PM launches `100L cr national master plan

NEW DELHI, OCT 13 (PTI): Prime Minister Narendra Modi on Wednesday launched a Rs 100 lakh crore national master plan for multi-modal connectivity that aims to develop infrastructure to reduce logistic costs and boost the economy. PM Gati Shakti targets to cut logistic costs, increase cargo handling capacity and reduce the turnaround time, Modi said at a function to launch the plan. The plan aims to lend more power and speed to projects by connecting all concer ned departments on one platform, he said, adding the infrastructure schemes of various ministries and state governments will be designed and executed with a common vision. Modi said taxpayers’ money in the past was ‘insulted’ through a lethargic approach to development work, with departments working in silos and there was no coordination on projects. Development, he said, is not possible without quality infrastructure and the government has now resolved to develop it in a

holistic manner. Gati Shakti joins different departments for the coordinated development of projects from road to railways, aviation to agriculture, Modi said. Stating that high logistics cost in India at 13 per cent of GDP was impacting competitiveness in exports, he said PM Gati Shakti is aimed at reducing logistic cost and turnaround time. This, he said, will give a boost to India as an investment destination. The Prime Minister said the speed and scale that India is witnessing under his government was never seen

in the previous 70 years of independence. Giving examples, he said the first inter-state natural gas pipeline was commissioned in 1987. From then to 2014, 15,000-km of the natural gas pipeline was built. Currently, more than 16,000-km of the new gas pipeline is being constructed. In five years prior to the BJP government coming to power in 2014, 1,900-km of the rail line was doubled, while in the last 7 years 9,000-km of rail line doubling has happened. Similarly, against 3,000 km of railway line electrifi-

cation in five years prior to 2014, 24,000 km rail line doubling has happened in the last 7 years. From 250-km of metro in 2015, the metro rail network has expanded to 700km and work is on another 1,000-km, he said, adding 1.5 lakh village panchayats have been connected with optic fibre network in last 7 years as compared to only 60 village panchayats in five years prior to 2014. Modi said that over the years, the signage ‘work in progress’ became the symbol of lack of trust, He said progress requires speed, eagerness and collective efforts. Today’s, 21st century India, he said, is leaving behind old systems and practices. “Today’s mantra is‘Work For Progress’ Wealth for Progress. Plan for progress. Preference for progress,” Modi said. Modi said his government has not only developed a work culture of completing the projects within the stipulated time frame but efforts were being made to complete the projects ahead of time.

PM GatiShakti plan involves the creation of a common umbrella platform through which infrastructure projects can be planned and implemented in an efficacious manner by way of coordination between various ministries/departments on a real-time basis.

Kitovi says WC, NNPGs pursuing Naga solution with transparency DIMAPUR, OCT 13 (NPN): Set against the backdrop of leaders of NPGs and all-party United Democratic Alliance(UDA) government presently in Delhi to restart the finishing touch in the process for finding a solution to the long pending Naga political issue, N. Kitovi Zhimomi, Convenor of WC,NNPGs has issued an open statement to the Nagas about the status of the issue. Kitovi said when Naga leaders take God’s Holy name outwardly but have selfish unholy plans inwardly, they sin against God and betray the Naga people. Kitovi cautioned that political solution cannot be “designed to appease, quench and inflate the pride, ego and ambition of any leaders” otherwise it will be “thrown into the bin of history”. “Naga political issue is not a commercial enterprise under the monopoly

With the introduction of Gati Shakti project, Centre plans to add around one lakh kms of road network to expand the national highways network in the country to around 2 lakh kms by the next four years. The project aims to set up a multi-nodal connectivity to various economic zones, a centralised portal to unite the infrastructural initiatives planned and initiated by as many as 16 central ministries and departments. The plan also aims to link all capital cities in the seven states of the North East region with either fourlane national highways, or two alternate alignments of DIMAPUR, OCT 13 (NPN): Nagaland on Wednesday recorded 15 fresh Covid-19 two-lane highways each. positive cases while no death were reported during the day. Of the fresh cases, nine were from Dimapur and six from Kohima, taking the total caseload to 31507. The death toll by hammering out differremained unchanged at 673 (including 15 ences in order to bring about non-Covid deaths). an acceptable and honorable solution, which has eluded the people for decades. The NSCN (I-M) leaders led by ato kilonser Th. Muivah and chairman Q. Tuccu and also the WC/ NNPGs led by N. Kitovi Zhimomi have been camping in Delhi for several weeks now and holding separate meetings with government of India officials. Niki-led NSCN (K) had also returned to Nagaland after meeting AK Mishra on October 7.

NEW DELHI, OCT 13 (NPN): United Democratic Alliance (UDA) legislators led by chief minister Neiphiu Rio met with the Working Committee of the NNPGs led by its convenor N. Kitovi Zhimomi here at Nagaland House on Wednesday. Highly placed sources informed Nagaland Post that the meeting between the UDA legislators and WC/ NNPGs was an “informal” meeting over lunch. Though both sides had also dis-

cussed about the ongoing Naga issue in order to push for an early political settlement, no further details were made known. Later, the UDA legislators also held a separate meeting with government of India representative/ interlocutor, AK Mishra at Nagaland House. Earlier, during their meeting with Mishra on Sunday, Rio reportedly conveyed the resolution of the UDA all-party government for early settlement of the Naga political issue. It may be recalled that

chief minister Neiphiu Rio along with NPF legislature party leader T.R. Zeliang left for Delhi on October 10 with the mission to meet Government of India representative, AK Mishra and the Naga Political Groups already camping in Delhi. They were joined by BJP legislators led by deputy chief minister Y. Patton on Tuesday. Ahead of their trip to Delhi, BJP delegation said that, as facilitators for Naga political talks, they would urge upon the negotiating groups to expedite the protracted Naga peace talks

the first week of October. On being asked about the delay in the vaccine roll out, NITI Aayog Member (Health) Dr V.K. Paul said last week that Zydus Cadila vaccine was not administered using conventional syringes or needles, but through an applicator, which will be used for the first time in the country. Paul said, “We are working on the trainers. The training programmes are being conducted on the use of applicators. We are also sorting out the logistics issues of the vaccine and soon it will be a part of Covid-19 vaccination drive.” ZyCoV-D vaccine will be administered to the age group of 12-18 years. Meanwhile, India’s vaccination coverage has crossed the 96 crore mark till Wednesday morning.

DIMAPUR, OCT 13 (NPN): NNC (Parent Body) has appealed to all Naga national political groups to sit across the table and thrash out the differences and work out an honourable, acceptable and inclusive solution for peace in the region. In a press note through its information & publicity wing, NNC (PB) once again reminded that unless all the Naga national workers unite to work out the best political solution, “there can never be an ending settlement of the Naga political struggle for freedom in the region.” While expressing happiness that NSCN (Niki)’s group was also included in “separate talk/negotiation in Delhi recently by the new Interlocutor”, NNC (PB), however, said that “none has commented or welcomed so far in this matter.” Pointing out that “Government of India has resumed political negotiations with NSCN (I-M) and (Cont’d on p-8)

India may need Covid booster by mid-2022, says eminent scientist NEW DELHI, OCT 13 (IANS): India may require the third dose of Covid vaccine by the middle of next year, said eminent scientist and biochemist Prof G. Padmanaban, as breakthrough cases even after full vaccination have been prevalent, even though mostly mild. Prof. Padmanaban, who is Chancellor of Central University of Tamil Nadu and a Padma Bhushan recipient, said that his opinion of a third dose is based on “scientific understanding”. “In an infection by the Delta

variant, which is widespread, there is a six-eight fold drop in the potential of antisera from vaccines to neutralise the variant compared to the wild type (used for vaccination- spike or whole virus). “Nobody still has a clear answer to how long the protective antibodies will last, it has been variably estimated to be between six months and one year. If the virus has not weakened by itself, by that time, there is possibility for a re-infection,” he said. As scientists’ understanding

of cell-mediated protection (cellular immunity and humoral immunity) is still evolving in the case of Covid, “a third dose (sometime mid to late next year) by mix and match, also gives an opportunity to give a different vaccine against the variant,” he noted. The US Centers for Disease Control and Prevention defines a vaccine breakthrough infection as the detection of SARSCoV-2 RNA or antigen in a respiratory specimen collected from a person more

Meanwhile, a total of 11,31,127 persons (first and second dose) have been inoculated against Covid-19 in the state till October 13. PTI: India added 15,823 fresh Covid cases, taking the infection tally to 3,40,01,743 on Wednesday, while the death toll reached 4,51,189 with 226 new fatalities, the data updated at 8 am showed.

