President Joseph R. Biden, Jr. Approves Major Disaster Declaration for IL WASHINGTON -- FEMA announced today that federal disaster assistance is available to the state of Illinois to supplement recovery efforts in the areas affected by severe storms, tornadoes, straight-line winds and flooding from July 13-16, 2024.

The President’s action makes federal funding available to affected individuals in Cook, Fulton, Henry, St. Clair, Washington, Will and Winnebago counties.

Assistance can include grants for temporary housing and home repairs, low-interest loans to cover uninsured property losses and other programs to help individuals and business owners recover from the effects of the disaster.

USPS Operation Santa Teams Up With Toys“R”Us® to Deliver More Holiday Joy WASHINGTON — The U.S. Postal service is announcing a new partnership between two iconic American brands — USPS Operation Santa and Toys“R”Us — for the 2024 holiday season. The collaboration is expected to expand the beloved USPS Operation Santa program, making it easier than ever for families and individuals to participate.

USPS Operation Santa, which allows generous people from across the United States to help fulfill the holiday wishes of families in need by adopting their letters to Santa Claus, kicks off this week. On Sept. 16, the program began accepting letters that children and families write to Santa to express their hopes and dreams for the holiday season.

Since its inception more than a century ago, USPS Operation Santa has helped answer the thousands of letters addressed to Santa Claus through the Postal Service each year. Through the collaboration with Toys“R”Us, letter adopters can now easily select and purchase gifts from a specially curated e-commerce site.

It’s a good question — because the answer can make a big difference in your ability to enjoy life as a retiree.

And retirement can indeed be enjoyable, exciting and fun. Consider this from a recent survey by Edward Jones and AgeWave: A majority of respondents said retirement should be looked at as a whole new chapter of life, and not just a time for rest and relaxation. In other words, people are viewing retirement as a chance for new experiences and new opportunities, rather than a time to simply wind down. But if you’re going to make the most of your retirement — which could last two or even three decades — you need to be financially prepared.

This preparation can involve many steps, but here are some of the key ones: • Decide what your retirement lifestyle will look like. How you choose to spend your retirement years can make a big difference in the financial resources you’ll need. For example, if you plan on traveling the world, you might need more income than if you were to stay close to home and pursue your hobbies. If you can envision your retirement lifestyle and estimate how much money you’ll need to support it, you can help reduce some of the uncertainties you might face once you do retire.

• Review your income sources. During retirement, you’ll likely need to draw on all your income sources, so it’s a good idea to know what you’ll have available, such as your IRA, 401(k) and other investment accounts. You’ll also need to decide when

to take Social Security — if you wait until your full retirement age (probably between 66 and 67), you’ll get much larger monthly benefits than if you started taking them at 62. And here’s another variable: earned income. Even if you’ve retired from your career, you might, if you desire, use your acquired skills in a consulting or part-time position. The more you can earn, the less you may have to withdraw from your investment accounts and the better position you’ll be in to delay taking Social Security.

• Consider adjusting your investment portfolio. For most of your working years, you may have invested mostly for growth — to increase your assets as much as possible. But growth-oriented investments are also, by nature, riskier, so when you retire, you should review your portfolio to determine whether you need to move it toward a more conservative position.

Also, more conservative investments may provide more current income in the form of interest payments. However, even in retirement, you may need some investments with growth potential if you want to keep ahead of inflation.

Retirement is certainly a major milestone in your life — and adjusting to it can take some time. But there will be much less to fear — and much more to enjoy — if you’ve done what you can to prepare yourself financially.

Real Estate Questions & Answers CATHY & JIM HIGGINS Question: We put an offer in on a house that was listed for $350,000. We offered $346,000 and asked the seller to pay $4000 for our closing costs. We felt this was a good offer, but the seller would only pay $2000 in closing costs. Our Realtor explained to them that we need the $4000 to pay for all of our closing fees. Our offer was rejected. We cant understand why the seller would do this to us. Thoughts?

