Manipur attack: Massive combing ops launched IMPHAL, NOV 14 (PTI): A massive manhunt has been launched in the jungles of Churachandrapur district of Manipur near the International border with Myanmar to search for militants belonging to two shadowy outfits who have claimed responsibility for a deadly ambush which killed personnel and family members of the para-military Assam Rifles. Officials said that the combing operation conducted jointly by Assam Rifles and state police was on in the jungles surrounding the village of Sekhen where the ambush was laid on Saturday. Meanwhile, Manipur chief minister N. Biren Singh, host of Assam Rifles officials and others paid tributes to those killed in the ambush at Imphal airport. Singh said that security along the Myanmar border through which militants are believed to have slipped in and ambushed an Assam Rifles Colonel, his wife, son and four other riflemen, was being beefed up.

Meanwhile, the body of Rfn Khatnei Konyak was brought to his home town in Mon district on Sunday. Khatnei was laid to rest with full military honours.

Top Maoist leader Teltumbde among 26 killed in Maha NAGPUR, NOV 14 (PTI): Maharashtra police authorities on Sunday confirmed that top fugitive Maoist Milind Baburao Teltumbde was among the 26 members of the outlawed Communist Party of India (Maoist) who were killed in the November 13 encounter in the State’s Gadchiroli district. The killing of top Naxal leader Milind Teltumbde is a “big setback” to the outlawed Maoist movement in the Maharashtra-Madhya Pradesh-Chhattisgarh (MMC) zone, Deputy Inspector General of Police, Gadchiroli Range, Sandip Patil said on Sunday. Develop resources to better governance: Modi tasks entire council of ministers NEW DELHI, NOV 14 (PTI):In a major push for a hands-on approach to governance, the Narendra Modi government is planning to rope in young professionals, seek suggestions from retiring officials and make the best use of technology for project monitoring, besides various other steps to be overseen by eight different groups comprising of members from the entire Council of Ministers, sources said. The 77 ministers have been divided into eight groups to develop technology-based resources, create a pool of professionals for recruiting in their teams and other similar initiatives to be adopted in the offices of all Ministers’ offices to bring more transparency and further improve and efficiency of the Modi government, the sources said. This exercise of dividing the ministers into eight groups was done following ‘Chintan Shivirs’ (brainstorming sessions) of the entire Council that were chaired by Prime Minister Narendra Modi, with each meeting lasting for nearly five hours. The forming of groups is another step in that direction, broadly focusing on overall improvement in the governance by making Ministers more hands-on approach, the sources said. Each group comprises of nine to ten ministers with one union minister designat-
ed as a group coordinator, sources said. Developing a portal in each Minister’s office that gives updates on the performance of the Centre’s flagship schemes and policies, a dashboard for monitoring decisions made by the respective Ministers and a system to schedule meetings and managing correspondence are among the tasks assigned to these groups. They have also been asked to create profiles of all districts, States and Ministries and develop stakeholder engagement programmes. One of the groups has been assigned to set up a mechanism for creating a team of at least three young professionals with command over research, communication and other key areas, the sources said. Similarly, a group has been assigned to create a portal that maintains feedback and experiences of the retiring employees, sources said. Union Ministers Hardeep Singh Puri, Narendra Singh Tomar, Piyush Goyal, Dharmendra Pradhan, Smriti Irani, Anurag Thakur are among the Ministers who are the coordinators of their respective groups, sources said.

Making a strong pitch to initiate measures for clearing implementation of the SARFAESI Act 2002 in Nagaland, Business Association of Nagas (BAN) said even without the Act, banks were selectively extending loan on mortgage of landed property as primary collateral. BAN president L Mongkum Jamir and general secretary Dr Yan Murry pointed out that though banks had extended thousands of loans with mortgaging land in Nagaland, yet very few suits have been filed for possession of the mortgaged property. They said that under the SARFAESI Act, bank issue 60 days’ notice to the defaulting borrower to repay the loan after the loan account becomes a nonperforming asset (NPA). If the loan was not repaid, banks took only symbolic possession, while ownership and occupation remained with the borrower concerned, BAN claimed.

Thus, asserting that the question of exploitation from outside did not arise, the BAN stressed that economic progress would not happen in the State unless the government implemented a series of investor-friendly measures on economic policies whereby banks and financial institutions can extend financial assistance to the needy entrepreneurs. BAN said banks were reluctant to take landed property as security and instead insisted from the prospective borrowers other collateral securities, which they were often unable to arrange and their loan and business ventures failed to take place.
They clarified that it was not as if that once the State government approved implementation of the SARFAESI Act in Nagaland, banks were going to extend loan just by simply mortgaging the property and that many local people would fall under dept trap or banks were going to take their land and sell it to outsiders. According to the duo, banks generally extended loan by properly appraising the economic viability and technical feasibility of the project and insist land patta/jamabandi issued in the cadastral surveyed area. They claimed that barring wilful defaulter, in all genuine cases banks initially extended measures of assistance to borrowers, if the loans became bad or NPA, like one time settlement (OTS), rescheduling of repayment schedules, etc. They further claimed that banks use the mortgaged property to recover their dues only as a last resort. The step is to enable upgradation of system data, new train numbers and other work, the railway ministry said on Sunday. “Since a huge amount of past (old train numbers) and current passenger booking data is to be updated in all mail/express trains, this is being planned in a series of carefully calibrated steps and implemented during night hours in order to mini-
services. “The activity will be performed starting from the intervening night of November 14 and 15 to the night of November 20 and 21, starting at 23:30 hours and ending at 0530 hrs,” it said. During these six hours (from 23:30 to 05:30 hours) period, no PRS services like ticket reservation, current booking, cancellation, enquiry services, among others, will be available. Besides railway personnel will ensure advance charting for the trains to start during the affected timings. Except for the PRS services, all other enquiry services, including 139 services, will continue uninterrupted, the ministry noted. K Y M C

