Shehbaz sworn-in as Pakistan PM Temperature dips as rain lashes Nagaland
ISLAMABAD, APR 11 (PTI): Opposition leader Shehbaz Sharif was swornin as the 23rd prime minister of Pakistan on Monday, hours after ousted premier Imran Khan’s lawmakers resigned en masse, signalling continued political instability in the coup-prone country. Senate Chairman Sadiq Sanjrani administered the oath of office to 70-yearold Shehbaz in President Dr Arif Alvi’s absence, who went on ‘sick’ leave ahead of the Pakistan Muslim League-Nawaz leader’s inauguration. Alvi, who belongs to Pakistan Tehreeke-Insaf of Imran Khan, had dissolved the National Assembly on advise of then prime minister Khan. He was advised to continue discharging his constitutional duties by his party. 7 units not to cooperate with NCD DIMAPUR, APR 11 (NPN): Seven tribal units— Rengam Public Organisation Dimapur, Zeliang Public Organisation Dimapur, Western Chakhesang Hoho, Poumai Hoho Dimapur, Chakro Angami Kuda Union, Mao Hoho Dimapur and Pochury Hoho Dimapur—have affirmed to not cooperate and participate in any activities organised by Naga Council Dimapur (NCD) till corrective measures were taken to streamline the process of election/nomination/selection in the interest of justice. In a joint statement, the seven units alleged that the present NCD office bearers have been functioning without being selected through proper election/nomination procedure and was running the public office, which they described was “unacceptable and illegal.” They said that the reputed Naga organisation cannot be allowed to function in this manner.

KOHIMA/DIMAPUR, APR 11 (NPN): Rains lashed most parts of the State on Monday, bringing down temperatures and even causing waterlogging at many places. Temperature in the State Capital Kohima dropped as torrential rains coupled with thunderstorm and lightening lashed the city, sending it into a cold frenzy. Mercury dipped 14 degrees during daytime and 6 degrees during night time to 20 and 15 degrees Celsius respectively, as compared to last year’s temperature of 34 and 21 on the same day. A local resident told this reporter that sights of potholes that turned into puddles of water during rainy season reflected poorly on the State and exposed the government’s failure in town planning, taking responsibility and holding accountability.
He said it also proved the State government’s inefficiency in addressing the matter despite numerous and frequent pleas from general public and various other organisations. Another commuter remarked that even if the State government built good roads, these would not last if proper drainage system was absent. He added that even though the roads in town areas were constructed, the point is whether they are really serving the purpose, as most drainages were not only clogged but also poorly constructed. firmed the resolution No.2 passed during their meeting in Kohima on November 21, 2021. The resolution urged the state government to hold Urban Local Bodies (ULB) election at the earliest with due rectification and amendment of the Nagaland Municipal Act wherever it infringed the Article 371 (A) of the Indian constitution.
CL XI question paper leak: NBSE files FIR
KOHIMA APR 11 (NPN): Nagaland Board of School Education (NBSE) has filed a complaint with the police in connection with the question paper leak of Class 11 promotion exam. In a statement, the board has also assured of initiating action against the institution that had leaked the question paper. And to maintain the sanctity of the exams, NBSE said it had uploaded second set of Political Science question paper of Class 11 on Monday, while question papers of the remaining subjects would be uploaded on the exam days at 8 am and continue as scheduled. NBSE also directed all institutions conducting the exams to take utmost care and maintain strict confidentiality to maintain the integrity of the exams. It may be noted that the question paper leak was detected on Sunday evening.
At Monday’s meeting, the three bodies also decided to depute a senior and well experienced lawyer to study Nagaland Municipal Act 2001, on behalf of the three municipals councils, and to represent the councils thereof. The two resolutions were adopted by raising hands after thorough deliber-
ation on the Nagaland Municipal Act 2001 and various sections of the amendment of the Act that infringed the rights of the Nagas. With regard to 33% women reservation in the ULB elections, the three bodies were of the opinion that they were neither for nor against it. Superannuation issue: NSF calls for status quo Rio-led core committee team in Delhi DIMAPUR, APR 11 (NPN): In connection with the superannuation age of medical doctors in the state, the Naga Students’ Federation (NSF) has demanded that the state government maintain status quo until a comprehensive review of the existing superannuation policy governing the state government employees was carried out. NSF vice-president Atokiho Sumi informed that the resolution to this effect was adopted at an emergency presidential council meeting held on April 11, at NSF office. The house also resolved to pressure the state
government for creation of more posts in the medical department and requisition the existing vacancies in the department to NPSC for immediate recruitment. Father, expressing dismay over the “sluggish progress” of the ongoing works at the two upcoming medical colleges in the state, the house resolved to demand the state government to make the two institutions functional at the earliest. Meanwhile, the house also resolved to ensure effective implementation of the ‘bond agreement’ signed by the students for availing the seat under state quota. The house noted that
agreement to serve the state and its people for a specific period of time post their studies should be strictly enforced by the authorities concerned. It may be mentioned that the Nagaland In-service Doctors Association (NIDA), backed by its units, is set to go ahead with the three-day mass casual leave (April 18 to 20) to protest against the government’s failure to resolve the issue of superannuation till date. DIMAPUR, APR 11 (NPN): A delegation of the Parliamentary Core Committee on Naga Political Issue led by chief minister Neiphiu Rio landed at Delhi Monday evening to meet Central leaders including Union Home minister Amit Shah to apprise them of the Naga political issue. On Monday, Rio accompanied by UDA chairman TR Zeliang, minister Neiba Kronu and advisor Phukayi Sumi left for Delhi, while deputy CM Y. Patton, who has been camping in Delhi for over a week, will join the team. On the other hand, ministers S. Pangnyu Phom and Kashiho Sangtam and advisor Kazheto Kinimi left for Delhi on Sunday.
Sources said that more legislators were likely to join team in Delhi. With the assembly elections scheduled to be held in the early part of next year, sources said that the Government of India was serious to resolve the decades old Naga political issue at the earliest. Though there has been an urgency to resolve the vexed Naga issue, both the Centre and NSCN (I-M) were yet to find the middle path to break the deadlock over the latter’s demand for Naga national flag and constitution. With Centre unwilling to accept the demands for a separate flag and constitution, NSCN (I-M) has affirmed that any solution without a separate flag and constitution for the Nagas was not acceptable.

