parnaik exhorted the officials to think for future and prepare themselves to cater to enhanced footfalls in the tourism sector in days to come.

He expressed serious concern over encroachment at ALGs, shortage of trained manpower and technical

issues in flight operations, a Raj Bhawan official said.

Parnaik assured officials that he will take up these issues and new projects under the “Ude Desh ka Aam Naagrik”, a regional connectivity scheme, with the Union Ministry of Civil Aviation and the Ministry of Defence.

The governor also reviewed air operations and development of the Donyi Polo Air port near here besides, issues related to advanced landing grounds and inner line permits at airports.

Civil Aviation and Tourism Secretary Swapnil M Naik, Assistant Inspector of Police (Operations) Dinesh Gupta, and Airport Director Dilip M Sajnani apprised the governor of tourism, security, and air services at the Donyi Polo Airport.

Airport managers of IndiGo, Alliance Air and Flybig airlines were also present during the meeting.

Correspondent IMPHAL, MAY 19: In fresh violence in Manipur, suspected Kuki militants torched at least three houses in Imphal East district bordering Kangpokpi district on Friday.

Reports said that the suspects set afire three houses at Dolaithabi, a village at the border with Saikul sub-division of Kangpokpi district which was deserted after the violence broke out on May 3 last.

On the same day the violence broke out , the suspects who attacked the villagers with sophisticated arms had torched over 30 villages.

The three houses were set afire after some displaced villagers went to collect their belongings and foodgrains from their abandoned homesteads with security protection

provided by the troops of Assam Rifles.

The report said that in response to a request of the villagers, the Assam Rifles troopers gave them an hour’s time to visit their homesteads and collect their belongings and foodgrains on Friday morning.

However, soon after the villagers and the security personnel left the village, the suspected militants climbed down from the hill side and set afire the houses.

According to a local report, the villagers who visited their homesteads saw armed Kuki militants uphill while they were in the village.

Another report said that a Shaktiman truck parked at the front courtyard of a house at deserted Torbung village of Bishnupur district bordering

Churachandpur was also set afire by suspected militants at 2 pm on Friday.

Except the torching of three houses and the vehicle, no untoward incident was reported even as the curfew in the violencehit districts was relaxed from four to 11 hours on Friday.

In Imphal East and Imphal West districts, the curfew was relaxed from 5am till 4pm and during the curfew relaxation hours, people, particularly womenfolk continued to stage peaceful demonstrations in their respective localities.

The sit-in-demonstrations demanded immediate withdrawal of the tripartite suspension of operation truce with the Kuki-based militant groups while calling for protection of the territorial integrity of Manipur.

The Rs 45 crore project will be executed by a special purpose vehicle. SDCL and IWAI will jointly contribute 55 per cent of the project cost and the remaining will be borne by ATDC, it said.

DIWT has consented to the use of ghats near the temples free of cost for the project, the release added.

AGARTALA, MAY 19 (PTI): Launching a scathing attack on the royal family, former Tripura Chief Minister and CPI(M) politburo member Manik Sarkar alleged that the kings did little for the state’s overall development in their 1,300 years rule.

Sarkar said that they had only opened some schools in the names of kings and queens and dug some lakes.

“The kings have ruled the northeastern state for 1,300 years banking on the tax collected from erstwhile Chaklarosanabad (now in Bangladesh). Except building a (Ujjayanta) palace in Agartala they did little for the state,” he alleged during a party programme in Sepahijala’s district Sonamura on Thursday. “They made an understanding with the colonial force (British) and ruled the hilly state by collecting revenue from Chakla Roshnabad as there was no scope of revenue from Hill Tripura”, he said.

Without naming Tipra Motha leader Pradyot Kishore Manikya, Sarkar said now one person has taken a vow to liberate 13 lakh people leaving behind the rest of the population.

GUWAHATI, MAY 19 (PTI): The Assam government and the Inland Waterways Authority signed an MoU here on Friday to connect seven religious sites around the city through waterways, officials said.

The project will facilitate ‘hop on hop off ’ ferry service, which will connect the seven historic and religious sites of Kamakhya, Pandunath, Aswaklanta, Doul Govinda, Umananda, Chakreshwar and Auniati Satra around Guwahati, an official release said.

The project is being developed under Sagarmala Programme.

Siddaramaiah’s ministry to be sworn-in today

BENGALURU, MAY 19 (PTI): Siddaramaiah will be sworn in as Chief Minister for the second term on Saturday, along with his deputy D K Shivakumar and a group of legislators as Ministers, exactly a week after Congress swept the Assembly polls in Karnataka.

Congress chief M Mallikarjun Kharge has invited leaders of several like-minded parties for the swearingin ceremony, which will see Governor Thaawarchand Gehlot administering the oath of office and secrecy to the Chief Minister and his Cabinet at 12.30 PM at Kanteerava Stadium here.

The venue is the same place Siddaramaiah took oath in 2013, when he became Chief Minister for the first time. The event may turn out to be a show of strength for opposition parties amid unity efforts to take on the ruling BJP in the 2024 Lok Sabha elections.

