Homeowners: Make sure you aren’t missing out on property tax savings Cook County – With the release of 2025 secondinstallment tax bills from the Cook County Treasurer’s Office, homeowners should check to make sure they are not missing property tax-saving exemptions.
Homeowners are encouraged to review the bottom left corner of the tax bill to confirm their exemption deductions. Most homeowners are eligible for the Homeowner Exemption, which can typically save them around $1000. Senior homeowners over 65 are likely eligible for additional property tax savings with the Senior Exemption. Seniors and Veterans may also be eligible for further exemptions such as the “Senior Freeze” and Veterans
with Disabilities exemptions. If a homeowner believes they are eligible for an exemption, they can apply for their missing property tax savings by completing a Certificate of Error application with the Cook County Assessor’s Office. The Certificate of Error process provides homeowners with an opportunity to redeem missing exemptions for the 2025, 2024, 2023 and 2022 tax years. Homeowners are encouraged to submit an online application immediately or make an appointment to apply for missing exemptions. Accepted photo IDs and documents required to apply are listed on the Assessor’s website. As a reminder, homeowners are responsible for paying tax bills to the Cook County Treasurer’s Office by Thursday, October 1, 2026. For payment options, visit cookcountytreasurer.com. Illinois State Joined Nation in the Shock of September 11 Friday marks the 25th anniversary of the 9/11, a massive terror attack that galvanized our nation and changed our lives forever. A total of 2,977 individuals lost their lives on that morning, including 2,606 at the World Trade Center, 265 on the four planes involved in the attacks, and 125 at the Pentagon. The death total excludes the nineteen terrorist hijackers. It is believed that nine of the civilian deaths were residents of Illinois. Over 6,000 were injured in the incidents. Like other Americans, members of the Illinois State University community on that day still remember where they were, and how they reacted, when they first heard the news of the attack. They also remember their fears and feelings on watching the towers of the World Trade Center fall. Richard Jones, a faculty member and the Editorial Advisor of the student newspaper, the Vidette, said “it remains the single most brutal and horrifying moment of my lifetime. You realized that hundreds, perhaps thousands of people had died.” The student journalists of the Vidette and WZND and TV-10 quickly went to work, collecting as much information as possible on the attack, as well as to learn if any students had family in New York or any alumni were affected. Across campus, emotions varied by student. Jones used one of his class periods to address those emotions, which he recalled “were tears, fear, frustration, and anger.” Like other campuses, many classes at ISU were cancelled, as were the football home game on Saturday and countless other activities. At the time, student government Vice-President Ziggy Kowalski said that “when I walked through campus [that day], there seemed to be an emptiness. Everyone wanted to do something to help.” For one alum, the attacks hit close to home – literally. Vicki Kelley, a 1978 ISU graduate who worked in New York as a radio reporter for the Wall Street Journal, lived only a block away from the World Trade Center. Kelley evacuated her building and sat on a park bench, filming the spectacle while watching with a friend. Later, a police officer told Kelley “you have to run” as the south tower collapsed to the ground.

On September 13, two days after the attacks, university President Vic Boschini spoke at a studentorganized rally on the ISU Quad in front of 10,000 students, faculty, and staff, many of them waving American flags. The event was titled “Looking to Tomorrow: United in Peace” and became, for many, the signature moment in the reaction to the tragedy at Illinois State. Classes were cancelled from noon to 1 p.m. to allow students to attend. The list of speakers included John Grussing, a Normal fire lieutenant who was shipped to New York three months later to serve in the recovery. Along with Provost Alvin Goldfarb – who was from New York himself -- Boschini urged the crowd not to let anger turn into intolerance. Buckets were passed among the crowd, and $25,000 was collected for the United Way of New York September 11 Fund within an hour. Jamal Nassar, the chair of the ISU political science department, said he was “thrilled and amazed” by the rally, which Boschini called his favorite event in his time at Illinois State. Megan Thome, a freshman in 2001, was among those who were moved by the rally. Her uncle was supposed to be at the World Trade Center on that fateful morning, but was running late – and was not present for the disaster. “It’s not like anyone is ever going to forget,” she said. “But it’s a really good thing to have a memory going so we’ll never forget the people who care.” Tom Emery may be reached at 217-710-8392 or ilcivilwar@yahoo.com

