Padma Award is for Nagas: Dr. Jamir Staff Reporter

D I M A P U R , N OV 1 0 (NPN): Former Governor and four-time chief minister and Naga veteran politician, Dr. S.C. Jamir described the Padma Bhushan he received, as an award given to the Naga people for their contributions towards nation building. Dr. S.C. Jamir, was confer red with Padma Bhushan by Government of India under Prime Minister Narendra Modi which was presented to him by the President of India Ram Nath Kovind on November 8 at the Durbal Hall of Rashtrapati Bhavan. He said this while speaking to media at his Chümoukedima residence, when asked how he felt about getting the award. Dr. Jamir explained that the award was in recognition of services he (as a Naga) rendered to both Nagaland and the country spanning over 60 years, starting from the time he became the first Lok Sabha MP (prior to Nagaland statehood, in 1961). “Whatever is given or awarded is the reflection of the Naga image all these years,” Jamir said. When asked about his view on the Naga political issue, Dr. Jamir, who has been involved with Naga politics and witnessed the unfolding of Naga politics, said he had been telling the

government of India including leaders of both the Naga political groups, that the Framework Agreement signed on August 3, 2015 and the Agreed Position, signed on November 17, 2017 came about due to wisdom and political foresight of the negotiating parties. He said leaders of both NPGs should be proud of having signed two “very pragmatic” agreements for the benefit of the people of Nagaland and the government of India. The veteran politician said the NPG leaders should honestly tell Nagas that they should welcome the agreements and in turn, Nagas should welcome the

agreements. When asked whether the issue of flag and constitution should be added to the final agreement, Dr. Jamir said if both the agreements (Framework Agreement and Agreed Position), were perused, “nothing has been mentioned about flag and constitution as both are attributes of an Independent sovereign country,” adding he wasn’t going to get into further discussion on the matter. In his message to the younger generation, Dr. Jamir said he would sincerely and honestly appeal to the young generation to cope with the changing world as they are citizens of the 21st century. He also said the

younger generation should try to “design a better future for the people of Nagaland and themselves,” Earlier on arrival, Dr. Jamir and his wife Mrs. Alemla were accord an impressive welcome at the airport by hundreds of wellwell-wishers dressed in traditional attires. Cement price likely to rise C H E N NA I , N OV 1 0 (PTI): The India Cements Ltd on Wednesday said price of cement would increase as every cement factory faces “pressure on cost” and the industry was suffering from the huge impact of rise in coal price. “The rise in cost (of coal) has taken place....the price of coal we were getting was about USD 70-80 per tonne and went up to USD 105; and from there it went to USD 135. Now, it is USD 250 per tonne,” said vice-chairman and managing director of the cement-making company N Srinivasan. Elaborating on this, he said the company was prudent as it has coal of about four lakh tonne which can produce 27 lakh tonne of cement clinkers. “We have four months of stock, but beyond that we are looking at the higher costs of coal. This will apply to everybody (every cementmaker) not only us (The India Cements),” Srinivasan, also managing director of the company, told reporters.

Air Chief Marshal Chaudhari also emphasised on the need for joint training with the Indian Army and Indian Navy to enable synergised application of combat power in future conflicts. The Commanders’ Conference is being conducted from November 10 to November 12. As uncertainty in the geo-political landscape makes it an imperative for the armed forces to train, equip and adapt to rapid changes, top commanders will, during the Conference, discuss and brainstorm situations which may affect national security and focus on measures to enhance operational capability. Issues pertaining to strengthening training and optimising human resource policies for effective utilisation of manpower will also be discussed.

Covid pandemic generated 8mn tonnes of plastic waste: Study LOS ANGELES, NOV 10 (PTI): The COVID-19 pandemic has generated more than eight million tonnes of plastic waste globally, with over 25,000 tonnes of it entering the oceans, according to a study. The research, published in the journal Proceedings of the National Academy of Sciences, found that a significant portion of this ocean plastic debris is expected to make its way onto either beaches or the seabed within three to four years. A smaller portion will go into the open ocean, eventually to be trapped in

the centres of ocean basins, which can become garbage patches, and accumulate in the Arctic Ocean. The researchers noted that the Covid-19 pandemic has led to an increased demand for single-use plastics such as face masks, gloves, and face shields. The resulting waste, some of which ends up in rivers and oceans, is intensifying pressure on an already out-of-control global plastic problem, they said. The study stresses on the need for better management of medical waste in developing countries. (Read more on p-9)

SC warns of imposing exemplary costs on state govts for non-compliance

NEW DELHI, NOV 10 (PTI): Supreme Court on Wednesday warned of imposing exemplary costs on state governments in case of failure to submit a status report within a week regarding the vacancies, including on the infrastructure, in state consumer dispute redressal commission. A bench of Justices SK Kaul and MM Sundresh said it would take stern action if reports are not submitted and a cost of Rs 2 lakh will be imposed on them which will be recovered from officers. “The counsel for states assured that the deficiencies would be addressed within a week. We remind the defaulting states that we will take stern action if reports are not submitted and a Rs 2 lakh cost will be imposed on them. This will be recoverable from officers. If this is the only language understood, we will do it,” the bench said. The top court was hearing a suo motu case on inaction of the governments in appointing president and members/staff of Districts and State Consumer Dis-

According to a DIPR report, while chairing the meeting, DC Noklak, Hiazu Meru highlighted the latest COVID-19 vaccination status in the district. He lamented how the district had a low COVID-19 vaccination percentage. In this regard, he encouraged all eligible persons to come forward and avail the vaccination. Hiazu said that during the festive season, citizens were advised to follow and maintain appropriate COVID-19 behavior. He also requested all the district task force members to go the extra mile on vaccination. The house resolved on door to door campaign for vaccination, towns and villages level officer incharge for awareness campaign and re-activating of the sub-divisional and village level task force on COVID-19 among others agenda. NSLSA to conduct state-wide legal services camp AICRPF trains SHGs at Bade Village

DIMAPUR: As part of the “Azadi ka Amrit Mahotsav” activities and legal services week launched on October 2- November 14, Nagaland State Legal Services Authority (NSLSA) under the aegis of the National Legal Services Authorities (NALSA) has informed that it would be organising a state-wide legal services camp or mega camp in all the districts through the District Legal Services Authorities (DLSAs) and various departments and agencies on November 13 for distribution of benefits of government welfare schemes to entitled beneficiaries.