Centre is all set to roll out the NNC (PB) calls for world’s first DNA vaccine ZyCov-D inclusive solution NEW DELHI, OCT 13 (IANS): Centre is all set to roll out the world’s first DNA vaccine ZyCovD against Covid this month. A source said the government aims to procure a total of 60 lakh vaccines in October for this. The source said that the government will procure over 28 crore vaccines in October. It includes 22 crore Covishield vaccine shots, six crore Covaxin and 60 lakh DNA vaccine. The ZyCov-D vaccine was approved by India’s regulatory authority in August 2020. The three-dose DNA built vaccine has 66.6 per cent efficacy against Covid. Instead of a needle, it uses an applicator to inject the skin with lab-produced DNA. The Zydus Cadila vaccine was scheduled to be rolled out in

by sharing contents of the Agreed Position (AP) signed with the government of India on November 17,2017 with all stakeholders. KItovi also reiterated that he is being ably assisted in furtherance of final agreement by other Naga leaders under WC,NNPGs such as co-convenors: Zhopra Vero, Kiumukam Yimchunger, Hojeto Chophy, Wangtin Naga, Toshi Walling and Isak Sumi and others. Kitovi said all of them were once enemies but “God opened our hearts to reason together and that they “chose Naga people over our differences”. He concluded that WC ,NNPGs have pledged to be open and transparent with Naga people and which also defines talks being held with government of India’s representative on Naga talks A.K.Mishra.

of N. Kitovi Zhimomi, Th. Muivah, Neiphiu Rio, Y Patton or T.R. Zeliang” Kitovi said. Further, he said the “problem with the leaders of today is, many have developed accentricity, a sense of personal ownership of Indo-Naga political issue at the cost of Naga people”. He termed decades of pursuit of peace as “a distorted narrative fuelled by endless political talks” which he said, was evident by “overindulgence in self-glorification and self-crowning exercises with relentless media hype since 1997.” However, he said WC, NNPGs “avoided this deadly trap” when they chose to be “practical and transparent with Nagas and the government of India. According to Kitovi, WC,NNPGs changed the narrative of Naga political talks “from secrecy mode to transparent and inclusive mode”

than 14 days after they have completed all recommended doses of an authorised Covid-19 vaccine. Globally, many studies and scientists have claimed that two-doses of a Covid vaccine are sufficient for preventing infection, hospitalisation and death by SARS-CoV-2 virus. However, the Delta Covid variant, which has now spread to more than 185 countries, as per the World Health Organisation, renewed the debate for Covid boosters. Israel,

which was one of the first countries to fully inoculate (two doses) the majority of its people, suffered badly due to the Delta variant. It again became one of the first countries to roll out a third dose for its citizens. “As far as the variants are concerned, the Delta variant is not the end of the story. The larger question is -- do we have the vaccine for every variant being created? Perhaps not. Thus, I feel that by the middle of next year, India may need the third dose of vaccine,” Padman-

aban, the former Director of Indian Institute of Science, said at a weekly health show by the New-Delhi-based HEAL Foundation. While many countries, including the US, the UK, France, Germany, have rolled out of Covid booster, India is still weighing the need for it. For India, a booster dose is not the central theme at the moment and getting two doses remains the major priority, media reports quoted ICMR director general Balram Bhargava as saying.

China objects VP’s visit, India hits back

NEW DELHI/BEIJING, OCT 13 (PTI): India on Wednesday strongly rejected China’s objection to a recent visit to Arunachal Pradesh by Vice President M Venkaiah Naidu, asserting that the state is an “integral and inalienable” part of India. External Affairs Ministry Spokesperson Arindam Bagchi said objecting to the visit of Indian leaders to a state of India “does not stand to reason and understanding” of Indian people. “We have noted the comments made today by the Chinese official spokesperson. We reject such comments. Arunachal Pradesh is an integral and inalienable part of India,” Bagchi said. He was responding to a question on comments by a spokesperson of the Chinese foreign ministry objecting to Naidu’s visit to Arunachal Pradesh over the weekend. “Indian leaders routinely travel to the state of Arunachal Pradesh as they do to any other state of India. The government often refers to eastern Ladakh as Western Sector. “Therefore, we expect the Chinese side to work towards early resolution of the remaining issues along the LAC in Eastern Ladakh while fully abiding by bilateral agreements and protocols rather than trying to link unrelated issues,” Bagchi said. A day after the 13th round of military talks, Indian Army said the “constructive suggestions” made by it were neither agreeable to the Chinese side nor it could provide any “forward-looking” proposals. On its part, the Chinese PLA’s Western Theatre Command said India insisted on “unreasonable and unrealistic demands, adding difficulties to the negotiations.”

In his speech on the occasion, the Governor stressed the need for depicting the portraits of such unsung heroes in the covers of school and college textbooks. students’ and the younger generation learn lessons from their lives and the sacrifices they made for the state as well as our nation,” he said. He said that millions of leaders and freedom fighters sacrificed their lives to free India from the clutches of British tyranny. The struggle which started with the death of Mangal Pandey and great rebellion in 1857 finally ended on August 15th 1947 when India emerged as an independent nation, he recalled. He added that even in the tiny state of Manipur, people will never forget the sacrifices made by these leaders to uphold the free-

dom of the country. “However, amidst our praises for the greatest of the leaders, known and unknown, we often forget the contributions of some unsung heroes.” “These freedom fighters were as fierce as others and had the courage to stare death in the eyes, and at last dedicated their lives for the cause of Independence,” he said. He, then, called for paying tribute to these freedom fighters by devoting some time for them. He expressed his full confidence that the four covers will earn popularity not only in the northeast states but all the states of the country.

Mizo minister rewards parents with MLA Sherman Ali to be sent ‘Don’t convert elections into battlefield’ most children, wants a baby boom to Guwahati Central Jail Correspondent

AIZAWL, OCT 13 (PTI): In a bid to encourage a “baby boom,” advocated by Mizoram’s churches and civil society organisations, the state’s sports minister Robert Romawia Royte, on Tuesday, distributed Rs 2.5 lakh and mementoes to 17 parents boasting of having the highest number of children in his constituency of Aizawl East-II. Royte, who is locally known as “RRR”, had earlier on Father’s Day in June, announced cash incentive of Rs 1 lakh to living parents with the highest number of children within his constituency to encourage population growth among the demographically small Mizo communities. Royte gave away the ‘first prize’ carrying a cash reward of Rs 1 lakh and a citation to Ngurauvi, a widow from Tuithiang locality, who bore 15 children, including 7 sons. Lianthangi, another widow from Chhinga Veng locality who has 13 children, bagged the second prize which carried Rs 30,000 and a citation. Two women and a man, who have 12 children each, were awarded the third

prize carrying Rs 20,000 each and citations. Besides, 12 parents, who have eight children each, were given consolation prizes of Rs 5,000 each and citations. Speaking to PTI, Royte claimed the infertility rate and the decreasing growth rate of Mizo population have become a serious concern. However, census figures show that in 2011 the state’s population stood at 10.97 lakh, an increase of 23.48 per cent over the previous census held in 2011. Mizoram’s population had last boomed in the period 1971-1981 when the decadal growth had hit a high of 48.55 per cent and seen the population touching nearly half a million people. The minister justifying his stand said that Mizoram

is far below the optimum number of people to attain development in various fields. “It is unacceptable and illogical to follow a two-child norm in a state like Mizoram where the density of population is only 52 persons per square kilometre against over 600 persons in other states,” he told PTI. Some states like Assam and Uttar Pradesh have however announced a two-child norm policy in order to curb population growth. He said Mizoram has a population density of 52 persons per square kilometre and it needs at least 94 plus persons per square kilometre to compete with the national average. Some 87 per cent of Mizoram’s population is of indigenous Mizo tribals. “The low population figures here suggest that a uniform norm for the whole nation is detrimental to certain regions and communities,” he said. Royte also extended support to the ongoing campaign of supporting population growth launched by certain church denominations and Young Mizo Association YMA in the state.

The usual pomp and show of the religious festival appear to be missing this season, reports The Sentinel Assam. The state authorities gave a green signal to organizers of the Puja, provided proper COVID-19 guidelines were being followed. The citizens of Guwahati have gone pandal-hopping despite fears of the virus still lurking in the background. However, the puja pan-

dals which used to be the talk of the town in the past years due to their varying themes had decided to opt for the subtle way this year. In addition, the government has ordered that the Durga idols must not be taller than 5 feet. The COVID-19 pandemic has also caused a huge blow to the budget of the puja organisers. One of Guwahati’s largest puja committees, the Latasil Sarbajanin Durga Puja, which hosts grand themed puja pandals said that they did not collect enough money this year to go for a theme this year.

He claimed that pollrelated violence involving gun shots were reported in as many as five Assembly constituencies in the last few days and the state government remained silent without taking up any appropriate action to check repetition of such incidents in future. The clashes took place when the Election Commission of India (ECI) was yet to announce the poll schedule and “we are worried what it would be after the poll schedule was announced,” he said.

The chairman observed that elections are democratic process of people electing their representatives through adult franchise. Voters must be allowed to use their franchise in a free and fearless manner. However, elections are like battle fields in the state. Candidates involved in the clashes should be held responsible for such violent incidents. The state government should take appropriate action against them, he demanded. In the election wall poster of the conglomerate released today, it read, “Do not convert the 12th state Assembly election 2022 into the battlefield of Kurukshetra of Mahabharata.” At the same time, police must also take up appropriate actions. They should take up suo-moto cases and those responsible should not be spared. If not, it would be hard to check future occurrence of such unfortunate incidents, he added. UFM will also participate in the upcoming elections by sending out candidates, if possible consensus candidates, the chairman said.

