Oting massacre: SIT submits Covid situation may change rapidly: Centre preliminary report to State Govt

State logs 32 new Covid-19 cases D I M A P U R , JA N 1 0 (NPN): Nagaland on Monday recorded 32 fresh Covid-19 positive cases while no deaths were reported during the day. Of the fresh cases, 16 were from Dimapur, 12 in Tuensang, two in Kohima and one each in Mokokchung and Peren, taking the total caseload to 32302. The State’s sample positivity rate on January 10 surged to 7.34% from 1.28% on January 9. Meanwhile, Nagaland along with the rest of the country on Monday started administering ‘precaution dose’ of Covid-19 vaccine to healthcare, frontline workers and those above 60 years in the country.

NEW DELHI, JAN 10 (PTI): As India registered the highest single-day spike of new Covid-19 infections in nearly eight months, Centre on Monday said five to 10% of active cases in the current surge so far needed hospitalisation but the situation is dynamic and may change rapidly, and cautioned states against any “lapses” in their preparedness. Centre sounded a note of caution on a day when the country began administering a “precautionary” dose against the viral infection. It asked states to keep a watch on cases under home isolation and in hospitals. In a letter all states, union health secretar y Rajesh Bhushan said that during the second surge of COVID infections in the country, the percentage of active cases that needed hospital care was in the range of 20-23%. “In the present surge, five to 10% of active cases needed hospitalisation so far. The situation is dynamic

Contacts of confirmed Covid cases do not need to get tested unless identified as “high-risk” based on age or comorbidities, according to a new government advisory. Indian Council of Medical Research, Advisory on Purposive Testing Strategy for COVID-19 also said individuals undertaking inter-state domestic travels do not need to get tested either. It said testing can be undertaken either through RTPCR, TrueNat, CBNAAT, CRISPR, RT-LAMP, Rapid Molecular Testing Systems or through Rapid Antigen Test (RAT). A positive point-of-care test (home or self-test/RAT) and molecular test is to be considered confirmatory without any repeat testing, the advisory said. Symptomatic individuals, testing negative on home/ self-test or RAT should undertake RT-PCR test, it stated. “People who need not be tested: Contacts of confirmed cases of Covid unless identified as high risk based on age or comorbidities and individuals undertaking inter-state domestic travel,” said the advisory. It further said that asymptomatic individuals in community setting, people who stand discharged as per home isolation norms and patients “being discharged” from a Covid facility as per revised discharge policy also need not be tested. Listing the category of people who could be tested, the advisory said in community settings, symptomatic individuals, at-risk contacts (elderly over 60 years of age and individuals with co-morbidity) of laboratory confirmed cases may be tested for COVID-19.

KOHIMA, JAN 10 (NPN): The Special Investigation Team (SIT), constituted to probe the incidents at Oting and Mon on December 4 and 5 which claimed the lives of 14 innocent civilians, has submitted its preliminary report to the State government on Sunday. Confirming this to Nagaland Post, sources in the Police Head Quarters (PHQ)said though the provisional report was submitted, it would still take some time before the team submitted its final report. Considering the nature of the case where external factors too were looked into, the sources explained that the investigation was still going on and could take some more time. Though SIT’s onemonth deadline to complete its investigation ended on January 5, sources said it was difficult give any

specific timeframe as they were awaiting the reports from the Central Forensics Science Laboratory (CFSL). Once the forensic reports are made available with few more other details to be compiled, the SIT would then be able submit its final report to the government. The sources claimed that SIT was receiving cooperation from all and the investigation was going on smoothly. They also mentioned that efforts were on to complete the final report, adding that examination of army personnel at Jorhat (Assam), who were reportedly involved in the massacre of civilians, had been completed as well. Meanwhile, Konyak Civil Society Organisations (CSOs) have convened an all “Konyak summit” on January 14 to deliberate on the further course of action due to non-compliance with their charter of demands by

the government. The CSOs said that the resolutions adopted at the proposed all Konyak summit will be final and binding upon all. It was also decided that the summit will declare the stance of the Konyaks regarding the December 4 and 5 incidents, which should be adhered by all citizens. They also reiterated that, as mentioned in its charter of demands, all “officers and jawans involved in the killing of the 14 innocent lives should be booked under applicable civil court and the action taken report must be brought before the public domain within 30 days”. It asserted that Konyaks would not rest if the demands were not met. The CSOs said the summit is to be attended by all nine Konyak legislators, presidents and secretaries of all KU units/branches, subordinating units, unions, councils, associations etc.

