DIMAPUR, SEP 15 (NPN): Observing that Nagaland was still heavily dependent on Central assistance and yet unable to meet its development requirements 58 years after it came into existence, State’s lone Lok Sabha representative Tokheho Yepthomi cautioned that unless the state government and the people were "flexible on the issue of Article 371 (A)", Nagas would always remain dependent on the Central government for barest of sustenance. The MP regretted that even with a 90:10 ratio funding pattern (90% Central share and 10% State share), the State was unable to meet its economic requirements. eration of electricity, but the hindrances created due to land ownership issues had cost the State dearly. And due to the hurdles created in the past vis-à-vis oil exploration under the cover of Article 371 (A), Yepthomi claimed thatNagaland was losing approximately Rs 5 crore daily or Rs 1,825 crore annually for being unable to harness its
energy resources, even as Assam had collected Rs 17,995.83 crore in the last 10 years (2011-2021) from the energy sector. (See table 1) He recalled that Oil and Natural Gas Corporation (ONGC) was given permission in 1973 for survey and investigation, adding that the State government received oil royalty of Rs 33.3 crore from 1981 to 1994. But even as drilling sites at Changpang, Hozukhe on the bank of Zubza river, Khopanala and Toshezu were ready for extraction, Yepthomi regretted that the infrastructure, including laying of pipelines, created by ONGC were destroyed and stolen on the ground that oil and natural gas resources should be utilised after sovereignty was achieved amid calls for enforcing Article 371 (A). “But while we stopped extraction of oil, ONGC continued drilling in Assam and completed 39 oil fields of which 27 are operational,” he added. (See table 2) He pointed out that Geleki, Khoraghat, Nambar, Kasomarigaon, Suphyam, Dayalpur, Barholla and Mekrang oil fields were along the Assam-Nagaland
border, but the royalty for these were being collected only by Assam. Of the listed 39 oilfields, he said Changlang and Khasam were along Assam-Arunachal Pradesh border and Churachanpur along AssamManipur border. He also claimed that barring three oilfields, the remaining 36 were near Assam-Nagaland border. Even in Nagaland, he said ONGC continued to explore oil at Pihekhu, Tokishe and Nikihe under Niuland sub-division, adding drilling had already commenced in Karbi Anglong areas that were parallel to Dhansripar sub-division and Peren district. According to the MP, Government of India (GoI) had spent a colossal $111.9 billion (Rs 82,47,08,59,50,000 crore) in 2018-19 and $101.4 billion (Rs 74,72,40,93,60,000 crore) in 2019-20 on oil imports. He said India imported 84% of its fuel requirements, making it the third largest importer of oil in the world. Hence, he said GoI was vigorously engaging in domestic oil exploration and extraction.

He left for New Delhi, from where he will head to Tamil Nadu on Thursday and sworn in as governor on September 17. In his farewell message, Ravi said his intimate association with the people of Nagaland as governor had left him humbled and that he was deeply touched. DIMAPUR, SEP 15 (NPN): Confederation of Nagaland Chamber of Commerce & Industry (CNCCI) and Dimapur Chamber of Commerce & Industry (DCCI) have affirmed that it would go ahead with the scheduled total shutdown of all shops, markets and business houses on Thursday from 6 a.m. to 6 p.m. Talking to Nagaland Post, CNCCI chairman Dr Khekugha Muru said that

DCCI assured that the protest would in no way affect or hinder normal functioning of government offices, banks or educational institutions. Also, there would not be any restriction on plying of government or private vehicles, except goods transport, it added.
Conveying its gratitude to CNCCI and all its subordinate district units and various civil society organisations for extending solidarity and support in the collective fight against the menace of illegal and multiple taxations, DCCI also acknowledged the latest steps taken by the State government in addressing some grievances of the business community. But, it said it agreed with CNCCI that the response of the government to “certain demands” was still vague. On the shutdown day, volunteers would be stationed at strategic points and gates to ensure smooth and peaceful observance of the democratic protest.

DIMAPUR: District Planning and Development Board (DPDB) meetings for the month of September were held in Kohima, Wokha and Zunheboto to discuss various issues and agendas for the development of the districts on September 15. According to a DIPR report, Mmhonlumo Kikon thanked the department of art & culture and Lotha Academy for coming together in publishing the dictionary which was significant for the Lotha community. Mmhonlumo said that the department had many activities and programmes to promote art & culture of the state to the world, yet, he said that this initiation was significant for Naga people as activities may come and go, but the Book

