PRESIDENT’S WELCOME Dear Delegates, It is my great privilege to welcome you to the 49th Annual NAAUC National Conference, at Mannix College, Monash University! The NAAUC team is incredibly excited for the week that lies ahead, and our hope is that you embrace the week with all your energy and enthusiasm, as so many delegates have done in the past.

There can be no denying our industry faces many challenges, manifesting in the form of negative traditions, stigma surrounding mental health, and drug and alcohol abuse to name a few. However, with forward-thinking and passionate students committed to making a difference, these challenges become opportunities. I am a firm believer that students are the only ones who can truly provide the chance for residences to become more progressive, respectful communities. It can often be difficult to find a starting place, but being here is a fantastic first step!

Our aim at NAAUC Conference is to equip you with a comprehensive toolkit to enact change. We’re excited to deliver inspiration from our daily guest speakers, knowledge from our expert panellists, skills from our workshops, and infectious enthusiasm from our leadership team. This program will give you everything you need to make a tangible difference in your community.

I urge you to be open to everything this week has to offer, because our communities can only be improved by reflecting on ourselves. Be fearless in identifying where you and your residence can perform better. Network with other creative, passionate minds from around Australia. Then throw yourself back into your residence to tackle what you identify as the areas you can innovate, cementing a positive legacy. Foster respect, practise well-being, celebrate diversity, and show off your flair. ‘Stand Up, Step Forward’, and be the leader your community needs. It’s in your hands.

CONFERENCE DIRECTORS’ WELCOME Hello Delegates!

Can you believe this year’s Conference is already here? Time has flown by at NAAUC HQ and we are super excited to unveil the 49th Annual National Conference to you all!

Our Conference theme this year is “Stand Up, Step Forward” and we are hoping that, as young leaders in our residential communities, delegates will embrace this idea of taking responsibility, and then move forward with instigating positive change within their communities. Whether it be standing up to previous standards or taking a chance to create a new event or program at your residence, we want delegates to know there is always support and guidance available and that no one should be a sheep in their community and simply follow what went before.

We have now been working on the Conference since last August and it’s shaping up to be another jam-packed week. The NAAUC team have been locked in HQ for the last week putting the final touches to all of our social events and academic sessions.

The highlight for many delegates is the Conference’s Social Program. Conference would not be Conference without events like Merch Swap, Parliamentary Debating and our huge Charity Auction raising funds for the Red Frogs, but we are working hard to bring in new and innovative events to kick start your creative juices and generate new ideas to bring back to your community. Specifically, this year will see four new events added to our schedule in the forms of NAAUCathlon, A Night at the Theatre, NAAUCturnal Activity and the hugely anticipated Flight Night.

New to the 2017 Conference is “The Pitch,” which involves delegates reviewing the week and their experiences and then spending the afternoon together with their residences to create an event or program to take back to their residence ready to put into action.

Acting on previous feedback, by running this segment, we aspire to help delegates filter all that they have learnt during the week and turn it into something tangible that they are then able to bring back to their residence.

Big things have been happening here at NAAUC Headquarters and we can’t wait to deliver the 49th Annual National NAAUC Conference to you all. See you soon!

DAILY DEBRIEF Every delegate has been placed in a set Daily Debrief group, which is led by a member of the NAAUC leadership team. Each of you will come to know your debrief group very well as you will be involved in a number of activities together over the duration of the conference.

Each daily debrief session will be used as a forum for further discussion to build on the themes of the academic program and give you the opportunity to meet other delegates from around the country. Your daily debrief will also give you time to explore each person’s ideas and perspectives on issues facing residential communities to highlight that not every residential experience is identical and a lot can be learnt by exploring these issues from a different perspective. It is hoped that this collaborative process will refine your ideas and skills learnt throughout the academic program.

Debrief sessions are also used to guide you through conference and keep you informed about what is coming up throughout the week.

PARLIAMENTARY DEBATING The debates offer an opportunity for delegates to demonstrate their knowledge and wit by taking a slightly comical look at contentious residential issues. The event will no doubt provide great entertainment for all participants, but being held at the Victorian State Parliament means that there are a number of Standing Orders that must be respected. Please be well-versed in these orders, as they will ensure a smooth running of the event.

The topics will be outlined in daily debrief and morning lectures in the days preceding Parliamentary debating.

