The top court said there are serious lapses in the enforcement of the 2013 Prevention of Sexual Harassment (PoSH) Act. A bench of Justices AS Bopanna and Hima Kohli said an improperly constituted sexual harassment panel would be an impediment in conducting an inquiry at the workplace, as envisaged under the statute and the rules. The apex court said it will be equally counterproductive to have an ill prepared committee conduct a half-baked inquiry that can lead to serious consequenc(Cont’d on p-8) es like imposition of major

the MLAs maintained that the violence that began on May 3 in Manipur, was allegedly “perpetrated by majority Meiteis and tacitly supported by the Government of Manipur against the Chin-Kuki-Mizo-Zomi hill tribals” They said the tacit support lent to the mobs by the Biren Singh government has served to partition Manipur and consequently effected “a total separation from the State of Manipur.” They said the Kuki community can no longer exist under Manipur “as the hatred against our tribal community reached such a height that MLAs, ministers, pastors, police and civil officers, laymen, women and even children were not spared; not to mention of the destruction of places of worship, homes and properties”.

“The Union of India, all State Governments and Union Territories are directed to undertake a time bound exercise to verify as to whether all the concerned Ministries, Departments, Government organizations, authorities, Public Sector Undertakings, institutions, bodies, etc. have constituted ICCs/LCs/ICs, as the case may be and that the composition of the said Committees are strictly in terms of the provisions of the PoSH Act,” the bench said. The bench also directed that a copy of the judgment be transmitted to the chief secretaries who shall ensure strict compliance of these directions by all the concerned departments. The top court directed the Centre and all states and UTs to file their affidavits within eight weeks for reporting compliances.

the state government. He regretted that due multiple factions imposed by 18 factions, the business community was facing severe difficulties and their businesses were being pushed on the verge of break down. Dr. Muru also maintained that if the state government considered taxation by the factions as legal, then both the state and central government should cease taxing the business in the state. He also countered that if such taxations were illegal, then the state government should take action and stop such illegal taxations.

Dr Muru pointed out the rise of multiple factions in Nagaland over the years and presently there are 18 factions and all of who are collecting taxes under various forms. He said business community are asked to pay multiple taxes to each faction and ultimately end up paying around 35 to 40 forms of taxes to all the 18 factions. Dr.Muru said that when business community was still facing losses incurred during the Covid lockdown, such multiple taxes were pushing businesses to the verge of closing (Cont’d on p-8) down.

Maintaining everything prophesized in the Bible was

taking place, Vitoshe, therefore, urged all to take it as a duty to pray for Manipur. He also appealed to the gathering to pray that such situation did not happen in Nagaland.
