Forest dept to collect royalty on sand, stone DIMAPUR, APR 10 (NPN): The tussle between Geology & Mining and the Environment, Forests and Climate Change (EF&CC) departments over collection of royalties on sand and sandstone has been finally resolved after the State Cabinet decided to let EF&CC department collect the royalty. In a notification, commissioner & secretary R. Asenla Keitzar informed that the cabinet during its meeting on February 22, 2022 decided that EF&CC department, in addition to forest products already under its purview, shall collect royalty on sand and stone

as per the Revised Forest Royalty Rates of 2021. The department also notified about the revised rates for several items. As per the revised rates, stone, boulder, pebbles, gravel, stone chips, dust would cost Rs. 38 per cubic metre (m3) while sand was fixed at Rs. 45/m3. Royalty for soil, clay and earth is Rs 7.5/m3. Further, special class (teak) rate fixed at Rs. 63 per cft while items under class A-I was Rs. 36 per cft. Those under class A-II would cost Rs. 32 per cft, class B-- Rs. 27 per cft, class C (all timber not included in special class) Rs. 20 per cft.

DIMAPUR, APR 10 (NPN): In order to meet increasing demand from traders , Northeast Frontier Railways (NFR) will open a new goods terminal at Shokhuvi railway station, 25 km from Dimapur railway station. In this regard, NFR held a roadshow with traders and businessmen, including traders engaged in loading and unloading of stone, cement, pulses, salt and edible oil at Dimapur region, both at Dimapur and Shokhuvi railway stations on April 9 under the supervision of Lumding senior divisional operations manager KK Sharma along with other officials of Lumding division. The participants were provided with details on the recently-commissioned railway freight terminal at Shokhuvi with full length goods yard, a well-developed circulating area and modern lighting facilities.

Ravi misled that talks concluded: NSCN (I-M) DIMAPUR, APR 10 (NPN): NSCN (I-M) has accused former Interlocutor for Naga peace talks RN Ravi of issuing it an ultimatum to sign a peace accord by October 31, 2019 under the Indian constitution and without separate Naga flag and yehzabo (constitution). NSCN (I-M), through its MIP, said Ravi even threatened it with dire consequences and declared that an agreement will be signed with or without NSCN (IM) on or before October 31, 2019. NSCN(I-M) said Ravi could not convince it to sign an agreement without separate Naga flag and constitution and he therefore

adopted 33rd President of United States Harry S Truman’s policy of “If you cannot convince them, confuse them”. NSCN (I-M) accused Ravi of trying to create confusion in the minds of Naga people by taking malicious pleasure going through the unfolding development among the Nagas. What followed was the tacit pressure put on NSCN (I-M) in particular and Naga people in general as Ravi allegedly resorted to psychological warfare. There were military exercises – jet fighters flied in Naga areas and big tanks and rocket launchers were brought as if a real war was coming. Unaccountable Indian se-

curity forces were poured in and stationed in Naga areas. Even the Nagaland Police was instructed to keep rations in stocks for at least two months and Special Branch (SB) of the police was instructed to identify NSCN (I-M) members and their residences, the release stated. NSCN (I-M) said it was however unnerved at the sight of this development and firmly stood its ground. Unfortunately, it regretted that Naga leaders who were on the side of Ravi were carried away by his deceitful tactics and started shouting with undue zeal and attention that the Naga talks had concluded. NPN adds: Nagaland on Sunday recorded nil cases and deaths. The Covid caseload remained unchanged at 35480 while death toll stood at 759 (including 4 non-Covid deaths).

GUWAHATI, APR 10 (PTI): Anganwadis and onestop centres across Northeast will receive active support from the Centre to ensure that geographical and logistical challenges are met expeditiously, Union minister Smriti Irani said on Sunday.

Speaking about the one-stop centres, the Union Women and Child Development Minister said that collaborated effort is taken up in those facilities where various branches of government come together to ensure that police, psycho-social

and legal counsellors under one roof provide integrated support and assistance to women affected by violence, both in private and public spaces in a phased manner. “Three hundred more such centres will be opened in the country,” the minister said. In the past three years, 70 lakh women have received support from the government in collaboration with women helplines across the country. Chairing a zonal conference of all North Eastern states, she discussed various developmental schemes initiated by her ministry. Participants from Assam, Arunachal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Sik-

kim and Nagaland attended the event. In her address, Irani also highlighted the details of ‘Poshan Abhiyan’ and other initiatives of the Ministry. ‘Poshan Abhiyan’ or the National Nutrition Mission is a Central government programme launched with the aim of reducing the levels of stunting, undernutrition, anaemia and low birth weight in children. The minister said that improving nutrition among women and children has transformed into a ‘Jan Andolan’ (people’s movement) today. Praising the efforts of various stakeholders for their contribution, she said

that addressing the issues of health and nutrition of women and children has been possible because of their cooperation and support. On the other initiatives, Irani said that there are around 25 crore women benefiting from Jan-Dhan Yojana, while 68 per cent of the beneficiaries of Mudra Yojana are women and 80 per cent of the beneficiaries of Stand-Up India are women. Meanwhile, union minister of State for Women and Child Development MM Kalubhai highlighted the three major umbrella schemes of the Ministry -- Mission Poshan, Mission Shakti and Mission Vatsalya.