DIMAPUR, JAN 10 (NPN): Hundreds of people from different walks of lives began the two-day ‘March against AFSPA’ from Super Market Dimapur to Kohima around 6 a.m. on Monday, even as more joined the march along the way. The walkathon was organised by likeminded citizens with

no political affiliations, to voice their demand for complete withdrawal of Armed Forces (Special Powers) Act (AFSPA), 1958, from Nagaland vis-à-vis the Oting massacre, the organizers said. The walkathon began after a prayer by Forum for Naga Reconciliation member Rev Dr Ellen C. Konyak. The participants including noted church leaders, FNR convenor Dr. Wati Aier

and NMA president Abeiu Meru began their march by singing the song “We shall overcome”, even as the elderly group led the march by humming folk songs. Participants were seen holding placards some that read: “Repeal AFSPA”; “Is Nagaland still under colonial rule?; Repeal this colonial Act- AFSPA”; “There is no freedom without justice” etc. (Cont’d on p-8)

DIMAPUR, JAN 10 (NPN): Rising People’s Party (RPP) termed the “continued silence” of BJP, along with NDPP and NPF, over Union home minister Amit Shah’s “condemnable” statement in Parliament on Oting killings as deafening. RPP president Joel Naga and general secretary Amai Chingkhu, pointed out that BJP was yet to public correct, let alone question or condemn Shah’s “fabricated” statement in the Lok Sabha regarding the killing of 14 innocent Nagas (On December 4 and 5). RPP pointed out that the deafening silence of the state BJP, its Mahila Morcha and Yuva Morcha, was in sharp contrast to their recent uproar against the Punjab government for the security lapse when Prime Minister Narendra Modi was left stranded at Ferozepur in Punjab (Cont’d on p-8) for 15 minutes.

Correspondent adds: Eastern Naga Students’ Federation (ENSF) has reiterated its demand for justice to victims of Oting massacre. Addressing the media at Piphema, where participants of the walkathon arrived after marching from Dimapur, ENSF president Chingmak Chang said another way to do justice to the victims would be by booking all jawans and officers of Indian Army involved in the gruesome killing of 14 innocent civilians at Oting and subsequently at Mon. He said the government should also give Rs. 1 crore to each of the victim’s families and Rs 50 lakh to each of the injured as they were currently admitted at various hospitals.

LONDON, JAN 10 (REUTERS): High levels of T-cells from common cold coronaviruses can provide protection against COVID-19, an Imperial College London study published on Monday has found, which could inform approaches for second-generation vaccines. Immunity against COVID-19 is a complex picture, and while there is evidence of waning antibody levels six months after vaccination, T-cells are also believed to play a vital role in providing protection. The study, which began in September

2020, looked at levels of cross-reactive T-cells generated by previous common colds in 52 household contacts of positive COVID-19 cases shortly after exposure, to see if they went on to develop infection. It found that the 26 who did not develop infection had significantly higher levels of those T-cells than people who did get infected. Imperial did not say how long protection from the Tcells would last. “We found that high levels of pre-existing T cells, created by the body when

infected with other human coronaviruses like the common cold, can protect against COVID-19 infection,” study author Dr Rhia Kundu said. The authors of the study, published in Nature Communications, said that the internal proteins of the SARS-CoV-2 virus which are targeted by the T-cells could offer an alternative target for vaccine makers. Current COVID-19 vaccines target the spike protein, which mutates regularly, creating variants such as Omicron which lessen the

efficacy of vaccines against symptomatic infection. “In contrast, the internal proteins targeted by the protective T-cells we identified mutate much less,” Prof Ajit Lalvani, co-author of the study, said. “Consequently, they are highly conserved between the various SARS-CoV-2 variants, including Omicron. New vaccines that include these conserved, internal proteins would therefore induce broadly protective T cell responses that should protect against current and future SARS-CoV-2 variants.”

Mizoram government asked to provide protection to farmers near Assam border

AIZAWL, JAN 10 (PTI): Mizoram’s main opposition party Zoram People’s Movement (ZPM) on Monday urged the state government to provide protection to broomstick growers to ensure that they reap their harvest. In a statement, the party said that many broomstick farmers at Aitlang area near Vairengte, a disputed land along the state’s border with Assam, are facing an acute crisis because their farmlands are still “occupied” by the Assam Police. The farmers will be unable to harvest their produce unless security is provided to them, it said. There are more than 18 farmers in Aitlang area and Assam Police have been camping face to face with Mizoram Police there since June last year, it added. The ZPM also alleged that areca nut farmers at Saihapui ‘V’ village, one of the

disputed areas in Kolasib district, were not allowed to collect their harvest by the Assam Police. It alleged that the Assam Police personnel plucked betel nuts from these farms by hiring labourers. It asked the government to provide protection to the farmers so that they freely harvest their produce. Mizoram shares a 164.6 km long interstate boundary with Assam. The boundary dispute between the two northeastern states is a long-standing issue, which stemmed from two colonial demarcations in 1875 and 1933. The border dispute took an ugly turn on July 26 last year when police forces of both states engaged in a gunfight at the disputed area near Vairengte village, leading to the deaths of six policemen and a civilian from Assam.

