Rio calls for unity through reconciliation Staff Reporter

DIMAPUR, APR 19 (NPN): Nagaland chief minister Neiphiu Rio has said if an honourable settlement to the Naga issue is achieved that was acceptable to people, legislators had resolved to pave way for an alternative arrangement but if no solution was achieved by 2023 when the state goes for the scheduled election, then the legislators will contest the election. Rio said this while speaking as guest at the 40-day revival held at Don Bosco Higher Secondary School here Tuesday, organised by the Sinai Ministry. He regretted disunity within Naga society after Naga political leaders had signed the covenant of reconciliation under the aegis of Forum for Naga Reconciliation (FNR) and today have gone in separate ways. still no meeting point. The chief minister therefore, urged upon all Nagas to unite and reconcile before the Assembly election and impress upon the Central government to ensure an honourable settlement to the vexed Naga political issue. On the Armed Forces Special Powers Act (AFSPA), Rio claimed that the State government had always sought its withdrawal, but the Central government had been extending the “Disturbed Area Act”.

The chief minister also acknowledged the objective of Sinai Ministry in bringing all leaders together, adding it was a sign for all to “retrospect” and “introspect” so as to renew and reconcile. Also addressing the gathering, FNR convener Rev Dr Wati Aier regretted that Nagas were divided, fragmented and alienated from God. He urged upon people to remain hopeful if they desired that all reconcile. He also differed with the assumption of many

people that Nagas were hopeless. Dr.Wati also said the act of bringing all leaders together by Sinai Ministry was historic and prophesised that something would happen regarding Naga issue, as God was moving in a powerful way. Speaking on reconciliation, Dr Wati maintained that those who believed in God would reconcile with the circumstances despite being divided and separated. “Reconciliation is an expensive grace,” he added. He lamented that the word reconciliation was improperly understood and made it seem cheap. He urged the gathering to grasp Paul’s gospel, whose message of reconciliation was joyous for the outcasts and sinners, but painful for those who thought they were pious and had done nothing wrong. He appealed to the gathering to have reconciliation with God and grasp the freedom that reconciliation

offered. Leaders from various Naga political groups also attended the penultimate day that included representatives from NSCN (Reformation), Council of Nagalim Churches (CNC), NSCN (I-M), NSCN/ GPRN (K) Niki, Federal Government of Nagaland, GPRN/NSCN and Akatoled NSCN/GPRN. Though representatives of NSCN (K) Khango were not present, the group sent five prayer points. Representatives from several civil society organisations and student bodies also attended the event. The 40 days revival on the theme “Awake-AriseShine” commenced on March 11 and culminated on Tuesday, with the last five days of the revival being on “Heal Nagaland”.

NIDA stir enters day 2; meeting with chief secretary inconclusive Correspondents

KOHIMA, APR 19 (NPN): The ongoing protest by government doctors under the banner of Nagaland In-Service Doctors’ Association (NIDA) in the form of three-day mass-casual leave entered the second day on Tuesday. Though chief secretary J Alam convened a meeting with NIDA leaders in the afternoon, it was learnt that the meeting remained inconclusive. According to sources, the chief secretary made a verbal appeal to the NIDA leaders to call off their stir since the matter was under the State government’s consideration and a cabinet meeting was scheduled on Thursday where the matter would be discussed. But sources said the NIDA office bearers remained steadfast in their determination to continue with the ongoing agitation. Meanwhile, NIDA

leaders said that though they had rejected the appeal made by the chief secretary, there would be a break in the agitation on April 21 considering the fact that cabinet meeting was scheduled that day. It was lear nt that NIDA had impressed upon the state government that only the option of 62 years for all should be put up in the cabinet memo. They fur ther mentioned that the future course of action would depend on the outcome of the cabinet meeting. Meanwhile, as per “information” that has been circulated, NIDA is likely to hold a general body meeting on April 21. However, ahead of the meeting, NIDA has asked all its district units to hold a consultative meeting in their respective district on April 20 to deliberate on the next course of action if the outcome of the cabinet meeting was not favourable to NIDA.

He claimed that the Prime Minister and Home Minister were urged to expedite the Naga political settlement and a Central leader should visit the State on this year’s Independence Day celebrations to make the announcement that the issue had been resolved. Informing the audience that Centre’s representative for Naga talks AK Mishra was in Nagaland and set to meet different organisations, he asked the civil society organisations (CSOs) and student bodies to let Mishra know that it had been 25 years since the signing of the ceasefire. Patton assured that the State government led by Rio was committed to bring

the much-needed changes in Nagaland. However, he added that it was not possible without people’s participation and therefore urged the CNSA and other CSOs to play an unbiased and impartial role for the benefit and betterment of the society. Congratulating CNSA, Patton remarked that it was quite evident that CNSA had proactively been playing an active role in its own capacity resolving issues and raising genuine concerns for the welfare of the State. But yet, there were some challenges Central Nagaland people were facing that required redressal at the earliest.

DIMAPUR, APR 19 (NPN): Government of India’s representative for Naga talks, AK Mishra and NSCN (I-M)’s chief negotiator and general secretary Th Muivah Tuesday held a closed-door “informal meeting” at the Headquarters of the NSCN (I-M), CHQ Hebron. Confirming this to Nagaland Post, a senior NSCN (I-M) functionary said that this was the first time that Government of India’s representative for Naga talks held a meeting with the group at CHQ. leaders. The meeting with the NSCN leaders, which lasted for around two hours, was positive and fruitful, the functionary said. Later in the afternoon, Mishra held a closed-door meeting with NSCN/ GPRN (K) president Niki Sumi, ato kilonser Starson Lamkang and others at Police complex Chümouke-

dima. In the evening, the former special director also met chief minister Neiphiu Rio at Police complex. Mishra is scheduled to meet the WC, NNPGs on Thursday and NSCN (I-M) on Friday and Saturday. ASU clarifies stand

