Statewide Blue Envelope Program Announced to Improve Safety During Traffic Stops Illinois Secretary of State Alexi Giannoulias today announced that Illinois will launch a statewide Blue Envelope Program, following the recent signing of legislation into law. The new voluntary program is designed to improve communication and reduce stress during traffic stops for drivers with autism spectrum disorder (ASD) while providing law enforcement with a simple tool to enhance safety and understanding. The Blue Envelope Program will be administered by the Secretary of State’s office in partnership with law enforcement agencies and autism advocacy organizations. Blue envelopes will be available free of charge at DMVs and participating police departments throughout Illinois. “A routine traffic stop can be one of the most stressful moments for someone with autism,” Giannoulias said. “A simple blue envelope can make an extraordinary difference by helping officers immediately recognize that a driver may communicate differently or need a little more time to respond. This program is about improving understanding, reducing unnecessary escalation and making sure everyone gets home safely.” “The Blue Envelope Program is more than just a tool. It’s a bridge of understanding,” said Tamika Lecheé Morales, Founder & President of The Autism Hero Project, whose leadership and expertise helped shape the legislation. “By fostering understanding before a single word is spoken, it empowers autistic individuals, eases fear and equips first responders with the awareness they need to respond with patience, dignity, and respect. Together, we’re creating safer interactions and stronger communities.” “Every driver deserves to feel safe, understood and treated with dignity during interactions with law enforcement,” said State Senator Cristina Castro. “By creating a standardized statewide Blue Envelope Program, we’re giving officers a simple tool to better recognize and respond to the needs of drivers on the autism spectrum. This law will improve communication, reduce unnecessary stress and help make traffic stops safer for everyone.” The program allows drivers, passengers or vehicle owners to keep their driver’s license, vehicle registration

and proof of insurance inside a distinctive blue envelope. When presented during a traffic stop, the envelope serves as an immediate visual cue that the individual may benefit from additional patience or different communication techniques. The envelope will also contain practical guidance for both drivers and law enforcement, including communication tips, preferred methods of communication and space for emergency contact information. While several Illinois law enforcement agencies already participate in local Blue Envelope programs through partnerships with autism advocacy organizations, the new law creates the first consistent statewide program, ensuring families and officers have access to the same resources regardless of where they live or travel in Illinois. The Secretary of State’s office has developed a standardized blue envelope in consultation with the Autism Hero Project. Law enforcement agencies, fire departments and other participating organizations will be able to request blue envelopes through the Secretary of State’s office as part of its services for people with disabilities. The Blue Envelope Program complements existing Illinois disability accommodations, including voluntary disability designations associated with driver records and vehicle registrations, by providing an immediate, visible communication tool during traffic stops. Unlike the Illinois Person with a Disability Identification Card and Disability Wallet Card, no medical certification or documentation is required to receive a blue envelope. The Blue Envelope Program originated in Connecticut in 2020 and has expanded rapidly nationwide. Today, nearly 20 states – and hundreds of municipalities, including dozens in Illinois – have implemented or proposed similar programs to improve interactions between law enforcement and individuals with autism. Additional information about obtaining blue envelopes and participating in the program will be announced before the law takes effect on January 1, 2027.

Nut Butter and Kiwifruit Toast

Nut Butter: 1 cup roasted nuts (almonds, cashews, hazelnuts or pecans) sunflower oil 1/4 teaspoon salt 1 tablespoon seeds (chia, sunflower or hemp) 2 slices sprouted grain bread, toasted 1 Zespri SunGold Kiwifruit, sliced To make nut butter: In food processor, blend nuts at high speed until finely ground. Scrape sides of blender. Add few drizzles of sunflower oil, salt and seeds; blend until creamy. Transfer to jar and store up to 1 week in refrigerator.