Answer: There are a few issues here. Let’s take them one by one: First, what did the seller do to you? They did not accept an offer that was not acceptable to them? How do you know that your offer was a very good offer? Did recent sales of similar homes indicate this?

Did the seller counter with a higher sales price?

Did the seller recently reduce the price of his home? How long was the home on the market?

Just because you need $4000 in closing costs does not mean that the seller is obligated to pay for them.

My opinion of the sellers counter offer is irrelevant. I don’t know their financial situation. It is their decision as to what they want to sell their home for, just as it is your decision as to how much you are willing to

pay. This is called negotiating. Unless both parties to the offer agree, there is no sale.

Your offer may be very good in this current market, but the seller did not find your offer acceptable.

I assume you were qualified to purchase a home listed at $350,000, since you were looking at homes in this price range. If you needed the total closing cost amount, and you really wanted this home, why didn’t you increase your offer to $349,000 or $350,000 and ask for the closing costs? This new offer may have been just enough to be acceptable to the sellers.

It is unfortunate that you didn’t get this home, but for a sale to be completed, both buyer and seller must agree on all the terms in the contract.

Check with your Realtor. This home may still be available for a new offer and you may still be able to get your “perfect” home.

Heart Smart JOSH BOOTSMA Here’s a riddle I once heard: How is it that a person who is born once dies twice, while a person who is born twice dies once?

In John chapter 3, Jesus meets a man named Nicodemus and presents him with a similar riddle. He says, “Truly, truly, I say to you, unless one is born again he cannot see the kingdom of God.” Nicodemus’ answer is understandable: “How can a man be born when he is old? Can he enter a second time into his mother’s womb and be born?”

Jesus then explains that to be “born again” is not to be physically born again, but to be spiritually reborn. Born into sin by nature, you, me, and Nicodemus require a spiritual rebirth to change our identity and become children of God. This rebirth is achieved only by faith in Jesus Christ, and resting on the promise that his dying on the cross and rising from the dead has secured your salvation.

I have a few friends and family members right now who are pregnant, and others who have given birth in recent years. The joy that erupts from a new child being born and starting to grow and learn about the world is almost unmatched, I’d say. Can you imagine the joy that resounds in heaven when one of us accepts Christ’s invitation to be born again in His family? What a chorus that must be!

The answer to the riddle then, is this: One who is born only once, into a sinful nature, and continues to live in his/ her own strength, will not only die at the end of this life, but will suffer a second death on the judgment day of God. However, someone who is born once into sin, recognizes their need for a savior, and is spiritually re-born, will suffer only this earthly death — and will live with Jesus into the eternal future.

Illinois Secretary of State Alexi Giannoulias announced a change in DMV facility operating hours across the state next week to align with higher customer demand in the morning.

Beginning Monday, Sept. 23, Illinois DMV locations will be open to customers Monday through Friday from 7:30 a.m.-5 p.m., a half an hour earlier than the previous hours of 8 a.m.-5:30 p.m. Facilities that offer services on Saturday will also change hours from 8 a.m.-12:30 p.m. to 7:30 a.m.-Noon on Saturdays.

Senior facilities located in Addison, Bridgeview, Calumet Park, Evanston and Westchester will remain the same 7:30 a.m.4 p.m. Monday-Friday. The Roscoe Express DMV will stay open 9 a.m-4 p.m. Wednesday-Friday and the Orland Township DMV hours will remain 8 a.m.-4 p.m. Monday-Friday.

“Since Day One, our priority has been to provide the best possible DMV experience and service to our customers,” Giannoulias said. “We listened to feedback and analyzed the data to determine when our customers need us most. As a result, we’re adjusting our hours to align our operations with their busy schedules so they can conveniently access services without disrupting their routine.”

A data-driven analysis revealed customer demand is generally higher in the morning than in the early evening. By opening facilities earlier, the office aims to enhance service accessibility while reducing wait times.

The new facility hours will be implemented at most, but not all, Illinois DMV facilities. To check facility hours, make an appointment or apply for online services, customers are encouraged to visit www.ilsos.gov.