One fresh fatality during the day took the state’s coronavirus death toll to 410. Seventy people had tested positive for coronavirus in the state on Sunday. Of the new cases, East Sikkim logged 67 positive cases followed by 42 in West Sikkim, two in South Sikkim, and one in North Sikkim. Sikkim now has 314 active COVID-19 cases, while 366 patients have migrated to other states, the bulletin said. The recovery count stood at 31,741. The Himalayan state has tested 411 samples for coronavirus in the last 24 hours, taking the total number of such clinical examinations to 2,82,760. Sikkim’s COVID-19 daily positivity rate stood at 27.2 per cent, while the daily recovery rate was 97.8 per cent. In the revised COVID-19 guidelines issued on Monday, Sikkim made a negative coronavirus test report mandatory for entering the state.

GUWAHATI, JAN 10 (PTI): Gauhati High Court has set aside the order of a Foreigner’s Tribunal in Assam which had declared a person who had migrated from erstwhile East Pakistan (now Bangladesh) as a foreigner and asked him to apply for citizenship under the Citizenship (Amendment) Act. The order was passed in the judgement to a writ petition filed by Bablu Paul alias Sujit Paul of Karimganj district of Assam by a High Court Bench comprising Justices N Kotiswar Singh and Malasri Nandi. The Foreigners’ Tribunal-II of the district had in May 2017 declared Paul a foreigner who came to India illegally from Bangladesh on or after March 25, 1971. The High Court in its order said that Paul was about two years old when he entered India with his father Boloram Paul and grandfather Chintaharan Paul on September 30, 1964 from the then East Pakistan, which became Bangladesh on March 26, 1971. “...They were given refugee status by the Government of India as (is) clearly evident from the certificate issued by the Government of West Bengal to the members of the minority community in East Pakistan desiring to stay in India,” the order said.

He told reporters that in view of a health department report that the state now has an overall 5 per cent positivity rate, while the Agartala Municipal Corporation has a 16.95 per cent positivity rate, people need to take extra precautions to curb the spread of the infection. The minister said the Tripura government has made all necessary arrangements to tackle any crisis. “The state government has decided to recruit around 500-700 doctors, nurses, and lab technicians on contract basis to handle the situation,” Chowdhury said. Highlighting that 22 oxygen plants are operational and 2,562 beds, including 700 for serious patients, are available in the state at present, he said, if required, the number of beds would be increased, the minister said. As many as 1,729 oxygen concentrators, 2,263 oxygen cylinders, 2,391 pulse oximeters, and 192 ventilators are in stock, Chowdhury said.

‘Precautionary’ dose drive kicks off NEW DELHI, JAN 10 (PTI): Lakhs of 60-plus citizens and frontline as well as health workers queued up for their third Covid jab on Monday as India began administering a “precautionary” dose against the infection, a critical step that comes as cases spike alarmingly in the country. Braving snow, plummeting winter temperatures, rain in some places or unrelenting sun in others, many people could be seen waiting their turn outside vaccination centres across the vast expanse that is India. An estimated 1.05 crore healthcare and 1.9 crore frontline workers, and 2.75 crore co-morbid people in the 60-plus category is the estimated targeted population, Health Ministry sources said as the ramped up vaccination drive to increase the Covid protection umbrella kicked off -- 17 days after Prime Minister Narendra Modi made the announcement on December 24. In the national capital, which added 22,751 cases to its tally of infections and a positivity rate of 23.53 per cent on Sunday,

around three lakh people who took their second dose nine months ago are eligible for their third “booster” dose of the vaccine. The vulnerable population -- also including personnel deployed for election duty – will get a “precautionary jab” of the same vaccine they took 39 weeks ago, the government has said. Slots are booked using existing CoWin accounts. In Maharashtra, a particular area of concern for its huge numbers, state Health Minister Rajesh Tope said on Twitter just before noon that the state had adminis-

tered 91,648 doses. As the “immunity booster drive” got off the ground -- in accordance with what several countries are doing to enhance protection for their populations -- scenes of the elderly and others getting another layer of protection were replicated in villages, towns and cities. In Gujarat, Chief Minister Bhupendra Patel was present at an urban health centre in the capital Gandhinagar as the drive kicked off. The aim is to cover nine lakh eligible people in about 3,500 vaccination centres

where more than 17,000 health workers would be engaged for the purpose, a statement from Chief Minister’s Office said. His Tamil Nadu counterpart M K Stalin was on hand too to launch the drive in a Chennai centre. The state government said in a statement that the drive has been initiated following instructions from the Central government to roll out the precaution dose for eligible populations. In Madhya Pradesh, Bhopal Collector Avinash Lavania and Inspector General (Bhopal rural) Irshad Wali were among those who took the precaution dose at a special camp at the collector’s office in the state capita. The drive to administer the precaution doses to eligible people was also going on at the Pandit Khushilal Sharma Government Ayurveda College in Bhopal, as well as other places across the state, officials said. “Today, we plan to administer the booster dose to at least two lakh frontline and healthcare workers. The drive will be carried out in

all vaccination centres. At present, we have 1.4 crore doses. Hopefully, this will help us give the booster dose also to vulnerable senior citizens in the state,” a health official in West Bengal said as the scheme rolled out. Giving details, the official said 22 lakh senior citizens, 10.5 lakh health workers, 7.5 lakh frontline personnel and 5 lakh doctors in the state are scheduled to receive the precautionary dose. “As doctors, nurses, policemen and healthcare and frontline workers got COVID-19 vaccine doses well before the masses, their antibody count has touched rock-bottom. Hence, they must get the booster dose first so that their immunity levels increase,” Dr Anima Halder, principal of staterun Infectious Diseases and Beliaghata General Hospital told PTI. The Kolkata Municipal Corporation (KMC) has opened over 100 urban primary health clinics to administer the booster dose. Other state-run and private establishments are also giving the jabs, officials said.

