can’t imagine being a politician. Sure they get bigger pay packets than most of us, but our elected members – federal, state and local – are constantly (and in most instances, rightfully) scrutinised and criticised. They have to schmooze and placate, negotiate and conciliate. They’re accused of being selfish and self-interested, even when their hearts are in the right place. On the ‘most trusted profession’ list they never get a mention, but then nor do us journalists, which is outrageous really, but don’t get me started on that. Anyway, you have to have a thick hide to be a public representative, and it helps if you are a character too. Like him or lump him, Bob Abbot is a character. Our outgoing mayor has been serving this region for decades, and as he hands the baton to Mark Jamieson, Bob finds

IN TH E PREVIEW One of the standout characters of Queensland local government looks back over the past three decades and says he has no regrets. T

he Royal Brisbane Show during the 1970s set the scene for one of the most influential meetings of Bob Abbot’s life. Working on the blacksmith’s stall with his uncle, Abbot met the late Tom Burns who, then a trotting steward, would go on to become a seasoned Labor politician and Abbot’s mentor. “He was a great character in Queensland politics; he was deputy premier under Wayne Goss,” Abbot explains. “He was my mentor and I had a lot to do with him over the years. I’m very grateful for two pieces of wisdom he gave me: Never underestimate your electorate – they know more about what you’re doing than you think they know. The second thing he told me was that you have to go when they want you to stay. A slow death at the hands of the public is the worst thing that can happen to any politician.” It was with that in mind that Abbot this week closed the book on a 30-year career as a councillor and mayor, though he was confident he could have won again.

“You’ve got to be able to stand on your record and say it’s time to move on now, while you’re still on top,” says Abbot, who spent Monday packing the last of his boxes – full of memories from his time in the council – into his car outside the Nambour chambers. Schooled in Ferny Grove, Abbot entered the political fray in 1982. At 23, he was the youngest councillor ever elected in Noosa. He stayed as councillor, deputy mayor, and mayor, until the council was amalgamated in 2008. Following his ‘big Bob for the big job’ campaign, he won 70 per cent of the vote to lead the new Sunshine Coast

H ERE Council, steering it through its first term and helping lay a sustainability platform. “I have no regrets on the past 30 years. I’ve lived on my wits and learned from my mistakes and I’ve been relatively happy with the outcomes I’ve been able to provide,” Abbot says. He names the successful fight to stop a 10,000-strong residential development and international airport on Noosa’s North Shore among his greatest achievements. “They wanted to build a residential community of 10,000 people and an international airport on what is now Cooloola National Park. There are plenty of others in the region who want to accept responsibility for that victory, but it was [former Noosa mayor] Noel Playford and I who put our necks on the line. “We were in court with the developer, they had presented to court all their new plans for the development and what we did was place a newspaper ad that said, ‘had these been the plans of development that you had seen, would you have approved the submission? Yes or no?’ “They accused us of subverting the course of justice. Noel and I had signed it. “I can still remember the bailiff walking through the front gate of my property at Cooran with a writ for $20 million. “It was a frightening time,” says Abbot.

He describes Playford as “the architect of Noosa”, having driven the policies and plans that Noosa was built on. “He will go down as the real architect of Noosa and one of the all-time great mayors. I learnt a lot from him, about the technical side of council and about determination and planning. “Noosa is an example to the Coast where long-term sustainability comes from the pride and passion of the people who live there,” he says, pointing to Noosa’s anti-amalgamation protests of 2007/2008. “Noosa is described as being elitist, but the bottom line is they stood up to be counted when it was necessary – we put 9000 people into a 10,000-person march through Brisbane. No one has ever done that,” Abbot says. “It had nothing to do with elitism. On those buses to Brisbane we had millionaires, labourers, old-age pensioners, grannies and kids – it was across the board.” He says the next council term is critical to the Coast’s future as potentially the most sustainable region in Australia. “The foundations have been solidly built; I have confidence in those foundations – the planning scheme, biodiversity plan, wastemanagement plans and transport strategy. I have the utmost confidence that all of that can all be delivered in the current form,” he says. “The biggest issue in the short term is jobs – we have to be careful not to take the easy path and roll back into relying on development to create those jobs. We know that development does not support sustainable jobs. “The mayor and the new councillors will need to be firm on that, and if they are, they could go down in history as the council that delivered the new future. “In the short term we need to create jobs that are not reliant on fickle industries such as retail, tourism, hospitality and development.” Leading a council is a tough job and Mark Jamieson will have much to learn, Abbot adds. “It’s never easy as mayor, it can be a very lonely and onerous position, but when you’ve got good people around you, it helps.” The first term of the Coast council was, at times, a tough road for Abbot, forced to step in and calm councillor squabbles and frayed relations early in the term. Camp Tranquil – a bonding session Abbot arranged for councillors – was aimed at unifying the council. “It takes its toll everywhere. Your life is never your own when you take on a job like this, and you

