MANGALURU, SEP 13 (AGENCIES): Veteran Congress leader and former Union Minister Oscar Fernandes MP died at a private hospital here on Monday afternoon, family sources said. He was 80 and is survived by his wife and two children. Prime Minister Narendra Modi expressed apain over the death of the veteran Congress leader. “Saddened by the death of Rajya Sabha MP Oscar Fernandes ji. In this sad hour, my thoughts and prayers are with his family and well wishers. May his soul rest in peace,” the Prime Minister said. Congress leader Rahul Gandhi, while offering his condolences to the family, said the death of Fernandes was a personal loss for him. Oscar Fernandes was hospitalised in July after suffering a fall at his house while doing his regular exercise. As he was found to have an internal injury, a surgery was carried out by doctors. A close confidante of the Gandhi family, Oscar Fernandes had always remained a disciplined party man throughout his political life.

(NPN): Khiamniungan Menyiu Hoikam (KMH)—the apex women organisation of the Khiamniungan community—has lamented over the delay in delivering justice to the two minor victims of molestation, which allegedly took place in Noklak district. KMH stated that different inquiry teams had conducted series of investigation and interrogation, but there had been no result so far. It said that FIR was lodged on July 27, 2021 and later a memorandum was submitted to the governor demanding fair investigation and justice at the earliest. KMH said that the case was initially taken up by Noklak police and later

investigation team (SIT) from PHQ Kohima. It said the SIT investigated and interrogated several other individuals apart from the two victims. However, KMH said there was no progress, adding that the case has been at stake. KMH has, therefore, urged the law enforcing authority to expedite the case and deliver justice without further delay. It said that the accused, who was a high profile, should not hinder justice in any form. The organisation claimed that there were also “high possibilities of stigmatising the victims”, which could eventually result in “shattered future of the two young girls.”

Chümoukedima Circle Chakhroma Public Organisation (CCCPO) has slammed “some vested interests”, who it alleged were “unreasonably determined” to oppose shifting of Dimapur DC office headquarters to Chümoukedima. In a press release, CCCPO president Neikhriehu Kense and general secretary Khriebulie Peseyie said the opposing the shifting of DC office was “an outright illegality” amounting to obstruction of government officials to smoothly

DIMAPUR, SEP 13 (NPN): Phek District Maytas-Gayatri Damaged Victims’ Association (PDMGDVA) has threatened to impose indefinite road blockade on both Chakhabama-Zunheboto two-lane road (under Phek district) and Pfutsero-Phek twolane road starting September 16, 2021 in the event the Central government failed to file its affidavit-inopposition by September 15, 2021. In a press release, PDMGDVA convenor Pushovoyi Nyekha and General Secretary Kuvesa Medeo stated that Union of India has repeatedly failed to file its affidavit-in-opposition thereby delaying the PIL process over one and a half years. PDMGDVA said the matter has been listed again on September 15, 2021 by Gauhati High Court, Kohima Bench. A bench headed by Chief Justice N.V. Ramana said the court will pass an interim order in the next few days and told the Centre that beating around the bush would not take the issue anywhere. The Centre informed the bench that it is not going to file a detailed affidavit, after taking time twice to take a decision, whether it will file an affidavit or not on a batch of petitions. DIMAPUR: District Planning and Development Board (DPDB) Mon held its meeting on September 13 in the conference room of the deputy commissioner’s (DC) office under the chairmanship of DC Mon, Thavaseelan K. According to a DIPR report, the board approved following proposals to be forwarded to the concerned departments: selection of semi-intensive Mithun rearing farm at Nyahnyu village; proposal for creation of subdivision veterinary office (SDVD) at Tizit. The board also deliberated on reviving officer’s club Mon office-bearers and formed a search committee for the same.

The search committee would be headed by ADC Mon, Chingak Konyak and additional SP Mon, T. Ado Yanlem. SDO (C) Angjangyang, Yanithung Ngullie highlighted the board that officer’s club Mon was the only district club in the state with facilities such as the indoor stadium for badminton and table tennis, snooker, carrom, gym, lounge, mini library. Based on a complaint by the victim’s father, about the abduction of his son from their residence at Jorapukhuri in Purana Bazaar area here, he said a police team led by himself and assistant commissioner of police (ACP) ‘A’, Zone 1, Seyiesezo Peseyie, immediately began investigating the case and obtained information from CCTV footages of the building and surrounding shops. He said sources were engaged in the locality and strategic locations to collect all relevant facts and leads.