Correspondent IMPHAL, NOV 14: At a time, security forces across the state were on alert after Saturday’s deadly ambush, Manipur police on Sunday recovered an IED and a cache of 20 lathod bombs from two separate places. The IED was recovered from a ‘mentally challenged’ person who was intercepted by police personnel deployed to guard the residence of a BJP MLA in Imphal East district. Police said that police personnel deployed near the residence of MLA L Shusindro Singh at Khurai Chingangbam Leikai recovered the IED fitted with a mobile handset from
a person they stopped on suspicion around 6.30 am on Sunday. The person who was walking along Tinsid Road was stopped by the police when he tried to hide a polythene bag he was carrying inside a big water supply pipe on the roadside near the residence of the MLA. When the police interrogated him, the person revealed that the polythene bag contained an IED. Acting swiftly, the police personnel ordered him to remove the IED from the bag and place it inside one of the big water supply pipes piled on the roadside opposite to the MLA’s residence with care. The police thereafter immediately halted
all traffic as precautionary measures and called upon bomb experts of the state police department. It was only after the disposal squad defused the IED that the road was opened for normal traffic after around an hour. A team of Assam Rifles troopers on patrolling duty also arrived there to assist the police. The police arrested the person later identified as Aheibam Premchand from Khurai Sajor Leikai. Locals as well as family members said that he was a mentally challenged person. During spot verification, he revealed that he picked up the IED placed in front of a closed Phar-
macy (Bobby Pharmacy) at Lamlong Bazar which is about two kilometer away from the MLA’s residence. The police have registered a case against him for further investigation. In another incident, police in Kakching district recovered a bag containing as many as 20 lathod bombs from the roadside near Yangbi Primary School under Hiyanglam police station of the district. The police intercepted the bombs Saturday evening around 5pm when they rushed to the spot after villagers informed them about an unattended bag. After keeping a close watch over the night, the district police called out
experts of the state police bomb detection and disposal squad on Sunday morning. Upon checking, the bag was found to contain 20 lathod bombs, the police said. The lathod bombs were later detonated at an open place near a buffalo farm. Police suspect the lathod bombs were planted by militants. The recoveries of the IED and lathod bombs came barely a day after the commanding officer (CO) of 46 Assam Rifles, his wife and son were killed along with four troopers in a deadly ambush allegedly by cadres of PLA and MNPF in interior Churachandpur district on Saturday.

Subhash Tripathi (80) and wife Asha (70) had travelled from their hometown in Raigarh in east Chhattisgarh, to celebrate Diwali with the Colonel and his family, and left on November 7. The Tripathis are wellknown in the area. Viplav’s grandfather Kishori Lal Tripathi was a part of the drafting committee of the Indian Constitution, while Subhash is a senior journalist and editor of a regional weekly based out of Raigarh. Asha is a social worker. Friends say Viplav was humble and well-respected. For his wedding, the Bagpipers band of the armed forces came to Raigarh to perform, they recalled. Viplav’s uncle Rajesh Patnayak said the Assam Rifles officer hadn’t been able to get leave for Diwali. Since his younger brother Anay is also posted in Manipur with the Assam Rifles, as a Lieutenant Colonel, Subhash and Asha had decided to go to Manipur. On Friday night, Anay
arrived at Raigarh, driving down from Manipur on his way to Mhow, for training. “On Saturday noon, he was with me when he got the message from his friends in the unit that his brother along with his family had
been killed,” Patnayak said. Anay has gone back to Manipur and will be coming back with the bodies of the Colonel, his wife and son, friends said. The bodies are expected to reach by early Sunday morning.

A brief felicitation function was held at Assam Rifles base in Aizawl’s Khatla locality on Saturday during which the war veteran turned journalist was honoured with a trophy and other rewards. Pachuau was declared the “oldest working journalist in India” by Mizoram’s Information and Public Relations Department and Mizoram Journalists’ Association (MJA) in 2016. Assam Rif les DIG Digvijay Singh and other Assam Rifles officers attended the event. Pachuau was accompanied by leaders of MJA, including the organisation president Zonunsanga Khiangte. MJA is the umbrella body of all journalists in

Police have also arrested two persons and seized a Bolero pick up vehicle in connection with the recovery. As per reports, the Dillai police based on a specific information intercepted the Bolero pick up vehicle over NH36 in Dillai and recovered two elephant tusk weighing over 10 Kilograms from the vehicle. Two person identified as Mintu Karmakar and Shahjahan Ahmed have been arrested in connection. Both are resident of Jamunamukh in Hojai district.

The 94-year-old had a passion for journalism even during his service and started his journalism career after his retirement in 1953 with a relatively small paper Zoram Thupuan. Later, he started his own local daily “Zoram Tlangau”, which he has been editing since 1970. Besides being a journalist, he was an active social worker. He was the founder president of Mizoram Social Defence Union during the 1990s and campaigned vigorously against alcohol and drugs. AGARTALA, NOV 14 (PTI): Anita Kuki Debbarma, a middle-aged tribal peasant woman from remote Kamalchhara hamlet in Dhalai district was visibly delighted after Prime Minister Narendra Modi transferred the first instalment of Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) to her and some 1.47 lakh other beneficiaries from Tripura via videoconferencing on Sunday. Anita, a widow who received the first instalment for constructing a `pucca’ (brick and mortar) house under the PMAY-G scheme, now lives in a mud house with her two minor schoolgoing children. “I am a daily wager working in farmers’ fields. It was my dream that one day I will have a `pucca’ house so that my children can live in comfort. Today my dream came true,” Anita told PM Modi through video conferencing. Following Modi’s intervention, taking into account the unique geo-climatic condition of Tripura, the definition of ‘kuccha’