The field visit to the new terminal was also organised for first hand appraisal of facilities offered there. The traders expressed enthusiasm at the freight loading facility at Shokhuvi, which is expected to begin soon. They felt that the facility would not only boost efficient logistics and transportation in Nagaland but also enable export and import of more products. Several businessmen from Nagaland including a participant from Tripura, attended the programme.

Meanwhile, in a telephonic conversation with Nagaland Post, NFR chief public relations officer (CPRO) Sabyasachi De said the additional goods terminal was being set up at Shokhuvi station to facilitate increased handling of goods. He maintained that since Dimapur railway station was unable to handle all bookings due to congested location because of lack of space due to encroachments, the additional goods terminal was set up by NFR. JCCV suspends sit-in stir DIMAPUR, APR 10 (NPN): Joint Co-ordination Committee of Villages (JCCV) on Sunday decided to suspend the proposed sitin demonstration, scheduled to be held on April 11 and 12. Informing this in a press note, JCCV convener L.K. Swu and co-convener Tsithrongse Sangtam said that the decision was made during an emergency meeting held on Sunday, based on the verbal request of the chief secretary. JCCV said that the chief secretary during the meeting held on April 7 had sought more time for the three-member committee headed by Home commissioner to study the matter

for peaceful resolution of the impasse. As a responsible organization, JCCV said it would refrain from holding any kind of agitation for time being, in the larger interest of people and the government. It, however, said that further course of action would be decided in due course of time in case the matter was not taken up by the government for peaceful resolution. M ea nwhile, JC C V said it would continue to carry out all official dealings with deputy commissioner Dimapur even though the state government has placed Dhansiripar Sub-division under the jurisdiction of Chümoukedima district.

No hike in fuel rates for fourth straight day NEW DELHI, APR 10 (AGENCIES): Petrol and diesel prices remain unchanged for the fourth consecutive day on Sunday, even as fuel prices have been on a rise since several days now. The last time petrol and diesel prices were hiked was on April 6, taking the total increase in rates in the last 20 days to Rs 10 per litre. The hike in fuel rates on April 6 was the fourteenth increase in prices since the ending of a fourand-half-month long hiatus in rate revision on March 22. After a four-month re-

spite, India’s fuel prices have begun climbing since March 22, when the results of five Assembly elections were released. In its monetary policy review on Friday, the Reserve Bank of India (RBI) raised its inflation forecast for the current fiscal year 2022-23 from 4.5 percent to 5.7 percent, up from 4.5 percent previously. Inflation must be kept between 2% and 6%, according to the central bank’s mandate. In February, the CPI-based inflation rate was 6.07 percent, compared to 6.01 percent in January.

Hindi as compulsory subject : DoSE clarifies; NPF, NPCC, NIPF, NSUI oppose DIMAPUR, APR 10 (NPN): Department of School Education(DoSE) has issued a clarification to statements where the state has been accused of acquiescing to allow Hindi to be compulsory till class X. DoSE in a clarification issued by Principal Director Shahnavas C. explained that the Nagaland follows a three-language formula up to Class VIII and Hindi is already a compulsory subject up to Class VIII. Shanavas said students were given the liberty in classes IX and X to

study either Hindi or anyone Modern Indian Language (MIL) – Ao/Bengali/Lotha/ Sumi/Tenyidie or Alternative English – as the Second Language. He explained that the National Education Policy (NEP) 2020 advocated adopting three-language policy up to secondary level and which did not impose any language on States. As per NEP, the three languages to be learned by children would be the choice of the State, region and of course the students themselves.

Shahnavas also mentioned that as the time line for implementation of NEP 2020 was 2030 the Union Ministry of Education had not issued any instruction for making Hindi compulsory in the secondary stage, he claimed. He quoted Policy No. 4.13 of NEP, 2020 on the three-language policy which stated that “the three-language formula will continue to be implemented while keeping in mind the Constitutional provisions, aspirations of the people, regions, and the Union, and the need

to promote multilingualism as well as promote national unity”. The policy also provides a greater flexibility in the three-language formula, and no language will be imposed on any State. Further, the three languages learned by children will be the choices of States, regions, and of course the students themselves, so long as at least two of the three languages are native to India. The policy also stated that students not wishing to change one or more of the three languages they

are studying may do so in Grade 6 or 7, as long as they are able to demonstrate basic proficiency in three languages (including one language of India at the literature level) by the end of secondary school.” Meanwhile, political parties and various other organisations in the State continued to criticise the reported move to impose Hindi in the North-eastern States. NPF against imposition: NPF president Dr Shürhozelie Liezietsu said he was aware that Hindi

was the national language but that Hindi cannot be imposed upon people without first putting effort to make people who are not conversant with it to learn it. He said this will lead to alienation, which might not certainly be in the interest of the nation. Reiterating that he was not against Hindi, Dr Shürhozelie asserted that NPF could not agree at the moment to use Hindi as an alternative to English in Nagaland because it was impossible to do so. He claimed

that this was the ground reality and could not find any other option at the moment. He noted that even after 40 years Nagaland still remained almost in the same position because no serious efforts were made by the Central government towards development of the language. ‘Poshan Pakhwada’ 2022 concludes