The Congress on Thursday named Siddaramaiah as the next Chief Minister and state PCC chief Shivakumar, a strong contender for the top post,

A meeting of the Congress Legislature Party (CLP) later on Thursday formally elected Siddaramaiah as its leader and Chief Minister, following which he staked his claim with the Governor, who invited him to form the government.

The 75-year-old will become the CM for the second time after his earlier five-year stint from 2013.

While 61-year-old Shivakumar, who had earlier worked as Minister under Siddaramaiah, will also continue as

the party’s Karnataka state president till Parliamentary elections are over next year.

Chief Minister-designate Siddaramaiah and his deputy D K Shivakumar left for New Delhi today to discuss with the party’s high command regarding names of legislators who will be inducted into the Cabinet and also allocation of portfolios.

The first daunting task that Siddaramaiah is expected to face is putting in place a Cabinet with the right combinations that will strike a balance in having representatives from all communities, regions, factions, and also from among

With the sanctioned strength of the Karnataka Cabinet being 34, there are too many aspirants for ministerial berths.

It is expected that at the first cabinet meeting after the swearing-in tomorrow, the new government might take measures to implement five guarantees.

‘guarantees’ — 200 units of free power to all households (Gruha Jyoti), Rs 2,000 monthly assistance to the woman head of every family (Gruha Lakshmi), 10 kg of rice free to every member of a BPL household (Anna Bhagya), Rs 3,000 every month for graduate youth and Rs 1,500 for diploma holders (both in the age group of 18-25) for two years (YuvaNidhi), and free travel for women in public transport buses (Shakti), on the very first day of assuming power in the state.

“Fulfilling the promises made to the people is our first priority,” the Deputy Chief Minister-designate Shivakumar said today.

Elaborate security measures have been put in place in and around the venue to ensure that the event goes on smoothly without any hurdles amid the presence of several national level leaders and those from other states, officials said and added that traffic movement will also have to be managed as the event will take place in the heart of the city.

They further asserted that Ramalinga Reddy won more elections than Shivakumar and Siddaramaiah and hence he should be considered for the post of Deputy Chief Minister.

Meanwhile, former Union Minister K.H. Muniyappa said that for the past 20 years, the demand was being made for a Dalit Chief Minister. “This time the community has to be given a Deputy Chief Minister’s post,” he said According to sources, he is lobbying for a top portfolio in the new Karnataka government for his daughter Roopa Shashidhar, an MLA from Kolar district.

Muniyappa won from the Devanahalli seat this time.

NEW DELHI, MAY 19 (PTI): Delhi Cabinet ministers on Friday went to Lieutenant Governor V K Saxena’s residence to request him to follow the Supreme Court’s verdict on matters pertaining to services.

Raj Niwas officials said the ministers arrived without any prior appointment

or information. The LG is in a meeting with Municipal Corporation of Delhi and Delhi Jal Board officials and presidents of 13 Common Effluent Treatment Plants (CETP) on Yamuna pollution, they said.

In a tweet, the AAP said, “Delhi’s cabinet ministers waiting outside the

office of LG. All the ministers have come to ask the question to LG -- why he is not following the orders of the Supreme Court? Why hasn’t the file of the Services Secretary been signed for two days?”

The party also shared pictures and videos of the ministers, including Saurabh Bharadwaj, Atishi, Gopal Rai and Kailash Gahlot, waiting outside the Raj Niwas.

Earlier in the day, Bharadwaj, the services minister, wrote a letter to the LG and urged him to clear a file related to the transfer of Services Secretary Ashish More, saying several administrative changes were held up due to the delay.

He said the file had been sent two days back.

CONG SAYS ‘COMPLETE INSULT’ TO COUNTRY’S FOUNDING FATHERS NEW DELHI, MAY 19 (PTI): With Prime Minister Narendra Modi set to inaugurate the new Parliament building on May 28, which happens to be the birth anniversary of Hindutva ideologue V D Savarkar, several opposition parties on Friday targeted the government with the Congress calling it a “complete insult” to the country’s founding fathers.

Some opposition parties also asked why would the prime minister, who is the head of the executive and not the legislature, inaugurate it.

Congress general secretary Jairam Ramesh said on Twitter, “A complete insult to all our Founding Fathers and Mothers. A total rejection of Gandhi, Nehru, Patel, Bose, et al. A blatant repudiation of Dr. Ambedkar.”

He was responding to a tweet by TMC MP Sukhendu Sekhar Ray, who tweeted, “26 November 2023- Indian Constitution which gifted parliamentary democracy to the nation shall step into 75th year which would’ve been befitting for inauguration of new Sansad Bhawan. But it shall be done on 28 May, birthday of Savarkar- How much relevant?”

Lok Sabha Speaker Om Birla met Modi on Thursday and extended an invitation to inaugurate the new building, the Lok Sabha Secretariat said.

“Prime Minister Shri Narendra Modi will inaugurate the new Parliament building on 28th May 2023, which is also the 140th

birth anniversary of Vinayak Damodar Savarkar, the great son of India,” BJP IT department head Amit Malviya tweeted.

AIMIM chief Asaduddin Owaisi asked why should the prime minister inaugurate the Parliament building?

