An Indian Air Force C-130J Super Hercules transport aircraft carrying the bodies from the Sulur airbase touched down at the Palam technical airport at around 7:35 p.m. Heart-wrenching scenes were seen at the Palam airport as 13 caskets were placed inside a hangar in presence of their family members. Some of the family members of the personnel killed in the chopper crash were also present, including Rawat’s two daughters. Police seek info from public on Oting incident DIMAPUR, DEC 9 (NPN): State police has appealed individuals to come forward and provide any information regarding the December 4 Oting killing. In a communiqué, SP (Crime) and PRO Nagaland police said that any person having photos, videos, suspicious activities from primary source or any other information connected with the incident may share/submit the materials in original, not forwarded (secondary source), in the interest of police investigation. PRO said individuals may contact the Special Investigation Team (SIT) or share information via phone call or WhatsApp message to +91 6009803048 or email to otingsit@gmail.com. Police assured that the identity of the informant will be kept confidential on request. The original recorded audio/video/document would be collected from the source after following due legal procedures, PRO said. It may be mentioned that the state government had set up a SIT to probe into the December 4 firing incident. SIT will conduct investigation under the overall supervision of ADG (L&O) Sandeep Tamgadge, with IGP (R) Limasunep Jamir as the chief investigation officer and four police officers.

Gen Naravane frontrunner for CDS post NEW DELHI, DEC 9 (PTI): The government is set to begin the process soon to appoint the next Chief of Defence Staff with Army Chief Gen MM Naravane emerging as the front-runner for the top post that fell vacant following the demise of Gen Bipin Rawat in a tragic helicopter crash. The move by the government comes even as a number of retired military commanders said it will be prudent to appoint Gen Naravane to the top military post as he is retiring as the Chief of Army Staff in five months. Gen Naravane is the senior-most among the three service chiefs. The name of former IAF chief Air Chief Marshal RKS Bhadauria (Retd) was also doing the rounds. People familiar with the development said the government will draw up a small panel comprising senior commanders from the Army, the Navy and the Air Force.

Govt to hold Spl NLA session to press for repeal of AFSPA Correspondent

KOHIMA, DEC 9 (NPN): A special one-day session of the 13th Nagaland Legislative Assembly (NLA) is to be held tentatively on December 20 to discuss the controversial Armed Forces (Special Power) Act 1958 including the Naga Political issue. This was decided at a meeting by the Core Committee of the Parliamentary Committee on Naga Political headed by chief minister Neiphiu Rio at Hotel Vivor here Thursday. This was informed to Nagaland Post by minister of planning & coordination, land revenue and parliamentary affairs minister

Neiba Kronu, who is also the member secretary of the committee. Kronu said that the tentative date for the special assembly session has been set for December 20. He also said the Governor is to give his assent for convening the special assembly session. The decision also comes against the backdrop of the state cabinet to urge government of India to repeal Armed Forces (Special Powers) Act, 1958 from Nagaland. Several organizations, including the Naga Students’ Federation had also appealed to the state government to convene a special Assembly session to pass a

resolution for repealing of the draconian law. It may be recalled that chief minister Neiphiu Rio, while speaking at the mass funeral service in Mon town on December 6, had said: “We’re urging the Central government to remove AFSPA from Nagaland. I have spoken to Union Home Minister Amit Shah who has taken the matter very seriously.”. It may also be recalled that the state cabinet had decided to support the demands of the Konyak Union (KU) addressed to President of India on December 6, for repeal of AFSPA from the North East and to set up a special investigation team (SIT), under a competent

investigating agency, to conduct an independent inquiry and also to include two members in the SIT from Eastern Nagaland Peoples' Organisation etc. Kronu also said the cabinet decided that the Special Investigation Team (SIT) complete its investigation within one month. On the demand for withdrawal of 27 Assam Rifles from Mon district, Kronu had earlier said that the government would need to look into it and discuss it with the Centre. The demand for repeal of AFSPA has found wide support among all organisations and politicians both within and beyond Nagaland.

Amit Shah misled Parliament on Nagaland, claims Adhir Chowdhury NEW DELHI, DEC 9 (PTI): Congress leader Adhir Ranjan Chowdhury on Thursday claimed that Home Minister Amit Shah had “misled” the Lok Sabha when he said that security forces had opened fire on civilians in Nagaland after they tried to flee. He also said that a Congress delegation on a visit to Nagaland was stopped at Jorhat by the district officials. “Inside the House, the home minister had given a misleading statement when he said those people who were shot dead had tried to flee after being signalled to stop,” Chowdhury said in the Lok Sabha during Zero Hour.

