14 tribal hohos reaffirm stand on Naga solution

DIMAPUR, OCT 17 (NPN): The 14 Tribal Hohos of Nagaland representing all the 14 tribes of the state, held an emergency meeting at Commissioner Guest House, Kohima on Saturday, where it was unanimously resolved to reaffirm all previous decisions with regard to Naga solution. A joint statement by the 14 tribal hohos of Nagaland through its convenor K.T. Vilie and secretary Laji Luyanba expressed appreciation to the Government of India’s official representative, A.K. Mishra for showing utmost urgency in the peace process with an effort to bring the political talks to a logical conclusion In this regard the apex tribal hohos also urged upon all negotiating entities in the Naga political talks to wrap up the process and sign an agreement without further delay. The house also discussed and declared that any threat or intimidation to the tribal hoho leaders and other Naga civil society leaders by any group

Farm unions call 6-hour ‘rail roko’ protest today NEW DELHI, OCT 17 (IANS): Samyukt Kisan Morcha (SKM) has announced a six-hour nationwide ‘rail roko’ protest on Monday from 10 a.m., demanding immediate arrest of Union Minister of State for Home Affairs Ajay Misra Teni over the Lakhimpur violence case. Train services are likely to be affected due to the bandh call. The SKM, an umbrella body of 40 farmer unions, said it has made it clear that, “until justice is not done in the Lakhimpur Kheri case, the agitation will not only continue but will intensify further”. “...Rail roko will be completely peaceful and there will be no damage to railway property,” it said in a statement. Rajveer Singh Jadoun, Uttar Pradesh president of Bhartiya Kisan Union, told IANS: “We have drawn up the outline of the Rail Roko agitation. Necessary guidelines have been issued to the farmer leaders of all the districts.” “At the district level, our farmers will go to railway stations and disrupt rail services,” he added.

The hohos also appealed to all the negotiating parties that any part of agreement that required to be implemented in Nagaland should be made known to the tribal hohos of Nagaland before the final solution was signed. It may be recalled that the 14 Tribal Hohos, in a statement issued on July 24, had appealed to all the Naga Political Groups to “come out of all the differences and sit together for early settlement” of the Naga political problem. Further, the tribal hohos also assured that they would always render their fullest cooperation to the state government’s Core Committee on Naga Political issue and the Naga Political Groups in the interest of Naga unity and solution, which were the long-cherished desire of the people.

Petrol, diesel prices Doyang bridge construction likely rally to record-levels to complete by Feb 2022: NFHRCC

DIMAPUR, OCT 17 (NPN/AGENCIES): Petrol and diesel prices rallied to record levels across the country on Sunday after state-owned oil marketing companies (OMCs) hiked the fuel prices again by 35 paise a litre. The prices were raised for the fourth consecutive day after a twoday pause and is hurting the common man’s budget. This comes as the 16th price hike for petrol and 19th for diesel since the oil marketing companies have started hiking the fuel prices after breaking the three-week-long hiatus in September. After the price hike, the price of petrol in the state capital Kohima rose to its highest-ever level of Rs 105.25 a litre while diesel was priced at Rs. 97.52 a litre. In Dimapur, a litre of petrol cost Rs.104.25 and diesel Rs.96.72 per litre. In Kiphire, a litre of petrol climbed to all-time high of Rs.107.56 a litre while diesel neared the 100-mark at Rs.99.70 per litre. (See table) In India, the costliest fuel is in the border town of Ganganagar in Rajasthan where petrol comes for Rs.117.86 a litre and diesel for Rs.105.95.

Minister of Petroleum and Natural Gas Hardeep Singh Puri on Saturday said that the consumption of petrol and diesel had increased as compared to the pre-COVID times, and the government was working towards price stability. Meanwhile, a litre of petrol has now become 33% costlier than aviation turbine fuel used in aeroplanes. On Friday, October 15, oil prices settled at a three-year high above $85 a barrel, boosted by forecasts of a supply deficit in the next few months as the easing of Covid-related restrictions spurred demand.

DIMAPUR, OCT 17 (NPN): Nagaland Foothill Road Coordination Committee (NFHRCC) has extended its deadline for completion of the much delayed construction of the Doyang bridge from 2021 and now to February 2022. NFHRCC convener Supu Jamir informed this to Nagaland Post over phone when asked about the status of the bridge over which much had been said in the recent past with regard to slow pace and huge payments made. Supu said this was the information provided by the contractor. Out of the total project cost of Rs 28 crore, he said Rs 18 crore had already been released by the State government, while the remaining

Rs 10 crore was to be paid. Supu also said that availability of funds was not an issue. The Doyang bridge, is an important link for the long awaited Trans-Nagaland Expressway, earlier known as Nagaland Foothills Road Project. So far, 70 percent of the work has been completed after 5½ years of construction. Work for the 2-lane RCC beam bridge, located in Liphanyan (Ralan area, Wokha), began in December 2014 with a 33-month completion timeframe. When contacted, Ralan Area Loth Hoho chairman CS Ovung, who had last visited the Doyang construction site on October 16, said that the current progress of the work was satisfactory. He said that the work may take some time to be completed as two more