can’t complain about it because you invite the public in to your life when you put your hand up,” says Abbot of the top job. “It is hard when you are having dinner with your family and someone wants to interfere with your meal to talk about their road, or you’re out for a drink with the boys and some mug wants to upset your afternoon and have a shot at you for making the wrong decision on something. “You either get beyond those things or you get out,” he says. Abbot stands by statements made on radio that the council’s first term was “horrific”. He says the task of forming a new council – formulating a structure, policies and working through amalgamation – was huge, on top of pressures from the State Government with issues such as water reform, planning schemes and the GFC. “The State Government was hammering us toward the end,” he says. Abbot won’t be removing himself from the local government spotlight completely. He’ll move on to become Australia’s first mayoral mentor – a job where he will guide more than 40 mayors state-wide. “We are looking at a lot of new mayors, which means it’s a fairly significant drain to have all of that core knowledge heading out of the organisation. My job is to help get the newcomers up to speed.” In the meantime, he has some advice for the Coast’s newly elected representatives: “You’ve got to have an open mind, you have to be honest with yourself about why you do things, and you’ve got to be a good listener. If you’re not a good listener you will alienate people. And you have to be strong.”

OUTGOING COUNCILLORS CONSIDERING OPTIONS

O

utgoing councillors Lew Brennan and Debbie Blumel are optimistic about the future after failing to secure places on the new council. It comes as Mark Jamieson, campaigning on a jobs and leadership platform, this week emerged as the clear mayoral race winner in last Saturday’s local elections. Reflecting on his 15 years in office, Lew Brennan says he’ll take a brief break after losing his seat to deamalgamation campaigner Tony Wellington. Brennan names among his greatest achievements helping secure Noosa’s CQUniversity campus, and helping Cooroy rebuild following the closure of its lifeblood milling industry, the hospital closure and the exit of a major bank during the 1990s, through new projects such as the Lower Mill Site redevelopment, $10 million dollar library and fibre optic network. “I’m also proud to have convinced the Coast council from a position of one-versus-12 votes through to a position of having unanimous support to buy Horton Park golf course as the site to set up the Coast’s regional capital city,” he says. Brennan has paid tribute to his staff and urges the community to support the new mayor, Mark Jamieson. “With half the council being new and another couple of councillors looking to deamalgamate, it

will be a tough time. These issues can’t distract the mayor’s focus from taking the region forward.” Former division 8 councillor Debbie Blumel says she is confident she could have secured her seat for a second term, but has no regrets about running for the mayoralty. “It’s been an honour for me to be able to serve my community; that’s what is in my heart to do and it was a great four years,” she says. “I had to carry a huge burden of work and I had to bring it to a head and either do the job as mayor, so I could organise the council and get it on track and lead and manage it, or walk away,” she says. Blumel says her greatest achievements include securing federal funding to explore plans for a

Coast entertainment and exhibition centre, establishing the North Shore community centre and securing the council’s commitment to the Maroochy botanical gardens and ecology centre. Progressing the airport master plan with a bid to secure federal funding is also an achievement she is proud of. Jamieson, a former newspaper executive, beat seven other candidates for the top job, taking out almost a third of the popular vote. He was way ahead of the competition, with his closest rivals Warren Blee and Blumel not even coming close to the numbers Jamieson secured. He told MWP last week the strength of the economy and jobs would be high on his list of priorities if elected.

Car accidents leading cause of youth death

T

he safeguards designed to ensure Queensland doctors are qualified failed 35 times in 18 months, a report has found. In the worst instance, one breach of the system of checks took three years to be identified. The Health Quality and Complaints Commission report into doctor credentialling – the process of checking the qualifications of doctors – was tabled in Queensland parliament on Tuesday. The commission was established in 2006 following inquiries into the case of rogue Bundaberg surgeon Jayant Patel, who was subsequently convicted of manslaughter and grievous bodily harm. Patel had not told authorities when he applied to work in Queensland that he had been found guilty of gross negligence in the US. The Health Quality and Complaints Commission report examines Queensland Health’s

Slipper blasts media Convicted surgeon Jayant Patel credentialling of doctors between June 2010 and September 2011. It identified 30 breaches in credentialling and five breaches relating to the registration of doctors. In the worst instance, reported in the July to September 2010 period, a doctor worked for three years before the breach was detected. Regional hospitals were said to be most at risk of breaches because of geographic isolation, rapid turnover of doctors and an inability to fill crucial positions. AAP

Paper Giants’ lawsuit settled The former husband of magazine publisher Ita Buttrose (pictured) has settled his defamation case against the ABC out of court, it has been reported. Alasdair Macdonald was suing the national broadcaster in the NSW Supreme Court over the way he was depicted in the tele-movie, Paper Giants: The Birth of Cleo. He alleges the show depicted him as a “selfish, irresponsible and pitiably weak man” and “a man so threatened by the success of his wife that he deserted her and his family”, according to The Sydney Morning Herald. In March, he told the court the producers did not contact him to check the facts before broadcasting the show. However, after a court-ordered mediation, the parties have come to an agreement and the matter will not go to trial, the newspaper says. An ABC spokesperson says the case has been settled, but the terms will not be released due to a confidentiality agreement. AAP