Most of our insurance agency’s clients are in northwest Indiana or just across the state line in Illinois. Some start in this area and move somewhere warmer.

On August 23, 2024, I helped a client who lived about 150 miles south from here. I had been working on her case for almost two months. The insurance company claimed one thing and the hospital claimed another thing. The client and I were caught in the middle.

So, I wrote a letter to the supervisor of the claims department of the insurance company and explained the situation. I was standing for our client getting help and not being harmed financially.

Leveraging Tennis to Combat Youth Mental Health Challenges

By Dr. Brian Hainline U.S. Surgeon General Vivek Murthy warns that today’s youth mental health crisis is the “defining public health issue of our time.”

He’s right. American adolescents are experiencing unprecedented levels of mental health challenges.

Fortunately, there’s a way to reverse these trends.

I’ve spent my career studying the intersection of sports and mental health, including roles as the chief medical officer at NCAA, co-chair of the International Olympic Committee Consensus Meeting on Mental Health in Elite Athletes, and fellow of the American Colleg of Sports Medicine. Sports can help kids combat depression, become more resilient, and find a strong sense of purpose.

Encouraging more kids to get involved in youth sports -- and particularly in tennis, which offers several unique advantages -- could help solve the mental health crisis.

Kids are experiencing mental health challenges at shockingly high rates. More than four in 10 high schoolers report ongoing feelings of sadness and hopelessness.

Sports offer an antidote. Participating in sports is linked to lower rates of depression and anxiety. This is especially true for girls. Girls who participate in sports experience mental health disorders at rates up to 2.5 times lower than their inactive counterparts.

Sports help young people build self-worth. The ability to set goals -- getting faster, stronger, or fitter -and then put in the hard work to achieve them provides a sense of accomplishment.

Tennis is especially equipped to help young Americans grow up mentally resilient. As president of the U.S. Tennis Association, I have seen first-hand how the sport can connect individuals and open doors of opportunity for those who might otherwise be left on the outside looking in.

Tennis has one of the lowest barriers to entry of any

sport. Unlike other sports that require costly gear and a field full of players, all a kid needs to start is a $20 racquet, a few balls, and a partner. There are more than 250,000 tennis courts across the United States.

Tennis also promotes family bonding. People can play tennis well into their golden years -- meaning parents and even grandparents can play with kids.

Research shows depression rates are lower among children who report close relationships with their parents.

The sport also promotes stronger communities.

Local clubs, tournaments, and events create opportunities to connect. The USTA recreational league has 330,000 players from all backgrounds and walks of life. By encouraging intergenerational interaction and inclusivity, tennis fosters a sense of belonging and shared purpose. Strong community cohesion is associated with positive mental health outcomes.

Tennis has physical health benefits, too. Playing tennis for three hours a week can lower the risk of heart disease by over 50%. Another long-term study discovered playing tennis could extend one’s life by up to a decade -- longer than any other sport.

Nelson Mandela, who made great use of sports in bringing South Africa together, famously declared, “Sport has the power to change the world . . . It speaks to youth in a language they understand. Sport can create hope where once there was only despair.”

We need that hope more than ever. For many kids, it can be found on their local court.

Brian Hainline, MD is Chair of the Board and President of the United States Tennis Association and recently transitioned from the NCAA as their Chief Medical Officer. He co-chaired the International Olympic Committee Consensus Meetings on both Pain Management in Elite Athletes and Mental Health in Elite Athletes. Brian is a Clinical Professor of Neurology at NYU Grossman School of Medicine.

by Janice R Newman Saving money is essential, but it can be overwhelming with the rising costs of the dayto-day expenses like property taxes, insurance premiums, cars, groceries, and personal items. It’s hard to build savings as these increasing expenses are causing financial strain for many families.

This makes it harder to put money aside.

Despite all the bills and expenses, it’s vital to start building savings, even with a small amount, to create both short and long-term emergency funds, a house down payment, a children’s college fund, or retirement. Using different savings and cost-cutting tips, you can stretch your money further and free up additional funds to reduce debt or make desired purchases. The first and the hardest step to building savings is to start small and start now.

