Congress Must Include Long Term Care In Infrastructure Package MCongress has an opportunity to prioritize our seniors and their caregivers by including long term care in the bipartisan infrastructure package. While nursing homes and assisted living communities will soon receive much-needed resources from the Provider Relief Fund, longer-term investments from the federal government are necessary to help improve quality of care. Long term care facilities are facing economic and workforce challenges that threaten access to care. Across the country, nursing homes are losing workers, and providers
are struggling to fill vacant roles. The Wall Street Journal recently reported: “Nursing homes have a longterm care problem: 18 months after the crisis began, their staff are shrinking. “While employment in nearly every occupation has been recovering from the shock of the pandemic, the number of people working in nursing homes and other long-term care facilities has continued to drop, according to federal data.” The impact of this labor crisis is making news at the local level: • The Idaho Press reports
that workforce challenges are resulting in nursing homes being unable to admit new residents. Troy Bell, president and CEO of TanaBell Health Services, which operates nine long term care facilities in Idaho, said the staffing crisis is the worst he’s seen in his nearly two-decade career. • In Maine, a significant staffing shortage is one of the causes of a recently announced closure of a rural facility near Augusta. In a report by WMTW-TV (ABC-Portland, ME), Angela Westhoff, president and CEO of the Maine Health Care Association, said,

“If you can’t staff your building and maintain appropriate staffing levels it makes it really challenging to stay open and viable.” She fears more nursing homes could close, especially in rural areas. • In an op-ed in Tulsa World, Diakonos Group Owner and CEO Scott Pilgrim writes about how staffing challenges led to the devastating closure of one of his nursing homes in Medford, Oklahoma. Many long term care facilities face dire financial situations, leaving them without the resources to hire more workers or make other necessary improvements. Chronic Medicaid underfunding left many nursing homes struggling to break even long before the pandemic began. But now, the industry is facing an economic crisis due to the ongoing costs of fighting the virus. More than half of nursing homes and nearly half of assisted living communities are operating at a loss, and only one-quarter are confident they will last one year or more. An estimated 1,800 facilities could close over the course of the pandemic without help. With most residents relying on Medicaid or Medicare to pay for their care, government support is essential in strengthening the long term care industry. With proper funding, facilities can continue to improve residents’ quality of life. AHCA and LeadingAge’s comprehensive reform package, the Care For Our Seniors Act, includes immediate and long-term strategies to address Medicaid underfunding for nursing homes, as well as other reforms that will help boost the workforce, modernize physical structures, and enhance infection control procedures. Long term care residents and caregivers cannot do this alone. We must take the lessons we’ve learned from the pandemic and ensure that the industry is prepared for the future, especially with a growing elderly population. Congress must allocate funding in the infrastructure package to nursing homes and assisted living communities across the country, so providers can continue to deliver quality care to their residents.

The Hammond Seventh Day Adventist Church celebrated the 100th birthday of long-time member and Elder of the church MaryEtta Johnson with a luncheon and birthday party after the church’s regular service on Saturday, September 11. Relatives of MaryEtta Johnson from as far away as Louisiana traveled to attend the celebration honoring the life and accomplishments of the new centurion. MaryEtta Johnson has been an elder at the Hammond Seventh Day Adventist Church over 20 years. She was previously a Sabbath
School leader at the Bethel SDA church in East Chicago. She lives in East Chicago. The same church will have its 100th anniversary service and celebration on Saturday October 2 and a Community Yard Sale on Sunday October 3. Booth space at the yard sale is free. SUBMITTED BY PATRICK ZAMKIN Once you’re retired and your children are grown, they are likely “off the books,” as far as your financial responsibility for them is concerned. Yet, you’re probably still prepared to do anything to help them – but are they ready to take care of you if the need arises? Consider this: Almost half of retirees say that the ideal role in retirement is providing support to family and other loved ones, according to the Edward Jones/Age Wave study titled Four Pillars of the New Retirement: What a Difference a Year Makes – and a slightly earlier version of the same study found that 72% of retirees say one of their biggest fears is becoming a burden on their family members. So, if you are recently retired or plan to retire in the next few years, you may need to reconcile your desire to help your adult children or other close relatives with your concern that you could become dependent on them. You’ll need to consider whether your loved ones can handle caregiving responsibilities, which frequently include financial assistance. If they did have to provide some caregiving services for you, could they afford it? About 80% of caregivers now pay for some caregiving costs out of their own pockets – and one in five caregivers experience significant financial strain because of caregiving, according to a recent AARP report. One way to help your family members is to protect yourself from the enormous expense of long-term care. The average cost for a private room in a nursing home is now over $100,000 a year, according to the insurance company Genworth. Medicare won’t pay much, if any, of these costs, so you may want to consult with a financial advisor, who can suggest possible ways of addressing long-term care expenses. Even if you don’t require a long stay in a nursing home, you still might need some assistance in the future, especially if your health or mental capacities decline. So, start talking to your loved ones about their possible roles if you should ever need caregiving. You may want to create a caregiving arrangement that specifies payment for caregiving services and outlines the expenses to be reimbursed if paid out of pocket by a caregiver. Also, you may want to create the appropriate legal documents, such as a durable power of attorney for health care, which enables someone to make medical decisions on your behalf should you become incapacitated, and a durable power of attorney for finances, which allows you to name someone to make your financial decisions if you become unable to do so yourself. A legal professional can help you make these arrangements and incorporate them into your overall estate plan. A financial advisor can suggest ways of preparing for the costs involved with caregiving and can direct you to relevant resources, such as social services provided by your city or county. Clearly, there’s much you can do to help shield your family from the financial strain of caregiving. But you are not alone: By drawing on other resources and outside help, you can ease the burden on your loved ones. And everyone will feel more secure when you have your arrangements in place.