Embattled Speaker Peter Slipper has accused media of trespassing at his Sunshine Coast home. Slipper stood down as speaker of parliament’s lower house pending an investigation into claims he misused Cabcharge vouchers. He strenuously denies the allegations, as well as civil claims he sexually harassed male staffer James Hunter Ashby. Slipper tweeted, “I am told that media have trespassed at my home; entered the garage and rubbed their hands over my wife’s car etc. What about media ethics?” In another tweet he hinted at a personal falling out with Opposition Leader Tony Abbott: “A cynical person once told me that ‘if you want a friend in politics, buy a dog’.” AAP

Car crashes and suicides are the top two killers of young Australians, while road accidents are the main causes of adolescent deaths worldwide, researchers say. An international study of adolescent health, published in the British journal The Lancet shows injuries account for 40 per cent of deaths in 10- to 24-year-olds worldwide. This included injuries from car accidents and intentional harm caused by suicide and violence, with vehicle crashes the leading single cause of death. According to Australian authors Susan Sawyer and George Patton, from Melbourne’s Murdoch Children’s Research Institute, “Irrespective of region, most adolescent deaths are preventable and thus strongly justify worldwide action to enhance adolescent health.” Of 27 wealthy nations, the US had the highest adolescent mortality rates, due to violence and road trauma. Study shows miners battling depression and anxiety Thousands of Australian miners suffer from mental health problems and a “macho mining culture” stops them from getting help, a new study has found. Up to 10,000 mining company employees each year have mental health problems such as anxiety, depression or substance abuse, the study commissioned by the NSW Minerals Council says. The cost to the industry may be as high as $450 million a year. Staff across all levels, from managers to those at the coal face, are being affected. NSW Minerals Council CEO Stephen Galilee says the resources industry must do more to tackle the issue. “We have the policies in place, but we need to consider ways to link them into a wider strategy,” he says. adeleine McCann, who vanished while on a family holiday in Portugal five years ago, may still be alive. London’s Metropolitan Police say they are still investigating the disappearance of the girl, who vanished shortly before her fourth birthday in May 2007. Detective Chief Inspector Andy Redwood says he is leading a team

of more than 30 police officers who are focusing on the case. They believe there is a possibility she is alive but also have to consider that she may be dead. Portuguese police closed their investigation in 2008 but Scotland Yard wants the case reopened. Redwood says his officers are reviewing all the evidence that has been gathered so far. AAP

The European cruise industry wants to reinforce route planning, limit access to the bridge of its ships and increase the number of on-board life jackets to avoid another deadly shipwreck like that of the Costa Concordia, its trade association says. “The best tribute we can pay to [the victims’] memories is to learn the lessons from this dreadful accident,” says the chairman of the European Cruise Council, Manfredi Lefebvre d’Ovidio. “Our commitment to safety is absolute and it is – and has always been – our number one priority. “As the Costa Concordia incident demonstrates, there is no such thing as perfect safety.” To date, 30 people are known to have died after the Concordia ran aground on January 13 near Italy’s western coast. Obama sets dates for his first rallies US President Barack Obama will hold the first official campaign rallies of his re-election bid on May 5 in the crucial battleground states of Ohio and Virginia. The rallies will take place almost six months to the day before Obama asks voters to give him a second term despite the still stuttering US economic recovery. Obama’s announcement came a day after Mitt Romney effectively clinched the Republican presidential nomination with a five-state primary sweep. MIND-POWERED ROBOT TO ASSIST IMMOBILE PATIENTS Swiss scientists have demonstrated how a partially paralysed person can control a robot using brain signals alone. The team at Switzerland’s Federal Institute of Technology in Lausanne say the experiment takes them a step closer to enabling immobile patients to easily interact with their surroundings through a robot ‘avatar.’ The demonstration involved a partially tetraplegic patient at a hospital in the southern Swiss town of Sion who imagined lifting his fingers to direct a robot at the university 100 kilometres away. Similar experiments have taken place in the US and Germany, however, they involved either able-bodied patients or invasive brain implants, while the Swiss team used only a simple head cap to record the brain signals. Murder suspect on hunger strike US authorities say the man suspected of killing seven people at a California Christian college on April 2 is on a hunger strike in jail. Alameda County Sheriff’s Office spokesman Sergeant JD Nelson says One Goh has not eaten since his April 3 arrival at the Santa Rita Jail in Dublin. Goh, 43, has lost about nine kilograms since his arrest and has been moved to the jail infirmary. Goh has been charged with seven counts of murder and three counts of attempted murder. AP

POSSIBLE PREVIEW As the withdrawal of international forces from Afghanistan draws near, many Australians are voicing their relief. But how well prepared are Afghan forces to keep Taliban insurgents at bay?