Federal Investigation Agency (FIA) special court on Monday accepted Shehbaz’s application seeking exemption from personal appearance in court in the money laundering proceedings for one day, and extended the pre-arrest bail of

PTI leader and former information minister Fawad Chaudhry on Sunday in a tweet had said that the FIA prosecution head Lahore had been directed not to appear before the court in Shehbaz’s case so that the indictment is delayed. CRO Wokha conducts routine checking at Merapani DIMAPUR: Consumer Rights Organisation (CRO), Wokha along with district administration Wokha and Lotha Hoho (LH) visited Merapani April 9 and held a consultative meeting with sand suppliers and stockists with regard to supply, sale and adulteration of sand under the jurisdiction of Wokha district. In a press release, CRO Wokha media cell informed that during the meeting, the suppliers and stockists at Merapani informed that 400 cubic feet of sand were loaded into each truck and were transported to Wokha sand dealers. CRO Wokha, however, claimed that after proper technical measurements, the trucks entering Wokha town “did not meet the said quantity claimed by the stockists and suppliers from Merapani.” Consumer Rights Organisation Wokha president, M Abel Enny disclosed that trucks entering Wokha town carried 360 cubic feet as per technical measurements made and trucks entering Wokha town were charged at the rate of 400 cubic feet. The organisation said another major concern was adulteration of sand being supplied to Wokha town. In this regard, it reminded the suppliers and stockists that adulteration of sand would “not be compromised under any circumstances.” The imbalance in supply, sale and adulteration of sand only benefits the stockists and the suppliers K Y M C

To work out “imbalances regarding supply, sale and adulteration of sand” Consumer Rights Organisation Wokha said the suppliers and stockists at Merapani sought sevendays-time frame with effect from April 9. DIMAPUR: District Public Relations officer (DPRO) Dimapur, Lolano Patton convened a coordination meeting of DPRO Dimapur, Chümoukedima and Niuland staff at DPRO office Dimapur on Monday. According to a report from the office of the DPRO, during the meeting, Patton said that the office could not function in full swing for almost two years, due to the pandemic. She also lauded the staff who rendered their best services during the peak of the pandemic. With improvement of situation and with relaxed restrictions, the DPRO impressed upon the staff to pull up their socks and render their best services for the welfare of the people. Reminding the news section on Dimapur being one of
the busiest districts in the state, Patton advised them to be sincere in their assigned duties in covering multiple events as and when called for. DIMAPUR: Dimapur Meetei Council (DMC) organised a launching programme of Meetei waistcoat at Kevijau colony, Dimapur on April 10. In a press release, DMC president Sarat Thangjam stated that the purpose of creating and launching Meetei waistcoat was to prevent misidentification of the community in Nagaland. The council stated that it did not claim that the waistcoat was an original traditional dress or that the present traditional dress for Meetei men was wrong. It also stated that the council did not compel any Meetei to wear it but was “an attempt to prevent wrong identification of the community.” Further, DMC appealed to all the Meetei

Correspondent KO H I M A , A P R 1 1 (NPN): Several students suffered minor injuries and one student was taken to the hospital for emergency medical care here on Monday after a private city bus, which was hired to transport students of St Joseph’s College, Jakhama, ran into the ditch on the side of the road. The bus with around 23 college students, who returning home after their
semester final exams, met with the accident at Phesama village jurisdiction, around 20km away from Kohima. Although there were no cases of fatality, some of the students suffered minor injuries. One student, who was taken to hospital for emergency medical care, was later discharged. The cause for the accident could not be ascertained, but eyewitnesses confirmed that the bus driver was driving under
influence (DUI) of alcohol and lost control of the vehicle due to over-speeding. This was also confirmed by a student leader from the college. However, traffic police officials when contacted, could not confirm if it was a case of DUI. Police informed that they were awaiting blood alcohol report of the driver. Speed-up verification process: PDPWDFWU DIMAPUR: Peren District PWD Field Workers’ Union (PDPWDFWU) has urged the responsible department to speed up the verification process. In a press release, PDPWDFWU president Kunam Hegeu and secretary Temsu Ao informed that Aadhaar verification for PWD (R&B) (Housing) work charge employees began in March 2020. However, the union said that verification was yet to be completed till date “due to the reason best known to the

KO H I M A , A P R 1 1 (NPN): With Nagaland in the grip of deficit rainfall, agriculture production commissioner (APC), Y Kikheto Sema on Monday, said that prime minister, Narendra Modi’s vision of doubling farmer’s income by 2022 would hit a road block. Addressing the media after a book launch programme at Hotel Japfü, Kikheto said without rain, there was “no chance to double crop production” since there was “no road connectivity leading to the farmers.” While stating that deficit rainfall has caused too much harm to cultivation and the water table, agriculture production commissioner opined that the idea of drip irritation was not feasible in the hilly terrain of Nagaland.
It may be mentioned that the Nagaland State Disaster Management Authority (NSDMA) declared “drought of a moderate nature” in the entire state for six months from September 2021-March 2022. With drought like situation in the previous year, Kikheto informed that a team of experts from the ministry would be visiting the state around April 22-23 to carry out an assessment in order to understand the scenario. He maintained that although the age-old practice of Jhum cultivation could not be avoided, it was “not economically viable and ecologically suitable” with the growing population at present. While stating that he proposed for a separate college for Jhum or a subject on it in his meeting with the DGP, secretary of Indian Council of Agricultural Research (ICAR) which is the apex body for coordinating, guiding and managing research and education in agriculture. With regard to fall armyworm (FAW) infestation in the previous year, Kikheto said the state was “ready” to battle the infestation this year. Drugs worth over Rs. 2 cr seized in Manipur, Assam
IMPHAL/DIPHU, APR 11 (AGENCIES/PTI): In a major operation against drug menace, the security forces has recently apprehended two offenders and confiscated a large stash of contraband substances worth over Rs 2 crores from their possession. In another such incident, police personnel of Karbi Anglong seized opium worth Rs 50 lakh in Assam’s Karbi Anglong district on Monday. According to reports, the security forces have recovered atleast 25 soap cases of suspected Brown Sugar, weighing approximately 1.082 kgs. These apprehended offenders have been identified as – K. Samuel and Nianghoihsiam; both residents of Churachandpur district. Meanwhile, these operation is claimed to be the eleventh seizure of drugs along past 2 weeks. A search has been launched to nab the fleeing foreign nationals. A police official said that Istamur Ali and three women - Lalmati Rani Sarkar, Janata Rani Sarkar, and Khela Rani Sarkar, all resident of Nabiganj under Habiganj district of Bangladesh, were arrested from Kailashahar in March 2020 when they, after entering Tripura without any passports, had tried to go to neighbouring Assam. The police official said that after completion of their jail term seven months ago all the four Bangladeshis were under the custody of Unokoti district administration and the concerned authority, in consultation with Bangladesh Assistant High Commission in Agartala, was scheduled to repatriate them on Sunday. “ Ju s t b e f o r e t h e i r deportation, the officials found that three women, lodged in a school hostel, were missing,” the official told IANS.