Paresh Asom GUWAHATI, NOV 14 (PTI): The proscribed ULFA (Independent) on Sunday extended its unilateral ceasefire, announced in May this year, by another three months. In a statement to the press, the outfit’s chief Paresh Asom said the decision to extend the ceasefire by three more months has been taken for the “cause of public good”. “The ULFA(I) will refrain from all military action during the period,” he said. The group had announced a unilateral ceasefire for three months on May 15 in view of the ongoing pandemic. It was immediately after the new BJP-led government of Himanta Biswa Sarma had assumed office in the state on May 10, with the chief minister
urging the outfit to come forward for negotiations. The ceasefire was extended by another three months on August 14 as the pandemic situation was yet to improve, the outfit had said. Sarma, responding to the ceasefire, had said that it will create a congenial atmosphere for peace in the state and had assured that the government will take proactive steps in initiating the peace process. Though the ULFA(I) was not engaging in armed activities during the ceasefire period, it has been reportedly continuing with the recruitment of new members. NEW DELHI, NOV 14 (PTI): More than 400 per cent increase in cyber crime cases committed against children was reported in 2020 in comparison to 2019, with most of them relating to publishing or transmitting of materials de picting children in sexually explicit act, according to the latest NCRB data. To p f i v e s t a t e s repor ting cyber crimes against children are: Uttar Pradesh (170), Karnataka (144), Maharashtra (137), Kerala (107) and Odisha (71), the National Crimes Record Bureau data stated. Among the 842 cases of online offences, 738 cases were about publishing or transmitting materials depicting children in sexually explicit act. As the NCRB 2020 data reveals, there is a sharp rise (over 400 per cent) in cyber crimes (registered under the Information Technology Act) committed against children in comparison to the last year. In 2019, 164 cases of cyber crimes against children were reported while in 2018, 117 cases of cyber crimes were committed against children and 79 such cases were registered in 2017. Even though the number of cyber crime cases committed against children
in 2020 remain small, its rise from 2019 is alarming. Yadav challenged the government to cull out the “call details record of Lesi Singh and the SHO of the police station concerned”, alleging that the same would point towards the involvement of the cabinet member herself. This will help in addressing the gaps in legislative and policy measures on several cyber safety issues such as criminalisation o f c y b e r b u l ly i n g a n d sexting among peers and categorisation of selfgenerated images as Child Sexual Abuse Material,” she said. “There is limited understanding among caregivers, educators and society regarding children’s experiences with ICTs and perceived risks that they face online. The existing awareness building programmes lack common content focus, are fragmented and have limited outreach,” Marwaha added. She also stressed on the need for a coordinated approach for equipping children, caregivers, teachers and the public with skills for safeguarding against online threats and being responsible digital citizens.
BULANDSHAHR, NOV 14 (AGENCIES): Congress will not align with any other party for the upcoming Uttar Pradesh assembly elections, party General Secretary Priyanka Gandhi Vadra said on Sunday. Ms Vadra said the party would contest all 403 seats alone in the state, 40 per cent of which will be offered to women. Russia starts delivery of S-400 missile systems to India
NEW DELHI, NOV 14 (PTI): Russia has started the delivery of S-400 surfaceto-air missile systems to India, according to a senior Russian official. Russia’s Director of the Federal Service for MilitaryTechnical Cooperation (FSMTC) Dmitry Shugaev told Sputnik news that the deliveries are going as planned. “The supplies of the S-400 air defence system to India have started and are proceeding on schedule,” he said. In October 2018, India had signed a USD 5 billion
deal with Russia to buy five units of the S-400 air defence missile systems, despite a warning from the Trump administration that going ahead with the contract may invite US sanctions. India made the first tranche of payment of around USD 800 million to Russia for the missile systems in 2019. Following US sanctions on Turkey over the procurement of S-400 missile systems, there have been apprehensions that Washington may impose similar punitive measures on India.

IMA pushes for Covid-19 vaccine for all diabetes patients
NEW DELHI, NOV 14 (PTI): Noticing their vulnerabilities, IMA on Sunday demanded Covid-19 vaccination for all diabetes patients, including a third dose, if needed. The IMA on Sunday launched a campaign for early detection and mitigation of diabetes complications with organising of walkathon, marathon, screening camps, and a social media drive. The campaign also included research paper promotion among young doctors and an “intense” personal intervention at hospitals. The campaign, launched on the occasion of world Diabetes Day, will run for 10 days and will aim to reach one billion people, the Indian Medical Association (IMA) said in a statement.

Overall, women have a higher risk of developing diabetes than males, but as both groups get older, the risk decreases, it said. Although diabetes figures are high, researchers estimate that 57 per cent of cases remain undiagnosed. This is par ticularly concer ning, as the risk of serious complications increases when people do not take medication to control their blood sugar, it added. The IMA campaign includes holding
programmes in both urban and rural areas to promote detection of these hidden and Pre-diabetes cases. t was a befitting honour for Dr.S.C.Jamir to have been awarded with the nation’s third highest civilian award- the Padma Bhushan on November 8,2021- by the President of India Ram Nath Kovind in New Delhi. Dr Jamir has been actively involved with Naga politics since 1957 and is also the only surviving member of the Naga People’s Convention(NPC), that signed the 16-Point Agreement which was the basis for creation of Nagaland as the 16th state of the Indian union in 1960. The newly formed state was officially inaugurated by India’s second president Dr.S.Radhakrishnan on December 1,1963. Dr.Jamir was five-time chief minister of Nagaland (1980, 1982–1986, 1989–90 and 1993–2003). He is also the only Naga to have served the longest period as Governor (Goa 2004 to July 2008; Maharashtra July 19,2008-2013 and also additional charge of Gujarat in Julyh 2009; Odisha March 9,2013 to 2018). Late Dr.Hokishe Sema was the first Naga politician to be appointed as Governor(Himachal Pradesh from April 1983 to March 1986). He was elected to the Lok Sabha at the age of 30 in 1961 and went on to become parliamentary secretary to Jawaharlal Nehru and by 1961 got new assignment as union deputy minister holding charge of various portfolios such as railways, labour,relief & rehabilitation and community development & cooperation, food and agriculture. After graduating in Law from Allahabad University and at the age of 27 he plunged into politics as a member of the Naga People’s Convention(NPC). Since the late 50s Dr Jamir has had first-hand experience of the darkest days in the erstwhile Naga Hills district and Naga Hills Tuensang Area. He along with leaders of various Naga tribes, under the banner of NPC, committed themselves to ending the nightmare period when helpless Naga civilians found themselves caught between the actions of police and armed forces on one side and the Naga group on the other. Jamir has been outspoken and vocal against extortion, threats, interference in government and elections etc by armed group. He spoke openly against such activities because he believed, they were destroying people’s freedom and democratic rights besides and damaging the psyche of the people. Over and above, Jamir is perhaps the one politician in Nagaland and the chief minister, who has been living under a psychological siege against the backdrop of being the prime target of assassination. He survived four assassination attempts, three while as chief minister and the last while as Governor of Goa, while travelling to Mokokchung on November 24,2007. It was only providence that saved his life on all occasions. Whether within or beyond the borders of Nagaland, Dr.S.C.Jamir has never shied away from openly admitting that he is an Indian citizen. He also openly referred to India as ‘mother India’ which many choose to avoid. It is a testimony to his loyalty to the constitution and a citizen of India. Dr.S.C.Jamir became the target of extreme vilification from foes for his political ideology. Whatever he had said and predicted have proved true and were borne out of his desire to enlighten, embolden empower people. All these go to show the quality of Dr. Jamir’s excellence in statecraft and intellect. Dr.S.C.Jamir is a philosopher-politician, a quality that places him well ahead of his time and perhaps, like a comet, that comes rarely.