Angami Students’ Union (ASU) has reiterated that doctors in Nagaland deserved to be on equal footing with their counterparts in rest of the country. Addressing a press conference at ASU office here on Tuesday, union’s core committee convener Kezhazer Angami clarified that, sensing the urgency of the superannuation issue of government doctors raised by Nagaland In-service Doctors’ Association (NIDA), the union came forward to help facilitate an understanding between the State government and association to resolve the matter at the earliest. He said ASU had raised this issue during Naga Students’ Federation (NSF) federal assembly where it requested the latter to differentiate between the superannuation of other government employees and government doctors. Power outage in parts of Dmu on April 20 &22 DIMAPUR, APR 19 (NPN): Department of power have informed that there would power shutdown of 11 kV Purana Bazar feeder from 5 a.m. to 8 a.m. on April 20 and 22, 2022. In a press release, SDO Dimapur Electrical SubDivision No-II informed that the shutdown was being necessitated on account of construction of 33 kV line for new 2x10 MVA substation at Padam Pukhuri under NERPSIP. The affected colonies include Padam Pukhuri, Aoyimti, Eralibil and Hollohon.

NEW DELHI, APR 19 (AGENCIES): All India Power Engineers Federation (AIPEF) on Tuesday pointed out that India is headed towards a power crisis as thermal power plants across the country are grappling with coal shortage. “Thermal plants across the country are grappling with a coal shortage as the power demand in the states has increased, and a number of states are not able to bridge the gap between demand and supply because of insufficient coal stocks at thermal plants,” AIPEF spokesperson VK Gupta

said in a statement. As per Central Electricity Authority’s (CEA) latest daily coal report, the coal stock at 81 out of a total of 150 thermal power stations using domestic coal is critical as per guidelines, the statement said. The condition of the private sector thermal plants is equally bad as the coal stock of 28 out of 54 plants is in a critical stage, it pointed out. According to the statement, in the northern region, the worst suffering states are Rajasthan and Uttar Pradesh. (Cont’d on p-7)

DIMAPUR, APR 19 (NPN): National People’s Party (NPP) Nagaland state unit has expressed concern over the plight of doctors and appealed to the state government to take “a matured and positive stand” in the matter of increasing the superannuation age of the doctors. In a press release, NPP state unit said it was a matter of “great worry and shame” that the state government has failed to understand and recognise the legitimate demand of the doctors to increase the superannuation age. NPP condemned the “lackadaisical attitude” of the government towards the concerns of the govern-

ment doctors, who it said have been “sacrificing the comforts of their homes and families and working extra hours” to ensure that health and wellness of the people was not compromised. It asked why cannot the state government have the political will to listen to their woes and take up the necessary steps to fulfil their legitimate demand when doctors and medical employees could make such huge sacrifices? NPP unit reminded that the central government had already increased the superannuation age of the central doctors to 65 years in 2017. It said that increase in

superannuation age of government doctors in the state has become all the more necessary as it would result in retaining the services of qualified and experienced doctors, particularly specialists. Organizations condemn alleged rape of minor girl in Kohima Centre, GPRN/NSCN extend CF DIMAPUR, APR 19 (NPN): Several organisations including Naga Mothers’ Association (NMA), Chakhesang Mothers’ Association (CMA), Chakhesang Women Society Kohima (CWSK), Phekmi Welfare Union Kohima (PWUK), Yimkhiung Union Kohima (YUK) and Yimkhiung Women Organization Kohima Unit (YWOKU) have vehemently condemned April 17 incident in Kohima where one Yankiuba Yimchunger allegedly raped a 12-year-old girl.

Expressing shock and serious concern over the incident, the Naga Mothers’ Association (NMA) said that such “ruthless and insane” behaviour, targeting a minor girl child, was “intolerable anymore.” NMA stated that safety of women and girl child needed proper awareness programme since victims will carry this trauma for the rest of their life. Further, NMA lamented that such social evils and menaces were becoming a routine affair. The Naga

mothers appealed to all sections of society to condemn and remain vigilant against such “unsavory character.” NMA also urged the state government and the law enforcing agencies to book the accused under non bailable offence and not to release the accused under any circumstances. It demanded that the accused be awarded vigorous punishment which should serve as an example for future references. CMA, CWSK: Vehemently condemning the alleged rape incident, the

Chakhesang Mothers’ Association (CMA) and the Chakhesang Women Society Kohima (CWSK) said they were “horrified” at the way the accused lured the minor and her younger brother on the pretext of buying them sweets, and deserted the latter in the middle of nowhere, while took the sister and committed the “monstrous, barbaric act.” In a joint statement, CMA president Zhonelü Tünyi and CWSK president Neikhwepeu Khalo stated that such a person had no

place in the society. “We are extremely shocked and gravely concerned that such a predator had been freely roaming around in the heart of Kohima town,” they said. The two bodies have appealed to the law enforcing agencies to strictly investigate into the matter. They also urged the trial court to not grant bail to the accused under any circumstance. DIMAPUR, APR 19 (NPN): Government of India (GoI) and GPRN/ NSCN on Tuesday have extended ceasefire agreement for another year with effect from April 28, 2022. GPRN/NSCN through its MIP stated that ceasefire agreement was mutually extended to bring about lasting peace in the state with the involvement of Naga people. MIP informed that ceasefire extension was subjected to adherence to Ceasefire Ground Rules