pillars were yet to be erected. It may be recalled that the state government on September 10 last, directed the PWD (Works & Housing) department to make the Foothill road pliable even as the State government awaits Centre’s approval to its proposal for declaring the road a national highway or include it under the Bharatmala Pariyojna. Accordingly, the state government accorded an administrative approval for Rs 20 crore for taking up emergency works, while Rs 10 crore was earmarked for completion of the Doyang bridge near Governor’s Camp during the current financial year. ‘Scientific rationale’ to dictate decision on vax for kids: Govt State logs 40 fresh Covid-19 cases NEW DELHI, OCT 17 (AGENCIES/PTI): COVID-19 Task Force chief V K Paul on Sunday said that the government will take a final decision on vaccinating children and adolescents against coronavirus on the basis of overall scientific rationale as well as the supply situation of vaccines available for those below 18 years old. The Covid-19 Task Force chief also cautioned that even though infections are coming down and the second wave is subsiding, it will not be fair now to say that the worst is over since

many countries have seen more than two waves. “We do know that several countries have introduced vaccination for adolescents (people) and children. We will take a final decision based on the overall scientific rationale and the supply situation of the child licenced vaccines, going forward,” Paul told PTI in an interview. An expert panel of India’s central drug authority has recommended granting Emergency Use Authorisation to Bharat Biotech’s Covaxin for children and adolescents in the

2-18 years age group with certain conditions. According to Paul, Covaxin is a part of the adult vaccination programme and how to provision the vaccine, if at all for children, has to be also examined in the totality of the requirements of the vaccination programme. “A pragmatic decision (on vaccination of children and adolescents) can be taken (only) by balancing the supply and the potential eligibility,” Paul said. While noting it will not be possible now to give a particular timeline on when COVID vaccination will

start for children, Paul said, “The preparation for incorporation of Zydus Cadila’s vaccine into the vaccination programme is proceeding well, training is already being held. NTAGI advice for the best use of the vaccine is explored. So soon, this will be rolled out”. According to Paul, children are part and parcel of the chains of COVID transmission and are infected in large numbers. At the same time, COVID infections in children are very mild or asymptomatic, and that is one side of the story.

DIMAPUR, OCT 17 (NPN): Nagaland on Sunday recorded 40 fresh Covid-19 positive cases while no deaths were reported for the second consecutive day. Of the fresh cases, 24 were from Tuensang, six in Longleng, five in Kohima, three in Dimapur and one each in Phek and Wokha, taking the total caseload to 31611. Further, the death toll stood at 674

(including 15 non-Covid deaths). PTI: India recorded 14,146 fresh COVID-19 infections in a day, the lowest daily rise in 229 days, while active cases dropped to 1,95,846, the lowest in 220 days, according to the Union Health Ministry’s data on Sunday. The death toll climbed to 4,52,124 with 144 more fatalities.

1 held for allegedly raping minor IMD predicts heavy rainfall till Oct 21 DIMAPUR, OCT 17 (NPN): In a delayed report, a six-year old minor girl was allegedly raped by a police personnel in Tizit town, Mon district on October 14 night. According to PRO & additional SP Mon, the accused identified as one Chhangur Prasad (33) son of Laothu Prasad, residing temporarily at Police Ward of Tizit town was arrested after a complaint was lodged on October 15. PRO said that accused, employed as noncombatant employee (NCE) under Mon DEF, was undergoing medical treatment due to his ill-health. He was immediately placed under suspension and disciplinary action initiated against him, PRO said. A case has been registered at Women Police Station, Mon and the accused forwarded to judicial custody, PRO said. A protest was also held by the womenfolk in Tizit demanding justice for the victim.

NEW DELHI, OCT 17 (AGENCIES): Intense rainfall will continue over different parts of the country till October 21, India Meteorological Department (IMD) said in a statement on Sunday. In its latest forecast, IMD stated that intense rainfall activity will continue over northwest India till October 19 due to the western disturbance over Afghanistan and neighbouring regions, before reducing significantly. Meanwhile, due to strong easterly and from Bay of Bengal, heavy rainfall activity is likely to continue over eastern India till October 20. Strong southerly-

southeasterly winds from Bay of Bengal will create heavy to very heavy rainfall likely over North East till October 21, it said. North East will experience strong southerly-southeasterly winds from Bay of Bengal. It will cause fairly widespread to widespread light to moderate rainfall with heavy rainfall in Nagaland, Manipur, Mizoram and Tripura during October 18-20; and over Arunachal Pradesh, Assam and Meghalaya during October 18-21. Isolated very heavy rainfall is also very likely over Arunachal, Assam and Meghalaya on October 19 and 20, IMD said.

Statins may reduce risk of death from Covid: Study LO N D O N, O C T 1 7 (IANS): Statin treatment-generally used to lower the cholesterol level-- slightly lowered Covid-19 mortality, finds a study. Statins are a recommended and common intervention for preventing cardiovascular events by reducing levels of lipoprotein cholesterol in the blood. Researchers at Karolinska Institutet in Sweden followed 9,63,876 residents of Stockholm above the age of 45 between March and November 2020. The results published in PLOS Medicine

showed that statin treatment was associated with a slightly lower risk of dying from Covid, a correlation that did not vary significantly among risk groups. “Results suggest that statin treatment can have a moderate prophylactic effect on Covid-19 mortality,” said Rita Bergqvist, medical student at Karolinska. “All in all, our findings support the continued use of statins for conditions such as cardiovascular disease and high levels of blood lipids in line with current recommendations during the Covid-19

pandemic,” Viktor Ahlqvist added, doctoral student at the department of Global Public Health. However, this finding needs confirmation from randomised clinical trials, the researchers said. Hyperinflammation and hypercoagulability have been identified as central to the development of severe Covid-19 disease and complications. Hence, drugs that modulate the host immune response and inhibit thrombosis and vascular dysfunction have received widespread attention.