Manipur observes death anniversary of Maharaj Correspondent IMPHAL, APR 11: Manipur on Monday observed the 172nd death anniversary of Maharaj Nara Singh, who liberated the erstwhile kingdom of Manipur from the Burmese invasion. Chief minister N. Biren Singh led the minister and others in paying floral tribute to the portrait of late Maharaj at the function held at the historic Kangla fort, Imphal. Singh also led other dignitaries in offering Tarpan (offering of fresh flowers paying homage) in Imphal Nungjeng Pukhri Achouba. The function was organized by Manipur State Archaeology, department of art and culture. After the floral tribute, a contingent of 1st Battalion Manipur Rifles offered guard of honour, gun salute and sounded the last post as a mark of respect to late Maharaja Nara Singh. Speaking on the occasion, Singh stated that the state government had started paying tribute and respect to the great forefathers, organizing functions at state level. NFR plans rail service to proposed ICP AGARTALA, APR 11 (PTI): The Northeast Frontier Railway (NFR) has a plan to provide direct train connectivity to the proposed Integrated Check Post (ICP) at Sabroom, a border sub-division of South Tripura district to ensure seamless cargo facility. A team of senior NFR officials held a meeting recently with state government officials, representatives of Land Ports Authority of India (LPAI) and Customs to implement the PM Gati Shakti Cargo Terminal scheme at the state’s southernmost border town. The NFR officials briefed on the PM Gati Shakti Cargo Terminal scheme, which will help in implementing these projects in a time-bound manner and enable them to have direct connectivity with railways. In the discussion, it was planned that railway connectivity will be provided inside ICP for the benefit of all stakeholders and the proposal regarding it will be submitted to NFR authority by the LPAI at the earliest, MLA Sankar Roy told PTI on Monday.

The deceased were identified as 35-year old R i m a K a r m a k a r, h e r 10-year-old son Ajay Karmakar, 32-year-old Jonaki Praja and 12-year old Chayanika Karmakar. A group of women, all tea garden workers, had plucked mushrooms from the vicinity of the estate in Sonari town of Charaideo district, which they then cooked and savoured along with their children, the district official said. Shortly after, eight of them experienced stomach ache and were admitted to Charaideo Civil Hospital on April 6. As their condition worsened, doctors referred them to AMCH, he added.

‘Border agreement can be reviewed or revised’ S H I L LO N G, A P R 1 1 (AGENCIES): Senior advocate and constitutional expert, VGK Kynta on Sunday refused to agree that the MoU, executed between Assam and Meghalaya governments on the interstate boundary row, cannot be reviewed or revised and demanded a referendum in the affected areas. Speaking with The Shillong Times, he observed that if the two governments go ahead with the MoU, then it will be a violation of the Covenants executed by way of an instrument of accessions and agreement annexed by the Chiefs of the 25 Khasi States, albeit by force. “I demand a referendum in those affected areas,” he said. Kynta has held positions such as Member of State Security Commission, Member of Advisory Board under Meghalaya Preventive Detention Act and Vice Chairman of Meghalaya State Law Commission. “I can’t understand the rush to execute the covenant (MoU) by the Chief Ministers of Assam and Meghalaya. The Khasi Students’ Union (KSU) also urged the two states not to go ahead with the next phase of negotiations until they are to able to resolve the grievances and objections raised by the stakeholders over the MoU which was signed for the first six areas of differences.
“How can we go ahead with future negotiations when there is a hue and cry over the border agreement? The people are not happy with the MoU,” KSU president, Lambokstarwell Marngar said. He insisted that the two governments take steps to ensure no one is left unhappy in the attempt to resolve this long-pending issue. “We had always given our positive suggestion to the government. It needs to listen to the voices of the people and respect their sentiments,” Marngar said. He also said that the KSU acknowledged the government’s efforts in resolving the boundary dispute. He said the KSU had urged the government to take everyone, including the Himas, Raids, district councils, landowners and people residing in the border villages, on board before signing any agreement. “It is important to ensure that everyone is on the same page to avoid any conflict or discontentment and it was agreed upon. But, sadly, the government has gone ahead to finalise the MoU without the consent of important stakeholders,” Marngar lamented.

village on Sunday evening after a group of miscreants pelted a Ram Navami procession with stones, district officials said. Internet services have been suspended in Lohardaga town and prohibitory orders under Section 144 CrPC imposed in the entire district, Subdivisional Officer Arbind Kumar Lal said. Ten motorbikes and a pick-up van were set on fire during the violence, the officials said. I n K h a r g o n e c i t y, police fired tear gas shells to control the situation and a curfew was clamped in the
city on Sunday evening. The Khargone administration on Monday started demolition of at least 50 “illegal” structures of people accused of pelting stones at the Ram Navami procession in the city. “The government has a zero tolerance policy for rioting. So far, 84 persons have been arrested and 50 illegal constructions of these accused have been identified. The demolition of these illegal constructions has already started,” Indore Divisional Commissioner Pawa n S h a r m a t o l d reporters in Khargone. The illegal structures which are being demolished include homes and shops. Action has also been taken against four state government employees for spreading rumours over the communal violence in the city, Sharma said. Inspector General (IG) Rakesh Gupta, who is camping in Khargone along with Sharma, said the law and order situation in the city was under control and action against anti-social elements was continuing. Madhya Pradesh Chief Minister Shivraj Singh Chouhan said damage caused to public and private properties will be recovered from rioters as he vowed strict action against the miscreants.

The CJI also said that India’s vast social and geographical diversity must find its reflection at all levels of the judiciary, contending that it will improve efficiency. Justice Ramana was speaking at the ‘2nd Comparative Constitutional Law Conversation’ along with United States Supreme Court Judge Justice Stephen Breyer. The CJI said that he agreed with Justice Breyer’s view that the ‘job of the judge is not political’. “I really laud the statement of Justice Beyer - ‘Job of the judge is not political’. It is a really wonderful statement. Once we have taken oaths of the Constitution, once you start working as a judge, I think politics is no more relevant. It is the Constitution which guides us. This is the principle anywhere,” he said. The online event was organised by Society for Democratic Rights, New Delhi and the Georgetown University Law Centre, Wa s h i n g t o n D. C . o n the topic “Comparative Approaches of Supreme Courts of World’s Largest Democracies. On the aspect of inclusivity in the Indian judiciar y, the CJI said