(CFGR) as has been mutually agreed and signed by both the parties. It stated that the CFGR would be subjected to mutual review and amendment with the involvement of both the parties in case the need arises. DIMAPUR, APR 19 (NPN): National Fire Service Week is conducted every year from April 14 to 22 to pay homage to fire fighters who lost their lives in the line of duty across the country. As part of the observance, Chümoukedima Fire & Emergency Services (F&ES) conducted earthquake and fire management mock drill at Highland Hall School (HHS), here at Kuda Village, Tuesday. The mock drill was led by sub inspector Meyiehosul Neikha, assisted by sub in-

spector Kenyuyhun Kent and assistant sub inspector Jonaba along with 10 fire fighters. The team carried out various earthquake and fire evacuation demonstration and fire management drills at the school campus. During the demonstration programme, Kent informed students that mock drills were carried out from March and April at various schools, colleges and public places in order to create awareness. Stating that mock drills were also aimed at helping people become aware on how

to respond during a disaster, Kent informed that the number of casualties would be minimal if everyone was prepared. While imparting training on what to do when a fire breaks out, he informed that one should sound an alarm, contact nearest fire station, guide fire personal to the location of the fire incident, give way for fire tenders when on duty and to cooperate with fire tenders. Earlier, invocation prayer was said by reverend MK Dhar, welcome address was delivered by college board chairman Dr Maong Aier (IAS) retired and scripture was read out by Tadong Longkumer while “message in a song” was presented by the college choir. Speaking at the general meeting of Khezha/Kuzha Tephe Women Welfare Society at Table Tennis Stadium Pfütsero town, Kronu reminded the gathering of the state government’s commitment to strengthen women’s role in the society. Speaking on “trees for wealth”, he stressed on conservation of wild vegetables and fruits and intensifying efforts towards biodiversity conservation under Pfütsero area. Correspondent KOHIMA, APR 19 (NPN): Economics and Statistics (E&S) department launched online registration of births and deaths in the conference hall of its directorate here on Tuesday. Launching the application, E&S director Neidilhou Angami congratulated the team of births and deaths section for turning dream into reality as the department had long desired to have the online application facility. He said launching of the facility was an achievement for the department. Stating that the registration of births and deaths was being implemented through the Registration of Births and Deaths Act 1969 and Nagaland Correspondence Rule 1999, the director said that the office of the Registrars General of India keeping pace with IT Revolution and also on public demand, has come out with the software to enable the people to obtain birth and death certificates. He informed that the main objective of the software was to facilitate and streamline the citizen service delivery system. Angami said the system has two purposes—enabling the public to apply and obtain the birth and death certificates and managing and recording the data. The director informed

that the department currently has activated two registrars— one at the directorate of E&S and the other one at district E&S office Kohima to have this online registration of birth and death. E&S director stated that the department would set up the facilities in all the district offices in a phased manner. He said the department would also make an effort to ensure that facility was set up in all the 1465 registers in the rural areas of the state. He expressed hope that the launching of the software applications will enable the general public and the consumers to conveniently obtain birth and death certificates. In his remark, E&S additional director Neisatuo Puroh said currently the department was doing it manually and had appointed registrars in all the villages. Puroh informed that the office of the Registrar General of India under the Ministry of Home Affairs has provided application of online registration and made it mandatory. AIZAWL, APR 19 (PTI): Mizoram’s COVID-19 tally rose to 2,26,271 on Tuesday as 99 more people, including 28 children, tested positive for the infection, a health official said. The northeastern state had reported 61 cases on Monday. The death toll stood at 692 as no fresh fatality was recorded since Sunday. The single-day positivity rate dipped to 8.40 per cent as 1,178 samples were tested for COVID-19. The state now has 559 active cases, while 2,25,020 people have recovered from the infection so far, including 129 on Monday, he said. T h e r e c ove r y r a t e among COVID-19 patients stood at 99.44 per cent. The northeastern state has so far tested more than 19.10 lakh samples for COVID-19. Over 8.42 lakh people have been inoculated so far, of whom 6.75 lakh have been fully vaccinated.

ITANAGAR, APR 19 (PTI): Three persons were killed in Arunachal Pradesh’s Kurung Kumey district in a massive landslide triggered by heavy rains, officials said on Tuesday. Incessant rains over the last one week have ravaged the state, snapping road connectivity in several areas, besides uprooting trees and damaging houses, they said. A massive landslide hit Sulung Tapin village in Koloriang circle on Monday, damaging at least 15 houses and burying three people alive, Additional District Commissioner (ADC) Ocean Gao said. The deceased were identified as Sariu Tongdang (52), Sariu Yajik (47) and Sariu Takar (nine), he said. One person was critically injured in the incident, he said. KOKRAJHAR/DIPHU (ASSAM), APR 19 (PTI): Two alleged cattle smugglers were killed early on Tuesday and four police personnel injured in an “ambush by militants” in Assam’s Kokrajhar district, a police officer said. According to the officer, the attack happened around 1.30 am when the two were being taken to Jomduar area of the district by police personnel for identification of smuggling routes along Sankosh river. The officer claimed that the police vehicle carrying the duo “came under firing from militants”, following which the personnel jumped out of the car to take cover in nearby spots. He also said that roads were blocked with felled trees at the site of the incident. The police personnel, after taking cover, retaliated, following which gun fire exchanges continued between the two sides for

10-12 minutes, the officer stated. “The two cattle smugglers were hit by bullets during the militant ambush. They were declared dead on being taken to Saraibeel Primary Health Centre in another vehicle,” he explained. Four police personnel, who suffered injuries, were undergoing treatment at local hospitals. One AK-47 rifle, two magazines, 35 rounds of live ammunition and 28 rounds of empty bullet shells were recovered from the site. The deceased, identified as Akbar Banjara and Salman Banjara, were residents of Uttar Pradesh. They were arrested from Meerut for their alleged involvement in cattle smuggling, the officer said. “During interrogation, they had revealed that cattle from Uttar Pradesh, Haryana, West Bengal and Assam were being smuggled to Bangladesh via Meghalaya.

The Tripura government has informed the Centre of the situation and is waiting for its instruction on culling the other animals to stop the viral disease from spreading, Das said.

The viral disease broke out at Debipur Piggery in the Northeastern state’s Sepahijala district after more than 770 pigs died of ASF in two months in neighbouring Mizoram. “One sample had been sent to North Eastern Regional Disease Diagnostic Laboratory (in Assam) for testing. On April 16, the laboratory confirmed the presence of ASF in the sample. By this time, more pigs died,” the minister said.

