State records 3 fresh Covid cases DIMAPUR, APR 18 (NPN): Nagaland on Tuesday recorded three fresh Covid-19 cases taking the total caseload to 35,995. Our of three cases, two cases were reported from Dimapur and one from Wokha. While one patient from Dimapur have recuperated from the virus taking the recoveries to 33693. The active cases in the State stood at 3, who are under home isolation. The death toll remained unchanged at 777 (including 5 non-Covid deaths but with positivity). PTI adds: India has recorded 7,633 new coronavirus infections, while the active cases have increased to 61,233, according to the Union Health Ministry data updated on Tuesday. The death toll has increased to 5,31,152 with 11 deaths.

NEW DELHI, APR 18 (PTI): Union Home Minister Amit Shah on Tuesday chaired a “chintan shivir” of senior officers of the Ministry of Home Affairs and advocated enhanced use of artificial intelligence for critical analysis of crimes to make cities safer for women, children and vulnerable sections. The objective of the brainstorming session was to review the work of the ministry and evolve an action plan to implement Prime Minister Narendra Modi’s “Vision 2047”, according to an official statement. DIMAPUR, APR 18 (NPN): Due to heavy traffic congestion in and around Kohima town, especially during the peak hours, the De puty Commissioner (DC) Kohima has prohibited entry of heavy goods vehicles (trucks/ dumpers) in Kohima town from 6am till 7pm. In an order, DC Kohima Shanavas C stated that all permits issued to private and government vehicles (trucks/dumpers) to ply within the restricted hours stand cancelled. DC cautioned that violation of the order would invite stern penalty under relevant provisions of the law.

KVC reaffirms resolution on ULB issue DIMAPUR, APR 18 (NPN): Kohima Village Council (KVC) has reaffirmed to uphold the March 15, 2023 “KVC Resolution” pertaining to the Urban Local Body (ULB) election. In a press note, KVC vice chairman Zeneizo Rutsa and general secretary Vezonyü Kelio said the resolution was adopted at KVC general meeting held on April 15, wherein matters with regard to ULB elections to three municipals and 36 town councils in Nagaland were deliberated. The house also resolved to firmly support and uphold the APO executive meeting resolution passed on April 11, 2023. Further, KVC acknowledged the “matured wisdom and decision” of the state government to postpone the proposed ULB election and repealing Nagaland Municipal Act 2001. The council appreciated state government under the leadership of the chief minister, Neiphiu Rio for “giving attention and keeping the voice and aspiration of the Nagas on top priority.”

digitisation, Manpai said it was being done to streamline defaulters, since out of around 20,000 trade licence holders since 2006, only around 7,000 to 8,000 have renewed their licences. He said digitisation of trade licences would help DMC crack down on defaulters, as all those failing to renew their licences or not possessingone would be penalised as per law. DIMAPUR, APR 18 (NPN): While it has been accepted that an overwhelming number of shops and business establishments in Dimapur are run or managed or owned by nonNagas; yet a majority of footpath or roadside vendors selling local items are Naga women. However, the Naga women including those from other tribal communities are being deprived of allotment of stalls either within New Market or other market areas in Dimapur. immigrants occupy most of the stalls and shops in New Market and other places. In most cases, it was reported that though the shop licences are in the name of local Nagas; yet

the persons who actually run and own the shop are mostly suspected immigrants. A woman vendor selling vegetable and other local items at New Market told this Reporter that she had

to sit on the ground without any shelter but with an umbrella since she could not obtain any stall. It was speculated that shops allotted to some local persons are eventually either

sold to non-locals or sub-let and that is why the genuine women vendors are being deprived. The women vendor even went on say that most of them have no option but

to pitch their stalls outside the shops occupied by nonlocals. At times the women were verbally abused. “We have become slaves in our own land,” she said. Even local owners of RCC buildings seem to be more inclined in renting out to suspected illegal immigrants because they are able to pay good sum as rent. Some of the women opined that the local administration and civic bodies including ward committee should seriously consider providing space especially for sale of local indigenous products which are in high demand. Another vendor, an el-

derly woman, spoke on how non-local vendors through financial support from their organisations, were able to get shopping spaces at RCC buildings while the local women vendors are made to set up their business in open spaces along pavements. Asked whether she would be willing to shift to any other location especially meant for local and indigenous products, she was willing but that such alternative places have to be easily accessible. DIMAPUR: In an effort to strictly implement National Tobacco Control Programme (NTCP) within Longleng district, the district has decided to implement “Tobacco free office” in all government offices and to declare “tobacco free schools”. According to a DIPR report, the decision was taken during a meeting of District Level Coordinator Committee (DLCC) with regard to National Tobacco Control Programme (NTCP) on April 17 at the Conference Hall of Deputy Commissioner (DC) Longleng office under the chairmanship of DC and NTCP chairman Longleng, Dharam Raj. In regard to imple-