s Afghanistan heads into the summer fighting season, Australia’s commander says insurgents are on the back foot after Afghan forces conducted winter operations that would have been beyond their capability a year ago. Lieutenant Colonel Kahlil Fegan, commander of the Australian Mentoring Task Force, known as MTF-4, says the number of significant insurgent actions in Oruzgan province is at a historic low. Operations over the winter by the Afghan National Army (ANA) and Australian Special Operations Task Group have reduced insurgent capabilities by killing and capturing many of their leaders and bomb-makers, and destroying weapons caches. “It is looking promising, but that is not to say there isn’t a prevalent threat,” Fegan tells AAP. “They still are dangerous, but it looks like we will have a better fighting season.” His unit has been mentoring and developing the ANA 4th Brigade. “They have already this year conducted a number of very large-scale operations and the promising thing for us is that these operations have been conducted more and more independently,” he says. “We have seen three really good examples of them executing things that they would not have been able to do two years or even one year ago.” In one case, an Australian Bushmaster vehicle rolled over and could not be easily recovered. In the past, irrecoverable vehicles have been blown up to ensure they can’t be of any use to the insurgents. But this one was surrounded by houses. “So I protected it for a week until I could get recovery assets,” Fegan says. “But the whole time I was doing that, the Afghan

soldiers were coming out every day and they were patrolling around the area and they were talking to the locals, saying, ‘Don’t touch the Australians, you leave the Australians alone.’ “And they brought the soldiers hot food. It’s only a little thing, but it’s an important little thing.” When US soldiers at the main base at Bagram inadvertently burned copies of the Koran taken from prisoners, sparking civilian riots across Afghanistan, the Afghan soldiers in Oruzgan understood this had nothing to do with the Australians, Fegan says. “We had to put into place some force protection measures, because we didn’t know what the reaction from outside would be,” he says. “As soon as we did that, they [the ANA soldiers] surged to make sure we were protected. “Every time there was a protest, they went out and engaged with the locals. They said to us, ‘You wait here, we’ll deal with this.’” In a decade of conflict, 32 Australians have died, including 11 last year. Four men died in a worrying development last year when rogue Afghan soldiers opened fire on Australian troops. Fegan says ANA soldiers and officers were horrified. “What I have seen is them being very proactive in stepping forward to mitigate that threat,” he says, adding the Australians had put measures in place to protect against further incidents. “But in my opinion, the most important aspect to protect my soldiers is the relationship with the Afghan soldiers. “I do absolutely everything possible to ensure we have a good relationship with them and that we are seen as brothers and not anything else,” he says. COMING HOME When Prime Minster Julia Gillard recently announced the timetable for troop withdrawal from Afghanistan – with some soldiers coming home as early as this year and most back on Australian soil by the end of 2013 – she changed the date of expected withdrawal by almost a year. Former prime minister John Howard gave the green light to Australian troops going into Afghanistan in 2001, in the wake of the September 11 terrorist attacks in the US. Some $7 billion in taxpayer funds and 32 soldiers’ lives later, Gillard outlined some of the next steps toward Australia’s withdrawal and ongoing financial support for the struggling nation. There are signs that Afghan security forces, who have been trained by Australian troops in Oruzgan province, are today doing a much better job at keeping Taliban insurgents at bay than a decade ago. The Taliban have been choosing fewer high-profile targets to make their point, while in regional areas of the country ordinary Afghans – protected by a growing number of local security forces – are trying to build a better and more peaceful life for their families.

But many Australian voters want this country’s troops to come home. A NATO-ISAF summit in Chicago this month, and a pending statement by Afghan president Hamid Karzai on his timetable, offers Gillard the opportunity to show the public the end of Australia’s commitment is in sight. The final troops will be coming home just as Gillard faces an election. There will be some political upside for Labor in bringing the troops home, but it will be limited given there has been solid bipartisan support for the mission for 11 years. What happens within Afghanistan when international forces withdraw could also have a political downside for Gillard, US President Barack Obama and other leaders. If the transitions are poorly managed and regions start sliding back into the dark days of Taliban rule, political leaders will come under pressure over the value of the mission. That is why the prime minister, who in May will sign a partnership agreement with Karzai, is keen to emphasise Australia’s commitment to Afghanistan for years to come, in terms of development aid, help with democratic elections and counter-terrorism support. EXPANDING OUR VISION A joint health and education push could fix Coast’s economy.

he Sunshine Coast Business Council believes the region can become a leading health and education service provider if the opportunities now on offer are maximised. Over the next 20 years the growth in these sectors should be huge, and the region must position itself at the heart of the action. Business Council chairperson Sandy Zubrinich is urging a collaborative approach to ensure the projects already in the pipeline deliver the promised huge boost to our economy. “We have an extraordinary opportunity to be a leader in these two key growth sectors and all three levels of government and the business community must now focus on realising this potential,� Zubrinich says. “The planned new precinct at Kawana could transform our region’s economy and help reverse the current trend of young productive

workers leaving the Sunshine Coast to pursue employment. “It will also help turn around the relatively low number of Sunshine Coast school students continuing on to further education and tertiary study. Handy piece of technology If you’re visiting Japan and head to an ATM to grab some cash, you may notice their cash dispensing machines look a little different to those on the Coast. According to technology website Gizmodo, by the end of the year customers of Ogaki Kyoritsu Bank won’t need their cards to access cash. The bank is set to install biometric-only teller machines, the first of their kind in Japan. OKB customers who register their biometric data with the bank beforehand need only swipe a hand across the ATMs to withdraw money.