that although presently the Supreme Court was functioning with four women judges - the highest number so far - he “expects more” and “inclusivity does not stop with having more women judges”. The CJI noted that India has a population of nearly 140 crores, with around 120 languages, thousands of dialects, more than 4000 communities and more than 700 tribes. This social and geographical diversity must find its reflection at all levels of the judiciary as diversity on the bench promotes diversity of opinions and efficiency, he said. “With widest possible re presentation, people get to feel it is their own judiciary. Diversity on the bench promotes diversity of opinions. Diversity enhances efficiency. “People from different backgrounds enrich the Bench with their diverse experiences,” the CJI said and added that he was happy that the outlook of the fellow members of the collegium is “very
progressive”. Speaking on the issue of PILs, CJI Ramana acknowledged that although there are “limitations” to PIL, which are the result of the Supreme court’s innovation, the “overall net outcome” has been “encouraging”. “PIL has prevented cross abuse of the executive and checked corruption on some levels and sought accountability… “PIL is a tool and it is an instrument to uphold civil rights and take care of the needs of people belonging to suppressed classes… To some extent, it has successfully achieved its object and now it is an integral part of the system,” he said, CJI Ramana said the spirit of the American and Indian constitutions is the same. “The object is that the people of the country must abide by the rule of law and ultimately it is the people’s view that is sovereign. We have to respect it. Ultimately, we will uphold Constitutional values,” he said. The CJI said there is a clear-cut separation of powers of the three organs of the Constitution “so there is no problem in interpreting any of the issues”. Refer ring to the inadequate judicial infrastructure, the CJI said from his days of practicing as an advocate, he noticed the poor condition of courts in rural areas.

TN Assembly passes resolution urging Centre to withdraw CUET CHENNAI, APR 11 (PTI): The Tamil Nadu Assembly on Monday adopted a resolution urging the Centre to withdraw the proposal to conduct a Common University Entrance Test (CUET), saying like NEET it would side line school education, undermine overall development oriented learning in schools, lead to stress among students and mushrooming of coaching centres. Barring the BJP which opposed the resolution piloted by Chief Minister M K Stalin and staged a walkout, it was supported by all the allies of the ruling DMK including the Congress and Left parties. The principal opposition AIADMK, too supported the move and asked the state government to take steps to halt the test, saying it be ‘nipped in the bud.’ The resolution,

referring to an announcement in respect of CUET to be held by the National Testing Agency quoted it as saying that admissions to central varsities would be on the basis of national test score not taking into account the marks secured by students in the class 12 exams. The test score may also be ‘followed’ by state, private and deemed varsities if they opt so. “The Assembly feels that any entrance examination that is based on National Council of
Education Research and Training (NCERT) syllabus will not provide an equal opportunity to all students who have studied in varied state board syllabi across the country.” In most states, state board syllabus constitutes more than 80 per cent of the total student population and these students invariably hail from marginalised sections. Hence an NCERT syllabus-based entrance exam would place this deserving majority in a disadvantegeous position in securing admission in central universities. “The Assembly feels that in Tamil Nadu’s context, this is likely to drastically reduce the number of students from our state in various central universities and their affiliated colleges.” There is no doubt that CUET, like NEET would side-line the diverse school
education systems across the country and grossly undermine the relevance of overall development oriented long-form learning in schools and make students rely on coaching centres for improving their entrance exam score. “The people of Tamil Nadu feel that it will only favour further mushrooming of coaching centres. It is also felt that enforcing such an entrance examination along with regular schooling will lead to mental stress among student community. In order to exercise the rights of State Governments this Assembly emphasises the Union Government to withdraw the proposal of conducting of Common University Entrance Test (CUET),” it said. Stalin, moving the resolution said the C e n t r a l g ove r n m e n t ’s attack on the state’s right
on education continued and an announcement in connection with the test said the CUET score could also be taken into account by state, private and deemed varsities. He sought unanimous adoption of the resolution. This is to see that the future of Tamil Nadu students was not affected. After the CM moved the resolution, MLAs belonging to DMK’s alliance parties, the PMK and AIADMK’s K P Anbalagan, who is a former Higher Education Minister spoke supporting the resolution. The BJP’s Nainar Nagendran opposed the resolution and sought its re-consideration and later led his party MLAs in staging a walkout. The chief minister said barring the BJP all the other parties have welcomed the government’s move, and it has given encouragement to the resolution.

INDORE, APR 11 (PTI): Congress president Sonia Gandhi’s son-in-law Robert Vadra has said he is ready to enter politics “if people want” and this will allow him to serve them in a major way. Speaking to a local YouTube channel on Sunday after offering prayers at the Mahakaleshwar Temple in Ujjain, Robert Vadra (53), the husband of Congress general secretary Priyanka Gandhi, said he understands politics. “If people wish I should represent them and if I can bring some change for them, then I will definitely take this step,” he said, adding that by doing so, he will be able to serve people “in a major way”. “My charitable works are going on for more than 10 years and will continue in future also. Whether I enter politics or not, these works will continue as it is my way of serving people,” he said. Azam Khan is in jail for more than two years, but the SP president only once went to meet him in jail. Not just this, Muslims are not being given
importance in the party.” Fasahat added, “Now Akhilesh Yadav feels that our clothes stink.” Interestingly, day ago, SP MP Shafiqur Rehman Barq had also alleged that SP was not working for Muslims. Samajwadi Party state spokesperson and national secretary Rajendra Chaudhary said: “I am not aware of any such meeting or comments. Azam Khan is with the SP and the SP is with him.” Azam Khan’s wife Tazeen Fatima is an exMLA and former Rajya Sabha member while his son Abdullah Azam Khan won the Suar assembly seat in Rampur. Azam Khan has been winning the Rampur seat since 1980. He lost only in 1996 to the Congress.

