Exit polls predict majority for Cong in Karnataka

NEW DELHI, MAY 10 (PTI/AGENCIES):It could be advantage Congress in Karnataka with four out of 10 exit polls predicting a clear victory for the grand old party in the 2023 assembly elections. However, the prospect of a hung assembly also looms large with the poll of polls predicting neck and neck fight between the BJP and the Congress.

India Today-Axis My India predicted a clear majority for the Congress with 122-140 seats in the 224-member assembly and gave the BJP 62-80 seats. It gave 20-25 seats to the JD (S), the third major player in the race.

Karnataka records 72 per cent turnout in Assembly polls BENGALURU, MAY 10 (PTI): A voter turnout of nearly 72 per cent was recorded in the Karnataka Assembly elections on Wednesday where the ruling BJP, a combative Congress and the JD(S), which is hoping to be a kingmaker in the event of a hung assembly, are locked in a cliffhanger contest. Counting of votes for the 224-member Assembly will be taken up on May 13.

“Largely peaceful voting in all 224 Assembly constituencies in Karnataka, and no repoll indicated in any of the 58,545 polling stations,” the Election Commission(EC) said.

Violence was reported from some areas including an incident where a poll officer was allegedly manhandled by some villagers, according to reports from districts. According to the latest figures available at 10 pm, the turnout stood

ENPUD also appealed to NSCN president Khango Konyak to discharge both the deputy kilonser and his bodyguard from the organisation so the law enforcing agencies could investigate into the matter in a clear and transparent manner.

Fur ther, the union urged all right-thinking citizens to vehemently condemn such heinous act. EN-

PUD expressed solidarity and conveyed condolences to the bereaved families.

Unity College: Unity College, Dimapur managing board, faculty & non-teaching staffs, alumni association, students’ council (UG & PG) stated that the loss of a young and promising life, like that of Supou P, was an irreparable tragedy that shakes the very foundations of the society.

The college said Supou P was a bright and ambitious student who had dreams and aspirations for a future full of possibilities. It said that her untimely demise not only put an end to those aspirations but also left an

indelible void in the hearts of their loved ones, friends, and the entire community.

In light of this tragedy, the college has urged the responsible authorities to employ all available resources and the full force of the law to ensure that the perpetrator responsible for the heinous crime was swiftly brought to justice.

Further, the college appealed to the state government to take immediate action to address the vices of gun culture in the land.

“It is essential to foster an environment that promotes safety, empathy, and understanding, ensuring that no other student or individual

falls victim to such tragedy hereafter,” the college said.

Meanwhile, the college has extended condolences to the bereaved family.

DIMAPUR: Nagaland governor, La. Ganesan visited Shamator district and held meeting with government officials and civil society organizations (CSOs) at district DB’s Customary Court, Shamator on May 10.

Addressing the gathering, the Governor said despite of many challenges like financial implications, Shamator district was created for the people of Yimkhiung and Tikhir tribes to bring governance and administration closer to the people of Shamator for peace and development. He urged the two communities of Yimkhiung and Tikhir tribes to forget and forgive past issues and conflicts

because peace was required for growth and progress of the society. He also said that there should be equitable share in all the development activities irrespective of village, area, clan and tribe.

education was a constitutional right and no child should be left behind. He said literacy rate of Shamator district was 66.25 % which is the lowest percentage in the State, and urged the gathering to put extra efforts to provide proper education.

He also urged the government officials to put efforts in providing basic necessities for the benefit of the people like education, drinking water, health, good roads and banking facilities.

The programme was attended by district administration, heads of offices and various civil societies, namely YTC, TTC, YAA, TSU, YWO, TWA, District DBs Association, Shamator Chamber of Commerce, Shamator Town Public Forum, Shamator Students’ Union, Area Gaonburas’ Association. The programme was chaired

by Deputy Commissioner, Shamator, Thuvisie Phoji.

DIMAPUR: Parliamentary Standing Committee on Personnel, Public Grievance, Law and Justice comprising of 11 Members of Parliament headed by Sushil Kumar Modi, along with officers of the Parliament and department of Justice, Government of India visited District Court Complex, Kohima on May 9.

According to Kohima Bar Association (KBA) secretary, Lhusisato Iralu during the visit, the committee held meeting with all the stakeholders to get first-hand information on the deficiencies plaguing the judicial infrastructure in the State so that it could make appropriate recommendations to the Parliament.

In this regard, various reports and factual position of the judiciary as well as infrastructure in Nagaland were presented by the officers of the department of Law & Justice, the Registry of the Gauhati High Court, Kohima Bench, the judicial officers and president of Kohima Bar Association,

Members of Parliamentary Standing Committee with the Principal District and Sessions Judge, Kohima.

KBA president impressed upon the Committee the need for a separate High Court for the State by underscoring that a separate High Court would consequentially lead to the improvement of the judicial infrastructure as well as the justice delivery system in the state. The

MBCC holds prayer service for peace in Manipur

DIMAPUR, MAY 10 (NPN): Meitei Baptist Church Chümoukedima (MBCC) on May 10 held a prayer service programme for peace and tranquility in Manipur.