NEW DELHI, JAN 10 (PTI): The Supreme Court Monday agreed to hear a PIL seeking a direction to ensure investigation and action against those who made hate speeches during two separate events held recently at ‘Dharam Sansad’ in Haridwar, Uttarakhand, and in the national capital. A bench comprising Chief Justice N V Ramana and Justices Surya kant and Hima Kohli took note of the submissions of senior advocate Kapil Sibal that no action has been taken against those who made the hate speeches despite registration of FIR by the Uttarakhand police. “I have moved this PIL in respect of what happened in Dharam Sansad in Haridwar on December 17 and 19 (last year). We are living in difficult times where slogan in country has changed from ‘Satyamev Jayate’ to ‘Shastramev Jayate,” Sibal said. “All right, we will take up the matter,” the CJI said, asking whether some inquiries were on. The FIR has been filed but no arrests have been

made, the senior lawyer said, adding that no action would be possible without the intervention of this court. The petition, filed by journalist Qurban Ali and former Patna High Court Judge and senior advocate Anjana Prakash, have sought a direction for “an independent, credible and impartial investigation” by an SIT into the incidents of hate speeches against the Muslim community. The plea, which specifically referred to the “hate” speeches delivered between “the 17th & 19th of December 2021 at Haridwar and Delhi”, has also sought compliance of apex court’s guidelines to deal with such speeches. One event was organ-

ised in Haridwar by one Yati Narsinghanand and the other in Delhi by ‘Hindu Yuva Vahini’ allegedly “calling for genocide of members” of a community. . The Uttarakhand police have filed the FIR on December 23, 2021 under various provisions of the IPC against some persons including Wasim Rizvi, Sant Dharamdas Maharaj, Sadhvi Annapoorna alias Pooja Shakun Pandey, Yati Narsinghanand and Sagar Sindhu Maharaj. A similar complaint has been filed with Delhi Police for the second event organised in the national capital. The plea said no effective steps have been taken by Uttarakhand and Delhi police.

Looking forward to constructive dialogue: NIA charge sheet against 5 Union Home Ministry seeks more Sources on military talks with China for radicalising Muslim youth time to frame rules under CAA NEW DELHI, JAN 10 (PTI): India is looking forward to “constructive” dialogue with China to resolve issues in remaining friction points in eastern Ladakh, sources in the security establishment said on Monday ahead of the 14th round of military talks between the two sides on the 20-month row. The talks will take place on January 12 at the Chushul-Moldo meeting point, on the Chinese side of the Line of Actual Control in eastern Ladakh, the sources said. The ‘Senior Highest Military Commander Level (SHMCL)’ talks will begin at 9:30 am, they said. “Indian side is looking forward to constructive dialogue to resolve the balance friction areas,” a source said. It is learnt that major

focus of the talks will be on disengagement in the Hot Springs area. The Indian side is expected to press for disengagement as soon as possible in all the remaining friction points including resolution of issues in Depsang Bulge and Demchok. The 13th round of talks had taken place on October 10, 2021 and they ended in a stalemate. Both sides failed to make any headway in the talks with the Indian Army saying after the dialogue that the “constructive suggestions” made by it were neither agreeable to the Chinese side nor it could provide any “forward-looking” proposals. In their virtual diplomatic talks on November 18, India and China agreed to hold the 14th round of

military talks at an early date to achieve the objective of complete disengagement in remaining friction points in eastern Ladakh. The eastern Ladakh border standoff between the Indian and Chinese militaries erupted on May 5, 2020, following a violent clash in the Pangong lake areas. Both sides gradually enhanced their deployment by rushing in tens of thousands of soldiers as well as heavy weaponry. As a result of a series of military and diplomatic talks, the two sides completed the disengagement process last year in the north and south banks of the Pangong lake and in the Gogra area. Each side currently has around 50,000 to 60,000 troops along the Line of Actual Control (LAC) in the sensitive sector.

KO L K AT A , J A N 1 0 (PTI): The NIA has filed a charge sheet against four Bangladeshi and an Indian operative of the proscribed Jamaat-ul-Mujahideen Bangladesh for their alleged involvement in radicalising Muslim youth and their recruitment by JMB/AQIS (al-Qaeda in Indian Subcontinent), an official said on Monday. Najiur Rahman Pavel, Mikail Khan, Rabiul Islam and Mohammad Abdul Mannan Bachu, all Bangladeshi nationals, have been named in the charge sheet along with Lalu Sen, a resident of West Bengal’s North 24 Parganas, the official said. The Bangladeshis have been booked under relevant sections of the IPC, the UAPA, the Foreigners Act and the Passport Act, the NIA official said.