To express interest in joining on one of the debate teams, please sign up during lunches on Monday and Tuesday (3 + 4 of July). Chosen speakers will be contacted by afternoon tea, allowing for some preparation time.

1. Member Conduct

4. Content

1.1. Unless speaking, members are to remain seated at all times.

1.2. If a member wishes to speak, then they must raise their hand and wait to be called.

Members can only speak when the Speaker recognises and calls for them to speak. Once called upon, they must stand in their place to speak.

1.3. Members should bow to the Speaker as they enter and depart the chamber for whatever reason. Members are reminded that they are free to leave the chamber as their needs arise.

4.1. Members speaking must address directly the topic being debated. Irrelevant comments will be ruled as being out of order, and will not count to the debate.

4.2. Members who continue to make points not relevant to the topic will cease to be recognised by the Speaker.

4.3. Members are reminded that offensive and obscene comments are not permitted either as a contribution to the debate, or across the chamber. Significant offences, with the guidance of the Executive, will be dealt with and disciplined by the Speaker.

2. Running Order 2.1. Members on the front bench will speak for a maximum of 4 minutes for or against the motion (where appropriate) in accordance with Section 4, with the affirmative speaking first.

2.2. After the presentation of opening arguments, the debate will be opened to the floor. All members speaking from the floor have a maximum of 1 minute to speak. At the end of that time the Speaker will call for the next member to speak.

2.3. After approximately 18 minutes of debate has elapsed, the Speaker will then call upon the opening presenters to reply and close in accordance with Section 4, speaking for no longer than 2 minutes each.

2.4. Once the second opening presenter has spoken again, the debate is closed. No more contributions on this agenda items will be heard. The Speaker will then forward the motion to the house to decide in a majority vote.

Voting will proceed in accordance with standing order 3.1.

3. Voting 3.1 Voting will be indicated by voice when the Speaker calls for it. If members believe that the Speaker has awarded the vote to the incorrect side of the motion, then any member can as a Conference Team member to call for division.

At this point a vote with a show of hands will be conducted.

5. Interjections 5.1. Any member wishing to raise a ‘point of order’, e.g. to point out that a member is not speaking to the motion, should ask a Conference Team member to raise this matter for them.

Members should not raise ‘points of order’ directly with the Speaker.

5.2. Members who agree with a point being made in relation to the current debate are permitted, even encouraged, to demonstrate their support by saying ‘hear hear’. This will not be regarded as an interjection, unless its persistent use becomes a problem.

5.3 Members who disagree with a point being made in relation to the current debate are permitted to demonstrate their incongruity by saying ‘shame’. This will not be regarded as an interjection, unless its persistent use becomes a problem.

6. Powers of the Speaker 6.1 The Speaker will possess the power to have members removed. Any member of the Assembly cannot challenge this. Once named and told to leave the House, the member must remain outside for the duration of their suspension.

ACADEMIC PROGRAM The NAAUC academic program provides a stimulating mix of practical training and fascinating information. The core of what NAAUC aims to do is provide skills and inspiration to help residents grow personally and enact change in their communities. Across the week we encourage you to challenge yourself by attending presentations that expand your horizons and challenge previously held convictions. Engaging in civil discussions and drawing on the experience of the presenters by asking questions will allow you get the most out of the program.

Getting the Most out of the Academic Program: With the spread of content available in our program, no individual delegate will be able to attend every session. We encourage you to co-ordinate with other delegates from your residence to cover as many of the presentations as possible and to cover presentations that will be relevant to you. The academic pathways provide recommendations about what to attend that will be most topical to certain leadership roles. If you’d like any more information about a presentation or advice about what to attend don’t hesitate to approach the presenter or another member of the leadership team.

FOCUS SESSIONS

Focus Sessions will bring professionals into Conference to engage with the topics in which NAAUC’s experience cannot match expert advice.

Our guests are coming from organisations that are active in residential and youth support and have significant professional experience in their fields.

Small group sizes mean you can engage one-onone with our panels of guests.

SEMINARS

Seminars provide an in-depth look at topics relating to life as a student leader; providing delegates with the knowledge and inspiration they need to be effective operators and agents of change. Presented by members of our NAAUC leadership team, the seminars are well-researched and represent our understanding of best practice in their subject areas. Many of our seminars have been running for more than five years, and therefore represent the combined experience of dozens of people.