The bank says the move is partly due to the devastating March 2011 earthquakes and tsunami. Customers who lost everything – including bank details and cards – were unable to access their money, but this new technology remedies the problem.

Now that’s a tax dispute After a marathon eight-year row, actor Paul Hogan has finally settled his tax dramas. The Australian Taxation Office was chasing the Crocodile Dundee star and his collaborator John Cornell over $150 million in alleged unpaid taxes dating from the 1980s. The pair issued this statement through their lawyer, Andrew Robinson, on Monday night: “Paul Hogan and John Cornell are pleased to advise ... they and their related entities have reached a settlement with the Commissioner of Taxation.� Hogan’s departure prohibition order has now been revoked. ith the recent underperformance of the Australian share market, many investors are choosing to include international shares in their investment portfolio for a number of very good reasons. Geographic diversification: The Australian market represents approximately three per cent of the world’s stock market capitalisation. While the Australian market is linked to other regions, this does not involve participation in the full production cycle. Nor does it provide exposure to

potential growth in other regions. Sector diversification: The Australian market has a large representation from financials and resources, while health care, information technology and telecommunications are underrepresented. Over the longer term this can manifest itself in overvaluations for underrepresented sectors or lack of exposure to broader sector growth. Different economic cycles: Overseas markets are subject to different earnings dynamics, policies, sector activity, valuation benchmarks and reactions to local and global influences. Accordingly, they exhibit periods of attractiveness (or unattractiveness) that are not aligned to those in Australia. We are targeting at least a 10 per cent increase in the US market this year. Stock valuations in the US market are attractive, yet despite this, investors remain cautious. This

will change as markets continue to improve, while an alternative investment in cash is earning an extremely low return. The current reporting season in the US has been excellent with most companies surpassing expectations. It is becoming cheaper and easier to take advantage of these opportunities, with a number of broker platforms offering clients direct access to over 20 international exchanges, including the major US exchanges where many of the world’s major companies are listed. When choosing international investments, it is important to focus on companies that operate globally and in industries that will help to diversify an Australian investor’s domestic portfolio. I don’t watch any disturbing or invigorating TV at night. I also get energy from meditation and from eating healthy fresh food, only one cup of espresso in the morning, and not drinking too much. Q: ADVICE TO WOMEN WHO ARE FITTER THAN THEIR PARTNER? A: Be a good example and hope the partner gets the hint. Any partner who

would attempt to sabotage my fitness regime I would leave. Q: ARE YOU A RUNNER? A: I can’t do anything with impact. I have genetic osteoarthritis. The bulimia didn’t help either. [Eating disorders are associated with an increased risk of fractures, research shows.] Q: HAVE YOU EVER EXERCISED TO HELP DEPRESSION? A: I continued to exercise, especially aerobic stuff on a bike and treadmill when I was going through a nervous breakdown following my second divorce. I figured, if I hurt, I must exist. SIGHT FOR SORE EYES There’s no longer any need to fear laser eye surgery. A new low-risk treatment is now available for those who wear glasses or contact lenses but have been reluctant to undergo laser treatment due to fear of discomfort or pain, or because they believe a laser procedure is ‘too risky’. Laser Sight Maroochydore is now performing a ‘no-touch’ procedure called TEMCA, a low-risk laser treatment. During the treatment no surgical instruments touch the eye of the patient, with most vision-challenged people able to have their vision changed in just 30 seconds. Dr Peter Stewart is the founder and medical director of Australian company Laser Sight. He pioneered the Lasik procedure in Australasia in 1995, and is once again at the forefront of laser technology, having introduced the new ‘no-touch’ procedure to Queensland.

“Thanks to TEMCA patients can now enjoy far greater comfort and peace of mind knowing that there are no surgical instruments that will touch their eyes except for a small lid support to prevent blinking during the procedure,” Stewart says. “Many patients who have wanted laser treatment but have been diagnosed as not being suitable may now be eligible thanks to this minimal tissue removal treatment. TEMCA will in large part replace Lasik surgery.” There’s also great news for cataract patients, and for those who suffer an uncommon inherited corneal weakness called Keratoconus. These patients can also be helped by ‘regularisation’ of their cornea with TEMCA. Currently there are only two such low-risk ‘no-touch’ lasers in Australia, one of which is at Laser Sight in Maroochydore.