In an interview with Nagaland Post, secretary, MBCC Sanjoy Khaba, prayed for peaceful talks between the misunderstanding tribes. He said that despite differences of religion,

all religions were based on love and peace, and thereby appealed for peace to prevail.

He also urged everyone to not take law into their own hands, and appealed the Manipur state government to bring in peace.

He later prayed for those innocent people who lost their lives.

DIMAPUR: Nagaland State Legal Services Authority (NSLSA) under the aegis of National Legal Services Authority (NALSA) will be conducting 2nd Quarterly National Lok Adalat (People’s Courts) sitting in all the district headquarters on May 13.

AR-militants clash in Mnp; jawan hurt Workers evacuated from Churachandpur, Ukhrul

IMPHAL, MAY 10: A security personnel was injured in an exchange of fire between security forces and suspected cadres of a Kuki based militant group in Manipur’s Imphal East district, bordering Kangpokpi district on Wednesday.

The injured jawan of the Assam Rifles was rushed to an Army hospital in Imphal. He reportedly sustained bullet injuries on his belly and is out of danger, a police source said.

The exchange of fire occurred at the foothill near Pukhao Shantipur under Sagolmang police station of Imphal East district which was severely hit by the recent violence with almost all the villagers displaced after their houses were torched during the violence. The source said that the exchange of fire erupted when the troops of Assam Rifles camping in the area rushed to the place after suspected militants opened fire toward the village.

A local source said that the suspected militants opened fire when some villagers went to visit their abandoned piggery farms to feed the pigs. Upon hearing

the firing, troops of Assam Rifles rushed to the area.

Upon seeing the troopers approaching the area, the militants initiated fire.

With heavy reinforcements from Army, IRB and state police commando force, the security forces launched a massive search operation to flush out the militants, the source said.

It may be noted that after the villagers strongly questioned the role of the earlier Assam Rifles battalion station in the area, another battalion of the paramilitary force had recently replaced the earlier battalion. In his daily briefing on law and order situation on Wednesday at DIPR office premises today, the minister said that the wounded jawan was out of danger. Except the cross firing, no other incidents of violence were reported from across the state in the last 24 hours, he said.

“It was the only incident reported in the last 24 hours. In the firing incident, unfortunately a rifleman of the Assam Rifles got injured. He has been taken to hospital,” the IPR minister said.

minister said. The number of FIRs lodged in connection with the recent crisis has also increased to 288 with 72 more FIRs lodged in the last 24 hours, Dr Ranjan said.

Around 100 Imphalbound loaded vehicles stranded at various places along the NH-102 in Senapati district have also been escorted back by the security forces. The vehicles were expected to reach Imphal late tonight, he said.

The IPR minister further informed that chief minister N Biren Singh today personally visited the relief camps in Imphal’s Khuman Lampak Sports Complex and CRPF camp at Lamphel Complex.

The chief minister interacted with the people sheltered at the relief camps and heard their grievances.

He also assured them that the government was always there for all the sections of the society and would render all possible assistance for their recovery and rebuilding. The curfew in almost all the districts was relaxed for six hours today and if the situation improves further, the relaxation hour will be extended, he said.

IMPHAL, MAY 10: As many as 90 workers including nine women engaged in different works in interior Churachandpur district bordering Kakching and Chandel districts were given safe passage on Wednesday.

Chiefs of villages in the interior Churachandpur district along with village youth clubs evacuated them from the places where they (workers) were kept under protection after violence erupted on May 3 last and they were handed over to Congress MLA K Ranjit of Sugnu Assembly constituency Kakching district today.

Of the 90 workers who were given safe passage, 14 workers were from Imphal, 21 from Thoubal and the rest from Bishnupur district.

The village chiefs along with the villagers escorted the workers upto Lalonphai village and handed them over to the MLA who is leading a recently formed peace committee of villages in Chandel and Churachandpur district bordering Kakching district.

Workers stranded at various places in Churachandpur district safely evacuated on Wednesday.

The workers who were under the protection of the villages and Assam Rifles were evacuated upto Lalonphai village by villagers under the initiative of the Solamhaokip Area Chiefs’ Association and Solamhaokip Area Youths’ Development Organisation.

Another 105 stranded workers in different places in Ukhrul district were brought back to Imphal today by a combined team of state and Central security forces.

All the evacuated workers were lodged at the relief camp in Imphal’s Khuman Lampak Sports Complex. Many of them were allowed to go back home after being verified by the police.

The MLA extended his gratitude to the Assam Rifles, state police, bus drivers, former Ukhrul MLA Alfred Arthur and others for their initiatives in bringing back stranded workers.

Talking to media, MLA Th Lokeshwor stressed the need for all the MLAs to work collectively, leaving behind differences of party to restore peace in the state.

He also stressed the need for the state government to work together with the CSOs for the return of the peace.

“Without the CSOs and community leaders, it will be hard for the government to restore normalcy in the state,” the Congress MLA said.