DIMAPUR: Department of Social Welfare organised the closing programme of the fourth “Poshan Pakhwada” in the office of the district programme officer (DPO) on April 4. In a press release, the department informed that during the programme, DPO Kohima Imkongzenla while delivering the welcome address highlighted the importance of “Poshan Pakhwada” and its objective to bring public par ticipation through various activities and convert nutrition awareness into a mass movement. She said that it puts an emphasis on identification and celebration of healthy child and integration of modern and traditional practices for a healthy India. Fur ther, the DPO expressed her appreciation for the outstanding contributions and hard work by everyone involved.

NMA felicitates RS member Phangnon DIMAPUR: Naga Mothers’ Association (NMA) has extended good wishes to S. Phangnon Konyak, who was elected as the member of Rajya Sabha. VVSU resents transfer of teachers DIMAPUR: Vikheto Village Students Union (VVSU), Niuland district HQ Aghunaqa has appealed the Department of School Education (DoSE) to revoke the March 30, 2022 order on rationalization, where two teachers from Vikheto village GPS were transferred when the village GPS was already facing scarcity of teachers. In a press note, VVSU president Kakishe Zhimomi said that the primary teacher were transferred without the knowledge of Vikheto Village GPS School Management Committee (SMC). It said that in 2021, out of nine teachers, two were transferred by the government and on March 30 another two were transferred— totalling to four teachers, transferred without any replacement. This has left the school to be run by only five teachers, one of whom will also be retiring soon, VVSU said. Pointing out that it was not possible to cover seven classrooms by five teachers, and soon to be four, VVSU said it would be difficult to cover the academic syllabus, as inadequate number of teachers was hampering the student’s career. Therefore, in view of this, VVSU urged the department to look into the matter and revoke the transfer of the two teachers, immediately.

Amit Shah’s Hindi language push draws flak in Manipur

IMPHAL, APR 10: Union Home Minister Amit Shah’s recent statement on Hindi language push has drawn ire in Manipur with opposition Congress criticizing it as a part of BJP’s “cultural terrorism” on Sunday. Accusing the ruling BJP of trying to unleash its agenda of cultural terrorism against non-Hindi speaking states in the northeast region, MPCC president K Meghachandra alleged that it was a move to eliminate the indigenous communities living in the region. He demanded the Centre to review the decision of making Hindi compulsory in schools up to Class X in northeast states while alleging that it is a move to destroy the indigenous communities of the region. Amit Shah had stated that 22,000 Hindi teachers have been recruited in the eight states of the northeast, and nine tribal communities of the region have converted scripts of their dialects to Devanagari. All these states have also agreed to make Hindi compulsory in schools up to Class X, he had added. Address-

In the context of Manipur, he said, all efforts to popularize Manipuri language (Meiteilon) included in the 8th schedule of the Indian Constitution will be reduced to meaningless. There will be no reason for pressing the Central government to include the Meitei Mayek (script) in the currency notes of the country, he said.

T h e g ove r n m e n t ’s move came at a time the state government was working hard to popularize the indigenous script by replacing the Bengali script used earlier. “The Congress takes it as a cultural terrorism that attacks our language, religion, culture and tradition,” he said. Making Hindi compulsory in schools across the northeast states will also certainly affect the dialects of the small tribal communities of the region. It not only eliminates the dialects but also leads to the vanishing of the smaller tribes struggling for survival amid the threat of extinction , he said. The MPCC president further hoped that all sections of society will raise their voices against Centre’s latest move. Amit Shah’s remark drew shar p reactions from Meetei Erol.Eyek Loinasillou Apunba Lup (MEELAL), an apex body campaigning for the revival and popularization of the indigenous Manipuri script. The apex body urged the legislators of the state to stand united against the Centre’s move and take up necessary steps for the

development of Manipuri language. While terming it as a part of BJP’s agenda of “one nation, one language, one religion”, MEELAL, in a statement, warned that the apex body was against implementation of the agenda in Manipur which has a unique history of over 5,000 years. Joining the chorus in condemning the Central government’s latest move, Federal Students’ Organization Kangleipak (FSOK) alleged the BJP has been trying to eliminate the indigenes of the region in order to fulfill its RSS backed “one nation, one language, one religion” agenda. Language is the wealth of religion, culture and tradition of a community. Abolishing the language means eliminating the community, the student body asserted in a statement. While urging the state governments and chief ministers of all the eight states of the northeast region to oppose the Centre’s move, FSOK asserted that these governments need to challenge such a move of eliminating the indigenous communities of the region.