Role Development Seminars provide a chance for delegates to learn and share ideas for the residential leadership positions they occupy or aspire to. Roles will be described in depth and delegates will be taught how to work effectively and achieve highly within their positions. For those already in senior roles or in their final year on campus, the Current sessions provide a chance to share ideas with others in the same situation.

WORKSHOPS

Developing ideas for change is hard, so the workshops prepare delegates to deal with the challenges and differences of opinion leaders face.

Your health is the most valuable asset you have, and maintaining it is essential for a successful university experience.

Staying healthy on campus can be challenging.

Course and work loads put residents under great pressure and encourage little sleep and poor eating. In a new environment, often in a new city, residents are isolated from the support networks of family and friends that are usually relied on through school and later life. This panel will cover how to maintain your own health, mental and physical, while living on campus and serving as a student leader, and how to support your peers to do the same.

Any community containing hundreds of people can be a difficult place to manage. It is important for the well-being of the residents that student leaders provide an environment that does not encourage potentially destructive behavior.

Be it heavy drinking, sexism or sexual violence, many of the cultural problems we face at residences are societal problems, but while this makes confronting them challenging, it provides an opportunity for us to set a standard that others can look up to.

SEMINARS Seminars are an opportunity for delegates to become informed about many facets of residential community life including leadership responsibilities and pertinent issues facing young people in communities. Spirituality has long had an effect on Australian residences, with many of our residences stemming from a religious background.

This seminar aims to explore a number of dimensions of spirituality in our modern residential context, including the varying effects of retaining a strong religious affiliation and how this can affect residences of alternate faiths or beliefs, as well as the way in which people of different faiths and beliefs can interact in residences that do not identify strongly with any particular faith.

It will also explore some actions which can be taken by residences and committees to ensure spirituality and religion can be all-inclusive and have a positive impact despite holding different belief systems.

When we live on campus, there are a myriad of opportunities available to us. But how can we make sure that the few years we spend at a residential community are helping us build towards our future careers?

But what happens when a tradition no longer serves a positive, constructive purpose? What happens when a tradition no longer aligns with the values we seek to uphold?

What is sustainability and how do we achieve it?

This seminar will explore the multiple dimensions of sustainability, including social, economic and environmental, and how these apply to university residences.

In particular, we shall focus on the environmental impact of residential living and take an analytical approach to current and potential actions towards sustainability.

As a large community, residences utilise significant amounts of resources and create significant amounts of waste. For this reason, it is imperative that we become more aware of our impact on the world and how we can collectively reduce our carbon footprint.

Orientation Week easily marks one of the best times of the year, but often carries some of the biggest challenges of the year for those in charge.

Whilst these weeks differ significantly between residential communities, and there is no one definitive way to run the perfect week, many residences share common goals in order to effectively welcome and integrate new students into their community, and the ways in which you set out to achieve these goals can make or break your year depending on the impression you leave on the first year students.

This involves understanding the internal (teams/supporters) and external (competition) influences that may shape your residence’s attitudes, spirit and sporting traditions on and off the field. The Current Exec session will be an open think tank to discuss common problems or situations facing Executive/Student Club teams in residential communities.

The Current RA/SRS session is a fantastic opportunity for those of you currently in the RA (or similar) role to discuss challenges you have faced or are currently facing and see how other residences have dealt with such issues.

Please prepare by noting down any challenges/issues faced that you would like some peer support/guidance with, or alternatively any solutions your residence has that you think could benefit fellow RAs. Personally, as a delegate last year, I found this to be the most relevant and valuable seminar to my role, and couldn’t recommend it enough.

THE PITCH! Get excited for NAAUC’s new academic initiative ‘The Pitch’! This exciting new opportunity will allow delegates to come away with a practical change or new idea for their residence. Delegates will be separated into their residences and must use the knowledge they have obtained throughout Conference to develop a new idea or event that could be introduced into their residence after Conference.

STATE FORUMS State Forums will give delegates the opportunity to network with like-minded people from their state in the early stages of conference. Each State Representative will be running the sessions and introducing topics of discussion that are important to that region.

These forums will give delegates a chance to share ideas from other residences and foster meaningful conversations between delegates about issues facing today’s residential communities.