CBI, ED, NCB being misused to target oppn: Pawar leader Anil Deshmukh, who is facing probe by central agencies on multiple charges, the party chief said Deshmukh had to step down (as home minister) following allegations levelled against him by former Mumbai police commissioner Param Bir Singh. Singh had alleged that Deshmukh wanted police officers to collect Rs 100 crore monthly from bars and hotels in Mumbai. “The one who levelled the charges (Param Bir Singh) is untraceable. But, it never happens that a responsible officer makes allegations against a responsible minister. But, Anil Deshmukh resigned and there are a string of allegations against him. And he (Singh) has fled. This is the difference,” the NCP president said, coming out in defence of his party leader. Param Bir Singh has been booked in multiple cases of extortion. He is also facing a case under the SC/ST (Prevention of Atrocities) Act registered in April this year on a complaint lodged by a police inspector. “His (Deshmukh’s) house was raided for the fifth time. I don’t understand what the agencies got after going there for the fifth time.

NCP Chief Sharad Pawar addresses a press conference in Mumbai, October 13. (PTI)

But they (the agencies) have created a record,” Sharad Pawar quipped. Taking a dig at the BJP, he said the party leaders are the forefront to defend the central agencies. The NCP chief fur ther said in his 54year legislative career, he handled administrative responsibilities for nearly 26 years and had good relations with the administration when he was in the opposition or in the government. “We never showed arrogance of power,” the former Union minister said. He also targeted the Narcotics Control Bureau (NCB), recently conducted a number of raids including on some high-profile people, saying the Mumbai Police’s

Anti-Narcotics Cell (ANC) has done a better job than the central agency. “The state agency does its job with honesty, but it appears that the central agency does its job only to give their record to the Centre,” he said. Apart from the recent drugs bust onboard a cruise liner off the Mumbai coast, that led to the arrest of Bollywood superstar Shah Rukh Khan’s son Aryan Khan, NCB’s Mumbai zonal director Sameer Wankhede last year investigated a drug case linked to the death of actor Sushant Singh Rajput and several other matters related to narcotics involving high-profile people. Sharad Pawar said he also got to know about “other incidents” during

However, along with this, the jurisdiction of BSF in Gujarat has been reduced and the extent of the border has been reduced from 80 km to 50 km, while in Rajasthan the radius area has been kept 50 km as before. No boundaries have been set for the five northeastern states of Meghalaya, Nagaland, Mizoram, Tripura and Manipur. Along with this, there is no boundary set in J&K and Ladakh. NEW DELHI, OCT 13 (PTI): Former prime minister Manmohan Singh was admitted to the AIIMS here Wednesday evening after he complained of weakness following a fever, sources said. They said the 89-year-old Congress leader had a fever on Monday and had recovered, but he turned weak and was on fluids. The former PM was admitted to the cardioneuro unit of the AIIMS and is under the care of a team of cardiologists led by Dr Nitish Naik, Singh’s personal physician for years. The Congress said the former PM is stable and is undergoing routine treatment. “There are some unsubstantiated rumours with regards to former PM, Dr Manmohan Singh ji’s health. His condition is stable,” AICC secretary Pranav Jha tweeted.

NEW DELHI, OCT 13 (AGENCIES): The Union Ministry of Home Affairs (MHA) has increased the jurisdiction of the Border Security Force (BSF) and given its officers the powers of arrest, search and seizure. BSF officers will be able to conduct arrests and searches in West Bengal, Punjab and Assam. BSF has got the right to take this action under CrPC, Passport Act and Passport (Entry to India) Act. In Assam, West Bengal and Punjab, the BSF has got the right to search and arrest on the lines of the police. The Ministry of Home Affairs has given permission for raids and arrests up to an area of 50 km inside Indian territory from International Border (IB) along India-Pakistan and India-Bangladesh borders. A BSF officer has now been given the power to conduct a search of a place entered by a person sought to be arrested in its new area of jurisdiction. The move might raise administrative and political issues as the MHA has extended the area of jurisdiction of the BSF with a fresh order issued earlier this week allowing its officers to take action to curb illegal activities linked to national security in 10 states and 2 UTs. Section 139 of the BSF Act, 1968 empowers the Center to notify from time to time the area and extent of operation of the Border Security Force.

In his earlier tenure, Wankhede, an IRS officer, had served at the Mumbai airport. Ta l k i n g a b o u t t h e recent killing of four farmers in Uttar Pradesh’s Lakhimpur Kheri district, Sharad Pawar said, “From the very first day, the ruling party (BJP) took a stand that there is no truth in this (killing of farmers). The Uttar Pradesh chief minister cannot absolve himself of the responsibility of not taking action against the crime.” Eight people, including four farmers, died in violence in Lakhimpur Kheri on October 3. The farmers died after being knocked down by vehicles reportedly carrying BJP workers, after which an angry mob allegedly lynched some people in these vehicles. On Saturday night, Union Minister of State for Home Ajay Mishra’s son Ashish Mishra was arrested by the police in Lakhimpur Kheri in connection with the October 3 violence.

There won’t be coal crisis for power generation: Union minister Joshi BILASPUR, OCT 13 (PTI): Amid the country’s power plants grappling with coal shortages, Union Coal Minister Pralhad Joshi on Wednesday assured that there will no crisis to meet the supply of coal for power generation. The stock is also rising because of it. I assure that there will be no problem in meeting the supply for

C H E N NA I , O C T 1 3 (IANS): The ruling DMK has stamped its authority in Tamil Nadu with the party and its allies sweeping the rural local body elections held in nine districts of the state on October 6 and October 9. While the final results have yet to be announced by the State Election Commission, in almost all the district panchayat unions and ward panchayat unions, the DMK alliance is much ahead of the rival AIADMK and its allies. The ruling combination was also leading in the 27 wards in other districts where bypolls were held indicating a trend that the party has cemented its

presence in the state after the thumping win it registered in the 2021 assembly elections. Ta m i l N a d u S t a t e Election Commission has declared that out of 140 district panchayat seats, DMK won or leading on 88 seats till Tuesday late night, and its alliance partner Congress was leading in 4 seats. The rival AIADMK was leading only in 4 seats out of the 140 seats and is a clear indicator as to where the wind was blowing. The DMK was also leading or won in 300 panchayat union wards out of a total of 1,381 wards in the nine districts where elections were held. The Congress was leading in 11 seats.

In an official memorandum issued on October 11, the health ministry said that based on the evolving scenario, it has been decided that the revised guidelines stand withdrawn and the earlier guidelines on international arrival issued on February 17 shall be applicable to all travellers arriving in India from the UK. Aryan WhatsApp chats show he trafficked drugs: claim NCB

NEW DELHI, OCT 13 ( AG E N C I E S ) : A r ya n Khan and all other accused in the drugs-on-cruise case are connected and their roles cannot be separated, the Narcotics Control Bureau (NCB) said today in a reply shortly before Shah Rukh Khan’s son’s bail request was taken up by a court in Mumbai, reports NDTV. Aryan Khan - Accused No. 1 for the NCB - sourced drugs and was in touch with “some persons abroad who appear to be a part of an International

Drug Network for illicit procurement of drugs”, the anti-drugs agency said in the statement. The probe so far has revealed his role in the conspiracy and illicit procurement and consumption of drugs, it added. All those arrested “are inextricably connected with each other” and “it is not possible to dissect the role, involvement of one accused from that of the other”, said the NCB. “The ingredients of conspiracy are clear and evident,” said the

agency, adding that “one of the applicants cannot be considered in isolation”. No drugs were found on Aryan Khan when the anti-drugs agency’s officers raided a Mumbai cruise ship party in disguise on October 3. But the NCB says that does not undermine his role. “Even though from some accused persons t h e r e i s n o r e c ove r y o r r e c ove r y o f s m a l l quantity of contraband, the participation by acts and omissions of such persons who have acted in

concert, conspiracy in the commission of offences forms the basis of this investigation,” said the statement. The situation was such that “the quantum o f r e c ove r y f r o m a n individual accused becomes inconsequential”. Aryan Khan, 23, was arrested along with his friend Arbaaz Merchant and six others after the ship drugs raid. His lawyers, while seeking bail, have repeatedly stressed that no drugs were found on him,

as the government looks at ways to defuse the energy crisis being faced by several states. The coal ministry has been asked to ramp up the supply of coal while the Railways has been asked to make available rakes to transport the fuel to power plants, sources earlier said. The shortage of coal -which makes up around 70 per cent of India’s electricity mix -- has forced rotational power cuts in states from Rajasthan to Kerala. About two-thirds of the coal-fired power plants had stockpiles of a week or less, but the coal ministry earlier said, “any fear of disruption in the power supply is entirely misplaced”.