When He warns us in this way, we must stop at once and be renewed in the spirit of our mind to discern God’s will (see Romans 12:2). If we are born again by the Spirit of God, our devotion to Him is hindered, or even stopped, by continually asking Him to guide us here and there. “…the Lord led me…” and on looking back we see the presence of an amazing design. If we are born of God we will see His guiding hand and give Him the credit. We can all see God in exceptional things, but it requires the growth of spiritual discipline to see God in every detail. Never believe that the so-called random events of life are anything less than God’s appointed order. Be ready to discover His divine designs anywhere and everywhere. Beware of being obsessed with consistency to your own convictions instead of being devoted to God. If you are a saint and say, “I will never do this or that,” in all probability this will be exactly what God will require of you. There was never a more inconsistent being on this earth than our Lord, but He was never inconsistent with His Father. The important consistency in a saint is not to a principle but to the divine life. It is the divine life that continually makes more and more discoveries about the divine mind. It is easier to be an excessive fanatic than it is to be consistently faithful, because God causes an amazing humbling of our religious conceit when we are faithful to Him.

Despite the chances of a progressive recovery, the RBI holding on to the repo rate at 4 percent unchanged for the eighth time in a row is raising eyebrows as savings is becoming nonremunerative. In reality, the rising inflation is eroding the basic value of savings. This is being viewed by experts as a risk to the economy. Indian economy traditionally has been growing on small savings that are now being disincentivised. The prolonged lockdown and prior to that closure of the markets during demonetisation has destabilized the individual and social economy. Post-mortem Govt should take immediate action on SARFAESI Act 2002: BAN
I
t is heartening to notice intense debate on the issue of SARFAESI Act 2002 with each stakeholders presenting their points of view. It is indeed a healthy democratic process that would provide enough inputs for the policy framers to consider before finalising. BAN (Business Association of Nagas) speaks on behalf of all the Naga businesspersons and strives to work in furthering their interest. Its ultimate aim is to contribute actively in transforming Nagaland into a vibrant economy. A macroeconomic factor is an influential fiscal, natural, or geopolitical event that broadly affects a regional or national economy. The economic outputs, unemployment rates, and inflation defines the macroeconomic which tends to impact wide swaths of populations, rather than just a few select individuals. These indicators of economic performance are closely monitored by governments, businesses and consumers alike. And as we focus on the Macroeconomics of our state, it is important to look into what SARFAESI ACT 2002 will impact every single individual of the state directly and indirectly and those group or association who stands for and against SARFAESI ACT. The job market has become fully saturated with both the government and the private sector not being able to provide employment. In fact the private sector is very negligible in the state due to inability of the locals to start their own businesses. The single reason for such a pathetic economic condition is the near absence of an entrepreneurial ecosystem. Needless to say, young Naga talents are either wasting their time or are being forced to work as employees elsewhere in the mainland India. Given the right opportunity and environment, they would have set up their own economic activities leading to employment generation and wealth creation which could have been gainfully shared amongst the Nagas. Among other things, one of the primary factors of the entrepreneurial ecosystem is access to capital. With the ever-expanding economic transactions globally, thanks to the digital platforms, there needs to be a level playing field amongst all the operators in the business scene. For instance, if a businessperson across the border has access to Bank finance, we too should have the same opportunity. Else the cost of capital will rise exorbitantly, resulting in rise in the cost of goods or service, ultimately losing out to competitors. Although banks do many things, their primary role is to take in funds—called deposits—from those with money, pool them, and lend them to those who need funds. Banks are a financial
intermediary - an institution that operates between a depositors who lend money to the bank and a borrower who receives loan from that bank. Depositors & Borrowers can be individuals, households, financial and nonfinancial firms, or national and local governments. When banks make loans to firms, the banks will try to funnel financial capital to healthy businesses that have good prospects for repaying the loans, not to firms that are suffering losses and may be unable to repay. The perceived riskiness of the loan, given the characteristics of the borrower, such as income level and whether the local economy is performing strongly, what proportion of loans of this type will be repaid? The greater the risk that a loan will not be repaid, the less that any financial institution will pay to acquire the loan. This calls for the need for regulation. Banks can fail, just like other firms. But their failure can have broader ramifications—hurting customers, other banks, the community, and the market as a whole. Bank safety and soundness are a major public policy concern, and government policies have been designed to limit bank failures and the panic they can ignite. Regulations are therefore generally designed to limit banks’ exposures to credit, market, and liquidity risks and to overall solvency risk. Regulations also stipulate minimum levels of liquid assets for banks and prescribe stable, longer-term funding sources. The purpose of pledging movable or immovable security with the bank is to assure of repayment and maintain accountability. This in no way mean disposing the property. Big Project loans that entails huge employment is not possible without Collateral security. A businessperson’s intention is to create more wealth and not to squander them. The manner of operating businesses have changed over the decades and therefore policies that directly or indirectly impacts the business environment also have to change. There is always a trade-off for any good things to happen. It is incumbent upon all the stakeholders to weigh the pros and cons, conduct cost-benefit analysis, which includes social costs and social benefits. Rather than basking in the past glory, the sustenance and the perpetuity of the future generation and creating the right avenues for their dignified living is of prime importance. Under the usual course of legal proceedings of Bank loan to both poor and rich– civil suit takes lot of time and Banks are unnecessarily entangled in the legal proceedings to auction the mortgage property where sometimes the financial implications on legal fees exceeds far more than the interest compo-
