cination drive needs to be continuously ramped. During the interaction, the chief ministers discussed the issue of vaccine hesitancy and measures being taken to overcome it. The chief ministers gave an assurance of taking timely action to bring down the positivity rate as well as the number of cases in their respective states. Noting the fast mutating nature of the coronavirus, Modi advised strict monitoring of the changes

and keeping track of all variants. The prime minister strongly advocated preventing avoidable gatherings. In his remarks, the prime minister said that in the ‘vaccine for all-free for all’ campaign of the central government, the Northeast also has the same importance. The virtual meeting was attended by chief ministers of Assam, Nagaland, Tripura, Sikkim, Manipur, Meghalaya, Ar unachal Pradesh and Mizoram, as also by Union Home Minister Amit Shah and Union Health Minister Mansukh Mandaviya, among others. The chief ministers thanked the prime minister for timely action in handling the COVID-19 pandemic and appreciated his special care and concern for the Northeast. Meanwhile, Nagaland chief minister Neiphiu Rio also took to twitter and thanked Prime Minister for his personal concern for the North East states in the fight against the pandemic. “We discussed the situation and measures to control #COVID19 pandemic. Grateful to the Hon’ble Prime Minister for his personal concern for the NE states in our fight against the pandemic,” Rio tweeted.

DIMAPUR, JUL 13 (NPN): Ministry of Home Affairs (MHA) has requested the Central Bureau of Investigation (CBI) to inquire into the case of the deaths of Rosy Sangma and Samuel Sangma, residents of Nagaland. Rosy Sangma died at a private hospital in Gurugram on June 24 after a medical condition. Later, Samuel Sangma, a relative of Rosy Sangma, suspecting medical negligence, had an altercation with doctors and staff of the hospital, MHA

said. “The next day, June 25 the Delhi Police received information regarding the death of Samuel Sangma in New Delhi,” it said. MHA said that the family of the deceased had alleged that Rosy died due to negligence on part of the hospital. They also attributed some alleged foul play in the death of Samuel Sangma by the hospital personnel, the statement read. Officials said that a formal notification for a CBI probe will be issued in a few days. When Nagaland Post

spoke to the father of Samuel Sangma on June 28 last, the father refused to believe that his son had committed suicide. He said his son was a brave boy who had stayed back to seek justice on the death of his aunty (Rosy). He said there was no marks around the neck and so death was not due to suicide. NEW DELHI, JUL 13 (NPN): Prime Minister Narendra Modi on Tuesday described as “worrisome” the COVID-19 situation in some districts of the North Eastern region and urged the chief ministers to stay alert and act fast to check the further spread of the virus. Interaction with chief ministers of eight NorthEastern states through video conferencing, Prime Minister urged the chief ministers to take more strict steps at the micro level to prevent the spread of infection. “The more emphasis we put on the micro-containment zones, we will come out of this situation sooner,” Modi said. Expressing concern over people crowding at hill stations and markets without wearing masks or observing social distancing norms, the Prime Minister urged all to guard against complacency to prevent a third wave of the coronavirus spread. Modi also asked the people to shun the argument that they “want to enjoy before the third wave of coronavirus” and stressed that there should be no compromise in following COVID-19 protocols.

State logs 88 fresh Covid cases, 3 dead

DIMAPUR, JUL 13 (NPN): Nagaland on Tuesday recorded 88 fresh Covid-19 positive cases while three more deaths were reported during the day. Kohima reported 30 fresh cases, Mokokchung-28, eight in Dimapur, six each in Longleng and Mon, four in Phek, three in Zunheboto and one each in Kiphire, Tuensang and Wokha, taking the caseload to 26140. With three more fatalities-- two in Dimapur and one in Kohima, the death toll surged to 514 (including 14 non-Covid deaths).

PTI: People are talking about the third wave of coronavirus as casually as a “weather update”, the government said on Tuesday, noting that “gross violations” of Covid-appropriate behaviour being seen in several parts of the country can nullify the gains made so far in pandemic management. Addressing a press conference on the pandemic situation in the country on Tuesday, NITI Aayog Member (Health) Dr VK Paul said globally, the third wave of COVID-19 is being seen and called on people to make efforts to ensure that it does not hit India. “The world is witnessing the third wave of COVID-19. We have to join hands to ensure that the third wave doesn’t hit India,” he said. Agarwal said even though active cases and daily new cases are declining, recovery rate is increasing and cases are restricted to a limited geography, there is no room for complacency.