India decided to impose reciprocal curbs against all British nationals arriving in the country as the contentious issue relating to the UK not recognising Indian vaccine certificates could not be

The UK recognised Covishield vaccine produced by the Serum Institute of India but retained the 10-day quarantine period for fully vaccinated travellers from India. However, the move did not provide any relief from quarantine rules for Indian travellers vaccinated with two doses of Covishield. Later, British officials said the UK has issues with India’s vaccine certification process and not with the Covishield vaccine. MUMBAI, OCT 13 (PTI): NCP chief Sharad Pawar on Wednesday claimed t h a t c e n t r a l a ge n c i e s, including the Central Bureau of Investigation, the Enforcement Directorate and the Narcotics Control Bureau, were being misused to target the opposition parties in Maharashtra. Care is being taken to ensure political opponents are “defamed” using the central agencies, Pawar, whose party shares power with the Shiv Sena and Congress in Maharashtra, said at a press conference here. “The Centre has been continuously using some institutions, like the CBI, Income Tax departemnt, Enforcement Directorate, Narcotics Control Bureau. All these agencies are being misused for political purposes,” he claimed. His remarks came days after the I-T department raided some entities linked to Maharashtra Deputy Chief Minister Ajit Pawar. Referring to it, Sharad Pawar said personnel of the agencies have been conducting raids for the sixth day on Wednesday. Referring to the case of former Maharashtra home minister and NCP

Perennial power problem

T

hose who visit Nagaland do not fail to mention about the hospitality and friendliness of the people of Nagaland, their absolutely mouth watering dishes, unforgettable salubrious climate, and clean air. However, the conversation never fails to revolve around the pot-holed roads and of course the perennial power cuts. Both roads and power are vital ingredients for development and also serve as key indicators of progress. In Nagaland roads don’t last and soon fall back into their state of deterioration because public don’t want to give lands. In addition, the specifications are not followed and therefore, roadside drains do not figure in most projects. Without roadside drains, the roads can but only deteriorate faster. The same problems plague power sector. People don’t want to give lands for setting up projects. Power pilferage and faulty reading of meters have contributed to power losses to a huge extent for decades. A few years back, Association of Power Engineers Nagaland (APEN), went on to point out that the Department of Power (DoP), which is a major department has been gradually getting less money than it required not only to maintain the system but also to improve on it. For instance, APEN said that for the period 201617 the DoP received less fund than the preceding financial year. It was pointed even by Association of Power Engineers of Nagaland(APEN) a few years ago that despite repeated requests on the government to rationalise funding so as to help revenue earning departments like DoP , nothing was done in this regard. Bad revenue receipts reflect the biggest factor that has been contributing to the department’s financial woes. Against the backdrop of prolonged power cuts recently, former power minister under the Congress government and also former finance minister in the first NPF government K. Therie, now president of state Congress, has attacked the state government’s admission that it earns less than half of the amount it paid to purchase power annually. Therie said such a situation should not happen since the sale price of one unit of electricity is double the purchase rate in order to also include loss in transmission and distribution. Therie expressed disbelief that revenue generation should be just 50% of the power purchase if online bills were paid to treasury under separate head. Nagaland buys electricity worth around Rs.400 crores which the power department sells to public but at the end they are able to recover only Rs. 162 crores (As per 2019-2020). Over the past five years, Nagaland has lost around Rs.1000 crores due to inability to effectively recover electricity bills.12-Apr-2021.Nagaland has two main hydro power stations one at Likimro with a generating capacity of 24 MW and the other at Doyang with 75 MW generating capacity. Likimro is the only state owned hydro power plant but this plant is currently not generating any electricity due to dry season. Doyang hydro plant was built by NEEPCO and per agreement between NEEPCO and Nagaland Government, Nagaland gets only 12% i.e. 9MW. However, the hydro station does not generate power during dry season. Thus, both the state’s hydro stations generate nil power during dry season. The solution is to install more hydro power stations and also explore wind and solar for energy. Unless Nagaland urgently improves power supply, there is no sense in talking or dreaming about economic development.

DailyDevotion Individual Discouragement and Personal Growth

…when Moses was grown…he went out to his brethren and looked at their burdens. —Exodus 2:11 Moses saw the oppression of his people and felt certain that he was the one to deliver them, and in the righteous indignation of his own spirit he started to right their wrongs. After he launched his first strike for God and for what was right, God allowed Moses to be driven into empty discouragement, sending him into the desert to feed sheep for forty years. At the end of that time, God appeared to Moses and said to him, “ ‘…bring My people…out of Egypt.’ But Moses said to God, ‘Who am I that I should go…?’ ” (Exodus 3:10-11). In the beginning Moses had realized that he was the one to deliver the people, but he had to be trained and disciplined by God first. He was right in his individual perspective, but he was not the person for the work until he had learned true fellowship and oneness with God. We may have the vision of God and a very clear understanding of what God wants, and yet when we start to do it, there comes to us something equivalent to Moses’ forty years in the wilderness. It’s as if God had ignored the entire thing, and when we are thoroughly discouraged, God comes back and revives His call to us. And then we begin to tremble and say, “Who am I that I should go…?” We must learn that God’s great stride is summed up in these words— “I AM WHO I AM…has sent me to you” (Exodus 3:14). We must also learn that our individual effort for God shows nothing but disrespect for Him— our individuality is to be rendered radiant through a personal relationship with God, so that He may be “well pleased” (Matthew 3:17). We are focused on the right individual perspective of things; we have the vision and can say, “I know this is what God wants me to do.” But we have not yet learned to get into God’s stride. If you are going through a time of discouragement, there is a time of great personal growth ahead.

Post-mortem

WC, NNPGs convener’s message to Nagas

Dear Naga people, If we, as leaders, take God’s Holy name outwardly but make all out effort to put selfish unholy plans and policies inwardly, we sin against God and betray the Naga people. Political solution cannot be designed to appease, quench and inflate the pride, ego and ambition of any leader. It will be thrown into bin of history. Once more let me be very clear on unresolved matters between WC and GoI. On the Naga Flag, the GoI has been clearly told there is a historical, cultural and spiritual side to it which is too dear to the Naga people. The GoI has assured that the Naga Flag

would be given appropriate respect and position it deserves. The Naga flag’s unrestrained political usage would be pursued post solution democratically. GoI will not object to the use of Naga flag for cultural purpose and in customary institutions. Let there be no claim for championship prize on this since the symbolic matter, the Naga flag will flutter on cultural events, on significant historical days and on Naga customary institutions in our land. As for the Naga Constitution, the precise shape, form and source of authority will come from the Naga tribes. Each Naga tribe has conventions that governs

the conduct of individuals and villages as miniature republics. Among WC groups, we have different written Yehzabos (constitutions), code of conduct and rules for party workers in civil and military wings. Communist inspired pamphlets neither be Naga constitution nor be birthed from few people’s imagination. On the issue of Naga integration, it is a legitimate right and aspiration of all Nagas. We shall pursue it democratically post solution. Naga political issue is not a commercial enterprise under the monopoly of N. Kitovi Zhimomi, Th. Muivah, Neiphiu Rio, Y Patton

or T.R. Zeliang. It can never be. The problem with the leaders of today is, many have developed accentricity, a sense of personal ownership of Indo-Naga political issue at the cost of Naga people. A distorted narrative fuelled by endless political talks. The overindulgence in self-glorification and self-crowning exercises with relentless media hype since 1997 is evident. I am afraid this has not helped the Nagas. WC , N N P G s h a s avoided this deadly trap. We chose to be practical and transparent with the Naga tribes and with the GoI. We changed the concept of

Naga political talks from secrecy mode to transparent and inclusive mode. How could Naga political talks be kept as classified document, hidden from Naga tribes and civil societies? WC Agreed Position was signed on 17th November 2017 between WC, NNPGs and GoI. The status paper is in the hands of all stakeholders. I am ably assisted by Naga leaders and WC coconveners Zhopra Vero, Kiumukam Yimchunger, Hojeto Chophy, Wangtin Naga, Toshi Walling and Isak Sumi and other proven leaders. They are no nonsense patriots. We were once sworn enemies but God

opened our hearts to reason together. We chose the Naga people over our differences. Can I or any leader go against Naga aspiration and get away with it? No. Within the WC, we are each other’s keepers. We have pledged to be open and transparent with all Naga brethren. ‘’To respect and be respected as a People”. This best defines the ongoing formal and informal deliberations between Government of India (GoI ) representative on Naga talks, Mr. A.K Mishra. MAY GOD HELP THE NAGAS! Strategy beyond talkathon to deal with China-India border issues

T

he 13th round of Corps Commander level talks between India and China ending at an awkward note, was not a surprise to anyone analysing Chinese activities and signalling prior to the talks. The talks happened in the backdrop of recent incidents of intrusions by Chinese troops in the Barahoti sector of Uttarakhand, Tawang sector of Arunachal Pradesh, heavy concentration of troops and modern arsenal along LAC, exercises and building permanent structures in areas which China had encroached in April 2020, vacation of which was the main purpose of the talks. It was, therefore, amply evident that China was in no mood to concede anything and went through the talks for optics of ongoing talkathon. Post disengagement of troops in Eastern Ladakh from North and South of Pangong Tso, some disengagement in Gogra, no disengagement in other areas to include Depsang plains, Hot Spring, Demchok, and no de-escalation, was therefore, a forgone conclusion. The Chinese intention to coerce India to resume business as usual, sidelining border/LAC issue and not insist on further pull back was refuted by the India earlier when it conveyed that disengagement at all friction points leading to de-escalation, peace and tranquility on borders are prerequisites to progressing smooth bilateral ties. This rightful Indian stance to get back to pre-April 2020 positions stands adversely affected by Chinese obnoxious allegations of ‘India pushing for unreasonable and unrealistic demands, which is creating difficulties in negotiations’, which indirectly conveys no more pulling back. like Nyngchi, accommodation and other activities are worth monitoring for India to strategise its responses. Aim and Strategies of China and India so far! Chinese political aim was and continues to be China centric Asia and forcing Indian subordination, a necessity to achieve it. This aim could not be achieved despite prolonged standoff in Ladakh so far, but will remain unchanged, even in future. Chinese strategic aim to control Eastern Ladakh was to provide depth to its National Highway G-219, Karakoram Pass, redraw Line of Actual Control (LAC) as per its perception (1959-60) and negotiate border on its terms thereafter. China can claim to have partially achieved it, with continued presence in extra kilometrage in Depsang plains, Hot Spring, Demchok areas, where disengagement hasn’t taken place. Having developed its infrastructure in areas as per its perception of LAC, its aim to deny the same to India has not been so successful, as India continues to develop its infrastructure at unprecedented speed to catch up, in recent past. The Indian aim has been to get Chinese back to pre-standoff positions as of April 2020 in all friction points, not to concede unilateral change of LAC, and pursue talks towards its demarcation, hoping to lead to border resolution. With current disengagement, status quo stands achieved in areas north and south of Pangong Tso, albeit at the cost of losing the crucial leverage of giving up occupation of certain heights on Kailash range and north of Pangong Tso, prior to Chinese vacation of ‘Other Areas’. Pursuing disengagement and de-escalation in remaining areas will be an uphill task due to shortage of leverages, given Chinese past track record and recent activities. China marched in areas,