Cattle smuggler killed in gunfight in Assam GUWAHATI, APR 10 (PTI): A suspected cattle smuggler was killed in a gunfight with the police in Assam’s Dhubri district, officials said on Sunday. Acting on a tip-off, police tried to intercept a vehicle in Sapatgram area on Saturday night, they said. “The car was signalled to stop, but it sped away. Our team started chasing it,” a police officer said. Those inside the car fired at the police vehicle, which was retaliated in selfdefence, he said. “There were three people in the vehicle. One of them died on the way to a hospital, while the other one is undergoing treatment now,” he said. One of the suspects managed to escape, the officer added. In another incident, a suspected dacoit was injured in police firing in Doboka in Nagaon district, officials said. The suspect was arrested on Saturday, after which he was taken to recover hidden arms at night, they said. “He pushed away a constable and tried to run. We had to fire to ensure that he doesn’t escape. He was wounded on the right leg,” a police officer said.

GUWAHATI, APR 10 (PTI): The Asam Sahitya Sabha, a century-old literary-cultural organisation of Assam, has criticised the central government’s move to make Hindi a compulsory subject till class 10 in North-Eastern states. The All Assam Students’ Union (AASU), which also holds significant clout in the state, demanded that the government concentrate on conserving and promoting indigenous languages. In a statement, Asam Sahitya Sabha SecretaryGeneral Jadav Chandra Sharma said if Hindi is made compulsory, the future of indigenous languages and Assamese as a link language will be endangered. Sharma also said the Sabha had been pressing the state government for the inclusion of Assamese in CBSE and English medium schools, but no progress has

been made in this regard so far. Sabha, an influential organisation constituted in 1917, works for the development of the Assamese language, literature and culture. AASU chief advisor Samujjal Kumar Bhattacharjya asserted that the move was a threat to the future of indigenous languages of the North-eastern region. “We strongly oppose the move by the government to make Hindi compulsory at the expense of Assamese and other mother languages,” he said in a Tweet. “It is a threat to the

indigenous culture and languages of the North East,” Bhattacharjya said demanding that the government immediately withdraw the decision. Opposition parties in Assam have also criticised the Centre’s announcement that all the eight Northeastern states have agreed to Hindi being a compulsory subject till class 10 and described it as a “step towards cultural imperialism”. The opposition parties, including the Congress and Assam Jatiya Parishad, have demanded the withdrawal of the decision, which it said is against the interests of the people of the region. Birla, who is in Assam for a Commonwealth Parliamentary Association meeting, visited Kaziranga National Park on Sunday, during which he chatted with the tea garden workers, an official release said. He visited the tea production units located in Hathikuli area of Kaziranga, which is nearly 125 years old. The diligence with which the workers select each leaf and then process it with modern techniques has given Indian tea its global recognition, Birla said. The Lok Sabha Speaker said issues related to tea garden workers have come up for discussion in Parliament, and he would also talk to the state government about the problems faced by them. Over 350 mobile towers to be set up in M’laya SHILLONG, APR 10 (PTI): Over 350 mobile towers will be set up in Meghalaya to ensure that all villages come under mobile network, officials said on Sunday. Meghalaya has 6,839 villages of which 1,164 villages are not covered by any mobile network, they said.The chief secretary recently reviewed implementation of the Universal Service Obligation Fund (USOF) scheme aimed at providing

mobile internet services to 1,164 remote and uncovered villages in the northeastern state at a cost of Rs 726.65 crore, officials said. BSNL has approved setting up of 352 mobile towers to ensure that the uncovered villages get coverage, they said. “BSNL has approved setting up of 346 additional mobile towers in remote villages across Meghalaya besides six mobile towers along NH 42 and NH 51,” a senior BSNL official told PTI.


Muslim-owned stalls attacked in K’taka

DHARWAD, APR 10 (AGENCIES): A group of Hindu supremacists vandalised stalls owned by Muslims near a temple in Karnataka’s Dharwad district on Saturday, the Deccan Herald reported. The incident took place outside the Nuggikeri Anjaneya temple on the outskirts of Dharwad city. Ten of the people who engaged in the violence re por tedly belong to Hindutva organisation Sri Ram Sene. A video by News18 showed a group of people smashing watermelons from a stall on the ground, as people look on. Police personnel were present nearby but did not act to stop the vandalisation, The Indian Express quoted a resident as saying. The watermelon vendor, Nabisab, said that about eight to ten people came and vandalised the stall. “I had bought six quintals of watermelon and only one quintal was sold,” he said. This is the fifth arrest by the CBI in this case. The probe agency has arrested Samir Sheikh -- the father-in-law of one of the prime accused, Lalan Sheikh who is still a b s c o n d i n g. N