More than 20 villages without govt school in Kiphire district Tsipise Antony

KIPHIRE, DEC 9 (NPN): More than 20 recognised villages in Kiphire district do not have government schools. It has been learnt that Kiphire district education office and senior subdivisional education office had placed the matter before Kiphire District Planning & Development Board, which subsequently forwarded it to the State government in 2018. But, since then there has been no positive outcome from the school education department.

ings on their own and the school education department would provide teachers. Consequently, he said some villages constructed

temporary school buildings, though the department was yet to provide teachers. KOHIMA, DEC 9 (NPN): At the call of North East Students’ Organisation (NESO), Naga Students’ Federation (NSF) organised sit-in dharna in front of Raj Bhavan here on Thursday against the imposition of Armed Forces Special Powers Act (AFSPA) in the North-eastern States. Students took part at the dharna with placards that read “Repeal the Draconian Law AFSPA 1985”, “Indian Army foe of North Eastern people”, “We stand in solidarity with our Naga brethren - the innocent civilians who were brutally killed at Oting village, Mon

district”, etc. They also burned effigies of security forces with AFSPA written on them. Addressing the gathering, NSF president Kegwayhun Tep reiterated the demand that Government of India (GoI) should set up a court-monitored committee headed by a retired Supreme Court or high court judge to conduct an impartial probe into the killings at Oting and Mon. DIMAPUR: The All Tamil Nadu Students’ Association (ATNSA), Students’ Union of University of Madras (SUUM), Naga Students’ Union Chennai (NSUC) and NCF Chennai jointly conducted a condolence programme for the innocent victims of the Oting massacre at the main campus of University of Madras on Thursday. Fireworks banned in silence zones in Kohima DIMAPUR: Deputy Commissioner Kohima, Gregory Thejawelie has informed all concerned that bursting of fireworks in “silence zones”-- an area at least 100 meters away from hospitals, nursing homes, primary and district health care centres, education institutions, courts and religious places is strictly prohibited. DC said that only crackers with reduced emission (improved crackers) and green crackers will be permitted to be sold through licensed traders and used. The manufacture, sale and use of fire- crackers generating noise level exceeding 125Db (AI) or 145Db (c) Pk at 4 meters distance from the point of bursting shall be prohibited and the manufacture, sale and use of joined firecrackers (series crackers or laris) have been banned as the same causes air, noise and solid waste problems, the order said. Fireworks containing barium salts are also banned. As done in other festivals, DC said that the use of fireworks will be strictly allowed till 10 p.m. only and not beyond. On Christmas eve and New Year’s Eve, the use of fireworks will be allowed from 11:55 p.m. till 12:30 a.m. only. DC also informed that as per the Supreme Court directives, though there is no total ban on use of firecrackers, the public, however, have been advised to refrain from and minimize the usage of the same.

Sunil condemned the atrocities of the Indian security forces and killing of innocent civilians in Nagaland and appealed for the immediate repeal of AFSPA from Nagaland. He said that it was a draconian law and this was not the first time it was being misused in Nagaland.

Ely’s husband, Leiong Konyak, was the sole civilian killed in firing by Assam Rifles personnel in Mon town on Sunday when a mob rioted before a camp of the paramilitary force, protesting a shootout in nearby Oting village which killed 13 people a day earlier in a botched counter-insurgency operation. “The Armed Forces Special Powers Act (which gives the army powers of arrest and detention) must go. That is my demand”, said Ely angrily when

Sheanghah villages, Chen area repair road

DIMAPUR: The public of Sheanghah villages and Chen area completed major renovation of the 18 km stretch road between Tang Junction and Chen on November 24. In a press release, Chenwetnyu VC, chairman, P.M. Nockpai and VDB secretary, S/Mokok, Wangpai M. Wangsa stated that the road work which was completed in a span of 35 days was neglected for “the last 19 years”. They informed that the road was constructed and blacktopped with the additional from the planning commission of India in 2006-2007 and was executed by the Border Raod Organization (BRO). They said that the road which falls under 44 Phomching A/C, 45 Tehok A/C and 46 Mon A/C and is also connected with Muknyakshu village and Myanmar border had turned

into a drainage as the jungle had narrowed it down the road. In several locations, major landslides took place and blocked the road among other problems, the release stated. The release said that the village councils of eight villages had written several appeal letters to the concerned elected members “to which they turned their deaf ears”. They said that the general public of Sheanghah villages and Chen area could have resorted to protest or ban movement of government vehicles on the particular road, however, they “chose not to do that” as they were peace loving citizens. Considering the inconveniences, the chairmen and VDB secretaries of Sheanghah villages and Chen area convened a joint meeting and unanimously resolved to take up the road repair work “as there was no clue from

the government to do the needful”. The release informed that the road work which began on October 11 was executed through voluntary donations from village councils, churches, vehicle owners and well-wishers. Major renovations included roadside jungle cutting, landslide clearance, cutting ceiling height short turnings, filling up the deep pot-holes and soiling. The public of Sheanghah villages and Chen area also expressed displeasure over the responsible department from PWD (R&B) Phomching, PWD (R&B) Chen division and their higher ups over “not cooperating during the 35 days road renovation”. Further, the public appealed to the responsible department “not to neglect this road” in the future as it was the life-line of the people of Sheanghah and Chen villages.