Hyperinflammation is uncontrolled, self-perpetuating and tissue-damaging inflammatory activity while Hypercoagulability can be defined as the tendency to have thrombosis as a result of certain inherited and/or acquired molecular defects. One limitation of the study concerns the use of prescription data without possibility of checking individual drug use. The researchers were also not able to control for risk factors such as smoking and high BMI, only diagnosed health status. K Y M C

P Aley stated that Jamir was conferred the ‘Padma Bhusan’, by the government of India and further conferred an Honorary Doctorate by the University of Cambodia in 2017. About Dr. SC Jamir’s political life, P Aley stated that he was one of the signatories of the 16th Point Agreement which brought about the state of Nagaland and is today considered as the ‘Architect of Modern Nagaland’. He said that Jamir, who is one of the longest serving Chief Minister of Nagaland, had, earlier, served as Union Deputy Minister government of India, under various ministries and later appointed as the Parliamentary Secretary to Prime Minister Jawaharlal Nehru, who was a member of the UN delegation, Representing India in 1962. Jamir had also served as the Governor of Goa, Maharastra, Gujurat and Odissa and presently is a Political Affairs Committee member, playing a driving force for the Congress party in Nagaland as well as at the National level. While delivering short speeches, ex-MLA and vice-president NPCC, Su-

pongmeren described Dr. Jamir as a “God fearing man and a man of his word”, while NPCC vice-president, Alemjongshi said “he is a tall leader whose wisdom should be sought”. NPCC legal advisor, Maongkaba described Dr. Jamir as “a man principles, integrity with a big heart” and the present generation should emulate him. Moangkaba further described him as a ‘walking library’, whose knowledge should be tapped. NPCC general secretary, Sashimar appealed to the party members to “walk the talk”, as portrayed by Dr. Jamir and further stated that he (Dr. SC Jamir) should be most befitting to be called “The Iron Man of Naga politics”. A special prayer for Dr. SC Jamir was said by ex-pastor, MTBA Rev. Luin Jamir and the welcome note was delivered by DCC Mahila vice-president Rongsenla while the celebratory programme was chaired by DCC president Watimongba. Later, DCC Mokokchung distributed food items, in honour of the birthday celebration to Orphanage under Care & Support Society, Sabangya, District Jail Inmates, COVID 19 Hospital patients and COVID-19 Care Centre, Yimyu.

Dimapur police recovers body DIMAPUR: Dimapur Police on October 16 recovered an unidentified dead body of a non-Naga male aged around 45-50 years (approximate) below flyover Rail-gate Dimapur. According to PRO Dimapur police, inquest was conducted over the dead body and the deceased was suspected to have died of starvation. On completion of all legal formalities, PRO said the dead body was shifted to Dimapur Civil Hospital for post mortem examination. Further, PRO has requested claimant, relatives or friends of the deceased to contact officer-in-charge east police station, Dimapur at 7085055020.

Staff Reporter DIMAPUR, OCT 17 (NPN): A survey conducted by e-CIRCLE found out that e-waste management in Dimapur was in a pathetic condition. This was stated by co founder, e-CIRCLE, Bendangwala Walling during an awareness programme on e-management held at Borlengri Ao Baptist Church, on October 16. Walling stated that e-waste comprises 70% of overall toxic waste, whereby she added that if not disposed or managed properly, it was very much harmful for the environment. K Y M C

In this regard, she urged the gathering to dispose- off e-waste only through recognized dealers. She said e-CIRCLE, was the first authorized e-waste collection centre in the state, recognized by Nagaland Pollution Control Board. She further added that e circle had collected more than 40 tonnes of e-waste in Dimapur and conducted over 40 sensitization programmes throughout the state. Walling also stated that e-Circle has been organising such awareness programme in different platforms such as schools,

colleges, Churches, government offices etc. so as to provide adequate awareness on e waste management. In regards to conducting e-waste management and awareness programme in Churches, she maintained that Churches were one amongst the best place to provide awareness on e-waste as people from all walks of lives come together. Walling maintained that more than 53.6 million tonnes of e-waste were generated globally, whereby in 2019 alone, India generated 3.2 million tonnes. She further maintained that out of the 3.2 million tonnes generated, only 1 million ton were documented, meaning recycled or managed in environmentally friendly manner. Walling also maintained that though burning of waste might not be the best way to manage waste, she urged the gathering to acquire proper knowledge on how to segregate waste and burn them, so as to avoid inhaling harmful substances.

DIMAPUR: Mokokchung district would be carrying out enrolment/registration drives across the district in an effort to mobilise unorganised workers. According to DIPR report, Deputy Commissioner (DC) Mokokchung, Limawabang Jamir, who is also the chairman of district level implementation committee, convened a meeting on October 12 to discuss the matter. The meeting discussed e-Shram portal developed by the centre for creating a national data base of unorganised workers in the country. The meeting also discussed strategy for enrolment of unorganised workers in the district, mobilisation of target sub-group of unorganised workers through respective line department, plan registration camp at the town block and village level and site where potentials unorganised workers were concentrated. Earlier, a PowerPoint presentation was given by project officer, office of the labour commissioner Kohima, T. Chubayanger.

