NEW DELHI, OCT 17 (PTI): The Supreme Court on Monday reprimanded the Nagaland government for extending the tenure of the Director General of Police (DGP) after his superannua tion and asked the state to put its house in order by rec ommending a fresh panel of names of eligible IPS officers from the state cadre to the UPSC for the appointment of a new police chief.

The top court also took a grim view of the fact that the incumbent 1991 batch IPS officer T J Longkumer was part of the meeting of the state Police Establish ment Board headed by the chief secretary which had recommended his extension for a period of six months.

A bench of Justices DY Chandrachud and Hima Kohli told the counsel ap pearing for the State, “This person (Longkumer) has retired. Let him retire in peace. If you want to put your house in order, we will give you one opportunity otherwise you are inviting

PH demands reinstating ADC at Meluri sub-div

DIMAPUR, OCT 17 (NPN): Pochury Hoho (PH) has reiterated its demand for reinstating ADC at Meluri sub-divisional headquarters.

In a press release, PH president Chonpa Jurry and information & publicity secretary Sathosie submitted said that a memorandum was submitted to the chief secretary on August 22, 2022 for a reliever of ADC, who was transferred on dep utation on August 4, 2022.

PH, however, ex pressed regret that even after nearly two and a half months, Meluri sub-division was functioning without a competent authority (ADC).

PH stated that Me luri sub-division apart from being one of the biggest administrative circles in area also shares interstate boundary with Manipur in the south and international boundary with Myanmar in the east.

Besides, PH also said that development works such as road construction of two-lane national highway 202 was underway.

The bench in its order said, “We are of the con sidered view that Nagaland must immediately send a list of empanelled officers for the post of the DGP drawn as per law, to the Union Public Service Commission (UPSC), keeping in mind the deficiencies pointed by the UPSC by October 31, 2022. The UPSC will take a deci sion on the names suggested in the panel by November 30.

At the outset, advo cates Kaveetha Wadia and Astha Sharma, appearing for ‘Nagaland Law Stu dents Federation and others’ sought an order from the court to direct Nagaland to recall its order dated August 31, 2022 granting six-month extension to Longkumer after his superannuation.

“This gentleman con tinues to be in office and is granted extension after extension. This evokes noth ing but anger. It is nothing but a subversion of the top court’s judgment and order dated July 3, 2018 where the top court has said that there should not be any acting DGP and the DGP

shall have a fixed tenure of 2 years,” Wadia said.

She added the post of DGP cannot remain vacant, but his staying in office is subversion of rule of law.

The lawyer said the earlier DGP of the state was removed even before his tenure got over and the incumbent Longkumer, a Chhattisgarh cadre offi cer, was appointed on the ground that the state does not have IPS officers having 30 years of experience.

“At the time of ap pointment in June, 2018 Longkumer also did not have 30 years of experience. It shocks my conscience that the norms laid down by this court are violated blatantly,” she submitted.

The bench asked the counsel, appearing for the State, whether at the time of his appointment Longkumer had 30 years of experience as contemplated by the State as one of the eligibility criteria, he said, “Nagaland is a small state and has very few IPS officers.

Justice Chandrachud appointed next CJI

(IANS): President Drou padi Murmu has appointed Justice DY Chandrachud as the next Chief Justice of India. Justice Chandrachud will be sworn in as India’s 50th CJI on November 9.

Law Minister Kiren Rijiju, in a tweet, said: “In exercise of the power con ferred by the Constitution of India, President appoints Dr. Justice DY Chandra chud, Judge, Supreme Court as Chief Justice of India with effect from 9th Novem ber, 22”.

On October 11, Chief Justice of India U.U. Lalit

named Justice Chandra chud, the seniormost judge in the Supreme Court, as his successor. CJI Lalit, who will retire on Novem ber 8, had, in presence of all Supreme Court judges, handed over the letter of

recommendation to Justice Chandrachud.

Justice Chandrachud, who will hold office till No vember 10, 2024, is the son of former Supreme Court judge Y.V. Chandrachud, who was the longest-serving CJI, being in office for about seven years and four months between 1978 to 1985. Dur ing his tenure, Justice D.Y. Chandrachud overturned two judgments of his father - which were related to adul tery and the right to privacy.

Justice Chandrachud, who is a PhD from Harvard Law School, is known as a non-conformist judge.

MHA approves release of `17.20 crore to Nagaland

NEW DELHI, OCT 17 (NPN): Ministry of Home Affairs (MHA) has ap proved the advance release of Rs 17.20 crore to Naga land under State Disaster Response Fund (SDRF) for 2022-23.

According to MHA statement, the approved amount was the second instalment of the Central share of SDRF for under taking relief measures in the wake of floods and landslides during the Mon soon season of 2022.

“It is always the effort of the Government led by the Prime Minister Naren dra Modi to provide help to States and Union Territo ries affected by natural ca lamities in an expeditious manner,” MHA stated.

During the current Financial Year, the Central Government has already released an amount of Rs. 8,764.00 crore as the 1st instalment of the Central share of State Disaster Response Fund to 24 States including Nagaland.

Highly infectious new Omicron sub variant BF.7 detected in India

With a declining trajectory of fresh Covid cases, a new Omicron sub variant-- BF.7 also known as the ‘Omicron spawn’, however, is posing a new threat in the country.

According to some re ports, the first case of BF.7 in India has been detected by the Gujarat Biotechnol ogy Research centre. This new Omicron variant is also considered to be highly infectious and has a greater transmissibility.

Omicron’s new subvariants BA.5.1.7 and BF.7, said to be highly infectious and having greater transmis sibility after emerging from a region of Mongolia in China are now making their way to other parts of the world and driving a fresh wave of Covid infections.

Reportedly, Omicron variants BF.7 and BA.5.1.7 are behind the recent surge in the Covid-19 cases in China. However, experts have advised precaution and Covid appropriate be haviour ahead of the up coming festive season.

Experts say that the symptoms of these variants would be more or less same but more will emerge with time. There is a possibility of a fresh wave driven by the new variants as a lot of people will gather in huge numbers during festive sea son like Diwali, Dhanteras, Govardhan Puja and Bhai Dooj.

Experts, however, warn that one must not let go of the masks yet and take responsibility for isolating oneself at the first sight of symptoms could protect the vulnerable group like children, elderly, cancer survivors, cancer patients,

transplant patients among others.

According to Rajeev Jayadevan, co-chairman of the National Indian Medi cal Association (IMA) Co vid-19 task force, “BF.7 is the name given to a greatgrandson of BA.5, which is a major sub-lineage or descendant of Omicron.”

“These are called immune escape variants, which means they can in fect people who had been vaccinated or past infect ed,” he told TNIE. The Omicron variant and its sub-variants are famous for their immunity-escaping properties.

Shifting of Kohima taxi stand to ISBT; fixation of taxi, bus fares

DIMAPUR, OCT 17 (NPN): Responding to com plaints about shifting of regional taxi stand beyond the limit of Kohima Mu nicipal Council (KMC), the Kohima District Planning and Development Board (DPDB) was informed on Monday that the decision to shift regional taxi stand to ISBT, located around 3km away from Kohima town, was taken after Regional Transport Authority (RTA) held meetings with all the stakeholders.

According to a DIPR report, the DPDB was in formed by SDO (C) Sadar

at the monthly Kohima DPDB meeting held under the chairmanship of Ke neizhakho Nakhro, MLA, at DPDB conference hall, Kohima Monday.

DPDB was also in formed that the primary objective of shifting regional taxis to ISBT was to ease the traffic congestion within the Kohima town.

The SDO(C) said that before shifting the taxi stand, RTA had taken several mea sures keeping in mind the welfare of the commuters.

The measures included reducing Kohima-Dimapur taxi fare from Rs.350 to

Rs.330 and pressing dedi cated buses (four NST buses and four Smart City buses) into service to ferry pas sengers back and forth from Kohima town to ISBT apart from Local taxis.

RTA also fixed rates of bus and taxi services plying between Kohima to ISBT and other destinations to deter any random excess charges.

In this regard, the rates of bus and taxi services have been reiterated for the con sumption of the members of the public.

When contacted, NPCC vice president GK Zhimomi informed Naga land Post that the polling was held at Congress Bha van, Kohima.

The polling process concluded peacefully, he added.

MOKOKCHUNG, OCT 17 (NPN): Tzurangkong

Students’ Union (TKM) has served a 15-day ultima tum on the department of school education (DoSE) to deploy adequate teachers in government schools within Tzurangkong range under Mokokchung district.

The ultimatum, which was served on October 10, 2022, stated that on Sep tember 17, 2022, the TKM held a joint meeting with Tzurangkong Senso Mung dang, Tzurangkong Watsu Mungdang, SMCs and SMDCs, and parent bodies.

At the meeting, it was unani

mously agreed that they would resort to “appropri ate steps” until an adequate number of teachers were deployed in all schools that were experiencing teacher shortages.

TMK claimed that de spite various appeals and protests, the department had turned a deaf ear to their demand.

The student body has, therefore, demanded that adequate teachers be de ployed in schools within the Tzurangkong range by October 25, failing which ‘appropriate steps shall be initiated.’

State gears up for 23rd Hornbill Festival

DIMAPUR, OCT 17 (NPN): More than 95 out of 403 fully grown tree spe cies, planted in 1992, from Nagarjan police traffic point towards Circuit House Di mapur, were felled Mon day, after two vendors were killed and six injured when two trees uprooted by gusty winds, fell on them on Octo ber 12 afternoon.

There had been oth er instances of uprooted trees nearly causing fatali ties while in some, broken branches damaging power lines. The tree felling op eration began October 17,

officers to supervise the op eration and a full report was awaited till the time of filing this report.

He also said that public were barred from going to the area and vehicular move ment restricted by traffic personnel along the entire stretch to ensure safety of the public. He informed that the forest department was supervising felling of trees on the stretch (Shopping Arcade) which is under the Development Authority of Nagaland. Jaiswal also said the administration was co ordinating with all the agen cies for executing the opera tion.

KOHIMA, OCT 17 (NPN):

Department of Tourism and Art & Culture is gearing up for the 23rd Hornbill Festi val scheduled from Decem ber 1 to 10 and convened a coordination meeting with tribal hohos at its directorate here on Monday.

Two representatives from each tribal hoho at tended the meeting, except tribal representatives from Eastern Nagaland People’s Organisation (ENPO) area.

During the meeting, Tourism and Art & Culture adviser H. Khehovi Yep thomi said since the Covid pandemic had affected the

festival in 2020 and 2021, the government will do its best to celebrate this year’s Hornbill Festival in a grand manner.

He also highlighted the positive aspects of the festi val and how it had helped putting Nagaland in the world map of tourism.

While stating that the Hornbill Festival belong to all Nagas, Yepthomi there fore, sought support from the tribal hohos to ensure the festival was a success.

To meet ENPO lead ers: He regretted the deci sion of ENPO to abstain from the festival and said discussion would be held with the organisation to seek its participation at the event,

adding that the cultural tra ditions of Eastern Nagaland were the main attractions of the event.

He informed the gath ering that through the Union Ministry of External Af fairs, some international leaders were also expected to attend Hornbill Festival this year. The adviser further informed the meeting that about 1,25,000 domestic and 5,000-6,000 interna tional tourists attended the festival in 2019.