ot unexpectedly, the all-party government and opposition-less assembly, continues to engage in constant motion but no progress in as far as facilitating unity and solution to the Naga political issue. This exercise has been in motion especially since 2003 where all legislators have resolved in as many ways, on playing their role as facilitators for solution. This has also led to formation of the legislators forum at regular intervals and holding of consultations with tribal hohos, church and civil society members. The regular consultations concluded with familiar calls upon the government of India to secure early solution and to the Naga groups to come together for one solution and appeal on all people to support these efforts. All these exercises, till date, do not appear to have had the desired effect except keep the issue centre-stage. As commented earlier in this column in the recent past, the state is not involved with the peace process but has taken up upon itself to play the role as facilitator for peaceful solution. In comparison, the Mizo peace process was a tri-partite effort where the Mizoram government under Lalthanhawla, was involved in the negotiation which eventually led to signing of the Mizo Peace Accord in 1986. The Mizo political issue was finalised in two years whereas the Naga political issue is nearing 25 years and solution hanging mid air. It may be argued that the Mizo peace process dealt with the people living within a state whereas the Naga peace process involves Nagas of Nagaland, parts of Manipur while it has been suggested to include a package for Nagas in Arunachal Pradesh and Assam. Since 2003 and under various regional parties, the state legislators had tasked themselves with facilitating the process for solution. Numerous consultative meetings were held with tribal hohos and CSOs and meetings NSCN (I-M) and Working Committee of the seven-member NNPGs, to bring them on the same page. On its part, the WC, NNPGs had stated on numerous occasions, that they shared contents with tribal hohos, CSOs on Agreed Position (AP) signed on November 17,2017. On its part, the NSCN (I-M) maintained that as the Framework Agreement signed on August 3,2015, is based on the principle of uniqueness of Naga history, it meant inclusive of Naga flag and constitution. The ruling United Democratic Alliance (UDA) government and its Core Committee on Naga political issue, has not publicly disclosed the stand of the government of India over flag and constitution. This was revealed in the house on two occasions by BJP minister Temjen Imna Along. He recently reminded the house about Amit Shah’s rejection for inclusion of flag and constitution when the UDA delegation broached the subject with him at a meeting in New Delhi. Along therefore, urged upon the leaders of party legislatures to inform the house what Shah had told them in Delhi last year. At separate meetings with WC, NNPGs and later NSCN (I-M), the UDA could not achieve any breakthrough so as to take the message to Delhi. This indicated that facilitation was like a symptomatic treatment making the cure appear worse than the disease. It therefore, remains to be seen what UDA delegation will tell central leaders, when they meet them in Delhi.

You cannot “reckon yourselves to be dead indeed to sin” (Romans 6:11) unless you have radically dealt with the issue of your will before God. Have you entered into the glorious privilege of being crucified with Christ, until all that remains in your flesh and blood is His life? “I have been crucified with Christ; it is no longer I who live, but Christ lives in me…” (Galatians 2:20).

Was the Indo-Naga talk really concluded on 31st Oct, 2019?

he Nagas at large appeared to be still haunted by the misadventure of Mr. RN Ravi with his confusing handling of the Indo-Naga talks. The 33rd President of the United States of America (USA), Mr. Harry S Truman said, “If you cannot convince them, confuse them”. Ravi could not convince the NSCN to sign an agreement without the Naga flag and the Yehzabo (constitution) and, therefore, he adopted “Truman’s policy”. This is exactly what Ravi had insinuated to bring confusion in the mind of the Naga people as he took malicious pleasure going through the unfolding development among the Nagas. The 31st October, 2019 was actually a day of ultimatum served to the NSCN to sign the agreement under the Indian constitution without the Naga flag and the Yehzabo (constitution). Ravi threatened the NSCN with

uring the past few weeks, we have seen a lot of debates and deliberations on the Naga peace talks, solution and AFSPA, as the pending Naga issue is again resurfacing in the public space. As a practicing BJP politician and a Naga, I want to share some of my thoughts. India, being the biggest democracy in the world has an organic constitution which can positively meet the aspirations of Indian citizens. Can this space be possible for Nagas as well with good safeguards for history, economic growth and prosperity? Amongst the many Naga politicians who have served India, Late Mr Hokishe Sema and renowned leader Dr S C Jamir rose to become India’s constitutional heads and served as Governors, wherein S C Jamir served in four attention-grabbing states of Goa, Maharashtra, Gujarat and Odisha. Nagas have produced judges in the Supreme Court and valiant Nagas served the Indian army as well. Prof Jagdish Mukhi, as the Governor of Nagaland state is Nagaland’s first citizen by virtue of being the constitutional head. This unique constitutional system of the Indian democracy makes it a fabulous one, where the elected government and the constitutional system govern the state to meet the aspirations of the citizens.