COVID cases on decline in M’laya Churachandpur: Correspondent SHILLONG, OCT 17: The daily COVID-19 case count has been on a gradual decline with the number of recoveries from the viral disease at 86 exceeding the number of fresh cases of infection at 55 on Sunday in Meghalaya, which also recorded the death of one patient, who was not vaccinated, health officials said. The number of active COVID-19 cases has declined to 845 and number of recovered cases has surged to 80,673 in the State, which has so far registered 82,953 confirmed cases, including 1,435 fatalities, health officials said. The positivity rate has dipped down to 1.01 per cent, while the recovery rate from COVID-19 infection has climbed up to 97.25 per cent. On the other hand, the fatality rate stand at 1.72 per cent. The East Khasi Hills, which, including State capital Shillong is the most pandemic-hit, has registered a decline in the number of active COVID-19 cases, which is currently 507,even as the

district recorded 46 new cases on Sunday. The other ten districts too have been recording a significant decline in the number of daily and overall active COVID-19 cases with RiBhoi and West Garo Hills recording three new cases each and East Jaintia Hills, South West Garo Hills and West Khasi Hills registering one positive case each today. As per latest official count, the West Khasi Hills district has 202 active COVID-19 cases, followed by West Jaintia Hills district with 54 active cases, Ri-Bhoi district with 38 active cases, West Garo Hills district with 24 active cases, East Jaintia Hills district with nine active cases, South West Khasi Hills district with six active cases, East Garo Hills district with three active cases, North Garo Hills district and South West Garo Hills district with two active cases each and South Garo Hills district with one active case. Of the 11,21,951 persons tested for Covid-10 in the State till Sunday, 10,38,998 were tested negative for the virus, as per official record.

100 children hospitalized

IMPHAL, OCT 17 (AGENCIES): Constant rise in sickness among children with fever and breathing problem was witnessed in Churachandpur district in the past few days and approximately 10 children are admitted to the district hospital every day, IFP Bureau report stated. So far, 100 pediatric patients were admitted and 60 of them were discharged. Two of the patients were tested COVID-19 positive, one two-month old and another two-year old. Presently, there are 40 children admitted at the district hospital of the children ward which has only 33 beds and half of the patients are on oxygen supply. Seven of the pediatric patients have to be given oxygen supply in the corridor of the hospital. The children who are suffering are mostly infants of two or three years of age. Experts said that it may be due to seasonal change from summer to winter, which normally affects children.

How army is tracking Chinese activities along Arunachal border amid row TEZPUR, ASSAM, OCT 17 (AGENCIES) : Indian Army’s aviation base with its Heron drones is helping troops keep a hawk-eye on the Chinese activities along the Line of Actual Control (LAC) in the highlysensitive Arunachal Pradesh sector, reports NDTV. The Army base is also equipped with other important assets, including the ALH Dhruv and its weaponised version Rudra, to enhance the capabilities of the forces on the ground at a time when India and China have been engaged in a military standoff since last year. Explaining the capabilities of the Israel-origin Heron drones in detail, Major Karthik Garg said, “This is the most beautiful aircraft as far as surveillance resources are concerned. Since its inception, it has been the backbone of surveillance. It can climb up to 30,000 feet and continue to relay feed to commanders on the ground. So that, we can manoeuver forces on the ground. It has an endurance of 24- 30 hours at a stretch.” Talking about surveillance during bad weather, Major Garg added, “We have day and night cam-

Tripura woman scripts success story as self-help group member AGARTALA, OCT 17 (PTI): Swapna Sinha, a 27-year-old woman of Manipuri origin living in remote Devicherra village in Tripura’s Dhalai district, weaves traditional women’s wear while running a photocopy shop at the same time. Her husband drives an auto-rickshaw and the family earns around Rs 35,000 a month. Till a few years ago, the situation was different as they eked out a living by doing odd jobs. Their life changed after she became a member of a selfhelp group (SHG) which provides loans to women micro-entrepreneurs. She received three back to back loans from that SHG to buy the weaving machine, the auto-rickshaw and the photocopy machine. “When I set up the Komar tat (weaving machine) in a room in my house, I enjoyed the feeling that it is my own. I cannot explain the joy it gave me. Within a few months, I started earning money,” Sinha told a group of visiting journalists. She weaves ‘inaphi’ (a cloth to wrap around the upper body) and ‘phanek’ (wraparound skirt) with the help of a machine she

bought in 2017 with a loan from Dhanalakshmi Self Help Group of Tripura Rural Livelihood Mission. A second loan helped her unemployed husband buy an auto-rickshaw and more money flowed into the family kitty. While working with the SHG and selling her garments in her Manipuri inhabited village and neighbouring areas, she noticed that students from those villages travel a long distance to photocopy study materials. So, a third loan of Rs 50,000 to buy a photocopy machine followed. She now earns Rs 10,000 a month from the photocopy shop. “I have repaid all loans and now we earn about Rs 35,000 per month,” she said. Sinha’s success story as an SHG member has become the talk of the Northeastern state and she had the opportunity to share her experience with VicePresident Venkaiah Naidu and Union Rural Development and Panchayati Raj Minister Giriraj Singh recently. NEW DELHI, OCT 17 (PTI): Congress leader Rahul Gandhi on Sunday took a dig at the government over the increasing prices of petrol and diesel, alleging that there was “destruction for all” and development of “rising prices”. Tagging a media report which claimed that if the government had not hiked taxes, petrol would have been Rs 66 per litre and diesel would have been Rs 55 per litre, Gandhi alleged that the government was indulging in “tax extortion”. “’Sabka vinash, mehengaai ka vikas’ (destruction for all, development of rising prices),” Gandhi tweeted in Hindi using the hashtag ‘TaxExtortion’. Petrol and diesel prices on Sunday were hiked again by 35 paise a litre. The fourth straight day of 35 paise per litre hike sent petrol and diesel rates to record highs across the country.