DPDB takes up various agendas

DIMAPUR: The monthly meeting of Kohima District Planning and Development Board (DPDB) was held un der the chairmanship of Ke neizhakho Nakhro, MLA, in the conference hall of DPDB Kohima on Monday. The meeting was chaired by ad ditional deputy commissioner (ADC) Kohima, Rhosietho Nguori.

According to a DIPR report, the house deliberated on the agenda of setting up of Automated Teller Machine (ATM) booth at Sechü, Zubza headquarters and Mobile Net work Tower at Dzülekie.

After taking note of the requirement and necessity, the members decided to recom mend setting up of the ATM to the DLC under Lead Bank Forum and for to take up with BSNL for necessary actions on setting up of mobile tower.

On registration of so cieties, the house decided to recommend the Emerging So ciety, Below Oriental Collage, Kohima to the state govern

ment. The DPDB members also decided to recommend the Nagaland Development Board, Naga Bazaar, Kohima on the condition to comply with the board’s suggestions made during the meeting.

Further, the board rec ommended the Tsieramia Council, Kohima Village for registration while reviewing the last meeting minutes.

PDFU holds meeting: Concerned farmers of Phek district held a meeting on October 12, at Pfütsero to revitalise Phek District Farmers Union. At the meeting, Dr. Sao Tunyi was elected as president and Vesalu Puro as general secretary. SDH office inaugurated at Mangkolemba

DIMAPUR: Commission er and secretary, Horticul ture and Women Resources Development, Anenla T Sato inaugurated the SubDivisional Horticulture (SDH) office at Mang kolemba on October 14.

According to a DIPR report, Anenla in her ad dress, stated that the SDH office was established for the welfare of the people.

SSU, SVC condemn 25 AR’s ‘improper conduct’

DIMAPUR: Samziuram Students’ Union (SSU) and Samziuram village council chairman have strongly de nounced the “improper con duct” of 25 Assam Rifles (AR) at Samziuram in Peren district on October 9 and 12.

DIMAPUR: District Tobacco Control Cell (DTCC) Tuensang on October 12 conducted raids at shops to check sale of tobacco prod ucts within 100 metres from educational in stitutions. In a press release, National Health Mission (NHM) Tuensang informed that the team was led by DTCC district consultant, Sentilong Longchar and accompanied by ASI, Moshamongba Chang and other police

personnel. The team penalised five persons and later destroyed the seized products at Tuensang police station.

Meanwhile, DTCC Tuensang has in formed that such raids would be conducted frequently. It also cautioned shopkeepers to refrain from selling tobacco products within a radius of 100 meters from educational institutions.

NPGN/NNC appoints: NPGN/NNC under the collective leadership of ato kilonser and co-conve ner working committee, Hozheto Z Chophi has appointed former finance kilonser, X. K. Chophi as finance kilonser and kilonser, Hokato Rotokha as advisor to collective leadership (ACL) till further notice. The group through its MIP have requested all business establishments to deal with the new assigned kilonser for any financial transactions.

With the implementa tion of Armed Forces Spe cial Powers Act (AFSPA) once again, they said the dreadful l aw had tremen dously created a cause of concern and fear in the community. SSU president Adibo in a press release quoted two youth, along with the son of late head GB of the village, in alleg ing that two AR jawans and one policeman went to their house in an inebriated condition around 1 a.m. on October 9 and were force fully made to incriminate themselves as witness on the pretext of apprehend ing an accused involved in illegal arm possession. He said the youth’s father was sick and bedridden when the incident happened, alleging that the jawans also knocked on the doors of three houses for similar purpose. Adibo

alleged that AR personnel came back and broke open the door and started harass ing the elder son around 12.15am on October 12. He said the mother had to intervene and stop them from further intimidating her sons. Following this, he mentioned that SSU ap proached the village council chairman and members, who disclosed that the entire incident happened without the knowledge of village authority and GBs.

He asked AR to re spect the statutes of society and village authority to be called as “Friends of the Hill People”.

He deplored violence or coercive measures result ing in harassment of inno cent civilians with unfound ed suspicions, while urging GBs and village council members to take neces sary action in finding the suspects or accused living within their jurisdictions.

Adibo mentioned that Nagas had had enough with the arbitrary powers exercised under AFSPA, which ought to be rejected by whole society as it was disturbing peace and har mony among communities.

The village council chairman also voiced his concern over these actions and declared that traumatis ing people and compelling them to sign under fear psychosis was wrong. He said his team was there and GBs to guide the forces if necessary. According to him, AFSPA had empow ered AR to search, arrest or detain any suspect. But, he asserted that the forceful act to be witness was unsettling and unacceptable.

He said he welcomed the move to eradicate illegal activities or secure internal security, but the pernicious nature of AFSPA was in conducive and needed to be abrogated.

Training on community-level participants under JJM

DIMAPUR: Public Health Engineering Department (PHED), Wokha division, Water & Sanitation Sup port Organisation (WSSO) organised a four-day train ing on “community level participants under the JJM project” for village council chairman, VDB secretaries and WATSAN members, which got un derway on Monday, at WDVCCA multipurpose building hall.

According to a DIPR report, extra assistant com missioner (EAC) Wokha, Yentinngbou lauded the department for organising the programme for village functionaries to sensitise them about the importance of safe water and hygiene, and conservation of water.

He also stated that the programme would remind the village functionaries on their roles and respon sibilities such as maintain ing and operating after completion of the project.

Yentinngbou stated

that the government has targeted to provide safe and functional tap wa ter connections by 2024. In this regard, he urged upon the stakeholders and village functionaries to extend support to imple menting agencies for suc cessful completion of the project.

He also appealed to all to understand the value of the project and take ownership and custody to make the project a sustain able one.

In his address, SE PHED, Dimapur, Er. Gwatilo Tep stated that the project was started in the year 2019-2022 and the government has directed to finish the project by 2024.

As per October 15, 2022 status report, the state has achieved 52% of the project, he disclosed.

(NPN): Nagaland State Rural Livelihood Mis sion (NSRLM), SMMU Kohima, chief operating officer Rollan Lotha in augurated the Commu nity Management Train ing Centre (CMTC), in Diphupar village, here, on Monday.

Sharing the journey of NSRLM and vision 2030, Rollan informed that the ministry of Rural Development (MoRD) restructured SGSY and formally launched DAYNRLM on June 3, 2011, which was one of the flagship programmes of MoRD and one of the world’s largest initiative to improve livelihood of the poor.

He spoke on the ap proach encompassing four inter-related tasks mobilis ing poor households into functionally effective SelfHelp Groups (SHGs) and their federations, enhanc ing access to bank credit and financial, technical and marketing services, building capacities, etc. Rollan also highlighted aims of the mission which he said, was to foster so

cial and economic em powerment of the rural poor through sustainable women SHGs and their federations and empower local change-makers.

Speech of RD joint secretary and director SRLM, Imtimenla was read out where it was disclosed that around 1.13 lakhs rural households across the state have been brought together into 13,000 SHGs to work to

gether to address multidimensional issues of poverty.

In Chümoukedima alone, we have a rich net work of 587 women SHGs covering 5,614 households, wherein these SHGs have federated into 36 VL0 and 4 CLF, the report stated.

Among these 32 blocks, MCLFs of re source blocks have been selected to develop into resource institutions and

demonstration & immer sion sites for other CLFs in the districts to emulate.

In order to achieve this goal, the mission has also initiated establishing at least one CMTC per district to be managed by Model CLFs of resource blocks.

Among the four CLFS under Chümouke dima, UCLF has been selected to be the Model CLF immersion site along

with establishment of the CMTC.

CMTC will be a cen tre of learning owned, managed and run by the women of CLFs.

In his speech, guest of honour, project director, DRDA DMMU Dima pur, Kethosituo Sekhose encouraged SHGs to learn to adapt to changes and utilise the opportunities of the developing system for local business growth.

He also suggested them to identify products that could be cost effec tively produced and to identify the market sector by focusing on invocation, ideas and attraction.

At the programme, a brief history of UCLS was delivered by UCLF president Ikali Chishi, wherein, it was informed that UCLF under Chü moukedima was formed on October 2, 2017 com prising of 12 VLOs, cover ing a total of 16 villages.

There 241 serve group within the 16 villages with an active membership of 1817 members.

Later, brief history of NSRLM was delivered by IBCB, Yanrenthung Lotha.

In this regard, he urged upon the depart ment to continue working with the same commit ment and dedication and achieve the target within the stipulated time. Er. Gwatilo also en couraged the village func tionaries to know their

roles and responsibilities in maintaining the project.

At the programme, resource person from Salt Lake Institute of Engi neering & Management Ltd, Kolkata (SLIEM) Skills, Dr. Biplab Ghosh stated that the aim of the training was to sensi tise village functionaries about the concept of JJM and “Har Ghar Jal”, how to maintain traditional drinking water supply tap

water connection, vision, mission, objectives, goals and opportunities under JJM, etc.

NYKS Kiphire organises district youth convention

DIMAPUR: The depart ment of Nehru Yuva Ken dra Sangathan (NYKS) Kiphire under the ministry of Youth Affairs and Sports in collaboration with dis trict administration Kiphire organised a day mega event (district youth convention) on the theme “sense of duty among the citizens”, at Hopongkyu Memorial Hall Kiphire on October 15.

values as well as contribute to the nation and the world’s development.

The Union minister asserted that the Narendra Modi led government at the Centre has been giving special attention to the Act East Policy.

The policy intended to strengthen Indo-Pacific strategic relations, region al political stability and economic exchanges with Myanmar and other mem bers of the Association of Southeast Asian Nations (ASEAN), he said.

HATI, OCT 17: Fifty-six of the Meghalaya Pradesh Congress Committee (MPCC) delegates voted in the polls held on Mon day to elect the next All India Congress Committee (AICC) president, a senior leader of the party said.

MPCC president and Lok Sabha member from Shillong, Vincent H. Pala, who was the first to cast his vote at the Congress Bhavan here, said that four delegates from four assem bly blocks could not cast their votes as the blocks had delayed in submitting the names of their nominees.

Pala said that the party delegates are free to vote for either Shashi Tharoor or the other candidate Rajya Sabha MP, Mallikarjun Kharge.

The election to the party President’s post is being held after a gap of 22 years. During this period members from the Gandhi family held the post un contested.

“It’s a free and fair

election and based on the wisdom of the voters, who are the delegates, either of the two candidates stands a chance to win,” Pala said.

On the Gandhi fam ily’s influence on the elec tion, Pala said this is not the first time the AICC president will be a nonGandhi.

“I have worked with them in the past and both (Tharoor-Kharge) are com petent. Gandhi or non-Gan dhi families, it depends on how we work together and bring the team together,” he said.

Indian Ambassador to Myanmar Vinay Kumar on Monday met Mizoram Governor Hari Babu Kamb hampati at the Raj Bhavan and discussed “certain im portant topics”.

A Raj Bhavan official said that the Indian envoy discussed “certain topics which are important for Mizoram”. The official re fused to share information whether they discussed the Myanmar refugee issue.

Ganja worth Rs. 2 cr seized from AssamTripura border

GUWAHATI, OCT 17 (IANS): The Assam Police have seized a huge consign ment of ganja worth Rs 2.4 crore from the AssamTripura border, officials said.

The smuggled substanc es were recovered on Satur day evening from a truck at the Churaibari checkpost of Assam’s Karimganj district.