The case pertains to a criminal conspiracy by three Bangladeshi nationals who had illegally entered India along with their associates of JMB/AQIS, to recruit, motivate Muslim youth to establish a ‘Caliphate’ and for the furtherance of terrorist activities in India and Bangladesh, the official said. The four Bangladeshi and the Indian accused were actively involved in establishing JMB/AQIS module and had conspired to propagate its ideology and execute terror activities in India, the NIA official said. They had received funds from Bangladesh through ‘hawala channels’ and also fraudulently obtained Indian identity documents, to evade detection, the official said, adding that further probe into the case is underway.

NEW DELHI, JAN 10 (PTI): The Union Home Ministry has approached the parliamentary committees seeking more time for framing rules under the CAA through which the Modi government wants to grant Indian nationality to non-Muslim migrants from Bangladesh, Pakistan and Afghanistan, officials said Monday. The Citizenship Amendment Act was passed by Parliament on December 11, 2019 and the Presidential nod was received the next day. Subsequently, it was notified by the home ministry. However, the law is yet to be implemented as rules under the CAA are yet to be framed. According to the Manual on Parliamentary Work, the rules for any

legislation should have been framed within six months of presidential assent or seek extension from the Committees on Subordinate Legislation, Lok Sabha and Rajya Sabha. Since, the home ministry could not frame rules within six months of the enactment of the CAA, it sought time for the committees -- first in June 2020 and then four more times. The fifth extension came to an end on Monday. “We have approached the parliamentary committees seeking more time. Hopefully, we will get the extension,” a home ministry official told PTI. The Central government has already made it clear that the Indian citizenship to the eligible

beneficiaries of the CAA will be given only after rules under the legislation are notified. The objective of the CAA is to grant Indian citizenship to persecuted minorities like Hindus, Sikhs, Jains, Buddhists, Parsis and Christians from Pakistan, Bangladesh and Afghanistan. Those from these communities who had come to India till December 31, 2014, facing religious persecution there, will not be treated as illegal immigrants and given Indian citizenship. After the CAA was passed by Parliament, widespread protests were witnessed in different parts of the country leading to deaths of nearly 100 people in police firing and related violence.

t is speculative whether, the draconian Armed Forces(Special Powers)Act will become infructuous if solution to the Naga political issue is secured , as maintained by the state Congress. The AFSPA has been extended for a further six-month period from December 31,2021 by the ministry of home affairs. The extension of AFSPA comes even as the December 20 resolution at the one-day special session of the 13th Nagaland Legislative Assembly for repeal in addition to protests across Nagaland and other parts of the north east that the Act be scrapped. The entire region united and got reignited against AFSPA after the massacre of six coal miners on December 4 by a unit of the 21 Paras (Special Forces) in the first incident and subsequently, seven others in the second incident during an abortive cover-up. Prior to the Oting massacre , the political narrative was all about Naga political solution, upon which the regional party, first NPF and later NDPP, took up the single-point agenda at the top of their respective manifestos since 2003. Both NPF and later NDPP vowed to stay the course for early solution to the Naga political issue. In their respective innings in power, NPF heading the DAN-I,DAN-II and DAN-III with BJP as a constituent and followed by the NDPP-led BJP coalition under PDA were part of Joint Legislators Forum(JLF) comprising of all legislators with the avowed aim of being active facilitators for solution to the Naga political issue. NPF walked out of JLF and formed its Political Affairs Mission(PAM) on August 28,2020 after claiming that the chief minister did not convene the JLF after the Interlocutor announced that since all aspects have been discussed, official negotiations will wind up by October 31,2019. Just when all were awaiting eventual solution during 2020 and 2021, all 60 MLAs became part of the Core Committee for Naga Political Issue in June 2021 to work together in getting talks back on track. The committee sought to work to put negotiations back on track despite the announcement by the government of India’s Interlocutor that since all issues were covered, October 31,2019 will herald the end of all official talks. Efforts have been made to reconnect with one group after communication snapped with the former interlocutor. The appointment of a representative (not interlocutor) to reset links is supposed to restart the process for securing a settlement. Now with the focus turned on AFSPA and quite understandably so due to the massacre at Oting, the state Congress reminded that solution should remain the priority so that AFSPA becomes redundant. This does not mean the Oting be forgotten as the issue has to be pursued with all means to bring the killers to book and punished. The argument of the Congress that AFSPA would become infructuous once solution is achieved is debatable. It may be mentioned that AFSPA remained in force in Nagaland even after cease fires were signed with various groups since 1997 onwards. During the period of ceasefire and peace talks/negotiations, there have been no killings nor attacks on security forces. Nagaland has been as peaceful as Mizoram, Meghalaya and Tripura, the three states where AFSPA was revoked. AFSPA exists only in Manipur(except Imphal municipality), three Naga dominated districts of Arunachal Pradesh and Assam. The currency of AFSPA and its extension(without the nod from the state cabinet) indicates that the Centre feels Nagaland can only be governed through this black law.