Car rams into Durga procession in MP; driver held BHOPAL, OCT 17 (PTI): A speeding car rammed into a Durga idol immersion procession in the Madhya Pradesh capital, leaving four persons, including a head constable, injured, police said on Sunday. Police have arrested the driver and seized the car, a senior officer said. The incident occurred on the road outside the Bhopal railway station on late Saturday night when the procession was moving forward, Bajaria police station in-charge Umesh Yadav told PTI. Three persons were injured and one of them sustained serious injuries and undergoing treatment at a hospital, he said. The car also hit an onduty police head constable, who sustained minor injuries to his leg, he said. The protesters had burnt effigies of the central government at Minakshi Chowk here, also in Morna, Titawi, Charthawal, Shahpur, Purkazi, Khatoli, and Chapar in the district. The protest was organised on the call of Samyukt Kisan Morcha - a consolidated front of several farmers groups. Farmers across parts of north India have been agitating against the three farm laws passed in Parliament in September 2020. The implementation of the three farm laws was stayed by the Supreme Court in January this year.

here has been enough evidence that the western world is under threat from terrorism especially from Islamic radicals. The recent stabbing to death of popular British Conservative MP David Amess is another proof that such acts are premeditated and the consequence of a decadent ultra-liberal western society. The suspect has been identified as Ali Harbi Ali, a 25-year old British citizen of Somali descent. According to newspaper reports, Ali was referred to ‘Prevent’, a UK scheme for those thought to be at risk to radicalisation. David Amess was reported to have been talking with voters at a church in the small town of Leigh-on-Sea east of London when he was fatally stabbed 17 times on October 15. Britain has been experiencing a spate of terror attacks during the past decade. The dastardly attack in Manchester City on May 23,2017 was among the worst ever which caused the deaths of around 325 innocent civilians and injuries to around 1444. The UK is home to more than 33 lakh Muslims who make up the second highest religious group after Christians. International migration has made its way to the forefront of the security agendas of several states, particularly in Europe and North America. Europe is facing a serious threat from immigrants be it from middle east or Asia and their numbers have almost changed the social demography in some countries. Most immigrants from Muslim countries, do not accept the lifestyles of their adopted countries and in the process, get indoctrinated by radical clerics. Other immigrants who pose the most dangerous security threat are Islamic terrorists mingling with other immigrants. However, there are Muslims who have been born and brought up in Europe but have rejected the democracy and lifestyle of the country they have migrated to. The suicide bomber involved in the Manchester City blast –Salman Abedin- is such a case. The Canadian experience is different because it is a traditional immigrant-receiving state. One of the reasons for terror attacks unfolding in the UK is the consequences of liberalism that has opened the doors to immigration. Not only the UK but in general, the liberal west has always embraced multi-cultural diversity and also opened its doors for all religions in believing that sensible human beings will appreciate the individual space and freedom given and help towards advancement in all spheres of human and economic development. Most of Europe has seen rise in immigration population due to an unintended consequence of allowing guest worker immigration as well as a policy of allowing large inflow of asylum seekers and refugees. In countries like Sweden, immigrants have become a social menace and many crimes especially rapes have not been reported for fear of hyping ethnic tensions. Islamic terrorism of the worst kind today, in the form and shape of either the ISIS or Talibans, were created by western liberal and democratic nations especially the USA for its geo-political security interests. The threat to the western democracies needs to be faced headon but the question is whether the liberal west has the stomach to act decisively against all those who preach and practise the terror ideology? The brutal stabbing of David Amess proves that the liberal west, has not learnt from past terror attacks since their laws are ineffective. Also unfortunately, the western governments are unwilling to accept that they need to tighten up on surveillance and undertake proactive actions against those who are going to harm citizens.

However God may engineer your circumstances, your duty is to pray. Never allow yourself this thought, “I am of no use where I am,” because you certainly cannot be used where you have not yet been placed. Wherever God has placed you and whatever your circumstances, you should pray, continually offering up prayers to Him. And He promises, “Whatever you ask in My name, that I will do…” (John 14:13). Yet we refuse to pray unless it thrills or excites us, which is the most intense form of spiritual selfishness. We must learn to work according to God’s direction, and He says to pray. “Pray the Lord of the harvest to send out laborers into His harvest” (Matthew 9:38). There is nothing thrilling about a laboring person’s work, but it is the laboring person who makes the ideas of the genius possible. And it is the laboring saint who makes the ideas of his Master possible. When you labor at prayer, from God’s perspective there are always results. What an astonishment it will be to see, once the veil is finally lifted, all the souls that have been reaped by you, simply because you have been in the habit of taking your orders from Jesus Christ.