AUTHOR JAMES WRIGHT ADDRESSES THE CALUMET CITY HISTORICAL SOCIETY: Mr. Wright took members and guests on a digital tour of The Dixie Highway in Illinois, from Chicago to Danville on Sunday September 12, 2021 at the CCHS HOME, 760 Wentworth Avenue, Calumet City, Il. In 1915 Carl Fisher helped form the Dixie Highway Association to create the first fully paved road system from the north to Miami, Florida. By 1921, 136miles of paved roads were complete with concrete or brick. In 1927, DHA disbanded and the roads became owned by the state or local government. Today, south of Chicago Heights, some of Illinois Route 1 follows the original Dixie Highway. Author Wright wrote a book on the DH and it was available for purchase that day. His near encyclopaedical memory of the road, enthralled those present. *** PRAYERS FOR FAITH--I am calling on all the Prayer Warriors to say prayers for 18 year old Faith who has spina bifida. Faith burned her legs in the shower recently. She has no feelings in her legs and didnt realize the hot water was running on her legs until she had incurred 2nd degree burns. She is in a Chicago hospital now getting skin grafts and putting her life back together. Faith has had some close calls in her young life, but kept going and is now doing much better. CATHY & JIM HIGGINS Question: How do Home inspections work and how do they work into the sales contract? Answer: When buying a Home, it is common practice and encouraged for the buyer to have a home inspection on a house once you have agreed on price, terms and conditions, and have a signed offer to purchase. The inspector will check the structure, mechanical system, plumbing, electrical and more. They will submit a report to the buyer which often highlights areas that have concern and may need to be corrected. This list may be extensive. The list could include anything as minor as a small rip in the Kitchen
floor vinyl, to as extensive as a failing foundation or major safety issues. The practice of home inspection was intended to let the buyer know what they were buying during the discovery period and allow them the opportunity to continue forward with the purchase or give notice that they no longer want to buy. In most cases, it allows them to get out of the contract without bias and allows them the return of their earnest money deposit. However, through the years, it has become common practice for the buyers to ask the seller to do repairs or give credit to the buyer at closing so they can fix the items. Most sellers will have safety
issues fixed, as these are a concern for them. But, over the years, we have seen the buyers ask for everything to be repaired, including minor issues. Buyers need to be careful here. What most buyers do not understand, is once you ask the seller to do something as a result of the home inspection, they are renegotiating the contract and the seller could decide not to sell anymore. The request for repair rejects the original offer and introduces a new offer. The seller does not have to accept the new offer and does not have to sell to the buyer anymore. In many of our local markets and across the country, buyers are finding that they aren’t the only ones eager to get the keys to their dream home. Most buyers know that there are several ways that the home buying journey can become more complicated in a competitive market. Let’s explore the appraisal gap, one of the things that can make a hot market more challenging, and how buyers can handle it. An appraisal gap is a discrepancy that occurs when a buyer’s offer is higher than the actual appraised value of the property that they want to buy. It’s an issue most commonly experienced by buyers in competitive markets in which bidding wars and other aggressive offer tactics are common. When a seller and their real estate agent set a home’s list price, they do so based on factors such as the local market, sale prices from comparable properties in the area, and their assessment of the property’s overall condition. The buyer’s offer is based on this list price, but that number isn’t necessarily the value that the lender agrees to do the mortgage at. This is where the appraisal comes in. Appraisals ensure, among other important things, that the borrower doesn’t end up overpaying for the property with an asking price that was artificially inflated by market factors. Seller’s markets (like we have now) with low inventory and high competition are particularly susceptible to listing prices that end up higher than the appraised value. This is when buyers end up with an appraisal gap. Many of these offers can be legally binding, meaning the buyer must pay the seller the amount of money they originally offered, even if it’s more than what the appraised value came in at. That means the buyer will need to find a way to pay the difference
between the appraised value and the purchase price. While shopping in a hot market is no guarantee that a buyer will end up with an appraisal gap, a buyer’s Realtor can make their clients aware of this potential issue. Buyer agents can add a clause to the offer making the deal contingent on the property appraising at a certain value, however, many buyers today are guaranteeing to pay up to a certain dollar amount over a lower appraisal in order to land the seller’s signature of acceptance. Lenders will allow buyers to be creative in obtaining some additional funds to close the gap. While not an option for all buyers, some may be able to turn to family members for gift funds to assist. Others may be able to leverage investments or draw additional down payment from retirement accounts like a 401K. Ultimately, the buyer would need to explore options specific to their retirement account. For buyers in a competitive market, the experience of buying a home can feel like a whirlwind process. That makes it even more important for Realtors to prepare these buyers with the knowledge of what’s to come. Preparing not only for the appraisal process but also for the potential of an appraisal gap will make the home buying experience much smoother and more pleasant for everyone involved.