“He is head of the executive, not legislature. We have separation of powers and Hon’ble Lok Sabha Speaker and Rajya Sabha Chair could have inaugurated (it). It’s made with public money, why is PM behaving like his ‘friends’ have sponsored it from their private funds,” Owaisi said on Twitter.

Congress whip in Lok Sabha Manickam Tagore reiterated the party’s allegation that its members were not allowed to speak in Parliament and their microphones were switched off.

“We need to understand that the Parliament is not just about bricks, cement and steel. It is also about the voices of people who are voiceless. It’s not about chairs, space, it is not about the facilities. It is about the right of the opposition members to speak,” he said.

NEW DELHI, MAY 19 (PTI): Opposition parties targeted Prime Minister Narendra Modi on Friday over the RBI’s announcement on the withdrawal of Rs 2,000 currency notes from circulation, with the Congress saying the move was “typical of our selfstyled vishwaguru” and his method of “first act, second think”.

The Congress also said demonetisation has come a full circle and added that the Rs 2,000 note was a “band-aid to cover up the foolish decision of demonetising” Rs 500 and Rs 1,000 notes.

Left parties, including the CPI and the CPI(M), and the AAP also attacked the government over the issue.

“disaster”, in an apparent reference to the demonetisation exercise of November 8, 2016, when the legal tender status of all Rs 500 and Rs 1,000 bank notes was withdrawn by the Modi government.

“The Rs 2000 note is hardly a popular medium of exchange. We said this in November 2016 and we have been proved correct.

The Rs 2,000 note was a band-aid to cover up the foolish decision of demonetising Rs 500 and Rs 1,000 notes which were popular and widely exchanged currencies,” he said on Twitter.

Long drawn out process

I

t appears that the fate of holding election to Urban Local Bodies(ULBs) in Nagaland would have to wait till the Supreme Court decides on the outcome of the contempt of court proceedings against the state of Nagaland in July. The case has arisen since the government of Nagaland had attempted to skirt the issue of holding election to ULBs on May 16 as assured to the apex court which was hearing the case on holding elections to ULBs with 33% women reservation as mandated by the 74th constitutional amendment. However, on March 28, the 14th Nagaland Legislative Assembly passed the Nagaland Municipal Act(Repeal Bill 2023) to effectively mean that the state has no municipal act. In response, the apex court nullified the NLA resolution on April 5 and also initiated contempt of court proceedings against the state. The first hearing was held on April 18 during which the apex court observed that the “ingenious method” of repealing the Nagaland Municipal Act, 2001 was adopted to evade the undertaking given to the apex court about holding the elections. The court dismissed the pleas made by the state that the repeal of the Act was in the interest of customary laws. The court held that holding of polls to ULBs with 33% women reservation did not in any way, affect the protective law on customary and religious practices under Article 371A but opposing the polls was an attempt to deprive empowerment of women.

The third hearing was on May 1 when the apex court granted two weeks time to the union government to place of record, its stand on the constitutional scheme of one-third reservation for women in municipality and town council elections can be violated

by Nagaland, where the assembly had passed a resolution to repeal the municipal act and resolved not to hold the elections to the urban local bodies (ULB). On the fourth hearing on May 18,it appears that the case is likely to be a long drawn battle . On May 18, the apex court while expressing displeasure with the repealing of the Nagaland Municipal Act 2001 by the government of Nagaland, said that though it respects the local sentiments yet reiterated that the law of the land(74th constitutional amendment part IV) has to be followed. The learned judges also told the counsel for Nagaland that the law of the land cannot be undermined under any consideration since there was nothing that affects personal rights or personal laws by holding polls to ULBs. The apex court made it clear that in a nutshell, the position was that the state was unwilling to implement the assurances given to the court on the right or wrong pretext that there are groups who don’t want 33% women reservation and that the state does not want to go against them. The court asked whether the state can “succumb to blackmail” if a section of a society have a contrary point of view on the issue?.

The apex court then listed the matter for hearing in July next and it remains to be seen whether the case will conclude by then or extend further.

I feel sorry for the Christian who doesn’t have something in the circumstances of his life that he wishes were not there.

“Shall tribulation…?” Tribulation is never a grand, highly welcomed event; but whatever it may be— whether exhausting, irritating, or simply causing some weakness— it is not able to “separate us from the love of Christ.” Never allow tribulations or the “cares of this world” to separate you from remembering that God loves you (Matthew 13:22).

“Shall…distress…?” Can God’s love continue to hold fast, even when everyone and everything around us seems to be saying that His love is a lie, and that there is no such thing as justice?

“Shall…famine…?” Can we not only believe in the love of God but also be “more than conquerors,” even while we are being starved?

Either Jesus Christ is a deceiver, having deceived even Paul, or else some extraordinary thing happens to someone who holds on to the love of God when the odds are totally against him. Logic is silenced in the face of each of these things which come against him. Only one thing can account for it— the love of God in Christ Jesus. “Out of the wreck I rise” every time.

FNR on repatriation of Naga ancestral remains I ntroduction The Forum for Naga Reconciliation (FNR), the Pitt Rivers Museum (PRM) and Naga researchers from the University of Edinburgh and the University of Melbourne have been collaborating to find ways forwards towards the future care of Naga ancestral remains in the Museum’s collections.