It will also be a great time for delegates to make connections that can continue once delegates head home after conference.

Tim reframes discovery as something that can be experienced internally on the day-to-day level in the workplace. Andy Gourley is the National Coordinator of Red Frogs Australian Chaplaincy Network, which is now the largest support network in Australia for ‘schoolies’ and universities. Andy has been a youth worker at Citipointe Church Brisbane since 1989, where he is presently the community Outreach Pastor.

In 2003, he was awarded Queensland Metro Local Hero, at Australian of the Year Awards.

He is also currently the Chaplain for the Queensland Red Rugby Union Team. The successful Schoolies Program ensures that positive relationships are built between the Red Frog Crew and School leavers prior to the University year commencing.

During O-Week, the Red Frog Crew give away approximately 60,000 calendars, 10,000 donuts, 5,000 icy poles and 2 tonnes of Allen’s ‘Frogs Alive’ Red Frogs. But the fun doesn’t stop there, throughout the year the Red Frog Crew can be found running hydration stations at parties, cooking pancakes, running coffee crawls and doing many other random acts of kindness to help support university students throughout their studies. As well as Red Frogs’ supportive partnership with NAAUC and their generous presence throughout conference week, Andy will address the delegates to tell the story behind Red Frogs and also explain how such an organisation deals with changing trends for Australian youths.

Former Chief Commissioner of Victoria Police, Christine was appointed in February 2009 to chair the Victorian Bushfire Reconstruction and Recovery Authority and tasked with the oversight and coordination of the largest recovery and rebuilding program Victoria has ever faced.

Christine’s priority is to help communities recover and rebuild in a way that is safe, timely, efficient, and respectful of each community’s different needs.

Prior to joining the Authority, Christine was the 19th Chief Commissioner of Victoria Police, the first woman to become a police commissioner in Australia. She led 14,000 staff, operating across more than 500 locations and oversaw an annual budget of $1.7 billion.

Christine was a police officer for over thirty years and prior to becoming Chief Commissioner of Victoria Police, she had an extensive career in the New South Wales Police Force, attaining the rank of Assistant Commissioner.

Christine’s performance as Chief Commissioner, in a sometimes controversial career where she challenged the institution to improve, is probably best assessed by a credible and academically rigorous study produced on behalf of the Council of Australian Governments (COAG) by the Australian Productivity Commission - “.....overall high levels of community satisfaction and support for Victoria Police. Personally, Nixon enjoys very high levels of public support.”

Graduating from Deakin University in 2008, Bennett teamed up with business partner Shannan Gove to launch Event Workforce from their Deakin University dorm room.

The concept was born out of the disconnect the two entrepreneurs saw between graduates’ job readiness and the importance the sport and event industry placed on students graduating with relevant work experience. Many students simply did not have the level of experience the industry required. Now with 23,000 Workforcers Australia wide, EWG staffed over 1,000 events in 2016 alone. Over 80 Workforcers have now found full-time industry work via the unique pathway program they have in place, with thousands getting a taste for the industry through casual event work.

Day to day, Bennett leads the Business Operations of Event Workforce Group. He spends most of his time focusing on the technology platform Rosterfy, and has spent the majority of the last 12 months in San Francisco working from the Australian Landing Pad there. EWG recently powered the Super Bowl Houston’s 10,000 person volunteer program via their software platform, Rosterfy. The team are now preparing to deliver the Minnesota Super Bowl in 2018.

He is undeniably passionate about sport, innovation and up-skilling the next generation of industry professionals. Bennett lives by the EWG mantra, ‘placement with a purpose’ and his drive is to empower a global community of tertiary students and graduates to harness the event work opportunities that exist.

HISTORY OF NAAUC The National Association of Australian University Colleges (NAAUC) was formed at a gathering of College Club Presidents in Canberra during 1967. The following year, in 1968, The Association joined the Heads of Residential Colleges and Halls of Australia Association and held its inaugural National Conference at The University of Sydney.

The objectives of The Association remain as valid today as they were upon its inauguration: to foster goodwill and understanding between members of the Association; to implement a system of liaison with Heads of residential communities in order to further the interest of the Association and enhance the interests of the students of member residential communities; and to establish a means of communication between member residences. It is also true that 49 years later, those objectives still need to be actively pursued, along with other objectives that may arise as the nature of living on campus evolves.

