VP calls for change in attitude towards NE Proposes friendship formula to strengthen the unity of the nation NEW DELHI, OCT 10 (PTI/AGENCIES): Mesmerised by the beauty and “positive stories” emerging in the once militancy-hit Northeast during his weeklong visit, Vice-President, M. Venkaiah Naidu on Sunday urged students from the rest of the country to make at least one friend from the region to know it better and fight the stereotyping of its people. Stressing the need to include lessons about the history and culture of the Northeast in the curriculum, Naidu said, “In addition to correcting the imbalance in curriculum, more student
exchange programs should be conducted with the North Eastern states... I would urge students from across India to make at least one friend from the North-East and learn about their rich linguistic and cultural heritage. This is the way forward to strengthen the unity of the nation.” Lamenting that despite being such a wonderful place, the general attitude toward the North East to this day is largely characterised by ignorance, lack of appreciation and stereotyping in the rest of India, Naidu urged people to visit the region to appreciate its beauty and cultural richness, DH report stated. The fact is that seven of the eight states of the region performed better than the country’s Human
Development Index (HDI) in 2019. But how many of us are aware of this?” Naidu asked in his post on Sunday. Not many outside the region would know that the National Crime Records Bureau (NCRB) report finds Nagaland as the safest state for women in India, he pointed out. Naidu also said that Assam is world renowned for its tea and silk, while Manipur, a state with just 0.24 per cent of the country’s population, produces a good number of international sportspersons. “I have a better understanding of the men, matters, aspirations, challenges and opportunities of the region. A welcome development is the decline in insurgency in the region. I am confident that the North Eastern region would become totally free of insurgency in the near
future in view of the various developmental initiatives and the strong desire of the people for peace and progress,” he said. Naidu urged people from other parts of the country to visit the North-East to appreciate the natural beauty and cultural richness of the region. “We have a lot to learn from the North Eastern states. Some time back, I saw a video of a road in Aizawl, Mizoram and was amazed to see motorists observing strict traffic discipline even though no traffic cop is in sight. This is a rare sight in other big Indian cities,” he said to drive home his point. Naidu said he had to cut short his visit to Mizoram to enable the state administration focus more on dealing with an upsurge in COVID-19 cases.

KOHIMA, OCT 10 (NPN): Nagaland chief minister Neiphiu Rio, planning & coordination, parliamentary affairs minister Neiba Kronu and leader of NPF Legislature party leader T.R. Zeliang met with NSCN (IM) leaders and Government of India representative and Interlocutor, AK Mishra in Delhi on Sunday in connection with the Naga political issue. Rio flew to Delhi Saturday along with NPF leader T.R. Zeliang to join Neiba Kronu who was already there in their mission to play their role in ensuring talks were on track. According to highly placed sources, Rio, Zeliang and Kronu met A.K Mishra at Nagaland House Delhi. The three had reportedly conveyed the resolution
of the UDA all-party government for early settlement of the Naga political issue. Rio along with Kronu and Zeliang also met with NSCN (I-M) leaders-- ato kilonser and chief negotiator Th. Muivah, chairman Q. Tuccu and vice chairman Tongmeth Wangnao at the Lodhi road residence of Th. Muivah. Sources said that the three leaders conveyed to the NSCN (I-M) leadership the desire of the Nagas for early solution to the Naga political issue at the earliest. As reported in this newspaper, NSCN (I-M) leadership besides WC/ NNPGs led by convenor N. Kitovi Zhimomi have been holding talks with Mishra. Niki Sumi-led NSCN (K) members who were also in Delhi returned to Nagaland on Friday after meeting Mishra.
DIMAPUR, OCT 10 (NPN): Petrol and diesel prices rose again on Sunday for the sixth consecutive day, hitting a fresh record high. According to a price notification of state-owned fuel retailers, petrol price was hiked by 30 paise per litre and diesel by 35 paise a litre. After the price revision, petrol has become costlier at Rs.103.60 a litre in the state capital Kohima while in Dimapur its was Rs. 102.60. Diesel is being sold at Rs. 95.77 a litre in Kohima and in Dimapur Rs.94.96 a litre. A litre of petrol and diesel in Kiphire was the highest in the state at Rs. 106.09 and Rs. 98.18 respectively followed by Tuensang-- petrol at Rs. 105.99 a litre and diesel at Rs. 97.97 per litre. Any changes in petrol and diesel prices are implemented with effect from 6 am every day.