When PRM opened their doors on September 22, 2020, after being closed for a period of 5 months due to the COVID-19 pandemic, they removed human remains from their exhibition displays. This was a result of their comprehensive review, and renewed efforts to work with different communities to return ancestral human remains taken during the period of Britain’s imperialism. The Naga human remains are part of this endeavour, and Naga ancestral human remains have been taken down from their exhibits and stored in boxes. Currently, approximately 214 Naga ancestral remains (a combination of skeletal ancestral remains and objects made with components such as human hair or bone) are in the Museum’s care.

Dr Dolly Kikon, a Naga anthropologist, and Associate Professor at the University of Melbourne, on reading of PRM’s initiative in The Guardian, contacted the Museum’s Director to ask about the status of Naga ancestral human remains. Afterwards, she discussed with the FNR regarding the Naga ancestral remains in PRM. Eventually, the PRM reached out to the FNR due to its involvement in reconciliation work, which led to a dialogue examining issues together around repatriation of ancestral remains, the processes and procedures involved, and its intersection with reconciliation and social healing.

Based on these preliminary discussions with PRM, the FNR initiated discussions and conversations within Naga communities to assess and understand the issue of ancestral remains by interacting with various individuals from all over the Naga areas.

The PRM has expressed it

is keen to work with FNR, “We know the FNR’s ongoing work on issues of healing, forgiveness, reconciliation, and mending historically difficult relationships within the Naga context, will be of crucial importance to help us to enable meaningful discussions among the Naga traditional elders, leaders and representatives of indigenous communities regarding the future care of these remains, including their restitution if and when requested.”

In its strategic plans, the PRM has expressed its commitment to “a process of redress, reconciliation and social healing through collaboration with stakeholder communities through openness and listening with a focus of mending historically difficult relationships.”

The Process and Time Frame The repatriation process of ancestral remains is inter-disciplinary and consists of several phases. The phases include Public Engagement, Provenance Research (identification of closest legitimate group or community that can claim ownership of the ancestral human remains), Documentation of opinion from different Naga cultural communities, making an Official Claim for repatriation based on response received from the communities, Visit of Naga cultural communities (tribes) to the PRM for examining the ancestral remains and fostering dialogue, and Approval and Returns of the ancestral remains.

The entire process may take anywhere between 8-15 years.

Throughout this journey, the method we employ is participatory research which involves community engagement, field research, building public awareness and consensus, and adherence to international law.

Further, the process is guided by a commitment to nurture reconciliation and healing, promote activities and reflection around decolonizing methodologies, and incorporate cultural practices and legal instruments that honor the rights of indigenous peoples.

FNR as Facilitator The FNR’s role is that of a

facilitator to develop and enable a Naga response to PRM’s invitation regarding the care and/or return of Naga ancestral human remains currently stored at the museum. This involves initiating a process of open dialogue, research, and consultation with Naga cultural communities (tribes), civil society, churches, and the Nagaland state government.

Recognizing that the process needs to be an inclusive, participatory collaborative and communityled process, the FNR has officially written of the unfolding process to the Naga tribe organizations. FNR has had meetings with some of those who responded and are still waiting to hear from those who are yet to respond. On the issue of ancestral human remains, the PRM primarily engages with the community since the surviving descendants of the ancestral remains or the community need to be closely involved when making the claim. As the process develops in substance, FNR will reach out to consult with the Nagaland state government and share the opinion of the people.

FNR understands this is an ongoing process of consultation at multiple levels across society which will take place incrementally – one step at a time. The FNR is clear that the Naga people who have the ownership of the process will decide the future of the Naga ancestral human remains.

Recover Restore and Decolonise Team - RRaD To facilitate and consolidate the various activities surrounding the ancestral human remains, the FNR formed the Recover Restore and Decolonise (RRaD) team to study and network with indigenous experts, conduct participatory action research, and generate public awareness. If the Naga people decide to repatriate the human remains, RRaD’s responsibility will be to develop a strong and viable case to make an official claim to the University of Oxford. The FNR requested Dr Dolly Kikon and another Naga anthropologist, Dr Arkotong Longkumer, Senior Lecturer at the

University of Edinburgh, UK, who already has an ongoing association with PRM, to assist and be part of the RRaD team.

RRaD has already begun multiple activities such as gathering information through interviews, informal interaction, focus groups, workshops, survey questionnaire, etc; consultation with community leaders and young people; public engagement and awareness building through PRM videos, public lectures, comic book, videos, etc.

The team has engaged and will continue to learn from other communities already undergoing the process of repatriation of ancestral human remains.

Going forward, the RRaD team will evolve, broaden, and expand to include more researchers. FNR has requested the Naga tribal organizations it has met to suggest researchers to be part of RRaD, especially during the phase of provenance research.

A Naga Pathway FNR is conscious and mindful of the Naga peoples’ complex historical context and narratives. The Naga experience with colonization is one that continues to this day.

While acknowledging the roots of colonialism, we need to have the ability to focus and engage with both past and current experiences.