SHILLONG, APR 19: A Full Bench (comprising three judges) of the Meghalaya High Court on Tuesday directed the State government to “cooperate” with Justice (retired) B.P.Katakey to oversee the compliance of the Supreme Court and National Green Tribunal’s directives on coal mining activities in the State. “Justice Katakey is appointed for the purpose of ascertaining the extent to which the directions issued by the Supreme Court and the NGT have been complied with,” Chief Justice Sanjib Banerjee, Justice Hamarsan Sing Thangkhiew and Justice Wanlura Diengdoh noted in their order while hearing a case on illegal mining in Meghalaya. DIPHU (ASSAM), APR 19 (PTI): A court in Assam’s Karbi Anglong district has convicted a man of raping a minor in a 17-year-old case and handed him 10 year rigorous imprisonment. The court of additional sessions judge Misbahul Hasan pronounced the sentence on Monday after convicting the man, who has also been slapped with a fine of Rs 10,000 failing which he shall undergo imprisonment for another two months. The man, who was on bail, was taken into custody on Tuesday and sent to jail. The man had raped a minor girl on October 29, 2005, in Howraghat police station area when she was returning home from school. He had hit the girl on her head which made her unconscious and raped her.

Vendors on the streets in and around the Khwairamband Keithel (market) in the heart of the capital city began agitation after police started evicting them following an order of the government. An order issued by Imphal Municipal Corporation (IMC) on April 18 restricted street vendors from vending their wares after 8am in the morning. To implement the order, city police teams, using a public address system, warned street vendors to vacate the spaces flanking the streets as they would not be allowed to sell their wares after 8am. He said the move was meant to overcome the shortage of doctors – the current doctor-population ratio was 1:4,000. He commented that the shortage of doctors would also affect the smooth functioning of the upcoming medical colleges in the State. When steps were being taken for improvement of the State’s medical sector, there should not be any hesitancy in putting that into effect. Nakhro maintained that after ASU had voiced its concern on the superannuation issue during NSF’s federal assembly on March 12, 2022, the issue was referred for wider consultations, following which only meetings were held – seniors’ consultative meeting on March 25 at Hotel Japfü and presidential meeting on April 11. He maintained that the resolution on the issue was taken during the presidential meeting, which was supposed to be only a consultative meeting, while the matter should have been

reverted to the federal assembly since it was where the issue was first tabled. He disclosed that during the presidential meeting, three agendas were discussed – Nagaland Staff Selection Board (NSSB), NIDA issue and rationalisation of teachers in school education department. Nakhro commented that NSF putting up only the NIDA issue out of the three agendas discussed in its press statement was an indication of its biasness against increasing the superannuation age of government doctors. He insisted that the presidential council meeting was not a competent policy-making body on matters tabled in the federal assembly. Therefore, ASU refused to append its signature in the drafted resolution as a sign of its objection to the manner in which the matter was handled and executed, he added. He also referred to NSF’s conflicting stands to maintain status quo on the issue and also stating that it was open to reviewing the existing superannuation policy of the State. Hence, the malicious claims by some NSF federating units

were misleading and provocatory, he remarked. Thus, after proper deliberation and consultation with its four units and senior leaders, Nakhro mentioned that ASU had decided not to cooperate with incumbent NSF team as they had failed to uphold the faith of the union through its way of functioning. Another ASU remarked that the union was totally unsatisfied with how the State government had handled the issue thus far. He said the government should have taken bold and timely decision when the issue was raised by NIDA, adding that prolonging the issue with various excuses was very unwelcoming, he added. He reg retted that though the State government had assured NIDA on April 17, 2021 to resolve the issue within a year, nothing had been done even after expiry of the stipulated time. Instead, he accused the government of deploying police personnel and setting up various control rooms to monitor the issue as well as warning doctors not to go on mass casual leave. A changing India

eaders of 13 opposition parties on Saturday expressed deep concern over the recent incidents of hate speech and communal violence in the country and questioned Prime Minister Narendra Modi’s silence over the issue. In a joint statement, the leaders including Congress president Sonia Gandhi, NCP chief Sharad Pawar, West Bengal chief minister Mamata Banerjee, and her Tamil Nadu and Jharkhand counterparts M K Stalin and Hemant Soren, also raised concern over the manner in which issues relating to food, dress, faith, festivals and language “are being used” by the ruling establishment to polarise society. The opposition leaders were drawn to the recent spate of violence during the Ram Navani processions across several states. The last week kicked off with Ram Navami celebrations in India on April 10, and reports of several cases of violence across states. The violence involved not just street fights but also student clashes at the hostels of one of India’s premier institutes - Jawaharlal Nehru University. The communal clashes, mostly at processions on the occasion of Ram Navami, saw stone-pelting and arson, in which several people, including policemen, were injured. On April 10, communal violence was reported in Gujarat, Madhya Pradesh, Jharkhand, and West Bengal. On Saturday, April 16, further violence was seen in Delhi, Karnataka, and Andhra Pradesh, followed by more violence in Maharashtra on Sunday. These incidents confirm that communal clashes are becoming more frequent and interestingly those arrested mostly belong to minority communities. According to media observers, a majority of the Indian electronic media appear to have normalized an “anti-minority rhetoric” while routinely asserting the “imminent danger posed by internal as well as external enemies to the nation” using “systematic false claims and partisan facts.” What has happened is that since 2014, most national news channels have been uncritically , whose members play a huge role in creating a divisive, communal and anti-minority atmosphere. In this manner, mainstream media has become a political instrument for government at the centre and also a powerful machinery to propagate its majoritarian agenda at the cost of the country’s marginalized communities, critics and dissenters. What has been happening across several parts of India are not in irregular frequencies nor isolated incidents but a consistent fuelling of hatred, fear, insecurity, abuse of freedom of speech, browbeating the free and liberal media across the country. These are unmistakable but unhealthy signs of an emerging another India. To understand why these continue to happen, it should be understood that despite all the pretences of pluralism, communalism is ingrained in the country’s polity that led to partition of India and Pakistan. The vestiges of the communal partition has been carried on for many decades as it has been a politically gainful pursuit during elections. Unfortunately, the embers of communal hatred stoked by political parties-whether left, right or centre- has led to the injury becoming incurable. Rise in communalism serve to remind that it continues not because members of communities want it that way but because some inimical elements including politicians refuse to give up communalising incidents. The fuel for communal violence is ‘hatred’ which is sparked by extremist elements who unfortunately, are nor mere fringe elements in society. Religious minorities have been consistently targeted across India and the incidents are rising but most tragically, the government at the Centre has not bothered to speak a word.