The advisor also thanked Yanbeni Yanthan and assistant professor, Centre for Naga Tribal Language Studies, Nagaland University, Dr. Imlienla Imchen who took the initiative as it was not easy to bring out a dictionary with a phonetic symbol properly ascribed. While speaking at the function, director of art & culture, Adela Moa said that in 2018, the planning department requetsed the art & culture department to take up some programme of the Tribal Research Institute (TRI) under the ministry of tribal affairs to bring out dictionary of different Naga languages. Against this backdrop, the directorate of art & culture along with Yanbeni Yanthan and Dr. Imlienla Imchen collaborated to document the regional language of the Nagas, starting out first with Lotha language. The book is the first Naga regional dictionary to use the international phonetic alphabet which she believed would be beneficial for Lotha language speakers, students
and scholars to use for pronunciation. On behalf of the people of the district, vice chairman DPDB Wokha and DC Wokha, Orenthung Lotha thanked the department for the initiative. DIMAPUR: Public Health Engineering Department (PHED) Kohima division conducted “Swachhata Shramdaan” on Wednesday at Tseminyu sub-division by cleaning public places, collecting single use plastic waste (SUP) at National High 02 and in and around the town area. In a press release, the department informed that the programme was part of the 100-day campaign on “sustainability of ODF gains and achieving million soak pits” in consonance with 75th Independence Day “azadi ka Amrit Mahotsav” which commenced on August 25 and would culminate on December 2, 2021. DIMAPUR: Power department has informed that damage of feeders by storm has resulted in total disruption of power supply to Zubza Gref Camp area, Lalmati, Kiruphema, Peducha and Mengujuma. In a press release, SDO transmission sub-division Kohima that the 33kV Lalmati feeder and 33kV AP-1 feeder had been damaged near Zubza Gref Camp due to heavy storm on September 15, 2021. The department said it was making all efforts to restore the said transmission line at the earliest and requested all responsible to bear with the inconvenience caused.

DIMAPUR: Nagaland Board of School Education (NBSE) has notified for information of all the heads of registered institutions under NBSE to be aware of the “ill effects of online gaming addiction/ abuse” among students. In a notification, NBSE said that online gaming can be accessed with the use of a phone or a tablet which it said was a common factor in online game addiction as children can easily play games anywhere and anytime affecting school and social life. “The closure of schools due to the pandemic has increased use of mobile and internet by children”, NBSE stated. It said that playing online games led to a serious gaming addiction which was considered as a gaming disorder. NBSE has, therefore requested the heads of institutions to share the concerns and sensitise parents and teachers about the harmful effects of online gaming. IMPHAL, SEP 15: Normal life was paralyzed in Manipur’s Senapati district as a dawn to dusk total shutdown was observed following a call by civil society organizations (CSOs) to boycott the BJP-led coalition government’s ‘Go to Hills 2.0’ campaign. The ATSUM and its constituent student bodies boycotted the state government’s programmes as a mark of protest against nontabling of the controversial Manipur (Hill Areas) Autonomous District Councils, Bill 2021 recommended by the Hill Areas Committee. Total shutdown was imposed even as the campaign scheduled to be held at Maram Centre of the district with state chief minister N Biren Singh attending the programme had already been cancelled. GUWAHATI, SEPT 15 (PTI): Chief Minister Himanta Biswa Sar ma Wednesday inspected the measures taken at Nimati Ghat in Assam to ensure the safety of travellers commuting between Majuli and Jorhat via the Brahmaputra river following the recent collision of a boat and ferry which claimed three lives. On his second visit to the site of the boat disaster, the chief minister told reporters that the Inland Water Transport (IWT) has made the services of two Ro-Pax vessels available for operation between Jorhat and Majuli after a thorough inspection. IMPHAL, SEP 15: The government is putting every possible effort to empower women of the state, said Manipur chief minister N Biren Singh in a speech on the 15th foundation day of Manipur State Commission for Women on Wednesday. Singh said that the state government was implementing various initiatives and schemes to strengthen their livelihood, security and dignity with a commitment to empower the women. Singh said that the government has constructed and inaugurated seven women’s markets in different hill districts of the state and the construction for another 10 Women’s Markets were being taken up. He stated that the Manipur StartUp Scheme was introduced to support entrepreneurs in the state and many beneficiaries under the scheme were women. As per annual report of 2018-19, Manipur topped the list of Micro, Small and Medium Enterprise (MSME) business registrations among the northeastern states and 50 % of these businesses are owned by women, he added. He further mentioned that out of the 7,106 loans disbursed under PM SVANidhi to street vendors of the State, 94% of the beneficiaries are women vendors. Stating that Manipuri women are more empowered as compared with women of other parts of the country, the chief minister said that many top posts in administrative and police departments were being held by women in the state.

The chief minister during his first visit to the accident site on September 9, a day after the incident, had ordered the police to file a criminal case in connection with the boat capsize. ‘’Single-engine boats, services of which were suspended following the accident, will be fitted with marine engines but it will take time. “We cannot allow the operation of these boats till
they are converted as we cannot compromise with peoples’ lives. It will begin operations only after it is made sure that they comply with all safety measures set forth by the government’’, Sarma said. The IWT inspected the local boats and found that two of them have marine engines and therefore will be allowed to operate from Wednesday but eight others have single engines which will not be permitted, the chief minister said. Sarma said that he had spoken to the Minister for Shipping, Ports, and Ayush Sarbananda Sonowal and requested him to send two more Ro-Pax vessels to Assam, out of which one will ply between Jorhat and Majuli. The chief minister said that Sonowal has assured him that it will be provided as early as possible.