he result of the lengthy deliberations and wide public consultations with the Tribal Apex bodies and land owners representatives led to adoption of a resolution by the then Nagaland Legislative Assembly on 26th. Of July 2010 by which the applicability of the Parliament Act ORDA 1948 (Oil Regulatory & Develop-Act) was made null and void. Thereafter and subsequently, the CSC (Cabinet Sub-Committee) framed the Nagaland Petroleum and natural Gas Regulations and Rules, 2012 that was approved by the Cabinet and further adopted in the 11th NLA prior to the State election in February 2013. In essence and in short, the State Government of Nagaland has take over within its power to regulate and develop through NPNG Rules and Regulations 2012, what was earlier carried out by the Union Government of India under the ORD Act of 1948. As an effect of the above, all Petroleum Exploration Licences (PEL) and Petroleum Mining Licences (PML) granted by the State of Nagaland to ONGC Ltd. Under the recommendation of the MOP & NG now stand cancelled. The sensitivity and political dimensions of the NPNG Rules and Regulations 2012 under Article 271A kept apart, the State Government firmly believe that they acted in the best interest of the rights of the Nagas as provided under the Article 371A of the Constitution of India. In a reply to a unstarred Question No. 2423, on 10th of March, 2011, in the Lok Sabha, by Dr. Mahesh Joshi, M.P. the MOS in the MOP & NG had given his statement based on the opinion of the Ministry of Law & Justice (Govt. of India) that Nagaland would have the power to frame its own laws regarding ownership and transfer of land and its natural and mineral resources including mineral oil under the Article 371A. However, in a communica-

tion made by the Union Minister of MOP&NG to Chief Minister of Nagaland requesting the State Government to rescind the State Rules and Regulation passed by the NLA and reverting back to earlier oil policies, the matter has now come to a situation which will need greater political manoeuvrability and wisdom. This will lead to certain amount of loss of Goodwill between the Central and State Governments relationship, keeping in mind that Nagaland State is uniquely placed under the Constitution of India. The NPNG Rules and Regulations 2012, brings forth such an opportunity for the first time in its political history of Nagaland since the birth of the State and instead of rejecting it, the Government of India should rather introspect how it can deliver the ultimate objectives to benefits not only the Nagas but the nation at large, given the present economic situation in the Country in general and more particularly, in the context of the energy security of the great nation of India. In one way, would be, from the Union Government’s point of view is to accept the NPNG Rules and Regulations, 2012 as an evolved political maturity of the Nagas under the Constitutional safeguards provided by the Constitution of India and therefore extend fullest support and co-operation from the Union Government of India. No oil exploration under unamended NP&NG Rules and Regulations 2012, once again by Lotha Hoho (L.H.) Nagaland Post, dated on 28/09/21 affirmed that the Lotha people would not allow oil exploration or extraction or Natural Gas within its jurisdiction if carried out under the unamended Rules and Regulation (NPNG) 2012. Since (MOU) was already signed between the State Government and the Lotha Hoho on 20.11.2018, the State Govern-

ment of Nagaland is urged upon to carry out necessary amendment of NPNG Rules and Regulations 2012, keeping in mind the ultimate objectives to benefit not only the Nagaland owners but the Nagaland State as a whole, given the present economic situation in the State in general and more importantly, in the context of the Maximum Revenue generation of the State, if the amendment was not done as yet. The Oil and Natural Gas Corporation Ltd. (ONGC) was stopped both its Oil and Gas exploration and production in Nagaland since May, 1994. The Oilwell area covers approximately 22 Sq. K.M. spreading over to the North and Western part of Changpang and Old Tssori villages. However, since 1994, as ONGC abandoned all Oil business, these Oilwells have been left unattended leading to the leakage of Crude Oil that flowed into the village fields, ponds and Rivers. Crude Oil being highly inflammable, it has put the lives of the people at high risk and the villagers could not cultivate their land for fear of fire accident causing economically untold miseries and extreme poverty to the villagers. Under the present economy miserable conditions villagers could not send their children to schools, and the serious patients could not take it to the hospitals because of extreme poverty conditions. The two villagers have been suffering from extreme poverty conditions for the last 27 years since 1994. Under the present economic conditions. I urge upon the State Government of Nagaland, Union Government of Great India and the Oil and Natural Gas Companies to resume its Oil and Natural Gas business in Nagaland in general and the Changpang and Old Tssori Wokha District in particular. Dear Naga people, I on behalf of the Naga National Council (Parent Body) in prayer and petition to God Almighty remember and observe the 70th year of the National Martyrs’ Day. I salute all the Naga martyrs who bravely stood, fought and sacrificed their lives for Naga freedom and Sovereignty as a people and nation. The Nagas are sovereign people and their homeland is not an integral part of India nor Burma (Myanmar) since time immemorial, and history clearly and distinctly stands by this. From the time of British (UK) invaders to the forceful occupation and division of Naga homeland by the then Nehru and Unu Governments of India and Burma (Myanmar) respectively in 1953, without any consultation and consent of the Naga people has suppressed and oppressed the Nagas in complete violation of human rights and international conventions. This is why the Naga people as a whole has suffered immensely for the last seven decades which is well known to the world at large. Today, I must make it clear once again that the Naga martyrs had fought for the whole Naga inhabited homeland which is very inclusive of our down trodden people of Eastern Nagaland region (Burma side) and not for the present state of Nagaland alone which was created by the Government of India in collaboration with few educated Nagas called “Naga People Convention“ which was condemned and rejected by the majority of Naga people as a whole under the “Naga National Council” mandated in toto by the Naga people. This reality and facts must be comprehended clearly for all those who are still in confusion. The Naga National Groups who did not stand and speak out for the entire Naga people especially the Eastern Nagas who were and still are immensely suffering will be condemned and held responsible for their intentional negligence. Also the Government of India will be held accountable if any group or groups are left out in the present political negotiation which is resumed under the new Interlocutor, this will never result to a political solution for all the Nagas rather this will be looked upon as one-sided and biased solution if at all a new agreement is resolved and signed. And those Groups that are left out will have every right to continue the fight for freedom of sovereignty for the Naga people as a whole. If Government of India do not oblige to what they ought to do for Naga political rights then there will be a time when Nagas will be helped and officially recognised as a People and Nation by other Nation or Nations. And this may not be too far along as the political development around us is in our favour. The NNC (Parent Body) must address at this critical juncture that for Indo-Naga talk to be resolved there must be a concrete and resolute based on honourable and acceptable rights of the Nagas for freedom, as Naga people have been deceived many times in the past. Therefore all political issues must be settled at this given time and no post solution agenda should be pursued which will be very unlikely and uncertain. Let this issue of concern be clear and understood by all responsible Groups at this paramount political situation.The NNC (Parent Body) once again earnestly appeal to all concerned especially the National leaders of all Groups to come together to sit across the table and clear the contentious issues first for inclusive solution which will be for the best interest of peace and tranquility in the homeland as desired by the people. Who can make Capital Kohima smarter?