Conflict erupts
language war appears to have erupted nationwide following the announcement made by union home minister Amit Shah, chairperson of the Parliamentary Official Language Committee, that Hindi will be made compulsory in all the eight north eastern states up to Class X. Amit Shah said Hindi would be made compulsory up to Class 10 in the region’s schools. He also said 22,000 teachers have been recruited to teach Hindi in the northeastern States. What Shah attempted to do was literally setting the cat among the pigeons and for which the reactions indicate the reasons for stoking up the divisive debate. Shah’s announcement had all political parties, alliance partners as well as nonNDA opposition parties up in arms. All north eastern states are either ruled by the BJP or in alliance with other political parties, so there had been less openness in opposing the move. However, besides NPF in Nagaland, part of the NDPP-BJP alliance, no nonBJP alliance partner in the NDA made noise though the non-NDA opposition as well as influential organisations expressed vehement opposition to such a move. Perhaps Amit Shah wanted to test the waters over an earlier attempt by the Modi government to push towards making Hindi the national language but was compelled to tone down the objective in its initial draft education policy. In the draft policy, the government has proposed mandatory teaching of Hindi alongside English and the concerned regional language in non-Hindi speaking states. The government later revised its draft policy to make it nonmandatory. It rekindled the stir against imposition of Hindi in 1937, when the first anti-Hindi-imposition agitation was launched in the Madras Presidency. The very attempt to introduce Hindi in any form has been opposed in non-Hindi speaking states as the south Indian states, West Bengal, Assam and other north eastern states. Even Article 351 stated that Hindi may serve as a medium of expression and to be promoted along with all other Indian languages totalling 22 and later three more added to the list in 2004. It would thus appear that the Eighth Schedule was intended to promote the progressing use of Hindi and for the enrichment and promotion of that language. Besides not having a clear constitutional mandate, the effort to impose Hindi as national language was exposed by the Census 2011, which showed that Hindi is the language of less than 44 per cent Indians and mother tongue of only little over 25 per cent people in India. In the Northeast region, Hindi is compulsorily taught till Class 8 except in Arunachal Pradesh, where the language is a mandatory subject till Class 10. In Tripura, Hindi is not compulsory at all in schools. Reacting to Shah’s announcement, NPF president Dr. Shürhozelie, recalled how the Janata Party government under Morarji Desai, wanted to impose Hindi in non-Hindi speaking states like Nagaland. Shürhozelie, who was then education minister of the UDF government, an ally of the Janata Party, told Morarji that Nagas were not unwilling to learn Hindi but it should be first taught not imposed. The chauvinism in this regard is unmistakable. It means those who can’t speak Hindi are not Indians. Congress leader Jairam Ramesh said imposing Hindi will be counter-productive. Today, it could also mean another way of ‘infiltrating education via Hindi’ and there is no prize for guessing whose agenda it could be.

Formation of the Naga Peoples’ Convention
n the recent years, many people have written for and against the 1960, 16-Point Agreement between the Naga Peoples’ Convention and the Government.Therefore, to those people who do not know the circumstances leading to the formation of the Naga Peoples’ Convention and the signing of the Sixteenth Points Agreement, in brief I am issuing this statement. Prior to the formation of the Naga Hills – Tuensang Area (NHTA), the Naga Hills was a district of Assam under a Deputy Commissioner at Kohima and a Sub-Divisional Officer at Mokokchung.The present Eastern Nagaland (ENPO) area was in erstwhile Tuensang Frontier Division under North East Frontier Agency (NEFA). In the months of June and July, 1956, disturbances erupted on a large scale and the interior parts of the Naga Hills witnessed large scale killings of mostly teachers and Gaonburas (GBs) by the Underground as they were suspected of loyalty to the Government. There were also grouping of villages, rapings, torturings, killings and burning of villages by the security forces. Therefore, seeing the sufferings of the people, when the situation improved in the month of April, 1957, at the initiatives of concerned Naga leaders, such as, Mr. I. Sashimeren Aier and others, a preliminary meeting with neighboring and available tribes representatives a meeting was held at Western House at Kohima on the 27thof July, 1957, where representatives from Angami, Ao, Rengma, Lotha, Sema, Konyak and Zeliang tribes attended.At the meeting, the following resolutions were passed, “Whereas the present situation in Naga Country demands a change in the interest of all concerned, and whereas, it is essential to establish complete mutual understanding and unanimity amongst the Naga people as a whole, for that purpose we, the signatories below, at the request of the Naga public hereby issue this appeal, notice to all Nagas for the general meeting to be held at Kohima on and from the 22nd August, 1957. In the meeting some concrete suggestions for a political settlement for the long-drawn Naga problem through peaceful negotiation with the Government of India will be discussed.Hence, all the Naga tribes are earnestly requested to choose their own representatives and send them to this conference to represent the views of their tribe with their respective resolutions in the matter of settling the Naga problem.Meanwhile the Government is requested to provide facilities for the free movement of the people concerned and their representatives and ensure safe passage for them.” On the 22nd August, 1957, the Naga Peoples’ Convention was held and the name ‘Naga Peoples’ Convention’ was coined.Dr. Imkongliba Ao was elected the President of the Convention and Shri. J.B. Jasokie was elected as Secretary.There point by point discussion and the main discussion centered round the first resolution where it resolved that the only answer to the Naga problem was a satisfactory political settlement, but the words ‘within Indian Union’ was not added to it.Some members were against this, therefore, this was put to vote and an additional resolution was passed clarifying the first resolution to say that in view of the message of the Governor of Assam conveyed to the President of the Convention, the following clarification had been made in order to avoid any possible misinterpretation and as such the delegates were empowered to say that the ‘satisfactory political settlement’ mentioned in the first resolution meant a satisfactory political settlement within Indian Union.Another resolution was passed which said, “If the Government expresses inability to take up the question of re-transfer of reserve forests immediately, the delegates are empowered to agree to the immediate constitution of a separate administration unit under the Central Government comprising
the Naga Hills District of Assam and the Tuensang Frontier Division of NEFA without prejudice to our claim for the forests which will be again agitated at the time of entering into negotiation for a political settlement”.This supplementary resolution was passed in view of the extreme urgency of a change in the administrative set up. On the 25th September, 1957, the delegates met the Prime Minister, who in turn accepted the proposal on behalf of the Government of India.The delegates had also requested the Prime Minister that amnesty should be declared and the practices of grouping all the Naga Villages should be stopped. The Prime Minister agreed to accept the request for amnesty in respect of past offences committed but it would not apply to offences committed thereafter.It would also not include offences committed against another tribe.Though the principles of de-grouping of Villages were accepted, it would take place only when circumstances improved. The delegates met the Prime Minister again on 26th September, 1957 and Dr. Imkongliba Ao, impressed on the Prime Minister that separate administrative unit was only an interim measure. On the 23rd October, 1957, a Select Committee of the Naga Peoples’ Convention met at Mokokchung to hear the report on the discussion with the Prime Minister by the Naga Delegation returning from New Delhi.Having gone through the report, the following resolutions were passed.“The Selection Committee expressed deep appreciation of the Prime Minister’s action in conceding to the resolutions of the Naga Peoples’ Convention and also setting up a new administrative unit as essentially an interim measure”.But the Selection Committee desired to make it clear that the interim measure should be such that in no way it closes the door for further political negotiation. On the 1st December, 1957, a separate administrative unit was formed combining the Naga Hills District and the Tuensang Frontier Division of NEFA.In short, it was called – Naga Hills – Tuensang Area (NHTA). The second sitting of the Naga Peoples’ Convention at Ungma took place from the 21st to 23rd May, 1958. In this Convention, one Vice-President and one Joint Secretary were elected and they were Mr. Vizol and Mr. S.C. Jamir respectively. In this meeting Liaison Committee was appointed to explore possibility of agreed solutions of the Naga problem with the Underground and they were to place their findings before the Select Committee within three months.The members of the Liaison Committee were Dr. Imkongliba Ao, Mr. A. Kevichusa, Mr. Vizol, Mr. Tekasosang, Mr. Khelhoshe, Mr. Sangba, Mr. Etssorhomo Lotha and Mr. Lakhimong. The Liaison Committee took a long time in submitting their report resulting in some members of the Select Committee getting impatient.Eventually, on the 11th December, 1958, the Liaison Committee reported their failure.In the report they had mentioned that they were hoping for a general meeting of the Naga people but that did not materialize.They also mentioned that the Undergrounds were prepared for negotiations on the issue of Naga independence, but the Government of India was not prepared to have negotiations on the issue of independence. The Select Committee at its meeting at Kohima on the 11th December, 1958, discussed the report submitted by the Liaison Committee and reviewed the situation. The Select Committee after thorough deliberation on the situation in the country, and in the light of the report of various tribes, resolved to appoint a Drafting Committee to prepare a draft for the political Settlement within the purview of the first Naga Peoples’ Convention at Kohima.The Committee were to submit the draft by 1st March, 1959.