‘digital wallet’ intended to transform the way people manage their finances and send money using their mobile phones has been launched in the UK. Several functions are being brought together in the app to create the ‘wallet’, enabling consumers to transfer cash via their mobiles, compare prices, track their spending and shop, UK phone company O2 says. The O2 Wallet, which is compatible with the majority of smartphones and iPads, is free to download and can be used with any phone network or bank account. Consumers need to enter a personal identification number to access the wallet, which includes a ‘money message’ function, enabling people to transfer up to £500 ($783.82) to any UK mobile number as easily as sending a text.

The product also allows users to compare the prices of goods from more than 100 online retailers, and features a daily offers icon, offering discounts from big retailers. People can use the camera on their phone to scan the barcode of an item in a shop and then use the app to perform a search to see if it can be found cheaper online. The wallet gives consumers text alerts about their account balances and they can also apply for a prepaid Visa account card to go with the service. The Visa card uses contactless ‘tap and go’ technology, meaning customers swipe the card at payment points rather than needing to enter a PIN. James Le Brocq, O2 Money managing director, says of the wallet, “We believe it will transform the way people manage their finances and spend money.” Other planned functions for the

wallet include being able to use it to buy train tickets and make mobile contactless payments. Those behind the initiative say it has undergone extensive security testing to ensure it is safe, with personal details and financial information held on remote central servers rather than in the mobile phone itself. Sandra Alzetta, senior vice president of mobile at Visa Europe, says, “This announcement is another step towards an integrated future where the way we pay reflects the full potential of these new technologies.” The launch is the latest in a series of innovations enabling people to use their mobile phones to transfer cash. T

he new Civic sedan bears a large burden on its restyled haunches as the ninth iteration of the small car – a badge that dates back to the early 1970s – and is expected to form a large plank in Honda Australia’s quest to recapture sales after a horror 2011. The Sport variant is well-equipped, coming with standard leather – high quality and soft – and a sunroof, although your 194-centimetre correspondent found it dramatically impinged on headroom, even in the front. The value equation on the Hybrid model is more questionable, however. It costs $8000 more than the Sport, yet loses the leather in place of very 1990s-style grey cloth, as well as the slick 17-inch alloys and sunroof. The first car we sampled on the road was the Hybrid. Honda’s fuel economy claims appear to be spot on. We returned economy figures of 4.3 litres per 100 kilometres after our 50-kilometre drive with the air-conditioning pumping.

It’s far from inspiring driving, with the little (Euro 4 only) 1.5-litre engine and 17-kilowatt electric motor combination offering little in the way of mid-range oomph or off-the-line punch, but it does live up to the purpose for which it was designed. Back-to-back drives in the superseded VTi-L and the new model revealed very little difference in terms of engine performance. The ‘reengineered’ 1.8-litre engine lacks modern technology, like double overhead cams, direct injection and forced induction, and it shows. The five-speed automatic could use another ratio, but gear changes are smooth and unfussed, and the wheel-mounted paddle shifters are a welcome touch. The heavier but more powerful Sport variant felt quicker off the mark, although its ability to leap into action when overtaking or exiting a turn was hampered

by its breathlessness at the low end of the rev band and the far-from-sporting automatic. It likes a rev, though. This doesn’t do wonders for fuel efficiency, but it is nice to see an engine that revs in characteristic Honda fashion. Copyright GoAuto.com.au 2012

] Study finds small car drivers have big mouths

exus’ new-generation GS has been judged a Top Safety Pick by the US-based Insurance Institute for Highway Safety (IIHS), just as new vehicles arrive in Australian showrooms. GS joins Lexus RX and CT 200h in earning the honour from the IIHS, a non-profit organisation backed by the US insurance industry. During roof-crush strength testing, which involves pushing a metal plate against one corner of the vehicle’s roof at a constant speed, the GS’ roof withstood a force equal to

4.88 times the vehicle’s weight. Lexus Australia chief executive Tony Cramb, says the honour backed up GS’ segment-rivalling standard active and passive safety packages, while complementing its dynamic performance features. “The coveted Top Safety Pick rating validates the work engineers put into developing Lexus’ newgeneration grand-touring sports sedan,” Cramb says. All new GS models come standard with 10 SRS airbags, a 14 per cent stiffer body and other safety features.

Small men are often associated with small man syndrome, but when it comes to small car syndrome, it’s women who have some answering to do. A Newspoll study of nearly 4000 Aussie drivers has found that drivers of small cars are more prone to getting aggressive on the road, and of those, the biggest culprits are women. “We found that drivers of small cars are most likely to display rude or aggressive driving techniques,” says David Skapinker, director of corporate affairs at insurer AAMI. “Things like tailgating or

screaming abuse at other drivers or even giving them the old two-finger salute.” Skapinker says young female drivers of small cars were more likely to display aggressive driving behaviour than men. The research, based on a survey of 3740 drivers over the age of 18, found that 46 per cent of small car drivers admit to gesturing rudely compared with about a third of large car drivers. Almost 60 per cent of small car drivers say they have verbally abused other drivers, compared with 47 per cent of large car drivers. AAP