Pay yourself first and foremost. Savings start by deciding to take a portion of your income and set it aside using money-saving tips. Pay yourself as a budget item, just like any other bill. Choose an amount to set aside from each pay period to deposit in a separate account from your main account. If you’re not disciplined or prefer an easier way to save, set up automatic deductions from your paycheck. This promotes discipline, consistency, and helps condition you to live on the remaining amount.

Set up savings accounts: You can set up several accounts for different purposes. Start by setting up an emergency fund of $1000$5000 that can be quickly accessed in an FDICinsured deposit account such as a bank or credit union savings account or short-term CD (certificate of deposit). Emergency expenses can arise unexpectedly, and having cash on hand can help you avoid large credit card charges.

Preferably, open the extra savings account at a different bank to reduce the temptation to access it frequently. If all your accounts are at the same financial institution, you’re more likely to withdraw and spend the money. Shop for accounts with no fees.

Budget and track expenses and income. Keep a formal budget and tracking system for your expenses, including snacks, coffee, and credit card charges. This helps you know exactly where your money is going and how much

you’re spending. Tracking your income allows you to see what’s coming in and what’s left over after expenses. There are several budget systems available, such as phone apps, online spending trackers, budget books, and a pencil and paper.

Choose short-term and long-term goals for motivation. Having a clear goal or purpose for your savings helps motivate you to reach those objectives. Set realistic goals and divide the total saving goal amount into equal amounts.

Breaking the amount into smaller, realistic, and attainable weekly or monthly savings will reduce stress.

Cut spending. Use the prior savings tips to reduce expenses and stretch your finances. Eat at home, swap or barter items or activities, shop at garage or thrift stores, and use coupons or take advantage of store sales. Restrict your spending by reducing unnecessary purchases.

Review your recurring monthly charges to eliminate duplicate or overlapping services, such as streaming subscriptions. Also, review your insurance policies, utility bills, and phone bills for extra discounts or overcharges.

Find other income. Exploring additional sources of income, such as starting a small business, selling products online or at a garage, flea market, or craft sales, getting part-time employment, or becoming an Uber driver, can generate substantial income and build savings.

Selling extra items from home can also build savings for vacation or holiday spending. You can create a small business centered around your hobby or career skill.

Building savings requires effort and discipline with rising expenses. By paying yourself first, establishing goals, tracking your income and spending, and exploring additional income sources will help you to effectively manage your finances. Utilizing cost-cutting strategies and establishing separate bank accounts will help you build savings accounts for emergencies and future needs. Start small, be consistent, and take control of your money.

Indiana recognized in the annual Government Experience Awards INDIANAPOLIS (Sept. 23, 2024) – The State of Indiana has once again been heralded as a frontrunner in digital government efficiency and innovation, securing a finalist position in the Center for Digital Government’s (CDG) prestigious annual Government Experience Awards. The awards recognize the achievements of states, cities and counties that have raised the bar on the experience of government services to create a better engaged constituency and a more responsive government.

This is the 10th* consecutive year that Indiana has been recognized as a national leader in digital government – one of only two states (Utah) to obtain this achievement. Over the past year, the State improved the digital experience by being the first to launch a full-site, generative artificial intelligence chatbot covering all information available on www.in.gov. The chatbot, still in beta development, helps site visitors more easily find information about state government without needing to know which agency provides a particular service. In the answers, the chatbot provides citations so that users can check the work and go to the source material on an agency webpage.

Additionally, led by the Indiana Office of Technology (IOT), the State improved the accessibility of nearly 500 of the most used PDFs on in.gov making them readable to everyone.

Indiana continues expanding the number of services - now nearly 150 - to Hoosiers through Access Indiana, the State’s single sign-on, meaning that they can get these services with one simple login.

IOT has also engaged with local governments across the state to improve their digital experience and cybersecurity. More than 100 local governments have deployed or are developing websites provided by IOT. This leads to a better and unified constituent experience across levels of government, while also saving local governments money that can be reinvested

into other programs.