NSLSA informed that it would also conduct a state level exhibition in association with the high court legal services committee at Tseminyu town hall on November 13. Kohima DLSA would conduct the mega camp at Tseminyu town hall. In Longleng, DLSA would conducts the camp at Longleng public ground on November 13; Mokokchung DLSA legal services camp would be held at Sungratsu Village on November 13 covering Asetkong range; Phek DLSA will conduct the camp at Phek Local ground on November 13 in

collaboration with government and stakeholders; Mon DLSA would organise the mega camp on November 11 at ADC compound, Tizit Town. Assam police stop road construction by Mizoram

S I L C H A R , N OV 1 0 (AGENCIES): The Assam police stopped a group of residents from Mizoram from building a road in its border district of Cachar, insisting that the land on which they were building the road falls on its side of the border, people familiar with the matter said on Wednesday. The incident took place on Monday, reports The Hindustan Times. Mizoram police officer Vanlalfaka Ralte acknowledged that villagers on its side made a mistake and didn’t realise where the inter-state boundary was. Cachar district’s superintendent of police (SP) Ramandip Kaur said this wasn’t a first and there have been multiple such instances in recent months. Assam districts of Cachar, Karimganj and Hailakandi share a 164.6kmlong border with Mizoram’s Aizawl, Kolasib and Mamit districts. GUWAHATI, NOV 10 (IANS): Model and 2016 Miss India finalist Rajkanya Baruah’s car accident victim Joseph Marak died at Gauhati Medical College and Hospital (GMCH) on Wednesday, police said. Baruah, who critically hit eight roadside construction workers on October 1 in Guwahati while driving her car allegedly at a high speed during Covid-19 induced night curfew and in an inebriated condition, was rearrested on October 6. Police said that Joseph, a resident of neighbouring Meghalaya, was undergoing treatment since October 2 at the GMCH after he, along with his colleagues, met with the road mishap. The GMCH sources said that Joseph, who was the only earning member of his family, had lost one of his legs in the accident and his other leg too had to be amputated. Baruah was granted bail from the police station within 12-hours after she caused the mishap at GS Road, near Rukminigaon but rearrested on October 6 after the controversy of granting bail to the 29-yearold model. A medical report of the GMCH stating her good health condition led to the rearrest. The police drew criticism for registering a weak case against Baruah under bailable sections of the Indian Penal Code.

During a video conferencing with Scindia, the CM placed the demand for starting direct international flight service between Agartala-Dhaka and Agartala-Chittagong, helicopter service to different tourist spots in the state to boost tourism industry, building of a runway at Kailashahar and VAT reduction on domestic flights. MAIRANG, NOV 10: Meghalaya Chief Minister, Conrad K. Sangma on Wednesday inaugurated the new district of “Eastern West Khasi Hills”, which was carved out from West Khasi Hills. Eastern West Khasi Hills is the youngest and the 12th district of Meghalaya, which was carved out of West Khasi Hills district, and has a population of less than a lakh people mostly from two Assembly constituencies – Mairang and Mawthadraishan. Mairang is one of the oldest civil sub-divisions, which was inaugurated on November 10, 1976 and exactly after 45 years it has now been upgraded to a new district. The new district will be headquartered at Mairang which is about 40 km from Meghalaya’s state capital, Shillong. After inaugurating the ‘Eastern West Khasi Hills’ district amidst a festive mood in Mairang, the Chief Minister said the district has been created based on the “people’s need” as

G A N G TO K , N OV 1 0 (PTI): Sikkim in the last 24 hours recorded 16 fresh coronavirus cases, two more than the previous day, that took its infection tally to 32,074, a health department bulletin said on Wednesday. The number of active cases has also increased to 124 from 122 on Tuesday. The death toll remained at 400 as no COVID-19 fatality was registered in the last 24 hours, the bulletin said. While 333 coronavirus patients have migrated to other states, 31,217 people have recovered from the disease. East Sikkim registered nine fresh cases followed by South Sikkim (six), and West Sikkim (one). East Sikkim has logged the highest number of COVID-19 cases so far at 17,855, followed by South Sikkim at 7,056, West Sikkim at 6,159, and North Sikkim at 671. The state has so far conducted 2,64,233 sample tests for the infection, including 507 in the last 24 hours.