As the state government mainly stressed on evacuating stranded persons to their safe places, around 5300 stranded people were evacuated to the relief camps or to safer places today.

According to a government source, around 30,000 stranded people have been evacuated so far.

Chief Electoral Officer Frederick Roy Kharkongor informed that till 5 pm the total number of voters who cast their ballot was 91.87 percent and the voting percentage is expected to go higher. Election to 23-Sohiong (ST) assembly seat, which is one of the 55 out of the total 60 reserved for the Scheduled Tribe in the Meghalaya legislative assembly, was adjourned just before the February 27 assembly elections due to the death on February 20 of one of the candidates, Horju Donkupar Roy Lyngdoh, a former minister and

candidate of the United Democratic Party (UDP).

Sohiong constituency in East Khasi Hills has over 34, 000 registered voters out of which 17000 are female and 16000 are male voters.

Polling started on a brisk note and by 9 am as 26 percent of the voters cast their ballot. The numbers kept on rising and by 3 pm the voting percentage touched 87.39 percent. The main contest in the constituency is between Samlin Malngiang of the ruling National People’s Party, Synshar Lyngdoh Thabah from UDP and S Osborne Kharjana of Congress. The other candidates in the fray are Sereph E Kharbuki of the BJP, Sandondor Ryntathiang of the Hill State People’s Democratic Party and Stodingstar Thabah of Trinamool Congress. HAVERI (KTK), MAY 10 (PTI): Karnataka Chief Minister Basavaraj Bommai on Wednesday rejected the exit poll results, which gave Congress an edge over the ruling BJP in the assembly elections and asserted that his party will win with clear majority.

He also said the high voter turnout always favoured the BJP and not the Congress as some rival leaders have been claiming.

“Exit polls are exit polls. They can’t be 100 per cent correct. There will be

variation that can change the whole scenario,” Bommai told reporters in his home constituency Shiggaon, from where he is contesting the election.

“Our ground report says we will win with absolute majority. Let us wait till May 13 (when the counting will happening),” the CM said.

To a question about the Congress being buoyed by the voter turnout, and seeing it is a positive sign for the party, Bommai replied that it is the other

way round. “See, more number of voters turning out is always better for the BJP, not the Congress. It shows that lot of people who otherwise do not vote have voted especially in the urban areas.”

Those votes are coming to the BJP, he said.

Most exit polls on Wednesday predicted a close contest between the Congress and the BJP in the high-stakes Karnataka Assembly polls with many pollsters giving an edge to the grand old party.

BENGALURU: Karnataka Congress President DK Shivakumar and former Karnataka Chief Minister HD Kumaraswamy on Wednesday cast their votes in their respective constituencies as voting for Karnataka assembly is underway across the state, reports Munisdaily.

While Shivakumar ruled out a post-poll alliance with JDS in case the people give a hung verdict, JDS leader HD Kumaraswamy said his party will not be a kingmaker, but a king.

After casting his vote, Shivakumar said the party will get 141 plus seats in the elections as people of the state will vote for Congress for a change.

Voting in the 224 assembly seats of Karnataka is underway with as many as 2,615 candidates in the fray. On first-time voters, Shivakumar said that the young voters would root out the corrupt BJP rule and elect Congress government.

Malegaon blast case trial: Another witness turns hostile MUMBAI, MAY 10 (PTI): A person allegedly known to Bharatiya Janata Party leader and Member of Parliament (MP) Pragya Singh Thakur has become the 37th witness to turn hostile in the 2008 Malegaon blast case trial. Thakur, who represents the Bhopal Lok Sabha constituency, along with six other accused are facing the trial in the case.

As per his statement given to the Maharashtra police’s Anti-Terrorism Squad (ATS), which had probed the case earlier, the witness had attended functions of Thakur and was known to her. However, while recording his testimony before a special National Investigation Agency (NIA) judge on Wednesday, the witness said that he doesn’t know K Y M C

Thakur. He also denied voluntarily giving any statement to the ATS. The court then declared him hostile. Of the more than 300 witnesses examined so far, 37 have not supported the prosecution case. The trial in the case began in 2018 after the special NIA court framed charges against Lt Col Prasad Purohit, Thakur and five others for terror activities, criminal conspiracy and murder, among others. All of them are out on bail.

Six people were killed and more than 100 injured on September 29, 2008, when an explosive device strapped to a motorcycle went off near a mosque in Malegaon town in north Maharashtra, some 200 km from Mumbai.