The consignment was com ing from Tripura. The police have arrested two persons -- Parvinder Singh, a resi dent of Faridkot district in Punjab, and Jewel Hussain, who resides at Sipahijla in Tripura. The Police said that the duo was carrying the consignment on behalf of a large smuggling gang. A se nior police officer informed that late Saturday evening, an 18-wheeler trailer truck loaded with rubber extract along with containers was travelling from Agartala to Delhi through Assam. When the truck reached the Churaibari gate, a total of two tonne and four quintal of ganja were recovered from 72 drums filled with rubber extract.

Tripura assembly polls: BJP to go doorto-door with report card of first term

AGARTALA, OCT 17 (AGENCIES): With as sembly polls in Tripura slated for early next year, Ruling BJP plans to go door to door with a report card of the first BJP led government in the state.

The party will start a door to door campaign in the next three months, ET reported. Tripura chief minister Manik Saha told media persons “We will go door to door with reports of the BJP led government and its work in the last four and half years.”

He said, “The oppo sition parties are trying to portray that the BJP government is a non-per former. However, we have delivered on the pre poll promise. “ BJP has appointed Dr Mahendra Singh, an ex-minister from Uttar Pradesh, as the party’s election in-charge and Rajya Sabha MP Samir Oraon as the deputy incharge in Tripura. Singh, who was national general secretary, was in charge in 2014 of Assam and continued for a couple of

years. Under him the first BJP led government was formed in Assam in 2016.

Opposition CPI-M has planned a mega rally in Agartala on October 21. The rally will be attended by CPI-M general secre tary Sitraman Yechuri.

Several MLA have resigned. Ashis Das, Sudip Roy Barman and Ashis Kumar Saha quit the party and the assembly member ship following open differ ences with former Chief Minister Biplab Kumar Deb.

Das joined Trinamool Congress last year and quit the party in May this year while Roy Barman, also a former BJP Minister, and Saha joined the Congress in February this year. Roy Barman was re-elected to the state assembly for sixth times in the by-election in June on Congress ticket.

Assam: CID summons 100 recruits for fake certificate

GUWAHATI, OCT 17 (AGENCIES): The Crime Investigation Department (CID) has summoned around 100 candidates who appeared in the AB-UB exam of Assam Police for allegedly furnishing fake computer certificates.

As per reports, a num ber of candidates might face arrest for submitting fake certificates during the filing of their exam forms for Assam Police Recruitment.

The examination for AB-UB examination of As sam Police was held on Feb ruary 20, 27, and April 24, India Today NE reported.

As per preliminary reports, a total of 414 stu

dents have submitted fake certificates out of which 21 are likely to face arrest.

Notably, many candi dates who passed the exam and currently undergoing training are now at the Ulubari CID office, in Gu wahati.

The examination was conducted for 5,262 ad ditional posts. The writ ten exams were held in 15 districts of Assam where over 7,07,328 candidates appeared for the exam. Out of these, 4493 candidates who were selected were male and 707 candidates were female.

In this regard, the CID is conducting raids across the state and reports sug gest that these candidates submitted fake certificates without having any degree.

Notably, the raids are being conducted at Barpeta, Bongaigaon, Dhubri, Nal bari, Nagaon, Jorhat, and Sivasagar.

Leopard which attacked villagers beaten to death in Assam

GUWAHATI, OCT 17 (IANS):

A leopard was beaten to death in Assam’s Golaghat district after it attacked three villagers, officials said. The incident happened on Saturday at Dusutimukh village in the Khum tai area of the district.

The villagers claimed that the leopard was causing terror for the last few days and on Saturday it attacked three locals while they were going to a paddy field to feed their cattle.

Chief minister Hi manta Biswa Sarma took to Twitter to announce the arrests of Sadek Ali and Jakibul Ali in Tamulpur district and Habel Ali and Abu Raihan in Nalbari district, HT reported.

“We are determined to root out jihadi elements from Assam,” Sarma said mentioning that both Sadek and Jakibul had lured youngsters to join ABT.

“Arrest of Sadek Ali is a significant achievement since he has been radicalis

ing youth including Jakibul Ali for past 2 years. He was also associated with JMB (Jamat-ul-Mujahideen Ban gladesh) and neo-JMB,” Sarma tweeted.

Since April, the state police have arrested around 40 persons including a Ban gladeshi national for their alleged links to ABT on charges of indoctrinating youngsters about jihad and creating sleeper cells of the Bangladeshi outfit.

Last month, chief min ister Sarma informed the as sembly that 84 persons have been arrested in the state since May 2016 (when the first Bharatiya Janata Partyled government formed) for alleged jihadi activities.

Of those arrested, 35 were from Jamat Ul Muja hideen Bangladesh (JMB),

9 from Hijbul Mujahideen (HM) and 40 others from Ansarullah Bangla Team (ABT)—all three terror groups based in Bangla desh.

The government in formed the assembly that of those arrested 10, in cluding a Bangladeshi na tional Saiful Islam alias Mohammed Suman, were connected to madrasas in some way or other.

“These people used to deliver speeches in ma drasas and mosques with jihadi links and in religious gatherings where they in cited people to take part in jihad and distribute jihadi literature. Till date no one has been injured or killed in Assam due to jihadi activi ties,” Sarma informed while replying to a question.

The injured persons have been identified as Bitopan Doley (15), Lalit Doley (45) and Malay Medak (20).

According to the forest depart ment, the officials went to the village to catch the leopard but before that, a few villagers launched an attack on the animal with machete, axe and sticks, which caused the death of the leopard.

The body of the dead leopard has been sent for post-mortem to the Centre for Wildlife Rehabilitation and Conservation (CWRC). Notably, a few days ago, another leopard had caused rampage in the Mahbandha tea estate in Jorhat district. Foreign cigarettes worth Rs 2.72 cr seized in Mizoram

SHILLONG, OCT 17: Meghalaya is a “huge ben eficiary” of the Pradhan Mantri Kisan Samman Ni dhi (PM-KISAN) scheme, state Bharatiya Janata Par ty (BJP) president, Ernest Mawrie said on Monday.

He said more than 2.05 lakh farmer families from the state received funds under this scheme, benefiting almost 8 lakh individuals.

Praising Prime Min ister Narendra Modi for the launch of the 12th installment of PM-KISAN scheme, Mawrie expressed his gratitude to the Prime Minister for taking care of the farmers of Meghalaya.

“It is only the BJP government which is truly pro-poor, and takes care of the last man in the society, be it farmers, or anyone else,” he said.

Under the PM-KISAN scheme, eligible farmer families are provided a benefit of Rs. 6000 per year in three equal installments of Rs. 2000 each, every four months. The benefit is transferred directly to the bank accounts of eli gible beneficiaries through Direct Benefit Transfer mode, using modern digital technology.

The Assam Rifles troopers have seized foreign ciga rettes worth Rs 2.72 crore in Mizoram 24 hours after the state police rescued 140 exotic animals and seized drugs worth Rs 34.18 crore and arrested four persons in this connection, officials said on Sunday.

Acting on secret infor mation, the Assam Rifles personnel launched an op eration at Zotlang areas in eastern Mizoram’s Cham phai district and seized the foreign cigarettes smuggled from Myanmar.

The cigarettes were contained in 209 cartons.

An Indian national was arrested in this con nection.

In another incident, Mizoram police arrested 27-year-old Myanmar na tional Thalianchi from Bawngkawn in Aizawl dis trict and seized 10 gram of heroin, valued at Rs 5 lakh from his possession.

On Saturday, the Mizoram police in a joint operation with the Excise and Narcotics Department personnel intercepted three vehicles and rescued 140 wild animals, including 30 tortoises, 22 pythons, 55 crocodiles (hatchlings) and birds, in eastern Mizoram’s Champhai district.

On Saturday, police also seized heroin weigh ing 6.836 kg valued at Rs 34.18 crore from a vehicle in Champhai district.

GANDHINAGAR, OCT 17 (PTI): Defence Minister Rajnath Singh on Monday said it has become increas ingly difficult to differenti ate between external and internal security threats as hybrid warfare has almost eliminated this distinction.

The situation has be come even more compli cated as latest technological advancements have expand ed the nature of threats to national security, Singh said, while addressing the second convocation of the Rash triya Raksha University at Lavad in Gandhinagar dis trict. Singh also said social media, NGOs, the judiciary and the democracy of a country can be misused by forces working to destroy its security.

“New kinds of threats are coming to the fore which have blurred the line be tween internal and external security. Besides terrorism, cyber war and information war are the new forms of security threats.

“In addition, there are problems like human traf ficking and money launder ing which are different in appearance, but are related to one other. All the agencies must work in an integrated manner to deal with these

challenges,” Singh said.

The government has adopted a holistic approach to strengthen all aspects of national security, he said.

National security en compasses security of land and sea borders, air space, cyber, data, space, informa tion, energy, economy and environment and it is essen tial for a sovereign nation to safeguard these elements. India is well equipped to deal with all security chal lenges, he added.

Stating that India al ways withstood invasions and threats to national se curity, Singh said there is a need to outgrow the impact of “slave mentality” which has undermined the coun try’s rich tradition of selfdefence and security.

“An independent social media can be used to carry out systematic propaganda. LJP (Ram Vilas) to contest Gujarat, HP assembly polls: Chirag Paswan

NEW DELHI, OCT 17 (PTI): The LJP (Ram Vilas) will contest the upcom ing Gujarat and Himachal Pradesh assembly polls, party president Chirag Pas wan announced on Monday.

The party is, however, yet to take a decision on the number of seats it will con test in the two poll-bound states, he said. The decision to join the poll fray in the two BJP-ruled states was taken at a national executive meeting of the party after a resolution was unanimously passed in this regard, Pas wan added.

“The party has decided to contest the Gujarat and the Himachal Pradesh as sembly polls. We will soon take a decision on the num ber of seats that the party will contest in Gujarat and on the list of candidates,” he said at a press conference here. The Lok Janshakti Party (Ram Vilas) will ap point its Himachal Pradesh in-charge later in the day and subsequently, take a decision on the list of candi dates, Paswan said.

Polling for the Him achal Pradesh assembly will be held in a single phase on November 12 and the count ing of votes will be taken up on December 8. The Elec tion Commission is yet to announce the dates for the Gujarat polls.

Paswan, son of Dalit leader and LJP founder late Ram Vilas Paswan, said his party’s national executive members discussed at length its national expansion plan, among other issues, at the meeting.

“Last two years were very tough for me and my party both. Various forces, who tried to stop my leader (Ram Vilas Paswan) from growing when he was alive, tried to do the same with me as well after he left.

They broke my party,” Pas wan said, without naming anyone. After two years of struggle and hardwork, the LJP (Ram Vilas) has suc ceeded in setting up its units in most of states, and work to further strengthen and increase its support base is underway, he said.

“While we have de cided to join the poll fray in Gujarat and Himachal Pradesh this year, we have plans to field our candidates in future assembly polls to be held in other states, wher ever our party is strong,” Paswan said.

Asked about his future plans, he said expansion of his party to various states and strengthening its sup port base is his prime focus.

“We will take a deci sion on whether our party should join any alliance or not when the time comes,” he said. Paswan said six res olutions were unanimously passed at the national execu tive meeting which includ ed demand for conferring Bharat Ratna on late Ram Vilas Paswan.

Sisodia had arrived at the agency’s headquarters around 11.15 am and was taken straight to the anticorruption branch office on the first floor, they said.

The deputy chief min ister was grilled for over nine hours on various aspects of the Delhi government’s excise policy, his relations with other accused, includ ing businessman and AAP volunteer Vijay Nair, and documents recovered dur ing searches in the case, the officials said.