China to overtake US as Porsche’s biggest market China will overtake the United States as the largest market for German luxury carmaker Porsche by next year at the latest, the Stuttgart-based company says. “We have exceptional growth here,” says sales head Bernhard Maier. He says that China could still surpass the US as the largest market for the maker of the 911 sports car in 2012. March figures showed a monthly increase of 63.3 per cent in Porsche sales in China, to 2572 vehicles. DPA

SUBARU’S NEW XV A REFINED ENTERTAINER WORDS Byron Mathioudakis The fragmentation of the already niche SUV segment continues. Subaru – pioneer of the ‘Outback’ concept that turned the innocuous Liberty wagon into a crowd-pleasing pseudo off-roader – has applied the same winning formula to its upcoming Impreza IV. “So what?” you ask. “Hasn’t that happened before with very lukewarm results in 2001 (gauche RV) and 2010 (original Impreza XV)? Correct. But this time – according to the program manager out from Japan for the XV II launch – Subaru has started from scratch by envisaging and engineering the regular hatch and crossover SUV at the same time, thus ensuring less compromise and more effectiveness. And you know what? It shows from the moment you set eyes on it. Unlike the rather grotesque current-gen Liberty, the oversized bits on the XV enhance rather than detract from its generally clean lines, infusing a sense of presence and purpose that more effectively communicates what the model is all about. The latest Subaru looks likeably chunky. If you peer underneath you’ll notice a useful 220 millimetres of ground clearance. That’s well above what other sub-compact SUVs (to use Subaru’s term) like the Nissan Dualis and Mitsubishi ASX offer, and it just might prove to be the XV’s biggest saving grace. Why? Two reasons. For starters, so much air between road and undercarriage means the Subaru can go over dirt trails that preclude virtually all of its competitors, front or all-wheel

drive, plus larger SUVs like the Ford Territory. Not only does the Subaru not handle and grip the road like a ponderous hippopotamus, it is actually fun, involving and utterly controllable to drive. The ESC stability system gives the car some slack for a bit of looseness over dirt, but the XV is controllable enough for the driver to feel secure and confident, even with all the electronic aids extinguished. It really is an unexpectedly entertaining yet responsible experience. You can thank an exceptionally low centre of gravity afforded by the company’s trademark horizontally opposed boxer engine and symmetrical full-time AWD, according to Subaru. Indeed, there’s so much on offer dynamically that the chassis invariably feels like it can easily use more power. We’re sure that’s coming soon in some hot WRX-style turbo variant, but for now the newgen FB

2.0-litre Boxer is a smooth and refined – though not particularly sparkling – unit that provides sufficient performance. We like: Accomplished dynamics, efficient drivetrain, entertaining handling, overall refinement, spacious cabin, value pricing, useful ground clearance, chunky good looks overall. TOYOTA 86 TO RACE AT NÜRBURGRING Toyota’s new 86 sports car will undergo serious track time ahead of its Australian launch in June. The company has announced that two 86 sports cars will compete in May at the 24 Hours Nürburgring endurance race. The race cars are being prepared by Toyota’s partner GAZOO Racing to reach and support a new generation of car lovers around the world.

Holden to develop cars for China

Call for checks on used cars in SA

Local car maker Holden has signed a deal to develop at least two new vehicles for China. The company has signed an agreement with Shanghai General Motors (SGM) and the Pan Asia Technical Automotive Centre (PATAC) to develop new vehicles for SGM. The agreement involves a team of Melbourne engineers and designers tailoring vehicles for the Chinese market based on GM global platforms. Holden chairman Mike Devereux, says Holden was a valued source of expertise within GM’s international operations, and was one of only seven fully integrated design, engineering and manufacturing operations in the GM group. “We have worked with SGM and PATAC in recent years on smaller projects, but this is the first significant, long term project to partner our organisations,” he says.

South Australia should introduce mandatory vehicle inspections to cut the number of unsafe cars on the roads, the Motor Trade Association (MTA) says. MTA president Neville Gibb says Queensland, NSW and Victoria had compulsory inspections at change of ownership and he called on South Australia to do the same. He says that in 2011 there were 232,000 registration transfers in SA but 60 per cent of those vehicles were sold privately, which means there is no way for buyers to be protected from getting an unsafe vehicle. “This is why we believe that a vehicle inspection scheme at change of ownership is needed,” Gibb says. The State Government has previously favoured random checks by police. AAP

ow do you get a home loan or a building approval? What exactly is market value, or an auction clearance rate? How useful are median house prices, equity and gross rental yields when you’re deciding to invest in property? MWP goes back to basics and asks industry experts to explain these common property terms in the first of a two-part series.