ith oil and gas reserves estimated at 600 million tonnes (forecast) and valued at an astronomical figure of Rs.25,20,000 crore (approx)Nagaland sits atop a gold mine that has the potential of transforming the economic scenario for ages to come. Oil reserves in Nagaland occur in the patkai ranges, Chanpang, Tssori (Wokha), Sing phan (Mon), Geleki, Tzurankong (Mokokchung), Chumukedima (dimapur),and Jalukie (peren) among others. A vast estimated crude reserve of between 60 to 70 million metric tons are in Tzurangkong under Tuli bordering Wamaken and Amguri along the Geleki reserved forest, which is higher than that of Chanpang and Tssori. Since 1992, this newspaper had been commenting on the issue of oil exploration and extraction on several occasions in this column and as news item. In 1972 the government of Nagaland permitted Oil and Natural Gas Corporation (ONGC) Ltd. to explore and extract around 18 kilotons of crude on experimental basis. ONGC began full-scale extraction from 1981 at oil well at Changpang and Old Tssori in Wokha district from where 1.02 million metric tons were extracted between 1981 and 1994. That means ONGC extracted at least ten times more than the quantity it was permitted to do on trial basis. The government of Nagaland stopped further ONGC operations in Nagaland in 1994 after protests from various quarters. despite border dispute, the Assam government gone ahead and deserved some tracts of the disputed Geleki reserved forest within the traditional area of the Wamaken village. The Assam government handed it over the deserved forest to ONGC from where huge quantities of crude oil have been extracted. With new technology available with ONGC to extract oil horizontally, millions of tons of crude can be pumped out from Assam side. A large quantity of oil and gas reserves in Nagaland are located in areas which has been disputed by Assam.

These areas fall well within Naga traditional land but transferred to Assam through the 1925 notification.

When Assam chief minister Himanta Biswa Sarma and Nagaland chief minister Neiphiu Rio met at delhi on April 21, both agreed in principle to a joint oil operation along the disputed Area Belt(dAB) and equal sharing of oil revenue. Though most people in Nagaland would welcome any economic activity that brings in huge revenue, the issue of unresolved border issue with Assam casts some shadow. Several organisations have not opposed oil explorations but logically, they would like the border issue to be resolved. This would also mean identifying the area which will come under Nagaland.Another section holds the view that the Naga political issue should be resolved before going ahead with oil operations.

It must also be noted that a pIL is still under consid eration of the Gauhati High Court on oil exploration under Wokha district. This too needs to be resolved.

Therefore, on the basis of these factors, which appear as preconditions for oil operations, the plans by both Himanta Sarma and Neiphiu Rio seem like putting the cart before the horse. There have been enough consultations with various NGOs and CSOs and the government in recent past regarding oil operations and time has come to realise that time is running out. The elected government needs to develop statecraft in order guide the people and act in a transparent and decisive manner.

Burn your bridges behind you, saying, “I will write that letter,” or “I will pay that debt”; and then do it! Make it irrevocable.

We have to get into the habit of carefully listening to God about everything, forming the habit of finding out what He says and heeding it. If, when a crisis comes, we instinctively turn to God, we will know that the habit has been formed in us. We have to take the initiative where we are, not where we have not yet been.

Mental health: the need of the hour

e live in a knowledge-based and technology-driven world. However, for any society or country to grow, progress, and develop, it’s not education, trillion dollars, and others not that important. More than these, the most vital aspect which is fundamentally required for any individual, group, and society is mental health.

The reason being, mental health is the key for ensuring economic vitality, social cohesion, wellness, security, and overall well-being of humanity. In order to fulfil this mandate, mental health needs to be given utmost importance and thus be integrated as the most important component in all societal, educational and professional avenues. And so, we need impart awareness on ‘mental health’ in all domains.

Nowadays we are concentrating and prioritizing many others especially critical thinking, skill development, creativity, competence, communication and connectivity and many others, but have failed to take into account the core of all these vis-à-vis mental health. As we progress and keep climbing higher and higher, we tend to forget about the mental health or have not taken it more seriously. In the past somehow, there has been some kind of coping mechanisms and support systems available to balance our ‘mind’.

There is a need and

necessity to derive clarity on these conceptions – ‘mind’ and ‘mental’. ‘Mind’ is a noun, while ‘mental’ is an adjective – a scientific term commonly used for mental disorder. Whereas the ‘mind’ is a set of faculties responsible for all mental phenomena. At the same time, while ‘brain’ is considered to be a ‘physical thing’, whereas ‘mind’ is related to ‘mental’. These two terms ‘mind’ and ‘mental’ presently are gaining momentum and assuming greater significance. Increasingly in the last few years, millennials across the world especially in India have been complaining about the state of their mental health.

We tend to think that if we have good physical fitness, it automatically takes care of our mind/mental.

In reality it is not true as we come across those who are physically fit keep complaining about their mental state. Nick Kyrgios and Naomi Osaka, top-ranking professional lawn-tennis starts had withdrawn from major tournaments complaining about their mental state. Another example is Deepika Padukone, the top Bollywood actor came out complaining about mental health issues in 2015.

Currently she is a staunch advocate of ‘mental health’ campaigning in favor of for mental health in national and global fora.

Mental health is increasingly becoming not just the individual or fa-

milial, but societal. The numbers who have been affected by mental illness are growing significantly.

Take young school going children. They are worrying about their academic performance stemming out from parental, familial, and peer pressures. Issues related to mental health are on the rise. And the consequential impacts are varying in terms of magnitude and severity. Therefore, it’s better to know all about it by not subscribing to “Ignorance is bliss”.