Sangma on Wednesday informed the Assembly that the state police have done their best to track one Vicky Dey and some others, who tried to spread hatred and poor image of the State and incite communal tension between tribals and non-tribals. Sangma said that despite the hard work of the police, they are yet to arrest Dey as he has been absconding. Replying to a calling attention motion moved by opposition member George B. Lyngdoh of the Congress, Sangma said the state police have filed an FIR against Dey at Shillong Sadar Police Station to investigate into the matter. In the video, Dey had alleged that some NGOs are forcing non-tribals to
shut down their shops in Ichamati. Sangma said the FIR filed against him was registered and transferred to Shella Police station and investigation was carried out. India hits out at Pakistan, OIC for raising BJP-RSS fake Hindus, doing ‘Dalali’ of religion: Rahul Kashmir issue at UN Human Rights Council
NEW DELHI, SEP 15 (PTI): Calling the BJP-RSS people “fake Hindus”, Congress leader Rahul Gandhi on Wednesday alleged that they use religion for their benefit and indulge in its ‘dalali (brokerage)’. Addressing the foundation day of the All India Mahila Congress here, Gandhi said the ideology of the Congress is completely opposite of the BJP-Rashtriya Swayamsevak Sangh (RSS) and only one of the two ideologies can rule the country. Asserting that Goddess Lakshmi stands for the power that helps one attain one’s goals and Goddess Durga stands for the power that protects, the former Congress chief said while his party had strengthened these powers when in government, the ruling BJP dispensation have diminished these powers. “Ye kis prakar ke Hindu hain. Ye jhoote Hindu hain. Ye Hindu dharm ka prayog karte hain, ye dharm ki dalali karte hain, magar ye Hindu nahin hain (What kind of Hindus are they? They are fake Hindus. They use Hindu religion, they indulge in brokerage of religion, but they are not Hindus,” Gandhi said, attacking the BJP-RSS.

Gandhi said, as a Congress worker, he understands that he can compromise with other ideologies but not with that of the BJP and the RSS. He said it is important to understand the difference between the ideology of the Congress and Mahatma Gandhi, and that of V D Savarkar and Nathuram Godse. “The BJP-RSS people say they are a Hindu party. In the last 100-200 years if anyone has understood the Hindu religion in the best way and made it his practise, it is Mahatma Gandhi. We believe in this and so do the BJP-RSS people. So, if Mahatma Gandhi understood the Hindu religion and spent his whole life understanding it, then why did the RSS
ideology pump three bullets in his chest,” the Congress leader said. Why did the RSS ideology pump bullets in a person who is considered an example by the whole world -- from Nelson Mandela to Martin Luther King -- and is regarded as the best teacher of ‘Ahimsa’ or non-violence, which is the foundation of the Hindu religion, he said. Referring to Goddess Lakshmi as a power that helps one attain one’s goals and Goddess Durga as the power that protects, Gandhi rhetorically asked that when Prime Minister Narendra Modi announced demonetisation or bring the GST and the farm laws, were those powers strengthened. Mahila Congress workers responded by saying the
powers were diminished. He also asked whether these powers were boosted by the Congress when it brought in policies such as MNREGA and RTI, and ‘One Person, One Vote’, and the crowd shouted back that the powers were strengthened. “They call themselves a Hindu party and in the whole country they attack Lakshmi and Durga. Wherever they go, they kill Lakshmi or Durga and then say we are Hindus,” Gandhi alleged. The former Congress chief also alleged that the organisation of the RSS crushes “women power”, while the Congress’ organisation gives it platform. “Narendra Modi and the RSS did not make a woman prime minister, the Congress did. So, for us be it a woman, man, Dalit, adivasi, he or she may be from Bengal, Haryana or Punjab, they are all one. We only see one thing whether the person gets scared or not, if he or she does not get scared, they are a Congressi, if they get scared then we have to make them into a Congressi,” he said. Gandhi alleged that the Modi government has taken the power of Goddess Durga and Goddess
Lakshmi from the hands of farmers, labourers and the poor and has given it to three-four people. “Today in India, there are 10-15 people who have the power of Durga and Lakshmi, they are Modi ji ‘s friends. Ask the poor, go to the houses of farmers, ask if they have money to celebrate Diwali, they will say they don’t have it,” he said. The power of Goddess Durga that was there in the hands of the people and one could say anything and criticise Congress chief ministers and prime ministers has now been taken away, Gandhi said. The Congress leader alleged that terms are dictated by the RSS-BJP to universities and he cannot even visit them. “You have to tell the country that Narendra Modi has attacked the power that we call Lakshmi and the power that we call Durga,” he told Mahila Congress workers and leaders. “Don’t fight by deploying hatred, hate is not our tool, love is our tool,” the former Congress chief asserted. “The day we show hatred, we would have gotten scared and would not be Congress persons,” he added.
NEW DELHI, SEP 15 (PTI): India on Wednesday hit out at Pakistan as well as the Organisation of Islamic Cooperation (OIC) for raising the Kashmir issue at the UN Human Rights Commission and said the grouping has “helplessly” allowed itself to be held “hostage” by Islamabad. At the 48th session of the human rights council, India said Pakistan has been globally recognised as a country openly supporting, training, financing and arming terrorists including UN proscribed terrorists as a matter of state policy. India’s response was delivered by Pawan Badhe, first secretary in India’s permanent mission in Geneva. E xe r c i s i n g I n d i a ’s rights to respond to comments made by Pakistan and the OIC on Kashmir, Badhe said it does not need lessons from a “failed state” like Pakistan which is the “epicentre of terrorism and worst abuser of human rights”. He said it has become a habit for Pakistan to misuse the platforms provided by the council to propagate its false and malicious propaganda against India.