DIMAPUR, OCT 10 (NPN): Nagaland on Sunday recorded eight fresh Covid-19 positive cases while no deaths were reported during the day. Of the fresh cases, five were from Kohima, two in Dimapur and one in Mokokchung, taking the total caseload to 31449. The death toll remained unchanged at 671 (including 15 nonCovid deaths). M e a n w h i l e, a t o t a l o f 1106828 persons (696188 first dose and 410640 second dose) have been inoculated till Sunday. According to Health & Family Welfare department data released on Sunday, the state’s total target was 1250645. Out of
16062 targeted health care workers (HCWs), 15997 have been given the first dose while 13306 received the second dose. Out of 61209 targeted frontline workers, 60943 received the first dose and 47607 second dose. For 45 years and above targeted group (454527), 199662 have received the first dose and 145638 second dose and those between 18 to 44 years age group (796118), 419586 received the first dose while 204089 got their second dose. India doesn’t yet have that Covid safety armour, says top virologist NEW DELHI, OCT 10 (AGENCIES): Even as coronavirus-related curbs across the country are being eased due to declining second wave of the Covid-19 pandemic, top virologist Dr W Ian Lipkin has cautioned against this, saying that India does not yet have the sort of “safety armour” needed to start reopening. The “safety armour,” according to Lipkin, is that a large percentage of people should be vaccinated against the viral illness, which, he said, is “very small” in India’s case. “Less than 20 per cent of your population that’s vaccinated. Then 30 per cent of your population under the age of 18 who are not yet eligible for vaccination. So this means that you don’t have the sort of armour that you need to safely reopen in that way,” Lipkin said while addressing India Today Conclave 2021. As many as 10 people were injured when a group of armed miscreants opened fire at the residence of Manipur Pradesh Youth Congress Committee’s (MPYC) State coordinator Usham Manglem, who is also an aspiring candidate of the party, at Kairembikhok in Thoubal district on Saturday night. Same number of people were also injured in another poll-related violence incident that occurred in Singjamei area of Imphal West district among workers and supporters of BJP and NPP on Saturday night. Mixed response to oil palm mission in NE, experts fear ecological effect GUWAHATI/AGARTALA, OCT 10 (IANS): Oil palm farmers are excited that several North Eastern states inspired by the Centres National Mission on Edible Oils - Oil Palm (NMEO-OP) have undertaken oil palm cultivation in a big way. However, experts and a section of politicians have diverse opinions over the possible adverse impact on the environment and wildlife. The Centre in August launched the Rs 11,040 crore National Mission on Edible Oils-Oil Palm as a new
centrally sponsored scheme with a special focus on the northeast region and the Andaman and Nicobar Islands. Farmers supported by the state governments in Assam, Mizoram, Tripura and Nagaland had undertaken oil palm cultivation in a limited manner around 10 years ago. Two weeks ago, Arunachal Pradesh chief minister Pema Khandu in principle agreed to the proposal of Andhra Pradeshbased Ruchi Soya Industries Ltd to invest over Rs 500 crore on nurseries, planta-
tion, setting up of palm oil factory and refinery. The company urged the state government to allot at least 25 hectares of land to it for the establishment of a 5 MT per hour capacity mill in the state. Assam, Mizoram and Arunachal Pradesh governments have already undertaken ambitious plans to expand oil palm cultivation to a few lakh hectares of land. Hyderabad based 3F Oil Palm company last week announced that it would invest Rs 1,750 crore in the
next five years to expand oil palm cultivation to 62,000 hectares of land in Assam and Arunachal Pradesh creating employment opportunities for over 3,000 people. Company CEO Sanjay Goenka said in Guwahati that the area under oil palm cultivation in Arunachal Pradesh would be expanded from 2,000 hectares to an additional 30,000 hectares with an investment of Rs 750 crore. He said that additional 30,000 hectares of land
would be brought under oil palm farming in Assam investing Rs 1,000 crore. Several hundred farmers in Goalpara, Kamrup and Bongaigaon districts are now cultivating oil palm trees in about 550 to 600 hectares of land for the past few years. After the Union government launched the NMEOOP, several political parties including the Congress, NGOs, experts and environmentalists strongly objected to its large-scale cultivation. (Cont’d on p-8)

He said the world needs to start thinking not only about vaccines to prevent severe disease, but also that can prevent transmission. “We need to improve our public health infrastructure, be able to track and trace individuals who have been exposed so that we can adopt a ring vaccination strategy, which was so successful in India in eradicating smallpox. “Masking, even if these masks are not what I would consider state-of-theart can also be useful. Masking and social distancing compliance hits new low: Survey NEW DELHI, OCT 10 (PTI): As India enters the festival season, a survey by a digital communitybased platform that has measured basic Covid-19 safeguards found that only 13 per cent people rated mask compliance in their area and district as effective while just 6 per cent termed social distancing norms as beneficial. The survey by LocalCircles, which received 65,000 responses from citizens residing in 366 districts of India, found out how people were complying to mask and social distancing protocols in cities and districts, while travelling in flights/airports, trains/ railway stations and bus/ bus stands as well as places like vaccination centres which many have visited in the last few months. Sixty-four per cent were men and 36 per cent
respondents were women. Forty-six per cent respondents were from Tier-1 areas, 29 per cent from Tier-2 areas, and 25 per cent from Tiers-3, 4 and rural districts. A previous LocalCircles survey from June 2021, which was shared by the Union Ministry of Health in its briefing on July 6 this year, had indicated that mask compliance was rated as effective by 29 per cent people then and social distancing compliance as effective by 11 per cent. “The drop in mask compliance ratings from 29 to 13 per cent and in social distancing compliance ratings from 11 per cent to 6 per cent indicates that complacency has set in with many now believing that Covid-19 is gone,” said Sachin Taparia, founder of LocalCircles. Power shutdown under Mokokchung division DIMAPUR, OCT 10 (NPN): There will be total shutdown of power from 8 a.m. to 4 p.m. daily between October 11 and November 6 under Mokokchung transmission division due to scheduled vegetation clearance of 132kV & 66kV transmission lines. Mokokchung transmission division executive engineer Ahoto Aye, said that the exercise has been necessitated with the aim to provide stable power supply and avoid unwarranted disruption of power supply. The power department appealed to everyone in the affected areas to extend cooperation and bear the inconvenience during the shutdown period. Longleng and Mon district would be affected by the shutdown between October 11 and 19 when vegetation clearance will be carried out on 66kV MokokchungTuli, 66kV Tuli-N/Mora, 66kV N/Mora-Tizit and 66kV Tizit-Mon transmission lines. Similarly, Zunheboto district will be affected when the vegetation clearance is carried out on 66kV Mokokchung-Zunheboto transmission line from October 18 to 23. Tuensang district will be affected between October 23 and 26 on when the clearance is carried out on 66kV Mokokchung-Tuensang transmission line. Body recovered at railway track DIMAPUR: Dimapur police has informed that an unidentified male dead body of a non-Naga aged around 30-35 was recovered lying outside Dimapur railway track at KM-260/7 towards Khatkhati end on October 8. World Mental Health Day observed across state
KOHIMA/DIMAPUR, OCT 10 (NPN): Nagaland joined the rest of the world in raising awareness on mental health issues by observing World Mental Health Day Sunday under 2021 theme, “Mental Health in an Unequal World”. In Kohima, the day was graced by principal director, health and family welfare department, Dr Neikhrielie Khimiao as special guest. In his address, he said that Naga society often neglects mental health and often people realise the importance of mental health only when tragedy hits them which was often too late. H e o b s e r ve d t h a t mental health issues have now come to the forefront especially since the outbreak of the pandemic. With this in mind, he said the department had taken up various mental health programmes with utmost importance. He disclosed that under the District Mental Health Programme which was now operational in six districts, more activities in this particular field would be taken up. Also making a presentation on the theme, senior medical officer, Dr Viketoulie Pienyü, pointed out that mental health illnesses were common a m o n g l owe r i n c o m e families, a finding backed by scientific studies. population in the lower income strata, Nagaland was also in a vulnerable situation to becoming victim of mental health issues. Citing cor relation between economic inequality which leads to social inequality creating status anxiety in a person, Dr Pienyü said this whole situation becomes circular when income inequality leads to poor access to quality education and subsequently social inequality. He added that to break this chain and reduce the crises a global concerted response would be needed. Dr Pienyü said NGOs and social activists would be able to intervene at the local level since they would have a better understanding of the local population. He also opined
that churches could also play important roles by becoming advocates of mental health care since they do not have social discrimination. Kohima District Legal Services Authority members Asenla Walling and Medokhrie Therie made presentations on the legal provisions that were available for people with mental health issues. Asenla highlighted the free legal services that were available for persons with mental illness under Legal Service to mentally ill and disabled persons scheme 2015 underwhich judicial intervention, counseling and advices were provided. Medokhrie, while citing a report from a survey conducted by National Institute of Mental Illness and Neurosciences said 1 out of 40 and 1 in 20
people suffers from past and current episodes of depressions respectively in the country. He said the survey showed that lifeline prevalence of mental disorders was 13.7% which means atleast 150 million Indians were in need of urgent mental health intervention. Earlier, the programme was chaired by Dr. Temsukong Pongener while inmate Medozelhou and intern Tsuktisenla Longchar made special presentations. Correspondent IMPHAL, OCT 10: With days of destruction gone, Manipur has come into the path of development and become India’s gateway to development, said BJP national president JP Nadda, in a speech here on Sunday. On the second day of his two-day visit in the state, Nadda inaugurated a newly constructed building of state BJP office in Imphal Nityapat Chuthek. He also virtually inaugurated two district level offices of the party in Thoubal and Bishnupur. In his speech at the gathering, Nadda named the offices as ‘Thambal Shanglen (House of Lotus)’ and urged the state BJP leaders and members to keep the office open the offices for 24x7. “You should keep these offices open 24x7 and record activities of the BJP and show them to the people to let them know changes that were brought about by the saffron party in the country as well as in the state,” he said. He claimed that the popularity of the party was