where it was not supposed to be, junking all CBMs, as part of overall ‘Incremental Encroachment Strategy’, exploiting first mover advantage. China soon found itself handicapped by strong Indian response, resistance and resolve, with proactive actions resulting in newly created vulnerabilities to Maldo Garrison and its launch pad, South of Pangong Tso. Despite disengagement in Pangong Tso area, Chinese discomfort due to Indian dispositions in Sub Sector North including DBO, infrastructure development including DSDBO road, as a threat to crucial Tibet-Xinjiang-Pakistan connectivity remains. The Indian planners will find it difficult to explain why disengagement was not sequenced on ‘first in and first out’ basis?, meaning thereby, that India should have vacated Kailash Range heights only after China had vacated all the areas, where it advanced in Depsang plains, Gogra, Hot Spring and Demchok areas, since April 2020, despite being pointed out by many strategic analysts. It is reasonable to believe that it has left India at a disadvantage, due to shortage of leverages and no worthwhile saving in financial and human cost, as no de-escalation has taken place. Notwithstanding the political debates over the legacy of Depsang issue, it remains strategically important and a threat to DBO and DS-DBO Road; hence a concern for India. What can India do other than talkathon? Unlike all major powers, India does not have a National Security Strategy (NSS) in open domain to steer capacity building to take on China’s challenge in a synergised manner. The classified part of NSS is kept secret by all countries and rightly so. The reactive actions of India over several decades indicate diplomacy driven “Don’t annoy China Approach”, which has failed miserably as China gave no concession on

displaying accommodation so far. Not calling out Xinjiang or Hong Kong by India did not prevent China from dragging India to UNSC on Kashmir issue or not progressing CPEC on Indian sovereign territory. In absence of not even stating our challenges, expecting different agencies to synergise in capacity building to take on Two-Front challenges seems far-fetched. India needs to formulate its NSS, prioritise its challenges and task required agencies to develop capacities. A change in mindset is required, from being reactive to proactive with additional offensive capability to demonstrate capacity to encroach into Chinese sensitive areas, in absence of which China has assumed no threat from India, with freedom to encroach anywhere, at will. Over a period the stands of China and India on stated positions on borders have hardened. The resolution has become extremely complex due to rising sentiments/ nationalism in respective countries increasing the political cost of any compromise by either side. In light of no major breakthrough in 22nd round of ChinaIndia border talks, no worthwhile development on delineation, delimitation for demarcation of LAC is expected, which is otherwise necessary to prevent repeated standoffs. India’s strategic goal should be to continue insisting on a formal delimitation and demarcation of the LAC, which is difficult but not impossible. Indian aim should be not to concede Chinese attempt to redraw LAC as LAC-2020, because a temporary solution/side-lining main issue is a recipe for the next standoff, leading to LOC-ization of LAC further. The Chinese would like to keep the border unsettled, till the time the political cost of not settling it becomes higher than doing so for CCP, China. With no de-escalation by Chinese, India is and will continue to be ready for

all contingencies with similar deployment along LAC, in coming months/years, including creating some more leverages, if situation demands so. India must be prepared for ‘Two Front War’ as a worst case scenario, and continue capacity building in all domains, including maritime domain, where Chinese vulnerable sea lines of communications can be threatened. Besides ongoing infrastructure development along borders it is recommended that States/UT along LAC should allot concessional land to security forces like regional SCOUTS, ITBP, SSB, and families hailing from that area (on son of soil concept), ready to settle in villages so constructed, along own perception of LAC. This will improve inclusive growth, integration, besides proof of our claims on the border, to ward off Chinese design of developing hundreds of new villages along LAC. The best way to avoid a two front war is to convince both adversaries that India can fight it, backed by appropriate capacity building and intent to use all instruments of power. Strategic partnerships with like-minded democracies and collective naval posturing to create a multifront situation for China are efforts in the right direction. There is a need for an alternative supply chain, trade and technological ecosystem, independent of China for which some initial steps taken by Quad countries need to be pursued. India needs to develop its strategic culture with professional strategists, as diplomacy driven patch ups and talkathon hasn’t worked so far. The overall strategic approach has to be proactive at tactical, operational as well as strategic level. Maj Gen S.B. Minimizing wastage: An environment-friendly behaviour

e all have come across words or items like wastage, garbage, sewage, electronic waste, solid waste, biomedical waste, chemical waste, industrial waste, time waste, etc. One of the pressing needs of the modern era is ‘how to manage waste’. We all contribute to some trash, but it is doubtful whether we contribute to recycling waste materials. One of the good things the colonial regimes have left is the concept of ‘usefulness’ poised against ‘waste’. The colonialists pointed out ‘waste’ both in the physical and social senses (Gidwani, 1992). They further took it as a God-given obligation to turn ‘waste’ into ‘value’. The motive behind this endeavour is debatable, of course. What is waste The oxford dictionary defines the noun ‘waste’ as ‘not good use’. Waste (of something) is the act of using something in a careless or unnecessary way, causing it to be lost or destroyed. The concept of ‘waste’ is

a catalogue of negatives. The Websters Third New International Dictionary offers the following definitions of the noun ‘waste’: wild, uninhabited, desolate, empty, cheerless, monotonous, useless, uncultivated, unproductive, and land laid barren by human agency. The verb ‘waste’ fares no better. ‘To waste’ is to ravage, devastate, diminish, use carelessly, allow to be used inefficiently, squander, dissipate, fritter or to let laps. Unproductive use of anything could be termed as ‘waste’. Possessing more than needed As long as ‘having more’ is considered a sign of affluence, we are likely to suffer the malady of ‘wastage’. The additional devilish idea is ‘trying to have more through any means and declare it a gift of God’ (which is some distorted religious interpretation). This is a serious instance of using religion wrongfully. Having just what is needed is enough for life. For example, the lungs can

hold just enough oxygen for a few seconds; it does not hold all the needed oxygen for life. The stomach adjusts to a modicum of food possible for digestion. Having just the needed will further let more people have the necessities of life. “The world has enough for everyone’s needs, but not for everyone’s greed,” said Mahatma Gandhi. Much of our waste is generated from greed and the tendency to stockpile objects. Waste to value For the colonial rule, ‘waste’ is ‘revenue waste’. There is something to pick from the colonial concept that land needs to be used productively – either as a revenue-generating entity or as a biodiversity site. The utilitarian view of nature that dominated the west in the eighteenth century saw a unique role for humans as ‘improvers’. Through ‘intelligent leadership’, humans could transform nature and shape ‘a higher form of existence’ (Gidwani, 1992). This meant removing ‘waste’ in its broad sense.

Useless species, idle lands, and sluggish behaviour were all considered forms of ‘waste’ that must be eliminated. To eliminate ‘waste’, one needs the spirit of industry and economy, good government, knowledge of the natural order of things, and the ability to make history. During the colonial times, these were all qualities that the English saw themselves possessing while they saw the inhabitants of India lacking (Gidwani, 1992). Perhaps, we still lack till today. Self-regulation Pythagoras said, “No one is free who has not obtained the empire of himself. No man is free who cannot command himself ”. “How to manage waste” can be negotiated with cutting down waste itself – less use of non-renewable items (like single-use plastic items). We could walk or use a bicycle for short distance travels. Recycling old clothes into designs of table cloths, bags, dusters, doormats, etc., can be each one’s contribution and self-regulation rou-

tine. Gifting tree saplings to guests instead of flower bouquets is another way to minimize waste and promote environment-friendly behaviours. We should not depend on others for the things we can do ourselves. Gaia education How we live, consume, and waste will affect us and the future. The small proactive steps we take today will pay off in the future. Our planet is running out of resources and getting suffocated with toxic things. We need to minimize waste and increase environmentfriendly lifestyle. Children need to see and learn how the environment works in practical mode – this is called ‘Gaia education’ or ‘Sustainable Education’. Halmae writes, “the basic principle of Gaia education is understanding that planet Earth is a living being and humans are just a part of its ecosystem. Sadly, most of us act today as if we are supreme. But the fact is that we’re just a tiny piece of this planet. We should be living hand-in-hand with

nature and move towards sustainable living each day and with each decision we make. It can be as simple as recycling in your own household or switching off electricity when leaving the room.” We need ‘environmental thinking’, not just ‘environmental knowledge’ for grades. Our thinking will influence our behaviour and then make us pro-environment who are environmentally responsible for our acts. Children need to be taken out from classrooms and be engaged to see gardens, waste heaps, sewage tunnels for firsthand experience. Every single action we make impacts the environment. Let us minimize waste and be a blessing, not environmental hazards. Lakhimpur violence condemnable: Sitharaman

Nirmala Sitharaman

demnable, every one of us say that. Equally there are instances happening elsewhere, is my concern. “India has issues of such nature happening in very many different parts of the country equally. I would like you, and many others, including Dr Amartya Sen, who all know India, to raise it at every time when it happens, not just raise it when it suits us because it’s a state where BJP is in power, one of my cabinet colleague’s son is in probably trouble, and also assume that it’s actually them who did it and not anybody else. Due course of justice will also have a complete inquiry process to establish it,” she said.