DIMAPUR, JUL 13 (NPN): Even as the state government is yet to react to the Assam Cattle Preservation Bill 2021 as was done by the Meghalaya government, the Nagaland Pradesh Congress Committee (NPCC) has termed the bill as “a threat to Northeast’s inherent trade and food habits”. TUD backs DTHF stand on NCD issue DIMAPUR, JUL 13 (NPN): Tenyimi Union Dimapur (TUD) has reaffirmed to support the stand of Dimapur Tribal Hoho Forum (DTHF) on the issue of installation of office bearers of Naga Council Dimapur (NCD). In a letter to the Ao Senso Telongjem Dimapur (ASTD) on July 13, Tenyimi Union Dimapur president Hilo Semp while appreciating ASTD for taking the initiative to resolve the matter between the two parties, by way of signing the Memorandum of Understanding (MoU) and withdrawing the case pending under Civil Suit No.6 of 2020 and other con-

DIMAPUR, JUL 13 (NPN): Chief Justice of India (CJI) NV Ramana has assured to provide a separate High Court to Nagaland, provided there was the required infrastructure. He gave this assurance to a delegation of High Court Bar Association, Kohima Bench of Gauhati High Court that called on him at CJI secretariat in Delhi, Tuesday evening. Mentioning that chief minister Neiphiu Rio had already apprised him in detail of the matter, Justice Ramana conveyed to the delegation that once a positive decision of the Union government was conveyed to his office, he would immediately give effect to the separate high court for the State. He said he would send a team to the State for

inspection of infrastructure. On being invited by the Bar to visit Nagaland, the CJI said he would ensure at his level to see that Nagaland got a separate high court as early as possible, so that he could come.

The meetings with the CJI and secretary general were facilitated by Therieh, for which the delegation expressed its gratefulness to her. When the delegation also called on Bar Council of India chairman Manan Kumar Mishra, he assured of providing any help, if required in the future. He also assured his full support for a separate Bar Council once Nagaland had a separate high court, and in the matter of professional law institute in the State. The delegation is scheduled to meet Union minister of state for DoNER G Kishan Reddy on Wednesday evening.

DIMAPUR, JUL 13 (NPN): Nagaland Tribes Council (NTC) has welcomed the formation of the Parliamentary Core Committee on Naga Political Issue. In a statement, Nagaland Tribes Council president Toniho Yepthomi and general secretary Nribemo Ngullie extended its sincere wishes to the committee in its endeavour to play the role of facilitator in

the Naga peace process by facilitating creation of an atmosphere of peace and prepare the ground for a solution to fulfil the long-cherished dream of a political solution to the vexed Naga political issue. The council said that the negotiations between Naga political g roups (NPGs) and the Centre had been going on for the past 24 years without arriving at any logical conclusion,

thereby creating anxiety and impatience among the Nagas. It, however, noted that “significant achievements” were made during the political negotiations, one of which was the culmination of the peace talks on October 31, 2019 with agreed points for settlement, considering “all unresolved matters shall be pursued through democratic political process post-solution”.

The council stressed that Centre and the negotiators should be pragmatic in bringing out the desired solution. The council therefore urged Government of India to be sincere and show “political will” by delivering on the promised political solution to the decades-old Naga political problem that would be honourable and acceptable to all concerned without any further delay.

GUWAHATI, JUL 13 (AGENCIES): Battalion camps will be set up at strategic locations along the Assam-Nagaland boundary. For the first time, these Battalions have been also authorized to carry out operations, if necessary, Assam chief minister Himanta Biswa Sarma said during the ‘Question Hour’ on the first day of the 15 working-day Budget session of the Assam Assembly, The Sentinel report stated. In reply to a written question by Leader of Opposition Debabrata Saikia, Sarma stated that he had written a letter to his Nagaland counterpart Neiphiu Rio’s earlier letter on the boundary issue. In his reply to Rio, Sarma wrote in the letter dated June 26, 2021 that “as rightly highlighted by you, we too have always been of the view that amicable settlement of border disputes are of paramount importance to

ensure peaceful coexistence of neighbouring villages of the two States.” Sarma further wrote: “I suggest that there may be Deputy Commissionerlevel coordination for the concerned districts on either side of the border as one such mechanism in the field. Similarly, the chief secretary or home secretarylevel interaction at the Statelevel can successfully resolve such issues. “I would also suggest that both the States issue necessary instructions to the villagers in and around the disputed areas not to take law and order in their hands; and also to participate in the

matter in future.” Sarma also informed the House that since 2016 there were 290 incidents of encroachments by the people from Nagaland, Mizoram, Meghalaya and Arunachal Pradesh. Of these 290 encroachments, there have been 99 such attempts at various points of the Nagaland boundary; followed by 42 on the Mizoram boundary; 40 on the Meghalaya boundary; and 28 at several points of the boundary with Arunachal Pradesh. Altogether, 127 cases have been registered in this regard; and three encroachers of other States have been arrested. Of them, two were from Nagaland and one is from Meghalaya. He pointed out, “As on date, two cases on inter-State boundary dispute are with the Supreme Court; one is with reference to Nagaland (Original Suit No. 2/1988) while the other with Arunachal Pradesh (Original Suit No. 1/1989).”