For many years, NAAUC revolved around its Annual Conference with the attendance highly variable depending on the host location. In the late 1970s and early 1980s, the Executive Committee saw the need to strengthen and expand The Association in order to ensure its long term viability. The Association began publishing a magazine entitled the National College Educational Review (now known as NAAUC Talk), project handbooks, and other newsletters. Consistent and more structured liaison with Heads of residential communities

began to occur and with this increased avenue in communication came the opportunity to gain more solidified data through an annual pulse/barometer survey. Submissions to Government also occurred on behalf of the Association.

NAAUC has further expanded now to incorporate an ‘On the Road’ program (NOTR). This allows NAAUC to take its academic program to more remote or regional areas that may not have the means or financial access to send delegates to the National Conference. Furthermore, this has allowed the Association to assist residential communities in academic training for executive committees and residential assistant teams offering a plethora of presentation covering an array of areas.

The attendance of student delegates has also grown significantly in the development of The Association. Life member, Paul Hicks recalls that in 1983 only 25 delegates were in attendance at the National Conference. This number has drastically increased over the years with 256 delegates being present at the 2013 National Conference making it the largest attendance number for The Association on record.

NAAUC’s history has been one of slow building with lapses and setbacks at times, but ultimately NAAUC has grown to become the peak body envisioned by those entrepreneurial Student Club Presidents and will continue to improve well into the future.

NAAUC publishes a quarterly e-magazine titled ‘NAAUC Talk’ which is distributed to over 15,000 recipients, making it the best national forum for on campus living. The publication features articles from student leaders and NAAUC executive on topical issues. We also want to advertise your residence, it’s heritage and your upcoming events, so we always encourage our members to send us interesting and relevant articles. As a source of advice and information, NAAUC Talk achieves strong reach into tertiary residential environments nationwide.

ADVICE, SUPPORT AND REFERRAL

With the extensive experience of our national residence network, we have access to people who experienced almost every problem a residence could face. Whilst NAAUC openly acknowledges that no two residences are the same, we encourage members to tap into our experience as a resource to provide effective and applicable advice. NAAUC can also assist you in resolving conflict by acting as

an independent external mediator. As an objective liaison between residential professionals and student leaders, NAAUC can help to bridge the gap in the event of a conflict and help both parties develop a mutually beneficial solution. Furthermore, for any issues beyond our advice, we can put you in contact with professionals, many of whom are NAAUC alumni, who may be able to provide assistance with the initial steps, without charge to your student club.

As our membership base is made up of students, NAAUC utilises social media in the form of Facebook, Twitter and Instagram as means of communicating. Our network experiences constant student feedback and discussion on current issues experienced in residences around Australia. This style of communication is very effective and ensures that messages to our members are received instantly.

Not only this, but many use our pages as a forum to ask questions and find out specific information from our organisation about residences in certain areas.

NAAUC ON THE ROAD

Throughout the year, NAAUC takes the academic program ‘On the Road’ to make our services accessible to your residential community on-site and on-demand.

To carry out a NAAUC On the Road session, our experienced executive members and skilled alumni personally visit your residential community to provide support when and where it is needed. Every residential community is different, meaning we evaluate every NAAUC On the Road session to provide a unique program which is tailored to your students and their needs.

The content of these sessions is extremely versatile, ranging from consulting services focused on particular issues to leadership training days involving multiple communities. NAAUC can deliver seminars, personalised workshops and even facilitate discussion sessions between several residential communities at your university. The On the Road program is particularly effective for student leadership training, changeover programs, orientation week, strategic planning sessions and problem solving consults.

To that end, we have created an Equity Policy to be administered by the leadership team during the Conference.

This policy applies without exception to all persons attending any part of a NAAUC operated event, whether it is in the capacity of a delegate, Leadership Team member, staff member, guest or any other capacity.

The leadership team are committed to a policy of equal opportunity in all areas of collegiate life. The leadership team accept that it is their responsibility to promote an environment free from discrimina­tion and to ensure that a principle of merit is able to operate free from regard to irrelevant criteria.

CONDITIONS OF RESIDENCE FOR CONFERENCE GUESTS

During university breaks, Mannix College operates as a Conference Facility and imposes certain conditions on residents which are different to the conditions for long-term students residents.