menting “Tobacco free office”, the house has directed all government establishments to implement the same within 100 days from the date of notification. The house also resolved to establish “Tobacco Control Cell” in all government offices under Longleng district administrative headquarters. The meeting also decided to declare tobacco free schools by observing all the norms laid down under Tobacco Free Educational Institutions (ToFEI) guidelines. The house has also directed all educational institutions to formally registered complaints to district level enforcement squad against shops selling tobacco within 100 yards. It also

decided to take stringent action against shops and those selling tobacco to minors below 18 years. The house resolved to form active members or volunteers within the schools and college to assist the respective educational institutions to tackle the use of tobacco. Among other resolutions, the house also resolved to create a “smoking zone in no smoking zone areas”; to write to all village councils to comply with the order; to reward institutions scoring 90% under the tobacco free educational institutions guidelines; to write a letter to the government of Nagaland to include Longleng under Nashad Mukh Bharat Abhiyan.

LMRVCCU holds meeting; resolves

DIMAPUR: Lotha Middle Range Village Council Chairmen Union (LMRVCCU) held a meeting on April 10 at B Doyang Hydro Electric Project and discussed various public grievances and unanimously adopted several resolutions. In a press release, LMRVCCU president, R. Thejamo Ovung and general secretary, Shanthungo Yanthan informed that the union resolved to request the Executive Engineer PWD (R&B) Baghty Division and the higher officers to release the salary of work charge workers, which remained pending for many months. LMRVCCU has also requested all the government employees under its jurisdiction to be in the station and perform their duties for the welfare and benefit of the public. Further, LMRVCCU said its officials also visited the ongoing road construction project under PMGSYII from Sanis ‘O’ Point to Aitepyong and met with SDO & JE (R&B) Baghty Division and the site in charge. The officials held a “healthy discussion” and were assured of complete the carpeting works as per the specification of the DPR. M’laya govt urges Centre to deploy CAPF to curb illegal coal mining

SHILLONG, APRIL 18 (IANS): On the directives of the High Court, the Meghalaya government has urged the Central government to deploy at least 10 companies of Central Armed Police Force (CAPF) to curb illegal mining and transportation of coal, an official said on Tuesday. An official of the Chief Minister’s Office (CMO) said that Meghalaya CM Conrad K. Sangma has written to the Central government, requesting deployment of 10 companies of CAPF to check illegal mining and transportation of coal in the state. The Meghalaya High Court bench headed by Chief Justice Sanjib Banerjee had directed the Ministry of Home Affairs (MHA) on April 12 to deploy 10 companies of CAPF (around 900 personnel) to check the illegal mining and transportation of coal in the mountainous state. The High Court order had said that the CAPF should be commanded in-

dependently or jointly by officers from the state police that may be selected by the court, strictly for the purpose of keeping vigilance on the roads and curbing the transportation of illegally mined coal in the state. “The real intention of this court was for the local police not to be associated in the process since it had been ineffective in this regard, the CISF (Central Industrial Security Force) may be the appropriate force,” the High Court order said. Despite several orders from the Supreme Court, National Green Tribunal, and the High Court, illegal mining of coal continues in

Fund inflow to ISRO is adequate: Somanath

SHILLONG, APR 18: Indian Space Research Organisation (ISRO) Chairman and Secretary Department of Space, S Somanath on Tuesday said the fund inflow to ISRO is adequate. “The funding from the government is adequate. In fact ISRO wasn’t able to utilize all the funds sanctioned last year,”Somanath said. This year the Finance Ministry budget for ISRO is Rs. 13700 crore. In the last fiscal the sanction was Rs. 12543 crore. The funding has increased for ISRO over the years. From a humble beginning in the early 60s with a handful of scientists when rocket parts were transported on bicycle, ISRO has come a long way and has so far with 122 space missions, 89 launch missions, placing 422 foreign satellites in correct orbit, besides missions to the moon and mars.

Some of the future missions of ISRO are Chandrayaan-3 which is a follow-on mission to Chandrayaan-2 to demonstrate end-to-end capability in safe landing and roving on the lunar surface and Aditya L1, the first space based Indian mission to study the Sun. “ISRO is now actively collaborating with private organisations and handholding them in launch missions,” Somanath said. Skyroot Aerospace, a Hyderabad startup, was the first Indian private sector player to launch its space rocket (Vikram-S) in November 2022. Noting that space sector is a “tool for growth”, the ISRO Chairman said : “In the days in to come ISRO and the private sector companies would also try to mine from space - a highly lucrative area of scientific pursuit, which many countries are attempting to do so.”