The DCP mentioned that the police received lead when they managed to track down the SIM card used by the kidnappers to make calls to the victim’s family. He said the SIM card used was bought from black market recently. He, however, refused to share the details of how the police managed to arrest the five persons involved in the case. He claimed that the kidnappers had initially demanded Rs 15 lakh as ransom from the family and later, after negotiations, agreed to lower their demand to Rs 10 lakh, which was supposed to be paid at a certain location on September 11. The PRO said Jiboraj Mech, the mastermind behind the abduction, resided at the same building where the minor stayed and was quite close with the family. He stated that after establishing that the motive behind the crime was money, the police launched a major operation and nabbed Jiboraj Mech (26), Dilwar Hussain (21), Rahul Narzary (24), Vikram Singh (21) and Md Yashin Ali (32). Markad claimed that Jiboraj was in touch with the minor’s family even after the abduction to show his concern and had even allegedly tried to dissuade the family from approaching the police, citing the child’s safety. Meanwhile, the minor’s mother expressed shock that someone close

to the family was behind the incident. Dr Sunder Pareek, uncle of the victim and who was in constant touch with the kidnappers, alleged that the kidnappers had threatened the family members that they would not hand over the child till the ransom was paid. The family members expressed gratitude to the police for their prompt action and rescuing the minor. NCD condemns kidnapping, lauds police: Naga Council Dimapur (NCD) has strongly condemned the kidnapping of the three-year-old boy and lauded the police for successfully resolving the case. In a press release, council’s president Etsungmomo Kikonalso urged the law enforcing agencies to ensure punishment to the kidnappers as per the law of the land. Hours after the Tripura police cancelled the September 15 rally, Trinamool General Secretary Kunal Ghosh tweeted that the mega rally would be held on September 16 for which the party has sought permission from the Tripura police in writing. The local people of Elaka Sutnga under the banner of the Environment Coordination Committee (ECC) took out a protest march from Moopala to the Deputy Commissioner’s office in Khliehriat, the district headquarters of East Jaintia Hills. NEW DELHI, SEP 13 (AGENCIES): The Assam government has directed the Foreigners’ Tribunals (FTs) — which adjudicate citizenship in the state — to stick to giving “opinion” on a person’s nationality, and refrain from passing any “consequential orders.” According to The Indian Express, a written communication from Parijat Bhuyan, deputy secretary of the Political (B) Department of the Assam government, to members of FTs on September 4, said that the State Judicial Department had carried out a performance assessment exercise of “opinions” passed by FTs, and found that members had passed “consequential orders” while rendering opinion — something the state’s Judicial Department “has viewed with seriousness”. The prime accused, Imran Shah Chaudhary, was arrested in New Delhi on Sunday and will be brought here on a transit remand while two others, Rajib Kalita and Dilip Das were arrested on Saturday, a spokesperson of the Assam Police told reporters. Pegasus: Centre refuse to file detailed affidavit

NEW DELHI, SEP 13 (PTI): The Centre told the Supreme Court on Monday that it does not wish to file a detailed affidavit on a batch of petitions seeking independent probe into the alleged Pegasus snooping row, while the top court said it would pass an interim order on the issue. A bench headed by Chief Justice N V Ramana told Solicitor General Tushar Mehta, appearing for the Centre, that if the government re-thinks about filing a detailed affidavit in the case, he can mention the matter before it. “We are reser ving order. We will pass some interim order. It will take two-three days. If you have some re-thinking on this, you can mention the matter before us,” the bench, also comprising justices Surya Kant and Hima Kohli, told the law officer. “ Yo u ( S o l i c i t o r General) have repeatedly b e e n s ay i n g t h a t t h e Government does not want to file an affidavit. We also do not want any security issues to be put before us. You say that a committee will be formed and the