“And it’s not being defensive about my party or my Prime Minister. It’s being defensive about India. I will talk for India, I will talk for justice for the poor. I will not be mocked at. And if it is mocking, I will be defensive to stand up and say ‘Sorry, let’s talk on facts’. That’s my answer for you,” she said. Ashish Mishra was named in an FIR following allegations that he was in one of the vehicles that mowed down four farmers protesting over UP Deputy Chief Minister Keshav Prasad Maurya’s visit on October 3. To a question on the farmers’ protests, Sitharaman said that the three acts which the government

brought in were discussed by the various parliamentary committees over a decade. She said all the three acts have been discussed variously by the State governments, by the Center after the BJP came into power in 2014. “This has been in the making for a decade now. Every stakeholder has been consulted,” she said. “When the farm laws were brought in the Lok Sabha, there was an elaborate discussion and the agriculture minister gave his reply as well. It was only when it came to the Rajya Sabha, there was a lot of noise and disturbance,” she said. Thousands of farmers from Punjab, Haryana and several other states have been protesting on various borders of Delhi since November 26 last year, seeking repeal of three farm laws enacted in September. Dubbing these laws as “anti-farmer”, these farmers claim that the newly enacted legislations would pave the way for the dismantling of the minimum support price system, leaving them at the “mercy” of big corpora-

tions. Sitharaman said the protesters belong to one state and some parts of other states - “Punjab, Haryana and some parts of western Uttar Pradesh.” She said the government has been saying that it is willing to talk with the protesters and has been engaging with them. The government has asked pointedly what is that one aspect in any one of the three laws which have been passed to which the protesters object, she said. “We are willing to talk about it, tell us that one particular aspect in any one of the three laws. Till date, we have not had even one particular aspect which is being questioned. And therefore, the protesters are not sure on what score they are protesting, what is it that they are objecting. “Then there’s this issue about the minimum support price to be given to farmers,” she said, adding that the MSP are announced well in time and the farmers can decide whether they want to grow a crop or not and they can otherwise choose to grow something else.

Lakhimpur violence case: Ashish Mishra denied bail, 2 more arrested

Ashish Mishra

LAKHIMPUR KHERI, OCT 13 (PTI): Two more persons were on Wednesday arrested in connection with the Lakhimpur violence, while a court here denied bail to the main accused, Ashish Mishra, son of Union minister Ajay Mishra. Ankit Das and Latif alias Kale, who appeared before the Special Investigation Team (SIT), were taken in custody after questioning and produced in court which sent them in judicial remand for 14 days, official sources said. With this, the total number of people arrested in connection with the mowing down of four farmers

here on October 3 has gone to six. While the police sought their custody for interrogation, their lawyer opposed it saying no recovery is to be done from them. The court reserved its order on the application for police remand of the two, they said. Senior prosecution officer (SPO) SP Yadav told PTI that Ashish Mishra and his alleged accomplice Ashish Pandey moved bail applications on Wednesday but they were rejected by Chief Judicial Magistrate Chinta Ram. NEW DELHI, OCT 13 (PTI): A delegation of Congress leaders, including former party president Rahul Gandhi, on Wednesday met President Ram Nath Kovind demanding the immediate dismissal of Minister of State for Home Ajay Kumar Mishra over the Lakhimpur Kheri violence, and an impartial judicial probe by two sitting judges of the Supreme Court. The delegation of senior Congress leaders also presented a memorandum of facts about the Lakhimpur Kheri incident to the President. Four farmers were among eight people killed in the violence in Lakhimpur

Kheri on October 3. Gandhi told reporters after the meeting that he conveyed to the President that the MoS Home should resign to ensure an impartial probe in the Lakhimpur violence as his son Ashish is an accused in the matter. Ashish Mishra, who has been named in the FIR and is accused of mowing down farmers in Lakhimpur Kheri, was arrested on Saturday by the Uttar Pradesh Police. Gandhi demanded that to ensure justice, two sitting Supreme Court judges should probe the incident and those who have committed the murders should be punished.

“There cannot be an impartial inquiry and justice cannot be given till the time the MoS Home is sacked. This is the voice of not just the families of those killed but of all the farmers and this voice is being suppressed,” he said. The Congress delegation included A K Antony, Ghulam Nabi Azad, Mallikarjun Kharge and Priyanka Gandhi Vadra. Asked whether they have received any assurances from the president, Priyanka Gandhi claimed, “he (President) has assured us that he will talk to to the government in this regard today itself ”. The Congress memo-

randum said the situation is unlikely to change without any intervention given that BJP leaders, including UP CM Yogi Adityanath, continue to make conciliatory statements towards Ajay Mishra. “Ajay Mishra’s role is also yet to be investigated and the same is unlikely while he continues in office. Furthermore, which police official would dare to fairly investigate the son of Union MoS Home Affairs with the father occupying a position of such high influence and who enjoys continued endorsements from both the Central and the State governments. In these difficult circumstances, we call upon you as the custodian of our Constitution and the moral compass to this Government to immediately dismiss Union MoS Home Affairs and to direct an independent judicial investigation by a Commission comprising of two sitting judges of the Supreme Court of India or the high court,” the Congress memorandum said. The party hoped that the President will treat this matter with the urgency it deserves and take appropriate action.

RAIPUR, OCT 13 (PTI): Equating the Rashtriya Swayamsevak Sangh with Naxals, Chhattisgarh Chief Minister Bhupesh Baghel on Wednesday said the way the outlaws active in his state were being dictated by their senior cadres sitting in other states, the local RSS workers were being controlled from Nagpur. The RSS headquarters is located in Nagpur city of neighbouring Maharashtra. Hitting back at Baghel, the BJP described his statement as “language of extremists”, and said the Congress has deviated from the ideology of Mahatma Gandhi. Talking to reporters at the helipad here, Baghel also slammed the Centre over its claim that there was no shortage of coal in the country, and added that it has failed to handle the issue. “There will be an impartial investigation (into last week’s Kawardha violence)...In Chhattisgarh, no work of RSS people got done during 15 years (of the BJP rule from 2003 to 2018) and they continued

Bhupesh Baghel

to work as bonded labourers,” Baghel said. “Even now, they (RSS workers in the state) are not heard as everything is being controlled from Nagpur. Like the Naxal leaders are in Andhra Pradesh, Telangana and other states and their cadres (in Chhattisgarh) do the job of firing bullets and getting hit. The same is the situation in the RSS. The local RSS workers have no value...Everything is centred in Nagpur,” he added. He was replying to a query on Governor Anusuiya Uikey’s letter to the state government for an impartial enquiry into the violence occurred on October 5 in Kawardha, the headquarter of Kabirdham

Kashmir will remain part of Jairam Ramesh, Owaisi attack Rajnath India even if I am killed: Farooq Singh for his ‘Gandhi-Savarkar comment’

Farooq Abdullah

SRINAGAR, OCT 13 (AGENCIES): Kashmir will never become Pakistan as we are a part of India and will remain so even if I am killed, National Conference (NC) president Farooq Abdullah said in Srinagar on Wednesday. Speaking at a condolence meeting for Supinder Kaur – the fallen principal of a government school in Eidgah who was shot dead by militants on October 7 – at a gurdwara in Srinagar, Mr. Abdullah said the people of Kashmir have to be courageous and fight the killers together.“We have to fight these beasts. This [Kashmir] will never become Pakistan, remember it. We are a part of India and we will remain a part of India come what may. They cannot change it even if they shoot me,” Mr. Abdullah, the Member of Lok Sabha

from Srinagar, said. Expressing grief over Kaur’s killing, he said the Sikh community did not leave the Kashmir Valley in the 1990s when others left due to fear and appealed to them to not get scared now. We have to keep our morale high and be courageous, he said. “We all have to fight them together with courage and not be afraid. You [Sikhs] were the only community which remained here when everyone left. I am proud of the fact that you did not leave from here. Killing a teacher who was teaching young students does not serve Islam. They were serving the devil,” he said. Talking to reporters outside the gurdwara, the NC president said: “They [militants] will never succeed and will fail in their plans. But, we all – Muslims, Sikhs, Hindus, Christians – have to stand together to fight them”. Mr. Abdullah said there is a “storm of hate” across India and communities – Muslims, Hindus and Sikhs – “are being divided”. “This divisive politics has to be stopped, otherwise India will cease to exist. If we have to save India, then we all have to live together and only then will it move forward,” he said.

district, during a rally taken out by right wing outfits. Stepping up his attack on the opposition BJP and the RSS, the CM said, “They are left with no issues to raise. They have nothing to say over farmers, tribals, Scheduled Caste, Scheduled Tribes and businesses and hence they have resorted to only two issues - conversion and communalism, in which they have mastery.” “They make people fight. The business establishments which were shut due to the coronavirus crisis for a long time are now gradually opening up and they are trying to ruin it by instigating riots. It will not be allowed. We have to keep an eye on their attempts to give communal colour to fights over petty issues,” he added. The ruling Congress has blamed the BJP for the violence in Kawardha. BJP MP Santosh Pandey and former parliamentarian Abhishek Singh were among some party leaders who were named in an FIR lodged in connection with the violence.