For instance, FNR has learnt from our work on reconciliation and healing that we need to engage with the burdens of our violent colonial history in order to heal from current traumas and pains. We cannot compartmentalize history by disengaging the present from the past.

In the Naga context, engaging with repatriation needs to occur in the context of decoloniality. Only then can we create a Naga pathway that responds to questions of repatriation and colonial violence.

This calls for open mindedness and diligence from people of all walks of life and disciplines to explore the Naga path. Repatriation is not just about bringing our ancestors back to their rightful place, it is about creating spaces to tell our own stories

Financial inclusion and the North East India

Measures by RBI and GOI towards Financial Inclusion: Historically, the Reserve Bank of India (RBI) and the Government of India (GOI) have been making efforts to increase banking penetration in the country. Some of these measures include the creation of State Bank of India in 1955; nationalisation of commercial banks in 1969 and 1980; initiating the Lead Bank Scheme in 1970; establishing Regional Rural Banks (RRBs) in 1975; introducing a Self -Help Group (SHG)-Bank Linkage Programme in 1992 and formulating the Kisan Credit Card scheme in 2001. In November 2005, banks were advised to make available a basic banking ‘no-frills’ account with low or nil minimum stipulated balances as well as charges to expand the outreach of such accounts to vast sections of the population.

In order to ensure that persons belonging to low-income group, both in urban and rural areas do not encounter difficulties in opening bank accounts owing to procedural hassles, the know your customer (KYC) procedures for opening accounts has been simplified. The Reserve Bank has directed banks to make available all printed material used by retail customers in English, Hindi and the concerned regional language.

In January 2006, banks were permitted to utilize the services of non-governmental organizations (NGOs/SHGs), micro-finance institutions and other civil society organizations as intermediaries in providing financial and banking services through the use of business facilitator and business correspondent models. To extend hassle-free credit to bank customers in rural areas, the guidelines on General Credit Card (GCC) schemes were simplified to enable customers’ access credit on simplified terms and conditions, without insistence on security, purpose or end-use of credit. With a view of providing hassle free credit to customers, banks were allowed to issue general credit cards akin to Kisan Credit Cards (KCC).

Consequences of Financial Exclusion: Financial exclusion is a serious concern among lowincome households as well as small businesses, mainly located in semi-urban and rural areas. Consequences of financial exclusion will vary depending on the nature and extent of services denied. Financial

exclusion complicates day-to- day cash flow management - being financially excluded the low-income households as well as the micro and small enterprises deal entirely in cash and are susceptible to irregular cash flows.

Low-income households, the absence of access to bank accounts and other saving opportunities result in lack of savings ; low investments; lack of financial planning and security for old age ; difficulties in gaining access to credit or getting credit from informal sources at exorbitant rates ; increased unemployment due to lack of self –employment opportunities ; higher incidence of crime etc. Thus, financial exclusion not only widens the ‘Rich-Poor divide’, it also leads to ‘Social Exclusion’.

The Challenged ahead: The banking industry in India has undergone certain fundamental changes over the last two decades.

Reforms since the early nineties in the banking sector have facilitated increasing competition, the development of new generation private sector banks as well as technological breakthrough in diverse financial products, services and delivery channels. With the recent developments in technology, both delivery channels and access to financial services have transformed banking from the traditional brick-and-mortar infrastructure like staffed branches to a system supplemented by other channels like automated teller machines (ATM), credit / debit cards, internet banking, online money transfer, etc. But access to such technology is restricted only to certain segments of the society.

There is a growing divide, with an increased range of personal finance options for a segment of high and upper middle-income population and a significantly large section of the population who lack access to even the most basic banking services.

Experience has shown that in the initial phase of real and financial sector reforms, there is a need to build in adequate provisions ensuring that the economically weak segment of population have increased participation in the process of economic growth and social development. Reforms in financial systems, therefore, need to be complemented by measures that encourage the institutions, instruments, relationships and financing arrangements to be prop-

erly geared for providing sound, responsive financial services to the majority of the people who do not have such access. The essence of financial inclusion is in trying to ensure that a range of appropriate financial services is available to every individual and enabling them to understand and access those services.

For promoting financial inclusion, we have to address the issue of exclusion – of people who desire the use of financial services, but are denied access to the same. Financial exclusion has a geographic dimension as well.

Inaccessibility, distances and lack of proper infrastructure hinder financial inclusion. Vast majorities of population living in rural areas of the country have serious issues in accessing formal financial services. And that is the challenge before the banking industry today in India. Therefore, financial institutions have to ponder on the following areas so as to reach out vulnerable sections of the society and include them in the financial network. These are, Appropriate Technology; Appropriate and Efficient Delivery model; Mainstream banks’ determination and involvement; Strong Collaboration among Banks, Technical Service Provider, BC Services; Involvement of all -Especially the state administration at grass-root level; Liberalisation of BC model; Financial education/ literacy.