The leader of the delegation had no suitable word to replace “Nagaland” so it would have to be ‘Nagaland’.Coming to the twelfth point with regard to the transfer of reserved forests, “The Naga delegation discussed the question of the inclusion of the Reserved Forests and contiguous areas inhabited by the Nagas.They were referred to the provisions in Articles 3 and 4 of the Constitution, prescribing the procedure for the transfer of areas from one state to another”.Regarding the thirteenth dealing with the consolidation of contiguous Naga areas, “The Naga leaders expressed the view that other Naga inhabiting contiguous areas should be enable to join the new State.It was pointed out to them on behalf of the Government of India that Articles 3 and 4 of the Constitution provided for increasing the area of any state, but that it was not possible for the Government of India to make any commitment in this regard at this stage”. The Prime Minister had no objection to the other points.Thus the most historic meeting between the Prime Minister and the Naga Leaders concluded. The first resolution of the Naga Peoples’ Convention was that the only answer to the Naga problem was a satisfactory political settlement and the setting up a new administrative unit as essentially an interim measure and in no way it closes the door for further political negotiation.By formation of the Naga Peoples’ Convention, the Naga Hills District of Assam and the Tuensang Frontier Division of North East Frontier Agency (NEFA) were brought together and formed Naga Hills – Tuensang Area (NHTA) and the Sixteen Points Agreement. Since her inception, God through the Holy Spirit bestowed His wisdom upon the early believers and framed out the Rules and Regulations for administration while building God’s kingdom on earth. The present Constitution and the Rules and Regulations we follow are only the amended, edited, and refined ones (with various omissions and commissions as per the changing of times) keeping in mind the basic structures which the early believers had framed out in accordance with the inspiration of the Holy Spirit. The Leaders of LBCA will come and go as they are not permanent, but the LBCA will be there till the rapture of the Church. Likewise, the Constitution and the Rules and Regulations which were approved time to time by the LBCA Delegates are in force will also remain till the planet earth exists. Therefore, in the event of any changes, rectifications, modifications, dissolution, etc. it has to be effected within the ambit of the LBCA Constitution and Rules and Regulations and within the platform of LBCA and that

ow does the Home Ministry in Delhi get to impose Hindi in the schools of the Northeast? Good question. But let’s start from the beginning because history matters, and in this case the past has caught up with the present with vengeance. In the early 1950s, Mahasabha activist Bhuddeshwar Gohain, Headmaster of Seikho Government High School in the then Tuensang Frontier district, wrote to Prime Minister Nehru: “I am glad to note that the cries of Naga Independence have been crushed by the Military, but there still remains the most powerful support of future revolt, which I’m sure the Military cannot win. This is Christianity…. It will be wise, in my opinion, to check and replace the Christian culture immediately with the national culture. Education in this district should be immediately freed from Christian influence even with the help of the Military when essential.” The Global Naga Forum welcomes the study of any language in the Naga homeland -- Indian as well as world languages. We very much encourage teaching the rich oral traditions and literatures of the Northeast, India, Myanmar, and the world. This is because a healthy democracy depends on two groups of people. An educated citizenry who respect and value the best ideas that human beings have written about, led by a team of capable public leaders working to promote the common good at home and beyond. This distinctive human endeavor for excellence and for peaceful coexistence among nations with immensely diverse languages,
cultures, and religious beliefs has been going on for millennia. It is called human Civilization. India has contributed to the history of civilization with distinction -- in the past. But the current BJP government’s arbitrary decision to impose something like the teaching of Hindi on the eight states of the Northeast does not advance human excellence or respectful co-existence among the diverse linguistic and cultural groups India is known for. It has nothing to do with the goals of collaborative good government either. The decision has everything to do with the BJP’s vision of a monolithic HinduIndia and a RSS-driven “national culture” that the Mahasabha argued for in Tuensang seven decades ago. Home Minister Shah’s effort is the latest version of the 1950s project of Hinduizing the Naga homeland, which is now being expanded to cover the whole of the Northeast. We said history matters. People who study Indo-Naga relations will easily identify three major weapons in the arsenal of India’s campaign against the Naga people’s movement for self-determination. First, military force to crush a democratic, political struggle. After more than six decades working under the protection of the Disturbed Areas Act (DAA) and the Armed Forces Special Powers Act (AFSPA), the Indian armed forces have mostly completed the job. Yet, the AFSPA remains in place and the Naga homeland continues to be increasingly militarized. This is because, for Government of India, militarization of the northeast region has now acquired a func-
tion beyond the Naga issue. The Northeast has been turned into a boot camp for the Indian Army. The second item in the anti-Naga arsenal has been the Indian Intelligence Bureau. Its role was, and is, to create divisions among the Nagas every which way, and GoI in tow with a free cash flow to change and corrupt Naga traditional values and governance system. The Bureau helped bring a section of Nagas under a new governance structure in 1962-63, the Indian state of Nagaland. This mission of dividing and corrupting the Nagas has been accomplished with remarkable success for GoI but irreparable harm to the Naga society. What remains then is the third weapon: bringing Naga society in alignment with Hindu India. This project was delayed under Indian Congress party rule, but has now been revived with passion by the BJP. A Hindi-Hindu-centric national education in Nagaland and the whole of the Northeast is the BJP’s current goal, and making Hindi compulsory is an intentional step in that direction. In light of this unbroken history of Government of India’s systematic abuse of the Naga people’s right to self-determination on every front, GNF strongly opposes the imposition of Hindi in the state of Nagaland and the Naga homeland. The BJP’s current move will be the final phase, the beginning of the end, of Naga existence as a people. We therefore invite all Nagas, in the homeland and around the world, to ponder these two questions: Who are the Nagas? What are Nagas becoming? Media Cell Global Naga Forum