This verse is the greatest example of the true essence of the message of a disciple of Jesus Christ in all of the New Testament. God’s first sovereign work of grace is summed up in the words, “…that they may receive forgiveness of sins….” When a person fails in his personal Christian life, it is usually because he has never received anything. The only sign that a person is saved is that he has received something from Jesus Christ. Our job as workers for God is to open people’s eyes so that they may turn themselves from darkness to light. But that is not salvation; it is conversion— only the effort of an awakened human being. I do not think it is too broad a statement to say that the majority of so-called Christians are like this. Their eyes are open, but they have received nothing. Conversion is not regeneration. This is a neglected fact in our preaching today. When a person is born again, he knows that it is because he has received something as a gift from Almighty God and not because of his own decision. People may make vows and promises, and may be determined to follow through, but none of this is salvation. Salvation means that we are brought to the place where we are able to receive something from God on the authority of Jesus Christ, namely, forgiveness of sins. This is followed by God’s second mighty work of grace: “…an inheritance among those who are sanctified….” In sanctification, the one who has been born again deliberately gives up his right to himself to Jesus Christ, and identifies himself entirely with God’s ministry to others.

The Oting incident triggered the collective hearts of the people to raise one voice against the atrocities meted out to Nagas under the guise of AFSPA. AFSPA should be revoked at all costs. Nagaland is not a firing zone for the Indian armies. We cannot afford Nagas to suffer under the iron rule of AFSPA. For decades, Nagas have seen the ocean of tears and cries of its people. No sooner did the ocean dry; there came the massacre of innocent Nagas at Oting. Nagas have the right to live in freedom and peace without the supervision of superficial acts and external threats like AFSPA. Nagaland is not a training ground for Indian armies to practice torture, rape and killing. There was a better and peaceful life without AFSPA. There can be better life without it. Nagas know the art of living. AFSPA knows the art of killing. They are contradictory. They cannot co-exist. AFSPA is a wild animal in the land of the Nagas. The wild animal has been eating up all innocent lambs. The

churches, homes, fields and forests are desecrated by AFSPA. The presence of AFSPA will lead to the construction of another war cemetery in Nagaland. AFSPA has to go. The evil must disappear for good. The history of Nagas is written with the blood and tears of numerous martyrs who suffered under the cruel hands of the Indian armies with a special power. Coldblooded murder, rape and torture are ashamed to be mentioned. The inhuman treatments meted out to Nagas are witnesses to this suffering era. The GOI sit and enjoy the crime scene. The GOI is less affected by the feelings and emotions of Nagas. Politically, Nagas are still dependent. This has made the Nagas even more susceptible to the wrong policies of the central Government. Can Nagas start working out to achieve the common interest? Failure in this will lead us to be slaves to the policies and acts of the central Government. AFSPA is the best example. Numerous policies are intruding on the culture of the people. Nagaland, the land of festivals is filled with numerous threats from within and outside. Killing, a spray of bullets, bombs and threats are nothing new to Nagas. AFSPA has now become the author of life and death.

Sadly, the victims are Nagas. Lots of life has been lost under the tyranny of AFSPA. This crime scene has to change. Give way for peace and harmony in Nagaland by revoking AFSPA. People and land are holy. Let no one defile this sanctity. Like AFSPA, the Naga political factions also contributed their equal share in the shedding of blood. Every story happens in front of the State Government. The Government has fed both the parties well to be qualified gladiators in Nagaland. Now, they may play a blame game to hide the duplicity of life. The number of Nagas killed by the Indian armies and Naga political factions can be a comparative statistical study for this generation. Killing innocent lives should not become the daily morning news. Let justice, liberty, equality and fraternity reign in our land. As a welfare state, let us pursue peace and freedom in the truest term. We do not believe in violence and killings as means to pursue our dreams. We hope the GOI will implement welfare policies and acts, not deadly AFSPA. Our forefathers, passed on to us a great heritage and historic legacy based on mutual respect, selflessness, openness, integrity, humility, self-reliance, hardworking, consistency, hospitality, courage etc. We are indebted to them for an illustrious and distinguished history in all fields, be it social, political, ecology and eco -system, community living etc. apart from our priceless traditions and customs. Nagas are moving fast into the modern world and new threats and challenges are staring us in the face. It is a litmus test of our age-old virtues, human values and unity and how best we respond to these threats and challenges with clarity of thought, integrity and steadfast moral courage, will define “who we are or where we are heading”, so we need to be adequately equipped to face the complexities. The Naga Club reaffirms its commitment and mandate to work for the welfare of the whole Nagas and stands strong in its belief that differences or disputes, arising out of hatred, lies, corruptions, manipulations or bitterness will not be allowed to weaken and divide the Nagas. Nagas, facing greater challenges today, should place the common good above all else and