Project to Support Mental Health Clinics in Illinois has Exceeded Expectations WASHINGTON, DC (September 1, 2026) – An innovative project to improve behavioral health services throughout Illinois surpassed expectations in its first year, according to a new report from the National Council for Mental Wellbeing, and the National Association of State Mental Health Directors. The Certified Community Behavioral Health Clinic Transformation Project (CCBHC-T) has: • Improved support for Certified Community Behavioral Health Clinics (CCBHCs). • Integrated mental health and substance use treatment and care at the clinics. • Begun to address the workforce shortage by providing incentives to achieve licensure. • And built the systems needed to sustain and expand the CCBHC model over the long term. “Illinois is on a stable, sustainable path to establish a behavioral health infrastructure that will serve people meaningfully for years to come,” National Council for Mental Wellbeing President and CEO Chuck Ingoglia said. “People throughout the state will benefit from the important work that’s been accomplished in the first year of the program.” Ballmer Group funded the project, which provides critical technical assistance support to states and clinics to advance the vision and impact of the CCBHC model. CCBHCs expand the scope of mental health and substance use services, serving anyone who walks through the door, regardless of a person’s ability to pay. Through their documented ability to improve access to mental health care, lifesaving substance use treatment, recovery supports, crisis services, integrated care and other services, CCBHCs eliminate barriers to care. “One of the greatest strengths of CCBHC-T has been its ability to bring together state leaders, providers, and behavioral health experts around a shared vision for expanding access to care,” said Dr. Inger Burnett-
Zeigler, Chief Behavioral Health Officer, Illinois Department of Human Services. “By combining a thorough assessment of behavioral health access with hands-on collaboration and strategic planning, the initiative has helped Illinois identify practical solutions tailored to the needs of our communities. I am excited to build on this foundation as we continue strengthening our CCBHCs as a cornerstone of Illinois’ behavioral health system and expanding access to care for communities across the state.” The new brief follows the National Council’s recent 2026 CCBHC Impact Report, a national survey that found an estimated 3.4 million people received care at the nation’s 539 CCBHCs in 2025 — up nearly 13% compared to January 2024 — dramatically expanding access to care and reaching people with unmet needs on a national scale. In Illinois, the project also made meaningful progress over the past year through numerous initiatives including: • Enrolling 37 clinics and more than 300 behavioral health professionals in the Workforce Accelerator Program to increase the overall number of licensed and credentialed behavioral health clinicians working in Illinois CCBHCs and mental health crisis response settings. • Adding two state-level employees to advance the CCBHC program and implementation in the state. • Beginning multiple projects intended to strengthen the quality of care and providing more coordinated care for individuals with both mental health and substance use treatment needs. Looking ahead, goals in the second year of the program will include improving access to care, expanding the behavioral health workforce and search for options to ensure the long-term financial stability of CCBHCs.

CATHY & JIM HIGGINS Q. My home has been on the market for 7 months. No offers, few showings, yet my agent promised me he could get more money for my home than anyone else. Any suggestions? A. When you sit down with an agent you are most likely going to get a really pretty folder with a list of their awards, pretty pictures of really happy people and a price of what your home should sell for. And that price is most likely inflated for at least one out of the three agents. Personally, I wouldn’t want to give up $25,000 just because those other two agents don’t understand how special my house is. Without offending you, I am here to tell you this doesn’t translate. Offering an unrealistically higher value is a crude tool used to excite a seller into thinking “hey, this person is going to know how to squeeze out some extra cash”. However, your agent doesn’t set the selling price, they only help determine an asking price. A ready, willing, and able buyer has the most control over the maximum value; and these buyers aren’t going to be throwing in an extra $25k because your agent promised you a higher value in an attempt to gain
more listings. Because I am a whole financial picture sort of guy, let’s look at the costs to a seller who allows the price to be set too high: Your house stays on the market without much activity. Your expenses continue to add up: Taxes, utilities, insurance, mortgage payments, etc. You are maintaining a structure that nature is relentlessly attempting to tear down. And finally, new buyers start to think that there may be something wrong with the house as it’s been on the market for months. Be as wise as your age. Pick a realtor who lives or works locally. Review their website. Make sure they work for a well known company, where agent training is of upmost importance. The experienced agents know how to sell homes and have a proven track record. HAPPY HEAVENLY BIRTHDAY 100! Helen M. Miller (née Martinez), age 99, of Highland, Indiana, formerly of Lansing, Illinois, entered the presence of our Heavenly Father God on July 3, 2026. Helen was raised in South Chicago with her siblings close to the Steel Mills. As an adult she received Jesus Christ as her Lord and Savior. Then she led her siblings, children and friends to receive Jesus Christ as their Lord and Savior. She enjoyed being an active member of TOPS in Calumet City then going to lunch with the ladies. She looked forward to visiting with friends at The Living Word Church luncheons in Lansing. For more than two decades her Tuesday mornings were committed to being a part of a prayer group at the First Assembly of God in Hammond. Then the prayer group and their families enjoyed having lunch together. Mrs. Miller was employed at Roseland Community Hospital as a CNA for twelve years. She retired in 1983 to travel with her husband. She also loved singing and playing the tambourine during worship

services. Mother’s other hobbies while living at the Garden House in Calumet City were fellowshipping with Rich and Linda Trout’s ministry and neighbors.
