New laws: IL education measures focus on immigrant rights, AI in the classroom By PETER HANCOCK Capitol News Illinois phancock@capitolnewsillinois.com SPRINGFIELD — Immigrant rights and artificial intelligence were two of the hot-button issues that influenced public education in 2025. They are also the subject of new education-related laws that will take effect at the start of the new year. The rights of noncitizen students, including those who are not lawfully present in the U.S., rose to the top of the education agenda as soon as President Donald Trump was sworn in to his second term in January. The day Trump was inaugurated, the Department of Homeland Security rescinded a Biden administration policy that had limited immigration enforcement actions in or near “sensitive locations” such as schools, playgrounds, child care centers and school bus stops. Two days later, Illinois Superintendent of Education Tony Sanders issued what he called “non-regulatory guidance” to local school officials, urging them to adopt policies spelling out how and when their staff should cooperate with federal immigration officials carrying out enforcement actions or seeking information from school officials. At the Statehouse, the Democratic-controlled General Assembly also took action, passing bills intended to extend more legal protections to noncitizens living in Illinois. School program participation Among those was House Bill 3247, which passed the General Assembly in the final days of the spring session in May and was signed into law Aug. 15. It prohibits schools from excluding or discouraging students from attending school or taking part in school programs based on their immigration status or that of their parents or guardians. “In the face of federal threats to our schools and students, our communities came together and organized to demand that our state leaders stand up for education for all Illinois children,” Lawrence Benito, executive director of the Illinois Coalition for Immigrant and Refugee Rights, said in a statement after the bill’s final approval. “While the right to safe and free public education remains under attack from Trump and leaders in other states, Illinois has the opportunity to continue to uphold our values.” The law specifically prohibits schools from requesting or collecting information from a student, their parents or guardians about their citizenship or immigration status unless the information is required by state or federal law. It also prohibits schools from disclosing information about their immigration or citizenship status to any other person or entity, including immigration and law enforcement agencies, unless required to do so under federal law. In addition, starting July 1, schools that violate those prohibitions can be sued in civil court for actual damages. Scholarships and immigration status Another new law expands the types of publicly funded scholarships students can qualify for regardless of their citizenship or immigration status. Illinois law already extends eligibility for statefunded student financial aid such as the Monetary Award Program, or MAP grants, to any student who meets Illinois residency requirements. House Bill 460, which was signed into law in August, expands that to include programs administered by local units of government. Artificial Intelligence in college The rapid deployment in recent years of new technologies like ChatGPT, Copilot and Gemeni has raised a host of new questions for educators. Should students be allowed to use them in lieu of doing their own reading and writing? And should schools themselves be allowed to use them in lieu of human instructors to lead classes? Illinois lawmakers addressed some of those questions. House Bill 1859 requires community colleges to ensure that faculty members who teach courses must