report will be submitted... We have to look into the whole issue and pass an interim order,” the bench said, adding, “Mr Mehta, you have been beating around the bush and that is not the question here”. During the hearing, Mehta told the bench that the government does not wish to file a detailed affidavit in the matter as the issue whether particular software is used or not by the government is not a matter for public discussion and making this a part of an affidavit will not be in national interest. n September 16,2021 entire business in Dimapur will be closed for the day as a mark of protest against rampant extortion by multiple groups in Dimapur -closure announced on September 11 by the Dimapur District Chamber of Commerce and Industry (DCCI). In solidarity the Confederation of Nagaland Chamber of Commerce and Industry (CNCCI) has decided to pitch in with a call for a statewide bandh on the day. The problem of illegal extortion imposed under specious pretexts of having the mandate of the people and their consent is that it has gone out of control. The DCCI and other organizations have been crying out to the state government to stop this terrible crime that seeks to find legitimacy under Naga political issue. Those who have been fighting against the extortion menace since the past decades should be lauded not only for highlighting the issue but even exposing themselves to notorious hit-men of the extortion mafia. There are not less than nine outfits involved in forcible tax collection. These outfits collect road taxes at check gates on trucks on the basis of number of tyres in each truck. If a truck has more tyres such as -6, to 10 to 12- the amount of tax demanded is consequently higher. This is again not the end, since the outfits again imposed godown tax where the goods are stored and then sales tax after goods are taken to the shops. Later at retail shops, the goods are again taxed. Livestock tax is also imposed by the veterinary & animal husbandry by syndicate dealers appointed by NPGs. Those who are also collecting unauthorised taxes include unions, association, truckers, DMC and NPGs. Dealers are appointed for various items and they are to pay some amount to the ‘appointing authority’ and only through them (dealers) can goods can be sold in the market. Also if any one wants to sell a brand of a product, it cannot be allowed since the particular product has to be purchased from the appointed dealer. There are also tax on labour as registration and construction works at sites. This is in addition to tax /extortion imposed on contractors’ bills when payments are released. Sometimes, the taxes are collected in advance on percentage over the estimated contract amount. Trade and business in Dimapur are mostly run by non-local entrepreneurs. The one-day strike by the DCCI is welcome but it should be more than mere tokenism. The business people are dying under the weight of tons of goods which are not allowed to ply because of the bad road. The DCCI should also rope in all other CSOs and NGOs at Dimapur and other district headquarters in order to bring to a close the unending demand for ‘taxes’ . On the other hand, the state government, whether present or past, are not ignorant about the deadly effect on the socio-economy of the people. The grievous harm done on the state economy by these illegal taxes, is well known. However, the state government is either unwilling or incapable of curbing the extortion menace but prefers to emphasise on its role as facilitators for solution. Anything is being made acceptable under the pretext of Naga political issue but unfortunately, this will boomerang on the state and its people.

The greatest crisis we ever face is the surrender of our will. Yet God never forces a person’s will into surrender, and He never begs. He patiently waits until that person willingly yields to Him. And once that battle has been fought, it never needs to be fought again. Surrender for Deliverance. “Come to Me…and I will give you rest” (Matthew 11:28). It is only after we have begun to experience what salvation really means that we surrender our will to Jesus for rest. Whatever is causing us a sense of uncertainty is actually a call to our will— “Come to Me.” And it is a voluntary coming. Surrender for Devotion. “If anyone desires to come after Me, let him deny himself…” (Matthew 16:24). The surrender here is of my self to Jesus, with His rest at the heart of my being. He says, “If you want to be My disciple, you must give up your right to yourself to Me.” And once this is done, the remainder of your life will exhibit nothing but the evidence of this surrender, and you never need to be concerned again with what the future may hold for you. Whatever your circumstances may be, Jesus is totally sufficient (see 2 Corinthians 12:9 and Philippians 4:19). Surrender for Death. “…another will gird you…” (John 21:18; also see John 21:19). Have you learned what it means to be girded for death? Beware of some surrender that you make to God in an ecstatic moment in your life, because you are apt to take it back again. True surrender is a matter of being “united together [with Jesus] in the likeness of His death” (Romans 6:5) until nothing ever appeals to you that did not appeal to Him. And after you surrender— then what? Your entire life should be characterized by an eagerness to maintain unbroken fellowship and oneness with God.