Conclusion: Access to finance, especially by the poor and vulnerable groups is a prerequisite for employment, economic growth, poverty reduction and social cohesion. Further, access to finance will empower the vulnerable groups by giving them an opportunity to have a bank account, to save and invest, to insure their homes or to partake of credit, thereby facilitating them to break the chain of poverty. Thus, “Financial inclusion has become an issue of worldwide concern, relevant equally in economies of the under- developed, developing and developed nations. Building an inclusive financial sector has gained growing global recognition bringing to the fore the need for development strategies that touch all lives, instead of a select few.”

Hence, while terminologies may be universal, the character, meaning, experiences, and applications need to be defined, contextualized, and implemented according to the historical context and narrative of a people.

FNR and RRaD are committed to reflecting and centering the process on Naga wisdom, narratives, and values, while also learning from other communities, when forging a Naga pathway.

NEW DELHI, MAY 19 (PTI): India is fully prepared and committed to protecting its sovereignty and dignity, Prime Minister Narendra Modi said on Friday and asserted that the future development of the India-China relationship can only be based on mutual respect, mutual sensitivity and mutual interests.

Responding to questions over the India-China standoff in eastern Ladakh, Modi in an interview with the Japanese publication Nikkei Asia, also emphasised that peace and tranquility on the border are essential for normal bilateral ties among the neighbours.

‘India is fully prepared and committed to protect its sovereignty and dignity,” the Prime Minister said while stressing his country’s respect for sovereignty, the rule of law and the peaceful resolution of disputes.

He also made it clear that “the future development of the India-China

relationship can only be based on mutual respect, mutual sensitivity and mutual interests” and noted that “normalising” the ties would benefit the wider region and the world.

India-China ties have been fraught since the Galwan clashes in June 2020.

Both sides have been periodically holding meetings to defuse the crisis at the border but a lasting solution has eluded them so far.

On Pakistan, the publication quoted him as saying that India wants “normal and neighborly relations.”

“However, it is incumbent upon them to create a conducive environment free from terrorism and hostilities. The onus is on Pakistan to take necessary steps in this regard,” he said.

KOLKATA/BANKURA, MAY 19 (PTI): TMC leader Abhishek Banerjee, who has been called by the CBI to appear at its Kolkata office on Saturday as part of its probe into the school jobs scam, dared the central agency to arrest him if it has any proof of corruption or misconduct against him.

CBI officials Friday said Banerjee had been sent a missive asking him to join the probe at its offices at Nizam Palace here.

“I dare the CBI to arrest me if they have any proof of corruption against me. They have been probing many cases in Bengal for the last several years.

They should arrest me if they have any proof against me,” he said on Friday at a rally in Bankura, adding that he would return to the city this evening.

MUMBAI, MAY 19 (PTI): Equity benchmark indices Sensex and Nifty found firmer ground on Friday after a three-session losing streak, propped up by buying in IT, tech and banking counters amid a positive trend overseas and unabated foreign fund inflows.

The 30-share BSE Sensex climbed 297.94 points or 0.48 per cent to settle at 61,729.68 helped by fag-end buying. During the day, the benchmark faced volatile trends, hitting a high of 61,784.61 and a low of 61,251.70.

The NSE Nifty advanced 73.45 points or 0.41 per cent to end at 18,203.40.

On a weekly basis, the BSE Sensex declined 298.22 points or 0.48 per cent.

NEW DELHI, MAY 19 (PTI): The government has asked airlines to exercise moderation and ensure a balance in pricing of air tickets amid a spike in airfares on certain routes especially after suspension of flights by crisis-hit Go First, according to a senior official.

While making it clear that there are no plans to regulate airfares, the official said there should not be a huge gap between the tickets sold in the lower and upper fare buckets by the airlines.

India is one of the fastest growing civil aviation markets in the world and domestic passenger traffic has been rising after being significantly impacted by the coronavirus pandemic.

MUMBAI, MAY 19 (PTI): The Reserve Bank on Friday approved Rs 87,416 crore dividend payout to the central government for 2022-23, nearly triple of what it paid in the previous year.

The dividend payout was Rs 30,307 crore for accounting year 2021-22.

The decision was taken at the 602nd meeting of the Central Board of Directors of Reserve Bank of India held under the chairmanship of Governor Shaktikanta Das. “The board approved the transfer of Rs 87,416 crore as surplus to the central government for accounting year 2022-23, while deciding to keep the Contingency Risk Buffer at 6 per cent,” RBI said in a statement.

The board also reviewed the global and domestic economic situation and associated challenges, including the impact of current global geopolitical developments.

Iran executes 3 men linked to 2022 anti-govt protests

T E H R A N, M AY 1 9 (IANS): Three men who were sentenced to death in connection to last year’s anti-government protests in Iran were executed by the authorities on Friday, the judiciary announced.

Majid Kazemi (30), Saleh Mirhashemi (36) and Saeed Yaqoubi (37) were arrested in the city of Isfahan on November 16, 2022, the BBC reported.

They were convicted over their alleged involvement in an attack which killed two Basij paramilitary force members and a police officer during a protest in the city.

Last week, the authorities announced that the Supreme Court had upheld their sentences.

According to Amnesty International, the three men were subjected to unfair trials and allegedly tortured.