work as one, to acquire wisdom from the Almighty God to set aside their differences, whenever they occur, to rise above narrow interests, to make them stronger, to achieve what is right and best for Nagas as a whole. For many centuries, Nagas lived scattered but freely without subjugation to anyone, also with little awareness of each other. However, each village was a republic by itself, self contained and completely independent. There were few intermittent skirmishes and warfare between the villages, but most of the times against ruthless alien intruders. Head hunting was a practice on the premises of defending their vulnerable women, children and common men. The Naga people had no connection with the new independent India whatsoever; they were not Indians and their territories were not a part of the Indian Union since many centuries ago till date, may I refer an example? Sir Alexander Mackenzie’s book titled as “History of the Relations of the Government with Hill Tribes of North Eastern Frontier Bengal”, wrote as; “In 1851, no fewer than 22 Naga raids were reported, in which 55 persons were killed, 10 wounded and 113 taken captives. From 1854-1865, there had been 19 Angami raids in which 232 British subjects had been killed, wounded and carried off and these losses have occurred

when a chain of outposts was in existence from Barapathar to Assaloo”. The Nagas had taken series of punitive actions due to nonpayment of yearly tribute as was practiced, since time immemorial. The ruthless exploration of the British Government into the Naga homeland encountered some of the fiercest battles from 1832 to 1880. Then British Government sought peace from the Nagas, to end the duration of wars, as such, a “no more fight agreement” had to be made in our Naga tradition, in our favor as per our terms under the leadership of Kienitso Seyie of Khonoma and Pelhou Dolie of Khonoma on March 27 at Mezoma in 1880. The amiable nature of the British won over the hearts of the innocent simpleminded people to find acceptance as a friendly nation into our homeland. To ensure a peaceful situation, a rule of law and order was mutually established in our land but not by military conquest or by a treaty condition of surrender or subjugation. The Naga sovereignty has never been colonized by the British at any point of time. Later, this was unilaterally interpreted by the British as the small portion of western Nagas, known as Naga Hills District becoming a part of the eastern edge of the British Empire thereby betraying the above mentioned “no more fight agreement” terms

and conditions. Therefore, the Naga Club on behalf of the Nagas submitted a historic memorandum to the British Statutory Commission popularly known as Sir John Simon Commission on January 10, in 1929 at Kohima. It means to say that the British were to “leave us alone for sovereignty” as and when their departure from their South Asian colonies took place. This clarification was made much earlier before the new independent India came into existence. As such, Nagas were treated as non- Indians and their territories were not considered to be a part of British India Empire under the Naga Hills Excluded Area Act of 1935. The Naga Hills Excluded Area was proposed by the British Government to be made a Crown Colony of England under the Queen of England, which was unanimously rejected by our farsighted forefathers who took a firm stand consistent with their original stand namely “leave us alone to determine for ourselves as in ancient time”. Thus, when the Nagas reaffirmed their original stand and declared their decision to continue as a people and a nation on the departure of the British, they were acting on the basis of the facts of their unquestionable history as understood by them. This is a good sign, but it does not mean that negligence should be done. The new variant is much more contagious. So keep wearing a mask, keep a safe distance from people, and work from your home. Do not travel if it is not necessary. Do not go to public meetings and use more digital means. In a panel discussion, Dr. HK Bali, Former Consultant, PGI Chandigarh and a well-known Cardiologist said that the sudden increase in Omicron cases in the country is a matter of concern. Even though Omicron’s symptoms are not severe, if not addressed promptly, it can burden hospitals and cause systems to collapse. Another expert said that most hospitals are not prepared to deal with the crisis. Epidemics usually have a life span of two and a half to three years and they end when a milder but more contagious virus replaces the deadly virus. Viruses never die and cannot be destroyed. However, the severity of the disease can be reduced by increasing immunity. Occasionally, a mutated, more dangerous virus can reappear and cause outbreaks. Restriction point/s no. a) and c) says, “subject to all participants being asymptomatic and fully vaccinated (taken both doses) against Covid-19.” As such, what about asymptomatic and NOT vaccinated participants?

Restriction No. d) says, “ if the incoming traveller is not carrying a negative COVID-19 report, or has a negative report, but is symptomatic, or is below 12 years of age and is symptomatic, he/she.........till the declaration of the test result.” Does a traveller who is carrying “Negative report” but not fully vaccinated and/or Not at all vaccinated but is asymptomatic/symptomatic come into the same category? and, 3. Restriction Point No. f) says that students of class IX and above, who have completed 15 years of age, will be allowed to attend classes, only if he/ she has taken at least one dose of vaccine against COVID-19, Isn’t this an imposition? KHUM”. Chang Naga peoples’ war-cry for defending their ancestral homeland, meaning “Our Land Our Own”. Exercising their self-defense in their own homeland which according to them was a divine duty, and was never a case of secession or anti- India reaction, however, the sad reality was that the outwardly superior barbaric Indian military firepower and other resources seems to have decided the outcome of the lengthy Indo- Naga clash. As such, their history is a witness to many twists and turns, characterized by durations of war, violence and military barbarism in our land for seven decades. Although we have suffered subjugation by vastly superior powers outside in our modern history, we ought to be proud that our forefathers did not hand down to us a “legacy of defeat or a defeated story.” They stood unwavering, in defiant defense of our history and honor as a people and a nation. Use dipper at night