Many workers got trapped in the illegal and unsafe mines and subsequently died -- five last year, but only three bodies were retrieved from the flooded coal mine after hectic efforts for over 27 days in East Jaintia Hills district. In December 2018, in a major tragedy in the same district, 15 miners died inside an abandoned coal mine. The 15 miners, whose bodies were never found, had been stuck in the coal mine at a depth of nearly 370 feet after a tunnel was flooded with water from the nearby Lytein river.

Sikkim Shocker: Assam govt to award Rs 25,000 cash 11-yr-old girl raped, strangled to death prize to performers for World Records

GANGTOK, APRIL 18 (IANS): Sikkim has been left horrified after an 11-year-old girl from Gangtok was sexually assaulted and then strangled to death. The police have arrested Pritam Sharma (29), who originally hails from Bihar but drives a taxi in Gangtok, for the alleged crime which took place last week. The arrest was made on Monday by a special investigating team in Gangtok. The accused has been booked under IPC Section 302 and sent to police remand for 14 days till May 1 by a local court. According to the police, the victim’s body was found in an isolated forest near Panthang, located in the periphery of Gangtok, on April 14. The victim had been reported as missing by her mother since April 10. Based on CCTV footage of various locations, the police tracked Pritam, who has been driving a taxi in Gangtok for the past 10 years. Speaking to the media on Tuesday, senior police officers said that during interrogation, the accused admitted to his crime.

GUWAHATI, APRIL 18 (IANS): Assam has created two Guinness World Records - one with the traditional dance of 11,304 Bihu artistes and the other with the largest drumming performance, which included 2,548 participants. Each artiste will receive a cash prize of Rs 25,000 for his/her stellar performance that marked double entries into the Guinness World Records, officials said on Tuesday. The state government has planned a three-day programme to award the prizes to the performers. A top government official said, “Between May 6 and 8, the Bihu performers will be felicitated in their respective districts.” The artists were selected from each district of the state to perform for the world records. Meanwhile, Chief Minister Himanta Biswa Sarma said, “The cabinet ministers will travel to the districts to award cash prizes to the artists. NEW DELHI, APR 18 (PTI): The Supreme Court on Tuesday made it clear that it will not go into personal laws governing marriages while deciding the pleas seeking legal validation for same-sex marriages and said the very notion of a man and a woman, as referred to in the Special Marriage Act, is not “an absolute based on genitals”. The day’s proceedings on the sensitive issue started with Centre’s vehement submission that its “preliminary objection” be heard and decided first that the court cannot go into the question which essentially is on Parliament’s turf. Irked over the submission, a five-judge constitution bench headed by Chief Justice D Y Chandrachud said “we are in-charge” and the nature and tenability of the preliminary objection will depend on the canvas the petitioners open up. Terming the issue involved in the pleas as “complex”, the bench asked the lawyers appearing in the matter to advance arguments on the Special Marriage Act, a religion neutral statue. BENGALURU, APR 17 (PTI): A two-and-halfyear-old boy drowned in a pit dug up by the Bangalore Water Supply and Sewerage Board (BWSSB) to lay water pipeline near Gollarahatti in Bengaluru on Tuesday. The pit was filled with water, police said. The child’s parents alleged that no warning signs or safety measures were taken up near the site by the workers. Based on the complaint lodged by the parents, police have registered a case against the BWSSB engineer and contractor.

CHANDIGARH, APR 18 (PTI): At least 20 trains were cancelled after farmers squatted on railway tracks at several places in Punjab on Tuesday as part of their four-hour ‘rail roko’ agitation against the value cut announced by the Centre on wheat grain shrivelled and broken due to unseasonal rains. While the Centre has relaxed quality norms for wheat procurement in Punjab, Chandigarh, Haryana, and Rajasthan following crop damage in unseasonal rains, it has decided to cut

the value of shrivelled and broken wheat above 6 per cent. The farmers are also demanding a higher compensation per acre for crop damage. The disruption in rail services caused inconvenience to many rail passengers. The protesters squatted on rail tracks in Ludhiana, Amritsar, Bathinda, Ferozepur, Sangrur, Fazilka, Gurdaspur and Tarn Taran. In some places, the farmers even put up tents on the tracks. Under the banner of Samyukt Kisan Morcha,