And if you are not careful to be forewarned, they will trip you. You have remained true to God under great and intense trials— now beware of the undercurrent. Do not be abnormally examining your inner self, looking forward with dread, but stay alert; keep your memory sharp before God. Unguarded strength is actually a double weakness, because that is where the least likely temptations will be effective in sapping strength. Prashant Kishor has a ‘4M’ plan for Congress to take on BJP in 2024. But it needs a Nadda

f Congress dreams of beating BJP in the 2024 election, it needs to address its ‘messenger’ and ‘machinery’ issues. The Gandhis would need to adjust. For several eternal optimists whose hearts skip a beat at the mere mention of the Congress’ resurrection, Easter Sunday came a little early. A day before, poll strategist Prashant Kishor was at 10, Janpath, presenting a blueprint for the party’s revival on the way to the 2024 Lok Sabha election. Sonia Gandhi decided to form a committee to study his proposition. When was the last time a Congress committee report saw the light of day and its recommendations implemented? In 2007, Sonia Gandhi set up a 13-member committee to look into the ‘future challenges’, with Rahul Gandhi as a member. Nothing came out of it. Today, many of those members have become ‘present challenges’ for the Gandhis – Jyotiraditya Scindia, Veerappa Moily, Mukul Wasnik, Anand Sharma, Prithviraj Chavan, and Sandeep Dikshit. While Scindia joined the Bharatiya Janata Party (BJP), others are now part of the famous ‘G-21’ (G-23, originally). Ask AK Antony how many party committees he headed and what happened to their reports. The latest committee on Prashant Kishor’s roadmap

may not meet the same fate though. PK has been discussing his ideas with the Gandhis for two years and both sides agree on “90 per cent” issues. Their talks on the remaining 10 per cent broke down last September. If the Gandhis called him again on Saturday, their differences must be whittling down. The Gandhis are desperate to get PK on board. The Congress is imploding. The trust deficit between them and their party colleagues is only widening. If nothing else, PK’s association with the Congress, in whatever capacity, could take the pressure off the Gandhis, they must hope. Those who don’t see any future in Congress may pause and re-think, given PK’s reputation as a poll strategist with a magical wand. P r a s h a n t K i s h o r ’s Congress strategy So, what is Prashant Kishor’s plan for the Congress? You don’t necessarily need to see his blueprint for that. As veteran journalist Arun Shourie says, in search of a so-called secret document, we fail to read what’s available in public records. PK has, in a number of interviews over the past three months, left enough clues about his handbook on how to defeat the BJP or revive the Congress. He has given out a broad outline of his strategy without getting into operational details. In

essence, Prashant Kishor has a ‘4Ms’ formula — Message, Messenger, Machinery and Mechanics. What will be the Congress’ big message in 2024? Well, the opposition must first examine what’s working for the BJP. Essentially, three things, he says — Hindutva, hypernationalism and welfarism. So, how does one counter them? PK doesn’t proffer specific answers- not in public, at least. But he is conscious of their limitations. For instance, election data shows that only one out of two Hindus voted for the BJP, he argues. “Hindutva has its limitations. You can bring 50-55 per cent Hindus on the basis of Hindutva but there are enough liberal, open-minded Hindus…. As for hyper-nationalism, Prashant Kishor finds it ‘unimaginable’ that a party that led India’s Independence movement should struggle to counter BJP’s “anti-national” narrative against the opposition. He has been raising many questions, in dismay and disbelief. How can the Congress allow the BJP to appropriate an icon like Sardar Patel? How many Congressmen are actually fighting for Jawaharlal Nehru, beyond holding press conferences?

Expect the opposition party to take a series of initiatives to reclaim the ‘nationalist’ space and its icons soon, that is, if PK gets associated with it. As for the BJP’s welfarism, the opposition must have an alternative proposition for the people, offering them a better deal if they elect it to power. And the alternative should look more credible and convincing. These are the broad contours of the opposition’s likely counter-narrative that PK has been dwelling on. Can Congress have a non-Gandhi Messenger? Of the four ‘Ms’ that form his mantra of success, ‘messenger’ is the most complex and ticklish in the context of the Congress. In his interviews, Kishor has been articulate about the effectiveness of the JP Nadda model. Prime Minister Narendra Modi and Union Home Minister Amit Shah virtually run the BJP. But they have Nadda as the party president. It helps the BJP’s narrative about the party offering everyone an opportunity to reach the top. In an interview with Mojo Story’s Barkha Dutt, PK had said: “In the BJP, Modi and Shah run the organization but Nadda is the president. How does the BJP use it? It says that even a booth-level worker can become president. Whether they become or not, it sends out a message to the masses at large.”