Experts such as Dr. Ruchi Sharma, Consultant Psychologist, HCMCT Manipal Hospital, Dwarka, in nuanced manner adds that “Students, especially adolescents, face a lot of stressors from multiple domains. Brain and bodily changes, personality changes, changes in social dynamics, interests and the additional demands, all have a collective effect on their overall well-being. Some of the most common issues that students come up with include ideological differences and communication challenges with parents, peer pressure, personality changes leading to increased aggression, self-esteem and confidence issues, sleep and appetite-related problems, anxiety and panic, difficulty in attention and concentration.” The above quote amplifies the causes leading to mental ill-health.

ness, Ridge Valley School observes: “A child spends nearly one-fourth of his/ her day in the school with educators and peers. Scholl is the second safe space that the child creates in his/her mind after home and teachers are the second guardians after their parents. Therefore, it is important that schools ensure a safe and healthy learning environment for each child. It can be tough to tell if troubling behavior in a child is just a part of growing up or a problem that should be discussed with mental health professional. But the most common issues that surface are related to separation anxiety and excessive internet usage concerns which result in poor attention span, and poor self-regulation stemming from which could be condition of attention deficit, hyperactivity, poor executive functions, and communication skills being impacted … From one-on-one intervention to educator-parent sensitizing sessions to cognitive behavior therapy, all come together to support the child in bringing back their socioemotional equilibrium.”.

In addition, onlineclasses during the pandemic followed by off-line classes seemed to have played a havoc in the mental health of the learners. A parent of a class 9 student Sushma Rajput shared: “The way a classroom functions has changed several times in the last two years. With

the pressure of academics, peers, pandemic also added to the anxiety amongst students.” Mind-mental is a dialectical dynamic that compliments each other.

And so, they are closely webbed with each other. If anything goes wrong to one will have ramifying effect on the other. Only a tiny percent of our populace has come to reckon with the fact that mental health ought to be seen as an integral part of our overall well-being – be it a child or an adolescent or a grown-up.

We come across periodically is the young scholars committing suicides in IITs. Those who resorted to suicide deaths belong to Dalit and Tribal background. Reasons ascribed for suicidal deaths ranges from depression, isolation, inferiority, taunting, and others. Likewise, women suffer both physically and mentally. Patriarchy employs sophisticated techniques to oppress and dominate women and thus being used in diverse methods to subjugate and wilt their mental resolve. It is a known factor that patriarchy as it moves along the times evolves new ways and means. One crucial weapon it employs attack women mentally/psychologically that automatically wrecks women psychologically resulting in gradually deterioration of physical.

Those belonging to said categories are the major pillars for the present and future. Their contributions for the present and future for our society and nation should never be minimized or taken for granted. How and in what ways will have to be left to the concerned people, organizations, state governments and the government at the Centre.

Trinitarian components – body, soul, mind enjoins wholeness, but without or minus mind/mental, the comprehensive understanding of health becomes just a hole.

‘Unrest in Manipur: Understanding the current crisis and its implication’

M

anipur, the Land of Jewel, has been in the grip of a political crisis in recent times. The state is known for its rich cultural heritage, scenic beauty, and ethnic diversity, but political instability has been a recurring problem in the state.

The crisis in the state has its roots in the complex ethnic and political landscape of the region.

Manipur is home to various ethnic communities, including the Meiteis, Nagas, Kukis, and Pangals, who have historically had competing interests and demands. The state has also been a site of conflict between the Indian government and various armed groups, with some seeking greater autonomy or even independence from India.

The situation in Manipur, with current tribal and non-tribal violence, Scheduled Tribe issue, ILP, illegal immigration from Myanmar and Bangladesh is complex and requires a multifaceted approach to address.

The Meitei community has been demanding the implementation of the Inner Line Permit (ILP), which would regulate the entry of outsiders into the state and also to accord them a ST status, while tribals of the hill districts are all out against government’s move to turn their lands into so-called Reserve

Scheduled Tribe Issue: Apparently, going by experts’ views, neither civil societies, pressure groups nor judiciary, but it is the government which makes policy recommendations or decisions on Scheduled Tribe.

However, the decision of who should be given Scheduled Tribe status in Manipur should be based on certain criteria and parameters set by the government.

The Scheduled Tribes in Manipur are those communities that have been notified as such by the President of India under Article 342 of the Constitution of India. The criteria for determining a community’s eligibility for Scheduled Tribe status includes their distinctiveness, primitiveness, geographical isolation, backwardness, and overall socio-economic and educational development.

The decision of who should be given Scheduled Tribe status in Manipur should be based on a thorough analysis of these factors, along with inputs from relevant experts, academics, and community representatives. The process should be transparent and consultative to ensure that the

most deserving communities are identified and granted the benefits of Scheduled Tribe status.

Ultimately, the government should ensure that the criteria for granting Scheduled Tribe status are applied fairly and objectively to avoid any bias or discrimination.

The Manipur government and civil society groups should also promote inter-communities dialogue to foster understanding and promote peaceful coexistence between different communities.

This can be done through community meetings, forums, and workshops that provide a safe space for different communities to come together and discuss their issues.