Ex-MLA Dr. KC Nihoshe passes away DIMAPUR, JUL 13 (NPN): Former MLA, Dr. KC Nihoshe, passed away at the Christian Institute of Health Sciences & Research (CIHSR) Dimapur on July 13, 2021 after a prolonged illness. Late Dr. Nihoshe got elected to the Eleventh Nagaland Legislative Assembly in the year 2008 as an Independent candidate from 35 Zunheboto Assembly Constituency and served as the Parliamentary Secretary, Industries and Commerce. Nagaland governor RN Ravi and chief minister Neiphiu Rio have led others in mourning the passing of the late legislator. In a condolence message, Ravi said he was shocked and saddened at the demise of Dr. KC Nihoshe and said that the state, in his demise, has lost a genuine

DIMAPUR: NPGN/ NNC/NA (MK) has rejected the claim of the UNPG-NNC/PB that 20 of its members had joined the group. In a press release, NPGN/NNC/NA (MK) MIP clarified that the person who identified himself as “chief of army” Iheto was never promoted but was terminated on May 16 while holding the post of ‘colonel’. MIP also clarified thatkilonser Samson Sumi was also terminated as CAO on June 15 and that their claims of being members of NPGN/NNC/NA (MK) was baseless and an attempt to defame the group. The MIP also informed that “officials” namely ‘leacy’ Kitoho, ‘lieutenant colonel’ Inato, ‘lieutenant’ Asang, ‘2nd lieutenant’ Kihika were enrolled into UNPG/NNC/ PB without their knowledge by those who were terminated by NPGN/ NNC/NA (MK). Assam police encounters: AHRC seeks report by mid-Aug G U WA H A T I , J U L 13(PTI): The Assam Human Rights Commission (AHRC), taking suo moto cognisance of media reports, has asked the state government to institute an inquiry into the circumstances that led to the death and injury of 12 persons in police encounters over the past two months. AHRC member Naba Kamal Bora, in an order, noted that news reports have pointed out all the accused were unarmed and in handcuffs during the police firing. He also stated that firing upon an accused when in police custody or during a chase should not be made a trend. Considering the “gravity of the situation”, the commission has directed the state government’s principal secretary of the home and political department to institute an inquiry to find out the facts and circumstances leading to the death and injuries of the 12 accused, said the order, which was made available to the reporters on Tuesday. The commission has asked the principal secretary to submit the probe

report by August 17. Earlier, a Delhi-based lawyer from Assam, Arif Jwadder, had filed a complaint with the National Human Rights Commission (NHRC) against the Assam Police for the series of encounters that have taken place since Himanta Biswa Sarma took over as chief minister on May 10. He had urged the NHRC to take note of these incidents and call for an inquiry. Justifying the encounters, Sarma had on

July 5 said that shooting at criminals “should be the pattern” if they attempt to escape from custody or try to snatch guns from the police to fire at them. Opposition parties have, however, decried the recent incidents of firing, with state Congress chief Ripun Bora saying that the CM’s statement has “dangerous ramifications”, and that if this practice of encounters is not checked Assam may soon become a “police state”.

NLFB militant killed in police encounter in Assam A militant of the National Liberation Front of Bodoland (NLFB) outfit was killed in a police encounter in Assam’s Udalguri district on Tuesday. Acting on a tip-off, police launched an operation in Dimachang in Mazbat police station area and the outfit’s self-styled Udalguri district commander was killed in an encounter, Special Director General of Police G P Singh said. “Early this morning, one Jayphrush @ N Jwngkhwl...was killed in police operation in Dimachang area of Mazbat police station of Udalguri district,” Singh tweeted. A pistol and several cartridges were seized from the encounter site, he added. The slain militant was a close associate of former NDFB leader M Batha who had surrendered along with several other cadres during the signing of the third Bodo Peace Accord in January 2020 but later returned to the forest to set up the NLFB. The outfit is mostly involved in extortion in the districts under the Bodoland Territorial Region (BTR), police sources said.