Therefore, save within the Constitution and the platform of LBCA, no other set-up or organization(s) has the right to judge the LBCA or can force the LBCA to act upon their resolutions, pronouncements and/ or promulgations. Further, save within the ambit of the LBCA Constitution, Rules and Regulations and within the platform of LBCA through resolutions of LBCA Executive Body and Delegates, there is no provision(s) in our constitution which provides or permits any other set-up or organization(s) to pass resolutions, pronounce and/or promulgate any changes or said to be restructurings within LBCA set-up, and therefore, any such resolutions, pronouncements, promulgations cannot and will not be accepted by LBCA in any way now and in the days or years to come. 2 dead in Jharkhand cable car mishap
NEW DELHI, APR 11 (IANS): At least two people were killed and several others injured after two cable cars in a ropeway collided with each other at Trikut hills in Jharkhand’s Deoghar district even as the Indian Air Force on Monday continued its operation to rescue 40 starnded tourists. Acting on the request of the state government, the IAF deployed one Mi17 and one Mi-17 V5 helicopter early in the morning. The IAF contingent also has a component of IAF Garud Commandos to conduct the operations. “A recce was conducted by one of the helicopters in the morning and operations are underway in coordination with the district administration and NDRF,” Air Force said. Two people were declared dead and several others injured after two cable cars in a ropeway collided with each other at the Trikut hills close to Baba Baidyanath Temple in Deoghar on Sunday. “The exact cause of the mishap would be ascertained only after an investigation. The focus currently is on rescuing the people stuck on the ropeway,” said sources.

Rahul Gandhi should take charge as Cong president: Bhupesh Baghel RAIPUR, APR 11 (PTI): Chhattisgarh Chief Minister Bhupesh Baghel has pitched for Rahul Gandhi once again taking charge as Congress president, even as he asserted that the party follows a democratic process and anyone willing to contest for the post is free to do so. Sonia Gandhi is currently the interim president of the Congress. She assumed the charge after Rahul Gandhi resigned from the position after the party suffered its second consecutive defeat in parliamentary elections in 2019. “The dates for the Congress organisational elections have been announced and those who want to contest are free to file nomination. I believe that Rahul Gandhi should take charge as Congress chief,” Baghel told PTI in an interview. His remarks come as the Group of 23 leaders has called for a revamp of

the party organisation. The demands for change in the Congress have increased in the wake of the party’s poor performance in the recently held assembly elections. We should move ahead.” Last month, the Congress Working Committee (CWC) decided Sonia Gandhi would continue to lead the party until the
election for the post of Congress president is held. Sonia Gandhi had also said she was ready “to make every sacrifice” in the interest of the party. While reposing full faith in her leadership, the CWC urged her to effect immediate corrective changes to strengthen the party and meet the political challenges ahead of the next round of elections. With the Congress organisational polls being underway, the party would have a new party president between August 21 and September 20 this year and thereafter, elections to the CWC would be held by October at the All India Congress Committee Plenary session. This disturbing trend was visible in three encounters in Kulgam, Naina Batpora and Chiva Kalan in the past few weeks, the officials said. Terrorists had deliberately taken shelter in mosques and madrassas with the dual aim of avoiding detection and inciting religious sentiments by instigating the use of force or firing by security forces. Rauf, a terrorist who was apprehended by the Army in Pulwama district of south Kashmir recently, told his interrogators that they had been taking shelter in a mosque and posing as preachers whenever the security forces closed in on
them, the officials said. Two Jaish-e-Mohammad terrorists, who were killed in the encounter in Chiva Kalan in Pulwama district, had been hiding inside a mosque. One of the slain terrorists was a Pakistani national. This madrassa was set up by Maulvi Naseer Ahmed Malik in 2020 and prior to that, he was an imam at Jamia Masjid in Chiva Kalan for six to seven years. Simultaneously, he used to impart religious teachings to young children of the village aged between 4 and 10 years. Since 2016, Malik has been involved in collecting ‘zakat’ (donation) from several villages in Pulwama, Budgam, Srinagar, Kulgam and Anantnag districts. The suspicion that he might be using the donations to help Pakistan-sponsored terrorists was proved right by documents recovered from the encounter site in Chiva Kalan.

NEW DELHI, APR 11 (PTI): The Delhi government is keeping a watchful eye over the COVID-19 situation and there is no reason to worry until a new variant of concern is detected, Health Minister Satyendar Jain said on Monday. Interacting with reporters here, the minister also sought to allay apprehensions over the steady rise in daily cases in Delhi and the positivity rate logging beyond one per cent in the last few days. “The count of daily cases in Delhi is being reported in the range of 100200. We are keeping an eye on hospital admissions, and that is going down. Focus shouldn’t be on positivity rate much as of now,” Jain said. Delhi reported 141 fresh Covid cases and one more death on Sunday, while the positivity rate stood at 1.29 percent, according to data shared by the city health department. The minister’s remarks comes after Gujarat reported its first case of the XE variant of coronavirus. The WHO has issued a warning against XE, a new variant of Omicron first detected in the UK, and suggested that it could be more transmissible than any COVID-19 strain so

NEW DELHI, APR 11 (PTI): Telecom regulator Trai on Monday recommended a 35 per cent cut in the reserve price for prime 5G spectrum frequencies in 3300-3670 MHz band, at Rs 317 crore per MHz. Releasing its muchawaited recommendations, Trai said that all available spectrum in the existing bands of 700 MHz, 800 MHz, 900 MHz, 1800 MHz, 2100 MHz, 2300 MHz, 2500 MHz and the new spectrum bands of 600 MHz, 3300-3670 MHz and 24.25-28.5 GHz, will be put to auction. “To provide flexibility to the telecom service providers, block size of 10 MHz for 3300-3670 MHz band and 50 MHz for 24.25-28.5 GHz band recommended. Spectrum to be assigned in a contiguous manner,” Trai said in a statement. SHANGHAI, APR 11 (IANS): Shanghai on Monday divided the whole city into areas belonging to three categories as part of targeted efforts to overcome a local Covid-19 resurgence. It has designated 7,624 closed-off management areas, 2,460 restrictive control areas and 7,565 prevention areas, reports Xinhua news agency citing local authorities as saying. The closed-off management areas refer to residential communities, villages, work units, or venues with Covid-19 infections reported in the past seven days. People in these areas will undergo seven days of closed-off management plus seven days of health monitoring at home. Doorto-door services will be provided where needed. The restrictive control areas are those without reported infections in the past seven days, within which people will observe seven days of health monitoring at home. People who have an urgent need to go to the hospital, among other emergencies, in the afore-
mentioned two areas can exit their respective areas for these purposes, with their movements under closed-loop management. Those areas without reported infections over the past 14 days are labelled as prevention areas, where people are allowed in principle to move inside their respective sub-district or town with strict restrictions on the scale of gathering, but are banned from entering the other two types of areas. The classification of each area can be adjusted in response to any changes in the situation within, according to the press conference. In the last 24 hours, Shanghai registered 914 confirmed local Covid-19 cases and 25,173 asymptomatic infections, according to the National Health Commission.