As a regular reader, I came across some articles expressing opinions in this column about “Using dipper at night”. Today, almost every household owns a car or bike (be it SUVs or Maruti 800 or bike/scooter) where all drivers need lights to travel at night. It is observed that many Nagas drive at night without using dipper, which is dangerous for other drivers to be blinded by the lights that could promptly lead to accident. Using of dipper may not be advised to be used while driving in isolated areas where there are no other cars around, but driving in crowded roads, one must remember that others’ life could be at risk for not using dipper. One must not grab the advantage of driving SUVs and disregard another who is driving small cars or two wheelers; the roads belong to all and every driver must maintain the proper driving etiquettes to avoid accidents. JAIPUR, JAN 10 (IANS): Two brothers were run over by a train in Rajathan’s Alwar when they were busy playing PUBG while squatting on the railway tracks, police said. The victims were identified as Lokesh Meena, 21, and Rahul Meena, 18, who were studying in Alwar. They had gone to railway tracks on Saturday to relieve themselves when they were run over by the Ranikhet Express running from Delhi to Jaipur. According to the police, they were engaged in playing the game that they took no notice of the approaching train. Police have seized their mobiles on which the PUBG game app was on. Their post-mortem examination has been done and the bodies handed over to their families. Their father Ram Kishore Meena said that his sons were attending coaching in Alwar. While the elder son was pursuing coaching for competitive exams, the second son was undergoing graduation. They were at home in their village for the last two years due to pandemic, however, for the last one month, they had been in Alwar.

At the interbank forex market, the local unit opened strong at 74.15 against the greenback and witnessed an intra-day high of 74.03 and a low of 74.21. It finally settled at 74.05, a rise of 29 paise over its previous close. In the previous session, the rupee had settled at 74.34 against the US dollar. Uganda’s schools have been fully or partially shut for more than 83 weeks, the world’s longest disruption, according to figures from the U.N. cultural agency. The shutdown affected more than 10 million learners. The East African countr y of 44 million people first shut down its schools in March 2020, shortly after the first coronavirus case was confirmed on the African continent. NUR-SULTAN, JAN 10 (AGENCIES): President Vladimir Putin said on Monday that unrest in Kazakhstan had been exploited by destructive internal and external forces, and that the Russian-led Collective Security Treaty Organization (CSTO) military alliance would not allow other forces to destalibilise them. He said the deployment of CSTO troops had prevented armed groups from undermining the basis of power in Kazakhstan and that they would be withdrawn once their mission was complete. India is ready for AFC Women’s Asian Cup, says Praful Patel MUMBAI, JAN 10 (IANS): The AFC Women’s Asian Cup India local organising committee (LOC) has expressed its readiness to stage Asia’s marquee women’s national team competition that kicks off in 10 days. The All India Football Federation (AIFF) President and LOC Chairman Praful Patel shared the tournament’s preparations leading up to the first match on January 20. “All facilities to be used for the prestigious AFC Women’s Asian Cup India 2022 are ready. Special care has been taken to make sure the best women footballers in Asia are provided with world class infrastructure across the three venues and also the training sites,” Praful Patel said in a release. “The pitches at all venues have been significantly upgraded to support modern football. Other facilities including dressing rooms, media tribunes, broadcast compounds and K Y M C

hospitality areas have been refurbished. In Pune, new floodlights with LED panels have been installed. And now, we cannot wait for the teams to come to India and play their best game.” The AFC Women’s Asian Cup India 2022 will be played in three stadiums at the D.Y. Patil Stadium in Navi Mumbai, the Mumbai Football Arena in Mumbai and the Shri Shiv Chhatrapati Sports Complex in Pune with all three venues and training facilities spruced up. Over in Pune, new training facilities were reconstructed for the AFC Women’s Asian Cup India 2022™ while the pitch at the Shri Shiv Chhatrapati Sports Complex has been upgraded, and new floodlights installed. Two additional practice pitches have also been constructed to cater to the tournament. Apart from that the team dressing rooms, hospitality areas and the media tribune have been upgraded.

The D.Y. Patil Stadium, the venue of the Final on February 6, has seen renovation of floodlights while the pitch has been upgraded to meet international standards. Meanwhile, the Navi Mumbai Sports Association (NMSA) Training Ground and the Yashwant Rao Chavan Ground in Navi Mumbai have revamped their team dressing rooms and both training grounds have been upgraded with new and modern facilities. Additionally, two training grounds have been built at the CIDCO Centre of Excellence in Navi Mumbai - increasing the training pitches to six for the teams in the tournament. The pitch at the Mumbai Football Arena stadium, the venue of six matches, has also been upgraded as well as the dressing rooms, hospitality area, referee rooms and media tribune, further underlining the LOC’s commitment to provide teams with the best facilities.