BUILDING APPROVAL AND ZONES According to the Queensland Department of Local Government and Planning, a building development approval is required before starting construction on most types of domestic building work. These approvals are also known as building permits and can be obtained from either the local council or a private building certifier. For more information visit dlgp.qld.gov.au and click on ‘Building’ then ‘Approvals’. Each of the Sunshine Coast Council’s current planning schemes outlines what types of developments or land uses are permitted in different areas. These areas, known as zones or precincts, comprise categories such as residential, commercial or industrial. Whether you want to do a big home renovation or build anything ranging from a granny flat to an office block, you must first check what zone your land is in. to lodge a development application to go through the correct process to gain approval. Paul Lucy, the council’s manager development business services, says the majority of development applications received by the council are consistent with the permitted land use for a zone. Types of development applications assessed by the council include: reconfiguring of a lot (for example, to realign boundaries), material change of use (for example, expanding a factory), operational works (for example, excavating or filling land, roads and drainage), plumbing and building. Following development approval for your residential, commercial or industrial development, you need to lodge an application for building approval for the construction of the building. These applications are assessed by private building certifiers according to the rules of the Queensland Building Act 1975. When approval is received, you’re ready to start work. number of auctions. For example, if six homes sold from 10 auctions held, the clearance rate would be 60 per cent. RP Data is a leading national property information service provider that collects about 85 per cent of all capital city auction results and reports the outcome of each auction. A spokesperson says an auction is considered successful if a property is sold before, during or immediately after the auction. An unsuccessful auction is one where the property simply hasn’t sold. It may have been passed in, had a vendor bid only or was withdrawn from sale. “A high auction clearance rate generally indicates a sellers’ market while a low rate of clearance suggests buyers are more empowered,� she says. Auctioneer Jason Andrew’s company Jason Andrew Auctioneers conducts auctions from Wide Bay to northern NSW. He says clearance rates help indicate levels of buyer confidence and are in part determined by the number of properties for sale on the market. Jason recommends sellers look at clearance rates to decide whether to go to auction, and examine the figures carefully because they can differ according to the relevant researcher’s criteria. “For example, we track average marketing campaigns of 35 days from vendor signature to auction and our clearance rate was 48.9 per cent for the first quarter this year – a healthy outcome,� he says. “These results are particularly strong in comparison to private treaty clearance within the same period, which is closer to 10 per cent.�

So how do you determine the market value of a particular house at a particular time? A Real Estate Institute of Queensland (REIQ) spokesperson says you can look at comparable sales. “Depending on the volume of sales available, [look at] properties sold within the last three to six months, with the most recent the better, and within close proximity to the property being considered,� she says. Examine properties that were similar in nature, for example the same number of bedrooms, living areas, bathrooms, car spaces, other improvements and overall quality (renovated or brand new?). Be wary of unusual factors such as a mortgagee sale or ‘fire sale’ that may have resulted in a below-market sale price. She says sales information can be obtained from data companies such as PriceFinder.com.au, RP Data or auction results from homepriceguide.com.au. “Getting a real estate agent to appraise a property is essentially employing them to carry out this type of sales analysis,� the REIQ spokesperson says. “Given they do not charge fees for appraisals, agents typically only carry out appraisals for people looking to sell.� Looking at the prices for houses currently on the market can also be a guide to how realistic a listing price may be. When it comes to capital improvements such as renovations, the amount of dollars spent does not necessarily equal value added to a property. For example, installing a tennis court in a house may not add much value if there’s no buyer demand for a tennis court in that suburb. However, adding a third bedroom to a two-bedroom cottage in a suburb of three-bedroom homes is likely to boost its market value.

The Reserve Bank of Australia (RBA) has cut the official interest rate by half a percentage point to 3.75 per cent after its May board meeting, its lowest level in over two years. It is the largest cut to the official rate since a 100 basis point reduction in February 2009, and the first time the central bank has lowered the cash rate since it cut it by 25 basis points at its December board meeting. Few commentators expected such a large cut. RBA governor Glenn Stevens said on Tuesday that a lower inflation outlook provided the scope to cut the cash rate and to help stimulate the economy. “This decision is based on information received over the past few months that suggests that economic conditions have been somewhat weaker than expected, while inflation has moderated,” he said in a statement accompanying the decision. “In Australia, output growth was somewhat below trend over the past year, notwithstanding that growth in domestic demand ran at its fastest pace for four years.” AAP

ast week marked a new era for Brothers Sunshine Coast Junior Rugby with the first sod turned to mark the commencement of construction of the club’s new amenities at Stockland Park. Steve Dickson, Minister for National Parks, Recreation, Sport and Racing, was given the honour of turning the first sod where new change rooms, toilets and first aid rooms will be built. Brothers Sunshine Coast Junior Rugby Club spokesperson Clayton Williams says the project will ensure the long-term future of the club on the Sunshine Coast. “We are thrilled that the State Government has committed nearly $300,000 to this project as well as Quad Park Corporation, who contributed the balance to guarantee the project will go ahead in such a timely manner,” Williams says. Stockland Park acting general manager Simon Ball says while the new facility will provide a home base for Brothers Rugby on the Sunshine Coast, it will also be a much-needed asset to the broader user groups at Stockland Park, including other local sporting teams, visiting