dire consequences and declared that with or without NSCN, an agreement has to be signed on or before the 31st October, 2019. O t h e r w i s e, w h a t agreement was Ravi talking about when nothing was finalised. What followed were the tacit pressure put on the NSCN in particular and the Naga people in general. Ravi resorted to psychological warfare. There were military exercises- jet fighters flying in Naga areas and bombing and big tanks and rocket launchers were brought as if a real war is coming. Unaccountable Indian security forces were poured in and stationed in the Naga areas. Even the Nagaland state police were instructed to keep rations in stocks for at least two months and Special Branch (SB) department of Nagaland state police were instructed to identify NSCN members and their residents. NSCN were nevertheless unnerved at the sight of this develop-

ment and firmly stood their ground. Unfortunately, the Naga leaders who were on the side with Ravi were carried away by Ravi’s deceitful tactics and started shouting with undue zeal and attention that the Naga talk has concluded. The Framework Agreement of the 3rd August, 2015 has to be examined very carefully to avoid getting confused with grounded implications. The agreement was signed based on the principle core issues between the Government of India (GoI) and the NSCN. In the Framework Agreement it is clearly mentioned that “It is with great satisfaction that dialogue between the Government of India and the NSCN has successfully concluded and we are confident that it will provide for an enduring inclusive new relationship of peaceful coexistence of the two entities.” In the true political interpretation, it means a relationship between

India and Nagas to begin a new and a fresh unlike the present arrangements with oppressive nature but to co-exist as two friendly entities under the principle of shared sovereignty. However, the more crucial point for final settlement was inserted in the next paragraph. It read, “The two sides agreed that within the Framework Agreement, details and execution plan will be worked out and implemented shortly.” It refers to the competency that Ravi miserably find difficult to formulate the details as agreed upon. In fact, he misinformed the Parliament Standing Committee on the Framework Agreement stating that earlier the Naga’s stand was to be “with India” and not “within India”. But Ravi claimed that understanding was reached to be “within India” and accordingly the Framework Agreement was signed. Thus, Ravi misin-

formed and misled the GoI as well as the Naga people. This way he was able to divide the Nagas successfully. Ultimately, he fulfilled Truman’s policy as he masterfully crafted another agreement known as “Agreed Position” with the Naga National Political Groups (NNPGs) and started attacking the Framework Agreement and NSCN. That was certainly hitting below the belt. In total contrast to the Framework Agreement, Ravi informed the Parliament Standing Committee led by Mr. P. Chidambaram that for Nagaland state there is already Article 371 (A) and solution for other Nagas in neighbouring states can be solved with little variation. This is how he had totally misinterpreted and misinformed the GoI authorities on the content of the Framework Agreement. The Indo-Naga talk was never concluded on the 31st October, 2019. It was

Many Nagas contributed exceptional accomplishments for India, within the Framework of the Indian Constitution. There are Nagas from Manipur and Arunachal Pradesh who have equally excelled within the great democracy of India. These realities make the current Naga political issue to draw our utmost attention for peace. The Naga movement is an inspiring story to many and has drawn admiration and respect from many quarters. Thousands of lives have been lost in the conflict. Therefore, the Peace process and the talks with the government of India is being keenly and expectantly watched by every Naga for a lasting solution and peace to be ushered in Nagaland. Like any common Naga and a non Naga citizen, I equally become an important stakeholder in the pursuance of a lasting peace in Nagaland. As a Naga and a Chakhesang community member, I often wonder how an ordinary citizen can define one’s role within the universe of the Indian polity which currently seems to be the reality of Nagaland state. Like the concept of Naga tribes and communities which has evolved over the years, can human aspirations also evolve and bloom within wider dimensions? Human societies are evolving and growing all the time. Like the Punjabis

and Bengalis who inspite of being separated in 1947, into Pakistan and East Pakistan, they have evolved to find their places in the Indian Union. The challenge for many indigenous communities within the Indian nation state would be to find their unique places within the framework of the Indian constitution. Is exploring such dynamic reality worth the exercise? Sometimes honest objectives and practical realities can be misconstrued as something divisive or detrimental. But a matured society must examine and discuss such realities, no matter how bitter and difficult the discourse can be. Agreeing to disagree can make many cloudy issues become crystal clear. One case in point is, the Mizos coming to terms of their realities within the Indian Union and its constitutional framework, signed the Mizo Accord in 1986. Of course, the Naga issue is much more complex than that of Mizos. Therefore, our Naga leaders and also the Government of India must show sincerity, patience and right acumen to strike the right balance to resolve the Naga issues. There have been delays and many Nagas will agree with me. But the final call has to be taken by the Government of India, Prime Minister Narendra Modi and our concerned Naga political groups. We as citizens hope that our leaders will hammer out