In a setback to the Bharatiya Janata Party (BJP), the Con gress dominated the results of elections to the posts of Panchayat Samiti chairper sons and deputy chairper sons in Nagpur district of Maharashtra.

As per the official in formation, the BJP could not win even a single post of chairperson and managed to secure only three seats of deputy chairperson in the elections, results of which were declared on Saturday - on the same day of voting.

Nagpur district is the home turf of the BJP’s cur rent chief of Maharashtra unit Chandrashekhar Bawa nkule, state Deputy CM Devendra Fadnavis and Union minister Nitin Gad kari. Nagpur also houses the headquarters of the RSS, the ideological fountainhead of the BJP that is currently in power in the state and at the Centre. The Congress won nine out of 13 posts of chairperson and eight out of 13 posts of deputy chair person in the district. The Nationalist Congress Party

(NCP) secured three posts of chairperson, while the Shiv Sena managed to win one such post, the district officials said.

The Congress won the chairperson’s post in Saon er, Kalmeshwar, Parseoni, Mouda, Kamptee, Umred, Bhivapur, Kuhi and Nagpur Rural. The NCP won the post in Katol, Narkhed and Hingna, and the Shiv Sena won the Ramtek chairper son’s post, they said.

The Ramtek seat was bagged the faction led by CM Eknath Shinde named ‘Balasahebanchi Shiv Sena’, sources said. Talking to PTI, former minister and Congress rural unit chief Rajendra Mulak said, “The Panchayat Samiti results have demoralised the BJP cadre, as the party faced a defeat on the home ground of the RSS and senior lead ers Nitin Gadkari, Devendra Fadnavis and Chandrashek ar Bawankule.” “Winning and losing keeps happening, but the way they have lost shows that the BJP cadre has no grip in the district,” the Congress leader said.

Delhi Riots: HC to pronounce verdict tomorrow on bail plea by Umar Khalid

Bihar’s Deputy Chief Min ister Tejashwi Yadav on Monday left for New Delhi to appear before the special CBI court in connection with the IRCTC scam on Tuesday.

Interacting with media persons in Patna airport, he said: “Such court appear ances will take place until they (BJP) will stay in pow er.” “It was clear on the day of the swearing-in ceremony when we were taking oath and the CBI conducted raids on the leaders of the RJD. So this is not new for us. It will take place until they stay in power,” he said, without taking the name of the BJP.

“The court has served notice to me and I will physi cally appear before the CBI court of Delhi on Tuesday. We respect the judicial sys tem of the country and have faith in it to get justice,” he said. The CBI court had issued a notice to Tejashwi Yadav on September 17, asking him to appear be fore it. It also said that if Tejashwi Yadav violates the conditions on which he was given bail, the court would cancel it immediately.

The CBI had alleged to the court that Yadav and his family members were involved in threatening its officials of CBI openly in a bid to influence the investi gation. He also held a press conference and tried to stop the investigation, it claimed.

The agency also claimed that Tejashwi is facing economic offence charges and the way he and his family members tried to influence the investigation is a violation of the terms and conditions on which the court had granted bail to him. Tejashwi Yadav, Lalu Prasad Yadav, Misa Bharti, Hema Yadav, Rabri Devi and others were facing charges of corruption in the IRCTC scam. The CBI reg istered FIR against Tejashwi Yadav and others in 2017 and the court had given bail to him on October 6, 2018.

NEW DELHI, OCT 17 (PTI): The Delhi High Court will on Tuesday pro nounce its verdict on a bail plea by former JNU student Umar Khalid, who was ar rested over two years, in a UAPA case related to the alleged conspiracy behind the February 2020 riots in the city.

A bench of Justices Siddharth Mridul and Ra jnish Bhatnagar had on Sep tember 9 reserved its order on the plea.

Khalid has argued that neither did he have a “crimi nal role” in the violence in North-east Delhi nor any “conspiratorial connect” with the other accused in the case.

He has submitted that there is no material to sup port the case of the pros ecution against him and his Amravati speech in Feb ruary 2020 –which forms the basis of the allegations against him – not only had a categorical call for nonviolence but also did not lead to violence anywhere.

The Delhi Police op posed the bail plea by Kha lid, saying the speech de

livered by him was a “very calculated” and brought up issues like Babri Masjid, triple talaq, Kashmir, the alleged suppression of Mus lims and the Citizenship (Amendment) Act (CAA) and National Register of Citizens (NRC).

The agency has argued that riots happened in two phases, first in 2019 and then in February 2020, and that misinformation was spread during the riots apart from blockade of roads, attack on police personnel and para military forces, violence in non-Muslim areas, etc.

It has contended that

the speeches delivered by various accused in the case have one common factor that “the essence was to create a sense of fear in the Muslim population”.

Khalid, Sharjeel Imam, and several others have been booked under the anti-terror law Unlawful Activities (Prevention) Act (UAPA) and provisions of the Indian Penal Code for allegedly being the “masterminds” of the February 2020 riots, which had left 53 people dead and over 700 injured.

The violence had erupted during the protests against CAA and NRC.

The high court had issued notice to the Delhi Police on Khalid’s bail plea in April.

Khalid was arrested by Delhi Police in September 2020, Besides Khalid, activist Khalid Saifi, JNU students Natasha Narwal and Devan gana Kalita, Jamia Coordi nation Committee members Safoora Zargar, former AAP councillor Tahir Hussain and several others have also been booked under the strin gent law in the case.

Aam Aadmi Party (AAP) convener and Delhi Chief Minister Arvind Ke jriwal on Monday claimed the BJP-led government at the Centre plans to keep his deputy Manish Sisodia in jail till the declaration of Gujarat Assembly poll results as it does not want him to campaign in the state.

The Central Bureau of Investigation (CBI) on Monday started questioning Delhi Deputy Chief Min ister Sisodia in connection with alleged irregularities in implementation of the 202122 Delhi excise policy.

Assembly polls in the western state, being ruled by the Bharatiya Janata Party (BJP) for the past 27 years, is likely to be held in the next two months. The AAP has been positioning itself as the

main political challenger of the BJP in the state.

Addressing a rally in Unjha in Mehsana district, Kejriwal said when his party comes to power on December 8, “jail ke taale tootenge, Manish Sisodia chhootenge” (the locks of the jail will break and Siso dia will be free).

December 8 is the vote counting date for Himachal Pradesh Assembly polls, though no schedule has been announced by the Election Commission for Gujarat elections.

Kejriwal said Sisodia, a senior AAP leader, has built many schools in Delhi and was supposed to visit Gujarat for poll campaign ing, but “today, the CBI has called him (for questioning) and will arrest him”.

Four die in a car accident trying to breach the 300 kmph speed barrier

NEW DELHI, OCT 17 (AGENCIES): A combina tion of sheer arrogance and negligence has led to the death of four people on the Purvanchal Expressway in the northern Indian state of Uttar Pradesh.

Reportedly, the four friends were travelling in a BMW car at speeds as high as 230 km/hr to Delhi when they rammed into a container truck. One of the co-passengers in the car started a Facebook Live where he showed the car racing through the highway with others excitedly saying that the speedometer may next breach the 300 km/hr mark.

The friends constantly egged the driver to chase the 300 km/hr mark and told him to not brake and keep at it.

However, in what can be termed as a prophecy coming true, moments be fore the disaster, one of the friends can he heard saying “charo marenge (all four of us will die)”. Soon enough, tragedy strikes and the four

men die on the spot.

After the news of the accident was communi cated, the police and Uttar Pradesh Expressways Indus trial Development Authority (UPEIDA) officials reached the spot, only to find the pummelled car in a heap and the blood-smeared bod ies of the passengers and driver, squished beyond range for a naked-eye iden tification.

So far, the authorities have identified three of the four people. The car was reportedly being driven

by 35-year-old Dr. Anand Prakash who was a profes sor in a medical college in the Eastern Indian state of Bihar and resided in the city of Dehri. Akhilesh Singh (35), and Deepak Kumar (37) are the other two de ceased while the identity of the fourth is yet to be con firmed.

According to Nation al Crime Records Bureau (NCRB) report, deaths by road accidents in India have increased by almost 17 per cent in 2021 compared to 2020.

InIran, the custodial death of Mahsa Amini has reignited calls to rein in morality police actions against women suspected of violating the dress code, in effect since the 1979 Islamic revolution. The protests that turned violent in some parts of the country started after the death of 22-year-old Mahsa Amini on September 16 while under detention of the “morality police” of Iran for not complying with the strict Hijab rules. Protests started after her Septem ber 17 funeral, and have taken place in more than a dozen cities. The unrest spread across the country as women burned their headscarves to protest laws that force women to wear the hijab and also cut off their hair. Iranian women, who are the youngest generation and university-educated people living in cities were the groups most opposed to the manda tory hijab. Also, majority of men, people living in rural areas, people over the age of 50, and those without higher education opposed the mandatory hijab. These help explain why women are publicly burning the hijab and chanting against the very idea of an Islamic regime. For them, the mandatory hijab is the Islamic Republic’s Berlin Wall. This is backed up by a 2022 survey conducted by a media group on political systems, which showed that about 67% of the target population of literate adults are against a political system governed by religious law. Again, women, the youngest generation, and universityeducated people living in cities are the groups most opposed to the idea of an Islamic regime. The highest level of support for an Islamic regime, at 35%, was expressed by people living in rural areas. Given these numbers, it shouldn’t surprise com mentators that among the most heard chants all over the country are calls for the Islamic Republic to be brought down. The videos that ordinary Iranians are desperately trying to show to the world are thus reflective of the social reality in the country. The facts are that the majority opposes the compulsory hijab and that people of all social layers do not want an Islamic Republic. While Iran is in a state of commo tion, the protests have also attracted attention in the Arab world including Iraq and women are gathering online to offer solidarity to Iranian women struggling under the country’s harsh theocratic regime. While the protests in Iran have been against the headscarf, Muslim women in India are fighting for their right to wear the hijab after the government of Karnataka banned wearing clothes that disturb equality, in tegrity, and public order in schools and colleges in February this year. After hearing arguments on ban on wearing hijab in educational institutions in Kar nataka, upheld by the state high court, the Supreme Court of India on October 13 delivered a split verdict. A number of counsel appearing in court for Muslim women who have petitioned against the ban insisted have insisted that preventing them from wearing the hijab to the classroom will put their education in jeopardy as they might stop attending classes. The hijab scenario in Iran and India indicates that in the latter, it has become politicised. The issue needs to be revisited around the hijab and the conditions perpetuating the mandatory wearing of it. In doing so it is important to move away from the false dichoto mies of culture versus religion, or the local versus the western, which obscure rather than illuminate the root causes of forced hijab.

Prayer does not equip us for greater works— prayer is the greater work. Yet we think of prayer as some common sense exercise of our higher powers that simply prepares us for God’s work. In the teachings of Jesus Christ, prayer is the working of the miracle of redemption in me, which produces the miracle of redemption in others, through the power of God. The way fruit remains firm is through prayer, but remember that it is prayer based on the agony of Christ in redemption, not on my own agony. We must go to God as His child, because only a child gets his prayers answered; a “wise” man does not (see Matthew 11:25).

Prayer is the battle, and it makes no difference where you are. However God may engineer your circumstances, your duty is to pray. Never allow yourself this thought, “I am of no use where I am,” because you certainly cannot be used where you have not yet been placed. Wherever God has placed you and whatever your circumstances, you should pray, continually offering up prayers to Him. And He promises, “Whatever you ask in My name, that I will do…” (John 14:13). Yet we refuse to pray unless it thrills or excites us, which is the most intense form of spiritual selfishness. We must learn to work according to God’s di rection, and He says to pray. “Pray the Lord of the harvest to send out laborers into His harvest” (Matthew 9:38).