“The council is aware of Pakistan’s attempts to divert the council’s attention from serious human rights violations being perpetrated by its government, including in the territories occupied by it,” Badhe said. “India, as not only the world’s largest democracy but a robustly functional and vibrant one, does not need lessons from a failed state like Pakistan which is the epicentre of terrorism and worst abuser of human rights,” he said. The Indian diplomat said Pakistan has failed to protect the rights of its minorities, including Sikhs, Hindus, Christians and Ahmadiyas. “Thousands of women and girls from minority communities have been subjected to abductions, forced marriages and
conversions in Pakistan and its occupied territories,” Badhe said in his statement. “Pakistan has been engaged in systematic persecution, forced conversions, targeted killings, sectarian violence and faith-based discrimination against its ethnic and religious minorities,” he said. Badhe said incidents of violence against minority communities, including attacks on their places of worship, their cultural heritage, as well as their private property have taken place with impunity in Pakistan. “Pakistan is a country which has been globally recognised as a country openly supporting, training, financing and arming terrorists including UN proscribed terrorists, as a matter of state policy,” he said. “The relevant multilateral institutions have been raising serious concerns on its failure to stop terror financing and lack of effective actions against terror entities,” Badhe said. He said dissenting voices from civil societies, human rights defenders, journalists are muzzled daily in Pakistan, with the support of the government.

The result for the crucial exam was announced post midnight on Tuesday with the website crashing for several hours after that. The first rank holders included Gaurab Das (Karnataka), Vaibhav Vishal (Bihar), Duggineni Venkata Paneesh (Andhra Pradesh), Siddhant Mukherjee, Anshul Verma and Mridul Agarwal (Rajasthan), Ruchir Bansal and Kavya Chopra (Delhi), Amaiya Singhal and Pal Agarwal (Uttar Pradesh), Komma Sharanya and Joysula Venkata Aditya (Telangana), Pasala Veera Siva, Karnam Lokesh and Kanchanapalli Rahul Naidu, (Andhra Pradesh), Pulkit Goyal (Punjab) and Guramrit Singh (Chandi-
garh). Last year, 24 candidates had scored 100 percentile. On account of using unfair means, a total of 20 candidates have been debarred from appearing in future examinations for a period of three years. Their results have also been withheld. ven days before the Dimapur Chamber of Commerce and Industry(DCCI) on September 11, announced a one-day closure of all shops in Dimapur on September 16, various district commerce bodies had earlier renewed their call on the authorities to curb extortions but all to no avail. The state-level Confederation of Nagaland Chamber of Commerce and Industry (CNCCI) on September 13, announced its support and also expanded the stir to a one-day statewide closure. Both DCCI and CNCCI have drawn the government’s attention to the inglorious cottage industry called item-wise tax imposed on goods entering Dimapur; the ridiculous amount imposed tyre-wise as road tax on trucks, then tax on godowns where the goods are eventually stored, followed by the misery of several so-called voluntary organisations imposing their right of tax and the last gasp squeezed out by various government agencies on items for which GST has already been paid prior to despatch to Dimapur. On rampant multiple taxation by government agencies at check gates on items under GST, the government has decided that civic authorities cannot collect taxes on items that are under GST since all taxes are paid prior to despatch. However, perhaps civic bodies will still collect toll tax on roads and bridges (which are constructed by the government) and on footpath vendors(mostly locals) since all shopping complexes and stalls have been leased out to non-locals by the locals themselves. It is also time for public to check if civic bodies are actually doing their job after collecting various taxes. The chambers of commerce had also repeated concerns against rampant and blatant illegal imposition of tax on all items by various political groups including government agencies at check gates. These activities under whatever pretexts, continue to dominate the attention of the public and over which the media had written reams since the past decades. There were many appeals, some even in the form of ultimatum and some resulting in protest closure of business establishments and institutions during the past few years against this inglorious and destructive syndrome. The mushrooming of illegal collections in Dimapur has earned it a notoriety as the extortion capital, by virtue of being the commercial hub of the state. DCCI had even as way back as August 31, stated that despite the covid lockdown causing economic distress and loss incurred by the business establishments due to closure of businesses for over a year, yet not only extortions continued but had increased sharply. The government had at least two weeks to address the issue raised by the DCCI on August 31 and repeated on September 11 with ultimatum to solve the matter or there will be one-day closure of shops in Dimapur. The state government did nothing and neither did it call for dialogue with the DCCI and CNCC. At such a critical moment, it was expected that the government will sensibly give a rest to its perpetual and illogical political rhetoric on unity of all and playing the role as facilitators and also showing what unity is through the “opposition-less government” and focus on governance at least for a day. The government had enough time to call for a “consultative meeting”, a favourite and popular option to dispose off matters. The government decided on the matter on September 14 and its belated appeal that was published on September 15 was too little and too late.