Days after the Meghalaya cabinet approved a proposal to relocate “illegal settlers” from the Them Iew Mawlong area in Shillong, the Harijan Panchayat Committee (HPC), which represents members of the Sikh community there, has said it will “fight tooth and nail” to stop the government from carrying out the drive. The Meghalaya state cabinet took the decision earlier this week, based on a recommendation made by a high-level committee (HLC) headed by Deputy Chief Minister Prestone Tynsong. Randhawa, according to an official statement, said
he opposes the decision of the Meghalaya government “to evict the Sikhs living in Shillong” and has decided to take up the matter with the Union Home minister and Meghalaya chief minister. Two years ago, a Punjab government delegation led by Randhawa had visited Shillong and met members of the Sikh community living there and had assured them at that time too that he would vociferously oppose any move against their displacement. Randhawa vehemently opposed the Meghalaya government’s latest move, saying it was totally unjust to evict the Sikhs. The deputy chief minister said the Sikhs have been living in Shillong for decades and the Punjab government strongly opposes this decision to displace them. He said the civil rights of these Sikhs who have been living in Shillong for more than 200 years would not be allowed to be trampled upon at any cost. Randhawa alleged that the BJP-led NDA government has failed to create a sense of security and confidence among minorities across the country “who are feeling insecure, the latest examples of which can be seen in Jammu and Kashmir and Uttar Pradesh”.

According to reports, the incident took place when the woman identified as Jyoti Tanti was on her way to take bath in river Dhansiri at 6 am on Saturday when the wild elephant attacked her at Bahbariline under Bokial beat of Golaghat Forest Range killing her on the spot, the release said. Her body was recovered by police and forest personnel who sent it to SKK Civil Hospital, Golaghat for post mortem. Assistant Conservator of Forest, in charge of Golaghat Range has been asked to collect documents of the deceased to start the process for sanction of exgratia, it added.
SILCHAR,OCT 10 ( PTI): Top ministers from Assam and Meghalaya met to try thrash out a resolution to the long standing border dispute between the two neighbouring states at Ratacherra village in Meghalaya’s East Jaintia Hills. The meeting, held on Saturday, was attended by Assam Industry and Commerce Minister Chandra Mohan Patwary and Meghalaya’s Home Minister Lakhmen Rymbui, among others, an official release said. During the meeting, both the sides laid down procedures for resolving the border dispute, the release added. Later Patwary said the meeting was successful and both the sides also exchanged relevant documents. However, no conclusion was reached and the next meeting on the issue will be held in Shillong, the
release added. Meghalaya’s Minister Rymbui also termed the meeting as fruitful and added that the next meeting will be held in October itself, it said. Also present at the meeting were the deputy commissioners of Cachar and East Jaintia Hills districts, the Superintendent of Police of Cachar and MLAs Khalil Uddin (Assam) and Shitlang Pale (Meghalaya), among others. Another team of ministers from the two states had also conducted a joint inspection of the inter-state border areas near Guwahati on Saturday. Meghalaya was carved out of Assam as a separate state in 1972 and it had challenged the Assam Reorganisation Act, 1971 soon after it was created, leading to disputes related to 12 areas in different parts of the shared 884.9 km long border.