In a major development, five days after Cachar police detected a suspected object along the Assam Mizoram interstate border, personnel from the Special Branch of police defused the object, reports The Assam Tribune. Senior police officials informed that the object was detected to be explosive and was defused successfully at a far off place near the interstate border. NEW DELHI, NOV 10 (PTI): The Union Cabinet on Wednesday decided to restore the Member of Parliament Local Area Development Scheme (MPLADS) and an MP will get Rs 2 crore for development activities for the remainder of 2021-22 and annually Rs 5 crore thereafter. The MPLAD Scheme was suspended temporarily in April 2020 due to the COVID-19 pandemic and its funds went into the Consolidated Fund of India. Announcing the decision at a press conference, Information and Broadcasting Minister Anurag Thakur said the Union Cabinet chaired by Prime Minister Narendra Modi decided to restore the scheme for the remaining part of financial year 2021-22. The scheme will continue till 2025-26. While Rs 2 crore to each MP will be released in one instalment for the remaining period of 202122, from 2022-23 to 2025-26

In April last year, the government had suspended MPLADS for two years 2020-21 and 2021-22, and said that the funds totalling about Rs 7,900 crore would be used for improving health infrastructure and managing health services in fighting the COVID-19 pandemic in the country. The government had also reduced the salaries of MPs by 30 per cent in April last. Under the MPLAD scheme, all the MPs can recommend development programmes involving expenditure of Rs 5 crore every year in their constituencies.

Reacting to the development, former Congress chief Jakhar in a tweet said, “The ouster of a competent yet ‘allegedly’ compromised officer has exposed a ‘really’ compromised CM.” “Giving rise to a pertinent question- Whose government is it anyway?” asked Jakhar, who was among the frontrunners for the post of Punjab chief minister after the resignation of Amarinder Singh. He should levy fees which is at par with the fees collected by fellow advocates of his standing at the Bar and the nature of the case,” the senior Congress leader tweeted. “Special circumstances may justify his refusal to accept a particular brief. geting his own party government over the appointment of officiating director general of police Iqbal Preet Singh Sahota who was the head of the special investigation team formed by previous SAD-BJP government to probe sacrilege incidents. There had been unease between both Channi and Sidhu over the appointments of the advocate general and the DGP. On Monday, Sidhu while targeting the state government over the advocate general and DGP had said, “(Either) choose compromised officers or the PPCC chief.” He had even stepped down in September as the Punjab Congress chief while questioning the appointments of the AG and the DGP.

Lakhimpur: Forensics confirm weapon seized from Ashish was fired

LAKHIMPUR, NOV 10 (AGENCIES): A forensic report has confirmed that weapons recovered from Union minister Ajay Mishra’s son Ashish Mishra and others after the Lakhimpur violence had been fired. Protesting farmers had alleged that Ashish Mishra had opened fire. Though the Forensic Science Laboratory (FSL) report confirmed that the weapons had been discharged, it does not specify whether they were fired on the day of the violence or some other day. In a related development, Pawan Kashyap, brother of Raman Kashyap, a journalist who was among the victims of the Lakhimpur violence, has moved court for the registration of another FIR against 14 people, including the minister and his son, in connection with the scribe’s death.

Eight people died in the October 3 violence. Four of them were farmers who were allegedly knocked down by a vehicle carrying BJP workers. Infuriated farmers then allegedly lynched some people in the vehicles. The other dead included two BJP workers and their driver. However, the report did not confirm when the firing took place,” a senior official said here. The special investigation team (SIT) probing the case is yet to issue an official statement on the FSL report. After the arrest of Ashish Mishra, Das and Kale, the SIT had recovered their licensed weapons -- a rifle,

pistol, revolver and a repeater gun -- and sent them for forensic examination on October 15. According to the FIR registered by the police on a complaint of Jagjit Singh, a native of Bahraich district, the entire episode was “premeditated” for which the “conspiracy was hatched” by the minister and his son. The FIR stated that the farmers had gathered at the sports ground of the Maharaja Agrasen InterCollege on October 3 and they wanted to peacefully show black flags to Ashish Mishra and Uttar Pradesh Deputy Chief Minister Keshav Prasad Maurya, who were visiting Banbirpur. “Around 3 pm, Ashish Mishra, along with 15-20 armed men, in three speeding four-wheelers, reached the protest spot in Banbirpur. Ashish Mishra, who

was seated on the left side of a Mahindra Thar, opened gunfire. The Thar mowed down the crowd and sped ahead,” the FIR stated. “Because of the firing, farmer Gurvinder Singh, son of Sukhwinder, a resident of Matronia in Nanpara, died,” it stated. However, two successive autopsies conducted on Gurvinder Singh had ruled out bullet injuries. Ashish Mishra and 15-20 unnamed men were mentioned as accused and charged with murder, criminal conspiracy, rash driving, and rioting among others. Of them, police have so far arrested 13. Minister Ajay Mishra had refuted the allegations that his son was involved in the episode that took place near his native Banbirpur village in the Tikonia area of the district.

He was at the protest site here at the Singhu border for the last three to four months. The body has been handed over to the police for the

autopsy,” he said. Hundreds of farmers have been camping at Delhi borders since November 2020, demanding the repeal of the three laws -- Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020; Farmers’ (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020; and the Essential Commodities (Amendment) Act, 2020. They are also demanding a new law to guarantee the minimum support price (MSP) for crops. The Centre, which has held 11 rounds of formal dialogue with farmers till now, has been insisting that the three laws are pro-farmer, while protesters have been claiming that the three enactments would leave them at the mercy of corporations.

BAHARAMPUR (WB), NOV 10 (PTI): West Bengal minister Subrata Saha was on Wednesday evening attacked by a mob in Murshidabad district shortly after he met family members of an accident victim, a senior police officer said. The Trinamool Congress leader, however, escaped unhurt. The mob threw bricks at his vehicle and its window glass was damaged when the minister of state for food processing and horticulture was coming out of the house of the accident victim at Barua area. “Police officers who were present there escorted him to safety. We have started an investigation into the matter,” the IPS officer said. It is not clear why he was targeted but a meeting of his party was going on in a nearby place and those present there attacked him, he said.