76 pc of eligible people vaccinated in Tripura AGARTALA, JUL 13 (PTI): Over 76 per cent of the eligible population of Tripura have been inoculated against Covid-19 and around 25 per cent got both doses of the vaccine, an official said on Tuesday. The positivity rate of coronavirus in the state currently is 4.3 per cent and it is likely to decline after two weeks. Of the 26.24 lakh people who are eligible for inoculation, over 20 lakh (76.22 per cent) have received the vaccine while 6.47 lakh (24.64 per cent) have taken both doses, National Health Mission (NHM) director in Tripura, Dr Siddhartha Shiv Jaiswal, said. Tripura has a population of 40.19 lakh in March. “As many as 16.3 lakh people fall in the 18-44 age group (62.1 per cent) and 9.94 lakh are in the category of 45+ (37.9 per cent),” Jaiswal said. The state NHM director said that 57.98 per cent of all frontline workers have already received both the vaccine doses. State Surveillance Officer (SSO) for COVID 19, Deep Debbarma, said that the positivity rate of Covid-19 is likely to go down after two weeks.

Arunachal logs highest single-day COVID cases at 566 ITANAGAR, JUL 13 (PTI): Arunachal Pradesh on Tuesday reported its highest single-day spike of 566 new COVID-19 cases, a senior health official said. The earlier single-day record was 497 cases, registered on May 29, he said. A 50-year-old woman from the Capital Complex region died at the Dedicated Covid Hospital at Chimpu on Sunday, while a 63-year-old woman from Lohit district died at a health facility in Tezu on Monday, he said. Both of them died of acute respiratory distress syndrome with COVID pneumonia, he added. The state government is taking several measures to contain the spread of the virus, Chief Secretary Naresh Kumar said. There are 3,918 active cases in the Northeastern state at present, he said. In all, 364 patients recovered on Monday, taking the total recoveries to 36,274, he said.

Changes in Assam

F

ar reaching changes are being unveiled in Assam by chief minister Himanta Biswa Sarma who has uncovered the ‘hidden agenda’ of his party. Himanta is making no bones about what he intends to do in his state and which should also be a cause of concern to other states. What Himanta is doing in his home state, is to prove his mettle as an administrator. He recently showed it to both Nagaland and Mizoram over the border issue. His state government deployed uniformed personnel to set up an outpost within Nagaland. A week or two later, his Assam Police did the same to Mizoram when a party intruded deep into the state to construct road and set up a police outpost. Most of all, Himanta seeks to solidify the Hindu vote bank in the state. People of Assam come from diverse religious backgrounds such as Hindus, Muslims, Christians, Buddhists, Sikhs, Jains besides many other indigenous religious cultures. Since joining the BJP in 2016, Himanta has adopted the party’s Hindutva ideology with more fierceness than his predecessor and former chief minister Sarabananda Sonowal who joined BJP in 2011. Sonowal was instrumental in giving the BJP a wider acceptability in a state where people of diverse religions and cultures thrived together- be it Ahoms, Bodos, Kacharis, Bengalis, Biharis, Adivasis, Garos, Karbis,Nagas, Kukis, etc. During Sonowal’s stewardship both as state unit president, union minister and then as chief minister from 2016, people still identified each other as belonging to the state. The ugly head of communalism was not a Hindu-VersusMuslim issue but a legal inhabitants-versus- illegal immigrants issue. The All Assam Students Union(AASU) spearheaded the issue of illegal immigrants from Bangladesh which rocked the state from 1979 to 1985. The issue of illegal immigration from Bangladesh is Assam’s fault line. It became wider and deeper with the Citizenship Amendment Act 2019 which seeks to grant citizenship only to non-Muslim immigrants from various countries but discriminates against Muslim refugees. The CAA in Assam meant that Bangladeshi Hindu immigrants would be granted immediate citizenship once they prove they were in India for five years instead of the earlier 11 years. In Assam, the protests stem from the fear that illegal Bengali Hindu migrants from Bangladesh, if regularised under CAA, will threaten cultural and linguistic identities of the state. The BJP is all for CAA to solidify its Bengali Hindu vote bank. Himanta has unveiled his plans to saffronise the state by openly declaring that “cow is our mother” and introducing a bill for cow protection in Assam. He tabled the Assam Cattle Preservation Bill 2021 in the Assembly. The Bill aims to prohibit the transport of cows within the state and any place outside the state. Approved recently by the state Cabinet for introduction in the House, this Bill seeks to control the slaughter of cows and consumption of cow meat. Eating of beef meat within a radius of five kilometres of any temple (mandir) is banned. Violation of the provisions of the Bill could lead to imprisonment for three to eight years and a fine between Rs 3 lakh and Rs 5 lakh. It was also speculated that to check birth rate, Himanta announced a two-child policy for providing benefits under specific state schemes. Of all the agendas, the cow protection policy would affect other north eastern states since beef is also a popular diet among the people. Meghalaya chief minister Conrad Sangma has already sounded the bugle against it. Chief minsters of Mizoram, Nagaland and Arunachal are still quiet about this issue and their silence is deafening.