nent of the defaulting borrowers, which has been a predicament for the functioning of the Banks which ultimately effects the entire Macrosystem in the process. And in order to avoid this long pending case of defaulters and to recover the loan from the defaulting borrowers SARFAESI ACT 2002 was introduced. Banks are reluctant to take landed property as security and instead insist from the prospective borrowers’ other collateral securities which many a times they are unable to arrange and their loan and business ventures fails to take place. It is not that once the State Govt has approved the implementation of SARFAESI Act in Nagaland, Banks are going to extend loan just by simply mortgaging the property and many local people will fall under dept trap or Banks are going to take their land and sell it to outsiders. Banks generally extend loan by properly appraising the economic viability and technical feasibility of the project. Banks insist Land Patta/ Jamapandi issued in the cadastral surveyed area. Except to willful defaulter, in all genuine cases, if the loan goes bad i.e become NPA, Bank initially extend measures of assistance to the borrowers like one time settlement (OTS), rescheduling of repayment schedules etc and only as the last resort Banks falls upon the mortgage property to recover their dues. There are several instances where local entrepreneur has to take loan from the market with much higher interest rate than the Banks, and if they are not able to repay the entire loan in time the loaner simply locks their mortgage property without any remedial measures. This has been happening ruthlessly in our Society. What have we done about that ? Even without SARFAESI Banks are selectively extending loan by mortgaging landed property as a primary or collateral security in Nagaland. Though Banks had extended thousands of loans by mortgaging their land in Nagaland, very few number of suit has been filed for possession of the mortgage property. Under the SARFAESI ACT 2002, Bank will issue 60 days’ notice after the accounts turn NPA(Non Performing Assets) to the defaulting borrower to repay the loan. If the loans are not repaid, Banks takes only symbolic possession, while ownership and occupation remains with the concern borrower. After that the Bank will initiate the process of auctioning the property. At the time of auctioning, the Banks will naturally follow the laws of the land especially regarding the eligibility of the purchaser. As such, only the eligible purchaser of the land could participate in the auctioning. Therefore, the question of exploitation from the outside
does not arise. Economic progress will not happen in the state unless Government implement series of investors friendly measure on economic policies, where Banks and Financial Institutions can extend financial assistance to the needy entrepreneurs. It will help us substantiate the possibility to embrace the change by first trying to fathom the similarity of our present situation with Singapore during 1960s while Singapore was reeling under poverty and how they could make the comeback, becoming one of the leading economic power in the world. Rarely in the history of humanity has a nation traveled a path from poverty to riches so quickly or completely. How did Singapore do it ? What are the secrets to Singapore success? Till 1965, poverty was a huge problem in Singapore. The dying employment, and political, economic and racial tension being such an issue that Malaysia decided to part ways with Singapore. While we try to understand as to what help Singapore succeed in the early years, the following few factors out of many, were responsible to bring about that change. 1. Effective Government policy 2. Business friendly environment 3. Social stability in a multicultural nature. 4. Stringent rules Envisioning a great economic future for the Nagas, jolted by the way in which our world are transforming, we should be tuned towards that change that will require a paradigm shift so as to catch up with the rest of the world. While we try to understand the possibility of that adaptation, let us resolve to bring about that change not just by clinging on a rope that leads us nowhere but having to fight with all odds to bring that economic freedom for the Nagas. The Government is responsible to bring about the right policy for the State if we wish to remain significant for the stake holders in particular and the Country in general. May the right wisdom prevail, uninfluenced by any sector and let the Government take the right steps forward towards the future that will pave the way for the younger generations to live and contribute with heads held high. BAN sincerely hopes that today’s policy makers would keep in mind, while framing policies, the urgency of building a robust economy by providing avenues for younger generation to engage in activities within their native place. It raises another question whether those in governments should take whimsical unilateral decision without consulting the stakeholders. It has become the norm of G20 group of countries. Should not that change? The note-ban that had shaken the poor could not unearth black money nor contain fake currency from Pakistan. After five years, Directorate of Revenue Intelligence says that fake currency seizures reached an unprecedented high in 2020. Strong controls and harsh steps have not helped countries. The nation must discuss how to ensure a free-flow growth instead of oppressive imposition of measures that cause scare.

PATHANAMTHITTA/ IDUKKI (KER), NOV 14 (PTI): With heavy rains lashing various parts of the state since Saturday night, the India Meteorological Department (IMD) on Sunday declared a red alert in central Kerala districts of Ernakulam, Idukki and Thrissur for the day. The heavy rains led to water level in various dams in the state rising to the red alert mark, prompting the government to open one of the shutters of Cheruthoni dam of Idukki reservoir in the afternoon. Kerala Water Resources Minister Roshy Augustine, in a Facebook post, said that in view of heavy rains in southern parts of the state, it has been decided to raise the shutters of the dam by 40 centimetres at 2.00 PM to control the rising water level there. The water level of the Idukki reservoir at 10.00 AM was at 2398.80 feet, close to the red alert mark of 2399.03 feet. The water level in various places along the Periyar was seen to be rising during

the heavy rains in the morning, according to the state government. The heavy rains inundated roads in several parts of southern Kerala, which also saw landslides in some parts. Adding to this, the Tamil Nadu government on Sunday morning announced that the water level in the Mullaperiyar dam reached 140 feet, indi-
cating the likelihood of its shutters being also opened if the water continues to raise. As a result, people living on both sides of the Periyar should be extra vigilant as the shutters of the dam could be opened in the next 24 hours if water level rises further and there was a possibility that excess water would overflow, the Idukki district administration said