The rally kicked off from AMSU head office in Imphal’s DM University campus snaked through the streets in Imphal city and concluded at the originating place. The protest rally was carried out as a part of mass protest across the northeast against the recent mass killing by security forces in Nagaland and demanding repeal of the AFSPA from the entire NE region, said AMSU general secretary Bikramjit Thongam. Thongam alleged that under the shadow of the Act, many innocent civilians were killed by the security forces in the region in the name of countering insurgencies. “If the Act continues in the region, such horrific incidents will continue in the region,” he said. The general secretary further declared that as a constituent of NESO, AMSU will extend its full support to NESO’s m ove m e n t d e m a n d i n g repeal of the Act in future too.

NEDF writes to PM seeking AFSPA repeal

SHILLONG, DEC 9: The North East Dialogue Forum (NEDF) has written to Prime Minister Narendra Modi calling for immediate repeal of the Armed Forces Special Powers Act (AFSPA) from the Northeast states in the aftermath of gunning down of 14 civilians by security forces in Nagaland recently. “The unfortunate episode in Oting village of Mon District in Nagaland cannot be undone, justified and explained away but such a tragic event, was not a bolt from the blue but have occurred for more than six decades in many parts of Nagaland and Manipur and in the 60’s and 70’s in Mizoram which was Lushai Hills then as also in Tripura from the mid 70’s and to a much lesser extent in Assam at different times,” the NEDF members noted in the letter. “Civil citizens from these states have infrequently, called for repeal from this draconian law, copied from the 1942

British law to suppress and counter the Indian independence movement,” the letter reads. “In a democracy, there cannot be two seats of power whereby one is not accountable to civil and civilian law unless the people of the North East are seen with jaundiced eyes by the powers that be as enemies of the Indian state and that the region is a colony to be tamed, coerced, suppressed through state violence as vividly exhibited on December 4, to be treated as less than humans,” the NEDF maintained. “ T h e a l t e r n a t i ve solution is to repeal AFSPA as was done to the three farm laws in the Pa r l i a m e n t ,” t h e Forum wrote to the Prime Minister adding, “Where there is will, there is a way”. Meghalaya HC ask State Nagaland firing: Black flags in demand at Assam-Nagaland border govt to set up medical college

SHILLONG, DEC 9: The Meghalaya High Court on Thursday asked the state government to “explore the possibility” to establish a medical college in the state. The State should seriously explore such possibilities as the setting up of such institutions will not only help the residents of the State but may also be of immense value to the residents of the neighbouring States and may also have the ability to propel development in the region,” a division bench comprising Chief Justice Sanjib Banerjee and Justice W Diengdoh of the High Court said. The bench was hearing a PIL filed by

senior advocates. The state is yet to have a medical college; however, there have been efforts to have one in recent years. “Though an affidavit has been filed by the state indicating the augmentation in the health services, several issues still need to be addressed,” the Court observed. The High Court has been constantly monitoring the health scenario during the pandemic and seeking answers from the state government. This was after the PIL was filed by senior advocates. The PIL was filed after the family of a COVID-19 victim found it difficult to find a resting place for the deceased. The High Court then ordered the State government to register cases against those

who obstruct control of the COVID-19 pandemic. The order was passed back in 2020 by a Division Bench comprising Justice HS Thangkhiew and Justice Wanlura Diengdoh, via video conferencing. M e a n w h i l e, t h e Division bench said that “apart from the obvious, in the light of the present pandemic,” regarding the health sector, the state government is yet to file submissions on other details of this crucial sector. “Details as to the availability of neonatal care at government hospitals and the percentage of beds with supply of oxygen need to be indicated,” it stated. The Court has listed the matter for hearing on February 3 next year.

4 militants surrender before BSF in Tripura AGARTALA, DEC 9 (PTI): Four insurgents, including a cadre of a Manipurbased outfit, surrendered before BSF authorities in Unakoti district, officials said on Thursday. The militants belonging to the National Liberation Front of Tripura (NLFT) and Kanglei Yawolkanna Lup (KYL), laid down arms at BSF Sector Headquarters in Panisagar, they said. Border Security Force sources said one of the NLFT insurgents, who surrendered, has confessed that he along with another militant was involved in the killing of two BSF personnel during an encounter in Dhalai district’s Ganganagar area on August 3, 2021.