Indo-Naga political stalemate in a nutshell: W/C, NNPGs S ince the split of NSCN, the Nagas at large had been mis-led and bewitched by propagandas and mis-information campaigns simultaneously with relentless armed offensive by certain political faction. For almost two and half a decade i,e up till the signing of Framework Agreement between the GOI and IM, the Naga people were misguided to harp on to the illusion that IM faction alone could resolve the issue. The GOI and the Naga people however realised the futility of one-sided effort and the need for broad based process involving all the stake holders became paramount if at all an amicable, honourable and acceptable solution is to be brought about. Exce ption of 1951 plebiscite, the Naga people had at no point of time conducted any political exercise at large to accord any particular organisation the legitimacy to resolve the conflict. Consequent of which, the 16 point Agreement of 1960 and the Shillong accord of 1975 were nullified by the Nagas. More so, the secretive and exclusive 2015 Framework Agreement between GOI and IM focussing on Nagalim became even more obscure and untrustworthy. Therefore, the NNPG’S which represents the entire Naga inhabited areas and
commands the confidence of every Naga stake holders rose to the occasion and signed the Agreed Position with the GOI thus ushering in a new era and paved the way for broad based honourable and acceptable political solution for all the Nagas in general and GOI. The Agreed Position and the supporting status paper submitted to the GOI covers every aspects and contours of the Naga’s aspiration and clearly underlines ‘the rights of the Nagas to self-determine their own future’ which in itself is the cardinal and unprecedented achievement in the entire course of the Naga struggle and which other Naga negotiators in the past or the present failed to implant in the political agreement. The Nagas must also not be confused with the mis-interpretation of IM’s Framework Agreement with regard to sharing of sovereign power between GOI and the Nagas. The phrase does in no manner imply or agree to granting of sovereignty as being alluded to by IM. Rather, the GOI is very candid and firm on distribution of subjects and political/administrative jurisdictions between the centre and the federating units within the constitution of India. The same arrangement has been pre-ordained
by TH. Muivah, the General Secretary and chief negotiator of IM in 2012 at Agri expo, Dimapur where he publicly acknowledged that Sovereignty and territorial integration is impossible and as such any solution shall be within Indian federation and bounds of Indian constitution and for which acquiescence on the part of IM leadership, the GOI agreed to ink the Framework Agreement in 2015.It also needed to be understood that nowhere in the FA, a separate flag and constitution for the Nagas are indicated unless there exist another hidden document. The issue was only obtusely raised after conclusion of all formal political dialogue as has been announced on 31 October 2019. The Naga people and the GOI are well aware of the fact that peaceful coexistence is the only way forward, accordingly the NNPG’S Agreed Position and the status paper has been prepared in correspondence to the wishes of our people and reality of the times we are living. It has been widely shared and discussed with every section of the Naga people and has acquired popular endorsement and thumping approval of the people. Being holistic and realistic in our approach
to resolve the Indo-Naga conflict, the NNPG’S does not harbour any illusion or make false promises, our negotiation has been premised on the possibilities and solution without further delay unlike the IM’s high sounding ,ambiguous, rigid and offensive posture which only negates the Naga’s desire for early solution. It has become quite apparent that this particular entity despite having fully realised the improbability of their lofty demands wishes to drag on the process indefinitely by changing their stances with the change of every interlocutor during the past 23 years of negotiation. And indeed ‘Solution’ has become a threat to many enterprising workers who manage their comfortable living and imposes ruthless dictates on the common Naga mass on the pretext of resolving the conflict. It is for the Naga people to accord legitimacy and approval and not for any political organisation to claim such, the people’s mandate for early solution is crystal clear and NNPG’S has reciprocated to the genuine desire of the suffering Naga people. However, It has become a complete contradiction and self-mockery on the part of an entity to claim lone legitimacy to resolve Indo-Naga issue and