he drinking water is as indispensable as the oxygen we breathe. The Govt. of Nagaland is fully aware of the history of the Capital Kohima having acute scarcity of water and its citizens have to suffer from shortage of drinking water for not less than half of the year annually. Thousands of families have to spend so much money for purchase of drinking water which drains their meager income of many. Whereas, there is no dearth of water source by which the best quality and the requisite amount of water by gravity can be provided to the citizens of the Capital Kohima. Yet, the concerned authority has to firstly become sensitive to the plight of the inhabitants and secondly has to have the will power to take up the project with sincerity. The very project of pumping water from Dzuu river to augment supply of water to Kohima has become a fiasco. In the first place, the State Govt. should not have opted for this project for two setbacks. One is the quality of this water that no matter how best it is treated with modern technology, for obvious facts that the waste waters from Southern Angami and Mao gate areas flow down to this river. Therefore such water would be unhygienic to the health in my belief. The second is the pumping system is never viable due to instability in power supply in Nagaland. Even otherwise, this project became a wasteful investment. This project might have benefited few individuals but the citizens of Kohima town have to bear the brunt of it. Also how many water supply projects Govt. of Nagaland had to beg from GoI particularly for the Capital Kohima and had to be ultimately orchestrated to become a flop? Nevertheless, providing adequate amount of drinking water to the citizens of the Capital Kohima

has to be a priority. Does the Govt. know that the citizens of the Capital Kohima are not sakuli (goats)? Without the availability of clean drinking water people cannot survive. Why the Govt. of Nagaland remains so insensitive to the basic minimum requirement of the citizens of Kohima town for decades together? In this respect, Kohima town is becoming more primitive than modern. As long as its citizens are forced to purchase water from private suppliers of water, the Kohima city is never smart but dull. The Capital Kohima can become smarter provided its roads, both major and minor, are improved. Apart from few major roads, many of the interior colony roads which are equally the vital lifelines have been left abandoned for years. Had these interior roads not been inclusively projected for improvement when the master plan of the Smart City was submitted to Delhi? Or else, though sanctions given by GoI these deplorable roads were ignored due to pilferage of funds? Leaving these roads in pathetic condition, the Capital Kohima never becomes smart at all. Besides, lest the sinking portions of the main roads, the damaged drains and the potholes are repaired, the city never looks smart. The dust is normally supplied to the carpeted road from the small uncarpeted spaces lying on both sides of the road between the footpath and the carpeted area and between the drainage and the carpeted road. It is proven that wherever these narrow left over spaces are carpeted, the road remains clean and free from accumulation of dust.

The biggest hurdle the commuters have to face daily is on the narrow lanes where the commuters are compelled to have just one way traffic due to permanent parking of the vehicles day in and day out if otherwise the road is wide enough for double traffic. Secondly, whether people paid heed to the order of the D.C., Kohima disallowing the dumping of construction materials on road by people as published in local dailies dated 3.10.2021?. Despite the given order, whether the concerned authorities are aware that people continue to defy the order as for artery roads are concerned. In both the cases, the armchair administration does not help in streamlining the anomalies. The Physical inspection of the said grey areas by the concerned authorities and to give necessary ratifications only can bring improvement. At the narrow lanes and sharp turnings, no parking be enforced so that such traffic hazards and accident prone spots can be mitigated. Show the presence of the administration practically in lieu of theory to make Kohima smarter. Few years ago, a comparative survey on the cost of living amongst the cities in India was published

The local papers published the rates of vegetable of 17 items fixed by KMC on 1.9.2021. Since I never do the marketing, I do not know as to whether the traders do abide by the

The KMC is expected to be vibrant in monitoring the rates of the essential commodities which tend to fluctuate in favor of the traders who by nature may like to make everyday a heyday lest the authority controls in the interest of the gullible consumers. Most of the time, the rates of the local vegetables are found to be unworthy of the rates the vendors do charge. If KMC becomes proactive, practical and meticulous in its effort to contain all people-unfriendly activities in the Capital, Kohima will definitely become smarter. There is logic when the traders from Classic Club gate to Razhu Point, Kohima objected to enforcement of No-Parking zone in the said locality. The logic behind the objection is not exclusive in the inter-

est of the traders alone but inclusive in the interest of the consumers too. Any innovative policy so adopted has to give rational benefit to all sections of people and not otherwise. High profile and snobbishly pro-showbiz tends to be detrimental to the common welfare. What the general public require is the humble and down to earth benevolent actions. I do not comprehend what can be the exact benefit the local administration can accrue out of the enforcement of No-Parking zone in this particular locality. Educational Reform - invest in and value the foundation Sir,