LAKHIMPUR KHERI (UP), OCT 10 (PTI): Ashish Mishra, son of Union Minister of State for Home Ajay Mishra, was produced before a court here late on Saturday night, which sent him to 14-day judicial custody in connection with the October 3 Lakhimpur violence. After around 12 hours of questioning in connection with the violence in which eight persons including four farmers were killed, a medical team examined Ashish Mishra in the crime branch office here after which he was taken for production before a judicial magistrate, who sent him to custody, senior prosecution officer SP Yadav told PTI. He said an application for police remand of Ashish Mishra was submitted to the judicial magistrate who fixed it for hearing for 11 am on Monday. Ashish Mishra was named in an FIR following allegations that he was in one of the vehicles that

Haj 2022 process in India to be 100 % digital: Union minister Naqvi MUMBAI, OCT 10 (PTI): Union Minority Affairs Minister Mukhtar Abbas Naqvi has said the entire Haj 2022 process in India will be 100 per cent digital. Naqvi on Saturday inaugurated an online booking facility at the Haj House in Mumbai and later in a statement said India sends the second largest number of Haj pilgrims after Indonesia. He said the Haj could not take place in 2020 and this year due to COVID-19 and decision taken by the Saudi Arabia government in view of the pandemic. The Haj 2022 will be announced after consultations with different departments concerned in the upcoming Haj review meeting to be held in New Delhi on October 21, the statement said. Officials from

Flippancy and sycophancy
L
ike the saying knee jerk reaction, the Congress party responds in a similar manner only when it is compelled to. The party has again reacted only after the Punjab crisis and the Lakhimpur incident on October 3, to mull finalizing a date for holding CWC elections. In order to correct the drift, on August 24, 2020, twenty three (23) senior Congress leaders wrote a letter to Sonia urging upon her to initiate early election of CWC and full time party president. The letter was written by five former chief ministers, sitting Lok Sabha MPs Shashi Tharoor and Manish Tewari, former Rajya Sabha member and then leader of Congress Rajya Sabha parliamentary party leader Ghulam Nabi Azad, members of Congress Working Committee and over a dozen former union ministers with years of political experience. Even since 2014, the Congress has been sailing on the choppy political waters without a compass and tossed from side to side by electoral setbacks. Rahul fulfilled Sonia’s long cherished dream of stepping into the national arena when he was “elected” as president of the party in 2017. Rahul was made as the lone star campaigner and party’s undeclared prime ministerial candidate during the 2014 parliamentary elections. He flopped but was still made the president in 2017 because the loyalists and sycophants can see none beyond the family. Then Rahul chose to look like a martyr when he resigned on July 3, 2019 after the party’s electoral drubbing. In reality, he chose to run away and went on vacation under the pretext of ‘owning moral responsibility’ at a time when the party could have done without such a drama. After he resigned Sonia was forced out of retirement by the family loyalist-packed CWC, to take up the responsibility as ‘interim president’ on August 11,2019. The post Sonia presently holds ‘interim president’ does not exist in the Congress party constitution but created to facilitate the Gandhis and prevent any non-Gandhi from entering even the precincts of the family court. Even so, an interim president cannot be expected to remain beyond three to six months; which means elections should have been held by end of 2019 or even by January 2020. Fortunately, for the courtiers of the Congress, the covid-19 pandemic may have come as a blessing in disguise as it provided the best excuse of not having the CWC election for the party president till today. The question is who will be ‘selected’ and not elected by the family loyalists if at all, the CWC election actually take place? It is a shame that a party that had led Indians against the colonial rulers, is today reduced to a family party limited. It is clear Rahul will be named by the loyalists as their unanimous choice for party president. Though Rahul pretends he does not want to be president, yet in reality, it is he who still runs the party without any designation. Also, it should be noted that Rahul is not only a poor orator but what Modi described- he may have grown physically but not mentally. No one can ever forget the tamasha Rahul enacted in parliament on July 20,2018 when he went and hugged Modi and then winked at Jyotiraditya Scinda, as if to mean he was jesting. If the Congress is serious about politics, it needs to do away with flippancy and sycophancy.

Don’t say, “I suppose I will understand these things someday!” You can understand them now. And it is not study that brings understanding to you, but obedience. Even the smallest bit of obedience opens heaven, and the deepest truths of God immediately become yours. Yet God will never reveal more truth about Himself to you, until you have obeyed what you know already. Tata gets AI for Rs 2700 crore, Power crisis new jolt
T
he sale of Air India, eight-year tax reprieve to Tatas, a severe power crisis that may give a jolt to industry and agriculture and the stepping down of Chief Economic Advisor K Subramanian give a new twist to the economy. It is not an easy situation to steer through. The country may have a sigh of relief as it hives of an airline with over Rs 70820 crore losses as on March 31, 2020, combined debt of Rs 61,562 crore. Tatas virtually take the assets over for a cash of Rs 2700 crore. It does not get Air India tower at Nariman Point in Mumbai. Its AI businesses would be funded from its future tax savings. Of the total debt, the Tatas take over Rs 15300 crore and the remaining Rs 46262 crore will be repaid by the AI Assets Holding through monetizing of Rs 14,000 crore assets that are not given to Tatas, including Air India tower, and the rest will be paid through government revenues. Since 2009-10, the government has pumped in Rs 1.10 lakh crore to support AI. Tatas effectively takes
over AI, AI Express and 50 percent of cargo handler AI SATS Airport Services for Rs 2700 crore in cash and the rest is adjusted against its debt takeover of Rs 15300 crore. No wonder CEA in his exit statement avers that he served “a period of tremendous uncertainty and epochal change”. The addition to AI to its portfolio gives Tata a significant leg-up in its international operations as it gets access of 1800 international landing and parking slots in India and 900 slots at airports overseas. It also gets 4400 domestic slots. The country effectively reduces the recurring losses. For eight years, Central Board of Direct Taxes allows Tatas not to bother about the taxes as these would be adjusted against losses Tatas are sharing. Still nobody knows why AI and Indian Airlines merger in 2007-08 by UPA led to continuous losses to a moderately profit maker. This was marked by a process of allowing many profitable routes to its competitors. The power crisis is also unique. Almost entire generation is in the public sector while distribution
and revenue earning has been virtually hived off to the private sector. With coal shortage, despite high reserves, it is to hive off profits, increase costs as coal prices rise internationally. It would heap a heavy cost on all activities as the tariff has to increase, add to severe inflation and cause production losses at a time when the country post-pandemic needs to move faster. The problem accentuates as petroleum crude prices also going Shivaji beyond $ 77 a barrel. There could be more job losses against recent hopes of adding to employment. Even AI sale would have repercussions on the 12085 AI plus 1433 employees of AI Express jobs for a year. After that Tatas can decide on the terms and effectively that means large number of people would exit and new fewer new jobs would be created. The private sector has virtually tailored its operational strategy on fewer staff, long working hours and less concomitant benefits and It has not emerged as model employer with hire and fire being