Reserve Forests: It is not enough for state government to claim property rights over tribal lands in the pretext of protecting reserved areas under Indian Forest Act 1927 which led to eviction of tribals from their homes and land they called theirs.

Turning parts of tribal hill districts into reserve forests, it’s important to consider the potential impact on the local communities. Turning their lands into reserve forests without their consent or involvement can lead to displacement, loss of livelihoods, and conflicts with the government. Instead, the govern-

One of the main reasons for conflicts is the lack of development in tribal areas, leading to a sense of neglect and deprivation. The tribals in Manipur face discrimination and exclusion in various spheres of life. The government should implement affirmative action policies to provide equal opportunities in education, employment, and other sectors.

Illegal Immigration and abnormal growth of population: Illegal immigration is a complex and sensitive issue that requires a multifaceted approach to address. Manipur government could consider dealing with illegal immigration from Myanmar and Bangladesh and enhancing border security measures to prevent illegal crossings.

To prevent illegal immigration, it is essential to implement effective screening and verification processes for immigrants.

The government should also increase public awareness about the negative impacts of illegal immigration. This could include public service announcements, media campaigns, and educational programs that highlight

the risks associated with illegal immigration and the importance of legal channels for migration.

Finally, the Manipur government should create opportunities for legal migration. This could include simplifying the visa process, creating employment opportunities, and developing partnerships with businesses that are interested in hiring skilled immigrants.

There is also a continuous flow of migration from rural areas of hill districts to already over-populated capital Imphal for employment and survival. Therefore, it is expected of government to invest in infrastructure, education, healthcare facilities and create job opportunities in tribal areas to promote economic development and reduce social disparities.

In conclusion, the Manipur crisis has wider implications for the region, as it has the potential to spark ethnic tensions and violence in other parts of the Northeast. The central government has been involved in trying to resolve the crisis, with talks being held with various stakeholders. However, a solution to the crisis remains elusive, and the situation in Manipur remains volatile. Therefore, government needs to do a lot of home works.

Human resources management for good governance

n Nagaland, people rush for employment, particularly in public sector for livelihood. It is not even for sustenance but for self-subsistence called survival. The craze for running after white-collar job is not just alarming but also embarrassing. The desperation for government job and the gravity of unemployment problem can be gauged from the fact that even graduates and post-graduates have been applying for D-Grade posts. Without skill, they are unemployable in skillbased jobs. Our education system hardly provides employability skills.

According to census data, Nagaland state has a population of around two millions/twenty lakh in which, the indigenous

Nagas will roughly account for fifteen lakh only on the higher side. Nagaland state with a geographical area a little over sixteen thousand square miles and population as low as that has about one lakh forty thousand (roughly 7% of total population) government employees. Out of this, skilled workers (preservice and in-service put together) including subject matter specialists may not account for not more than 20-30%. This simple deduction explains then, as to why our state is very low in productivity. Skill, whether for desk-top or field work is important for productivity. Skill helps in judicious use of resources and prevents wastage. In the public sectors and public sector undertakings,

the government sanctions large amounts of money for different development projects. The government loses large sums of money at various implementation stages due to lack or shortage of skilled workers. On the other side, the government is unable to mobilize sufficient funds for innovative projects for want of workers with creative ideas and imagination. Effective human resources management (HRM) will tackle these problems.

For good governance, HRM is not just a requirement but a mandatory requirement. Sadly, in our state, HRM is still a new subject. As far as I know, no department has fully functional HRM cell. Let alone resources management, most departments

have problem managing even the numbers. Poor HRM, compounded by undue political interference in transfer posting is responsible for chaos in many departments. The departments are unable to deliver benefits to the common people. A glaring example is posting a medical super-specialist to an outpost where no facilities are available to make use of her/his super-specialty.

The state government has over-crowded unskilled/ raw employees, mostly Cgrade, out of political appointments. They are like herds of animals left free to graze. The end result is gross indiscipline. Indiscipline is largely due to lack of work ethic. Work ethic is the mother of dedication and sacrifice. An employee

without work ethic will never be sincere and dedicated to her/his work. In a state like Nagaland where large numbers of government employees were unskilled workers at entry point, the need for effective human resources management mechanism has been a long felt need.

The state has no specifically-purposed central human resources/man-power management department or authority. Creating a fullfledged HRM department is one option. Legislation to constitute mandatory authority to oversee HRM is another option. Until now, the task of skilling/ capacity building has been left to the departments concerned. Separate HRM department/authority is expected to meet that chal-

lenge. Good governance without effective HRM is unimaginable and will remain a pipe dream. HRM is the catalyst for good governance. In fact, it is the main driving force of success in corporate sectors. The state is a welfare state. Nonetheless, the government can learn a great deal of lesson from corporate sectors on HRM. HRM needs priority attention of the government. The NDPP and BJP have promised good governance in their election manifestoes. Effective human resources management is key to good governance.

Political authority will ensure time-bound fulfillment of the promises.