Police have now arrested six people--Ashish Mishra, Luvkush, Ashish Pandey, Bharti, Ankit and Kale -- in connection with the case. Ankit Das and Kale, who is said to be a close friend of Ashish Mishra, appeared before the SIT at the crime branch office in Lakhimpur earlier in the day. The investigators had summoned Das and Kale for questioning in connection with the October 3 violence that had left eight people, including four farmers, dead. Das is the nephew of former minister Akhilesh Das. On Tuesday, Das and Kale had moved an application for surrender before the chief judicial magistrate. Two BJP workers, a driver of the minister and a journalist were among those killed in the violence.

Top JeM terrorist commander killed in Pulwama in J-K SRINAGAR, OCT 13 (PTI): Top terrorist commander of Jaish-e-Mohammad (JeM) Sham Sofi was killed in an encounter with security forces in Pulwama district of Jammu and Kashmir on Wednesday, police said. Acting on specific inputs about the presence of terrorists in Tilwani Mohalla Waggad in the Tral area of Awantipora, in south Kashmir’s Pulwama district, security forces launched a cordon and search operation there, a police official said. He said an encounter broke out after the militants opened fire at the security personnel, who retaliated. In the exchange of fire, a militant was killed, the official said. Inspector General of Police (Kashmir) Vijay Kumar said the slain terrorist has been identified as Sham Sofi who was a top JeM commander. “Top JeM Commander #terrorist Sham Sofi killed in Tral #Encounter,” the IGP said on Kashmir Zone Police’s Twitter handle.

NEW DELHI, OCT 13 (PTI): A day after Defence Minister Rajnath Singh’s remark that it was on Mahatma Gandhi’s request that Veer Savarkar wrote mercy petitions, some opposition leaders attacked the minister on Wednesday, alleging that he was “trying to rewrite history”. Congress leader Jairam Ramesh and AIMIM chief Asaduddin Owaisi shared on Twitter a letter by Gandhi on Jan 25,1920 to Savarkar’s brother regarding a case, and accused the Union minister of giving a “twist” to what Gandhi wrote. The AIMIM leader also said the first petition Savarkar wrote was in 1911, just six months after getting to prison and Gandhi was then in South Africa. Savarkar wrote again in 1913/14 and Gandhi’s advice is from 1920, he added. “Rajnath Singhji is amongst

BOSTON, OCT 13 (PTI): The Lakhimpur Kheri violence, in which four farmers were killed, is “absolutely condemnable,” Finance Minister Nirmala Sitharaman has said, emphasising that there are issues of such nature happening in other parts of India equally which should be raised “when they happen and not when it suits others” because there is a BJP government in Uttar Pradesh. Sitharaman, who is on an official visit to the US, was responding to a question during a conversation at Harvard Kennedy School on Tuesday about the killing of four farmers in Lakhimpur Kheri and the arrest of Ashish Mishra, son of Union Minister of State for Home Ajay Mishra. NEW DELHI, OCT 13 (AGENCIES): India’s oil demand will rise 50% by 2030 as against a global expansion of 7%, the International Energy Agency (IEA) has forecast in its latest report. India’s oil consumption is forecast to rise from 4.8 million barrels per day (mbd) in 2019 to 7.2 mbd in 2030 and 9.2 mbd in 2050, as per the IEA’s key scenario based on stated policies, Economic Times. The projection shows the centrality of oil in the Indian economy over the next three decades and runs counter to BP’s forecast last year that estimated the country’s oil demand to peak in 2025. Under the IEA’s stated policies scenario, the global oil demand will peak in 2030 at 103 mbd and stay unchanged until 2050. China’s

Even the crop in hilly regions like Shimla has been affected due to the unseasonal rains, he said, adding that 60 per cent of the tomato crop has been damaged in producing states that received the unseasonal rains. As a result, tomato prices in a month have almost doubled to Rs 40-60 per kg at Azadpur Mandi as daily arrival of the commodity has halved to 250-300 tonnes, he added. At present, harvesting is underway in key growing states of Madhya Pradesh, Andhra Pradesh and Karnataka. Tomato crop will be ready for harvest in around 2-3 months after planting and harvesting is done as per the requirement of the market.

are not an outlier, that you will not have anything to do with the global scheme of things, and it’s no good for us.” The minister said all these are extraneous factors that helped India to attract industries to set businesses there. She also pointed out that India itself is a huge market. “Today, our demographic dividend is not a dividend without reason. It’s a dividend, which has great purchasing power ability. The middle class in India has the money to buy things,” she said, adding that the people who are moving from other destinations to invest in India and to produce in India will have a captive market. “The same demographic dividend also gives us another advantage - the youth population of India today is a skilled set of youngsters skilled in various different areas, most of them in STEM,” the minister noted. Sitharaman said India will attract investments and have the purchasing power to demand the best of things from whoever produces it.

During the conversation with Professor at Harvard University Lawrence Summers during the talk organised by the Mossavar-Rahmani Center for Business and Government, Sitharaman, when asked about the state of the global economy, said: “I don’t think you can have one picture for the entire globe. The emerging market economies are likely to

She noted that the COVID-19 pandemic itself is one of the reasons for the reset, which is “happening from certain geographical territories where people are coming out of it, looking for other places where they can run their businesses from because no longer you have the transparency and rule of law in certain geographical territories”. “Therefore, the industry is the first one to get out. Investments are the first ones to get out and they are looking for destinations where certain assumptions can be taken up - rule of law, democracy, transparent policies and assurance that you’re with a broad global frame of things and that you

She added that some other countries in the emerging market areas will also record high growth rates. “The developed world will also catch up… because their base is very high. India looks at double digit growth: FM

BOSTON, OCT 13 (PTI): India is looking at near close to double-digit growth this year and the country will be one of the fastest-growing economies, Finance Minister Nirmala Sitharaman has said. The minister also emphasised that she expects the economic growth next year to be in the range of 7.5-8.5 per cent, which will be sustained for the next decade. “As regards the growth of India, we are looking at near close to double-digit growth this year and this would be the highest in the world. And for the next year, on the basis of this year, (the) growth would definitely be somewhere in the range of eight (per cent),” Sitharaman said here on Tuesday during a conversation at Harvard Kennedy School. She noted that while the Ministry of Finance has not done any assessment as yet about the growth number, but the World Bank, IMF and rating agencies have all come nearer to this kind of growth number for India. “So, the next year would also be somewhere in the range of eight to nine

Army chief Gen Naravane meets Taliban warn US, EU of economic refugees Indian Sri Lanka’s top military leadership KABUL, OCT 13 (AFP): Afghanistan’s new Taliban government has warned US and European envoys that continued attempts to pressure them through sanctions will undermine security and could trigger a wave of economic refugees. Acting foreign minister Amir Khan Muttaqi told western diplomats at talks in Doha that “weakening the Afghan government is not in the interest of anyone because its negative effects will directly affect the world in (the) security sector and economic migration from the country”, according to a statement published late Tuesday. The Taliban overthrew Afghanistan’s former US-backed government in August after a two-decadelong conflict, and have declared an Islamic emirate governed under the movement’s hardline interpretation of religious law. But efforts to stabilise the country, still facing attacks from the Taliban’s rival, the extremist group the Islamic State-Khorasan, have been undermined by international sanctions: banks are running out of

Japanese drugmaker to launch first-ever plant-based Covid vax T O K YO, O C T 1 3 (IANS): Japanese pharmaceutical group Mitsubishi Tanabe Pharma is planning to launch the first-ever plant-based Covid-19 vaccine in the world, which will likely to be of low-cost, easier to transport as well as store than the conventional jabs, the media reported. The vaccine candidate will be developed by the Osaka-based company’s subsidiary Medicago from a plant from the tobacco family by December 2021, the Financial Times reported. The vaccine technology here is formed with virus-like particles that mimic the target virus

and does not actually use a live virus, unlike some of the current vaccines and can thus be deemed relatively safe for humans. With this new technique, the Japanese pharmaceutical group aims to break into a market which is dominated by major drugmakers Pfizer, Moderna and AstraZeneca. However, as new strains of the virus continue to emerge, they expect global demand for Covid vaccines to remain strong, the report noted. “As with seasonal flu, we don’t expect demand [for Covid-19 vaccines] to suddenly disappear and there is still much uncer-