The power sector is going through such a crisis. Since Independence, despite the Pandit Jawaharlal Nehru government offering to Sarkar the private giants, no private sector has tried to get into the critical power generation. India is the world’s third largest producer and third largest consumer of electricity. The national electric grid in India has an installed capacity of 388.134 GW as of 31 August 2021. Private sector is marginally there. India being the highest consumer of coal, as it reaches the inter national market, coal prices shoot up. Recently it has increased by 40 percent. During pandemic when crude prices fell to its lowest, it is shooting up now. It is turning into a global crisis. The international
agencies are concerned and it may lead to another shock post-2007-08 Lehman meltdown. It means for 12 years the globalised economy could not come out of a crisis. Another shock is the more the globe gets ‘smaller’ and supposedly integrated more it is getting into different kinds of economic shocks. More it is digitised, more is the crisis. The model of activity in the digitised world has changed. It has moved out of production-linked market to service and finance-oriented secondary operations. World over there are efforts to reduce on manpower but aim at high growth. The impractical is happening and causing social instability. This is in contrary to the model of employing larger number of people and empowering them for social good even at financial losses. It has changed to the opposite – minimum jobs and not bother much about the social distress, working conditions. The Air India interestingly enough fits into this bill. The troubled national carrier has earned the dubious distinction of being
an airline with the highest number of employees on its rolls per aircraft as it has been hiring staff to oblige political bosses. The AI has the highest 221 worker per aircraft. British Airways has 178 employees per aircraft, 140 by Singapore Airlines and Lufthansa has 127. So a cut in jobs is natural. While such high employment ratio looks impractical, the lows that many are adopting also are problematic and that to at low wages. These include some of the highest degree holders in various private sector jobs or contractual jobs in public sector. While the Tata takeover may have many emotional moments such as its creation by Jamshedji Tata in 1932. Then in 1953 the government takes it over and after a long rollercoaster journey once again goes back to Tatas. It is a lesson for countries to learn that the system has to be mixed. Public sector is needed and cannot be wished away as the present power crisis demonstrates. Similarly, private also has to exist for overall development. None should be given the extra weightage.