Felt it was a joke: Khera on Pilot’s PM Modi targets infighting in Rajasthan Cong real-leader remark against Gehlot

JAIPUR, MAY 10 (PTI): Prime Minister Narendra Modi on Wednesday alleged that the Congress government in Rajasthan was taking a soft stand against terrorists due to its appeasement politics and took a dig over infighting in the party, saying the “chief minister does not have faith in his MLAs” and they also don’t trust him.

Addressing a rally in Rajasthan’s Abu Road, he alleged that an “ugly form of political battle” has been on for the last five years in the state and instead of working in people’s interest, Congress leaders were busy in “the game of looting and saving the chair”.

Referring to the 2008 Jaipur serial blasts that claimed 71 lives and left 185 others injured, the prime minister alleged that the Congress government in the state did not fight the case strongly, leading to the acquittal of all the accused.

Modi claimed that during the coronavirus pandemic, the Congress “wanted more people to die so that they could get a chance to grab my neck”. However, the prime minister said that he would not kowtow to the threats and conspiracies of these people.

“If Modi bows down, then he bows down before 140 crore countrymen,” he said. Prime Minister Modi

said that Rajasthan is also facing the consequences of Congress’s politics of selfishness.

“You are witnessing an ugly form of political battle in Rajasthan for the last five years. Instead of the interest of the public, the game of looting and saving the chair is going on here,” he said.

“What kind of government is this where the chief minister does not have faith in his own MLAs and they also do not have faith in their chief minister. Everyone is competing to humiliate others,” he said at the rally in Sirohi district, around

400 km from the state capital Jaipur. Modi’s remarks came as a festering power tussle between Chief Minister Ashok Gehlot and his former deputy Sachin Pilot again spilled into the open, with both accusing each other of colluding with BJP leaders.

The two Congress leaders have been at loggerheads over the CM’s post since the party formed the government in December 2018.

With the assembly elections approaching in the state, Pilot, who lost his post of deputy CM and PCC chief after revolting against Gehlot in 2020, has now intensified his attacks.

On Sunday, Gehlot said he survived the 2020 revolt as BJP leaders Vasundhara Raje and Kailash Meghwal refused to support a conspiracy to topple an elected government through money power. He even said that the rebel MLAs should return any money they have taken from the BJP. Pilot on Tuesday rejected the charge that the

dissidents - whom he had led -- took any money from the BJP. He also said that Gehlot’s remarks had made it clear why his government was not probing the allegations of corruption against the previous Raje government.

At the rally on Wednesday, Prime Minister Modi said that the chief minister’s chair was in trouble for five years and there was no one to care about the development of Rajasthan.

He also alleged that there was a complete breakdown of law and order under the Congress rule and crimes against women had increased. He said that the Congress government in Rajasthan is afraid to take action against criminals because of vote bank politics and for the appeasement of some people.

He alleged that because of this thinking, the Congress government presented a weak prosecution in the Jaipur bomb blast case because of which the accused were acquitted.

NEW DELHI, MAY 10 (PTI): Amid infighting in Rajasthan Congress, party leader Pawan Khera on Wednesday dismissed as a “joke” and as “laughable” former deputy chief minister Sachin Pilot’s remark that a recent speech of Chief Minister Ashok Gehlot indicated his real leader is BJP’s Vasundhara Raje and not Sonia Gandhi.

Gehlot had claimed that he survived a revolt in 2020 by some Congress MLAs because BJP leaders Vasundhara Raje and Kailash Meghwal refused to support a conspiracy to topple an elected government through money power.

On Tuesday, Pilot mounted a no-holds-barred attack on Gehlot saying his speech indicated his real leader is Raje and not his Sonia Gandhi.

Asked to comment on Pilot’s remark, Congress’s head of media and publicity department Pawan Khera said, “He would have said something jokingly, one can’t sort that out. He will get a response in the same manner.”

On whether there would be any action against Pilot, he said, “There is an in-charge for every state in every party and he will take a decision accordingly.”

To further questions,

he said the Rajasthan incharge of the Congress will make his decision public after discussions within the party.

“I felt it was like a joke because it was laughable for me,” Khera said when asked to clarify on his “joke” remark on Sachin Pilot’s comment on Gehlot.

“It is clear from the chief minister’s speech in Dholpur on why no action is being taken, and why it won’t happen,” Pilot said, in an apparent reference to Gehlot mentioning Raje’s “help”. Raje, a former chief minister of Rajasthan, however, said that “Gehlot’s ‘praises’ are a big conspiracy” against her and the Congress leader was speaking lies due to rebellion in his party.

Gehlot had also taken potshots at the rebel Congress MLAs on Sunday, saying they should return the money they had taken from the BJP so that they can carry out their duty without any pressure.

NEW DELHI, MAY 10 (PTI): The government is yet to accept a report of the energy transition committee that recommended banning the use of diesel-powered four-wheelers in cities with over 10 lakh population and switch to electric and gas-fuelled vehicles by 2027, the oil ministry said.

The report of the committee headed by former oil secretary Tarun Kapoor had also suggested phasing out motorcycles, scooters, and three-wheelers with internal combustion engines by 2035.