several farmer bodies including Bharti Kisan Union (Ekta Ugrahan) and BKU (Lakhowal) had announced they would block rail tracks from 12 noon to 4 pm. Ferozepur railway division officials said 20 trains including those running from Jalandhar city to Hoshiarpur, Ludhiana to Ferozepur Cantt, Amritsar to Qadian, Amritsar to Pathankot and Verka to Dera Baba Nanak were cancelled, while trains between Bathinda an Fazilka were short terminated and short originated. A passenger in Amritsar said he and his family members were to go to Kanpur but when they came to the railway station, they got to know that the train was delayed due to the protest. Another passenger in Ferozepur said his train to Delhi got delayed due to the protest and he had to wait at the railway station in the heat. BKU (Ekta Ugrahan) general secretary Sukhdev Singh Kokrikalan said the Centre’s decision to cut value of shrivelled and broken wheat grain during procurement was “anti-farmer”. Kokrikalan said their outfit stopped trains at several places including Ajitwal in Moga, Gidderbaha in Muktsar, Fatehgarh Churian in Gurdaspur, Patti in Tarn Taran, Dhuri and Lehragaga in Sangrur, Kila Raipur in Ludhiana, Budhlada in Mansa, Jaito in Faridkot and Jalalabad in Fazilka.

Perpetual shortage

S

ince March 10 this year, the department of veterinary and animal husbandry, government of Assam, imposed a blanket ban on movement of pigs from other states of India into the region as a precaution against the spread of the African Swine Fever(ASF) in different parts of the state of Assam. Another order, however, said intra-district and interdistrict transportation of live pigs is allowed within Assam in the interest of local farmers, subject to adherence to biosecurity measures. The state government order cautioned that ASF, which is a highly infectious hemorrhagic viral disease of pigs, and the occurrence of the same had been reported from about 120 epicentres in Assam. According to the Centers for Disease Prevention and Control, swine Influenza is a respiratory disease of pigs caused by the type-A influenza virus. After more than two years of the pandemic, the rising flu cases have triggered concern among people. While the influenza A subtype H3N2 virus is the dominant virus in India, cases of swine flu or the H1N1 virus are rapidly increasing across the country. In fact, according to the recently released data by the Union Health Ministry, the cases of swine flu or H1N1 virus are increasing rapidly across the country. In such a situation, the central government has requested people to be alert, such as using masks while going out, always keeping their hands clean, as well as getting the flu vaccine once a year. H3N2 and H1N1 are both types of influenza virus, commonly known as flu. A total of 3,038 cases of influenza, including H3N2, have been confirmed by the states as of March 9. As per the recent data released by the Union Health Ministry, a total of 955 cases of H1N1 infection have been reported till February. The maximum number of cases were registered in Tamil Nadu (545), Maharashtra (170), Gujarat (74), Kerala (72) and Punjab (28). Demand for pig meat in the north east is very high.To meet the high demand, pigs are imported in large quantities from states like Punjab and Haryana where cases of ASF have been reported. According to reports people of the north east region are reported to be the country’s highest consumers of pork meat. In India, the per capita consumption of pork is reported to be the highest in Nagaland. According to estimates the annual demand for pork meat in Nagaland is about 60,000 metric tonnes. The state’s own production is around 50% or around 30,000 tonnes. In 2018 live pigs worth over Rs. 200 crore annually were imported from Punjab to Nagaland by the Nagaland State Government. Shortage more often leads to significant increase in price of pork. Price of pork per kilogram has shot off from around Rs.225 per kg in 2019 to Rs, 250 in 2020 during the pandemic and currently one kg of pork is around Rs.300. The current ban on transportation of live pigs through Assam has caused shortage. During normal time, around 100 to 120 pigs used to be slaughtered in Dimapur and Chümoukedima and the number has come down to between 20 to 30 pigs everyday. The ban has also affected the livelihood of around 500 families engaged in pig rearing. These confirm that pig rearing is the biggest economic activity which can bring benefit to the growers and the state.