The Ukrainian city of Bakhmut, known in Russia by its Soviet-era name of Artyomovsk, is in ruins after

months of intense fighting between Ukrainian and Russian forces who call it the “meat grinder”.

northeast Jilin Province to the eastern parts of the country to bring down the transport costs.

cross-border transit port for domestic trade shipments, the move aimed at implementing the national strategic plan to revitalise Northeast China’s industrial base

and facilitate the crossborder transport of domestic trade goods with the use of overseas ports, official media quoted Chinese customs announcement.

The agreement which will take effect in June, provides China a shorter and cheaper route to transport goods from its northeastern region to its eastern economic powerhouse, of Zhejiang province, the Hong Kong based South China Morning Post reported.

The agreement will make the Russian port, in essence, a domestic Chinese port for Jilin, from where the goods will be shipped by rail or truck to the port with no tariffs nor taxes incurred, it said.

COLOMBO, MAY 19 (PTI): Sri Lanka on Friday commemorated the War Hero’s Day, marking the 14th anniversary of the military’s triumph over the LTTE, which fought a three-decade-long armed conflict for a separate homeland for the minority Tamils.

President Ranil Wickremesinghe, Prime Minister Dinesh Gunawardena, the main opposition leader Sajith Premadasa, and the military top brass paid floral tributes to the fallen soldiers at the event, which marked the 14th anniversary of the elimination of

the Liberation Tigers of Tamil Eelam (LTTE).

Wickremesinghe, the commander-in-chief of the troops, presided over the event, attended by many relatives of the dead.

Marking the armed conf lict’s anniversar y, some 402 military officers and 3,348 personnel of other ranks were promoted to the next ranks, the President’s Office said.

The bitterly-fought conflict, which started in 1983, was ended by the island nation’s military by killing the leaders of the LTTE, which fought for an independent state for Tam-

The armed conflict with the LTTE officially came to an end on May 19, 2003, when LTTE supremo Velupillai Prabakaran’s body was found in the lagoon of the northeastern region of Mullaivaikkal.

Some 28,619 soldiers died battling the LTTE, while over 27,000 more were injured, the Ministry of Defence said.

Every year on May 18, while the armed forces celebrate the war victory, the Sri Lankan Tamils mourn their dead during the final phase of the conflict.

Gold bars worth $2.33 mn seized at Dhaka airport

D H A K A , M AY 1 9 (IANS): Customs officials at the Hazrat Shahjalal International Airport in Dhaka seized 204 gold bars worth some $2.33 million, a local official said.

Kazi Farid Uddin, a senior official of the customs intelligence department, told journalists that the 204 gold bars, were seized from a flight of Biman Bangladesh Airlines, reports Xinhua news agency. He said the BG122 flight landed in Dhaka at around 11.30 a.m. on Thursday from Muscat, via Chittagong.

According to the official, the gold bars were left abandoned in the cargo hold of the aircraft.

Monsoon preparedness meet in Mkg, Longleng ABAM organizes interface fellowship

DIMAPUR: District Disaster Management Authority (DDMA) Mokokchung and Longleng held a meeting on monsoon preparedness at their respective DC conference halls on May 19.

According to a DIPR report, DC & Chairman DDMA, Mokokchung, Sashank Pratap Singh apprised the departments to be prepared for any eventualities in case of monsoon related disaster.

The chairman reminded those departments who had not submitted the equipment list to submit at the earliest and Head of Offices have been asked to do analysis in what capacity the department could help to avert disaster.

He suggested that departments should carry out social work by clearing clogged drainage as small contributions would help avert disaster during the monsoon season.

except for medical emergencies, no leave would be granted to personnel during the monsoon period.

Medical Department has been entrusted to ensure availability of emergency/

basic medicines and all other line departments were asked to stay alert in case of any eventualities. Further, DC also asked all Head of Offices in the district to be in station during the monsoon.

Longleng: Monsoon preparedness meeting at Longleng was held 19 under the chairmanship of deputy commissioner and DDMA chairman, Longleng, Dharam Raj. The meeting was also attended other line departments.

A press release by DIPR informed that at the meeting the line departments highlighted their preparations for any eventualities during the monsoon, which was focused on buffer stock of medicines, rice, cooking gas, fuel and essential supplies.

Further, the DC directed all the departments to appoint a liaison officer and compliance report to be submitted to the DDMA chairman by May 31.

DIMAPUR: ABAM Literature & Education Ministry organized an interface fellowship programme for Ao Theological Educators and Ao Baptist Churches (ABC) at Impur on May 18 and 19.

Speaking on the theme “Balance in the Ministry,” executive secretary, ABAM Rev. Dr. Mar Pongener opined that the church as a body for smooth progress needed a well-balanced

contribution from the theological educators and fulltime workers.

At the programme, Academic Dean, Clark Theological College, Rev. Dr. A. Tali Ao; vice principal New Life Theological College, Takosenla Walling; principal, Agape College, Rev. Dr. Prof. S. Temjen Imchen and Associate Professor, DBC Narola Walling spoke on the topic “Expectations

from the Church by the Theological Educators” while secretary, ABAM WM, Alemla Mozer; Asso. pastor, MTBA Temsüwati; pastor, Mangmetong BA, Dr. Lolen Imchen and pastor, KABA Rev. Tiatoshi Longkümer spoke on “Expectations from Theological Educators by the Church”.