nusual, and yet surprising that the Nobel peace prize for the year 2021 awarded to two journalists Maria Ressa and Dmitry Muratov, who braved the wrath of the leaders of the Philippines and Russia exposing authoritarianism, corruption, misrule and abuse of power. It is a powerful reminder and candid endorsement of free speech against those totalitarians and abusers of power and authority who throttle and heckle those journalists who dared and braved exposing the ruthless autocrats who believed in silencing those who come out openly writing about their regimes. Maria Ressa of the Philippines and Dmitry Muratov of Russia have been awarded the Nobel Peace Prize for 2021 “for their courageous fight for freedom of expression” in their countries, chairwoman Berit Reiss-Andersen of the Norwegian Nobel Committee said. She also added that “At the same time, they are representatives of all journalists who stand up for this ideal in a world in which democracy and freedom of the press face increasingly adverse conditions”. Norwegian Nobel Committee has clearly endorsed in its citation that the world in which we live democracy and freedom of press are at stake. Therefore, it went beyond its conventional position from awarding to those representing other domains to those engaged in journalism. Increasingly in recent times free, independent and fact-based journalism is under attack by those leaders who tend to abuse their power and authority across the world. The totalitarians across the world do not want free press and freedom of expression as they hurt them. They do not want the truth to be uttered as it exposes their false narratives and blatant lies. Ressa in 2012 co-founded Rappler, a news website that the committee observed and noted that it had focused critical attention on President Rodrigo Duterte’s “controversial, murderous anti-drug campaign” in the Philippines. President Rodrigo Duterte gave full powers to the antidrug police unit to shoot and kill anyone suspected of drug smuggling, peddling or drug possession. The vigilance and enforcement wing abused their powers indiscriminately in the name of “encounters” killing hundreds of innocent people. Rule of law has reached the
lowest ebb in the Philippines. In such an atmosphere and political climate, Ressa, a Fulbright scholar and also named by Time Magazine “Person of the Year” in 2018, for her crusade against disinformation. She has exposed government’s financial holdings, corrupt dealing and potential conflict of interests of political figures. She has also criticized with facts about government’s handling of drug-campaign in violent ways. Similarly, Dmitri A Muratov has defended freedom of speech in Russia for decades. He was one of the founders of the independent newspaper Novaya Gazeta in 1993. Since then, six of the newspaper’s journalists have been killed, including Anna Politkovskaya, who wrote revealing articles about the war in Chechnya, Igor Domnlkov, Anna Politkovskaya, Stas Markelov, Anastasia Baburova and Natasha Estemirova. Media being the fourth pillar of democracy play the most crucial part in the life of a given society/country. Democracy is still alive in the world of blatant lies and false narratives because of those committed journalists who provide authentic facts and news, despite dangers and insecurity. There are some who have defied those in power and thus paid the price. The Nobel Peace Award given to the two journalists is indeed a recognition and an extension of solidarity to those who dared the state power with countervailing truth to power. Democracy and rule of law are still alive because of those journalists who sacrificed their lives for truth and better world, while others despite all sorts of onslaughts and yet committed to investigative journalism pursuing truth. Most of the print and visual media have succumbed to the pressures of the government, whereas they are just a few who continue to provide authentic data with deeper analysis by identifying and pointing those be it state actors and others involved. We live in a volatile world. To set the wrongs right in the society, journalism and journalist play the most important part that calls for huge risks. There is a challenge when it comes to assessing our mental health as we do not have many professionals or experts in this field. Moreover the recent pandemic has brought more challenges and issues which are affecting our mental health. The COVID-19 pandemic has had a major impact on people’s mental health. Some groups, including health and other frontline workers, students, people living alone, and those with pre-existing mental health conditions, have been particularly affected. And services for mental, neurological and substance use disorders have been significantly disrupted. Yet there is cause for optimism. During the World Health Assembly in May 2021, governments from around the world recognized the need to scale up quality mental health services at all levels. And some countries have found new ways of providing mental health care to their populations. There is a focus on mental health around the world and 10th October is observed as World Mental Health Day. During this year’s World Mental Health Day campaign, there would be a showcase of the efforts made in some of the countries and encourage others to highlight positive stories which are an inspiration to others. The campaign slogan is “mental health care for all: let’s make it a reality” . There are career options and opportunities for many people in India to work in the field of mental health. The scope is not limited to doctors but there are many other designations and job responsibilities which can be opted by our young people. Mental health professionals work with children and adults of all ages, helping them with things like: stress, communication, aging, self-esteem, divorce and marriage and other family issues like parenting, grief, anger, depression, addiction and substance abuse and other serious mental illnesses. Aspirants may take up courses like psychology to be in the field of mental health. As there are different job roles or designation, academic qualification may vary like someone
may come from the field from nursing, social work, sociology, etc. But to be a professional counsellor in the field of mental health profession one can choose psychology which is offered by different educational institutions in India and abroad. This subject is taught from senior secondary level as well as in masters level and there are special diploma and certificate programmes available. This field is very challenging for which other skills are also required. Skills which are required include compassion, empathy, critical thinking, active listening, effective communication, etc. Patience is a must as one needs to work in different situations which are very challenging. One must remember that as a mental health professional, one needs to examine people with mental health illnesses and help them to deal with their illness by various methods. The methods which may be used include medical, psychotherapeutic, psycho-social or as a combination of various methods depending upon the person. There is a confusion regarding two designations in this field which are related with psychiatrist and psychologists. Both psychiatrists and psychologists will be studying the behavior patterns of the patients. The psychiatrist will be conducting various tests and provide the diagnosis based on the symptoms. Psychiatrists are trained medical doctors and therefore they can prescribe medicines and psychologists focus on therapy sessions or other counseling sessions for the patients. One must get admission into medical colleges to become a psychiatrist and there are very few psychiatrists in the country which brings more options for doctors who do their specialization in the field of mental health. There would be more demand for mental health professionals as people are facing challenges due to different family issues and other similar issues which are affecting them negatively. Apart from joining government or other areas one may be self employed and earn if they are qualified, trained, skilled and passionate to work in the field of mental health. We always blame that it had failed, we complain its execution was not successful yet we forget “We’re part of the system”, we live within the system and we make the system. It’s my earnest appeal to all the good thinking citizen to come forward and fight against alcoholism, fight against those protectors who misuse the law, it won’t change until and unless we change ourselves. India, China hold military talks
NEW DELHI, OCT 10 (PTI): After a gap of over two months, India and China on Sunday are holding another round of high-level military talks with an aim to move forward on the disengagement process in the remaining friction points in eastern Ladakh, sources in the security establishment said. The 13th round of Corps Commander-level talks are taking place at the Moldo border point on the Chinese side of the Line of Actual Control (LAC) in eastern Ladakh, they said. The talks began at around 10:30 AM, the sources said. The fresh round of talks is taking place over three weeks after External Affairs Minister S Jaishankar conveyed to his Chinese counterpart Wang Yi that the two sides should work for an early resolution of the remaining issues in eastern Ladakh. The two foreign ministers met on the sidelines of the SCO Summit in Du-

then the Indian Army too will maintain its strength on its side which he said is “as good as what the PLA has done.” The fresh round of talks is taking place in the backdrop of two recent incidents of attempted transgressions by the Chinese troops with one in the Barahoti sector of Uttarakhand and another in the Tawang sector in Arunachal Pradesh. Indian and Chinese troops were engaged in a brief face-off near Yangtse in the Tawang sector of Arunachal Pradesh around 10 days back and it was resolved within a few hours following talks between
commanders of the two sides as per established protocols. Last month, close to 100 soldiers of China’s People’s Liberation Army (PLA) transgressed the LAC in the Barahoti sector of Uttarakhand. The transgression took place on August 30, and the Chinese troops returned from the area after spending a few hours. India has been insisting that resolution of outstanding issues including in Depsang, Hot Springs and Gogra is essential for an overall improvement in ties between the two countries. The border standoff between the Indian and Chinese militaries erupted on May 5 last year following a violent clash in the Pangong lake areas and both sides gradually enhanced their deployment by rushing in tens of thousands of soldiers as well as heavy weaponry. As a result of a series of military and diplomatic talks, the two sides completed the disengagement process in the Gogra area in August.

The blast occurred near Mandua area under the Keonjhar Town Police Station limits when the saffron party’s legislator was returning home after attending a labour union meeting, he said.