n the emerging geo-political security scenario and India’s internal security situation - marked by the rise of ‘covert’ attacks of the adversary not so much the fear of an open military offensive - we need Intelligence that embraced a much wider ground not confined to just reporting on the specifics of any one particular threat to national security. Intelligence is now expected to indicate what would be the best possible response to the security spectrum as a whole. Correspondingly, the outreach of Intelligence agencies also had to extend to areas hitherto not in the reckoning such as the use of the instrumentalities of social media and cyberspace by the adversary to launch an ‘information warfare’, efforts to induct civil society forums to build anti-India narratives, plans of the enemy to inflict damage to the economy, newer ways invented by the enemy for recruitment of terrorists and clandestine transfer of arms and narcotics to the targeted country. India’s Intelligence set-up has rapidly risen to meet the new challenges but its organisational expansion, manpower deployment strategy and above all the assimilation by the Agencies of what was earlier called Technical Intelligence in a generic sense, have now received new-found importance. This transformation should be considered a work in progress. In essence, Intelligence is going to be involved far more than before, in the government’s search for solutions and policy responses in any given situation. Foreign policy is a product of national security and economic concerns and international relations being caught in a web of open and secretive bilateral or multilateral bonds, determination of friends and adversaries itself has to rest on comprehensive Intelligence. Diplomacy now is more of an effective implementor of intelligence-based decisions though it still remained a major source of inputs for the framing of foreign policy itself. curity Advisors is at present the most authentic substratum for bilateral and even multi-lateral friendships because security concerns often override other matters like economic development and trade and cooperation on the environment. In the post-Cold War era, the world has evidently switched over to proxy wars and covert trans-border operations - India happens to be a prime example of a country that was at the receiving end of both. Incidentally, Russia started a military operation in eastern parts of Ukraine in February last year - without declaring ‘war’ - and significantly the US-led West also intervened by way of supporting Ukraine with arms and ammunition in a proxy mode. The result is a war of attrition in which no side is a winner at the end of a year of armed conflict. This has produced global repercussions and the most serious of these is the likelihood of the revival of a new Cold War between the US on one hand and the Russia-China axis, on the other. India has the distinction of having emerged as possibly the only acceptable mediator - thanks to Prime Minister Narendra Modi’s unbiased approach to this conflict and the call he made upfront for cessation of hostilities - but this is also the moment for India to have a comprehensive Intelligence assessment of the thinking of other major powers on the Ukraine-Russia conflict and a host of other international problems. The Ukraine-Russia military confrontation had a local setting - ongoing grievances between the two neighbours erupted after a period of unresolved bilateral problems- and the world should have called for peaceful coexistence between them untainted by whatever had happened during the Cold War. India caught global attention precisely because it raised a sane voice. China has tried to strengthen its geopolitical standing by offering to take up the question of the Ukraine-Russia conflict with the warring sides. Intelligence is needed

to track international opinion and monitor the domestic politics on India’s stand on Russia’s handling of the conflict with Ukraine. It so happens that in the Indian context, the proxy war dimensions of the operations of adversaries particularly the Pak-China combination have assumed serious dimensions requiring a far greater Intelligence generation across many new areas of security concern. Pakistan is trying to accentuate the communal divide in India by announcing that it had a right to take interest in the Muslim minority here since the latter was part of Ummah spread across the world and alleging that Muslims were feeling unprotected in the Modi regime. Both Pakistan and China were instigating antiIndia lobbies working within the country and outside, particularly in Kashmir and alleging that human rights and freedom of expression were being curbed under the ‘authoritarian’ rule of Prime Minister Modi. Pak ISI’s hand in the current campaign to revive the Khalistan movement in Punjab is quite clear. The sources behind the propaganda offensive against India have to be unearthed by Intelligence so that they could be countered through operational, diplomatic and legal means. The ascendancy of the phenomenon of civil society and intellectual forums indulging in ‘politics by proxy’ is a new development requiring newer methods of Intelligence gathering but with a stricter demand for the reliability of the information. The proxy offensives of the adversaries make it important that Intelligence agencies had very close coordination with the Narcotics Control Bureau, NIA and investigators of economic offences - since these latter entities could run into information that might have a direct bearing on national security. The role of Intelligence in helping the government to formulate comprehensive action, embracing more than one area of governance, has become far more

The all-weather friendship of China with Pakistan, the tussle between the Saudi-led fundamentalist regimes and the protagonists of radical Islam and the advocacy of Brexit by Donald Trump, the thenRepublican President of the US, illustrate this. India rightly favours multi-polarity in the world to minimise among other things, the prospect of another Cold War cramping the economic development of countries that chose to remain non-aligned towards either block. We have to be well-informed about the moves of both adversaries and friends to adopt the correct strategy of national security and this has to happen in an ongoing manner since world players might not be sticking to a policy at all times. National interests are permanent not the policies and in a situation of change - geopolitical and world economy related - course correction determined by Intelligence would not be infrequent. This adds to the demand on Intelligence agencies. The latter would also need to use an organisa-

In turn, the American corporate entities reportedly helped the Agency to extend its outreach outside of the US. The quantum of information of interest required by a nation has multiplied and so has the importance of competent analysis of all the available facts for garnering Intelligence out of the same. Today’s Intelligence Officer is a professional of many parts- he can track international relations, make good use of open interactions and perform equally well on the desk as well as in operations. If the Intelligence agencies are facing a new situation it is also clear that the recruitment, staffing pattern and placement policy would also have to be innovative and dynamic. Subject and area expertise, technology professionalism and the trait of being information savvy are the basic requirements of an Intelligence organisation. The old scheme of a special selection of IPS officers for long-term deputation needs to be revived and so should the practise of inter-agency exchange of experienced officers between IB and R&AW, particularly because in the Indian context external and internal threats to security often have a ‘cause and effect’ link. The traditional tradecraft of recruiting human sources will always be important but the research and analysis function is becoming increasingly important to track the ways and modus operandi of the unseen adversary. A determined followup by an agency that first noticed signs of suspicion about an individual or activity is necessary even after it had passed on the information to another organisation