Irregularities under DUDA

R

ecently, the nascent political party in Nagaland-Rising People’s Party (RPP)- has made serious allegations of questionable practice in the Department of Under Developed Areas (DUDA) which is tasked with development programmes in the four districts of eastern Nagaland-Mon, Tuensang, Longleng and Kiphire. Recently, Noklak became the fifth district. The RPP claimed that during 2019-20 Rs.43.83 crore was allotted by the Central government under the Under Developed Area Programme (UDAP) and Border Area Development Programme (BADP) for eastern Nagaland and other pockets. The RPP based its source of information to replies to RTI queries. It also claimed that the DUDA allegedly circulated work orders to select firms which run a syndicate. In this manner, all work orders under DUDA were distributed to the syndicate regularly each annual year, alleged RPP. Pointing out another irregularity in the case, RPP revealed that while the total work order for 2019-20 amounted to Rs.43.83 crore, the RTI reply however informed that the amount released was only Rs.32.69. This raises serious questions about something amiss in the entire matter. A huge difference of Rs.11.14 crore is not something that can be ignored. There has to be some explanation about the anomaly in the figures. The RPP also claimed that it has a whole list of work orders and names of firms who were awarded contract works even from 2011-12, 2012-13 and 2018-19. The central funding allotted to DUDA , meant for ushering development to eastern Nagaland areas is supposed to make up for alleged ‘discrimination’ in funding and projects. Therefore, if what the RPP claimed is true then this scam has reached huge proportion over the past decade. If the syndicate system is a fact then it is a scam and again if projects are either not taken up or left incomplete then all this have to be probed by the government of the day. A high level probe by a sitting judge of the high court or a police probe by a SIT monitored by the court should be obvious outcome in order to ascertain whether works have been carried out as per specifications. The people of eastern Nagaland cannot afford to ignore the allegations made by the RPP. They must take this as an opportunity to demand answers from their legislators. Even till today, many areas do not have motorable roads and are cut off during monsoon. How long can the blame go to the advanced tribes? A thorough and fair probe will unearth those responsible for the alleged scam. On the other side, an extremely inspiring example has been set in Nagaland by a prominent member of the ENPO, Rev. Chingmak who founded the Eleutheros Christian Society (ECS). Under Rev. Chingmak, the ECS has been doing yeoman services by providing free health care, training on farming, primary education etc in Tuensang district including some areas in eastern Nagaland without any government assistance. Recently, a Rs.1.2 crore 70-feet length bridge started by ECS and later helped by various agencies, was completed and inaugurated by the chief minister through virtual on November 9,2021. ECS is a fitting example that people in the area are second to none in terms of human resources. Being literate does not mean anything if those highly literates are only fit for or expect only government clerical jobs.

Your understanding of your ways must also be surrendered, because they are now the ways of the Lord. I must learn that the purpose of my life belongs to God, not me. God is using me from His great personal perspective, and all He asks of me is that I trust Him. I should never say, “Lord, this causes me such heartache.” To talk that way makes me a stumbling block. When I stop telling God what I want, He can freely work His will in me without any hindrance. He can crush me, exalt me, or do anything else He chooses. He simply asks me to have absolute faith in Him and His goodness. Self-pity is of the devil, and if I wallow in it I cannot be used by God for His purpose in the world. Doing this creates for me my own cozy “world within the world,” and God will not be allowed to move me from it because of my fear of being “frost-bitten.”

India’s data shows how worried we should be

n India, malnutrition is not uncommon even in economically well-off sections of the population. It must be understood that malnutrition is not just hunger. It also includes: Undernutrition –which includes wasting (low weight for height), stunting (low height for age) and being underweight (low weight for age) Micronutrient-related malnutrition –which includes deficiency of important vitamins and minerals or micronutrient excess; and Overweight, obesity and diet-related lifestyle diseases. The Global Hunger Index 2021 is basically about undernutrition. It provides us an opportunity to introspect on why India’s performance is not as good as what our economic growth should have ensured. Rather than doing that, the Narendra Modi government has chosen to question the methodology of one particular indicator used in the report to assess the level of undernourishment. It is true that at its core, the Hunger Index is primarily an indicator of child undernutrition and mortality. While it does estimate the prevalence of undernourishment (PoU), its weightage in the index is only one third. The other three components of the index relate to the percentage of children under five years who show wasting, stunting, and child mortality (percentage of children who die before reaching five years of age). Dipa Sinha has explained the methodology of index India collects its own data on health and nutrition that is widely considered to be credible and extremely useful. The fifth round of the National Family Health Survey was conducted in

2019-20 and its findings were released in December 2020. However, data for Uttar Pradesh, Punjab, Jharkhand, and Madhya Pradesh was not included in the first phase so the all-India performance is not yet known. The survey found that the progress is worse than expected, and stunting, reflective of chronic malnutrition, has increased in 11 out of the 17 states surveyed. Wasting, indicative of acute malnutrition, has also increased in 13 of these 17 states. Such malnourished children are more vulnerable to illness and disease. The percentage of underweight children has gone up in 11 of the 17 states. In Bihar and Gujarat, 40 per cent of children under the age of five, were underweight. Undernutrition is one of the leading risk factors for child mortality in India, accounting for 68.2 per cent of total under-five deaths (10.4 lakh) in 2017. Children with severe undernutrition are at high risk of dying from diarrhoea, pneumonia, and malaria. Our own data is a sign of how worried we should be. Data gaps in nutrition Hunger is defined as an uncomfortable or painful physical sensation caused by insufficient consumption of dietary energy. This term is sometimes also used to denote food insecurity. Someone is severely food insecure when they have run out of food and gone a day or more without eating. A person is moderately food insecure if their access to food is uncertain. In this situation, they might have to sacrifice other basic needs just to be able to eat. Such a situation is not uncommon. It must be noted that