Existential crisis in Lebanon T he human tragedy unravelling in Lebanon could be blamed upon its corrupt politicians but its roots lie deep within the Lebanese sectarianism. While the world it seems has been too occupied with developments in Afghanistan, another tragedy in making is currently on in Lebanon. A country facing one crisis after another. However, the crisis is Lebanon is not new, it’s decades old but has worsened in the last two years due to sectarian politics and corrupt politicians, bankers and bureaucrats. The on-going economic crisis has worsened as the coronavirus pandemic took hold in 2020, followed by the devastating explosion in Lebanon’s capital Beirut on Aug. 4 last year, which has been described by experts as “one of the biggest non-nuclear explosions in history”. Following the Beirut explosion, the crisis worsened exponentially. According to The New York Times, the price of consumer goods has “nearly quadrupled”, leaving people with barely any access to necessities like food and medicine. Some healthcare companies have run out of medicines “needed to treat cancer and heart disease” as a result of the country being unable to procure products from foreign importers. Fuel has become scarce in Lebanon due to the lack of foreign currency to pay energy suppliers, leading to the closure of power plants, hospitals, and water pumping stations. As a result, civilians have been left without electricity and clean water, as well as the ability to heat or air-condition their homes. And those who want to leave are stuck, as there’s no fuel available to fill their vehicles. The on-going crisis has left almost half of Lebanon’s population living in poverty, and has prompted more mass protests to remove the political elite “accused of corruption, mismanagement, and negligence.” Reports BBC News. In a statement UNICEF stated that; “The needs are massive, and the urgent formation of a new government with clear commitments to reform, is critical to tackle the current crisis through determined and systematic action to protect children’s lives and ensure access

to water and all basic services. Lebanon is at the onset of a serious collapse, Najat Rochdi, the United Nations deputy special coordinator for Lebanon, warned in an interview with the Italian newspaper Efe. She said, “I am not talking about a theoretical scenario that maybe in a few months if nothing gets done the situation is going to collapse. No! We are talking about a serious beginning of a serious collapse and the people are paying a very high price today.” The “only solution, the only way to save Lebanon, to save the Lebanese and to save the country is with reforms,” she added. Lebanon’s political scenario The crisis-battered country has been run by a caretaker government for more than a year due to a lack of political consensus, making it impossible to carry out necessary economic reforms the international community demands from Lebanon. Lebanon is heading toward more “chaos and poverty” if a government is not formed immediately, a Lebanese lawmaker warned, with the end of this week marking 13 months since the resignation of Prime Minister Hassan Diab’s administration. Diab stepped down in the wake of the Aug. 4 port blast last year that devastated the capital, but he has stayed on in a caretaker capacity. President Michel Aoun’s term ends in October next year, while parliament’s term ends next May. On whether the president would seek to remain in power after the end of his term as he did in the 1980s, Vice president of the Future Movement, Mustafa Alloush, told Arab News newspaper that “Aoun will not repeat his experience of fleeing from the presidential palace. He is concerned with passing on politics to Gebran Bassil, his son-in-law, and giving him a clear share in the next formulation of authority.” As new Lebanese secular political groups are struggling to organise before the 2022 elections, the sectarian parties are using populist discourse and aid politics to secure the support of their constituencies. Criticism is quite rare among the Lebanese who still support the sectarian political factions that have been in power

since the 1990s. According to the researchers and political analysts, despite the vocal social anti-corruption movement that has emerged after October 17, 2019 and the recent wins the “thawra groups” have scored in university student councils elections and syndicates, many Lebanese still support the establishment parties. Being sectarian in design, the political class has played on sectarian sentiment since the civil war. Amal Movement was the defendant of the “deprived Shiites”, while the Free Patriotic Movement’s minister Gebran Bassil presents himself as the protector of “Christian Rights” in his political statements. Members of new political movements born from the October 2019 protests say that the “Us vs Them” narrative helps distract attention from the real issues at hand – corruption and impunity. For example, politicians in Christian, Druze and Sunni parties claim Iran as their opponent and Western countries as friends. On the other hand, Hezbollah and its allies claim Israel as an opponent, look at Western states, especially the US, as friends of Israel and accuse them of imposing a blockade on Lebanon, as the fuel crisis in the country deepens. Meanwhile, Prime Minister-designate Najib Mikati has been able to cobble together a 24-member cabinet after negotiating with President Michel Aoun last week, a line-up that is satisfactory for everyone, including an international community that wants sectarian factions to divide portfolios and name a technocratic government. Hopes are high, but expectations are low. Sectarian political factions have been negotiating on who gets which portfolio, but Mikati admitted last month that the conversation has been less about plans for reforms and policies to recover from the economic crisis, and were focused on who gets what. Maritime dimensions of a continental debacle