be actual people who meet the qualifications to hold their positions. It also provides that colleges may not, in lieu of a faculty member, use AI programs “as the sole source of instruction.” It does, however, allow faculty members to use AI as a teaching tool in their classrooms. “Artificial intelligence is a powerful tool that can enhance both students’ and teachers’ capability to learn and teach, but it cannot replace an instructor,” Rep. Abdelnasser Rashid, D-Bridgeview, the bill’s lead House sponsor, said in a statement. “This legislation clarifies that college courses must be taught by real people, not AI.” AI at elementary and secondary schools Lawmakers were less specific about how AI should be handled at the elementary and secondary education levels. Instead, they directed the Illinois State Board of Education to develop broad guidelines. Senate Bill 1920 directs ISBE to develop statewide guidance for districts and educators on the use of AI in K-12 settings. That includes a basic explanation of what AI is and how it works as well as descriptions of how it can be used in the classroom “to inform teaching and learning practices while preserving the human relationships essential to effective teaching and learning.” The law also directs ISBE to include guidance on the impact AI systems and applications could have on student data privacy, on best practices for teaching students about responsible and ethical uses of AI, and the dangers of “unintentional and disparate biases against special populations inherent within artificial intelligence products.” The law directs ISBE to publish those guidelines by July 1. Other education laws Also beginning Jan. 1, students in seventh and eighth grade will be able to get an early jump on earning high school credits. House Bill 3039 authorizes districts to award credits to seventh and eighth graders who enroll in high school classes as long as they pass both the course and the end-of-course examination demonstrating they have achieved high school-level proficiency. House Bill 1366 requires districts to notify the parents or guardians of students with special needs that they have a right to bring a third-party advocate with them to meetings about their student’s Individual Education Plan, or IEP meetings. Vulnerable communities must be at the center as Illinois builds toward an AI future By STATE REP. La SHAWN FORD Artificial intelligence (AI) continues to spark a robust debate in our society, but all can agree it is a technology with true staying power. This is why it is essential for Illinois and the United States to take a leading role in the advancement of this technology. The global landscape is shifting rapidly, particularly as nations like China expand their AI infrastructure and STEM (science, technology, engineering and math) education initiatives. The United States must seize the opportunity to lead with AI systems that reflect our democratic values, enhance security, and create equitable opportunities for all. Illinois has a crucial role to play in this narrative, not only expanding the state’s innovation capacity but also supporting federal efforts to secure America’s technological future. Illinois is already one of the nation’s top data-center markets, with research universities at the forefront of breakthroughs in agriculture, medicine, and climate science. Companies are increasingly drawn to the Midwest for its cost-effectiveness, reliability, and skilled workforce. As AI-driven electricity demand is projected to surge, it’s vital that we continue upgrading our energy grid to attract and retain AI-intensive industries. To harness the full potential of AI, we must develop a comprehensive ecosystem that addresses workforce development, infrastructure, and broad adoption across various sectors. The U.S. is facing shortages in AI-aligned roles, from skilled trades to cybersecurity. We must prioritize AI literacy and STEM education from early childhood through adult training programs. This effort is especially critical in underserved communities, where workforce development can drive economic mobility and community stability. To build a complete AI ecosystem, we must invest in our workforce. Across the country, employers face shortages in AI-aligned roles, from skilled trades and advanced manufacturing to cybersecurity and data-center operations. We must strengthen early education in computer science and STEM and create accelerated pathways for adults through community

colleges, unions, nonprofits, and public-private partnerships, which is something I am working toward as the chairman of the House Appropriations – Higher Education Committee. In all communities – especially those that have historically been underserved— workforce development investments will create much-needed stability, mobility, and long-term community health and as importantly create good paying jobs for the next generation of workers. To lead in AI, Illinois must ensure a resilient energy supply and modern transmission systems. Continued investment in power and data centers is necessary to anchor a Midwest AI hub. Expanding broadband and cloud access in rural and underserved neighborhoods is vital to ensure that no community is left behind. Historically, innovation has often bypassed lowincome communities and communities of color. Major technological transitions offer a unique chance to reset who participates in economic growth. Equitable AI deployment can generate middle-class career pathways, expand access to health care and reliable transportation, strengthen public safety, modernize small businesses, and support nonprofits serving vulnerable populations. The benefits of AI must reach not only rural Illinois but also in Chicagoland. Illinois’ energy legislation marks the beginning of a new era of opportunity. To ensure that these benefits reach every neighborhood, we must continue to build the talent, infrastructure, and innovation systems necessary for equitable AI growth. Underserved and rural communities should not just be spectators in the AI economy; they must be full participants. Let us work together — state and federal governments, businesses, and community organizations — to create a regulatory environment where AI can thrive, ensuring that all communities, especially those historically marginalized, benefit from the technological advancements of our time. Giannoulias Warns of Holiday Text Scams Illinois Secretary of State Alexi Giannoulias is calling on Illinoisans to remain vigilant for fraudulent text messages claiming they owe money for traffic violations or tolls. Scam texts, which have surfaced recently, typically claim that the recipient’s vehicle registration or driving privileges are at risk of suspension and prompt immediate action through a link. These messages are phishing attempts designed to instill fear as a means of stealing money or personal information. “Phishing scams continue to be a persistent threat, especially during the holiday season, with criminals repeatedly attempting to steal Illinoisans’ personal