the Global Hunger Index 2021 does not present data of impact on hunger and food insecurity as a fall out of the economic impact of the Covid pandemicinduced lockdown from March to June 2020. Several reports have documented the loss of livelihood and income, especially on the 91 per cent of the working population employed in the informal sector. Similarly, the impact of a large number of deaths, largely unaccounted in government records, in the second wave of pandemic in April-May 2021 is not captured by this report. We might get to know the real impact of these events when the household consumption expenditure survey is released. International Food Policy Research Institute (IFPRI) researchers have published papers on the affordability of Indian diets and a comparison of the Indian diet with the EAT-Lancet reference diet. The latter study found that in the lowest decile of per capita monthly expenditure, only 4 per cent caloric intake is from protein sources against the recommended 29 per cent. These studies are based on consumer expenditure surveys of 2011-12 and the situation may be entirely different now. When the Modi government decided not to release the consumption expenditure survey conducted by National Statistical Office (NSO) in 201718, it was hoped that a fresh survey will be conducted in 2020-21 and 2021-22. But we don’t know yet. In the absence of recent data, it is difficult to assess whether the poorest Indians are eating nutritious diets. What the government is doing It is not that the Modi

government has been totally oblivious to the challenge of undernutrition of children. In 2017, the Niti Aayog published the National Nutrition Strategy with the vision of Kuposhan Mukt Bharat by 2022. The following sources of funding were identified for this: • National Health Mission • National Nutrition Mission (Poshan Abhiyan) • Integrated Child Development Scheme • Swachh Bharat Mission • Provision of 25 per cent flexible funds for states in centrally sponsored schemes In 2018, Poshan Abhiyan was launched by the government through which it aimed to reduce child stunting, underweight and low birth weight by 2 percentage points per annum and anaemia among children (and young females) by 3 percentage points per annum. Niti Aayog has been evaluating the progress and three reports have been submitted to the government. Anyone concerned about India’s poor standing in the Global Hunger Index should read the latest of these reports to understand the challenges faced by the Union and the state governments in tackling child undernutrition on the ground. The two most important government interventions to address the challenge of undernutrition are the Integrated Child Development Scheme (ICDS) and National Health Mission (NHM). ICDS has been focused on providing take-home ration to children between 6 to 36 months. It also provides supplementary nutrition to children aged 3-6 years in anganwadi centres with

provision for enhanced support to undernourished children. Health-related facilities like immunisation, check-ups and referral services for malnourished children are supposed to be delivered through the state government’s primary and community health centres and hospitals. However, the fragile health infrastructure and severe deficiency of trained health professionals in many states, especially in rural, hilly and tribal areas, is a serious stumbling block in ensuring these. We hope that the PM Ayushman Bharat Health Infrastructure Mission, launched by Prime Minister Narendra Modi, will augment the health infrastructure at the primary and secondary level to address these concerns. Implementation of ICDS also warrants more rigorous coordination and monitoring because, in 2018-19, only 44 per cent of the funds released by the Modi government under the Annual Programme Implementation Plan (APIP) were reported to have been utilised. India has set a target to end all forms of malnutrition by 2030. To this end, in the Union Budget 2021-22, Mission Poshan 2.0 was announced to improve nutritional outcomes in 112 aspirational districts. Poshan 2.0 is just a new name for existing schemes like ICDS, Anganwadi services, Poshan Abhiyan, Scheme for Adolescent Girls and National Creche Scheme. limate change is already changing the world. From Alaska to Iowa to Iceland to New York to New Delhi, it is in our midst and the changes that we see are real and existential. Climate change is felt all over in small and big ways. Our planet has been wounded, bleeding and groaning. We have ravaged and plundered our planet ruthlessly to meet our unlimited wants. The healing process should start today, and not 2030 or 2050. It should be on war footing, failing which we would be experiencing the ramifying effects leading to final doom. How we to respond and with what degree and scale are in our hands. It is not too late. We are now in a moment of Kairos – a opportune moment and so it should be seized to our advantage at least for the future of humanity. Our failings and short coming could perhaps be set right only when our words and action go together. Young people are frustrated of the COP-26 Summit in Glasgow. The reason being that the world leaders have not gone far enough. Young millennials have the right to get frustrated, because of the fact that we have created catastrophic problems which they are inheriting. They are wondering whether they have any future left for them to move on or even to survive. Changing weather conditions have furthered the gravity of risks. Rising sea levels and volatile weather conditions have totally changed the usual patterns we used to be assured of. As a consequence of our way of living, we have been witnessing climate migrants that numbers 31millions since 2020. Bio-diversity and millions of species are at the brink of extinction. As against such a catastrophic landscape we live in and so there is no choice

arguing for 1.5 degree Celsius or 2 degree Celsius. For the survival of humanity, we ought to strive for less than 1.5 degree Celsius. There is no option left before us. It is science. When humans have ravaged nature indiscriminately and tampering the laws of nature to satiate our greediness, but showing ripple effects such as Artic melting, rising sea levels, forest fires, floods, sickness, pandemics and host of others. More and more people will be displaced as a consequence, if we do not address the problems that arise out of our neglect and greediness. Consensus or agreement on net zero by 2050 is just an escape route thinking that those leaders who attended COP26 may not be alive. But one thing is certain their children and grandchildren will be alive. What are they going to leave not only to their children, but also our children and future generations? Our responsibility and our bounden duty are to leave a sustainable planet. Recently concluded Climate Change COP 26 Summit is all about how to save the earth planet and the future of humanity. De-carbonizing our world raises two important questions: how much and how soon? From coal to nuclear though needs huge capital which most countries cannot afford as it requires nuclear reactors that costs huge sums of money. Even resorting to other alternatives for clean energy such as solar and wind renewable initiatives needs initial capital. Therefore, the rich and wealthier countries should do more. Pledging 133 trillion dollars is not enough without even committing for. Leaving the burden to the private sectors would not be an answer to the mammoth problem that we face. Young Millennials are angry and should stay angry.