India’s foreign policy outlook, which previously had a continental focus, has now come of age with a distinct maritime flavour. Apropos, Prime Minister Narendra Modi chaired a high-level UNSC debate on Enhancing Maritime Security - A Case for International Cooperation on August 9. India’s maritime diplomacy has considerably enhanced under the SAGAR initiative (Security And Growth for All in the Region), bestowing upon us the moniker of Preferred Security Partner in the IOR (Indian Ocean Region). Recent events in Afghanistan have laid bare the inadequacies of modern military tactics against a determined and well-funded guerrilla outfit. William Darlrymple’s prophetic words above would also suggest that the US is likely to tread carefully in Afghanistan in coming years. While the fallout of Afghanistan’s dramatic collapse will be felt in coming weeks and months, India must remain nimble and fleet-footed to the developing situation in the maritime domain. Alibi for Pakistan-Sponsored Maritime Terror Afghanistan presents Pakistan and the mendacious ISI with an alibi for engaging in maritime-based terror activities. With the resurgence of Taliban, IS-K, Al Qaeda and Haqqani Network, Pakistan may ramp up terror-related activities to harm India, including in the maritime domain. The current disaffection of the western world with Afghan terror groups and shift of their focus away from Pakistan may embolden ISI to strike India. Indian maritime security agencies, headed by the Indian Navy, would need to remain aware and cognisant of this emerging threat. J&K Flare Up Having wrested Afghanistan from the worlds lone super-power has been a proverbial shot-in-the-arm for the worlds terror-factories. The New York Times recently quoted Ali Mohamed Ali, a former Afghan security official Afghanistan has now become the Las Vegas of terrorists, radicals and extremists who are chanting and celebrating the Taliban victory. Pakistan’s waning Kashmir narrative has made the Imran Khan government and the ISI desperate for an opening. They are not likely to miss this opportunity to channel hardened fighters across their Eastern border to hamper progress being made in the Union Territory of Jammu and Kashmir. Indian security forces must remain alert to such misadventures and be prepared for retaliatory actions. PLA Navy 2020 was watershed year in many regards, particularly due to emergence of the Covid-19 virus in Wuhan and belligerence of the Chinese Communist Party (CCP) and its military. Medieval tactics by the People’s Liberation Army (PLA) in Ladakh was matched by shrill provocations by CCPs state-run media. The Indian military deployments and manoeuvres in subsequent months clearly demonstrated

to the CCP, India’s dominating position astride the Indian Ocean. This is likely to have had significant impact on the CCPs calculus, since the PLA (N) would have been at considerable disadvantage in the IOR in case of an escalation. The PLA Navy already deploys an Anti-Piracy Escort Force in the Red Sea. PLA (N) planners are unlikely to miss an opportunity to augment their presence in the IOR and will be watching events in Afghanistan with a hawk-eye. Any emergent window of opportunity in the maritime domain must, therefore, be tracked and acted upon. However, Navies cost money and ships are designed, planned and built over decades. While the current government has shown resolve to bolster Indian Navy’s assets, there is an urgent need to review inter-service allocation of precious capital resources. MNF Engagement The Indian Navy is one of the pre-eminent stabilising forces in the extended IOR and is engaged in capacity and capability building with regional navies and maritime agencies. However, while the Indian Navy engages with individual navies, there has been some hesitation towards participation in multi-lateral constructs such as CTF 150/ 151/152, EMASOH etc. The emerging crisis in Afghanistan offers an opportunity for greater engagement with these maritime security constructs and may be the segue that Indian Navy has been awaiting. The recent uptick in Quad engagements is also indicative that Indian foreign policy would support engagements in multi-lateral constructs. Refugee Crisis An immediate fallout of Taliban’s capture of Kabul was an exodus of asylum seekers and Afghan nationals, who were likely to be persecuted by the new totalitarian regime. While present evacuations are primarily by the air/ land route, India must monitor sea routes for refugees and asylum seekers who have managed to reach sea-ports. Further, the possibility of inimical elements being implanted amongst fleeing Afghans cannot be ruled out. Maritime Dimensions of Afghanistan Crisis The Afghanistan imbroglio, while set in a land-locked scenario, has distinct maritime dimensions. The recent bombing at the Hamid Karzai International Airport and US airstrikes against IS-K in Afghanistan’s Nangarhar province and Kabul indicate that while US may have ended the battle, they may have inadvertently stepped into a war. Indian military strategists must take the long view of the current Afghanistan crisis; while the nature of the land conflict fought for over two decades by the US is unlikely to change, there are likely to be incremental shifts in the maritime domain. Despite being a land-locked country, reverberations of Afghanistan’s debacle in the maritime domain are now a certainty; India’s maritime pundits must remain focussed and astute. Part 1: Good Governance through Administrative Reform