There is nothing thrilling about a laboring person’s work, but it is the laboring person who makes the ideas of the genius possible. And it is the laboring saint who makes the ideas of his Master possible. When you labor at prayer, from God’s perspective there are always results. What an astonishment it will be to see, once the veil is finally lifted, all the souls that have been reaped by you, simply because you have been in the habit of taking your orders from Jesus Christ.

Speeches, messages on Naga National Martyrs’ Day

In this occasion of observing the 70th anniversary of Marty’s day, our conscience beckons us to ponder over and deduce how we Nagas are surviving and existing as a people and a nation to this day.

We are thankful to God for His love and providence throughout all the years of brutality and terrorism of occupation forces, for His endless grace that had sustained our people to this day.

In 1952, on this very day the 18th oct. When the Nagas were stag ing a peaceful and democratic proces sion in Kohima town to voice our protest and reject the imposed general election of India on the Nagas, Eno Zasibito Nagi was murdered at point blank range by the Assam police. Thus late Zasibito Nagi became the first Naga martyr in the hands of now the claimed biggest democracy in the world, the mighty India who began the implementation of her un declared preplanned design to invade Nagaland starting with this murder.

The plebiscite of the 16th may 1951 endorsed the Naga indepen dence declaration of the 14 Aug 1947 to remain a people and a Sovereign nation. In such circumstances, impos ing Indian election for name sake and legal escapism on the Nagas was only a means to demean the will and the voice of our people which India dearly wish to silence it but could not succeed.

Even so, carrying out her game plan of annihilation and containment of the Nagas, the actions of India was unleashed on our people.

In 1954 the Indian security forces massacred 27 men and 26 women in Yampang village of Tuen sang district. That was followed by the, massacre at Chingmei Village of Chang tribe in the same year.

In 1956, horribly four girls were raped in the podium of the church and later killed in Yanli village of Lotha tribe.

On the 6th sept 1962, all the menfolk of Matikhu village in Po chury tribe were murdered. The reason for this horror was only be

cause a Dakota plane of the Indian Air Force was shot down by Naga army. All the 7 crew members of the Dakota were handed over to the In dian govt by the Naga army without the slightest scratch of harm to any one of them, but the holocaust was committed by Indian Army without any compunction.

Countless incidents of horror and nightmarish brutalities remain unnoticed and unrecorded which only could be attributed to social phobia of Naga simple life and lack of communication of expose them. Let us just imagine and envision how Nagas suffered and how our people braced those forces to this day. We can only be thankful to our Almighty God in whom we believe in for sustaining our people.

Sadly, all such incidents went unreported, unrecorded and un noticed by the outside world due to blockade of access to the media by the democratic India. Such was the fate of our people with no available means of recourse to address the plight of our people to counter the reign of terror in our land.

In 1956 &1957 almost all the villagers and granaries in Nagaland were burnt down forcing our people to starve. Thousands of thousands of Nagas were perished due to mal nutrition and epidemics at that time of our history.

Even them unable to contain the Naga movement the puppet Nagaland state was created as the 16th state of Indian union on the 1st Dec on 1963 through signing the 16 Points Agreement with the Naga People’s Convention(NPC) which India coined in 1960.Yet India was compelled to sign the 6th Sept 1964 Bilateral Ceasetire Agreement with the Federal govt of Nagaland.

However, the peace talks failed and was deadlocked in 1968 since India was not sincere and ready to come forward and address the IndoNaga case in the proper perspective.

Compounding the already ex isting reign of terror, India enacted the Armed Forces Special Powers

act of Assam (AFSPA)in 1958 and unleashed it in Nagaland which re mains unshakeable to this day. The latest incident was the 4th Dec 2021 massacre of 13 innocent villagers at Oting village in Mon district by the special Force of Assam Rifles. I am sure that this incident is still fresh in the minds of our people.

It is a universal truth that no one can change history but can create history. Also, that no one can cheat the dead but can fool the living. How true are this truth in the Naga context today?

The ongoing solution talks by the GOI, NSCN(IM)and NNPGS is only a device to fool not only the Nagas but the outside world too in which India planned to white wash her actions and ambition to occupy Nagaland by claiming legal justifi cation in the eye of International comity.

Under any circumstance, what ever solution agreement the negotiat ing parties may arrive at under the Constitution of India ,it will not be a final settlement of the protracted Indo-Naga issue .At this juncture ,the NGOs and the puppet Nagaland state govt shouting peace and solution under Indian Constitution is a sham and a blot of Naga identity. Those characters are only playing into the hands and the game plan of India to her advantage to occupy our land.

When do you think is the right time for we Nagas to wake up and rise up in unison in words and deeds to uphold Naga sovereignty and freedom?

God forbid our people to for got the supreme sacrifice our Naga martyrs made in the course of the past 75 years of Naga journey for freedom. The cost of the blood of Naga patriots shall be upon the head of whoever is anti Naga in words and deeds.

Dear Naga people, I on behalf of the Naga National Council in humil ity pay homage to all those who laid down their lives for the freedom of Nagaland on this solemn occasion of our Naga National Martyrs Day.

I salute all those National workers who sacrificed their precious lives for the sover eignty of the Naga Homeland in solemn prayer to our living God Jesus Christ the saviour of the world.

The Naga people and the national workers in particular has suffered immensely from the time of British colonisa tion of India, and thereafter the invasion and occupation of the Naga homeland by the Government of India and Burma, this has led to a series of brutal suffering from generation to generation in the hands of the British, India and Burma (Myanmar) till date.

The invasion and occupation started by the three nations is in total violation of human rights and international laws laid by the United Nations. And these were and are the biggest political tragedy and plight of the Naga people as a whole.

The first Naga martyr NNC judge Zasibito Naga was shot dead by the Indian Armed forces in 1952 and this brutal cycle of killing continues till today, the most recent and prominent being the Oting massacre in Decem ber 2021, which is a clear act of political and human rights violation by the Government of India and its Armed Forces.

But the blood and tears of the Naga people will never go in vain because our people’s destiny is from our living God,

who has protected the Naga people for His Glory. May all the Nagas on this occasion of our National Martyrs’ Day rededicate ourselves to God and stand for the cause of the Naga Freedom of sovereignty.

The Naga people must uphold the destiny of our God given rights of freedom. The Nagas have stood and come this far and sacrificed immensely for the rightful freedom of our blessed Home land. Therefore, I humbly appeal to all the Nagas to once again stand firmly for the cause of our freedom of sovereignty in toto to be recognised as a nation.

This appeal is to all the Naga people who live in the ancestral land of the Eastern (Saigan region) side of Na galand, North (Arunachal) side of Nagaland, West (As sam) side of Nagaland, North (Arunachal) side of Nagaland and central Nagaland.

All the Naga people must raise our voice together as one voice and one Homeland to be recognised by other Na tions of the world who stand for the Naga people. The Naga people are one with one Homeland from time im memorial, and our historical and political rights are one and crystal clear.

On this solemn occasion of our National Martyrs’ Day the NNC must tell all the National workers in par ticular and the Naga people as a whole to unite in reality to achieve our freedom of recognition.

Once again, I salute all the Naga martyrs and long live the Naga people and Homeland.

India’s position in Hunger index The hollowness of politics of representation

India’s position at 107 in Hunger Index has been opposed by the govern ment and the veracity of it has been questioned. But without going into the nitty gritty of what lies inside the survey, it should not be so difficult to under stand even at the surface of the problem. The farm income on an average is Rs 27 per day. The wealth is being drifted towards few corporate. They are employing workers whose income is handsome. Ma chines are replacing labour as the income goes up. Amul is producing milk at high processing rate whose cost would be much cheaper than any other small dairy.

The work at the lower end is vanished, where any raw person whose number is astonishingly very high can work. I have seen 20 rag pickers engaged in small pocket of Delhi and in case this figure is magnified then one can imagine how much is the drudgery in India.

The people who came up

in terms of income are exploiting the labour who is left unattended from the rural areas. The number of small and marginal farmers is very high and now come to landless people. There is no place to stay and no work to do and hence they shift to slums and urban areas sleeping on road.

Hunger does not mean they are sleeping alone and eating the waste thrown out by elite class. They must be treated as hungry. No survey is done to determine beggars and pavement dwellers. The labour is badly exploited and when they carry children to far off places they at one point time are counted as hungry. Ration is not enough to stay healthy and that too is being good to poor who have the place of living but there are million who cannot be given cere als as they do not have any ration card. Hunger can be eliminated only when the income gradation is proper.

A f ter a prolonged struggle, women’s groups tasted a vic tory with a Women’s reser vation bill that was passed in the Upper House which aimed to reserve one-third of seats in the Parliament and State Legislative Assemblies for Women. The passage of the bill was certainly not without a tinge of fear and apprehensions steering a debate in the political fra ternity and reaching a point of impasse.

While undoubtedly the passage of the bill in the Upper House, was a land mark achievement in the checkered history of India, for it was a humble begin ning to move from politics of idealism and tokenism to politics of representation and inclusiveness.

However, if we are to look at the global statistics, as per the Global Gender Gap report 2022, India ranks 135 in terms of gender par ity out of 146 countries and 48 as far as political empowerment and repre

sentation are concerned.

India’s record has also been poor regarding women’s economic participation and opportunity. The abysmal record of Women legislators, in the Parliament is certainly not very encouraging and is seen in total negation with our democratic traditions.

Women’s participation has been consistently low. This is a grim reality of not only for the Union Legislature but also for the state assemblies where participation is not very encouraging.

It is equally important to look at alternative mea sures to empower women which align with democratic norms and are inclusive.

Political exigencies may have compelled us to carve out space for women in the parliament but is it not more viable for political parties in the first place to engender inner party democracy by reserving seats within the party for female candidates?

A famous Jewish prov erb states that, “God couldn’t be all over the place everywhere thus he created moms”, these words are an extraordinary motivation to moms across the world. At the point when everything is great, a mother puts her children prior to whatever else, including their own solace and joy.

As it says, not all heroes wear capes the occupation of a mother is indeed the hardest task on the planet. A

Mother’s affection is some thing that nobody can make sense of, it is made of pro found commitment and of sacrifice and torment. The only person who works constantly day and night without excepting any salary. The only person who takes care of family health even when she is debilitated. Hence, they say she is the visible God. Love, care and support overwhelmingly brims out of her. She takes care of every single member of the family and serenely worry about all burdens set upon her shoulder. She resembles greatly like a tree who gives natural fruit to eat, branches to climb and shade to rest under it. Her maternal selflessness and caring have always endowed her with a unique character.

She has borne us for 9 months without knowing whether she can make it in the end but however risks

her life in extreme danger consistently every second, every minute just to invite you into this wonderful world. She has had multiple sleepless nights. She doesn’t possess any superpowers yet she is heroic in nature. She is the only being, idol, inspi ration, and the only person that deserves utmost respect next to god for all that she has done for.

Her Love is the fuel that enables a normal indi vidual to do the impossible. There is no substitute for a mother’s love and affection on this entire planet. There is no doubt that mother is the real warrior, she has no boundaries of her love.