“Report of the Energy Transition Advisory Committee (ETAC) has been received by the MoPNG. The Govt. of India is yet to accept ETAC report,” the Ministry of Petroleum and Natural Gas (MoPNG) said in a tweet.

Separately, the District and Sessions Court indicted Khan in the Toshakhana case. Judge Humayun Dilawar conducted the hearing in the makeshift court set up in the New Police Guest House along with the ATC No. 1. Khan was present in the court and pleaded not guilty when the charges were read. He also refused to sign the court documents, according to Geo News channel. The case was filed last year by the Election Commission of Pakistan and Khan had skipped several hearings in the past months. The charges are about the allegation that Khan concealed the proceeds of sale from the state gifts.

The boat was heading to the village of Dundeji in Sokoto state on Tuesday when it capsized in the middle of a river, local police spokesman Sanusi Abubakar told The Associated Press. There were 36 passengers on board the boat, with 21 of them rescued alive. Thirteen females and two males died, Abubakar said. Some of the fatalities were children.

NEW DELHI, MAY 10 (PTI): The protesting wrestlers on Wednesday demanded lie-detector Narco Test on Wrestling Federation of India (WFI) president Brij Bhushan Sharan Singh under Supreme Court supervision after he claimed innocence to the allegations of sexual harassment.

Some of the country’s top wrestlers, including Olympic medallists Bajrang Punia and Sakshi Malik and Asian Games gold winner Vinesh Phogat, have been protesting at Jantar Mantar here for more than a fortnight, demanding arrest of Singh for allegedly sexually harassing seven women wrestlers, including a minor.

“Those people speaking in favour of the WFI chief and saying that we are lying, I would say that Brij Bhushan should undergo a Narco Test under Supreme Court... and also the seven women wrestlers (who have alleged sexual harassment),” said 2016 Rio Olympics bronze medallist Sakshi at a press conference here.

“Whosoever is found guilty, hang them.” she added.

The wrestlers did not, however, give clarity on how

they are going to push for a Narco Test as, according to law, the consent of the accused is mandatory. Only after that can the investigating agencies proceed.

A day after Delhi police registered two FIRs against him on April 28, Singh had claimed innocence and said he was ready “to face any kind of investigation.”

Sakshi also made an appeal to the women of the country to come forward and support the wrestlers like they did in 2012 when the Nirbhaya case happened.

“I would request the womenfolk in the country to support us just like they did in the Nirbhaya case.

Express solidarity with us because we are also fighting for the cause of women. If

we win this fight, we would have sent a strong message, but if we lose we would go back 50 years,” she said.

The wrestlers also decided to wear black armbands on Thursday as a mark of protest over the alleged inaction of the authorities.

“I appeal to all the individuals and organisations supporting us to come and join us in a black armband protest on Thursday. Tomorrow, we will express our opposition (virodh) by wearing black armbands,” said Vinesh, the 2018 Asian Games gold medallist, on a day which saw a big surge in the number of protesters.

“I request the IOA ad hoc committee to organise all the tournaments, because we also do not want to halt wrestling activity. We are not calling wrestlers here (protest site) because their training and preparations will suffer. We laud the constitution of the ad hoc committee,” said Punia.

“We have major international events such as the Asian Games and the Olympic qualifiers coming up. The (ad hoc) committee should organise the tournaments, (but) not someone who has serious allegations against him,” added Punia.

“Time and again people say we are not allowing tournaments to take place.

Let me clarify that we have not stopped any competition. But, my question is how can someone who has so many allegations against him organise events.”

A Delhi court on Wednesday sought a status report from the Delhi Police over the sexual harassment case against Singh. The judge issued notice to Delhi Police on a plea moved by the protesting wrestlers, seeking monitoring of the investigation and recording of the statement of the alleged victims before the court. by May 12 when it will further hear the matter.

Former AIFF vice-president AR Khaleel passes away NEW DELHI, MAY 10 (IANS): The former All India Football Federation (AIFF) vice-president, treasurer and executive committee member AR Khaleel passed away on Wednesday after a brief illness. He was 91.

Khaleel is survived by his wife and four daughters.

AIFF president Kalyan Chaubey condoled the demise of Khaleel, who was also the former president of the Karnataka State Football Association (KSFA).

“It is sad to know that AR Khaleel is no more.

His death has left an eternal void in Indian Football administration. Our thoughts are with his family at this difficult hour,” said Chaubey.

A prominent face in the Indian football administration for nearly six decades, Khaleel was also active at the continental level, and on occasions was a member of Asian Football Confederation Standing Committees.

“Khaleel ji was one of the foremost football administrators of his time, and played a big role in popularising the game in In-

A president of the KSFA for 28 years till 2018, Khaleel had worked for the game in various capacities.

He was a footballer, who ran Jawahar Union FC, one of Bengaluru’s traditional clubs, was an administrator par excellence, and served Karnataka football as an office bearer for many years.

He also donned managerial roles for the Indian national teams in various age groups. In Karnataka football, Khaleel will always be remembered for the exemplary work he did in acquiring land and building the Bangalore Football Stadium, owned by the KSFA.