directly concerned with that matter. This new discipline of the pursuit of information by an agency originally receiving it was crucial to the overall success of Intelligence. There have been cases of an agency which received information that pertained to another agency subject-wise, merely passing that on to the latter without following it up with the original source and in the process failing to collect fuller details on its own to the detriment of larger national interest. Finally, it is important that all members of an Intelligence agency must be willing to choose anonymity of working, must be imbued with the pride of devotion to a national cause and must remember that ‘information does not find you, you have to find information’. The training regimen has to be expanded to include knowledge of what real operations produced for learning so that the new officers remained updated on tradecraft. In-house discussions on the security scenario within the bounds of ‘need to know’, will help since two heads are better than one. Similarly, on top of the shelf, today is the threat of cyber attacks and the Intelligence set up therefore has to deploy all its resources - including a combination of human analysis and technological expertise - to deal with the same. Hacking is something detected only after the event but the Intelligence effort certainly can zero - in on possible points of vulnerability and work out technological solutions for strengthening cyber security. The National Cyber Security Policy of India rightly emphasises the importance of Public Private Partnerships for cyber research through Centres of Excellence. Thanks for the eviction of footpath blockers

The eviction of countless footpath vendors by the Dimapur Police, DMC and the district administration is truly laudable and deserves an appreciation. As a parent, who goes to drop and pick my children every morning and afternoon to their school undergoes a very harrowing time not only for me but all parents as well as other commuting public because of the huge number of balloon sellers, fruit sellers, vegetable sellers, ice-cream carts, food carts, toy sellers, etc. etc. occupying all the small space of the pavements on the roadsides and on our small narrow footpath which we have making it very difficult for the common public to walk by. They block all our narrow foot paths making our everyday lives miserable and a total harassment in our school duty. Though am not against their right to earn their livelihood, they also should not take our freedom to walk freely around the town and especially in school areas. Due to the presence of huge number of them all around the town, many vehicles find it hard to get parking space and so create more traffic congestion during the rush hours. They should be made to sell their items only on the pavements where there are ample and sufficient space and not anywhere as they like which they were doing just before their eviction. Many parents like me are heaving a sigh of relief as now we can walk freely and peacefully on the foot paths during our school duties. Footpaths are meant for walking and not for vendors. Hope the check on these vendors by the concerned above mentioned authorities continue in days to come and not only for a time being. CHANDIGARH, APR 18 (PTI): Four labourers were killed while 20 others injured after a portion of a three-storey rice mill building collapsed in Haryana’s Karnal district early Tuesday, police said. Rescue operations at the site were underway. Some workers told reporters at the site that over 150 labourers were sleeping in the building at the time of the incident.

BALLIA (UP), APR 18 (PTI): A court here has awarded 10-year rigorous imprisonment to three people, including the husband of the victim in a dowry death case. A fine of Rs 20,000 was also imposed on each of the three convicts. The fasttrack court awarded the sentence to Imran, Kurban Ali and Shahnaz for killing Rozi (20) by giving her poison, lawyer Tribhuvan Nath Yadav said. The victim’s mother, in her police complaint in 2015, had alleged that her daughter was killed by poison by her husband Imran, fatherin-law Kurban Ali and mother-in-law Shahnaz.

Two held for raping minor girl

GHAZIABAD (UP), A P R 1 7 ( P T I ) : Two p e r s o n s, i n c l u d i n g a homeguard, were arrested for allegedly raping a 12-year-old girl in the Loni area here, police said on Monday. The girl was sexually assaulted by the two men on Saturday, they said. The two accused were arrested Sunday night, Additional Commissioner of Police, Loni, Rajneesh Upadhayay said. The girl left her home in anger after she was scolded by her mother for breaking the mobile of her brother, police said. She got the mobile repaired at a shop and boarded an e-rickshaw in which one of the accused was also travelling, they said. The accused took her to the homeguard’s residence where the duo raped her and also threatened her of dire consequences if she revealed the incident to anyone, police said.

Heroin worth Rs 17 crore seized

MUMBAI, APR 17 (PTI): The airport customs has seized 2.4 kg of heroin worth Rs 16.8 crore at the Chhatrapati Shivaji Maharaj International Airport after arresting a foreign national, an official said on Monday. According to the official, based on specific intelligence, the Mumbai airport customs intercepted the foreign national who arrived from Entebbe, Uganda, and seized 2.4 kg of the contraband value at Rs 16.8 crore from him on Sunday.