Helicopter crash: TN police registers case

The Nilgiris district police registered the FIR under Section 174 of the Code of Criminal Procedure (CrPC) and ADSP Muthu-

manikam was appointed as the investigation officer, official sources said. A probe is underway. Police were using drone camera near the crash site as part of the investigation. An IAF helicopter crashed at Katteri-Nanjappanchathram near here on Wednesday, killing India’s first CDS, General Rawat, his wife and 11 other military personnel, with only one of the 14 passengers in the copter surviving the crash.

A villager, who was among the group of people who first reached the helicopter crash site at Kattari Park in Tamil Nadu’s Coonoor, on Thursday said that Chief of Defence Staff, General Bipin Rawat, was alive when they found him and was asking for water. Talking to media persons at Coonoor, Sivakumar said: “We reached the spot immediately after the crash and found three people alive and of them, one was asking for water. We didn’t have water but we immediately put the three of them on separate blankets and took them to the Wellington Army hospital.” He, however said that he did not know that it was General Rawat and could only identify him when the photographs of the late officer came out. Sivakumar, Krishna Moorthy, and M. Ravikumar were the first people to reach the spot on hearing the crash, only to find the copter burning.

Delhi Resident doctors suspend protest for a week NEW DELHI, DEC 9 (IANS): The Federation of Resident Doctors Association(FORDA) on Thursday decided to suspend their agitation for a week after Union Health Minister Mansukh Mandaviya assured them of an early hearing of NEET-PG matter in the Supreme Court. The RDAs across the nation have been protesting since November 27 against the multiple postponement of the NEET-PG Counseling 2021 and the subsequent admission of the fresh batch of resident doctors in medical colleges. The RDAs had boycotted the emergency and the routine services in hospitals from December 6. However, the FORDA said in a statement, “A plea has been issued by the health ministry for fast track hearing and we were assured by the health minister that PMO is also looking for the matter and the process will be completed within a week”. “Considering the above and looking at the security situation of the nation owing to untimely demise of Chief of Defence Staff Gen Bipin Rawat and other senior officials, the FORDA has decided to hold the agitation for one week”, it said further. However, the federation of resident doctors association has also warned that if the issue is not addressed by December 16, they will call for complete shutdown of all health services except the Covid care facilities in the hospitals.

Tragedy in the sky

ndia lost its first ever Chief of Defence Staff(CDS) when four-star General Bipin Rawat died in a horrific helicopter crash near Coonoor in Tamil Nadu Wednesday, along with his wife Madhulika Rawat and 11 others. Among those who died included Gen. Rawat’s defence adviser Brig.L.S.Lidder approved for promotion as Major General. Gen. Bipin Rawat, his wife and other military officers flew by a military Soviet-designed Mi-17V-5 to the Defence Staff College Wellington. Gen.Bipin was to speak at the DSC and took the flight from Sulur Airbase at 11:48 a.m. local time. They were due to land in the town of Wellington at 12:15 p.m. but by 12:08 p.m., air traffic control lost communication with the aircraft. Gen.Rawat had also served as Commander of 3 Corps based at Rangapahar(Dimapur) from mid-2014 to last part of 2015. He was then posted as GOC-in-C of Southern Command by end of 2015. The Centre named Gen. Rawat as the next Chief of Army Staff after he superseded two senior Lieutenant Generals -Praveen Bakshi(GOC-in-C Eastern Command) and P.M.Hariz (GOC-in-C Army Training Command) Pune. He was the third officer from the Gorkha Brigade to become the Chief of the Army Staff, after Field Marshal Sam Manekshaw and General Dalbir Singh Suhag. As a soldier, Gen.Bipin Rawat was instrumental in reducing the militancy in the Northeast, with one of the highlights of his career being the 2015 cross-border operation into Myanmar in which the Indian Army responded to an ambush by NSCN(K) militants. The mission was conducted from the operation command of Dimapur-based III Corps under Rawat’s supervision. He was also part of the planning for the 2016 surgical strikes, in which the Indian Army went across the Line of Control into Pakistan-occupied Kashmir. Having rose up to the highest position in the Indian Army,a post he served for three years, Gen.Bipin Rawat was made as the country’s first Chief of Defence Staff(CDS) which he took over on January 1, 2020. Having the right people in the right places was a boon for Gen.Rawat with regard to him being made as the Army Chief. It must be said that Gen.Rawat’s elevation to the India army’s highest position was just a means that provided him with an opportunity to prove himself as the futuristic general- a visionary who initiated far reaching reforms in the Indian military’s higher defence organization. As CDS, Rawat wore multiple hats- he was the permanent chairman of the chiefs of staff committee (COSC), headed the department of military affairs (DMA), and was the single-point military adviser to the defence minister. Gen.Rawat laid the ground for transforming the India’s military by working to create more synergy among the three services. General Rawat, was instrumental in laying down the foundation for joint theatre commands in India by reorganising the three military services into “integrated theatre commands”. These are warfighting entities, containing army, navy and air force components, that would fight jointly to focus and synergise the combat power of all three services. Gen.Rawat was often described as blunt and least bothered about ruffling feathers of the conservative veterans. It remains to be seen if another officer- present COAS Gen.M.M.Naravane- who served as IGAR(Nagaland) till step into the shoes of Gen.Rawat as CDS.