n order to usher in good governance, which is one of the core ideals of the Rising People’s Party, the party mulls administrative reform as a way forward. The state of Nagaland has its own dynamics and a way of life which non-Nagas may not understand or appreciate much. Last year, the state NCS Association was in uproar over the Centre’s Department of Personnel and Training (DoPT) notification that only IAS officers should be appointed as District Collectors/Commissioners in the state. The Association hit back stating that these ‘Suitcase bureaucrats’, or the “‘IAS officers’ posted to the state would leave on any pretext they could find.” In short, the allegation is that these directly recruited IAS officers (mostly Non-Nagas) have no respect for the place nor love for the people they serve, and even less understanding of our way of life, and a discernible lack of finesse to handle serious situations. Also given the geographical position of the state, most of the IAS and IPS officers don’t want to serve in the state/NER and see their postings here as ‘punishment.’ The recent uproar against the SP of Tuensang is a case in point of high-handedness and a stubborn inability to respect local sentiments. The DC of Mon threatening to stop all central and state schemes unless the two villages, Yansa and Yannu, stop their belligerent attitude is a classic instance of an officer inflaming a situation by resorting to colonial era method of issuing autocratic diktats. Unfortunately not all things can be taught in the Lal Bahadur Shastri Academy. But the state also had had the good fortune of outsiders initiating great things in the state, not the least of whom was the Late AM Gokhale, the quintessential IAS officer who implemented the concept of decentralization – the VDB, in the villages with a no holds barred attitude. Many lessons are learnt through grit and grind but unlike Gokhale the vast majority seek comfort by way of deputation in Delhi and elsewhere. Given the background, it’s imperative that local officers from the NCS, NPS & allied services are given the required push to become DCs and SPs of the districts at the right age – young age rather, so that the continuity of good administration is continued. However, the normal situation in the state is to confer IAS only after about 25-30 years of service which is highly irrational.

This seniority system is monotonous and a career killer. It inhibits creativity while perpetuating the chalta hai culture in the entire edifice of the bureaucracy. It kills the hunger, the zeal and the drive in an officer. The whole idea of conferment is to identify talented officers in their prime; officers who can truly serve the people as per their aptitude – fully motivated and willing to grind out. Career administrative officers should find their job exciting and rewarding. Conferment at the fag end of one’s career, on their death bed, metaphorically speaking, is a good waste save for the appendage IAS to be written on one’s tombstones. At this point late in their career, the officer, though motivated to give his best does not have the luxury of time and thoughts of ‘a little too late’ is a constant focus on their minds. Ironically conferment only serves to embitter in some cases. Conferment based on aptitude, rather than seniority, will instill dynamism in governance and make the bureaucracy more competitive. The RPP will ensure that an officer’s performance report and talent or aptitude is given more weightage over seniority when case for conferment is made. Given the present situation where the NPSC has utterly failed to identify talented officers – thanks to the rot called manipulation in the Interview stage, it’s important that talented officers are identified in the initial years of one’s service. The RPP will also ensure that appropriate cadre review is carried out allowing for officers from the NCS, NPS & allied services background the opportunity to reach the top of the administrative pyramid, upto the level of Addl. Chief Secretary, the second highest post in the administrative setup which at present is reserved only for the directly recruited IAS officers, through default of course. IAS conferment at an early point in an officers’ career is particularly strong in the southern states. Even in states like UP conferment usually takes place after 15-20 years of service, whereas in Kerala and Maharashtra it may happen even in 10 years. Nagaland cannot be the exception, for which the Rising People’s Party will take appropriate steps if the Naga people give us an opportunity to serve them. Issued by Rising People’s Party

learning will become more prevalent. New opportunities will arise as technology paves a completely new path for the brave new world. However, critical and innovative thinking skills will remain essential and education will continue to stand-in that. Future of education provides, interdisciplinary curriculum, to ensure students mastery of essential skills and content. To, stimulate and develop curiosity, problem solving and collaborative skills, persuasive communication and deep thinking, creative and social intelligence skills of empathy, sharing, caring, assisting and service mindedness. Competitive Exams and Challenges The most important thing is clarity of concepts and regular practice in problem solving. Solving previous years papers on regular basis will keep the aspirant target- oriented and focused. It gives a good idea about the time needed to solve the paper. Self- study is a very effective tool to succeed in any exam. It will help you in broadening your vision and make you more motivated. In the preparation phase aspirant need to have complete confidence, make a commitment that you have to crack this exam with a good rank, should be cool, not stressed out. Bhupendra Patel takes over as 17th Gujarat CM