NEW DELHI, APR 18 (PTI): The Supreme Court on Tuesday questioned the Gujarat government over the remission granted to the 11 convicts last year in the case of gangrape of Bilkis Bano and murder of her family members during the 2002 Godhra riots, saying the gravity of the offence should have been considered and asked whether there was any application of mind. Asking for reasons for the premature release of the convicts, a bench of Justices KM Joseph and BV Nagarathna also questioned the paroles granted to them during their incarceration period. “It(remission) is a kind of grace which should be proportional to crime.” “Look at the records, one of them was granted parole for 1,000 days that is three years, the other 1,200 days and third is for 1,500 days. What policy have you (Gujarat government) been following? It is not a simple case of section 302 (murder) but a case of murders compounded by gangrape. Like you cannot compare apples with oranges, similarly massacre cannot be compared with single murder.” Hearing a plea chal-

lenging the release of the convicts, the court said although there was consultation with the Centre for grant of remission but the state is required to apply its mind, looking at the gravity of the offence. The Centre and the Gujarat government also told the court they may file a plea seeking a review of its March 27 order asking them to be ready with original files on the grant of remission. Senior advocate AM Singhvi, appearing for one of the PIL petitioners, said the records show that when the convicts were released on bail, they had given threats to witnesses and were involved in other crimes.

Advocate Shobha Gupta, appearing for Bano, said no new records have been filed in the petition and it is just the challenge to the remission granted to the convicts. The bench told Additional Solicitor General SV Raju, appearing for the Centre and the Gujarat government, “Here a pregnant woman, who was gangraped and several members of her family were killed. Crimes are generally committed against society and the community. Unequals cannot be treated equally.” “The real question is whether the government applied its mind and what material formed the basis of its decision to grant remission in the facts and

circumstances of the case,” the bench said, adding, “Today it is this lady (Bilkis) but tomorrow it can be anyone. It may be you or me. If you do not show your reasons for grant of remission, then we will draw our own conclusions.” The bench told Raju that non-production of original files will be construed as a contempt and asked him why the state government was shying away from producing the files. Justice Joseph said the court is actually concerned with the exercise of power by the state in the present case and referred to a 2006 two-judge verdict of the apex court in the case of Epuru Sudhakar versus Government of Andhra Pradesh, in which the remission order was set aside as the ground was that the convict was “a good Congress worker”. The bench further said that when a crime is committed, the offence is against a community or the society and “when you release a person in a case like this, you have to look at the public at large. You have to see what message you are sending to the public”.

On Monday, about 36 weather stations across the country, particularly in central and north India, recorded temperatures above 42 degrees Celsius. Delhi registered a maximum temperature of 40.6 degrees Celsius, four notches higher than normal -- the third consecutive day that the maximum temperature settled above 40 degrees Celsius. Talking to IANS, Dr Anup Latne, Consultant Internal Medicine, Surya Mother and Child Super Speciality Hospital Pune, said: “Extreme heat can be

deadly, especially in India, where many lack access to adequate cooling.” While the effect of heatwaves on a human body can differ person to person, “children, pregnant women and senior citizens should take additional precaution to mitigate the effect of severe heat, and avoid going outdoors during the day”. These groups “are more likely to experience dehydration when exposed to extreme environmental temperatures”, said Dr Rajiva Gupta, Senior Consultant - Internal medicine at the C.K. Birla Hospital, Gurugram. In children, heatwave can lead to”dizziness, sweating profusely, nausea/vomiting and muscular cramps. In severe cases, individuals may also face

heat strokes resulting in loss of consciousness and seizures”, Dr Latne said. Other adverse effects of heat include lethargy, body aches, weakness, and, in severe cases, kidney function disturbance, fall in blood pressure, and exacerbation of comorbidities for those who suffer from them. In response to heatwave forecasts, several state governments have released guidelines for schools, including closure, no assembly during the afternoon, water breaks, etc. Meanwhile, the India Meteorological Department (IMD) has advised the public “to take precautions and stay hydrated during the hot weather”. “It is necessary to consume at least 2-2.5 litres of water daily. In case of

any symptoms, water with salt, coconut water with salt, and lemon water with salt can be consumed. To prevent heat-related illnesses, one should avoid prolonged exposure to heated environments, avoid exercising in heat, and always seek shade,” Gupta noted. “Heatstroke is a serious medical condition that can be fatal if not treated promptly with rapid cooling,” said Dr Ajay Aggarwal, Director and Head - Internal Medicine, Fortis