Every Mother has the same story - “Wondering how to start, lost in the beauty of the Art. Oppressed by the fear of regrets! Her eyes hold the deepest se

crets! Flaws she carries in her smiles, yet with hope Walked the miles. How I wish I could read her energy, Soft and tenderly”.

There is no way to re pay what they have done for their child, all we can do is try giving what they need and it is just time, love and respect. We should learn to honor their existence and Thank thy almighty for such a priceless gift. Many are not that fortunate to bless with it but considering one being the luckiest let’s uphold by the Good principles and be a best portrayal of it to other individuals.

and instead to have genderneutral responses in the Parliament sessions. Though a small step but indeed a big leap to encourage women’s participation and representa tion in the Parliament.

Further, educating women en masse right from its rudimentary stage could also be a more realistic and pragmatic route to bring about emancipation and realizing the long-cherished goals of social justice and freedom.

It is equally imperative to understand that women do not constitute a homo geneous group and that women’s loyalty to their ex clusive caste or community identity is far greater than their gender-based identity.

Initiatives at the politi cal level certainly will have a tremendous impact on society’s power structure and relations. While the women’s reservation bill was passed in Rajya Sabha, it is unfortunate that the bill saw no progress in the Lok Sabha and lapsed. The debate and

discussions on the women’s reservation bill have only been symbolic and have not been accorded priority in the national political discourse.

Recently, the Supreme Court also accepted a Public Interest Litigation, thereaf ter sending a notice to the Centre seeking its response about the revival of the women’s reservation bill. The non-introduction of the bill the Bench held was rather arbitrary and illegal. While India is celebrat ing Azadi Ka Amrit Mahot sav, the time is ripe to bring about genuine reforms for women across all strata in the decision-making process.

It is imperative to deal with the issue of women’s participation in a concilia tory manner by synthesizing distinct ideologies fostering dialogue in reason and ne gotiating it with “insight and sensitivity”.

Response to ANHTU Dimapur on salary delay

Sir, Apropos the news items in some local dailies on 14th of October 2022, related to delay of salary pay ment to Hindi Teachers for 4 months, the Department is constrained to reply to ANHTU Dimapur that though the Finance Department disbursed the allocation on 14th of September 2022, authentication is to be done from the Treasury Directorate.

The authentication was completed on 21st Sep tember 2022. The fund must then be allocated in the ePaybill and later disbursed DDO wise and the same must also be updated in the Treasury portal which is a time-consuming task. Now due to differences in clas sification code of the fund sources, lot of adjustment and tweaking was needed in the process of allocating fund in both the portals.

ANHTU members were informed that CSS salary payment will be delayed on account of this.

Young leaders will get their chances: Gehlot

JAIPUR, OCT 17 (PTI):

Amid an ongoing tussle in the Congress, Rajast han Chief Minister Ashok Gehlot on Monday said there is no substitute for experience at any level and suggested that young lead ers should have patience as they would get their chances when the time comes.

He also said his equa tion with the Gandhi family will remain the same as it has been for the last 50 years.

Talking to reporters at the Pradesh Congress Committee (PCC) office here after casting his vote in the party’s presidential poll, Gehlot expressed confidence that Mallikarjun Kharge will win the election and infuse a new life in the organisation.

Without naming Sa chin Pilot, with whom he is involved in a tussle over the chief minister’s post and the party leadership in the state, Gehlot said young leaders who are still in the Congress should work hard and when the time comes, the central leadership will give them a chance just like he and other leaders got their chances.

“Work gets done by experience. Youngsters can put in hard work, but there

is no substitute for experi ence, whether it is at the vil lage, town, district, state or national level,” the veteran leader said. He called leaders such as Jyotiraditya Scindia, R P N Singh and Jitin Parsa da, who left the Congress to join the Bharatiya Janata Party (BJP), “opportunists” and pointed out that all of them became Union minis ters at a young age.

“Those who left the Congress are opportunistic people. They got a chance to become Union ministers at a young age. They got it with out any struggle. Whether it is Scindiaji, Jitin Prasadaji or R P N Singhji,” he said.

Asked about those cre ating an unrest within the Congress, Gehlot, without

naming anyone, said, “The message for them is that we worked for the party when it was faced with many challenges, when we lost elections. When good days come, opportunities will come their way. My best wishes are for those who are still in the Congress.”

“This is a time of crisis and such people should work hard, which will strengthen their credibility and prestige.

Fragrance spreads on its own. When the opportunity comes, the leadership will surely give them a chance just like we got our chances,” he added.

NEW DELHI, OCT 17 (PTI): The government on Monday suspended with immediate effect senior IAS officer and former chief secretary of Andaman and Nicobar Islands Jitendra Narain, accused of raping a woman in Port Blair.

The suspension came after Union Home Minister Amit Shah directed imme diate strict action against Narain, who is presently posted as the chairman and managing director of the Delhi Financial Corpora tion, according to a Union home ministry statement.

The ministry said the government is committed to ensuring zero-tolerance to wards the acts of indiscipline by its officials irrespective of their rank and status, es pecially regarding incidents involving women’s dignity.

PM-KISAN:12th installment of Rs 16k cr released

NEW DELHI, OCT 17 (PTI): Ahead of Diwali, Prime Minister Narendra Modi on Monday released the 12th installment of fi nancial benefit worth Rs 16,000 crore to eligible farm ers under the flagship PMKISAN scheme.

With this, the to tal amount transferred to around 11 crore beneficia ries is expected to cross Rs 2.16 lakh crore.

Under Pradhan Mantri Kisan Samman Nidhi (PMKISAN), eligible farmers are provided with a financial benefit of Rs 6,000 per year in three equal installments of Rs 2,000 each every four months.

The income support is directly transferred to bank accounts of the beneficia ries.

The scheme was launched in February 2019 but is being implemented with effect from December 2018.

The prime minister released the 12th installment at two-day event ‘PM Kisan Samman Sammelan 2022’ being held at the Pusa cam pus in the national capital.

Following the allegation, a Special Investigation Team has been constituted, headed by a Senior Superintendent of Police, for investigation and a case has been registered at the Aberdeen police station.

The woman alleged that the other officer who was involved in the rape was Labour commissioner R L Rishi and they indulged in the alleged crime on two occasions. When contacted, Narain told PTI last week that he cannot comment on the issue as “the matter is sub judice”. The woman lodged the complaint with the po lice on August 21 in which she gave a detailed account of the alleged sexual attack on her twice - in April and May - and requested for pre serving the CCTV footage of the then chief secretary’s residence for evidence.

Congress presidential poll, Gehlot, once a frontrunner for the post, said his ties with the family will be the “same for life”.

“Even after October 19, my relation with the Gandhi family will remain the same as it has been for the last 50 years. I can say this with certainty,” he said.

“Vinoba Bhave had once said his relationship with Gita Mata was beyond reason. I have a similar re lationship with the Gandhi family and it will remain like that for life,” Gehlot said.

Gehlot was a front runner for the Congress president’s post but there were subsequent political developments in Rajasthan with a Congress Legislature Party (CLP) meeting held at the chief minister’s residence here on September 25. It was seen as an exercise to replace Gehlot as the Rajasthan chief minister with Pilot, in line with the party’s “one man, one post” policy.

The meeting, however, could not take place as the MLAs loyal to Gehlot held a separate meet and submit ted their resignation letters to Assembly Speaker C P Joshi, in protest against any move

to appoint Pilot to the top post. Gehlot subsequently apologised to Sonia Gandhi in Delhi for not being able to get a resolution passed at the CLP meeting and said he would not be contesting the party’s presidential poll, fol lowing which Kharge filed his nomination.

Kharge is pitted against Shashi Tharoor in the Con gress presidential poll, the results of which will be de clared on October 19.

On the prevailing po litical situation in Rajsthan and the recent developments over the implementation of the Congress’s “one man, one post” policy, Gehlot said Kharge would win the party’s presidential poll and answer these questions.

Gehlot and Pilot were at loggerheads over the chief minister’s post when the Congress came to power in Rajasthan in December 2018. Gehlot was appointed to the top post, while Pilot was made his deputy.

In July 2020, Pilot, along with 18 other MLAs, rebelled against Gehlot’s leadership, which cost him the posts of deputy chief minister and state Congress chief.

Woman’s body found stuffed in suitcase in Gurgaon

GURGAON, OCT 17

(AGENCIES): The naked body of a woman was found stuffed in a suitcase near Iffco Chowk in Gur gaon on Monday evening, said police, adding that prima facie, probe found that she was murdered and her body was dumped in a suitcase near bushes on the roadside near Iffco Chowk on National Highway 48.

Police said the wom an, who appeared to be in her early twenties, was yet to be identified. According to police, around 4.30 pm, an autorickshaw driver no ticed a suitcase lying aban doned and went to check.

“When he opened it, he was shocked to see the body stuffed in the suitcase. She was naked and had in jury marks. It appears that an effort had been made by the accused to erase marks on her arm,” said a police officer.

Police said the driver reported this, following which several police teams reached the spot.

DCP West, said, “Dead body of a woman has been found in a suitcase. A pre liminary probe has found that the woman was mur dered elsewhere and her body was bundled into a suitcase and dumped here. Efforts are on to ascertain her identity. The body has been sent to the hospital and the DNA has been pre served. The autopsy would be conducted by a medical board. SC grants 2 weeks to UP govt to file reply on Ashish’s plea

NEW D ELHI, OCT 17 (PTI): The Supreme Court on Monday grant ed two weeks to the Ut tar Pradesh government to file its response on a plea filed by Ashish Mishra, son of Union Minister Ajay Mishra, seeking bail in a case related to the Lakhim pur Kheri violence.

The Lucknow bench of the Allahabad High Court

had on July 26 rejected the bail plea of Mishra.

A bench of Justices B R Gavai and B V Nagarathna said it will hear the matter on November 7.

Senior advocate Mukul Rohatgi, appearing for Ash ish Mishra, told the court that notice was already is sued in the matter.

11-year-old from Manipur leading anti-coal mine protests in Chattisgarh

NEW DEL HI, OCT 17 (AGENCIES): Licypriya Kangujam, an 11-year-old climate activist, from Ma nipur is leading the protests against coal mining in the Hasdeo Aranya region of Chattisgarh, reports the Business Today

Located in the north ern district of Sarguja, Hasdeo is a biodiversityrich dense forest and is called “the lungs of Chat tisgarh”. The region also has one of the largest coal reserves in India. It is spread over 170,000 hectares and its forests are home to over 350 species of animals, according to The Diplomat.

There are 23 coal blocks in the region but the tribals have been protesting against them for over a de cade saying that any mining in the region will destroy the forest.

In March this year, the state government gave a goahead for coal mining in an area of 1,136 hectares for the second phase of Parsa East Kente Basan (PEKB), triggering a fresh bout of protests in Chattisgarh. The

protest intensified after the fel ling of trees started in September.

Now, a young activist from Manipur is leading the protests in the region. She has been carrying out marches, holding sit-in pro tests, delivering speeches, and putting out threads on Twitter arguing why coal mining should be stopped in Hasdeo.

In a series of tweets on Saturday, Kangujam said Hasdeo is a rich biodiver sity hotspot of the country covering 170,000 hectares of forest land with over 450 species of plants and ani mals. She said over 20,000 indigenous tribal people live in the region. “One

of the villagers said that whoever protests against the coal minings is arrested by filing false FIRs against them,” she said.

Kangujam in another tweet said the Parsa East Kente Basan (PEKB) coal mine, Parsa Coal mine and Kete Extension operated by Adani Group were a ‘no go’ zone for coal mining.