The district administration of Pathanamthitta, which too received heavy rainfall, has advised extreme caution, especially by those living close to river banks or landslide prone areas. It advised moving people in landslide and flood prone areas to relief camps. Visuals on news channels showed submerged
roads in various parts of Pathanamthitta and Kollam districts, where an orange alert has been declared. Incessant rains caused minor landslips and disruption of train services in some parts of Kerala on Saturday, prompting authorities to sound extreme caution in hilly areas, river sides and tourist centres. The IMD on Saturday had predicted extremely heavy rains in Thiruvananthapuram, while very heavy rainfall was forecast for Kollam, Pathanamthitta, Alappuzha, Kottayam and Idukki districts. Thunderstorms coupled with lightning are also very likely to occur at one or two places in the state till November 16, according to the IMD. A Red alert indicates heavy to extremely heavy rains of over 20 cm in 24 hours, while Orange alert denotes very heavy rains from 6 cm to 20 cm of rains. A yellow alert means heavy rainfall between 6 to 11 cm.

LAKHIMPUR KHERI (UTTAR PRADESH), NOV 14 (IANS): In an interesting development, eight of the 90 key witnesses in the Lakhimpur Kheri case in which Ashish Misra, son of Union Minister of State for Home Ajay Misra Teni, is the main accused, want their police security removed. These witnesses have written to the local administration in this regard. A total of eight people, including four farmers, were killed in the Tikunia area of Lakhimpur Kheri on October 3. Security was provided to each of the 90 key witnesses of the case by the police after recording their statement before a magistrate on the directions of the Supreme
Court last month. Additional Superintendent of Police (ASP), Arun Kumar Singh, who is also a member of the nine-member special investigation committee probing the incident, said, “Eight key witnesses have submitted applications wanting their security to be withdrawn citing personal reasons. Their applications will be reviewed before removing security.” The local police declined to reveal the identity of the witnesses who want their security removed. It may be recalled that on October 3, violence erupted after an SUV mowed down four farmers near the Banbirpur village under Tikunia police circle of Lakhimpur Kheri.
Narendra Modi to inaugurate redeveloped Rly Station in MP
NEW DELHI, NOV 14 (PTI): Prime Minister Narendra Modi will inaugurate the redeveloped Rani Kamlapati Railway Stati on during his visit to Madhya Pradesh on November 15, an official statement said on Sunday. He will also dedicate to the nation multiple initiatives of the railways in the state, the railway ministry said. These include the gauge converted and electrified Ujjain-Fatehabad Chandrawatiganj Broad Gauge section, third line in Bhopal-Barkhera section, gauge converted and electrified Mathela-Nimar Kheri Broad Gauge section and
electrified Guna-Gwalior section. Modi will also flag off two new MEMU trains between Ujjain-Indore and Indore-Ujjain, it said. The redeveloped Rani Kamlapati Railway station, named after brave and fearless Queen Kamalapati of the Gond kingdom, is the first world class railway station in Madhya Pradesh. The station, redeveloped in public private partnership (PPP) mode, has been designed as a green building with modern world class amenities which has also taken into account ease of mobility for ‘divyangjans’ (physically challenged).
NEW DELHI, NOV 14 (PTI): Delhi Commission For Women (DCW) chief Swati Maliwal wrote to President Ram Nath Kovind on Sunday urging him to withdraw the Padma Shri, India’s fourth highest civilian award, bestowed on actor Kangana Ranaut for her remarks allegedly belittling the country’s Independence. Ranaut on Thursday had kicked off a row by saying India attained “real freedom” in 2014, apparently referring to the Narendra Modi-led government assuming power, and describing the country’s Independence in 1947 as “bheek” (alms). Maliwal, in her letter, said the actor had “made certain outrageous statements disgracing the great freedom fighters of the country”. The DCW chief also demanded sedition charges against the ‘Queen’ actor. “These statements reflect her hatred for our great freedom fighters like Mahatma Gandhi, Bhagat Singh and countless others who laid down their lives for the nation! We all know that our nation got its Independence from British rule through ultimate sacrifices and martyrdom of our great freedom fighters,” she wrote. Highlighting that Ranaut’s statements have hurt the sentiments of millions of Indians and are “seditious” in nature, she urged the president to “kindly take cognizance of the matter and withdraw the Padma Shri honour bestowed upon Ms Ranaut”.

AURANGABAD, NOV 14 (PTI): Police have so far arrested 35 people in Maharashtra’s Nanded district after violence erupted there a couple of days back against recent communal violence in Tripura, officials said on Sunday. At present, the situation is peaceful in Nanded, where stones were pelted at police vans on Friday during which two police personnel had sustained injuries, they said. A senior police official said the violence took place in Vazirabad area and Deglur Naka of Nanded city and they have estimated losses worth nearly Rs one lakh. “Four offences are registered in Nanded regarding the incident. The Nanded police have so far arrested 35 people allegedly involved in the incident. The situation is under control and peaceful as of now,” Superintendent of Police Pramod Kumar Shewale told PTI. NEW DELHI, NOV 14 (PTI): Union Minister Piyush Goyal on Sunday said India’s economy was witnessing a bounce back in every sphere, and the country is well on track to achieve historical highs in goods and services exports. Goyal said India is on course to achieve USD 400 billion of merchandise exports in the current financial year ending March. “Also, on the services (exports) side, we are well on track to go up to a USD 150 billion. So, collectively we are on track for historic goods and services exports,” he said. Inaugurating the India International Trade Fair (IITF) in Delhi, the commerce and industry minister said the country witnessed the “highest ever” FDI inflow of USD 27 billion in the first four months this fiscal, a 62 per cent jump over the same period last year. Asserting that the world takes India as a trusted global partner in maintaining global supply chains, Goyal said despite the lockdown, India did not default on any service support to the global community. The minister also highlighted that the