f there is one country in the world, where the Security Forces deliberately showcase its military might against its own citizens in an absolutely unprofessional and unsophisticated manner, it is the INDIA. Being a part of the largest democracy, it is surprising to witness government sponsored tyranny and mindless killings and murder of innocent lives. The Konyak Students’ Union vehemently condemned the inhumane barbaric cold blooded murder of 14 innocent Konyak Naga citizens on the 4th & 5th Dec.2021, in Mon District, Nagaland, India. The act of heinous crime by the Indian Security Forces upon the law abiding citizens is highly appalling and that must be condemned by all the right thinking citizens across the Country. It is extremely abominable on the part of

disciplined armed forces whose supreme duty is to defend the country and protect its citizens, to commit such atrocities against its own innocent citizens is unacceptable. The Konyak in particular and the Nagas in general are the tribal communities living in the remotest part of the country and isolated from the critical crisis of the modern world such as Terrorism. Little did we know that the terrorism could also be sponsored by the popular elected government through established armed forces. Ever since the invasion and occupation of the Naga Hills by Government of India, the Nagas have been suffering untold misery under the draconian law of Armed Forces Special Power Act 1958, which provides blanket immunity and disproportionate power to military

forces to kill, rape, harass and murder anyone even at the slightest glimpse of suspicion. The recent ambush and killings of our innocent people have reminded us of the horrific past years of slavery under the Indian military. Citing some of the atrocities to remind the Indian Uniformed Barbarians which they have committed in the past are, On 8th of January 1987, 13 civilians from Sheanghah Mokok village, under Mon district were ambushed while returning from fields. Among which 3 of them died on the spot, others injured, some of whom are still alive and observed the unforgiving day of that incident every year and the latest one being Oting massacre. There are number of records similar or worse incidents of crime perpetrated on Konyak civilians and across the Naga hills

since the occupation by India which no amount of regrets and solidarity can indemnify. Unfortunately even after the dawn of political negotiation and peace process between the Nagas and India, Nagas still continue to live in the fear and horror. The Konyak Students’ Union wish to question the Central government whether the Ceasefire rules in the country permits the ambush on civilians by Indian armed forces? On the same note, the union strongly refutes the baseless statement made by Shri. Amit Shah Home Minister, Govt. Of India in the parliament that ‘a vehicle approached the location and signaled to stop, however, the vehicle tried to flee, following which the vehicle, suspected of carrying insurgents, was fired upon.’’ There are sufficient

evidence regarding the entire incident which the union and the community would provide during the process of investigation by Special Investigation Team (S.I.T). The credible facts and evidence reveal the core intent of Home minister to manipulate the brutal massacre of the innocent lives and to cover up the crime inflicted by the armed forces. The Union also reject the term such as ‘mistaken identity’ or ‘intelligence failure’ used by the security apparatus to justify their well calculated massacre. The Union fervently appeal the state government to strongly pursue people’s demand with the centre for immediate withdrawal of AFSPA from Naga Inhabited areas. Innocent blood at the altar of Indian imperialism

n December 4, 2021, a top official of Indian armed forces was gracing the Hornbill Festival, an annual tribal festival of the Nagas, in Kohima as a guest of honor flattering the occasion as a “very unique festival” and extending a superficial gesture of goodwill just to showcase to the Nagas and the world the dubious slogan of the armed forces that he commands as “friends of the hill people”. Little did the Nagas and the world knows at that moment that his own heavily armed personnel in the border district of Mon was preparing for a showdown not with the insurgents/combatants from the opposite force but with unarmed innocent Naga civilians. By midnight of that fateful day, six innocent Nagas, coal miners returning for home from their workplace, were mercilessly killed and the toll from the massacre of the Oting Village, Mon had reached 15 by the next day. And all that the military establishment could do to respond to the massacre was a promise to investigate the case and giving a lame excuse that the entire episode of terror was a case of an encounter based on mistaken identity while combating insurgents in the area with the families of the victims receiving no assurances of getting justices for the tragic loss of their loved ones. After all, the military establishment knows very well that the entire tragic episode will soon