What’s wrong with my shoulder? Your Shoulder It’s not just a simple joint -- it’s a complex structure of muscles and tendons (which hold your muscles to your bones). It lets you scratch your back, drive your car, or get something off a shelf. But all those moving parts mean things can go wrong, which is why so many people have shoulder problems at some point. Shoulder Parts Your shoulder has three bones: the top of your upper arm (the humerus bone) fits into a hole called a socket in your shoulder blade (the scapula bone), and the clavicle (collarbone), which is a strut that supports the shoulder. A combination of muscles and tendons called the rotator cuff keeps the humerus centered in the socket and connects it to your shoulder blade. Shoulder Problems If your shoulder hurts and you have trouble breathing or tightness in your chest, call 911 right away -- those could be signs of a heart attack. You also should ask someone to drive you to the emergency K Y M C

room if you can’t use your shoulder to move your arm or have sudden swelling or intense pain. If the pain isn’t that bad but it doesn’t get better or your shoulder is swollen, red, tender, or warm, see your doctor. They’ll ask questions about your symptoms and see how easily you can move your arm around. Tests Your doctor may want to get a closer look at the inside of your shoulder. Xrays will show any obvious injuries to the bones, and a CT scan can give a more detailed view. An MRI scan or ultrasound can show if the tissues around your shoulder are damaged. Arthroscopy If your doctor’s still not sure what’s going on, they may recommend this. They’ll make a small cut in your skin and send a narrow tube with a camera on it into your shoulder. Not only can an arthroscopy help find the problem, but in some cases, special tools can be used to correct it. Bursitis

Small fluid-filled sacs called bursas cushion the connections between your bones. If you make the same motion with your shoulder too often -- like throwing a baseball or lifting something over your head -- these sacs can get inflamed. When you have bursitis, even simple things, like getting dressed or combing your hair, can really hurt. Tendinitis Like the soles of your favorite shoes, tendons can wear away slowly over time. Conditions that inflame your joints, like arthritis, can cause it, too. In your shoulder, the tendons of

your rotator cuff and biceps are most likely to have problems. Acute Tendinitis “Overhead” activities like tennis, baseball, and swimming can cause a form of this, especially if you do them too often, in the wrong way, or without enough rest in between. With treatment, this kind is more likely to get better than the “wear and tear” tendinitis that happens over a long period of time. Tendon Tear It can happen slowly over time or suddenly -after a turn or twist -- usually in the tendons of your rotator cuff or biceps. It

hurts and keeps you from moving your shoulder easily. If it tears completely, your muscle can pull away from your bone, and it can take a long time to heal. Depending on your age and severity of the injury, your shoulder might improve with time and treatments suggested by your doctor. However, some tendon tears might not improve without surgery. Impingement Your rotator cuff is sandwiched between two bones: your shoulder blade and your upper arm bone. Along with causing pain and swelling, it also can make the joint hard to move. It often starts in middle age, is caused by wear and tear, and gets worse over time. Fracture You ca n break or crack your collarbone, upper arm bone, or shoulder blade. This can cause severe pain, swelling, and bruising. Older people often get them from falling. Younger people are more likely to get them playing sports or in car accidents. Treatment It’s the same for most shoulder injuries: rest and physical therapy -- a combination of massage, strength training, and special exercises that help you rebuild

India’s fantasy sports industry to reach 50 cr users by FY27

NEW DELHI, APRIL 18 (IANS): India’s fantasy sports industry is likely to grow at 33 per cent CAGR and reach 50 crore users by FY27, a report showed on Tuesday. The industry grew by 31 per cent to Rs 6,800 crore in FY22 and is expected to touch Rs 25,240 crore by FY27, according to the report by the Federation of Indian Fantasy Sports (FIFS) in collaboration with professional services firm Deloitte India. With over 300 fantasy sports platforms (FSPs) and 18 crore users, India is the fastest-growing fantasy sports market in the world. About 60 per cent of user transactions on the fantasy sports platforms have come in through tier 2 and tier 3 cities. The industry attracted Rs 15,000 crore in FDI till FY22 which is expected to touch Rs 25,000 crore by FY27. It contributed Rs 4,500 crore by the way of taxes. This is expected to

reach Rs 26,000 crore in the next five years, the report said. “We are thankful to MeitY and believe that under their regulation, our industry will accelerate growth, spur innovation and contribute even more significantly towards nation building. We look forward to achieving PM (Narendra) Modi’s vision for making India a global gaming superpower,” said FIFS Director General, Joy Bhattacharjya. The GST contributions from the fantasy sports industry is expected to increase by 5 times in the next five years, from Rs 2,800 crore in FY18-FY22 to Rs 14,700 crore between FY23-FY27. “Our analysis suggests that fantasy sports hold tremendous potential to help build a resilient sports ecosystem in India and significantly contribute to the nation’s digital economy,” said Prashanth Rao, Partner, Consulting, Deloitte India.