So far, no plant-based vaccine has been approved for use in humans. But the prospects of such a jab seems viable as plant leaves grow quickly, cutting down the manufacturing process as well as costs. Medicago’s vaccine can be produced in five to eight weeks, compared to a traditional seasonal flu vaccine that takes about

eight months to a year to produce. Faster production, the report added, will also make it easier to adapt to combat new strains. M o r e ove r, p l a n t based vaccines do not need to be deep frozen during transport since Medicago’s vaccine can be stored at temperatures of 2 degrees Celsius to 8 degrees Celsius, the report said. Medicago is partnering with UK-based GlaxoSmithKline for the vaccine adjuvant, and is analysing phase-3 trial data for the Covid-19 vaccine involving 24,000 subjects in Canada, the US, the

the Taiwan Strait,” said Ma Xiaoguang, spokesperson for the Cabinet’s Taiwan Affairs Office. “The People’s Liberation Army exercises are necessary actions to defend national sovereignty and territorial integrity,” Ma told reporters at a biweekly news conference in Beijing. Ma blamed actions by Taiwan’s independence-

leaning democratically elected government and its relations with “external forces” for heightening tensions. Outside observers say the military maneuvers are intended to degrade Taiwan’s physical defense capabilities through wear and tear, while turning the citizenry against their leaders through a form of psychological warfare. Taiwan, a close U.S. ally, scrambled jets to intercept the Chinese aircraft and activated its missile air defense systems. It is also working to boost its defenses by buying new technology from the U.S. and developing domestic systems, including submarines. Public opinion surveys show the vast majority of

Taiwanese in favor of maintaining their de facto independent status without giving in to China’s demands for political unification. Taiwanese President Tsai Ing-wen on Sunday vowed to defend the island from China’s rising pressure after a week of unprecedented tensions with Beijing. She spoke a day after Chinese leader Xi Jinping said annexing Taiwan “must be realized,” while saying that was best brought about by peaceful means. However, Xi also added that, “No one should underestimate the Chinese people’s strong determination, will and capability to safeguard national sovereignty and territorial integrity.”

BEIJING, OCT 13 (AP): China’s recent increase in military exercises and warplane missions near Taiwan — which have raised concerns around the region — were necessary to defend the nation’s sovereignty and territory, a Chinese official said Wednesday. China’s military flew 56 planes off the southwest coast of Taiwan on a single day earlier this month, a single-day record that capped four days of a sustained pressure campaign involving 149 flights. All were in international airspace, but the display raised fears that any misstep could provoke an unintended escalation in the region. Taiwan views China’s moves as advertising its

ing near all-time highs, with 28,190 new cases reported Tuesday. Despite the rapidly mounting toll, the Kremlin has ruled out a nationwide lockdown, delegating the power to make decisions on toughening coronavirus restrictions to regional authorities. The soaring infections

has raised the pressure on Russia’s health care system, with hospitals filling up quickly. Speaking at a Cabinet meeting Tuesday, Health Minister Mikhail Murashko said 11 per cent of Russia’s 235,000 hospitalised COVID-19 patients are in serious or critical condition.

After Austria locked down on March 16, 2020, women-to-women calls were up to 1.5 times longer than before, and calls from men to women were nearly twice as long as before. Yet, literature from the social sciences provides evidence — mostly from small surveys, polls, or interviews -- that women tend to choose more active strategies to cope with stress, such as talking with others. Our study would confirm that.” The researchers also found that differences in mobility between men and women before the lockdown were amplified during the

Currently, a user needs to tap the three-star icon at the top of the feed to switch between the home feed or the latest feed, but with the upcoming feature one can change the preference quickly. “Top Tweets first or latest Tweets first? We are making it easier to switch between the two timelines and know which one you’re scrolling. he survival game series ‘Squid Game’ is officially the most popular TV show on its initial debut that Netflix has ever released, according to the streaming giant. The streaming platform said Tuesday that the ultraviolent Korean drama has been sampled by 111 million members since its September 17 premiere worldwide, over the span of just 25 days, reports variety.com. This means ‘Squid Game’ has been viewed by more people in its initial month of release than the previous number one holder, ‘Bridgerton’, which Netflix said had been selected to watch by 82 million households in the first 28 days of release. The proprietary metric that Netflix is using here is based on the number of accounts that picked a given title and streamed for at least 2 minutes. That sheds no light on how many people watched even one full episode and includes those who checked it out to see what the fuss was

NAGALAND POST, DIMAPUR THURSDAY, OCTOBER 14, 2021

Ronaldo scores hat trick; Denmark qualify for WC LONDON, OCT 13 (AP): Another hat trick for Cristiano Ronaldo, another win and qualification for the World Cup for Denmark. And yet more crowd trouble in a game between England and Hungary. There was a sense of familiarity to the World Cup qualifiers in Europe on Tuesday, not least in Faro where Ronaldo extended his men’s record tally of international goals to 115 by scoring the 58th hat trick of his career for club and country in Portugal’s 5-0 win over Luxembourg. Denmark became the second European nation to qualify for next year’s tournament in Qatar, after Germany on Monday, by securing an eighth straight win in group play by beating Austria 1-0. The decisive win _ sealed by Joakim Maehle’s second-half goal _ came at the Parken Stadium in Copenhagen where star playmaker Christian Eriksen collapsed in June during a European Championship game. It is still unclear if Eriksen can resume his career to play at the World Cup in 13 months’ time. England is likely to be there, but was made to wait before booking its place after being held to a 1-1 draw by Hungary at Wembley Stadium. Events on the field were overshadowed by clashes between police officers and Hungary supporters at the start of the match, sparked _ according to police _ by a visiting fan making “racially aggra-

vated“ comments toward a steward. Disorder by Hungary fans _ including racism _ during the first group match between the teams, in Budapest last month, led to the Hungarians having to play a game in an empty stadium. Sweden climbed above Spain into first place in Group B with a 2-0 win over Greece, and Switzerland moved level on points with Italy in Group C with a 4-0 victory over Lithuania. In Group A, Portugal is a point behind Serbia, which beat Azerbaijan 3-1, but has a game in hand. Only the top team from each group qualifies automatically for the World Cup. The secondplace finishers go into the playoffs.

RONALDO’S HAUL

A pair of penalties, in the eighth and 13th minutes, set Ronaldo on his way to a record 10th international hat trick for Portugal that was completed in the 87th minute. The 36-year-old Manchester United striker was playing his 182nd international game. Bruno Fernandes and Joao Palhinha also scored for Portugal in its fourth straight win in qualifying, which left a straight shootout with Serbia for first place. Serbia’s last game is at Portugal, which will first play its game in hand away to Ireland.

DANES THROUGH

Denmark is continuing its good form from the

European Championship, where the team surged to the semifinals despite losing Eriksen in distressing circumstances in the opening game. The clean sheet against Austria meant the Danes have yet to concede in Group F, while they are the only team with a 100% record in qualifying. Maehle scored with a sweeping shot that was teed up by Thomas Delaney’s direct run, taking Denmark to 27 goals _ second only to the Netherlands. Denmark holds an unassailable seven-point lead over Scotland, which is still on track to finish runner-up after a 1-0 win at the Faeroe Islands. Scotland is four points clear of third-place Israel, which beat visiting Moldova 2-1.

Crowd trouble marred both of the games in Group I _ at the start of the England-Hungary game and near the end of AlbaniaPoland. The unrest at Wembley unfolded after officers entered the away stand “to arrest a spectator for a racially aggravated” comment toward a steward,“ the Metropolitan Police said in a statement. Police were seen wielding batons to hold back the visiting fans but the rest of the game passed off largely peacefully. The English Football Association said it was reporting the incident to FIFA, which has previously put Hungary on probation with the threat of another game being played without fans if there was further disorder at games. In Tirana, the match between Albania and Poland was temporarily halted when Polish players walked off the field after Albanian fans threw water bottles at them. The incident came after Poland’s players celebrated scoring a 77th-minute goal that ultimately earned a 1-0 win. A Polish official on the bench called on the players to immediately leave the field. Before the game resumed _ 20 minutes later _ a stadium announcement warned fans that Albania could have to forfeit if more objects were thrown. England is three points clear of Poland, which is a further two points ahead of third-place Albania.

KKR beat DC by 3 wkts, to face CSK in final NSF Trophy: Billy Graham FC, Bandits FC progress

S H A R JA H , O C T 1 3 (AGENCIES): Kolkata Knight Riders survives a massive scare in the IPL on Wednesday to beat Delhi Capitals by 3 wickets and reach the final where they will meet the Chennai Super Kings on October 15. Chasing a below-par 136 for victory, KKR were cruising at one stage thanks to the 96-run opening partnership between Venkatesh Iyer and Shubman Gill which almost took the game away from Rishabh Pant’s DC, India Today reported. Iyer hit his third fifty of the season and topscored with 55 off 41 balls while Gill and Nitish Rana also made important contributions of 46 and 13, respectively, to help the team reach close to the finish line. But things took a dramatic turn when Gill departed and KKR collapsed from 123 for 1 to 130 for 7 and looked like they would

make a complete mess of the game despite being in the driver’s seat. The equation changed from 13 runs to get from 25 balls with 8 wickets in hand to KKR needing 6 from 2 balls with 3 wickets in hand. Fortunately for KKR, Rahul Tripathi was there to face the final two deliveries and he made sure there were no more hiccups as he finished the game with a six and a ball to spare as his teammates breathed a huge sigh of relief. KKR’s chase was a stark contrast from the first innings when DC batsmen struggled to put bat on ball on the slow and sluggish Sharjah pitch. The dew made the surface a bit quicker and easier to bat on while DC fielders and bowlers had a tough time keeping the ball dry. The win made KKR the third team in IPL history to go through to the final after winning the Eliminator and Qualifier