die away under the obscurity of investigation, and the culprits will escape from any kind of repercussion; meaning that this latest fake encounter in Naga homeland to kill civilians will be followed by another fake investigation so as to cover the entire plot and free those guilty armed personnel from any possible wrongdoings. While the Oting village massacre is among the worst case of the Nagas’ casualties at the hands of the Indian army in recent history, incidences such as Indian armed personnel mercilessly slaughtering the Nagas, and for that matter ethnic minorities in the Northeast, has been a common feature of India’s illegal occupation of the Naga homeland and Northeast region for the last seven decades. And while it is a bitter truth for the Nagas to swallow, it also should not come as a surprise for the Nagas that they should go through these kinds of suffering bloodshed and atrocities at the hand of foreign occupying armed forces. And Nagas have every reason to fear for the worst in the coming days and years as the Indian army continues to enjoy an unaccounted privilege of having the licence to kill innocent civilians in their own homeland under the pretext of insurgency operation. After all, killing innocent civilians in the Naga areas become not only the right of the Indian army, it becomes a privilege for

them which is rare of its kind which no civilized state forces ever enjoys anywhere in the world; a privilege that was granted under an infamous armed empowerment law called Armed Forces Special Powers Act (AFSPA). No law under democracy is as barbaric and as cruel as India’s AFSPA as under AFSPA Indian armed personnel in a “disturbed area”, whether “commissioned officer, warrant officer, non-commissioned officer”, are empowered to “fire upon or otherwise use force, even to the causing of death, against any person who is acting in contravention of any law”, “arrest, without warrant, any person who has committed a cognizable offence or against whom a reasonable suspicion exists that he has committed or is about to commit a cognizable offence” and to “enter and search without warrant any premises”. It is the “reasonable suspicion”, among others within the purview of AFSPA, which becomes a lethal object for the armed personnel to use to wage a reign of terror in the entire Naga area, which they long considered as “disturbed area”. Maybe the group of innocent coal miners in a border area traveling back home in an open truck created enough “reasonable suspicion” for the armed forces to kill those coal miners on the ground that they were suspected insurgents. Further, the provision of

impunity under AFSPA virtually shield every armed personnel even if they are to find guilty of wrongdoing during an investigation as the AFSPA clearly stated that “no prosecution, suit or other legal proceeding shall be instituted.... against any person in respect of anything done or purported to be done in exercise of the powers conferred by this Act”. It means that all the past promises of investigation of numerous fake encounters in the entire Northeast region leading to the loss of so many precious lives and bringing the perpetrators of the crimes to justice were all a case of false promises to appease and deceive the people, and the same narrative is expected in the latest episode of a civilian massacre by Indian armed forces at Oting village. Under AFSPA one cannot expect justice for the victims, the killers will always find a way to go free and it is only the citizens that will continue to suffer. And if AFSPA is supposed to use in “disturbed areas” for combating insurgents, then let the world know that there is no insurgency and insurgency-related problem in Nagaland and other Naga areas. There is a political issue/problem between India and the Nagas arising out of the Nagas’ legitimate case for self-determination and the Nagas’ refusal to accept India’s illegal occupation of their homeland. And this

political conflict between India and the Nagas over the years had evolved from armed confrontation to a political process where the two entities had agreed to come together for political negotiation towards resolving the political conflicts through peaceful means. And if New Delhi agrees to engage with the Naga political groups for political negotiations and still gives undue and unaccounted powers to its armed personnel to terrorize the Naga people then there is no point under which Nagas can trust India and its leaders. And if innocent Naga civilians still suffer at the hands of Indian armed personnel when a ceasefire is in place, then the worst-case scenario is forthcoming for the Nagas notwithstanding the present Indo-Naga political negotiation. The Oting massacre is another unambiguous proof and indication that the Nagas will continue to suffer in the future at the hands of Indian armed forces so long as AFSPA remains and that the Nagas will never be able to live in peace with India. Nagas should not accept any kind of agreement in the future that has the provision of keeping the Indian army in the entire Naga homeland. Farmers to head home from Dec 11: SKM

NEW DELHI, DEC 9 (PTI): The Samyukta Kisan Morcha on Thursday announced the suspension of its over a year-long agitation and said farmers will head home from December 11 from protests sites on Delhi’s borders. The announcement came after the SKM received an official letter from the Central government, accepting the pending demands of farmers, including unconditional withdrawal of police cases against protesters. Farmer leaders said they would meet on January 15 to see if the demands have been met by the government, asserting that this is not the end of the movement. The government also assured farmers that a committee on minimum support price (MSP) which will include SKM members will be formed. “This is not the end as the movement is just suspended. We have decided to meet again on January 15,” SKM core committee member Balbir Singh Rajewal said at a press conference. Farmers, mainly from Punjab, Haryana and Uttar Pradesh, started protesting at Delhi border points -Singhu, Tikri and Ghazipur -- on November 26 last year against the three contentious