PK has been vocal about his views that the jobs of the Prime Minister and a party president are different and they require different skill sets. So, one who runs the organisation shouldn’t be the PM candidate, whose main job is to strike a chord with the people, telling them their vision for them and winning the janata’s hearts. But that’s a problem with the Congress. Not that Dr Manmohan Singh was any Modi, but a repeat of the Sonia-Singh model looks unlikely. Although PK maintains that he finds Sonia still capable of running the party and has no problem with Rahul Gandhi’s return to the helm, it doesn’t change his views on the Nadda model. “You cannot remain a principal political force for long if you are a family-run party,” he told Shekhar Gupta at the OTC. At 75, another term as Congress president for Sonia Gandhi is out of the question, although one never knows about the Congress. If Rahul Gandhi returns, notwithstanding his proven competence, or the lack of it for the job, he shouldn’t be the PM face as per PK’s strategic vision. How would it gel with the Gandhis? If the Gandhis were to concede and project a Nadda in the election for the party president’s post in September, it would pacify the G-21 and also help the party shed its dynastic

tag. But, given the Gandhis’ track record, it amounts to asking for the moon. The fate of Rahul Gandhi’s lieutenants Prashant Kishor is known to have plans to rebuild the Congress from the bottom up — forming committees from the booth, block and district levels. But he will find the going tough once he decides to fix accountability in the party, starting right from the top. PK often points out how the Congress blames its failures on its inability to communicate with the people. He is perplexed: How has Randeep Surjewala been heading the Congress’ communication department for over seven years? Well, if PK starts looking at the track record of people around Rahul Gandhi and seeking accountability from them, he will find that the Congress leader’s 12, Tughaq Lane residence is deserted. Prashant Kishor is not known to hold one view in public and another on closed fora in his assessment of contemporary politics and the strengths and weaknesses of parties. The question, therefore, remains if the Gandhis are ready for the big churn in their party that he wants to bring. Will PK change the Congress or will it be the other way round? eloved leaders and members of Indigenous Naga tribes of Nagaland and in other states. It is time to be as blunt as possible and call a spade a spade. There is no pride in running away from reality. We hope our dear Naga brothers and sisters in Manipur, Arunachal Pradesh and Assam will take this statement in the right spirit. BLOODSHED THUS FAR NOT ENOUGH? On 6th April 2022, the IM group issued a statement implying solution with NNPGs would invite another era of bloodshed in Nagaland. Such threats to tribes of Nagaland, who have seen enough innocent blood spilled in the name of sovereignty, is unforgivable. We do not forget easily hundreds of innocent fathers and sons whisked away at gunpoint, blindfolded, are still untraced. Only desperate lunatics and blood thirsty bandits would continue to talk of bloodshed. To them we say this, it is the Naga people themselves who have partnered WC, NNPGs in the talks, and are demanding and ready to usher in honorable acceptable solution. There will not be another era of bloodshed! What has IM group gained by killing thousands of Nagas and non-Naga communities in many decades? The cowardly killing of unarmed Gen. Povezo D Soho, Dy. C-in-C, Naga Army, on 20th June 1995, prompted the fiercely patriotic Chakhesang tribe to serve quit notice to Tangkhuls in Chakhesang Region, unrevoked till date. In Konyak Region the merciless act of few in the past led to exodus of peace loving Tangkhul families from Konyak soil. In Dimapur, the public anger against high handed IM members became an uncontrollable inferno when a local auto driver was beaten up, leading to irate Naga public burning Wungram Tangkhul colony in Dimapur on April 22, 2007. The Mukalimi incident on 21st Dec. 2013, where passengers were harassed and molested, leading to Sumi people burning down Mukalimi camp. The simple fact is, Mao Zedong’s political ideology on land and its people and his communist phrase “Political power grows out of the barrel of a gun” will not work in Nagaland. No community can ever impose its will over another through brutal methods. No community can live in isolation because of the wrongs of few barbaric members. That will be abject surrender to evil.

The money minting Southern Naga IM leaders know that the democratic conventions and age old values of Naga customary procedures on land and resources, do not give them right over our mountains, plains and rivers and that is exactly why V.S Atem in 2019 openly declared, “Nagaland will cease to exist” they attempted Nationalisation of lakes, mountains, rivers, mineral belts etc. in Nagaland to seize them as mafioso policy since by legal route they cannot own an inch of Nagaland. How will we face our pioneers without setting things straight as they dreamt? MANIPUR NAGAS REJECTED INTEGRATION: Successive Naga Chief ministers in Manipur have vowed to protect every inch of it. Be it Reishang Keishing or Yangmaso Shaiza, they lived and died for Manipur’s territorial integrity. When Mr. M.L Kapani was chief commisioner of Manipur, he invited Naga elders of Manipur to Ukhrul to meet Nagaland Minister Chiten Jamir, who was sent there to ask if they would join Nagaland state. Manipur Nagas decided to remain in Manipur. As it is, today those Nagas stationed at Hebron Camp are mostly guests from Manipur state. They and their children belong to Manipur state govt., enjoying political and administrative rights like any citizen. Is it their birthright to plant the other feet in Nagaland as well, through consent or by bloodshed? We say no to both. When Naga Chief Ministers in Manipur repeatedly passed resolution that they will not cede an inch of Manipur territory to Nagaland, must Nagas of Nagaland surrender all their rivers and valleys to southern Naga IM leaders? God forbid. Nagas will live by reality and not by illusion. When they cannot free themselves physically, emotionally, politically, socially and culturally from Manipur state, where is the moral authority to claim legitimacy over Naga political matter, let alone flag or constitution? When they are all political children of Manipur state, in words and action, involving aggressively neck deep dripping with cash, attempting to install their kith and kin as in recent Manipur Legislative Assembly elections, who are they to accuse the sons of the soil of Nagaland as traitors or anti-Naga and threaten with bloodshed? How can the interlopers, who are slaves in their own native place, call natives of another place as traitors and threaten with death and destruction? It is against the law of nature and history. FA I G N O R E D NAG A MILESTONES: Nagas of Nagaland, in the last quarter of a century, from 1997 to 3rd August 2015, again stretching to 31st October 2019, have been lied to and prevented from having full access to what was negotiated with GoI about their land and future political existence. The basic fundamental questions remain unanswered. NSCN IM’s FA mentioned Indo-Naga political conflict as about six decades. They wisely disassociated themselves from 1918,1929, 1947, 1951 Naga political activities and events. The authors of FA wilfully uprooted the pillars entrenched by our pioneers. Appropriately for them Naga struggle began after 1955, southern Nagas joined the Indo-Naga struggle after Nagaland statehood. WHY POL. SOLUTION IS NOT IMs PRIORITY: There is a strong indication that Southern Naga IM leaders and followers do not wish to go back to native villages post political