They are hitting hard saying that leaders and representatives of the 200 countries present in the Summit did not go far. They say that repercussions of their actions will certainly have ramifying effects on them in the near future. The planet is going to be hotter, more hostile temperatures and volatile weather conditions we are going face hereafter. Though most of the leaders tacitly agree with science, the tipping point for most countries is coal, oil and other resources on which their economies are dependent on. However, there is plenty of money available with the rich countries and their banks, but do not want to commit for a safer planet by bailing out the two-third world. We have heard heavy jargons, but not in action. Apparently, China and Russia did not even participate in the Summit. India should somehow tide over in pragmatic ways that its 70 percent of energy comes from coal. Further, its dominant development paradigm is liberalization, privatization and globalization (LPG) which undermines ecological issues. For instance, the State Gover nment of Madhya Pradesh ruled by BJP felled 2000 huge trees for the sake of diamond mines which consumes 16 million gallons of water. The water required for the diamond mines is being diverted from the nearby river. The governments at the Centre and the states are yet to minimize the fossil fuel and carbon footprints because the subsidies amount to trillion of dollars. The government at the Centre and the States prefer dominant development model as against environment. Likewise take any country in Africa, Asia and South America, the ruling class comprised of the political leaders, bureaucrats and capitalists

prefer LPG model. At the same time even developed countries and rich nations such as America, China, Russia, England and others have not totally committed to reducing carbon emission. For all the countries quality of life means increasing the ‘unlimited wants’ which requires raw materials that are taken from the planet earth. And for packing and others daily useable plastics which is non-renewable. Plastics are scattered and dumped everywhere – in ocean, seas, rivers, ponds and on land as well. International scientists warn at Glasgow that the climate is rising at alarming levels. It is a stark reality and more we neglect climate changes, more intensely we would hit in alarming ways. We have recached a point to keep the planet safe. What has been achieved in Glasgow? At the beginning of the Summit, it was 2.7 degree Celsius, then agreed for 1.8degree Celsius, but now we there is no other option except we should agree on 1.5 degree Celsius. We need to protect, invest and initiate actions, not in 2050 or 2030, but now. In the long-run people are dead and millions of species would go extinct. Messages and narratives coming from young people are clear and loud. They vent their anger and frustration as they increasingly see their futures are at stake. For them, the only solution is to show their defiance against those who abuse the eco-systems, environment and the earth planet. They want their planet to be clean, environmentally and ecologically sustainable for the present and future generations. They are going all out setting the wrongs right. On 1 October 2021, the central pool stock of rice and wheat was 816.03 lakh tonne against the buffer norm of 307.70 lakh tonnes. Rather than making ethanol from issuable food grains procured at the minimum support price, the government can allow anyone to take 5 kg of wheat or rice per person per month at 50 per cent of MSP. This can address the needs of those who do not have ration cards. Jharkhand has recently decided to provide eggs at least six days a week to children aged 3-6 years at Anganwadi centres. The Modi government should encourage other state governments to also distribute eggs to children from families where eggs, meat and fish are not taboo. Even if the Union government is reluctant to bear losses incurred in inclusion of nutri-cereals in PDS, the states should consider introducing them at least in aspirational districts that have high incidence of under-nutrition. Pandemic caused detrimental effect on kids’ mental health: Study

hile Covid-19 spared neither young nor old, children were the worst affected as the pandemic disrupted their education and a normal childhood. There is growing international evidence of a large increase in the proportion of children reporting elevated or clinically significant emotional difficulties since Covid began. According to a new report from Cardiff University, over a quarter of 10-11-year olds had elevated or clinically significant emotional difficulties during the pandemic, up from 17 per cent in 2019. The team, from the Centre for Development, Evaluation, Complexity and Implementation in Public Health Improvement (DECIPHer), found that not seeing friends or family and family members becoming unwell with Covid were among the most persistent worries experienced by 10-11-year olds during the pandemic. Children from poorer backgrounds were approximately twice as likely to report elevated emotional and behavioural difficulties compared to those from the most affluent families, according to the survey data. “While people often say children are resilient, our data demonstrate the significant impact the pandemic has had on children’s mental health. Many children will recover once the current circumstances improve. However, for many, experiences of the pandemic will have lasting effect on their mental health without appropriate support for their emotional recovery,” said lead Professor Graham Moore, Deputy Director of DECIPHer. The study, however, showed that despite the heavy emotional toll caused by lockdowns and home learning, most children remained well connected to their primary schools, rating relationships with staff positively. In an online survey, which included Class 6 pupils from 76 schools in Wales, 90 per cent children said they felt cared for and accepted by their teachers, while 80 per cent trusted their teachers and agreed that there was at least one adult in school they can talk to about things that worry them. “The relationships between teachers and their pupils remained consistently strong ... demonstrating the vital role education professionals have played for young people during the pandemic,” Moore said. “It’s plausible that if teachers and support staff hadn’t done such a good job of connecting with their pupils in this way, we would be dealing with an even greater mental health crisis among our children,” he added. NEW DELHI, NOV 10 (PTI): The Delhi High Court on Wednesday dismissed the CBI’s challenge to a trial court order allowing inspection of documents by Congress leader P Chidambaram, son Karti Chidambaram and other accused in the INX media case. The CBI had sought to set aside a special judge’s March 5 order that directed the agency to allow inspection of documents kept in the ‘malkhana’ by the accused or their counsel. “The petition is dismissed,” said Justice Mukta Gupta. The investigating agency had opposed the inspection of documents on the grounds that the probe in the INX media case, in which the Chidambarams are accused, is still ongoing, and that it may result in evidence tampering. In its plea before the high court, CBI had said INX Media case involved high level of corruption with wide ramifications on society, and while the accused have a right to a fair trial, collective interest of the society could not be impinged.