GANDHINAGAR, SEP 13 (PTI): First-term MLA Bhupendra Patel was on Monday sworn in Gujarat chief minister, two days after Vijay Rupani’s surprise exit from the post, a year ahead of the Assembly polls. Patel (59), unanimously elected BJP legislature party leader on Sunday, was sworn in as the state’s 17th chief minister by Governor Acharya Devvrat at a simple ceremony at Raj Bhavan. Union Home Minister Amit Shah, Haryana CM Manohar Lal Khattar, Madhya Pradesh CM Shivraj Singh Chouhan, Goa CM Pramod Sawant and Karnataka CM Basavaraj Bommai were present. Devvrat and Shah congratulated Patel after the ceremony. Shah was the first to congratulate Patel after he took the oath. Patel’s predecessor Vijay Rupani and former deputy chief minister Nitin Patel were among those present at the ceremony. As decided by the party, only Patel took the oath.

Bhupendra Patel takes oath as new CM of Gujarat administered by Governor Acharya Devvrat, Sept. 13. (PTI)

The council of ministers will take oath during the next few days after their names are finalised, BJP sources said. Prime Minister Narendra Modi congratulated Patel on taking the oath as CM of Gujarat. “Congratulations to Bhupendra Bhai on taking oath as CM of Gujarat. I have known him for years and have seen his exemplary work, be it in the BJP Organisation or in civic administration and community service. He will certainly enrich Gujarat’s growth trajectory,” he tweeted. “During his five years as CM, Vijay Rupani Ji

has undertaken many people-friendly measures. He worked tirelessly for all sections of society. I am certain he will continue to contribute to public service in the times to come,” Modi added. The governor on Sunday invited Patel to take oath as CM after accepting the proposal of the new BJP legislature party leader to form the government. At Sunday’s legislature party meeting, the proposal to elect Patel the legislative party leader was moved by Rupani, whose resignation as CM on Saturday, 15 months ahead of the Assembly polls, surprised many political observers.

Rupani, the fourth chief minister to demit office in BJP-ruled states during the coronavirus pandemic, was sworn in as chief minister – his second stint as CM - in December 2017 and completed five years in office on August 7 this year. With state Assembly polls scheduled in December 2022, the BJP is banking on Patel, a Patidar, for poll victory. In the 2017 Assembly elections, BJP won 99 of the 182 seats and Congress got 77. The Patidars are a dominant caste in Gujarat with a sizeable control over the electoral votes and dominate the political economy with a stronghold over education, realty and cooperative sectors. Patel’s elevation - he is the first from the Patidar sub-group to be chief minister - is key to BJP’s plans to woo the Kadva Patidar community, which some political observers feel, has drifted away from the party. He is a tr ustee of Sardardham, the Patidar community organisation that hosted the programme

He said the troops averted a major incident on the busy highway. “Since there was a lot of rush on the highway, the grenades were not demolished in situ. They were handed over to the police for disposal,” the official added. After decades of war, suffering and insecurity, they face perhaps their most perilous hour. Now is the time for the international community to stand with them,” Guterres said at a humanitarian conference on Afghanistan convened in Geneva. LONDON, SEP 13 (PTI): British Prime Minister Boris Johnson will set out the government’s winter plan for managing COVID-19 this week, Downing Street said on Monday. Vaccines will continue to be the “first line of defence” over the coming autumn and winter months, supported by new treatments, testing, and the UK’s “world leading” variant surveillance system, with further lockdowns expected to be ruled out. Under the autumnwinter proposals, the government is set to repeal some powers of its emergency Coronavirus Act, brought in to tackle the pandemic last year. “Thanks to the efforts of the public, the NHS and our phenomenal vaccination programme, we reached Step 4 in our (lockdown) Roadmap and life has returned to a sense of normality,” said Johnson, ahead of a planned press conference on Tuesday. “These extraordinary times required necessary but