scorn the genuine common Naga political platform as surrogate when in reality they alone are a stumbling block to an early solution. Moreover, the Naga people question the credibility of their secretive agreement and their refusal to share the contents of their competencies has caused even more suspicion rather than according them the legitimacy to decide the fate of the people. Fooling the Nagas and the GOI by churning propagandas and blackmail no longer works. The Nagas demands truth, transparency and accountability and above all early solution in line with the realistic approach of the NNPG’S. No organisation can hide behind the soaring unrealistic ideals for long, it’s an opportune time for every genuine national worker to bow down and accept reality. The change of diabolic mindset is imminent. Any further ploy to subjugate the people further for the sake of prolonging their parasitic empire that only feeds on the life blood of the Nagas is doomed. Early solution is the only option. And since all the unresolved issue including territorial integration are to be pursued successively post-solution, respective Nagas must begin charting
own future course focussing on respective ancestral territories upon which the contemplated solution is designed to find proper landing. Likewise Nagaland state should no longer be exploited as breeding ground for surrogates to perpetrate their de-facto hegemony or to be used as a rehabilitation zone for outsiders in the post-solution era. The unholy nexus between the surrogates and dubious politicians for several decades has reduced Nagaland into a vassal state. It is high time for the Nagaland Nagas to wake from the induced slumber and confront the challenges head-on lest the enduring bondage. The aspirants of utopian Nagalim should no longer seek to perpetuate their proxy rule in Nagaland state, for they have for too long been a tumour strangulating the very existence of Nagaland Nagas. The NNPG’S is ever steadfast for an early, honourable and acceptable solution and genuinely desires to free the people from the additional yoke of oppression so ruthless and incomprehensible particularly in the last two and half a decade. The consortium has called for more strongly implementing existing recommendations on sequencing of positive samples from international travellers. The World Health Organisation (WHO) has added B.1.621 (including B.1.621.1) to the list of Variants of Interest (VOI) on August 30 and christened it “Mu”. It has also added C.1.2 as a new VOI. C.1.2 is a sub-lineage of the C.1 variant described in South Africa but did not spread globally, the INSACOG said.

NEW DELHI, SEP 15 (PTI): India’s ‘Gaganyaan’ mission is likely to be launched by the end of 2022 or early 2023, Union minister Jitendra Singh said on Wednesday. The mission, originally scheduled for a launch by 2022, was delayed due to coronavirus pandemic. It aims to launch a manned mission in the Lower Earth Orbit. “We could have actually done this (launched Gaganyaan by 2022). We had planned to time it along the 75th anniversary of India’s Independence, but it could not happen that way because of the inevitable delay caused due to COVID-19. “But I am sure, maybe by the end of next year or may be (by) the beginning of 2023, we would be able to do that as well,” he said. Singh, the Minister of State in the Department of Space, was addressing a webinar on ‘Future of IndiaOceania Space Technology Partnerships’ organised by the Federation of Indian Chambers of Commerce & Industry (FICCI) here. He further said a brainstorming exercise by space scientists and government officials in 2015-16 helped them understand where
space technology could be used. “Space technology has a role to play, virtually, in every sector,” he asserted. Space technology has come very handy in the area of disaster management, the minister said, adding that space medicine is also deeply connected in the endeavour to send three Indians to space. According to the government, four biological and two physical science related microgravity experiments from academic institutions are shortlisted for unmanned mission of the Gaganyaan programme. Singh also emphasised on the importance of reaching out to start-ups and industry players working in the arena of space. MUMBAI, SEP 15 (PTI): The rupee closed 18 paise higher at 73.50 (provisional) against the US dollar on Wednesday, tracking a firm trend in domestic equities and sustained foreign fund inflows. At the interbank forex market, the local unit opened flat at 73.68 against the greenback. During the session, the domestic unit witnessed an intra-day high of 73.50 and a low of 73.74. In the previous session, the rupee had settled at 73.68 against the US dollar. The banks association breathes a sigh of relief, as they owe large sums to Vodafone. NEW DELHI, SEP 15 (IANS): As the Union Cabinet on Wednesday approved several reforms and relief measures for the telecom sector, Union Minister for Communications, Ashwini Vaishnaw said that these measures will change the entire framework of the Indian telecom sector. Among several decisions, the Cabinet has approved a four-year moratorium on all dues by telecom operators including the adjusted gross revenue (AGR), however, those operators availing the moratorium will have to pay interest of “MCLR+2 per cent” and a change in the definition of AGR. Post the change in definition all non-telecom revenue will not be calculated under AGR, prospectively. NEW DELHI, SEP 15 (IANS): A major row broke out between leaders of the Taliban over the make-up of the group’s new government in Afghanistan last week, BBC reported. The argument between the group’s co-founder Mullah Abdul Ghani Baradar and a cabinet member happened at the presidential palace, the report said. There have been unconfirmed reports of disag reements within the Taliban’s leadership since Baradar disappeared from public view in recent days. One Taliban source told
BBC Pashto that Baradar and Khalil ur-Rahman Haqqani - the minister for refugees and a prominent figure within the militant Haqqani network - had exchanged strong words, as their followers brawled with each other nearby. The Taliban sources told the BBC that Baradar had left Kabul and travelled to the city of Kandahar following the row. A senior Taliban member based in Qatar and a person connected to those involved also confirmed that an argument had taken place late last week, the report said. The sources said the
argument had broken out because Baradar, the new deputy prime minister, was unhappy about the structure of their interim government. It has been said that the row stemmed from divisions over who in the Taliban should take credit for their victory in Afghanistan. Baradar reportedly believes that the emphasis should be placed on diplomacy carried out by people like him, while members of the Haqqani group which is run by one of the most senior Taliban figures - and their backers say it was achieved through fighting. Meanwhile, the powerful Haqqani network is associated with some of the most violent attacks that have occurred in Afghanistan against Afghan forces and their Western allies in recent years. The group is designated by the US as a terrorist organisation.