NEW DELHI, NOV 10 (IANS): Chinese People Liberation Army personnel are carrying out a survey of the border posts and villages in Pakistan-occupied Kashmir to strengthen the Pakistan military apparatus across Line of Control, said sources, adding Indian security forces are keeping an eye on the activities and motives behind the survey. Source said that around four dozen Chinese People’s Liberation Army soldiers arrived in general area Kel, Jura and Leepa sectors of Pakistan-occupied Kashmir a month ago. Indian armed forces say that these areas -- Kel,

Jura and Leepa -- are among those from where Pakistan pushes terrorists into Indian territory. Source said that the over 40 People’s Liberation Army soldiers came to these regions, divided themselves into groups of five or six each, visited a number of villages and conducted surveys of villages, Pakistan Army posts and “infiltration routes used by terrorists to reach the Kashmir Valley”. The groups were accompanied by Pakistan Army personnel, Inter-Services Intelligence (ISI) officers, and interpreters. Source said that the

visit of Chinese troops in Pakistan-occupied Kashmir villages indicates the making of model villages -- which can be used both by civilians and military -- in these regions. “Are Chinese helping Pakistan in building model villages along the Line of Control as they have done across borders with India,” questioned a senior government officer over Chinese PLA men visiting these regions. Last week, the US Department of Defense in its annual report to Congress on military and security developments involving the People’s Republic of China (PRC) had flagged that China has built a large 100home civilian village inside disputed territory between the Tibet Autonomous Region and India’s Arunachal Pradesh. The report also had stated that these and other infrastructure development efforts along the India-China border have been a source of consternation in the Indian government and media.

Cabinet okays Rs 17,409 cr to CCI for cotton procurement in 7 seasons NEW DELHI, NOV 10 (PTI): The government on Wednesday approved a Rs 17,408.85 crore ‘committed price support’ to the Cotton Corporation of India (CCI) for seven cotton seasons from 2014-15 to 2020-21. The decision was taken at the Cabinet Committee on Economic Affairs (CCEA) headed by PM Narendra Modi. The CCEA has approved incurring expenditure for reimbursing losses

under MSP operations for cotton during the cotton season (October-September) 2014-15 to 2020-21. The CCEA has given its approval for committed price support of Rs 17,408.85 crore to the CCI for the cotton seasons from 2014-15 to 2020-21 (up to September 30, 2021), an official release said. In order to safeguard the interests of the cotton farmers, the government

said the CCI procured cotton in large quantity during 2014-15 to 2020-21 as cotton prices touched the MSP prices. The procurement of cotton at MSP helped stabilise the cotton prices and alleviate farmer’s distress. Briefing media on the Cabinet decisions, I&B Minister Anurag Thakur said the CCI and authorised agencies procured 123 lakh cotton bales in 2019-20 and 100 lakh bales in 2020-21.

The number of deaths are likely to go up as some of the victims are stated to be very critical, police said.

The Marine Drive Police had registered the extortion case against Singh and 7 others, including five police officials, on July 22 following a complaint by realtor Shyamsunder Agrawal. Among the accused, two police personnel - Asha Korke and Nandkumar Gopale - were arrested on Monday and sent to the CID custody for a week on Thursday.

NEW DELHI, NOV 10 (IANS): Revenue-generating road assets worth Rs 20,700 crore have come on block for monetisation, says ratings agency ICRA. The agency, in a report, said that M&A deals in road sector over the past three years (CY2019-YTD CY2021) have been mainly driven by developers’ intent to monetise operational assets to unlock capital. The capital generated out of the sale has enabled developers to bid for new projects, reduce debt, or improve their liquidity position. During past three years, a total of 30 assets were sold with a total project cost of Rs 35,988 crore compared to 52 assets sold during CY2015-CY2018 with a total project cost of Rs 37,019 crore. “Around 57 per cent of the projects sold between CY2019 to YTDCY2021 were to relieve the liquidity stress of promoters and 13 per cent were sold as part of the debt reduction plans of the promoter. NEW DELHI, NOV 10 (PTI): Maruti Suzuki India (MSI) on Wednesday launched the all-new version of its premium hatchback Celerio in the country, priced between Rs 4.99 lakh and Rs 6.94 lakh (ex-showroom Delhi). The manual trims are priced between Rs 4.99 lakh and Rs 6.44 lakh while the AGS (auto gear shift) variants are tagged between Rs 6.13 lakh and Rs 6.94 lakh. China to attend Pakistan’s Troika Plus meet on Afghanistan BEIJING, NOV 10 (PTI): China said on Wednesday that it will attend a meeting on Afghanistan convened by its all-weather ally Pakistan, after skipping a security dialogue hosted by India on the situation in the war-torn country, citing “scheduling reasons”. Pakistan will host senior diplomats from the US, China and Russia in Islamabad on Thursday to discuss the situation in neighbouring Afghanistan. The Troika Plus meeting will be attended by special representatives from all four countries, the Dawn newspaper reported. Asked whether China would attend the meeting in Islamabad, Chinese Foreign Ministry spokesman Wang Wenbin told a media briefing here that “China supports Pakistan in hosting the extended troika meeting”. “We support all efforts conducive for stability in