The CWC, which is the highest decision making body of the party, is likely to give a nod to the organisational polls, which is the key demand of the dissenting group. Priyanka Gandhi Vadra is reaching out to the other camp through emissaries. Kamal Nath has been talking to the dissenting group and Priyanka has also been trying to reach out to the G-23 by involving Bhupinder Hooda’s son Deepender Hooda with her protest on Lakhimpur Kheri violence. She has also taken the junior Hooda to Varanasi for her rally. The sign of thaw emerges from the Congress letter, which has been written by party General Secretary K.C. Venugopal seeking an appointment with President Ram Nath Kovind to submit a memorandum on the Lakhimpur Kheri incident. The signatories of the letter include Ghulam Nabi Azad -- on the second number after Rahul Gandhi. Azad is one among the G-23
leaders. The Congress has been mired with internal rift since August 2020 last year when a letter was written to Sonia Gandhi for visible and effective leadership. Last month Ghulam Nabi Azad again wrote a letter to Sonia Gandhi for calling CWC meet, and now the Congress high command has called the meeting on October 16. Senior party leader Kapil Sibal had recently said, “There is no president in our party, so we do not know who is taking all the decisions. We know it, yet we don’t know, one of my senior colleagues perhaps has written or is about to write to the interim president to immediately convene a CWC meeting so that a dialogue can be initiated.” But after the Lakhimpur Kheri incident, the G-23 has toned down its statements. One of the G-23 leaders Anand Sharma has been all praise for the Gandhis, “Commending @ RahulGandhi and @PriyankaGandhi’s courageous act of compassion and solidarity with farmers whose sons were killed. A sincere and expressed commitment to fight for justice for the bereaved farmers which must be supported by all who respect the rule of law.”
VARANASI (UP), OCT 10 (IANS): Congress general secretary Priyanka Gandhi Vadra on Sunday, kicked off her party’s campaign for the upcoming UP assembly elections by mounting a blistering attack on the ruling BJP. Addressing a mammoth rally in Varanasi, Priyanka took on the Centre and State governments on the issue of farmers and injustice to the poor. “In the past two years, I have been working in UP. Two years ago, 13 adivasis were killed in a land dispute in Sonbhadra. Some leaders of the ruling BJP were involved and the people said that they had no hope for justice. I went there and each of the victims’ families said that they wanted justice,” she said. Priyanka said that then came the pandemic and we saw people dying without oxygen, without medicines. People had hoped that the government would help but no help came and so many died in this hope. “After this, Hathras happened and the government shielded the accused and there was no justice for the victim’s family. The
same has happened in Lakhimpur where farmers were mowed down by a minister’s son and the government is shielding the accused,” she said. Priyanka Gandhi announced that the Congress would continue to fight on the Lakhimpur issue untill the union minister Ajay Mishra Teni submits his resignation to allow an impartial probe into the incident. She said that nowhere in the world, does the police send an invitation to the accused to record his statement. “But in Lakhimpur, the minister’s son was invited to give his statement. Is this how justice is done?” she asked. In an attack on UP chief minister Yogi Adityanath, she said that he insulted Dalits who work as safai karamcharis. “I went to a Valmiki temple in Lucknow and swept the floor. I met the residents of the Dalit basti and every family told me that though their children were educated, they had no employment. Today the Prime Minister’s ‘crorepati’ friends are earning thousands of crores every day but the people of this
country are facing unemployment,” she said. The Congress leader said that the Prime Minister had bought two aircraft for himself, each costing Rs 8,000 crore. “The two aircraft cost the country Rs 16,000 but Air India has been sold for Rs 18,000 crore to benefit his friends,” she stated. She said that farmers were the real ‘Ganga putra’ of the country but the Prime Minister, who travels across the globe, has not found time to even talk to those who are sitting on Delhi borders. Priyanka said that it was the sons of farmers who are protecting out borders, who ensure our safety and freedom. “This countr y is a hope. Gandhi ji had hope for freedom and justice for the poor but today, justice and hope is only for those who are with the BJP, its leaders and their friends. The country is being destroyed and the media is being used to create a campaign that shows all is well. We will fight against injustice and force them to give us justice just like we fought for Independence,” she said.

The state government has sounded a terror alert in the state during the ‘pujas’ -- an indication that West Bengal is the new terror target. Though senior police officers are yet to jump to any conclusion, arrests made by the National Investigation Agency (NIA) and the Kolkata Special Task Force (STF) in the last few months show the movement of terror modules in the state. According to the NIA, these terror operatives use the porous Bangladesh border to enter the country. The alert issued by the state home department asked Durga puja organisers to set up systems to monitor crowd movement. They have been asked to install CCTV cameras and watch towers in the vicinity of puja pandals and work in close coordination with the local police station.