He said 500 crore vaccine doses will be produced next year and 5 or 6 vaccines will be made in India, including the world’s first nasal vaccine and first DNA vaccine. “India will provide vaccine security and make the world a safer place. India will ensure that every part of the world gets equitable vaccine to get safe,” Goyal said. The minister said India can become the world’s hub of industry and services. Maruti Suzuki aims to drive in more CNG trims
NEW DELHI, NOV 14 (PTI): Maruti Suzuki India (MSI) plans to drive in CNG trims across its product range as it remains bullish over long-term prospects of the segment amid increase in fuel prices and drop in diesel car sales, according to a senior company official. The company, which sold around 1.62 lakh CNG cars last fiscal year, is also counting on the rapid expansion of CNG dispensing outlets across the country to bring in more CNG products. Bullish on the expansion of the sales network, the automaker expects its CNG car sales to almost double this fiscal year over 2020-21. “In 2021-22 we expect to sell around 3 lakh CNG units. It is when many of our models do not have CNG option right now. Out of 15 brands we sell, CNG option is available in just seven models. We are trying to bring CNG options in rest of the portfolio,” MSI Senior Executive Director (Sales and Marketing) Shashank Srivastava told PTI in an interaction. The automaker currently leads the CNG space by a distance in the domestic market with over 85 per cent market share in the segment. Around 1.9 lakh units with CNG powertrain were sold in the country last fiscal year with MSI alone retailing over 1.6 lakh units. Srivastava noted that with enhanced product range, its CNG sales would further go up in the coming years. He noted that rise in registration and road taxes etc and other regulatory requirements, over the last few years have led to a gradual increase in prices of the cars. Besides, running costs have gone up due to increase in fuel prices, he
added. “There is an issue which we have raised is the affordability of the entry-level segment. Such cars should be kept in the reach of first time buyers who are upgrading from two-wheelers. If the passenger vehicle industry has to grow we need to support this segment,” Srivastava said. This segment is quite price sensitive and therefore if the industry is looking at growth of the overall market, steps need to be taken to keep the acquisition cost of such cars reasonable, he noted. “If we don’t do that the industry volumes would suffer...We can’t lower the tax part but what we can do is to bring down the running cost of the cars. Indian customers are very sensitive towards running costs of their cars. That is where CNG cars come in, there is so much demand for CNG cars right now,” Srivastava stated. MSI currently offers CNG trims in Alto, S-presso, WagonR, Eeco, TourS, Ertiga and Super Carry. It is now gearing up to launch a CNG version of the recently introduced all-new Celerio as well. Srivastava noted that CNG vehicle sales were growing as new cities were getting added to the CNG gas distribution network. “It has touched 293 cities now from 143 locations three years ago. Next year it may increase to over 330 cities,” he stated. There used to be only 1,400 filling stations, now the figure has crossed 3,300 mark and is slated to touch 8,700 mark in next 1.5 years, he said. By 2025, the figure is slated to touch 10,000 mark as even the government is supporting CNG because it lowers the country’s oil import bill, Srivastava noted.

Praising the hard work of COP26 President Alok Sharma – the British Indian Cabinet minister in charge of navigating the negotiations – Johnson expressed the hope that the two-weeklong summit which went into extra time over the weekend will mark the “beginning of the end of climate change”. His statement followed an ag reement between nearly 200 countries on a final communique late on Saturday, which recognises India’s intervention for the world to “phase down” rather than “phase out” fossil fuels. “There is still a huge amount more to do in the coming years. Yes, of course, I would have liked to ensure that we maintained the ‘phase out’ rather than changing the wording to phase down, but on the way to phasing out you have got to phase down,” Alok Sharma told

CAIRO, NOV 14 (AP): The son and one-time heir apparent of late Libyan dictator Moammar Gadhafi announced Sunday his candidacy for the country’s presidential election next month, Libya’s election agency said. Seif al-Islam, who is wanted by the International Criminal Court on charges of crimes against humanity related to the 2011 uprising, submitted his candidacy papers in the southern town of Sabha, 650 km (400 miles) south of the capital of Tripoli, the High National Elections Commission said in a statement. Gadhafi’s son was captured by fighters late in 2011, the year when a popular uprising toppled his father after more than 40 years in power. Moammar Gadhafi was later killed amid the ensuing fighting that would turn into a civil war. In a video shared by an election official, Seif al-Islam addressed the camera, saying that God will decide the right path for the country’s future. The network said on Twitter that Sudanese forces raided the home of El Musalmi El Kabbashi and detained him. The development comes after security forces fired live ammunition and tear gas Saturday to disperse protesters denouncing the military’s tightening grip on the country. The Sudan Doctors Committee said a 15-year-old protester died Sunday of gunshot wounds to his stomach and thigh, raising the death toll to six people. In a later statement, Al-Jazeera said El Kabbashi had been arrested at his home in Khartoum, the Sudanese capital. The broadcaster said it held the Sudanese military responsible for his safety. “Al-Jazeera condemns in the strongest terms the

K A R AC H I , N OV 1 4 (PTI): Twenty Indian fishermen were released from the Landhi district jail here on Sunday after completing their four-year prison terms for allegedly fishing illegally in Pakistani waters and will be handed over to the Indian authorities at the Wagah border on Monday, a senior prison official said. Landhi jail Superintendent Irshad Shah said the fishermen, mostly belonging to Gujarat, were released as a goodwill gesture after the Indian authorities confirmed their nationalities. “They had served four years in jail and have been released today as a goodwill gesture by our government,” Shah said. The Edhi Trust Foundation, a non-profit social welfare organisation, made arrangements to transport the fishermen to the Wagah border in Lahore from where they will be

fishermen,” he added. The fishermen were arrested by the Pakistan Maritime Security Force (PMSF) and handed over to the dock police for allegedly fishing illegally in Pakistani waters. The Pakistan government had also released 20 Indian fishermen early last year and another batch of 100 Indian fishermen in April 2019 as a goodwill gesture. Fishermen from Pakistan and India usually end up in jails after they are arrested for fishing illegally in each other’s territorial waters.