Millions in cash, gold bars seized from Saleh’s house, says Taliban NEW DELHI, SEP 15 (IANS): The Taliban have confirmed confiscating more than $6.5 million and 18 gold bricks from the house of former VicePresident Amrullah Saleh and handed them over to the Da Afghanistan Bank (DAB), Pajhwok News reported. Recently, Mullah Shahabuddin Delawar, a Taliban member, told TOLO news that they had found $1 million each in two different places of Presidential Palace. A video went viral on social media, in which a person said: “This is the house of Amrullah Saleh when we came here, we found $105,000 and we handed them over to the Governor.” The man said: “Today we found $6.2 million and nearly 18 gold bricks and we will hand them over to our leaders.” The video clip shows several people counting and
taking pictures of dollars bundles and gold bricks, the report said. The location of Saleh’s house was not specified in the video clip, but it shows it is in Panjsher province. The Taliban launched attacks on the province about two weeks ago and gained control of the province on September 6. On Monday, secretary of Zabihullah Mujahid, Mohammad Bilal Karimi said that he could not confirm the report about dollars and gold. Karimi posted the video of dollars and gold on his twitter account, saying: “The Mujahideen of the Islamic Emirate have found more than $6 million and 18 gold bricks from the house of Ashraf Ghani’s first deputy, Amrullah Saleh.” However, a source in Da Afghanistan Bank also said that the money and gold had been handed over to the bank.
China backs Taliban’s demand to US to unfreeze Afghanistan’s assets BEIJING, SEP 15 (PTI): China on Wednesday supported the Taliban’s demand that the US should unfreeze Afghanistan’s assets and said that America has no legitimate reasons to do so as the Chinese envoy to Kabul called on acting Afghan Foreign Minister Amir Khan Muttaqi and congratulated the interim government. According to reports from Washington, the US has frozen about USD 9.5 billion in assets belonging to Afghanistan’s central bank and stopped shipments of cash to Kabul, in a bid to keep the Taliban government from accessing the money. Chinese Foreign Ministry spokesman Zhao Lijian told reporters here that the US has no legitimate reasons to freeze Afghanistan’s assets. Asked about the Taliban’s demand that the US should unfreeze Afghanistan’s assets stating that they belong to the people of
Afghanistan and the interim government will take a legal action possible to get the funds released, Zhao said: “I think that the (Taliban’s) spokesperson is right”. “These assets belong to the Afghan people. “They (the US) should respond to the legitimate requests of the Afghan people and stop the wrong practice of sanctions and stop making obstacles for Afghanistan’s peace and reconstruction,” he said. After the Taliban’s seizure of power in Afghanistan last month, the International Monetary Fund and the World Bank halted their aid to the war-torn country which largely depends upon the flow of foreign funds. While the exact origins of the SARS-CoV-2, virus that caused Covid-19, remains unclear even after nearly 18 months, the disease likely emerged when a virus that infects horseshoe bats was able to jump to humans -- either directly through wildlife-to-human contact, or indirectly by first infecting an intermediate animal host, such as the pangolin. Horseshoe bats have been known to carry a variety of coronaviruses, including strains that are genetically similar to ones
that cause Covid-19 and SARS. A study published in the open-access journal PLOS ONE in June showed that bats in Switzerland harbour viruses from 39 different viral families, and some have the potential to jump to other animals, including humans, and cause disease. Another study, published in the journal Nature Food showed that China, Japan, the Philippines, and Thailand may transition into “hotspots” favourable for bats that carry coronaviruses and where conditions are ripe for the diseases to jump from bats to humans. Hendricks struck an unbeaten 56 off 42 deliveries while de Kock blasted 59 off 46 deliveries as South Africa, chasing Sri Lanka’s modest total of 120/8, reached 121 for no loss in 14.4 overs to romp home to a massive victory. It was a clinical performance by the visitors both with the ball and bat on Tuesday. They first restricted the hosts to 120/8 with Bjorn Fortuin and Kagiso Rabada claiming two wickets apiece. Francine Niyonsaba LO N D O N, S E P 1 5 (AGENCIES): Burundi’s Francine Niyonsaba set a new 2,000m world record at the Continental Tour Gold meeting in Zagreb. According to BBC, her time of five minutes 21.56 seconds was two seconds faster than the record
set by Genzebe Dibaba indoors in 2017. Niyonsaba, a world and Olympic silver medal winner over 800m, is among several athletes banned from competing between 400m and 1500m because of naturally high levels of testosterone.
The 28-year-old says she has kept competing to “inspire others”. While Niyonsaba is one of a number of of athletes who have been forced to change events by a 2019 ruling by governing body World Athletics, she has excelled over longer distances. Her world record run, which also broke the outdoor record set by Ireland’s Sonia O’Sullivan in 1994, came a week after claiming victory over 5,000m in the Diamond League meeting in Zurich. WADA to review cannabis ban for athletes MONTREAL, SEP 15 (REUTERS): An advisory group to the World AntiDoping Agency (WADA) will review whether cannabis should remain a banned substance, a move that comes after American track and field star Sha’Carri Richardson missed the Tokyo Games after testing positive for it. The scientific review will be initiated next year, WADA said on Tuesday. Cannabis is currently prohibited in competition and will continue to be in 2022, it added. Richardson tested positive for a chemical found in cannabis during the US Olympic Track & Field trials in June, which wiped out her trial results. She was also hit with a one-month suspension. The 21-year-old, who had been seen as a top contender in the 100 metres, has said she used cannabis to help cope with the death of her mother. The suspension sparked an outpouring of sympathy and calls for a review of anti-doping rules, including by the US AntiDoping Agency.