solution, and are expressing profound wish to settle in and around Intangki national reserve forest. They have purchased enough farmlands with Naga people’s hard earned money and had roped in few state politicians to campaign on their behalf to ensure its inclusion in Agreement with GoI as rehabilitation package. During the negotiations in 2019, WC, NNPGs strongly cautioned former GoI interlocutor Mr. RN Ravi that such demands, if true, will never be acceptable to indigenous Nagas of Nagaland. This means all National workers, irrespective of rank and status, must return to their native towns and villages post solution. Just as late Chairman Isak Chishi Swu and those before him, all aged Naga leaders deserve to live out the remaining years gracefully as true sons of the soil and must merge with dust, wind and rain of one’s own birthplace. WC, NNPGs have negotiated and ensured ample political and administrative space in Naga areas outside present Nagaland. This is the only realistic way for Nagas to co-exist in our vast homeland. Nagaland has experienced enough trials and tribulations in the last three decades and has understood what is best for all Nagas. The lessons learnt is an eye opener. Since physical integration is not possible now, the future generations must pursue reintegration with higher vision. In the meantime, one’s own house must be built with one’s own sweat, wood, straw and stones. To insist that Nagaland state belongs to all Nagas, north, south, east or west is sheer stupidity and unacceptable. We do not, in any way, condemn or implicate entire Tangkhul tribe or entire southern Nagas either in Nagaland, Manipur or anywhere. The statement is to shed light on ground reality, reflecting the events of the past, to tell those threatening Nagas with a new era of bloodshed in Nagaland, to know one’s own place. N Ravi former interlocutor for Naga Peace Talk says at a meeting that there will be only one agreement and one solution for Nagas Political settlement and would be inclusive, honourable lasting and acceptable to all Nagas but he signed two agreements with two groups of NPG’s for the settlement of Naga Political problem. A). Framework Agreement on 3rd August 2015 for Nagalim with NSCN(I’M) B. Agreed Position on 17, November 2017 only for Naga’s of Nagaland with W/C of 7NNPG’s. So here so called R.N Ravi has applied cunning tactics to divide the Nagas and create misunderstanding/enmity among the Nagas by ignoring his own word and signature, where has gone his word? It is nothing but a matter of misleading and betrayal to Nagas only, as per record the Framework Agreement was signed on 3rd August and after two years the so called Agreed Position was signed on 17 November 2017. What was that, it seems that the so called R.N Ravi former interlocutor for Nagas Peace talk was incapable person for solving the problem for Nagas Political settlement. I highly appreciated the GOI for appointing Mr. A. K Mishra as a new interlocutor for Naga Peace talk for the settlement of Naga political settlement in place of incapable interlocutor R.N Ravi. I have confidence that Mr. A. K Mishra new interlocutor would do in order, justicely. And all of us know that Framework agreement between Nagas represented by Th. Muivah Chief Negotiator for Nagas Peace talk and India represented by R.N Ravi would be inclusive honourable and lasting solution and acceptable to all Nagas. Therefore, I honestly request Mr. A.k Mishra the present interlocutor for peace talk for Naga Political Settlement to resolve the Naga political settlement at earliest as per the Framework agreement, if solution is done other than Framework agreement chaos, misunderstanding, enmity and bloodshed would be created and disturb Indian Nation as a whole, and GOI would be solely responsible for the same. NEW DELHI, APR 19 (PTI): Congress chief Sonia Gandhi was “very keen” to involve Prashant Kishor in working out a strategy for the party even about a couple of months ago but the matter was “again delayed”, senior Congress leader M Veerappa Moily said on Tuesday and advocated that the poll strategist be inducted into the party now. The former Union minister said it is “quite heartening” to see that Gandhi has taken up the initiative to involve Kishor to come out with a strategy for the 2024 Lok Sabha elections, the party’s revival plan and the strategy for the assembly elections in Gujarat, Himachal Pradesh, Rajasthan, Madhya Pradesh, Meghalaya, Nagaland, Tripura, Mizoram, Karnataka, Chhattisgarh and Telangana in 2022-2023. In an interview with PTI, Moily also pitched for a “UPA-III”, claiming that almost all regional parties are geared up to fight against the

The Union Power Ministry has recommended the import of coal for blending up to 10 per cent to ensure adequate stock when the power demand is at its peak in the next few months, it added. The present landed cost of imported Indonesian coal is around USD 200. The expensive imported coal would increase costs for utilities, it pointed out.

DIMAPUR, APR 19 (NPN): Underlining the urgent need for regulation of optical trade, the Nagaland Optometric Association (NOA) has issued criteria for existing and upcoming Opticals in the state, which would come into immediate effect. The travelling artist paints anything (animate and inanimate) that captures his imagination or stokes his interest at any time and place evoking curiosity of onlookers and in the process even striking conversations with them. 32-year-old Pocham who hails from Chennur in Telangana has so far visited 19 states, including the latest one, Nagaland. The last state he visited was Mizoram where he spent 15 days. Other states, he has visited were Assam, Tripura, Jammu, Punjab, Haryana, Uttarakhand, Uttar Pradesh, Chhattisgarh, Gujarat, Rajasthan, Andhra Pradesh and Madhya Pradesh. His next stop is neighbouring Manipur. Pocham began his mission on December 2017 and has so far painted over 13,000 live paintings. Apart from deriving contentment from his paintings, he also enjoys bonding with locals who approach him on noticing him painting by the roadside or in public places. In Nagaland, Pocham carried out

live paintings of livestock and other exotic dishes on sale at Super Market and visited the adjacent Kachari Rajbari ruins to paint picture of the chess pieces. He has also painted several pictures depicting Naga costumes, accessories, artefacts and rural life. Treating Diverticulitis

Sometimes tiny, bulging pouches (called diverticula) form in the colon. This condition is called diverticulosis. If the pouches become inflamed or infected, this is diverticulitis.