Altogether 35 theological educators and 143 full-time workers from 75 ABC attended the programme.

DIMAPUR: Pherima ‘A’ Village and Pherima ‘B’ councils in a joint council meeting discussed issues pertaining to trade of wild birds and wild animals within its jurisdictions and adopted resolution.

In a press release, village council Pherima ‘B’ chairman, Tohovi Sema and head GB Pherima village, Vikato Ayemi stated that the councils held an emergency joint council meeting following reports of some individuals engaging in the trade of buying and selling birds and wild animals at the stretch of National Highway that falls under its jurisdictions. It resolved to impose fine on any individuals or group found to be indulging in such trade activity, and to impose stringent punishment including expulsion from the village for a period of one year. The councils said the offenders would be reported to the appropriate authority for prosecution under relevant section(s) of the Wild Life Act. The councils said publication of the notice should be treated as a “final warning” and warned that those found indulging in the illegal trade shall be booked and penalized according to the resolutions passed by the joint village council.

DIMAPUR: Advisor of CAWD & Taxes, Kudecho Khamo on Friday called upon the people to uphold and follow social norms and maintain peace and harmony.

Addressing the general conference of Chokri Chakhesang Literature Board (CCLB) at Pfutsero as special guest, Khamo said “Today, Christianity and education has taught us to be better but our most valued culture and traditions continue to diminish.”

He therefore called on the people to retrospect and revive the traditional values of being honesty and hard work by holding Christian faith deeper and stronger.

He also said that the state government has been

encouraging Mother tongue over the years.

With the introduction of Certificate Course, students can study Mother tongue and get government job, he said and encouraged the people to develop and use Mother tongue to keep their identity alive.

He also proposed that all the important government policies and the name of the schemes being extended by the central government should be translated into “our Mother Tongue.”

Khamo felt that this will enable the general public to know the meaning and purpose of the schemes better, and also facilitate successful implementation of the various policies and

schemes.

He further appealed the public to extend full support and co-operation to the state government led by Chief Minister Neiphiu Rio for all round development.

The introductory session was chaired by CCLB vice chairman Vechisa Venuh while keynote address was delivered by CCLB chairman Ariyi Nienu.

A press release by CMO Dimapur, informed that at the inaugural programme, Mission Director, NHM Nagaland Dr. Ritu Thurr exhorted the delegates and informed them the main goal of NHM and NUHM was to provide comprehensive primary health care system accessible to the public, especially the vulnerable section of the society.

He said NUHM’s main challenges and focus areas includes the urban population which comprises of vulnerable (migratory and floating) population, poor sanitation, prone to vector borne diseases, poor housing system, over congested health units, etc.

He also urged the delegates to not only focus on their targets but rather on quality service delivery, reminding them that review meeting provides the department the platform to present not only their annual performances but also to share their good practices, challenges and gaps which will help in planning and policy making.

NEW DELHI, MAY 19 (PTI): Olympic champion javelin thrower Neeraj Chopra will look to better his silver medal-winning effort in the Paavo Nurmi Games in Turku in Finland on June 13, which will be his third competition of the season.

The 25-year-old Chopra had won gold in the first leg of the prestigious Diamond League series in Doha on May 5 in his season opening event.

ROME, MAY 19 (IANS): Stefanos Tsitsipas earned a commanding 6-3, 6-4 win over Borna Coric at the Italian Open to set a blockbuster semi-final against third seed Daniil Medvedev, here.

“He’s been playing well and I’m playing [well] also,” Tsitsipas said on court of his upcoming match against Medvedev, after his win on Thursday night.

Brij Bhushan’s comments on our medals demeaning: Protesting wrestlers

NEW DELHI, MAY 19 (PTI/IANS): Olympic medallist Bajrang Punia has criticised former Wrestling Federation of India (WFI) chief Brij Bhushan Sharan Singh for his alleged comment that a medal is worth just Rs 15 and the grapplers should also return the crores of rupees the government has spent on their training.

Brij Bhushan, who is in the eye of a storm for allegedly sexually harassing women wrestlers including a minor, said in a video interview that not just the medals, the athletes should also return the crores of rupees spent on their training.

Security heightened before end of ultimatum to arrest WFI chief

As the ultimatum for the arrest of Wrestling Federation of India (WFI) chief Brij Bhushan Sharan Singh by wrestlers and a 31-member committee which includes farmers and Khap leaders draws to a close on May 21, the Delhi Police has heightened security measures at Jantar Mantar and Delhi border areas. This preparation comes in anticipation of a farmers’ gathering in solidarity with the protesting wrestlers.

According to police, the vehicles entering Delhi will be checked and addi-

tional pickets will be put up at the border areas.

At the protest site, a series of multi-layer barricades have been strategically established, reinforcing the security measures.

“The area is under c o n s t a n t s u r ve i l l a n c e through the aid of CCTV cameras, ensuring roundthe-clock monitoring. Patrolling efforts are set to escalate, demonstrating an increased presence of security personnel. Additional reinforcements will be promptly deployed if the situation necessitates it,” said an official.