Lok Sabha passes bill to fix tenures of CBI, ED chief NEW DELHI, DEC 9 (PTI): Lok Sabha on Thursday passed two bills to fix the tenures of directors of the Central Bureau of Investigation and the Enforcement Directorate to a maximum of five years, with the government rejecting the opposition charge that the move will rob the investigative agencies of their “autonomy”. The fixed tenure granted to the head of investigative agencies would help in speedy disposal of cases and bring down pendency, Minister of Personnel Jitendra Singh said in his reply to a debate on the Central Vigilance Commission (Amendment) Bill, 2021, and the Delhi Special Police Establishment (Amendment) Bill, 2021. The two bills, which seek to replace the ordinances issued last month, were later passed separately by voice vote in Lok Sabha. The amendments moved by opposition members were rejected. During the course of the debate, opposition members demanded that the bills be withdrawn, contending that the move would make the two agencies “sub-ordinate” to the government. Singh said the term of

the CBI and the ED directors has not been extended but fixed for a maximum five years and minimum two years to ensure that the position is not misused, he said. He added that the changes have been made to ensure that investigation of the cases remain “stable” under their leadership. “There will be continuity, stability. It said that while labour costs increased, production volumes have risen but per capita domestic consumption remains almost stagnant. This, according to the report, has led to pressure on the prices and FY2022 is likely to face another challenging year. GENEVA, DEC 9 (AP): The World Health Organisation expressed concerns Thursday that rich countries spooked by the emergence of the omicron variant could step up the hoarding of COVID-19 vaccines and strain global supplies again, complicating efforts to stamp out the pandemic. The UN health agency, after a meeting of its expert panel on vaccination, reiterated its advice to governments against the widespread use of boosters in their populations so that well-stocked countries instead can send doses to low-income countries that have largely lacked access to them. “What is going to shut down disease is for everybody who is especially at risk of disease to become vaccinated,” said Dr. Kate O’Brien, head of WHO’s department of immunization, vaccines and biologicals. “We seem to be taking our eye off that ball in countries.” Meanwhile, the European Union’s drug regulator said Thursday it is closely following the spread of the new variant and whether new vaccines will be required to fight it. ISLAMABAD, DEC 9 (PTI): Pakistan Prime Minister Imran Khan on Thursday trashed the emerging Cold-War mentality and said that his country did not want to be a part of any political bloc but instead wanted to play a role in bridging the gaps between the United States and China. Addressing the Islamabad Conclave 2021, with the theme of “Peaceful and Prosperous South Asia”, Khan talked about the threat of a new Cold War between China and the US as well as his vision for peace in the region. “The situation is going towards a (new) Cold War and blocs are forming,” Khan said. “Pakistan should try its best to stop the formation of these blocs because we should not become a part of any bloc.” He said that the world as well as Pakistan suffered due the rivalry between the superpowers in the past and it was against any new confrontation. He said Pakistan tried to reduce tension between arch-rival Saudi Arabia and Iran and “both countries appreciated that we tried our best during a very critical phase where conflict could have occurred between them.” Khan said that Pakistan enjoyed good ties with China and the US, and wanted to play a similar role in the current tension in US-China relations to “stop their growing distances”. Islamabad is in the process of restoring a USD 6 billion loan from the IMF for which it may need Washington’s support.

More organisations condemn December 4 Oting massacre

DIMAPUR: Various civil society organisations, tribal bodies, student bodies, political parties, etc continued to condemn the killing of over a dozen civilians by security forces on December 4, 2021 in an area between Oting and Tiru village under Mon district. DTHF: Dimapur Tribal Hoho Forum has conveyed deepest condolences to the bereaved family of Konyak brothers. DTHF stated that the killing of innocent Naga brothers was deeply felt and appealed to the state government and responsible authorities to take immediate necessary action against the culprits and award them befitting punishment. The release added that security forces were meant for protection of innocent public and not for killing. It also said that the forum was serious on AFSPA under which security forces were permitted to kill any suspected person, adding that the barbaric law of AFPSA should be removed. RNPC: Rengma Naga Peoples’ Council while extending condolences to the bereaved family stated that the council along with the rest of the world condemned the inhuman act which it said was complete violation of human rights. It also demanded for repeal of AFSPA from all Naga inhabited areas in particular and North Eastern states in general. DMC: Dimapur Meetei Council while expressing shock stated that it had always stood against the draconian law AFSPA and demanded withdrawal of the act from entire Northeast India. The council further expressed solidarity and deepest condolences to the bereaved families. MTSSU: Medziphema Town Sumi Student Union has expressed deep condolences to the bereaved families of innocent victims. MTTSU stated that it was beyond comprehension that such indiscriminate brutal murder could be committed by security forces who were supposed to be protectors of citizens. Terming the incident as total violation of human rights, it extended condolences to the bereaved families and stood in solidarity while affirming its stand in seeking justice. KYSUD: Kuki Youth and Students’ Union Dimapur while expressing pain and sorrow over the killing of Konyak brothers and extended deepest condolences to the bereaved families. RSON: Rongmei Students’ Organization Nagaland (RSON) has condemned the brutal killings of the innocent unarmed villagers under the guise of draconian law AFSPA, which was more or less a license to kill hill people. In a condemnation note, president RSON, Kambui Dangmei stated that the killing was a violation of