Statement to the 14th Session/ Regional Meetings of the Expert Mechanism on the Rights of Indigenous Peoples, 13 July 2021 (Asia) Item 8: Draft Report on efforts to implement the United Nations Declaration on the Rights of Indigenous Peoples: Indigenous Peoples and the Right to Self Determination Respected Chair, The Naga people are transnational indigenous peoples with a population of over 4 million comprising about 60 tribes. Our land and territories are located in India (North-East) and North-West Myanmar. We were arbitrarily divided between India and Burma (now Myanmar) during the colonial transfer of power from Britain in the late 1940s. We were divided and placed under different administrative units as minorities in post-colonial India and Myanmar, and continue to be, except in India’s imposed state of Nagaland where Nagas are the majority. The imposed separations have not only gravely affected our ties and ability to maintain relationship among ourselves as an indigenous nation, but they contravene Article 36 of the United Nations Declaration on the Rights of Indigenous Peoples, which says: “Indigenous peoples, in particular those divided by international borders have the right to maintain and develop contacts, relations and cooperation, including activities for spiritual, cultural, political, economic and social purposes, with their own members as well as other peoples across borders”. The Naga Cause at India’s Independence in 1947: Naga peoples’ struggle for self-determination has continued for more than seven decades, longer than India and Myanmar have been independent nationstates. The expressed will of the Nagas for freedom and self-rule goes back to 1929, when the Naga Club submitted a memorandum to the Simon Commission ask-

ing the colonial government “to leave us alone to determine for ourselves as in ancient times.” Then, as the British were set to leave the Indian subcontinent, the Naga National Council (NNC, an offshoot of the Naga Club) sent a delegation to Delhi to meet with Mahatma Gandhi, the Father of the Indian nation. The delegation submitted a memorandum on July 19, 1947, which stated that “The Nagas shall declare their independence on the 14th August 1947.” Mahatma Gandhi was quoted as having told the Naga delegation: “Personally, I believe you all belong to me, to India. But if you say you don’t, no one can force you.” The Naga National Council declared Independence on 14th August 1947, a day before India did. On the same day, the NNC sent a telegram to the SecretaryGeneral of the United Nations. The message read: “Kindly put on record that Nagas will be independent. The right of the people must prevail regardless of size.” These historic memoranda and communiques going back to the British Empire in 1929 testify to the validity of the Naga cause. They confirm the Naga conviction and will to be a free people and a nation, separate from India and Myanmar, when British rule would come to an end. Till today, three quarters of a century after the British left the subcontinent, Nagas have been consistently clear about our right to self-determination and self-rule. Government of India’s Repression of the Naga Cause: Since its inception, however, the Naga freedom movement has found itself at odds with the Government of India. Congruent with our goal of self-determination, the Nagas boycotted the first general elections held in Independent India. India responded by unilaterally imposing her will upon the Nagas with violence and military force. The Naga people were compelled

to resort to armed resistance beginning in the early 1950s. The Indo-Naga conflict escalated into a war in the mid-1950s, with intermittent ceasefires. Under the pretext of waging war against Naga “rebel” groups, members of the Indian army committed many atrocities against Naga civilians. Thousands of Naga men were massacred or “disappeared” in extra-judicial killings, women raped and molested, and an undeclared war, largely unknown to the world, was waged upon a people fighting for the right to self-determination. The freedom struggle continued and India launched a series of suppressive tactics, including the draconian Disturbed Area Act and Armed Forces (Special) Powers Act (1958), both of which continue to this day. Under the Armed Forces Special Powers Act (AFSPA), Nagas have no legal recourse for human rights abuses and violations including torture and killings committed by the Indian army. AFSPA invests Indian military personnel and the state Governor with extra judicial powers; they are above the laws of the land. The Indian nation-state’s long standing policy of keeping Naga areas under its political domain has meant that matters of Naga sovereignty vis-à-vis India have been, at best, unfairly and uncaringly addressed, and at worst, crushed by military force, as India’s widespread strategy of militarization of the region shows. Despite multiple agreements between the Government of India and the Nagas that promised seemingly greater freedoms for the latter -- such as the Akbar Hydari Accord of 1947, the 16 Point Agreement of 1960, or the Shillong Accord of 1975 -- the fundamental right of the Naga people to self-determination remains unresolved. As a result, the Naga reality has been one of long-lasting conflict. Despite these decades of oppression and violence on many fronts, indeed especially because the problems have dragged on for so long causing so many lives