Young diabetics at greater risk of losing vision: Experts W approximately 1.1-crore people are suffering from retinal disorders in India and more alarmingly, about one in every three people living with diabetes have some degree of diabetic retinopathy, a diabetes complication that affects eyes. “With the growing incidence of diabetes, it has
been estimated that diabetic retinopathy affects one in three people with diabetes and remains the leading cause of blindness in young working-aged adults,” Dr Mahipal Sachdev, Medical Director and Chairman, Centre for Sight Group of Eye Hospital, told IANS. “Approximately 7-10
per cent of young diabetics will go on to develop diabetic retinopathy, of which 2-4 per cent will have vision threatening sequelae if not taken proper treatment.” added Dr. Aditya Sudhalkar, M.S. Ophthalmology, Consultant Vitreoretinal Surgeon. The most common form of diabetic retinopathy is Diabetic Macular Edema (DME) which arises when the damaged blood vessels swell and flow into the macula of the retina causing visibility issues in the normal vision. According to Dr. Chaitra Jayadev, senior vitreo-retinal consultant, N a r aya n a N e t h r a l aya Eye Institute Karnataka,
studies have shown that the prevalence of DME and diabetic retinopathy is higher and more severe in young diabetics with a longer duration of diabetes. “Diabetes in the yo u n g e r i s a d i s t i n c t pathological entity characterised by a more aggressive presentation and manifestation. An earlier onset of diabetes leads to a longer exposure to insulin resistance and hyperglycemia. This gives rise to a g reater propensity for developing long-term microvascular and macrovascular complications,” Dr. Jayadev said. Thus, screening for diabetes is of utmost
importance, even if one is “young” and has no symptoms. It becomes more crucial if one has risk factors such as family history, obesity, sedentary lifestyle, or on long term steroid medications. Dr. Sudhalkar said that in India, there is a general reluctance towards attending clinics and nearly 25 per cent of young patients with DME come late for diagnosis. “It’s important to know, only 11 per cent of diabetic retinopathy patients can actually reverse vision threatening sequelae once they set in. The rest continue to progress even with strict glycemic control,” he noted. (IANS)

DUBAI, NOV 14 (PTI): An injury-ravaged Mitchell Marsh finally found his night of reckoning and glory as he led Australia to their maiden T20 World Cup title with his stroke-filled 77 that fashioned his team’s comfortable eight- wicket win over New Zealand, here on Sunday. NEW DELHI, NOV 14 (IANS): Delhi FC emerged champions of the inaugural edition of the Futsal Club Championship defeating Kolkata giants Mohammedan Sporting 7-2 at at the Indira Gandhi Indoor Stadium here. Delhi captain Nikhil Mali was the star performer as he netted five goals, bringing his overall tournament tally to 28 goals. Mali has scored at least three goals in every match in the Championship. Delhi FC was on the charge right from the start. In the very first minute, Mali tested Mihir Sawant with a ferocious shot at his near post, but the Mohammedan SC goalkeeper was able to parry the ball away. Soon after, Delhi FC opened the scoring as Peka put the ball into the back of the net, curling it into the top-left corner, beating the goalkeeper all ends up. Both teams kept pressing high in the initial stages, and as a result, neither side could settle down and gain a firm foothold. The joy did not last long for Mohammedan SC though, as Nikhil Mali scored his 20th goal of the tournament, giving his side the lead moments before the half-time whistle. The second half promised to be another humdinger of an affair, as the tie hung in the balance, although Delhi had a slen-
der lead. It delivered on the promise as neither side gave any space to their opponents in attack. In the 26th minute, Delhi FC got the insurance goal that they were looking for. Rohit Mulchandani smashed the ball into the back of the net with sheer power after Mali laid it into his path from a free-kick. After that, it was a comfortable ride for Delhi FC as confidence rose with each passing second. Mali scored his second goal of the game in the 28th minute, making it 4-1 for the capital side.
K A R AC H I , N OV 1 4 (PTI): Riding on an unbeaten 102 from skipper Stefanie Taylor, the West Indies women’s team beat Pakistan by six wickets to complete a whitewash in the three-match ODI series at the National Stadium here on Sunday. Set 226 to win, the visitors recovered from 15 for 3 in the fifth over to reach the target for the loss of four wickets in 44 overs. Taylor then shared a fifth wicket stand of 128 runs with Chedian Nation 51 not out to set up a comfortable win. West Indies had also won the first two ODIs at the same venue in comfortable fashion with Deandra Dottin scoring a hundred in the first match. Pakistan batting first could manage just 225 runs after skipper Javaria Khan was run out for the second time in the series. Javaria, the team’s most experienced batter, could manage only 13 but opener, Muneeba Ali made a solid 58 from 88 balls with eight fours. Once she was dismissed only Aliya Riaz

SAO PAULO, NOV 14 (IANS): Mercedes driver Valtteri Bottas will begin the Sao Paulo Formula One Grand Prix in pole position after edging out Red Bull’s Max Verstappen in the sprint race on Sunday morning (IST). Bottas completed the 24-lap dash at Interlagos in 29 minutes and 9.559 seconds, 1.170 seconds ahead of championship leader Verstappen. Ferrari’s Carlos Sainz was third fastest, more than 18 seconds off the pace. Lewis Hamilton, who began last on the grid after his Mercedes failed a technical inspection, charged through the field to finish fifth. A separate five-place penalty for an engine change means the seven-time world champion will start 10th in the Sunday evening race. “I honestly had no idea what was possible. I didn’t set a limit or a maximum,” the 36-year-old Briton said after overtaking 15 rivals in a sublime drive that drew raucous cheers from the appreciative Brazilian fans. “Then all of a sudden I was chipping away at it much faster...you can’t give up, you’ve just got to keep pushing.”
France and Belgium win to reach World Cup; Dutch slip to draw PARIS, NOV 14 (AP): While Kylian Mbappe’s four goals in an 8-0 rout of Kazakhstan ensured defending champion France reached next year’s World Cup along with victorious Belgium, the Netherlands failed to join them after conceding two late goals. Belgium was less spectacular beating Estonia 3-1 at home but has an unassailable five point-lead over second-place Wales, which beat Belarus 5-1 in Cardiff and has a three-point lead over the Czech Republic for a playoff spot. After missing out on the last World Cup, the Dutch looked set to go through after leading 2-0 at Montenegro with goals from Memphis Depay.