G O U Z O N, A P R 1 1 (AGENCIES): At a bar in Gouzon, a village in central France, a few locals gathered on Monday to read news of the first round of voting in the presidential election, which saw incumbent Emmanuel Macron through to face far-right challenger Marine Le Pen in a run-off. The brasserie’s owner, William Levron, 53, was pleased with local results: though Macron came out narrowly ahead nationally, here Le Pen led with almost 31% of votes cast on Sunday. Macron gathered only 20%, while Leftist Jean-Luc Melenchon and conservative Valerie Pecresse were at 14% and 13% respectively. “We’re satisfied because we want change, real change,” said Levron. Gouzon, with fewer than 1,600 inhabitants and a small centre boasting a pretty Gothic church, a couple restaurants and a few boulangeries, is located in rural Creuse, a department with the country’s lowest gross domestic product. India to host Street Child Cricket World Cup NEW DELHI, APR11 (IANS): A few weeks ahead of the 2023 Cricket World Cup, 22 teams comprising of street children from 16 countries will gather in India to participate in Street Child Cricket World Cup (SCCWC 2023) in September next year. The unique 10-day event sees street-connected children and young people take par t in a mixedgender cricket tournament, a festival of arts and a congress to champion the rights of street children worldwide. The event will be organised by Save the Children, India (Bal Raksha Bharat) and Street Child United will be the second edition of the tournament. ICC rejects PCB’s 4-nation tourney plan NEW DELHI, APR 11 (AGENCIES): The Pakistan Cricket Board’s (PCB) proposal to have an annual four-nation tournament which features Pakistan, India, Australia and England did not find favour with a majority of the International Cricket Council (ICC) members, it is learnt. PCB’s chief Ramiz Raja had proposed the idea during the ICC board meeting in Dubai on Sunday and gave a detailed plan, The Indian Express reported. The Indian Express understands that a few boards did support the idea but majority were not in favour of it. “He (Raja) spoke about at length but the majority felt it is important for boards to focus more on bilateral commitment. The Asian Cricket Council (ACC) members felt that going ahead they will only have the Asia Cup as a multiteam event in Asia and did not back the four-nation tournament,” a member, who attended the ICC meet

Goa not ready to host Natl Games yet, says Gaude PANAJI, APR 11 (IANS): Contrary to claims made by his predecessor, Goa’s new Spor ts Minister Govind Gaude on Monday said that the coastal state was not ready to host the National Games yet. “I don’t think we are ready for the National Games. There are several things (which need to be done) including infrastructure. We have to prepare,” Gaude, who was appointed Sports Minister last week, told reporters. “I am making a statement as a people’s r e p r e s e n t a t ive. M y department is open and transparent,” he also said. Gaude’s claims as Sports Minister are contrary to those made by his predecessor, Deputy CM Manohar Ajgaonkar, who had repeatedly claimed that the state government was in readiness to host the National Games and was only waiting for a nod from the Indian Olympic Association.
NEW DELHI, APR 11 (PTI): Praful Patel has no mandate to continue as All India Football Federation president as he has already served three terms and the national body should hold elections without further delay, the Sports Ministry has informed the Supreme Court. In an affidavit to the Supreme Court on April 8 in relation to a Special Leave Petition (SLP) filed by the AIFF, the sports ministry said Patel’s tenure was in violation of the Sports Code. “...the term of existing committee (of AIFF) is already over, and the existing president (Praful Patel) has completed more than 12 years as president, the petitioner (AIFF) should hold elections without further delay as per extant instr uctions contained under Sports Code and the instructions issued by the Answering Respondent (sports ministry) from time to time,” the ministry’s affidavit said. “That thus the tenure of an office bearer of the Petitioner, such as the president, who has already served 12 years as president of AIFF, will be in violation of the Sports Code, specifically clause 9.3 (iii) of the Sports Code read with the notification dated

The AIFF, however, did not hold the elections, citing a pending petition in the Supreme Cour t regarding its constitution. T h e A I F F m ove d an application in the Supreme Cour t only a month before its elections were due, seeking certain clarifications on the status of its constitution, which was under scrutiny in the Apex Court since 2017. The case is still pending. The ministr y also hinted that AIFF could lose its government recognition for not adhering to the sports code. “As the last elections held by the petitioner was on 21.12.2016, as such the Petitioner is required to
conduct fresh elections. While recently the Answering Respondent (sports ministry) renewed the Petitioner’s (AIFF) annual recognition for a year with effect from 23.10.2020, such recognition is subject to the outcome of the special leave petition pending before this honourable court. “Fur ther more, the Answering Respondent (sports ministry) in their renewal letter dated 23.10.2020 has categorically stated that the Petitioner (AIFF) needs to bring their constitution in line with provisions of the Sports Code within six months from the date of issue of the letter,” the ministry said in the affidavit. In 2017, the Delhi High Court had set aside the election of Patel as AIFF president (in the 2016 AGM) on a petition by senior advocate Rahul Mehra. But the Supreme Court had stayed the High Court decision, allowing Patel to continue in his role, while also appointing for mer Chief Election Commissioner of India S Y Quraishi and former national captain Bhaskar Ganguly as administrators and to formulate the AIFF constitution.

The meet was held on the theme, “Football for Unity and Progress”. According to DSUN president, all the 15 Kachari villages participated in the meet. The opening ceremony was g raced by founder Youth Net, Hekani Jakhalu Kense as special guest. The closing ceremony was graced by president of Kachari Tribal Council, Ramesh Hansu. Public Organization also graced the meet as guest of honours. In her speech, Hekani Jakhalu, called upon Mech Kachari and Dimasa community under Doyapur and Dhansiripar area to be united to progress ahead together with rest of the communities of Nagaland. She further assured that YouthNet will extend all support to nurture and mentor the youth in the field of education, skill building and livelihood. A special exhibition match for under-14 was also conducted, supported by YouthNet and selections of talented players were carried out under the aegis of Dimapur league, Hitova Aye and team.