“But Adani got the forest clearance within 2 days for the last 2 mines after Ashok Gehlot (Rajasthan CM) met Bhupesh Baghel (Chattisgarh CM) on April 26. Because the coal blocks were allotted to Rajasthan Rajya Vidyut Utpadan Nigam Ltd and operated by Adani,” Kangujam said.

The Bharatiya Janata Party (BJP) pulled out its nomi nee from the Andheri (East) Assembly bypoll fray realising that he would lose against the candidate of the Uddhav Thackeray-led Shiv Sena, party MP San jay Raut said on Monday.

Raut, an accused in the Patra chawl redevelop ment case being probed by the Enforcement Director ate, spoke to some report ers and his supporters on the premises of the special court.

The Shiv Sena MP was produced before spe cial judge M G Deshpande on the expiry of his judicial custody which was extend ed till Tuesday.

After attending his bail hearing, Raut met with his supporters and fam ily members on the court premises.

Initially, he was re luctant to talk to reporters saying he was not allowed to speak as he is in judicial custody.

“The BJP had con ducted a survey which pre dicted that their candidate (Murji Patel) would lose the bypoll by at least 45,000 votes. This is the reason they decided to withdraw,” claimed Raut when asked about the BJP’s decision.

Nokia, Ericsson ink deal to build 5G networks in India

NEW DELHI, OCT 17

(IANS): Handset makers Nokia and Ericsson on Monday announced that they have inked a deal with Reliance Jio to build one of the largest 5G networks in India. Nokia said that it has been selected as a major supplier by Reliance Jio to supply 5G Radio Access Network (RAN) equipment from its compre hensive AirScale portfolio countrywide in a multi-year deal. Meanwhile, Ericsson said it has entered into a long-term strategic 5G con tract with Jio to roll out 5G Standalone (SA) in India.

Assistant Conservator of Forest (ACF) Vivika Sema informed Naga land Post that there were more than 400 trees consisting of three species including eucalyptus, rain tress and Putranjiva which were planted around 1992.

He said the advisory given to the Forest department was to supervise the process of felling trees and sec tioning them.

According to Sema since the department alone cannot handle the entire felling operation which require around 20 to 30 workers, use of portable electric sawing machines and other technical expertise, it was decided to give the entire responsibil ity to professionals. He also admitted that there were minor glitches on the first day of the but expressed satisfac tion that on the first day alone, 95 trees out of 403 were felled.

Sema said that the it was esti mated that it would take five days for the completion of the work but in view of the fast-pace of work on the first day, it is presumed that the operation could be completed ahead of schedule.

The official informed that the entire process has been given to some environmental activists (NGO)-- for cutting, sectioning and clearing the entire area. It was also learnt that

the development of the area will be carried out by the NGO/environ mental activists. Since there was some miscommunication and lack of coordination between various depart ments, with no clear-cut directive, a senior district administration official informed that a meeting will be held on Tuesday to clear things out.

Meanwhile, some of the resi dents around Naga Shopping Arcade area expressed dismay that most of them could not move out of their homes due to the restriction imposed. A resident suggested that proper planning was required so that people were not affected to carry out their normal life.

Another resident said that the authorities should have cut down those trees that were posing threat to human lives rather than issuing a blanket order to bring down all trees.

“If one has to bring down a tree, another tree should be planted, as trees greatly contribute to the environ ment,” he said.

In order to be accountable and transparent, he said every tree should be numbered and taken note of the quantity of log/timber. Once this is done, he said the log/timber sawed has to be auctioned and not sold randomly. All these are important procedures that the government has to follow, he added.

August 31, 2022 seeking a six-month extension of ser vice for Longkumer which was granted. The court also noted the MHA was not given the details of the let ter sent by the UPSC dated April 1, 2022. Longkumer was appointed as the DGP on June 27, 2018. He was given one-year extension last year till August 31, 2022. This year he was again given and extension of six months.

In July, 2018, the top court had passed a slew of directions on police re forms in the country and restrained all States and UTs from appointing any po lice officer as acting DGPs to avoid favouritism and nepotism in such high-level appointments.

Waves of suicide drones strike Ukraine’s capital

KYIV, OCT 17 (AP): Waves of explosives-laden suicide drones struck Ukraine’s capital on Monday, setting buildings ablaze and tearing a hole in one of them while sending people scurrying for shelter or trying to shoot down the kamikazes.

The concentrated use of the drones was the second barrage in as many weeks — after months where air attacks had become a rarity in central Kyiv.

The assault sowed ter ror and frayed nerves as blasts echoed across the city. Energy facilities were struck, and one drone slammed into a residential building, killing four people, authorities said.

The drones appeared to include Iranian-made Shaheds. Intense, sustained bursts of gunfire rang out as they buzzed overhead, ap parently from soldiers trying to destroy them.

NATO begins nuclear exercises amid war tensions

BRUSSELS, OCT 17 (AP):

NATO on Monday began its long-planned annual nuclear exercises in northwestern Europe as tensions simmer over the war in Ukraine and President Vladimir Putin’s threat to use any means to defend Russian territory.

Fourteen of NATO’s 30 member countries were due to take part in the exercises, which the military alliance said would involve around 60 aircraft including fighter jets and surveillance and refuelling planes. The bulk of the war games will be held at least 1,000 kilometres (625 miles) from Russia’s borders.

U.S. long-range B-52 bomb ers will also take part in the manoeuvres, dubbed Stead fast Noon, which will run until Oct. 30. NATO is not permitting any media access.

NATO said that training flights will take place over Belgium, which is hosting Steadfast Noon this year, as well as over the North Sea and the United Kingdom. The exercises involve fighter jets capable of carrying nu clear warheads, but do not involve any live bombs. The exercises were planned be fore Putin ordered Russian troops into Ukraine in Feb ruary. LONDON, OCT 17 (PTI): Britain’s new Chancellor of the Exchequer Jeremy Hunt on Monday reversed almost all of Prime Minis ter Liz Truss’s tax cuts an nounced in the mini-budget last month and scaled back the expensive energy bills support in an emergency fiscal statement to reassure the jittery financial markets.

Hunt’s emergency financial statement is an attempt to reassure the markets about the coun try’s “fiscal sustainability” and calm the shockwaves of his predecessor Kwasi Kwarteng’s mini-budget last month. Hunt said a 1 pence cut to income tax will be delayed “indefinitely” until the UK’s finances improve, instead of being introduced in April 2023 as announced by his predecessor.

The government’s en ergy price guarantee will only be universal until April next year and not for two years as originally planned.

“The government has today decided to make fur ther changes to the minibudget, and to reduce un helpful speculation about what they are, we’ve decided to announce these ahead of the medium-term fiscal plan, which happens in two weeks,” Hunt said in a statement. BRUSSELS, OCT 17 (AGENCIES): The Euro pean Union prepared to slap sanctions on Iran on Mon day over a human rights crackdown and several min isters warned of separate, new sanctions if Tehran’s involvement in Russia’s war on Ukraine was proven.

The EU ministers are set to impose travel bans and freeze the assets of some 15 Iranians involved in the government crackdown that began last month against demonstrators outraged by the death in police cus tody of 22-year-old Mahsa Amini.

“We will launch … a sanctions package today that will hold accountable those who are responsible for the brutal crimes against women, youths and men,” German Foreign Minister Annalena Baerbock told reporters as she arrived at the meeting in Luxembourg.

“Amongst those listed is the so-called morality po lice – morality police being a misnomer, actually, if you see what crimes are commit ted there.”

Additional EU sanc tions on Iran will not be limited to blacklisting some individuals should Tehran’s involvement in Russia’s war on Ukraine be proven, Lux embourg’s Foreign Minister Jean Asselborn said.

“Then it will be no lon ger about some individuals to be sanctioned,” he told reporters as he arrived for the EU meeting.

SINGAPORE, OCT 17 (PTI): Fiji will host the prestigious World Hindi Conference for the firsttime next year to make the country a new launching pad to popularise Hindi as a global language, accord ing to Indian High Com missioner to the South Pa cific nation PS Kartigeyan.

The decision to host the World Hindi Confer ence in Fiji was jointly taken by the Indian and the Fijian government, The Fiji Times reported.

The three-day confer ence, which would be held in the Fijian city of Nadi and envisaged to promote Hindi globally, would see

the participation of over 1,000 experts of the Indian language, including schol ars, writers and laureates, the newspaper quoted Kar tigeyan as saying.

dates though it has been finalised by both the gov ernments. We hope that it will be formally announced very soon,” he said.

Kartigeyan, who took over as the High Commis sioner of the archipelago nation in January, 2021, said the event would be co-hosted by both the In dian and the Fijian gov ernments. “I can broadly indicate it’s going to hap pen sometime in the first quarter of next year and it’s being planned in Nadi and this event will be co-hosted by both the Government of India and Government of Fiji,” he said.

agenda of the event, he said that about 1,000 delegates from around the world will participate in the event. He said this included a good number of par ticipants from Fiji but also from major Hindi speaking countries around the globe.

Training on ‘Smartphone Filmmaking’ underway in Kohima

A5-day training on “Smartphone Film making” began at the conference hall of the Directorate of Informa tion & Public Relations (DIPR) Kohima on Octo ber Monday. The training programme is being organ ised by Film and Television Institute of India (FTII) in collaboration with the department of IPR as part of the “Azadi ka Amrit Mahotsav” with participants from all over the state.

Briefing the inaugural event, additional director IPR, Dzüvinuo Theünuo, informed that four online courses have been conduct ed with the FTII so far and in continuation with “Azaad Ka Amrit Mahotsav”, the FTII is conducting the train ing based on the good re sponse received from the training conducted earlier by IPR department.

Theünuo opined that to keep up with the fast pace requirements of the 21st century, the roles of the department have become mufti faceted and proactive.

Citing a few examples, she said that the department had posts like darkroom as sistant and cinema operator back then which testifies to the prevailing technologies of those times. She added that most of them are now

re-designated to more ap propriate designations such as assistant photographer, photographer, and techni cal supervisor to suit the current requirements and assignments.

She recalled that 10 years back, no one could have imagined that the de partment would be conduct ing such training courses which give them an idea as to how fast technology is changing and how the department is also trying to keep up with the changing technology. “Technology doesn’t wait for anyone, but we must try to keep up with the pace, who better than the premier technology institu tion in India and globally acclaimed FTII resource person with vast experi ence to educate and train

the upcoming generation interested in filmmaking in our state,” she added.

Theünuo said that the department’s journey into the official way of film making started way back in 2009 when it introduced its commissioned programmes. She added that earlier Naga professionals who were in terested in filmmaking in the state were professionally and technologically trained in video production and mass communication by DDK personnel through the IPR department, and opportunities were very lim ited. “Eventually, IPR was made the nodal department in film through far-sighted retired senior officers’ ini tiatives, and IPR started engaging with the trained professionals” she stated.

Registrar FTII, Sayyid Rabeehashmi, said filmmak ing is about creativity adding and that in spite of the tools, one is using to make films where the most important thing is creativity. He stated that FTII is for those people who want

to tell their story and who want to make a movie but cannot, due to lack of skills. Also briefly highlighting the trainees on the history of FTII, he said that the FTII has so far educated 14 thou sand and produced super hit films like “3 Idiots” and alumni like Rajkumar Rao and Shabana Azmi were students of the institute.

He added that in var ious industries and film cultures where films are being made with FTII as a knowledge partner has been excelling. He encour aged the trainees to take up postgraduate courses as this training is just the beginning of the filmmaking process.