“We are incredibly proud to be acknowledged again by the Center for Digital Government,” said Tracy Barnes, Indiana’s Chief Information Officer. “ This award is a reflection of our unwavering commitment to enhancing the digital experience for all Hoosiers. Voice Cloning, Deepfake Images, Generative AI – Oh My! Illinois Secretary of State Alexi Giannoulias is issuing a warning to Illinois residents that scammers are leveraging new sophisticated technology to gain access to personal information and financial accounts.

“Artificial intelligence (AI) has made it more difficult for people to determine if requests coming from an email, text, phone call or even a video message are legitimate,” Giannoulias said. “Voice cloning and deepfake videos, used to fraudulently gain access and trust, are becoming more prevalent.

Our Securities Department has been tasked with educating and protecting investors against these advanced scam attempts.”

The Illinois Secretary of State regulates the securities and investment advisory industries in Illinois and pursues an enforcement program designed to protect Illinois investors from those engaged in unlawful investment-related activities. The office is planning to conduct a series of public meetings later this fall to provide more details on how to detect deceptive scams and how to avoid them.

The advanced technology available allows scammers to broaden the threat posed beyond those who are unaware or vulnerable. Even the most cautious consumers are at risk of financial losses from enhanced AI-powered fraud attempts aimed at luring victims by promising quick profits with no risk.

“Financial scams can be as damaging emotionally as they are economically because of the betrayal of trust and feelings of embarrassment,” said Securities Department Director Chet Taylor. “Not only have I witnessed people falling victim to these types of scams, but I hear stories everyday of people who have had their lives completely altered because they trusted the wrong person.”

The most prolific scams include: • Deepfakes. Criminals have used AI to send dupe emails for several years, but recently have begun creating audio and video messages that impersonate real people to commit fraud. The visual and/or auditory likeness of senior bank officials, investment firm employees, government officials and even family members have been generated to deceive people into sending money to fraudulent accounts.

• Romance Scams. Perpetrators connect with the victim through social media or a dating app to slowly build a relationship through repeated virtual interactions before making emotional appeals for money.

• Ponzi Schemes. Criminals create fake investments involving large numbers of investors — commonly with digital currency. The perpetrator typically creates fake account statements showing investments but when new funding dries up, the scheme collapses.

• Affinity Scams. Scammers seek to gain the trust of a group of people they claim to be part of, such as a religious group or an ethnic group, and then exploit that trust by selling fraudulent investments.

Investing itself comes with risks, but there are a few simple steps prospective investors can take: • Validate Identities. E-mails, texts, phone calls and video messages can be used to manufacture identities to more easily gain access to personal or financial information. Prospective investors should always validate the sender’s identity and their claims of representing an organization or company. They should also ask questions that have answers that are not publicly available.

• Check their Record. Prospective investors can make sure the person offering an investment opportunity is licensed by visiting BrokerCheck or Investment Adviser Public Disclosure to check their license status and disciplinary record.

• Avoid Untrusted Sources. Clicking on links or opening attachments from suspicious or untrusted sources should always be avoided. Before clicking on a link, it is recommended that the user hovers over the URL or website address to determine if it is a legitimate link. If a person receives a call requesting money or personal information, they should ask to call back and take time to confirm the caller’s legitimacy. It is recommended that individuals call the claimed source’s trusted number, especially if it differs from the number that called them to request information.

• Protect Digital/Social Media Accounts. All individuals should strengthen their control over their accounts by boosting security settings, creating strong login credentials and protecting devices with anti-virus software.

• Trust Your Gut. If it sounds too good to be true, it probably is. All individuals should be wary of unsolicited sources that promise easy money.

• Report Scams. Individuals can report scams to the Illinois Secretary of State’s Securities Division by calling (800) 628-7937 or visiting www.ilsos.gov/departments/ securities. The office will investigate the report and bring cases against those responsible for frauds, scams and other bad business practices.