and so much suffering, the Naga people long for justice and lasting peace, with key stakeholders consistently advocating for a constructive approach towards India and Myanmar. Due in part to this hopeful spirit of the people, a ceasefire agreement was signed on the 1st of August 1997 between the Government of India and the Naga separatist group, the National Socialist Council of Nagaland (NSCN). These negotiations were based on the foundation that talks would proceed without conditions at the Indian Prime Minister’s level, in a neutral third country. Over the years, several prime ministers of India, including Narashimha Rao, Deve Gowda, and IK Gujral, have engaged in peace talks with the NSCN leaders in a number of neutral nations: France, the United States, Thailand, Switzerland, Germany, and others. Since 2003, the Indian Prime Ministers AP Vajpayee, Manmohan Singh, and Narendra Modi have continued to engage in these top-level talks. The State of the Naga People Today: After more than 80 rounds of dialogue between India and the Nagas, both parties signed the seminal Framework Agreement on the 3rd of August 2015 that arranged to resolve longstanding issues of contention. Soon after signing the Framework Agreement, the Indian government stated that it “recognised the unique history, culture, and position of the Nagas and their sentiments and aspirations.” Regardless, on 30th June 2021, the Government of India announced the extension of the Nagaland Disturbed Area Act, allowing the continuance of the Armed Forces (Special) Power Act and virtually giving unbridled and unchecked powers to the Indian military in Nagaland and its Governor. The same governor is also the Interlocutor of the on-going Indo-Naga negotiation, yet is operating outside of the Framework Agreement for the negotiation.

It is evident that the Naga people continue to be denied our collective rights to live as a free people. Due to the political realities at play with India and Myanmar -- which are further steeped in oppressive, neo-colonialist paradigms -- we continue to be deprived of our rights to liberty, as well as political, socioeconomic, and cultural freedom. We are a people with a collective aspiration to live together as one nation in one geopolitical entity. It is for the fullest realization of our human dignity -- identity and rights -- that we desire the reunification of our ancestral contiguous land, which is at the heart of our existence. Recommendations: 1. The Naga people’s position is clear that peaceful resolution of the Indo-Naga political issue will usher in an era of “new relationship with enduring peace with India,” as well as Myanmar. Therefore, we appeal the United Nations and the International community to respond to the call of Naga people for justice and peaceful coexistence. 2. We appeal the United Nations EMRIP mandate to call upon India and Myanmar to resolve the Nagas’ case in the spirit of justice and lasting peace. 3. Naga people that are scattered in four Indian states and Myanmar be allowed to live together as one people with one destiny. 4. We appeal the United Nations EMRIP mandate in collaboration with UNHRC, UNSRIP and other mandate holders to put pressure on the Government of India by demanding the immediate repeal of the Armed Forces (Special) Powers Act of 1958 and Nagaland Disturbed Areas Act, a draconian anti-democratic legislation that violates all human decency and dignity. echnology-driven automation is omnipresent and pervading our lives like never before. From robots and chatbots to virtual/augmented reality, machine learning, artificial intelligence (AI) and beyond, the physical space is littered with digital influence. The impact of increased automation is already upon us and influencing our lives in all possible ways. Up till now technology adoption has never been so rapid, versatile and secular but the presence of connectivity has enabled this growth. The focus of this narrative will be to explore how exactly human life gets affected because of these inevitable technology trends. There are six such changes that look imminent. The newer technologies are enabling embryonic assessments in early stages, hence alleviating the need for morphological assessments where high degree of human skills was required. The issue is that morphological grading by humans leads to wide inter- and intra-operator variation. These long-standing difficulties may now be improved by using advances in AI. Thus, mathematical variables derived from time-lapse images of embryo development may now be used such that an algorithm can classify images of an embryo’s development automatically, and so remove the human variable from the crucial task of morphological assessment. This was also highlighted in a study pre-