Deepest concerns on ‘place of boxing’ in Olympics: IOC Limited spectators to be L AU S A N N E , S E P 1 5 (PTI): The International Olympic Committee on Wednesday “restated its deepest concerns” on boxing’s place in the 2024 Paris Olympics, citing “unresolved” issues with the International Boxing Association’s governance structure, financial situation and the scoring system even as the AIBA promised to “exceed” the laid down criteria. In a letter addressed to AIBA President Umar Kremlev, IOC Director General Christophe De Kepper said the Olympic body’s Executive Board has asked him and its Chief Ethics and Compliance Officer to “follow up” on the situation. The AIBA responded by saying that it is doing everything that that IOC expects from it. “AIBA has been working on comprehensive reform for some time now and is grateful for the IOC’s public acknowledgment that a step forward has certainly been taken in terms of good governance...,” the AIBA stated in an e-mail to PTI, responding to the IOC letter. In the four-page communication, IOC expressed dissatisfaction with the work
done by the AIBA to address concerns related to its governance, finances and the refereeing and judging system that has been under intense scrutiny since the 2016 Rio Olympics. “On the basis of the above, the IOC Executive Board restated its deepest concerns and reiterated its previous position regarding the place of boxing in the programme of the Olympic Games Paris 2024 and future editions of the Olympic Games,” the letter stated. T h e A I BA s a i d i t would do more than what has been mandated to regain the IOC’s confidence. “Wide-ranging reforms are already underway in terms of financial integrity, good governance and sporting integrity, including all the areas mentioned by the IOC and more,” the AIBA

“Independent experts are involved in each of these sectors. AIBA is confident these reforms will see AIBA meet and even exceed the criteria laid down by the IOC for reinstatement.” The IOC said while it acknowledges that AIBA has taken “a step forward in the direction of better governance” but several concerns remain unaddressed. “...so far no new leadership team amongst the elected officials has been put in place to effectively embrace the change of culture in the governance of AIBA,” it said. “Therefore, the IOC would be pleased to receive information on the schedule for the renewal of the leadership, in particular the planned date for the AIBA Board of Directors’
elections, as well as the eligibility criteria and how they will be assessed.” The AIBA was suspended in 2019 but Kremlev has said that he expects re-affiliation with the IOC by the end of this year after announcing a slew of measures to address the concerns raised by the governing body. The IOC also raised questions with regards AIBA’s finances. The AIBA had declared itself debt-free a few months ago. “...IOC independent expert, EY, will assess AIBA’s documentation supporting the effectiveness of the various announcements it published in the media related to the resolution of its indebtedness and its current and future financing plan,” it said. “...requested documents include confirmed details on the resolution of the indebtedness and the terms of any sponsorship contract,” it explained. Touching on the subject of refereeing and judging, the IOC said it has been informed of controversial decisions during the senior Asian Championships and youth world championships held earlier this year.

NEW DELHI, SEP 15 (PTI): Limited spectators will be allowed into the stadiums when the muchawaited Indian Premier League resumes in the UAE this weekend, the event’s organisers announced on Wednesday. The IPL, which was suspended midway in May due to COVID-19 cases in its bio bubble, will resume from Sunday with defending champions Mumbai Indians taking on Chennai Super Kings at the Dubai International Cricket Stadium. “This match will be a momentous occasion as IPL will welcome the fans back to the stadiums after a brief hiatus owing to COVID-19 situation,” an IPL statement said. “Matches will be played at Dubai, Sharjah and Abu Dhabi with limited seating available keeping in mind the COVID protocols and UAE government regulations,” it added. It will be the first time since 2019 when the IPL will be played in front of an audience. Last year, the lucrative league was played behind closed doors in the UAE
while the first half of the 2021 edition was also played inside a strict bio-bubble across various venues in India. Although the league organisers did not specify the exact number of fans who would be let in but sources said their presence would be 50 per cent of the stadium capacity. “Fans can buy tickets starting September 16 for the remainder of the tournament on the official website www.iplt20.com.