Conditions of Stay: As a condition of their residence at Mannix College, guests must agree to the following conditions: 1. For the duration of conference, Mannix College is a dry residence outside of official NAAUC events i.e. no alcohol is to be consumed in rooms or common areas or in the grounds and including the grounds adjacent to Mannix.

2. No alcohol or illegal substances are to be brought to Mannix by conference guests or student residents.

3. All guests must be considerate in relation to noise and general behaviour in particular. As Mannix College is situated within a residential setting, there must be no unreasonable noise after 11.00pm in or around Mannix.

4. No gatherings or parties involving the consumption of alcohol or excessive noise is permitted in any rooms or common areas.

5. Anyone at a gathering or party at Mannix that is not an event approved by Mannix administration will be asked to leave the following morning.

6. Guests who return to Mannix heavily intoxicated and causing significant disruption will be asked to leave the following morning.

7. Guests who are unpleasant, uncooperative or rude to staff will be asked to leave.

8. Guests who cause more than routine cleaning will be charged for the excess cleaning and/or replacement costs.

9. There will be no refunds for guests who are refused further accommodation due to their poor behaviour.

10. Cost of any unreturned or lost keys on the day of departure will be charged to you.

11. Activation of Mannix fire alarms for any reason will incur the cost of attendance for Fire Brigade on the day.

12. Mannix College takes no responsibility for any lost or damaged property.

Mannix College automatically carries out camera surveillance and recording 24 hours per day across the College. The surveillance is continuous and ongoing.

STANDING FOR ELECTION Any delegate from a member residence, or current leadership team member as an associate member of the Association, is eligible to nominate for a position on the NAAUC Executive Committee.

The positions open to election are: President, Vice-President, Treasurer, Secretary and Creative Director.

The positions for 2017-2018 will be elected via ballot at an Annual General Meeting (AGM).

The terms of these positions commence in September 2017 and conclude in September with an additional 6 month period being optional for the position holders to see through to the 51st Annual Conference in Summer. The official changeover in each year will occur at a face-to-face meeting held during the September mid-semester break.

Responsibilities vary according to position (descriptions available upon request). Information about duties should be gained from the current Executive Committee members. Interested delegates should approach the Secretary, Lewis Laverty Wilson, or another Executive Committee member for the nomination forms, which are due by the end of morning tea on Friday 7th of July.

All nominees must speak with the current officer holder prior and have the current office holder sign their nomination form. All nominees will be required to give a speech at the AGM outlining their reasons for applying.

There is no required structure for application speeches, but speech time limits and suggested content are as follows: Speech times: President - 5 minutes and 5 minute Q&A Vice President, Treasurer, Secretary, Creative Director - 3 minutes Suggested Content: • Previous experience in residential community and leadership positions • Relevant skills/experience specific to the role • Hopes and possible directions for the committee • Individual portfolio ideas Committee members will be announced following ballots for each position at the AGM.

NOTICE OF MOTION This is a notice in accordance with Rule 1 of the Rules of the Association.

The following motions will be proposed for amendment to the Rules of the Association at the 2017 Annual General Meeting. It is intended that the following resolutions be proposed as special resolutions.

1) Rule 23 Executive Committee 4. All members of the Executive Committee, with the exception of the positions of Immediate Past President, Creative Director and Conference Director shall be elected at the annual general meeting of the Association in each year.

This motion is proposed to ensure that the positions of Creative Director and Conference Director are held by highly qualified individuals with a strong foundation of knowledge needed to perform effectively on the Executive.

2) Rule 27 Election of officers and ordinary Executive Committee members 1. The positions of President, Vice-President, Treasurer, Secretary, and Creative Director will be elected at the Annual General Meeting.

This motion is proposed pursuant to motion 1, in order to ensure consistency in the defined election process within the Constitution.

3) Rule 37 Management of Funds 4. The Association must open an account with a financial institution from which all expenditure of the Association is made and into which all of the Association’s revenue is deposited. a. Subject to any restrictions imposed by a general meeting of the Association, the Committee may approve expenditure on behalf of the Association. b. The Committee may authorise the Treasurer to expend funds on behalf of the Association (including by electronic funds transfer) up to a specified limit without requiring approval from the Committee for each item on which the funds are expended.