When diverticulitis symptoms -- abdominal pain, cramps, and fever -- are mild, antibiotics taken by mouth are usually enough. When pain is worse, a clear liquid diet to allow the colon and bowel to recover may also be prescribed. When pain is increasingly severe, or when there is high fever or the inability to drink liquids, a hospital stay may be necessary, along with intravenous antibiotics and not eating or drinking for a few days.

Symptoms of Diverticulosis and Diverticulitis

When inflammation of the diverticula leads to a tear in the intestinal wall, as pictured here, pus can leak into the abdominal area, causing peritonitis (a painful infection of the abdominal cavity), abscesses, intestinal obstruction, and an opening (called a fistula) between the bowel and the urinary tract or other organ in the abdomen or pelvis.

What Causes Diverticula to Form?

The reason diverticula form in the colon is not completely understood. Doctors think diverticula form when high-pressure areas inside the colon push against weak spots in the colon wall. These diverticula are most common in the lower part of the large intestine (called the sigmoid colon).

Once formed, diverticula are permanent. And no treatment has been found to prevent complications of diverticular disease. But diets high in fiber increase stool bulk and prevent constipation, which may help symptoms. What about seeds and nuts? There’s no evidence these foods cause diverticulitis flares. But if you feel they trigger your symptoms, eat other high-fiber foods instead. Drinking plenty of water and getting regular exercise may also help (Medically Reviewed by Minesh Khatri, MD)

When Surgery Is Necessary

Diverticulitis that does not respond to medical treatment requires surgery. Surgery usually involves draining pus and removing the segment of the colon containing the diverticula. Removal of bleeding diverticula is necessary for patients with persistent bleeding. Surgery may also be necessary for any diverticula that erode into the bladder, causing severe, recurrent urine infections and passage of gas during urination, and to treat intestinal obstruction.

When a hole develops between a pouch and a blood vessel, bleeding can happen. This can cause a large amount of blood to suddenly appear in your stool. This condition is usually painless and the bleeding usually stops on its own. But in rare cases, bleeding can be severe enough to require a transfusion or surgery. If you have bleeding, contact your doctor right away.

What’s Fiber Got to Do With It?

A diet low in fiber is linked to diverticulosis. Researchers aren’t sure why. Adding more fiber to the diet can help prevent constipation and may decrease the risk for painful diverticula in the colon. Luckily, you don’t have to look hard to find an abundance of high-fiber foods. Fiber is found in fruits, vegetables, whole grains, and legumes (dried beans, peas, and lentils). Make smart food choices, including brown rice and whole wheat pasta in place of the regular version. And add extra veggies to your favorite dishes -- pizza, stews, and spaghetti sauce. The American Dietetic Association recommends that women get about 25 grams of fiber and men about 38 grams each day.

Diagnosing Diverticular Disease

Since diverticulosis doesn’t usually cause symptoms, it is often only diagnosed when the patient is being seen for another reason. The diverticula (pictured here in yellow) can be seen via X-ray or a colonoscopy. When diverticulitis leads to a painful abscess, an ultrasound and CT scan of the abdomen and pelvis can show collections of pus.

Treatment for Diverticulosis

Most patients with diverticulosis have minimal or no symptoms and do not require specific treatment. A high-fiber diet and fiber supplements are recommended to prevent constipation and the formation of more diverticula.

The players and the support staff will assemble in Bellary on April 23 and will start training from the next day till May 8. Correspondent MOKOKCHUNG, APR 19 (NPN): Defending champions Phek went down fighting to Dimapur 0-1 in Group –A in the opening match of the 22nd Inter District Football Tournament, Dr, T. Ao Trophy in Mokokchung on Tuesday. In the other encounters, Wokha beat Chümoukedima 1-0 while Mon thrashed Niuland 3-1. The all important goal of the match was scored by Kakhevi Assumi in the 46th minute to register three points for Dimapur team.

Despite dominating the match, Phek team failed to break through with their striker Rhitsho Mero missing two golden opportunities. It was a moment of blunder from the Phek team as Kakhevi got hold of a loose ball to fire the ball into the net in the second half. Phek still have two matches to qualify for the quarter finals. Phek team was led by former I-league player Khwetelhi Thopi while Dimapur team was led Kivi Zhimomi, who also played in the I-League. Kivi Zhimomi and Kakhevi

ULAANBAATAR, APR 19 (PTI): In a memorable day for India at the Asian Wrestling Championships, three of the five Greco Roman grapplers in action, including Sunil Kumar, won bronze medals on Tuesday. This is for the second time that Sunil has earned a podium finish at the Asian championships, having won the 87kg title in the 2020 edition. The 23-year-old opened up a huge 5-0 lead early in his bronze medal bout against Mongolia’s Batbayar Lutbayar and eventually won by technical superiority. This was after he lost the semifinal by technical superiority to Uzbekistan’s Jalgasbay Berdimuratov. He had started with a 5-3 win over Japan’s Masato Sumi. In the 55kg competition, Arjun Halakurki defeated

Davaabandi Munkh Erdene 10-7 in the bronze play-off. He had lost his quarterfinal to Kazakhstan’s Amangali Bekbolatov. Arjun had also won a bronze at the 2020 edition of the event. In 63kg, Neeraj got the better of Uzbekistan’s Islomjon Bakhramov 7-4 to earn a podium finish. He had reached the play-off after losing his quarterfinal to eventual champion Tynar Sharshenbekov from Kyrgyzstan.