the best practical realities for a lasting peace. Can we be willing to understand and imagine a world which we have not encountered in order to bring peace and development for our people? The public must debate and reason together. Pragmatic and flexible common visions often become new age gateways. Sometimes, rigid hard line stances can become destructive. We need change for development and peace. Another burning issue has been the discourse around the Armed Forces Special Power Act 1958 (AFSPA). The government of India, under the leadership of PM Narendra Modi has taken a positive drastic decision to relax the application of provisions of AFSPA in the three states of Nagaland, Manipur and Assam. This is a welcome triumph. Precisely, because the decision comes following the large-scale public outcry against AFSPA. This shows that the NDA Government is sensitive to people’s aspirations. The actions show that all grievances small or big can be redressed within the purview of the Indian constitution. The partial relaxation of the AFSPA from some north eastern states shows that there are constitutional provisions for redressal. When it comes to the issues of north eastern states and the unrest within the region, the various ethnic groups in the region

have never been together in the modern sense, under one administration. Both India as a nation state and the ‘northeast India’ as an entity is a byproduct of colonial legacy. During the colonial era, north east India was administered under the Assam province. Hence, when we talk about the northeast as a unit, we need to understand the problems and challenges in a wider mind frame. Thus, the recent meeting between Assam government and Meghalaya government agreeing to resolve all boundary disputes in the presence of Home Minister Shri Amit Shah is another milestone. This constructive outcome of Assam and Meghalaya states is possible because the Indian Constitution gives room for dialogue on such issues and provides ample space for resolving them. Can the Naga peace talks usher new horizons? It will depend on the Naga leaders to reach an honorable meeting point with the dynamic Prime Minister Mr Modi and Home Minister Amit Shah. Another momentous moment for Nagas is the recent election of Ms Pangnon Konyak, the BJP women wing chief, to the Rajya Sabha. Her election to such a high platform is recognition of the dedication and hardwork of ordinary party workers and dedicated Karyakartas of the BJP. This is something we

nothing more than an ultimatum given to the NSCN to toe his line of Naga solution. As seen today, we have been witnessing the negotiations that are still going on to resolve the core issues without which there is no foreseeable agreement. The Nagas cannot afford to dance like a fool to the musical tune of the enemies with habitual betraying eyes on the Naga people. Significantly, as the Framework Agreement was signed in the presence of the Prime Minister Mr. Narendra Modi and other high dignitaries who matters in running the government affairs, unnecessary confusion should not be made an issue and should keep away the Framework Agreement from becoming another betraying agreement as testified by the Indo-Naga history. all should cherish, more so in Nagaland where there has been no women in the parliament for many decades now. The BJP Central Leadership has acknowledged the contributions of the women folk. Such pedestal for Women leadership has not been provided by any political party like Congress or regional parties in Nagaland. This speaks volumes and amplifies the fact that BJP is willing to define new horizons for Nagas. As we relish the positive developments of relaxing the application of provisions of AFSPA in Nagaland, the resolve of Assam and Meghalaya governments to solve all boundary disputes, and the election of Ms Pangnon Konyak to the coveted Rajya Sabha MP, I am hopeful that the NDA government under the dynamic leadership of PM Modi will unveil a new future of peace and development for Nagaland. Let us hope that the Naga political leaders and the Government of India walk the extra mile for peace and bring a pragmatic and honorable solution to the Naga issue. The Naga settlement will usher in new development and peace for north east and the country. Delhi Police on edge after AK-47 recoveries

NEW DELHI, APRIL 10 (IANS): Back-to-back recoveries of AK-47 rifles, the most commonly used weapon by terrorists, from different parts of the country has alerted the security apparatus in the national capital. Just five days ago, the Uttar Pradesh Police arrested a gangster with an AK-47 rifle in Shamli district. In another incident, the Railway Protection Force and Government Railway Police, during joint patrolling, recovered the same weapon along with a magazine from an Agartala-bound train at Lumding station in Assam’s Hojai district.The man arrested from Uttar Pradesh was also carrying over 1,300 rounds of cartridges. The gangsters in DelhiNCR or neighbouring Uttar Pradesh and Haryana do not usually use such weapons. Even the cost of an AK-47 in the black market is above the pay grades of most of the gangsters. A rifle costs nearly Rs 3 lakhs. The police in the national capital is continuously battling with the nexus of illegal arms suppliers and now the recovery of AK47 rifles, just 120 km from Delhi, has alerted the force. The last time an AK47 was found in Delhi was when the anti terror unit, Special Cell, on October 12 last year arrested a suspected Pakistan terrorist from the Laxminagar area.