information and hard-earned money,” Giannoulias said. “These messages are designed to look legitimate, which is why it’s important for residents to remember that our office will never contact them by text about license or registration issues. Ignoring and reporting these scams helps protect everyone.” The Secretary of State’s office sends text messages only to remind customers about scheduled DMV appointments. It does not send texts related to driver’s license status, vehicle registration issues or enforcement actions. Illinoisans who receive scam messages are encouraged to report them to the Federal Trade Commission by visiting reportfraud.ftc.gov.

All our motivation is intact. 2026 is going to be better. And then life begins again, doesn’t it? With its struggles and burdens. Motivation can only get us so far. When our best intentions fail we’re disappointed with ourselves. We realize very quickly that we don’t have the strength in ourselves to actually, truly change. The most meaningful change comes only at the hands of our God, through the work of Jesus Christ, applied by the Holy Spirit. There is no lifealtering change of our hearts, our priorities, or our struggles apart from being a child of God and leaning entirely upon him. This is not to say we shouldn’t make a plan and set ourselves up for success in 2026. We should still determine a workout routine, start a new Bible

Woulda, Coulda, Shoulda by Janice R Newman Not too many of us, if any, can say we NEVER said “WOULDA”, “COULDA”, OR “SHOULDA” for something. Those words are often used to express regret for past actions, missed opportunities, and mistakes. While it’s human nature to reflect on past regrets either to learn from the experience or to make better choices for the future, dwelling on what we would have done, could have been, or should have been, can be highly detrimental to our mental health and well-being. We are instructed by God in Isaiah 43:18 (NASB) “Do not call to mind the former things or ponder things of the past.” God does not want us to dwell on the past as it holds us back from moving forward to what He has called us to do. We become paralyzed and hindered by our past mistakes or coulda that we can’t imagine what the future has in store for us. God does not hold our mistakes or missed opportunities against us, then why should we? Constantly looking back and regretting our past decisions can lead to feelings of sadness, anger, hostility, anxiety, and even depression. It can also prevent us from living fully and enjoying the present moment. We revert to trying to hold on to the past or worse we stall and don’t move at all. We fail to move forward in a positive direction. Hindsight is 20/20. Looking back, we have a perfect vision of all the woulda, coulda, and shoulda we didn’t do which will lead to the “if only”. Everyone makes mistakes and has regrets. We need to redirect our energies to having an improved vision for the future from learning from our experiences. Instead of focusing on the past, it’s important to look forward and focus on the present and the future. If you catch yourself looking in the past do not linger there. Acknowledge that it is the past. We learn from past

mistakes to take clearer informed action toward a better future. By doing so, we can live a more fulfilling and meaningful life. Focusing on the past is like stagnating water that occurs when the movement of water stops. The water becomes dangerous and fills with bacteria and fungi. It can be life-threatening if you consume it. So, like stagnant water, don’t consume your past, you already had it once. Staying out of the past requires intentional effort, a change in your mindset, and accepting responsibility for past and future actions. Proverbs 4:25 (ESV) tells us to “Let your eyes look directly forward, and your gaze be straight before you”. Here are a few strategies that can help you stay focused on the present and moving forward: 1. Learn from the past. Reflect/review the good and bad experiences. Both can be beneficial if you learn from them. 2. Practice gratitude: Be grateful, acknowledge and appreciate the good things in your life. Focus on what you have and not what you lack. Lack is negative and we want to stay positive. 3. Create a vision board: Create a visual representation of what your goals and future will look like when you achieve them. Reflecting on the future is a positive forward movement. 4. Be positive: Surround yourself with positive people and engage in activities and goals that will bring you joy and fulfillment. Don’t hang around with Debbie Downer or be Lot’s wife. Remember to not dwell in the past but intentionally live fully in the present and future.