human rights. RSON appealed to the competent authority to book the erring soldiers involved in the merciless killings and deliver justice to the bereaved family and ensure safety of public from bloodthirsty Indian Security Forces. RSON further expressed deepest condolences to the bereaved families who lost precious life and prayed for speedy recovery who were grievously injured. LYOD and LSUD: Lotha Youth Organization Dimapur (LYOD) and Dimapur Lotha Students Union (LSUD) in a joint press statement issued through its media cells stated that the loss of innocent lives could not be tolerated and there could never be justification of such kind of massacre targeting innocent civilians. SDUD further conveyed condolences to the bereaved families. WM: Watsu Mungdang, president S Arenla Longkumer in a condemnation stated that such heinous act and high handedness applied in disguise of AFSPA was totally unacceptable, and should be totally condemned by one and all. Watsu Mungdang urged the authorities to book those responsible and justice delivered at all cost at the earliest. It also conveyed condolences to the bereaved families. GUN: Gorkha Union Naginimora (GUN) through its media cell stated that the heinous crime of innocent people jolted the hearts of the people of Nagaland and

NNC (PB) Lotha Region: NNC (PB) Lotha Region, in a condemnation said that when British left the two countries after Second World War, it was Nagaland who bored the burden of British war, while India remained protected by Nagas. It added that the Indian armed forces had killed many innocent Nagas, and warned that India would one day vanish if it continued to wage war against innocent people of Nagas and Kashmir. NDPP Peren region: NDPP Peren region through its media cell stated that the brutal killing of such unrestrained violence in a civilized society was uncalled for, and termed it as a violation of human rights. The party further conveyed deepest condolence to the bereaved families and prayed for speedy recovery. BCM: Bharatiya Christian Manch Nagaland (BCMN) convenor, Longshi Kikon, condemned the act of violence and appealed for justice for the innocent sons of Naga family. BCMN added that no force has the authority to take away human life under any circumstances. It also shared solidarity with Konyak brethren and ENPO family in this time of sorrow and pain, and further conveyed its prayer and support in their pursuit for justice for the slain victims. KU branch Aboi: Konyak Union branch Aboi has strongly condemned the massacre meted out to Konyak civilians by the Indian army. It stated that such barbaric act had costed lives of 14 Konyak civilians and that the union “does not want Assam Riffles Friends of the Hill People” in

its hills. It added that “India took credit as world’s largest democracy” however, its “dictatorship” had spoken. It said that ex-gratia was handed by the central government and state government to the bereaved families on their discretion which was never demanded of. The bereaved families of the 14 Konyak brothers and Konyak as a whole demand justice to the lost lives on Konyak soil, it stated. It further mentioned that it did not see “actual relevance of AFSPA” in Nagaland and appealed to the state government to leave no stone unturned in repealing this draconian law. Further, the KU branch said that it was deeply hurt by the act of Assam Riffles where the deaths were being loaded on pick-up truck, shrouded with canvas and sat on, “treating the massacred Konyak brothers like animals” and demanded “full explanation” on this sadistic act. It maintained that this was the history the world would remember meted out by the army of world’s largest democracy against their own citizens who were nothing more than daily wage workers returning home with their wages to be with their families during the weekend. LYOA: Langmeing Youth Organisation Aboi has vehemently condemned the “inhuman and barbaric act” by the Indian special forces. LYOA said that such inhumane act should not be tolerated and that “our dignity as human beings is questionable under the Armed Force Special Power Act”. LYOA strongly demanded that AFSPA be repealed at any cost and appealed to the state and central government to immediately investigate the matter for timely deliverance of justice to the families of the victims.

Thomas Muller’s clever first-half header from Robert Lewandowski’s cross set Bayern on their way to a comfortable win which condemned Barcelona to third place in the group. KOZHIKODE (KERALA), DEC 9 (IANS): Manipur retained the senior national women’s football championship 2021 title after beating Railways 2-1 in a penalty shootout in the final at the EMS Corporation Stadium here on Thursday. After a dearth of goal-scoring chances in regulation and extra time, the match went to penalties with the scores at 0-0. Manipur goalkeeper Okram Roshini Devi produced three saves to give her side their 21st title at this level. It was a special moment for Manipur coach Oinam Bembem Devi as well, who had won the national women’s title as a

player. “I am very happy to add this title to the one I won as a player. The girls played a really good game and I am proud that they have successfully defended this title,” she said.