sented on July 4, 2017 at the 33rd Annual Meeting of ESHRE in Geneva. Start-up Deep Genomics is leveraging AI to help decode the meaning of the genome and their learning software is developing the ability to try and predict the effects of a mutation based on its analyses of hundreds of thousands of examples of other mutations — even if there’s not already a record of what those mutations do. Another example is the case of actress Angelina Jolie where she had a one recessive gene in her genome that was predicted using deep learning algorithms on her DNA sequence using the data from past studies, which predicted that she is susceptible to breast cancer. She underwent pre-emptive mastectomy to prevent herself from cancer. The confluence of medicine and technology will bring unprecedented transformations in human life. Another biological victim of the digital automation will be ubiquitous handwriting skills. Already most of the content that’s getting produced and published is digital. Handwriting skills have already suffered as most of the content gets digitally typed and then printed if at all needed in the physical format. Dematerialization has already inflicted the damage on the physical copy. It is now rare to write something on paper except when it’s your own signature, which is also digitally available now. Handwriting is almost nostalgic now. More and more people are digitally publishing the content

online with handwritten notes becoming virtually non-existent. When was the last time you wrote a handwritten letter or note to your friends? The growth of virtual assistants like Apple Siri, Google Assistant or Cortana that can translate the verbal instructions into written word will further deteriorate the physical handwriting practice whatever is left so far. This may impact the anatomy of hand including the fingers, which may become less flexible, and thinner to aid typing. Maybe in the future the meta-carpel and carpel joints undergo significant changes as they are no longer used for writing purposes. The third biological influence will be on the eyes. The sheer amount of information flow that’s happening is coming from social media apps, devices, digital displays or the web, which is exerting enormous strain on the eyes. Reading has exponentially multiplied, as is typical of information age where status quo is consistently challenged. The knowledge bust that’s happening is fuelling the information fire. With faster and better technology, development and evolution is becoming possible in every sphere of our life, be it medicine, law, science, engineering, education, hence necessitating the constant need to upgrade and update. The concomitant impact of it will be largely borne by eyes. With so much to read and ingest, the shape of our eyes may get adapted over a period; they may become enlarged or may be more bulged. In fact,

the underlying neuron system powering the vision may undergo subtle changes as well because of the way the things will be perceived and seen in the VR, AR-infected world. Another impact is going to be on the neck and the backbone. With the advent of smartphone the average time we are spending on the device is about 180 minutes. Yes, that’s correct: three hours per day. We are continuously stretching our necks for longer periods of time, which is therefore bent most of the time. Now most of things can be auctioned, can be monitored or searched on phone, which is reducing physical movements all the time. For example, you can monitor your employees working remotely on your phone using the GPS and camera, thereby obviating the need for physically moving yourself. This is not only forcing your neck to constantly gobble up the data that’s being ejected on your smartphone screens but also increasing your seating time, making you more sedentary than ever. Seating continuously for longer periods of time puts pressure on the spinal cord and the vertebrae. Hence all these lifestyle changes will have an anatomical impact on our spinal cord and neck in the time to come. As a result, the spine may become more rounded and short. It may be so that in future humans have few extra movements in neck due to some extra cervical spine joints. With the problem of plenty, memory will be worst affected. As more and more information is

produced collaboratively and co-operatively on social platforms lesser and lesser will be retained. Also, with advanced search algorithms by our side, who needs to worry about remembering something? Learning by rote will be extinct in future. This will impact the memorability of human beings as lesser effort will be given to remember anything. The incentives that existed in the past to learn mathematical tables or capitals of the countries have ceased to exist. Society is now rewarding people who have application skills, who can combine expertise in multiple subjects to yield insights and solve layered business problems. The demand for people who can blurt out facts has completely evaporated. The processing that’s required to memorize things will weaken during time, leading to complete adaptation of the neurons and brain functions that govern memory. With so much data floating around us and machine learning algorithms parsing them, AI is

getting adaptive by the day. The rich data that’s getting ingested is only leading to more informed choices and better decisions. The role of luck, or the unknown is getting subsumed by intelligent analytics or processed data that was earlier not available. The traditional belief structures rooted in religion of God are getting displaced by more data-centric approach or ‘Dataism‘, as Yuval Harari calls it. So much structured and unstructured data is getting generated—be it location data, emails, OCR processed reports, Facebook posts or likes, WhatsApp messages, tweets etc.— which enables algorithms to do the data analysis and decipher the subterranean trends, patterns and phenomena underlying these data sets, paving the way for better understanding of society and things around us. PUNE, JUL 13 (AGENCIES): In good news for India, which has set an ambitious deadline of the end of the year to inoculate its adult population, the Russian Direct Investment Fund (RDIF) on Tuesday said Russian vaccine Sputnik V will be produced at the manufacturing units of Pune-based Serum Institute of India from September, reports news18.com. “As part of the technical transfer process, SII has already received cell and vector samples from the Gamaleya Center. With their import approved by the Drug Controller General of India), the cultivation process has begun,” read a statement from RDIF. Reacting to the announcement, Serum Institute chief Adar Poonawalla said he was “delighted to partner with RDIF to manufacture the Sputnik vaccine”. “We hope to make millions of doses in the coming months with trial batches starting in the month of September,” he said.