Germany’s Covid incidence rate rises to all-time high B E R L I N, N OV 1 0 (IANS): Germany’s sevenday Covid-19 incidence rate continued to rise to a new all-time high of 213.7 cases per 1,00,000 inhabitants, the Robert Koch Institute (RKI) for infectious diseases has said. On Monday, the incidence rate was already at a record high of 201.1. The previous peak -- just below 200 -- was registered during the second Covid-19 wave in December last year. The daily number of Covid-19 cases also continued to rise as 21,832 new infections were registered within one day, around 11,000 more than a week earlier, Xinhua news agency reported. According to the German Intensive Care Availability Register (DIVI), the number of Covid-19 patients requiring treatment in intensive care units

(ICUs) also kept climbing and reached 2,687 on Tuesday. In the capital Berlin, the Charite University Hospital started to cancel all scheduled procedures. The rising number of Covid-19 patients made this step necessary, a spokesperson said. “Everyone must now work together,” German Chancellery Minister Helge Braun told the public broadcaster ARD on Tuesday, reiterating the need for mandatory testing and the better organization of booster vaccination by the federal and state governments. “We still need to achieve around 20 million booster vaccinations by Christmas,” Braun said. According to the RKI, only 2.8 million people in Germany have received additional booster shots so far.

Pak SC grills PM in 2014 Army School massacre ISLAMABAD, NOV 10 (PTI): Imran Khan on Wednesday faced a barrage of questions at a hearing of the 2014 terror attack on an Army-run school during which the Supreme Court bench asked the Pakistan prime minister why he was negotiating with the culprits of the massacre of nearly 150 people, mostly students. A total of 147 people, 132 of them children, were killed when Tehreek-i-Taliban Pakistan (TTP) militants stormed Army Public School (APS) in Peshawar in 2014. uditions for Global Mister Nagaland (GMN), a male pageantry competition conceptualized and founded by Kalina Z Chishi, a part initiative and collaborative event with Global Model India (GMI), would commence from November 11, with auditions to be held at Hotel Four Seasons, Dimapur. This was informed by founder and president, GMN, Kalina Z Chishi, at a press conference held at Hotel Acacia, on November 10. Chishi maintained that the male pageantry competition was open for

all citizens of the state, where the winners would have the opportunity to represent Nagaland on national and international platforms such as Mr. Asia and Man of the Universe. She added that the event was being organized in part initiative and collaboration with GMI, a national registered organization having reputation of bridging gap for young and eligible aspirants to represent the nation on international platforms. She also informed that the primary objective of the state level competition was focused on young Naga

ABU DHABI, NOV 10 (IANS/PTI): An unbeaten half-century from Daryl Mitchell (72 not out off 47 balls), along with an explosive cameo from James Neesham (27 off 11 balls) helped New Zealand beat England by five wickets to storm into the final of the ICC Men’s T20 World Cup at the Sheikh Zayed Cricket Stadium here on Wednesday. Chasing 167, New Zealand achieved the total with an over to spare. England had an early breakthrough on third ball of the innings as Martin Guptill went early for a flick, only for the leading edge to pop to mid-on off Chris Woakes. Mitchell and Devon Conway struggled for timing but hit four boundaries between themselves. Post power-play, England contained the duo

with raw pace of Mark Wood and leg-spin of Adil Rashid in tandem. The 82run partnership for the third wicket was broken by Liam Livingstone in the 14th over as Conway tried to chase a wide delivery but missed it and was easily stumped. Livingstone had another wicket in the 16th over as Glenn Phillips holed out to long-off. Neesham thumped two sixes (including an attempted catch by Bairstow at long-on) and a four while taking 23 runs off Jordan in a match-changing 17th over. With 20 runs needed off the last two overs, Mitchell slammed Woakes for back-to-back sixes over long-on and deep mid-wicket before finishing the chase in style. New Zealand soon had a lot to cheer about as Ish Sodhi got the huge wicket of Buttler, who went for the reverse sweep again, but did not succeed on that occasion as the ball hit him on the pads. England had a productive 11th over as they scored 11 runs, thanks to two fours by Malan off Glenn Phillips. Southee got the big wicket of an ominous-looking Malan just as he was about to cut loose. After Malan’s dismissal, the onus was on Moeen to propel England and the all-rounder did his job that was asked of him with his lusty hits. Liam Livingstone chipped in with 17 off 10 balls. MUMBAI, NOV 10 (PTI): Mumbai Police on Wednesday arrested a 23-year-old man from Hyderabad for issuing online rape threat to cricketer Virat Kohli’s baby daughter following India’s loss against Pakistan in the recent T20 World Cup, an official said. Ramnagesh Akubathini, a software engineer and a resident of Sangareddy area, was arrested by a special team of the Mumbai Police on Wednesday, the official said. He is being brought to Mumbai, he added. The threats targeted

the 10-month-old daughter of Kohli and actor Anushka Sharma, who have a house in Mumbai, police said. Ramnagesh worked for a food delivery app earlier, police said. The incident (issuing threat) took place on October 24 and the cyber police registered a case on Kohli’s behalf on Monday. Team India’s star paceman Mohammed Shami was subjected to online abuse after India’s loss against Pakistan. After skipper Kohli extended his support to Shami and called out religious discrimination,

the now-deleted Twitter account @Criccrazyygirl had issued rape threats to Kohli’s daughter. An FIR has been registered against the accused under various sections of Indian Penal Code (IPC) including 354-A (sexual harassment) and sections of Information of Technology (IT) Act, police said. Following the threats, the Delhi Commission for Women (DCW) had called for an investigation and had issued notice to the Delhi police, asking a detailed “action taken report”.