orried about how to work out with masks on? A new study shows that exercising with a face mask on does not significantly increase body temperature or heart rate during exercises, finds a study. Researchers from the University of Connecticut tested four kinds of face masks: a surgical mask; an N95 respirator; a gaiter, which covers the neck and goes over the nose and mouth; and a sport mask. None of them significantly increased body temperature or heart rate compared to the group without a face mask, revealed the study recently published in the journal Sports Health. Participants walked or jogged for 60 minutes in a 90 degree-Fahrenheit environment at low to moderate exercise intensities. “Before this study no one knew if wearing a mask in the heat would add additional stress to an exercising individual. While we know masks are important to prevent transmission of Covid-19, we didn’t know if exercising with a mask in the heat, where your body is already managing additional stressors, would impact safety,” said Ayami Yoshihara, director of Sport Safety at UConn’s Korey Stringer Institute. Yoshihara and her team also measured the humidity and temperature inside and outside of the face mask. They placed a sensor inside and outside of the face masks on participants’ faces. (IANS)

Former Pakistan skipper Ramiz elected as PCB chairman

LAHORE, SEP 13 (PTI/ IANS): Former captain Ramiz Raja was on Monday unanimously elected as the chairman of the Pakistan Cricket Board (PCB) for a three-year term, succeeding Ehsan Mani who stepped down from the post last month. This is Raja’s second stint with the PCB. He had served as the Board’s chief executive from 2003 to 2004. The special meeting wa s p r e s i d e d b y P C B election commissioner, Justice (retd) Sheikh Azmat Saeed at the National High Performance Centre. Raja was nominated for the position by Prime Minister Imran Khan, who is also the patron-in-chief of the Board. Want rescheduled Test to be ‘fifth’ of series and not one off: Ganguly NEW DELHI, SEP 13 (PTI): The proposed “standalone” Test between India and England should be treated as the seriesdeciding fifth match that was cancelled last week owing to a COVID-19 outbreak in the Indian camp, BCCI President Sourav Ganguly told PTI on Monday and ruled out the possibility of it being treated as a one-off game. The England and Wa l e s C r i c k e t B o a r d (ECB) has written to the ICC seeking a Dispute Resolution Committee (DRC) verdict on the fate of the cancelled match that was to be played at Old Trafford, Manchester. The ICC is yet to comment on the matter. “We want the series to be completed as this will be our first series win (in England) since 2007,” Ganguly told PTI in an exclusive interview. “The BCCI maintains that Test cricket is the ultimate format and we won’t compromise it for anything,” he made it clear. DIMAPUR, SEP 13 (NPN): India’s legendary footballer from Nagaland, Dr. T Ao was remembered on his death anniversary on Monday. According to NE Now, Dr. Talimeren Ao, popularly known as T Ao, led the Indian football team as the captain in the Summer Olympics in 1948, a year after India’s independence. He was bor n at Changki in Naga Hills district (now Nagaland) on January 28, 1918 and died on September 13, 1998 at the age of 80. Nagaland deputy chief minister Y Patton while remembering T Ao, tweeted: “Remembering the legendary footballer and exceptional human b e i n g D r Ta l i m e r e n Ao (T Ao) on his death anniversary.” “His remarkable

In the Summer Olympics in 1948, T Ao was also the flag-bearer of the Indian contingent. He was a part of the Mohun Bagan football team. He joined Mohun Bagan in 1943. He captained the Maroon and Green in 1948 and 1949 taking over from Sarat Das. Sarat Das was T Ao’s senior in Cotton College (now Cotton University) in Guwahati and both of them played for the Maharana Club of Guwahati. But to fulfil his dying father’s wish of becoming a doctor to serve society, he completed his MBBS course in 1950. After leaving Kolkata and Mohun Bagan squad, Ao joined the ENT department of the Assam Medical College at Dibrugarh. I n 1 9 5 3 , D r. A o returned to Nagaland and joined the Kohima Civil Hospital as an Assistant Civil Surgeon where he

later became the surgeon. He retired as the Director of Health Services in Nagaland in 1978. Mohun Bagan honoured him with the Mohun Bagan Ratna Award in 2002 and offered him a Life Membership. in 2009 the first Dr. T Ao Football Trophy was launched by the then Union DoNER Minister BK Handque at the DDSC Stadium in Dimapur. An outdoor stadium at Kaliabor in Assam’s Nagaon district and an indoor stadium at Cotton U n ive r s i t y h ave b e e n named after Dr. Ao. Dr. Ao passed away on September 13, 1998. He was buried at the Naga Cemetary in Khermahal, Dimapur. T h e I n d i a n government released a poststamp in honour of Talimeren Ao in 2018.