Taiwan won’t be forced to bow to China: Prez TAIPEI, OCT 10 (AGENCIES): Taiwan will keep bolstering its defences to ensure nobody can force them to accept the path China has laid down that offers neither freedom nor democracy, President Tsai Ing-wen said on Sunday, in a riposte to Beijing that its government denounced. Claimed by China as its own territory, Taiwan has come under growing military and political pressure to accept Beijing’s rule, including repeated Chinese air force missions in Taiwan’s air defence identification zone, to international concern. Chinese President Xi Jinping vowed on Saturday to realise “peaceful reunification” with Taiwan and did not directly mention the use of force. Still, he got an angry reaction from Taipei, which said only Taiwan’s people can decide its future. He was 85. Khan, who was born in 1936 in Bhopal and migrated to Pakistan along with his family after the Partition in 1947, breathed his last at about 7.00 AM (local time) at the Khan Research Laboratories (KRL) Hospital – the medical facility named after him. According to the staterun Associated Press of Pakistan, Khan had been admitted to the KRL Hospital on August 26 after he tested positive for Covid-19. Later, he was shifted to a military hospital in Rawalpindi but was discharged after recovering from the virus. Hamal, a district-level leader of the Nepali Congress, drew considerable flak after the media reports suggested that he was appointed a minister at the recommendation of Chief Justice Cholendra Shumsher Rana, who happens to be his brother-in-law. Consequently, Hamal’s elevation had also created unrest within the Nepali Congress, with many members terming it a move that undermined democratic values. Colonel Luis Cuevas, deputy commander of the Bolivian Police, told reporters that the aircraft crashed and hit a tree just seven minutes after taking off from the municipality of Riberalta, Xinhua news agency reported. “All the passengers and crew perished in the incident,” he said, adding that the cause of the crash is under investigation. According to the police, the aircraft was carrying four officials from the Ministry of Health’s National Dengue-Chikungunya Program. The study, presented at the ANESTHESIOLOGY 2 0 2 1 a n nu a l m e e t i n g, indicated that three months after cancer surgery, more than three times as many patients who did not receive dexamethasone died, compared to those who received the drug. “Dexamethasone has positive and negative effects -- it inhibits cancer growth, but also suppresses the immune system,” said researcher Maximilian Schaefer from the Harvard Medical School, Boston. Dexamethasone is given to patients to prevent n a u s e a a n d vo m i t i n g after surgery and during chemotherapy. The research team found dexamethasone can improve mid-to-long-term outcomes in patients with non-immunogenic cancers (those that don’t provoke a strong immune response) such as sarcoma and cancers of the breast, uterus, ovary, e s o p h a g u s, p a n c r e a s, thyroid, bones and joints. For the study, the team
analysed the records of 74,058 patients who had surgeries to remove nonimmunogenic cancerous t u m o r s b e t we e n 2 0 0 5 and 2020 at Beth Israel Deaconess Medical Center and between 2007 and 2015 at Massachusetts General Hospital, Boston. Overall, 25,178 (34 per cent) patients received dexamethasone during surgery. After 90 days, 209 (0.83 per cent) of the patients who had received dexamethasone died vs. 1,543 (3.2 per cent) of patients who did not receive the drug. After taking into account various factors, including that dexamethasone is often administered to younger patients, those who received the drug still had a 21 per cent reduced risk of dying within one year after surgery. A second analysis determined dexamethasone was particularly beneficial for patients with cancers of the ovary, uterus or cervix. (IANS)

ASA has officially postponed the launch of its Orbital Flight-Test 2 until next year due to an unresolved valve issue. NASA said that the team behind OFT-2 “is working toward launch opportunities in the first half of 2022.” “Safety of the Starliner spacecraft, our employees, and our crew members is this team’s number one priority,” said John Vollmer, vice president and program manager, Boeing’s Starliner program. “We are taking the appropriate amount of time to work through the process now to set this system up for success on OFT-2 and all future Starliner missions.” Boeing and NASA had originally aimed to launch Starliner’s Orbital Test Flight 2 (OFT-2), a crucial uncrewed trial mission to the International Space Station (ISS), from Florida’s Cape Canaveral Space Force Station on July 30. But preflight checks revealed 13 stuck valves in Starliner’s service module, nixing that liftoff plan. Boeing had signed a contract with NASA’s Commercial Crew Programme to fly operational missions to and from the space station with Starliner in 2014. Men’s T20 WC winner to receive cash prize of 1.6 million dollars DUBAI, OCT 10 (IANS): The winner of the men’s T20 World Cup 2021 will take home a prize money of 1.6 million dollars while the runners-up will get half of the winning amount, said the International Cricket Council (ICC) on Sunday. The ICC also said that the two losing semifinalists will receive 400,000 dollars each from the matches taking place on November 10 and 11. All the 16 competing teams in the tournament will receive part of the 5.6 million dollars allocated as prize money for the tournament, which will be played in the United Arab Emirates and Oman from October 17 to November 14. NEW DELHI, OCT 10 (IANS): Union Sports Minister Anurag Thakur on Sunday came down heavily on Hockey India’s decision to pull out of the Commonwealth Games in Birmingham, England next year, saying that this is not the federation’s decision alone to make. Speaking to reporters here, the minister said the government should have been consulted before announcing such a major decision. “I think any federation should refrain from passing these kinds of statements. They should discuss it with the government first. It is not the federation’s team that is going. It is the country’s team that goes for an event. In a country of 130 crore, there just are not 18 players who can represent the country. I believe Hockey India should consult with the government and the Sports department,” Thakur said. “There is no shortage of talent in hockey in our country. If you see cricket, the IPL is going on and then there is the World Cup. If they can’t play, then why cannot the same be done in other sports? ISTANBUL (TURKEY), OCT 10 (IANS): Mercedes driver Valtteri Bottas won an engrossing Turkish Grand Prix that was run in damp conditions, with the Red Bull duo of Max Verstappen and Sergio Perez completing the podium. A late decision to change tyres cost Lewis Hamilton some points as he had to be satisfied with a fifth-place finish despite moving to third spot, starting from 11th spot, at one time. Light rain peppered the track well before the race and while the rain stopped, conditions called for intermediate tyres throughout. With his second-place finish, Verstappen overtook Hamilton at the top of the table with 262.5 points, six points ahead of close rival Hamilton (256.5 points). Bottas is in third place with 177 points. On Sunday, Bottas led the race starting from the pole, his Mercedes teammate Lewis Hamilton having started 11th thanks to his 10-place engine-related penalty, while Verstappen followed the Finn. By the 11th lap, Hamilton was up into the top-five having passed Pierre Gasly. The defending champion was promoted to fourth when Sergio Perez pitted on
lap 38. The pit stops came thick and fast from lap 35 onwards as Lando Norris was first to choose new inters, Verstappen in next on lap 37 from P2, and Bottas pitting from the lead one lap later. Charles Leclerc was released into the lead but on lap 48 of 58, he decided the gamble to forgo a pitstop wasn’t going to pay off and came in for new intermediary tyres, according to a report on the official website. Bottas delivered his first win since Russia 2020 with a flawless performance from then on, a bonus point bagged as he also took the fastest lap. Leclerc’s stop put Hamilton into third, the Briton seemingly trying to make it to the end on his starting tyres, or at least make it to dry conditions. With clouds still out, he finally boxed on lap 51 - his tyres having turned into slicks. He was left furious, ask”ng his team: “Why did we give u” that place?!” He finally finished fifth. That promoted Leclerc back into the top three but he was passed by Perez on lap 52, the Red Bull driver taking the third position and his first podium since France.