It is encouraging to see ongoing moves to improve Nagaland Education with investment such as the Lighthouse Project. However the value of the Pre-Primary and Primary years still needs to be raised, as can be seen with these school years still online, the teachers’ pay scale and limited targeted training. To really improve, let’s invest in training teachers. How many B.Ed programs currently recognize the teaching of primary years require specific skills and knowledge and provide those years as a training focus? Mainland India also lacks training for the primary years. In the UK training is either for High school or up to class 6. If training for Primary schools is recognized as of equal value as for Higher Secondary then we will surely see better results in Education. Holistic training including physical and arts education can begin and flourish there. Another pressing need is well designed educational textbooks and resources for these years. It is shocking how many affordable textbooks are published at this level without proper progression or learning objectives for building effective learning skills. There appears to be no accountability, and so unhelpful myths that early maths skills includes mostly handwriting, you don’t need phonics to learn english and you should learn capital letters before lower case continue to be promoted. As we lament the high number of unqualified teachers, can the State invest in getting more accessible training that can empower these teachers to teach effectively? Invest and improve the training available for these foundation years and then surely respect for these teachers will also grow. We need to be prepared for change in the early years and further develop critical thinking and dialogue in our Education System. Let us also support the teachers who in November will have children more than a year apart in understanding, due to struggles with online learning - back in their classrooms. Dixon has set up a manufacturing unit with an annual capacity of 7 million 5G millimetre (mm) phones and is setting up another factory with annual capacity of 30 million smartphones in Noida. The Orbic Myra 5G UW smartphone, which can operate in high frequency bands, is also the first smartphone that has been partly designed in India, Dixon Technologies executive chairman Sunil Vachani told PTI. The company has bagged a contract from US-based Orbic which sells smart devices for US-based telecom operators. Power consumption up 3% in Oct 1-15 NEW DELHI, OCT 17 (PTI): India’s power consumption grew 3.35 per cent in the first half of October to 57.22 billion units (BU), showing recovery amid coal shortage at electricity generation plants, according to power ministry data. Last year during October 1-15, power consumption stood at 55.36 BU which was higher than 49.66 BU in the same period in 2019. The data clearly shows that there is recovery in power consumption as well as demand in the country. Amid the coal shortage at power plants in the country, the peak power shortage moderated to 986 MW on October 15 in sharp contrast to 11,626 MW on October 7. It is to be noted that the 11,626 MW peak power shortage on October 7 was the highest during the first half of this month. MUMBAI, OCT 17 (IANS): The Board of Control for Cricket in India (BCCI) on Sunday invited job applications for the post of head coach, batting coach and bowling coach, among others, indicating that the Indian cricket team could get an all-new support staff after the ICC T20 World Cup, currently underway in the UAE and Oman. In a statement posted on their website, the Indian cricket board said, “BCCI invites job applications for Team India (Senior Men) and NCA (National Cricket Academy).” Besides the three top posts -- head coach, batting coach and bowling coach -- the Board has also invited applications for the post of Team India fielding coach and head sports science/medicine, NCA. In the women’s race, Memuye ran a time of two hours 26 minutes and 12 seconds after a late surge to seal the biggest win of her

career. Memuye finished about three seconds ahead of Yenenesh Dinkesa with Fantu Jimma third as Ethiopians swept the podium. The Paris Marathon, featuring 60,000 participants from 145 countries, was initially scheduled for April this year, but was delayed by six months due to the COVID-19 pandemic. The race was cancelled in 2020 because of the pandemic.

In the women’s singles, Aakarshi Kashyap was the best Indian performer, reaching the semi-finals. She lost to top seed Abigail Holden of England in the last four 21-17, 21-9. Meanwhile, Ira Sharma lost to Hungary’s Vivien Sandorhazi 19-21, 23-21, 15-21 in the quarter-finals. She had defeated compatriot Ananya Praveen in the round of 16. Samiya Imad Farooqui also bowed out in the round of 16 while Keyura Mopati’s campaign ended in the first round of the main draw. Both came through the qualifiers. Sivaranjini Sivakumar, Likhita Srivastava, Shruthika Senthil, Meenal Rautela were knocked out in the qualifiers. India struggled in the doubles also as none of the pairs could go beyond the opening round.

European Tour quartet set world record for fastest hole

LONDON, OCT 17 (AGENCIES): Professionals usually take 10 to 15 minutes to complete a hole on a golf course but four European Tour players teamed up to break the Guinness World Record by achieving the feat in less than half a minute. Sean Crocker, Nicolai Hojgaard, Min Woo Lee and Wilco Nienaber took up the challenge to break the record of 27.88 seconds set by an American team in 2018. The hole chosen was the fourth at Valderrama Golf Club in Spain which is 501 yards long. After several failed attempts over more than two hours and many howls of frustration, Nienaber launched a 361-yard drive on to the fairway where Crocker waited for the ball to come to a stop. His 140-yard approach shot landed within four feet of the hole and Lee sank the putt as Hojgaard lifted the flag. The quartet had a nervous wait as the judges reviewed the footage and when the official time was announced -- 24.75 seconds -- it sparked wild celebrations.