Sisodia, who also holds the education portfolio in the Delhi government, said the Bharatiya Janata Party (BJP) should consider the condition of the parents. “The Aam Aadmi Party (AAP) government was formed in Punjab on March 16 and within 10 days, Chief Minister Bhagwant Mann issued an order saying private schools cannot increase their fees. “On the other hand, the BJP government was formed in Uttar Pradesh on March 25 and it passed an order saying private schools have complete freedom to increase the fees and loot the parents,” he said during an online briefing. NEW DELHI, APR 10 (AGENCIES): India’s gold imports, which have a bearing on the country’s current account deficit (CAD), rose by 33.34 per cent to USD 46.14 billion during the 2021-22 fiscal on account of higher demand, according to official data. Gold imports were worth USD 34.62 billion in 202021, Financial Express reported. The surge in gold imports during the last financial year contributed to the widening of the trade deficit to USD 192.41 billion, against USD 102.62 billion in 2020-21. India is the world’s second-biggest gold consumer after China. The imports are largely driven by the jewellery industry. The gems and jewellery exports during 2021-22 grew by about 50 per cent to about USD 39 billion. India’s current account deficit widened to USD 23 billion or 2.7 per cent of the GDP in the October-December quarter, according to the RBI data. The current account records the value of exports and imports of goods and services, along with international transfers of capital.

While promotion of any language was welcome, he declared that imposition of a particular language would not be tolerated at all and would be objected tooth and nail. He also cautioned the State government not to take any such decision that would greatly hamper and affect the career of thousands of students.

NEW DELHI, APR 10 (AGENCIES): The Modi government has spent Rs 91 lakh crore on social sector programmes and infrastructure development over the last eight years, Union Finance Minister Nirmala Sitharaman tweeted citing a Reserve Bank of India (RBI) report. The overall developmental expenditure undertaken by the Centre amounted to a whopping Rs 90,89,233 crore (Rs 90.9 lakh crore) during 2014-15 to 2021-22, she posted, Business Today reported. The finance minister said this in response to former finance minister P Chidambaram’s comments about the very high collection of fuel tax but less spending on the people. Embedding RBI’s data in her tweet, FM Sitharaman mentioned the government’s total developmental expenditure incurred from 2014-22. COLOMBO, APR 10 (PTI): A massive antigovernment street protest demanding Sri Lankan President Gotabaya Rajapaksa’s resignation has turned into an all-night vigil as over 10,000 demonstrators gathered at the Galle Face Green urban park amidst the unprecedented economic crisis in the island nation. Sri Lanka is facing its worst economic crisis since gaining independence from the UK in 1948. People have been protesting for weeks over lengthy power cuts and shortage of gas, food and other basic goods. KATHMANDU, APR 10 (PTI): In a rare move, the Nepal government has suspended the country’s Central Bank Governor Maha Prasad Adhikari over disagreements with Finance Minister Janardhan Sharma and for not doing enough to pull the economy from doldrums. Adhikari, the Nepal Rastra Bank (NRB) Governor, was suspended on Friday after the government formed a panel headed by former Supreme Court judge Purushottam Bhandari, the Kathmandu Post newspaper reported. In that meeting, Maoist Centre chair Pushpa Kamal Dahal and CPN (Unified Socialist) chair Madhav Kumar Nepal, who are key coalition partners, had expressed “serious concerns over the state of the economy and asked Prime Minister Sher Bahadur Deuba to take concrete steps,” according to the Kathmandu Post newspaper. MUMBAI, APR 10 (IANS): A fantastic fourwicket haul from left-arm wrist-spinner Kuldeep Yadav combined with left-arm pacer Khaleel Ahmed taking three wickets helped Delhi Capitals snap their twomatch losing streak with a 44-run win over table-toppers Kolkata Knight Riders at the Brabourne Stadium, here on Sunday. After Delhi posted a gigantic 215/5 in their 20 overs, thanks to fifties from David Warner, Prithvi Shaw and some blazing knocks from captain Rishabh Pant, Axar Patel and Shardul Thakur, Kolkata needed similar knocks from their batters. India, whose best finish in the tournament came in the 2013 edition where they finished as bronze medallists, were eying a maiden berth in the summit clash of the event. The team so far produced high quality hockey to march into the last-four round unbeaten. But it was not to be as the Netherlands scored three field goals through Tessa Beetsma (12th minute), Luna Fokke (53rd) and Jip Dicke (54th) to emerge winners and sail into the their fourth consecutive final. DIMAPUR, APR 9 (NPN): 18th All Nagaland Karate-Do Association (ANKA) state level karate championship 2022 was held on April 8 and 9 at Logdrum Higher Secondary School (LHSS), Sangtamtila, Dimapur co-sponsored by PHED Nagaland. Team championship was bagged by Dimapur and runners-up by Mokokchung district. At the championship, treasurer-Karate India organization, RC chairman- KIO North East zone, Kyoshi Mutum Bankim Singh as chief guest in his speech encouraged the participants to be consistent adding that Nagaland has potential players who can represent in international level.

ANKA president Kyoshi T Sangtam said that by practicing martial arts, one can master their mind and emotions, which can help develop greater emotional stability, assertiveness, self-confidence, and lessen aggressive feelings. “Increased self-esteem, just like exercise strengthens your body, challenges strengthen your mind”, he added.