Poonawalla added: “With high efficacy and a good safety profile, it is critical that the Sputnik vaccine is accessible in full measure for people across India and the world. Given the uncertainty of the virus, it is important for international institutes, and governments to collaborate and further bolster up our fight against the pandemic.” Kirill Dmitriev, CEO of the Russian Direct Investment Fund, commented: “RDIF is delighted to cooperate with Serum Institute of India, the world’s largest vaccine manufacturer. This strategic partnership is a major step to substantially increase our production capabilities demonstrating a perfect example of joining forces and expertise to save lives both in India and around the world. A Coimbatorebased lab confirmed that the 38-year-old doctor was infected with the virusafter testing his samples, health minister Veena George said here. Two more persons, including a woman, tested positive earlier in the day. The affected persons were identified as a35-year-old man, hailing from nearby Poonthura and a 41-year-old woman, native of Sashtamangalam here, the minister said. The samples were tested at the virology lab in the government medical college here and at the Coimbatore-based laboratory respectively. The minister urged people to be vigilant as the number of those testing positive for Zika virus has increased in the State. The testing for Zika virus began at the government medical college here on Monday, she said, adding that 15 samples had been tested on the initial day.

Union ministers Arjun Munda, Virendra Kumar, Kiren Rijiju and Anurag Thakur have been included in the rejigged Cabinet Committee on Parliamentary Affairs, according to a notification issued by the Cabinet Secretariat last night. The reports said that the provision has caused concern that the movement of beef and cattle for agricultural purposes to Meghalaya, Mizoram and Nagaland could be affected. Beef is common in the three Christianmajority states and they depend on transport from Assam. Assam remains the main gateway for transportation of goods from the rest of India to the wider northeast region. Meghalaya chief minister Conrad Sangma had recently expressed concern about the bill before it was introduced. In a press release, NPCC president K Therie stated that caution should be taken before passing the Assam Cattle Preservation Bill, 2021. He said that the bill should not be detrimental to the inherent trade and food habits of the Northeast. Therie said cow trade in the Northeast extends to Bangladesh and Myanmar through Assam’s length and breadth since time immemorial for the Hill States. “Any restriction through the Bill will be detrimental to the inherent trade and deprive food,” NPCC president said. KATHMANDU, JUL 13 (PTI): Nepali Congress President Sher Bahadur Deuba on Tuesday formally became the country’s Prime Minister for a record fifth time after the Supreme Court’s intervention. The 75-year-old veteran politician took the oath of office and secrecy from President Bidya Devi Bhandari during a swearing-in ceremony here. The ceremony, initially set to be held at 6:00 pm (17:45 IST), was delayed after Deuba said he would not take the oath of office until the President revises the notice of his appointment. A five-member Constitutional Bench led by Chief Justice Cholendra Shumsher Rana, in its order, had said that Deuba must be appointed the Prime Minister in line with Article 76 (5) of the Constitution. HC asks when India would see this day

1983 World Cup winner Yashpal no more 2026 BWF World Championships allotted to India

NEW DELHI, JUL 13 (IANS): Former India batsman Yashpal Sharma, a member of the 1983 World Cup-winning side, passed away on Tuesday at his home in Noida. He was 66. Sharma suffered a heart attack after returning from morning walk and collapsed at around 7.30 am. The right-handed batsman, who was the backbone of India’s middle-order in the 1983 World Cup, played 37 Test matches, scoring 1606 runs, and 42 ODIs scoring 883 runs. He also played 160 first-class matches, representing Punjab, Haryana and Railways, and scored 8933 runs. But he was best remembered internationally for his per-

NEW DELHI, JUL 13 (IANS): The Badminton World Federation has allotted the BWF World Championships to India for 2026, it was announced on Tuesday. This will be the second time that India will host the premier tournament, which is held every year except for the Olympic year. India had hosted the BWF World Championships in Hyderabad in 2009. Since then, India has played host to various major badminton tournaments including the 2014 Thomas and Uber Cup Finals, the Asian Championships apart from the annual BWF Super 500 event, the Yonex-Sunrise India Open. Badminton