Development Commissioner holds meeting with FTII Pune

The meeting was conducted to hold preliminary discussions about the prospect of FTII offering various courses in film making and related courses for film en thusiasts in the State by collaborating with educational institutes and concerned government departments. It deliberated at length regarding logistic arrangements, targeted group of students and trainees, course contents and feasibilities of offering short term as well as long term courses. The meeting decided to further hold discussions with concerned stakeholders and take the project further.

Banerjee, while talking to reporters at the Kolkata airport before leaving for a trip to the northern part of the state, also said she would urge Prime Minister Narendra Modi to intervene so that Ganguly is allowed to contest the elections for

International Cricket Coun cil (ICC) chief. The issue of ICC chairmanship will be up for discussion when the BCCI holds its Annual Gen eral Meeting on Tuesday in Mumbai, where Roger Binny, a member of the 1983 World Cup winning team, will replace Ganguly as the new Board President.

He got 23 hits in the medal match, finishing be hind Wang Shiwen of Chi na, who won gold with 25. Liu Yangpan won bronze in a match which pitted three Chinese against one Indian.

Sameer had shot 573 in qualification to finish fourth and then had 10 hits to Yangpan’s 12 in the rank ing round to make it to the medal round. Meanwhile teammate Udhayveer Sidhu also made it to the ranking

The Wrestling Fed eration of India (WFI) had picked a 30-member squad for the Championship, that began on Monday, but only nine were granted visas.

BENGALURU, OCT 17 (PTI): Jyothi Yarraji on Monday created history by becoming the first Indian woman to clock a legal sub13 second time in 100m hurdles while smashing her own record at the National Open Athletics Champion ships here on Monday.

The 23-year-old Yar raji, representing Railways, cruised to victory in 12.82 seconds and, with the wind gauge reading 0.9m/s, she could not be denied her national record timing a second time.

She had won the same event in the National Games in Gandhinagar in a time of 12.79 seconds but was supported by wind that exceeded the permissible limit. Her earlier national record was 13.04 set in May.

Yarraji was unstop pable on Monday. She had already owned the meet mark with 13.18 seconds in the heats, bettering the record of 13.38 seconds set by Anuradha Biswal in Chennai 20 years ago.

DOHA, OCT 17 (AGENCIES):Ticket sales for the soccer World Cup are approaching the threemillion mark ahead of the tournament kicking off in Qatar o n Nov. 20, FIFA’s president Gianni Infantino and event organisers said on Monday. The top three purchasing countries of the 2.89 million tickets sold are Qatar, the United States and Saudi Arabia, World Cup Chief Operating Officer Co lin Smith told a news con ference in Doha. Infantino, addressing the conference in a recorded video, said 240,000 hospitality pack ages had been sold for the month-long tournament, the first to be held in a Middle Eastern country.

NEW DELHI, OCT 17 (PTI): India and Saudi Arabia will compete for the hosting rights of the 2027 Asian Cup as three other interested nations have withdrawn their bids, the AFC announced on Monday.

If India wins the bid, it will be the first time the country will host the con tinental showpiece event. Saudi Arabia have won the continental title three times but never hosted the tournament. Iran with drew their bid a few days back while Uzbekistan had pulled out of the race in December 2020.

Since Qatar, the third interested nation, were confirmed as the host asso ciation for next year’s AFC Asian Cup, they withdrew

the bid for the 2027 edition.

“The AFC Executive Committee deliberated upon the bidding propos als for the AFC Asian Cup 2027 and shortlisted the All India Football Federa tion (AIFF) and the Saudi Arabian Football Federa tion (SAFF) as the final two bidders,” an AFC state ment said. The decision on the next host will be taken by the AFC Congress at its next meeting in February.

India had joined the race for the 2023 AFC Asian Cup but had pulled out early in October 2018.

“The decision brings to a close the bid propos al of the QFA who were considered to have with drawn from the 2027 race following their successful 2023 bid in accordance

with the applicable bidding regulations,” the statement added.

“Again, we thank our three Member Associa tions – the All India Foot ball Federation, the Qatar Football Association and the Saudi Arabian Football Federation - for submitting strong bids to host the AFC Asian Cup 2027.

“In the All India Foot ball Federation and the Saudi Arabian Football Federation, we have two exemplary bids, and I am confident that the Qatar Football Association will strengthen the foundations for the eventual 2027 hosts to build upon,” AFC Presi dent Shaikh Salman bin Ebrahim Al Khalifa said.

T20 WC: India beat Aus by six runs in warm-up

OCT 17 (IANS/PTI): Mo hammed Shami made a surprise entry and picked up three wickets in the final over as India beat defending champions Australia by six runs in their first warm-up match of the ICC Men’s T20 World Cup at The Gabba on Monday.

After fifties from KL Rahul (57) and Suryakumar Yadav (50) helped India post a challenging 186/7 in their 20 overs, Australia needed 16 runs off the last two overs to successfully chase down the total.

But Harshal Patel con ceded only five runs in a su perb 19th over and picked up the wicket of captain Aaron Finch, who top-scored with a 54-ball 76, apart from a brilliant run-out of Tim David by Virat Kohli’s di rect hit.

Shami was then a sur prise pick to bowl the final over after having not bowled in the entire match and made his mark by having Pat Cummins caught at long-on, thanks to a phe nomenal one-handed catch by Kohli at long-on.

Shami then nailed his last two yorkers right and knocked over Josh Inglis and Kane Richardson to seal a narrow win for India in a final over where four wickets fell, including that of Ashton Agar.

(NPN): Under the aegis of Nagaland Olympic Associa tion (NOA), the Nagaland Judo Association (NJA) has invited judoka players of Nagaland State to selection camp to be held at Kohima for the forthcoming Northeast Olympic Games 2022 at Meghalaya.

NSF Martyrs’ Trophy: Viswemi FC demolish Grim FC 8-1

KOHIMA, OCT 17 (NPN):

Viswemi FC entered the round of 16 by demolishing Grim FC 8-1 in the 22nd NSF Martyr’s Memorial Trophy played at IG Sta dium here on Monday.

Viswemi’s Puzoto Vit su initiated the barrage of goals in the 20th, 39th, 53rd and 57th minutes of the game and earned himself a hat-trick. Another hat-trick was earned by Kelengol Toso, who scored in the 36th, 58th and 90th minutes.

The remaining goal was scored by Kelethuto Kin in the 43rd minute.The face saver goal for Grim FC was netted by Athingdang in the 76th minute.Highest scorer of the match, Puzoto Vitsu bagged the man of the match award.

In the second match of the day, Unity FC Mer iema beat Peraciezie Youth Organisation via tie-breaker after the match ended 2-2 in

the regulated time.

Peraciezie’s Vilazolie scored in the 5th minute. Three minutes later, Unity’s Vikeduolie leveled the score line. After the break, Vilazo lie took his team ahead by adding one more goal in the 84th minute.

This time again, it also took less than three minutes for Vikeduolie to score the

equalizer as the match head ed for a penalty shootout to decide the winner. Luck favoured Unity as they took the match via the tie breaker and made it to group of 16.

the town, famed, Shillong Lajong FC from Meghalaya will be making its debut in the second match against Dzülouzou FC from Ko hima on Tuesday.

The team had earlier participated in Royal Gold Cup played at Khuochiezie, however, this will be its first time playing at IG Stadium.

Expectations are high as Shillong Lajong has been pitched as one of the top football clubs in the North east Region ranking past

even the famous Aizawl FC from Mizoram.

Gukesh stuns Carlsen; breaks Prag’s record

CHENNAI, OCT 17 (PTI):

Less than 24 hours after Arjun Erigiasi showed the way, a fortuitous D. Gukesh brought down World cham pion Magnus Carlsen in the $150,000 Aimchess rapid online chess tournament on Monday.

In the ninth round of the 15-round league phase, Gukesh played white and appeared lost after his 25th move, Sportstar reported. Luckily for the youngster, Carlsen responded with a rook-move which proved a huge blunder.

Gukesh seized his chance while Carlsen, play ing from a log cabin in northern Sweden, realised his mistake and resigned on the 29th move for his first loss to the rising Indian star.

Gukesh, the youngest Indian Grandmaster and the second behind Viswanathan Anand in classical ratings, also became the youngest to beat Carlsen after he be came the World champion in 2013.

Interestingly, Gukesh

broke the record of fellow Chennai-teenager R Prag gnanandhaa. In Febru ary, Praggnanadhaa was 16 years, six months and 10 days old when he beat Carlsen in the Airthings Masters. Gukesh surpassed the mark on Monday at 16 years, four months and 20 days.

“Obviously, beating Magnus is always special but I was not really very proud of that game,” was Gukesh’s candid admission.

Carlsen said, “I was re ally disappointed because I’d seen an easy way to win, but I thought I’d seen something

even easier, but I hadn’t seen his threat of trapping the queen in the middle of the board.”

Asked about his recent losses to Indian youngsters, Carlsen said, “Pragg is the only one I’ve lost multiple times to. As for Arjun and Gukesh..., Arjun… I’ve generally beaten, Gukesh… very similar.”

About Gukesh, Carlsen said, “I think Gukesh has been extremely impressive in classical chess recently. Per haps this rapid win wasn’t his proudest effort, even though getting a win is al ways nice.”

Gukesh, placed third with Arjun and Carlsen, won three out of four rounds, including the one against-placed Shakhriyar Mamedyarov, but lost to new leader Jan-Krzsztof Duda.

Arjun, who lost to Mamedyarov and ended the day with a loss to team mate Aditya Mittal, defeated Eric Hansen and Vincent Keymer.

India lose 0-5 to Brazil; end U-17 WC campaign with all-loss

BHUBANESWAR, OCT 17 (PTI): India ended their FIFA Women’s Under-17 World Cup campaign with an all-loss record and without scoring a goal as they suffered a 0-5 defeat to formidable Brazil in their last group match here on Monday.

Debutants India, who had qualified for the agegroup showpiece by virtue of being hosts, had lost to USA (0-8) and Morocco (03) in their earlier Group A matches. They finished last in the four-team group without any point while conceding 16 goals in the three matches.

Aline (40th and 51st minute), who was a constant threat to the Indian defence with her pace and guile, as well as substitute Lara (86th and 90+3) scored a brace each after Gebi Berchon had given the South American

champions a 1-0 lead in the 11th minute.

The Indians chased the ball a lot and tried to re main organised and in shape against their physically and technically far more supe rior opponents. The South American champions had 70 per cent possession in the first half. After her attempt went just a few inches wide off the

target in the ninth minute, Berchon made amends as she made a clinical finish, connecting a fine cross from the right by Ana Flavia who dodged past India captain and left wing back Astam Oraon.

India striker Neha had a chance in the 30th minute, but her shot was feeble and did not create much problem

to goalkeeper Leilane.

The relentless attack from the Brazilians bore fruit in the 40th minute when Aline beat a diving Melody for the second goal after Ana Flavia brilliantly sent a low cross from the right. Brazil scored two gem of goals from long range in the second half to settle the issue. First, Aline curled in a powerful right footer at the top left corner of the Melody’s goal in the 51st minute which gave no chance to the Indian goalkeeper.

Just four minutes before the end of regulation time, Lara fired in another shot from outside the box to beat Melody -- who otherwise had a decent outing with a few fine saves -- all ends up for the fourth goal of the match.

Lara then completed her brace in the third minute of the added time.
